  Maroš Šefčovič, Vice-President of the Commission. Mr President, nine months ago we had a debate in this plenary when I was here to present the Energy Union strategy with a forward-looking climate policy which had just been adopted by the Commission. I was very encouraged by your reactions in this House. This gave the strategy important momentum from the very beginning. Nine months of intensive work and intensive contacts have passed since then.

In the Commission this was very important collective work, involving 14 Commissioners on the Energy Union Project Team. I would like to thank them here in the plenary for this work. We have proved that the new Commission structure works and can deliver.

Last week, we added a new instrument to our energy toolbox: the State of the Energy Union Report. This will become an annual exercise to take stock but also to provide concrete policy guidance for the year ahead. This will allow you – and us – to keep up the momentum and to have a debate every year about all the dimensions of the Energy Union.

Your support and your commitment to this ambitious project are crucial. As co-legislator, you will have to set the legislative framework for the Energy Union and you can carry the debate into your capitals, cities and regions, and to the citizens in your constituencies. As you know very well, their support for the Energy Union will be decisive.

Let me highlight four key messages that need political attention in 2016. The first is to highlight the fact that the EU must remain the leader in the transition to a low-carbon society. COP21 is only days away, where the EU, and notably our chief negotiator Miguel Arias Cañete, will spare no effort to get an ambitious, legally-binding agreement with a built-in review mechanism.

The EU must also continue to lead the way after COP21. The Emissions Trading System (ETS) reform and the new electricity market design must give the right signals for clean and energy—efficient technologies. We will make proposals for a heating and cooling strategy and for the decarbonisation of transport. We will also propose the Effort Sharing Decision in the non-ETS sector. We will present legislation to ensure that we reach the 2030 targets on renewables and energy efficiency, the latter having in mind an EU level of 30%. In parallel, we will further develop our financing instruments, making them more suitable for financing needs at the local level and for energy efficiency needs in the building sector.

My second main message is to highlight the fact that, if we want this fundamental energy transition to be successful, it has to be socially fair and consumer centred. We must empower our consumers, as we explained in the Communication that we discussed with you in plenary in September, together with the rest of the summer package.

But I am also convinced that in 2016 we should pay particular attention to the increasing numbers of the energy poor. When we review our legislation next year, we should make sure that the interests of energy-poor consumers are duly taken into account.

My third message focuses on the geopolitical challenges, because they will not go away in 2016 and we need to be on top of them. We have to keep pushing for the diversification of energy sources, routes and suppliers, especially through an ambitious liquefied natural gas (LNG) strategy which we will present in February. At the same time, we will present a revision of the Security of Gas Supply Regulation and proposals to revise the decision on intergovernmental agreements.

Let me mention another issue to which I want to pay special attention. We have to speed up work on infrastructure projects. I am glad that we have also adopted the second Projects of Common Interest (PCI) list – a list that is more focused, moving from 248 to 195 projects of common interest, and much better aligned to the core objectives of the Energy Union.

Let me also say a word about Nord Stream 3 and 4. I know this is a subject of huge interest and concern to this House, as reflected in President Buzek’s letter sent to Commissioner Arias Cañete and me two weeks ago on behalf of the Committee on Industry, Research and Energy. We have taken note of the plans of commercial companies to build further pipelines connecting Russia and Germany through the Baltic Sea. These pipelines, if built, will have to comply fully with EU law. But let me also state that this project would not give access to a new source of supply and even further increase excess transmission capacity from Russia to the EU.

The EU will only support infrastructure projects that are in line with the core principles of the Energy Union, including the EU’s Energy Security Strategy. Diversification of energy sources, suppliers and routes is crucial for ensuring secure and resilient supplies to European Union citizens and companies. It is for these reasons that the Nord Stream project will not become a project of common interest and will not benefit from EU financing. But let me also clearly say this: Ukraine proved to be a reliable transit partner for Russian gas throughout the last winter, and the EU believes that it is in the interest of all parties that Ukraine remains an important transit country.

Last but not least, my fourth message. With this State of the Energy Union, we are laying the first building blocks of a ‘governance mechanism’ that will bring more transparency and predictability to investors and businesses. The low-carbon and energy-efficient technologies are here, but they need investment. When ready, the governance mechanism will thus be based on three pillars.

The first will be the State of the Energy Union Report with its policy conclusions and country fact sheets, all of which we will further develop in the coming years. In that way we will keep implementation of the Energy Union under close scrutiny. We will keep it regularly on the European agenda through discussion in this Parliament and in different Council formations. It will also allow the European Council to give continued guidance on this issue.

The second pillar will be represented by national energy and climate plans with biannual progress reports, covering all five dimensions, covering the 2021—2030 period, and promoting regional cooperation between Member States. This year we are providing, firstly, guidance and key indicators for the progress reports. Next year we will come with a proposal to ensure that this monitoring and reporting system is firmly anchored in legislation.

The third pillar will be represented by the sector-specific legislation that I mentioned before, in particular to ensure that we reach our 2030 targets.

In all this, we will ensure that this Parliament will play its full part in making the Energy Union happen.

So I think that I can say that we have got off to a good start in 2015, but my promise to you today is that 2016 will be the Energy Union’s ‘year of delivery’.

  Krišjānis Kariņš, PPE grupas vārdā. Komisāra kungs! EPP grupa, protams, atbalsta Komisijas virzīto Enerģētikas savienības izveidošanu. Šis ir mūsu mēģinājums izveidot patiesi brīvu tirgu, palielināt konkurenci enerģētikas jomā visā Eiropas Savienībā, samazinot mūsu importa atkarību, samazinot CO2 izmešus un palielinot mūsu enerģētikas drošību, tātad piegādes drošību. Šajā sakarā es gribu īpaši uzsvērt divas lietas. Pirmkārt, komisāra kungs, jūs runājat par emisijas tirdzniecības sistēmas reformu. Tas ir ļoti svarīgi. Mums Eiropas Savienībā ir jāsamazina CO2 izmeši, taču lūgums jums ir būt ļoti līdzsvarotam, līdzsvarojot gan mūsu mērķi samazināt CO2 izmešus, gan mūsu mērķi saglabāt rūpniecību un darbvietas Eiropas Savienībā. Kā piemēru es varu minēt tērauda industriju. Tērauda industrija kā tāda nav videi draudzīga. To mēs visi zinām, taču mēs Eiropā patērējam un izmantosim tēraudu gan mūsu autoindustrijā, gan celtniecībā, gan citur. Tātad mēs to tāpat kaut kur pirksim. Ja šo industriju “izdzīs” ārpus Eiropas Savienības, mēs nepatērēsim mazāk tērauda, bet, iespējams, to ražos tur, kur vispār nav nekādas kontroles. Tātad, tiecoties samazināt CO2, esiet līdzsvarots, domājot par industriju. Un otra lieta, ko es gribētu uzsvērt, tieši to, ko jūs arī minējāt par Nord Stream cauruļvada paplašināšanas projektu. Es aicinu Komisiju ļoti rūpīgi apskatīties, vai šis projekts vispār ir samērojams ar mūsu mērķiem, izveidojot Enerģētikas savienību, jo mēs redzam, ka tas nepalielinātu mūsu enerģijas piegādes drošību, gluži pretēji — tas palielinātu mūsu atkarību no viena piegādātāja, no Krievijas.   Dan Nica, în numele grupului S&D. Domnule comisar, domnule vicepreședinte, vă felicit pentru activitatea și eforturile depuse până în prezent pentru a implementa Uniunea energetică.

Grupul Social-Democrat, prin activitatea parlamentară, este gata să susțină propunerile Comisiei și să lucreze îndeaproape cu celelalte instituții europene pentru a pune în aplicare măsurile necesare pentru o piață internă integrată a energiei.

Economia și societatea noastră se confruntă cu importurile de energie din regiuni instabile, care fac prețurile volatile.

Cheia Uniunii energetice o reprezintă crearea unei piețe energetice sigure, durabile, competitive și la prețuri accesibile, în scopul de a spori competitivitatea la nivel mondial a economiei europene, reducând și armonizând prețurile la energie în Europa și între statele membre.

O piață integrată ar maximiza beneficiile pentru noi industrii și noi tehnologii asigurând în același timp protecția și sprijinul pentru forța de muncă și industriile tradiționale. Subliniez că trebuie să ne asigurăm că obiectivele și țintele propuse nu vor fi îndeplinite în detrimentul industriei europene și al locurilor de muncă.

O piață integrată a energiei trebuie să aducă în primul rând beneficii tangibile consumatorilor.

De aceea este regretabil că piețele de energie electrică și gaze nu au performanța prevăzută. Pe lângă transparența costurilor energiei atât consumatori industriali, cât și cetățenii au nevoie de prețuri mai mici la energie.

De asemenea subliniez, domnule vicepreședinte, importanța interconexiunilor pentru a avea o veritabilă piață internă a energiei electrice.

Și, nu în ultimul rând, noi, social-democrații, susținem abordarea Comisiei privind lupta împotriva sărăciei energetice și protecția consumatorilor vulnerabili.

Dar subliniez că avem nevoie de o abordare europeană integrată. Mult succes pe mai departe, domnule vicepreședinte.

  Evžen Tošenovský, za skupinu ECR. Pane předsedající, energetika jako zásadní otázka pro budoucnost Evropy nesmí zapadnout v kontextu aktuální a dramatické debaty o migraci a terorismu. Jsem proto rád, že Komise (a pan místopředseda Šefčovič osobně) se věnuje energetické unii s plným nasazením. Ovšem i Parlament plní své úkoly a musím ocenit kolegu Gróbarczyka, nyní již ministra v nové polské vládě, který připravil na půdě ITRE vyváženou zprávu.

Dovolte mi několik poznámek. Nejdříve k infrastruktuře. Potřebujeme interkonektory, a proto vítám energetické projekty v rámci CEF schválené minulý týden tak, jak jste je zmiňoval.

Dále krátce k energetické bezpečnosti, která by měla být založena na principu solidarity. Z toho principu ale vybočuje projekt Nordstream II, mnohými oprávněně vnímán jako určité ohrožení. K otázce dekarbonizace je potřeba přistupovat s rozumem, respektovat specifika některých států, zejména těch s vysokým podílem uhlí v energetickém mixu, a jeho význam například pro teplárenství.

A rovněž respektovat jadernou energetiku jako nízkouhlíkový zdroj energie zásadní pro řadu zemí. Musíme se vyvarovat negativních dopadů naší politiky, jako je vysoká cena energie a deindustrializace. Energetická unie naopak musí být impulsem pro otevřený trh s energiemi, který napomůže konkurenceschopnosti členských států a našeho průmyslu.

  Morten Helveg Petersen, on behalf of the ALDE Group. Mr President, I would like to thank the Commission for the excellent work done in this report, which helps to illustrate the scale of the challenge ahead of us.

Europe needs a holistic approach to achieving an energy union. We need integrated solutions in order to get more renewables into the energy mix, cut our carbon footprint and use scarce energy supplies in the most efficient way. Doing so will cut costs for business and make Europe more competitive, reduce energy bills for ordinary citizens and help us innovate to become world leaders in the energy technologies of the future. But many EU countries have back—pedalled on even modest objectives and have then gone on to block efforts to strengthen Europe’s ambition. This cannot continue if we are to deliver on a true energy union.

What I want to emphasise today is that we too, as Parliament, need to step up to this challenge. In the own-initiative report on the Energy Union, which we will hopefully adopt next part-session, we call for Parliament to play an active role in the governance of the Energy Union. But clearly, we can only play this role if we are able to work together to find common ground on the crucial issues which often divide us. This is a priority for me and my Group: looking to find pragmatic approaches, but also approaches that maintain our ambition and determination to deliver the fundamental changes that energy union must deliver over the coming years.

I would again like to thank Vice-President Šefčovič for all the hard work, and clearly I hope that Parliament is also up to the challenge of achieving a true energy union.

  Νεοκλής Συλικιώτης, εξ ονόματος της ομάδας GUE/NGL. Κύριε Πρόεδρε, αγαπητοί συνάδελφοι, δυστυχώς η πρώτη έκθεση της Επιτροπής για την κατάσταση της Ενεργειακής Ένωσης επιβεβαιώνει αυτό που γνωρίζαμε. Ακόμα δεν έχουν πραγματοποιηθεί ουσιαστικές δράσεις για άρση της ενεργειακής απομόνωσης των κρατών από τα ενεργειακά δίκτυα, για ενεργειακή επάρκεια και τροφοδοσία, για αντιμετώπιση των κλιματικών αλλαγών, για μείωση των εκπομπών διοξειδίου του άνθρακα, για προώθηση των ανανεώσιμων πηγών ενέργειας και μείωση της ενεργειακής εξάρτησης της Ένωσης.

Ιδιαίτερο προβληματισμό, όμως, δημιουργεί η αποτυχία της Επιτροπής να προχωρήσει στην ανάληψη των απαιτούμενων δράσεων για καταπολέμηση της ενεργειακής φτώχειας που ταλανίζει όλο και περισσότερους ανθρώπους στην Ευρώπη. Δεν αρκεί πλέον να επισημαίνουμε τα προβλήματα. Ο χρόνος εξαντλείται και οι ανάγκες των λαών απαιτούν - άμεσα - ανάληψη δράσεων. Σημαντικό ρόλο για άρση της ενεργειακής απομόνωσης και διασφάλιση ισότιμης και φθηνής πρόσβασης όλων των ανθρώπων στο αγαθό της ενέργειας, μπορούν και πρέπει να διαδραματίσουν οι εγχώριες πηγές ενέργειας της Ένωσης.

Συνεχίζουμε λοιπόν να ζητάμε από την Επιτροπή να αξιοποιήσει τις προοπτικές που δημιουργούνται με τα κοιτάσματα φυσικού αερίου στην ανατολική Μεσόγειο, να στηρίξει ενεργειακές επενδύσεις στην περιοχή, να προωθήσει τη δημιουργία ενός μεσογειακού κόμβου φυσικού αερίου με αγωγούς, αλλά και με ανάπτυξη της παραγωγής LNG. Εξίσου σημαντικό είναι να αναπτύξουμε άμεσα ένα ρεαλιστικό, ολοκληρωμένο σχέδιο για τη στήριξη και προώθηση των ανανεώσιμων πηγών ενέργειας.

Πάνω απ όλα όμως, χρειάζεται να επαναπροσδιορίσουμε την ενεργειακή μας πολιτική, ώστε στο επίκεντρο να είναι οι ανάγκες και τα συμφέροντα των ανθρώπων, των καταναλωτών και των τοπικών κοινοτήτων.

  Claude Turmes, on behalf of the Verts/ALE Group. Mr President, I would like to address the Commissioner. Yes, you have made some progress over the last nine months by making south-eastern Europe a bit calmer after South Stream was cancelled, bringing Poland back on track on the Gas Interconnector Poland-Lithuania (GIPL) and working with the Baltic countries around the Baltic Sea. I think it is working, with Ukraine, to stabilise the relations with Russia.

So on that front some progress has been made, and a lot of it is to your personal credit. But overall, what you presented last week is weak. It is a paper without a clear vision. I will identify this on three points: one is energy efficiency. “A binding 30% objective for energy efficiency by 2030 is, to me,” said Jean-Claude Juncker last year “the minimum if we want to be credible and forward-looking”. One year later, this is a completely broken promise. In your paper you speak of 27%, and this is not even binding. Can you please explain to us: what is the word of the President of the Commission if one year later it does not count any more? In the modelling exercise you are doing, our call for 40% is not even modelled, which I think is democratically not acceptable to this institution.

On energy efficiency, what is the situation in the world? World investments in renewables have grown by 14%. Europe’s investments in renewables are almost stagnating. Where was the Commission in Spain on the retroactive changes? What concrete proposals have you made for Paris? Jean—Louis Borloo, the former French Minister under the Sarkozy government, is calling for a big plan for Africa, including for reasons of migration. Why do we not go for massive PV deployment in Africa? You have presented nothing this year on renewables but hostility towards renewables.

On ETS: ETS has largely failed over the last ten years. Can you explain to me how we will bring back gas and phase out coal with this weak ETS price? How do you foresee phasing out coal?

Yes, you are discussing Nord Stream at the Commission. But if Nord Stream goes ahead, then we will weaken Ukraine and make Eastern Europe so fragile that we will completely discredit the Energy Union. Please, stand up and be courageous, including on these particular French and German interests in Nord Stream. We need a vision. Do we need another energy crisis before Europe gets its act together? The Commission is active now in the crisis on migration, but unambitious when it comes to energy union.

  Dario Tamburrano, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, Commissario, accogliamo con piacere parte delle sue dichiarazioni e speriamo che certe promesse vengano mantenute. Noi siamo preoccupati per la mancanza di obiettivi vincolanti a livello dei singoli Stati, perché riteniamo che, nel momento in cui questi obiettivi del 27% o del 40% non venissero raggiunti, non ci sarebbe poi in realtà una responsabilità dei singoli Stati; quindi chiediamo che si fissino obiettivi più ambiziosi e più vincolanti.

Vorrei invitare lei e i colleghi a una riflessione, al collegamento che tutti noi conosciamo tra la geopolitica dell'energia e la geopolitica del terrore. Tutti noi siamo, in qualche maniera, responsabili di un modello di sviluppo basato sul fossile. Sappiamo perfettamente che abbiamo alimentato un flusso di ricchezza enorme verso determinati paesi che ora hanno mezzi, uomini e risorse economiche per andare a creare quello che è successo a Parigi solamente la settimana scorsa.

In qualche maniera, noi siamo responsabili del nostro futuro. Quindi credo che obiettivi vincolanti e obiettivi più ambiziosi siano la via europea per la pace e la prosperità: finché dipenderemo da risorse esterne, finché dipenderemo da petrolio e da gas per il nostro sviluppo, noi in qualche maniera, alimenteremo anche la mano del terrore che ci troviamo ogni giorno nelle nostre case.

E c'è un altro discorso che, credo, non venga affrontato: si è parlato di allentare il patto di stabilità per quanto riguarda gli investimenti in sicurezza. Io mi auguro che questi investimenti siano in reale sicurezza, in intelligence sul territorio, perché in realtà il fenomeno sta assumendo l'aspetto di terrorismo interno. Ma, visto che gli obiettivi della transizione energetica sono comunque ambiziosi e hanno bisogno di investimenti, noi riteniamo che il libero mercato e che questo modello economico possano in realtà avere quella visione di lungo periodo necessario ad investimenti che si basino su investimenti privati.

Riteniamo quindi che ci sia bisogno di un new deal, un nuovo investimento, un nuovo quantitative easing per finanziare quella che è la transizione energetica europea, perché la sfida è veramente grande e straordinaria.

  Barbara Kappel, im Namen der ENF-Fraktion. Herr Präsident, Herr Kommissar Šefčovič! Sie haben es angesprochen, nächste Woche beginnt in Paris die COP 21. Die Europäische Union hat es sich zum Ziel gesetzt, Vorreiter in der Klimapolitik und beim Klimaschutz zu sein. Damit wir diese Vorreiterrolle auch glaubhaft wahrnehmen können, ist es notwendig, dass die Europäische Union die 2030-Ziele einhält. Sie wissen, es sind dies die 40 % Reduktion bei den Treibhausgasen, wenigstens 27 % Anteil an erneuerbarer Energie und ebenfalls eine Verbesserung der Energieeffizienz um mindestens 27 %.

Wir alle wissen, dass diese Veränderungen, dass diese Punkte, diese Maßnahmen zu einer völligen Veränderung des europäischen Strommarkts führen werden. Es ist wahrscheinlich, dass bis zu 50 % der erneuerbaren Energie in die Stromerzeugung einfließt und dass damit den Bemühungen zur Energieunion, dem heutigen Sachstand, den Sie uns erklären, Rechnung getragen wird.

Das reicht aber noch nicht. Was ist zu tun? Neben einem funktionierenden Energiebinnenmarkt brauchen wir eine regionale Zusammenarbeit – Sie sprachen es heute schon an – zehn Prozent Interkonnektivität, Zusammenarbeit der Netzbetreiber, eine Neubewertung von ACER, die Harmonisierung der Förderregelungen für eine effiziente Weiterentwicklung der erneuerbaren Energie, die neue Rolle der Endverbraucher, die Sie auch im Sommerpaket schon berücksichtigt haben – wir sprechen hier von den sogenannten Prosumenten, also Endverbraucher, Unternehmen und Haushalte werden verstärkt einbezogen in die Energieerzeugung, aber auch mehr Mittel für den Netzausbau und für Forschung und Entwicklung – wir sprachen es heute an –, neue Finanzierungsinstrumente, aber auch fast Fast-Track-Verfahren, damit die Leitungen wirklich schnell gebaut werden können.

Das führt mich zum letzten wichtigen Punkt, nämlich der europäischen Energieversorgungssicherheit. Wir sprachen es heute auch schon an: Diversifizierung der Netze, Diversifizierung der Lieferanten, Diversifizierung der Quellen, aber eben auch ein sicheres und stabiles Verbundnetz, weil sonst eine europäische Versorgungssicherheit nicht gegeben ist.

Sie haben jetzt einige gute Vorsätze im Sommerpaket schon festgelegt. Ich sprach den New Deal für die Konsumenten an, es kommt das energy labelling, aber das neue Energiemarktdesign und die Kapazitätsmärkte und, ganz wichtig, die ETS-Reform und hier bitte mit Augenmaß vorgehen. Stahlindustrie wurde angesprochen. Es ist wichtig, dass der Standort Europa wettbewerbsfähig bleibt. Wir wollen Vorreiter in der Klimapolitik sein, aber wir wollen auch der wettbewerbsfähigste Standort der Welt bleiben.

  Hans-Olaf Henkel (ECR), Frage nach dem Verfahren der „blauen Karte“. Frau Kappel! Sie sprachen von einer Vorreiterrolle. Ich frage mal: Was passiert eigentlich, wenn die Europäische Union alleine vorwegreitet und niemand reitet ihr hinterher?

  Barbara Kappel (ENF), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Das ist eine sehr gute Frage, Herr Henkel. Wenn sich Europa nicht verbindlich verpflichtet, die Klimaziele zu erreichen, und verbindliche Vorgaben macht, wird es wahrscheinlich niemand tun. Wir sehen doch, dass weder China noch die USA bereit sind, verbindliche Verpflichtungen einzugehen, und wir sehen genauso, dass die wenigsten Schwellenländer bereit sind, verbindliche Verpflichtungen einzugehen. Das sollte uns dazu führen, dass Europa als größter Geber von Geldern zum Beispiel in der Entwicklungszusammenarbeit das verknüpft mit der verbindlichen Einhaltung und mit der verbindlichen Vorgabe von nationalen Maßnahmenplänen zum Klimaschutz. Es kann tatsächlich nicht sein, dass Europa die einzige Region ist, die sich verpflichtet, und die anderen bleiben unverbindlich.

  Zoltán Balczó (NI). Elnök Úr, az energiauniós stratégia céljai között szerepel a dekarbonizáció mint az uniós klímapolitikának az eszköze. A fosszilis energiahordozók kiváltására az EU dokumentumaiban egyetlen lehetőség szerepel: a megújuló energia. Ez önmagában megoldást nem jelent. Még maga Šefčovič biztos úr sem tudja azt elérni, hogy akkor fújjon a szél, és akkor süssön a nap, amikor ezt a fogyasztók éppen igénylik. És talán a magas energiaköltséget is figyelembe kell vennünk, hogy ezeknek milyen összegű támogatásra van szüksége. Így nem kellene negligálni a nukleáris energia alkalmazását sem, ami a szén-dioxid-kibocsátás szempontjából tiszta energiának minősül. És felhívom a figyelmet arra, hogy 2014 őszén négy elismert, környezetvédelemre szakosodott amerikai tudós nyílt levéllel állt ki a nukleáris energia hasznosítása mellett.

  Françoise Grossetête (PPE). Monsieur le Président, Monsieur le Commissaire, vous nous avez donné des précisions sur l'Union de l'énergie, ce grand chantier voulu par Jean-Claude Juncker qui doit absolument assurer la sécurité énergétique de l'Union européenne et parallèlement la compétitivité de nos entreprises. Il y aurait beaucoup de chose à dire, mais je vais simplement me concentrer sur 2 points.

Le premier concerne la réalisation de l'objectif d'amélioration de l'efficacité énergétique, à savoir 20 % d'ici 2020. Nous savons que nous aurons beaucoup de mal à l'atteindre, parce que beaucoup d'États membres ne consacrent pas les investissements nécessaires dans ce domaine. Le plan Juncker a cependant permis de financer un certain nombre de projets, notamment en France. On doit insister là-dessus, surtout sur le chauffage et le refroidissement, qui sont les principaux postes de consommation de l'énergie dans l'Union européenne, car on ne peut pas laisser les bâtiments existants, soit 98 % des bâtiments, en dehors de toute amélioration énergétique. J'aimerais donc savoir, Monsieur le Commissaire, ce que vous comptez faire pour réellement entraîner les États membres vers des investissements liés à l'efficacité énergétique.

Deuxièmement, en ce qui concerne les marchés de l'électricité et du gaz, nous constatons qu'ils ne fonctionnent pas bien: manque d'interconnexion, de coopération régionale et d'échanges transfrontaliers. Le marché intérieur a absolument besoin d'être renforcé et intégré. Les énergies renouvelables rendent ce système un peu complexe et, de ce fait, il est important et urgent de répondre à la complexité de la gestion de l'énergie par une réelle stratégie européenne en privilégiant la gestion dite intelligente des réseaux.

Il reste donc beaucoup à faire. Dans la perspective de la réforme du marché du carbone à venir – mon collègue Kariņš en a parlé –, il importe de tenir compte de l'intérêt de notre industrie et de ne pas sacrifier notre base industrielle à une certaine idéologie; il y a lieu de tenir compte d'un juste équilibre et d'éviter les délocalisations. Dans un tel contexte, Monsieur le Commissaire, vous pourrez compter sur notre soutien.

  Matthias Groote (S&D). Herr Präsident! Die Energieunion – das zeigt sich auch heute in der Debatte – ist ein Marathon. Wir sind gerade erst gestartet, und es ist aller Mühe wert, diesen Marathon wirklich bis ans Ziel durchzuführen, denn die Konkurrenzfähigkeit der europäischen Industrie ist oftmals angesprochen worden. Wir haben auf der anderen Seite das Thema Klimaschutz. Uns erwarten höchstwahrscheinlich 200 Millionen Klimaflüchtlinge aus anderen Kontinenten, wenn wir nicht umsteuern, wenn es in Paris nicht eine entscheidende Einigung geben wird. Darum sollten wir die Energieunion als Ganzes sehen.

Ich muss ein Kompliment machen: Der Kommissar ist viel vor Ort, spricht mit Akteuren vor Ort. Es wird nicht nur in Brüssel – im Elfenbeinturm – entschieden und dann werden Gesetze ausgespuckt, sondern vor Ort wird miteinander diskutiert. Das ist sehr positiv. Was aber der Fall sein muss am Ende des Tages – das ist heute auch deutlich geworden in der Debatte: Zum Beispiel im Bereich Energieeffizienz brauchen wir robuste Gesetzgebung, da brauchen wir konkrete Maßgaben. Das kann nicht über Freiwilligkeit gehen, sondern die Industrie und diejenigen, die am Ende des Tages Geld in die Hand nehmen und investieren wollen, brauchen auch Investitionssicherheit. Und darum: Klare Maßgaben und ambitionierte, aber machbare Ziele, sodass dies auch umgesetzt werden kann! Denn dadurch entsteht am Ende des Tages Arbeit. Jede Kilowattstunde, jede Tonne Öl, die wir nicht verbrennen oder in Elektrizität umwandeln müssen, ist gut. Das stärkt die Konkurrenzfähigkeit der europäischen Industrie und sorgt auch dafür, dass die Energiepolitik sozial gestaltet wird.

Nochmal an die Adresse der Mitgliedstaaten, die ja alle ihre eigene Agenda haben: Ich kann alle Mitgliedstaaten nur ermahnen, dass die europäische Energieunion auch der Schlüssel für die nationalen Energieprobleme am Ende des Tages ist. Nur gemeinsam wird ein Schuh daraus. Wir sollten auch mal in die Geschichte zurückblicken: Etwas Ähnliches wie damals die Europäische Gemeinschaft für Kohle und Stahl sollten wir auch mit der Energieunion anfangen und stricken. Es ist ein Integrationsprojekt.

  Ian Duncan (ECR). Mr President, I think this is what I would term a ‘Goldilocks’ approach to things. It is not too hot, it is not too cold, it seems to occupy that middle ground, and in the middle ground you can disappoint people on either side. I think right now there are many interesting things within this: trying to move ourselves away from dependence upon Russian imports, so the PCIs are vital – I think that is important; the concept of interconnectivity at a regional level – not pan-European in one step, but rather regional, growing from the ground and lifting it up: that is a huge step forward, and I think that will help us make significant progress.

Emissions abatement is also something we must look at, and into that we have to consider CCS – carbon capture and storage – and, indeed, carbon capture and usage. Those two concepts need to be integral. I am very struck just now that we must make sure our energy mix works and delivers. We must again, however, be looking at how to create a level playing field for all our sources of energy, and that will mean, I believe, looking at fossil fuel subsidies as well. There is much to thank from this report but still much again to be done.

  Fredrick Federley (ALDE). Herr talman! Tack vice ordförande Šefčovič för att du är här och tar debatten.

Jag vill börja med att säga att för min del så är det så oerhört tydligt att detta är ett av de områden där vi verkligen behöver mer av Europeiska unionen och där vi behöver mer marknad. Det finns vissa krafter som kritiserar EU och säger att det bara handlar om marknad. Här har vi det tydliga beviset för att vi på energiområdet inte har någon gemensam marknad alls. Ska vi klara klimatet, ska vi klara jobben, ska vi klara industrin, ska vi klara ekonomin och säkerheten, så är det oerhört viktigt att vi får en gemensam energiunion som också är väldigt, väldigt marknadsbaserad.

Tittar vi på det exempel som finns inom EU som är nordpol, som berör de nordiska länderna och de baltiska länderna, så kan vi om vi t.ex. om vi tittar på Estland se hur en gemensam marknad har varit till gagn för ekonomin både för de privata hushållen och för industrin och hur man har kunna minska kostnaden genom ett effektivare energianvändande.

Det bygger också på att vi får en ökad interkonnektivitet som gör att vi kan se till att man i de delar av unionen där vi har ett energiöverskott kan kompensera de delar av unionen där vi har ett energiunderskott. Det gör också att vi får en ökad säkerhet i hela Europeiska unionen.

Jag skulle vilja uppmana kammaren att inte fastna för mycket på detaljer om vad det är vi har på denna marknad sedan. Nu ska vi skapa systemet, säkerheten, reglerna och marknaden. Sedan har vi andra instrument, t.ex. ETS:en, för att se till att vi styr i den riktning vi vill framöver. Men vi klarar inte vare sig jobb, ekonomi eller klimat om vi inte får en gemensam energiunion som är stark, tydlig och marknadsbaserad.

  Cornelia Ernst (GUE/NGL). Herr Präsident! Ich hatte heute früh zu tun, dass ich hier pünktlich erscheine, weil es wieder Grenzkontrollen an der deutsch-französischen Grenze gibt. Angesichts der Tatsache, dass aus den allerverschiedensten Gründen Europa mehr und mehr in seine Fürstentümer zurückfällt, wird es wohl schwer, den Traum einer modernen Energieunion umzusetzen. Auch die Konzepte der Kommission beugen sich vor der Logik der Fürstentümer, sonst würden sie nicht für 35 Jahre ein neues AKW mitfinanzieren, sonst würde man sich nicht um den Kohleausstieg drücken und Fracking wieder hoffähig machen.

Statt Kleinstaaterei brauchen wir die europäische Anerkennung der globalen Realität, dass der Klimawandel mit Halbherzigkeiten nicht aufgehalten werden kann. Notwendig ist klare Vorfahrt der erneuerbaren Energien vor jeder x-beliebigen fossilen. Mit kryptischen 27 % ohne nationale Verbindlichkeiten kommt man da nicht weiter. Wir brauchen keine Gasunion. Wir brauchen eine Energieunion, die Treibhausgase bekämpft, die Klimaschutz tatsächlich zur ersten Priorität macht und Verbraucher vor Energiearmut wirksam schützt. Davon ist die Kommission meilenweit entfernt.

  Peter Eriksson (Verts/ALE). Herr talman! Gracias. Jag pratar svenska, det har jag tänkt göra.

Jag vill tacka kommissionären. Det här är ett väldigt ambitiöst och viktigt arbete som ni har dragit igång i kommissionen. Jag tycker att ni borde kunna göra det med ännu större självförtroende, för det som har hänt de senaste åren på energimarknaden är att vi har fått en revolution. Priserna på den förnybara energin, vindenergin och solenergin har minskat dramatiskt och detta förändrar hela energimarknaden. Särskilt om vi genomför det som kommissionen vill – att få ett bättre sammanlänkat energisystem, där hela Europa kan transportera energin från olika ställen. Det gör att vi kan investera där det är som mest effektivt och få ihop också konkurrenskraftiga priser för framtiden.

Detta ska vi kunna stå upp och tala om som en framtidssäkring av industrin också i framtiden. Därför tycker jag att man borde våga säga, tydligare, att vi måste avveckla kolet. Det som jag är bekymrad över är elefanten i rummet. Ni måste våga vara tydligare på det området, för att få förtroende för det andra.

  Roger Helmer (EFDD). Mr President, we seem to have developed a collective psychosis over electricity generation in Europe. Germany is building coal—fired power stations while we in my country, Britain, are closing them down. Germany is closing its nuclear fleet and France is cutting back, while we in Britain scramble to find Chinese funding for new nuclear capacity. But this is nothing compared to the disaster of our over—commitment to unreliable, intermittent and expensive renewables. We have forced up prices, undermined competitiveness and driven energy—intensive businesses out of Europe altogether, taking their jobs and their investment with them. As our colleague Antonio Tajani has said, we are creating an industrial massacre in Europe.

The issues we are debating today – more flexibility, more interconnectors – may have merit in themselves, but compared to the crisis of competitiveness, we are merely fiddling at the margin. We are debating the wrong issues. As we say in my country: we are barking up the wrong tree.

  Jean-Luc Schaffhauser (ENF). Monsieur le Président, Monsieur le Commissaire, la Commission s'est trompée. Je ne dis pas que vous vous êtes trompé, je dis que la Commission s'est trompée.

Elle s'est trompée sur la notion de marché de l'énergie. Il s'agit d'un oligopole naturel où il existe des distorsions d'informations, or vous ne prenez pas en compte la notion de puissance, la notion de capacité pour les pointes de consommation. Vous avez également coupé les notions de production et de distribution indispensables au marché de l'énergie, lequel est un oligopole naturel.

Vous vous êtes trompés sur la notion de priorité entre les priorités de l'environnement, les priorités de la concurrence et celles de la sécurité. La sécurité est première. Vous vous vous êtes trompé sur les notions de responsabilité et de solidarité. La responsabilité, évidemment, est première en ce qui concerne les États. Ce sont eux qui sont responsables.

Aujourd'hui, vous vous trouvez confrontés à des États qui agissent seuls. Il s'agit de la Grande-Bretagne, de la France, de l'Allemagne et de Nord Stream. Sans doute voulez-vous faire une politique de l'énergie sans la France, sans l'Allemagne, sans l'Italie, sans la Grande-Bretagne. Mais avec qui voulez-vous donc la faire?

La Commission s'est trompée sur la notion de sécurité première. Elle était défaillante dans le domaine de la sécurité financière. Elle est défaillante dans le domaine de la sécurité aux frontières. Elle est maintenant de nouveau défaillante dans le domaine de la sécurité énergétique. C'est un échec.

W wyniku działalności rozmaitych maniaków klimatycznych, którzy niestety opanowali Unię Europejską, mamy energię trzy do czterech razy droższą, niż moglibyśmy mieć, a wylewamy krokodyle łzy nad biednymi, którzy nie mają dostępu do energii elektrycznej. Od czasów Józefa Stalina nie słyszałem tyle o sprawiedliwości społecznej, co usłyszałem tutaj.

Otóż jak mawia kolega Konrad Berkowicz, ludzie biedni mają większy problem niż energia elektryczna. Nie mają dostępu do kobiet. Kobiety nie chcą wiązać się z mężczyznami biednymi.

Pytam się, czy Komisja Europejska chce rozwiązać również i ten problem w ramach sprawiedliwości społecznej? Otóż obawiam się, że to może nastąpić, ponieważ w Polsce panuje o Unii Europejskiej opinia: wymyślcie największe głupstwo, a oni je zrobią.

Poza tym sądzę, że Unia Europejska powinna zostać zniszczona.

  Jerzy Buzek (PPE). Panie Przewodniczący! Panie Wiceprzewodniczący! Dziękujemy za przedstawione sprawozdanie. Dobrze, że co roku Komisja Europejska będzie przedstawiała takie sprawozdanie, bo Parlament Europejski chce mieć wpływ na zarządzanie tym projektem. Pierwsza sprawa, którą Pan poruszył – zmniejszanie emisji gazów cieplarnianych powinno się odbywać w sposób neutralny technologicznie, bo naszym celem jest zmniejszanie emisji, a nie eliminowanie tego czy innego paliwa. Po drugie, myśl o konsumentach jest bardzo słuszna przy budowie wspólnego rynku energii, ale także naszej firmy energetyczne powinny mieć fair dostęp do rynku i powinny konkurować na nim w sposób zrównoważony.

I sprawa trzecia – dywersyfikowanie źródeł energii, geopolityka. Można powiedzieć, że jeden projekt – rozbudowa Nord Stream – skupia w sobie jak w soczewce powody, dla których potrzebujemy unii energetycznej. Jestem zaniepokojony, że sprawozdanie nie zawiera tak jasnej deklaracji, jaką usłyszeliśmy tutaj miesiąc temu z ust komisarza Ariasa Cañete. Bo jest tam tylko zapis „wsparcie dostaną tylko projekty, które są zgodne z fundamentalnymi zasadami unii energetycznej”. Jakie to są fundamentalne zasady? I czy rozbudowa Nord Stream jest z nimi zgodna? Miesiąc temu Komisja nie miała wątpliwości, że nie jest zgodna i że projekt ten nie uzyska nigdy z Unii Europejskiej wsparcia finansowego ani ustępstw formalnych.

Myślę, że w długiej perspektywie jest to oczywiście możliwe, ale nie powinniśmy tego robić na siłę, za szybko, bo naszym celem jest eliminowanie emisji, a nie konkretnego paliwa. Przy biopaliwach pierwszej generacji popełniliśmy już ten błąd. Pomyliliśmy cele i sposoby realizacji tych celów. Teraz wycofujemy się z biopaliw pierwszej generacji. A więc nie podejmujmy pochopnie podobnych decyzji teraz. Zmniejszamy emisję, a niekoniecznie konkretne paliwa.

  Flavio Zanonato (S&D). Signor presidente, onorevoli colleghi, il Vicepresidente Šefčovič e la sua relazione ci illustrano un'agenda di novità davvero importanti e vorrei dire senza precedenti. Va dato merito a questa Commissione di aver attuato le premesse per il più ambizioso progetto di revisione, aggiornamento e semplificazione della legislazione europea di settore. I principi base di questo disegno, credo, siano ampiamente condivisi in quest'Aula.

L'Unione europea deve rimanere leader nella transizione verso un'economia a bassa emissione di anidride carbonica; questa transizione deve essere socialmente sostenibile e incentrata su vantaggi reali per consumatori e per lo sviluppo dell'industria europea; nel costruire l'Unione dell'energia, l'Europa deve continuare a esercitare appieno il suo ruolo di attore geopolitico oltre i propri confini e, infine, e su questo mi soffermo, occorre che l'Unione dell'energia sia costruita su basi di solida governance.

Su questo punto – la governance – dobbiamo continuare a guardare lontano, dobbiamo pensare a lungo termine. Si può costruire il sistema di governo dell'Unione dell'energia in modo minimale, cioè come regolatore delle decisioni degli Stati membri nella forma dei vari piani nazionali per il clima e l'energia ma è assai più lungimirante che il sistema di governo dell'Unione dell'energia sia impegnativo e attui scelte realmente europee, più che essere la sommatoria delle determinazioni nazionali fatte nelle diverse capitali dell'Europa. E qui si anche trovano le soluzioni ai problemi che finora sono stati posti, perché in questa sede, possono essere affrontati e risolti con una visione continentale.

Va quindi un plauso alla Commissione ma anche un invito schietto e diretto perché la governance sia più vicina all'Europa e anche al nostro Parlamento.

  Hans-Olaf Henkel (ECR). Herr Präsident! Herr Vizepräsident, Sie haben einige Ziele hier erklärt, zum Beispiel tragbare Energiekosten, Versorgungssicherheit, die Dekarbonisierung der Wirtschaft, zuverlässige Energiequellen und so weiter. Ist Ihnen eigentlich klar, dass der einsame Beschluss der deutschen Bundesregierung, aus der Kernenergie auszusteigen, gegen alle diese Ziele verstößt? Nicht nur das, es handelt sich auch um einen unsolidarischen Akt, denn die Bundesregierung hatte damals keinen ihrer neun Nachbarn überhaupt konsultiert. Und sie hätte es überhaupt nicht machen können, wenn Frankreich zum Beispiel ähnlich vorgegangen wäre. Ich glaube, es wird Zeit, dass wir uns mal darüber im Klaren sind, dass es heute 400 Kernkraftwerke auf der Welt gibt, 70 neue Projekte. Deshalb darf die Kernkraft nicht zu einem Tabu erklärt werden.

Im Übrigen – und jetzt kommt mein bekanntes Ceterum censeo – bin ich der Meinung, dass der Einheits-Euro in Europa nur Zwist und Zwietracht sät und deshalb abgeschafft werden muss.

  Klaus Buchner (Verts/ALE), Frage nach dem Verfahren der „blauen Karte“. Herr Henkel! Dieser Ausstieg aus der Kernenergie kommt ja nicht aus Jux und Tollerei.

Er kommt als zwei Gründen: Erstens, wie wir jetzt ja an Hinkley Point sehen, ist Kernenergie unbezahlbar. Wir zahlen für Kernenergie weit mehr als für solare Energie auf großen Flächen. Zweiter Punkt: Halten Sie diese Zahl von Toten in der Umgebung der Kernkraftwerke, die klar durch Statistiken belegt ist, für verantwortbar, finden Sie, dass die akzeptabel ist?

Ich glaube nicht, dass es in der Nordsee ein Risiko eines Erdbebens gibt und dass ein Tsunami die Elbe und den Rhein hochschwappen könnte, um deutsche, sichere Kernkraftwerke zu beschädigen. Und was die Ansicht über die Kosten der Kernkraft betrifft, so haben Sie völlig recht: Das sollte man in der Tat dem Markt überlassen.

  Philippe De Backer (ALDE). De energie-unie is voor mij een bijzonder goed initiatief om eindelijk werk beginnen te maken van een eengemaakte Europese energiemarkt. We weten immers allemaal dat de 28 kleine nationale netwerken, de 28 aparte nationale regulatoren en de in 28 landen gemaakte verschillende vormen van energiebeleid niet langer houdbaar zijn. Een echte Europese energiestrategie gaat ervan uit dat wij op zijn minst proberen samen te werken en geen beslissingen nemen die een effect hebben op anderen zonder de consequenties daarvan met elkaar door te spreken.

Daarom ben ik echt tevreden en kan ik alleen maar toejuichen dat u ook zorgt voor een systematische opvolging met deze State of the Energy Union. Voor mij is het vooral belangrijk dat we snel werk maken van duidelijk meetbare doelstellingen. Een Europese regulator die dat opvolgt, een open en transparante markt waarop de vrije concurrentie kan spelen en het sterker met elkaar verbinden van onze netwerken om die markt mogelijk te maken.

Investeringszekerheid is daarbij cruciaal, want we moeten snel te werk gaan om die connectiviteit te verbeteren en zeker de projecten van gemeenschappelijk belang, zoals bijvoorbeeld het NEMO-project tussen België en het Verenigd Koninkrijk, moeten prioriteit krijgen. Het is duidelijk dat we, net zoals bij het migratiebeleid of bij het economisch beleid, echt nood hebben aan een Europese aanpak. De versnippering moeten we tegenhouden. Alleen zo kunnen consumenten en bedrijven profiteren van betaalbare, zekere en duurzame energie op de lange termijn.

  Paloma López Bermejo (GUE/NGL). Señor Presidente, señor Comisario, le he escuchado con atención y comparto la preocupación de la Comisión sobre la posibilidad de alcanzar el 20 % fijado para la generación de renovables.

Ha dicho usted que tendremos que llevar a cabo y explicar en nuestros países esta estrategia, pero la verdad es que, en el caso de España, esto va a ser muy difícil cuando tenemos un Gobierno que ha destacado por sus recortes retroactivos a la financiación de las renovables o por aplicar un impuesto al sol; un Gobierno que trabaja a favor de los grandes oligopolios, esos mismos que ignora la Unión Europea en su análisis del mercado, especialmente del español: se diría que la Comisión ve un estanque pero no las pirañas que están nadando en él.

Los nuevos interconectores o la liberalización de los precios son contraproducentes cuando se sigue permitiendo a cuatro compañías manipular sus costes marginales o forzar al Estado a subvencionar sus costes ficticios, de las nucleares a los ciclos combinados.

Es necesario, sin duda, otro modelo energético: apostar por el ahorro y la generación local, de las renovables a la mejora tecnológica del carbón. Solo así tendremos un sistema energético eficiente y soberano.

Mr President, I would like to thank Commissioner Šefčovič for pushing the Energy Union, because we know that one of the biggest problems we have in Europe, causing the high energy price, is the fragmented market. That is the real reason why the energy price is so high, and that is exactly what you are trying to address.

But it really is time now – and you also say this in your plan – to act and not only to produce paper. We are looking forward to that, but therein lies the problem. Where is the Commission going to act to make sure that Europe as a whole is moving? A lot has been said about renewables and efficiency. I would like to address one of the biggest problems we have in Europe as well, and that is coal.

Coal is one of the biggest problems we have in Europe, and we are subsidising it: every year coal companies in the EU get EUR 10 billion. So we are giving a lot of subsidies, and within the EU Emissions Trading Scheme (ETS) we are even giving free allowances until 2030. The EU is not leading on coal, and my very clear question to the Commission is this: what are you going to do, specifically, to make sure that our coal dependency goes down?

  Bill Etheridge (EFDD), blue-card question. I notice that you are complaining about high energy prices and you said that was due to a fragmented Europe, and you rail against subsidies to coal. Well, surely one of the main reasons for high energy prices is vast subsidies to renewables and not allowing a free market in energy when – certainly in Britain – we have massive amounts of coal that could be dug up and used. But instead of that, we are having to hit green targets and not dig it up but, in fact, actually to shut down coal production. Surely you reduce prices by giving the market more free rein, rather than following theories about global warming?

  Bas Eickhout (Verts/ALE), blue-card answer. It is always fascinating to hear UKIP talk about these kinds of things as soon as ‘green’ is in it. Why exactly are you not making any point on the huge subsidy plans that are going to nuclear in Hinkley Point? Billions of euros you want to use to subsidise Hinkley nuclear. Is it not about time to start discussing that issue instead of the renewables where the prices go down, where people have own ownership of energy? That is something that you should strive for, instead of just going for centralised nuclear and big subsidies there. It is you who are barking up the wrong tree.

  Rolandas Paksas (EFDD). Rolandas Paksas (EFDD). – Energetikos ataskaitoje mus bandoma įtikinti, kad Europos Sąjunga vis dar bando kalbėti dėl energetikos reikalų vienu balsu, tačiau reali situacija yra visiškai kitokia.

Bendrai pasiryžusi energetikos problemas spręsti Europa iš tiesų nusisuko nuo šio tikslo ir nuo vasaros jau gerokai labiau žiūrima, kaip patenkinti atskirų Europos valstybių interesus.

Ponai, bet juk viešai nustojus kalbėti apie dviejų greičių Europą, problema niekur nedingo. Būtent šita greitesnioji Europa šiandien ir žiūri savo interesų, o ne vieningos energetinės politikos. Pavyzdžiui, susitarimas dėl naujo dujotakio su Rusija Baltijos jūros dugnu – vadinamasis „Nord Stream 2“.

Penkios Europos kompanijos iš Vokietijos, Austrijos, Didžiosios Britanijos, Prancūzijos bei Olandijos susitarimus sudarė dar birželio mėnesį. Rugsėjyje pasirašytos sutartys dėl bendros įmonės „New European Pipeline“, kuri įgyvendins daugiau kaip tūkstančio kilometrų ilgio dujotiekio plėtros projektą, įsteigimo.

Argi po tokių sprendimų mes galime kalbėti apie vieningą energetikos rinką Europoje? Kas laikomi kvailiais: Europos Parlamento nariai, Bendrijos valstybių parlamentarai ar visi Bendrijos valstybių gyventojai, kuriems kalbama viena, o daromi visiškai priešinga?

Aš siūlau ir Europos Komisijai, ir Europos Parlamentui kuo greičiau atsiriboti nuo tokių galimų nesusipratimų ir ne tik aiškiai įvardinti Europos prioritetus energetikoje, bet ir jų laikytis.

Signor Presidente, onorevoli colleghi, in questo Parlamento si parla di Unione dell'energia mentre non siamo capaci di fare l'Unione monetaria, non siamo capaci di fare l'Unione per quanto riguarda le questioni del terrorismo, non siamo capaci di fare l'Unione per quanto riguarda l'immigrazione… e noi vogliamo fare l'Unione energetica, dopo che qua dentro la stragrande maggioranza di voi ha criticato e osteggiato Putin e non vuole il trasporto del gas russo in Europa. Adesso, però, Putin fa comodo perché va a combattere l'Isis, mentre qua c'è un branco di codardi che hanno paura dell'Isis.

Per non parlare poi della Germania, che pretende tutto. Lo sapete che il 44% dell'energia elettrica in Germania è ottenuta dal carbone? Forse perché gli piace la Volkswagen? Ma questa Europa è un'Europa che fa schifo. Vergogniamoci di come è fatta quest'Europa! Dobbiamo essere capaci di fare le cose per bene. Invece qui in Parlamento si è solo dei grandi ipocriti: si dicono delle cose e se ne fanno altre.

Κύριε Πρόεδρε, σήμερα με δεδομένη την ανάπτυξη της επιστήμης και της τεχνολογίας, την εξεύρεση νέων πηγών, τους νέους αγωγούς ποιο είναι το εμπόδιο για να απολαμβάνει ο λαός φτηνή ενέργεια για να έχει θέρμανση το χειμώνα, κλιματισμό το καλοκαίρι, για να έχουν οι εργαζόμενοι στην ενέργεια εργασιακά δικαιώματα, για να μειωθεί η ενεργειακή εξάρτηση χωρών όπως η Ελλάδα; Το εμπόδιο είναι το κριτήριο της παραγωγής. Το καπιταλιστικό κέρδος. Αυτό υπηρετούν η Ευρωπαϊκή Ένωση και οι κυβερνήσεις της. Για παράδειγμα στην Ελλάδα η ΔΕΗ ετοιμάζει νέες αυξήσεις. Κόβει το ρεύμα σε χιλιάδες λαϊκά νοικοκυριά που αδυνατούν να πληρώσουν.

Στο πλαίσιο της Ενεργειακής Ένωσης με χρονοδιάγραμμα το 2019, η ενέργεια παραδίδεται στους επιχειρηματικούς ομίλους, γεγονός που θα απογειώσει τις ήδη απρόσιτες τιμές σε βάρος των εργατικών λαϊκών οικογενειών. Αυτή είναι η στρατηγική του κεφαλαίου που υπηρετεί τα κέρδη των μονοπωλίων στο έδαφος σφοδρών ανταγωνισμών της Ευρωπαϊκής Ένωσης, κρατών μελών της, με Ρωσία, Κίνα και Ηνωμένες Πολιτείες. Αυτή τη στρατηγική να βάλουν στο στόχαστρο της πάλης τους οι λαοί, για να την ανατρέψουν, για να ανοίξουν δρόμο ανάπτυξης με βάση τις λαϊκές ανάγκες.

  Herbert Reul (PPE). Herr Präsident, liebe Kolleginnen und Kollegen! Verantwortliche Energiepolitik heißt doch wohl, dass wir uns um die Klimafrage genauso kümmern wie um die Frage von Wettbewerbsfähigkeit, um die Frage, welche Auswirkungen das auf Arbeitsplätze hat, welche Auswirkungen das auf die Industrie hat, auf die Einnahmen des Staates über Steuern. Gerade in diesen Zeiten, wo wir über Flüchtlinge reden und Finanzmittel brauchen, ist doch eine realistische Energiepolitik eine, die beide Faktoren berücksichtigt. Insofern, Herr Šefčovič, finde ich es in Ordnung, dass Sie jährlich einen Bericht vorlegen, damit man einfach mal eine Bestandsaufnahme hat, damit wir aufhören damit, dass an jedem Tag jeder einen neuen Plan hat, wohin die Welt sich entwickeln sollte.

Der Wettlauf um höhere Zahlen, höhere Prozentzahlen, neue Visionen und noch was, ist Quark, ist wirklicher Unsinn. Wir brauchen eine realistische Energiepolitik, und das heißt kucken, wie weit die Mitgliedstaaten gekommen sind und was man machen muss. Und dann pragmatisch entscheiden und nicht Traumtänzerei veranstalten. Pragmatisch entscheiden, wie wir das mit dem Netzausbau hinkriegen. Darüber reden wir andauernd, aber was machen wir denn ganz praktisch? Warum baut denn keiner Netze, woran liegt das denn? Vermutlich daran, dass damit nicht genug Geld verdient werden kann. Da muss der Frage doch mal nachgegangen werden, was man da tun kann. Oder die Frage der Förderung erneuerbarer Energie mit zig verschiedenen Töpfen in Europa. Ich finde es gut, dass jetzt mal ein weiterer Schritt gemacht wird zu überlegen, ob man das nicht europaweiter in einer Förderung konzentrieren kann, in einem Mittel, damit die Mittel auch dahin gehen, wo sie möglichst effektiv sind.

Und drittens: Es ist doch eine Stärke, dass die Mitgliedstaaten verschiedene Energiemix-Konzepte haben. Das ist doch keine Schwäche, das ist eine Stärke! Ich bin dagegen, dass wir denen reinreden, nur weil da irgendwelche Traumtänzer unterwegs sind, die sagen: Kernenergie kommt nicht in Frage, Kohle kommt nicht in Frage.

  Theresa Griffin (S&D). Mr President, if properly implemented, the Energy Union strategy will benefit all EU Member States and citizens, who crucially need to be placed at centre stage, especially the energy-poor. I welcome the first stage of the Energy Union report published by the Commission last week, as I am particularly worried by the current situation in the UK. The state of the Energy Union highlights that the UK is failing to hit a 2013 interim target for renewable energy and is in serious danger of failing to meet the binding 2020 target. This is really unacceptable.

The report also rightly claims that the UK needs to assess whether their policies and tools are sufficient and effective in meeting their renewable energy objectives. I am sure I am not alone in thinking that currently they are not. The UK Government policy on renewable energy is regressive, and there is a real danger that the UK will end up buying renewable energy from other countries, rather than growing the green jobs that the UK and our young people so desperately need. The UK Government urgently needs to modify its strategy and develop policy measures to promote energy efficiency – the first fuel – and renewables. This is precisely what the Energy Union is about: building a new, clean and secure energy system which is affordable to all EU citizens.

  Ashley Fox (ECR). Mr President, the best way to ensure energy security for the whole of Europe and the lowest prices for our citizens is a properly integrated gas and electricity market. I want consumers and businesses in my constituency to be able to buy their energy from any company in the EU. Continued investment in infrastructure is key to securing sustainable and low-cost energy across the EU.

I was pleased to see the Commission approve a number of infrastructure projects within the report, particularly new interconnection capacity between the United Kingdom and Ireland, France and Belgium. I urge the Commissioner to maintain his focus on infrastructure investment and give investors the regulatory certainty they need. Improving inter-connection also increases energy security. I want the European gas market to be so well connected that even if Mr Putin turns off the gas taps, we can supply the whole of the continent, businesses can keep going and no one will go cold in the winter.

  Pavel Telička (ALDE). Mr President, I would like to thank the Vice-President for his introductory remarks and also for the reassurance that 2016 will be the year of deliveries. We will be happy to provide a helping hand in this respect. But in order to achieve energy union, I believe that we need a reform of the electricity market; and in order to do so, with the new market design, I think we need three elements to be in mutual balance.

The first one is – and we need to pay really extraordinary attention to it – to provide for a secure integration of decentralised and renewable resources into the electro-energetic systems, and also to create appropriate conditions for those consumers that do produce energy for their own private consumption.

The second element is that we need to renew the price signals to investors and thereby secure a sufficient amount and volume of energy resources. The third one would be to make sure that whatever measures we do enact, they will not overburden the end consumer and will not have a negative impact on competitiveness.

One final remark goes outside the market design, and that is Nord Stream. I do appreciate what you have said on Nord Stream 2, but we will still have an infrastructure which, in fact, should always serve the strategic purpose of all EU Member States and the new neighbourhood. In this respect I think that Parliament will be strong in its next message.

  João Ferreira (GUE/NGL). Senhor Presidente, Senhor Comissário, em primeiro lugar queremos lamentar o facto de, no momento em que discutimos este relatório, o mesmo não estar ainda disponível em todas as línguas oficiais da União Europeia, mas apenas e só em alemão, em inglês e em francês. O Senhor Comissário nos dirá por que razão isto sucede, mas talvez seja esta a melhor evidência dos interesses que inspiram o mercado comum da energia e a chamada União da Energia – um projeto à medida dos grandes monopólios europeus do setor. No fundo, estes relatórios não são senão o seu caderno de encargos. São eles a ditar as regras, seja ao nível do desenvolvimento das infraestruturas, seja ao nível da tão ambicionada integração dos mercados.

Sucede que a resposta a questões candentes, como a melhoria da eficiência energética, a diversificação das fontes, a progressão ao nível das renováveis, o aproveitamento sustentável do potencial endógeno de cada país, a segurança do aprovisionamento, entre tantas outras questões, a resposta a estas questões exige o planeamento e o controlo público, democrático, do setor energético, da produção e da distribuição de energia. Esta é a primeira e grande mudança que temos de fazer.

  Bronis Ropė (Verts/ALE). Manau visi sutiksite, jog vienybė, solidarumas ir kalbėjimas vienu balsu santykiuose su trečiosiomis šalimis privalo būti pamatinis Europos Sąjungos energetikos politikos principas. Šios vertybės turi būti ir kuriamos energetikos sąjungos pagrindu.

Energetikos sąjunga bus stipri tik tada, jei tokie projektai, kaip „Nord Stream 2“ bus įvertinti holistiškai. Ir tai bus daroma prevenciškai, o ne tada, kai dujotiekiai jau bus pastatyti ir pradės veikti, didindami Europos Sąjungos priklausomybę nuo vieno dujų tiekėjo.

Europos Sąjungos piliečiai, ypač Vidurio ir Rytų Europoje, tiki Europos Sąjunga ir jos vienybe. Tokie projektai, kaip „Nord Stream 2“ gali šį tikėjimą rimtai pakirsti.

Tad iš Komisijos, šiuo atveju, tikimės ir reikalaujame skubių ir griežtų veiksmų, kurie patvirtintų, kad Europos energetikos sąjungos vizija nėra tik tušti žodžiai.

  David Coburn (EFDD). Mr President, we in UKIP reject a revision of the damaging EU ETS system. We believe that the EU Commission should recognise that the entire EU energy project has failed, causing higher energy prices in all Member States. Its policy has caused job losses, plant closures and a massive outflow of industry and investment to outside the EU. We oppose this proposal as we believe that neither EU climate policy nor the new Energy Union proposal is a solution to resolve the severe difficulties faced by industries in Europe, and Britain in particular. It is now clear that the EU’s obsessive green energy policy, together with a lack of regulatory coherence, has created great difficulties for all energy industries in Europe.

Europe needs to become competitive – a strange word for you lot – but competitive, improve its resources, create jobs and increase productivity. Currently, unaffordable investment policy is damaging British industry and economy. Brussels must recognise that its energy policy has failed to deliver legal certainty to investors. Whilst threatening the free market system of investment and production, further EU illogical over-regulation will not promote the industrialisation of Europe; it will no doubt announce the end of it.

  Λάμπρος Φουντούλης ( NI). Κύριε Πρόεδρε, η Ευρωπαϊκή Ένωση βρίσκεται σε μια κρίσιμη περίοδο όσον αφορά τα ενεργειακά της ζητήματα. Σε ένα περιβάλλον παγκόσμιας αστάθειας οι ευρωπαϊκοί λαοί δεν έχουν την πολυτέλεια να βρίσκονται εξαρτημένοι από καύσιμα τα οποία προέρχονται από τις πιο επικίνδυνες ζώνες του πλανήτη. Είναι γεγονός, πως παρά τη σχετική μείωση των εκπομπών ρύπων στην Ευρώπη τα τελευταία χρόνια, τα επίπεδα είναι ακόμα πολύ ψηλά με τις γνωστές καταστροφικές συνέπειες για το περιβάλλον.

Αρχικά, θα πρέπει να ενισχυθούν τα κράτη μέλη στα οποία, τα τελευταία χρόνια, έχουν βρεθεί αξιοποιήσιμα κοιτάσματα υδρογονανθράκων, όπως η Ελλάδα και η Κύπρος, ώστε να μειωθεί η εξάρτηση από τρίτες χώρες και να θωρακισθούμε από τις μεταβολές των τιμών. Στο θέμα του φυσικού αερίου η Ευρώπη, η οποία εξαρτάται σε μεγάλο βαθμό ενεργειακά από τη Ρωσία, συνεχίζοντας την αντιρωσική ευρωπαϊκή πολιτική, θέλει να εισάγει μέσω της Ελλάδας, αμερικανικό LNG από σχιστολιθικό αέριο, όπως συμφωνήθηκε σε πολιτικό επίπεδο κατά την πρόσφατη επίσκεψη του πρωθυπουργού Αλέξη Τσίπρα στην Αμερική.

Πρέπει να σταματήσει η στείρα αντιπαλότητα με τη Ρωσία και να κοιτάξουμε περισσότερο όσα μας ενώνουν και όχι όσα μπορεί να μας χωρίζουν. Απαιτείται στενότερη συνεργασία των κρατών μελών και στροφή προς εκείνες τις ανανεώσιμες ή ανεξάντλητες πηγές ενέργειας που είναι πραγματικά αξιόπιστες και μπορούν να εγγυηθούν την ενεργειακή αυτονομία και αυτάρκεια, τόσο σε επίπεδο Ένωσης, όσο και σε επίπεδο κρατών.

  András Gyürk (PPE). Elnök Úr, az alapos és jó bizottsági jelentés egyetlen aspektusáról szeretnék szólni, ez a versenyképesség kérdése. Az európai ipar szenved a magas energiaárak és a szabályozási terhek miatt. Az európai gazdaság versenyképességének növeléséhez elengedhetetlen az energiaárak csökkenése. Az alacsony energiaárakon dolgozó versenyképes európai iparhoz vezető út azonban sokszor igen csak rögös. Engedjék meg, hogy Magyarországot említsem példaként, ahol az ipari fogyasztók az OECD-átlag felett fizetnek a gázért, pedig az ország több százmillió eurót fektetett be új infrastruktúrafejlesztésbe az elmúlt években. Három szomszédos országhoz is új összekötőt épített, illetve Ukrajna felé kiépítette a kétirányúsítást.

Magyarország sokat tett tehát a diverzifikációért, ezen keresztül a gáz árának versenyképessé tételéért, mégsem látni az eredményeket. Ennek pedig az az oka, hogy az új infrastruktúra egy része még mindig csak egy irányban, Magyarországról kifelé működik, illetve továbbra sem elérhető új forrás a régióban, nincs diverzifikáció, nincsenek versenyző árak. A megoldás természetesen egyrészről a hiányzó kétirányúsítások megvalósítása, másrészről a horvátországi LNG-terminál megépítése, hogy legyen gázverseny a régióban. A tanulság pedig az, hogy az egységes piac előnyeit csak akkor tudjuk learatni, ha minden szereplő igyekszik hozzájárulni a közös célokhoz. Csak abban az esetben lehet az európai ipar globálisan is versenyképes.

  Martina Werner (S&D). Herr Präsident! Im ersten Jahr der Energieunion hat sich die Kommission ja sehr auf die Zusammenarbeit mit Mitgliedstaaten konzentriert, was auch sehr positiv ist.

Dem Parlament wurden aber nur zwei legislative Vorschläge vorgelegt. Ich hätte mir etwas mehr Elan und Durchsetzungskraft gewünscht, zum Beispiel bei der Festlegung der Energie- und Klimaziele für 2030, zum Beispiel bei den nationalen Energie- und Klimaplänen, die die Mitgliedstaaten ja erstellen müssen bzw. – sagen wir eher – erstellen sollten.

Bislang stehen nur freiwillige Maßnahmen im Mittelpunkt, und ich denke, so werden wir nur schwer der Energieunion näher kommen. Denn Energiediplomatie ersetzt nun mal keine Gesetze. Etwas mehr Durchsetzungskraft hätte ich mir auch hinsichtlich der Diversifizierungsstrategie gewünscht. Für die Gaslieferungen aus Aserbaidschan und Turkmenistan gibt es ja bisher noch keinen politischen Durchbruch.

Meine Frage also: Was hat die Kommission im letzten Jahr für eine stärkere Diversifizierung erreicht? Welche konkreten Alternativen haben wir denn kurzfristig zu russischem Gas? Es ist nämlich immer sehr einfach, das Projekt Nord Stream zu kritisieren. Mir fehlen hier noch die Alternativvorschläge. Mit Russland stehen wir in einem gegenseitigen Abhängigkeitsverhältnis – mit Höhen und Tiefen, aber das Gas wird geliefert.

Dass sich Russland hier an die Spielregeln in Europa halten muss, das steht dabei natürlich außer Frage. Aber apropos Spielregeln: Diese gelten natürlich auch immer für alle EU-Mitgliedstaaten und nicht nur beim Thema Gasimporte.

  Николай Бареков (ECR). Г-н Комисар, с изумление научих от доклада на Европейската комисия, че Вие включихте освен „Северен поток-2“ и „Турски поток“ като приоритет на Европейската комисия, вместо „Южен поток“, който Вашата Комисия спря.

Защо обрекохте българския народ от най-бедната държава – членка на Европейския съюз, на абсолютна и тотална зависимост от руски и от турски газ едновременно? Каква е гаранцията, че Турция, която ще купува руски газ, няма да го продава на каквито си иска цени на българския, на европейския пазар и то като турски газ? Защо подкрепихте „Северен поток-2“, а не работите, както обещахте, за възобновяването на проекта „Набуко“, който би доставил ирански газ за Европа и за България като алтернатива на руския газ?

Зад гърба на българския народ Германия и г-жа Меркел очевидно много добре се договарят с г-н Путин. Поведението на Комисията наистина е лицемерно и подкопава доверието на гражданите на Европа в Европейската комисия и в изграждането на бъдещ общ енергиен пазар и съюз.

En av energiunionens målsättningar är att frångå en ekonomi som drivs av fossila bränslen. Det kommer i sin tur att kräva en strategisk planering, och just på den punkten når EU inte alltid upp till sina målsättningar. Vi har ganska dåliga erfarenheter från förhandlingarna där rådet inte kunde ställa de konkreta målen.

Kommissionen förbereder just nu ett lagförslagspaket om förnybar och hållbar energi, bioenergi. Det får vi nästa år till behandling.

När vi skrider till åtgärder för att åstadkomma dessa förändringar så vet vi att vi nu redan av tekniska skäl kan införa en inblandningsprocent för bensin, ett s.k. blending mandate på E20, dvs. 20 procents inblandning. Vi kan också införa motsvarande målsättningar på dieselområdet. När vi inför dessa måste vi vara medvetna om att det måste ske i små steg för att industrin på något sätt ska hålla med och så att det inte leder till att vi gör något som sedan i sin tur leder till att Brasilien eller Indonesien råkar ut för ännu större problem med sina skogsområden. Vi behöver alltså konkreta åtgärder och en bestämd politik.

  Lynn Boylan (GUE/NGL). Mr President, it is disappointing that the Commission’s energy strategy is weak in its proposals for a move to a low—carbon economy. We must shift the balance of energy needs to renewables and underline the absolute need for ambitious targets for efficiency. Last week’s State of the Energy Union Report by the Commissioner unfortunately seems to equate energy security with a ramping—up of gas and nuclear. Simply diversifying and changing gas suppliers ignores options which are safer politically and better for the climate. The Commission seems to favour a network of pipelines transporting gas, including via that bastion of human rights, Erdoǧan’s Turkey. The Commissioner speaks of putting energy first, but has already hamstrung ambitious targets and has gone against the principle of mutual respect between the institutions since this Parliament backed a 40% target in October. Perhaps I should not be surprised at the feebleness of the plan for energy and the climate, given that four out of every five meetings of the Climate and Energy Commissioners were with lobbyists for private energy and fossil fuel companies.

Would you agree with me that Professor James Lovelock, the great grandfather of all the Greens, has reluctantly come round to the idea that we must have nuclear energy as a stopgap before we move onto other things? Would you not agree with me that perhaps he was right? I know that the Lefties have given him the same treatment as the late Trotsky (who they seem to have fallen out with as well), but surely Professor Lovelock was right, was he not?

  Indrek Tarand (Verts/ALE). Mr President, I would like to thank the Commissioner for giving us the opportunity to debate the energy issues – the new tool in the kit, Commissioner, as you said. But it is important to be careful that this tool does not turn out to be a toy, and that is why I would like to add my voice also to the chorus of those who have been objecting and criticising Nord Stream.

Because Nord Stream is not so much about diversifying our portfolio and reducing coal production; it is nakedly about cutting off Ukraine first, and then Poland and other countries second, from the supply lines and thereby finishing the whole independence of Ukraine.

So Commissioner and dear colleagues, just as we stopped the stupid French crazy idea to sell Mistral warships to Russia, we must now stop these awkward gas traders.

  Pilar del Castillo Vera (PPE). Señor Presidente, señor Vicepresidente, los consumidores son un actor fundamental para el mercado único de la energía o la Unión de la Energía. Yo voy a referirme a tres áreas fundamentales que pueden contribuir de manera activa.

En primer lugar, la transparencia de precios y costes, porque más información permite una mejor decisión.

En segundo lugar, la interoperabilidad, para lo que los estándares son fundamentales, y la portabilidad, porque elegir o cambiar de suministrador refuerza la competencia en el mercado de la energía, sin los obstáculos no menores que todavía existen para que eso se produzca.

Y, en tercer lugar, la digitalización: primero, para desarrollar redes inteligentes que faciliten más eficiencia en la conexión y la distribución; y, segundo, para incorporar tecnologías digitales que permitan una gestión eficiente del consumo individual.

En suma, un mercado más competitivo, reforzando la información, la interoperabilidad y la portabilidad, junto con la digitalización, determinarán la mejor participación de los consumidores en el mercado europeo de la energía. Sin los consumidores ese desarrollo de la Unión de la Energía será realmente mucho más difícil y quedará falto de un actor, de un elemento fundamental.

  Zigmantas Balčytis (S&D). Nepaisant praeityje priimtų svarbių sprendimų energetikos srityje, dar laukia daug sudėtingų iššūkių, kol bus pasiekta visiška elektros ir dujų tinklų integracija.

Komisijos ataskaitoje pabrėžta Baltijos regiono svarbių projektų svarba, kurie užbaigs Baltijos šalių dujų rinkų izoliaciją. Pasidžiaugta Klaipėdos suskystintų gamtinių dujų terminalu ir jo vaidmeniu, pirmą kartą istorijoje sukuriant tiekimo alternatyvą Baltijos dujų rinkoje.

Tačiau noriu pažymėti, kad Klaipėdos terminalą Lietuva pasistatė savarankiškai, be tiesioginės Europos Sąjungos paramos. Šis projektas nebuvo įtrauktas į strateginių objektų sąrašą, nors savo esme yra strateginis objektas visam regionui. Bet, aišku, vienai Lietuvai tai brangus projektas, bet Lietuva nenorėjo pagal ankstesnės Komisijos pasiūlymus dar penkiolika metų priklausyti nuo vieno dujų šaltinių iš rytų ir mokėti 30 proc. didesnę kainą, o norėjo didesnio energetinio saugumo ir pasiekė savo. Tai sutampa su energetikos sąjungos tikslais ir teisingumo dėlei turėtų būti numatyta ne tik politinė, bet ir Europinė finansinė parama šiam projektui.

Taip pat noriu paklausti, kodėl Baltijos regionas siekia mažinti priklausomybę nuo dujų iš Rusijos, o dalis Europos Sąjungos vis labiau klampinama į Rusijos dujų tiekimo tinklą?

Komisare, nors teigiate, jog „Nord Stream 2“ yra bendros svarbos projektas, tačiau ir komerciniai projektai privalo atitikti Europos Sąjungos energetinius tikslus. Priklausomybė nuo dujų nereiškia priklausomybę nuo elektros energijos mažinimo. Europos Komisija turėtų teikti pasiūlymus dėl papildomų elektros generavimo pajėgumų vystymo valstybėse narėse, nes kyla klausimas, kad mūsų sukurti tinklai ateityje netaptų keliu dar labiau importuoti iš ...   Ryszard Czarnecki (ECR). Panie Przewodniczący! Panie Komisarzu! Mam takie wrażenie, że dla Unii Europejskiej najlepszą wspólną polityką energetyczną jest brak wspólnej polityki energetycznej. Spójrzmy na rzeczywistość: w ostatnim czasie informacja o drugiej nitce Nord Streamu – Gazociągu Północnego. I oto mamy sytuację, w której my w Parlamencie możemy tu sobie mówić i mówić o wspólnej unijnej polityce energetycznej, a potem wielkie koncerny robią swoje, mają w nosie to, co my tu mówimy, czy to, co mówi Komisja. Są więc dwie rzeczywistości – to jest jakaś schizofrenia polityczna, chociaż mam takie wrażenie, że te wielkie koncerny są chronione przez niektóre rządy państw członkowskich, na przykład rząd Niemiec. To trzeba po prostu zmienić.

  Gerben-Jan Gerbrandy (ALDE). Mr President, from the far left to the far right, we are all concerned about jobs and growth in the European Union, and rightly so. Let’s face it: the competitiveness of our industry is also one of the central themes in the whole debate on the Energy Union, and it is obvious that Europe needs cheap, clean and independent energy. Desperately clinging to our fossil past will definitely not create competitiveness in the future. We see that new disruptive technologies are overhauling Europe’s energy system. Prices of solar technology are dropping sharply and energy efficiency is decoupling economic growth from our energy use. Key to affordable energy is giving certainties to investors. Energy infrastructure requires large, risky capital-intensive investments, and only governance arrangements based on EU legal mechanisms can create this stability and predictability.

The current Energy Union is still far away from legislative action based on democratic decision-making. The Energy Union is, unfortunately, based on voluntary submissions from Member States, and the Commission should be more ambitious here. But the main obstacle is again the Member States. They seem to prefer having full ownership of their own national energy policies with expensive pollutive energy systems to being part of a full-scale European approach with astronomical benefits, and the absence of the Council here today is exemplary. Let us care about jobs and growth in Europe and push our Member States towards a true European Energy Union.

Κύριε Πρόεδρε, κύριε Επίτροπε, μας παρουσιάσατε την κατάσταση της Ενεργειακής Ένωσης βασισμένη στο ίδιο αποτυχημένο μοντέλο των ιδιωτικοποιήσεων που δεν μπορούν να εγγυηθούν για τις χώρες μας, ούτε την ενεργειακή ασφάλεια, ούτε τη μείωση του οικονομικού και περιβαλλοντικού κόστους, ούτε και την καταπολέμηση της ενεργειακής φτώχειας. Κύριε Επίτροπε, στην ίδια κατεύθυνση κινείται η απαίτηση της τρόικας στην Ελλάδα, τόσο στο πρώτο μνημόνιο, όσο και στις πρόσφατες συζητήσεις, στις συζητήσεις, που γίνονται τώρα με την ελληνική κυβέρνηση, και που απαιτούν την ιδιωτικοποίηση της Δημόσιας Επιχείρησης Ηλεκτρισμού και των ενεργειακών δικτύων. Κάτι που θα πληρώσει ακριβά η ελληνική οικονομία και οι Έλληνες καταναλωτές.

Σας ερωτώ, λοιπόν, κύριε Επίτροπε, γιατί επιμένετε για την ιδιωτικοποίηση των δικτύων μεταφοράς της χώρας, όπως λένε σημερινά δημοσιεύματα, κατά το 66%; Κι’ ακόμα, δεν πρέπει επιτέλους να σταματήσει η Επιτροπή να επιβάλλει τέτοιες καταστροφικές πολιτικές στο όνομα οικονομικών συμφερόντων και γεωπολιτικών επιδιώξεων που είναι σε βάρος του ελληνικού δημόσιου συμφέροντος και των καταναλωτών στην Ελλάδα;

  Peter Liese (PPE). Herr Präsident, Herr Vizepräsident der Kommission, liebe Kolleginnen und Kollegen! Wir haben in Europa und in den Mitgliedstaaten riesige Probleme, zum Beispiel den Terrorismus und das Flüchtlingsproblem. Da mag sich mancher fragen, warum wir hier das Thema Energie, an erster Stelle die Dekarbonisierung der Energiewirtschaft, diskutieren. Ich glaube, das ist richtig, einmal, weil es viele Gründe gibt, aber weil wir auch direkte Bezüge zu unseren großen Problemen Terrorismus und Flüchtlinge haben. Der Islamische Staat, der Europa bedroht, besitzt heute schon Ölquellen und verkauft das Öl, finanziert damit auch den Terrorismus. Eine starke Quelle der Finanzierung des Islamischen Staats ist ja auch, dass reiche Saudis und reiche Kataris dort das Geld hinliefern. Woher haben die das? Auch weil wir so einen großen Energiehunger haben. Deswegen ist ein Teil – nicht die ganze Strategie, aber ein Teil – der Strategie gegen den Islamischen Staat eben auch, unabhängiger von Importen aus diesem Bereich zu werden.

Wenn ich das Thema Flüchtlinge anspreche, dann ist es sicherlich so, dass wir sehr viel handeln müssen im Bereich des Klimaschutzes, damit wir nicht zu großen Flüchtlingsströmen kommen.

Deswegen ist das, was die Kommission macht, richtig. Ich möchte sie aber ermutigen, noch einen Schritt weiter zu gehen bei der Energieeffizienz, von 27 % höher zu gehen. Und ich möchte sie ermutigen, keinen Schritt ohne das Europäische Parlament zu tun. Alles, was bisher in der Mitentscheidung war, muss auch in der Mitentscheidung bleiben. Da darf es keine neuen Governance-Methoden geben, die das Parlament auslassen.

  Paul Rübig (PPE), Frage nach dem Verfahren der „blauen Karte“. Herr Liese! Wir sprechen immer von nachhaltiger Energieversorgung, und unter anderem geht es da auch um die lifetime cycle costs, zum Beispiel bei Nuklearanlagen, aber natürlich auch bei fossilen Anlagen.

Wir haben gesehen, dass die Kosten des Imports von fossiler Energie, wenn man es über die gesamte Kostenspanne – von den Flüchtlingen bis zu den Terroristen – betrachtet, natürlich auch externe Kosten beinhaltet, die, wenn wir in die Zukunft schauen, für uns ein großes Problem werden können. Wie stehen Sie dazu?

  Peter Liese (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Ja, ich gehe gerne darauf ein. Ich glaube, das ist ein ganz wichtiger Punkt, den wir stärker in den Fokus nehmen müssen, dass wir nicht nur die direkten Kosten sehen, sondern auch die indirekten Kosten.

Ich will ein Beispiel nehmen, was die Kommission jetzt beim Thema Energieeffizienz sehr genau berechnen muss. Die Kommission kam bisher zu relativ wenig ambitionierten Zahlen: 27 %, weil sie sehr hohe discount rates einkalkuliert hat. Also sie geht davon aus, dass die Menschen etwas, was über den Lebenszyklus eigentlich sinnvoll wäre, zum Beispiel sein Haus zu isolieren oder eine neue Heizung zu kaufen, nicht machen, weil sie keinen passenden Handwerker finden.

Ich denke, das ist unsere Aufgabe als Politik, die Menschen in die Lage zu versetzen, dass sie über den Zyklus sparen. Wenn Hindernisse bestehen, dann müssen wir diese Hindernisse beseitigen und nicht sagen, das wird schon nicht funktionieren.

  José Blanco López (S&D). Señor Presidente, el plan nacional de reformas de España anunciaba un 17,1 % de cumplimiento en relación con el objetivo del 20 % de energías renovables para el año 2020, pero tanto Eurostat como la Comisión Europea consideran que la cifra real es de un 15,8 %, es decir, un 1,3 % inferior a lo anunciado por el Gobierno.

Sin embargo, lo preocupante es que, habiendo reconocido la necesidad de instalar 8 537 megavatios de energías renovables para cumplir el objetivo del 20 %, el Gobierno español solo ha previsto una subasta de 700 megavatios.

En estas condiciones, no hay tiempo para que las energías renovables alcancen los objetivos fijados. La propia Comisión Nacional de los Mercados y la Competencia lo considera improbable, teniendo en cuenta que tras el recorte retroactivo no ha habido nuevas inversiones en los años 2014 y 2015.

Señor Comisario, el informe sobre la situación de la Unión de la Energía, presentado hoy, advierte a España sobre la conveniencia de evaluar sus políticas, si son suficientes y eficaces para cumplir los objetivos de las energías renovables.

Por eso, le formulo la siguiente pregunta: ¿Piensa usted esperar al año 2019 para advertir sobre un incumplimiento anunciado o va a tomar alguna medida preventiva para garantizar que España cumpla el objetivo del 20 % de energías renovables para el año 2020?

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, η έκθεση της Επιτροπής όσον αφορά την κατάσταση προόδου της Ενεργειακής Ένωσης και την χώρα μου την Ελλάδα, είναι ιδιαιτέρως ενδιαφέρουσα. Κύριε Επίτροπε, η έκθεση ορθά σημειώνει ότι η Ελλάδα μπορεί να μετατραπεί σε περιφερειακό ενεργειακό κόμβο τόσο σε ό,τι αφορά την αγορά ηλεκτρικής ενέργειας, όσο και για το φυσικό αέριο. Αυτό μπορεί να γίνει, όμως, μόνο εάν η ΔΕΗ ισχυροποιηθεί αντί να απαξιώνεται και ο ΑΔΜΙΕ παραμείνει δημόσια περιουσία με δημόσια διοίκηση.

Ταυτόχρονα, η πατρίδα μου πρέπει να αξιοποιήσει όλα τα ενεργειακά της αποθέματα, δηλαδή τις ανανεώσιμες πηγές ενέργειας και τον ορυκτό μας πλούτο σε Ιόνιο και Αιγαίο και νότια της Κρήτης. Οι πρόσφατες ανακαλύψεις κοιτασμάτων σε Αίγυπτο και Κύπρο ισχυροποιούν αυτή τη στρατηγική. Η κατασκευή το λιγότερο ενός επιπλέον σταθμού LNG είναι ιδιαίτερα σημαντική σε ό τι αφορά την πορεία, ενώ η ενίσχυση των πολλαπλών νότιων ενεργειακών διαδρόμων, οι οποίοι θα διέρχονται απ’ την Ελλάδα, είναι άμεση προτεραιότητα.

Όλα αυτά πρέπει, φυσικά, να γίνουν μακριά από το μακρύ χέρι της τρόικας και των δανειστών, με γνώμονα το όφελος του λαού μας την ευημερία του και την εξάλειψη της ενεργειακής φτώχειας.

  José Inácio Faria (ALDE). Senhor Presidente, Senhor Comissário, caros Colegas, ainda há muito para fazer para que a União para a Energia se materialize em benefícios económicos para as famílias, baixando os custos energéticos e, para as empresas, permitindo-lhes ser mais competitivas no mercado global. O potencial de criação de empregos no setor das energias renováveis e da eficiência energética é também enorme. Não devemos prescindir dele. Vários Estados-Membros fizeram o seu trabalho de casa no que diz respeito ao avanço na integração de energias renováveis. Algumas destas fontes renováveis são já competitivas em termos de custos de geração. Esses mesmos Estados—Membros não podem agora ser penalizados por falta das infraestruturas adequadas de interligação ao mercado interno europeu, que lhe impõe custos desnecessários. A meta de 10 % das interconexões é por isso essencial, tal como é essencial que este objetivo tenha um carácter vinculativo, sobretudo em regiões geográficas onde o nível mínimo de interconexão tem décadas de atraso, como é o caso da Península Ibérica.

Relembro que a falta de interconexões constitui hoje um obstáculo real a mais investimento nas energias limpas. Estamos em vésperas da COP 21 e a Europa necessita de incrementar a aposta na descarbonização da economia.

Senhor Comissário, disse que o começamos bem em 2015, mas que o ano de 2016 será o ano da concretização. Espero, Sr. Comissário, que esse seu desejo seja concretizável e apoio por isso…

  Miloslav Ransdorf (GUE/NGL). Pane předsedající, energetická unie je hlavně věcí energetické bezpečnosti. Já mám čtyři takové krátké poznámky.

První se týká nutnosti diverzifikace zdrojů. Nemůžeme být závislí jenom na určitém omezeném počtu zdrojů a je třeba, abychom se i podíleli na ekonomickém osvojení Sibiře spolu s Ruskou federací a abychom eliminovali závislost na politicky nestabilních oblastech.

Druhá poznámka se týká jaderné energetiky. Energetická bezpečnost Evropské unie nemůže být bez jaderné energetiky a tady je třeba opravdu udělat všechno pro to, aby se podíl jádra zvýšil.

Třetí poznámka se týká interkonektivity. Ukázalo se v době plynové krize v roce 2009, jak klíčová otázka to je. V tomto směru Evropská unie zatím mnoho nepokročila a je třeba opravdu udělat všechno pro to, abychom v té oblasti interkonektivity pokročili.

Čtvrtá poznámka se týká zásobníků. Je třeba mít zásoby zdrojů energie na dobu případné krize, na dobu nepředvídaných událostí. I to je lekce z toho roku 2009.

  Владимир Уручев (PPE). Г-н Председател, колеги, г-н Комисар, похвално е, че Комисията продължава да работи с високо темпо по въпроса за енергийния съюз. Комуникациите от миналата седмица по състоянието на този съюз правят все по-ясни неговите очертания и цели.

Приветствам инициативата на Комисията за конкретни измерими показатели за проследяване на прогреса. Тези показатели обаче не са за изобличаване на отделни държави членки, а за идентифициране на дейностите и регионите, в които трябва да се съсредоточат повече общи усилия за своевременно постигане на целите.

Без съмнение гръбнакът на енергийния съюз е създаването на единен енергиен пазар, който в момента е почти напълно фрагментиран. В тази връзка най-бързи резултати се постигат чрез целенасочено създаване на регионални енергийни пазари.

В тази връзка, отчитайки добрите примери за регионално сътрудничество в Северна Европа, препоръчвам на Комисията да съсредоточи повече внимание към района на Югоизточна Европа, където очевидно са необходими общоевропейски усилия както за елиминиране на съществуващата уязвимост, така и за диверсификацията на източниците и пътищата за доставка на газ в целия Европейски съюз, включително и от собствени източници.

  Carlos Zorrinho (S&D). Senhor Presidente, Senhor Comissário, na véspera da Cimeira do Clima, em Paris, a União da Energia está a progredir e a fazer o seu caminho. Isto é só por si uma excelente notícia e um motivo para prosseguirmos ainda com mais vigor. A União Europeia e o mundo precisam de uma União da Energia robusta e credível. Temos por isso que avançar em todas as dimensões estratégicas da agenda e temos que envolver os cidadãos europeus num debate que conduzirá a ações concretas que têm impacto concreto nas suas vidas. Este envolvimento precisa de informação clara e transparente. O debate público sobre a diretiva das renováveis tem que ser baseado no acesso livre a toda a informação relevante sobre os custos diretos e indiretos das várias opções. É também importante a melhoria que foi feita na informação sobre estatísticas, preços, disponibilização de informação relevante sobre segurança energética, segurança nuclear, reservas de petróleo, eficiência energética, tendências de consumo.

Nós precisamos, para liderar a transição energética, de inteligência política, de mobilizar os cidadãos, de mobilizar as empresas, de termos flexibilidade regulatória, convergência de esforços entre os 28 países e capacidade de atrair investimento. E aqui, Sr. Comissário, nós vamos ter que ser capazes de mobilizar o Fundo Estratégico para o Investimento, o Fundo Europeu Estratégico para o Investimento. E a resposta terá que ser inequívoca, rápida e adequada às responsabilidades. É muito importante também termos as interligações, porque, sem elas, haverá ilhas energéticas, e, sem mercado único da energia, não haverá união da energia.

  Anneleen Van Bossuyt (ECR). Willen wij de klimaatdoelstellingen halen? Willen wij groene energie? Willen wij onafhankelijk zijn op vlak van energie? Ik denk dat het antwoord is: luid en duidelijk drie keer ja. Maar we moeten ook realistisch zijn. Laten we deze tussentijdse evaluatie dus niet aangrijpen om onszelf op de borst te slaan. Wij hebben nood aan een ambitieus, maar vooral aan een realistisch beleid. Mijn regio, Vlaanderen, doet het goed, maar er zijn ook limieten voor onze kleine en dichtbevolkte regio. Ons potentieel ligt op zee. Maar off shore-windenergie is dan weer erg duur. Wie gaat dat betalen? Gaan wij de rekening opnieuw doorschuiven naar de consument? Eurorealisme betekent ook de juiste prioriteiten weten te kiezen. First things first. En met het oog op 2020 en 2030 is het belangrijk onder meer te benadrukken dat de volatiliteit van hernieuwbare energie vraagt om meer verbindingen tussen de lidstaten en de ontwikkeling van nieuwe opslagmogelijkheden.

  Kaja Kallas (ALDE). Mr President, the main message of this report is very clear: it is that a lot has been done, but also a lot more needs to be done. Vice-President, you rightly point out that the electricity grids and gas pipelines are the backbone of the integrated energy markets, so what is absolutely key in this process is to identify the right projects to be cofinanced and supported from the European Union level. So we should say ‘no’ to all these projects that further protect national energy sovereignty, and ‘yes’ to projects that will improve energy security not only for the countries concerned, but also their neighbouring countries. Balticconnector is a good example of this. It is a gas pipeline between Finland and Estonia that will also improve gas supply for neighbouring countries and decrease our dependence on Russian gas. Another good example is the synchronisation of networks with Central European networks.

Firstly, I welcome the proposals from the Commission to date on Energy Union. This is absolutely vital for Europe, particularly the point that we need to utilise our resources within Europe as far as possible. In relation to renewables, these are obviously something that most people would desire, but we need also to create a climate where the fear that has taken place amongst many people in the public can be allayed so that they can see renewables as something environmentally very good – good for our resources and particularly good for them.

Secondly, I also welcome the proposals to diversify supply where we have to import, and particularly the recent proposals on LNG. We have seen the effects in Lithuania, and I am glad that the Commission mentioned a project in my own constituency – Shannon LNG, which has had difficulties up to now, but being part of the European strategy hopefully means it can now get off the ground – because, first of all, LNG diversifies supply and, secondly, it is the ideal mix with renewables. This is particularly true for Shannon, because it is so close to America, and with that market probably coming on stream, this will be vital in the future.

Finally, I would just like to say that I will be representing Parliament in Paris at the COP 21. We need a binding agreement, and an agreement where all the big emitters play their part, because we do not want a situation where we have a result that leads to carbon leakage from Europe.

  Miroslav Poche (S&D). Pane předsedající, já souhlasím se všemi předřečníky, kteří tvrdí, že projekt energetické unie již v letošním roce přinesl řadu pozitivních změn a má jistě hmatatelné výsledky. V příštím roce budou představeny některé vaše klíčové návrhy, například revize směrnice o energetické účinnosti či o účinnosti budov nebo o obnovitelných zdrojích.

Dovolte mi ale, abych zmínil dvě oblasti, kde pokrok dle mého názoru není úplně dostatečný. Za jednu z nich a za jeden z největších problémů energetické unie považuji to, že cena elektrické energie pro koncové spotřebitele je v Evropské unii, možná s výjimkou Japonska, celosvětově absolutně nejvyšší. A já si myslím, že vzhledem k tomu, že to má výrazné důsledky pro řadu průmyslových odvětví, která jsou vystavena silné zahraniční konkurenci, tak by to energetická unie měla změnit. Měla by přispět urychleně k tomu, aby se evropské ceny přiblížily celosvětovému průměru, což by zvýšilo naši konkurenceschopnost a snížilo náklady domácností.

Druhou oblastí, kterou je potřeba zmínit, je to, jakým způsobem bude energetická unie řízena. Jak chceme dosáhnout toho, aby měla skutečné výsledky. Mnoho z těch iniciativ, o kterých diskutujeme, je nezávazných. Například v oblasti energetické účinnosti, která je jednou z našich klíčových priorit a představuje celý pilíř toho projektu. Je to projev nedostatečných ambicí a také politické vůle. Ve stejnou chvíli nám chybí jednotný a přitom komplexní návrh toho, jak bude celý projekt financován a z jakých zdrojů.

Unia energetyczna to kolejne wcielenie polityki klimatycznej, której konsekwencją jest obniżenie bezpieczeństwa energetycznego, spadek konkurencyjności europejskiego przemysłu, ucieczka emisji, a tym samym wzrost bezrobocia, wzrost ubóstwa energetycznego, którego przyczyną są wysokie ceny energii elektrycznej.

Panie Komisarzu, mówi pan o solidarności energetycznej. Na przykładzie Polski chcę panu tę rzekomą solidarność przedstawić: po pierwsze, unia energetyczna stawia na dekarbonizację, której konsekwencje najsilniej uderzą właśnie w polską gospodarkę opartą na węglu. Po drugie, czy to w trosce o bezpieczeństwo energetyczne i solidarność energetyczną, nie sprzeciwił się pan komisarz wobec Nord Stream-2? Brak takiego sprzeciwu będzie dowodem na to, że zarówno bezpieczeństwo energetyczne, jak solidarność energetyczna jest dla pana tylko pustym hasłem i dowodem na hipokryzję. Priorytetem powinno być ...

  Andrzej Grzyb (PPE). Panie Przewodniczący! Panie Komisarzu! Dla mojego kraju unia energetyczna chciałaby być ważnym projektem. To przede wszystkim bezpieczeństwo energetyczne, bezpieczeństwo dostaw, wspólny rynek – to powinien być projekt integracyjny.

Po drugie, mamy politykę klimatyczną. Unia energetyczna nie może być tylko jej przedłużeniem i uzupełnieniem, pomiędzy nimi powinny występować synergie, jednak unia energetyczna podporządkowana w 100% polityce klimatycznej nie wnosi wartości dodanej.

Po trzecie, unia energetyczna musi odzwierciedlać różnice pomiędzy poszczególnymi krajami: chociażby w zakresie koszyka energetycznego, chociażby obecności węgla. Źle byłoby, gdyby narzucała wszystkim jeden model. Powinniśmy natomiast wykorzystać mocne strony poszczególnych państw dla wspólnego dobra. Eliminujmy emisję, a nie paliwa!

Po czwarte, krytykujemy Nord Stream. Dlaczego? Bo nadrzędną zasadą powinno być niewspieranie projektów, które mogą zachwiać wspólnym rynkiem, również w sferze regulacyjnej, bądź też negatywnie wpłynąć na państwa niezaangażowane w dany projekt, na przykład państwa bałtyckie czy sąsiednie, chociażby Ukrainę.

Po piąte, potrzebujemy dywersyfikacji dostaw, infrastruktury likwidującej wyspy energetyczne. Tu chciałbym pokazać model współpracy, chociażby Polski i państw bałtyckich. Polityka energetyczna powinna służyć odbudowie przemysłu, miejsc pracy, ale również powinna być przyjazna dla konsumentów.

  Edouard Martin (S&D). Monsieur le Président, chers collègues, l'Europe de l'énergie est en crise. Nous sommes dans une situation lose-lose. Les prix de gros sont en général trop bas pour donner des perspectives d'investissement aux énergéticiens mais cette tendance ne profite pas au consommateur final, qu'il soit résidentiel ou industriel. Car, au détail, les tarifs se trouvent souvent alourdis de façon variable mais considérable, ce qui pèse sur le pouvoir d'achat des ménages et le bilan des entreprises. S'en remettre au seul marché pour tout résoudre n'aurait pas de sens.

Je ne crois pas que ce soit la main invisible du marché qui puisse multiplier les interconnexions, remplacer nos centrales fossiles par des énergies renouvelables, isoler nos bâtiments ou encore accélérer la recherche et le développement. Le marché seul ne nous garantira pas non plus une place de choix sur le volet industriel de la transition énergétique. J'en veux pour preuve notre faillite collective sur le dossier des panneaux photovoltaïques.

Puisqu'il ne sert à rien d'attendre du marché qu'il déclenche ce mouvement de transition, il faut le stimuler par des impulsions politiques européennes. Le volet de la gouvernance ne sera pas le plus simple à négocier car sans révision des traités comment concilier souveraineté nationale et intérêts paneuropéens? Les plans énergétiques nationaux seraient un pas en avant dans la coordination mais ne répétons pas les erreurs commises avec le Semestre européen et les programmes nationaux de réforme souvent jugés trop bureaucratiques et pas assez démocratiques.

Je souhaite donc sincèrement que cette horlogerie complexe se mette à l'heure des enjeux nouveaux qui nous font face afin de permettre à l'Europe de se détacher enfin de ses dépendances énergétiques externes et de continuer à jouer un rôle premier dans la lutte contre le changement climatique.

  Henna Virkkunen (PPE). Arvoisa puhemies, energiaunionin tavoitteet – omavaraisuuden kasvattaminen, energiariippuvuuden vähentäminen, tuontienergian riippuvuuden vähentäminen, päästöjen leikkaaminen, toimivat markkinat – ovat kaikki äärimmäisen tärkeitä tavoitteita. Haluaisin kuitenkin erityisesti kiinnittää huomiota yhteen sektoriin, jonka komissaari Šefčovič lyhyesti mainitsi tuossa alustuspuheenvuorossaan. Se on liikennesektori. Jos haluamme vähentää öljyriippuvuutta ja fossiilisten polttoaineiden käyttöä, meidän täytyy kiinnittää entistä enemmän huomiota myös liikenteeseen. Se vastaa kolmanneksesta koko Euroopan energiankulutuksesta, ja tiedämme, että liikenne on hyvin riippuvainen öljystä: 94 prosenttia liikenteestä käyttää edelleen öljyä.

Euroopalla on täydet mahdollisuudet nousta puhtaan liikenteen edelläkävijäksi maailmassa. Se voidaan tehdä hyvin kustannustehokkaalla tavalla. Meillä on tällä hetkellä jo paljon mahdollisuuksia. Meillä on kehittyneet biopolttoaineet, sähkö, vety. Uusia teknologioita syntyy jatkuvasti.

On tärkeää, että asetamme tavoitteita, realistisia tavoitteita, ja kannustamme samalla yrityksiä investoimaan ja kehittämään uusia innovaatioita puhtaan liikenteen saralla. Jos onnistumme tässä, Eurooppa onnistuu kyllä nousemaan maailmassa johtoasemaan ja oma teollisuutemme saattaa hyötyä siitä merkittävästi. Näin ollen kannustan Teitä, komissaari, myös entistä tarmokkaammin tarttumaan nimenomaan liikennesektoriin. Siellä on paljon mahdollisuuksia koko Euroopalle.

  Maria Grapini (S&D), Întrebare adresată conform procedurii „cartonașului albastru”. Domnule președinte, stimată colegă, sigur că suntem de acord că avem nevoie de o Uniune energetică. Întrebarea mea către dumneavoastră este: credeți că în raportul pe care Comisia ni-l prezintă se pune suficient accent pe protejarea consumatorilor vulnerabili prin aplicarea acestei strategii? Nu credeți că ar trebui să fie un fir roșu în pachetul legislativ pentru a nu accentua sărăcia?

Meidän lainsäätäjänä pitää asettaa tavoitteita ja huolehtia siitä, että kilpailu toimii Euroopassa. Rakennamme yhteydet niin, ettei Eurooppaan synny energiasaarekkeita, ja tämä vahvistaa sisäisiä energiamarkkinoita, parantaa kilpailua, lisää avoimuutta ja lisää myös kuluttajien mahdollisuuksia tehdä valintoja energian osalta.   Miriam Dalli (S&D). Mr President, I would like to commend the Vice-President on the Energy Union tour because, when he was in Malta, I could see at first hand his efforts to bring the Energy Union closer to its citizens.

It is precisely this point: citizens should remain at the heart of the Energy Union. They need to be empowered to make the right decisions, and this goes hand in hand with our fight against energy poverty and also with climate change. With high energy prices, the most vulnerable are always the worst hit. In Malta we know what a difference a significant reduction in electricity prices can make for consumers, whilst it gets the economy going as well.

In this regard, we need a properly-functioning electricity market design which can help consumers control their energy consumption and production alike – one that can integrate properly all market players, including consumers as renewable energy providers, ultimately contributing to climate change action.

If we keep our citizens at the core of our decisions, we can truly make 2016 the key year of delivery.

  Janusz Lewandowski (PPE). Panie Przewodniczący! Spróbuję nie powtórzyć zbyt wiele z tego, co powiedziano przez dwie godziny dyskusji na tej sali. Otóż unia energetyczna tym różni się od innych unii, które zakładają się wewnątrz Unii Europejskiej – czyli na przykład unii fiskalnej czy bankowej, że jej znaczenie wykracza daleko poza kwestie gospodarcze. Nie chodzi tylko o konkurencyjność gospodarki, czyli ceny – ceny energii, które też decydują o konkurencyjności gospodarki. Nie chodzi również tylko o ochronę środowiska. Rzeczywiście stawką jest bezpieczeństwo, rzecz niebagatelna w naszych niestabilnych czasach – czyli ciągłość dostaw energii na kontynencie, który jest i będzie zależny od zewnętrznych źródeł pozyskiwania energii. Same okoliczności urodzenia się tej koncepcji, czyli konflikt na Ukrainie, czy wykorzystywanie gazu jako narzędzia szantażu politycznego, świadczą o tym, jak ważne jest bezpieczeństwo. I to ma swój wymiar wewnętrzny, mało kontestowany – tak zwane interconnectivity – techniczna przesłanka solidarności krajów europejskich. I znacznie trudniejszy wymiar zewnętrzny – koordynacja 28 krajów w relacjach z zewnętrznymi dostawcami, przede wszystkim z jednym dostawcą dominującym.

Ale skoro tak, to rzeczywiście miarą również wiarygodność instytucji europejskich będzie odnoszenie się do takich inicjatyw, jak wcześniej South Stream, obecnie Nord Stream. Jest to kwestia nie tylko dywersyfikacji, ale również wiarygodności instytucji europejskich. Życzę powodzenia.

  Jeppe Kofod (S&D). Mr President, to realise the full potential of the Energy Union, both strong regulatory powers and ambitious targets are needed. We need a strong, fully-staffed and powerful ACER that can break down the barriers between Europe’s energy silos and tackle energy bottlenecks. But so far, it seems to me, the Commission has kept us guessing so far as to what, how and when these powers will come to ACER.

ACER is woefully understaffed to fulfil even its present duties, let alone the new task that will follow from the Energy Union. Help has come with the result of the budget compromise. It is a start, but it does not really solve the problem in any meaningful way. I therefore ask the Vice-President once again: what new cross-border regulatory powers is the Commission ready to give ACER?

And finally, a word on energy efficiency: as you know, this Parliament has on several occasions backed a 40% energy efficiency target for 2030. As such, I find it unacceptable that the Commission has apparently now decided to only model for 27-33% energy efficiency for upcoming legislative proposals. If we are to make a real impact – if we are to truly develop an energy union – we have to be both ambitious and visionary. Mr Commissioner, will you ensure that the Commission heeds the call of this Parliament and ensures modelling for a 40% energy efficiency target for 2030?

  Markus Pieper (PPE). Herr Präsident! Europa übertrifft seine ambitionierten CO2-Ziele für 2020. Europa übertrifft die ambitionierten Ausbauziele für die erneuerbaren Energien für 2020. Europa wird auch die Energieeffizienz bis zum Jahr 2020 weitestgehend erreichen. In jedem Fall ist die Europäische Union mit Abstand globaler Vorreiter beim Umwelt- und Klimaschutz. Aber zu welchem Preis?

Wir haben global die höchsten Energiekosten. Wir verunsichern die Industrie durch ständige Eingriffe in das Emissionshandelssystem, was zu Investitionen an anderer Stelle führt. Wir machen Energiegesetzgebung so kompliziert, dass etwa bei der Energieeffizienz viele Länder nicht Schritt halten können.

Herr Präsident, wenn jetzt Vizepräsident Šefčovič sagt, 2016 wird das Jahr der Ereignisse sein – und Klimakommissar Cañete ist die Ungeduld ja anzumerken, für ihn wird 2016 sogar das Jahr der Rechtsvorschriften sein –, dann kann ich nur sagen: Bitte nutzen Sie das, um europäische Umweltziele stärker in Einklang mit der Wettbewerbsfähigkeit der europäischen Wirtschaft zu bringen. Das heißt konkret: Vereinfachen Sie, konzentrieren Sie sich auf das wichtigste CO2-Ziel.

Für die Rechtsvorschriften, die wir dann noch brauchen, müssen wir einen Rahmen setzen, mehr aber auch nicht. Ganz konkret heißt das: Geben wir den erneuerbaren Energien endlich Luft zum Atmen durch eine Harmonisierung der Förderung und durch den Ausbau der Netze und Grenzkoppelstellen. Geben Sie Anreize für Energieeffizienz anstatt den Zwang zur Energieeinsparung, der dann auch grüne Energie treffen würde.

Die Energiewende darf kein Kostentreiber und keine Wachstumsbremse sein.

Für Gas mag das vielleicht noch stimmen, aber bei Strom hatten wir 2008 an der Börse in Leipzig einen Strompreis von 60, 65 Euro. Heute sind wir unter 35, in Skandinavien sind wir bei 25. Auf welche Fakten stützen Sie sich, um zu behaupten, dass der Strombörsenpreis, der ja eigentlich dann auch der Industriepreis ist, …

Im Gegensatz zu Ihnen, lieber Kollege, nehme ich immer das zum Maßstab, was beim Verbraucher ankommt, was die Kilowattstunde im privaten Haushalt kostet, und ich nehme das zum Maßstab, was die Industrie die Kilowattstunde kostet. Ich kann Ihnen da sagen: Im globalen Vergleich sind wir leider Spitzenreiter. Das kann ich Ihnen mit jeder Statistik belegen, und das ist auch ein Ergebnis unserer sehr regulierenden Politik.

  Olle Ludvigsson (S&D). Herr talman! Det är mycket välkommet att vi nu tar steget för att nå en inre marknad för energi och samtidigt uppnå en hållbar situation ur både miljö- och försörjningsperspektiv. Ett av de viktigaste områdena är energieffektivisering för uppvärmning och nedkylning. Det uppvärmningsalternativ som bäst kompletterar satsningar på energieffektivisering är fjärrvärme. Större förbränningsanläggningar har bättre rening och är mer effektiva än de man kan ha i hemmet, så redan där finns det vinster att göra, men det finns också enorma mängder energi av restvärme från t.ex. industriprocesser som kan användas. Detta innebär mindre utsläpp, mindre import och dessutom en möjlighet för industrin att skapa en marknad för energi som annars hade gått till spillo och därmed en bättre konkurrenssituation.

Jag hoppas därför att kommissionen kommer att se fjärrvärme och fjärrkyla som en möjlighet att stärka de ansatser man redan tagit vad gäller energieffektivisering av byggnader.

  Ivo Belet (PPE). Ik denk dat de energie-unie - ik hoop dat wij het daarover eens zijn - het belangrijkste beleidspakket is van de komende legislatuur. Alle belangrijke beleidsterreinen en beleidsprioriteiten komen hier samen: energie, milieu, economie, klimaat, werkgelegenheid, veiligheid. Het komt hier allemaal samen in dit beleidspakket. En het moet bovenaan onze prioriteitenlijst staan, bovenaan de prioriteitenlijst van de Commissie, daar staat het al, en ook van de Raad. 2016, u hebt het gezegd, commissaris, is inderdaad het jaar van de waarheid. Wij moeten dan grote stappen vooruit zetten op het vlak van het verder uitbreiden van het aandeel van hernieuwbare energie, het verder verlagen van ons energieverbruik en het garanderen van de continuïteit van de gasvoorziening.

Het is ook het jaar van de waarheid voor ons ETS-systeem. De klimaatconferentie in Parijs begint over nauwelijks een week. De voortekenen zijn onverwacht goed. We kijken uit naar een afdwingbaar akkoord, een ambitieus akkoord, uiteraard, en alle sectoren zullen hieraan een bijdrage moeten leveren. Ook onze bedrijven, energie-intensieve bedrijven, zullen een belangrijke bijdrage leveren aan ons hervormd ETS-systeem. Wij rekenen uiteraard op een goede balans zodat zij hun internationale concurrentiekracht kunnen behouden.

Het moet inderdaad, commissaris, - nog een laatste idee - ons streefdoel blijven om dat ETS-systeem te koppelen aan vergelijkbare systemen op andere continenten. Een dergelijk wereldwijd emissiehandelssysteem zou het beste instrument zijn om een koolstofarme productie te garanderen, wereldwijd.

  Λευτέρης Χριστοφόρου ( PPE). Κύριε Πρόεδρε, πιστεύω ότι τα ενεργειακά αποτελούν ζητήματα ύψιστης σημασίας για την Ευρωπαϊκή Ένωση, για τις χώρες μέλη, αλλά πολύ περισσότερο για τους Ευρωπαίους πολίτες. Κλειδί για τα ενεργειακά είναι το ενεργειακό κόστος και είναι πανθομολογούμενο ότι το ενεργειακό κόστος στην Ευρωπαϊκή Ένωση είναι πολύ υψηλό. Πληρώνουμε πολύ ακριβά την ενέργεια στην Ευρώπη. Για να μπορέσουμε να μειώσουμε το ενεργειακό κόστος, που πρέπει να αποτελεί πρώτο στόχο μας, πρέπει να επέλθει άμεσα απεξάρτηση από τις μονοπωλιακές ενεργειακές καταστάσεις στην Ευρωπαϊκή Ένωση, αξιοποιώντας τα πιθανά δικά μας αποθέματα ή κοιτάσματα φυσικού πλούτου, τα οποία υπάρχουν σε πολλές περιοχές της Ευρωπαϊκής Ένωσης.

Εγώ, θα σας πω χαρακτηριστικά, ότι είναι η ώρα να αξιοποιήσουμε - και κύριε Επίτροπε, εσείς πρέπει να αναλάβετε και ως αντιπρόεδρος πρωτοβουλίες - τα ενεργειακά αποθέματα στην Ανατολική Μεσόγειο. Εκεί, η δική μου πατρίδα η Κύπρος, είναι χώρα μέλος της Ευρωπαϊκής Ένωσης και αποτελεί χρυσή ευκαιρία η Ευρωπαϊκή Ένωση να επενδύσει και με το σχέδιο Γιούνκερ, αλλά και με άλλες πρωτοβουλίες προς αυτήν την κατεύθυνση, για το δικό της όφελος πρωτίστως. Θεωρώ ότι μπορούμε να αξιοποιήσουμε αυτά τα αποθέματα, ήδη μεγάλες ευρωπαϊκές εταιρείες, κολοσσοί, βρίσκονται εκεί και με αυτό τον τρόπο να μειώσουμε το ενεργειακό κόστος γεγονός που θα είναι προς όφελος και των επιχειρήσεων και των πολιτών.

Ταυτόχρονα, η Ευρωπαϊκή Ένωση έχει ευθύνη να μειώσει την ενεργειακή φτώχεια. Δεν νοείται να υπάρχει έστω και μια οικογένεια ευρωπαίων χωρίς πρόσβαση στην ενέργεια. Η αξιοποίηση των ανανεώσιμων πηγών ενέργειας σήμερα που το κόστος τους είναι χαμηλό, ιδιαίτερα σε χώρες με συγκριτικά πλεονεκτήματα που έχουν ήλιο, αέρα, βιοκαύσιμα ή και άλλες ανανεώσιμες πηγές ενέργειας, είναι επιβεβλημένο καθήκον μας και αυτό πρέπει να πράξουμε, κύριε αντιπρόεδρε.

  Francisco José Millán Mon (PPE). Señor Presidente, es importante que la Unión Europea asegure su aprovisionamiento energético, que depende en más del 50 % del exterior. Para ello necesitamos diversificar nuestras fuentes energéticas y reducir nuestra dependencia de Rusia, por razones obvias.

Nuestras importaciones de energía de los países del sur del Mediterráneo deben ser crecientes. La cooperación energética con estas naciones debe ser prioritaria en la actual revisión de la política europea de vecindad. La energía debe ocupar también un lugar destacado en las negociaciones de la Asociación Transatlántica de Comercio e Inversión con los Estados Unidos, para asegurarnos, al menos, el gas natural procedente de ese país. Los puertos de Galicia, la región española de la que procedo, pueden ser una auténtica plataforma europea para el aprovisionamiento del gas natural procedente del otro lado del Atlántico.

Y también necesitamos energía a un precio razonable. De lo contrario, nuestra industria se verá perjudicada por unos costes que le restarán competitividad en un mundo globalizado. Ni Europa, ni su prosperidad, ni el empleo europeo pueden renunciar a su base industrial.

  Costas Mavrides (S&D). Mr President, a lot has been said about energy supply security. The European Union has been blessed with some energy reserves in the eastern Mediterranean, particularly in the exclusive economic zone of the Republic of Cyprus. The Government of Cyprus, acting in line with European Union interests, promotes an energy coalition with Greece and Cyprus from the European Union on one side, and with Israel and Egypt on the other – something that might not be possible if the two (Israel and Egypt) were perceived to be cooperating directly. What is needed now is a more decisive position, a real push with determination from the part of the European Union, in order to secure this model of peaceful co-existence and cooperation between EU Member States and states outside of the European Union. And finally, yesterday we had an announcement: a big British gas group is acquiring a 35% stake in the consortium with Noble, and I would like to get your comment on that, because the European Union needs all its Member States.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, gospodine povjereniče, želio bih ovom prilikom kada govorimo o energetskoj uniji skrenuti vašu pažnju na činjenicu da sam kao izvjestitelj ovog Parlamenta o Jadransko-jonskoj strategiji stavio naglasak, što je usvojeno u ovom Parlamentu, na dvije stvari. Taj dio Europe može doprinijeti jedinstvenom energetskom tržištu prvo s obnovljivim izvorima energije, pogotovo s hidropotencijalom kojeg imamo, pogotovo na Balkanu, ali isto tako i s mogućnošću korištenja sunca i vjetra kao energenata.

Drugi veliki projekt su LNG terminali, kako onaj u Albaniji tako i onaj u Hrvatskoj, s možda malo previše gužve na sjevernom Jadranu, i tu bi bilo vrlo važno da Komisija jasno odluči za koji se LNG terminal želi odlučiti. Vjerujem da je hrvatski LNG terminal na Krku vrlo zanimljiv za čitav niz zemalja koje se mogu snabdijevati plinom iz tog terminala i nadam se da će Europska komisija i dalje podržavati taj projekt.

Gospodine predsjedniče, potpredsjedniče Šefčović, već godinu dana pratim koliko puno energije i vremena ulažete na to da energetska unija zaživi, na tome vam čestitam, ali ipak bih htio ukazati na još nekoliko činjenica koje bi zapravo mogle poboljšati kako provesti energetsku uniju u život.

Makroregionalni pristup, kolega Jakovčić je maloprije spomenuo Jadransko-jonsku strategiju; imamo tri makroregije u Europi – Baltičku, Dunavsku i Jadransko-jonsku – koje žive i koje mogu zapravo biti jako dobar temelj da se što više energetske učinkovitosti, što više novih izvora energije, umjesto plina koji vidimo da je donekle zašao u slijepu ulicu, implementira u energetskoj uniji.

Izostali su građani u središtu. Govorimo o građanima, ali ne dajemo im snagu. Dakle, kroz bolju regulaciju, kao što govori potpredsjednik Timmermans, osigurati da građani kroz razne energetske kooperative i druge kvalitetne scheme zbilja mogu aktivno doprinositi energetskoj tranziciji u energetsku uniju. Smart grids, smart city, imamo tehnologije, imamo fondove, imamo znanje, zašto čekamo?

  Γεώργιος Κύρτσος ( PPE). Κύριε Πρόεδρε, αν κινηθούμε σωστά η Ενεργειακή Ένωση μπορεί να αποτελέσει μια μεγάλη αναπτυξιακή ευκαιρία για την Ελλάδα και να συμβάλει στο ξεπέρασμα των γνωστών προβλημάτων της ελληνικής οικονομίας.

Πρώτον, πρέπει να υπάρξουν πρωτοβουλίες για να περιοριστεί το ενεργειακό κόστος της βιομηχανίας, ιδιαίτερα της ενεργοβόρου, και να ενισχυθεί έτσι η ανταγωνιστικότητά της και να αυξηθούν οι εξαγωγές.

Δεύτερον, πρέπει να εξυγιανθεί και να αναπτυχθεί η Δημόσια Επιχείρηση Ηλεκτρισμού που αποτελεί, παραδοσιακά, παράγοντα ανάπτυξης της ελληνικής οικονομίας.

Τρίτον, πρέπει να απελευθερωθεί γρήγορα και αποτελεσματικά η αγορά της ενέργειας με έναν τρόπο που θα στηρίζεται στην προσέλκυση κεφαλαίων, τη δραστηριοποίηση των Ταμείων Συνοχής και του προγράμματος Γιούνκερ.

Τέλος, μπορεί να γίνουν πολλά στον τομέα της εξοικονόμησης ενέργειας, αρκεί να λυθούν προβλήματα χρηματοδότησης των επιχειρήσεων και των νοικοκυριών.

  Victor Negrescu (S&D). Domnule președinte, vreau să vă felicit pentru documentul pe care l-ați elaborat, dar aș fi vrut să fim mai ambițioși. Cred că nu trebuie să construim doar o piață comună în domeniul energiei, trebuie să construim într-adevăr o Uniune energetică.

Acest lucru presupune ca să existe într-adevăr la nivel european un concept și mecanisme care să ajute consumatorii europeni, fie ei privați, fie companii private la nivel european.

Din păcate, trebuie să spun cu tristețe că o țară care este relativ independentă energetic precum România, precum țara mea, nu are foarte multe beneficii. Am crescut prețul energiei pentru consumatorii privați, dar din păcate nu reușim să exportăm pentru că nu există interconectări, pentru că nu există într-adevăr o piață comună în domeniul energiei, iar foarte multe țări încă își protejează, la nivel european, piața.

Am încredere că cunoașteți aceste probleme, cunoașteți nevoia consumatorilor și companiilor private la nivel european de a forma o uniune energetică într-adevăr eficientă, într-adevăr independentă, într-adevăr interconectată și cred că trebuie să găsim mijloacele prin care putem să implementăm o astfel de Uniune în domeniu energiei.

  Maroš Šefčovič, Vice-President of the Commission. Mr President, honourable Members, firstly I would really like to thank you for a very rich debate which I think truly reflects the complexities and the challenges which we will be facing with our Energy Union project. I would also like to thank you very much for the support you clearly highlight towards the introduction of the State of the Energy Union Report, because I believe that we are equipping ourselves with a very important tool.

We now have a very clear policy marker in the political calendar of the European Union. In the autumn we will have regular debates on how we are progressing with the Energy Union, what we have accomplished over the last year and what the challenges we are facing are and what the plans are for the next period. I think that is very important, because I see this as a very important founding stone of the strong robust governance that this House was calling for when we were introducing the Energy Union strategy.

If you would allow me to react on some of the most frequent questions and topics which have been raised: first, COP 21. This very important – I would say historic – conference will start in only a few days, and I very much thank all of you for the support for the ambitious binding agreement we will all, from the European side, try to achieve in Paris.

I think it is very important to see that all major economies – all the parties to this agreement – will show ambition and will show how decisively we are going to tackle climate change. I believe that Paris will really be a new beginning in this fight, that we will again get new mechanisms which will allow us to learn from the past and to have this five-year periodicity where we can access, compare and act on the figures and results, which will be much more precise than before, because it will be putting much more emphasis on true verification and precise monitoring of the efforts of all parties to that agreement.

When it comes to our Energy Union in Europe, I think that several of you highlighted where the real problems are. First we need to make sure that we have our signals right, and by that I mean signals for carbon pricing – I agree with all of you that current carbon prices are not reflecting the cost and not driving in the necessary innovation we need in our energy and climate policies. Therefore, once again I would like to thank you very much for a very cooperative approach on the market stability reserve.

I believe that it will be the same in the negotiations on the ETS reform, which we presented for the post-2020 period, because I believe that also by these activities we are already making very clear what the European policies are, how serious we are about a transition to the low—carbon economy and what kind of signals we want to send to investors. But when we are speaking about the price signals, we also have to speak about the price signals for electricity. It is quite clear that if you want to bring the investors in, and if we want to highlight how important active consumerism in this respect would be, we need to do much more for demand—side management, the flexibility of our electricity systems, better integration of renewables and giving more powers to consumers to decide if they want to produce the energy, from whom they want to buy and what kind of supply schemes they want to have for their households or for industries. All this is currently being assessed and will be presented to Members in the series of proposals we will be presenting to Parliament next year.

Many of you spoke about energy security. Thank you very much for those strong words, because we are living in a political world, and I think that we also need to send very clear political messages that energy diversification is important, that if we speak about diversification we are talking about the routes but also sources of supply, that we want to have a wider range of energy suppliers and that LNG will play a very important role in this respect.

When it comes to Nord Stream, I would like to assure you that, both with Commissioner Arias Cañete and with the other Commissioners, we are working hand-in-hand on this issue, and we will make sure that any project in Europe, including Nord Stream II, will have to fully comply with all EU laws; that all the proposals would really be verified and assessed with all the vigour which you have seen in the previous approach, which we assessed in a similar way; and that for us the transit route through Ukraine is very important. I think we should see it as a priority, not only for the European Commission, but for the whole Energy Union.

When it comes to the internal energy market, I agree with all of the Members who said that it is high time we finally complete this, and that we complete it from the legislative point of view but also from the point of view of the hardware and software of the internal energy market. Therefore, it is very important that we agree on this new list for this project of common interest.

I would like to make a proposal to you. Let us work on this list much better than before. Let us have regular monitoring and a kind of regular inventory of where we are with this energy infrastructure project. Are we on time? If we see that some projects are struggling, let us analyse why: how can we help these projects take off financially through the feasibility study, through technical assistance or sometimes also through political mediation? This was important for quite a few infrastructure projects mentioned in several of the interventions, because it is important to shorten the time from the current 10 to 12 years; we need to build interconnectors in three to four years, which would bring much more dynamism into our system. We need much more coherence and much closer coordination among our regulators.

Therefore, I very much welcome the support for the new powers for ESA. We would like to present this proposal together with a new electricity market design and also the revision of the directive on renewables in the autumn of this year. We have already allocated, thanks to Members’ support for this as well, more staff for ESA, because we agree that the role of this agency is very important and will be even further increased.

On energy efficiency: the first principle – and I think we are very clear here and we will be discussing with Members this issue on many further occasions – is that we want to operationalise energy efficiency first – when we assess all the legislative proposals next year and when the Member States consider new infrastructure, we will be calling upon them and discussing with them how at first to assess how much energy we can save, what we can do at national level, how we can improve our energy regions to make sure that, if we are progressing in this effort, we will do it on the most cost—efficient basis. We will be very ambitious on this front, and Parliament will see that we will be very ambitious, just as we have been very ambitious until today.

Of course, we want to make sure that all these figures for 2030 line up, that we will deliver. Therefore, we need to make the next year, as several of you highlighted, the year of delivery, where we will put all the key elements on the legislative front on the table for Parliament and the Member States, and the Council, to start the true negotiations on how we will transform the Energy Union proposals into valid legislation. I want to put it on the table also because we want to call upon Member States to start working as early as 2017 on draft national energy and climate plans, to make sure that they also develop their vision for 2030 and that they will tell us how they want to implement all these plans at national level, so we can see if the figures are adding up and if we need some further action to be undertaken. Then we can actually have the process which would make it possible, despite the energy mixes which are decided at national level, to have a common European framework, a common European goal and, I believe, good common European results.

One word, if you allow me, on energy poverty. We deliberately highlighted this as one of the key messages of the state of the Energy Union, because it is true: we have more than 10% of Europeans – more than 50 million European citizens – who are facing energy poverty and have problems paying for energy bills. We have to take action on these issues and equip the people with new skills if they are from the traditional industries and offer them a future in these new low—carbon economies. We need to equip them with new skills, and we will be working very closely on these proposals together with Commissioner Thyssen in the first months of next year.

I see that time is flying, and there were a lot of questions. I would like to conclude by thanking this House and thanking the Members of the European Parliament for this very rich debate and for the many contacts we have had throughout the last nine months, here in Strasbourg and in Brussels. I also very much appreciate all those Members of the European Parliament who joined me on the Energy Union tour across European cities, across European enterprises and in all the citizen dialogues we had together. I very much appreciate this, because this helps us to bring this project to the places where it must be built – in our cities, our villages, our industry. I am very much encouraged by the support and the achievements we had over the nine months, and I can tell you all that I feel full responsibility to deliver on all the ambitious proposals we presented to you in 2016.

Ja chcę zwrócić uwagę, że w głosach z sali Pan Przewodniczący udzielił głosu członkom niektórych klubów nawet dwukrotnie, jeżeli nie trzykrotnie – tego nie pamiętam – ale przynajmniej dwukrotnie, tymczasem nasza grupa, trzecia grupa w Parlamencie, nie dostała ani razu głosu.   Petras Auštrevičius (ALDE), in writing. Since the adoption of the Energy Union Framework Strategy, huge progress has been made towards achieving a genuine Energy Union among Member States. However, lack of unity in political decision-making in terms of external energy supply is threatening the Energy Union’s future, and we need to be extremely cautious about plans such as the Nord Stream II gas pipeline, which would further advance EU’s dependency on Russia. If we want to diversify Europe’s energy sources, Member States need to show a stronger political will to reduce energy dependence from the East as both its political and economic costs are unpredictable. In my opinion, the future of the Energy Union relies on ensuring not only affordable and environmentally friendly but also secure energy for EU citizens.

  Simona Bonafè (S&D), per iscritto. Apprezzo l'impegno della Commissione per il raggiungimento degli obiettivi della strategia per l'Unione energetica. Serve lo sviluppo di un'agenda energetica integrata che non sia semplicemente la sommatoria delle posizioni delle capitali europee. Il rafforzamento dell'ACER rappresenta un primo passo in questo senso. Il Vicepresidente Šefčovič ci ha ricordato che dobbiamo migliorare sia il "software" sia l'"hardware" del mercato interno dell'energia. I progetti e gli investimenti massicci nelle infrastrutture sono un pilastro fondamentale del piano, anche a fronte delle sfide geopolitiche con cui ci confrontiamo. Investimenti che saranno possibili anche grazie alla maggiore flessibilità e al FEIS.

Una più forte collaborazione tra UE e Stati membri nella valutazione dei piani energetici nazionali, insieme alle relazioni annuali sullo stato dell'arte dell'Unione energetica, consentirà di perfezionare la strategia. Protagonisti del cambiamento sono anche i cittadini. Supporto in particolare il "new deal" con i consumatori per la lotta alla povertà energetica e per la sfida ad un consumo minore, diversificato e più efficiente delle risorse. Sta iniziando la COP21, irripetibile occasione per il raggiungimento di obiettivi vincolanti sulla decarbonizzazione della società a livello globale: in questo senso una vigorosa leadership europea come quella che stiamo sviluppando sarà fondamentale per il suo successo.

  Soledad Cabezón Ruiz (S&D), por escrito. En los últimos años el precio de la electricidad en el mercado mayorista ha disminuido de forma significativa. Sin embargo, las facturas que reciben los hogares europeos, lejos de reflejar esa caída, son más elevadas. Gran parte de la culpa la han tenido los cánones e impuestos con los que se gravan las facturas que recibimos. Por tanto, conocer qué tipo de cargos impone cada Estado miembro a sus ciudadanos es un paso muy importante para asegurar la transparencia de los costes y del precio de la energía. Por estas razones quisiera centrar la atención en un documento del paquete que ha podido pasar desapercibido: la propuesta de Reglamento relativo a las estadísticas europeas sobre los precios del gas natural y la electricidad. Hasta ahora no existía la obligación de proporcionar a Eurostat datos sobre los precios de la energía que se cobran a los hogares. Gracias a esta propuesta, cuando aprobemos el Reglamento, tendremos los datos para trabajar en pro de una facturación más progresiva que no penalice a los consumidores más vulnerables ni represente un obstáculo a las medidas de eficiencia energética.

  Michel Dantin (PPE), par écrit. Monsieur le Président, mes chers collègues, l’Union de l’énergie nous offre une opportunité formidable, celle de bâtir un marché commun qui soit au service de nos intérêts communs tout en prenant en compte les réalités nationales. Le prix de l’énergie représente dans certains secteurs un quart, voire un tiers du coût de production. Pourtant, l’Europe produit moins de la moitié de son énergie et a peu de réserves. Assurer les approvisionnements, améliorer l’efficacité énergétique, promouvoir les alternatives bas carbone sont dès lors nos priorités.

Pour autant, nous devons faire des efforts pour que la politique énergétique européenne, aussi ambitieuse soit-elle, demeure créatrice d’emplois et renforce notre compétitivité. Grâce aux investissements dans les nouvelles technologies, la France fait partie des États où les émissions de gaz à effet de serre par habitant sont les plus faibles. Cet effort doit être soutenu partout en Europe. N’oublions pas que c’est la recherche et l’innovation qui feront de nos industries des références mondiales compétitives à l’export. Il nous faut donc davantage mobiliser l’instrument financier Horizon 2020 pour réaliser nos objectifs énergétiques.

The Energy Union is an ambitious strategy that will allow the diversification of the European energy supply, in particular Future Aviation Package gas imports, to move away from our dependence on Russia, and should therefore be one of our main priorities. I wish to see a much stronger focus on the citizen in the Energy Union and more measures to tackle energy poverty and help vulnerable consumers have affordable energy. I strongly support the request for a Commission communication and action plan on the state of the Energy Union. I believe that its governance, reporting and national plans on how Member States will meet the targets and other key indicators should be based on a legislative framework, not just on a voluntary basis, in order to ensure targets can be met. Finally, we should ensure that the energy transition is based on energy efficiency, renewable energies and smart infrastructure.

  Adam Gierek (S&D), na piśmie. Aktualny proces zarządzania energią w UE jest chaotyczny, zdominowany przez priorytet klimatyczny. Ta jednostronność silnie uderza w bezpieczeństwo energetyczne Polski, a także grozi jej ubóstwem energetycznym. Potrzebne jest przewartościowanie dotychczasowej polityki energetycznej, przesadnej, słabo uzasadnionej i naukowo udokumentowanej tzw. europejskiej polityki klimatycznej i oddzielenie jej od realnej polityki energetycznej. Nie można jej kształtować w oparciu o silny lobbing niektórych krajów oraz wielkich korporacji gazowych i finansowych.

Prawdziwa unia energetyczna powinna doprowadzić do takiej zmiany pakietu klimatyczno-energetycznego, która zwalczyłaby nieuczciwą konkurencję pomiędzy państwami członkowskimi. Priorytetem Unii powinno być bezpieczeństwo energetyczne, solidarność zaopatrzenia i walka z ubóstwem energetycznym, modernizacja infrastruktury oraz przejrzystość w negocjowaniu cen energii z krajów trzecich, a także wykorzystywanie lokalnych źródeł energii, w tym węgla. Dekarbonizacja powinna być efektem nie tylko wzrostu udziału OZE, ale przede wszystkim efektywności energetycznej. Właściwe, wskaźnikowe ujęcie wzrostu rzeczywistej efektywności w przyszłym systemie ETS, a także udziału OZE powinno być premiowane proporcjonalnym zmniejszaniem obowiązku zakupu uprawnień do emisji CO2.

  Maria Grapini (S&D), în scris. Apreciez inițiativa Comisiei pentru preocuparea de a avea o uniune energetică. Este important să avem norme unitare și o piață a energiei concurențială în UE, dar trebuie să ne asigurăm că indicatorii stabiliți sunt realizabili în toate statele membre. Stadiul de îmbunătățire a infrastructurii energetice este diferit în fiecare stat membru și de aceea volumul de investiții este diferit, la fel ca și timpul de realizare de asemenea.

Țineți cont, domnule Comisar, că vorbim de state care au eficientizări energetice ale clădirilor și mixuri energetice diferite. Apreciez că propuneți să revizuiți cele 248 de proiecte de interes comun privind infrastructura energetică, dar vă propun să țineți cont de situațiile concrete din teren, în special în țările din estul Europei.

Nu văd măsuri concrete care să evite efectele negative în anumite țări în aplicarea strategiei energetice. Pe lângă protejarea consumatorilor vulnerabili trebuie, domnule Comisar, să țineți cont de ritmul pe care îl stabiliți pentru scăderea emisiilor de carbon pentru a nu afecta sectorul transporturilor și, evident, locurile de muncă.

Decarbonizarea energiei este un obiectiv important, dar să nu uităm să fim prudenți să nu dezindustrializăm Uniunea Europeană având în vedere că nu Uniunea Europeană este cel mai mare poluator din lume.

  Tunne Kelam (PPE), in writing. The interconnectedness of the European electricity market is seeing some real progress. The Baltic States could soon be connected to the Nordic electricity market through the connections to Sweden and Poland that should be completed by December 2015. A true single energy market would also lower the price for the European citizens. Achieving lower prices is a priority for the EPP Group and we expect the EU to deliver on that. Energy security still remains a great concern. The so-called Nord Stream 2 (NS2), presented as a deal between private companies, is clearly a political project, dominated by Russian state monopoly Gazprom. As such it will undermine EU energy security, principles of fair competition and European solidarity. Using Nord Stream 2 will enable Russia to stop sending its gas through Ukraine and increase its hold on Kiev and the economy. As MEPs, we are highly concerned about such back-door energy deals and about the ease with which multinational companies can bypass EU rules on competition and unbundling. In particular, big international energy deals have to be fully transparent and provide for diversity of energy supplies, not increasing dependency on Russian gas. I support the Polish Government’s initiative to stop NS2. In fact, several European countries are against these plans. The EC must scrutinise this project with special care.

  Elżbieta Katarzyna Łukacijewska (PPE), na piśmie. Bezpieczeństwo UE oraz stan środowiska naturalnego w ogromnym stopniu zależą od unijnej strategii energetycznej. Dlatego bardzo cieszę się z postępu prac w ramach unii energetycznej. Jest to kwestia, którą słusznie Unia stawia jako jedno z priorytetowych działań. Musimy pamiętać, że tylko wspólna polityka może przynieść racjonalne i kompleksowe rozwiązania. Stabilna Europa to Europa zabezpieczona energetycznie. Mam nadzieję, że działania w obszarze efektywności i wykorzystywania odnawialnych źródeł energii, polityki klimatycznej, powstającego nowego rynku energetycznego, bezpieczeństwa energetycznego i odpowiedniej infrastruktury dobrze przysłużą się realizacji zamierzonej polityki.

Nie wszystko jednak uda się zapewne osiągnąć, choćby ambitny zamiar uzyskania wskaźników redukcji zanieczyszczeń na poziomie 40% do 2030 r., z uwagi na wciąż dużą emisję gazów cieplarnianych. Pamiętajmy, że nie zawsze podobne regulacje przynoszą wyłącznie pozytywny efekt. Polscy przedsiębiorcy często zmuszani są do dużych dodatkowych inwestycji czy ponoszenia kosztów związanych z różnego rodzaju pozwoleniami, co spowalnia osiągnięcie zamierzonych skutków regulacji. UE musi uwzględnić realny wpływ jej działań na przemysł i usługi w zależności od kraju i zamożności zarówno konkretnych przedsiębiorstw strategicznych, jak i mniejszych przedsiębiorstw, tak by ogólny bilans był w miarę jednolity we wszystkich państwach Unii. Planowane regulacje nie mogą hamować funkcjonowania przemysłu. Tylko solidarne działania, takie jak polityka energetyczna, są w stanie umocnić fundamenty wspólnotowości.

  Marian-Jean Marinescu (PPE), în scris. Rapoartele anuale prezentate de Comisia Europeană arată că în acest an s-au făcut mai mulți pași înspre consolidarea Uniunii energetice, lucru care va contribui la reducerea dependenței de importuri și a emisiilor de carbon.

Rămân însă de atins mai multe obiective pe termen scurt: reformarea rapidă a sistemului de certificate care să apere interesele industriei europene și să contribuie la evitarea delocalizării acesteia; interoperabilitatea rețelelor europene, protecția consumatorilor vulnerabili și adaptarea prețurilor, digitalizarea rețelelor pentru a spori eficiența energetică.

Comisia trebuie să vină cu o propunere legislativă care să facă viabilă o piață internă integrată a energiei, pe baza cooperărilor regionale transfrontaliere și exploatarea resurselor proprii din sudul Europei, precum și a noilor perspective energetice EastMed (Cipru, Israel, Liban, Egipt). Comisia trebuie să găsească soluții pentru a reduce dependența de monopolul rusesc și să verifice dacă recentul proiect North Stream este compatibil cu regulile europene.

Este nevoie, de asemenea, de o propunere legislativă referitoare la interconectori care să fie favorabilă tuturor statelor membre și regiunilor UE. Europa trebuie să-și administreze în mod inteligent rețelele electrice și de gaz, să facă pașii necesari pentru ca cele 28 de politici energetice existente în prezent să se bazeze pe o guvernanță comună.

  Csaba Molnár (S&D), írásban. Tisztelt Elnök Úr! A menekültválság forgatagában is elegendő figyelmet kell fordítanunk Európa és benne Magyarország energiabiztonságára. Nem mehetünk el szótlanul amellett, hogy Oroszország – az energiát ismét politikai fegyverként használva – bármikor elzárhatja a földgázcsapokat Ukrajna irányába, ezzel a magyar háztartások téli gázellátását veszélyeztetve. Arról nem is beszélve, hogy a magyar kormány felelőtlen módon csak harmadáig töltötte fel a gáztározókat a téli fűtésszezon előtt. Ez ismét rávilágít arra, hogy az orosz függőség ellen csak az európai szövetség védhet meg. Az oroszokkal kötött különalkuk, milliárdos atomenergia beruházások levét végül a magyar háztartások sokasága issza meg, míg a kormányhoz közelálló kevesek markukat dörzsölik.

A DK következetesen kiáll az európai energiaunió mihamarabbi kialakítása mellett. Meggyőződésünk, hogy a Bizottságnak – az 500 milliós európai közösség nevében – kell tárgyalnia az energetikai megállapodásokat, nem a nemzeti szuverenitásukat féltő tagállami kormányoknak. Nem alapozhatjuk jövőnkét csak az orosz gázra. Az elmúlt öt évben azonban mind a megújuló energiák, mind az energiahatékonyság terén évtizedes lemaradásba kerültünk, az LNG-beruházások késnek. Litvániában például – ahol van alternatíva az orosz gázra – hónapok alatt negyedével csökkentek a fűtésszámlák. Az energiaunió nem fenyegetés szuverenitásunkra nézve, hanem a magyar energiabiztonság, a tartósan alacsony magyar rezsiszámlák letéteményese.

  Ева Паунова (PPE), в писмена форма. Първият доклад за състоянието на енергийния съюз показва, че е важно да изградим енергийна стратегия, ориентирана към бъдещето. Един от най-важните елементи на тази дългосрочна стратегия трябва да бъде енергийната ефективност, защото само чрез понижено потребление на енергия Европа може да постигне истинска независимост, което е важно както икономически, така и геополитически.

Приветствам решението на Комисията през 2016 година да излезе с нов план за еко-дизайн, който не само ще подобри кръговата икономика, но и ще спомогне за енергийната ефективност в страните членки. България прие Национална програма за енергийна ефективност на стойност 1 милиард лева. Така не само ще постигнем по-ниски нива на енергийна консумация, топлинен комфорт и по-високо качество на жизнената среда за гражданите, но също така ще бъде намалена енергийната зависимост от външни източници.

Подобряването на енергийната инфраструктура е друг приоритет за Българското правителство, поради което за нас включването на голям брой проекти в приетия списък с проекти от общ интерес е изключително позитивен сигнал. Призовавам ЕК да продължи последователно да подкрепя тези инфраструктурни проекти в страната и региона до тяхното пълно изпълнение, за да постигнем целите на нашата енергийна политика.

  Dariusz Rosati (PPE), in writing. I welcome the fact that the European Commission plans to annually issue a Communication on the State of the Energy Union. Still, when it comes to decarbonisation of the economy, we have to connect it to the R&I pillar of the Energy Union. The main aim of the Energy Union should not be to eliminate any source of energy, especially as we should use indigenous sources, but to lower the CO2 emissions. Hence, the EU should invest in, e.g., clean coal technologies and not treat coal as a ‘purely harming’ energy source. Moreover, I fear that the Commission insufficiently touches upon the ‘elephant in the room’. Knowing that the current Nord Stream capacity is not even fully used, is the extension of Nord Stream not something that the Commission should strongly criticize – not diversifying the energy sources’ country of origin and further reliance on one, non—credible, supplier not serving to guarantee stabilization in the EU’s neighbourhood? The Communication mentions that ‘the EU will only support infrastructure projects that are in line with the core principles of the Energy Union’. I hope that this relatively vague statement will not be further undermined by any actions concerning Nord Stream.

Europę charakteryzuje duża fragmentaryzacja rynku energetycznego, oraz znaczne różnice w zakresie stanu i możliwości infrastruktury energetycznej i przesyłowej. Mimo czynionych inwestycji na szczeblu unijnym oraz przez same państwa członkowskie, choć sytuacja ulega poprawie, nie jest to jednak poprawa wystarczająca, która miałaby realny wpływ na bezpieczeństwo energetyczne Europy oraz mogła zapewnić dostęp do energii po korzystnych cenach dla konsumentów i przedsiębiorców. Strategie UE kładą często duży nacisk na zmniejszanie emisji, z uwagi na ich wpływ środowiskowy oraz zachodzące zmiany klimatu. Nie powinno się jednak stosować błędnego rozumienia tego celu polityki unijnej, jako dążenia do jak najszybszej eliminacji paliw kopalnych z miksu energetycznego państw członkowskich, gdyż jest to w krótkiej perspektywie niemożliwe. Nadmierne naciski i nakładanie kolejnych ograniczeń na energochłonne branże UE doprowadzić może tylko do obniżenia ich konkurencyjności oraz przeniesienia się produkcji poza granice UE, powodując nie tylko odpływ kapitału, ale również utratę setek tysięcy miejsc pracy. Unia powinna realizować swoje cele w kontekście zmniejszenia emisji w sposób oparty na postępie technologicznym, umożliwiającym lepsze wykorzystanie niektórych zasobów i uwzględnienie alternatywnych rozwiązań w długofalowych strategiach europejskich i krajowych. Nie można tutaj podejmować pochopnych decyzji, które mogłyby osłabić Europę, zablokować rozwój rynku wewnętrznego energii oraz zagrozić statusowi państw tranzytowych, takich jak Polska czy Ukraina.

Vítám, že se Komise v první zprávě o stavu energetické unie věnuje kromě strategických otázek bezpečnosti, účinnosti a infrastruktury i neméně důležitým otázkám sociální spravedlnosti v energetickém sektoru a klade celkový důraz na posílení role spotřebitelů. Považuji za důležité, aby plnění ambiciózních klimaticko-energetických cílů bylo v souladu se závazkem, díky kterému budou koncové spotřebitelé zastávat důležitější roli na trzích s energiemi, a to zejména s ohledem na dostupnější ceny. Předložený pracovní dokument týkající se trendů spotřebitelů konstatuje, že trhy s elektřinou a plynem navzdory dosaženému pokroku stále nefungují tak, jak by měly. Sociální demokraté dlouhodobě volají po řešení otázky energetické chudoby a pomoci zranitelným spotřebitelům v otázce cenové dostupnosti energie. Potřebujeme konkrétní opatření, která povedou ke snižování výdajů domácností na energie a k energetickým úsporám domácností, např. prostřednictvím zjednodušení podmínek umožňujících spotřebitelům porovnávat tarify a vybrat si nejvýhodnějšího dodavatele.

Din punctul de vedere al energiei, anul 2015 a fost marcat de tensiunile din est, de persistența prețurilor scăzute la petrol, de noile perspective deschise de acordul nuclear cu Iranul, precum și de o scădere continuă a producției interne de combustibili fosili.

Acum 9 luni ne-am lansat într-o strategie-cadru pentru Uniunea energetică, iar astăzi, Comisia ne spune că am înregistrat progrese semnificative spre crearea unei adevărate piețe interne pentru energie și tranziția spre o economie hipocarbonică, sigură și competitivă.

În calitatea mea de membru al Parlamentului European din România, o țară care joacă un rol important în contextul actual al pieței de energie regională din Europa de Sud-Est și în care sectorul energetic are o importanță strategică, atrag atenția asupra câtorva lucruri: trebuie să facem astfel încât energia să se transforme din instrument diplomatic într-un instrument economic, care să deservească micilor și marilor consumatori deopotrivă.

Dimensiunea socială a decarbonizării sistemului energetic este foarte importantă și trebuie abordată cu mare atenție, în condițiile în care tranziția către o economie cu emisii reduse de carbon va implica o schimbare profundă a multor sectoare ale economiei naționale din state membre precum România, afectând companiile și, implicit, locurile de muncă.

  Miguel Viegas (GUE/NGL), por escrito. A União Europeia pretende enfrentar um triplo desafio energético. Com poucas reservas e altamente dependente de importações nesta área, procura garantir a segurança dos seus fornecimentos. O aumento dos preços da energia representa outro desafio. Finalmente, as alterações climáticas exigem a redução das emissões de gases com efeito de estufa. A UE importa mais de 60 % do seu gás e mais de 80 % de seu petróleo. Se não forem adotadas outras soluções, a dependência das importações de energia poderá atingir 70 % daqui a 20 ou 30 anos, contra 53 % hoje. Contudo, esta UE pretende resolver este grave problema estrutural através do mercado, privatizando o setor, impedindo os governos de intervir de forma direta ou indireta, ou até, pasme-se, forçando a existência de um mercado de emissões de carbono que, na prática, nunca funcionou. Pela nossa parte, continuamos convictos de que só o controlo público sobre os setores chaves do setor energético poderá levar a soluções duradouras.

  Milan Zver (PPE), pisno. Evropska unija ima nekaj pomankljivosti, energetska podhranjenost je ena od najbolj usodnih. Lahko bi celo rekli, da energija bolj deli evropsko politično sceno, kot jo povezuje.

Prav na tem področju najbolj pridejo do izraza nacionalni egoizmi, ki so v zadnjem letu pripeljali do tega, da je koncept energetske unije padel v vodo. Vsekakor pa moramo še naprej razvijati koncept energetske skupnosti in vanjo vključiti še druge sosednje države, še posebej Norveško.

Danes se večkrat sliši lažna dilema, češ, ali bomo gradili nizko-ogljično družbo ali pa konkurenčno evropsko industrijo (ki še vse preveč stavi na ogljično energijo). Za evropsko prihodnost je nizkoogljično gospodarstvo nuja (ne alternativa), saj nas bo edino t.i. čista energija rešila odvisnosti od ruskega plina in arabske nafte.

V tranzicijskem času bi morali več staviti na divezifikacijo, na obnovljive in alternativne vire energije. Vendar to je skupni projekt, ki nima notranjih meja.

Ko bo EU »spregovorila z enim glasom« tudi na tem področju in se osvobodila omenjene energetske odvisnosti, bomo tudi na polju politike pomembnejši akter v globalnem merilu.
