  Der Präsident. – Sehr geehrte Kolleginnen und Kollegen! Die heutige Debatte ist eine erstmalige und sicher ein Erfolg für das Parlament. Ein weiterer Politikbereich der EU wird heute durch diese Debatte ein Stück demokratischer. Es stellt sich zum ersten Mal der Präsident der Eurogruppe, Jeroen Dijsselbloem, einer Debatte hier im Plenum, um mit den direkt gewählten Abgeordneten über das weitere Vorgehen in der Wirtschafts- und Währungsunion zu diskutieren.

Diese Debatte ist ein entscheidender Schritt hin zu mehr demokratischer Rechenschaftspflicht und zu mehr parlamentarischer Kontrolle in der Wirtschafts-und Währungsunion.

Diese Verbesserung der demokratischen Legitimität ist auch eine zentrale Forderung des Fünf-Präsidenten-Berichts, den sowohl Präsident Juncker als auch Präsident Dijsselbloem mit mir und Herrn Draghi gemeinsam verfasst haben. Mit der heutigen Debatte zeigt das Parlament, dass es bereit ist, seine Verantwortung in diesem Bereich zu übernehmen und ihr nachzukommen.

Liebe Kolleginnen und Kollegen! Diese Debatte ist eine erstmalige – ich sagte es –, aber sie wird auch gebraucht, denn der Eindruck, dass wichtige Entscheidungen in Brüssel vor allen Dingen hinter verschlossenen Türen fallen, ist für ganz viele Menschen in Europa ein ganz großes Problem. Dem entgegenzuwirken und so viel Transparenz und Öffentlichkeit herzustellen wie nur möglich, ist das gesetzte Ziel auch dieser Debatte.

Allerdings ist diese Debatte nur ein Schritt. Denn bisher hat der Präsident der Eurogruppe regelmäßig dem Ausschuss für Wirtschaft und Währungs Rede und Antwort gestanden. Die heutige Debatte soll aber kein einmaliger Schritt sein, wir haben darüber bereits diskutiert, Herr Dijsselbloem.

Das Europäische Parlament – und das habe ich auch in der Debatte um den Fünf-Präsidenten-Bericht eingebracht – will ein volles Mitspracherecht, um die Wirtschafts- und Währungsunion wirklich demokratisch gestalten zu können.

Die EU-Kommission – ich begrüße Präsident Juncker herzlich – hat zum ersten Mal die Empfehlungen für die Eurozone zusammen mit dem jährlichen Wachstumsbericht vorgestellt. Das geht ebenfalls in die richtige Richtung. Die Situation in der Eurozone als Ganzes und nicht immer nur in einzelne Länder zerlegt zu betrachten, kann helfen, Zusammenhänge und länderübergreifende Entwicklungen besser in Angriff zu nehmen.

Ich bin froh, dass die Debatte stattfindet, und ich hoffe, dass diese Diskussion zwischen dem Parlament und Ihnen, Herr Dijsselbloem, sich bald wiederholen kann. Ich freue mich darüber, dass Sie heute gekommen sind, und will mich ausdrücklich auch bei Ihnen persönlich für Ihre Bereitschaft, heute im Parlament zu reden, bedanken.

  Jeroen Dijsselbloem, President of the Eurogroup. Mr President, thank you for inviting me to this plenary session of Parliament. It is the first time I have had the honour to be here. I find it quite intimidating. You, of course, are very much used to this arena, but to me it is still a new experience. It is a sincere pleasure for me to take part in today’s exchange of views on the euro area recommendation. I am sure President Juncker will explain the Commission’s proposal of 26 November. He is best placed for this, so I will not go into the details.

As the Eurogroup President, I support a timely discussion of the euro area recommendation which gives a more prominent role to the euro area dimension in the context of a revamped European Semester. This fits into a necessary push towards a closer coordination of Member States’ economic policies. One lesson learned from the crisis is that Member States that are sharing a single currency need to be particularly mindful of the possible spillovers, both positive and negative, of their domestic policies.

In that sense, I believe, broadly speaking, that the Commission’s draft recommendation raises the right issues. The gradual economic recovery is ongoing and is relatively broadly based across Member States. This shows that the work we have done together over the last couple of years is starting to pay off and bolster confidence. However, since we will not be able to count on several supportive factors, such as low oil prices and a very accommodative monetary policy, forever, we need to ensure that the recovery becomes self-sustained, in particular given the weaker external environment. Therefore it is essential that policy agendas remain focused on investment, structural reforms and, obviously, sustainable and growth-friendly fiscal policies. This is needed to improve competitiveness, in particular by unlocking the euro area’s productive capacity, and thereby fostering higher sustainable and inclusive growth. It is the surest way to address the still unacceptably high unemployment rates and legacy debt in many countries. It is crucial if we want a thriving euro area in a globalised world, and it is also the only way to preserve our European social model.

Although the euro area recommendation and the country-specific recommendations by and large address the right issues, effective economic policy coordination requires attention for implementation at Member State level. Going forward, it will be important to regularly monitor the progress made in implementing the recommendations and enhancing national ownership. This is why the issues I have just mentioned have figured and will continue to figure prominently in the Eurogroup’s work programme, notably in the context of our thematic discussions on growth and jobs.

These discussions are a follow-up to the euro area recommendation, working on best practices and benchmarking, for example on the tax wedge on labour, or pension reforms. And this brings me to the so-called Five Presidents’ Report on completing Europe’s Economic and Monetary Union, which the President of the European Parliament and I co-authored, together with Presidents Juncker, Tusk and Draghi.

The report pointed out that despite significant improvements in recent years, more work is needed to make the EMU more resilient and its institutional architecture more complete in order to maximise the benefits of participating in the single currency to its members. We aimed to strike the right balance between realism and vision, which is reflected in a stage-based approach. Until mid-2017 it proposes short-term measures to make the euro area more resilient, while making the best possible use of the current legal framework. These are intended to pave the way for more far-reaching measures for completing the EMU in the second stage.

Pursuing convergence is a key theme in the report. Over the last years, Member States have made significant steps, but the smooth functioning of a monetary union requires further efforts to reduce divergence in economic and fiscal performance, financial market fragmentation, as well as differences in national institutional architecture. All these aspects are interlinked, and simultaneous progress is needed. It is indisputable in my mind that participation in a monetary union comes with the sharing of sovereignty. The key question is, however, how much sovereignty should be shared under which conditions. In other words, we need to be clear on what we want to achieve, and then determine how to go about it.

The process of deepening the EMU is indeed also about risk sharing, but in order to make progress on this front, Member States need to make progress in further reducing risks. This entails repairing economic and fiscal imbalances through a consistent and faithful application of instruments like the Stability and Growth Pact and the macroeconomic imbalance procedure.

Between risk reduction and risk sharing, we need to work on our economic risk absorption capacity. It will not surprise you that I am convinced that private risk sharing is as important as public risk sharing. The experience in the US has shown that integrated financial markets account for the largest part of the absorption of asymmetric economic shocks. Developing the Capital Markets Union, therefore, should be a priority.

Similarly, we need a comprehensive approach to completing the Banking Union in order to decisively break the vicious sovereign banking nexus. The key element in building the Banking Union was the paradigm shift from bail-out to bail-in. This is a fundamental shift in our approach, where risks will be pushed back to where they belong. But more needs to be done to strengthen the resilience of our banking system. For example, dealing with over 150 national options and discretions left to date, reducing sovereign risks, and applying the bail-in rules in full to ensure a level playing field. This is as important as decisive progress towards a European deposit insurance scheme or a credible backstop to the Single Resolution Fund. The three will have to be brought forward together.

It is essential that we join efforts to build dynamic, flexible and upward converging economies that are supported by a well-integrated financial market with private risk sharing and by sound public finances with fiscal buffers for difficult times.

My plea for further integration at euro area level should go hand in hand with greater accountability, legitimacy and institutional strengthening. This affects national and European policy makers, as well as national parliaments and the European Parliament. As far as the European Parliament is concerned, I believe it should be able to fully exploit its prerogatives under the current treaties and secondary legislation when it comes to the European Semester.

The preparatory work for moving to the second stage of completing the EMU should include a debate on the role and competences of the different institutional actors in a deep and genuine monetary union.

The measures outlined in the Five Presidents’ Report and the recent Commission initiatives to operationalise them are given careful consideration in different fora. I will assume my responsibility and facilitate the non-legislative and legislative procedures, both from the perspective of the Eurogroup Presidency and of the next Presidency of the ECOFIN Council.

Dies ist eine wichtige Debatte, wie der Präsident zu Recht ausgeführt hat, was ja auch die massive Präsenz in diesem Plenarsaal zur Genüge belegt.

I have always said that the European Parliament is the Parliament of the euro, and I say it again today.

The euro is a political project, and that means that it requires political supervision and democratic accountability. You are the Parliament of the European Union, but you are also the Parliament of the euro. This is why I wanted President Schulz to contribute to our roadmap for Economic and Monetary Union – the Five Presidents’ Report, which we presented last June and to which Jeroen was referring.

Our report makes it clear that the legitimacy of the euro is paramount, at least as important as its economic significance and its stability on the financial markets. In the years to come, as we will need to develop and strengthen the common institutions that the single currency demands, that legitimacy will acquire only greater importance.

This has nothing to do with institutional power grabs or federal dreams. This has to do with the pressing reality of the European Union, where so many people are still unemployed, and where our economic recovery is still fragile. From my perspective, the crisis is not over and there should be no complacency. Even if we are helped by the action of the European Central Bank, we only have a short window of opportunity to press ahead with our agenda for reforms, investment and responsible public finances, with social fairness at its core.

The crisis has also been a crisis of legitimacy – at all levels. Economic governance is not about legal rules or numerical percentages: it is about people and it is about the political decisions that affect them. It is about political responsibility and political accountability.

The Five Presidents’ Report makes clear that Parliament should play a central role, starting with its power to legislate, but also its power to hold accountable. The Commission is the natural ally of this House in making sure this is the case, even more so in the future. We are not starting from a blank sheet. Today Parliament is playing a new and growing role in the economic governance of the EU and the euro area, and that is how it should be.

The European Semester of economic policy coordination is more transparent and more accountable now that Parliament is more involved. When Parliament organises its economic dialogues with Member States and with the Commission, the President of the Eurogroup – who is present here and I greet him with the deepest respect – and the President of the ECB, it helps to shape the agenda and delivers parliamentary oversight, and that is vital for our democracy.

Vice-President Dombrovskis, sitting beside me today, was once a Member of this Parliament. As you know, he was also a Prime Minister of his country, where he pursued a successful programme of national reform. If there is one person here who understands why the euro demands democratic legitimacy, it is he. This is why I entrusted him with this particular job. And for the conduct of the European Semester, he is working closely with Marianne Thyssen and Pierre Moscovici, who are also two former Members of this House.

This year, Vice-President Dombrovskis came to debate with you during the preparation of the Annual Growth Survey. I remember that this was a request both from the President of this House and by some Party and Group leaders, like Philippe. He put this forward years ago, but he had to wait until this Commission to have the chance to participate in these kinds of debates. But it was the first time that the Commission had discussed and debated with the Parliament the Annual Growth Survey before the adoption of that important document. Together with Commissioner Moscovici, Valdis Dombrovskis came to debate and report on the Greek programme to you. Again last week, the two of them – together with Commissioner Thyssen – attended a joint meeting of the Committee on Economic and Monetary Affairs (ECON) and the Committee on Employment and Social Affairs (EMPL) to present the priorities we see for 2016. When you invite us, we come. And by doing so, we keep improving the way our economic and fiscal surveillance works – making it more predictable and more transparent, giving more time for discussions and debates, and creating more opportunities for engagement at all levels.

For countries that are experiencing financial instability, I also believe that monitoring is now stronger with this Parliament’s participation. It is this Parliament that can host an open political debate on a country’s adjustment programme.

Before I took office last year, I made it clear that I recognised the shortcomings of the so-called ‘Troika’. I was determined to do things differently, and under this Commission, we have done – and are doing –precisely that. We have also made a new start in that respect together with the President of the Eurogroup.

Today, if a country needs to pursue an adjustment programme, we will see more transparency and more accountability. The Commission is, for instance, conducting social impact assessments so that we can, from the outset, design measures to support the most vulnerable and ensure a fair adjustment. We will report to this House on progress with the programme.

We are implementing these new methods in the new programme with Greece, which for the first time is being done under the European Stability Mechanism – our European financial firewall. This is the first programme for which a full social impact assessment was published, as promised, and presented to the Committees of this Parliament.

I know that – for some of you – all these various innovations do not go far enough, and some of you wanted to re-open and revise the six-pack and the two-pack legislation before the ink was dry. However, if the Five Presidents adopted the approach you find in our report, it is because we were convinced – and I know the large majority of you are equally convinced – that our first task is to implement what was agreed by Parliament and Council and focus on what we have just put in place. Rather than create new uncertainty, let us fully use our newly agreed tools and make them work to the best effect. We know that the provisions of the six-pack and two-pack legislation, which have been in force for just a few years, are both far-reaching and useful in terms of Parliament’s involvement.

All this is part of our pragmatic, yet ambitious, approach to completing Europe’s Economic and Monetary Union. As we promised in the Five Presidents’ Report, we have already launched Stage 1 of the roadmap, which is expected to last until mid-2017. We are ‘deepening by doing’, which means that we are using existing powers and tools to work towards Economic Union, Financial Union, Banking Union and Political Union. It is pragmatic, but it is ambitious.

It is at this stage where we, the Five Presidents, have said that we will make use of all possibilities, including legislative ones, within the existing Treaties. This is why I associated your President with this report. We need this Parliament as our strong partner during this phase.

One concrete example is the recommendation for the economic policy of the euro area that we issued for the first time in November, as promised, at the start of the new European Semester. This is something I had committed to in my State of the Union speech: to create scope and time for an in-depth debate, including in this House, of the priorities for the euro area as a whole, before discussing priorities for individual Member States later in spring.

We are also already coming forward with legislation wherever this is needed, for instance to complete our Banking Union or deepen our Capital Market Union. Just think of our proposal for a European Deposit Insurance Scheme. What could be more urgent than protecting the savings of our citizens and reinforcing their trust in the banking system?

It is not for the Commission to say how Parliament wishes to organise itself, but let me share today a few thoughts on how we might deepen the cooperation between our institutions under Stage 1, now, as we are moving towards Stage 2, which we plan to initiate in spring 2017 on the basis of a white paper.

Firstly, it is good practice for the Commission to seek the views of the European Parliament before we adopt our Annual Growth Survey, as we did this year. I would also hope that priorities for the next European Semester could be debated in as many committees as possible.

Secondly, the Commission is fully committed to making the European Parliamentary Week – which is organised under your guidance, Mr President – a key moment in our economic governance, and to bringing national Parliaments into the process. In our view, these exchanges would best take place at the start of each year in order to shape the European Union and euro area priorities ahead of national discussions on our Member States’ programmes.

Thirdly, when a Member State is pursuing an adjustment programme, we should make full use of the practice of the Commission reporting to Parliament after each review of the programme’s implementation. I know there are further reflections ongoing within this House as to how this could best be done, and I will be happy to consider these in due course.

These arrangements should be part of a new practice between our two institutions, based on reinforced political dialogue. Our two institutions have a common interest to succeed for our citizens. I believe everything which strengthens Parliament will also strengthen the Commission. And I believe Parliament should be vigilant to preserve the role of the Commission in all these discussions.

As you know, there are some who want to weaken the role of the Commission in the management of our common economic and fiscal rules. Some even call for transferring the tasks we have under the Treaty to an agency of technocrats. I am sure I can count on this Parliament to agree with me that decisions on budgetary priorities, the balance between revenues and expenditures, the level of taxation, the performance of public administrations and social systems are all political decisions which require a political Commission which can account for its role and action before this Parliament.

As foreseen in the Five Presidents’ Report, I believe that we should test and improve these new practices which we are now developing in order to progressively agree upon a broader interinstitutional agreement among our institutions in full respect of their distinctive roles. The practical and institutional steps that we are discussing today are all necessary to complete our Economic and Monetary Union. They are a means to an end: jobs and growth, fairness and democratic change. This is what we have been focusing our minds and energy on and what we should remain focused on.

The ideas I presented to you this morning are faithful to the Political Guidelines I presented for this Commission, as well as to the Five Presidents’ Report I co-authored with the President of this House. I put them to you in a spirit of good will and with an open mind. I hope they will produce an honest and useful debate.

Signor Presidente, onorevoli colleghi, Presidente della Commissione, Presidente dell'Eurogruppo, questo è un dibattito molto importante, come è importante la presentazione da parte della Commissione di una proposta di raccomandazione sulla politica economica dell'eurozona, che costituisce un'innovazione di grande rilievo nel processo di completamento dell'Unione economica e monetaria.

Discutere e adottare una raccomandazione sulla politica economica e di bilancio della zona euro, concependola come un'entità organica e facendolo prima della discussione sui diversi paesi presi individualmente è un cambiamento non solo procedurale, ma anche concettuale e politico; è un cambiamento che è coerente con una concezione della zona euro come unione economica e non come una semplice unione monetaria.

Quindi il Parlamento apprezza questa innovazione, che consideriamo l'elemento più positivo e significativo della comunicazione del 21 ottobre e con questo dibattito intendiamo contribuire ad arricchire quest'innovazione sul piano politico e democratico, consapevoli come siamo delle responsabilità che derivano dall'essere – come Lei, anche ora, ha giustamente riconosciuto in quest'Aula – il Parlamento dell'euro. Anche per questo riteniamo che modalità e natura del nostro contributo al semestre dell'area euro, se vogliamo chiamarlo così, debbono essere rafforzate e formalizzate anche attraverso un accordo interistituzionale che dovrebbe riguardare pure il ruolo di controllo democratico del Parlamento nei confronti dell'attuazione dei programmi di aggiustamento macroeconomico connessi all'erogazione di assistenza finanziaria attraverso il meccanismo europeo di stabilità.

Ma veniamo al merito di queste raccomandazioni. Grazie alla politica monetaria accomodante della Banca centrale europea, ma anche grazie ad un policy mix più equilibrato e più attento alla crescita che la Sua Commissione, Presidente Juncker, ha giustamente perseguito nel suo primo anno, la ripresa economica è in atto, sostenuta da maggiori consumi interni che stanno anche compensando l'indebolimento della domanda estera dei paesi emergenti. E tuttavia la ripresa resta fragile, appesantita per di più anche da fattori di carattere geopolitico. Non a caso la BCE non appena ha ritoccato i tassi e prolungato il programma di acquisto di attività si è dichiarata pronta ad intensificarlo se l'andamento dei prezzi non migliorerà.

Ma la politica monetaria da sola non è sufficiente a risolvere i problemi fondamentali alla base del carattere anemico della ripresa. In primo luogo il basso potenziale di crescita della nostra economia, che richiede di proseguire con determinazione sulla strada delle riforme strutturali e di rafforzare il loro coordinamento e la loro convergenza, ma anche la dimensione ciclica della ripresa, senza la quale non avremo nessuna ripresa strutturale, è ancora troppo modesto e richiede interventi più incisivi volti al rafforzamento della domanda interna e delle aspettative del settore privato. Su entrambi i fronti l'elemento decisivo sono gli investimenti, che agiscono al tempo stesso sul fronte della domanda e su quello dell'offerta.

La Commissione ha giustamente lanciato l'allarme sull'attivo senza precedenti delle partite correnti e sullo straordinario gap tra risparmi e investimenti. È questo il nostro problema principale, che dobbiamo affrontare con determinazione. Giustamente, siamo impegnati a crescere la capacità del nostro sistema finanziario di sostenere l'economia; il Parlamento è impegnato, sostiene l'unione dei mercati dei capitali e il completamento dell'unione bancaria. Anche perché una piena integrazione finanziaria in primo luogo dell'area euro è essenziale non solo per la crescita, ma anche per rafforzare la nostra capacità di condividere i rischi e assorbire gli shock e quindi la proposta legislativa sul sistema europeo di assicurazioni dei depositi è un tassello essenziale.

Naturalmente esiste anche il tema della riduzione del rischio, su cui peraltro si è già fatto molto con i primi due pilastri dell'unione bancaria, ma ogni passo ulteriore deve essere esaminato con cautela, responsabilità e gradualità, perché di tutto abbiamo bisogno tranne che di creare problemi dove fortunatamente non ce ne sono, e poi scoprire che azioni avventate dettate da ragioni di politica interna finiscono per aumentare il rischio e non per ridurlo.

Sul fronte dei finanziamenti privati dell'integrazione finanziaria è molto positivo che tra le quattro raccomandazioni ve ne sia una dedicata al tema dei crediti deteriorati. La concepisco anche come una raccomandazione agli Stati membri, ma anche come una raccomandazione che la Commissione rivolge a se stessa, visto, come è noto, che dal punto di vista della disciplina di aiuti di Stato numerosi ostacoli sono stati posti finora a soluzioni efficaci e ragionevoli di questo problema.

Un altro tassello fondamentale per rilanciare gli investimenti è il piano che porta il suo nome, Presidente Juncker, il Parlamento lo sostiene con forza e auspica che tutte le sue potenzialità vengano sfruttate al meglio. È molto positivo che le raccomandazioni riconoscano che tutte queste misure sono necessarie, ma non sufficienti senza un'adeguata politica fiscale da parte degli Stati membri. Da questo punto di vista trovo centrale la prima raccomandazione, i paesi con un surplus delle partite correnti devono rafforzare la domanda e gli investimenti e sulla capacità di raggiungere questo obiettivo si misurerà la qualità della nostra governance, come anche sulla capacità di adattare la fiscal stance europea dell'Unione economica e monetaria agli sviluppi della congiuntura, anche essendo pronti a rivederla, se necessario.

Naturalmente il miglior uso degli strumenti di cui disponiamo per rilanciare la crescita deve essere accompagnato dal rafforzamento della nostra governance, da una visione chiara per il futuro. Il Parlamento chiede ambizione, il Parlamento ha formulato proposte utili crediamo, convergence guidelines, una fiscal capacity, che possono essere realizzate anche a trattati costanti e siamo pronti naturalmente a un dialogo attivo con la Commissione nella preparazione della fase due dell'approfondimento dell'UEM.

Presidente Juncker, noi contiamo su di Lei per dare il necessario impulso e l'ambizione che sono indispensabili nel dibattito sulla crescita e sulla governance, dimostrando che l'Europa quando si pensa come un'unità, e quando si dota di un'appropriata dimensione democratica è più forte degli ostacoli che sono davanti a sé ed è all'altezza delle grandi sfide, non solo economiche ma anche politiche che il mondo complesso, terribile, difficile ma anche pieno di opportunità ci pone.

  Dariusz Rosati, on behalf of the PPE Group. Mr President, I welcome the communication by the Commission on completing the European Economic and Monetary Union. The document sets a very ambitious agenda for the future. It builds on the Five Presidents’ Report and it proposes a set of measures that focus on four strategic fronts: building an economic union, a financial union, a fiscal union and a political union.

I see this document as a proposal to fill the gaps that have been left in the European construction of economic governance and the gaps that have been made apparent by the recent crisis. These reforms are definitely necessary.

The project is very ambitious, but it is necessary if the euro area is to survive and to flourish. It is necessary if integration and convergence are to continue to strengthen. We all know the status quo cannot continue because it is too prone to crisis. I think that the choice which is ahead of us is: either we go forward and build a genuine union, or we simply have to go back and return probably to national currencies.

Now, the key question here is: to what extent is this politically feasible? To what extent are all actors of this process – including this Parliament and the Commission, but above all the national governments – ready to go ahead under the current difficult political circumstances? This current political climate in Europe is not very prone to far-reaching integration projects, but we are all convinced that this is absolutely necessary to move forward.

In order to complete the EMU, we all need more political ambition and more political determination. Our political group is ready to cooperate on this front.

Mr Rosati, it seems that in view of the crisis – the creeping crisis – the resilience of countries which did not adopt the common currency is greater than that of other countries. It seems that only the most powerful countries of the eurozone are able to overcome the crisis successfully. The weaker ones have to share the asymmetric portion of their sovereignty.   Dariusz Rosati (PPE), blue-card answer. The resilience of individual Member States of the euro area has nothing to do with the common currency, but rather with the sort of macroeconomic policies they have pursued over the last several years. We see that within the euro area there are countries that fare perfectly well – these are mostly northern countries – yet there are other countries that, as a result of irresponsible policies in the past, have got into big trouble, so this is not a question of the common currency. The common currency gives quite a lot of advantages to those countries, but what we have to pay attention to is the pursuit of reasonable domestic policies.

  Maria João Rodrigues, on behalf of the S&D Group. Mr President, the euro area is the engine of the European economy and it needs to deliver growth and jobs in order to deliver much stronger support to the European project. That is why Parliament needs to have a strong say in all these matters, and that is why this dialogue today is so relevant.

I would like to welcome the President of the Eurogroup, the President of the Commission, and the Vice—President of the Commission in charge of the eurozone. The eurozone is confronted with three major problems: a clear output gap, macroeconomic imbalances and worrying economic and social divergences. These problems are there. I believe there is a key word to respond to these problems, which is investment: investment turned to the future, and investment on a European scale.

We need to have much more investment to raise domestic demand in Europe. Success in exports is positive, of course, but we cannot only rely on exports. That is why we believe that this aggregate fiscal stance should be used to identify clearly the investment gap we have in Europe, and to organise Member States to share their efforts to address this investment gap.

When it comes to macroeconomic imbalances, we need to ask those Member States that have a current account surplus to make more effort to invest for their own benefit. Otherwise, the macro imbalances will rely only on the efforts made by Member States which have a deficit. That means that they have to reduce wages, demand and jobs. We need a joint effort from surplus and deficit countries to reduce macroeconomic imbalances.

Then we have the problem of divergences. Again, we need to have investment in all members of the eurozone to push for upward convergence. This is necessary. And while Member States do need to make their own catching-up efforts, these should be complemented by the necessary European instruments: completing the banking union and building up fiscal capacity.

These are issues where Parliament will remain very active. We plan to be active on the road to completing economic and monetary union and in the key moments of the European Semester. This is, again, a very important moment.

This is an interesting debate, and I have a question, although it is a shame that so many of our colleagues are more interested in the Single Market – that is, the Strasbourg Christmas Single Market – than being here. Would a more honest approach for 2016 – a New Year’s resolution for Europe – be to say there is only one choice: to become a United States of Europe with European Monetary Union, closer, coming together, all of the things we have heard today, or independence, sovereignty and the nation state? There is no middle ground, is there?

  Bernd Lucke, im Namen der ECR-Fraktion. Meine drei Herren Präsidenten, meine sehr verehrten Damen und Herren! Wenn wir eine Aussprache führen zur Wirtschafts- und Währungsunion, dann stellen sich viele interessante Fragen. Und noch viel interessanter ist, welche Antworten von den Mehrheitsfraktionen dieses Hauses – von den Christdemokraten, von den Sozialdemokraten, von den Grünen, Liberale sehe ich nicht, aber die sind vielleicht auch da – darauf gegeben werden.

Es stellen sich Fragen wie zum Beispiel: Warum haben wir in der Eurozone eine Investitionslücke? Warum haben wir so wenig private Investitionen trotz niedrigster Zinsen? Die Antworten werden im Wesentlichen so gegeben, dass man sagt: Wir wissen es nicht genau, aber am Euro liegt es nicht.

Es drängt sich die Frage auf: Warum haben wir keine Inflation in der Eurozone trotz einer extrem expansiven Geldpolitik der Europäischen Zentralbank? Die Antwort lautet: Wir wissen es nicht, aber am Euro liegt es nicht.

Es stellt sich die Frage: Warum haben wir in Europa steigende Staatsschulden, seit fünf Jahren immer noch weiter steigende Staatsschulden, seit wir wirklich versucht haben, die Staatsschulden zu beschränken, zu begrenzen und zurückzuführen auf nachhaltige Niveaus? Die Antwort lautet: Wir wissen es nicht, aber am Euro liegt es ganz bestimmt nicht.

Es stellt sich die Frage: Warum hat die Eurozone das schwächste Wachstum aller großen Wirtschaftsregionen dieser Welt trotz struktureller Reformen, trotz sinkender Ölpreise, trotz eines abwertenden Euros? Die Antwort lautet im Wesentlichen: Wir wissen es nicht, aber am Euro liegt es nicht.

Meine Damen und Herren! Es ist an der Zeit, dass wir einmal zurückblicken, was wir mit dem Euro erreichen wollten. Wir wollten eine Zone des Wachstums und der Stabilität haben. Was wir erhalten haben, ist eine Zone, in der die Staatsschulden inzwischen in vielen Ländern das Doppelte oder manchmal sogar das Dreifache des Zulässigen annehmen, wo die Arbeitslosigkeit in vielen Ländern der Eurozone erschreckend hoch ist – auch die Jugendarbeitslosigkeit –, wo Banken auf faulen Krediten sitzen, wo die EZB in Mengen Geld druckt und kein Ende anzukündigen bereit ist, wo die Sparer um ihre Altersversorgung bangen, weil sie auf ihr Vermögen keine Zinsen mehr bekommen.

Meine Damen und Herren, wir sollten uns die Frage stellen: Liegt es nicht vielleicht doch an der gemeinsamen Währung?

  Sylvie Goulard, au nom du groupe ALDE. Monsieur le Président, je voulais d'abord saluer la présence de M. Dijsselbloem parmi nous. Je crois qu'il est important que nous ayons ces débats, qui sont à la fois démocratiques, transfrontières et publics. Monsieur Dijsselbloem, vous venez d'ailleurs régulièrement en commission ECON, nous vous en sommes reconnaissants, mais c'est encore mieux que vous veniez aussi en plénière. Je remercie M. Juncker et M. Dombrovskis d'être là aussi. Vous avez rappelé – à très juste titre – les niveaux de chômage, qui à mon avis, devraient être au centre de toutes nos discussions sur l'avenir de l'Union économique et monétaire.

Je voudrais également souligner un point: vous avez parlé de la légitimité et rendu hommage au dialogue économique. Alors je vais, pour une fois, être totalement immodeste. Ayant été à l'origine de l'introduction du dialogue économique dans le six-pack, je dirais que cela m'encourage car à l'époque – les collègues présents, comme Elisa Ferreira, et d'autres qui ne sont plus là s'en souviennent certainement –, les États membres n'en voulaient absolument pas. L'idée que nous puissions introduire cette chose horrible que serait une discussion publique entre les institutions communautaires, les États et le Parlement, on ne voulait pas en entendre parler. Vous voyez donc que, lorsqu'on affronte une opposition, cela vaut parfois la peine de faire des efforts pour la surmonter car après coup, on se retrouve heureux d'avoir innové.

Le rapport des cinq présidents est arrivé à point nommé puisqu'à la date à laquelle il a été rendu, on était encore dans un moment très dur de la crise sur la Grèce. Je crois cependant qu'il ne faut pas que nous soyons trop centrés sur nous-mêmes. À l'extérieur de la sphère européenne, les gens savent à peine qu'il y a un rapport des cinq présidents; d'ailleurs, ils ne savent pas qu'il y en a eu un des quatre présidents. Cela vaut mieux parce qu'ils se demanderaient si le prochain sera celui des six présidents.

Nous avons, dans le rapport des cinq présidents, l'annonce de la création d'un groupe de travail. Je crois que tout cela lasse un peu l'opinion et qu'il faudrait un peu plus passer aux actes. M. Rosati l'a très bien dit tout à l'heure, la vraie question est de savoir si nous faisons tout pour que l'Union économique et monétaire continue, prospère, apporte du travail et de la compétitivité. De ce point de vue-là – et ce n'est pas un reproche; j'insiste juste sur l'effort que nous devons faire collectivement –, nous ne pouvons pas aller parler devant l'opinion de l'"union de marchés des capitaux". Les gens ne savent pas ce que c'est, Monsieur le Président! Appelez cela une "union de financement" ou une "union d'innovation"; c'est le but qui compte, et non l'instrument.

Je voudrais quand même faire un dernier point sur une question. Vous avez dit que ce Parlement est celui de la zone euro, le Parlement de l'euro. Effectivement, mais pourquoi? Parce que, dans le cadre institutionnel actuel – comme l'établissent les traités –, il y a une monnaie pour l'ensemble de l'Union européenne, avec un Parlement au sein duquel des députés de tous les pays prennent les décisions. Mais si nous allons vers une union à plusieurs monnaies, que faut-il faire? Serait-il légitime de continuer à avoir un Parlement qui se prononce pour des gens qui nous disent que de toute façon, ils ne veulent plus faire partie du même système? Je dirais d'ailleurs aux collègues que beaucoup critiquent l'Europe et l'euro, mais que si leur pays va bien, c'est aussi parce qu'il y a des transferts à hauteur de 4 % du PIB de leur propre pays.

Pour conclure, je voulais simplement dire, Monsieur le Président, qu'il faut faire attention aux passagers clandestins. Ce Parlement est bien le Parlement de la zone euro, et il entend le rester aussi longtemps que tout le monde voudra faire partie du projet commun. Par contre, il est probable que nous ayons à clarifier les choses dans les mois et les années à venir.

  Fabio De Masi, im Namen der GUE/NGL-Fraktion. Sehr geehrte Herren Präsidenten! Der französische Star-Ökonom Piketty sagt: Die Architektur des Euros ist ein Monster. Ich befürchte, nach Lektüre des Fünf-Präsidenten-Berichts hat er seine Auffassung nicht geändert.

Die Lohnentwicklung in Deutschland war viele Jahre zu schwach, die Exportüberschüsse Deutschlands und der Kapitalexport haben Südeuropa in die private Verschuldung getrieben. Die Kürzungen von Staatsausgaben, von Löhnen, von Renten waren ein Fiasko, sie haben die Depression vertieft. Je stärker die Wettbewerbsfähigkeit der Eurozone wurde, desto tiefer wurde die Depression. Deutschland weist einen Exportüberschuss von 8 % des BIP aus. Das ist gegen alle Spielregeln einer Währungsunion. Nun sollen über Wettbewerbsausschüsse auch noch Gewerkschaften entmachtet werden. Die Linke lehnt das ebenso wie der Deutsche Gewerkschaftsbund ab.

Der Stabilitäts- von Wachstumspakt bremst Investitionen trotz Niedrigzinsen. Dabei brauchen wir Investitionen gerade jetzt in der Flüchtlingskrise, um das Staatsversagen bei Wohnraum, bei Bildung, bei Gesundheit zu beenden. Wir brauchen öffentliche Investitionen, weil die Fed die Zinsen vielleicht schon morgen anhebt, weil das billige Geld der EZB auf den Finanzmärkten, nicht aber für Investitionen bei Unternehmen und privaten Haushalten landet.

Der Mechanismus gegen ökonomische Schocks soll greifen, wenn sich Euro-Staaten einer permanenten Schocktherapie, also Lohn- und Rentenkürzungen, unterwerfen. Damit gibt es eine ewige Eurokrise in den Portemonnaies der Beschäftigten. Ein solcher Euro ist nicht demokratischer, ein solcher Euro wird nur den Le Pens nutzen!

  Philippe Lamberts, au nom du groupe Verts/ALE. Monsieur le Président, l'euro est une monnaie fédérale, ce n'est pas une monnaie intergouvernementale. C'est pourquoi je vous souhaite la bienvenue, Monsieur Dijsselbloem, comme président de l'Eurogroupe, parce que vous avez raison, les membres de l'Eurogroupe, en tant que ministres des finances, doivent rendre des comptes à leurs parlements nationaux, mais il est tout à fait normal que le président de l'Eurogroupe rende des comptes au Parlement européen. Vous le faites régulièrement en commission des affaires économiques et monétaires, je pense que ce n'est que justice que vous le fassiez en plénière, et donc soyez le bienvenu.

Les recettes pratiquées aujourd'hui – depuis cinq ou six ans – en Europe pour préserver cette monnaie fédérale, à laquelle nous tenons également, fonctionnent-elles? En tout cas, si je prends votre indicateur fétiche, à savoir la croissance, je constate qu'elle est, dans le meilleur des cas, évanescente.

Et si on regarde un peu plus précisément ce qui se passe dans les pays – et je ne vais pas parler de la Grèce parce que c'est un cas tellement compliqué que cela brouillerait le message, mais de l'Espagne, un pays qui a appliqué avec conviction les recettes que vous préconisez, à savoir la réduction du rôle de l'État, la réduction des salaires directs et indirects –, que constate-t-on? Oui, la croissance revient en Espagne, mais à quel prix? Lorsque l'emploi augmente, c'est de l'emploi non qualifié, c'est de l'emploi à temps partiel. C'est ce qui crée cette nouvelle catégorie de travailleurs pauvres. En Espagne, pays phare de la zone euro, un enfant sur trois est confronté à la pauvreté. Alors si vous appelez cela le succès, permettez-moi d'avoir quelques doutes.

Vos recettes sont en réalité déflatoires. Elles sont contracycliques: elles compriment la demande publique et la demande privée. Résultat: il n'y a pas de croissance. Donc, si vous y tenez tant, ce n'est pas la bonne solution.

Au moment où la COP 21 se conclut, nous devrions en fait mettre tout le paquet sur l'investissement dans la transition énergétique. C'est évidemment une exigence climatique, mais c'est aussi une exigence géostratégique si nous voulons cesser de défendre des gens comme Poutine ou l'Arabie saoudite. C'est une exigence macroéconomique si nous voulons arrêter de dépenser chaque année des centaines de milliards en achat d'énergie fossile. C'est une exigence en termes d'emplois puisque chacun sait que les énergies renouvelables sont bien plus intensives en emplois que les énergies traditionnelles.

Deuxième message: 150 ans après son unification, 25 ans après sa réunification, l'Allemagne, qui est une union monétaire et une union douanière, n'est toujours pas homogène. Ce n'est pas demain la veille que l'Union européenne et la zone euro seront homogènes, et donc il n'y a pas d'euro qui tienne sans mécanismes puissants de rééquilibrage au sein de la zone euro. Ces mécanismes doivent passer par le secteur privé, à savoir l'union bancaire, dont on sait qu'elle reste incomplète – on sait que ce sera compliqué de faire émerger le troisième pilier, la garantie commune des dépôts –, mais également par le secteur public. Il s'agit là notamment d'une fiscalité commune, d'un budget de la zone euro et aussi d'un embryon de sécurité sociale commune. Or, de tout cela, il n'en est que très vaguement question dans le rapport des cinq présidents, et on sait très bien qu'aujourd'hui, il n'existe pas de volonté politique en ce sens. Si nous ne passons pas par ces mécanismes de rééquilibrage, la zone euro est condamnée. Je ne souhaite pas sa disparition, et il faudra dès lors mettre en place ces mécanismes de rééquilibrage.

  Georgi Pirinski (S&D), blue-card question. Mr Lamberts, do you not think that what is really lacking is domestic demand? That is the critical factor which is stymieing growth. Mr Dijsselbloem has laid the accent on competitiveness, and the first point in the Five Presidents’ report is these competitiveness councils. Now that only means additional pressure on wages so that seemingly things will start growing. Do you not think that is nonsense?

  Philippe Lamberts (Verts/ALE), réponse "carton bleu". Cher Monsieur Pirinski, je pense que la compétitivité est un vrai sujet. Ce n'est pas seulement une question de commerce extérieur, puisque, tous les jours, nos compatriotes achètent des biens et des services et regardent ce qu'ils ont pour leur argent.

Sur le plan des principes, je ne suis pas opposé au fait d'avoir des conseils qui traitent de ce sujet, mais à certaines conditions. D'abord, il faut qu'ils traitent de la compétitivité dans tous ses aspects, c'est-à-dire les valeurs et pas uniquement les coûts. Ensuite, quand on parle des coûts, il ne s'agit pas que des coûts du travail, mais aussi des coûts de l'énergie, des coûts des ressources, de la rémunération du capital, c'est-à-dire tous les coûts. Enfin, ces conseils ne doivent pas se contenter de réunir des experts, dont on sait très bien d'où ils viennent en général, mais doivent inclure de manière délibérée les interlocuteurs sociaux, que ce soient les syndicats, le patronat ou les représentants politiques. Dans ces conditions, je veux bien envisager l'idée de mettre en place ces conseils consacrés à la compétitivité, mais en tant que vrai sujet.

  Marco Valli, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, siamo qui a discutere di Unione economica e monetaria con tre dei cinque presidenti che hanno tracciato il futuro per 500 milioni di persone, sicuramente bisogna ricordare chi è Juncker, colui che ha sostenuto il Lussemburgo per più di quindici anni, il sistema fiscale elusivo delle grandi multinazionali e Dijsselbloem, suo successore all'Eurogruppo, ministro olandese, un altro personaggio con delle responsabilità in questo sistema.

Il vostro testo non è altro che il volere scritto da chi vi ha voluto lì, in quelle posizioni che ricoprite; non è di certo la democrazia, ma un disegno diverso che esautora i cittadini dalla possibilità di scegliere un'alternativa economica a quella imposta dalla vostra visione. Stabilità di bilancio, investimenti privati, riforme strutturali, unione bancaria e soprattutto quella monetaria, l'euro: la ricetta che si propina per il fallimento da anni a cosa serve? Serve al capitale privato a spartirsi strategicamente i diritti e le proprietà pubbliche degli Stati sovrani, quindi dei cittadini e soprattutto a privarci del sogno, dell'unione dei popoli pacifica e democratica.

Ad oggi nella roadmap avete come priorità un'unione di banche che già al varo e con i suoi due primi pilastri si è dimostrata fallimentare. Il primo pilastro, la vigilanza unica, non è in grado di valutare il reale peso del rischio sistemico del sistema bancario, non considerando i derivati per esempio, ed è piena di conflitti di interesse tra azionisti privati, manager e politici. Il salvataggio in Italia di questi giorni ne è un chiaro esempio.

Il secondo pilastro, il sistema di risoluzione delle crisi, è già mietitore di vittime tra i risparmiatori e si è già dimostrato ampiamente fallimentare. Chi deve pagare per l'avidità del sistema finanziario insostenibile, i risparmiatori o i contribuenti? Noi proponiamo che le banche tornino a fare le banche, con una vera separazione tra chi usa i soldi per l'economia reale e chi li usa per scommettere, che le banche centrali garantiscano il rischio sistemico come prestatori di ultima istanza per il sistema sano. Ve lo stiamo dicendo prima che la bomba vi scoppi in mano, perché a queste condizioni il castello di carta finanziario cadrà rovinosamente mandando sul lastrico tante persone. La nostra proposta è sul tavolo nella banking structural reform, prendetela e fatela vostra.

Passo adesso all'unione monetaria, il mezzo attraverso il quale ci state affamando e terrorizzando. Da area valutaria affetta da forti squilibri – lo sappiamo lo ammettete anche voi nella vostra relazione – abbiamo costruito la casa a partire dal tetto senza fondamenta. Ci avete tolto la sovranità monetaria e quindi la democrazia si sta ribellando a questo, perché non si può più decidere il tipo di politica economica. Abbiamo solo questa strategia che è quella della Commissione che è fallimentare e ci si butta poi verso quegli estremismi; gli estremismi non sono giusti, bisogna avere un'ideologia post-ideologica e quindi le buone idee vanno messe davanti, non gli estremismi.

Quindi le regole valgono solo per i deboli e non per i forti e il surplus sulle partite correnti in Germania ne è un esempio. Bisogna sanzionare questi comportamenti o l'unione monetaria non ha senso, l'unica soluzione anche qui, prima che vi scoppi in mano tutto, è una dissoluzione concordata dell'eurozona e solo in questo modo potremo mettere le basi per un'Unione diversa, solidale, che metta la giustizia fiscale al centro, la trasparenza dei flussi bancari e un futuro sicuramente più roseo per tutti, ma per farlo avremo bisogno persone diverse da Juncker, Dijsselbloem e Lei, mi spiace, Presidente.

  Gerolf Annemans, namens de ENF-Fractie. Meneer Dijsselbloem, ik wil u welkom heten hier in dit Parlement van de Europese Unie. U komt hier als voorzitter van het deel van de Europese Unie waar de euro heerst, in een volledig verdeeld Europees Parlement aan. Het is onmogelijk geworden om het in dit Parlement zelfs nog maar over de grote lijnen van die europolitiek en van die monetaire unie eens te worden.

Een grote groep hier is voorstander van meer euro en van de euro. Die wil daarvoor een unificering van de sociaal-economische politiek en een verdere bezuiniging in het zuiden van Europa, ook als dat daar een sociaal bloedbad veroorzaakt.

Dan is er nog een grote groep, ook voorstander van uw eurozone en van het voortzetten van de euro. Die groep moet veel minder weten van bezuinigingen, verwacht daar niet veel van, niks structureels, niks fundamenteels en wil ook een voortzetting van uw losgeslagen ECB-politiek, met behoud min of meer van de ontspoorde begrotingssituaties.

En dan is er een derde groep die van oordeel is dat het vasthouden aan één euro voor al onze landen een droombeeld is dat we langzaam en beter vroeger dan later moeten loslaten. Deze groep zal steeds groter worden en in het komende jaar steeds meer waarheid naar voren brengen, die pijn zal doen, want de eurocrisis zal blijven voortduren, net als de asielcrisis. Om die redenen wens ik u dus tijdens uw kerstvakantie veel bezinning en ook veel verlichting toe.

Κύριε Πρόεδρε, συζητούμε για την εμβάθυνση της ΟΝΕ που σημαίνει διεύρυνση και ενίσχυση των ευρωενωσιακών αντιλαϊκών δομών, περαιτέρω ενοποίηση και κλιμάκωση της αντεργατικής πολιτικής σε όλες τις χώρες και όχι μόνο στις υπερχρεωμένες, με στόχο την κερδοφορία του κεφαλαίου. Μέσα από ανταγωνισμούς ενισχύεται η εποπτεία και o ρόλος του Εurogroup και συστήνονται Ευρωπαϊκό Συμβούλιο και Εθνικά Δημοσιονομικά Συμβούλια που έχουν αποκλειστικό στόχο τις αυτόματες περικοπές μισθών, συντάξεων, κοινωνικών δαπανών που γίνονται θυσία στα μονοπωλιακά κέρδη. Η ενοποίηση αγορών, όπως είναι η ενεργειακή, η ψηφιακή και η τραπεζική των κεφαλαιαγορών, χωρίς να αίρει τους διαγκωνισμούς των κρατών μελών, στοχεύει σε συγκέντρωση κεφαλαίου και στην αναβάθμιση των ευρωπαϊκών μονοπωλίων, ενόψει της υπογραφής της διατλαντικής συμφωνίας.

Στην Ελλάδα, η κυβέρνηση ΣΥΡΙΖΑ-ΑΝΕΛ εντείνει την αντιλαϊκή επίθεση και, με στόχο την απόσπαση της συναίνεσης του λαού, επιχειρεί την εξαπάτησή του. Επικαλείται, όπως πολλοί εδώ μέσα, τον δήθεν δημοκρατικό έλεγχο του Ευρωπαϊκού Εξαμήνου και του Μνημονίου από το Ευρωκοινοβούλιο, ένα αντιδραστικό εργαλείο της Ένωσης που έχει ψηφίσει και επικυρώσει την αντεργατική πολιτική. Με το να εμφανίζει την πιθανή αποχώρηση του Διεθνούς Νομισματικού Ταμείου από το πρόγραμμα ως παράγοντα χαλάρωσης των μέτρων, ρίχνει στάχτη στα μάτια του λαού διότι τα ίδια ακριβώς μέτρα αποτελούν κατευθύνσεις και της Ευρωπαϊκής Ένωσης. Καμιά, δήθεν δημοκρατική, λογοδοσία δεν πρόκειται να την κάνει φιλολαϊκή. Η σύγκρουση του λαού με τη στρατηγική του κεφαλαίου της Ευρωπαϊκής Ένωσης και των κυβερνήσεων αποτελεί την μοναδική διέξοδο που είναι προς το συμφέρον του.

  Jeroen Dijsselbloem, President of the Eurogroup. Mr President, I think it was Mr Annemans who said that we have here a divided parliament. Now, I have been a member of a national parliament for 12 years and I always think that it is a good thing that parliaments are divided, for the obvious reason that we have to represent different political ideas in our society. The real question is whether we can share common goals, whether we can find an agreement on the way forward, on the choice of instruments. I think, listening also to the different contributions from Parliament, that there is quite a large agreement on the way forward, and it is about the right policy mix. Those of you have said that we have made mistakes over the course of the crisis are right. We went into unknown territory at the beginning of the financial crisis, in the eurozone crisis, and we developed our instruments and we developed new frameworks for policy. We set up emergency mechanisms, we created new institutions to strengthen our economic cooperation, and we have come a long way, so there is no reason for cynicism. There is reason for optimism, for example if you see at what pace we have designed and set up the Banking Union, and yes, everyone who says we need to complete it now is right.

One of the lessons that we should learn over the course of the history of the European Union is that we should finish our projects and not set up a framework and leave it half finished. So let us finish the Banking Union. I am convinced that setting up and finishing the Banking Union will be more important for economic recovery than any other project at the moment. So that is what we should do and we know what we need to do. We need to fight the risks that are remaining in our banks and we need to make sure that it becomes more solid. As President Juncker said, it protects the deposits, which is key for our citizens. Let us get it done.

Part of that mix of instruments should also be strengthening investments. The Commission has taken a strong initiative with the EFSI. Let us get it up and running. Let us expand it if necessary. Let us see that we get the investments going. Completing the Banking Union will be crucial to get a stronger credit flow back to our SMEs, companies wanting to reinvest again and others opening for business. A lot of young people all over Europe want to start businesses. Can they get their hands on credit? That is what the Capital Markets Union is about, that is what completing the Banking Union is about. And yes, part of that policy mix also has to be growth-friendly fiscal policy. One of the key issues that is holding us back, holding back our economic recovery, is the indebtedness of our societies – governments with high debt, households with high debt, SMEs sometimes with high levels of debt, which is holding back our recovery. But there is no quick fix. Anyone who believes that with a snap of one’s fingers one can get rid of those high levels of debt is mistaken. It will take time, but we have to get through it and we have to get financing and credits for our economies. That is key, and fiscal policy will support that. Demand is returning in many of our eurozone countries. Growth has returned to all of our countries except for Greece, and I am sure that working with Greece as we are now in a very constructive mode, and taking difficult measures that will help get the Greek economy back on track, is the way forward.

Yes, there are issues of balance – political balance, economic balance – within our eurozone, but do not be negative about what we have accomplished. We have come out of a deep crisis, we have strengthened our cooperation, we have strengthened our monetary union in many respects and let us continue to do that, but let us do it in a way that sticks and not in a way that brings us new problems. So if we take new steps forward, and we will do in the second phase of the Five Presidents’ Report, let us design it well. Let us build a monetary union that becomes more resilient to shocks, rather than creating new ones.

  Esther de Lange (PPE). Ik dank ook alle voorzitters zonder ze even bij naam te noemen voor hun aanwezigheid hier. Ik denk dat het belangrijk is dat het debat hier over de eurozone in zijn totaliteit, in alle openheid en met alle verschillen die er zijn, gevoerd kan worden. Want zo hebben we al vastgesteld in eerdere verslagen van het Europees Parlement: de transparantie, de democratische legitimiteit, maar ook het ownership van het bestuur van de eurozone moeten beter.

Ik dank de voorzitter van de Europese Commissie voor een aantal concrete suggesties voor wat betreft onze organisatie. Vele daarvan stonden ook in het verslag van mevrouw Berès. Ik ben blij dat hij daarbij onder meer de semesterweek noemde als een van de kernpunten, als het gaat om het stellen van de prioriteiten in die Europese discussie. Die semesterweek vindt natuurlijk plaats met de nationale parlementen en gaat over wie welke verantwoordelijkheid heeft. Interessant vond ik in dat kader dat onze Voorzitter zei dat het EP zou staan voor een "volles Mitspracherecht" - iets wat ik nog niet vaak in onze teksten ben tegengekomen, moet ik eerlijk zeggen - en dat de voorzitter van de eurogroep kwam met het weinig ambitieuze "the European Parliament can make full use of its prerogatives according to the Treaty".

Wij als EVP denken dat de waarheid daar een beetje in het midden ligt. Wat wij voorzien voor de toekomst is een écht debat op Europees niveau over convergence guidelines, de hoofdlijnen van beleid volgens codecisie. Maar laten we eerlijk zijn, beste collega's, zolang lidstaten financieel mede verantwoordelijk zijn voor het redden van andere lidstaten, dan zullen ook die lidstaten een stem moeten hebben in de beslissingen en in het beleid. Wij kunnen niet doen alsof we dat alleen maar hier op Europees niveau voor elkaar kunnen boksen.

Ik heb nog twee inhoudelijke kernpunten. Eén punt gaat over de eurozone. Dit debat moet toch gaan over wat de Duitsers zo mooi "Standort Europa" noemen. En ja, beste collega's van de Socialistische Fractie, dat heeft met investeringen te maken, maar zeg daar dan ook bij dat dat geen publieke investeringen kunnen zijn, die gebaseerd zijn op steeds nog meer schuld. Het tweede punt gaat over de completion of the banking union en de verhouding tussen risicodeling en risicoverlaging. De voorzitter van de eurogroep heeft in dit verband gezegd dat beide hand in hand moeten gaan. Mijn vraag is of daar niet ook een timingverschil in zit, of het één, namelijk die verlaging en het bewijs dat die verlaging werkt in Europa, niet een voorwaarde is om ook die volgende stap in die risicodeling te kunnen zetten?

  Doru-Claudian Frunzulică (S&D), blue-card question. The package adopted by the Commission to complete the Economic and Monetary Union does not provide the necessary instruments to allow the Economic and Monetary Union to enhance economic and social convergence. It is only by enhancing economic and social convergence between the members of the euro area and the other Member States of the European Union that we are finally going to make this currency – and the common Economic and Monetary Union – a success.

  Esther de Lange (PPE), blue-card answer. That was not a question, but a statement. As long as this debate continues to centre around one-liners such as ‘we need convergence’, yes, we all agree. We disagree about how we get there. I think the Commission had the right policy mix on how to get there, and – as the President of the Eurogroup has said as well – it is a mix of investments and responsible policies. What I miss in this debate is that one political group wants to focus on only one element, and the other on only the other elements. We should be honest and say we need this mix and that this also requires painful decisions in the Member States. Why can you not admit, for example, that it is a good thing to lower debt, while at the same time stimulating investment? It baffles me that I cannot get some political groups to say we should talk about that.

  Elisa Ferreira (S&D). Mr President, this debate is extremely important. The three Presidents who co-signed the Five Presidents’ Report are here and we are, for the first time, discussing in plenary the stance and functioning of the eurozone. So this moment is very welcome indeed.

The truth is that, more than seven years after the 2008 crisis, in spite of the welcome massive quantitative easing by the European Central Bank and also in spite of a more intelligent application of the governance rules by the Commission, the eurozone economy is stagnant. It is basically flat with strong internal divergences and alarming levels of poverty and unemployment.

The reality confirms what we have repeatedly been saying here and what President Draghi said in 2014, which is that in a recessive economic environment, monetary union alone is not enough to boost the economy. In a zero lower bound interest rate and stagnant economy, investment projects are hardly viable, thus limiting the potential to increase competitiveness and create new jobs, while non-performing loans jeopardise the viability of banks and other lenders.

So the Commission and Council urgently need to acknowledge that the policies which have been imposed until now need urgent change. In 2015, GDP per head and the level of productive investment in the euro area remain below the levels in 2007. The future of the EU – and in particular the future of the eurozone and its acceptance by its citizens – depends on this policy change. Change means that the eurozone cannot, in 2016, pursue a neutral aggregate fiscal stance as, once again, is being proposed by the Commission and the Council. It is suicidal to ignore the facts and to persist in this neutral stance.

The aggregate fiscal stance should instead be expansionist, clearly countercyclical, protect productive investment and limit internal divergent trends. But what instruments do we have? Until now, only pre-crisis external deficit countries have adjusted, whereas external surplus countries continue to increase their current account surpluses. The surplus largely reflects excess domestic savings over investment, which leaves the eurozone without a stimulus. This asymmetric adjustment, incapable of generating internal investment or conception, is further reducing the viability of the common currency.

Apart from interpreting the existing rules in a wiser way, we need immediately to prepare for the next phase of the 2015 Five Presidents’ report, which is already a diluted version of the 2012 Van Rompuy report. But we need to prepare immediately for the establishment of conditions to create a fiscal capacity for the eurozone. Without a reinforced budget, monetary union cannot function.

European institutions also need to respect and comply with all the promises made, on the banking union in particular, by urgently providing an indispensable permanent credible backstop to the single resolution mechanism, by accelerating the common guarantee of deposits, and by allowing the ESM to directly recapitalise banks. I recall that this element is included in the first phase of the Five Presidents’ Report. I do not think that this can be a trade—off for anything else. It is just finishing what has been promised. This is essential for mutual trust and the belief of citizens.

  Sander Loones (ECR). Dank u wel, meneer de voorzitter, en dank aan alle voorzitters die hier vandaag aanwezig zijn. Helaas heb ik ook geen prettige boodschap voor u, omdat ik denk dat uw verslag uitgaat van een stuk achterhaalde filosofie: een begrotingsunie, een transferunie, een belastingunie.

Dit is niet waar de Europeanen op zitten te wachten. Integendeel, ik denk dat ze er genoeg van hebben. In Groot-Brittannië discussieert men over een Brexit. In Denemarken stemmen ze tegen het justitiebeleid. In Frankrijk heeft het Front National nog nooit zoveel stemmen gehaald. In Oost-Europa broeit er iets tegen Europa, tegen deze pensée unique. Het is altijd ofwel meer Europa, ofwel de totale ondergang.

Beste collega's, dat zal niet werken en hoe weet ik dat? Omdat wij het hebben geprobeerd in België. Wij hebben een federale unie gehad met transfers, met een gebrek aan democratische steun en dat werkt niet.

Wat wel werkt is meer verantwoordelijkheid, verantwoordelijkheid zowel voor de Europese instellingen alsook voor alle Europese lidstaten en dus moeten we kijken naar die "no bailout-regel" zoals we die in het Verdrag van Maastricht hadden; we moeten zien of en hoe we die weer kunnen herstellen, weer kunnen versterken. Want zo kunnen we de euro wél perfect veiligstellen en dat moeten we doen.

Op die manier kunnen we het doen zonder al die nieuwe instellingen, zonder al die nieuwe bevoegdheden en ook zonder al die nieuwe belastingen. Verantwoordelijkheid, eenheid en verscheidenheid, doen waar Europa echt sterk in is en niet kiezen voor een verstikkende Europese superstaat. Dat is de weg die wij op moeten met deze Europese Unie.

  Ramon Tremosa i Balcells (ALDE). Mr President, we can discuss how to complete the monetary union, we can talk about the banking union, and we can talk about how to start some sort of fiscal union, but as fundamental as taking new steps is compliance with the rules that we have already agreed on. The European Union loses more and more credibility every time that the Member States decide not to comply with a European directive. It is happening with the ‘two-pack’ and it happened with the ‘six-pack’. Our experience shows that two things are more and more necessary in order to make the euro stronger. First, more political legitimacy for the Commission. Second, more regulations and fewer directives. The EU needs more binding regulations, because the goodwill of national governments cannot be taken for granted. If we want a strong and more integrated eurozone we need first to comply with our own rules.

  Δημήτριος Παπαδημούλης ( GUE/NGL). Κύριε Πρόεδρε, κύριε Dijsselbloem, κύριε Dombrovskis, ο Αντικαγκελάριος της Γερμανίας, κ. Gabriel, δήλωσε πριν τρεις ημέρες ότι για τα υψηλά ποσοστά της κυρίας Marine Le Pen, στη Γαλλία ευθύνεται η εμμονή σε μια σκληρή μονομερή λιτότητα. Οι επιδόσεις της ευρωζώνης δείχνουν ότι αυτή η λιτότητα δεν αποδίδει καρπούς, αφού έχουμε αναιμική και ασθενή ανάπτυξη, υψηλή ανεργία, χαμηλές επενδύσεις και αύξηση της φτώχειας και των ανισοτήτων. Το δυνάμωμα της ακροδεξιάς απειλεί και την ίδια την ευρωζώνη με διάλυση και άρα η ευρωζώνη, εάν θέλει να ζήσει και να μη διαλυθεί, πρέπει να προχωρήσει γρηγορότερα σε ουσιαστικότερες αλλαγές.

Όσα μας είπατε για ενίσχυση της δημοκρατικής λογοδοσίας είναι θετικά αλλά δεν αρκούν. Πρέπει να υπάρξει μερική αμοιβαιοποίηση σε ευρωπαϊκό επίπεδο για το πρόβλημα της ανεργίας, με την αποδοχή της πρότασης Padoan. Πρέπει να υπάρξει μερική αμοιβαιοποίηση για την απάντηση στο πρόβλημα του χρέους που είναι μη βιώσιμο για αρκετές ευρωπαϊκές χώρες. Πρέπει να υπάρξει ευρωπαϊκή εγγύηση των καταθέσεων που είναι ο τρίτος πυλώνας της πρότασης της Επιτροπής, παρά τις αντιδράσεις του κ. Schäuble που έσπευσε να διαφωνήσει και πρέπει να υπάρξουν μεταβιβαστικές πληρωμές και ισχυρότερες πολιτικές σύγκλισης εντός της ευρωζώνης, και πρέπει, τέλος, να μην αναβληθούν όλα αυτά για δύο χρόνια μετά. Για την υλοποίηση δε όλων αυτών, χρειάζεται προπαντός πολιτική διεύθυνση της ευρωζώνης και να μην παραπέμπονται τα πάντα, όπως θέλει ο κ. Schäuble, στον «αυτόματο πιλότο» μιας επιτροπής τεχνοκρατών.

  Sven Giegold (Verts/ALE). Herr Präsident! Ich habe dieser Debatte mit großer Spannung zugehört, und ich finde, dass man hier genau das Dilemma spürt, in dem sich die Wirtschafts- und Währungsunion derzeit befindet.

Auf der einen Seite haben wie die Äußerungen von rechten Euroskeptikern, auf der anderen Seite auch von Mitgliedern der Linksfraktion, die im Grunde im Drama schildern: Der Euro ist an allem schuld, und das ist der Grund, warum wir in Europa aus sozialen Problemen auf der einen Seite und wirtschaftlichen Problemen auf der anderen nicht herauskommen.

Auf der anderen Seite hören wir die verschiedenen Variationen von Pro-Europäern, die unterschiedliche Reformvorschläge machen, jeweils durch ihre unterschiedlichen Tabus begrenzt. Manche wollen nicht über die sozialen Krisen reden, andere wollen nur die Investitionen, andere reden gerne über den Abbau von Schulden und so weiter, so geht es hin und her. Das Ergebnis ist erkennbar: Es sind Vorschläge auf dem kleinsten gemeinsamen Nenner. Genauso, in dieser Form, ist der erste Schritt des Fünf-Präsidenten-Papiers angelegt.

Das heißt, man sieht eigentlich die großen Probleme, die wir innerhalb der Eurozone haben, traut sich aber nicht, diese Vorschläge zu machen, unter anderem deshalb, weil eben zu der Angst ein anderes Tabu hinzukommt, nämlich das Tabu auch vieler Pro-Europäer: noch mehr Souveränität miteinander zu teilen.

Diese Maximierung von unterschiedlichen Tabus führt in die Politikunfähigkeit, und damit nährt es den Politikverdruss derjenigen, die sowieso der Meinung sind, dass die EU – und speziell der Euro – an allem schuld ist.

Ich glaube, dass wir wirklich in einer kritischen Situation sind, wenn wir nicht erkennbar deutlich machen, dass die Eurozone mit einer tiefen Reform auf den Weg zu bringen ist, dann wird dieser Euro vermutlich nicht zu halten sein. Die Lage an den Märkten, am langen Ende der Zinskurve, ist so schlecht, die Investitionsdynamik ist trotz der Situation niedriger Zinsen so niedrig – wir brauchen eine entschiedene Politik.

Da müssen die verschiedenen Akteure aus meiner Sicht ihre Tabus überwinden. Das heißt, wir müssen sowohl Reformen für mehr Wettbewerbsfähigkeit machen als auch endlich eine gemeinsame Steuerpolitik, die dafür sorgt, dass auch Vermögende in der Union sich keinen schlanken Fuß mehr machen können.

Wir brauchen eine Bankenunion, die auf beiden Seiten klärt, Risiken teilt, aber auch entsprechend Risiken reduziert und da auch schwierige Themen wie die Bewertung der Staatsanleihen angeht. Genauso brauchen wir eine Kapitalmarktunion. Aber nicht eine, die von vornherein schon die schwierigen Themen auslässt und deshalb ihr Ergebnis nicht zeitigen wird.

Das Drama ist jetzt nur, dass die handelnden Akteure, der Vorsitzende der Eurogruppe, vielleicht die Achse Deutschland–Frankreich, das Europäische Parlament und genauso die Kommission, derzeit nicht den Mut zu solch großen, breit angelegten pro-europäischen Vorschlägen haben. Das ist genau das, was die Eurozone jetzt braucht: Wir brauchen nicht Verzagtheit, kein Zurückweichen vor den Gegnern Europas, sondern mutige Reformen.

  Liisa Jaakonsaari (S&D), sinisen kortin kysymys. – Jäsen Giegoldin analyysi tästä käydystä keskustelusta oli terävä ja hyvä, mutta siitä jäi puuttumaan oikeastaan kokonaan se, että mitkä ovat olleet tämän euroalueen hyödyt. Kyllähän tällä on esimerkiksi kansalaisille ollut kova hyöty siitä, että korot ovat olleet alhaisia, ja tietystä ennustettavuudesta.

Te kuitenkin aika lyhyesti kuittasitte EMU:n sosiaalisen ulottuvuuden lisäämiseen tähän uudistustyön. Voisitteko tarkentaa sitä ajatusta, jotta löytäisimme yhteisen sävelen?

  Sven Giegold (Verts/ALE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Vielen Dank für die Frage. In der Krise sind eindeutig Reformen auf den Weg gebracht worden, gerade in den Ländern, die unter Druck standen. Dort wurden aber die sozialen Lasten einseitig bei den Schwächeren und beim Mittelstand abgeladen. Eine gemeinsame Finanz- und Steuerpolitik haben wir dagegen nicht auf die Reihe gebracht. Leider hat die Eurogruppe zugelassen, dass in den Ländern ein Politikmix gemacht wurde, der einseitig die Lasten bei den Schwächsten abgeladen hat. Das wäre im Grunde zu überwinden.

Das bedeutet also: Die Eurozone braucht sowohl eine sozial und ökologisch ausgerichtete Investitionspolitik als auch Signale von sozialem Ausgleich, zum Beispiel in Form einer gemeinsamen Arbeitslosenversicherung, wie sie ja von vielen Ökonomen vorgeschlagen wurde.

  Patrick O’Flynn (EFDD). Mr President, a former British Chancellor of the Exchequer, Denis Healey, who sadly passed away this year, had a famous law of holes. It was quite simple: when you are in one, stop digging. Even the current British Chancellor, George Osborne, knows of Healey’s law of holes, which is perhaps why he recently abandoned his plan to slash tax credits for working people. But clearly the law of holes is yet to reach continental Europe, because the eurozone is in the mother of all holes and yet rather than climb out you lot keep digging.

The euro does not work. Even after quantitative easing, eurozone growth this year is a dismal 1.5% – this seven years after the financial crash upon which you still blame all your woes. In Italy, growth is 0.8%; in poor Greece, 0.5%. After so many productive resources were taken out of use following the crash, your annual growth number should be starting with a three and not a zero anywhere in the euro area. My EFDD Group colleagues in the Five Star Movement put it very well when they say sufficient time has passed to assess the political and economic failure of the euro project, and that divergences and imbalances have been exacerbated.

On unemployment, the British rate is 5.3%. The eurozone rate is twice as high, at 10.7%, even though we have been taking surplus labour off you via migration, and yet you want more compulsory integration rather than setting disparate economies free in their own currencies with their own interest rate regimes, supervised by their own democracies.

The hole you are digging now is so deep you will soon be able to bury the EU’s entire economic prospects inside it.

  Bernard Monot (ENF). Monsieur le Président, Messieurs les Présidents, depuis le début de la crise de l'euro, vous avez imposé, dans l'urgence, aux Européens la législation sur l'union bancaire, avec notamment le mécanisme de résolution unique (MRU) ou encore le bail-in, afin de renflouer le capital des banques en difficulté, refusant ainsi le principe d'une nationalisation, même temporaire, par un État. Votre projet était prémonitoire puisque neuf banques ont déjà fait faillite en 2015 en Europe, dont quatre banques régionales en Italie.

Quel est le constat? En Italie, avec vos miraculeuses mesures de résolution des faillites bancaires, plus de 100 000 petits actionnaires et clients ont tout perdu, comme à Chypre en 2013. Les épargnants ignoraient totalement ce risque de perte. La garantie des dépôts de 100 000 euros est complètement illusoire, car l'impératrice Merkel n'en veut pas.

Votre union bancaire commence à ressembler à une euthanasie des épargnants qui va probablement se terminer en panique bancaire. C'est déjà parti! La preuve: dans la patrie de M. Draghi – absent aujourd'hui –, un retraité ruiné s'est suicidé la semaine dernière.

À partir du 1er janvier 2016, pour encore sauver la monnaie unique, les citoyens devront payer la casse des banquiers d'affaires irresponsables. Pour éviter d'être coupables de ce désastre, les présidents de la troïka sont-ils prêts à retirer cette législation totalitaire de l'union bancaire?

  Krisztina Morvai (NI). Elnök Úr! A tőke szabad áramlása, az áruk szabad áramlása, és a szolgáltatások szabad áramlása az Európai Unión belül egy irányba zajlik, az úgynevezett centrumországoktól, vagy gyarmatosító országoktól az úgynevezett perifériaországok, illetőleg Európai Unión belüli gyarmatok felé. Ezek a szabadságok azt jelentik számunkra, hogy a saját nemzeti gazdaságaink kiépítését, védelmét vagy megerősítését ez a szabályrendszer akadályozza egyfelől, másfelől pedig ez a szabályrendszer teszi lehetővé a piacaink teljes letarolását.

A másik európai uniós szabadság, a munkaerő szabad áramlása ellenkező irányba zajlik, a perifériaországoktól a centrumországok felé vándorolhatnak, úgymond, vagy áramolhatnak a 300 eurót, 500 eurót kereső képzett ápolók, orvosok és más szakemberek, ezzel elégítve ki az olcsó munkaerő iránti igényét a centrumországoknak.

Kérdezem az eurócsoportnak az itt lévő vezetőjét, hogy mennyiben más a helyzet a már euróövezethez tartozó perifériaországok vonatkozásában, ugyanis úgy tűnt, mintha itt erőegyensúlyról lenne szó.

  Theodor Dumitru Stolojan (PPE). Domnule președinte, cred cu tărie în viitorul uniunii economice și monetare, în viitorul euro, în măsura în care vom pune în aplicare modul de acțiune prevăzut în raportul președinților.

Constat cu regret însă că state membre care sunt în afara zonei euro iau prea ușor angajamentul pe care l-au făcut la aderarea la Uniunea Europeană, și anume că vor lua toate măsurile necesare pentru a adopta euro. Cred că Consiliul și Comisia Europeană pot face mai mult în a determina aceste state membre să își îndeplinească angajamentul asumat.

Consider că semestrul european a devenit un instrument eficient pentru coordonarea politicilor economice și bugetare ale statelor membre. Există însă o fisură în funcționarea semestrului european, care trebuie înlăturată, și anume: parlamentele naționale trebuie implicate încă din etapa de primăvară în examinarea programelor de dezvoltare de reforme naționale și a programelor de convergență sau stabilitate financiară, atunci când acestea, guvernele, au obligația să le transmită Comisiei Europene.

Susțin pe deplin necesitatea înființării consiliilor naționale de competitivitate în fiecare stat membru. Consider că aceasta este responsabilitatea primordială a fiecărui stat membru, a firmelor și a autorităților locale și naționale.

Én nagyon örülök annak, hogy Ön fölvetette a nem euróövezeti országok esetét, és hogy a nem euróövezethez tartozó országok parlamentjei is jobban bekapcsolódjanak itt az európai szemeszteren keresztül a folyamatokba. A kérdésem csupán az, hogy Ön csak ezért aggódik? Mert én azt hiszem, hogy az európai szemeszter menetrendje most éppen kiszorította magát az Európai Parlamentet a viták korrekt sorából. Problema este următoarea: unele parlamente naționale află de programele de reformă naționale, de programele de convergență, abia în toamnă, când guvernele prezintă proiectele de buget în parlamentele naționale, după ce au primit deja recomandările Comisiei Europene cu privire la politicile economice și sociale. De aceea, consider că e nevoie ca parlamentele naționale să intervină încă din aprilie, să cunoască aceste programe.

  Pervenche Berès (S&D). Monsieur le Président, trois présidents sur cinq pour parler de la recommandation "zone euro", c'est une bonne étape. Mais il faut retourner à l'essentiel, car la réalité du fonctionnement de la zone euro, c'est que nous avons mis en place des interdépendances négatives et que ce qui manque définitivement, c'est la réalité de cette solidarité. Aujourd'hui, même l'Allemagne, pour gérer l'afflux de réfugiés auquel elle doit faire face, considère qu'elle est un élément essentiel du fonctionnement de l'Union européenne.

La Commission ne cesse de dire que le Parlement européen doit être associé au processus, qu'on a besoin du Parlement pour que la zone euro fonctionne de manière démocratique – je note que Jean-Claude Juncker nous a quittés et que le paquet qu'il a mis sur la table le 21 octobre dernier ne laisse aucune place au Parlement européen, alors qu'il met en place un Conseil de compétitivité qui devra se prononcer sur les réformes structurelles dans les États membres, un Conseil fiscal qui pilotera l'analyse que la Commission fera du budget des États membres. Il me semble qu'il y avait une place pour le Parlement européen dans tout cela.

Ensuite, la recommandation de la zone euro, dont nous parlons aujourd'hui, est certes un élément, mais nous devons en faire un outil de débat de politique économique. Est-ce qu'un neutral fiscal stance est satisfaisant? Je note que cette recommandation mentionne l'existence de current account surplus. Alors qu'est-ce qu'on en fait, à un moment où y compris le FMI s'inquiète d'une perspective de déflation exportée par la zone euro à l'échelle de la planète? Tel est le débat politique économique que doit permettre cette recommandation de la zone euro.

Monsieur Dijsselbloem, je vous entends lorsque vous dites que nous avons besoin de progrès simultanés, mais lorsque vous exposez votre stratégie, je n'ai pas l'impression que ce soit exactement ce que vous envisagez, puisque vous nous dites qu'il faut d'abord mobiliser les capitaux privés en mettant en route cette fameuse union des marchés des capitaux et en achevant cette union bancaire. Il nous semble que cela ne peut pas marcher sans cette fameuse capacité budgétaire dont nous avons tant besoin parce que les taux d'intérêt sont à zéro, parce que l'incitation du secteur privé à investir, dans le contexte actuel, n'existe pas, et que vous n'aurez pas une union des capitaux solide si vous n'avez pas derrière un budget de la zone euro.

Voilà la réalité du débat. Or, toute l'histoire nous enseigne qu'à force de petits pas, on abîme le projet de la zone euro. Il a subi un coup de semonce avec l'affaire grecque. Il est aujourd'hui essentiel de mettre toutes les cartes sur la table pour assurer la viabilité et la durabilité de l'euro au service de nos concitoyens et donc d'abord de l'investissement et de l'emploi.

  Peter van Dalen (ECR), "blauwe kaart"-vraag. Het is opmerkelijk dat de bijdragen van mevrouw Berès eigenlijk altijd identiek zijn. Ze weet altijd goed te vertellen wat er schort aan solidariteit, wat er schort aan de relatie met het Europees Parlement en de bevoegdheden die het Europees Parlement te weinig heeft, maar ik hoor haar nooit praten over de kern van de zaak, namelijk de financieel-economische positie van Frankrijk waar haar regering nu aan de macht is.

Frankrijk is al jaren aan het tekortschieten, als het gaat over het nakomen van de criteria van het stabiliteits- en groeipact, is al jaren achter in het optrekken van de economie. Waarom hoor ik u nou nooit eens even de hand in eigen boezem steken?

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, κύριε Dijsselbloem, η Οικονομική και Νομισματική Ένωση έχει μετατραπεί σε μια μεγάλη φυλακή των λαών και της ίδιας της οικονομίας. Με την πολιτική της μερκελικής λιτότητας και της βίαιης δημοσιονομικής προσαρμογής που επιβάλλει το Εurogroup, η Ευρώπη γέμισε τελικά από στρατιές ανέργων, το χρέος των κρατών της ευρωζώνης έχει εκτιναχθεί στα ύψη και οι χώρες του ευρωπαϊκού Νότου μένουν κολλημένες στην ύφεση. Με τη μνημονιακή σας πολιτική έχετε μετατρέψει την Ελλάδα σε ένα απέραντο κοινωνικό νεκροταφείο, όπου το 40%του πληθυσμού ζει κάτω απ' τα όρια της φτώχειας και οι άνεργοι ξεπερνούν το ενάμιση εκατομμύριο.

Αυτό που καταφέρατε τελικά, κύριε Dijsselbloem, εσείς και η τρόικα, ήταν να διασώσετε τους Έλληνες ολιγάρχες, να ρίξετε στην ανέχεια τον ελληνικό λαό και να τον απειλείτε τώρα από πάνω και με διάσωση με ίδια μέσα, το περιβόητο bail-in. Σαν να μην έφτανε αυτό, με το Μνημόνιο ΙΙΙ, προχωρείτε στη λεηλασία της δημόσιας περιουσίας, διαλύετε το ασφαλιστικό, πετσοκόβετε μισθούς και συντάξεις και βγάζετε στο σφυρί τα σπίτια των Ελλήνων. Να ξέρετε, όμως, κύριε Dijsselbloem, ότι ο ελληνικός λαός δεν πρόκειται να σας ανεχθεί για πολύ και σύντομα θα πετάξει την Τρόικα έξω απ' την Ελλάδα.

  Michael Theurer (ALDE). Herr Präsident, liebe Kolleginnen und Kollegen! Das Vorgehen von Populisten lautet: auf komplexe Sachverhalte einfache Antworten.

Wir hören heute Morgen schon wieder die Leier, an allem und an jedem sei der Euro schuld. Dass das keine befriedigende und vor allen Dingen richtige Antwort sein kann, das wissen alle Experten. Der Euro ist weder Ursache noch Lösung der Probleme. Der Euro ist eine Währung.

Es gibt Länder, die haben den Euro, die sind in der Krise, das stimmt. Aber es gibt auch Länder, die haben den Euro nicht, die sind auch in der Krise. Also kann es ja am Euro nicht liegen. Aber Fakt ist: In einer Wirtschafts- und Währungsunion fällt der Anpassungsmechanismus über die Währung weg. Er muss dann realwirtschaftlich stattfinden. Genau deshalb brauchen wir nicht nur eine Währungsunion, sondern auch eine Wirtschaftsunion.

In der Wirtschaftsunion brauchen wir ein gemeinsames Verständnis von der Frage, wie diese Marktwirtschaft dann auch funktioniert. Da sitzen da die Nationalisten, die Etatisten und die Sozialisten und rufen nach mehr Staat, nach konjunkturfinanzierten Beschäftigungsprogrammen. Wir wissen, dass das alles höchstens Strohfeuer sein können, die in die Irre führen.

In einem Kontinent, in dem die Bevölkerung zurückgeht, in einem Kontinent, wo wir unseren Wohlstand auf technischem Fortschritt, auf Innovation aufgebaut haben, kann der Wohlstand in Zukunft nur erhalten werden, wenn wir genau diese Fragen ansprechen und stärken. Die Wettbewerbsfähigkeit muss in den Mittelpunkt gerückt werden. Wenn es den Bürgerinnen und Bürgern nicht gelingt, in den Unternehmen täglich Produkte zu entwickeln, die irgendjemand auf der Welt braucht, die man auf Weltmärkten verkaufen kann, werden wir unseren Wohlstand nicht sichern.

Also lasst uns die Probleme an der Ursache packen! Lasst uns die Wettbewerbsfähigkeit in Europa stärken, auch durch mutige institutionelle Reformen in der Wirtschafts- und Währungsunion!

Ați făcut afirmația că ar fi necesar un mecanism economic care să regleze relația între țările cu monedă euro și celelalte țări. Puteți să ne spuneți cum vedeți dumneavoastră această reglare prin economie? Pentru că avem, evident, țări cu moneda euro și țări fără moneda euro.

  Michael Theurer (ALDE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Sehr geehrte Frau Kollegin Grapini! In der Eurozone ist es so, dass die Eurozone nur 40 % nationaler Einkommensschocks ausgleicht. In den USA sind es 80 % – in den USA durch einen integrierten Kapitalmarkt, durch besser funktionierende Kreditmärkte, durch eine funktionierende Bankenunion und auch durch funktionierende Steuertransfers. Ich glaube, dass wir das in der Europäischen Wirtschafts- und Währungsunion genauso machen müssen. Die Frage wird sein: Was passiert mit den Ländern, die nicht im Euro sind? Und da sage ich: Maastricht-Vertrag einhalten, den Vertrag endlich rechtskonform umsetzen. Alle, die es können, sollten dem Euro beitreten, dann wäre vieles einfacher.

  Miguel Viegas (GUE/NGL). Estamos a falar de mais um passo no aprofundamento do processo de governação económica, procurando dar resposta ao comprovado fracasso do Semestre Europeu. Ao Pacto de Estabilidade juntamos o Six Pack, o Two Pack, o Pact Euro+. Estamos agora com esta proposta dos cinco presidentes a discutir mais regras e mais procedimentos, todos eles procurando dar resposta a uma crise social e económica e cercear ainda mais a política orçamental dos Estados nacionais.

Fala-se do não cumprimento das recomendações por países, mas não se contesta a sua oportunidade ou aplicabilidade. Prefere-se, em vez disto, a imposição de mais organismos de peritos que, ao abrigo de uma suposta cientificidade infalível apenas irá lançar mais confusão e aprofundar o carácter antidemocrático da governação económica. Mas, por mais político que seja o relatório, continua a não resolver esta contradição insanável de termos um sistema em que países que precisam de investir não o podem e aqueles que o podem não o fazem porque não há capacidade de consumo.

Constata-se agora a persistência de desequilíbrios externos. Países acumulam excedentes à custa de outros. O relatório propõe agora que seja o processo de governação económica a incentivar os governos com os excedentes a gastar mais em nome do interesse de todos, ou seja, procura-se resolver, de forma administrativa, um equilíbrio que era assegurado através do mercado monetário existente antes do euro. É lamentável.

  Bas Eickhout (Verts/ALE). Dank u wel, voorzitter, en welkom meneer Dijsselbloem als voorzitter van de eurogroep. Het is een historisch moment dat we een echt democratisch debat hebben over de economie van de hele eurozone. Overigens denk ik dat wij als Europees Parlement ook nog even beter moeten kijken naar onze procedures om van dat debat ook echt een debat te maken, want u zit hier nog wel een uurtje, meneer Dijsselbloem. Maar toch wil ik wel aan u vragen om eens serieuzer naar het democratisch tekort van de eurozone te kijken.

Als ik u in de Tweede Kamer hoor, dan zegt u eigenlijk: het gaat uitstekend, er is geen democratisch tekort in de eurogroep. Het Europees Parlement kan een leuk debat voeren, daar kom ik voor en ook in de verschillende nationale parlementen wordt er over de eurozone gesproken. Dat is niet waar. Er wordt in geen enkel nationaal parlement echt over de economische staat van de eurozone gesproken. Elk land heeft zijn eigen nationale debat, kijkt naar zijn eigen situatie, maar niemand kijkt naar de situatie van de gehele eurozone.

Daarvoor is nu eenmaal een duidelijke democratische controle voor de eurozone nodig. Dat is waar de discussie hier in het Europees Parlement over gaat. Als u ook vindt dat daar meer moet gebeuren, dan zult u dat niet alleen hier in Straatsburg moeten bepleiten, maar dan zult u ook zeker in Den Haag de rol van het Europees Parlement duidelijker moeten verwoorden en duidelijker moeten verdedigen.

Want ook u heeft een bijdrage te leveren aan het democratisch gehalte van de gehele EU en in de Tweede Kamer kan het absoluut beter. Ik ben erg benieuwd wat u nou precies van het Commissievoorstel vindt om naar een aggregate fiscal stance te kijken ofwel naar de gehele eurozonesituatie, of dat begrotingsbeleid nu procyclisch of anticyclisch is.

Ik heb u daar in Den Haag wel over gehoord, maar nog niet hier in Straatsburg. En volgens de aanbeveling moeten ook de surpluslanden aan de bak, moeten de surpluslanden duidelijk zelf meer investeringen doen. Het gaat hier dus ook over Nederland. Bent u van plan om als surplusland Nederland zelf ook actie te ondernemen, zodat de gehele eurozone beter gaat functioneren?

  Steven Woolfe (EFDD). Mr President, twenty years ago Europe initiated a momentous decree to bring about a great beacon of hope to millions of Europeans, or so they said. At this Christmas time, instead of hope, joy and happiness, the spirit of European life is being extinguished for those trapped in the consequences of this failed European political project. At this Christmas time, 23 million people will be unemployed across all of Europe. At this Christmas time: 53% of Greek youth unemployment, 49% of young people unemployed in Spain and 48% of young people unemployed in Italy.

The prospects for the future of the eurozone are not great either. We see the gaps in investment increasing year on year. Eurozone productivity is declining from 0.6% to 0.2%. The share of world GDP will decline to 14% by 2018 and further. But there are those in this Commission, like Mr Moscovici, who said to me that he did not recognise the Europe of high unemployment and high suicides like those in Greece. There are those in this Parliament, like Mr Theurer, who do not recognise that the euro is an element of competitiveness, and how it improves the prospects of European economies. There are those in the Eurogroup like yourself, Mr Dijsselbloem, who are probably enjoying the too many dinners and meetings with those from Goldman Sachs and the bankers who will give you the indication that the Capital Markets Union is beneficial for Europe – it is beneficial for them.

We have come to a momentous time for Europe, a time when the British vote to leave the European Union will not only free my nation but will give European nations the impetus to consider a bright, better future and a Christmas that all can enjoy.

  Barbara Kappel (ENF). Herr Präsident, Herr Kommissar, Herr Präsident der Eurogruppe! Der Fünf-Präsidenten-Bericht vom Juni dieses Jahres sieht die Schaffung einer Wirtschafts-, Finanz-, Fiskal- und politischen Union vor mit dem Ziel, wirtschaftspolitische Koordinierung, Konvergenzen und Solidarität im Euroraum zu schaffen.

Die Kommission hat aktuell dazu zur Konkretisierung von Stufe 1 vorgeschlagen, nationale Ausschüsse zur Wettbewerbsfähigkeit einzurichten. Es wurde in diesem Zusammenhang heute auch schon von einer Minimallösung gesprochen. Diese Ausschüsse sollen mit unabhängigen Experten besetzt werden, die die nationale Wettbewerbsfähigkeit überwachen und sich in die Lohnverhandlungen einbringen. Ebenso sollen diese Ausschüsse ihre Empfehlungen in das Europäische Semester einfließen lassen und für das Verfahren der makroökonomischen Ungleichgewichte herangezogen werden. Koordiniert werden soll das Ganze durch die Kommission.

Das alles mag in der Theorie sehr gut klingen, in der Praxis ist das eine wenig praktikable Lösung, um Wachstum und Beschäftigung in Europa zu schaffen. Die nationalen Ausschüsse für Wettbewerbsfähigkeit haben keinen nennenswerten Einfluss auf die Politik der Mitgliedstaaten, ebenso wenig auf die Umsetzung von Strukturreformen oder die Lohnverhandlungen. Und eine neu zu entwickelnde Säule europäischer sozialer Rechte wird zu einem führen, nämlich zur Einschränkung von unternehmerischer Freiheit – mit dem Ergebnis, dass weniger investiert wird, weniger Beschäftigung geschaffen wird und weniger Wachstum in Europa passiert.

  Λάμπρος Φουντούλης ( NI). Κύριε Dijsselbloem, ήρθατε σήμερα εδώ για να μας μιλήσετε για το μέλλον του ευρώ. Εμείς οι Έλληνες σας γνωρίζουμε, δυστυχώς, πολύ καλά και μπορώ να πω ότι δεν χαίρομαι καθόλου που σας βλέπω, διότι είστε ένας από αυτούς που έχουν εξαναγκάσει τον ελληνικό λαό να ζει υπό συνθήκες ανήκουστες για ευρωπαϊκό κράτος. Με την εμμονική προσέγγισή σας, η οποία δεν έχει σχέση με την πραγματικότητα, έχετε μετατρέψει την Ελλάδα, αλλά και την Κύπρο, σε καταδικασμένα πειραματόζωα. Η δική σας συμπεριφορά είναι ακριβώς αυτή που αποδομεί το ενιαίο νόμισμα.

Ούτως ή άλλως, το ευρώ εξαρχής είχε λάθος θεμέλια. Τόσο όμως οι ιδεολογικές αγκυλώσεις που ενσωμάτωνε, όσο και οι δομές που διαμόρφωσε είχαν τελικά ως αποτέλεσμα να μην μπορεί να λειτουργήσει. Επιπρόσθετα, δεν λάβατε καθόλου υπόψη σας τις ανάγκες των μικροτέρων οικονομιών αλλά προσπαθήσατε ουσιαστικά να εξυπηρετήσετε απλώς τα συμφέροντα των μεγαλύτερων χωρών και κυρίως της Γερμανίας. Για εμάς τους Έλληνες, το ευρώ αποδείχτηκε ένα εξαιρετικά ακριβό νόμισμα που λειτούργησε ως καταλύτης για να δοθεί το τελειωτικό χτύπημα σε μια ήδη αδύναμη οικονομία. Όσον αφορά το μέλλον, σε καμία περίπτωση δεν πιστεύουμε πως το ενιαίο νόμισμα μπορεί να επιβιώσει στη σημερινή του μορφή. Χρειάζονται είτε εκ βάθρων αλλαγές, για μια πιο κεντρική προσέγγιση είτε, όπως εμείς θα προτιμούσαμε, προπαρασκευή των χωρών για επιστροφή στα εθνικά νομίσματα, ώστε να αποκατασταθεί η εθνική τους κυριαρχία.

  Markus Ferber (PPE). Herr Präsident, liebe Kolleginnen, liebe Kollegen, Herr Eurogruppenvorsitzender! Seit vielen, vielen Jahren haben wir über die Verträge und über viele Spielregeln festgeschrieben, wie wir uns eine gemeinsame Währung vorstellen können.

Und kaum haben wir etwas beschlossen, haben wir gesagt: Das reicht noch lange nicht aus, wir brauchen neue Schritte. Aber eigentlich müssten wir etwas ganz anderes tun. Aber das, was wir bis dahin beschlossen haben, haben wir auch nicht umgesetzt. Ich glaube, wenn der Euro an einem krankt, dann daran, das, was in Brüssel von denen, die am Euro teilnehmen, beschlossen wurde, auch zu Hause umzusetzen.

Stattdessen fährt man wieder nach Brüssel und sagt: Eigentlich müsste dies und jenes noch dazu kommen. Der Euro wird nicht funktionieren, wenn man sagt, die Verantwortung transformiere ich auf die europäische Ebene, auf eine internationale Ebene, aber die Haushaltsverantwortung, die habe ich weiterhin national. Die Markoökonomik, die habe ich weiterhin national. Dann wird das nicht funktionieren. Also: Ausgeben, aber nicht dafür haften, funktioniert nicht. Makroökonomische Verantwortung haben, aber nicht dafür haften wollen, funktioniert nicht.

Deswegen kritisiere ich sehr grundsätzlich den Fünf-Präsidenten-Bericht, weil er überhaupt keine Analyse vornimmt, was bisher schon verabredet wurde und nicht eingehalten wird. Bevor wir immer wieder neue Schritte miteinander diskutieren, sollten wir einmal ganz nüchtern feststellen, was alles nicht funktioniert.

Liebe Frau Kollegin Berès, da reicht es nicht zu sagen, Hollande habe ein paar Reformen gemacht und mehr als seine Vorgänger. Frankreich macht zu wenig Reformen! Punkt – aus – Ende! Frankreich verstößt seit vielen Jahren gegen den Stabilitäts- und Wachstumspakt! Punkt – aus – Ende. Da kann man sich nicht herauslügen. Das könnte ich für andere Länder auch einmal durchdeklinieren. Dann zu sagen, dann soll halt ein Land mehr investieren als die anderen, da wird schon alles gut – meine sehr verehrten Damen und Herren, ich will nur darauf hinweisen, dass das Land, das am meisten exportiert in der Europäischen Union, das auch in einer arbeitsteiligen Art und Weise macht. Davon profitieren auch die meisten Staaten in der Eurozone und in der Europäischen Union. Deswegen keine neuen Vorschläge, sondern das, was längst beschlossen ist, konkret und konsequent umsetzen, dann sind wir auf dem richtigen Weg.

Ich kann das an einem Produkt festmachen: Ein deutsches Auto hat ungefähr einen Wertschöpfungsanteil in der gesamten Europäischen Union außerhalb Deutschlands von 80 %. Ein französisches Auto hat einen Wertschöpfungsanteil von nur in Frankreich hergestellten Teilen von 70 %.

Deswegen uns vorzuwerfen, wir würden Überschüsse zulasten der anderen machen, ist einfach nicht fair.

  Jakob von Weizsäcker (S&D). Herr Präsident! Der Austausch zwischen meiner Kollegin und meinem Kollegen gerade eben hat gezeigt, dass, wenn wir so weitermachen in der Eurozone, diese Konflikte immer schlimmer werden. Es ist aus meiner Sicht ganz klar: Auf die Dauer wird die Währungsunion nur funktionieren mit einer Euro-Regierung, mit einem Euro-Parlament und einem Budget für die Eurozone. Auch für die glaubwürdige Veränderung der Bankenunion ist das erforderlich. Am Ende wird es keinen fiscal backstop geben ohne dies. Leider ist der erste Teil des Fünf-Präsidenten-Berichts in dieser Frage ein Cliffhanger, die entscheidenden Fragen zur Zukunft der Eurozone werden erst im zweiten Teil beantwortet werden.

Die Fragen, die beantwortet werden müssen, sind: Wie genau soll die demokratische Entscheidungsfindung in der Eurozone aussehen? Wie soll die fiskalische Kapazität für die Eurozone aussehen? Wie soll sie finanziert werden? Wie soll über sie entschieden werden? Aber vor allem: Wie können in der Eurozone gleichzeitig eine ordentliche makroökonomische Versicherung angeboten und die Budgetrestriktionen der einzelnen Mitgliedstaaten endlich gehärtet werden? Denn auch da haben wir ein massives Problem. Der Vertrag von Maastricht war, wie wir alle wissen, in dieser Frage nicht glaubwürdig.

Mit klaren und ehrlichen Antworten auf diese Fragen in das Superwahljahr 2017 zu gehen, ist nicht einfach. Das weiß ich. Es wäre aber sehr gefährlich, diese klaren und ehrlichen Antworten für das Superwahljahr 2017 nicht zu geben. Denn damit würden wir das beschädigen, was eigentlich den Euro zusammenhält: das mehrheitlich immer noch in Europa vorhandene Grundvertrauen in das gemeinsame Projekt.

Herr Kollege von Weizsäcker, stimmen Sie mir zu, dass die Frage, wie viel Integration und vor allen Dingen wie viel gemeinsame Aufsicht wir auf europäischer Ebene brauchen – also wie viel Vergemeinschaftung, dass dieses Maß auch davon abhängt, wie regelkonform sich die einzelnen Mitgliedstaaten der Eurozone verhalten.

Das heißt also, je stärker, je größer das Commitment der Mitgliedstaaten ist, etwa Strukturreformen umzusetzen und Fiskaldisziplin walten zu lassen, desto weniger intensiv müssen die Eingriffsmöglichkeiten auf europäischer Ebene sein.

Natürlich brauchen wir nicht nur gemeinsame Regeln, sondern wir müssen uns auch daran halten. Und das große Problem heute ist, dass wir gar nicht wissen können: Halten sich einzelne Staaten nicht an die Regeln, weil die Regeln so schlecht sind, dass man sich nicht an sie halten kann, oder halten sie sich nicht an die Regeln, weil sie sich grundsätzlich nicht an die Regeln halten wollen? Erst wenn wir vernünftige Regeln, eine vernünftige Architektur für den Euro haben, werden wir diese Frage beantworten können.

  Jeroen Dijsselbloem, President of the Eurogroup. Mr President, in my final contribution, I would just like to pick up on a couple of points that the Members have made.

First of all, I think building the monetary union – and the same goes for the banking union – is about solidarity and organising it in our social economic system. Therefore it is about reducing risks, becoming more resilient, becoming stronger and more flexible, and, at the same time, gradually sharing risks. That is the only way forward. That is the way we have built the banking union and must complete it, and that is the way we must strengthen the monetary union.

Ms de Lange asked me whether it was not first about reducing risk and then sharing risks. I think that is too simple. We are at the moment in a phase of building up the banking union. As of 1 January 2016, new rules will apply. We are starting to build up the Resolution Fund, which will be complete in eight years’ time, and gradually we will share the risks inside the resolution framework. So it will go hand in hand. Yes, we will start sharing risk in the banking union. We already do now, and in the coming eight years we will continue to do so until it is a fully common system. It is about the two approaches at the same time, and that is the only way to get it done – politically as well. Ms Ferreira was absolutely right when she said that you cannot leave economic policy up to the ECB. The ECB is already far beyond what can reasonably be expected from monetary policy with a very accommodative stance.

So it is now up to politicians at national and European level. It is for both national and European levels to take their responsibilities, and that is also about applying what has been agreed. How can you build a common system and how can you build a union if you cannot apply the rules, and if you will not stick to the rules and the agreements that have been reached?

Ms Ferreira also asked me about the fiscal stance for the eurozone. At the moment a neutral stance for the eurozone as a whole is a reasonable approach, but there are big differences between countries. Some can do more, but there are limitations: there are few countries that actually have a fiscal surplus at the moment and could invest more. So there will be a different approach at national level in the fiscal stance and, overall, in the eurozone a neutral stance is, at this time, the right position to take.

For the future we need to have that debate about the fiscal capacity. We have put it in the second phase of the Five Presidents’ Report, but there is no reason why we should not debate it now, because there are many different ideas of what a fiscal capacity could mean. Some see it as a common backstop for our monetary union, some see it as an investment instrument, and some see it as a social security funding system. These are very different approaches. Let us debate that, because only if you have an agreement on the design of it do you know what size it has to have. Then you have to find agreement on where the funding is to come from. These are big questions that will touch upon our labour market policy, on our social security system and possibly even our pension systems. It depends very much on how you design this fiscal capacity, and there is no agreement as yet on what their instrument should look like. So let us do the work on that and let us not wait until 2017.

Many of you have spoken about the responsibilities of Member States and I fully agree. When you talk about structural reforms, part of it – a major part, I would say – is national responsibility and will probably be so for a very long time. The issues vary from one country to another, yet some are very much the same in all of our eurozone countries. The tax pressure on labour is much too high, forcing labour out of our economy. Let us reverse that process. We are working on that in the eurozone, and many countries are taking measures there. We need further work on the pension system to make it sustainable, also in Greece. Pensions systems need to be sustainable if we want to insure our pensioners, also in the future.

Part of the structural reforms will also have to come from the European side. We talked about the Capital Markets Union. Let me reassure Mr Woolfe that I do not dine with Goldman Sachs and, if I do dine with them, I certainly do not take their instructions. But I do believe that the Capital Markets Union is a way to open up financing needs to create more financing for our companies. We are still much too dependent on the banking system throughout Europe. Let us diversify that, become more resilient and strengthen economic recovery.

I have to react to Mr Eickhout who always, when I meet him in Brussels or here in Strasbourg, addresses me as a Dutch Minister. His point is that I say different things in the national parliament than I do in the European Parliament. I never do that. I always stress both the importance of this European dialogue and that of the national parliament. I strongly disagree with him that in national parliaments there is no serious debate about the European economy or European economic governance. He should come to the Dutch Parliament to participate in those debates. They are in depth, broad and serious, and I have to go to my parliament at least twice a month to discuss those issues.

Finally, Mrs Berès asked me about flexibility in the pact. Over the course of the crisis, the pact has proven to be flexible. A number of countries have been given more time to deal with their fiscal deficits. Fiscal targets have been adjusted over and over again. The real question is whether we can, in time, build fiscal buffers into our budgets again. That is my greatest concern: that we still have high sovereign debts, many countries still have high deficits, even though a lot of work has been done, and if a new economic setback were to occur, we do not have enough buffer capacity.

On the flexibility that the Commission has proposed: I strongly agree with that kind of flexibility, but it should be used well. The Commission should take the requests for flexibility of the Member States seriously and make sure that the credibility of the pact is not damaged. There is a balance between the flexibility in the pact and the credibility of the pact.

Finally, we have a lot of work to do in the short term. So let us have a debate about long-term monetary union governance, let us start that debate now, but let us also work on the very short—term measures we can take. I have already mentioned the banking union, competitiveness, structural reforms and the Capital Markets Union, etc. There is work to be done.

  Anna Elżbieta Fotyga (ECR). Spośród wszystkich projektów Unii Europejskiej te gospodarcze, jak wspólny rynek, należą do największych sukcesów. Dobrze, że po latach mylnych definicji projekt wspólnej waluty nazywamy projektem politycznym. Pozostawiam członkom Eurogrupy ocenę walorów tego projektu, jego efektywności, zwłaszcza w relacji do kosztów. Ważne jest, żeby wszystkie państwa członkowskie Unii Europejskiej, niezależnie od przyjętej waluty, miały równy dostęp do wspólnego rynku i jego dobrodziejstw. W tym kierunku powinny zmierzać wszystkie projekty przygotowywane przez panów przewodniczących.

  Jean Arthuis (ALDE). Monsieur le Président, la zone euro est en danger. Reconnaissons que son architecture est bancale, puisqu'elle dispose d'un pilier monétaire fondé sur la Banque centrale européenne, d'essence fédérale, mais elle reste dépourvue de l'indispensable pilier budgétaire et politique. Les aménagements opérés depuis 2012 sont des progrès, mais la zone euro n'a toujours pas de politique économique. Elle additionne les politiques nationales, encadrées par le pacte de stabilité et de croissance, pacte régulièrement transgressé par nombre de pays et qui n'est qu'un règlement de copropriété de l'euro.

La zone euro – contrairement aux États-Unis d'Amérique – ne peut pas pratiquer le policy mix, c'est-à-dire le soutien à la croissance et à l'emploi. Il y a urgence à la doter des institutions appropriées pour qu'elle soit enfin pilotée et gouvernée: nomination d'un ministre des finances à temps plein, dont la fonction est incompatible avec la charge de ministre dans l'un des États membres de la zone euro, question de disponibilité et question de prévention des conflits d'intérêts; mise en place d'une direction générale du trésor pour coordonner la gestion des emprunts publics, renforcer l'union bancaire, stabiliser les marchés financiers et garantir les dépôts; institution d'un budget de la zone euro pour neutraliser les chocs systémiques et encourager, en les gratifiant, les réformes structurelles et les investissements; enfin, constitution d'un Fonds monétaire européen, sans doute par mutation du mécanisme européen de stabilité financière. Et, en corollaire, il me paraît indispensable de placer cette gouvernance nouvelle sous le contrôle démocratique d'une commission au sein de laquelle siègeraient des représentants du Parlement européen et des représentants des chambres nationales.

Tout partage de souveraineté appelle une légitimité démocratique. Alors, Messieurs les Présidents, je vous exhorte à faire preuve d'audace et de courage. Je crois aux bienfaits de l'euro, c'est dire combien il est urgent de porter remède aux fragilités de la zone euro.

Κύριε Πρόεδρε, ενώ στις Ιδρυτικές Συνθήκες της Ευρωπαϊκής Ένωσης αναφέρονται ως στόχοι η ευημερία των λαών, η οικονομική σύγκλιση, η απασχόληση, η ανάπτυξη, ωστόσο οι χώρες και οι λαοί που μοιράζονται το ίδιο νόμισμα δεν βλέπουν τίποτε τέτοιο. Δεν βλέπουν δημοκρατία και δεν βλέπουν αλληλεγγύη. Το ευρώ έχει γίνει μια νομισματική φυλακή, με δεσμοφύλακα - με ποια νομιμοποίηση άραγε - τον απόντα τώρα υπερδραστήριο κύριο Dijsselbloem. Το ευρώ έχει γίνει μια ρωμαϊκή αρένα γερμανικής έμπνευσης, όπου ο δυνατός επιβάλλει τη θέλησή του και τα συμφέροντά του στον αδύνατο. Έχει βυθίσει τις χώρες στην ύφεση, στην ανεργία και γενικά την ευρωζώνη στη στασιμότητα. Έχει καταδικάσει τη νέα γενιά σε μακροχρόνια ανεργία.

Κύριοι συνάδελφοι, κύριε Πρόεδρε, για τους ευρωπαϊκούς λαούς δεν μπορεί να είναι μονόδρομος η υποταγή στις πολιτικές της ΟΝΕ και του ευρώ και δεν μπορεί να είναι μονόδρομος η φτώχεια και η ανεργία. Λέγεται και έτσι είναι, ότι το ευρώ είναι πολιτικό σχέδιο. Όμως το ευρώ με τη λειτουργία του δημιουργεί νέους διχασμούς: Βορράς-Νότος, πλούσιοι-φτωχοί, δανειστές-δανειζόμενοι, πλεονασματικοί- ελλειμματικοί. Από αυτή την άποψη, αγαπητοί συνάδελφοι, πως μπορεί να είναι το σχέδιο; Δεν μπορεί να είναι το ευρώ το σχέδιο, δεν μπορεί να είναι ο τρόπος, δεν μπορεί να είναι o δρόμος που οδηγεί στην ένωση λαών και χωρών.

Monsieur le Président, j'interviendrai quand même, mais je suis un peu étonné que ni le Président de la Commission, ni le Président responsable de l'Eurogroupe ne soient là. Alors, finalement, on parle pour qui? Je tiens à rappeler qu'en 2012, avant d'être élu par cette abominable Mme Le Pen, n'est-ce pas, nous avions proposé un programme de relance fondé sur la Banque centrale avec les grandes banques publiques, faisant appel au quantitative easing pour investir dans l'économie réelle, dans les transports et les infrastructures énergétiques, dans les PME, dans le développement des exportations.

Ce plan a été bloqué en raison de l'initiative allemande. Aussi longtemps que, dans une zone unique, il n'y a pas de transferts pour investir et équilibrer les niveaux de l'économie, l'euro est condamné. Pourtant, vous continuez dans cette voie. C'est vous qui êtes responsables de l'échec de l'euro, ce n'est pas nous.

  Othmar Karas (PPE). Herr Präsident, Herr Vizepräsident Dombrovskis, meine Damen und Herren! Helmut Kohl hat am Tag nach dem Abschluss der Verhandlungen über die Währungsunion gesagt: Jetzt ist die Europäische Union unumkehrbar. Denn ein Beschluss einer gemeinsamen Währung ist de facto die Initialzündung zur Schaffung einer politischen Union. Eine gemeinsame Währung und eine politische Union gehören zusammen. Wir sind aber noch keine politische Union. Daher ist der entscheidende Punkt, dass wir endlich einen Aktionsplan, einen Plan der operationellen Umsetzung aller Vorschläge, einen Sanktionsplan und einen Zeitplan zur Schaffung einer politischen Union vorlegen.

Der zweite Punkt: Wir sind uns heute alle einig, dass der Euro eine Gemeinschaftswährung ist, die sich nicht nur auf die Eurozone bezieht. Das heißt: Dieses Parlament legitimiert demokratisch die notwendigen politischen Entscheidungen für die gemeinsame Währung. Der Kommissionspräsident hat gesagt: Das Parlament und die Kommission müssen gestärkt werden. Ja, alle Maßnahmen zur Weiterentwicklung der Währungsunion zur Wirtschafts- und Sozialunion, zur Schaffung einer Banken- und Kapitalmarkt-, Fiskal- und Investitionsunion müssen auf dem Boden des Gemeinschaftsrechts erfolgen. Denn nur damit ist die demokratische Legitimierung gegeben. Und daher benötigen wir einen eigenen EU-Finanzminister, daher benötigen wir ein gemeinsames Auftreten im Internationalen Währungsfonds und in der Weltbank. Und wir benötigen in den internationalen Komitees wie Basel eine Stimme der Europäischen Union, und wir benötigen ein europäisches Budget. Und wir benötigen natürlich auch Sanktionsmechanismen für all jene, die das, was wir beschließen und festlegen, nicht einhalten. Denn jeder, der nicht tut, was er sagt, und nicht handelt, wie er es beschließt, schwächt die Währung und die Europäische Union.

  Alfred Sant (S&D). Mr President, the area of management structures built for the eurozone in the past years is impressive, though still incomplete. All of it was set up in fire-fighting mode, with the EU leaders doing their best to contain crisis after crisis.

The same happened this year, with successive crises occurring on a wider front than that covered by the euro narrative. The fire-fighting has been successful. The collateral social costs have been high, but the structures set up under the Stability and Growth Pact might reflect too much the contingencies surrounding the euro crisis of that past. They are probably sufficient now to protect the euro from a recurrence of a crisis like that of 2008. Will they be adequate to face up to the challenges of the future, and to a new kind of crisis?

Today's challenges arise from economic fragility and stagnation, from lack of job creation and competitiveness, and from low public and private investment. Success in dealing with them has been very limited. As we follow the liturgy of the European semester, has the time also come to reflect radically on the design of the Economic and Monetary Union? Do we need to think outside the box? Not to undermine the achievements, but to update them? As we bemoan the lack of competitiveness, could it be that the design of the Stability and Growth Pact itself inhibits competitiveness. Why with more Europe, as this has been hesitantly implemented, have we failed to achieve higher competitiveness and higher investment?

Is the setting up of new bureaucratic councils to preach about competitiveness really the right answer? Do we need a revision of the Stability and Growth Pact? Perhaps, beyond the consolidation of existing management structures, we need a root and branch appraisal of how EMU has developed up to now.

  Peter van Dalen (ECR). Met deze EMU wordt een fundament gelegd waarin al vanaf dag één een enorme barst loopt. De sociaal-economische verhoudingen tussen de lidstaten zijn veel te divers. De eurozone is verre van een optimum currency area. En de handhaving stelt niets voor.

Al jaren worden de criteria van het stabiliteits- en groeipact door een reeks van landen ruimschoots geschonden en koploper Griekenland heeft een enorme schuld van 175 % van het bruto nationaal product en dat land meent men te kunnen redden door nóg meer leningen en uitverkoop van bestek - ik vind tafelzilver een te royaal woord - uitverkoop van het bestek zoals de haven van Piraeus.

De Chinezen zijn de lachende derde, terwijl schuldkwijting en een nieuwe start met een eigen munt de Grieken echt zou helpen. Kortom, de EMU moet inderdaad een paradigma-shift maken. Kijken naar een optie als schuldkwijting, kijken naar sancties en meer investeren in de relatie met landen die buiten de euro zijn. Doe je dat, dan bouw je een geloofwaardige EMU.

  Cora van Nieuwenhuizen (ALDE). De voorzitters die vanochtend aanwezig waren, zijn er niet meer, maar ik richt me toch graag tot vice-voorzitter Dombrovskis. Het is vandaag al een paar keer ter sprake gekomen: de niet-aanwezige president van de ECB, de heer Draghi, heeft een zware taak aan het bewaken van het monetaire beleid. En hij zegt ook voortdurend: ik kan dat niet, als er niet tegelijkertijd aan structurele hervormingen wordt gewerkt, als er niet aan een evenwichtig begrotingsbeleid wordt gewerkt.

Meneer Draghi zet alles in wat hij kan. Hij knalt met zijn super bazooka iedere maand 60 miljard in de Europese economie. Eigenlijk zoals een soort bodybuilder groeihormonen gebruikt, gebruiken wij dit als financiële groeihormonen. Ongezond, denk ik, want als er niet tegelijkertijd wordt gewerkt aan goede voeding en training van je lichaam - dat vergelijk ik dan maar even met de structurele hervormingen en met het begrotingsbeleid - dan blijf je uiteindelijk met een rampzalige erfenis achter.

Meneer Draghi zei: "I'm gonna do whatever it takes".

Wordt het niet eens tijd dat ook de Commissie gaat zeggen: "We'll do whatever it takes" en gaat u niet ook eens gewoon doorpakken waar het gaat om lidstaten die voortdurend de landenspecifieke aanbevelingen naast zich neerleggen?

Meneer Dombrovskis heeft een fantastisch track record in zijn eigen land. Dus ik zou hem willen oproepen om ook binnen de Commissie met collega Moscovici nu eens door te pakken en te zeggen, net als meneer Draghi: "We'll do whatever it takes".

  Luke Ming Flanagan (GUE/NGL). Madam President, full economic and monetary union was the core of the original great plan rejected by the Member States at the design stage of the currency. At that point the project should have been scrapped. That it was not scrapped, that we had catastrophe in country after eurozone country after launch, with five bankrupted and most others with vastly increase debt-to-GDP ratios, that we now have EMU being eased through, begs the question: was this Plan B from the start?

Was that the thinking of those who have masterminded all this? The catastrophes in the likes of Ireland and Spain were accurately foretold as early as 1998 by such a renowned economist as Paul De Grauwe, and thus must also have been foreseen by those who were at the fore in pushing forward this currency union. Have we all been taken for a ride? Was all this pain, suffering and hardship – and even death – in Ireland, in Greece, in Portugal, Spain, Italy, Cyprus, foreseen, or even planned? I am against the EMU. The sooner Ireland gets out the better. This is meant to be a debate on the future of this Union. I, for the vast majority of this debate, was the only Irish MEP present. Where the hell is the democracy? It is dead.

  Mario Borghezio (ENF). Signora Presidente, onorevoli colleghi, ci avevate assicurato che l'espansione di liquidità delle banche centrali non avrebbe aumentato l'iperinflazione, perché essa rimaneva nell'ambito dell'asset inflation, però Draghi, in un recente intervento a Francoforte, ha rivelato al contrario che lo spillover è possibile e che anzi la BCE persegue proprio questo obiettivo. Peccato non poterglielo dire in sua presenza perché stamattina ha disertato.

Ma vediamo le conseguenze della sperimentazione parziale del bail-in, effettuato con il salvataggio di quattro piccole banche locali italiane. In Italia è uno scandalo che riempie da giorni e giorni le prime pagine di tutti i giornali e le aperture dei telegiornali, anche perché c'è stata la morte, voglio ricordarlo, di un piccolo risparmiatore, un lavoratore in pensione, il povero Luigino D'Angelo, una delle tante vittime, in questo caso vittime anche in senso fisico, per il suo suicidio, di questi errori.

La verità è che il governo italiano non è stato in grado di intervenire sull'elaborazione della direttiva del bail-in per prevenire le gravissime conseguenze e ora non riesce a risarcire i piccoli risparmiatori. Io lancio questo grido, questo appello all'Europa: "consentite, imponete al governo italiano il risarcimento di tutti i poveri risparmiatori..."

  Tom Vandenkendelaere (PPE). Elke minimale verwijzing naar het verder versterken van de Europese Unie is vandaag de dag voldoende om een hele groep politici in de kramp te doen schieten tegen een Europese superstaat die de burgers zou afschrikken. Ik vind het eerlijk gezegd pijnlijk om te zien dat zelfs een loutere verwijzing naar het voltooien van de bankenunie voor sommige lidstaten te gevoelig ligt. Ik zou van die ministers wel eens graag horen hoe zij zonder een afgewerkte bankenunie, inclusief een echt Europees depositogarantiemechanisme, een herhaling van het debacle in 2008, 2009, waarbij bank- en overheidsschulden elkaar versterkten, denken te vermijden.

Voor mij is het versterken of verdiepen van de EMU een zaak van louter pragmatisme. Mijn inspiratie is de loutere noodzaak om de EMU de noodzakelijke instrumenten te geven om beter te functioneren en zo ook haar legitimiteit en draagvlak bij de burgers te vergroten. Daarom juich ik toe dat de Commissie zich niet laat verlammen door deze kortzichtige nationale reflexen en realistische concrete voorstellen op tafel legt. Belangrijk is dat ze sterker wil inzetten op het vergroten van het ex-ante nationale ownership van de landenspecifieke aanbevelingen. Ook de aangepaste timing van het semester laat een grotere betrokkenheid van nationale parlementen en van sociale partners niet te vergeten, toe.

Maar het nauwer betrekken van dat nationale niveau mag niet geïnterpreteerd worden als een signaal dat het daar is waar de echte legitimiteit te halen valt. Nee, de Europese constructie wordt juist gekenmerkt door een meerlagige legitimering waarbinnen het Europees Parlement natuurlijk een cruciale rol speelt. Het Europees belang is veel meer dan de sommen van de belangen van de individuele lidstaten. De founding fathers beseften dat ze zichzelf moesten beschermen tegen hun eigen nationale reflexen, omdat die het surplus van een Europese samenwerking ondermijnen. Juist daarom is de Europese Unie in wezen supranationaal, juist daarom heeft de Unie nood aan sterke instellingen en een sterk Europees Parlement, mede om de legitimiteit van deze constructie te garanderen. Dus neen, ik ben geen jonge dromer die hardnekkig vasthoudt aan een voorbijgestreefd idee van een Europese superstaat. Ik wil gewoon puur pragmatisch meehelpen en doen wat nodig is om die Europese en Monetaire Unie in de toekomst beter te laten werken. Dank u.

  Jonás Fernández (S&D). Señora Presidenta, la verdad es que estamos ante un debate importantísimo para el futuro del conjunto de la Unión y especialmente para el futuro de la zona del euro.

Y, en el marco de este debate, con la presencia en el inicio de tres de los presidentes que firmaron el informe de los cinco presidentes sobre el futuro de la zona del euro, me gustaría realizar una pregunta clara ―y también se lo pregunto a Dombrovskis―: ¿dónde, en qué párrafo de ese informe de los cinco presidentes, se dice que la deuda pública tiene que dejar de ser un activo libre de riesgo? ¿Dónde?

Porque yo me he hartado de leer ese informe, página a página, párrafo a párrafo, y en ningún sitio se abre este debate. Y este debate está ahora abierto, dentro de Europa, con algún país, con algún ministro de Finanzas que quiere usar este debate para paralizar el futuro del seguro de depósitos en el conjunto de la zona del euro.

No podemos permitir que tomen como rehén el seguro de depósitos aquellos que quieren acabar con la deuda pública como activo libre de riesgos, porque esto representa una amenaza para la unión de capitales, para la unión bancaria y para el conjunto del proyecto de la zona del euro.

Y, por lo tanto, este Parlamento y este diputado que les habla estarán defendiendo firmemente ese seguro de depósitos, que tiene que ser claramente europeo, que tiene que ser claramente de la zona del euro. Porque esas amenazas que plantean algunos ministros, que plantean algunos para bloquear la zona del euro, pueden ser un atentado directo a la unión bancaria y a la unión de capitales.

  Marcus Pretzell (ECR). Frau Präsidentin, meine Damen und Herren! Die Debatte heute ist überschrieben mit: Fünf Präsidenten für den Euro – ein weiterer Beweis dafür, dass Ämter nicht zwingend Weisheit oder gar Klugheit verleihen. Der Euro hat für geringes Wirtschaftswachstum in der Eurozone gesorgt, für hohe Arbeitslosigkeit, für soziale Spannungen, für Ungleichgewichte zwischen den Volkswirtschaften, für politische Spannungen.

Meine Damen und Herren von der ALDE-Fraktion, wenn heute gefragt worden ist: Wo sind denn die Liberalen?, dann sage ich Ihnen: Es reicht nicht, sich liberal zu nennen, man muss auch liberale Politik betreiben. Wenn Herr Theurer sagt, der Euro ist weder Problem noch Lösung, und über die Etatisten schimpft, dann frage ich: Wer betreibt denn die zentralisierte europäische Einlagensicherung? Wer betreibt Bürokratieaufbau unter dem Etikett Binnenmarkt? Wer von Ihnen träumt nicht von der Sozial- und Steuerunion, kritisiert Konjunkturprogramme und verabschiedet einen Juncker-Taschenspielertrick mit 315 Milliarden Euro?

Dann seien Sie doch endlich für freien Währungswettbewerb! Beenden Sie die zentrale Herrschaft, die planwirtschaftliche Herrschaft der Zentralbanken! Lesen Sie Ihren Hayek doch einmal! Dann werden Sie feststellen, dass die Lösung freies Marktgeld bedeutet. Das wäre liberal. Der Euro ist wettbewerbswidrig, er ist unsozial, er ist etatistisch, und seine Praxis ist rechtsstaatswidrig!

  Philippe De Backer (ALDE). Als ik sommigen hier bezig hoor in dit parlement, dan lijkt het wel alsof onze economieën niet met elkaar verbonden zijn. Dat zijn ze natuurlijk wel via de interne markt. Dat zijn ze natuurlijk voor een aantal landen ook door de gemeenschappelijke munt, reden waarom we moeten samenwerken om dit probleem op te lossen. Wij moeten als Europese Unie, Commissie, Parlement, als lidstaten samen onze verantwoordelijkheid nemen.

In de eerste plaats door ervoor te zorgen dat de credibiliteit van het stabiliteitspact wordt hersteld. Ten tweede door de bankenunie af te maken teneinde financiële stabiliteit naar burgers en bedrijven toe te garanderen. En ten derde door die kapitaalmarktenunie te voltooiien om ervoor te zorgen dat we minder afhankelijk zijn van bankfinanciering en we eindelijk echte investeringen in onze reële economie kunnen doen.

Maar ook de landen moeten in dit verhaal hun verantwoordelijkheid gaan nemen. Het kan toch niet zijn dat zij afspraken maken over structurele hervormingen en dan in eigen land slechts 10 of 15 % van die hervormingen uitvoeren. Hoe kun je nu een gemeenschappelijk economisch beleid voeren, als dat de geloofwaardigheid en het gebrek aan eigenaarschap van verschillende landen is? Je zult daar dus meer druk moeten uitoefenen, zodat die structurele hervormingen ook in die landen worden doorgevoerd.

Een laatste punt is de democratische verantwoordelijkheid. Ook daar denk ik dat we een debat op gang moeten brengen om ervoor te zorgen dat dit Parlement meer dan ooit samen met nationale parlementen zijn rol kan gaan spelen om toe te zien op die hervormingen en die stabiliteit. De Europees Centrale Bank heeft ons als politici tijd gegeven, heeft politici tijd gegeven om verantwoordelijkheid te nemen. Het is tijd dat de Europees Centrale Bank haar job doet als onafhankelijke monetaire instelling en dat wij politici Europees en nationaal samenwerken om dit probleem eens en voor altijd op te lossen.

  Miguel Urbán Crespo (GUE/NGL). Señora Presidenta, habría estado bien que el señor Juncker se hubiera quedado a escuchar todas las intervenciones. Yo creo que, además, tiene razón el señor Juncker cuando dice que la unión monetaria es un proyecto político. Estoy de acuerdo con él. Desde el comienzo de la crisis, esto ha quedado claro para la ciudadanía europea. Las políticas de la Unión han aumentado la desigualdad y han violentado la soberanía de los países del Sur, en función de un proyecto político que prima, por encima de todo, los intereses de la gran banca privada y centroeuropea.

El proyecto de integración que ahora nos presentan avanza en la misma vía: aumentar, mediante los Consejos de competitividad, el poder de la Unión sobre los presupuestos, los sistemas fiscales y las políticas salariales. Y con su propuesta de integrar en los Tratados europeos el Mecanismo Europeo de Estabilidad buscan extender al conjunto de Europa el látigo de la austeridad y el chantaje. Con la unión bancaria, promueven también una concentración financiera que levanta enormes gigantes de barro que pueden caer sobre todos nosotros.

Si quieren de verdad que haya un control democrático sobre un sistema tan profundamente desigual e injusto, esto es una farsa. Si de verdad lo que quieren es democracia, impulsen una armonización fiscal progresiva para que paguen más los que más tengan, construyan un presupuesto que impulse la inversión sostenible y redistributiva de Europa, creen una banca pública que realmente garantice la función social del crédito y aguanten para escuchar todas las intervenciones de todos los diputados.

  Florian Philippot (ENF). Madame la Présidente, encore une fois, on nous propose des mesurettes et des vœux pieux pour améliorer le fonctionnement de la zone euro. Mais aucune implication supplémentaire du Parlement européen n'y changera rien. Aucun mécanisme technocratique camouflé sous des oripeaux démocratiques de plus en plus légers ne peut plus dissimuler la réalité: l'euro est un échec total. Il est un échec car il est fondé, depuis le départ, sur des principes faux.

Forcer l'union monétaire entre les pays d'Europe ne les a pas unis et ne les conduira jamais vers l'unité. Au contraire, les économies sont de plus en plus divergentes, les pays européens en dehors de l'euro s'en sortent beaucoup mieux. Les pauvres s'appauvrissent, les plus riches s'enrichissent, les tensions montent et les peuples se dressent les uns contre les autres. On leur demande des sacrifices insoutenables pour sauver une monnaie, au lieu de mettre l'économie à leur service. Les Grecs ont été humiliés et le sont encore un peu plus chaque jour. D'autres peuples le seront bientôt.

De nombreux prix Nobel et économistes de renom l'ont dit, la réalité le prouve de façon implacable: il faut renoncer à ce veau d'or aberrant, il faut cesser de sacrifier les peuples pour sauver l'euro et bien plutôt sacrifier l'euro pour sauver les peuples.

  Danuta Maria Hübner (PPE). Madam President, the eurozone’s challenges, both its architecture and its common governance, so far based on the intergovernmental approach, are often characterised by a too far-going respect for diversity of preferences and past—dependency thinking. Rules in the institutions have been under improvement, but reforms have not yet reached a critical mass. We have to make further decisive steps on the institutions and rule reforms to make the governance system effective. But before this happens, sound fiscal positions in every jurisdiction and an unprecedented level of policy coordination at eurozone level are fundamental.

In 2016 we will have to prepare for the ECB’s shift towards normal monetary policy in a way that will not lead to further contraction. To make it possible for the ECB to handle the transition to higher interest rates in a successful way, there is a need to have – on the fiscal and structural policies side of the Eurozone – right, timely and well-coordinated reaction.

It is worth recalling that over the last years we have had a bad experience of Mr Draghi’s calls for action by Member States not resulting in support for his efforts. We cannot afford it this time around. Let us use the opportunity created by the fact that the Commission has presented eurozone recommendations six months before country—specific recommendations and that there is a eurozone working programme for the first half of 2016. Full use of these two vehicles can give us an effective policy coordination.

  Paul Tang (S&D). Veel mensen in Europa kunnen het hoofd niet of nauwelijks boven water houden en zijn getroffen door de storm van de economische crisis. Het is daarom de opdracht voor Europese politici om de economie op het droge te krijgen om de economie nieuwe stormen te kunnen laten doorstaan. De Europese Commissie legt zandzakken. Goed is de aandacht voor het begrotingseffect voor de hele eurozone als geheel. Goed is het voorstel voor het complementeren van de bankenunie en ook de aanbeveling aan landen met een overschot op de lopende rekening om investeringen aan te jagen.

Toch laten de zandzakken juist zien waar de gaten in de dijken zitten. Door budgettaire voorzichtigheid en financiële fragmentatie is de aanpassing traag, onevenwichtig en daarom kostbaar in termen van groei en hoge werkloosheid. Het lijkt wel of de ECB er alleen voor staat in de opdracht om de economie weer op gang te krijgen. Bovendien is de potentie voor groei en banen minder dan ooit. De investeringen zijn 20 % lager dan voorheen en de publieke investeringen hebben een knauw gekregen terwijl de rente toch lager is dan ooit.

Sjouwen met zandzakken is niet voldoende. Nodig is een Europees Deltaplan voor een democratische en solidaire eurozone, zodat iedereen het hoofd weer boven water kan houden en een nieuwe storm ons niet weer kan bedreigen.

  Richard Sulík (ECR). Frau Präsidentin, sehr geehrter Herr Dombrovskis! Es ist schön, dass Sie wieder das Vertrauen in die gemeinsame Währung herstellen wollen, doch Sie machen das Gegenteil.

Immer wieder brechen Sie eigene Regeln. Nach Griechenland schicken Sie immer wieder Geld – in der Zwischenzeit mehr als das ganze Investitionspaket von Herrn Juncker. Genauso brechen Sie die Regeln, indem Sie Italien und Spanien erlauben, immer wieder neue Schulden zu machen, von Frankreich ganz zu schweigen, da ist die Kommission einfach viel zu schwach, um Frankreich zu bestrafen.

Zu alledem fördert die Europäische Zentralbank, dass neue Schulden gemacht werden. Jeden Monat kauft sie für 60 Milliarden Euro neue Staatsanleihen. Das ist auch ein Bruch der Regeln. Dazu gibt es noch einen Zinssatz, der fast bei Null ist. Gegenüber dieser Einladung, Schulden zu machen, haben Sie nur einen Papiertiger: ihren Wachstums- und Stabilitätspakt. Sie brauchen keine neuen Regeln, Herr Dombrovskis, Sie brauchen keine Bankenunion und was weiß ich, was alles, Sie brauchen die Einhaltung der existierenden Regeln.

Vorrei sapere dal collega, se quando cita l'Italia, cita perché ha dei dati, perché in realtà ha detto una cazzata, perché l'Italia non sta facendo più debiti, l'Italia è sotto il 3 per cento debito/PIL, anzi è al 2,4, quindi se c'è un paese che ha rispettato i patti questo è proprio il nostro paese, cioè l'Italia. Quindi, quando interviene almeno sull'Italia, dica le cose esatte.

  Richard Sulík (ECR), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Na ja, darüber, wer hier Stuss redet, kann man diskutieren. Der Schuldenstand von Italien ist zirka 140 %, und 2,4 – die Zahl, die Sie genannt haben, lieber Herr Buonanno – das sind eben die neuen Schulden. Um 2,4 % verschuldet sich Italien dieses Jahr oder das letzte Jahr. Das ist das Erste.

Das Zweite: Es gibt da ja noch eine verdeckte Finanzierung durch die italienische Nationalbank – damals war noch Herr Draghi an der Macht. Ich glaube, Italien hat da 140 Milliarden weitere Schulden gemacht, die sind irgendwo in Bilanzen versteckt. An Ihrer Stelle wäre ich ganz, ganz still.

  Jérôme Lavrilleux (PPE). Madame la Présidente, Monsieur le Vice-président de la Commission, la crise économique de 2008 a démontré deux choses: la première, que notre union économique et monétaire, n'en déplaise à certains, était un outil et un bouclier efficaces pour nos économies nationales; la seconde, que nous devons impérativement, bien entendu, aller plus loin dans cette union et les convergences que celle-ci demande si nous voulons résister aux chocs futurs qui ne manqueront pas d'advenir.

Notre union économique et monétaire est incomplète et certes trop fragile. Concentrée sur la stabilité financière indispensable, elle a délaissé la croissance pourtant indispensable, elle aussi, à la relance économique. À ce titre, je salue l'initiative du Président Juncker qui, dès son discours sur l'état de l'Union européenne, a placé ce sujet au cœur de ses priorités. Je salue également la prise en compte du cadre démocratique dans lequel ces réformes doivent avoir lieu, avec, notamment, la constitution de conseils nationaux de la compétitivité et d'un comité budgétaire européen. Il est sage de ne pas renouveler les erreurs que nous avons parfois pu commettre pour aller plus vite, en n'associant pas assez les Européens et leurs représentants aux prises de décision.

Ces deux instances devront, comme le semestre européen, élever la compétitivité et la croissance économique au rang de priorités afin de créer des emplois durables et de renforcer notre espace économique et monétaire, c'est-à-dire trouver le juste équilibre économique et politique entre la réduction des déficits des États membres et la mise en place de politiques de relance.

Pour conclure, j'adresserai un court message à tous ceux qui démontrent leur scepticisme ou leur opposition à une telle union renforcée: quel serait le poids d'un pays européen, quel qu'il soit, n'excédant pas au plus 80 millions d'habitants face aux autres puissances économiques? Comment pourrions-nous peser et faire valoir nos positions sans nous unir à l'échelle d'un continent?

Faire croire en l'isolement national est dangereux pour nos économies mais également pour nos démocraties. Le courage politique consiste au contraire à s'adapter et à anticiper un monde qui évolue constamment et non à nier cette réalité.

  Κώστας Μαυρίδης ( S&D). Κυρία Πρόεδρε, συζητούμε για την οικονομική και νομισματική ένωση και φυσικά συζητούμε για το ευρώ. Αυτή η συζήτηση, όμως, μας μεταφέρει χρόνια πίσω, όταν ξεκίνησε η οικονομική κρίση και όταν συζητούσαμε για το δημόσιο χρέος και, κατ' επέκταση, για τον κίνδυνο των τραπεζών. Θα εστιάσω, λοιπόν, την παρέμβασή μου σε ένα μόνο σημείο, στις αποφάσεις και πολιτικές που λαμβάνονται εκ των υστέρων, ενώ θα έπρεπε να εφαρμόζονται εκ των προτέρων. Σήμερα, λοιπόν, επιχειρούμε να συμπληρώσουμε την τραπεζική ένωση εκ των υστέρων, με το τρίτο σκέλος της αρχιτεκτονικής της, το Ενιαίο Σύστημα Εγγύησης Καταθέσεων, το οποίο όμως ήταν μέρος της αρχικής αρχιτεκτονικής της τραπεζικής ένωσης που δεν εφαρμόστηκε, διότι υπήρχαν πολιτικές αντιδράσεις. Όλοι γνωρίζουμε από πού προέρχονταν αυτές οι αντιδράσεις, επιπλέον των οποιωνδήποτε άλλων προβλημάτων τεχνοκρατικού χαρακτήρα.

Η Ομάδα των Σοσιαλιστών και Δημοκρατών επέμεινε πολύ καιρό στην ανάγκη να εξαλειφθεί η διάκριση των καταθετών που λειτούργησε εις βάρος ιδίως των αδύνατων κρατών μελών που βρίσκονται σε οικονομική κρίση. Σήμερα έχουμε μια παραδοχή από τους πρωταγωνιστές, συμπεριλαμβανομένου του απουσιάζοντος κυρίου Dijsselbloem, ότι έγιναν λάθη. Από ποιους έγιναν τα λάθη; Από τους πρωταγωνιστές έγιναν. Κουρεύτηκαν οι καταθέσεις στην Κύπρο, φτώχυνε ο κόσμος, η Ελλάδα περνά πρωτοφανή οικονομική κρίση. Θέλω να πω μια τελευταία κουβέντα για τους κανόνες: οι κοινοί κανόνες δεν είναι αυτοσκοπός, αυτοσκοπός είναι η σύγκλιση των οικονομιών μας.

  Joachim Starbatty (ECR). Frau Präsidentin! Eine goldgedeckte Währung genießt Vertrauen, weil die umlaufenden Banknoten jederzeit gegen Gold eingelöst werden können. Bei einer Papierwährung, wie wir sie haben, müssen die Bürger der Zentralbank vertrauen, die für diese Währung verantwortlich ist.

Worauf können die Bürger in der Eurozone vertrauen? Auf Mario Draghi und seine Mannschaft? Mario Draghi bläht die Bilanz der EZB auf. Er druckt Geld, um Staatsanleihen zu kaufen. Er sagt, er wolle Deflation bekämpfen. Wir haben keine europaweite Deflation, und es kommt auch keine Deflation. Das ist eine vorgeschobene Begründung für monetäre Staatsfinanzierung.

Es gibt nur einen Grund für Inflation: Finanzierung des Staatshaushalts durch die Notenpresse. Noch steigen erst die Preise für reale Aktiva – Aktien und Immobilien. Das ist eine gewollte Umverteilung von Arm zu Reich. Die Preise für Güter des privaten Verbrauchs werden folgen. Draghi hantiert mit Dynamit. Wenn es hochgeht – da warne ich alle –, zerstört es die Europäische Währungsunion.

  Lara Comi (PPE). Signora Presidente, onorevoli colleghi, Commissario, ritengo che l'Unione economica e monetaria sia stata rafforzata dall'ultima grave crisi economica rispetto a quello che avevamo in passato, ma resta purtroppo incompiuta.

Nonostante i progressi che abbiamo conseguito e per quanto riguarda il rafforzamento della governance economica e anche l'avvio dell'unione bancaria abbiamo ancora molto da fare. Il nostro impegno deve puntare a realizzare un'Unione capace di conseguire una maggiore crescita, una maggiore occupazione e prosperità per tutti i cittadini, quindi senza distinzione di classe, ma nel contempo deve essere fondata anche su basi solide per far fronte a sfide non solo interne, ma anche mondiali.

Dobbiamo essere sicuramente più competitivi anche nei confronti degli Stati Uniti e della Cina. So bene che gli sviluppi occupazionali e sociali sono stati esaminati nel dettaglio nelle relazioni per paese nel corso di quest'anno, rivolgendosi a raccomandazioni specifiche paese per paese, però ci tengo a ribadire l'urgenza e la necessità di migliorare il mercato del lavoro e delle performance sociali, sicuramente per dare fiducia a tutti quei giovani che sono ancora senza lavoro e hanno un tasso di disoccupazione giovanile molto alto.

Sicuramente è importante la flexsecurity, dobbiamo avere contratti di lavoro flessibili, affidabili – non precari che è una questione totalmente diversa – una tassazione del lavoro favorevole, quindi che agevoli naturalmente le nuove assunzioni, dei programmi di apprendimento permanente e aiuti per l'inserimento lavorativo. Io penso che in questo momento dobbiamo essere sicuramente più operativi anche da un punto di vista occupazionale.

Madam President, I would like first to thank Roberto Gualtieri for his topical contribution and I agree with him, but we still know that today technically the Eurogroup is not a formal entity within the EU. However, its impact and hard decisions are really heavy, especially for Member States in the special macroeconomic consolidation programme. It controls areas that do not belong to the full competence of the EU, such as taxation, budgetary policy, the public sector, employment, or even health policy regulations. In the case of Greece, for example, the Eurogroup replaces the European Semester, as you all know, and also the Stability and Growth Pact, by imposing hard rules through the blurred and questionable method of soft loan.

What is the limit of these hard policies created by the Eurogroup’s soft loan policy? Who sets the limits, and where and when are we going to discuss the content and also evaluate the effects of these policies? Shouldn’t the European Parliament have the answers? It seems that for the euro area to institutionalise its functioning within the European economic governance framework, the Council’s recommendation indeed makes an important step forward, but much more should be done in order to form the environment of legitimacy for the euro area’s economic decision-making, and this should be crystal clear. There is no path to recovery and macroeconomic policy without the political consent and transparency that only the European Parliament can provide.

  Zbigniew Kuźmiuk (ECR). Pani Przewodnicząca! Zabierając głos w debacie poświęconej unii gospodarczej i walutowej, jako przedstawiciel kraju spoza strefy euro chciałbym wyrazić wątpliwość, czy w czasie poważnych problemów, jakie przeżywają gospodarki kilku krajów należących do tej strefy, da się przeprowadzić ambitne zamierzenia zawarte w tzw. sprawozdaniu pięciu przewodniczących.

Chciałbym przy tej okazji zwrócić uwagę, że kraje Unii posługujące się własnymi narodowymi walutami od kilku lat odnotowują zarówno wyższy poziom wzrostu gospodarczego, jak i w konsekwencji niższe wskaźniki bezrobocia niż większość krajów posługujących się walutą euro. Wystarczy, że kraje te przestrzegają dwóch głównych kryteriów fiskalnych z Maastricht – to znaczy deficyt sektora finansów publicznych nieprzekraczający 3%, a dług publiczny – 60% – co oznacza stabilność ich finansów publicznych, a w konsekwencji stabilny wzrost gospodarczy i zmniejszające się bezrobocie. Ja nie mam oczywiście nic przeciwko zacieśnianiu współpracy w ramach strefy euro, czyli tworzenia kolejnych unii: finansowej, fiskalnej czy wreszcie politycznej, ale moim zdaniem nie rozwiążą one głównych problemów, z jakimi zmaga się coraz więcej krajów strefy euro.

  Adam Szejnfeld (PPE). Pani Przewodnicząca! Musi cieszyć fakt, że podejmuje się kolejne działania na rzecz stabilizacji i rozwoju, natomiast przy całym pozytywnym nastawieniu do dokumentu, o którym mówimy, trzeba także powiedzieć o kwestiach, które budzą wątpliwości. Po pierwsze, zaliczyłbym do nich taką nieuzasadnioną wiarę w rozwiązania instytucjonalne – jak jest problem, to trzeba stworzyć instytucję, jak już jest instytucja, to trzeba stworzyć następną. Tu też mamy propozycję powołania nowych instytucji, jak Europejska Rada Budżetowa, ale przede wszystkim moje wątpliwości budzi propozycja powoływania krajowych rad ds. konkurencyjności. Co do tego jestem absolutnie przekonany, że będą to ciała zupełnie fikcyjne.

Druga kwestia to jest tempo zmian. Minęło siedem lat od wybuchu kryzysu, a tu propozycja dotyczy perspektywy aż dziesięciu lat w trzech etapach. Dzisiaj trudno planować nawet w krótkim okresie czasu, a cóż dopiero w długim. Dziesięć lat na podejmowanie ważnych rozwiązań to jest, moim zdaniem, za długi okres.

Po trzecie, największą, najlepszą gwarancją rozwoju gospodarczego i ochrony przed kryzysami jest zdrowy i uczciwy rynek. My natomiast mamy problem z jednolitym wspólnym rynkiem, jest on bowiem zainfekowany wirusem nadregulacji i protekcjonizmu. Z tym musimy walczyć, wtedy łatwiej będzie nam tworzyć także unię gospodarczo-walutową.

  Neena Gill (S&D). Madam President, the EU needs more economic growth and it needs to become more competitive. The recommendations made are balanced instruments. The euro area needs to get back on track economically. That means not just focusing on deficiencies in some smaller southern Member States, but also on larger Member States, where domestic demand needs to be stimulated. And yes, labour markets need reform, but reform in the right direction. It needs to be easier to hire people, not to fire them. The priority has to be to reduce the 25 million unemployed people in the EU, not to increase that number. Moreover, people need proper contracts and social protection, and not zero-hour contracts.

But what of the problems with these recommendations? They focus just on the euro area, but as a Union the EU is highly interdependent. We are 28 members in this club and we are all interlinked. Therefore, it is in all our interests to have a well-performing euro area. Deficits, excessive debt and imbalances all need to be properly tackled in a socially acceptable way. Representing the UK, our ties are close: 40% of our exports go to the euro area and major UK-owned banks have financial exposure to the euro area totalling almost twice their capital, worth a quarter of the UK’s GDP.

In a couple of days, the Council will be discussing the reforms on economic governance and competitiveness proposed by the British Prime Minister ...

  Γεώργιος Κύρτσος ( PPE). Κύριε Πρόεδρε, η Οικονομική και Νομισματική Ένωση έχει αποκτήσει μια θετική δυναμική και καταγράφονται, ήδη, σημαντικές επιτυχίες. Άλλωστε, η κρίση στην ευρωζώνη ξεκίνησε με δεκαπέντε χώρες στο ευρώ και λήγει με δεκαεννέα χώρες στο ευρώ. Έχουν δημιουργηθεί ισχυροί μηχανισμοί στήριξης χωρών με ειδικά ή γενικά προβλήματα στην οικονομία τους, οι οποίοι αποδεικνύονται αποτελεσματικοί. Η Ιρλανδία ολοκλήρωσε με άριστα το δικό της πρόγραμμα, η Ισπανία αντιμετώπισε την κρίση των τραπεζών με βοήθεια αλλά χωρίς να μπει σε πρόγραμμα, η Πορτογαλία και η Κύπρος έχουν να επιδείξουν ιδιαίτερα θετικά αποτελέσματα. Επομένως, τα προβλήματα της Ελλάδας, τα οποία πολλοί επικαλούνται, σε μια μάταιη προσπάθεια να απαξιώσουν το ευρώ και την ευρωζώνη, αποτελούν την εξαίρεση και όχι τον κανόνα.

Ακόμη όμως και στην Ελλάδα, όπου οι δυνάμεις της Αριστεράς άσκησαν τέτοια σκληρή κριτική στην ευρωζώνη και στους κανόνες λειτουργίας της, ακόμη και εκεί οι ίδιες αυτές δυνάμεις τα έδωσαν τελικά όλα και δέχθηκαν να εφαρμόσουν, όταν έγιναν κυβέρνηση, ένα πολύ σκληρότερο πρόγραμμα προσαρμογής από εκείνο που συνήθιζαν να καταγγέλλουν ώστε να μπορέσει να μείνει η Ελλάδα στην ευρωζώνη. Αυτό τα λέει όλα για τη σταθερότητα και την προοπτική της ευρωζώνης. Πρέπει, λοιπόν, να βρούμε το πολιτικό θάρρος για να ολοκληρώσουμε μια δύσκολη αλλά αναγκαία πολιτική και για να γίνουμε περισσότερο δυναμικοί, δίκαιοι και αποτελεσματικοί στην εφαρμογή της. Δεν υπάρχει άλλος δρόμος.

  Sergio Gutiérrez Prieto (S&D). Señora Presidenta, señor Comisario, estamos en un debate sobre la zona del euro que es, al mismo tiempo, un debate sobre su proyecto de futuro y también sobre la recuperación económica que está en ciernes. Y es verdad que tenemos que ser claros.

Todavía hoy la zona del euro vive una recuperación más lenta y más débil, por ejemplo, que la Unión Europea de los veintiocho: tenemos menos inversiones que nuestros competidores de zonas monetarias de otros lugares del planeta; nuestra pobreza sigue sin disminuir; creamos niveles de empleo, pero el empleo que creamos todavía es débil y, sobre todo, es precario.

Y, ante todo esto, la pregunta es: ¿la respuesta que nos ha dado la Comisión Europea —el informe de los cinco presidentes— es suficiente para lograr el objetivo de obtener una recuperación económica más fuerte y, sobre todo, de crear una zona monetaria óptima, cuando tenemos un mercado único con veintiocho mercados laborales fragmentados, una unión monetaria con diecinueve políticas fiscales distintas y una unión política sin un presupuesto fuerte común que la fortalezca, que la cimente? Creo que no.

Faltan muchas cosas en su propuesta: no vemos por ninguna parte el marco de salarios mínimos europeos, que, por ejemplo, puede evitar que volvamos a afrontar una devaluación salarial que lo que está generalizando es la pobreza laboral en la Unión Europea.

Faltan los estabilizadores automáticos europeos, que nos tienen que servir también para hacer frente a los choques asimétricos: el seguro europeo de desempleo, que tantas veces le ha reclamado esta Eurocámara.

Falta también la mutualización de la deuda. No podemos vivir ―ni la zona del euro ni el proyecto de futuro ni la recuperación económica― solo de Draghi y de la política monetaria.

Necesitamos más ambición por parte de la Comisión Europea y necesitamos más visión de futuro para evitar futuras crisis.

  Luděk Niedermayer (PPE). Madam President, let me start with the fact that the economic crisis highlighted a lot of gaps and problems in the architecture of monetary union, and we have been able to improve. We now have far better rules, better instruments and a better monetary union, and we should be proud of that. But what should we do now?

Obviously, we have a very good agenda before us and I am supporting that, but at the same time we should not forget that most of the work needs to be done by the Member States. The Member States should continue with structural reforms to improve their competitiveness, because that is the only way to deal with the issue of unemployment, which is very critical in most of the Member States. At the same time, they should continue with responsible fiscal policy. There is no alternative to responsible fiscal policy, and these two goals do not exclude each other but, rather, are supportive. This is the only way to restore confidence – and I am talking about confidence among the Member States and the self-confidence of the eurozone. This is what we badly need in order to move forward.

Member States ought to understand that, for the sake of a better future, they should be able to coordinate economic policies better and give up some economic sovereignty to make the eurozone more stable. I believe that the European Parliament can assist in this development and play an important role.

  Mercedes Bresso (S&D). Signora Presidente, onorevoli colleghi, il Presidente Juncker ci ha ricordato che stiamo sperimentando una migliore strutturazione dei rapporti istituzionali in vista delle riforme necessarie nella seconda fase del rapporto dei cinque presidenti.

Intanto mi pare chiaramente necessaria una migliore strutturazione dei rapporti istituzionali, questo dibattito lo dimostra. Credo che il punto centrale, che è emerso anche da molti dibattiti critici e non solo da quelli positivi, sia che serve una maggiore responsabilità politica e legittimità democratica della zona euro e che ci aspettiamo dalla Commissione che ci dica rapidamente che cosa pensa che possa essere fatto subito all'interno del trattato di Lisbona, all'interno dei trattati esistenti e che cosa debba essere fatto modificando opportunamente i trattati, se necessario.

Secondo me ci sono due punti economici e uno politico. I due punti economici sono: servono più investimenti e quindi occorrono strumenti che consentano di portare gli investimenti dell'eurozona almeno a quei duemila miliardi che sono necessari per i prossimi anni; è una stima fatta dalla Commissione. Il secondo è un patto sociale che definisca le regole sociali all'interno di una zona fortemente integrata come la zona euro. A livello invece di tipo istituzionale credo che la discussione dovrebbe proseguire per i rapporti politici tra Commissione e Parlamento europeo, Parlamento europeo e parlamenti nazionali.

  Angelika Niebler (PPE). Frau Präsidentin, verehrter Herr Vizepräsident der Europäischen Kommission, liebe Kolleginnen, liebe Kollegen! Ich danke für die Debatte heute Morgen.

Ich denke, es ist wichtig, dass wir uns fernab von Krisenmanagemt mit der Frage der weiteren Entwicklung der Wirtschafts- und Währungsunion beschäftigen. Jede Debatte allerdings muss mit einer Analyse des Status quo beginnen: Wo stehen wir? Herr Dijsselbloem hat es heute Morgen aufgezeigt, auch Herr Juncker: Es gibt eine Vielzahl von Maßnahmen, von Regeln, die wir in den letzten Monaten und Jahren beschlossen haben, die wir auf die Reihe gebracht haben. Wichtig ist und zur Glaubwürdigkeit und zu dem Vertrauen in unsere Wirtschafts- und Währungsunion gehört auch, dass die beschlossenen Maßnahmen und Regeln auch konsequent umgesetzt werden.

Da sind in erster Linie die Mitgliedstaaten gefordert. Viele Kollegen haben es angesprochen. Ich teile diese Auffassung. Es geht in erster Linie um Strukturreformen, es geht um die Konsolidierung der Haushalte, den Schuldenabbau. Wir können in Europa, auf europäischer Ebene weiterentwickeln, was wir wollen, wenn die Hausaufgaben in den Mitgliedstaaten nicht gemacht werden, dann werden wir keinen Schritt weiterkommen.

Ich bin auch sehr zuversichtlich, oder ich freue mich, von Kommissionspräsident Juncker heute Morgen gehört zu haben, dass wir vorhandene Instrumente besser nutzen sollen, sie konsequent nutzen sollen. Also hat er Gott sei Dank auch klargemacht, dass das Sixpack und das Twopack nicht aufgeschnürt werden, auch das unterstütze ich.

Und ein Letztes: Wir diskutieren ja auch die Vergemeinschaftung der Einlagensicherung. Das halte ich momentan für den falschen Schritt. Erst müssen wir die vorhandene Richtlinie umsetzen, die Mitgliedstaaten in die Pflicht nehmen, und dann kann man über weitere Schritte nachdenken.

  Ева Паунова (PPE). Днес бяха изразени редица притеснения, но е наистина добре да си припомним, че за трета поредна година Европейският съюз всъщност върви по път на икономическо възстановяване. Очакваме европейският брутен вътрешен продукт да се увеличи с 2% през 2016 година. Да, процентите все още са малко, но важното е, че вървим в посока растеж. Повишава се и частичното потребление, подобряват се финансирането и заетостта.

Може би е време да припознаем не само проблемите и пропуските, но и успехите на европейското икономическо управление. Например планът Юнкер вече е в действие, като са мобилизирани над 44 милиарда евро допълнително финансиране за около 100 проекта в 18 страни членки.

Вчерашната комуникация на Комисията относно европейските структурни и инвестиционни фондове подчертава, че до 2023 година 637 милиарда евро европейско и национално съфинансиране ще бъдат инвестирани чрез над 500 различни програми в рамките на европейските структурни и инвестиционни фондове. Тук е мястото, и както моята колежка Ниблер спомена, на националната отговорност. Страните членки трябва да увеличават използването на финансови инструменти и да използват пълноценно синергиите между структурните фондове и ЕФСИ и други източници на финансиране, като например „Хоризонт 2020“ на проектно ниво, ниво на финансов инструмент и чрез инвестиционни платформи.

И последно в заключение искам да подчертая важността от силната валута в Европейския съюз. Желанието на Великобритания Европейският съюз да бъде обявен за мултивалутен съюз, може да бъде използвано от редица други страни членки, което ще доведе до това Европейският съюз да бъде по-несигурен фискално и в икономически проспект.

  Burkhard Balz (PPE). Frau Präsidentin, Herr Vizepräsident Dombrovskis! Bei der Weiterwicklung der Wirtschafts- und Währungsunion ist für unsere Fraktion klar: Jede Form von Weiterentwicklung wird nur dann ein Erfolg, wenn sie im Einklang mit dem darunter liegenden Fundament steht. Unser Fundament ist der haushaltspolitische Stabilitätsanker, der in den Verträgen festgeschrieben ist, unser Fundament ist der Stabilitäts- und Wachstumspakt, der jeden einzelnen Mitgliedstaat und damit jeden Euro-Staat zur nachhaltigen Wirtschaftspolitik verpflichtet.

Eine Eurozonen-Betrachtung darf nicht davon ablenken, dass Mitgliedstaaten über Jahre hinweg über ihre Verhältnisse gelebt haben und dafür auch haften müssen. Eine Eurozonen-Betrachtung muss deutlich herausarbeiten, dass der Weg zu mehr Wettbewerbsfähigkeit zuallererst in der Verantwortung der einzelnen Staaten selber liegt.

Wenn die Kommission den europäischen Fiskalrat dafür nutzt, die Versäumnisse in den Mitgliedstaaten offenzulegen, wenn die Kommission sicherstellt, dass der europäische Fiskalrat unabhängig arbeiten wird, dann hat sie sicherlich unsere Unterstützung dafür. Und wenn die Kommission strukturelle Schwächen in den Mitgliedstaaten adressiert und das Haftungsprinzip stärkt, geben wir ebenfalls volle Zustimmung. Und wenn die Kommission die wechselseitigen Verbindungen zwischen Staatsschulden und Bankrisiken kritisiert und dabei zielgerichtete Maßnahmen zur Risikoreduktion und zum Schuldenabbau in den Vordergrund rückt, sind wir sicherlich auch auf ihrer Seite. Wir geben jedoch keine Unterstützung, wenn Bestrebungen nach mehr Konvergenz von der nationalen Verantwortung ablenken sollten.

Wir geben keine Unterstützung, wenn wirtschaftspolitische Strategien für die Eurozone propagiert werden, die die falschen Anreize in der Fiskalpolitik der einzelnen Mitgliedstaaten setzen, und wir geben sicherlich auch keine Unterstützung, wenn die Vergemeinschaftung von Risiken außerhalb des Haftungsprinzips vorangetrieben wird.

Wir rufen die Kommission auf, Herr Dombrovskis, sich an das zu halten, was uns die Gründerväter der Wirtschafts- und Währungsunion mitgegeben haben: Sie haben die Wirtschafts- und Währungsunion mit dem Versprechen der dauerhaften Stabilität verbunden. Wir alle sind in der Pflicht, dieses Versprechen einzuhalten.

  Ivana Maletić (PPE). Gospođo predsjednice, monetarnu uniju želimo ojačati, ali i proširiti na sve države članice jer nam nije cilj podjela na eurozonu i ostale. Zato je ključno ispunjavanje ciljeva ekonomske unije, a to su konvergencija i socijalna kohezija. Sve instrumente moramo staviti u funkciju ispunjavanja ciljeva ekonomske unije uz jačanje jedinstvenog tržišta šireg obuhvata strukturnih reformi i investicija.

Moramo dati odgovor na pitanje kako vidimo budućnost kohezijske politike, kako je osnažiti i jače povezati s ciljevima ekonomske unije. Isto tako, kako vidimo budućnost proračuna EU-a i višegodišnjeg financijskog okvira i kako bolje koordinirati različite europske politike.

I na kraju ne smijemo zaboraviti da se ono najvažnije bez čega nema konvergencije i održivog ekonomskog rasta odnosi na partnerstvo, zajedništvo i odlučnost država članica u provedbi zajedničkih inicijativa i promjena.

  Maria Grapini (S&D). Doamnă președintă, am asistat astăzi, de la ora 9.00, la aproape patru ore de dezbateri aici. E un subiect extrem de important. De altfel, ce vrem cu uniunea economică și monetară? Dacă ne întoarcem înapoi la ce au gândit cei care au semnat acum aproape 23 de ani tratatul, vedem că sunt cei trei piloni: în primul pilon intră și uniunea economică și monetară.

Sigur că trebuie să analizăm atât noi, Parlamentul, cât și Comisia, cu responsabilitate și să vedem dacă măsurile care au fost luate - efectele măsurilor - sunt cele așteptate de europeni, de cetățeni. Până la urmă, cetățenii sunt cei care ne analizează dacă am luat măsuri concrete și trebuie să spunem în mod foarte obiectiv că, uitându-ne înapoi, vedem că sunt lucruri foarte grave care s-au întâmplat și care nu au dus la rezolvarea așteptărilor – dacă mă refer aici la terorism, droguri, crimă organizată, dar și la uniunea economică și monetară.

Pentru mine este răspunsul clar, nu știu dacă și pentru Comisie. Planul Juncker pentru investiții trebuie să țină cont de zonele sărace și să fie alocate acolo, pentru că nu putem vorbi de uniune, atunci când nu există coeziune socială.

  Ivan Jakovčić (ALDE). Gospođo predsjednice, kritičari eura predbacuju da je euro politički projekt i da zato ne može uspjeti. Pa sve je politički projekt. I Europska unija je politički projekt, jedinstveno tržište i buduće zajedničko digitalno tržište, energetsko tržište, sve je to politički projekt. Tako je i euro politički projekt.

Naravno da je euro nastao u drugim uvjetima, u drugim ekonomskim uvjetima. Možda je i dio idealizma Europske unije, ali da je definitivno neophodan i da definitivno nema prave alternative, jer bi alternativa bila samo kaos, to je svakome od nas danas ovdje jasno.

Zato želim poduprijeti Komisiju i sve nadležne institucije eurozone koje žele produbiti i proširiti euro na sve države članice. Mislim da je to iznimno važno za budućnost našeg kontinenta.

  Lidia Senra Rodríguez (GUE/NGL). Señora Presidenta, el euro ha sido una estafa para los pueblos del Sur. Si esto no se reconoce, si no lo analizan y no lo evalúan, las consecuencias de la unión económica y monetaria que proyectan seguirán agrandando las desigualdades y agravando las situaciones de pobreza.

El presidente del Eurogrupo nos ha hablado esta mañana, otra vez más, de reformas estructurales, reformas de pensiones, reformas laborales. Estas propuestas ya las conocemos, y no han sido más que una extorsión a las clases populares de toda la Unión Europea y, sobre todo, de los pueblos del Sur.

Nos hubiera gustado que el señor Juncker hoy hablara de cómo se van a poner en marcha políticas para rescatar a las personas de la pobreza, cómo se va a recuperar y generar empleo digno y cómo se van a garantizar precios remuneradores para el campesinado, cómo se van a mantener el pequeño comercio y las pequeñas y medianas empresas y, también, cómo se van a garantizar una enseñanza y una sanidad públicas.

  Seán Kelly (PPE). Madam President, it is great to be taking part in this debate in the atmosphere we have now as opposed to four or five years ago. The feeling is that the recession is behind us, matters have stabilised and we are on an upward trajectory. Obviously to keep that going we have to complete the EMU, and the CMU and banking union are vital parts of that architecture.

As has been mentioned, structural reforms at Member State level are also vital. In my own country, we were one of worst affected by the crisis: we had to enter a bailout; we had to take tough decisions; the government had to take a lot of criticism; and the Irish people had to make many sacrifices. But now we are, as a result, the fastest growing economy in Europe. So that means that it is important for every Member State to abide by the rules agreed and especially in relation to the Stability and Growth Pact. If one Member State gets away with breaking these rules again, the whole thing will unravel and we would be back to square one. So abiding by the rules and implementing them is vital.

  Liisa Jaakonsaari (S&D). – Arvoisa puhemies, täällä on käyty mielenkiintoinen keskustelu ja yleensä talous- ja rahaliitosta sekä yhteisestä valuutasta on tuotu vain negatiivisia piirteitä julki. Ehkä rohkenen sanoa myös sen, että se on lisännyt ennustettavuutta, ja itse asiassa kansalaiset ovat hyötyneet ennätysmäisen alhaisesta korkotasosta. Mutta tällä kolikolla on todellakin toinen puoli, ja se on ikävämpi puoli, josta täällä on paljon keskusteltu. Se talous- ja rahaliiton heikkous on oikeastaan omaa syytämme. Me olemme pankkisääntelyssä menneet liian sirpaloituneisiin ratkaisuihin. Finanssipolitiikassa ei toimita samaan suuntaan ja monien valtioiden rakenneviat ovat edelleen ongelmina, eli tässä loppujen lopuksi on kysymys siitä, että sittenkin aika konkreettisilla ja yksimielisillä ratkaisuilla eurosta saadaan parempi.

  Valdis Dombrovskis, Vice-President of the Commission. Madam President, first of all, I would like to thank Members for this fruitful debate. While different views and opinions were expressed, I draw comfort from the fairly broad agreement on the need to strengthen Economic and Monetary Union (EMU).

Completing the EMU institutional framework is one of the key issues the EU is facing today, and I believe that the other major challenges which have emerged makes this task even more – not less – urgent.

The Commission has proposed concrete steps and we value very highly the debates we have held on these matters with Parliament and the feedback we have received. As President Juncker has stressed, the Commission thinks that Parliament has a key role to play in ensuring the democratic legitimacy and accountability of economic governance. We need to build on the stronger involvement of Parliament, which has happened in recent years, for instance via the economic dialogue. The Commissioners concerned and I will continue to be available for discussions on economic matters. We are already listening to Members’ calls, for instance by giving more attention to the euro area dimension and to social considerations in the European Semester. We must work together to fine tune the best way forward.

I have also carefully taken note of Members’ remarks on the euro area recommendation. The views of Parliament on this recommendation are important and, in the Commission’s view, they should feed into the finalisation of the recommendation as it goes through the Council.

Let me conclude by saying that I look forward to continuing to work together during the 2016 European Semester.

The completion of the Economic and Monetary Union should be of the highest priority in order to unleash the full potential of the single currency and structures and economic instruments at our command. The euro has already become a currency recognised and used worldwide. However, we still need to aim not only for a better representation of the euro in relation to monetary and banking union but also to reinforce the governance of the Eurozone – for this a genuine dialogue between the Member States and the European Parliament is the key.

  Nicola Caputo (S&D), per iscritto. Vorrei soffermarmi su due punti. Il primo riguarda gli investimenti che, come è noto, risultano frenati nella zona euro per almeno tre fattori: la debole dinamica della domanda, l'accumulo del debito e la fragile fiducia del settore privato. È assolutamente necessario che l'Eurozona, oltre a sostenere la domanda, affronti la questione dei debiti e la fragile fiducia. La Banca centrale europea deve mettere in campo misure di politica monetaria che possano effettivamente contribuire a sostenere la ripresa economica della zona euro.

Il secondo punto riguarda una proposta recentemente adottata dal Collegio dei commissari europei per rivedere l'approccio al Semestre europeo e migliorare la governance economica della zona euro. Gli Stati membri della zona euro dovrebbero avere una rappresentanza unificata nelle istituzioni finanziarie internazionali, in particolare nel Fondo monetario internazionale. Se ogni Stato membro della zona euro parla per sé, o peggio ancora se essi si contraddicono, l'Eurozona non avrà mai il peso che andrebbe ad essa riconosciuto Per completare l'Unione economica e monetaria molto dipende da come verrà implementato e se verrà creato il meccanismo di coordinamento per preparare le posizioni unificate che il presidente dell'Eurogruppo potrebbe e dovrebbe presentare al Fondo monetario internazionale a nome di tutti gli Stati membri dell'Eurozona.

  Matt Carthy (GUE/NGL), in writing. The completion of Europe’s economic and monetary union raises a number of serious concerns and is a matter which all Member State governments should be very attentive to.

On a wide scale it is designed to undermine the principle of subsidiarity and to strip Member States of their decision-making competencies in key economic areas.

As part of this package, Member States are required to set up National Competitiveness Boards.

However, Competitiveness Boards are a dangerous solution addressing the wrong issue. With euro-area exports exceeding imports by more than 3% of GDP, the euro area is not suffering from a lack of competitiveness. The euro area’s main problem is the (private) debt overhang inherited from a financial market-driven boom that went bust.

This cannot be addressed by trying to export our problems to the rest of the world. Squeezing wages will make matters worse by undermining internal demand and by triggering deflation. Meanwhile, export market gains will eventually be neutralised by currency appreciation or by weakening of the euro area’s trading partners’ economies. The focus on (cost) competitiveness is short-sighted.

Establishing a system of Competitiveness Boards will contribute to further imbalances at the expense of social cohesion.

Η σημερινή συζήτηση στην ολομέλεια του ευρωπαϊκού κοινοβουλίου για την οικονομική και νομισματική ένωση αναδεικνύει το χάσμα που χωρίζει τις ποικιλώνυμες ευρωπαϊκές ηγεσίες από τη δυσάρεστη πραγματικότητα. Η αρχιτεκτονική της ένωσης παρουσιάζει καίρια ελλείμματα τα οποία ορισμένα από τα κράτη μέλη δεν θέλουν να τα παραδεχτούν και πολύ περισσότερο να τα αντιμετωπίσουν. Οικονομική και νομισματική ένωση χωρίς εναρμόνιση των φορολογικών πολιτικών, όπως αυτή που εφαρμόζεται σήμερα στην ευρωζώνη, οδηγεί σε διακρατικό ανταγωνισμό για την προσέλκυση επιχειρήσεων μέσω της παροχής προνομιακής φορολογικής μεταχείρισης και καταλήγει σε φοροασυλία του μεγάλου πολυεθνικού κεφαλαίου. Ενιαίο νόμισμα χωρίς πανευρωπαϊκό σύστημα εγγύησης καταθέσεων, το οποίο προτείνεται τώρα από την Επιτροπή αλλά είναι άγνωστο πότε μπορεί να υλοποιηθεί, σημαίνει πιστωτική ασφυξία για τις υπερχρεωμένες μεσογειακές χώρες και αδυναμία επιβίωσης των μικρομεσαίων ιδίως επιχειρήσεών τους, λόγω του συνακόλουθου απαγορευτικού κόστους δανεισμού για εκείνες. Ενιαίο νόμισμα χωρίς κοινή εγγύηση των συνόρων συνεπάγεται μακροπρόθεσμα επιβάρυνση του δημοσίου χρέους σε μη βιώσιμα επίπεδα από τις εξαιρετικά υψηλές αμυντικές δαπάνες για τα γεωπολιτικά εκτεθειμένα κράτη μέλη όπως η Ελλάδα που αντιμετωπίζει εδώ και δεκαετίες επίσημα διατυπωμένη πολεμική απειλή από τη γείτονά της Τουρκία. Πρέπει να σταματήσει ο στρουθοκαμηλισμός και να αντιμετωπισθούν τα κρίσιμα αυτά προβλήματα αν θέλουμε να διασώσουμε την ευρωπαϊκή ενοποίηση.

Mr Dijsselbloem, where is the European deposit guarantee without which the Banking Union is incomplete, leaving the citizens unprotected – they who are called to pay ever more into State revenue, while multinationals and wealthy individuals park tax-evaded capital in tax havens with banks’ assistance? This is indeed a crisis of legitimacy, as President Juncker noted, so evident in the ongoing race into the bottom on tax dumping among Member States, aggravating tax injustice.

Look at my country, Portugal: a former Tax Authority director just stated that 1 000 of the wealthiest families who should pay for 25% of the national revenue in personal income tax actually only pay 0.5%. And that, under the Troika’s noses, the Tax Authority Unit set to make these families pay their dues was dismantled. Until the Commission and Council put into practice the measures recommended by our TAXE Committee, harmonise taxation and on that basis adopt a proper European Budget for relaunching investment and growth, the legitimacy crisis will only deepen, together with unemployment, stagnation and divergence in the Eurozone. Only the electoral scores of Le Pen and other xenophobic and anti-European forces will ominously grow!

  Cătălin Sorin Ivan (S&D), în scris. În primul rând, pachetul propus de către Comisie nu lasă suficient loc pentru supraveghere și dezbateri parlamentare la nivel european. Comisia ar trebui să lanseze negocieri pentru un acord interinstituțional privind guvernanța economică europeană, inclusiv a semestrului european, și controlul punerii în aplicare a programului de ajustare macroeconomică cu Parlamentul European, Consiliul și Eurogrupul, așa cum este prevăzut în raportul celor cinci președinți. În al doilea rând, trebuie sa ne gândim la viitor. Zona euro se va extinde. Este important ca noile state membre să adere la zona euro atunci când economia lor este pregătita să facă față rigorilor și restricțiilor pe care le presupune aceasta.

A gazdasági és monetáris unió mélyítésével elérhető távolságba kerül egy uniós költségvetési tanács felállítása, egy euróövezeti kincstár, vagyis az európai IMF megteremtése, valamint az uniós munkanélküli segély létrehozása is. Világossá vált számunkra, hogy az euróövezet mélyítése elindult és az visszafordíthatatlan. Csak azon tagállami kormányok nem értik ezt, akik fejüket a homokba dugva a szuverenitás kétes védelmére hivatkozva akarnak kívül maradni az euróövezeten. Meggyőződésem, hogy az euró bevezetésének már rövidtávon sincs alternatívája.

Az euróövezeti csatlakozás a magyar emberek érdekeit szolgálja, mivel megszűnik az árfolyamkockázat, a magyar bankbetétek mögött európai garancia állna, a Bizottság rövid pórázra fogná a magyar adófizetői pénzeket elherdáló magyar kormányt és a függetlennek már nem mondható Nemzeti Bankot. A világ legerősebb gazdasági együttműködésében való részvétel nem lehet belpolitikai játszma, vagy nacionalista retorika foglya. Minél később csatlakozunk az euróövezeti tagállamokhoz, annál nehezebb lesz beilleszkednünk. A magyar érdekek az euró mihamarabbi bevezetését diktálják, annak érdekében, hogy ne szoruljunk véglegesen az Európai Unió perifériájára.

Evropa se sice dokázala odrazit z hospodářského dna, na kterém se nacházela ještě před několika měsíci, je ale potřeba dodat, že zjevně nedošlo k nalezení optimálního řešení. Momentálně se náš kontinent potýká se značnou sociální divergencí a velmi nízkou mírou hospodářského oživení. Situaci nepomáhá ani zaostávající domácí poptávka, která musí být stimulována. Evropští občané si zaslouží, aby jejich zástupci podnikli kroky ke snížení chudoby a sociální inkluzi. Zaslouží si také, aby byly stimulovány investice, včetně těch do lidského kapitálu a sociálních investic. Musíme být schopni plně využít potenciál, který evropské ekonomice nabízí Junckerův plán. Plán, který však momentálně zažívá těžkopádný start. Evropská komise a Evropská investiční banka, které jsou za Evropský fond pro strategické investice zodpovědné, by toto měly reflektovat a snažit se proto co nejlépe o možnostech fondu komunikovat.

Dále je důležité zdůraznit, že měnová politika není univerzálním řešením, které Evropa může používat na všechny své hospodářské neduhy. Musí rovněž dojít k zapojení fiskální politiky a vzniku kapacity, která by fungovala anticyklicky. Dále nesmíme zapomínat, že se dokončení hospodářské a měnové unie netýká pouze eurozóny. Jelikož se přístupovou smlouvou zavázaly k přijetí eura až na výjimky všechny státy, je potřeba, aby debata o reformě byla sdílena se všemi členy Unie.

  István Ujhelyi (S&D), írásban. „Az európai gyökerek olyan mélyek, hogy az európai eszme minden válságot, forradalmat túl fog élni” – így fogalmazott Jean Monnet, az Európai Unió egyik alapító atyja. Valljuk, hogy így van. És akarjuk, hogy így is legyen. Jelen korunkban az európai közösség a világégések utáni – és egy nem remélt világégés előtti – legmélyebb válságát éli, a megoldások pedig egyelőre csak középtávon láthatóak. Választanunk kell a nemzeti egoizmus táplálta különállás és a nyomában megvalósuló kétsebességes Unió, vagy a valós, értelmes kompromisszumok mentén szorosabbra fűzött integráció között.

A gazdasági válság és az Európát feszítő finanszírozási problémák kétségtelenül átértékelik az euróövezet hatékonyságának kérdését, a stabilitáshoz azonban stabil álláspontok is szükségesek. A gazdasági és monetáris kérdésekben egyre szorosabb integrációt szorgalmazó magországok által immár egyre nyíltabban szervezett kétsebességes Unió a szándékok szerint Magyarország nélkül valósulna meg. Természetesen nem tűrhetem, hogy a magyarokat perifériára szorítsák. Én, európai demokrataként támogatom a minél szorosabb integrációt, de illene a magországoknak is nyíltabb lapokkal játszani saját terveiket illetően.
