  Bart Staes, Rapporteur. De Milieucommissie heeft op 1 december een resolutie aangenomen om bezwaar te maken tegen het op de markt brengen en het invoeren van een bepaalde maissoort van Monsanto, de NK603 en T25. Wij verzoeken de Commissie om deze vergunning niet te verlenen. Dat gebeurt in de context van het debat over het democratiseren van het besluitvormingsproces rond GGO's. Dat gebeurt ook in de context van het debat over de veiligheid van bepaalde chemische stoffen, met name glufosinaat en glyfosaat, twee pesticiden die in het betrokken GGO zorgen voor resistentie.

Het Europees Parlement heeft dit debat dus vandaag geagendeerd en wel op het eerste moment dat mogelijk was na de stemming in de Milieucommissie. Dit was het vroegste moment om daar plenair over te kunnen debatteren. En wat merken we? De Commissie heeft al op 4 december, 3 dagen nadat de Milieucommissie bezwaar aantekende en nog vóór dit plenaire debat, besloten om dit GGO toch toe te laten.

Commissaris, u zou de boodschap moeten overbrengen aan uw collega Andriukaitis: dit gedrag van de Commissie is indecent. Het is een provocatie. Het is een volledige minachting voor de politieke uitspraken van het Europees Parlement en eigenlijk is dit ook erg schadelijk voor de wederzijdse relatie tussen Commissie en Parlement. Collega's, ik denk dat we dit eigenlijk niet zomaar over ons heen kunnen laten gaan.

We zijn verder af dan ooit van de beloftes die Commissievoorzitter Juncker ons op 15 juli 2014 heeft gedaan en van de daarbij naar voren gebrachte politieke richtlijnen waarbij hij aankondigde dat de Commissie geen besluiten meer zou nemen inzake GGO's tegen een meerderheid van lidstaten in. We zijn verder af dan ooit van dat debat.

De Commissie heeft een poging gedaan om rond de invoer van GGO's met nieuwe wetgeving te komen. We hebben dat voorstel op 28 oktober jl. van tafel geveegd en de Commissie gevraagd om met een nieuw voorstel te komen, maar de Commissie weigert dit. Ondertussen gaat de Commissie verder met het toelaten van de invoer van GGO-planten in de Europese Unie. In 2015 zijn er meer dan ooit tevoren dit soort GGO's toegelaten.

Verder gaat dit debat natuurlijk ook over de transparantie van de besluitvorming bij de Commissie. Ik heb de Wet Openbaarheid van Bestuur gebruikt om te weten te komen hoe het voorstel van de Commissie tot stand is gekomen. Ik heb een dik pak papier gekregen, waarin allerlei zaken zwart zijn gemaakt. Dit noem ik ondemocratisch, niet transparant. Dus, commissaris, ik zou u willen vragen dat de 12 opties die de Commissie voor zich had liggen om tot grotere democratisering van de wetgeving te komen, aan ons overmaakt. Ik denk dat dat van enig respect zou getuigen.

Ten tweede: het volksgezondheidsvraagstuk. Het betrokken GGO dat u nu hebt toegelaten is resistent tegen pesticiden glufosinaat, een zeer toxische chemische stof, en glyfosaat. Dit tegen de achtergrond van de discussie waarbij het Internationale Agentschap voor Kankeronderzoek heeft gezegd dat deze stof waarschijnlijk kankerverwekkend is. EFSA zegt dat dat niet het geval is. Er is een brief gekomen van 96 wetenschappers die de methodes van de EFSA ondergraven. Zij zeggen dat dit niet correct is gebeurd en tegen die achtergrond laat u, Commissie, laat u, commissaris, een stof toe die resistent is tegen deze stoffen en waar tenminste discussie over bestaat.

Dus, commissaris, ik zou u willen vragen: geef antwoord op onze vragen, trek die vergunning in en zorg ervoor dat wij de opties krijgen om tot redelijke wetgeving te kunnen komen en collega's, laten we inderdaad tonen dat we ons niet laten intimideren door de Commissie, laten we woensdag deze resolutie van de Milieucommissie aannemen.

  Elżbieta Bieńkowska, Member of the Commission. Madam President, thank you for giving the Commission the opportunity to react to this draft motion for a resolution on the implementing decision of the Commission authorising the placing on the market of genetically modified maize NK603xT25 for food and feed.

First of all, I would like to recall that the European regulatory system for GMOs is among the strictest worldwide. It was adopted and agreed by the European Parliament as the co-legislator. The decision on authorisation that you will discuss today, as with all other decisions on the authorisation of GMOs for food and feed use, is adopted in accordance with the so-called examination procedure set out in Regulation No 182/2011 on comitology. Under this procedure, I acknowledge that the European Parliament has a right of scrutiny concerning the question of whether the draft authorisation exceeds the implementing powers granted to the Commission. From our point of view, this is not the case and I will try to explain why.

This regulation provides that decisions on the authorisation of GMOs for food and feed use are adopted by the Commission following several procedural steps. Therefore, allow me to clarify that these steps have been followed for the decision on the authorisation of the aforementioned maize. The application for authorisation to place this GMO on the EU market was submitted in 2010. The European Food Safety Authority performed a comprehensive risk management of this product. This was based on the highest scientific standards, taking into account the positive expert opinions already granted separately for NK602 and T25, both of which are authorised in the EU.

In July 2015, EFSA published a favourable opinion which concluded that GM maize NK603xT25 is safe for human and animal health and for the environment. Member States, of course, were able to comment on the risk assessment, and EFSA has addressed all their comments in its final opinion.

The public also commented on the EFSA opinion, and all of the scientific comments which were received were scrutinised by EFSA. Based on the positive EFSA opinion, the Commission submitted a draft implementing decision for the authorisation of this GMO to a vote of the standing committee on 19 October 2015. The Member States did not reach a qualified majority against or in favour of this draft decision. In accordance with the comitology rules and the GMO legislation, the Commission proposed the draft decision of authorisation to the appeal committee on 10 November 2015. Again, the Member States did not reach a qualified majority in favour or against.

All these procedural steps followed by the Commission are fully in line with the existing legislation. Therefore, I hope you will appreciate that the Commission did not exceed its implementing powers, as it endeavoured to explain to members of the Environment and Public Health Committee on 1 December 2015.

Consequently, the Commission continued to proceed with the draft authorisation decisions for maize NK603xT25 and adopted it on 4 December 2015.

  Renate Sommer, im Namen der PPE-Fraktion. Frau Präsidentin! Es ist jetzt 16 Jahre her, dass ich als Berichterstatterin für meine Fraktion im Vermittlungsverfahren über die sogenannte Freisetzungsrichtlinie verhandelt habe, die die Zulassung und den Anbau von GVO in der Europäischen Union regelt.

Damit haben wir das bis heute strengste Zulassungsverfahren für GVO weltweit geschaffen. Und noch nie gab es so viele grüne für dieses Thema zuständige nationale Minister in den Mitgliedstaaten wie zu der Zeit. Alle haben Ja gesagt zu dieser Freisetzungsrichtlinie. Alle Fraktionen dieses Parlaments haben Ja gesagt, es war ein parlamentsübergreifender Kompromiss.

Sich hinterher hinzustellen und zu sagen: Oh, das vergiftet uns alle, und dieses Zulassungsverfahren in Frage zu stellen – das höre ich jetzt seit vielen Jahren immer wieder, ich kann es schon bald nicht mehr ertragen.

Das Zulassungsverfahren ist in Ordnung, das sind gute Regeln. Die Kommission hat richtig gehandelt, diesem Mais die Zulassung zu erteilen. Denn die EFSA hat gesagt: Der ist in Ordnung. Genau das steht in diesem Gesetz, einem der strengsten der Welt überhaupt. Und dann stellt man sich hin und sagt: Ach, wir als Parlament dürfen uns das nicht bieten lassen. Nein, die Kommission muss entscheiden, weil die Mitgliedstaaten sich eben nicht entscheiden, weil sie sich aus populistischen Gründen vor einer Entscheidung nach wie vor drücken. Sie haben Angst vor der eigenen Bevölkerung.

Aber was wollen Sie mit der Ablehnung dieses Maises? Erklären Sie der Bevölkerung auch was passiert, wenn wir keine GVO-Futtermittel mehr haben? Wir brauchen sie, wir können nur 5 % des benötigten Sojas selbst erzeugen. Wir können unsere Tiere nicht mehr füttern und Sie können nur mit dem alternativen Landbau die Bevölkerung nicht mehr füttern.

  Guillaume Balas, au nom du groupe S&D. Madame la Présidente, Madame la Commissaire, ce qui est insupportable, c'est de voir la manière dont tout cela se passe. On a aujourd'hui, comme première source législative, un Conseil des chefs d'État et de gouvernement qui est incapable de se mettre d'accord. Résultat: aucune décision n'est prise. En revanche, la deuxième source législative, à savoir nous, le Parlement européen, a très clairement rejeté, aujourd'hui, en commission de l'environnement, la validation de ce produit qui est extrêmement dangereux, notamment du fait de sa résistance à des produits chimiques, eux-mêmes très dangereux. Puis, la Commission, qui émane justement du Parlement et du Conseil, décide toute seule de ce qu'il faut faire, alors que la source de légitimité démocratique qui est la nôtre, le Parlement, a refusé. Il y a là un incroyable déni démocratique qui montre justement, Madame du PPE, que les procédures qui ont été adoptées antérieurement souffrent aujourd'hui d'un déficit démocratique.

Alors, rendez-vous compte que si on veut une Europe dans laquelle les citoyens aient confiance, il faut absolument que vous revoyiez votre décision et que vous fassiez en sorte de nous écouter.

  Julie Girling, on behalf of the ECR Group. Madam President, that was not a paean to democracy: that was a paean to populism. That was saying, Commissioner, that if you get a majority in this place, regardless of any of the regulations in place and regardless of any of the opportunities that you may have had to change that regulation – for example when you had the opportunity to reject GM feed on subsidiarity grounds, you did not take it, this House rejected it – you now want it to come back in through the back door. We do not have that availability. That is not democracy. Members of this Parliament are misusing the procedures to follow their own pet agendas. Yes, we know they do not like GM – so don’t eat it, don’t grow it, don’t buy it. But they do not have the right to prevent farmers from buying GM feed. It is not against the rules of the European Union. It is not against our current procedures. I think we should reject this rejection outright and see it for what it is: populism, anti-corporatism and downright wrong.

  Tibor Szanyi (S&D), kékkártyás kérdés. Elnök Asszony, tartani fogom a harminc másodpercet. Képviselő Asszony! Én tisztelem az Ön tevékenységét, ezt Ön is tudja nagyon jól, ugyanakkor itt most vitában vagyunk. Itt egy olyan komoly aggodalomról van szó, ami az 500 millió embert magába foglaló közös piacot érinti. Az, hogy azegyik tagország mit csinál, lehet, hogy két-három év múlva nagy hatással lesz egy teljesen másik tagországra, függetlenül attól, hogy annak a tagországnak a kormánya mit csinált. Én azt gondolom, hogy a nagyvállalatok érdekeit előnyben részesíteni ez ügyben nem illik. Köszönöm szépen.

  Julie Girling (ECR), blue-card answer. Insofar as I could detect a question there, my response would be: no, we are not talking about any of that. We are talking about – in front of us – a rejection of a decision that has been made entirely properly and correctly. You have to have some justification to do that, beyond your maniacal belief that GM is killing people. You have to have better justification than that; and none is presented. None.

  Nils Torvalds, för ALDE-gruppen. Fru talman! Det här är en stor oreda, och den handlar egentligen om tre eller fyra saker.

För det första handlar det om kommissionens löfte, om Junckers löfte att förändra systemet. Det gav han senast i somras och kommissionen hävdar att man egentligen har kommit med ett försök att förändra det här, och på den punkten bär sig kommissionen åt på ett sätt som jag känner igen. Alla mina fem barn har burit sig åt på samma sätt: när de inte får sin vilja igenom så stampar de i golvet och säger ”jag tänker inte göra någonting”. Det är ett inte särskilt moget sätt att förhålla sig till den här frågan.

Den andra frågan vi har uppe till behandling handlar egentligen om glyfosater, och det finns faktiskt undersökningar från USA, från Sverige och från Kanada om att glyfosat sannolikt är cancerframkallande. Det är alltså ingen enkel fråga. Det är ingenting som vi bara kan vifta iväg.

Den invändning som nu har kommit fram fäster sig just vid den här frågan, men jag måste säga att min kollega Girling har rätt i den tredje frågan. Det finns inte i det här sammanhanget någon möjlighet att, så att säga, använda våra lagliga metoder. Av den orsaken var jag så illa tvungen att be kommissionen att försöka bära sig åt som om den bestod av fullvuxna människor och att den tog sitt ansvar ifråga om glyfosater.

Min grupp kommer inte att rösta för den här objektionen men samtidigt har jag stor förståelse för den oro som man på den gröna sidan av S&D-gruppen känner för den här tanken.

  Lynn Boylan, on behalf of the GUE/NGL Group. Madam President, I welcome the opportunity to speak in favour of this GM objection that I co-authored. It is simply not acceptable that the Commission announced on Friday that it plans to authorise a GM product just days after the Committee on the Environment, Public Health and Food Safety voted in Parliament to ban it. Juncker has betrayed his pre-election promise to democratise the authorisation procedure, and whilst the Commission also readily accepts that serious flaws exist in this current process, neither seems to be too concerned, given their obvious willingness to continue authorising GMOs.

The European Parliament roundly rejected their GM food and feed proposal earlier this year because it was not fit for purpose. But, crucially, it asked them to come forward with a new and improved one, not to carry on regardless. Until the Commission starts to listen to concerned citizens and MEPs and comes forward with a serious proposal which addresses their worries, the authorisation procedure should be halted. It is farcical that this has not been done to date.

  Martin Häusling, im Namen der Verts/ALE-Fraktion. Frau Präsidentin! Schade, dass Frau Sommer schon gegangen ist, denn sie hätte sich anhören müssen, dass man nach 16 Jahren auch einen Lernprozess durchmachen kann, dass man nach 16 Jahren auch den Prozess der Zulassung überdenken muss. Ich kann nur eines sagen: Wir diskutieren jetzt über zwei Maissorten, Glufosinat- und Glyphosat-resistent, und wir haben gleichzeitig immer eine Diskussion über den Stoff Glyphosat. Und die ist nicht abgeschlossen, das muss man hier sehr deutlich sagen. Es gibt massive Bedenken von Seiten der Weltgesundheitsorganisation, die die EFSA zugegebenermaßen ignoriert. Wir verursachen damit also erhöhten Einsatz von Glyphosat. Das muss uns allen klar sein, wenn wir das zulassen. Und wir verlagern die Risiken natürlich wieder auf den globalen Süden, denn hier haben wir ja keinen Anbau.

Auf wessen Druck kommt denn das immer zustande? Wir haben ja genug Mais. Es geht einfach darum, dass wir billigere Rohstoffe haben wollen, und das ist der Druck der Futtermittelindustrie, der wieder dazu führt, dass wir wieder über Neuzulassung reden. Nicht, dass wir das nicht selber erzeugen könnten, woanders her kommt es halt billiger. Das muss man halt sehen. Wir importieren mittlerweile sieben Millionen Tonnen Mais, davon 25 % gentechnisch verändert. Warum müssen wir diesen Anteil eigentlich noch erhöhen?

Ja, ich weiß, rechtlich muss die Kommission dem Parlament jetzt nicht zuhören, aber die Kommission sollte das Votum des ENVI-Ausschusses nicht ignorieren. Aber es ist eine Provokation – das muss man ehrlich sagen –, nach einem Votum im ENVI die Zulassung auszusprechen. Und es ist auch eine Provokation, während des Prozesses, den uns Herr Juncker ja versprochen hat, ein neues Verfahren zu entwickeln, während dieses Prozesses jetzt wieder Fakten zu schaffen.

Die Kommission hat eine krachende Niederlage mit ihrer Vorlage eingefahren, die alle für untauglich hielten. Was wäre denn die Folge? Dass die Kommission mit einem neuen Verfahren, demokratischeren Verfahren, rechtlich sicheren Verfahren und einer Überprüfung der Kriterien der EFSA hier nochmal ins Parlament kommt und einen tauglichen Vorschlag vorlegt, um eine Neuordnung des Zulassungsverfahrens zu haben, und nicht hier neue Fakten schafft, die keine Mehrheit finden im Parlament.

  Eleonora Evi, a nome del gruppo EFDD. Signora Presidente, onorevoli colleghi, ci troviamo dinanzi a diversi problemi gravissimi. La Commissione in realtà gioca secondo le regole, questo è vero. Il problema è che misure che sono eccezionali stanno diventando ordinarie. Di fatto il deficit di democrazia che c'è nelle procedure è sempre più evidente e lo stesso Juncker, è stato citato, aveva promesso, in occasione della sua elezione a Presidente della Commissione europea, di risolvere questo problema.

La proposta che abbiamo ricevuto di fatto è una proposta finta, una proposta che non stava in piedi e pertanto il Parlamento giustamente l'ha bocciata. Siamo davanti però ad un'altra questione, la questione dell'incertezza delle valutazioni scientifiche. Sembra tutto interpretazione in questa estrema interpretazione di regole e di dati scientifici. Credo che i cittadini europei non possano che essere confusi e sempre più lontani da queste istituzioni. Lo abbiamo anche citato e il glifosato è legato a doppio filo con l'autorizzazione di questo mais, non fosse peraltro che entrambi i prodotti sono prodotti che, in uso combinato, hanno un'applicazione commerciale e quindi è un altro dato da tenere in considerazione il fatto che il glifosato stesso sia valutato da un'agenzia europea e da quella internazionale in maniera completamente diversa.

Quindi – chiudo, sono velocissima – dobbiamo dimostrare di applicare il principio di precauzione in modo tale da proteggere davvero la salute dei cittadini e l'ambiente.

  Georg Mayer, im Namen der ENF-Fraktion. Frau Präsidentin! Genetisch veränderte Maissorten, um dann Tiere damit zu füttern, die wir selbst am Ende alle essen werden – davor graut mir, mir geschätzte Kollegen.

Ein derart massiver Eingriff in die Natur und den biologischen Aufbau der Natur, der kann auch nur schädlich sein. Die Folgen dessen sind auch noch gar nicht abschätzbar, und sie werden ganz massiv sein. In Österreich zum Beispiel und als Freiheitlicher kann ich Ihnen sagen, dass wir die Veränderung der Genetik von Lebensmitteln im Allgemeinen, aber auch jeden Eingriff im Speziellen in die Genetik von Lebensmitteln und von Tieren generell ablehnen.

Das soll auch so bleiben. Wir wollen das als Österreicher auch selbst bestimmen können. Denn in Österreich etwa ist es nicht möglich, gentechnisch veränderte Lebensmittel anzubauen. Das ist auch mit für uns ein ganz wesentlicher Grund, warum wir etwa die TTIP so massiv ablehnen. Mir fällt in dieser Debatte nur ein Zitat aus Goethes Zauberlehrling ein: Die Geister, die ich rief, die werd ich nun nicht mehr los.

  György Hölvényi (PPE). Elnök Asszony, Biztos Asszony! Az uniós GMO-engedélyezési rendszer az elővigyázatosságra, még egyszer hangsúlyozom: az elővigyázatosság elvére kell, hogy épüljön. S ennek megfelelően a génmódosított termékek biztonságáról az engedélyezés előtt kell meggyőződni.

A szakértők széles köre – és itt többek ezt már elmondták – az NK603xT25-ös kukorica egészségbiztonsággal kapcsolatos vizsgálatoknak a megfelelőségét megkérdőjelezi. Az elvégzett kockázatértékelés kapcsán ugyanis a következő hiányosságok tapasztalhatók – s nem akarok itt kémiai dolgokba belemenni, de azért egyszeres módosítások adatai alapján határozták meg –: az argonómiai és fenotipikus karakterisztikát vizsgálva ez a génmódosított kukorica különbözött a hagyományos párjától. Érthetetlen volt, hogy az EFSA a szignifikáns különbségek egyikét sem tartotta fontosnak.

Kifogásolandó az is, hogy noha hosszabb távú állatetetési kísérleteket kellett volna végezni annak érdekében, hogy megállapítást nyerjen: ez a termék valóban nem jelent kockázatot, ez nem történt meg. Felhívom a figyelmet arra, amit itt már, ugye, megint csak többen elmondtak, hogy a kukorica ellenálló a foszfát hatóanyagú herbicidekkel szemben. Termesztése során tehát ezen növényvédő szerek fokozott használata következhet be. Az ezzel kapcsolatos gyomirtó szert 2015-ben a WHO valószínűsítetten humán karcinogén csoportba sorolta. Tehát mindenképpen támogatom a szóban forgó génmódosított elleni állásfoglalást.

  Susanne Melior (S&D). Frau Präsidentin! Es sind von meinen Kolleginnen und Kollegen schon viele Dinge gesagt worden.

Die Dinge, auf die man noch einmal explizit hinweisen muss, sind: Es geht hier nicht allein um einen gentechnisch verändertes Futtermittel, sondern es geht um ein gentechnisch verändertes Futtermittel, das Glyphosat und Glufosinat aushalten soll. Das heißt, die Kombination ist einmal mehr kritisch zu bewerten. Deswegen haben wir im Umweltausschuss darüber auch noch einmal gesprochen und uns die Karten auch entsprechend gelegt. Das heißt, wir haben die Kommission eigentlich gebeten, von der Zulassung abzusehen. Ich halte das immer noch für richtig.

Der zweite Grund ist auch schon hier in der Diskussion angeklungen. Wir haben uns in diesem Parlament nicht verständigen können, wie wir gentechnisch veränderte Futtermittel dann zur Anwendung bringen wollen. Diese Vorlage, das ist auch gesagt worden, ist mit großer Mehrheit zurückgewiesen worden. Deswegen noch einmal: Bevor wir darüber nicht Klarheit haben, sollten wir kein weiteres gentechnisch verändertes Futtermittel zulassen.

  Franc Bogovič (PPE). Zelo pričakovana razprava, ko govorimo o gensko spremenjenih organizmih, kajti, kot vidimo, tudi stroka ni enotna in ima različna mnenja o vplivih gensko spremenjenih organizmov.

Sam sem eden izmed tistih, ki prisegajo na previdnostni princip pri GSO-jih, zato se mi zdi povsem nepotrebno, da se s takšno ihto spravi skozi ta postopek, kajti mislim, da smo v nekem občutljivem trenutku, ko bi morale imeti tudi inštitucije med sabo določeno spoštovanje, predvsem pa moramo spoštovati ljudi, ki so večinsko proti uporabi GSO-jev v Evropi.

Prav tako se sam osebno zelo sprašujem, ali res rabimo imeti takšne GSO semena koruze, ki bodo odporna na glifosat in glifosinat. Če se mi postavlja vprašanje, da zelo težko pridelamo dovolj soje, ker vemo, da se večina soje pridela širom po svetu iz GSO-jev, sem pa trdno prepričan, da lahko pridelamo dovolj koruze brez tega GSO semena.

  Karin Kadenbach (S&D). Frau Präsidentin, Frau Kommissarin! 179 Kilogramm Lebensmittel pro Person werden in der EU durchschnittlich im Jahr weggeworfen. Cirka 300 Kilogramm Lebensmittel entlang der gesamten Wertschöpfungskette.

Da kann mir keiner kommen und sagen: Wir brauchen gentechnisch veränderten Mais oder Soja, um die Europäerinnen und Europäer zu ernähren. Der Grund kann in Wirklichkeit nur der sein, Produkte auf den Markt zu bringen, die zum Beispiel einen Pestizideinsatz überleben.

Wenn wir aber auf der anderen Seite schon darum kämpfen, Glyphosat von unseren Feldern zu bringen, weil wir wissen, dass es nachhaltig für Menschen und für Tiere schädlich ist, warum brauchen wir dann einen Mais, der diesem Glyphosat gegenüber resistent ist?

Das heißt, wir brauchen ihn zweifach nicht: Wir brauchen ihn nicht für die Ernährungssicherheit, und wir brauchen ihn auch nicht, um gegen diese Pestizide, Herbizide und Insektizide geschützt zu sein. Das heißt, auch wenn Sie vielleicht prozentual Recht haben: Sie haben hier als Kommission ihr Versprechen nicht gehalten.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, την Τρίτη 1η Δεκεμβρίου του 2015 η Επιτροπή Περιβάλλοντος, Δημόσιας Υγείας και Ασφάλειας των Τροφίμων του Ευρωπαϊκού Κοινοβουλίου αποφάσισε να μην επιτραπεί η χρήση του γενετικά τροποποιημένου αραβόσιτου ΝΚ 603Τ25 για τροφές και ζωοτροφές. Και τι έκανε τότε η Επιτροπή; Έσπευσε, άρον άρον, να εγκρίνει αυτό ακριβώς τον γενετικά τροποποιημένο αραβόσιτο της Monsanto. Ταυτόχρονα, εκκρεμεί η περίπτωση του glyphosate για το οποίο ο Παγκόσμιος Οργανισμός Υγείας αποφάσισε, τον περασμένο Μάρτιο, ότι μπορεί να χαρακτηριστεί ως πιθανά καρκινογόνο.

Επομένως, έχουμε εδώ μία περίπτωση θέματος που δεν είναι νομικό αλλά ξεκάθαρα πολιτικό. Οφείλει η Επιτροπή να τηρήσει τις δημοκρατικές της υποχρεώσεις της έναντι του Ευρωπαϊκού Κοινοβουλίου, το οποίο λαμβάνει πολύ συγκεκριμένες αποφάσεις που είναι αντίθετες προς όσα πράττει η Επιτροπή.

  Ivan Jakovčić (ALDE). Gospođo predsjednice, postavljam jedno etičko, generalno pitanje svim onima koji ovdje zagovaraju genetski modificirane organizme. Mi ćemo očito usvojiti ovu direktivu, mada joj se ja strašno protivim, imat ćemo genetski modificirani kukuruz na našim poljima kao stočnu hranu za uskoro klonirane životinje. Ovdje, u ovoj sabornici, mnogi nažalost zagovaraju genetski modificirane organizme. Mnogi ili barem neki pojedinci ovdje zagovaraju i kloniranje životinja.

Pitam svih nas ovdje jesmo li svjesni naših odluka? Jest ćemo klonirane životinje koje se hrane genetski modificiranim organizmima. Ja Vas molim, gospođo povjerenice, da poručite Vašim kolegicama i kolegama da povuku ovu odluku i da krenemo razmišljati na drugačiji način kako da rješavamo našu prehranu.

Senhora Presidente, estamos perante um belíssimo exemplo dos interesses que serve a Comissão Europeia e já agora também do tipo de democracia que impera nas instituições da União Europeia. Poucos dias depois de a Comissão de Ambiente do Parlamento Europeu formular uma objeção à autorização do milho geneticamente modificado NK603 T25 da Monsanto, eis que a Comissão Europeia, na ausência de um consenso dos Estados-Membros, decide autorizar a introdução no mercado deste mesmo milho transgénico.

Para além dos seus contornos antidemocráticos, também o conteúdo concreto da decisão assume a maior gravidade. Este é um milho geneticamente modificado para tolerar dois herbicidas, o glufusinato e o glifusato. O primeiro é classificado pela própria União Europeia como tóxico para a reprodução; já o segundo é classificado pela Organização Mundial de Saúde como potencialmente cancerígeno.

O descrédito total do atual mecanismo de autorização de OGM na União Europeia exige a suspensão imediata de novas autorizações até que o Presidente da Comissão Europeia cumpra a sua promessa e apresente um novo mecanismo.

  Bronis Ropė (Verts/ALE). Europos Komisijos sprendimas, kuriuo autorizuota nauja genetiškai modifikuota kukurūzų veislė, yra dar vienas arogancijos pavyzdys. Atkreipiu jūsų dėmesį, kad minėta kukurūzų veislė yra anksčiau autorizuotos veislės 603 , kuri yra liūdnai pagarsėjusi dėl Prancūzijos mokslininko Seralini tyrimų, hibridas. Jis nustatė, kad šis GMO laboratorinėms pelėms sukėlė daugybinius negalavimus ir auglius. Bandyta paneigti šio tyrimo išvadas. Prie kritikos bangos prisidėjo ir Europos maisto saugos agentūra. Tačiau dviejuose Paryžiaus teismuose, lapkričio 6-tą ir 26-tą dienomis, mokslininkas apgynė savo garbę. Todėl Europos Komisija turėtų rimčiau vertinti šių GMO potencialius pavojus žmonių ir gyvūnų sveikatai. Palaikau šią Europos Parlamento rezoliuciją ir kviečiu Komisiją pagaliau pradėti dirbti ne prieš Parlamentą, o kartu su juo.

Madam President, first of all let me say that I will of course transmit all your remarks and all your concerns to Commissioner Andriukaitis to allow him to respond in detail to your questions. Allow me now to react to some of the comments made. Firstly, many of you referred to the commitment that was made by President Juncker. Let me remind you that the commitment was to review the decision-making process for GMOs in order to give more possibilities to Member States to express their views and take into account the concerns of their citizens. The commitment was met with proposals that give legal capacity to the Member States concerning the use of EU-authorised genetically-modified food and feed on their territory based on national reasons unrelated to risks to health and the environment.

Your draft resolution makes reference to the decision of the European Parliament on 28 October 2015 to reject these legislative proposals. The Commission regrets the decision of the European Parliament, because the Commission believes that this legislative proposal would enable Member States to address, at national level, considerations which are not covered by the EU decision-making process. The Commission, therefore, maintained this proposal, which should be discussed in the Council at the beginning of 2016 as the next step in the ordinary legislative procedure.

As a second point, I want to say that the Commission is aware of your concerns as regards the herbicide glyphosate. I would like to recall that the approval of active substances for plant protection products, such as glyphosate, and the setting of maximum residue levels for herbicides in food and feed products are not regulated by GMO legislation, but by the Regulation on Pesticides and Maximum Residue Levels. The review procedure for glyphosate is ongoing. Please be reassured that your concerns are duly noted in this regard.

As regards the request in the resolution to suspend GMO authorisation until the authorisation process is reviewed, allow me to stress that the Commission has indeed reviewed the authorisation process. It has consequently proposed to amend the GMO legislation. The proposal is in codecision procedure, and, as usual, the rules in place continue to apply during the negotiations between the co-legislators and until a final agreement is reached. The Commission can therefore only proceed with the GM food and feed application in compliance with the existing legal framework.

In conclusion, let me call on you not to adopt this motion for a resolution. As I have tried to explain, the Commission has fulfilled its duty without exceeding the implementing powers when authorising genetically modified maize NK603xT25.

  Bart Staes, Rapporteur. Ik zit al 16 jaar in dit Parlement en ik ben met de dag verbaasder over de manier waarop de Commissie met dit dossier omgaat!

U zegt dat u gewoon de formele regels volgt, en u doet dat alsof dat allemaal losstaat van een context, een context waarin uw Commissievoorzitter, mevrouw Bieńkowska, heeft gezegd: we gaan ernstig praten over het democratiseren van het besluitvormingsproces, niet alleen voor de invoer van GGO-planten, -voedsel en -veevoer, maar ook voor de cultivatie.

Het eerste dossier hebben we begin dit jaar behandeld. Het tweede dossier hebben we weggehoond, omdat het geen oplossing biedt voor democratisering. Het heeft niets met democratisering te maken. Het gaat om hernationalisering. Hernationaliseren van Europees beleid is geen democratisering van Europees beleid en dat is het fundamentele verschil dat hier op tafel ligt.

Ik dank alle collega's die hebben deelgenomen aan het debat. Ik zie dat de dames die vooral pleiten tegen mijn verslag, tegen mijn resolutie, ondertussen verdwenen zijn. Overigens wil ik al degenen die argumenten hebben ingebracht om deze resolutie te steunen, hartelijk danken. De argumenten liggen voor ons op tafel.

Het gaat om een grove belediging van het Parlement om al op 4 december vergunning te verlenen, niet te wachten tot het debat hier vanavond en de uitslag van de stemming woensdag. Er bestaat twijfel over de gezondheidsaspecten, over het gecombineerde gebruik van glyfosaat- en glufosinaat-gerelateerde herbiciden.

Mevrouw de commissaris, zou u deze boodschap willen overbrengen aan meneer Andriukaitis; wij zullen hem dan uitnodigen in de Milieucommissie om hierover verder te komen debatteren. Trouwens, ik denk dat dat sowieso moet gebeuren, en wel in aanwezigheid van voorzitter Juncker, want het is duidelijk dat hij in dezen niets doet wat hij ons heeft beloofd.
