  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ Este Reglamento regula los recursos propios de la UE, en particular el IVA y las contribuciones del PIB. El objetivo de las enmiendas al Reglamento es el de evitar el regateo en esta área que debe ser transparente. Con esta revisión se pretende asegurar que los Estados miembros sigan contribuyendo con sus aportaciones sin retraso, clarificando las reglas relativas a los intereses y otros temas técnicos, en aras de la transparencia y la precisión. Por este motivo he votado a favor.

  Marie-Christine Arnautu (ENF), par écrit. ‒ Ce rapport approuve la proposition de la Commission européenne qui modifie le règlement n°609/2014 dit "Décisions Ressources propres" fixant les règles en matière de mise à disposition des ressources propres et les mesures relatives aux besoins de trésorerie. Le texte précise les catégories de ressources propres, leurs méthodes de calcul, ainsi que les modalités de versement des contributions des États membres.

Il demande en outre plus d’automatisation concernant les contributions des États membres au budget de l’UE pour éviter qu’elles fassent l’objet de tractations politiques.

Enfin, ce rapport préconise la rationalisation des ajustements annuels afin de les adapter aux ressources propres fondées sur la TVA et le RNB et afin de simplifier et réduire le fardeau budgétaire qui pèsent sur les États membres et le budget de l’UE. Il assure la bonne gestion et le bon fonctionnement de paiements qui sont parfois essentiels pour certains secteurs économiques, cette proposition perpétue également le système actuel des ressources propres de l’UE.

Je me suis abstenue car la proposition pérennise le système des ressources propres.

  Jonathan Arnott (EFDD), in writing. ‒ Whilst there are certain positives in this report, I felt it necessary to oppose the report because of the three-twelfths principle which it supports. Furthermore, it supports measures which take away the rights of certain regulatory boards and ombudsmen of Member States.

  Jean Arthuis (ALDE), par écrit. ‒ J'ai voté en faveur de cette délibération car l'Union doit disposer des ressources propres dans les meilleures conditions possibles et il y a donc lieu de fixer les règles en vertu desquelles les États membres mettent ces ressources propres à la disposition de la Commission. Le présent règlement reprend les règles en matière de mise à disposition des ressources propres traditionnelle.

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už šį siūlymą, kurio tikslas ˗ iš dalies pakeisti Reglamentą Nr. 609/2014, į jį įtraukiant kelis labiau techninio pobūdžio klausimus bei paaiškinimus. Pritariu išdėstytiems siūlymams numatyti veiksmingas taisykles, pagal kurias būtų nustatyta, kaip valstybės narės turėtų laiku pateikti savo įnašus į Sąjungos biudžetą. Pabrėžtina, kad Komisijai suteikta galimybė paprašyti valstybių narių sumokėti trečią dvyliktąją PVM ir BNP pagrįstų išteklių dalį per pirmąjį metų pusmetį, kad Komisijai būtų sudarytos sąlygos sumažinti didesnę ankstesnių metų mokėjimų vėlavimų dalį. Svarbu ne tik numatyti daugiau mokėjimo laiku paskatų nustatant, kad vėluojant teikti mokėjimus būtų mokama daugiau, bet ir užtikrinti proporcingumą numatant, kad palūkanų normos padidinimas negali viršyti 20 procentinių punktų ribos. Pritariu raginimams Komisijai išnagrinėti rekomendacijas dėl valstybių narių nacionalinių įnašų į Sąjungos biudžetą apskaitos būdai, kurie yra labai įvairūs, kad būtų galima lengviau palyginti valstybes nares. Pritariu, kad nuosavų išteklių sistema ir toliau yra pernelyg sudėtinga ir turi būti iš esmės pertvarkyta pagal kitą daugiametę finansinę programą.

  Nicolas Bay (ENF), par écrit. ‒ Ce texte appelle à approuver la proposition de la Commission européenne visant à modifier le règlement n°609/2014 dit "Décisions ressources propres" qui fixe les règles en matière de mise à disposition des ressources propres et les mesures visant à faire face aux besoins de trésorerie. Il précise notamment les catégories de ressources propres, leurs méthodes de calcul, ainsi que les modalités de versement des contributions des États membres.

C'est dans le but de réduire le risque de retards de paiement annuel auquel l’UE et les États membres ont été confrontés ces dernières années (donnant lieu par exemple à un volume d’ajustements sans précédent en fin d’année 2014) qu'il a été convenu de réviser cette procédure.

Si ce rapport recommande d'"automatiser" les contributions des États membres au budget de l’UE pour éviter qu’elles fassent l’objet de tractations politiques, il s’agit surtout de rationaliser les ajustements annuels aux ressources propres fondées sur la TVA et le RNB afin de simplifier et réduire le fardeau budgétaire pesant sur les États membres et d’assurer la bonne gestion comme le bon fonctionnement des paiements.

Je ne m'y suis pas opposé.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. – Voto a favor de este dosier. En el contexto de que varios países no han contribuido al presupuesto de la Unión (UK) o disponen de rebates (hasta en 12 casos), el dosier insta a pagar en tiempo y forma para evitar costes añadidos de atrasos en pagos regulares, tratando de aislar de debates políticos (¿Brexit?) un acuerdo de aportación de los recursos propios de los que se dota el presupuesto europeo que se desarrolle con un procedimiento armonizado y formalmente apropiado. En última instancia, es una llamada de atención, sin nombrarlo, a la contribución informal de determinados países, precisamente en un momento en el que además se ve el presupuesto como un recurso insuficiente para hacer frente a los desafíos de la Unión.

  Dominique Bilde (ENF), par écrit. ‒ Ce rapport consiste à approuver la proposition de la Commission visant à modifier le règlement n°609/2014 dit "Décisions Ressources propres" qui fixe les règles en matière de mise à disposition des ressources propres et les mesures visant à faire face aux besoins de trésorerie.

Suite aux nombreux retards de paiement annuel auquel l’UE et les États membres ont été confrontés ces dernières années, il a été convenu, dans une proposition de la Commission, de réviser cette procédure.

Ce rapport demande de plus "automatiser" les contributions des États membres du budget de l'UE afin d'éviter les conflits politiques sur le calendrier des paiements et limiter le pouvoir discrétionnaire des États membres sur la fixation de la date du versement de leur contribution supplémentaire découlant des ajustements RNB.

Si ce système cherche à rationaliser les ajustements annuels aux ressources propres (TVA et RNB), cette proposition pérennise la situation des ressources propres de l'UE. Je me suis donc abstenue.

  Mara Bizzotto (ENF), per iscritto. ‒ L'Unione europea costa all'Italia 5,5 miliardi all'anno. Preso atto che il contributo versato dagli Stati membri all'Europa è già elevatissimo e quasi interamente speso per finanziare folli decisioni che colpiscono duramente i nostri cittadini e mettono in crisi le nostre imprese, ho votato contro questo testo che mira a velocizzare i tempi di versamento dei contributi.

  Malin Björk (GUE/NGL), skriftlig. ‒ Jag har röstat ja till betänkandet.

Jag vill understryka att jag är motståndare till att ge EU beskattningsrätt. Men i detta fall handlar det om att reformera ett redan existerande system för betalningar från medlemsländerna för sina moms- och BNI-baserade bidrag till unionens budget.

År 2014 medförde det nuvarande systemets oklarheter allvarliga problem, då flera medlemsländer betalade in felaktiga belopp, antingen för mycket eller för litet. Avsikten med reformerna är att förenkla och förtydliga beräknings- och inbetalningsmetoderna så att liknande problem kan undvikas i framtiden. Därför har jag röstat ja.

  José Blanco López (S&D), por escrito. ‒ Ante la inminente legislación sobre recursos propios a principios de 2016 es necesario modificar el Reglamento de acompañamiento sobre los métodos y procedimientos para la puesta a disposición de recursos propios por parte de los Estados miembros.

El informe considera que la propuesta de modificación de la Comisión es adecuada para hacer frente a las deficiencias de la normativa vigente con el objetivo de garantizar que los Estados miembros hagan sus contribuciones al presupuesto de la UE en el momento oportuno y evitar disputas políticas sobre el calendario de pagos.

Por ello he votado a favor de este informe.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, nes juo Europos Parlamentas pritarė Tarybos reglamentui dėl PVM ir BNP pagrįstų nuosavų išteklių teikimo metodų ir tvarkos ir dėl priemonių, skirtų grynųjų pinigų poreikiui patenkinti, su nedideliais pakeitimais. Pranešime Parlamentas pažymi, kad paprastai valstybės narės iki šiol pernelyg nevėluodamos į Sąjungos biudžetą mokėjo visas savo PVM ir BNP pagrįstų įnašų sumas, net krizės ir labai didelių fiskalinių suvaržymų aplinkybėmis. Visgi, siekiant patenkinti grynųjų pinigų poreikį, valstybių narių įnašų į Sąjungos biudžetą teikimas ir tikslinimas neturėtų priklausyti nuo politinio derėjimosi, bet turėtų būti techninis procesas. Šiame pranešime Parlamentas taip pat paragino jam kasmet teikti PVM ir BNP balanso patikslinimų apskaičiavimo ir pagrindžiamųjų duomenų ataskaitą, taip pat pranešti apie valstybių narių į Sąjungos biudžetą pervestų įnašų datas ir sumas, siekiant kuo didesnio skaidrumo.

  Andrea Bocskor (PPE), írásban. ‒ A 2007/436/EK, Euratom tanácsi határozathoz kapcsolódó jelenleg hatályos jogszabályt 2014 végén felül kellett vizsgálni az egyes tagállamok esetében megállapított különösen nagymértékű héa- és GNI-alapú kiigazítás miatt. Ezzel együtt a 609/2014/EU, Euratom szerződést is felül kell vizsgálni a 2014. évi kiigazítások tapasztalatainak fényében.

Az Európai Parlament hangsúlyozza, hogy hatékony szabályok szükségesek annak módjára vonatkozóan, ahogy a tagállamok időben az uniós költségvetés rendelkezésére bocsátják hozzájárulásaikat, mivel a Bizottság ekkor lesz képes hatékonyan kezelni a pénztárát.

Támogatom a Bizottság számára biztosított lehetőséget, amely révén felkérheti a tagállamokat a héa- és GNI alapú források három-tizenkettedének megfizetésére az év első felében, annak érdekében, hogy a Bizottság csökkenthesse az előző évi fizetési hátralékok egy jelentős részét az Európai Mezőgazdasági Garanciaalapnál és az európai strukturális és beruházási alapoknál, valamint csökkentse a késedelmi kamatot.

A hozzájárulások kiigazítására vonatkozó módszerek módosításának célja a 2014. évihez hasonló esetek elkerülése.

A fentiek alapján szavazatommal támogattam a javaslat elfogadását.

  Biljana Borzan (S&D), napisan. ‒ Podržavam ovo izvješće koje se bavi pravilima o izradi dostupnih vlastitih sredstava temeljenih na PDV-u i BND-u. Mijenjanjem pravila Komisija želi izbjeći bilo kakvu problematičnu situaciju vezanu uz tehničke rekalkulacije, poput one iz 2014. godine kada su zbog ponovnog izračuna neke zemlje članice morale osigurati dodatna financijska sredstva za proračun EU-a.

  Steeve Briois (ENF), par écrit. ‒ Ce rapport appelle à approuver la proposition de la Commission visant à modifier le règlement qui fixe les règles relatives à la mise à disposition des ressources propres. Concrètement ce texte préconise d'automatiser le versement des contributions des États membres afin qu'elles ne fassent pas l'objet de tractations politiques. Ces propositions ont pour objectif de réduire le retard de paiement dont fait l'objet le versement de ces contributions en limitant le pouvoir discrétionnaire des États membres dans la fixation du calendrier.

Bien que ces mesures contribuent à pérenniser le système actuel des ressources propres de l'Union, nous ne pouvons cautionner les gabegies budgétaires inouïes que constituent les contributions des États membres. La France perd à ce titre chaque année plus de 9 milliards d'euros entre ce qu'elle perçoit et ce qu'elle donne à l'Union européenne.

Je me suis donc abstenu sur ce texte.

  Daniel Buda (PPE), în scris. ‒ Decizia privind resursele proprii este instrumentul juridic cheie care stabilește principalele elemente ale sistemului, în speță dimensiunea bugetului Uniunii.

Noile dispoziții vin în sprijinul consolidării bugetului Uniunii și prevenirii unor potențiale pierderi. Astfel, statele membre trebuie să aibă deschis în numele Comisiei un cont pentru resursele proprii la trezoreriile lor sau să desemneze un organism în acest scop. Mai mult, una din prevederi indică garantarea că pentru conturile de resurse proprii nu se percep comisioane sau dobândă negativă, tocmai pentru a evita expunerea bugetului la diverse riscuri. De asemenea, este prevăzută raționalizarea regularizărilor anuale ale resurselor proprii bazate pe TVA și ale resurselor proprii bazate pe VNB.

Prezentul raport aduce metode și proceduri concrete pentru a răspunde necesităților trezoreriei și pentru a fi evitate situații în care bugetul Uniunii ar putea fi expus unor riscuri financiare, motiv pentru care m-am exprimat în favoarea acestui raport.

  Gianluca Buonanno (ENF), per iscritto. ‒ Voto contrario nei confronti del regolamento del Consiglio sulle modalità di messa a disposizione delle risorse proprie da parte degli Stati membri.

Molte delle risorse che gli Stati membri versano all'UE sono basate sull'IVA e sul reddito nazionale lordo. Il presente regolamento nasce dalla (presunta) esigenza di garantire il tempestivo versamento di queste risorse da parte degli Stati membri. In pratica, la proposta prevede che la Commissione chieda agli Stati il pagamento di parte delle risorse già nel primo semestre di esercizio e una serie di altre misure a favore di un più celere versamento dei contributi provenienti dagli Stati UE.

Questo provvedimento, tra le altre cose, prende il via dai lavori del gruppo di lavoro coordinato da Mario Monti sulla riforma del sistema delle risorse proprie.

La nostra delegazione ritiene assolutamente non prioritario apporre migliorie alla gestione del flusso (enorme) di denaro con cui gli Stati membri finanziano politiche di cui, in larghissima parte, non condividiamo scopi e azioni.

  Matt Carthy (GUE/NGL), in writing. – I voted in favour of this report which was a purely technical report. It is a revision of the regulation to ensure that Member States deliver their contributions with no significant delay and it also clarifies interest rate rules and other technical issues. Moreover, it increases transparency and accuracy by reporting regularly on the calculation process regarding data for VAT and GNI adjustments.

However, I wish to note my party’s concerns in relation to Ireland’s contribution to the EU budget. Whilst it is recognised that Ireland does contribute to the EU budget through the traditional own resources (customs duties) and there is an obligation to do so, this nonetheless does not negate our concerns with how the EU budget expenditure is financed by Member States and how moreover the EU budget is allocated each year. In addition, we have a number of concerns with the proposed financial transaction tax, environmental tax, etc., which we believe are intended to strip a Member State of its financial competencies.

As Irelands is set to become a net contributor to the EU budget, these concerns are set to become more pressing.

  James Carver (EFDD), in writing. – UKIP will be voting against this report. There are certain positives in this report that relate to the fact that political (financial) bargaining should be refrained from regarding Member State contributions. There is a call to ensure that Member States pay 3/12th of GNI and VAT resources in the first half of the year to deal with the payment backlog of the previous year; this is directed towards the European Agricultural Guarantee Fund and in particular the European Structural and Investment Funds. To boost the speed and efficiency of payments there is a strong point made to eliminate political interference. However, we do need this in order to question what is going on relating to GNI and VAT resources being submitted by Member States. The onus of management includes accounting procedures and practices indicating a uniformed approach to accounting and submitting of contributions. There is no way we can support such measures that take away the rights of our own British regulatory boards and financial ombudsman offices. There is also a call on the Commission to alter its proposal so that it fits in with Article 293(2) of the TFEU and Article 106(a) of the Euratom Treaty.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ Il fascicolo mira ad introdurre modifiche e precisazioni di natura prevalentemente tecnica in merito alle disposizioni attualmente in vigore in materia di bilancio. Pur essendo come delegazione sicuramente favorevoli a una riforma globale del sistema, che renda il meccanismo più semplice, efficace e trasparente, ho optato la per un'astensione per non avvallare pienamente un sistema come quello attuale che è sicuramente iniquo in merito al calcolo dei contributi da parte degli Stati membri.

  Λευτέρης Χριστοφόρου ( PPE), γραπτώς. ‒ Στηρίζουμε την έκθεση και τη θεωρούμε θετική. Θεωρούμε ότι οι προτεινόμενες τροποποιήσεις των μεθόδων που εφαρμόζονται στις προσαρμογές των συνεισφορών αποσκοπούν στην αποφυγή οποιουδήποτε συμβάντος παρόμοιου προς εκείνο που ανέκυψε το 2014. Πιστεύουμε ότι αυτές οι προσαρμογές συνεισφορών θα πρέπει να αντιμετωπίζονται όσο το δυνατόν κατά τρόπο αυτόματο για να αποφεύγεται πολιτική παρέμβαση στους συμπεφωνημένους τρόπους χρηματοδότησης του προϋπολογισμού της Ένωσης και για να περιορίζεται στο ελάχιστο η διακριτική ευχέρεια που αφήνεται στα κράτη μέλη ως προς τη χρονική στιγμή των πρόσθετων συνεισφορών τους στον προϋπολογισμό της Ένωσης, οι οποίες απορρέουν από προσαρμογές του ΑΕΕ.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. ‒ Η πρόταση ψήφισης των μεθόδων και της διαδικασίας απόδοσης των παραδοσιακών ιδίων πόρων και των ιδίων πόρων που βασίζονται στον ΦΠΑ και το ΑΕΕ αφορά ένα πολύ σημαντικό τομέα εξορθολογισμού της λειτουργίας της Ευρωπαϊκής Ένωσης. Καθώς στο πρόσφατο παρελθόν παρατηρήθηκαν μεγάλες αποκλίσεις στα οικονομικά στοιχεία των μελών και στα επιμέρους βάρη στα οποία κάθε μέλος κλήθηκε να ανταποκριθεί, καθίσταται προφανές πως οποιαδήποτε διαδικασία διόρθωσης των δυσλειτουργιών οφείλει να τύχει υποστήριξης . Γι αυτό το λόγο αποφάσισα να υπερψηφίσω τη συγκεκριμένη πρόταση.

  Salvatore Cicu (PPE), per iscritto. ‒ Ho espresso il mio voto a favore del provvedimento in esame. Il regolamento (CE) n. 609/2014 sui metodi e le procedure per mettere a disposizione le risorse proprie da parte degli Stati membri è parte del nuovo pacchetto legislativo sulle risorse proprie che entrerà in vigore all'inizio del 2016 (applicate con effetto retroattivo dal 1° gennaio 2014). Il regolamento tecnico contenente disposizioni pratiche su temi come l'istituzione delle risorse proprie tradizionali, la conservazione dei documenti giustificativi, il tasso applicabile per la risorsa propria basata sul PIL, la tempistica per renderli disponibili e per effettuare regolazioni e le disposizioni in materia di gestione della liquidità e agli importi non recuperabili.

  Alberto Cirio (PPE), per iscritto. ‒ Considerando che ogni anno dovrebbero essere presentati al Parlamento una relazione sui calcoli e i dati sottostanti alle rettifiche dei saldi IVA e RNL e che la proposta della Commissione contiene altresì modifiche relative alle norme in materia di interessi, ritengo necessario prevedere norme efficaci che garantiscano il versamento tempestivo, da parte degli Stati membri, dei loro contributi al bilancio dell'Unione. Ritengo soddisfacente il contenuto della relazione e il suo obiettivo. Penso sia utile, inoltre, che le rettifiche dei contributi debbano essere gestite quanto più automaticamente possibile per evitare interferenze politiche con le già convenute modalità di finanziamento del bilancio dell'Unione e per ridurre al minimo il margine discrezionale lasciato agli Stati membri quanto alle scadenze per il versamento dei loro contributi addizionali. In quest'ottica mi sento di votare a favore della proposta.

  Deirdre Clune (PPE), in writing. ‒ I consider the Commission proposal as appropriate to address the shortcomings of the current Regulation and stress the need to avoid political disputes about the timing of payments.

  Lara Comi (PPE), per iscritto. ‒ Sono favorevole alla proposta del Consiglio che modifica il regolamento n. 605/2014, riguardante Euratom (Comunità europea dell'energia atomica) e ritengo che bisognerebbe stabilire norme efficaci che garantiscano il versamento tempestivo, da parte degli Stati membri, dei loro contributi al bilancio dell'Unione, al fine di consentire alla Commissione la gestione efficace del bilancio complessivo.

  Therese Comodini Cachia (PPE), in writing. – This proposal on the methods and procedures for making available own resources by Member States is part of the new legislative package on own resources (OR) that will enter into force in the beginning of 2016. This is largely a technical Regulation that contains practical arrangements on issues like the establishment of traditional own resources, conservation of supporting documents, the applicable rate for the GNI-based own resource, the timing for making them available and for making adjustments and provisions concerning cash management and irrecoverable amounts. I support the proposal with special regards to the streamlining of the currently very complicated procedures for adjusting the VAT and GNI own resources for prior years. I voted in favour.

  Ignazio Corrao (EFDD), per iscritto. ‒ L'obiettivo della risoluzione è quello di approvare alcune modifiche sulle misure ad oggi in vigore riguardo le risorse dell'Unione europea. Il funzionamento dell'Unione si basa su un bilancio interamente finanziato da risorse proprie. Il massimale delle risorse proprie è stato mantenuto all'1,23 % del reddito nazionale lordo (RNL) degli Stati membri dell'UE. Oggi esistono tre categorie di risorse nel sistema UE: le risorse proprie tradizionali, la risorsa propria basata sull'imposta sul valore aggiunto (TVA) e quella basata sul reddito nazionale lordo (RNL). Le nuove misure dovrebbero garantire il versamento tempestivo dei contributi al bilancio dell'UE per consentire una gestione della tesoriera più efficace. Il calcolo dei contributi degli Stati membri al bilancio UE non è sempre stato trasparente e per tale ragione sono favorevole ad una riforma del sistema che possa rendere il meccanismo più semplice e chiaro. Sebbene diverse correzioni sono state effettuate nel tempo, come ad esempio la "correzione britannica" ottenuta dalla Thatcher, di certo non hanno contribuito a rendere il tutto maggiormente trasparente. Per tale motivazione ho deciso di astenermi.

  Miriam Dalli (S&D), in writing. ‒ This report deals with methods and procedure for making available the traditional, VAT and Gross National Income based own resources and with the measures to meet cash requirements. The Commission aims to avoid any problematic situation linked to technical recalculations. For example at the end of 2014, due to the re-calculation, the UK and other Member States needed to provide additional resources to the EU budget, which led to an intense discussion within the Council. I voted in favour of this report as it is meant to avoid internal frictions, and I also supported the streamlining of the currently very complicated procedures for adjusting the VAT and GNI own resources for prior years.

  Michel Dantin (PPE), par écrit. ‒ Ce rapport non législatif propose l’avis du Parlement européen au Conseil au sujet de la révision du règlement sur les modalités et procédure de mise à disposition des ressources propres traditionnelles, de la ressource propre fondée sur la TVA et de la ressource propre fondée sur le RNB et les mesures visant à faire face aux besoins de trésorerie, qui entrera en vigueur début 2016.

Plusieurs raisons expliquent la révision de ce règlement principalement technique, à commencer par la nécessité d’appliquer la nouvelle procédure d’ajustement annuel des ressources propres à la TVA et au RNB, adoptée fin 2014. La Commission propose par ailleurs d’autres révisions mineurs, telles que la procédure pour calculer l’intérêt sur les montants mis à disposition tardivement.

Le rapport appelle notamment à accroître la transparence en donnant l’accès du Parlement européen aux informations sur les calculs. Considérant que ce rapport est équilibré, j'ai voté en faveur.

There are certain positives in this report that relate to the fact that political (financial) bargaining should be refrained from regarding Member State contributions. There is a call to ensure that Member States pay 3/12th of GNI and VAT resources in the first half of the year to deal with the payment backlog of the previous year; this is directed towards the European Agricultural Guarantee Fund and in particular the European Structural and Investment Funds. To boost the speed and efficiency of payments there is a strong point made to eliminate political interference. However, we do need this in order to question what is going on relating to GNI and VAT resources being submitted by Member States. The onus of management includes accounting procedures and practices indicating a uniformed approach to accounting and submitting of contributions. There is no way we can support such measures that take away the rights of our own British regulatory boards and financial ombudsman offices. There is also a call on the Commission to alter its proposal so that it fits in with Article 293(2) of the TFEU and Article 106(a) of the Euratom Treaty.

  Rachida Dati (PPE), par écrit. – Les mesures visant à inciter les États membres à respecter les délais de paiement de leur contribution au budget de l'Union sont importantes afin que la Commission puisse gérer efficacement sa trésorerie et réduire les retards de paiement. C'est la raison pour laquelle j'ai soutenu ce rapport.

  Angélique Delahaye (PPE), par écrit. ‒ J'ai voté pour le rapport Lewandowski et Deprez qui s'inscrit dans une procédure de consultation du Parlement dans laquelle les rapporteurs invitent à plus de clarté et de transparence dans la mise à disposition des ressources propres. Je considère ainsi que, dans un souci de transparence, un rapport sur le calcul et les données sous-jacentes de l'ajustement des soldes TVA et RNB (prélèvement sur le revenu national brut) doivent être présenté au Parlement chaque année.

De même pour les dates et les montants des contributions versés par les États membres au budget de l'Union européenne. Enfin, je trouve le système des ressources propres trop complexe, c'est pourquoi une réforme de fond dans le contexte du prochain cadre financier pluriannuel est nécessaire.

  Mireille D'Ornano (ENF), par écrit. ‒ Ce rapport appelle à approuver la proposition de la Commission de changer les règles en matière de transfert des ressources vers l'UE depuis les budgets des États-membres. En précisant les méthodes de calcul et les modalités de versement des contributions notamment, des points importants sont abordés par ce rapport.

Il s'agit ainsi de simplifier et réduire le fardeau budgétaire que représentent les contributions des États membres à l'UE. En ajustant de manière plus précise les contributions demandées, il permet que ces prélèvements soient plus en accord avec la situation économique réelle des pays membres.

Néanmoins, s'il fait baisser les prélèvements, ce rapport pérennise ce transfert très important que subissent les États souverains par une Union européenne qui leur a nuit depuis bientôt vingt ans.

Attachée à la souveraineté des États-nations, je ne peux que constater que trop d'argent versé à l'Union européenne constitue une dime illégitime. La représentation effective du peuple français au sein des décisions européennes est plus que limitée, sa taxation ne peut donc être justifiée. C'est pourquoi je me suis abstenue.

Всички знаем, че досега не е имало никакви проблеми с вноските на страните членки, но от друга страна, ние искаме да въведем по-строги мерки и да увеличим лихвата по забавените плащания, въпреки че такива няма или почти няма. Повечето държави имат различен начин на водене на счетоводство за вноските в бюджета, а искаме да се внасят по унифициран начин. Нека да направим промени първо в тази насока и чак след това да изискваме нови мерки. Да, има хубави неща тук, като деполитизацията на бюджета, но това не ми е достатъчно да подкрепя доклада. Ето защо аз гласувах против.

A hozzájárulások kiigazítására vonatkozó módszerek módosításának célja a 2014. évihez hasonló esetek elkerülése.

A fentiek alapján szavazatommal támogattam a javaslat elfogadását.

As alterações propostas vão no sentido de agilizar e disponibilizar atempadamente os recursos, evitando também ajustamentos a posteriori tão significativos quanto os verificados nos últimos anos. As alterações clarificam aspetos mais técnicos e aumentam a transparência e exatidão no cálculo das contribuições nacionais.

Pese embora este sentido genericamente positivo, há muito que defendemos uma alteração mais substantiva das contribuições nacionais para o orçamento da UE, com um aumento substancial deste último, garantido a partir de contribuições nacionais que tenham em conta a riqueza relativa de cada país (a partir do seu RNB), com um aumento substancial das contribuições dos países com maior RNB – aqueles que mais têm beneficiado do mercado único e das políticas da UE.

O orçamento comunitário deveria ter um papel redistributivo e assumir como prioridade a convergência real e a promoção da coesão económica e social, devendo por isso o limite dos recursos próprios ser aumentado. O orçamento atual está longe de o permitir. Não é objeto deste relatório esta alteração profunda, mas somente alguns ajustes de natureza eminentemente técnica ao sistema atual. Abstivemo-nos.

  Monika Flašíková Beňová (S&D), písomne. ‒ Táto správa sa zaoberá pravidlami poskytovania vlastných zdrojov a opatreniami na zabezpečenie pokladničnej hotovosti. Obsahuje praktické opatrenia voči stanoveniu tradičných vlastných zdrojov, uchovávaniu podkladov, administratívnej spolupráce, platné sadzby pre HND vlastného zdroja, účty, ktoré majú byť uchovávané z vlastných zdrojov, časovanie pre ich sprístupnenie a pre výrobu úpravy a ustanovenia týkajúce sa riadenia hotovosti a nedobytné pohľadávky.   Τάκης Χατζηγεωργίου ( GUE/NGL), γραπτώς. ‒ Οι ίδιοι πόροι δίνουν τη δυνατότητα στις Βρυξέλλες να αυτοχρηματοδοτούνται, παίρνοντας έτσι αποστάσεις από τα κράτη μέλη και αποκτώντας οικονομική αυτονομία. Αυτή η αυτονομία ήταν ανέκαθεν κάτι το οποίο κατακρίναμε, διότι έτσι οι Βρυξέλλες μπορούν να παρακάμπτουν τα συμφέροντα των κρατών μελών και να τους επιβάλλουν οικονομικές και άλλες πολιτικές. Για αυτό το λόγο καταψηφίσαμε την έκθεση.

  Brian Hayes (PPE), in writing. ‒ I decided to vote for this report as there is a need for efficient rules on how Member States make their timely contributions to the Union budget available in order to allow the Commission to manage its treasury effectively. I agree that these adjustments of contributions should be dealt with as automatically as possible to avoid political interference with the agreed ways of financing the Union budget and to limit to a minimum the discretion left to Member States as to the timing of their additional contributions resulting from GNI adjustments to the Union budget.

  Hans-Olaf Henkel (ECR), in writing. ‒ On 14 September 2015 the Commission proposed an amendment to the legislative package on own resources agreed in May 2014, which would provide Member States with more time to pay for larger than expected adjustments in their VAT and GNI-based contributions to the EU budget by informing them earlier about bills. Interest rate on late payments would also be increased from 2% to 3.5% but would be capped at 20%. Furthermore, the amendment aims at increasing the amount of VAT and GNI-based contributions they can draw forward over a longer period of time. Though Parliament’s report contains good elements, it introduces elements which politicise the process, such as a call for a fundamental reform of the system of own resources. I therefore voted against it. By the way, I believe that the euro must be abolished. It leads to dissension and discord in Europe.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam za nacrt zakonodavne rezolucije Europskog parlamenta o prijedlogu uredbe Vijeća o izmjeni Uredbe o metodama i postupku za stavljanje na raspolaganje tradicionalnih vlastitih sredstava i vlastitih sredstava koja se temelje na PDV-u i BND-u te o mjerama za zadovoljavanje potreba za gotovinom, jer smatram da je sustav vlastitih sredstava veoma složen te da ga je potrebno reformirati.

  Jean-François Jalkh (ENF), par écrit. ‒ Ce rapport appelle à approuver la proposition de la Commission européenne visant à modifier le règlement n°609/2014 dit "Décisions Ressources propres" qui fixe les règles en matière de mise à disposition des ressources propres et les mesures visant à faire face aux besoins de trésorerie.

Ce rapport précise les catégories de ressources propres, leurs méthodes de calcul, ainsi que les modalités de versement des contributions des États membre. Ce rapport approuve la proposition de la Commission tout en demandant plus d’automatisation concernant les contributions des États membres au budget de l’UE pour éviter qu’elles fassent l’objet de tractations politiques.

Le rapport considère donc la proposition de la Commission comme appropriée pour combler le cas échéant les lacunes de la réglementation actuelle dans le but d’assurer que les États membres réalisent leur contribution au budget de l’UE.

Ce texte veut rationnaliser les ajustements annuels aux ressources propres fondées sur la TVA et le RNB afin de simplifier et réduire le fardeau budgétaire sur les États membres et le budget de l’UE et donc s’assurer la bonne gestion et le bon fonctionnement des paiements parfois essentiels pour certains secteurs économiques, cette proposition perpétue également le système actuel des ressources propres de l’UE.

  Marc Joulaud (PPE), par écrit. ‒ J’ai voté en faveur du rapport de mes collègues Gérard Deprez et Janusz Lewandowski sur la mise à disposition des ressources propres traditionnelles, de la ressource propre fondée sur la TVA et de la ressource propre fondée sur le RNB et autres mesures. Le Parlement demande plus de clarté et de transparence dans le système des ressources propres de l'Union européenne, par exemple en déterminant à quel moment les montants seront mis à disposition. De plus, le Parlement demande dans son rapport un plus large accès aux modes de calculs et aux informations pertinentes.

Ce rapport a été adopté à une large majorité, ce dont je me félicite.

Eine Vereinfachung, wie hier vorgeschlagen, ist begrüßenswert, da sie Kosten minimiert und auch für die Mitgliedstaaten nachvollziehbar und transparent darlegt, wohin welche Gelder fließen. Allerdings sieht der Bericht auch vor, ein drittes Zwölftel der Mehrwertsteuereinnahmen an die Kommission abzuführen, damit diese aus diesen Mitteln Zahlungsrückstände überbrücken kann. Außerdem soll der Handlungsspielraum der Mitgliedstaaten zum Zeitpunkt der Zahlungen reduziert werden. Dies lehne ich ab und stimme gegen den vorliegenden Bericht.

A 2007/436/EK, Euratom tanácsi határozathoz kapcsolódó jelenleg hatályos jogszabályt 2014 végén felül kellett vizsgálni az egyes tagállamok esetében megállapított különösen nagymértékű héa- és GNI-alapú kiigazítás miatt. Ezzel együtt a 609/2014/EU, Euratom szerződést is felül kell vizsgálni a 2014. évi kiigazítások tapasztalatainak fényében.

Az Európai Parlament hangsúlyozza, hogy hatékony szabályok szükségesek annak módjára vonatkozóan, ahogy a tagállamok időben az uniós költségvetés rendelkezésére bocsátják hozzájárulásaikat, mivel a Bizottság ekkor lesz képes hatékonyan kezelni a pénztárát.

A Parlament támogatja a Bizottság számára biztosított lehetőséget, amely révén felkérheti a tagállamokat a héa- és GNI-alapú források három-tizenkettedének megfizetésére az év első felében, annak érdekében, hogy a Bizottság csökkenthesse az előző évi fizetési hátralékok egy jelentős részét a Európai Mezőgazdasági Garanciaalapnál és az európai strukturális és beruházási alapoknál, valamint csökkentse a késedelmi kamatot.

A hozzájárulások kiigazítására vonatkozó módszerek módosításának célja a 2014. évihez hasonló esetek elkerülése.

A fentiek alapján szavazatommal támogattam a javaslat elfogadását.

  Giovanni La Via (PPE), per iscritto. – Signor Presidente, onorevoli colleghi, la proposta di regolamento ha come obiettivo primario quello di conferire maggiore efficacia alle norme concernenti il versamento, da parte degli Stati membri, dei loro contributi al bilancio dell'Unione. Ho deciso di votare a favore della proposta di regolamento in quanto è necessario ridurre al minimo il margine discrezionale lasciato agli Stati membri quanto alle scadenze per il versamento dei loro contributi addizionali al bilancio dell'Unione risultanti dalle rettifiche RNL. Infine, giudico che le modifiche proposte possano evitare che si riproducano incidenti simili a quello del 2014.

  Ivana Maletić (PPE), napisan. ‒ Prijedlog izmjene uredbe Vijeća br. 609/2014 o metodama i postupku stavljanja na raspolaganje tradicionalnih vlastitih sredstava i vlastitih sredstava koja se temelje na PDV-u i BND-u i o mjerama za zadovoljavanje potreba za gotovinom dio su novog zakonodavnog paketa o vlastitim sredstvima koji će se primjenjivati od 2016.

Isto tako, retroaktivno će se primjenjivati od 1. siječnja 2014. Izmijenjena Uredba će pomoći u poboljšanju transparentnosti budući da će se statističke korekcije po pitanju doprinosa država članica u proračun Europske unije objavljivati na početku godine te pomoći u definiranju iznosa i datuma za uplate iznosa.

Prikupljanje tri dvanaestine sredstava od država članica omogućit će se u prvoj polovici godine kako bi se smanjio pritisak radi kašnjenja u isplatama sredstava na području Europskih strukturnih i investicijskih fondova (ESIF) te Europskog fonda za garancije u poljoprivredi (EAGF). Podržala sam nacrt zakonodavne rezolucije Europskog parlamenta o prijedlogu uredbe Vijeća o izmjeni Uredbe br. 609/2014.

  Andrejs Mamikins (S&D), rakstiski. ‒ Eiropas Savienības ikgadējais budžets tikai šajā gadā ieņēmumu ziņā pārsniedza 162 miljardus euro. Absolūts vairākums no šiem līdzekļiem nāca no dalībvalstīm: no dažādiem nodokļiem, tarifiem un citiem avotiem. Visu ES realizēto programmu finansēšana un līdzfinansēšana notiek tieši no šiem līdzekļiem, līdz ar to laicīgi, stabili un atbilstoši saistībām pilnā mērā realizēti maksājumi ir ļoti svarīgi efektīvai Savienības politikai realizēšanai lauksaimniecībā, reģionālajā politikā, ārlietās un pārējās jomās.

Citiem vārdiem, Eiropas Savienība ir atkarīga no dalībvalstīm, un pašas dalībvalstis ir atkarīgas no Savienības. Un lai šī saikne varētu turpināt efektīvi pastāvēt, cita starpā ir nepieciešama arī šīs regulas pieņemšana, kura grozītu pagājušajā gadā pieņemto. Lai mūsu dalībvalstis un to iedzīvotāji varētu pilnā mērā iegūt piekļūšanas iespēju kopienas fondiem un citiem projektu un programmas līdzfinansēšanas avotiem, dalībvalstīm, pirmkārt, jāizpilda savas budžeta maksājumu saistības.

ES budžeta papildināšanas un tērēšanas principu skaidrības palielināšana un pēc nepieciešamības aktīva reformēšana ir garantija efektīvai kopienas politikas realizēšanai.

  Vladimír Maňka (S&D), písomne. ‒ Predložený návrh Komisie upravuje poskytovanie, výpočet a úpravy príspevkov členských štátov do rozpočtu Únie tak, aby Komisia mohla efektívne riadiť svoju pokladňu a včas uhrádzať platby prijímateľom. Okrem technických úprav týkajúcich sa termínov platieb sa zavádzajú opatrenia proti oneskoreným platbám.

Si tratta di un regolamento di natura tecnica essenziale al fine di regolamentare una serie di temi di fondamentale importanza, dato di fatto che mi porta pertanto a votare favorevolmente alla relazione in commento. Si tratta, dunque, di disposizioni pratiche su temi come l'istituzione delle risorse proprie tradizionali, la conservazione dei documenti giustificativi, il tasso applicabile per la risorsa propria basata sul PIL, la tempistica per renderli disponibili e per effettuare regolazioni e disposizioni in materia di gestione della liquidità e agli importi non recuperabili.

Es necesario contar con normas eficientes sobre las modalidades de puntual transferencia de las contribuciones de los Estados al presupuesto de la Unión, de manera que la Comisión pueda gestionar eficazmente su tesorería.

Creo además muy positivo que se establezca un punto sobre la importancia de la puntualidad en los pagos a los beneficiarios del presupuesto de la Unión, penalizando las demoras y garantizando la proporcionalidad.

  Georg Mayer (ENF), schriftlich. ‒ BNP- und Mehrwertsteuer-basierte Einnahmen beruhen auf einem Mechanismus, der zu komplex, kostenintensiv und intransparent ist. Eine Vereinfachung, wie hier vorgeschlagen, ist begrüßenswert, da sie Kosten minimiert und auch für die Mitgliedsstaaten nachvollziehbarer macht, welche Gelder wohin fließen. Allerdings sieht der Bericht vor, ein drittes Zwölftel der Mehrwertsteuereinnahmen an die Kommission abzuführen, damit diese den Zahlungsrückstand überbrücken kann, und der Handlungsspielraum der Mitgliedstaaten bei der Zeit der Zahlungen soll reduziert werden.   Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ En adhérant à l'Union européenne, chaque État s'engage à verser, chaque année, une contribution au budget commun en fonction de sa richesse. Le rapport qui nous est soumis définit les modalités et la procédure de mise à disposition des ressources propres traditionnelles (ressource propre fondée sur la TVA et ressource propre fondée sur le RNB) et les mesures visant à faire face aux besoins de trésorerie.

Il définit les modalités pratiques concernant la constatation des ressources propres traditionnelles, la conservation des pièces justificatives, la coopération administrative, le taux applicable à la ressource propre fondée sur le RNB, la comptabilité à tenir pour les ressources propres, le calendrier de la mise à disposition et des régularisations, ainsi que les dispositions relatives à la gestion de la trésorerie et aux montants irrécouvrables.

Il s'agit d'un texte technique qui ne revient pas sur le calcul des montant des contributions "ressource propres" mais uniquement sur leur mode de perception.

  Joëlle Mélin (ENF), par écrit. ‒ Ce rapport appelle à approuver la proposition de la Commission européenne visant à modifier le règlement n°609/2014 dit "Décisions Ressources propres" qui fixe les règles en matière de mise à disposition des ressources propres et les mesures visant à faire face aux besoins de trésorerie. Ce rapport précise les catégories de ressources propres, leurs méthodes de calcul, ainsi que les modalités de versement des contributions des États membres.

Ce rapport approuve la proposition de la Commission tout en demandant plus d’automatisation concernant les contributions des États membres au budget de l’UE pour éviter qu’elles fassent l’objet de tractations politiques. Le rapport considère donc la proposition de la Commission comme appropriée pour combler le cas échéant les lacunes de la réglementation actuelle dans le but d’assurer que les États membres réalisent leur contribution au budget de l’UE.

Ce texte veut rationnaliser les ajustements annuels aux ressources propres fondées sur la TVA et le RNB afin de simplifier et réduire le fardeau budgétaire sur les États membres et le budget de l’UE et donc s’assurer la bonne gestion et le bon fonctionnement des paiements parfois essentiels pour certains secteurs économiques, cette proposition perpétue également le système actuel des ressources propres de l’UE.

Je me suis donc abstenue.

  Nuno Melo (PPE), por escrito. ‒ O relatório sobre a proposta de regulamento do Conselho que altera o Regulamento (UE, Euratom) n.º 609/2014 do Conselho relativo aos métodos e ao procedimento para a colocação à disposição dos recursos próprios tradicionais e dos recursos próprios baseados no IVA e no RNB e às medidas destinadas a satisfazer as necessidades da tesouraria aprovou a proposta da Comissão com as alterações introduzidas.

A necessidade de estabelecer regras claras e eficazes sobre a disponibilização em tempo útil das contribuições para o orçamento da União pelos Estados—Membros, de forma a que a Comissão Europeia possa gerir adequadamente as suas operações de tesouraria, é um dos pontos sublinhados no presente relatório, posição que também partilho.

  Louis Michel (ALDE), par écrit. – Le fonctionnement de l’UE repose sur un budget en équilibre financé par des ressources propres c'est-à-dire des ressources propres traditionnelles, des ressources fondées sur la TVA (maximum 50 % du RNB de chaque EM) et celles basées sur le revenu national brut. Le montant de ce budget est plafonné à 1,23% du montant total du revenu national brut des États membres. Lorsqu’un État devient membre de l’UE, il s’engage à verser sa contribution annuelle proportionnellement à sa richesse. En cas de versement disproportionné, l’État membre peut bénéficier d’une correction comme c’est le cas actuellement pour l’Allemagne, les Pays-Bas, le Royaume Uni, l’Autriche et la Suède.

Le rapport qui a été voté est purement technique et ne porte pas sur le calcul des montants des contributions des États membres en termes de ressources propres. Il propose notamment un certain nombre de clarifications et d’améliorations, à caractère principalement technique, reflet de l’expérience acquise, notamment en ce qui concerne la comptabilisation des ressources propres, la gestion des ressources en trésorerie de la Commission, l’évaluation des données RNB par la Commission (Eurostat), l’incidence des enquêtes pénales sur la constatation et la mise à disposition des ressources propres traditionnelles et la communication des montants de ressources propres traditionnelles irrécouvrables.

  Cláudia Monteiro de Aguiar (PPE), por escrito. ‒ Subscrevo a posição do relator de que a disponibilização e o ajustamento das contribuições dos Estados—Membros para o orçamento da União não devem ser objeto de negociação política, mas sim constituir um processo técnico para satisfazer as necessidades de tesouraria.

Defendo a necessidade de instituir regras eficazes sobre a disponibilização, em tempo útil, das contribuições para o orçamento da União pelos Estados—Membros, a fim de permitir que a Comissão gira adequadamente as suas operações de tesouraria.

Importa salientar que, na sua maioria, os Estados-Membros estão a pagar, sem atrasos significativos, o montante total das suas contribuições baseadas no RNB e no IVA para o orçamento da União.

Pelo exposto pelo relator, a presente proposta merece o meu voto favorável.

Támogatom a bizottságnak azt a törekvését, mely az esetleges költségvetési kiigazítások határidejét december 1-ről az év végére tolná ki, megkönnyítve ezzel a nemzeti kincstárak által alkalmazott kiigazítások finanszírozását. Pozitív fejleménynek tartom emellett azt a törekvést is, amely a saját források rendszerének további megreformálását irányozza elő.

Visų pirma, labai svarbu valstybėms narėms suteikti galimybę, esant tam tikroms sąlygoms, atidėti mokėjimus ir pervesti patikslintas PVM išteklių ir papildomų išteklių sumas dalimis.

Atsižvelgiant į tai, reikia nustatyti taisykles, kuriomis būtų reguliuojama, kaip valstybės narės turėtų laiku pateikti savo įnašus į Sąjungos biudžetą, kad Komisija galėtų veiksmingai valdyti savo iždą.

Kiekvienos valstybės tikslas yra užtikrinti šalies makroekonominį stabilumą ir ekonomikos plėtrą. Siekiant padėti nacionaliniams iždams efektyviau valdyti galimų patikslinimų finansavimą, reikėtų perkelti duomenų perdavimo terminą ir patikslinti sumų pateikimo datą. Tokiu būdu būtų sudarytos palankesnės sąlygos valstybėms narėms vykdyti efektyvią valstybės finansų politiką ir užtikrinti ekonominį bei finansinį jų stabilumą.

  Margot Parker (EFDD), in writing. ‒ UKIP will be voting against this report. There are certain positives in this report that relate to the fact that political (financial) bargaining should be refrained from regarding Member State contributions. There is a call to ensure that Member States pay 3/12th of GNI and VAT resources in the first half of the year to deal with the payment backlog of the previous year; this is directed towards the European Agricultural Guarantee Fund and in particular the European Structural and Investment Funds. To boost the speed and efficiency of payments there is a strong point made to eliminate political interference. However, we do need this in order to question what is going on relating to GNI and VAT resources being submitted by Member States. The onus of management includes accounting procedures and practices indicating a uniformed approach to accounting and submitting of contributions. There is no way we can support such measures that take away the rights of our own British regulatory boards and financial ombudsman offices. There is also a call on the Commission to alter its proposal so that it fits in with Article 293(2) of the TFEU and Article 106(a) of the Euratom Treaty.

  Marijana Petir (PPE), napisan. ‒ Nadopunjavanje postojećeg modela financijskog poslovanja uvođenjem regulativa predloženih u ovom prijedlogu podiže kvalitetu razine i jasnoće komunikacije između Komisije i država članica u pogledu financijskih obveza dviju strana. Ona sadrži praktične aranžmane u pogledu osnivanja vlastitih sredstava, očuvanja popratne dokumentacije, administrativne suradnje, važećeg sustava obračuna davanja temeljem BDP-a, računa koje treba čuvati zbog vlastitih sredstava, mjerenja vremena za raspolaganje i za izradu prilagodbe i odredbe koje se odnose na upravljanje gotovinom i nenaplative iznose.

Podržavam svaki potez koji predstavlja novi korak ka uspostavi kvalitetnog i transparentnog vođenja financija Europske unije i odnosa financijskih institucija i obveza prema državama članicama. Uvođenje ove regulative olakšat će gotovinsko poslovanje Komisije i na ovaj način uklanja se mogućnost pojave nelogičnosti u odnosu dostupnih raspoloživih sredstava i obaveza koje Komisija ima kroz razne programe. K tome, ova regulativa daje veću predvidljivost sustava za države članice koje će točno znati kada i koju količinu novca trebaju uplatiti u zajednički trezor.

  Tonino Picula (S&D), napisan. ‒ Podržavam davanje prava Komisiji da traži dio sredstava od država članica na temelju PDV-a i BND-a kako bi mogla smanjiti kašnjenja u plaćanju za fondove od prethodne godine i kako bi se smanjile zatezne kamate. U tom smislu potrebno je osigurati administrativnu suradnju, čuvanje nužnih dokumenata, primijenjivi omjer za BND, vrijeme potrebno za prilagodbe i upravljanje financijskim sredstvima, itd. Ovime će biti značajno olakšana suradnja institucija EU-a i smanjene mogućnosti za sukob oko traženja dodatnih sredstava.

  Andrej Plenković (PPE), napisan. – Podržavam izvješće zastupnika Depreza i Lewandowskog o izmjeni Uredbe o metodama i postupku za stavljanje na raspolaganje tradicionalnih vlastitih sredstava i vlastitih sredstava koja se temelje na PDV-u i BND-u te o mjerama za zadovoljavanje potreba za gotovinom.

Uredba 609/2014 ključni je instrument Europske unije kojim se utvrđuju glavni elementi sustava, poput popis vlastitih sredstava i gornjih granica odobrenih sredstava za preuzimanje obveza i plaćanja. Izmjena ove uredbe će pojednostaviti i pojeftiniti poslovanje Europske unije. Ovim izvješćem predlažu se izmjene poput oslobađanja plaćanja naknada i kamata na račune koje su države članice otvorile na ime Komisije, sve dok ih Komisija ne bude trebala za plaćanje.

Također, za posebne potrebe plaćanja iz Europskog fonda za jamstva u poljoprivredi (EFJP), Europska unija će moći tražiti države članice da do dva mjeseca u prvom tromjesečju godine unaprijed knjiže mjesečne dvanaestine vlastitih sredstava koja se temelje na PDV-u i BND-u. Zahvaljujući spomenutim izmjenama, Komisija će plaćati manje negativne kamate i brže isplaćivati agencijama.

  Pavel Poc (S&D), písemně. ‒ Zprávu o metodách a postupech pro poskytování vlastních zdrojů do rozpočtu Evropské unie jsem podpořil, protože jsem přesvědčen o nutnosti zavedení efektivních pravidel pro způsoby, jimiž členské státy odvádí příspěvky do společného rozpočtu. Jedině řádné odvádění příspěvků může zajistit účinnou implementaci politik Unie, ze kterých profituje půl miliardy občanů. Podpořil jsem i prodražení opožděných plateb. Pevně věřím, že změnou metod používaných při úpravách příspěvků zemí bude zamezeno opakování situace z roku 2014, kdy došlo k přepočtu metody znamenající pro některé země skokové navýšení jejich příspěvku. Celý tento proces provázely totiž až neracionální protievropské komentáře, které Unii značně a neprávem poškodily v očích občanů. Pevně také věřím, že se bude Evropská komise zabývat tím, jak jednotlivé členské státy účtují nebo odkazují na příspěvky do evropského rozpočtu a bude se snažit v tomto ohledu dosáhnout harmonizace a zvýšení transparentnosti. Je načase, aby byl systém vlastních zdrojů rozpočtu Evropské unie reformován. Ten současný je příliš komplexní a neflexibilní. Není možné, aby členské státy, jejichž příspěvek zakládající se na jejich hrubém domácím důchodu a tvořící největší část zdrojů evropského rozpočtu, svým negativním postojem blokovaly řádnou implementaci programů, které očividně mají evropskou přidanou hodnotu.

  Salvatore Domenico Pogliese (PPE), per iscritto. ‒ Ho votato favorevolmente perché la modifica del regolamento (UE) n. 609/2014 va incontro al fabbisogno di tesoreria dell'Unione europea. Questo è in gran parte un regolamento tecnico che contiene disposizioni pratiche su temi come l'istituzione delle risorse proprie tradizionali, la conservazione dei documenti giustificativi, il tasso applicabile per la risorsa propria basata sul PIL, la tempistica per renderli disponibili e per effettuare regolazioni e disposizioni in materia di gestione della liquidità e agli importi non recuperabili. L'idea di una modifica di questo regolamento nasce alla fine del 2014 a causa degli importi eccezionalmente elevati delle rettifiche delle risorse proprie basate su IVA e RNL nel caso di alcuni Stati membri. Per consentire alla Commissione di gestire con efficacia la propria tesoreria è necessario prevedere norme efficaci che garantiscano il versamento tempestivo da parte degli Stati membri dei loro contributi al bilancio dell'Unione e per evitare che si riproducano incidenti simili a quelli del 2014. Auspico, inoltre, che la Commissione elabori raccomandazioni al riguardo al fine di consentire un confronto più agevole fra gli Stati membri considerando che le modalità con cui gli stati gestiscono la propria contabilità nazionale, in merito ai contributi al bilancio dell'Unione, sono profondamente diverse fra loro.

  Paulo Rangel (PPE), por escrito. ‒ A presente proposta de regulamento do Conselho destina-se a alterar o Regulamento n.º 609/2014. Tal regulamento faz parte do pacote legislativo sobre recursos próprios, que entrará em vigor em 1 de janeiro de 2016, aplicando-se retroativamente a partir de 1 de janeiro de 2014. Contém disposições técnicas referentes ao apuramento dos recursos próprios tradicionais, à conservação dos documentos comprovativos, à cooperação administrativa, à taxa aplicável aos recursos próprios baseados no RNB, à elaboração de uma contabilidade dos recursos próprios e ao calendário para a sua colocação à disposição e à introdução de regularizações, bem como disposições relativas à gestão de tesouraria e aos montantes incobráveis. As referidas regras serão agora objeto de revisão, a qual, entre outros ajustamentos - como seja, por exemplo, a garantia de que as contas dos recursos próprios estão isentas de encargos e juros negativos e a possibilidade de antecipação de duodécimos mensais -, visa racionalizar os ajustamentos anuais dos recursos próprios baseados no IVA e no RNB, à luz da experiência adquirida no âmbito dos ajustamentos de 2014, realizados ao abrigo de uma alteração ao Regulamento n.º 1150/2000, que agora deixará de se aplicar aquando da entrada em vigor do Regulamento n.º 609/2014.   Julia Reid (EFDD), in writing. ‒ UKIP will be voting against this report. There are certain positives in this report that relate to the fact that political (financial) bargaining should be refrained from regarding Member State contributions. There is a call to ensure that Member States pay 3/12th of GNI and VAT resources in the first half of the year to deal with the payment backlog of the previous year; this is directed towards the European Agricultural Guarantee Fund and in particular the European Structural and Investment Funds. To boost the speed and efficiency of payments there is a strong point made to eliminate political interference. However, we do need this in order to question what is going on relating to GNI and VAT resources being submitted by Member States. The onus of management includes accounting procedures and practices indicating a uniformed approach to accounting and submitting of contributions. There is no way we can support such measures that take away the rights of our own British regulatory boards and financial ombudsman offices. There is also a call on the Commission to alter its proposal so that it fits in with Article 293(2) of the TFEU and Article 106(a) of the Euratom Treaty.

  Claude Rolin (PPE), par écrit. ‒ J'ai voté en faveur de ce rapport qui insiste sur la nécessité d'avoir des règles efficaces régissant les modalités de versement dans les délais par les États membres de leur contribution au budget de l'Union afin de permettre à la Commission de gérer efficacement sa trésorerie. Le rapport soutient en outre la possibilité accordée à la Commission de demander aux États membres de verser un troisième douzième des ressources fondées sur la TVA et le RNB au cours de la première moitié de l'année, afin de permettre à la Commission de réduire davantage les retards de paiement de l'année précédente liés au Fonds européen agricole de garantie et aux fonds structurels et d'investissement européens, ainsi que les intérêts de retard. Le texte adopté souligne également qu'il importe que les montants dus aux bénéficiaires du budget de l'Union soient payés dans les délais.

En el contexto de que varios países no han contribuido al presupuesto de la Unión (UK) o disponen de rebates (hasta en 12 casos), el dosier insta a pagar en tiempo y forma para evitar costes añadidos de atrasos en pagos regulares, tratando de aislar de debates políticos (¿Brexit?) un acuerdo de aportación de los recursos propios de los que se dota el presupuesto europeo que se desarrolle con un procedimiento armonizado y formalmente apropiado. En última instancia, es una llamada de atención, sin nombrarlo, a la contribución informal de determinados países, precisamente en un momento en el que además se ve el presupuesto como un recurso insuficiente para hacer frente a los desafíos de la Unión.

Con esta revisión se pretende asegurar que los Estados miembros sigan contribuyendo con sus aportaciones sin retraso, clarificando las reglas relativas a los intereses y otros temas técnicos, en aras de la transparencia y la precisión. After intense discussion within the Council, it would be great to see the Commission’s aims of avoiding any problematic situations linked to the technical recalculations of the methods and procedures which make available the traditional, Value-Added-Tax and Gross-National-Income-based own-resources.

  Monika Smolková (S&D), písomne. ‒ Podporila som návrh legislatívneho uznesenia EP o návrhu nariadenia Rady č. 609/2014 o metódach a postupne sprístupňovania tradičných vlastných zdrojov a vlastného zdroja založeného na DPH a HND a o opatreniach na zabezpečenie požiadaviek na pokladničnú hotovosť. V návrhu sa zdôrazňuje potreba efektívnych pravidiel včasného poskytovania príspevkov členských štátov do rozpočtu Únie, aby Komisia mohla účinne spravovať svoju pokladňu. Tiež podporuje možnosť udelenú Komisii žiadať členské štáty o zaplatenie tretej dvanástiny zdrojov založených na DPH a HND v prvej polovici roka, aby Komisia mohla znížiť väčšiu časť neuhradených platieb za predchádzajúci rok v Európskom poľnohospodárskom záručnom fonde a v európskych štrukturálnych a investičných fondoch a znížiť úroky z omeškania. Úpravy príspevkov by sa mali riešiť čo najautomatickejšie s cieľom predísť politickému zasahovaniu do odsúhlasených spôsobov financovania rozpočtu Únie a obmedziť možnosť členských štátov rozhodovať o termínoch dodatočných príspevkov vyplývajúcich z úprav HND do rozpočtu Únie na minimum.

  Davor Ivo Stier (PPE), napisan. ‒ Podržavam ovo izvješće jer je cilj predloženih izmjena metoda za usklađenje doprinosa izbjegavanje sličnog problema do kakvog je došlo 2014. U prošlosti su sve države članice u pravilu bez većeg kašnjenja plaćale u proračun Unije puni iznos svojih doprinosa na temelju BND-a i PDV-a, usprkos krizi i znatnom fiskalnom pritisku. Važno je imati učinkovita pravila o pravodobnom uplaćivanju doprinosa država članica u proračun Unije kako bi Komisija mogla učinkovito upravljati svojom riznicom.

The proposal on the ‘methods and procedures for making available the traditional, VAT and GNI-based own resources and on the measures to meet cash requirements’ aims to ensure Member States make their contributions to the EU budget in a timely manner and to avoid political disputes about the timing of payments.

  Dubravka Šuica (PPE), napisan. ‒ Početkom 2016. godine na snagu će stupiti Odluka Vijeća 2014/335/EU, Euratom. Istoga dana uz Odluku na snagu stupa i Uredba Vijeća (EU, Euratom) br. 609/2014, koja se odnosi na pravila o stavljanju vlastitih sredstava na raspolaganje i mjere za zadovoljavanje potreba za gotovinom. Uredbu (EU, Euratom) br. 609/2014 je potrebno revidirati u skladu s iskustvom stečenim tijekom naknadnog usklađenja za 2014. godine.

Predložena je izmjena članka kojom se namjerava potaknuti pravodobno plaćanje podizanjem troška kašnjenja u plaćanjima, ali i zajamčiti proporcionalnost ograničavanjem najvećeg mogućeg povećanja kamatne stope na 20 postotnih bodova. Parlamentu bi se svake godine trebalo podnositi izvješće koje će sadržavati izračune za usklađenje salda na temelju PDV-a i BND-a, podatke na kojima se temelje ti izračuni, kao i datume i iznose plaćanja doprinosa država članica proračunu Unije.

Podržavam stajalište Vijeća, jer smatram da će se predloženim izmjenama metoda za usklađenje doprinosa izbjeći problemi do kojih je došlo 2014. godine te dovesti do veće transparentnosti.

  Richard Sulík (ECR), písomne. ‒ Hlasoval som proti návrhu. Vítam síce podstatnú časť návrhu Komisie, no odmietam upravený návrh predložený v Európskom parlamente, keďže tento pôvodne technický návrh bol významne spolitizovaný.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za poročilo o predlogu uredbe Sveta o spremembi Uredbe o načinih in postopkih za dajanje tradicionalnih lastnih sredstev ter lastnih sredstev iz naslovov DDV in BND na razpolago ter ukrepih za zagotavljanje denarnih sredstev. Dopolnjeni obstoječi model finančnega poslovanja z uvedbo predpisov, predlaganih v tem predlogu, dviguje raven kakovosti in jasnosti komunikacije med Evropsko komisijo in državami članicami v smislu finančnih obveznosti obeh strank. Poročilo prav tako vsebuje praktične dogovore v zvezi z določanjem lastnih sredstev ter poudarja, da je treba pravočasno zagotoviti plačila upravičencem iz proračuna Unije.

  Νεοκλής Συλικιώτης ( GUE/NGL), γραπτώς. ‒ Οι ίδιοι πόροι δίνουν τη δυνατότητα στις Βρυξέλλες να αυτοχρηματοδοτούνται, παίρνοντας έτσι αποστάσεις από τα κράτη μέλη, και αποκτώντας οικονομική αυτονομία. Η αυτονομία αυτή ήταν ανέκαθεν κάτι το οποίο κατακρίναμε καθώς δίνει την δυνατότητα στις Βρυξέλλες να παρακάμπτουν τα συμφέροντα των κρατών μελών και να τους επιβάλλουν τις νεοφιλελεύθερες οικονομικές πολιτικές. Για αυτό το λόγο καταψηφίσαμε την έκθεση.

  Ελευθέριος Συναδινός ( NI), γραπτώς. ‒ Η υπάρχουσα διαδικασία απόδοσης των παραδοσιακών ιδίων πόρων και των ιδίων πόρων που βασίζονται στον ΦΠΑ και το ΑΕΕ των κρατών μελών, παρόλη την προσπάθεια τροποποίησής της, παραμένει υπέρμετρα πολυσύνθετη και χρειάζεται να αναμορφωθεί εκ θεμελίων ώστε να ανταποκριθεί στις τρέχουσες απαιτήσεις της κρίσιμης κατάστασης της Ένωσης.

  József Szájer (PPE), írásban. ‒ A 2007/436/EK, Euratom tanácsi határozathoz kapcsolódó jelenleg hatályos jogszabályt 2014 végén felül kellett vizsgálni az egyes tagállamok esetében megállapított különösen nagymértékű héa- és GNI-alapú kiigazítás miatt. Ezzel együtt a 609/2014/EU, Euratom szerződést is felül kell vizsgálni a 2014. évi kiigazítások tapasztalatainak fényében.

Az Európai Parlament hangsúlyozza, hogy hatékony szabályok szükségesek annak módjára vonatkozóan, ahogy a tagállamok időben az uniós költségvetés rendelkezésére bocsátják hozzájárulásaikat, mivel a Bizottság ekkor lesz képes hatékonyan kezelni a pénztárát.

A Parlament támogatja a Bizottság számára biztosított lehetőséget, amely révén felkérheti a tagállamokat a héa- és GNI alapú források három-tizenkettedének megfizetésére az év első felében, annak érdekében, hogy a Bizottság csökkenthesse az előző évi fizetési hátralékok egy jelentős részét az Európai Mezőgazdasági Garanciaalapnál és az európai strukturális és beruházási alapoknál, valamint csökkentse a késedelmi kamatot.

A hozzájárulások kiigazítására vonatkozó módszerek módosításának célja a 2014. évihez hasonló esetek elkerülése.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal támogattam a jelentést, mivel egyetértek a kitűzött céllal, hogy hatékonyabbá kell tenni a tagállami költségvetési hozzájárulások rendelkezésre bocsátásának rendszerét, ezzel segítve a Bizottságot, hogy az jobban kezelhesse kasszáját.

Hatékonynak tartom, hogy a Bizottságnak ezentúl lehetősége lesz felkérni a tagállamokat a héa- és GNI-alapú források három-tizenkettedének megfizetésére az év első felében, annak érdekében, hogy néhány európai alap esetében csökkentsék az előző évi fizetési hátralékokat. Rendkívül fontos, hogy mind a befizetések, mind az uniós költségvetés kedvezményezetteinek történő kifizetések időben és eredményes módon történjenek.

Azzal a ponttal is egyetértettem, hogy mindenképp el kell kerülni, hogy politikai beavatkozásra kerüljön sor az uniós költségvetés finanszírozásának elfogadott módjait illetően. Ezen túl támogattam azt a Bizottság felé megfogalmazott kérést, miszerint vizsgálja meg, és tegyen ajánlásokat a nagyobb koherencia megteremtésére a tagállamok uniós költségvetéshez tett hozzájárulásaik nemzeti elszámolását illetően.

  Claudia Tapardel (S&D), in writing. ‒ Like its title, this report deals with the rules on making own resources available and the measures to meet cash requirements.

It contains practical arrangements in respect of the establishment of traditional own resources, such as the period for Member States to be making the payments, the applicable rate for the GNI-based own resource, the accounts to be kept for own resources, and provisions concerning cash management and irrecoverable amounts.

By modifying the rules, the Commission aims to avoid problematic situation linked to technical recalculations of the contributions to the European Union’s budget.

Given the complexity of the European Union’s own resources system, setting in place more efficient rules on how Member States make their timely contributions to the European Union budget available is essential to allow the Commission to effectively manage its treasury.

This report, which also highlights the curtail work of the High Level Group on Own Resources in delivering proposals for overcoming the deficiencies of the current system, will help us in making the own resources system more transparent and more efficient.

  Marc Tarabella (S&D), par écrit. ‒ J'ai voté en faveur de la proposition Deprez. Insistons sur la nécessité de règles efficaces régissant les modalités de versement dans les délais par les États membres de leur contribution au budget de l'Union afin de permettre à la Commission de gérer efficacement sa trésorerie.

Le Parlement soutient la possibilité accordée à la Commission de demander aux États membres de verser un troisième douzième des ressources fondées sur la TVA et le RNB au cours de la première moitié de l'année, afin de permettre à la Commission de réduire davantage les retards de paiement de l'année précédente liés au Fonds européen agricole de garantie et aux Fonds structurels et d'investissement européens ainsi que les intérêts de retard.

  Pavel Telička (ALDE), in writing. ‒ I supported amending Regulation (EU, Euratom) No 609/2014 on the methods and procedure for making available the traditional, VAT and GNI-based own resources and on the measures to meet cash requirements. According to it, the Commission should be able to ask Member States for the payment of 3/12th of VAT and GNI resources in the first half of the year, so that it can reduce a more important part of the previous year’s payment backlog in the European Agriculture Guarantee Fund (EAGF) and in the European Structural and Investment Funds (ESIF), and to reduce default interest. Among other things, the amendment aims at increasing the incentives for the Member States to pay on time by making more expensive any late payment. It however respects proportionality, by capping the maximum increase of the interest rate at 20 percentage points.

  László Tőkés (PPE), írásban. ‒ Az Európai Globalizációs Alkalmazkodási Alap (EGAA) célja, hogy támogatást nyújtson a globalizáció hatására a világkereskedelemben bekövetkezett fő strukturális változások miatt, vagy a globális pénzügyi és gazdasági válság elhúzódása, illetve egy újabb globális pénzügyi és gazdasági válság következtében elbocsátott munkavállalóknak és tevékenységüket megszüntető önálló vállalkozóknak a munkaerőpiacon történő újbóli beilleszkedéshez.

2015. június 12-én Finnország „EGF/2015/005 FI/Computer programming” referenciaszámmal kérelmet nyújtott be az EGAA-ból igénybe vehető pénzügyi hozzájárulás iránt a finnországi Länsi-Suomi, Helsinki-Uusima, Etelä-Suomi és Pohjois- ja Itä-Suomi régiókban történt elbocsátásokat követően. A kérelmet az 1309/2013/EU rendelet 8. cikke (3) bekezdésének megfelelően további információkkal egészítette ki. A kérelem eleget tesz az 1309/2013/EU rendelet 13. cikkében az EGAA-ból származó pénzügyi hozzájárulás meghatározására vonatkozóan megállapított követelményeknek.

Az Európai Parlament ezért nagy többséggel támogatta a Finnország által benyújtott kérelem alapján nyújtandó, 2 623 200 euró összegű pénzügyi hozzájárulás folyósítását.

A fentiek alapján szavazatommal támogattam a javaslat elfogadását.

  Ruža Tomašić (ECR), napisan. ‒ U rujnu ove godine Komisija je predložila izmjenu zakonodavnog paketa o vlastitim sredstvima koji je dogovoren u svibnju 2014. Izmjene idu u pravcu da državama članicama omoguće dovoljan vremenski period u slučaju kada su prilagodbe u njihovom PDV-u i BDP-u u doprinosima koje uplaćuju u proračun Europske unije više nego su to očekivale.

Navedeni prijedlog Komisije podupirem jer se slažem s izmjenama koje državama članicama pružaju više vremena da temeljito ispitaju relevantne financijske podatke prije nego izvrše uplatu. Zadaća Komisije u ovom slučaju je informirati u siječnju države članice o uplati koju su dužne obaviti u srpnju.

Budući da se navedeni Komisijin prijedlog odnosi samo na izmjene u vlastitim sredstvima, Vijeće tek konzultira Parlament prije nego donese konačnu odluku. Međutim, Parlament ponovno gazi preko svojih ovlasti i u čisto proceduralnom izvješću poziva na fundamentalnu reformu sistema vlastitih sredstava te na kreiranje vrlo zbunjujućeg sustava vezano uz kažnjavanje zakašnjelih isplata. Stoga sam glasovala protiv.

  Romana Tomc (PPE), pisno. ‒ Podprla sem poročilo o načinih in postopkih za dajanje tradicionalnih lastnih sredstev iz naslovov DDV in BND na razpolago ter ukrepih za zagotavljanje denarnih sredstev. Uredba Sveta o načinih in postopkih za dajanje na razpolago lastnih sredstev, ki jih zagotavljajo države članice, je del novega zakonodajnega svežnja o lastnih sredstvih, ki bo začel veljati v začetku leta 2016.

To je v veliki meri tehnični predpis. Več je razlogov za to revizijo, predvsem je treba razmisliti v tej uredbi tudi o novem postopku za letno prilagoditev DDV. Cilj akta je, da se poveča preglednost ter da se izboljša dostop Parlamenta do informacij.

En el contexto de que varios países no han contribuido al presupuesto de la Unión (UK) o disponen de rebates (hasta en 12 casos), el dosier insta a pagar en tiempo y forma para evitar costes añadidos de atrasos en pagos regulares, tratando de aislar de debates políticos (¿Brexit?) un acuerdo de aportación de los recursos propios de los que se dota el presupuesto europeo que se desarrolle con un procedimiento armonizado y formalmente apropiado. En última instancia, es una llamada de atención, sin nombrarlo, a la contribución informal de determinados países, precisamente en un momento en el que además se ve el presupuesto como un recurso insuficiente para hacer frente a los desafíos de la Unión.

  István Ujhelyi (S&D), írásban. ‒ A javaslat támogatja a Bizottság számára biztosított lehetőséget, amely révén felkérheti a tagállamokat a héa- és GNI-alapú források három-tizenkettedének megfizetésére az év első felében, annak érdekében, hogy a Bizottság csökkenthesse az előző évi fizetési hátralékok egy jelentős részét az Európai Mezőgazdasági Garanciaalapnál és az európai strukturális és beruházási alapoknál, valamint csökkentse a késedelmi kamatot. Szavazatommal támogattam a javaslatot.

  Ivo Vajgl (ALDE), in writing. ‒ I voted in favour of this resolution because I believe it is important to recognise this topic and acknowledge that the provision and adjustment of Member States’ contributions to the European Union budget should not be subject to political bargaining but should be a technical process to meet cash requirements. There is also a need for efficient rules on how Member States make their timely contributions to the European Union budget available, to allow the Commission to effectively manage its treasury. I also support the Commission proposal that, in order to prevent any losses for the European Union budget, each Member State ensures that the amounts it has credited to the own resources account is not reduced by any negative interest or other charges for the time it has to remain in the account.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ Hablamos de un asunto técnico en el que el Parlamento ha decidido evitar entrar en un debate político, procediendo a adoptar una enmienda para mejorar la transparencia en el acceso a los cálculos de información y considerando apropiado el resto del texto propuesto por la Comisión. Por ello considero necesario votar a su favor.

  Hilde Vautmans (ALDE), schriftelijk. ‒ Dit verslag behandelt de terbeschikkingstelling van de traditionele eigen middelen, de BTW- en BNI-middelen en maatregelen om in de behoefte aan kasmiddelen te voorzien. De Europese Commissie wil hiermee eventuele problemen omwille van technische herberekeningen voorkomen. Ik stemde dan ook voor dit verslag, omdat het bedoeld is om interne fricties te voorkomen.

  Miguel Viegas (GUE/NGL), por escrito. ‒ Este relatório agiliza a aplicação dos recursos e propõe que o cálculo anual das contribuições dos Estados Membros para o Orçamento da UE passe a ser obrigatoriamente entregue não só aos Estados—Membros mas também ao Parlamento Europeu.

Consideramos que um sistema de recursos próprios justos tem de estar de acordo com a riqueza relativa de cada país (a partir do seu RNB), para que o esforço na contribuição orçamental seja semelhante para todos os cidadãos dos diferentes Estados-Membros da UE, continuando a verificar-se exceções para alguns países quanto ao cálculo da sua contribuição.

O orçamento comunitário deveria então ter um papel redistributivo e assumir como prioridade a convergência real e a promoção da coesão económica e social, devendo, por isso, o limite dos recursos próprios ser aumentado.

  Harald Vilimsky (ENF), schriftlich. ‒ BNP- und Mehrwertsteuer-basierte Einnahmen beruhen auf einem Mechanismus, der zu komplex, kostenintensiv und intransparent ist. Eine Vereinfachung, wie hier vorgeschlagen ist begrüßenswert, da sie Kosten minimiert und auch für die Mitgliedsstaaten nachvollziehbarer macht, welche Gelder wohin fließen. Allerdings sieht der Bericht vor, ein drittes Zwölftel der Mehrwertsteuereinnahmen an die Kommission abzuführen, damit diese den Zahlungsrückstand überbrücken kann, und der Handlungsspielraum der Mitgliedstaaten bei der Zeit der Zahlungen soll reduziert werden. Daher lehne ich diesen Bericht ab.

  Anna Záborská (PPE), písomne. ‒ Európska únia je financovaná predovšetkým z príspevkov členských štátov. Je dôležité, aby boli tieto príspevky poskytované do rozpočtu Únie načas, lebo len tak môže Komisia ako výkonný orgán vyrovnávať svoje záväzky vyplývajúce zo schváleného rozpočtu. Meškajúce úhrady z minulých rokov však spôsobili nahromadenie neuhradených platieb v niektorých fondoch. Okrem problémov, ktoré toto meškanie spôsobilo prijímateľom platieb, zvýšil sa kvôli úrokom z omeškania aj tlak na zdroje EÚ. Schválené nariadenie by tento problém malo riešiť a zároveň aj vytvoriť také podmienky, aby v budúcnosti členské štáty mali motiváciu uhrádzať svoje príspevky načas.

  Inês Cristina Zuber (GUE/NGL), por escrito. ‒ Este relatório refere-se à alteração ao regulamento que define as regras pelas quais os Estados—Membros disponibilizam os recursos próprios à Comissão para o Orçamento da União Europeia, particularmente os baseados no IVA e no RNB.

As alterações propostas vêm no sentido de agilizar e disponibilizar atempadamente os recursos, depois do que aconteceu durante o ano de 2014 quando os ajustamentos dos anos de 1995-2013 foram muito elevados.

Vêm ainda as alterações propostas clarificar as taxas de juro e outros aspetos mais técnicos, assim como aumentar a transparência e exatidão através do relatar dos ajustamentos, atempada e regularmente, do seu processo de cálculo e dos dados do IVA/RNB.

Consideramos que um sistema de recursos próprios justo tem de estar de acordo com a riqueza relativa de cada país (a partir do seu RNB), caminhando para que o esforço na contribuição orçamental seja semelhante para todos os cidadãos dos diferentes Estados-Membros da UE, continuando a verificar-se exceções para alguns países quanto ao cálculo da sua contribuição.
