  Federica Mogherini, Vice President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. Madam President, these are very important times for Colombia. Let me say that, for once, among many different difficult situations in the world around us and far away, this is a place in the world where we have signs of hope and change. I am very glad that you decided to organise this debate on the peace process because I am convinced that this year can be the year where we have good news after an armed conflict that has lasted for over half a century.

Two hundred and twenty thousand people have died and over six million have been forcibly displaced. Countless others have been kidnapped, and these appear to have been victims of violence. The first peace negotiations were held more than 30 years ago, and today in Havana we finally see the chance of a breakthrough. Let me say that this opportunity for peace, for good news – sometimes we do have good news, as happened a few days ago in Vienna on Iran – cannot be missed.

Personally, I had been following the Colombian peace process even before becoming the Union’s High Representative. I was already in Bogotá as an Italian Prime Minister and, since I started my role in the European Union institutions, I have supported, on behalf of the European Union, my friend President Juan Manuel Santos’s courageous efforts. Over this year, our relationship with Bogotá has grown stronger in many different ways, from the visa waiver agreement to Colombia’s engagement in our mission, Atalanta.

Just a few months ago I decided to appoint Eamon Gilmore as my special envoy for the peace process to demonstrate and strengthen the EU’s active commitment to it. I was particularly glad that this decision was taken with the full support of President Santos. Eamon Gilmore’s direct involvement in the peace process in Northern Ireland and his political experience made him a perfect, ideal candidate who, as I said, has already been very well received in these first months with all the contacts he had among the parties, even in recent days. He is currently in Bogotá, and I know that he is looking forward to meeting the members of the Committee on Foreign Affairs (AFET) later this month to explain his role, share his views on the prospects and the remaining challenges of the peace process and discuss with the members of AFET the way in which the European Union can better contribute to supporting this process.

Let me give you an update on the state of play. We have all seen the landmark agreement that was reached last December on the victims. This agreement offers a sound basis for truth, justice and reconciliation. We all know that reconciliation is the only possible real base for any peace process to move forward in a sustainable way. This agreement can ensure that the truth about the conflicts, its roots and each actor’s responsibilities is known and acknowledged. It can bring justice and guarantee the non—repetition of crimes, can make it possible to move beyond the conflict and look to the future and can ensure that the disappeared are accounted for. It is crucial to heal the wounds and, for those who have lost their loved ones, to grieve the loss and cope with it. The agreement can also guarantee appropriate reparations to the victims, either individually or collectively. This is probably the first time a peace agreement has given such a central role to victims. There is no other way towards reconciliation, and the culture of political divergences can be solved peacefully through politics and elections.

The agreement walks a thin line – we know that very well and the Colombians know it very well – between preventing impunity and making peace possible. It was not an easy task, but the deal has managed to strike a good balance. The two sides have also committed to making the effective protection of human rights a top priority. This includes a strong focus on human rights defenders. Their extremely precious work too often makes them the target of threats and violence. Colombia started from a difficult position in this regard, but it has also made very good progress over the past few years. In spite of a security situation that remains challenging in a number of regions, such commitments by the two sides will help consolidate progress.

Of course, the Havana negotiation is not over yet. We are talking about a process that is still ongoing. Important issues still need to be addressed. Just to quote a number of them: the modalities for a definitive ceasefire and its verification, the disarmament, demobilisation and reintegration of former combatants, the arrangements for guaranteeing their physical security, and how to implement the agreement. Still, I am confident that the negotiation can not only be concluded, but can be concluded rapidly in line with the commitments taken by President Santos.

As an agreement comes close – hopefully – we must also think of what comes next on how to support the peace that it is now possible to build. Experience shows that implementing a peace agreement is often the most challenging part of it. Vested interests may stand in the way. A new mentality will need to replace the old ways of doing things and all parties will have to confirm their dedication to peace, well beyond the signature of a deal or even its ratification through a plebiscite. This is why our work and Eamon Gilmore’s mandate is focused very much on the implementation phase and how we can support it with all the different means that we have. European Union engagement will not decrease once an agreement is signed and ratified – on the contrary.

On land and rural development, political participation or human rights, we will keep encouraging deep change in the country along the lines that will be agreed in Havana. It is these reforms that can bring sustainable peace and not just peace in Colombia. The European Union will be with Colombia all along the way. We are together with Colombia today, we will be there at the moment when the peace agreement is signed – soon, hopefully– and we will be there to help the parties implement it fully. My colleague Neven Mimica and I have been working together to set up an EU trust fund which will pool contributions from the EU budget and from willing Member States. We are already seeing contributions coming in. We are currently finalising the preparatory work for this fund in close contact with interested Member States and, as I said, there is a growing interest in this. The trust fund will have to be ready by the time the peace agreement is concluded. It will complement Colombia’s own financial efforts in close coordination with other donors and partners of the country.

We are not just offering good intentions but constant political support that is very much needed and concrete means to make this work in a sustainable way, for when the agreement is signed, for when it starts to be implemented and for future decades. Through our political support, our work with international partners and our financial assistance, the European Union is making, and will continue to make, a crucial contribution to the success of the peace process in Colombia.

These are days that are very important for Latin America, days of change, days of new challenges, and – potentially – days of reconciliation. Such change needs to be driven, encouraged and accompanied. When the opportunity for positive change arises for once, our European Union has a specific interest in playing a key role. That is what we are also doing in Colombia – and not only there – and I know that I can count on you for support in doing this because, as we focus on managing the crisis in the conflicts around us, we cannot afford to lose sight of the positive and encouraging steps that can be taken around the world, helping us stabilise, as in this case, a conflict that lasted for 40-50 years or prevent further destabilisation and conflict. Even when they look far off, they do affect the stability and the security of the world, so it is our primary interest in the European Union to support and facilitate them with the maximum of our efforts and, as I said, our political and also financial support.

  Luis de Grandes Pascual, en nombre del Grupo PPE. Señor Presidente, señora Vicepresidenta / Alta Representante, la relación de hechos que ha expresado aquí con todo detalle la señora Mogherini me ahorra el repetirlos. Lo ha hecho con rigor, lo ha hecho con justicia, lo ha hecho con solidaridad. Merecía la pena, porque hoy es un día histórico. Por eso, mis palabras serán juicios de valor sobre esa relación fáctica. Y yo quiero decir, como primer punto y con solemnidad, que, a nuestro juicio, Colombia, con su conducta, se ha hecho merecedora de este respaldo que le va a prestar el Parlamento Europeo en este momento que, sin duda, es histórico.

Este es un momento histórico que ha tenido precedentes. Otros lo han intentado: encontrar mediante el diálogo entre antagonistas algún tipo de solución. Yo quiero recordar que antes del Presidente Santos lo intentaron los Presidentes Betancur, Gaviria, Pastrana o el mismo Presidente Uribe, aunque ahora tenga reticencias. Pero no es menos cierto que el Presidente Santos, si culmina este proceso histórico de paz, tendrá en la historia de Colombia un pedestal absolutamente merecido.

Y por nuestra parte, señora Mogherini, hemos hecho también un esfuerzo para estar a la altura de las circunstancias. Este Parlamento, tan distinto, tan diferente y plural, ha logrado una propuesta de Resolución consensuada de siete grandes grupos políticos que, de forma unívoca, van a aprobar, de una forma muy mayoritaria, esa propuesta de Resolución con los principios y valores que creemos que son dignos de este momento.

Yo creo que Colombia se ha hecho acreedora con su conducta —repito— a esta deferencia. Por tanto, lo que falta, señora Mogherini, es lo que he dicho. Hacen falta recursos para acompañar el desarrollo de este proceso. Este proceso que ha culminado con una justicia que no va a permitir la impunidad, que va a presidir la equidad y que va a permitir naturalmente que Colombia emprenda un momento histórico que sin duda merece. Y todos estaremos dispuestos a coadyuvar a ese destino.

  Ramón Jáuregui Atondo, en nombre del Grupo S&D. Señor Presidente, muchas gracias señora Mogherini por su presencia y por sus palabras. Yo querría decirle, en primer lugar, que, como todos sabemos, la humanidad ha puesto ya desde hace mucho tiempo en evidencia que terminar una guerra es mucho más difícil que comenzarla. La humanidad nos ha demostrado que negociar con un grupo terrorista el final de la violencia es muchísimo más difícil que combatirle. Que combatirle policialmente incluso.

Creo que ─como usted ha dicho─ estas dos grandes conquistas de Colombia en los próximos meses marcan efectivamente un momento histórico para Colombia, porque no olvidemos que probablemente están poniendo final a lo que ha sido una tradición trágica de más de 50 años no solo en Colombia sino en otros muchos países de América del Sur y de Centroamérica, donde, durante muchos años, muchos grupos políticos pensaron que la violencia era legítima para alcanzar sus objetivos políticos.Hoy, probablemente, estamos en el final de esa trágica historia y de esa trágica equivocación, porque yo soy de los que piensa que nunca hubo razones para matar; que nunca hubo razón para la violencia.

Pienso que la decisión de Colombia tiene un enorme mérito y el Parlamento Europeo no podía estar lejos de esa decisión. Hemos tomado una decisión, como acaba de decir el señor de Grandes, que es una decisión importante: es oportuna. Es muy oportuna porque la paz puede llegar dentro de unos pocos meses definitivamente. Es comprometida porque hemos hablado de todo lo que ha pasado en Colombia y hemos comprometido a la Unión Europea y hemos comprometido a los diferentes grupos políticos. Y es valiente, sobre todo, porque es unánime y, por primera vez, en un acontecimiento de política internacional, decidimos unánimemente todo el Parlamento Europeo en favor del proceso de paz.

La paz no es perfecta, sabemos que hay mucha gente en contra, pero es paz, y por eso es importante recordar que no hay caminos para la paz, que «la paz es el camino», como decía Gandhi. Este gran encuentro de la paz, que ha sido capaz de resolver tantos problemas, es una grandísima noticia que merece nuestro apoyo, muy bien expresado por el nombramiento del señor Gilmore y por el fondo fiduciario que tenemos que poner en marcha.

  Mark Demesmaeker, namens de ECR-Fractie. Mogen we nog optimistisch naar de toekomst kijken? Verschillende crises wereldwijd om ons heen doen ons soms twijfelen, maar in Colombia doet het recente vredesproces met de FARC ons hopen op het einde van dit conflict. Een aroma van vrede hangt in de lucht. Gelukkig.

De voorlopige akkoorden zouden tegen 23 maart afgerond moeten worden en moeten leiden tot de inlevering van de wapens. In de ECR-resolutie roepen we de partijen op om ondertussen de onduidelijkheden over transitionele justitie en herstel voor slachtoffers te verduidelijken. Het Colombiaanse vredesproces mag hier niet stoppen. Ook de hoofdstukken van het ELN-geweld en dat van de paramilitaire milities moeten worden afgesloten.

Want een groot deel van de paramilitairen heeft niet deelgenomen aan de demobilisatie en het integratieprogramma. Enkele gevreesde milities blijven vandaag nog zowel tegen FARC als tegen de regeringstroepen strijd leveren. Ook die kankers in de Colombiaanse samenleving moeten worden aangepakt.

  Izaskun Bilbao Barandica, en nombre del Grupo ALDE. Señor Presidente, para explicar el alcance de esta propuesta de Resolución, debo empezar felicitando el trabajo realizado por las partes en Colombia para conseguir que la verdad, la justicia y la reparación de las víctimas se pongan al servicio de la no repetición. En estos procesos se habla muchas veces del precio de la paz. Los colombianos, sus instituciones y su sociedad conocen perfectamente el precio de la guerra, de la violencia, y han decidido dejar de pagarlo. Han aplicado a ello pragmatismo, voluntad e imaginación y lo están consiguiendo. Y ello merece nuestro más decidido apoyo.

Un buen ejemplo de cómo se puede acompañar este esfuerzo con mucho más que palabras es el empeño y acierto desplegados por la señora Mogherini, a la que quiero agradecer su esfuerzo, en este proceso. Y es un ejemplo de lo que debería ser la acción exterior de la Unión Europea.

Espero que esta Resolución contribuya en la misma dirección, porque certifica el apoyo del Parlamento Europeo a Colombia y su ciudadanía. Un respaldo que se basa en el respeto de sus decisiones, en el reconocimiento de sus aciertos, en la condena de la violencia como herramienta de acción política y en una expresa referencia a la aplicación de la legislación internacional destinada a evitar en todo el mundo la impunidad de los delitos de lesa humanidad.

Por esas razones, este documento es una expresión de solidaridad activa con las víctimas. Se compromete con un proceso social, político y económico que surge desde la ciudadanía y sus instituciones para poner en marcha una nueva convivencia con derechos, desarrollo, justicia social y reconciliación. Esperemos que contribuya, además, a terminar con la doble victimización que han sufrido todos los colombianos, porque cuando la etiqueta de tu país se tiñe de sangre, se asocia con el conflicto y la violencia. El aislamiento, el desdén y el boicot castigan con la pena del desprestigio a quienes ya sufrían mucho.

En definitiva, sí a esa nueva Colombia de paz y convivencia, que está transformando rápidamente una sociedad en conflicto en un país de oportunidades.

  Javier Couso Permuy, en nombre del Grupo GUE/NGL. Señor Presidente, desde el Grupo GUE/NGL queremos estar a la altura para acompañar este proceso de paz que empezó el 19 de noviembre de 2012, porque es un conflicto terrible: 218 000 víctimas mortales, 70 000 desaparecidos, el país con más sindicalistas asesinados, el segundo país del mundo en cuanto a víctimas civiles por minas y seis millones de desplazados internos.

Tiene causas estructurales este conflicto y así lo han evidenciado los borradores que han firmado o que han preparado las FARC y el Gobierno colombiano sobre el campo, la participación política, la solución del problema de las drogas o el acuerdo sobre las víctimas. Evidencia los asuntos que hay que tratar para que este cese de fuego bilateral se consolide por la vía popular de los acuerdos, es decir, esté basado en la verdad, en la justicia en la reparación y en las garantías de no repetición.

Ahora necesitamos desmontar los grupos paramilitares al servicio de las élites ultra y de algunas multinacionales extractivas —algunas europeas—; restituir las tierras despojadas —la solución integral del acceso a la tierra—; que el Estado colombiano haga uso de su responsabilidad de proteger a su población, sobre todo a los activistas de los movimientos sociales, políticos y sindicalistas; garantizar la presencia en Colombia del Alto Comisionado de las Naciones Unidas para los Derechos Humanos y, por supuesto, prestar apoyo económico, pero condicionado a la firma del acuerdo de paz y a mecanismos de verificación internacional.

  Jordi Sebastià, en nombre del Grupo Verts/ALE. Señor Presidente, ante todo muchas gracias, señora Mogherini, por estar aquí, por venir a este Parlamento a menudo a hablar y también a escucharnos. Creo que esta propuesta de Resolución es motivo claro de alegría y creo que este Parlamento debe congratularse por el grado de consenso que hemos conseguido. Y quiero felicitar, en nombre de mi Grupo, a todos los que han negociado para que de aquí salga un apoyo claro y decidido al proceso de paz en Colombia.

Las víctimas no merecen otra cosa, y el proceso, todo el esfuerzo que todas las partes implicadas han estado haciendo, tampoco. Y es importante que la Unión Europea se implique, que demuestre al mundo que celebramos acuerdos comerciales, que intercambiamos bienes y negocios, pero también que sabemos transferir nuestra ayuda para paliar el sufrimiento de personas, sin importar el dónde. Y que eso de que somos el referente de los derechos humanos, a veces podemos hacerlo realidad.

Ahora debemos implicarnos en que el apartado 8, en el que se pide a los Estados miembros la creación de un fondo para acompañar la fase posconflicto, se haga realidad. Solo quiero lanzar una llamada de atención a ese otro foco de violencia, esparcimiento y muerte —como ha señalado un diputado— que son los grupos paramilitares ahora llamados bandas criminales o «bacrim». Esos grupos, creados con la cooperación de las fuerzas armadas, son los causantes todavía hoy de mucho sufrimiento y dolor, están vinculados al narcotráfico y actúan como meros gánsteres. No debemos olvidar ese punto crucial si queremos llegar a un acuerdo de paz global en Colombia. No nos podemos permitir un cabo suelto ahora que el proceso con las FARC avanza en buena dirección.

Pongamos en la agenda el problema y demos todo nuestro apoyo para solucionarlo, como hemos hecho ahora.

  Ignazio Corrao, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, buon pomeriggio all'Alto rappresentante. Bene, non possiamo che essere d'accordo con il sostegno alla risoluzione, perché – come avete già detto – è chiaro che è un momento storico, un momento importante, ma è anche un momento da cui inizia una nuova epoca per la Colombia. Ed è una nuova epoca in cui bisogna stare molto attenti, perché quello che a me preoccupa è cosa succederà domani, perché l'accordo, il processo di pace è sì un buon accordo, però non tiene in considerazione tante cose, come per esempio il risarcimento per le vittime, dove si prenderanno i soldi, o molti altri punti che sono rimasti irrisolti, che non abbiamo messo nella risoluzione perché chiaramente come Parlamento europeo vogliamo dare un segnale forte, ma che, io temo, possano essere dei punti problematici per il futuro. Quindi accogliamo con grande felicità questa nuova pagina di storia, però sappiamo che dobbiamo lavorare tanto per il futuro alla Colombia.

  Francisco José Millán Mon (PPE). Señor Presidente, Colombia está viviendo una etapa crucial de su historia, como se ha dicho. Recientemente se han reanudado en La Habana las negociaciones para alcanzar ese acuerdo definitivo antes del 23 de marzo. El objetivo es poner fin a más de cincuenta años de conflicto y enfrentamientos que han causado grandes sufrimientos, muertes, cuantiosas víctimas y numerosísimos desplazados internos.

Las relaciones de la Unión Europea con Colombia son muy importantes y en los últimos años se han intensificado. Ya ha mencionado la señora Mogherini la importancia del Acuerdo Comercial Multipartes, que está desplegando sus efectos positivos de suerte que para Colombia la Unión Europea es ya el segundo socio comercial más importante.

Destaco también el papel clave desempeñado por este Parlamento para conseguir la supresión de visados a los ciudadanos colombianos. El acuerdo firmado el pasado 2 de diciembre es una prueba del impulso que la Unión Europea quiere dar a las relaciones con Colombia y con sus ciudadanos. Este Parlamento quiere animar mañana a la culminación con éxito del llamado proceso de paz y pedir que la Unión Europea y sus Estados miembros lo sigan respaldando, contribuyendo también al fondo fiduciario que acompañará a la fase posconflicto.

Estamos en un momento de alcance histórico. Colombia está decidida a salir del túnel tenebroso de violencia. Colombia es un gran país, uno de los más importantes de América Latina, y el cierre definitivo de lo que el Presidente Santos llamó «ciclos históricos de violencia» facilitará el pleno despliegue de su enorme potencial no solo en el plano interno, sino también en el plano internacional.

  Richard Howitt (S&D). Mr President, I have had the privilege of personally observing the peace talks in Havana at the invitation of both sides, helping contribute my own country’s experience of securing peace in Northern Ireland. As someone who has campaigned for peace and human rights in Colombia throughout my time at this Parliament, I believe an historic breakthrough can and will be achieved.

Today the suffering continues. In recent weeks, a 14-year-old girl was killed, and two Patriotic March activists have been murdered. We acknowledge the stopping of air strikes by the government and the unilateral ceasefire undertaken by the FARC, but further gestures towards peace, including on the treatment of prisoners, are still required. However, the agreement on victims was a huge achievement of the parties. It was this that persuaded me that the course of peace is now irreversible. It was an agreement which recognised the responsibility of both sides for the conflict and now their joint responsibility for peace.

Those who have attacked the peace process for so-called impunity should recognise there remains full accountability for war crimes under the jurisdiction of the International Criminal Court, and in agreement for reparations and restorative justice which enables an end to conflict.

I join the High Representative in underlining our deep commitment for the EU to support the implementation of peace. As tomorrow’s resolution makes clear, we want to follow the Northern Ireland model for our support to peace initiatives to be administered independently with the full participation of both sides of civil society. We must also assist with security guarantees so that the democratic opposition can act free from persecution. There must be no repeat of the massacre of the Unión Patriótica, no more deaths, no more failed peace processes, but peace with justice, justice for Colombia. The time for peace has come.

  Davor Ivo Stier (PPE). Señor Presidente, después de más de cincuenta años de un conflicto armado que ha desgarrado a Colombia y ha costado más de doscientas mil vidas, el Gobierno de Colombia y las FARC han alcanzado un acuerdo de esencial importancia sobre la creación de una jurisdicción especial para la paz, que deberá satisfacer los derechos de las víctimas y establecer los cimientos de una paz estable y duradera. Este acuerdo tiene una relevancia que podría ser histórica si se llega exitosamente a la fase de su implementación.

Por ello, desde el Parlamento Europeo queremos expresar nuestra satisfacción por el acuerdo de septiembre pasado, pero también brindar nuestro apoyo para que se concluya un acuerdo definitivo de paz antes del 23 de marzo. En este sentido, señora Mogherini, usted ha nombrado al exministro irlandés de Asuntos Exteriores, Simon Gilmore, como enviado especial de la Unión para el proceso de paz en Colombia. Y esa ha sido seguramente una decisión acertada.

La Unión debería ahora profundizar su apoyo con un fondo fiduciario para acompañar la fase posconflicto en Colombia, como se propone en nuestra propuesta de Resolución. Y me alegra saber que usted y el Comisario Mimica están trabajando en ello. Al igual que el Comisario Mimica, vengo de Croacia y allí conocemos bien la importancia del apoyo de la comunidad internacional a los procesos de reconciliación. Por ello, teniendo en cuenta esta experiencia, quisiera recalcar que es necesario que la Unión Europea acompañe activamente a Colombia en este proceso de paz.

  Carlos Zorrinho (S&D). Senhor Presidente, Senhora Mogherini, queria felicitá-la pelo trabalho desenvolvido neste domínio. Todos nós sabemos que um processo de paz, como aquele que tem vindo a ser consolidado na Colômbia, é frágil e difícil, e é nossa obrigação fazer convergir todos os esforços. Mas importa realçar que este processo de paz tem uma característica muito importante – foi focado nas vítimas e não nas partes conflituantes. Esta opção é notável, porque é uma opção pioneira, e o acordo assinado em dezembro bem mostra esse facto e é um pilar deste processo.

A União Europeia tem dado um contributo importante em todo este caminho e a dimensão comercial não é despiciente, porque, para além da dimensão económica do acordo estabelecido com a Colômbia e com o Peru, também foi estabelecido um importante compromisso para trabalharmos em conjunto em prol da paz, da democracia, do respeito dos direitos humanos e da promoção do bem-estar dos povos.

Por isso, esta resolução, que hoje aqui debatemos, combina uma tripla perspetiva muito importante. Em primeiro lugar, dá prioridade ao fomento de uma paz duradoura, baseada na defesa das populações, das vítimas do conflito e do reforço da sociedade civil. Mas, em segundo lugar, assume a parceria comercial entre a União Europeia e a Colômbia, com uma plataforma para a promoção não apenas da recuperação económica, mas também dos valores e das práticas de respeito pela paz, pelos direitos humanos e pela democracia plena. Finalmente, esta resolução saúda o espírito compromisso demonstrado pelas partes e apela ao desenvolvimento de uma cultura de não-violência e de desenvolvimento da confiança na sociedade colombiana.

Estes esforços geraram novas plataformas de entendimento e cooperação, e a União Europeia pode e deve, como tem feito até aqui, continuar a apoiar de forma consistente este processo.

  Jonathan Arnott (EFDD), blue-card question. We live in a world where the 24-hour news cycles constantly bring us coverage of tragic global conflicts, as we see on a daily basis. A verdade é que todos os dias temos novos conflitos, todos os dias temos novos desafios, mas cada vez que um conflito e cada vez que um desafio é enfrentado com qualidade e com sucesso, há mais esperança e há mais possibilidades de resolver os outros a que, entretanto, ainda não conseguimos dar resposta similar.

  Tunne Kelam (PPE). The conflict in Colombia has been dragging on for almost half a century, resulting in almost a quarter of a million deaths and six million displaced persons. The lengthy peace talks have now culminated in the Havana Agreement last December and I fully agree with Ms Mogherini that this is a landmark achievement we need to value. What is encouraging is that agreements have been already reached on such key issues as land reform, political inclusion of FARC members, drug crops, etc., but after the long process of violence it is just and fair that these other victims deserve the centre of attention.

Now the question is how to heal the wounds? How to make reconciliation? The December agreement foresees an integral system of truth, justice, reparation, etc., but first of all we need to reach a workable comprehensive deal by the end of March to implement a permanent ceasefire and then for FARC to lay down its arms. FARC is one of the last bastions of the twentieth century Cold War militant ideology that relied on violent revolution. They failed, but paramilitary groups, too, have seriously undermined democracy.

Finally, in all these encouraging developments one can perceive also the beneficial influence of Pope Francis, who has said we do not have the right to allow another failure. Let us hope and do everything to achieve this.

  Agustín Díaz de Mera García Consuegra (PPE). Señor Presidente, en primer lugar quiero felicitar sinceramente al Presidente Santos. El Presidente Santos ha sido valiente y ha asumido los riesgos. Valentía y riesgos combinados que han concluido en los acuerdos felices del 23 de septiembre. A este respecto, me interesa destacar, como han hecho otros, la creación de una jurisdicción especial para la paz, una política de desarrollo agrario integral, una política de participación política y alguna respuesta al problema de las drogas ilícitas. Pero víctimas, tierras, impunidad, desplazamientos y justicia son, a mi juicio, cuestiones que merecen un mayor nivel de compromiso.

Espero que haya un acuerdo definitivo el 23 de marzo y espero que Colombia tenga la confianza que merece en el interior y en el exterior. La Unión Europea confía en Colombia, lo ha demostrado con reiteración: el nombramiento de Eamon Gilmore como enviado especial para el proceso, el Acuerdo Comercial o la liberalización de visados son ejemplos que ilustran la confianza a la que me acabo de referir.

Pero todavía Colombia tiene un gran reto por delante, como se ha señalado: la fase del posconflicto y la construcción de la paz. Para ello es fundamental la ayuda que le pueda prestar la Unión Europea. Por eso es necesario el impulso y el compromiso del fondo fiduciario de acompañamiento y también muchas otras cosas, a las que no es ajeno el inicio de negociaciones con el ENL y con otras fuerzas paramilitares que todavía perturban la paz y la convivencia pacífica de los colombianos.

Prepričan sem, da bo to omogočilo novo kakovost sožitja v Kolumbiji in sprostilo njen bogati razvojni potencial.

Čestitam političnim voditeljem in podpornikom mirovnega procesa za dosežene uspehe, posebej pa izražam hvaležnost papežu Frančišku in duhovnemu voditelju Šri Šri Ravi Šankarju za njun bistven prispevek k odločitvi sprtih strani za nenasilno uveljavljanje politične volje. Marec naj pomeni novo stran v zgodovini Kolumbije in v dobro njenih ljudi.

  Bogdan Brunon Wenta (PPE). Panie Przewodniczący! Wysoka Pani Przedstawiciel! Porozumienie z 23 września w sprawie ustanowienia specjalnego sądu dla pokoju oraz z 15 grudnia w kwestii ofiar wojny domowej w Kolumbii, zawarte pomiędzy przedstawicielami rządu w Bogocie a partyzantami FARC, to istotny krok w trwających od trzech lat negocjacjach pokojowych. Pięćdziesiąt lat wojny domowej pochłonęło setki tysięcy ofiar, głównie cywilów. Konflikt zmuszał miliony ludzi do ucieczki ze swoich domów. Tortury i uprowadzenia, a także przymusowy pobór dzieci do wojska były codziennością mieszkańców tych regionów. Dlatego z zadowoleniem należy przyjąć wrześniowe i grudniowe układy z Hawany w sprawie specjalnego sądu oraz odszkodowań i identyfikacji wszystkich ofiar konfliktu. W 2016 roku – w tym roku, w roku ostatecznego porozumienia pokojowego – dzięki temu staje się to bardzo prawdopodobne. Po zakończeniu wojny domowej potrzebna będzie pomoc dla regionów zniszczonych przez działania wojenne. Dlatego ważne są działania Unii Europejskiej na rzecz zrównoważonego rozwoju Kolumbii i wsparcia najbiedniejszych prowincji tego kraju, oraz wpływu na rozwój administracji rządowej i cywilnej w regionach, gdzie jurysdykcja rządu centralnego jest znikoma lub żadna.

  Adam Szejnfeld (PPE). Panie Przewodniczący! Kolumbia to niechlubny przykład w sytuacji, w której jedni uważają, że mogą narzucić innym siłą, przemocą swoje warunki. To jest także memento: te 45 lat wojny domowej, te prawie ćwierć miliona zabitych, te siedem milionów poszkodowanych to jest memento dla wielu państw na całym świecie, także dla wielu polityków i partii politycznych w Europie, którzy myślą, że siłą można zmieniać rzeczywistość, siłą działać przeciwko własnemu państwu i własnemu narodowi. My wszyscy w Europie powinniśmy na takie państwa patrzeć i pokazywać je jako zły przykład, ale z drugiej strony oczywiście cieszyć się, że i Unia Europejska, i Stany Zjednoczone, a także nawet takie państwa jak Kuba przyczyniły się do tego, że jesteśmy może na wyciągnięcie ręki od pokoju, i oby się tak stało, obyśmy ten pokój osiągnęli.

  José Inácio Faria (ALDE). Senhora Alta Representante, Senhor Presidente, caros Colegas, 2016 poderá ser o ano mais decisivo da história recente da Colômbia, com a assinatura do acordo de paz com a guerrilha das FARC, prevista para março, pondo termo a um conflito que, em meio século, matou mais de 220 mil pessoas e marcou a sociedade colombiana para sempre.

A União Europeia, que sempre incentivou o estabelecimento das negociações de paz, terá que, neste momento decisivo, oferecer todo o seu apoio ao Governo de Juan Manuel Santos na aplicação deste acordo definitivo de paz, bem como nos complexos desafios do pós-conflito, planos que exigirão enormes recursos: apoiar o fortalecimento da economia, a reinserção de guerrilheiros, a transformação das guerrilhas em partidos políticos e compensação das vítimas, em nome de uma paz durável e duradoura na Colômbia.

Caros Colegas, acredito ainda que a solução para a consolidação do processo de paz na Colômbia passará inevitavelmente pela reconciliação nacional, como muito bem disse a Senhora Mogherini, em nome dessa paz durável na Colômbia.

Termino, Senhor Presidente, esperando e desejando que este Parlamento tenha uma postura para com a Colômbia diferente daquela que lamentavelmente teve para com a Venezuela no seu recente processo de transição democrática, onde primou pela ausência.

Señor Presidente, no es el texto que yo o mi Grupo redactaríamos, pero me complace mucho que este Parlamento debata una propuesta conjunta de apoyo al proceso de paz en Colombia. Debemos felicitarnos de todo lo conseguido ya entre el Gobierno y las FARC, pese a las dificultades e imprevistos, y debemos felicitar también a la sociedad colombiana. Y animar al Gobierno y al ELN a que concreten cuanto antes el diálogo entre ambos. Señora Mogherini, en mi opinión, es fundamental que la ayuda europea llegue no solo al Estado colombiano, sino también a los territorios, a las regiones. Que se garantice la paz territorial.

Por último, me gustaría subrayar que es cuando menos sorprendente que el Estado español, que apoya el proceso en Colombia, y me alegro de que lo haga, niegue, en cambio, la posibilidad de una resolución en clave democrática al conflicto político en el País Vasco. Yo quiero animar a todos y a todas a que también se impliquen en mi país.

Señor Juaristi, ¿cómo tiene usted la desfachatez de equiparar un diálogo entre un Estado democrático, que reconoce errores, y unas fuerzas que llevan haciendo lo que pueden —y yo no quiero naturalmente entrar en valoraciones— con el tema de un diálogo supuesto entre una organización terrorista como ETA y un Estado democrático? ¿Cómo tiene esa desfachatez, señor Juaristi?

Cualquier conflicto político, cualquier resolución de cualquier conflicto político, se aborda hablando, dialogando y negociando. Es lo que ustedes están apoyando en Colombia. Y me parece muy bien, me alegro muchísimo de que lo hagan. Pero en Europa, además de Irlanda, cuyo proceso de paz también apoyó este Parlamento, hay también otros procesos que necesitan el apoyo institucional de la Unión Europea. Y también la implicación de su Gobierno. Eso es absolutamente necesario y es el modo de arreglar los conflictos políticos.

  Ernest Urtasun (Verts/ALE). Señor Presidente, en primer lugar, yo creo que era importante que el Parlamento Europeo lanzara un mensaje claro y contundente de apoyo al proceso de paz. Creo que lo lograremos mañana y es un paso adelante muy positivo. Quiero agradecer también las palabras de la Alta Representante y también los esfuerzos que está haciendo para acompañar el proceso, lo que creo que es muy importante. El único mensaje que yo quisiera trasladar es que es el momento de no dormirse, de no pensar que está todo hecho. Los acuerdos parciales deben irse cumpliendo, y eso es muy importante, pero quedan muchas cosas por hacer.

A nosotros nos preocupa el tema de la tierra, de los desplazados, de los indígenas, el tema de las mujeres, que viene recogido en la propuesta de Resolución, y el de los feminicidios que han ocurrido en Colombia durante demasiados años, que también viene recogido. Y dos cosas para nosotros muy importantes, señora Mogherini: la primera, el tema de los paramilitares y su desmantelamiento, que ha sido señalado por muchos diputados; es una cuestión fundamental, pues sin eso no va a haber paz. Y la segunda cosa que quería señalarle como tema esencial es la protección de los defensores de los derechos humanos, que han sufrido ataques constantes durante demasiados años y cuya protección tiene que ser un objetivo principal de la Unión Europea. Así que, nada más, simplemente animarla a que la Unión Europea acompañe en la medida de lo posible en todos estos aspectos para que el proceso culmine en buenas condiciones y como todos deseamos.

  Fabio Massimo Castaldo (EFDD). Signor presidente, onorevoli colleghi, in Colombia finalmente il buio in fondo al tunnel è un po'meno buio. Non esistono accordi e processi di pace perfetti, niente potrà riportare indietro le lancette e gli orrori della storia, ma concludere un conflitto che dura dagli anni '60 è già un piccolo miracolo. Tante questioni sono irrisolte, a partire dal significato dell'espressione "restrizioni di libertà per chi confessa", passando ancora per le responsabilità dei comandanti delle milizie irregolari, le sanzioni per i crimini contro l'umanità e il narcotraffico, i risarcimenti alle vittime e ancora la partecipazione dei rei alla vita politica, per non parlare delle sanzioni agli sponsor dei criminali di guerra. Auspichiamo che i colloqui all'Avana li chiariscano.

È fondamentale però che non si tolleri alcuna amnistia per i crimini più gravi e che si combatta veramente il narcotraffico, aiutando i contadini che spesso sono più vittime che complici. E che si rientri, anche da parte dello Stato colombiano, nell'alveo di un pieno Stato di diritto e di un pieno rispetto dei diritti civili e politici di ogni cittadino. Da ultimo, come Unione dobbiamo anche onorare i nostri impegni economici per gli aiuti, lo dobbiamo al futuro dei giovani colombiani e alla speranza che i nuovi nati non sappiano mai cosa voglia dire la parola "guerra".

  Νότης Μαριάς (ECR). Κύριε Πρόεδρε, το τελικό στάδιο της ειρηνευτικής διαδικασίας ανάμεσα στην κυβέρνηση της Κολομβίας και τους αντάρτες του FARC θα ολοκληρωθεί το Μάιο του 2016. Στις 15 Δεκεμβρίου υπεγράφη συμφωνία για την αποζημίωση των θυμάτων του πεντηκονταετούς πολέμου, ενώ οι ειρηνευτικές διαπραγματεύσεις για να περιοριστούν οι επιχειρήσεις του στρατού δρομολογούνται από το 2012.

Με την ειρηνευτική διαδικασία αναμένεται καταρχάς να σταματήσει η παλαιότερη και πλέον μακροχρόνια διαμάχη στη Λατινική Αμερική, μια αντιπαράθεση που είχε τουλάχιστον 220.000 θύματα και οδήγησε σε πολιτικές διώξεις της αντιπολίτευσης και των συνδικαλιστών ηγετών. Παράλληλα, προβλέπονται αποζημιώσεις των θυμάτων της σύγκρουσης καθώς και μέτρα για την καταπολέμηση της διακίνησης των ναρκωτικών αλλά και για την ανάπτυξη της αγροτικής οικονομίας.

Επομένως, είναι αναγκαίο να ολοκληρωθούν οι ειρηνευτικές διαπραγματεύσεις στην Κολομβία ώστε να ξεκινήσουν έρευνες για τους εξαφανισθέντες της πολύχρονης σύρραξης και να συσταθεί ειδική επιτροπή που θα αποσαφηνίσει τα όσα συνέβησαν στον εμφύλιο πόλεμο. Η ειρηνευτική διαδικασία άλλωστε μπορεί να οδηγήσει στη διαμόρφωση μιας δημοκρατικής Κολομβίας υπό τον όρο ότι θα διαλυθούν οι παραστρατιωτικές οργανώσεις.

  Maite Pagazaurtundúa Ruiz (ALDE). Señor Presidente, gracias, señora Mogherini, una vez más. Respetamos muchísimo su trabajo. De las doscientas veinte mil personas fallecidas en Colombia en todos estos años, un 81 % eran civiles y miles de víctimas han pasado desapercibidas durante décadas, no solo por la estrategia de ocultamiento, sino por la rutinización de la violencia y la indiferencia social e institucional, como asegura el historiador colombiano Gonzalo Sánchez.

Los cálculos de la distribución de responsabilidades de la violencia son sustantivos en términos de verdad y memoria, pero no atenúan la responsabilidad que cada víctima reclama. Y no se trata de concitar odio o venganza, sino de justicia, de repudio y de reflexión. Las víctimas y la sociedad colombiana necesitan la asunción de responsabilidades sin impunidad. Incluso en nuestra cuidada propuesta de Resolución no está de más recordar que la sociedad civil no participa en la mesa de negociaciones y que, hasta el momento, el grado de impunidad en los crímenes supera el 90 %. En algunas fuentes se habla de un 98 %. No se trata solo de invocar que no habrá impunidad. Es preciso ser exigentes en la asunción de responsabilidades y en la aplicación real de la justicia, que invocamos y esperamos. Y esto vale tanto para Colombia como para cualquier lugar donde se hayan vulnerado los derechos humanos, por ejemplo, España.

  Federica Mogherini, Vice President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. Mr President, let me start by saying what someone else in this room has said: we are not there yet. It is very encouraging. A major step – I would say a historic step – was taken in December, solving one of the most difficult parts of the negotiations in a difficult, complicated, but I think very constructive and encouraging way. But we are not there yet.

That is why I underline – as I did in introducing our debate – that our support does not focus only on the follow-up to the agreement and implementation, but also, in these coming weeks and months, on trying to accompany the negotiations, trying to support them and also trying to support the strong leadership and vision of President Santos, who is certainly taking bold and impressive steps in this direction, and also supporting the country – all of it – in this process.

Regarding the territories, I very much share the reference to the fact that we need to make sure that our support goes all the way down (for me, somehow, it is going up!) to where people live. When it comes to civil society and human rights defenders – I specifically mentioned this in my introductory remarks – this is a role for the European Union, and we know that very well, as is encouraging and supporting the country as a whole and its people as a whole.

I believe, for instance, that what we have done on the visa waiver was particularly important because it showed not only the support that the European Union was giving to the process, and the intention to support implementation of the process, but also that this is part of a bigger picture which is the excellent bilateral relations that the European Union has with Colombia, and also that this is framed into an even bigger picture which is the strategic relations between the European Union and Latin America, and in particular with some countries in Latin America with which our relations are developing in an extremely positive way, especially in the last year.

President Santos and I met probably four or five times in the last year and past couple of months. The last time was in December in Brussels where we witnessed together the signing of the visa waiver, but we were meeting regularly before that. I would say we were having a meeting every couple of months, every time that we crossed each other around the world, whether in the margins of the Cumbre de las Americas or in the General Assembly, to pass the message to him, but first of all to listen to him about what we could do to better support the process.

Even the decision to appoint a Special Envoy and to identify him or her – in this case it is him – in Eamon Gilmore came out of a conversation with President Santos, who believed this would be a positive sign, and a positive experience in negotiating the process given the experience that Gilmore has with the Northern Ireland process, and on working on the follow-up, which might be even more difficult than the process of agreeing on the agreement itself.

Let me also say that I believe this is – and some of you mentioned this – an example of what the European Union’s role can be in the world. It is first of all a sign that our engagement is precious, including in places that we might perceive as being far away from us.

Our focus in these dramatic times is obviously on our neighbourhood, in our region: south, east, and I would also say north and west. It might be strange to hear this from an Italian but I believe that our work on the Arctic has to be substantial and consistent because it is probably the new frontier for many things.

Certainly we have a priority in making sure that our region becomes a little bit safer and more stable than it is now, but our added value is incredibly high, including in places around the world: in Asia, in Latin America, in Africa. Not necessarily everywhere, but in specific places where history, politics, sometimes the economy, sometimes people-to-people exchanges and culture mean that the links and ties make our position and our contribution somehow special and valuable for institutions or people.

This is one of those cases. This is the global role of the European Union. This is our strength. This is the strength of our contribution, somehow, to peace in the world. I know that these are words that sometimes we feel a little bit naive in saying but, at the end of the day, this is our interest: promoting and trying to facilitate peace in the world.

But this is also the role of the European Union: investing in some models for trying to find a way out of conflicts. Some of you said that it is much more difficult to put an end to a conflict than to start a conflict. I could not agree more. That is why it is much more convenient for us to invest in conflict prevention than to try to find a way out of a conflict that has already exploded.

But there is a way – I would say a European way – of facilitating dialogue, facilitating cooperation, finding mediation, encouraging compromise also, because this comes from our history too. This will come up in the following debate on the situation in Syria and the debate after that on tensions in the Middle East.

At the end of the day, it is always the same story. European history is a history of conflicts – centuries of conflicts – that we have somehow spread around the world, dragging others into our own conflicts and wars, and which we finally managed to stop at the point when we discovered that regional cooperation and reconciliation within Europe was the way out.

That brought us peace, stability and prosperity, even if we sometimes tend to forget this today. So it is our European way that can bring hope and in some way good stories around the world. It is also the role of the European Union to invest in good stories, making them possible, and, once they do happen, making them sustainable, making them last and making them work, which is not something that we can ever take for granted.

Let me finish by saying that I really appreciate the unity you are showing in this, in the debate and in the vote you are going to take. Let me say that I am completely sure that our friends in Colombia are going to notice and appreciate this. These are exactly the kind of signs that also bring an added value to a difficult process, in terms of encouragement and political support, which is precious in these difficult times.

Some of you mentioned Pope Francis. Let me conclude by quoting him on something that is also somehow a European way of seeing things. Pope Francis said that the night of violence can turn into a day with no sunset, a day of concord and justice so that there can be lasting peace. Please, we cannot afford another failure on the path to peace and reconciliation. This is the spirit, I think, in which we engage, we continue to engage, with our Colombian friends, knowing that the way ahead is still difficult and we should not take it for granted, but knowing that it is possible. I am also convinced that 2016 can be the year when this conflict finally comes to an end and Colombia can find its peace.
