  Seán Kelly (PPE). Madam President, simplification, in particular of cohesion policy, is certainly needed because, of all the good things we do in the European Union, this is probably the most confusing in respect of application and oversight, etc. Then we add gold-plating, which often makes it even more difficult for would-be beneficiaries and, of course, more costly for SMEs. There really is a need for greater simplification, and I am delighted that the new Commission has put emphasis on that.

They will have a field day here, because there is so much simplification needed. I once gave a talk on cohesion policy and I think it was probably the most boring speech I ever gave, because I was trying to explain something that is so complicated, it was almost impossible to put it in simple terms.

  Stanislav Polčák (PPE). Paní předsedající, firmy nejen v České republice, ale i v ostatních členských státech Evropské unie nechtějí dělat evropské projekty. Nechtějí je dělat právě proto, jak jsou složité, jaká administrativní náročnost je s nimi spojena. Já jsem rád, že se snažíme jít cestou zjednodušování, protože to je ta jediná cesta pro udržení vůbec zájmu o evropské projekty, o evropské fondy. Měli bychom se zaměřit na dosažení výsledků, na měřitelnost těchto výsledků, na udržitelnost výsledků potom v praxi, nikoliv na jenom lacinou nebo zavádějící zátěž administrativního charakteru. Pro vaši představu: v České republice program rozvoje venkova, který je součástí evropských fondů, obsahuje pravidla na sedmi stech stránkách. Který ze začínajících zemědělců by chtěl takovouto materii číst?

  Μαρία Σπυράκη ( PPE). Κυρία Πρόεδρε, η αλήθεια είναι πως χάνουμε χρόνο και o χρόνος είναι πολύτιμος, ειδικά όταν πρόκειται για τη διαδικασία απορρόφησης των κοινοτικών πόρων. Υπάρχουν χώρες, όπως η δική μου η Ελλάδα, που οι κοινοτικοί πόροι είναι η μοναδική πηγή για να εισρεύσει φρέσκο χρήμα.

Τι μπορούμε να κάνουμε γι’ αυτό; Κατ’ αρχήν να θέσουμε την 31η Δεκεμβρίου ως υποχρεωτική προϋπόθεση για τη μετάβαση στην ηλεκτρονική συνοχή και να μην κάνουμε εκπτώσεις. Οι κοινές διατάξεις θα μειώσουν τον χρόνο που μεσολαβεί από την υποβολή της αίτησης μέχρι τη χρηματοδότηση. Με κάθε τρόπο να επιταχύνουμε τη διαδικασία απόδοσης χρημάτων στους δικαιούχους.

Ξέρετε, ακόμη στην Ελλάδα αγωνιζόμαστε να απορροφήσουμε τους πόρους του προηγούμενου κοινοτικού πλαισίου, του 2009-2013, και το 2014 δεν έχει αρχίσει ακόμη να απορροφάται. Χρειάζεται να βοηθήσουμε και εμείς. Να πατάξουμε τη γραφειοκρατία και να προχωρήσουμε άμεσα στους πόρους που δικαιούμαστε.

  Andrejs Mamikins (S&D). Kohēzijas politika ir viens no galvenajiem Eiropas Savienības instrumentiem, ar ko faktiski īsteno līdzekļu pārdalīšanu par labu mazāk attīstītiem reģioniem. Bet diemžēl jāatzīmē, ka, tāpat kā vairākos citos kopējo fondu resursu izmantošanas gadījumos, kohēzijas politikas līdzekļu sadalīšana ir ļoti sarežģīts process.

No projekta iesniegšanas brīža līdz pat atskaites nodošanai dažreiz paiet ļoti ilgs laiks. Ko es gribu ar to pateikt? Kamēr diez vai kāds šeit apšaubīs pašas kohēzijas politikas nepieciešamību, to jau sen vajadzētu reformēt ar mērķi vienkāršot un padarīt daudz saprotamākus visus potenciālo finansēto projektu principus. No otras puses, vajadzētu arī sekmēt pašu projektu īstenošanas caurskatāmību.

Un vēl — būtu ļoti loģiski pāriet (vai vismaz daļēji) uz elektronisko formātu, jo tas attiecas ne tikai uz kohēzijas projektu, bet arī uz Eiropas Parlamentu. Jo dažreiz to papīru skaits, ko mēs, kolēģi, tērējam ... vienkārši žēl koku. Paldies!

In simple terms Parliament thinks that there are many faults in the current system that have many negative effects, i.e. the language is too complicated and also lost in translation, the procedure for allocation of cash is too slow and the process of transposition is too slow. This in turn has created a system that is not cost-effective. This motion for a resolution essentially asks for digitalisation of this process and calls for e-cohesion. Even though we are against the Commission distributing money and the processes involved with that, this resolution is essentially asking for a simplification of the current procedure which would make things more cost-effective in the long run.   Marina Albiol Guzmán (GUE/NGL), por escrito. – He votado a favor de la propuesta de Resolución porque supone una posición oficial del Parlamento Europeo para pedir a la Comisión y a los Estados Miembros que colaboren en la tarea de aligerar las cargas administrativas así como en la simplificación de las normas relativas a los fondos de la política de cohesión. Esta preocupación expresada por el Parlamento tiene que ver, entre otras cosas, con el relativamente alto porcentaje de programas que finalmente no son realizados, debido no solo a constricciones presupuestarias ligadas al impacto de la crisis y de las políticas de austeridad, sino también a los retrasos en los pagos, la carga burocrática o la contradicción de normas. Sin embargo, dicha simplificación de las normas no debe servir como excusa para, por un lado, bajar la guardia frente al control de las cuentas y el uso de las partidas presupuestarias asignadas, ni por otro, para dejar la puerta abierta a instrumentos de financiación que ya están empezando a participar activamente en los programas operativos, como las instituciones de crédito privadas o los fondos de capital-riesgo.

  Martina Anderson and Lynn Boylan (GUE/NGL), in writing. – This resolution was proposed by the Committee on Regional Development in recognition of the fact that complicated procedures, such as administration and onerous auditing procedures, can place a heavy burden on beneficiaries of cohesion policy funding.

The resolution recommends a simplification of the rules, especially for those beneficiaries with less administrative and financial capacities, in order to better meet the needs of funding recipients. It also calls on the Commission to enter into an ongoing dialogue with Parliament, the Committee of the Regions and other stakeholders on all aspects of any simplification process. We therefore voted in favour of the resolution.

  Pascal Arimont (PPE), schriftlich. ‒ Komplizierte Verfahren bei der Beantragung und Verwaltung von EU-Finanzhilfen aus Fonds der Struktur- und Kohäsionspolitik führen teilweise dazu, potenzielle Antragsteller gänzlich abzuschrecken. Die eigentlich zur Verfügung stehenden Mittel werden dadurch nicht abgerufen. Die Politik verfehlt somit ihren Zweck, denn sie sollte eigentlich dazu motivieren, EU-Finanzhilfen erfolgreich zu beantragen und zu verwalten.

Ich begrüße daher die vom Ausschuss für regionale Entwicklung initiierte und vom Europäischen Parlament als Ganzem angenommene Entschließung, die abermals auf diese Problematik hinweist und u. a. von der EU-Kommission Leitlinien und Fahrpläne zur Vereinfachung fordert, um bei den Mitgliedstaaten und ihren Regionen ein Bewusstsein dafür zu schaffen, den Verwaltungsaufwand und die Überregulierung im Zusammenhang mit der Vergabe von öffentlichen Aufträgen zu reduzieren. Zugleich ist es unabdingbar, dass alle, d. h. Europäische Kommission und die Mitgliedstaaten und ihre Regionen, ihre Überwachungs—, Kontroll- und Berichterstattungstätigkeiten optimieren, um die derzeitigen Engpässe zu beseitigen, dabei jedoch ein angemessenes Gleichgewicht zwischen der Vereinfachung einerseits und der Verhinderung von Unregelmäßigkeiten, beispielsweise Betrug, andererseits nicht zu verlieren.

  Marie-Christine Arnautu (ENF), par écrit. ‒ Ce rapport reconnaît que les procédures administratives sont trop complexes et qu'une simplification est plus que nécessaire. Toutefois, il demande à la Commission de fournir une feuille de route aux États membre. Par ailleurs, un renforcement des relations avec les collectivités locales sans passer par les autorités nationales est demandé.

J'ai donc choisi de m'abstenir sur ce rapport.

  Zigmantas Balčytis (S&D), raštu. ‒ Nors buvo atlikta 2014–2020 m. programavimo laikotarpio sanglaudos politikos reforma, per kurią buvo sprendžiamas supaprastinimo metodų klausimas, Europos struktūrinių ir investicijų fondų įgyvendinimas, valdymas, su jais susijusių ataskaitų teikimas ir kontrolė vis dar sudėtingi tiek paramos gavėjams, tiek valdymo institucijoms. Pritariu, kad Komisija turėtų pateikti išsamias supaprastinimo gaires, kad valstybės narės būtų informuotos apie jiems tenkančią užduotį panaikinti ar bent jau gerokai sumažinti administracinę naštą, susidarančią atrenkant siūlomus projektus bei vykdant stebėjimo ir kontrolės veiklą, kai nacionaliniu ir vietos lygmenimis vykdomi viešųjų pirkimų procesai. Svarbu, kad Komisija ir valstybės narės skatintų supaprastinti taisykles, kuriomis reglamentuojamos ESI fondų finansinės priemonės, kad šios priemonės būtų geriau pritaikytos paramos gavėjų poreikiams.

  Nicolas Bay (ENF), par écrit. ‒ Le texte reconnaît que les procédures administratives sont trop complexes et nécessitent donc une véritable simplification. Cet aveu est tout à l'honneur des bureaucrates bruxellois.

Néanmoins, ce texte demande à la Commission de fournir une feuille de route aux États et préconise de renforcer les relations avec les collectivités locales au détriment des autorités nationales. Encore une façon de rogner sur ce qu'il reste de nos souverainetés...

La política general de cohesión tiene, ahora mismo, muchos espacios superpuestos y espacios sobre los que es difícil dirimir cuál sería su mejor encaje. Entendemos que una simplificación en la respectiva política permitiría una mayor facilidad a la hora de comprender la utilidad de la misma, así como mayores posibilidades de que la ciudadanía fuese consciente de la existencia de la misma.

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ He votado a favor de la propuesta de Resolución sobre la simplificación y la orientación a los resultados de la política de cohesión para el periodo 2014-2020 para pedir a la Comisión que introduzca directrices detalladas sobre la simplificación a fin de informar a los Estados miembros y a sus regiones acerca de su cometido de eliminar o al menos reducir la carga administrativa y la sobrerregulación que se observan a escala nacional y local en los procesos de contratación pública, selección de propuestas de proyectos y las actividades de seguimiento y control. Además, la Comisión debería proporcionar una hoja para racionalizar y simplificar las actividades de control, seguimiento y notificación para los beneficiarios a fin de eliminar los actuales cuellos de botella.

  Dominique Bilde (ENF), par écrit. ‒ Je me suis abstenue sur ce texte concernant la recherche de la simplification et de l'efficacité dans la politique de cohésion pour 2014-2020. En effet, il reconnaît que les procédures administratives sont trop complexes et nécessitent une véritable simplification. Malheureusement, ce texte demande, en parallèle, à la Commission de fournir une feuille de route aux États membre et il préconise même de renforcer les relations directes avec les collectivités locales au détriment des autorités nationales. Je ne peux donc cautionner cette partie qui veut balayer la souveraineté des États-nations au profit de relations UE/collectivités locales.

  Mara Bizzotto (ENF), per iscritto. ‒ Ritengo fondamentale che la politica di coesione europea si muova verso una netta semplificazione. Le nostre imprese, i nostri territori e i nostri cittadini hanno bisogno di meno oneri amministrativi, una minore regolamentazione sia a livello nazionale sia a livello regionale. Sono anche convinta che la Commissione stessa dovrebbe avere un approccio meno burocratizzato durante la fase di presentazione delle domande per l'accesso ai finanziamenti UE, così da facilitare accesso ed erogazione, massimizzandone l'efficacia, per tutti questi motivi ho inteso supportare questo testo col mio voto.

  José Blanco López (S&D), por escrito. Las instituciones de la UE han adoptado importantes medidas para abordar la cuestión de la simplificación. A pesar de los esfuerzos realizados, las excesivas formalidades siguen suponiendo un obstáculo para la gestión eficiente de los Fondos EIE.

Esta propuesta de Resolución pide a la Comisión, entre otras medidas, compartir las iniciativas y directrices en materia de simplificación, lograr un equilibrio óptimo entre rendición de cuentas y simplificación, aplicar plenamente la cohesión electrónica en la gestión de los Fondos EIE, adoptar y aplicar un enfoque flexible con respecto a las obligaciones de los beneficiarios en materia de facilitación de datos e información, y participar en un diálogo estructurado y permanente con el Parlamento Europeo y otros interlocutores.

Por todo esto, he votado a favor de la presente propuesta de Resolución.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šios rezoliucijos, kadangi, nors buvo atlikta 2014–2020 m. programavimo laikotarpio sanglaudos politikos reforma, per kurią buvo sprendžiamas supaprastinimo metodų klausimas, Europos struktūrinių ir investicijų (ESI) fondų įgyvendinimas, valdymas, su jais susijusių ataskaitų teikimas ir kontrolė vis dar sudėtingi tiek paramos gavėjams, tiek valdymo institucijoms, visų pirma turinčioms nedidelius administracinius ir finansinius pajėgumus. Europos Parlamentas mano, jog Komisija turėtų pateikti išsamias supaprastinimo gaires, kad valstybės narės ir jų regionai būtų informuoti apie jiems tenkančią užduotį panaikinti ar bent jau gerokai sumažinti nacionaliniu ir vietos lygmenimis vykdant viešųjų pirkimų procesus, siūlomų projektų atranką bei stebėjimo ir kontrolės veiklą susidarančią administracinę naštą. Taigi, Parlamentas ragina Komisiją, derinant veiksmus su valstybėmis narėmis ir laikantis proporcingumo principo nustatyti ir įgyvendinti lanksčius principus, taikomus duomenų ir informacijos pateikimo reikalavimams, kurie keliami paramos gavėjams paraiškos teikimo proceso metu ir su ES finansavimu pagal pasidalijamojo valdymo sistemą susijusių ataskaitų teikimo proceso metu, taip pat skatinti keistis gerąja patirtimi.

  Andrea Bocskor (PPE), írásban. ‒ A 2014–2020 közötti pénzügyi tervezési időszakra vonatkozó megreformált kohéziós politika ellenére, amely foglalkozik az egyszerűsítés módszereivel, az európai strukturális és beruházási alapok alkalmazása, igazgatása, jelentéstétele és ellenőrzése továbbra is nehézkes mind a kedvezményezettek, mind az irányító hatóságok számára, különös tekintettel azokra, amelyek alacsonyabb adminisztratív és pénzügyi kapacitással rendelkeznek. A jelenlegi túlszabályozás, beleértve a szabályok nemzeti jogba való átültetésének folyamatát, késedelmet okoz, valamint a piactól való hosszabb távolmaradást és közvetett költségeket generál az uniós forrásokat igénylő potenciális kedvezményezettek számára, ami ezáltal csökkenti az uniós finanszírozás befektetési hatásait és akadályokat teremt a kedvezményezettek, a polgárok és a vállalatok, különösen a kis- és középvállalkozások számára az Unióban.

A bonyolult eljárások jelentős terhet róhatnak a kedvezményezettekre, különösen a kis- és középvállalkozásokra, a nem kormányzati szervezetekre és a településekre, amelyeknek szükségük van uniós finanszírozásra. Mivel általánosságban ezek a szervezetek nem rendelkeznek megfelelő pénzügyi és emberi erőforrásokkal és szakértelemmel ahhoz, hogy sikeresen pályázhassanak uniós támogatásokra és képesek legyenek kezelni azokat, szükségesnek tartom az eljárás további egyszerűsítését, ezért szavazatommal támogattam a jelentés elfogadását.

  Simona Bonafè (S&D), per iscritto. ‒ La semplificazione della politica di coesione rappresenta un passo importante per consentire di sfruttare al meglio le opportunità di crescita e di sviluppo offerte da questa politica, soprattutto alla luce del suo contributo al conseguimento degli obiettivi previsti dalla strategia Europa 2020. Investimenti nelle piccole e medie imprese, strategie macro-regionali, così come urbane e territoriali dimostrano infatti lo stretto legame che vi è fra il sostegno offerto dalla politica di coesione e gli obiettivi di breve e lungo termine dell'Unione. Nonostante ciò, i vantaggi offerti dalla politica di coesione e dai i suoi finanziamenti non sono ancora sfruttati in maniera ottimale, ciò soprattutto a causa dei numerosi oneri burocratici che impediscono, a chi potrebbe beneficiarne, di goderne appieno. Per questo serve una politica di coesione più semplice, che attiri i potenziali beneficiari verso questo fondamentale strumento, rendendo le procedure legate alla gestione e all'erogazione dei fondi più snelle e trasparenti. Occorre altresì un approccio maggiormente orientato a risultati tangibili e misurabili e che renda tale politica più accessibile, anche nei termini delle tempistiche relative all'ottenimento dei finanziamenti.

  Steeve Briois (ENF), par écrit. ‒ Cette proposition de résolution admet que la complexité des procédures administratives réduit l'efficacité des fonds structurels dans les États membres de l'Union européenne. Le texte insiste sur le fait que les bénéficiaires, notamment les TPE et les PME, n'ont plus forcément intérêt à formuler des demandes dans la mesure où les coûts liés à l'obtention de ces fonds sont parfois trop élevés. C'est pourquoi une simplification contribuerait à augmenter le taux d'absorption des fonds.

Nous nous réjouissons de voir les institutions européennes prendre conscience des conséquences, néfastes aux acteurs économiques, de leur système bureaucratique. Néanmoins, nous sommes opposés à ce que la Commission formule de nouvelles recommandations à l'intention des États membres. Nous considérons que les facteurs de la complexité administrative actuelle sont principalement à rechercher dans le refus de la Commission à revoir son fonctionnement interne. Enfin, nous ne sommes absolument pas favorables à ce que l'Union renforce ses relations avec les collectivités locales tel qu'il est demandé dans le texte.

Je me suis donc abstenu sur ce texte.

  Daniel Buda (PPE), în scris. ‒ Am votat în favoarea acestei rezoluții deoarece consider că politica de coeziune este unul dintre cele mai importante instrumente de care dispune Uniunea Europeană pentru a combate inegalitatea și pentru a sprijini coeziunea teritorială și socială în regiunile sale.

Perioada de programare 2014-2020 a adus modificări remarcabile în ceea ce privește metodele de simplificare abordate în cadrul politicii de coeziune, însă, cu toate acestea, anumite proceduri privind prezentarea de rapoarte, controlul exercitat în legătură cu fondurile structurale și de investiții europene sunt încă îngreunate de mecanismele birocratice.

Aceste tipuri de proceduri greoaie devin un impediment atât pentru beneficiari, cu precădere pentru întreprinderile mici și mijlocii, ONG-uri și municipalități a căror capacitate administrativă și financiară este limitată, cât și pentru autoritățile de management. Mai mult, un alt obstacol cu care se confruntă beneficiarii amintiți anterior este generat de suprareglementarea actuală care determină întârzieri, implicând anumite costuri indirecte pentru cei eligibili pentru a primi finanțare UE. Toate aceste dificultăți conduc la finalități negative, reducându-se impactul investițiilor din finanțare europeană.

Este necesară adoptarea unor măsuri imediate în direcția simplificării și a orientării către performanță a politicii de coeziune în vederea creșterii impactului proiectelor europene și atragerii constante a beneficiarilor.

  Gianluca Buonanno (ENF), per iscritto. ‒ La Commissione dovrebbe introdurre orientamenti dettagliati sulla semplificazione, onde sensibilizzare gli Stati membri e le regioni circa il loro compito di eliminare, o quantomeno ridurre significativamente, gli oneri amministrativi e la sovraregolamentazione presenti a livello nazionale e locale nel quadro delle procedure di aggiudicazione di appalti, della selezione dei progetti proposti e delle attività di monitoraggio e controllo.

La Commissione è invitata a definire e applicare, in coordinamento con gli Stati membri e in linea con il principio di proporzionalità, un approccio "leggero" quanto agli obblighi dei beneficiari in materia di dati e informazioni durante la fase di presentazione delle domande e di rendicontazione relativa ai finanziamenti UE in regime di gestione concorrente.

La Commissione e gli Stati membri si avvalgano più frequentemente dell'approccio multi-fondo, tenendo conto delle necessità dei beneficiari. Voto favorevole.

  Alain Cadec (PPE), par écrit. ‒ La politique de cohésion est primordiale afin d'atteindre les objectifs de croissance et d'emploi fixés dans la stratégie Europe 2020. Les fonds structurels qui composent la politique de cohésion permettent aux citoyens européens de financer leurs différents projets. Ces fonds doivent être disponibles le plus rapidement possible afin que ce financement ait un impact direct sur l'économie réelle et sur la création d'emploi. Dans cette perspective, les procédures d'obtention de ces fonds doivent impérativement être simplifiées pour qu'ils soient alloués plus rapidement aux destinataires. Bien entendu, les contrôles sont nécessaires. Il ne s'agit pas de financer n'importe quel projet. Cependant, il ne faut pas se perdre dans une bureaucratie qui ferait fuir les plus petits porteurs de projets. J'ai voté en faveur de ce rapport et donc pour une politique de cohésion plus efficace.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della proposta di risoluzione del Parlamento europeo sul tema "Verso la semplificazione della politica di coesione per il periodo 2014-2020 e il suo orientamento ai risultati". Le istituzioni dell'Unione hanno compiuto notevoli passi in avanti verso la semplificazione delle procedure di accesso ai Fondi strutturali e d'investimento europei. Malgrado i miglioramenti compiti, restano però ancora molte le procedure da snellire per evitare che l'impatto degli investimenti promossi dai fondi dell'Unione venga limitato da una eccessiva regolamentazione. La proposta in esame invita la Commissione a introdurre orientamenti dettagliati sulla semplificazione per eliminare o ridurre significativamente gli oneri amministrativi previsti dalle legislazioni locali e per questo ho votato per il suo accoglimento.

The resolution was proposed by the Committee on Regional Development in recognition of the fact that complicated procedures (such as administration issues and onerous auditing procedures) around cohesion policy funding can place a heavy burden on beneficiaries and that there is a need to simplify the rules, especially for beneficiaries with less administrative and financial capacities, in order to better align financial instruments to beneficiaries’ needs. It calls on the Commission to enter into an ongoing dialogue with Parliament, the Committee of the Regions and other stakeholders on all aspects of any simplification process.

In simple terms Parliament thinks that there are many faults in the current system that have many negative effects, i.e, the language is too complicated and also lost in translation, the procedure for allocation of cash is too slow and the process of transposition is too slow. This in turn has created a system that is not cost-effective. This motion for a resolution essentially asks for digitalisation of this process and calls for e-cohesion. Even though we are against the Commission distributing money and the processes involved with that, this resolution is essentially asking for a simplification of the current procedure which would make things more cost-effective in the long run.   Fabio Massimo Castaldo (EFDD), per iscritto. ‒ La sovraregolamentazione esistente nell'ambito della politica di coesione riformata per il periodo di programmazione 2014-2020 – anche sul fronte del recepimento delle norme nel diritto nazionale – agisce come un freno e determina dei costi indiretti per i potenziali beneficiari alla ricerca di finanziamenti UE, riducendo in tal modo l'impatto sugli investimenti dei fondi dell'Unione e creando ostacoli per i beneficiari, i cittadini e le imprese nell'UE, in particolare per le piccole e medie imprese. Ho perciò votato a favore di questa risoluzione che esorta la Commissione e gli Stati membri a promuovere la semplificazione delle norme che disciplinano gli strumenti finanziari nel quadro dei fondi strutturali e d'investimento europei, al fine di avvicinarli maggiormente alle esigenze dei beneficiari e, in ultima istanza, di migliorarne l'utilizzo.

  Λευτέρης Χριστοφόρου ( PPE), γραπτώς. ‒ Στο ψήφισμα καλείται η Επιτροπή και τα κράτη-μέλη να θεσπίσουν και να εφαρμόσουν, σε συντονισμό με τα κράτη-μέλη και σύμφωνα με την αρχή αναλογικότητας, μια ήπια προσέγγιση ως προς τις απαιτήσεις για στοιχεία και πληροφορίες από τους δικαιούχους κατά τη διαδικασία της αίτησης και της υποβολής εκθέσεων σχετικών με τη χρηματοδότηση της ΕΕ στο πλαίσιο της επιμερισμένης διαχείρισης, καθώς και να ενθαρρύνουν την ανταλλαγή καλών πρακτικών.

Ζητείται από την Επιτροπή και τα κράτη μέλη να αυξήσουν τη χρήση της πολυταμειακής προσέγγισης ,λαμβάνοντας υπόψη τις ανάγκες των δικαιούχων.

  Salvatore Cicu (PPE), per iscritto. ‒ Ho votato a favore del provvedimento, perché sono notevoli i passi avanti che le istituzioni dell'Unione hanno compiuto verso la semplificazione, adottando diverse misure tra le quali si annovera il programma di semplificazione del quadro finanziario pluriennale 2014-2020. Malgrado l'attenzione rivolta ai metodi di semplificazione nell'ambito della politica di coesione riformata per il periodo di programmazione 2014-2020, la presentazione di domande, la gestione, la rendicontazione e il controllo nel quadro dei fondi SIE restano complessi sia per i beneficiari sia per le autorità di gestione. Il Parlamento ritiene che la Commissione debba introdurre orientamenti dettagliati sulla semplificazione, onde sensibilizzare gli Stati membri e le regioni circa il loro compito di ridurre significativamente, gli oneri amministrativi e la sovraregolamentazione presenti a livello nazionale e locale nel quadro delle procedure di aggiudicazione di appalti, della selezione dei progetti proposti e delle attività di monitoraggio e controllo, ad esempio evitando frequenti modifiche delle normative, semplificando il linguaggio e normalizzando le procedure, nonché improntando il bilancio dell'UE al conseguimento di risultati tangibili. Invita inoltre la Commissione ad avviare un dialogo strutturato e permanente con il Parlamento, il Comitato delle regioni e altri portatori d'interesse su tutti gli aspetti del processo di semplificazione.

  Lara Comi (PPE), per iscritto. ‒ Nonostante i notevoli progressi compiuti delle istituzioni europee verso la semplificazione delle normative e delle procedure amministrative nell'ambito della politica di coesione, numerosi sono ancora gli ostacoli di carattere burocratico che minano al corretto funzionamento nell'assegnazione di fondi strutturali e d'investimento europei. In particolare, si evidenzia la difficoltà sia da parte dei beneficiari sia delle autorità di gestione dei fondi per quanto riguarda le procedure di presentazione delle domande, di gestione, di rendicontazione e di controllo degli investimenti. La complessità delle procedure e la sovraregolamentazione esistente sono le principali cause di tale criticità. Sarebbe opportuno equilibrare la semplificazione amministrativa con l´individuazione e la prevenzione delle irregolarità e delle frodi mediante la razionalizzazione e l'organizzazione strutturata delle attività di controllo, monitoraggio e rendicontazione. A tale proposito gli Stati membri dovrebbero impegnarsi a ridurre significativamente gli oneri amministrativi e burocratici presenti a livello nazionale e locale nei confronti dei cittadini e delle piccole e medie imprese e vigilare sulle procedure di assegnazione di appalti e progetti. Approvo la proposta di risoluzione presentata in quanto mira a semplificare le norme delle politica di coesione, rendendo più accessibili gli strumenti finanziari per i beneficiari e migliorandone l'utilizzo.

Initiatives and guidelines relating to simplification, based on best practice and the recommendations of the high-level group, need to be shared with Member States and regions in order to stimulate a reduction in administrative burden and to make our cohesion policy more effective both at EU and national level.   Javier Couso Permuy (GUE/NGL), por escrito. ‒ He votado a favor de la propuesta de Resolución porque supone una posición oficial del Parlamento Europeo para pedir a la Comisión y a los Estados Miembros que colaboren en la tarea de aligerar las cargas administrativas así como en la simplificación de las normas relativas a los fondos de la política de cohesión. Esta preocupación expresada por el Parlamento tiene que ver, entre otras cosas, con el relativamente alto porcentaje de programas que finalmente no son realizados, debido no solo a constricciones presupuestarias ligadas al impacto de la crisis y de las políticas de austeridad, sino también a los retrasos en los pagos, la carga burocrática o la contradicción de normas. Sin embargo, dicha simplificación de las normas no debe servir como excusa para, por un lado, bajar la guardia frente al control de las cuentas y el uso de las partidas presupuestarias asignadas, ni por otro, para dejar la puerta abierta a instrumentos de financiación que ya están empezando a participar activamente en los programas operativos, como las instituciones de crédito privadas o los fondos de capital-riesgo.

  Andrea Cozzolino (S&D), per iscritto. ‒ Si tratta di un tema particolarmente delicato e complesso, che sarà al centro sia dell’attuazione 2014-2020, che del post-2020. Consiglio e commissione riconoscono che la buona governance e la capacità amministrativa sono tra i presupposti principali per raggiungere gli obiettivi della politica di coesione e che la responsabilità di migliorare la capacità amministrativa spetta agli Stati membri e alle loro regioni, per quanto sostenuti dalla Commissione. Tuttavia è da scongiurare una pericolosa prospettiva, per la quale i paesi piccoli e quelli ricchi – che hanno allocazioni finanziarie ridotte – convergono su un concetto di semplificazione fortemente legato alla proporzionalità, che viene tradotta in: dimensione finanziaria delle risorse, qualità della governance, gestione dei programmi, livello di rischio della regolarità degli investimenti. Quindi il pericolo da scongiurare è un mondo a due dimensioni: tutto semplice e leggero per il gruppo dei piccoli e bravi, viceversa, controlli moltiplicati per chi ha tante risorse e una capacità di gestione debole. Semplificazione significa stare più attenti ai contenuti e meno ai pezzi di carta e, soprattutto che assicuri parità di trattamento tra gli Stati membri e interpreti in modo corretto il principio di proporzionalità.

  Miriam Dalli (S&D), in writing. ‒ The resolution highlights that the Commission should introduce detailed guidelines on simplification in order to make the Member States and their regions aware of their task of eliminating, or at least significantly reducing, the administrative burden and gold-plating arising at national and local level in the processes of procurement, project proposal selection, and monitoring and control activities, including avoiding frequent changes in rules, simplifying language and standardising procedures, as well as focusing the EU budget on tangible results. As I am completely in favour of facilitating such processes for our citizens and those involved I voted in favour of this resolution.

  Daniel Dalton (ECR), in writing. ‒ I welcome this motion for a resolution calling for simplification and a move towards a more performance orientated approach in EU regional funding. Any effort to cut red tape is welcome, particularly in this hugely burdensome area, although we obviously need to strike the right balance between simplification and ensuring effective and reliable financial controls.

As this resolution makes clear, there is much more that can be done to simplify and improve the current system of managing regional spending. A ʽone-stop-shopʼ approach remains our ultimate goal, and in the meantime with more support for online applications and language simplification, we can help speed up application-to-grant times and reduce the administrative burden on local authorities and small businesses in managing regional spending. All of this will deliver a better pound-for-pound return to taxpayers on money invested in regional development.

  Viorica Dăncilă (S&D), în scris. ‒ Cu toate că reforma politicii de coeziune pentru perioada de programare 2014-2020 - în cadrul căreia sunt abordate metodele de simplificare, aplicarea, gestionarea, prezentarea de rapoarte și controlul în legătură cu fondurile structurale și de investiții europene - este încă greoaie, atât pentru beneficiari, cât și pentru autoritățile de management, în special pentru cele cu mai puține capacități administrative și financiare, consider că trebuie promovată simplificarea normelor privind instrumentele financiare în cadrul fondurilor ESI, în vederea alinierii lor mai strânse la nevoile beneficiarilor și, în final, a îmbunătățirii utilizării acestora.

Le Parlement européen pointe notamment la surrèglementation existante, y compris dans le processus de transposition des règles européennes par les autorités nationales, et la lourdeur administrative causée par des procédures complexes qui découragent les candidats aux fonds européens.

La résolution invite la Commission européenne à fournir aux États membres et aux régions des directives détaillées, ainsi qu'une feuille de route pour rationaliser et simplifier les activités de contrôle, de suivi et de rapport, y compris pour les bénéficiaires. Mindez különösen a kkv-k, a nem állami szervezetek és az önkormányzatok számára jelent hatalmas nehézséget, hiszen ezeknek a szervezeteknek, intézményeknek égető szükségük van az uniós finanszírozásra, ugyanakkor nincsenek meg a pénzügyi és humánerőforrás-kapacitásaik a sikeres pályázáshoz és az elnyert források menedzseléséhez.

Mindezek fényében a további egyszerűsítés nélkülözhetetlen a források eredményes felhasználásához. El kell kerülni a szabályok gyakori változtatását, standardizálni kell az eljárásokat, egyszerűsíteni kell a használt nyelvezeten, támogatni kell az e-kohézió bevezetését, elterjesztését, valamint az egyablakos ügyintézést. A 2014–2020-as időszakra szóló kohéziós politika egyszerűsítésével és teljesítményorientáltságával foglalkozó állásfoglalási indítvány számos hasznos gondolatot megfogalmaz a témában, ezért az állásfoglalási indítványt támogattam szavazatommal a november 26-i strasbourgi plenáris szavazáson.

  Ангел Джамбазки (ECR), в писмена форма. ‒ Колкото по-опростен е достъпът до европейски средства, толкова по-голям е шансът моята страна да може да усвои по-голяма част от предвидените за нея европейски фондове. Надявам се това да се случи след приемането на тази резолюция още повече, че в изготвянето й участват двама мой сънародници. В много аспекти европейската администрация е тромава и сложна и ето защо аз винаги подкрепям такива документи, които правят по-лесен начина за кандидатстване по европейски проекти. Разбира се, тези улеснения не трябва да водят до лоши практики, неизпълнение на правилата и дори и злоупотреби. Подкрепям това предложение за резолюция, но моля отговорните органи да съблюдават и наказват с цялата строгост всички нарушители.

Η απλούστευση αυτή επεκτείνεται αναλογικά στον έλεγχο και αναφορά δραστηριοτήτων, στην αίτηση και αναφορά δαπανών που συνδέονται με ευρωπαϊκά χρηματοδοτικά προγράμματα καθώς και στη μείωση των χρόνων αιτήσεων - διαθέσεως κονδυλίων, μέσω της χρήσης ηλεκτρονικών εφαρμογών και ψηφιακών πλατφόρμων.

No entanto, a Comissão deve apresentar diretrizes pormenorizadas sobre a simplificação, a fim de sensibilizar os Estados-Membros e as suas regiões para a sua tarefa de eliminar ou, pelo menos, reduzir significativamente a carga administrativa e o excesso de regulamentação geradas a nível nacional e local nos processos de contratação pública, seleção de propostas de projetos e atividades de acompanhamento e controlo.

  João Ferreira (GUE/NGL), por escrito. ‒ Esta proposta de resolução segue-se a uma pergunta oral realizada na segunda sessão plenária de outubro, sobre este mesmo tema. Pretende reconhecer a importância do que já foi feito relativamente à simplificação dos procedimentos de elaboração de candidaturas, apresentação de resultados e dos vários momentos de avaliação dos projetos, na aplicação das diretivas para essa simplificação.

A questão da simplificação administrativa e da capacitação para o cumprimento dos requisitos associados aos fundos estruturais e de coesão da UE é crucial. Em muitas realidades, tome-se a portuguesa como exemplo, as regras existentes e a teia burocrática envolvida na mobilização de fundos da UE, em geral (a coesão não foge infelizmente à regra), constituem um impedimento à elegibilidade dos projetos e, consequentemente, determinam, na prática, a falta de acesso aos fundos de coesão. Essa questão afeta, de um modo particular, o movimento associativo de base popular, organizações não-governamentais, micro, pequenas e médias empresas e autarquias.

Neste sentido, uma maior simplificação resultará num maior potencial de acesso aos fundos por estes agentes.

O relatório enfatiza que se deverá equilibrar simplificação com prevenção e deteção de irregularidades, ou seja, salvaguarda que facilitação não significa laxismo, o que poderia beneficiar processos fraudulentos.

  Monika Flašíková Beňová (S&D), písomne. ‒ V programovom období 2014 –2020 prebehla reforma politiky súdržnosti, ktorá sa zaoberala metódami zjednodušenia, napriek tomu stále platí, že uplatňovanie, riadenie, podávanie správ a kontrola týkajúce sa európskych štrukturálnych a investičných fondov sú pre príjemcov financovania i riadiace orgány stále zložité, najmä v prípade, že majú menšie administratívne a finančné kapacity. Európska komisia musí poskytnúť členským štátom a ich regiónom plán realizácie na racionalizáciu a zjednodušenie kontrolných, monitorovacích a oznamovacích činností, a to i pre príjemcov, aby sa odstránili prekážky brániace hladkému priebehu činností. Európska komisia a členské štáty musia aj v budúcnosti podporovať zjednodušovanie pravidiel, ktorými sa riadia finančné nástroje v rámci európskych štrukturálnych a investičných fondov s cieľom lepšie ich zosúladiť s potrebami príjemcov a v konečnom dôsledku zlepšiť ich využitie.

  Λάμπρος Φουντούλης ( NI), γραπτώς. ‒ Η εισαγωγή λεπτομερών οδηγιών πάνω σε θέματα απλούστευσης, είναι σημαντική διότι καθοδηγεί τα κράτη μέλη και τις περιφέρειες στο να εξαλείψουν ή/και να μειώσουν δραστικά τα διαχειριστικά βάρη, ειδικά σε περιπτώσεις ελέγχου δράσεων, επιλογής έργων και δημοσίων δαπανών.

Η απλούστευση αυτή επεκτείνεται αναλογικά στον έλεγχο και αναφορά δραστηριοτήτων, στην αίτηση και αναφορά δαπανών που συνδέονται με ευρωπαϊκά χρηματοδοτικά προγράμματα και στη μείωση των χρόνων αιτήσεων - διαθέσεως κονδυλίων μέσω της χρήσης ηλεκτρονικών εφαρμογών και ψηφιακών πλατφόρμων. Asimismo, debemos abordar los problemas que representa la actual sobrerregulación, en particular en el proceso de transposición de normas a la legislación nacional, que provoca retrasos y conlleva un mayor tiempo de exclusión del mercado y costes indirectos para los posibles beneficiarios de la financiación de la UE, lo que reduce el impacto de la inversión de los fondos de la UE.

Mimo że rezultaty polityki spójności napawają optymizmem oraz prowadzą do rzeczywistego rozwoju i poniesienia poziomu inwestycji, jestem przekonany, że efekty te mogłyby zostać jeszcze zwiększone, gdyby zniesione zostały bariery administracyjne zmniejszające efektywność tej polityki. Źródłem wielu problemów jest bez wątpienia brak zaufania pomiędzy wszystkimi podmiotami–beneficjentami, instytucjami zarządzającymi oraz Komisją Europejską. Jestem przekonany, że zwiększenie elastyczności, opartej na wzajemnym zaufaniu pomiędzy poszczególnymi podmiotami pozwoliłoby nam szybko i skutecznie reagować na zaistniałe potrzeby, a tym samym uwolnić dodatkowy potencjał polityki spójności. Dopracowania i uproszczeń wymagają również często niezrozumiałe wytyczne i przepisy, jak również formułowanie oczekiwań od beneficjentów. Czynniki te, niewynikające ze złej woli beneficjentów, nierzadko są później przyczyną nieprawidłowości wykrywanych na etapie audytu.

Jestem przekonany, że przegłosowana dzisiaj rezolucja to ważny krok w kierunku wprowadzania tak potrzebnych uproszczeń i liczę na to, że zostaną one już wkrótce wprowadzone w życie.

  Richard Howitt (S&D), in writing. ‒ As a local Member of the European Parliament, I have never visited any of the many wonderful EU projects in my East of England constituency without hearing questions and concerns about the bureaucratic complexity of claiming European Union funding. Today’s vote represents our next efforts to act on those concerns. Further moves towards full online applications and monitoring, introducing standard scales of unit costs, ending the duplication of audits, combating the tendency of Member States to ‘gold-plate European Union regulations, avoiding frequent changes in rules and simplifying language and standardising procedures, these can all contribute to making it easier for smaller businesses and voluntary organisations to access the funding. I commend the work of the ‘Europe Connects’ advisers in the East of England, who helped to identify project proposals and assisted project applicants. Sadly their once-free service has been hit by insufficient budgetary resources and now has to be paid for. If the proposals in this report go through, their work will be made easier and the European Union money will be enabled to go further.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasovao sam za prijedlog Rezolucije - Prema pojednostavljenoj kohezijskoj politici usmjerenoj na učinak za razdoblje 2014. - 2020., s obzirom da kao bivši župan Istarske županije koja je postigla odlične rezultate na području europskih fondova, dobro poznajem probleme pripreme, kandidiranja i implementacije projekata EU-a. Potrebno je pojednostavniti sve faze samog upravljanja programima EU-a, od europske do nacionalne i regionalne razine, kao i sve faze projektnog ciklusa s kojim se susreću korisnici europskih sredstava. Pritom treba pronaći modele koji će omogućiti jednostavnu primjenu europskih programa, poboljšati apsorpciju sredstava i biti usmjereni na rezultate. Potrebno je obratiti pažnju da i takva pojednostavljena pravila sprječavaju moguće zlouporabe i prijevare kod korištenja EU fondova. U tom smislu podržavam napore Komisije za pojednostavljenje kohezijske politike ali s druge strane treba ukazati na činjenicu da i sam takav proces postaje za korisnike prilično kompliciran s obzirom da različiti fondovi imaju različita pravila. Rješenje može biti u pripremi kohezijske politike u sljedećem programskom razdoblju uzimajući u obzir iskustva iz procesa pojednostavljenja te ujednačavanje pravila i načina rada kod svih EU fondova.

In simple terms Parliament thinks that there are many faults in the current system that have many negative effects, i.e. the language is too complicated and also lost in translation, the procedure for allocation of cash is too slow and the process of transposition is too slow. This in turn has created a system that is not cost-effective. This motion for a resolution essentially asks for digitalisation of this process and calls for e-cohesion. Even though we are against the Commission distributing money and the processes involved with that, this resolution is essentially asking for a simplification of the current procedure which would make things more cost-effective in the long run. My colleagues and I therefore abstained.

  Marc Joulaud (PPE), par écrit. ‒ J'ai voté en faveur de la résolution sur la recherche de la simplification et de l'efficacité dans la politique de cohésion car j'estime qu'il est urgent d'agir pour que les porteurs de projets qui prétendent à des fonds européens ne soient plus découragés par la complexité des procédures. En effet, les coûts de gestion, le nombre de pièces justificatives ou encore les délais de traitement sont autant de facteurs qui découragent les bénéficiaires potentiels et en particulier les plus "petits".

Si des contrôles sont nécessaires et légitimes, un meilleur équilibre doit être trouvé pour réduire la part de fonds européens absorbée par la bureaucratie. De nombreux progrès restent donc à faire pour simplifier les règles qui s'appliquent aux bénéficiaires et aux gestionnaires des fonds, tant du côté de la Commission européenne que du côté des États membres qui ajoutent trop souvent des couches administratives en transposant les textes européens. À mes yeux, l'accès au financement pour les PME et le développement des procédures en ligne sont à ériger en priorités.

Cette résolution a été adoptée à une large majorité, ce dont je me félicite.

  Giovanni La Via (PPE), per iscritto. – Ho votato a favore di quest'importante mozione, che vede come relatore la collega Theresa Reintke. La crisi economica degli ultimi anni ha, in molti casi, costretto gli Stati membri a delle scelte di politica di bilancio restrittive, che hanno ridotto la capacità finanziaria, in particolare degli enti locali, creando disparità tra le varie regioni e municipalità all'interno degli stessi. Nel caso in specie, si chiede a questo Parlamento, al Consiglio e alla Commissione, la mobilitazione della politica di coesione a favore della città di Roma, che si trova ad affrontare importanti sfide di cambiamento e di modernizzazione, non ultimo il grande evento del Giubileo.

  Ivana Maletić (PPE), napisan. ‒ Unatoč reformiranju kohezijske politike za razdoblje 2014. – 2020. u kojoj su upućene metode pojednostavljenja, aplikacije, upravljanja, izvješćivanja i kontrola, politike su komplicirane za korisnike i upravljačka tijela, posebno za one s manje administrativnih i financijskih kapaciteta.

Podržala sam rezoluciju Europskog parlamenta jer je potrebno pojednostaviti kohezijsku politiku i apelirati na vlade država članica da pruže pomoć općinama i gradovima s nižim fiskalnim kapacitetom u pripremi i sufinanciranju projekata.

Slažem se da je potrebno promicati pojednostavljenje pravila za upravljanje financijskim sredstvima iz ESI fondova kako bi se u konačnici unaprijedilo njihovo korištenje. Revizija uspjeha je učinkovit instrument kojim se procjenjuje djelotvornost operacije te dolazi do učinkovitih prijedloga za pojednostavljenje politika.

L'Unione europea mira a conseguire, infatti, entro il 2020 cinque obiettivi concreti in materia di innovazione, occupazione, istruzione ,inclusione sociale e clima/energia. Nonostante i notevoli passi avanti compiuti dalle istituzioni dell'Unione verso la semplificazione, è comunque necessario introdurre orientamenti dettagliati in materia di semplificazione affinché gli Stati membri e le regioni possano eliminare o ridurre drasticamente la sovraregolamentazione presente a livello nazionale e locale relativa alle procedure.

  Barbara Matera (PPE), per iscritto. ‒ La proposta di risoluzione verte sulla semplificazione della politica di coesione per il periodo 2014-2020. Considerando la sovraregolamentazione esistente, anche sul fronte del recepimento delle norme nel diritto nazionale nonché la complessità delle procedure, che può gravare pesantemente sulle piccole e medie imprese, le ONG e i comuni che necessitano di finanziamenti UE, ritengo di dover sostenere la posizione dei colleghi autori della proposta. Essa, infatti, invita la Commissione a introdurre orientamenti sulla semplificazione, onde sollecitare gli Stati membri a ridurre gli oneri presenti a livello nazionale e locale nel quadro di diverse procedure amministrative, quali le procedure di aggiudicazione di appalti, della selezione dei progetti proposti e delle attività di monitoraggio e controllo.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ En partant du postulat que les Fonds structurels et d'investissement européens (Fonds ESI) sont encore trop complexes tant pour les bénéficiaires que pour les autorités de gestion, le rapport propose d'en simplifier les règles. Il est vrai que les petites et moyennes entreprises, les ONG et les municipalités, qui ont besoin d'un financement de l'Union, ne disposent souvent pas des ressources financières et humaines, ni des compétences nécessaires pour demander et gérer avec succès les subventions de l'Union. Le rapport propose donc de "simplifier le langage" ou encore d'établir un guichet unique en ce qui concerne le financement régional. Mais il demande également à la Commission d'inciter les États à "réduire considérablement le fardeau administratif et la surréglementation" qui pèsent notamment sur "les procédures de passation de marchés, la sélection des propositions de projet et les activités de suivi et de contrôle". Je crois au contraire que des contrôles stricts sont indispensables dès lors qu'il s'agit d'argent public. Je m'abstiens sur ce rapport.

  Nuno Melo (PPE), por escrito. ‒ Votei favoravelmente a proposta de resolução - Rumo à simplificação e à orientação para o desempenho no quadro da política de coesão para 2014-2020.

É fundamental que as instituições da UE caminhem no sentido da simplificação, tais como a agenda de simplificação para o quadro financeiro plurianual 2014-2020, a criação de um Grupo de alto nível de peritos independentes sobre o acompanhamento da simplificação para os beneficiários dos Fundos Europeus Estruturais e de Investimento, o regulamento financeiro revisto e o Regulamento Disposições Comuns.

A Comissão Europeia deve sensibilizar os Estados-Membros e as suas regiões para encetarem esforços no sentido de eliminarem ou reduzirem substancialmente a carga administrativa e a excessiva regulamentação criadas a nível nacional e local nos processos de contratação pública, seleção de propostas de projetos e atividades de acompanhamento e controlo.

Será igualmente importante que a Comissão estabeleça um diálogo permanente com o Parlamento Europeu, o Comité das Regiões e as outras partes interessadas sobre todos os aspetos deste processo de simplificação.

La simplification des activités de contrôle permettrait d'épargner aux bénéficiaires un lourd fardeau en termes de charge administrative. Généralement, les entités qui demandent des subsides n'ont pas la possibilité de gérer avec succès les subventions de l'Union. Dès lors, il va de soi qu'alourdir leur tâche va les pénaliser d'autant plus. En outre, il en résulte des coûts directs pour les bénéficiaires, réduisant ainsi l'impact sur les investissements du financement de l'Union.

  Miroslav Mikolášik (PPE), písomne. ‒ Aj po reforme politiky súdržnosti zameranej na jej zjednodušenia zostáva uplatňovanie, riadenie, podávanie správ a kontrola európskych štrukturálnych a investičných fondov pre mnohých príjemcov aj riadiace orgány príliš komplikované.

Obzvlášť ma znepokojuje zbytočné pridávanie nových povinností počas transpozície na úrovni členských štátov, ktoré je nad rámec požiadaviek vyplývajúcich z aktov EÚ a ktorým sa vytvárajú dodatočné prekážky pre príjemcov a najmä samosprávy a malé a stredné podniky s menšími administratívnymi a finančnými kapacitami. Apelujem preto na členské štáty, aby sa vyvarovali zložitých postupov, pretože nimi len vytvárajú zbytočnú záťaž pre vlastné subjekty, akými sú predovšetkým obce, ktoré tak prichádzajú možnosť rozvíjať sa pomocou európskych prostriedkov vyčlenených špeciálne na rozvoj regiónov.

Rámutat, hogy az európai strukturális és beruházási alapok alkalmazása, igazgatása, jelentéstétele és ellenőrzése továbbra is nehézkes mind a kedvezményezettek, mind az irányító hatóságok számára. Megállapítja, hogy a jelenlegi túlszabályozás, beleértve a szabályok nemzeti jogba való átültetésének folyamatát, késedelmet okoz, a bonyolult eljárások pedig jelentős terhet róhatnak a kedvezményezettekre. Subscrevo que a Comissão deve apresentar diretrizes sobre a simplificação, sensibilizando os Estados-Membros para reduzirem drasticamente ou eliminarem a carga administrativa e a excessiva regulamentação nos processos de contratação pública, seleção de propostas de projetos e atividades de acompanhamento e controlo.

Defendo que a Comissão deveria providenciar um guião para a racionalização e simplificação das atividades de controlo, acompanhamento e comunicação de informações. Paralelamente, deve delinear, em coordenação com os Estados-Membros, uma visão simples dos requisitos em matéria de dados e informações impostos aos beneficiários no processo de candidatura e na comunicação de informações sobre os fundos da UE no âmbito da gestão partilhada, bem como a incentivar a partilha de boas práticas.

Defendo que a simplificação das regras que regem os instrumentos financeiros, no âmbito dos FEEI, deveriam ir ao encontro das reais necessidades dos beneficiários e, deste modo, melhorar a sua absorção e aplicação.

  Alessia Maria Mosca (S&D), per iscritto. ‒ Nonostante riconosca i passi avanti compiuti dalle istituzioni europee verso una semplificazione del sistema dei fondi SIE, le norme procedurali in materia di presentazione di domande, gestione, controllo e rendicontazione definiscono, tuttora, un sistema particolarmente complesso sia per le autorità preposte alla gestione che per gli assegnatari.

La sovra-regolamentazione, causata in parte anche dalla ridondanza legislativa creatasi in fase di recepimento delle normative comunitarie, determina un prolungamento dei tempi che, a sua volta, arreca un aggravio dei costi indiretti per i beneficiari e riduce l'effetto degli investimenti. La complessità delle procedure e le lungaggini amministrative rappresentano un deterrente per la piccola e media impresa, le amministrazioni locali di contenute dimensioni e le ONG più piccole.

Considerati i fatti, non posso, quindi, che accogliere con favore una risoluzione che promuova un processo di semplificazione che tenga in particolare riguardo la piccola e media impresa e le realtà locali più piccole. Sono, in particolare, favorevole all'invito alla Commissione a predisporre delle linee guida per la semplificazione da indirizzare alle autorità amministrative nazionali preposte alla gestione dei fondi SIE.

Inoltre, la riduzione degli oneri finanziari per i beneficiari e l'istituzione di uno sportello unico incontrano il mio più sentito sostegno.

  Renaud Muselier (PPE), par écrit. ‒ Je n'ai pas pu voter pour ce rapport mais je soutiens pleinement la position du groupe PPE et de la délégation française d'adopter ce rapport. Cette résolution souligne notamment que la surrèglementation est un frein pour les bénéficiaires potentiels de fonds européens. De même, la complexité des procédures touche encore plus durement les PME ou les petites municipalités. Le rapport appelle à une réduction du fardeau administratif à tous les niveaux, à une simplification des activités de contrôle ou encore au développement des procédures en ligne. C'est un objectif essentiel pour que ces fonds soient utilisés au mieux par les citoyens.

  József Nagy (PPE), írásban. ‒ A kohéziós politika az EU egyik leghatékonyabb és legerősebb eszköze a gazdasági növekedés, a fenntartható fejlődés bebiztosítására, valamint az új munkahelyek teremtésére. A komplikált adminisztratív és bürokratikus eljárások, valamint a magas kontrollköltségek miatt azonban nagyon bonyolult hozzájutni a kohéziós politika által nyújtott forrásokhoz, és ez sok esetben eltántorítja a befektetőket a különböző projektek elindításától és a támogatások kérvényezésétől, ami értékes ötletek elveszítéséhez vezet. Ezért elengedhetetlen a kohéziós politikánk reformja. Átláthatóbbnak és egyszerűbbnek kell lennie, mint az a mai formájában létezik. Ezáltal is növelve a kis- és középvállalkozások esélyeit és a szegényebb régiók felzárkóztatását.

  Андрей Новаков (PPE), в писмена форма. ‒ Основната цел на резолюцията за намаляване на бюрокрацията в еврофинансирането е да се намалят документите, времето и средствата, които се губят при кандидатстване, управление и отчитане на проектите по оперативните програми в ЕС.

Документът поставя като важни цели преминаването към изцяло електронна комуникация с бенефициентите на евросредства, както и намаляването на изискванията за предоставяне на данни и информация от страна на изпълнителите на проекти.

В същото време, ЕП настоява за въвеждането на единен одит и стандартизирани обществени поръчки в ЕС, използване на достъпен език, прекратяване на честите промени в правилата за кандидатстване, управление и отчитане на проектите.

Die Bekämpfung von Missbrauch, die Effizienzsteigerung der Mittelverwendung ist damit unbedingt nötig – es geht schließlich auch um Steuergelder. Der vorliegende Bericht geht allerdings nicht weit genug, ich vermisse insbesondere die klare Formulierung bisheriger Verfehlungen. Daher habe ich mich der Stimme enthalten.

Todėl siekiant užtikrinti šios politikos sėkmę, jos veiksmingą poveikį pažangiam, tvariam ir integraciniam augimui ir priartinti ją prie piliečių, reikia supaprastinti sanglaudos politiką reglamentuojančias taisykles.

Esamas perteklinis reglamentavimas bei sudėtingos procedūros užkerta kelią ES paramos gavimui bei sukelia pernelyg dideles administracines išlaidas ir naštą. Todėl labai svarbu, kad finansinių priemonių įgyvendinimo procedūros kuo labiau atitiktų verslo sektoriuje taikomą praktiką ir nesukurtų papildomų apsunkinančių procedūrų.

Atsižvelgiant į tai, Komisija turėtų pateikti išsamias supaprastinimo gaires, užtikrinančias tinkamą supaprastinimo ir pažeidimų, įskaitant sukčiavimą, nustatymo bei jų prevencijos pusiausvyrą. Be to, turėtų būti įgyvendinamas gero valdymo principas, kuris yra itin svarbus siekiant veiksmingai įgyvendinti sanglaudos politiką bei sėkmingai prisidėti prie pažangaus, tvaraus ir integracinio ekonomikos augimo.

  Margot Parker (EFDD), in writing. ‒ This report is regarding a simplification of the procedure in cohesion policy. In simple terms Parliament thinks that there are many faults in the current system that have many negative effects, i.e. the language is too complicated and also lost in translation, the procedure for allocation of cash is too slow and the process of transposition is too slow. This in turn has created a system that is not cost-effective. This motion for a resolution essentially asks for digitalisation of this process and calls for e-cohesion. Even though we are against the Commission distributing money and the processes involved with that, this resolution is essentially asking for a simplification of the current procedure which would make things more cost-effective in the long run. Therefore an abstention was recommended.

  Aldo Patriciello (PPE), per iscritto. ‒ Ho da sempre cercato di sostenere, attraverso la mia attività parlamentare, la necessità di rendere i fondi europei più accessibili ai potenziali beneficiari, in particolar modo andando a semplificare le procedure di partecipazione e rendendo più trasparenti i parametri ed i meccanismi di valutazione dei progetti presentati. Gli oneri amministrativi e la sovraregolamentazione rappresentano, a mio avviso, un ostacolo alla effettiva ed efficace fruizione dei finanziamenti europei da parte dei beneficiari, in particolar modo da parte delle piccole e medie imprese. Occorre pertanto procedere in tempi rapidi verso una semplificazione della materia e tale proposta legislativa si colloca lungo tale direzione; avrei pertanto espresso il mio voto favorevole.

  Marijana Petir (PPE), napisan. ‒ Kohezijska politika je glavna politika rasta i razvoja ulaganja EU-a usklađena s ciljevima „Strategije za pametan, održiv i uključiv rast - Europa 2020” i usmjerena na smanjivanje razlika između regija i promicanje konvergencije, s proračunom od 351,8 milijarde EUR do kraja 2020.

Nažalost, unatoč svim naporima, pretjerana birokratizacija, pogotovo ona na regionalnoj i lokalnoj razini, ometa učinkovito upravljanje ESI fondovima u EU-u od strane država članica, regionalne i lokalne samouprave. Mijenjanje pravila, ili osmišljavanje novih, a sve s ciljem birokratizacije potrebnih postupaka kontrole koje ne donose stvarne učinke u smanjivanju pogrešaka i bolju usmjerenost europskog financiranja treba spriječiti.

Kao i većina zastupnika pitam se do kada tako? Upravo zbog toga podržavam postavljena pitanja Europskoj komisiji. Nužno je pronaći odgovarajući omjer između odgovornosti i pojednostavljenja. Rješenje je jednostavno - manje kontrola, a teže sankcije za prekršitelje, pogotovo one koji namjerno krše pravila.

  Tonino Picula (S&D), napisan. ‒ Složeni postupci aplikacije za fondove i njihovo povlačenje mogu znatno opteretiti korisnike, posebno mala i srednja poduzeća, nevladine organizacije i općine kojima trebaju sredstva EU-a te da najčešće ti subjekti nemaju ni financijske i ljudske resurse ni stručno znanje da uspješno podnesu zahtjev za bespovratna sredstva EU-a i njima upravljaju. Unatoč reformiranoj kohezijskoj politici za programsko razdoblje 2014. – 2020. kojom se utvrđuju metode pojednostavljenja, primjena, upravljanje, izvješćivanje i kontrola u pogledu europskih strukturnih i investicijskih fondova još uvijek predstavljaju određene poteškoće za korisnike i upravljačka tijela, posebno ona s manje administrativnih i financijskih kapaciteta.

Zbog svega navedenog, pridružujem se pozivima Komisije da što prije predloži detaljne smjernice o pojednostavljenju kako bi države članice i njihove regije bile svjesne svoje zadaće u uklanjanju ili barem znatnom smanjenju administrativnog opterećenja i prekomjernog donošenja propisa na nacionalnoj i lokalnoj razini u postupcima javne nabave, odabiru projektnih prijedloga i aktivnostima praćenja i kontrole, uključujući česte promjene propisa, pojednostavljenje jezika i standardiziranih postupaka te naglasak proračuna EU-a na opipljive rezultate.

  Andrej Plenković (PPE), napisan. ‒ Uravnoteženi razvoj koji ispunjava ciljeve kohezijske politike traži specifičan pojednostavljen pristup razvoju prema malim i srednjim poduzećima, nevladinim organizacijama i općinama kojim bi isti dobili financijska sredstva, izgradili ljudske kapacitete te unaprijedili razinu svoje stručnosti.

Smatram da sami zahtjevi prijave na programe kohezijske politike stoga moraju omogućiti da se na njih prijavljuju oni kojima je pomoć ovih programa najviše potrebna. Stoga, uz obvezne zahtjeve od prijavitelja svih podataka kojima se mogu otkriti i spriječiti nepravilnosti i prevare važno je voditi računa da je pomoć najpotrebnija onima čiji ljudski i ostali kapaciteti ne mogu odgovoriti zahtjevima složenih procedura kohezijske politike. Ukoliko se ne radi na pojednostavljenju ovih procedura otklanjanjem svih uočenih problema iz prethodnih programskih razdoblja, možemo doći u opasnost da provođenjem kohezijske politike još više povećavamo nejednakost među korisnicima iste.

Također, obzirom da je razvoju potrebno pristupiti cjelovito, a različiti korisnici koriste različite programe kohezijske politike potrebno je i usuglasiti procedure različitih provedbenih tijela. U tom smislu podržavam sve aktivnosti kojima je za cilj pojednostavljenje svih procedura kohezijske politike.

  Salvatore Domenico Pogliese (PPE), per iscritto. ‒ Malgrado i passi avanti fatti dalle istituzioni dell'Unione europea verso una semplificazione della politica di coesione, la presentazione di domande, la gestione, la rendicontazione e il controllo dei fondi SIE restano complessi, sia per i beneficiari sia per le autorità di gestione, in particolare per quanti dispongono di minori risorse amministrative e finanziarie. Tutto ciò determina notevoli costi indiretti per i potenziali beneficiari di finanziamenti UE. Ritengo, pertanto, necessario procedere a una semplificazione delle normative vigenti, del linguaggio e delle procedure, al fine di ottenere risultati tangibili.   Tomasz Piotr Poręba (ECR), na piśmie. ‒ Zdecydowanie popieram działania na rzecz uproszczenia uciążliwych procedur finansowych oraz procedur zarządzania i raportowania w ramach wdrożenia europejskich funduszy strukturalnych i inwestycyjnych, które stanowiły część zreformowanej polityki spójności na lata 2014–2020, podkreślając zarazem, że należy zapewnić rozsądną równowagę między uproszczeniem a zapewnieniem skutecznych środków kontroli finansowej. Popieram również utworzenie nowej grupy niezależnych ekspertów wysokiego szczebla ds. monitorowania uproszczeń oraz strategię Komisji Europejskiej na rzecz lepszego stanowienia prawa, gdyż są to pozytywne kroki na drodze do większego uproszczenia.

Wciąż pozostaje jednak wiele do zrobienia, aby poprawić stanowienie prawa, wesprzeć system e-spójności, zidentyfikować dobre praktyki, a w dłuższej perspektywie – uprościć struktury i procesy związane z europejskimi funduszami strukturalnymi i inwestycyjnymi. Obszary objęte zarządzaniem dzielonym, w tym działania wdrożeniowe, zarządcze, sprawozdawcze i kontrolne wciąż stanowią nadmierne obciążenie zarówno dla organów zarządzających, jak i beneficjentów, w tym gmin i małych przedsiębiorstw, i mogą mieć negatywne skutki pod względem inwestycji i absorpcji środków z funduszy.

W związku z powyższym poparłem projekt rezolucji.

  Jiří Pospíšil (PPE), písemně. ‒ Snížení administrativní zátěže v celém procesu poskytování prostředků z evropských fondů považuji za jednu z priorit celé evropské integrace. Evropské peníze v drtivé většině případů pomáhají tam, kde mají, ale celý proces často trpí přílišnou složitostí. Snaha o efektivitu je tu proto opravdu na místě.

  Franck Proust (PPE), par écrit. ‒ J'ai voté pour la résolution portant sur la recherche de la simplification et de l'efficacité dans la politique de cohésion pour 2014-2020. Il est urgent d'agir pour que les porteurs de projets qui prétendent à des fonds européens ne soient plus découragés par la complexité des procédures. Je milite pour supprimer les entraves dans le domaine du commerce international. Je retrouve dans la politique de cohésion certaines de ces entraves. Coûts de gestion, nombre de pièces justificatives, délais de traitement sont autant de facteurs qui découragent les bénéficiaires potentiels. Certains renoncent à déposer des dossiers à cause de la bureaucratie. L'accès au financement pour les PME reste pourtant une priorité. Il faut désormais agir.

  Dominique Riquet (ALDE), par écrit. ‒ Aujourd'hui, en raison de procédures trop compliquées et de la surrèglementation, et plus particulièrement dans le cadre des transpositions des directives, de nombreuses PME, ONG et microentreprises sont confrontées à des inégalités d'accès aux commandes et aux subventions publiques. Le manque conjoint de compétences et de moyens financiers les pénalise en effet dans certaines procédures administratives telles que les passations de marché public ou les demandes de subventions.

La proposition de résolution sur la recherche de la simplification et de l'efficacité dans la politique de la cohésion pour 2014-2020 a pour ambition d’apporter des solutions à cette complexité.

C'est pour cette raison que j'ai voté en faveur de cette proposition, qui vise notamment, à réduire le fardeau administratif qui est essentiellement et arbitrairement supporté par les plus petites structures. Ce texte encourage, notamment, les États membres à simplifier la règlementation des marchés publics par la normalisation des procédures ainsi qu'à rationaliser et simplifier les activités de contrôle.

  Robert Rochefort (ALDE), par écrit. ‒ J'ai apporté mon soutien à cette résolution qui appelle à une simplification et à une efficacité accrue de la politique de cohésion pour la période 2014-2020.

Les procédures dans le cadre des Fonds structurels et d'investissement européens demeurent complexes, tant pour les bénéficiaires que pour les autorités de gestion. Il faut réduire cette complexité, qui pénalise en particulier les petits bénéficiaires comme les PME ou les municipalités.

À cette fin, il convient notamment d'éliminer le fardeau administratif et la surrèglementation dans les procédures de passation de marchés, la sélection des propositions de projet et les activités de suivi et de contrôle. Par exemple, il faut une stabilité des règles et une normalisation des procédures.

Par ailleurs, les délais pour le passage au système e-cohésion doivent être respectés, le partage des bonnes pratiques doit être encouragé et l'utilisation de l'approche multi-fonds doit être accrue.

La politique de cohésion est un instrument essentiel afin d'accompagner nos territoires et leurs populations dans leur développement et la valorisation de leurs richesses. Nous devons donc utiliser tous les leviers possibles afin d'en améliorer le fonctionnement.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ Las instituciones de la UE han adoptado importantes medidas para abordar la cuestión de la simplificación. A pesar de los esfuerzos realizados, las excesivas formalidades siguen suponiendo un obstáculo para la gestión eficiente de los Fondos EIE.

Esta propuesta de Resolución pide a la Comisión, entre otras medidas, compartir las iniciativas y directrices en materia de simplificación, lograr un equilibrio óptimo entre rendición de cuentas y simplificación, aplicar plenamente la cohesión electrónica en la gestión de los Fondos EIE, adoptar y aplicar un enfoque flexible con respecto a las obligaciones de los beneficiarios en materia de facilitación de datos e información, y participar en un diálogo estructurado y permanente con el Parlamento Europeo y otros interlocutores.

Por todo esto, he votado a favor de la presente propuesta de Resolución.

  Claude Rolin (PPE), par écrit. ‒ Dans la résolution portant sur la simplification et l'amélioration de l'efficacité de la politique de cohésion pour 2014-2020 que j'ai soutenue, le Parlement européen demande à la Commission d'introduire des directives détaillées sur la simplification afin de mieux cibler les lourdeurs administratives.

Dans ce cadre, les parlementaires demandent à la Commission de publier une feuille de route à destination des États membres en vue de rationaliser et simplifier les activités de contrôle, de suivi et de rapport, en particulier pour les bénéficiaires. Il s'agit là d'une demande qui avait été abordée par les ministres responsables de la politique régionale un peu plus tôt dans le mois.

Aux États membres, le texte adopté demande de respecter la date butoir du 31 décembre 2015 selon les modalités du règlement portant dispositions communes (article 122, §3) pour adopter l'e-cohésion, qui permet d'échanger par voie électronique des informations entre les bénéficiaires et autorités en charge des programmes régionaux, en vue de raccourcir les délais entre le dépôt de candidature et l'obtention des subventions.

Enfin, autre demande emblématique, nous avons appelé à une utilisation accrue de l'approche multi-fonds, qui permet aux bénéficiaires de combiner plusieurs fonds dans un même projet, selon les dispositifs aménagés dans la politique de cohésion pour la période 2014-2020.

  Fernando Ruas (PPE), por escrito. ‒ No seguimento de uma pergunta oral, foi apresentada esta proposta de resolução, com o objetivo de alertar para a premência de adotar metodologias de simplificação administrativa no que diz respeito ao cumprimento dos requisitos diretamente relacionados com a aplicação do Fundo de Coesão e os demais fundos europeus estruturais e de investimento.

De igual modo, é absolutamente essencial sensibilizar os Estados-Membros e as suas regiões para a tarefa de eliminar ou reduzir substancialmente a carga administrativa inerente às candidaturas ao financiamento a fundos estruturais, aos processos de contratação pública ou seleção de propostas, dado o óbice que tais estrangulamentos burocráticos representam na, já de si, pesada máquina administrativa dos Estados-Membros.

Nesse sentido, sou totalmente favorável a esta proposta de resolução que pugna por uma maior simplificação e orientação rumo a um melhor desempenho no quadro da política de coesão 2014-2020.

  Tokia Saïfi (PPE), par écrit. ‒ La demande, la gestion, les rapports et les contrôles des fonds structurels sont encore trop complexes malgré la volonté de simplification de l'Union européenne.

En effet, les procédures à suivre pour les bénéficiaires, notamment les PME, qui ont besoin des financements européens, présentent de nombreux obstacles.

J'ai donc voté en faveur de ce texte qui réalise un constat clair et sur lequel tous les acteurs sont d'accord. Il appelle ainsi la Commission à fournir aux États membres et à leurs régions une feuille de route pour rationaliser et simplifier les activités de contrôle, de suivi et de rapport, y compris pour les bénéficiaires, afin de faire disparaître les difficultés rencontrées actuellement.

Il est urgent que chacun puisse bénéficier des fonds européens et cela, sans entrave.

  Massimiliano Salini (PPE), per iscritto. ‒ Ho votato a favore del provvedimento concernente la semplificazione della politica di coesione per il periodo 2014-2020 in quanto ritengo necessario un ulteriore snellimento delle procedure di accesso ai Fondi strutturali e d'investimento europei. Gli Stati membri devono adoperarsi al fine di ridurre significativamente gli oneri amministrativi e la sovraregolamentazione presenti a livello nazionale e locale nel quadro delle procedure di aggiudicazione di appalti, della selezione dei progetti proposti e delle attività di monitoraggio e controllo.

  Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ He votado a favor de la propuesta de Resolución porque supone una posición oficial del Parlamento Europeo para pedir a la Comisión y a los Estados Miembros que colaboren en la tarea de aligerar las cargas administrativas así como en la simplificación de las normas relativas a los fondos de la política de cohesión. Esta preocupación expresada por el Parlamento tiene que ver, entre otras cosas, con el relativamente alto porcentaje de programas que finalmente no son realizados, debido no solo a constricciones presupuestarias ligadas al impacto de la crisis y de las políticas de austeridad, sino también a los retrasos en los pagos, la carga burocrática o la contradicción de normas. Sin embargo, dicha simplificación de las normas no debe servir como excusa para, por un lado, bajar la guardia frente al control de las cuentas y el uso de las partidas presupuestarias asignadas, ni por otro, para dejar la puerta abierta a instrumentos de financiación que ya están empezando a participar activamente en los programas operativos, como las instituciones de crédito privadas o los fondos de capital-riesgo.

  Monika Smolková (S&D), písomne. ‒ V novom programovom období boli k štrukturálnym a investičným fondom pridané mnohé úpravy, ktoré prispievajú k zjednodušeniu byrokratickej záťaže pre žiadateľov. Tomuto problému sa Komisia intenzívne venuje aj prostredníctvom skupiny nezávislých expertov, ktorá bola zriadená práve s cieľom monitorovania a vylepšovania zjednodušovacích postupov. Navyše sa konečne podarilo zjednotiť rôzne legislatívne texty a dnes podliehajú všetky fondy rovnakým spoločným ustanoveniam.

Všetky tieto iniciatívy Komisie vítam, ale na druhej strane treba priznať, že podávanie správ a kontrola týkajúca sa štrukturálnych fondov je stále pre mnoho príjemcov príliš zložitá. Uznesenie som podporila aj preto, že podčiarkuje skutočnosť, že komplikované postupy a niektoré zložité pravidlá môžu vytvárať pre príjemcov výraznú záťaž, a to najmä pre subjekty, ktoré nemajú vždy dostatočné administratívne kapacity, ako sú malé a stredné podniky, neziskové organizácie alebo obce. Popritom sa stáva, že národné orgány pridávajú povinnosti nad rámec požiadaviek vyplývajúcich z aktov EÚ, čím pri prenášaní európskych noriem do vnútroštátnych predpisov vytvárajú brzdu pri čerpaní.

Ale mnoho problémov sa nám už darí prekonávať. Dobrým príkladom je digitalizácia celého procesu, ktorá umožní žiadateľovi prístup ku všetkým dokumentom a administratívnym krokom prostredníctvom centralizovanej internetovej stránky. Verím, že sa týmto podarí podstatne skrátiť dobu medzi predložením žiadosti a vyplatením prostriedkov.

  Csaba Sógor (PPE), in writing. ‒ I voted for the resolution entitled ‘Towards simplification and performance orientation in cohesion policy 2014-2020’. I believe that, despite the considerable steps towards more clarity and coherence in European Structural and Investment Fund management in the 2014-2020 multiannual financial framework, there is still room for simplifying the application, implementation and reporting tasks for beneficiaries. In my view, this would especially require more guidance by the Commission towards Member States on administrative streamlining and promotion of best practices.

Nevertheless, simplification should never be carried out to the detriment of the safe use of ESI Funds and ultimately of the EU budget. This is why I believe that there is a need to ensure a proper balance between simplification and the detection and prevention of irregularities and fraud through the use of operational tools like the ARACHNE database.

  Davor Ivo Stier (PPE), napisan. ‒ Podržavam ovaj prijedlog rezolucije jer Parlament prepoznaje važnost značajnih koraka poduzetih od strane institucija EU-a prema pojednostavljivanju procedura. Komplicirane odredbe uzrokuju prepreke i ostajanje duže vrijeme izvan tržišta, kao i mnoge neizravne troškove za potencijalne korisnike koji traže sredstva EU-a. Time se smanjuje utjecaj ulaganja financiranja i stvaraju prepreke za korisnike, građane i tvrtke u EU-u, posebice za mala i srednja poduzeća.

Podržavam ovaj prijedlog jer komplicirana procedura može staviti značajan teret na korisnike, a posebno mala i srednja poduzeća, nevladine organizacije i općine, koji su u potrebi financiranja sredstvima EU-a. Postoje entiteti koji nemaju financijskih i ljudskih resursa niti stručnosti da bi se uspješno prijavili za upravljanje i potpore EU-a.

  Dubravka Šuica (PPE), napisan. ‒ Ovom rezolucijom predlaže se smanjenje birokracije, posebice za srednja i mala poduzetništva, nevladine organizacije i općine, koje traže sredstva potpore iz fondova Europske unije. Navedeni subjekti nemaju dovoljno financijskih niti ljudskih resursa koji bi im omogućili uspješno prijavljivanje za dobivanje istih. Iz tih razloga, od Komisije i država članica, zahtjeva se nastavak već započetog truda u pojednostavljivanju prijava, te borbe u otkrivanju i prevenciji neregularnosti i raznih pokušaja prijevara.

Također, rezolucija predlaže 31.12.2015. kao datum do kojega bi Komisija i države članice trebale prijeći na tzv. E-povezanost, kao preduvjet značajnom smanjenju ukupnog vremena potrebnog za prijavu.

Podržavam ovu rezoluciju jer svima onima koji se žele prijaviti za poticajna sredstva pruža veće mogućnosti i jednostavniji proces za njihovo dobivanje.

Smatram kako će podnošenjem što više ispravno podnesenih prijava, biti više isplata, što znači više ulaganja u razne sektore društva, otvaranje radnih mjesta, te gospodarski rast.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za resolucijo na poti k poenostavljeni in v uspešnost usmerjeni kohezijski politiki za obdobje 2014–2020. Kljub reformi kohezijske politike za programsko obdobje 2014–2020, se še vedno soočamo s preveč zapletenimi in zbirokratiziranimi postopki, tako za upravičence kot tudi za upravne organe. Opozorila bi na mala in srednja podjetja, ki so v Evropski uniji še kako pomembna, saj predstavljajo 99 % vseh podjetij v Evropski uniji ter zagotavljajo dve tretjini delovnih mest v zasebnem sektorju.

I welcome all efforts to simplify the implementation of the European Structural and Investment Funds, on the proviso that a sensible balance is struck between simplification and effective financial controls. I also support the creation of the new High Level Group of Independent Experts on Monitoring Simplification and the Commission’s Better Regulation Strategy, both positive steps towards the greater simplification mentioned in this resolution.

  Ελευθέριος Συναδινός ( NI), γραπτώς. ‒ Η εισαγωγή λεπτομερών οδηγιών πάνω σε θέματα απλούστευσης, είναι σημαντική διότι καθοδηγεί τα κράτη - μέλη και τις περιφέρειες στο να εξαλείψουν ή/και να μειώσουν δραστικά τα διαχειριστικά βάρη, ειδικά σε περιπτώσεις ελέγχου δράσεων, επιλογής έργων και δημοσίων δαπανών.

Η απλούστευση αυτή επεκτείνεται αναλογικά στον έλεγχο και αναφορά δραστηριοτήτων, στην αίτηση και αναφορά δαπανών που συνδέονται με ευρωπαϊκά χρηματοδοτικά προγράμματα καθώς και στη μείωση των χρόνων αιτήσεων - διαθέσεως κονδυλίων μέσω της χρήσης ηλεκτρονικών εφαρμογών και ψηφιακών πλατφόρμων.

  József Szájer (PPE), írásban. ‒ A kohéziós politika területén már eddig is komoly előrelépés történt az adminisztratív terhek csökkentése és az egyszerűsítés érdekében, azonban az Európai Strukturális és Befektetési Alapok végkedvezményezettjeit sújtó adminisztratív kötelezettségek még így is rendkívül jelentősek. Mindez különösen a kkv-k, a nem állami szervezetek és az önkormányzatok számára jelent hatalmas nehézséget, hiszen ezeknek a szervezeteknek, intézményeknek égető szükségük van az uniós finanszírozásra, ugyanakkor nincsenek meg a pénzügyi és humánerőforrás-kapacitásaik a sikeres pályázáshoz és az elnyert források menedzseléséhez.

Mindezek fényében a további egyszerűsítés nélkülözhetetlen a források eredményes felhasználásához. El kell kerülni a szabályok gyakori változtatását, standardizálni kell az eljárásokat, egyszerűsíteni kell a használt nyelvezeten, támogatni kell az e-kohézió bevezetését, elterjesztését, valamint az egyablakos ügyintézést.

  Tibor Szanyi (S&D), írásban. ‒ Az uniós intézmények jelentős lépéseket tettek a 2014–2020 közötti időszakra vonatkozó többéves pénzügyi keret egyszerűsítése felé. Azonban egyetértek az indítvány azon megállapításával, mely szerint az egyszerűsítés ellenére az európai strukturális és beruházási alapok alkalmazása, igazgatása, jelentéstétele és ellenőrzése továbbra is nehézkes mind a kedvezményezettek, mind az irányító hatóságok számára, különös tekintettel azokra, amelyek alacsonyabb adminisztratív és pénzügyi kapacitással rendelkeznek. Tehát további egyszerűsítésre mindenképpen szükség lesz.

Támogatom, hogy a Bizottság részletes iránymutatásokat vezessen be az egyszerűsítésről annak érdekében, hogy a tagállamok és régióik tudatában legyenek a közbeszerzési eljárásokkal, a projektpályázatok kiválasztásával, valamint a figyelemmel kísérési és ellenőrzési tevékenységek folyamán nemzeti és helyi szinten jelentkező adminisztratív terhek és túlszabályozás megszüntetésével vagy legalább csökkentésével kapcsolatos feladataikkal.

Éppen azért támogattam szavazatommal az indítványt, mivel félő, hogy egyes tagállamokban a trükközések és a korrupció melegágya lesz az egyszerűsítési változtatások miatt kialakult helyzet.

  Adam Szejnfeld (PPE), na piśmie. ‒ Pomimo reformy polityki spójności i znacznego jej uproszczenia, stosowanie, nadzór i zarządzanie funduszami jest wciąż problematyczne zarówno dla beneficjentów, jak i instytucji zarządzających. Skomplikowane procedury w efekcie mogą zniechęcić potencjalnych beneficjentów do korzystania z unijnych programów pomocowych.

W swojej rezolucji Parlament Europejski słusznie wskazał na potrzebę promowania upraszczania przepisów dotyczących instrumentów finansowych w ramach europejskich funduszy strukturalnych i inwestycyjnych, w celu lepszego dostosowania do potrzeb beneficjentów, co w rezultacie może przyczynić się do zwiększenia ich wykorzystania. Dlatego też zdecydowałem się zagłosować za rezolucją PE.

  Claudia Tapardel (S&D), în scris. ‒ Aplicarea eficientă a politicii de coeziune a UE presupune simplificarea procedurilor actuale și orientarea către obținerea de rezultate tangibile.

Până acum au fost luate măsuri importante în vederea simplificării agendei privind cadrul financiar multianual 2014-2020. În ciuda acestor pași, însă, aplicarea, gestionarea, raportarea și controlul în privința Fondurilor structurale și de investiții rămân procese greoaie pentru beneficiari și autoritățile de implementare.

Impactul cel mai important este resimțit de întreprinderile mici și mijlocii, organizațiile neguvernamentale și municipalități, care au cea mai mare nevoie de finanțare europeană. Acest lucru reduce semnificativ impactul fondurilor europene asupra dezvoltării regiunilor statelor membre. În același timp, duplicarea și diferențele care apar în activitatea și metodologia de audit impun o unificare a practicilor și un accent mai mare pe eficiență și rezultate.

Din acest punct de vedere, Comisia ar trebui să elaboreze ghiduri detaliate privind simplificarea procedurilor administrative la nivelul statelor membre și dezvoltarea unor practici comune la nivel european, pentru a evita blocajele care apar.

Digitalizarea și simplificarea procedurilor de aplicare prin oferirea tuturor informațiilor relevante pot fi utile în acest scop, dacă se pune un accent sporit pe nevoile beneficiarilor. Actuala rezoluție este un prim pas în direcția bună.

En effet, je suis pour que la Commission introduise des directives détaillées sur la simplification afin de sensibiliser les États membres et leurs régions à la nécessité d'éliminer, ou au moins de réduire considérablement, le fardeau administratif et la surréglementation qui pèsent aux niveaux national et local sur les procédures de passation de marchés, la sélection des propositions de projet et les activités de suivi et de contrôle, y compris en évitant de changer fréquemment les règles applicables, en simplifiant le langage et en normalisant les procédures, ainsi qu'en axant le budget de l'Union sur des résultats tangible.

  Pavel Telička (ALDE), in writing. ‒ The cohesion policy is the biggest investment tool at our disposal to achieve the Europe 2020 goals. I voted in favour of this resolution which sets out recommendations to the Commission and the Member States on how to maximise the use and the efficiency of the fund. Up to now and although there were previous attempts to simplify it, the procedures remained too cumbersome for both the managing authorities and the beneficiaries, preventing, in particular, SMEs and NGOs from making full use of it. The resolution calls on the Commission to develop guidelines on simplification and provide the Member States with a roadmap for monitoring and reporting activities. Lastly the Commission and the Member States should work closer together with the beneficiaries to make sure the procedures’ rules match their needs.

  Ruža Tomašić (ECR), napisan. ‒ Pojednostavljivanje i orijentaciju na rezultate smatram jednim od esencijalnih elemenata uspješne kohezijske politike, te stoga svesrdno pozdravljam ovo pitanje.

Uspostavljanje zajedničkih pravila u segmentu strukturnih i investicijskih fondova – Europskog fonda za regionalni razvoj, Europskog socijalnog fonda, Kohezijskog fonda, Europskog poljoprivrednog fonda za ruralni razvoj te Europskog fonda za pomorstvo i ribarstvo – smatram krucijalnim za daljnji razvoj politike regionalnog razvoja Unije.

Nastavno na to pozdravljam uspostavljanje Visoke skupine neovisnih stručnjaka u nadziranju pojednostavljivanja za korisnike Europskih strukturnih i investicijskih fondova unutar Komisije, nadziranja financijske regulative te odredaba o zajedničkim pravilima.

Činjenica je da komplicirane procedure mogu predstavljati značajan teret na leđima korisnika fondova, posebice malim i srednjim poduzećima, nevladinim organizacijama te općinama, kojima su fondovi upravo i najpotrebniji budući da sami nemaju dovoljne ljudske i financijske resurse, niti stručno znanje, da bi mogli uspješno ispuniti sve faze u ostvarivanju potpora EU-a. U tom smislu držim pohvalnim i neophodnim poziv Komisiji i državama članicama da ulože dodatne napore u pojednostavljivanju sustava za vrednovanje rizika ARACHNE, jer isti mora ostvariti balans između pojednostavljivanja s jedne strane te detektiranja i prevencije nepravilnosti, uključujući i prevare, s druge strane.

  Ángela Vallina (GUE/NGL), por escrito. ‒ He votado a favor de la propuesta de Resolución porque supone una posición oficial del Parlamento Europeo para pedir a la Comisión y a los Estados Miembros que colaboren en la tarea de aligerar las cargas administrativas así como en la simplificación de las normas relativas a los fondos de la política de cohesión. Esta preocupación expresada por el Parlamento tiene que ver, entre otras cosas, con el relativamente alto porcentaje de programas que finalmente no son realizados, debido no solo a constricciones presupuestarias ligadas al impacto de la crisis y de las políticas de austeridad, sino también a los retrasos en los pagos, la carga burocrática o la contradicción de normas. Sin embargo, dicha simplificación de las normas no debe servir como excusa para, por un lado, bajar la guardia frente al control de las cuentas y el uso de las partidas presupuestarias asignadas, ni por otro, para dejar la puerta abierta a instrumentos de financiación que ya están empezando a participar activamente en los programas operativos, como las instituciones de crédito privadas o los fondos de capital-riesgo.

  Derek Vaughan (S&D), in writing. ‒ I supported this resolution because it urges the Commission and the Member States to promote the simplification of the rules governing financial instruments within ESI Funds in order to align them more closely to the beneficiaries’ needs, aiming at their improved use. It is important at this time that we use cohesion funds in the most effective and sustainable way possible, without allowing parts of our Union to be left behind. In the interests of use and transparency it is important that there is a standardisation of procedures across the EU to allow citizens a greater understanding. This policy area is too important to the wellbeing of European Union citizens to be allowed to continue with its current bottlenecks.

  Miguel Viegas (GUE/NGL), por escrito. ‒ No seguimento de uma pergunta oral realizada na segunda sessão de outubro, este relatório pretende reconhecer a importância do que já foi feito relativamente à simplificação dos procedimentos de elaboração de candidaturas, apresentação de resultados e dos vários momentos de avaliação dos projetos, na aplicação das diretivas para essa simplificação. O relatório enfatiza que se deverá equilibrar simplificação e prevenção e deteção de irregularidades, ou seja, salvaguarda que facilitação não significa laxismo, o que poderia beneficiar processos fraudulentos.

Essa questão afeta, sobretudo, associações de base popular e ONG, PME e municípios. A questão da simplificação administrativa e da capacitação para o cumprimento dos requisitos associados aos fundos estruturais e de coesão da UE é, para muitas realidades, um impedimento à elegibilidade dos projetos e, consequentemente, à falta de acesso aos fundos de coesão. Neste sentido, uma maior simplificação resultará num maior potencial de acesso aos fundos por estes agentes.

  Udo Voigt (NI), schriftlich. ‒ Ich habe gegen diesen Vorschlag gestimmt, da dieser zwar den Behördenapparat erleichtert, jedoch gleichzeitig die nationalen Rechte einschränkt und die Selbstbestimmung der Mitgliedstaaten massiv einschränkt. Vorschläge wie diese zeigen eindeutig, wie die EU versucht, sich über die Mitbestimmung ihrer Mitgliedstaaten hinwegzusetzen, und nationales Recht immer weiter beschnitten wird. Dies kann und darf nicht das Ziel einer europäischen Gemeinschaft sein!

  Beatrix von Storch (ECR), schriftlich. ‒ Der Entschließung des Europäischen Parlaments zur Ausrichtung der Kohäsionspolitik 2014–2020 auf Vereinfachung und Leistung habe ich zugestimmt.

Bürokratieabbau ist ein hehres Ziel. Wenn sich die EU einmal aufrafft, hier Nägel mit Köpfen zu machen, werde ich das gern wie hier unterstützen. Davon unabhängig glaube ich, dass die Kohäsionspolitik selbst von großem Übel ist. Die Vielfältigkeit und die Unterschiede in Europa sollten nicht abgebaut werden, indem von Brüssel aus unscharfer Vogelperspektive und nach dem Gießkannenprinzip Projekte gefördert werden. Im Ergebnis halte ich dies für eine gigantische Geldverschwendung.

  Tomáš Zdechovský (PPE), písemně. ‒ Rozhodně podporuji toto usnesení, které má za cíl motivovat jak Komisi, tak členské státy ke zjednodušení procesu čerpání evropských peněz. I když byly vyvinuty některé snahy o zjednodušení, myslím si, že čerpání peněz je pro příjemce i řídicí orgány velmi složité, zejména pokud mají nižší administrativní a finanční kapacity. Prostřednictvím tohoto usnesení apeluji na Komisi, aby zavedla podrobné pokyny ke zjednodušení celého procesu na vnitrostátní a místní úrovni v rámci procesů zadávání veřejných zakázek, výběru návrhů na projekty a sledování a kontroly. Podle mého názoru je nutné kromě zjednodušení procesu čerpání i zjednodušení následné kontroly zavedením „zásady jediného auditu“ a větším zaměřením na audity výkonnosti, které dokáží lépe ohodnotit účinnost a účelnost operací a povedou k návrhům na zjednodušení.

  Jana Žitňanská (ECR), písomne. ‒ Toto uznesenie Európskeho parlamentu som podporila. Je pravdou, že požiadavky na rôzne žiadosti o poskytnutie financií z európskych štrukturálnych a investičných fondov sú často príliš komplikované a samotný tento fakt odradí množstvo záujemcov. Ďalší potom majú problém s tým, že neprehľadné podmienky sa im ani napriek snahe nepodarí naplniť. Tieto komplikované postupy pritom predstavujú najvýraznejšiu záťaž pre malé a stredné podniky, prípadne obce, ktoré potrebujú financie EÚ, ale nemajú dostatočné zdroje a odborné poznatky na podanie úspešnej žiadosti. Zjednodušovanie žiadostí a odstraňovanie, či výrazné zníženie administratívnej záťaže je preto podľa môjho názoru správnym krokom pre efektívnejšie využívanie fondov EÚ.

  Inês Cristina Zuber (GUE/NGL), por escrito. ‒ Esta proposta de resolução pretende reconhecer a importância do que já foi feito relativamente à simplificação dos procedimentos de elaboração de candidaturas, apresentação de resultados e dos vários momentos de avaliação dos projetos, na aplicação das diretivas para essa simplificação.

A questão da simplificação administrativa e da capacitação para o cumprimento dos requisitos associados aos fundos estruturais e de coesão da UE são, para muitas realidades, um impedimento à elegibilidade dos projetos e, consequentemente, à falta de acesso aos fundos de coesão. Essa questão afeta, sobretudo, associações de base popular e ONG, PME e municípios.

Neste sentido, uma maior simplificação resultará num maior potencial de acesso aos fundos por estes agentes. Votámos a favor.

  Milan Zver (PPE), pisno. ‒ Podprl sem predlog resolucije Evropskega parlamenta na poti k poenostavljeni in v uspešnost usmerjeni kohezijski politiki za obdobje 2014–2020, saj menim, da je izvajanje, upravljanje, poročanje in nadzor v zvezi z evropskimi strukturnimi in investicijskimi skladi še vedno preveč zapleteno tako za upravičence kot za upravne organe, zlasti tiste z manjšimi upravnimi in finančnimi zmogljivostmi.
