  Przewodniczący. – Kolejnym punktem porządku dnia jest debata nad pytaniem wymagającym odpowiedzi ustnej skierowanym do Komisji przez Iratxe Garcíę Pérez w imieniu Komisji Praw Kobiet i Równouprawnieni w sprawie nowej Strategii w sprawie równouprawnienia płci i praw kobiet po 2015 r.   Iratxe García Pérez, Autora. Señor Presidente, volvemos, una vez más, a hablar de igualdad en este Parlamento Europeo. Seguro que a muchos de los que han estado presentes en este debate les vendría muy bien poder sentarse y escuchar lo que tenemos que decir. Porque la igualdad es una prioridad, también, en nuestro trabajo y en nuestro compromiso político. Porque las mujeres somos el 50 % de la población de la Unión Europea y no se puede hacer la política a nuestras espaldas. Por lo tanto, lo primero que pedimos es que se nos escuche y que se conozca bien cuál es el planteamiento de esta Cámara al respecto de la pregunta que hoy trasladamos a la Comisión.

El artículo 2 del Tratado de la Unión Europea y la Carta de los Derechos Fundamentales de la Unión Europea obligan a la Comisión a poner en marcha políticas de igualdad entre hombres y mujeres, porque hablamos de un principio y de un valor fundamental del proyecto europeo. La estrategia vigente en estos momentos concluyó en 2015. En junio de 2015, esta Cámara ya se posicionó al respecto, con un debate sobre cuál debía ser el contenido y cuáles debían ser las líneas directrices que la Comisión Europea debía plantear en la nueva estrategia de género, en la nueva estrategia de igualdad entre hombres y mujeres. Asimismo, se abrió una consulta pública, donde más del 90 % de las personas que participaron en la misma establecieron que era imprescindible, que era fundamental y que era urgente que esta prioridad política se convirtiera en un compromiso por parte de las instituciones europeas y, por lo tanto, que se lanzara una nueva estrategia de igualdad de género.

Desde junio de 2015, cuando esta Cámara se posicionó mayoritariamente e instó a la Comisión Europea a desarrollar esta labor, hemos estado esperando la respuesta de la Comisión. Y la respuesta de la Comisión ha sido que, en diciembre del año 2015, ha adoptado un documento de trabajo elaborado por los servicios de la Comisión, que nos parece muy respetable. Nos parece que tiene un contenido que debe tenerse en cuenta, pero consideramos que pierde por completo el compromiso que debería asumirse con carácter político. Porque un documento de trabajo no tiene presupuesto. Porque en un documento de trabajo no se puede ver cómo va a ser la aplicación de las medidas puestas en marcha. Porque un documento de trabajo no se puede evaluar. Y para que las políticas salgan adelante, es necesario tener presupuesto y es necesario tener mecanismos de evaluación.

Por eso, insistimos en la necesidad de que se adopte una estrategia de igualdad entre hombres y mujeres por parte del Colegio de Comisarios, porque esto tiene que ser un compromiso de todo el Colegio en su conjunto y debe ser debatido y aprobado por la Comisión Europea, que, en estos momentos, tiene la responsabilidad de lanzar las políticas de igualdad entre hombres y mujeres. Porque hablamos de lucha contra la violencia de género. Hablamos de brecha salarial. Hablamos de conciliación entre vida personal y laboral. Hablamos de cuestiones fundamentales en la agenda política de la Unión Europea, y que tenemos la obligación de ser capaces, junto con los Estados miembros, de poner en marcha.

Porque estos últimos años hemos podido ver cómo, junto a todas las crisis que ocurrían dentro del territorio europeo —la crisis económica, la crisis de refugiados, la crisis social—, finalmente, las grandes perjudicadas de todas ellas seguimos siendo las mujeres. Y, por lo tanto, perder la perspectiva de género en todas las políticas y ser capaces de entender que la transversalidad es fundamental es una cuestión indispensable y que vamos a seguir reivindicando por parte de este Parlamento.

Por ello, aprovechamos también este debate para preguntarle a la Comisión por qué motivo no ha adoptado, de manera pública y transparente, una comunicación nueva de estrategia para la igualdad de género. Queremos saber cuáles son las causas por las que este documento no se ha adoptado, no se ha debatido, no se ha aprobado por el Colegio de Comisarios. Y queremos saber a qué está esperando la Comisión para que esto sea así, para que ustedes discutan también cómo, a través de las distintas políticas, a través de la labor de los distintos comisarios, se puede avanzar en el principio de igualdad entre hombres y mujeres. Y queremos saber también de qué manera la Comisión Europea va a colaborar con la Presidencia y con el trío de presidencias para poder presentar, a lo largo de 2016, una estrategia de igualdad entre hombres y mujeres.

Termino. Es fundamental. Es exigible. Nos habría gustado tener hoy aquí a la señora Jourová, la responsable de esta materia en el Colegio de Comisarios. Pero sigo insistiendo, esto no es una política de compartimentos, esto es una política transversal y el compromiso político debe estar en la base de toda la Comisión Europea.

  Vytenis Povilas Andriukaitis, Member of the Commission. Mr President, thank you for the opportunity to clarify the Commission’s intention for gender equality policy during its mandate.

The Commission published its ‘Strategic Engagement for Gender Equality 2016-2019’ on 3 December 2015 as its framework plan for future actions to improve gender equality. The strategic engagement is a follow-up and continuation of the Commission’s 2010-2015 strategy for equality between women and men.

The priorities in the 2010-2015 strategy for equality between women and men remain valid. The wide consultations and the evaluation that we carried out to prepare the strategic engagement clearly confirms this. While progress has been achieved, further action is needed to secure the necessary changes.

Gender and gender equality is an important part of the Juncker Commission’s agenda. As you know, this Commission also embarked on a better regulation programme, refocusing its activities and instruments. As a representative of the Commission and a member of the College, I can confirm to you that the new strategic engagement is the official Commission position, which has the political support of the entire Commission. It is set out in its 2016 Work Programme: the Commission is engaged in practical work to promote gender equality.

As was explained at the constructive exchange of views with the Committee on Women’s Rights and Gender Equality (FEMM) on 14 December, we should focus on the delivery of change on the ground. The strategic engagement describes how gender equality actions will be focused on five priority areas during this Commission mandate: increasing female labour-market participation and equal economic independence; reducing the gender pay, earnings and pension gaps and thus fighting poverty among women; promoting equality between women and men in decision-making; combating gender-based violence and protecting and supporting victims; promoting gender equality and women’s rights across the world. It also confirms the integration of the consideration of gender equality into every aspect of European Union interventions.

There are more than 30 key actions to be implemented in each of the five priority areas identified, as well as objectives and timelines for these actions, responsibilities in the Commission’s services and funding available to support progress. Together with timelines and indicators, the strategic engagement defines a baseline against which future progress will be measured on a regular basis.

The strategic engagement builds on the targets agreed at EU level. In particular it supports reaching the European Union’s 2020 target of a 75% employment rate for both men and women. It is a concrete planning instrument for the Commission which other stakeholders are welcome to join.

On 15 January 2016 the Commission participated in the Council’s Working Party on Social Questions, which held a first exchange on the draft Council Conclusions on the strategic engagement for gender equality. The Dutch Presidency expressed its intention to have the Council Conclusions adopted at the March meeting of the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO).

The strategic engagement for gender equality provides a basis for gender equality actions in the coming years and in particular covers the key issues Parliament identified in its June 2015 resolution. It represents the Commission’s work programme for gender equality policy for 2016-2019.

  Constance Le Grip, au nom du groupe PPE. Monsieur le Président, nous sommes réunis ce soir, dans cet hémicycle du Parlement de Strasbourg, pour débattre à nouveau de la question cruciale de l'égalité entre hommes et femmes, à la faveur d'une question orale qu'un certain nombre de groupes politiques ont souhaité adresser à la Commission européenne et qui pointait du doigt et stigmatisait le fait que la Commission n'ait pas publié un document sur un certain type de statut, une communication sur un engagement stratégique mais uniquement un document de travail qui précise sa feuille de route et énumère ses engagements et ses lignes d'action pour la période 2015-2019.

Très franchement, à titre personnel et au nom du groupe PPE, les querelles sémantiques et les débats, un petit peu anecdotiques – pardonnez-moi, je ne veux blesser personne – sur la question du statut et de la forme de tel ou tel document, peu me chaut. Ce qui compte, c'est la volonté politique, l'engagement, l'intensité avec lesquels sont identifiés un certain nombre de domaines d'action ainsi que des processus, des méthodes, de la méthodologie. Dans cette perspective, la méthodologie, les domaines d'action, les engagements publiés par la Commission européenne, par la commissaire Jourová, dans le document de travail correspondent exactement aux priorités et aux préoccupations du groupe PPE.

Nous souhaitons une approche concrète, pragmatique, efficace, opérationnelle, à travers des objectifs quantifiables, mesurables, des procédures d'évaluation, nous voulons mettre l'accent sur la nécessité de bien transposer, de bien mettre en œuvre la législation existante avant que d'envisager d'éventuelles nouvelles propositions législatives. Bref, nous voulons être utiles, concrets, pragmatiques et nous centrer sur ce que nous pouvons faire d'utile en tant que Parlement européen, en tant que membres de la commission des droits de la femme, en tant qu'institution européenne, pour stimuler les États membres et faire pression sur eux pour qu'ils assument leurs responsabilités. Encore une fois, c'est cette intensité-là et cette volonté politique-là que le groupe PPE a clairement soulignées dans sa proposition de résolution.

  Maria Noichl, im Namen der S&D-Fraktion. Herr Präsident, liebe Kolleginnen, liebe Kollegen! Wir sind die Vertreterinnen und Vertreter des europäischen Volkes. Wir – das Europäische Parlament, wir – die Mehrheit der Parlamentarierinnen und der Parlamentarier fordern heute erneut unser Recht ein. Wir haben ein moralisches Recht darauf, dass die Gleichstellungsstrategie in Europa fortgeschrieben wird. Und wir fordern dieses Recht mit einem großen Selbstbewusstsein ein. Wir haben nämlich einen mehrheitlichen Beschluss des Parlaments, und das Parlament fordert die Kommission auf, eine Strategie für die Gleichstellung der Geschlechter auf den Weg zu bringen. Wir haben auch einstimmig den Rückenwind der Mitgliedstaaten, die uneingeschränkt hinter der Strategie stehen. Und wir haben die Unterstützung der Bürgerinnen und Bürger der EU, die sich im Rahmen einer Befragung klar und deutlich mehrheitlich für das Ja zu Gleichstellungsthemen ausgesprochen haben.

Ständig beteuert die Kommissarin Jurova, dass ein internes Arbeitspapier doch ungefähr das gleiche sei wie eine Strategie oder eine Mitteilung. Und Frau Jurova weiß, dass das nicht der Wahrheit entspricht. Es ist ein schwächeres Papier, das sie uns vorlegt. Es ist ein lauwarmes Papier, das sie uns vorlegt, und es ist dadurch eine Abwertung des Themas der Gleichstellung und eine Abwertung der Menschen in Europa.

Ich hatte heute persönlich ein Gespräch mit Martin Schulz, dem Parlamentspräsidenten, und ich habe ihn auf den Missstand persönlich hingewiesen. Er wird mit Herrn Juncker in der nächsten Zeit noch einmal reden und er wird um Fairness für das Parlament bitten, denn das Parlament hat Fairness verdient. Wer gegen Frauenrechte agiert, der schwächt Europa. Wer gegen Gleichstellung agiert, ist ein Sexist. Wer eine Strategie verhindert, lässt demokratische Grundwerte vermissen. Wir wollen eine Strategie, und wir wollen sie jetzt.

Ich denke, zu dem Thema ist alles gesagt. Meine verbleibenden 30 Sekunden, die ich noch habe, möchte ich Frau Jurova zum Nachdenken geben.

Nein, Herr Präsident, ich habe noch zehn Sekunden Redezeit, und in dieser Zeit soll Frau Jurova nachdenken. Ich hoffe auch, dass Sie als Kommissar nachdenken, und ich hoffe, dass wir eine Strategie bekommen.

  Jadwiga Wiśniewska, w imieniu grupy ECR. Panie Przewodniczący! Środowiska lewicowe domagają się promowania ideologicznych, genderowych postulatów: seksualizacji dzieci, promowania LGBTI, parytetów płci, zmiany zarówno definicji płci, jak i rodziny. Doprowadziliście państwo do takiej sytuacji, że tradycyjne rodziny mogą czuć się dyskryminowane, bo ciągle słyszą, że są nienowoczesne, zacofane, nieeuropejskie.

Liczba przyjętych do tej pory przez Parlament Europejski regulacji tzw. antydyskryminacyjnych jest ogromna. Nie ma zatem powodu, aby przyjmować kolejne. Moja grupa opowiada się przeciwko rezolucji lewicy, proponując zupełnie inne, racjonalne podejście. Szanowni Państwo! Czas wrócić do korzeni. Trzeba oprzeć się na wartościach, na których Unia Europejska została ufundowana. Nie wstydźcie się chrześcijańskiego dziedzictwa, z niego możemy czerpać mądrość i siłę.

  Angelika Mlinar, on behalf of the ALDE Group. Mr President, first of all I would like to thank Commissioner Jourová for her efforts to make gender equality a reality in the European Union. She demonstrated that she is really and sincerely committed. I am referring in particular to the mediation efforts in the Women on Boards Directive negotiations with the Council and to the fact that she is trying by all means to relaunch the maternity leave file by proposing a roadmap towards a broader approach to a work and private life balance.

However, I cannot hide my disappointment while being confronted with a staff working document instead of a proper comprehensive strategy for gender equality. I am not criticising the measures adopted in the document, but I do denounce, in the name of my group, the downgrading of the strategy, especially because it happened against the clear position of this Parliament, since the Noichl report was adopted with a large majority, and against the clear statements of 22 Member States.

Moreover, the evaluation of the past strategy resulted in a specific call to further strengthen the strategic approach adopted in 2010 and not to weaken it. In light of those signals sent by the Commission, by the entire college, my question is: should we consider the inequality affecting more than half of the population of Europe as red tape? Is this the message?

My last comment concerns the behaviour of some groups in the House. They have once again demonstrated, as the previous speaker showed, that they do not take gender equality seriously.

  Malin Björk, för GUE/NGL-gruppen. Herr talman! Europaparlamentet gör ett viktigt och systematiskt arbete för ökad jämställdhet och vårt betänkande om en ny jämställdhetsstrategi är ett gott exempel. Tyvärr konstaterar vi att jämställdhetsarbetet i EU som helhet och kommissionen i synnerhet har stagnerat. Det är oerhört allvarligt eftersom bristande jämställdhet är ett trampande på kvinnors rättighet, och det är ett demokratiskt och samhälleligt problem.

Jag ska inte tråka ut er med statistik, men det är så oerhört tydligt att vi lever i ett samhälle där kvinnor inte har samma tillgång till makt och resurser som män. Det är någonting som vi måste ändra på. Vi har mycket arbete framför oss, och för att komma någon vart i jämställdhetsarbetet behöver vi politiska visioner och konkreta åtaganden. Det är därför rådet vill ha en jämställdhetsstrategi. Det är därför vi i parlamentet vill ha en jämställdhetsstrategi. Det är politiskt ledarskap.

Att som kommissionen nu gör, blockera framtagandet av en jämställdhetsstrategi, är faktiskt maktfullkomligt och en uppvisning i en viss grad av patriarkal arrogans. Nej, vi vill inte ha tillbaka våra hundraåriga traditioner av kvinnoförtryck och av förtryck av hbtq-personer.

Nej tack, det är dags att gå framåt, det är dags för omtag i kommissionen. Ni kan fortfarande ta fram en jämställdhetsstrategi. Det är dags att kasta de patriarkala oken och skapa ett mer feministiskt Europa. Det är det som kvinnor och män ute i Europa förväntar sig, och en ny jämställdhetsstrategi är ett första steg.

  Terry Reintke, on behalf of the Verts/ALE Group. Mr President, equality between women and men must be ensured in all areas. This is a very short and clear message from Article 23 of the European Charter on Fundamental Rights, and this is a very clear task for us as legislators, including the Commission, the Council and Parliament.

How do we reach a society with sound protection for working mothers and fathers? How do we reach a society with abundant female voices in top positions in the economy? How do we finally end violence against women in the EU? For all of this we need confidence, we need political will, but most of all we need a very clear strategy.

I have been elected to a legislative body to do a lot of things, that is true, but especially to fix legislative shortcomings and, more specifically, to fix legislative shortcomings on women’s and girls’ rights. Historically the European Union has delivered on this, but from my mandate so far I can say that the track record is really weak. The withdrawal of the Maternity Leave Directive and the postponement of the Women on Boards Directive are just two of the very many frustrating and alarming developments that we have seen.

Let us now take the chance to turn this around and to make this Commission and this mandate a success for girls’ and women’s rights. Because girls’ and women’s rights are the unfinished business of the 21st century.

  Daniela Aiuto, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, signor Commissario, siamo nuovamente alla fiera della falsità e dell'ipocrisia. Parliamo di grandi manifesti, slogan e obiettivi, che hanno un carattere puramente ideologico ma che sono lontani anni luce dalla vera realtà che noi donne viviamo e da tutti i problemi che siamo costrette a fronteggiare giornalmente. Auspichiamo un'uguaglianza di diritti che rimane sempre e solo formale e che non trova riscontro in nessuna politica sostanziale. Scriviamo risoluzioni che inneggiano all'uguaglianza tra i sessi e alla parità di opportunità. Sono tante, davvero tante, belle parole, ma ciò che abbiamo fatto e scritto finora è servito a qualcosa? La vita delle donne europee è migliore di anno in anno o peggiore? Purtroppo, dobbiamo costatare che i gravi fenomeni di discriminazione e di disparità, che tanto fortemente condanniamo, continuano ad accadere, nonostante tutte le azioni intraprese. Ce lo dicono le cronache, i dati raccolti e le analisi economiche condotte. Abbiamo assistito, inoltre, in questi mesi all'arenarsi della direttiva sul congedo di maternità, abbiamo subito lo stallo di quella sulle donne nei consigli di amministrazione, mentre in Europa le donne sono sempre più sole, sempre più disoccupate, sempre più povere e sempre più violate. È tempo di dire basta! Vogliamo dalla Commissione azioni mirate e concrete subito!

  Anna Záborská (PPE) Keď hovoríme o rovnosti medzi mužmi a ženami, hovoríme vlastne nepriamo o materstve.

Rozdielna výška platu na rovnakej pracovnej pozícii, „pay gap“, rovnako ako rozdielna výška dôchodku, „pension gap“, sú symptómami pokrytectva našej spoločnosti. Materstvo ani starostlivosť o deti totiž nepovažujeme za hodnotnú prácu. Žena je za ňu dokonca finančne pokutovaná, či už formou platových rozdielov, nízkej materskej dávky alebo neuznania dôležitosti starostlivosti o domácnosť a deti pre spoločenský blahobyt. Veľa hovoríme o právach žien na slobodnú voľbu, ale zároveň ich konkrétnymi politikami tlačíme do formálnej ekonomiky. Bola by som preto veľmi rada, ak by sa úsilie Komisie aj tohto Parlamentu sústredilo na príčinu problému. Prvým krokom by bolo vyjasnenie pojmov, pretože rodová rovnosť nie je to isté ako rovnosť medzi ženami a mužmi. A druhým, náročnejším krokom je uznanie ekonomickej aj spoločenskej hodnoty materstva a starostlivosti, ktorú vykonávajú ženy v rodinách. Aj potom sa stane diskusia o politikách na podporu postavenia žien v spoločnosti zmysluplnou.

  Maria Arena (S&D). Monsieur le Président, chers collègues, cher commissaire, pourquoi l'égalité entre les femmes et les hommes, principe fondateur de l'Union européenne, ne mérite-t-elle plus, je dis bien "plus" parce que jusqu'à présent, cela avait été le cas, une communication de la Commission, un vrai programme d'action avec un budget, une évaluation, voire des mesures législatives si elles s'avèrent nécessaires?

Aurions-nous atteint nos objectifs? Si c'était le cas, je m'excuse, mais je pense qu'il subsiste encore des difficultés concernant le taux d'emploi des femmes, qu'il y a encore des discriminations, qu'il y a encore de la violence et qu'il y a encore et surtout des stéréotypes sexistes.

Je repose donc la question: pourquoi pas une communication?

Ces deux dernières années, il y en a pourtant eu, des communications de la Commission. J'en cite quelques-unes: une communication sur le niveau sonore des moteurs, une communication sur l'utilisation civile des systèmes d'aéronef piloté, une communication sur les voyages à forfait, et je pourrais encore continuer.

Mais quand il s'agit des femmes, on nous dit "ah non non non non non non", surtout pas, il faut de la simplification administrative, il faut le programme REFIT, il faut que le congé de maternité tombe à la trappe. C'est ça, la position de la Commission, et je regrette d'entendre Mme Le Grip dire que c'est de la sémantique. Ce n'est pas de la sémantique, c'est de la politique, c'est de la politique qui définit des priorités. Aujourd'hui, la Commission européenne n'a pas défini l'égalité des femmes comme étant sa priorité.

  Arne Gericke (ECR). Herr Präsident! Grundlage des Begriffs „Gender Mainstreaming“ ist Artikel 8 des EU-Vertrags, in dem es heißt: „Bei allen ihren Tätigkeiten wirkt die Union darauf hin, Ungleichheiten zu beseitigen und die Gleichstellung von Männern und Frauen zu fördern.“ Dieser Satz stammt nicht von mir, es ist die Antwort der EU-Kommission auf meine parlamentarische Anfrage zur Klärung des Gender-Begriffs im europäischen Kontext. Definition von Gender frei nach Estrela, Rodrigues, Noichl und Kollegen – da geht es nicht mehr um die eigentliche Gleichberechtigung, die leidet an einer falschen und komplett verzerrten Definition.

Gender heißt nicht Sexualkunde an Grundschulen, Gender heißt nicht ein abartiges Menschenrecht auf Abtreibung. Frau Noichl wirbt sogar mit Geschäften mit der Tötung von Kleinkindern. Gender heißt auch nicht: heute Mann, morgen Frau, übermorgen ganz etwas anderes. Nein, wer Gender sagt, meint die Gleichberechtigung von Frauen und Männern – Punkt, und nichts weiter. Ich möchte hier noch weitergehen: Wenn wir von Gleichberechtigung reden, dann müssen wir von Zukunftsplanung reden, und dann ist Gleichberechtigung dort zu sehen, wo Eltern und Kinderlose gleichberechtigt sind.

  Louise Bours (EFDD). Mr President, for once I am in agreement with some of you and happy to point towards the failure of the EU Commission in its gender equality strategy. After all, the only thing it has produced is a staff working document; very useful indeed if you are caught short in a public convenience without toilet paper. But I have to ask, what have the numerous EU strategies, funding initiatives and quangos actually achieved? Do I feel more empowered and safer than ever before? No, in fact I would argue the reverse is true. I am sure many of those women in Cologne, Sweden and elsewhere feel exactly the same. What did you think was going to happen when the EU opened the door to millions of people from countries and cultures where women are treated as second class citizens and LGBTI people are treated even worse?

The wilful cover-up at the facts surrounding Cologne and elsewhere by politicians, the authorities and the press shows you that European politicians care more about political correctness than actually protecting the safety and rights of women. The EU is clearly trying to deny that this kind of violence even exists.

What about trafficking? A UK Government report says that free movement within the EU is extensively exploited by organised criminals to bring human trafficking victims to the UK. Europol says free movement makes it more difficult to detect these operations. It is the perfect environment for the criminal gangs to act with impunity. The current EU gender strategy is, and will continue to be, an absolute failure. Whilst the UK remains in the EU, women, LGBTI people and the rest of society are less safe and less secure.

Señor Presidente, existe un refrán que dice que a veces los árboles no nos dejan ver el bosque, y esto es lo que no debe ocurrirnos en este debate, donde lo fundamental es la igualdad de derechos entre hombres y mujeres, concretamente a partir de 2015. Lo importante es el objetivo y no podemos permitir que la manera de alcanzarlo nos enfrente.

Está probado que las sociedades más avanzadas son aquellas en las que los derechos de la mujer están más consolidados. Mucho han batallado tantas mujeres en el pasado siglo, que han dado incluso sus vidas para que hoy nosotras podamos estar aquí sentadas escribiendo leyes que creemos favorables para una sociedad más justa.

Pero aún quedan muchas pruebas que superar en materia de igualdad como, por ejemplo, la igualdad de salarios. ¿Dónde está escrito que una mujer tenga que ganar menos que un hombre por un trabajo de igual valor? Por no hablar, por supuesto, de la mayor de las desigualdades, la violencia de género, sobre la que tanto se legisla, pero con tan poco resultado.

Es nuestra responsabilidad hacer leyes necesarias y es obligación de la Comisión vigilar para que se cumplan en todos los Estados y, por ello, apoyamos el enfoque práctico que la Comisaria está dando a esta estrategia.

Lo importante es reducir la desigualdad: es esa la que debe ser nuestra prioridad. A las mujeres no les importa qué nombre demos a las estrategias, sino que sean efectivas, y en ningún caso, en ningún caso, hay que rebajar los objetivos ni los medios para conseguirlo.

  Liliana Rodrigues (S&D). Senhor Presidente, dos dados de que dispomos sobre a igualdade dos géneros, deveríamos ter como preocupação uma estratégia concertada no que diz respeito a uma forma eficaz de combate ao problema da desigualdade e da discriminação. Se os dados de que dispomos já nos indicam a franca necessidade de ação, mais me preocupam aqueles dados que ficam por apurar, por incapacidade da Comissão de garantir mecanismos de recolha de informações fidedignas. Aliás, isso foi aqui reconhecido pela própria Comissária: o caso, por exemplo, da mutilação genital feminina. O Parlamento deu orientações claras, mas a Comissão não age nem quer agir e o que nos oferece é um documento de consulta e de trabalho sem valor interinstitucional.

O Parlamento Europeu cumpriu com o seu trabalho. A Comissão, nem por isso. Temo que nem compreendeu o porquê das prioridades indicadas por esta Casa. Só assim se pode desculpar este documento que, parece-me a mim, envergonha a ideia de ação estratégica política e, já agora, de bem comum. Há consequências na ação política, o mesmo serve à sua inação. Na prática, o que se faz é adiar o problema e durante este adiamento vão morrendo mais mulheres. Tratamos os direitos fundamentais de 50 % da população como direitos de segunda categoria.

Este documento, apresentado da Comissão, é incipiente. Reflete apenas uma coisa: o desrespeito para com todas as mulheres. A ausência da Sra. Comissária Jourová, aqui nesta Casa, é sintoma disso.

  Michaela Šojdrová (PPE). Pane komisaři, chci Vám poděkovat a také chci omluvit paní komisařku, která je právě na jednání o ochraně dat a mrzí ji možná více než nás to, že si nemůže vyslechnout tuto důležitou diskusi. Já bych chtěla ocenit pracovní návrh dokumentu, který je skutečně praktický, bez zbytečných ideologických proklamací. Oceňuji důraz na implementaci, na monitoring a vyhodnocování stávajících dopadů spíše než sliby na produkci nové a nové legislativy a regulací. Líbí se mi to, že Komise chce jít příkladem, že chce prosadit, aby 40 % žen bylo zastoupeno ve vrcholných a středních pozicích řídících orgánů, myslím si, že to bychom měli zaznamenat. Oceňuji zaměření na konkrétní cíle, opatření na ženy, respektive rodiče, kteří mají děti, o tyto děti chtějí pečovat, ale také chtějí pracovat a chtějí dále rozvíjet svoji profesní kariéru. Proto Komise navrhuje a bude podporovat a prosazovat i v členských státech flexibilitu rodičovské dovolené, flexibilitu forem práce pro posílení šancí žen pro uplatnění na trhu práce. A myslím, že je také na nás, na Evropském parlamentu, abychom třeba dodali to, co tam alespoň pro mě chybí, a to je právě větší ocenění žen, které se starají a chtějí starat o své děti, protože tam vidí své nezastupitelné místo, a to je jejich mateřství a péče o rodinu. A myslím, že nejvíce diskriminovanou skupinou jsou právě ženy a rodiče, kteří se starají o své děti a investují do budoucnosti Evropy i členských států místo toho, aby spořili na své penzijní účty. Těmto bychom měli věnovat svoji podporu a pozornost.

  Viorica Dăncilă (S&D). Domnule președinte, elaborarea strategiei privind egalitatea între femei și bărbați post-2015 reprezintă o urgență, dar și o preocupare la nivel european. Ca atare, consider că este esențială pentru Europa îmbunătățirea nivelului de conștientizare a opiniei publice din Uniune asupra problematicii privind drepturi egale pe piața muncii în domeniul legislației muncii și în depășirea stereotipurilor culturale.

Pe de altă parte, este nevoie de îmbunătățirea competențelor și abilităților în domeniul egalității de șanse și de gen a managerilor și personalului angajat în structurile autorităților publice locale și centrale, a partenerilor sociali, dar și în rândul organizațiilor societății civile și mass-media.

Pentru a putea determina o valorificare optimă a potențialului femeilor, este nevoie de promovarea antreprenoriatului feminin și activităților independente desfășurate de femei, indiferent de domeniul de activitate, mai ales că, în Europa, femeile câștigă în medie mai puțin cu 17,8 % decât bărbații. Asemenea diferențe de remunerare între femei și bărbați au un impact semnificativ asupra câștigurilor femeilor de-a lungul vieții, precum și asupra pensiilor acestora.

Totodată, avem nevoie de implicare și în ceea ce înseamnă agricultura. Comisia Europeană trebuie să își coordoneze eforturile pentru a include în viitoarea strategie soluții adecvate pentru femeile din agricultură. Dar pentru toate acestea trebuie să existe voință politică și abordare pragmatică din partea Comisiei.

  Marijana Petir (PPE). Gospodine predsjedniče, smatram kako se nalazimo u dvojbi u kojoj bismo si mogli postaviti pitanje: je li nam važna kvaliteta ili kvantiteta? Ako mislimo da ćemo pitanje ravnopravnosti spolova riješiti stvaranjem što većeg broja zakonodavnih okvira i stalnim produciranjem novih strategija, onda ih možemo predlagati svaki dan. No, ako nam je doista stalo do uklanjanja nejednakosti između žena i muškaraca, onda moramo brinuti o kvaliteti tih prijedloga.

Prioritet nam mora biti implementacija i evaluacija postojećih instrumenata, ponajprije onih koji promiču prava žena na obrazovanje, dostojanstveno radno vrijeme i jednaku plaću, zdravstveno osiguranje, kao i smanjenje nasilja nad ženama.

Ne mislim kako nedostatak nove strategije ili radni dokument koji je Komisija izdala narušava napore koje Komisija čini u području jednakosti spolova. Drago mi je da je Komisija poduzela potrebne korake u pogledu stvaranja ravnoteže između poslovnog i privatnog života koji trenutno predstavlja najveću prepreku ženama da se odluče učiniti pomake u karijeri dok istovremeno brinu za obitelj. Moram podsjetiti kako je Direktiva o ženama u upravnim odborima još uvijek na čekanju, a ona o rodiljnom dopustu povučena je na štetu majki radnica.

Nismo usuglasili osnovne stvari, a već želimo stvarati neke nove strategije. Moramo ići korak po korak, rješavati prioritete, analizirati postojeće zakonodavstvo, a tek onda stvarati novu regulativu.

  Vilija Blinkevičiūtė (S&D). Komisare, miela Jus čia matyti, bet kartu noriu pasakyti, kad, iš tiesų, aš esu nusivylusi dėl to, kad Komisija pateikė tik darbinį dokumentą, o ne strategiją. Ir mes tą išsakėme Komisarei V. Jourovái dar gruodžio mėnesį, kai ji pristatė šį darbinį dokumentą mūsų FEMM komitete. Žinoma, galima pritarti tiems strateginiams tikslams, jie yra geri, tačiau priemonės, konkretūs veiksmai, kurie išdėstyti šiame darbiniame dokumente, vargu ar sudarys galimybę pasiekti tuos tikslus, nes jie yra tikrai nepakankami. Iš tikrųjų norėčiau, kad Komisija išnagrinėtų štai tokią galimybę: ar Komisija nemano, kad Europos lyčių lygybės institute kuo greičiau turėtų būti įkurta Europos smurto prieš moteris observatorija, nes tai yra labai svarbus dalykas. Jai vadovauti turėtų smurto prieš moteris ir mergaites prevencijos srities Europos koordinatorius.

Taip pat noriu paprašyti Komisarės, kad pasiteirautų, kaip Komisija apsisprendė dėl mūsų parlamentarų inicijuoto rašytinio pareiškimo dėl Europos kovos su smurtu prieš moteris metų paskelbimo, nes dar praeitais metais daugiau nei 400 parlamentarų pasirašė ir pritarė tokiam rašytiniam pareiškimui, tačiau kol kas tokių metų nėra, o to labai reikėtų. Ir dar: ar Komisija neplanuoja konkrečiai peržiūrėti jau tikrai neįgyvendinamą ir nepakankamai vykdomą 2006 m. Direktyvą dėl vienodo moterų ir vyrų galimybių darbo rinkoje, ypač tada, kai kalbame apie vyrų ir moterų darbo užmokestį. Ir pabaigai, aš tikrai norėčiau normalaus bendradarbiavimo tarp Komisijos ir Europos Parlamento ir manau, kad šiuo atveju Komisija turi pripažinti, kad suklupo dėl lyčių lygybės politikos, pasielgė neišmintingai, tačiau tai galima ištaisyti. To labai tikiuosi.

  Barbara Matera (PPE). Signor Presidente, onorevoli colleghi, sono membro della commissione per i diritti della donna e l'uguaglianza di genere da sette anni ed è da sette anni che sostengo con vigore le strategie presentate dalla Commissione europea sull'uguaglianza, i diritti della donna e l'uguaglianza di genere.

Quest'anno la Commissione ci ha presentato un documento di lavoro contenente le sue priorità. La sinistra di questo Parlamento ha criticato in maniera molto decisa il metodo della Commissione e afferma la mancanza di forza giuridica di questo documento. Non condivido questo approccio per due chiari e distinti motivi: il primo è che sono una donna pragmatica che guarda ai risultati promessi e alle concrete soluzioni per problemi reali; in secondo luogo, avere un'altra strategia dove si promette nuova legislazione in ambito di uguaglianza di genere, quando ci sono già direttive non ancora implementate negli Stati membri, non ha molto senso.

Il documento di lavoro, così come esposto dal Commissario Jourová, contiene molti riferimenti positivi come la volontà di rafforzare la creatività e l'innovazione, incentivare l'imprenditorialità femminile a tutti i livelli di istruzione e formazione. Vi è una tabella di marcia sull'equilibrio tra vita privata e vita lavorativa, nella quale si riscontra una forte motivazione economica per sostenere la partecipazione attiva delle donne al mercato del lavoro.

Insomma, invece di stare qui a litigare sul livello del documento, rimbocchiamoci le maniche e lavoriamo affinché le donne ricoprano un ruolo da protagoniste in Europa.

  Anna Hedh (S&D). Herr talman! I december 2015 offentliggjorde kommissionen att den tilltänkta strategin för jämställdhet efter 2015 skulle få rättslig status av ett internt arbetsdokument i stället för ett offentligt meddelande. Det interna arbetsdokumentet fick namnet ”Strategiskt åtagande för jämställdhet mellan 20162019”.

De 341 ledamöterna som röstade igenom strategin för jämställdhet efter 2015 är inte bara besvikna och upprörda över den rättsliga nedgraderingen utan även över det faktum att kommissionen nu har döpt om det interna arbetsdokumentet till något som påminner om en officiell strategi. Det är lurendrejeri.

Som så många gånger förr kräver jag nu ett svar av kommissionen. Varför misslyckas ni med det som tidigare kommissioner lyckats med, nämligen att leverera ett offentligt meddelande om en strategi för jämställdhet? Om kommissionen vill att EU ska vara en ledande aktör inom t.ex. agenda 2030 och de hållbara utvecklingsmålen så uppmanar jag kommissionen: svälj stoltheten, gör om, gör rätt det finns fortfarande tid för det.

  Csaba Sógor (PPE). Bár az elmúlt években javult a helyzet, ami a nők munkaerő-piaci elhelyezkedését illeti, az oktatás és a képzések ellenére sem lettek aktívabbak gazdaságilag a fiatal nők. Ugyanakkor kisebb bérért dolgoznak, mint a férfiak. Ennek a jövőre nézve is komoly hatása van, hiszen a mai bérezés a holnapi nyugdíj mértékét is mutatja. Ma is nagy a különbség a nők és a férfiak nyugdíja között, ez pedig növeli az idősebb nők kiszolgáltatottságát. A szükséges szabályozások és azok betartása mellett különösen fontos, hogy hozzájáruljunk a nők társadalmi szerepéről alkotott képünk megváltoztatásához. Az előző stratégia jó irányba terelte a nemek közti egyensúly megteremtését, éppen ezért fontos a következő évekre készülő iránymutatás is. Milyen lépéseket terveznek tenni a nők képzésének további előmozdítása érdekében?

Hogyan kívánnak eljárni annak érdekében, hogy a gyermekvállalás ne hozza hátrányos helyzetbe a nőket sem a fizetések közti rés tekintetében, sem a nyugdíjas korra nézve? Azért sem mellékesek ezek a kérdések, mivel a jelenlegi európai demográfiai trendek nem sok bizakodásra adnak okot. A gyermekvállalás egyre későbbi időpontra tolódik, ugyanakkor egyre kevesebb gyermeket vállalnak a párok. Éppen ezért a tagállamoknak bátorítaniuk és ösztönözniük kellene a gyermekvállalást. Ennek egyik módja pedig éppen a különböző rugalmas munkaerő-piaci lehetőségek igénybevételének lehetővé tétele. Így nem kényszerülnek választásra a családra vágyó, ám eközben karrierjük iránt is elkötelezett nők.

  Julie Ward (S&D). Madam President, I would like to thank my colleagues for their unstinting work trying to persuade the Commission to do the right thing: to publish a comprehensive and ambitious communication on a gender equality strategy, which is so urgently needed.

We need a plan that is holistic and brave, a plan that tackles the many faces of gender inequality, and this plan must ensure that gender is mainstreamed into all aspects of European policy. For example, in recent months I have been working on anti-poverty policy, and the truth is that we will never be able to meet the EU’s anti-poverty targets by 2020 without striving for true gender equality.

The economic crisis and austerity policies have disproportionately affected women. Single women are much more likely to be in precarious employment and to struggle to heat their homes and put food on the table. So what we need is policy coherence from the European Commission, revolving around one ambitious strategy to address the gender perspectives in all areas, including a much more social and gender-sensitive European semester. I look forward to seeing the Commission take this action that we so urgently need.

  Biljana Borzan (S&D). Gospođo predsjedavajuća, iskustvo je pokazalo da čak i kada imamo strategiju o ravnopravnosti spolova, pomaci na tom polju su u Europskoj uniji vrlo mali. Zato je posebno zabrinjavajuća činjenica da sada uopće nemamo strategiju o ravnopravnosti spolova, a kamoli druge važne dokumente poput strategije o borbi protiv nasilja nad ženama.

Čak 90 % građana Europske unije smatra ovu strategiju nužnom. Komisija je njihove želje svela na radni dokument. To je pljuska svim ženama u Europskoj uniji. U državama članicama dolazi do velikih promjena. U mojoj zemlji, Hrvatskoj, u ovom trenutku traje rasprava o medicinski potpomognutoj oplodnji, o zakonu o životnom partnerstvu, pravu žene na pobačaj. Jučer su mnogi građani izašli na ulice tražeći društvo solidarnosti, tolerancije i jednakosti. Europska unija mora biti primjer čuvanja vrijednosti tolerancije i jednakosti, posebice u ovim turbulentnim vremenima.

Zato pozivam Komisiju da što prije donese novu strategiju o ravnopravnosti spolova i to prema smjernicama koje je usvojio Europski parlament. Očekivali bismo da se u 2016. godini neke stvari podrazumijevaju. No, nažalost, po pitanjima rodne ravnopravnosti ispada da uvijek idemo jedan korak naprijed, dva koraka nazad. Strategija o ravnopravnosti spolova ne bi trebala biti nešto o čemu se treba razvijati diskusija, već naša obveza.

  Evelyn Regner (S&D). Frau Präsidentin, sehr geehrter Herr Kommissar! Wenn ich in Österreich unterwegs bin, werde ich oft gefragt: Ja, was bringt mir denn die EU? Und dann kann ich loslegen: Für Frauen ist in all den Jahren so vieles erreicht worden, was das Leben von Frauen wirklich substanziell verbessert hat: Richtlinien, Maßnahmen. Wunderbar, nur das Tempo hat gewaltig nachgelassen, und jetzt scheint offensichtlich Stillstand einzukehren, insbesondere bei der Kommission. Ich weiß, die Mitgliedstaaten sagen oft: Huch, da gibt es die Subsidiarität, und dann bremsen sie, was nur geht. Das ist mir absolut bewusst.

Allerdings sollte die Kommission trotzdem nicht mutlos sein. Denn Frauen werden geschlagen, sie werden sexuell belästigt. Frauen haben andere Gesundheitsprobleme als Männer. In den Aufsichtsräten schaut es nach wie vor traurig aus: fast keine Frauen, viel mehr Männer. Frauen sind anders arbeitslos als Männer, geringfügig beschäftigt, teilzeitbeschäftigt. Frauen und Digitalisierung, das ist auch so ein Thema, und Frauen und Gender Budgeting.

Sie sehen also, Herr Kommissar, es gibt so vieles zu tun, unendlich viel zu tun. Und das, was derzeit von der Kommission auf dem Tisch liegt, würde ich als Gleichstellungsstrategiechen bezeichnen, als etwas Kleines, Niedliches, aber nichts, wo wir uns wirklich auch substanziell durchsetzen können. Wir brauchen also eine echte Gleichstellungsstrategie!

Madam President, just picking up from Comrade Regner’s beginning, she said people often ask: ‘what does the EU do for me?’ Well, when I go home and I tell people that we were having a debate on a new Commission strategy, you can often see that they are not immediately convinced that that is necessarily going to make a very big difference to their lives. When you go home and tell them that you are having a debate about the fact that actually the Commission has not got a strategy, you can hardly blame them for looking a bit sceptical about whether we are all wasting our time here.

That is a real shame, because women where I live and represent need help from us here and from you there, because they are not going to get it from our own government. The pay gap between men and women in my region under the Tory Government has now increased to GBP 5 500 a year. That is a very big gap, and the Tories are not going to do anything about it.

Their recent changes to the tax and benefit systems have affected women three times worse than they have affected men, and the Tories are not going to do anything about that. They are looking to us and to you to do something about that. So this non-strategy, which is weak on disability, pay and domestic violence, is really not good enough for us to do our jobs, and so I have to say to the Commissioner: man up.

  Patricija Šulin (PPE). Ženske v Evropski uniji imamo v povprečju nižjo plačo kot moški. Izpostavljene smo večjemu tveganju revščine v starosti. Bistveno bolj smo obremenjene z gospodinjskimi opravili.

Na trgu dela smo pogosto priče temu, da se ženskam postavlja kot pogoj, da sklene delovno razmerje, to, da ne bo še nekaj let imela otrok. Ženske, ki imajo več majhnih otrok, teže dobijo delo zaradi morebitne večje odsotnosti z dela zaradi bolezni otrok.

V izraziti manjšini smo v vodstvenih položajih, tako v gospodarstvu kot v politiki. Nobena ženska še ni predsedovala Evropski komisiji, v Evropskemu parlamentu sta bili med petindvajsetimi dosedanjimi predsedniki le dve ženski.

Da bi to spremenili, potrebujemo politično zavezo na najvišji ravni, a namesto da bi dočakali sporočilo Komisije o strategiji za enakost spolov in pravice žensk po letu 2015, je pred nami delovni dokument služb Komisije. S tem je predsednik Komisije poslal sporočilo, da je vprašanje enakosti spolov manjše vprašanje, glede na njegovo izjavo, da bo Komisija ambicioznejša pri večjih vprašanjih ter skromnejša in bolj zadržana pri manjših vprašanjih.

Signora Presidente, onorevoli colleghi, l'uguaglianza di genere sarà difficilmente realizzabile senza una strategia che elimini, o almeno mitighi, il carattere strutturale delle diseguaglianze ancora presenti nella nostra società. È infatti necessario che la politica pubblica si traduca in concreto in una effettiva parità di accesso e di controllo su risorse e mezzi disponibili. Va data effettività al principio di uguaglianza sostanziale insito in ogni carta costituzionale e riconosciuto dall'Unione europea come diritto fondamentale. È noto l'approccio duplice che la Commissione dedica al tema, con l'integrazione di tutte le politiche di una prospettiva di genere, coadiuvata da misure specifiche poste a rimedio delle disuguaglianze.

Mi sono già espresso in questa sede sull'obbligo morale non oltremodo rinviabile di lavorare ad un radicale cambiamento di mentalità. Il ritardo comporta, ferma la compressione dei diritti della persona, una riduzione del potenziale economico europeo, laddove una crescita in innovazione, ricerca, formazione non è accompagnata da una sufficiente partecipazione attiva delle donne. Concordo quindi sulla necessità e l'urgenza che la Commissione presenti una nuova strategia per l'uguaglianza di genere.

  Νότης Μαριάς ( ECR). Κυρία πρόεδρε, η νέα στρατηγική της Ευρωπαϊκής Επιτροπής για τα δικαιώματα των γυναικών έχει σαν στόχο την ισότητα των δύο φύλων στα κράτη μέλη της Ευρωπαϊκής Ένωσης, όπου συχνά παρατηρούνται παραβιάσεις των δικαιωμάτων των γυναικών, αλλά και διακρίσεις εις βάρος τους.

Συγκεκριμένα, στον εργασιακό τομέα διαπιστώνεται ένα μισθολογικό χάσμα ανάμεσα στα δύο φύλα, που ανέρχεται σήμερα στο 16,4%, και ένα αντίστοιχο συνταξιοδοτικό χάσμα που ανέρχεται στο 39%. Επιπλέον, συχνά οι γυναίκες εργάζονται σε θέσεις μερικής απασχόλησης. Οι γυναίκες αποτελούν την ομάδα του πληθυσμού που έχει πληγεί περισσότερο, τόσο απ τη λιτότητα όσο και από τα μνημόνια.

Στην Ελλάδα, που έχει φτωχοποιηθεί από τα μνημόνια, το νέο αντιασφαλιστικό νομοσχέδιο οδηγεί τις γυναίκες ελεύθερες επαγγελματίες και τους αγρότες, αλλά κυρίως τις αγρότισσες, να διαθέτουν πλέον πάνω από το 80% του ετήσιου εισοδήματός τους για ασφαλιστικές εισφορές και φόρους. Γι αυτό παλεύουν όλες αυτές οι γυναίκες, μαζί με τον υπόλοιπο ελληνικό λαό, ενάντια στην τρόικα και θα συμμετάσχουν μεθαύριο στη μαζική γενική απεργία.

  Ernest Urtasun (Verts/ALE). Señora Presidenta; no es por desmerecer su presencia, que agradezco, pero merecíamos, creo, por la importancia, hacer este debate con la Comisaria Jourová. Uno demuestra, también, si se toma en serio las cuestiones estando presente en los debates.

Pero dicho eso, yo también quiero decir que no nos vale que quieran degradar una estrategia de igualdad de género a un simple documento de trabajo. Entre otras cosas, porque tenemos datos muy alarmantes sobre el aumento de la desigualdad en Europa. Eurostat nos dice que, en más de nueve países de la Unión Europea, ha aumentado la brecha salarial. Nos dice también, por ejemplo, el Instituto de Igualdad de Género, que solo hay una mujer por cada veinticinco hombres en los primeros puestos de responsabilidad en la Unión Europea.

Si ustedes no creen que esto merece una estrategia de género... Además, permítanme que se lo diga, ustedes tienen estrategia en cuestiones como la seguridad marítima, la energía. ¿La igualdad de género no merece una estrategia? Yo creo que sí. El Parlamento se lo va a pedir mañana. El Consejo se lo ha pedido. Por favor, rectifiquen y presenten una estrategia.

  Stanislav Polčák (PPE). Paní předsedající, děkuji Vám za udělení slova, myslím, že tím realizujete v tom dobrém příkladu rovnost šancí nás poslanců zde zastoupených v tomto sále. Nejprve k paní Jourové, já si myslím, že ona s námi vždycky trávila dlouhé večery, právě i v této problematice a to, že zde chybí, je dáno tím, že vyjednávala dohodu o ochraně dat, takže mému předřečníkovi chci říci, že to vnímám jako legitimní omluvenku. Ale pokud jde o samotné téma, já si myslím, že samozřejmě ten poměr, který v přírodě platí a který určuje příroda – 52 % ve prospěch žen a 48 % v neprospěch mužů – samozřejmě v mnoha pozicích není dodržován, není dodržován na úrovni Evropské unie. Na druhou stranu my bychom nikdy neměli připustit, že ženy budou znevýhodňovány. To, co jsem slyšel od kolegyně Šulinové, je pro mě velmi zarážející. Ale genderová rovnost by neměla být politickým fetišem, já mám někdy pocit, že se tomu tak děje.

  Ruža Tomašić (ECR). Gospođo predsjednice, žalosno je što smo 2016. još uvijek prisiljeni raspravljati o ovoj temi. Unatoč stoljetnoj borbi žene su i danas svakodnevno žrtve diskriminacije i raznih oblika nasilja. Drago mi je da postoji svijest o ovom problemu, a vjerujem da ima i volje za njegovo rješavanje. No, bojim se da već neko vrijeme tapkamo na mjestu jer naše metode nisu učinkovite.

Zakonodavac i izvršna vlast na razini država članica još nisu pronašli načina za drastično kažnjavanje otvorene diskriminacije žena, a na europskoj se razini nažalost nameće pravila i rodne kvote privatnim tvrtkama umjesto da se provodi kvalitetne kampanje za promjenu svijesti. Došli smo do toga da političari uzimaju za pravo regulirati čak i odnose unutar obitelji, a takvi će nezreli i štetni pokušaji opravdano stvoriti otpor među ljudima. Moramo uvijek imati na umu, ova se bitka dobiva u glavama i srcima, a ne na papiru. Djelujmo u skladu s tim i bit ćemo uspješni.

  Vytenis Povilas Andriukaitis, Member of the Commission. Madam President, I would like to thank the honourable Members for their contributions. It was really important to hear their opinions, proposals and suggestions. I would like to reiterate once again that the priorities of the strategy for equality between women and men for 2010-2015 remain valid.

We need enforcement and implementation and we need a real action plan and actions on the ground. We know that all Member States must have their own national action plans and programmes. They must have their instruments, because we all agree that gender equality needs to be implemented in all political sectors. We as Commissioners – myself, Tibor Navracsics and Maria Javorova, for instance – must understand gender equality in our portfolios, move in this direction and to see how to implement our priorities.

Why are we proposing the Strategic engagement for gender equality 2016-2019? Because it is a reference framework for increasing efforts to promote gender equality at all levels – at European, national, regional and local level. We need a coordination mechanism and better cooperation between Member States so as to encourage Member States to improve their instruments.

We repeat once again that we have 30 key actions to be implemented in each of the five priority areas identified, as well as objectives and timelines for these actions together with the responsibilities of the Commission services. We need target benchmarks, timelines and the possibility to improve gender equality policies in a real way.

There must be a little more governance to see how to implement those budgets. We have seen a great many strategies expire, but looking at implementation enforcement reveals a big gap between kind words and the real-life implementation of these strategies.

I would like to thank you very much indeed. We are ready to cooperate and exchange our views and we are ready to continue in our debates. From the Commission side we need to be very active in improving gender equality.

  Ελισσάβετ Βοζεμπεργκ-Βρυωνιδη ( PPE), γραπτώς. Δυστυχώς εν έτει 2016 μιλάμε ακόμα για ανισότητα ανάμεσα στα δύο φύλα και την ανάγκη κατοχύρωσης των δικαιωμάτων των γυναικών. Γυναίκες κάθε ηλικίας υφίστανται καταπάτηση των δικαιωμάτων τους με ποικίλους τρόπους, όπως βία - λεκτική ή σωματική - σεξιστικά σχόλια, ανισότητα στο χώρο εργασίας ή και δυσκολία πρόσβασης στην εκπαίδευση.

Γι' αυτό το λόγο, δεν αρκούν καταγγελίες, ψηφίσματα και καταδίκες, αλλά ένα πλήρες νομοθετικό πλαίσιο, προκειμένου να αντιμετωπιστεί ριζικά αυτή η επαίσχυντη παραβίαση των δικαιωμάτων των γυναικών . Σε αυτή την κατεύθυνση κινείται η νέα Στρατηγική της ΕΕ για τα δικαιώματα των γυναικών και την ισότητα των φύλων.

Κύριο μέλημά μας είναι να εφαρμοστεί πλήρως η υπάρχουσα ευρωπαϊκή νομοθεσία, αλλά και να εισαχθούν νέες προτάσεις για το ζήτημα αυτό. Μόνον, εφόσον τα κράτη μέλη τηρήσουν αυτή την υποχρέωσή τους θα μπορούμε να μιλάμε για μία Ένωση, που διαπνέεται από ισότητα μεταξύ ανδρών και γυναικών.

Πέραν όμως της πολιτικής οδού, είναι απαραίτητη η ριζική αλλαγή της νοοτροπίας των πολιτών. Δύο είναι τα φυτώρια ανάπτυξης και διαμόρφωσης χαρακτήρων καθώς και αντιλήψεων, ιδίως στους νέους ανθρώπους. Η οικογένεια και το σχολείο. Μόνο μέσω αυτών θα μπορέσει να πραγματοποιηθεί η αλλαγή που όλοι θέλουμε για την Ευρώπη μας.
