  Elżbieta Bieńkowska, Member of the Commission. Mr President, the recent attacks in Paris revealed once again the radical face of terrorism. We know that over the past decade several Member States have been targeted and experienced tragic losses. Let me mention all of them: Spain, Estonia, the United Kingdom, France, the Netherlands, Greece, Sweden, Germany, Italy, Norway, Bulgaria, Belgium and Denmark.

The 2012 Victims’ Rights Directive that entered into application in the Member States last month is the major general instrument on victims’ rights at EU level. It lays down a set of binding rights for all victims of crime, including rights to protection, support and assistance that take into account the individual needs of every victim of crime. It does not, however, provide the specific measures that would respond directly to the needs of victims of terrorism.

Terrorist attacks leave behind individuals who have been injured, traumatised or lost their lives as a result of the attack. The victims of such attacks require specific protection, support and assistance that would respond to their specific needs related to the nature of this crime. That is why the Commission decided to introduce specific provisions on victims of terrorism to the proposal for a directive on combatting terrorism of 2 December. The main objective is to oblige the EU Member States to criminalise terrorist offences and offences related to terrorism such as travel and training for terrorist purposes and financing of terrorism without, however, forgetting about the victims of terrorism.

This proposal responds more precisely to the needs of victims of terrorism. In particular, the proposed directive requires Member States to ensure that victims of terrorism receive immediate access to professional specialist support services providing for physical and psycho-social treatment. Such support will be available for as long as necessary.

Terrorist attacks often result in chaos and disinformation, and access to reliable information for victims of terrorism and about victims of terrorism is therefore crucial. The proposed directive requires that the support services provide access to such reliable information. Under the proposed directive, the competent national authorities would be required to cooperate closely to ensure that all victims of terrorism are well informed and receive the necessary support and assistance, independently of where in the European Union they live.

The tailored rules on protection, support and assistance to the victims of terrorism will add to the healing process of the victims and their families, and thus indirectly to the healing process of the whole society. This is also at the heart of our Radicalisation Awareness Network (RAN) Centre of Excellence connecting over 2 000 practitioners across the Union and supporting them in addressing radicalisation. The RAN Centre of Excellence, which became fully operational on 1 October this year, has been endowed with EUR 25 million for the next four years to empower practitioners on the ground. These practitioners come from different backgrounds, including representatives from local authorities, from the community and local police, prison and probation officers, social and health workers, teachers, civil society organisations, security officials and, last but not least, victims groups and associations.

Victims of terrorism deserve our solidarity and support. They also have a very prominent role to play in countering radicalisation. Their testimonies can provide a crucial contribution in preventive work. Within the RAN, a specific working group on the remembrance of victims of terrorism has been set up. It will be instrumental in organising the 11 March Remembrance Day for the victims of terrorism in 2016. Since the Madrid bombings in 2004, the Commission has been commemorating the European Remembrance Day of victims of terrorism on 11 March exactly, and will continue to do so with the support of the RAN. The event will allow us to remember and honour those who have suffered and help the healing process of those who continue to suffer.

Furthermore, with the help of the RAN we will make sure that the voices of the victims are heard and are openly and widely heard, especially among radicalised youth, as the stories and suffering of victims must never be in vain. These voices should make those individuals on the brink of extremism think twice before they act.

I am particularly convinced of the important role victims can play in counter-narrative campaigns as well as, for example, in prison and probation. We will make sure that their experiences and stories can have a powerful but positive influence on individuals at risk or already radicalised.

  Teresa Jiménez-Becerril Barrio, en nombre del Grupo PPE. Señor Presidente, es muy difícil aceptar que cualquiera puede ser víctima. Yo tuve que aceptarlo cuando la organización terrorista ETA asesinó a mi hermano y a su mujer. Desde entonces, defiendo los derechos de todas las víctimas. No importa si los que disparan lo hacen en nombre de un llamado Estado Islámico o de un Estado independiente vasco. Para mí, no hay Dios ni tierra que valgan la vida de un inocente.

Dice la Ley española de reconocimiento y protección integral a las víctimas del terrorismo que las víctimas deben ser reconocidas como símbolo de la defensa del Estado democrático frente a la amenaza terrorista, y la Ley en España no se refiere solo a medidas materiales, sino también morales.

El terrorismo golpea en todos los Estados de la Unión. Pero no todos los Estados tienen leyes de apoyo a las víctimas; por ello, se hace indispensable una Directiva europea de protección a las víctimas del terrorismo. Las necesidades de las víctimas se resumen en cuatro: derecho a la justicia, a la verdad, a la memoria y a la dignidad. Y la memoria es muy importante, para que nadie pretenda convertir en héroe a un terrorista.

Aprovecho para decir aquí que sigo sin entender por qué el Grupo Popular Europeo es el único que propone una y otra vez una Resolución sobre víctimas del terrorismo, la cual sigue siendo rechazada en la Conferencia de Presidentes por todos los grupos excepto el ECR. Con esta Resolución solo queremos dar un primer paso. ¿Acaso las víctimas del terrorismo no merecen una Directiva apoyada por el Parlamento, la Comisión y el Consejo, que nos permita pasar de las palabras y las lágrimas a los hechos, que nos obligue a proteger y ayudar a los más sacrificados por el terrorismo, que son las víctimas? Señora Comisaria, ¿para cuándo una fecha para esta Directiva?

  Tibor Szanyi (S&D), kékkártyás kérdés. Képviselő Asszony! Minden együttérzésem az Öné, főleg a családi tragédiák miatt, amelyekről Ön is említést tett. Én hazámban, Magyarországon egy olyan körzetben voltam sokáig nemzeti képviselő, ahol nagyon sokan voltak a második világháború áldozatai, illetve leszármazottaik. Náci terrorról beszélek, mert a náci terrornak is voltak áldozatai.

Megtenné-e nekem azt a szívességet, hogy szólna a saját pártjának, hogy ott ül maguknál a FIDESZ, amely által vezetett kormány ezen a héten egy a náci terrorért felelős embernek akar szobrot állítani? Köszönöm!

  Caterina Chinnici, a nome del gruppo S&D. Signor Presidente, onorevoli colleghi, i recenti attacchi terroristici hanno riportato all'attenzione un'esigenza non nuova, ma oggi di particolare importanza e urgenza.

La nostra attenzione infatti non deve rivolgersi solo agli autori o potenziali autori degli attentati per un'efficace risposta repressiva e preventiva, ma anche alle vittime, dirette o indirette. Già nel programma di Stoccolma del 2009 si riconosceva la necessità di migliorare la legislazione e le misure di sostegno per la protezione delle vittime di reato, incluse, in via prioritaria, le vittime del terrorismo, categoria che ricomprende naturalmente i familiari delle vittime dirette.

Anche la direttiva 2012/29/UE sulle vittime di reato riconosce che le vittime del terrorismo, subendo le conseguenze di crimini rivolti a ledere la società intera, necessitano di un'attenzione particolare e oggi più che mai le vittime del terrorismo devono poter contare sulla solidarietà e sul sostegno nazionale e internazionale.

Occorre sviluppare adeguate misure in tal senso – come ha sottolineato oggi il Commissario che ringrazio per la sua relazione – ma occorre prevedere a mio avviso ancora qualcosa di più. Occorre l'immediata messa a disposizione di un soccorso gratuito, medico, psicologico, sociale e materiale. Occorre l'assistenza a lungo termine, sia per coloro che hanno direttamente subito a causa di atti terroristici danni fisici o psichici, sia, ove necessario, per le loro famiglie. Occorre un accesso effettivo alla giustizia, che includa la possibilità di usufruire di assistenza legale e di ottenere un risarcimento ed una compensazione adeguati per i danni subiti ed è importante anche riconoscere e sostenere il ruolo delle associazioni di protezione delle vittime.

  Timothy Kirkhope, on behalf of the ECR Group. Mr President, our loss, our grief and our anger at the atrocities we have witnessed at the hands of terrorists in this past year have struck deep into the consciousness of who we are as nations, as communities and as a Union. At times, our fear and our grief force us to question afresh who we trust, what we know and what we believe. But we must never allow the hateful rhetoric of the few to make victims of us all, as we are a Europe of democracy, diversity and liberty.

In the days that followed Paris, the feelings that echoed throughout France and Europe were of sadness and shock. But then came the more powerful message of resilience and of hope. The bigotry and barbarity of ISIL must never make victims of tolerance and cohesion. We must do all we can to help those that survive these atrocities rebuild their lives and feel safe again. We must supply the security needed to our citizens to allow them to live lives of freedom. We will defeat the enemy and with that our lives will become free from fear, but not at the price of the tolerance of religions and cultures which have contributed to the Europe of today.

  Maite Pagazaurtundúa Ruiz, en nombre del Grupo ALDE. Señor Presidente, los criminales convencionales no suelen buscar en general publicidad de sus crímenes. No suelen considerarse héroes por matar. Intentan eludir la acción de la justicia y que no se sepa.

Los delitos de terrorismo son distintos. Cuando se cometen en sociedades democráticas como las nuestras son crímenes gravísimos que atacan a hombres, mujeres, niños y ancianos, persiguiéndolos, torturándolos, mutilándolos o asesinándolos. Pero, además de destrozarlos a ellos y a sus familias, buscan el efecto propagandístico. Se busca asesinar a algunos para aterrorizar a todos, para conseguir objetivos políticos de forma ilegítima, incluso para debilitar a los países. Ahora mismo, el terrorismo yihadista busca hacernos el mayor daño posible y debilitar nuestra democracia.

Los de terrorismo son delitos eminentemente públicos. Los asesinos suelen considerarse víctimas y héroes. Son víctimas, y sus víctimas son estigmatizadas y humilladas después cuando esos asesinos y sus entornos poseen capacidad de control social.

El duelo de las víctimas del terrorismo tiene, por ello, una naturaleza doble: una naturaleza privada, humana, que requiere atención y ayuda porque devasta los entornos, porque deja a la deriva a una parte de los familiares de las personas atrozmente asesinadas; y una naturaleza pública, política, en el sentido de que en las sociedades democráticas son las libertades de todos las que atacan los terroristas.

Por tanto, la justicia, la verdad, la memoria —que incluye la lucha contra el negacionismo de los hechos o cualquier otra forma de retórica indecente— resultan imprescindibles. Nadie se atreverá a apoyar la impunidad contra delitos de violación o asesinato de niños o mujeres. Pero, si esos niños o mujeres son asesinados por terroristas, habrá quien en algún momento pida impunidad para los asesinos terroristas por connivencia o por miedo.

Hay pueblos en mi país donde se homenajea a asesinos y personas involucradas en asesinatos terroristas y donde los asesinos terroristas se sienten orgullosos por haber matado. Resulta intolerable y eso debe tener reproche social y penal. Porque el terrorismo sigue generando sufrimiento a las víctimas, a su dignidad, a la posibilidad de realizar un duelo sin secuelas cada nuevo atentado porque entonces siguen reivindicándose los asesinos con derecho a matar. Y esto no cierra los duelos. He conocido a cientos de víctimas de distintos tipos de terrorismo en España y considero que el Parlamento Europeo no ha desarrollado todo su potencial de atención a las víctimas del terrorismo. Una Directiva específica resultaría muy, muy adecuada.

  Martina Anderson, on behalf of the GUE/NGL Group. Mr President, in the wake of the devastating terrorist atrocities inflicted on the world in recent months and years, I convey my utmost sympathy to all of the victims and to their families. Da’esh is a Frankenstein monster, and Member States must stop bankrolling it. Stopping Da’esh means stopping European banks from accepting revenue from the USD 2 million per day Da’esh gains from its control of oil fields.

Member States must act with humanity. They must address the needs of the millions of victims who have become refugees as a result of the terror that they are enduring. Violent extremism has grown in places ravaged by Western militaries, making the world considerably more dangerous. Efforts to de-escalate the situation in Syria and pursue a model of conflict resolution are what we need. Dropping more bombs in Syria is not the solution.

The recent conflict in Ireland saw the British state apparatus kill with impunity. The Council of Europe Human Rights Commissioner, Nils Muižnieks, says that there has been virtual impunity for British state actors. Unfortunately, in these debates state-sponsored terrorism is often neglected. Reports from Iraq and Libya – and now Syria – demand that this Parliament end the double standards and condemn all acts of terrorism. As a Member State and signatory of the European Convention of Human Rights, the British Government has failed to deal with its Article 2 obligation: the right to life.

  Jan Philipp Albrecht, im Namen der Verts/ALE-Fraktion. Herr Präsident, sehr geehrte Kolleginnen und Kollegen! Ich glaube, wir alle sind von den Opfern der jüngsten terroristischen Anschläge in Paris geschockt gewesen.

Ich glaube auch, dass wir alle einig sind, dass der dieser Schock und auch das Erschrecken, das durch diese terroristischen Anschläge verbreitet wird – nicht nur in westlichen Demokratien, sondern überall in der Welt –, uns zusammenbringen muss im Schutz vor solchen terroristischen Anschlägen und natürlich auch in der Tatsache, dass der Schutz von Opfern nicht nur die besondere schutzbedürftige Behandlung solcher Opfer von bereits geschehenen terroristischen Anschlägen bedeutet, sondern auch die Bewahrung vor weiteren Anschlägen und damit der Produzierung neuer Opfer terroristischer Anschläge.

Ich glaube aber, dass das Interesse dieser Opfer vor allen Dingen ist, dass wir die Fakten zusammenkriegen, die wir zur Verfügung haben, um einen solchen Schutz für die Zukunft zu gewähren, und nicht auf dem Rücken von Opfern terroristischer Anschläge eine emotionalisierte Debatte und eine emotionalisierte Reaktion befeuern sollten.

Das gilt sowohl für die Frage nach den Ursachen von Terrorismus, die, wenn man es genauer betrachtet, in der aktuellen Krise im Nahen Osten liegen und in den Kriegen, die dort immer noch stattfinden und die wir gemeinsam als Europäische Union lösen müssen, das gilt aber auch für die Tatsache, dass viele dieser terroristischen Attentäter in Europa radikalisiert wurden, vor allen Dingen zum Beispiel in Gefängnissen. Wir müssen daran arbeiten, dass das beendet wird und diese Radikalisierung tatsächlich eingedämmt wird.

Dann geht es darum, auch auf die Fakten zu schauen: Was schafft Sicherheit? Ich glaube, da ist deutlich geworden: Wir brauchen eine bessere Zusammenarbeit der europäischen Behörden, wir brauchen besseren Informationsaustausch und nicht eine anlasslose Überwachung aller Bürgerinnen und Bürger. Das steht auch nicht im Einklang mit den Freiheiten, die wir hier gegen solche Terroristinnen und Terroristen verteidigen.

  Gerard Batten, on behalf of the EFDD Group. Mr President, the first duty of any government is the protection of its own citizens, and it is often said that terrorists can never win; but this is not true. Terrorists can win when a sizable number of the general population sympathise with their long-term objectives. For example, in the United Kingdom, the IRA terrorised and murdered its way into government in Northern Ireland. Few would be publicly prepared to admit to supporting the terrorism of the IRA, but plenty are willing to vote for Sinn Féin, its political wing.

The current terrorist threat comes from Islamic fundamentalists who want to establish a world caliphate under Sharia law. We are told that the vast majority of Muslims are peace-loving and non-violent, and I accept that is true. But the majority are not the problem, the minority are; and they all follow the same religion. The teachings of that religion, if taken literally, are totally incompatible with democracy and Western civilisation.

We face a massive problem in combating fundamentalist ideology in our societies. Last month I said here that the first step in doing that was to stop, once and for all, all further mass immigration from Islamic countries. The EU’s policy to allow millions more migrants from Islamic countries is nothing short of playing Russian roulette with the lives of our citizens.

  Martina Anderson (GUE/NGL). Mr President, the point of order is under Rule 11(2), which is on Members’ conduct being characterised by mutual respect. As a Sinn Féin member and someone who topped the poll in the north of Ireland with almost 160 000 people voting for me, I find it absolutely disgraceful that someone in this Chamber would try to make the connection that the previous speaker did. The voters of Sinn Féin vote for us based on our mandate, based on what we put forward to tell the people how we will represent them, and based on the manifesto that we present to them. That is why the thousands – almost half a million people – on the island of Ireland vote for Sinn Féin, so I think that based on Rule 11(2) the Member should conduct himself in a manner characterised by mutual respect. That was not what we heard from the Member here this evening.

  Λάμπρος Φουντούλης ( NI). Κύριε Πρόεδρε, η Επιτροπή μας λέει σήμερα ότι επιδιώκει την παροχή προστασίας και υποστήριξης προς τα θύματα τρομοκρατικών επιθέσεων. Πρέπει να απαλύνουμε τον πόνο των θυμάτων και των οικογενειών τους, πρέπει να αποφεύγεται η ηρωοποίηση των τρομοκρατών και πρέπει να αναδεικνύεται η αλήθεια και να θεσπίζονται ημέρες μνήμης για τα θύματα. Δυστυχώς, κάποιες χώρες της Ένωσης έχουν διαφορετικά κριτήρια σχετικά με τις τρομοκρατικές επιθέσεις, ανάλογα με την ταυτότητα των θυμάτων και των δραστών και, κυρίως, ανάλογα με τις ιδεολογικές τους πεποιθήσεις. Το ελλαδικό κράτος αρνείται να αναγνωρίσει και να παράσχει οποιαδήποτε μορφή στήριξης σε θύματα τρομοκρατικών επιθέσεων, όταν τα θύματα είναι Έλληνες εθνικιστές.

Στις δεκάδες τρομοκρατικές επιθέσεις που έχουν γίνει εναντίον του κινήματός μας, του Λαϊκού Συνδέσμου «Χρυσή Αυγή», με αποκορύφωμα την άνανδρη και εν ψυχρώ δολοφονία δύο μελών μας, του γιου μου, Γιώργου Φουντούλη και του Μανώλη Καπελώνη και τον βαρύτατο τραυματισμό του Αλέξανδρου Γέροντα, το κράτος όχι μόνο δεν συμπαραστάθηκε στα θύματα και τις οικογένειές τους, ως όφειλε, σύμφωνα με την ευρωπαϊκή οδηγία 2012/29/ΕΕ, αλλά αντιθέτως, προέβαλε και συνεχίζει να προβάλλει εμπόδια, να αδιαφορεί και να κωλυσιεργεί. Καταγγέλλω ότι σε πάνω από ογδόντα επιθέσεις δεν έχει γίνει ποτέ ούτε μία σύλληψη. Καλό, λοιπόν, θα είναι, εφόσον η Επιτροπή ενδιαφέρεται πραγματικά για τα θύματα, να φροντίσει ώστε να προστατεύονται και να τηρούνται οι κανόνες σε όλα τα κράτη, ανεξάρτητα από την ιδεολογία τους.

  Ελισσάβετ Βόζεμπεργκ-Βρυωνίδη ( PPE). Κύριε Πρόεδρε, χαίρομαι διότι όλες οι πολιτικές ομάδες συμφωνούν ότι η οδηγία 2012/29/ΕΕ δεν μπορεί να καλύψει τα θύματα της τρομοκρατίας αφού αφορά θύματα από εγκληματικές πράξεις. Η τρομοκρατία είναι έγκλημα κατά της ανθρωπότητας και απτή απειλή κατά της Ευρωπαϊκής Ένωσης. Τα θύματα και οι οικογένειές τους απαιτούν ειδικές ρυθμίσεις, χρειάζονται αναγνώριση και σεβασμό των δικαιωμάτων τους, έχουν ανάγκη από κοινωνική, οικονομική, πολιτική, ψυχολογική και νομική στήριξη. Είτε είναι ψευτοεπαναστάτες που χτυπούν τους θεσμούς της δημοκρατίας, όπως είναι η δικαιοσύνη, το κοινοβούλιο, η επιχειρηματικότητα, το στράτευμα και το πολίτευμα - όπως έγινε με τη «17 Νοέμβρη» που περιθωριοποίησε την πατρίδα μου επί 30 χρόνια, είτε είναι παρανοϊκοί που διακατέχονται από θρησκευτική ιδεοληψία, όπως αυτοί του ISIS, οι δράστες των τρομοκρατικών πράξεων δημιουργούν θύματα, αίμα, πόνο και πανικό. Τα θύματά τους έχουν δικαιώματα για την προάσπιση των οποίων χρειάζεται και απαιτείται ειδική ρύθμιση.

Κυρίες και κύριοι συνάδελφοι, η απάντηση της Ευρωπαϊκής Ένωσης στην τρομοκρατία πρέπει να έρθει μέσω περισσότερης δημοκρατίας. Η απάντηση στην τρομοκρατία πρέπει να δοθεί χωρίς φόβο και πανικό. Η θωράκιση των θυμάτων, των ηρώων αυτής της υπόθεσης, προϋποθέτει μια απάντηση βασισμένη στην τήρηση των δημοκρατικών κανόνων.

  Juan Fernando López Aguilar (S&D). Señor Presidente, Comisaria, los atentados del 13 de noviembre en París han estremecido a Europa, pero antes lo habían hecho los de Charlie Hebdo este mismo año, y los de Londres en 2006, y los de España ―la terrible masacre de 2004―.

También yo hablo en español y represento, en este Parlamento Europeo, a una sociedad española escarnecida por décadas de lucha contra el terrorismo de ETA hasta su derrota.

Y, por tanto, hablo también en nombre de un partido ―el Partido Socialista― que apostó, a lo largo de esta lucha antiterrorista, en la oposición y en el Gobierno, por colocar fuera del debate entre partidos políticos la lucha contra el terrorismo y también el compromiso con las víctimas, por la dignidad, por la memoria, por la justicia y por la verdad, por la reparación de las víctimas.

Y, por eso, también yo quiero apostar por una Directiva especial que complemente a la que se adoptó en octubre de 2012 y que no honra suficientemente la especialidad y la singularidad del drama de las víctimas del terrorismo en lo relativo a las medidas que requieren: sanitarias y psicológicas, laborales y de integración social, de protección de su asistencia jurídica y de su especial posición en los procesos que las conciernen.

Y, por ello, estoy convencido de que una Directiva especial contribuiría a esa reparación singular que merecen las víctimas del terrorismo también a escala europea, desde la convicción que tengo de que, cuando los terroristas golpean a las víctimas, no buscan solo su sangre y el dolor de sus familias, sino intimidarnos y aterrorizarnos a todos los demócratas, y que cuanto más protejamos a las víctimas en todo el ámbito europeo, más fuertes serán la democracia y el Estado de Derecho en todo el ámbito europeo.

  Helga Stevens (ECR). Ik maak graag van de kans gebruik om even extra aandacht te vragen voor kwetsbare slachtoffers van terreur, zoals personen met een beperking. De lidstaten moeten ervoor zorgen dat het slachtoffer bij het eerste contact en alle verdere contacten met de politie of justitie op de juiste manier wordt bijgestaan, indien hij ondersteuning nodig heeft bij het begrijpen of begrepen worden. Dit betekent concreet dat een dove persoon moet kunnen rekenen op de bijstand van een gebarentaaltolk op het politiebureau of de rechtbank. Een persoon met een mentale beperking moet een vertrouwenspersoon kunnen meenemen. Pas dan kan hij zijn rechten als slachtoffer ten volle uitoefenen.

Dit is en blijft een groot pijnpunt in de vele EU-landen. Er is dus nood aan sensibilisering en opvolging. Daarom moet het recht te begrijpen en begrepen te worden een belangrijk aandachtspunt zijn voor de Commissie bij de opmaak van het verslag omtrent de implementatie.

Mr President, my sympathies go out to all those who have suffered at the hands of terrorists across Europe and beyond, especially in my own constituency in Northern Ireland for over 40 years. Historically, terrorists have not worked in isolation, but have shared expertise, knowhow and equipment between their groups. It is therefore only right that we share best practice in protecting and supporting the needs of innocent victims and survivors of terrorism. Innocent victims and survivors of terrorism need support long after the media spotlight has shifted elsewhere. In my constituency, many individuals, families and communities continue to bear the physical and emotional scars associated with decades of terrorism. The needs of innocent victims and survivors are complex and evolve over time. Innocent victims and survivors have the right to truth and justice. They also have the right not to be retraumatised by terrorists seeking to glory in their acts of terror. In closing, we must clarify and clearly differentiate between innocent victims and perpetrators. Those who have sought to maim and murder are not victims. I support the victims, not the victim-makers.

  Brian Hayes (PPE). Mr President, I welcome this proposal and I want to congratulate my colleague Teresa for her work in highlighting the need of victims right the way across our society. As others have said, we have a responsibility to help those people who are innocent victims of terrorism, right the way across the 28 Member States of the European Union.

In our own country in Ireland, we were subjected for over 35 years to an illegal, criminal campaign by the IRA and other organisations which killed people, intimidated people, criminalised people, and especially ensured that the proceeds of their activity in crime were put underground and used for other alleged activity.

The point is this: we have a responsibility to support people who are dealing with their injuries and who are dealing with bereavement. In the circumstances where our country, especially, has gone through a transformative process as a result of the reconciliation – the peace agreement – we need to do much more now.

I call on the Commission to see within six months whether or not all Member States of the European Union have transposed the legislation that this House passed, and I call on the Commission to name those Member States where much more needs to be done.

Simplemente quiero que usted me dé un segundo para recordar, en este debate sobre las víctimas, a las víctimas fallecidas hace dos días en un ataque a la embajada española en Kabul. Como víctimas europeas, creo que esos dos policías de la embajada española en la ciudad de Kabul merecen ser recordados en este debate sobre víctimas del terrorismo.

Κύριε Πρόεδρε, μετά τις αιματηρές τρομοκρατικές επιθέσεις του Daesh στο Παρίσι με τους εκατοντάδες νεκρούς και τραυματίες, είναι αναγκαίο να προχωρήσουμε στην αποφασιστική αντιμετώπιση της τρομοκρατίας και στην προστασία των θυμάτων της. Εκφράζουμε, λοιπόν, τη συμπαράστασή μας στις οικογένειες των θυμάτων της τρομοκρατικής επίθεσης του Daesh. Η εφαρμογή της σχετικής οδηγίας 2012/29/ΕΕ στα κράτη μέλη της Ευρωπαϊκής Ένωσης ανοίγει ένα πρώτο πεδίο προστασίας των θυμάτων της τρομοκρατίας. Όμως τούτο δεν είναι αρκετό. Απαιτείται η θέσπιση νέας οδηγίας, ειδικά για την προστασία και την συνδρομή των θυμάτων της τρομοκρατίας, ιδίως μετά τις μαζικές τρομοκρατικές επιθέσεις των τζιχαντιστών. Πρόκειται πλέον για επιτακτική ανάγκη.

Για να αντιμετωπιστεί καλύτερα η απειλή και για να υπάρξει προστασία των θυμάτων, πρέπει να αντιμετωπιστεί ιδεολογικά και πολιτικά ή τρομοκρατία, ειδικότερα όσον αφορά την δράση του Daesh. Πιστεύω ότι πρέπει να ληφθούν μέτρα κατά της Τουρκίας και κατά εκείνων των αραβικών χωρών που στηρίζουν τον Daesh στη Συρία. Πρέπει επιπλέον να εδραιωθούν η ειρήνη και η κοινωνική δικαιοσύνη στη Μέση Ανατολή.

Señor Presidente, la amenaza terrorista global, las peculiaridades de las acciones que comete, la tipología y número de afectados de este tipo de ataques y su significado nos obligan o a completar la Directiva de víctimas o a elaborar una norma específica para las víctimas del terrorismo global, porque estamos ante un fenómeno nuevo y distinto a lo conocido hasta hoy: unos hechos que requieren un estándar mínimo de atención a nivel europeo, una base que facilite la visibilidad y accesibilidad de la ciudadanía a estos programas, que limite la carga burocrática para los usuarios en situaciones de prestación multinivel y multidisciplinar, que garantice la sostenibilidad de la asistencia y que asuma la dimensión transnacional del problema.

Las víctimas necesitan empatía, humanidad y comprensión pero, además, eficacia y servicios en toda la Unión Europea.

Tenemos que combatir a los terroristas y sus delitos desde la democracia, desde la inteligencia pero, además, estamos obligados a amparar a las víctimas que sufren en primera persona, por puro azar, el ataque con el que el totalitarismo quiere destruir nuestra libertad, nuestros valores y nuestros modos de vida.

  Romana Tomc (PPE). Žal se moramo v zadnjem času namesto s pozitivnimi vsebinami, na primer, kako zagotoviti več delovnih mest in kako ponuditi boljšo prihodnost za naše mlade, vse večkrat ukvarjati s preprečevanjem terorizma in odpravo posledic, ki jih ta prinaša.

Ko se napad zgodi, smo vsi šokirani. Seveda upamo, da bodo ukrepi, ki jih sprejemamo, učinkoviti in da bomo napade lahko preprečili, vendar realnost je drugačna. Žrtve so. In vsi, ki preživijo teroristični napad, in njihovi svojci so zaznamovani za celo življenje.

Zelo pomembno je, da se tega zavedamo, in zato moramo narediti vse, kar je mogoče – najprej, da do napadov ne bi prišlo, če pa že pride, potem je treba stopiti korak naprej in čim bolj zmanjšati posledice, nuditi vso pomoč, skupaj z vsemi organizacijami, tako finančno kot pravno in psihično za žrtve in njihove svojce.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, Europa je nedvosmisleno kontinent tolerancije, ali je nažalost Europa nedvosmisleno i kontinent s dugom povijesti terorizma. Sjetimo se Crvenih Brigada, skupine Baader-Meinhof, ETA-e, IRA-e i svih onih terorističkih napada koje smo recentno imali u Madridu, Londonu, sada i u Parizu. Sve je to povijest terorizma na tlu Europe.

I zato je ova direktiva prijeko potrebna. Mi zaista moramo iskazati maksimalnu solidarnost sa žrtvama, uključujući kompletan sustav, kako onaj od europske razine pa do lokalne razine, jer se jedino na taj način zaista može pomoći žrtvama, jer oni svugdje žive u nekom gradu, u nekom mjestu.

Uključivanje socijalne skrbi, uključivanje nevladinih udruga, uključivanje zdravstvenog sustava, uključivanje svih onih koji mogu pomoći žrtvama kroz ovakvu direktivu definitivno je dobrodošlo i zato podržavam ove namjere koje Komisija ima u ovom trenutku.

  Franc Bogovič (PPE). Dvajseto stoletje je zaznamovala cela vrsta totalitarnih sistemov. Evropo, kjer je bilo ogromno število žrtev, in mnogim med njimi ni bilo enostavno priznanih pravic in statusa žrtev.

Drugo polovico dvajsetega stoletja pa so zaznamovale politične skupine, ki so na poseben način – v Španiji in na Irskem, Italiji, Grčiji – bile svoj politični boj in pustile za sabo celo množico žrtev.

Sedaj pa se soočamo z množičnim terorizmom, kjer praktično nihče ne ve, kdaj, na katerem mestu bo udaril terorizem, ki nasprotuje družbeni ureditvi, nasprotuje družbenim ureditvam in politikam posameznih držav, zato pušča za sabo celo vrsto žrtev.

Podpiram to, kar je kolegica danes pripravila. Se pravi predlog, da pripravimo direktivo in se na ta način posvetimo na eni strani žrtvam, ki jih pušča za sabo terorizem, po drugi strani pa tudi preprečimo razloge, zakaj do terorizma sploh prihaja.

  Elżbieta Bieńkowska, Member of the Commission. Mr President, I would like to thank the honourable Members for all their valuable remarks. I will pass the general spirit of this debate to Commissioner Jourová, but let me conclude with a few things.

The Commission is very much committed to countering terrorism and radicalisation. I am particularly grateful to Parliament for its report on the prevention of radicalisation and recruitment of European citizens by terrorist organisations, adopted just a few weeks ago. I think that the very close cooperation between all of the actors at different levels – national and local – is very much crucial, and we should encourage greater cooperation between actors on the ground, including in support of victims of terrorism and their families. The Commission recognises the different situations of the victims of terrorism and the victims of general and other crimes, and that is why we proposed the new directive that I was talking about, which includes support for victims of terrorism and their families. The Commission counts very much on support from Parliament for a swift adoption of the proposed directive on combating terrorism. I will also pass the message to Commissioner Jourová on your request for checking the timing for the implementation of this directive.

Pero ya antes lo habían hecho los de Charlie Hebdo en enero de este mismo año, y los de Londres en 2006, y los de España en la terrible masacre del 11 de marzo de 2004. Los socialistas españoles en el Parlamento Europeo representamos a una sociedad, la española, escarnecida por décadas de lucha contra el terrorismo de ETA. Siempre supimos a lo largo de esta historia de lucha antiterrorista, en la oposición y en el Gobierno, colocar fuera del debate entre partidos políticos la lucha contra el terrorismo. También por el compromiso con las víctimas. Por la dignidad. Por la memoria. Por la justicia. Por la verdad. Por la reparación del dolor causado a toda la sociedad.   Carlos Coelho (PPE), por escrito. Nenhuma comunidade, nenhuma pessoa devia ser vítima de terrorismo ou de qualquer outro crime. No passado recente, contudo, fomos lembrados dessa condição, um pouco por toda a Europa, com particular intensidade. Fomos também lembrados da especial natureza das vítimas do terrorismo, cujos impactos vão - não raras vezes - para lá da dor física, das consequências diretas. Este ano entra em vigor a Diretiva (horizontal) relativa à proteção das vítimas, que visa assegurar, numa Europa cada vez mais móvel, que todos os cidadãos europeus tenham um conjunto de garantias, mesmo quando fora do país da sua residência.

Contudo, é consensual que, assim como as vítimas do tráfico de seres humanos, também as vítimas de terrorismo obrigam a cuidados específicos. Vi, por isso, com muito agrado, a proposta apresentada pela Comissão no passado dia 2 que, no âmbito da Agência Europeia para a Segurança, pretende introduzir um regime específico, complementar à Diretiva horizontal. Agradeço, também, à Comissária por ter trazido a este debate a confirmação de que esta será uma prioridade da Comissão. Não sendo possível garantir que nunca mais teremos ataques terroristas em solo europeu, garantamos pelo menos que as nossas vítimas sofrem o menos possível.
