  Jasenko Selimovic (ALDE). Herr talman! Serbiens förhandlingar och närmanden till EU är bara att välkomna. Vi är många som hoppas att nya kapitel i förhandlingar ska öppnas så att både Serbien och andra balkanländer snart ska bli medlemmar. Problemet är att man vacklar. Fortfarande finns en idé om att Serbien kan ha två mödrar, både EU och Ryssland, för samtidigt som Serbien sträcker sig mot EU har man inte följt EU:s utrikespolitik gentemot Ryssland.

Man har tillåtit Ryssland att dominera Serbiens energimarknad och därmed gjort sig utsatt för framtida påtryckningar. Man förbereder en gemensam militärövning med Ryssland och stöder uttalandena som syftar till att splittra Bosnien och Hercegovina. Därför känns det viktigt att till betänkandet lägga en uppmuntran till Serbien att fortsätta på den inslagna vägen av närmanden till EU.

Det är där Serbiens framtid ligger. Likaså känns det viktigt att uppmuntra kommissionen att hjälpa Serbien att kunna lösgöra sig från Ryssland. Serbien kan vara EU:s bro till Ryssland, men då måste man först vara en del av EU. Det vill jag tillägga till min röst och därför väljer jag att rösta på både Serbiens, och det ligger i EU:s och Serbiens intresse att möjliggöra detta.

  Daniel Hannan (ECR). Mr President, Ukraine has had more than its portion of human suffering. In a new history of that vast country, Serhii Plokhii makes the argument that, between 1932 when Stalin began the famine and 1944 when the last of the Nazi troops left, it was the most dangerous place in the world to be a human being. Even by the standards of that troubled and turbulent country, the Crimean Tatars have suffered particularly. I had meetings with a number of their leaders when I was last in Ukraine, and they told me the same things that are detailed in this report – the human rights abuses, the restrictions on free speech, free assembly, free religion and all the rest of it.

How much this House can intervene in a distant land is a separate question, but at least let us be clear whose side we are on, where our sympathy lies. I hope that some of the colleagues in this Chamber who have been making excuses for the Putinite aggression will look at who it is that they are lining up with.

  Der Präsident. – Herr Kollege Hannan! Ich war mir nicht ganz sicher, ob Sie über den Fortschrittsbericht betreffend Serbien sprechen. Sie haben sich bei weiteren Gegenständen auch noch zu Wort gemeldet. In Zukunft werde ich das dann unterbinden.

  Jiří Pospíšil (PPE). Pane předsedající, já jsem podpořil zprávu, která se týká Srbska. Je v zájmu Evropské unie, je v zájmu České republiky, kterou zde zastupuji, aby se Srbsko stalo členem Evropské unie. Na druhou stranu musí splňovat jasné podmínky ekonomické, politické, justiční atd. Ta zpráva popisuje nejen pokroky Srbska, ale také nedostatky, a to si myslím, že je důležité. Na ty nedostatky je třeba zvláště upozorňovat a říkat Srbsku, co tedy musí zlepšit. Mě osobně jako člověka, který se zabýval justiční reformou v České republice, zvláště zajímají ty pasáže, které popisují, že Srbsko má stále ještě daleko k právnímu státu, že je třeba posílit nezávislost justice v Srbsku, je třeba docílit toho, aby byly garantovány institucionální prvky nezávislosti justice a státního zastupitelství. A dalším problémem je politická orientace na Rusko. Není možné chtít být členem Evropské unie a mít tak těsné vojenské a jiné vazby na Rusko. To je třeba také Srbsku říkat.

  Andrejs Mamikins (S&D). Priekšsēdētāja kungs! Pēdējie gadi vispār nebija viegli Eiropas Savienības un Serbijas attiecībās. Nākotnes ceļa izvēles sabalansēšana ar vēsturisko atmiņu — pilsoņu kari un NATO bombardēšanas faktori, attiecību normalizēšana ar Kosovu, pārējiem kaimiņiem, vispār izvēles nepieciešamība starp Eiropas Savienību un Krieviju (kaut gan vispār tādai nevajadzētu būt) — tas viss tagad spēlē principiālu lomu tagadējās Serbijas dzīvē un turpinās spēlēt arī nākamajos gados un pat desmit gados.

Serbija tomēr iniciē un dotajā brīdī aktīvi īsteno vairākas reformas, lai ekonomiski, politiski, sociāli, kā arī likumdošanas ziņā tuvinātos ar Eiropas Savienību. Pašlaik tai pieder visai svarīga loma Eiropas migrantu krīzes ietvaros, ņemot vērā esošos izaicinājumus, un tā tālāk, un kamēr līdz valsts pievienošanās Eiropas Savienības valstu saimei vēl ir jāatrisina vairāki izaicinājumi, nevaru iedomāties ne Eiropu, ne Rietumbalkānus, ne Balkānu reģionu bez Serbijas.

  Peter Jahr (PPE). Herr Präsident! Auch ich habe für den Fortschrittsbericht Serbien gestimmt, weil ich denke, er ist ausgewogen. Es ist gut, dass wir überhaupt miteinander reden, dass wir Fortschritte erzielt haben im Interesse der Menschen. Dieser Bericht hat auch viel Licht, das sollte man auch nicht unter den Scheffel stellen. Wir haben eine bessere Zusammenarbeit, wir reden über demokratische Grundwerte, wir wollen mit der wirtschaftlichen Perspektive auch bei den Menschen den Lebensstandard erhöhen.

Wir haben natürlich auch Schatten. Aber man kann es auch so formulieren, auch die Defizite können ja Mut machen, weiter miteinander zu verhandeln, um weiter im Gespräch zu bleiben. Und ich sage es immer wieder: Man muss ja nicht gleich mit einer Beitrittsperspektive beginnen. Man sollte beginnen mit Gesprächen. Man sollte beginnen, indem man die gemeinsamen Werte betont. Man sollte beginnen, indem man auch die gemeinsame Verantwortung für dieses Europa betont, und in dem Sinne, glaube ich, ist es noch nicht der letzte Fortschrittsbericht. Ich freue mich auch auf die weitere Zusammenarbeit mit Serbien und kann mich nochmal bei dem Berichterstatter für die gute Arbeit bedanken.

  Danuta Jazłowiecka (PPE). Panie Przewodniczący! Niewątpliwie rok 2015 miał przełomowe znaczenie, jeżeli chodzi o relacje Unia Europejska–Serbia. W końcu, po niemal trzech latach, rozpoczęte zostały rozmowy akcesyjne z tym państwem. Jednak pozytywna decyzja o otwarciu rozdziałów negocjacyjnych wynika nie tyle z poczynienia przez Belgrad znacznych postępów w reformach wewnętrznych – jest raczej spowodowana konstruktywną polityką Serbii wobec państw sąsiednich, w tym przede wszystkim Kosowa, oraz odpowiednią postawą tamtejszego rządu w czasie kryzysu imigracyjnego.

Poparłam to sprawozdanie również dlatego, iż nie da się ukryć, że decyzje Belgradu uchroniły nas przed jeszcze większą katastrofą humanitarną. Jednak – co bardzo wyraźnie pokazuje sprawozdanie – państwo to nadal przeżywa ogromne problemy z dostosowaniem się do wymogów unijnych w obszarze wymiaru sprawiedliwości i spraw wewnętrznych. Negocjacje w sprawie tych rozdziałów dopiero się zaczną, ale można przypuszczać, że nie będą one łatwe.

Innym problemem, nieco pominiętym, jest trudna sytuacja gospodarcza w tym państwie. Bardzo wielu migrantów przybyłych do Niemiec, Szwecji czy Norwegii ma serbskie obywatelstwo. To pokazuje, iż bieda w tym państwie może wywołać fale migracyjne do Unii. Konieczne jest więc skupienie się na poprawie sytuacji ekonomicznej w Serbii.

  Isabella Adinolfi (EFDD), per iscritto. ‒ Il rapporto affronta in maniera coerente e con approccio realista la situazione serba.

Il testo mette in evidenza le maggiori problematiche, che riguardano: l'indipendenza del potere giudiziario la discriminazione di categorie deboli (minoranze linguistiche, LGBTI, ecc.), la persistente corruzione e l'inaccettabile persecuzione dei giornalisti non allineati.

Il cammino iniziato sta dando comunque dei risultati ma molto ancora deve esser fatto.

Ho deciso tuttavia di astenermi dal voto poiché all'interno del testo sono presenti palesi ambiguità geopolitiche di livello internazionale.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ Nos hemos abstenido en la votación de la Resolución porque, si bien estamos a favor de que los pueblos decidan sobre su propio futuro, también sobre su pertenencia a la Unión Europea, entendemos que la UE solo busca ampliar su mercado y su presencia geopolítica, además de llevar una agenda privatizadora y de libre mercado a la región. Además, en la Resolución se reconoce a Kosovo como Estado, algo con lo que no concordamos, y por esto nos hemos abstenido.

  Martina Anderson and Lynn Boylan (GUE/NGL), in writing. – I abstained on this resolution, which contained both positive and negative elements.

This resolution of the European Parliament is a follow-up to the Commission’s Progress Report on the Serbian EU integration agenda. It welcomes the progress in the accession negotiations, but emphasises that many problems remain.

There are positive elements urging progressive reforms in Serbia on human rights issues (such as protection of minorities), regional cooperation with neighbouring countries (on missing persons, war crimes prosecution, normalisation of relations with Kosovo), the rule of law and on the civil society sector.

The points in the resolution that I object to related to promoting the EU’s right-wing agenda on economic governance, structural reforms, labour market reform and privatisation, as well as calling for Serbia to align its foreign and security policy with the EU’s.

While there were many aspects of the resolution that I welcome – particularly the progress on normalisation of relations with Kosovo – there were too many problematic aspects for me to fully support this resolution.

  Marie-Christine Arnautu (ENF), par écrit. ‒ La Serbie est un pays diminué de sept millions d'habitants, suite au démantèlement de la Yougoslavie dans les années 1990. Que ce soit en Bosnie, au Kosovo ou au Monténégro, les Serbes se retrouvent victimes d'une nouvelle carte de l'Europe. Cependant, la seule perspective, par défaut, de cette puissance régionale est l'intégration européenne par laquelle elle espère retrouver son rang. Poursuivant l'objectif d'intégrer l'Union à l'horizon 2020, le pays fait l'objet d'un suivi particulier de la Commission européenne. Celui-ci se focalise sur des critères économiques considérés comme l'alpha et l'oméga de l'avenir du pays. Or, nous constatons que l'intégration de la Croatie dans l'Union il y a deux ans et demi est une catastrophe pour son économie. La question du Kosovo, dont la Serbie devra reconnaître l'indépendance pour entrer dans l'Union, est un blocage insurmontable qu'élude le rapport.

C'est pourquoi je me suis opposée à ce texte.

La Serbie a encore des efforts à faire en matière de lutte contre la corruption et de respect de la liberté des médias, mais nous devons garder à l'esprit que tout rapprochement avec l'Union conduira à davantage de stabilité et de prospérité dans toute la région. Je tiens également à préciser que je m'oppose à tout élargissement de l'Union.

Joje sveikinama derybų dėl Serbijos prisijungimo prie ES pradžia bei 2015 m. padarytas progresas siekiant normalizuoti Serbijos ir Kosovo santykius. Pritariu raginimams Belgradui ir Prištinai įgyvendinti kaip galima greičiau priimtus susitarimus, kurių įgyvendinimas yra viena iš sąlygų siekiant Serbijos narystės ES. Serbija turi toliau įgyvendinti sistemiškas reformas, užtikinti, kad teisėjų ir prokurorų darbas, taip pat kaip ir žiniasklaidos darbas nebūtų įtakojamas politikų, bei stipinti kovą su korupciją ir organizuotu nusikalstamumu.

  Hugues Bayet (S&D), par écrit. ‒ Dans sa résolution commune le Parlement souligne l'engagement continu de la Serbie en faveur du processus d'intégration. Si elle souligne les réformes économiques entreprises, le Parlement invite la Serbie à harmoniser sa politique étrangère et de sécurité avec celle de l'Union, y compris à l'égard de la Russie et relève que l'ingérence politique demeure élevée en ce qui concerne le pouvoir judiciaire.

Il demande également une lutte accrue contre la présence importante de la corruption et de la criminalité organisée.

Il rappelle la nécessité de renforcer le contrôle de l'exécutif par le Parlement et insiste sur l'importance que revêt l'action de la société civile.

Enfin, en matière de droits de l'homme, la résolution salue le fait que la Serbie dispose d'un cadre institutionnel et juridique adéquat pour protéger les droits fondamentaux et les libertés fondamentales, mais note toutefois la persistance de lacunes dans la mise en œuvre, notamment en ce qui concerne la discrimination et la violence à l'égard des personnes LGBTI.

  Beatriz Becerra Basterrechea (ALDE), por escrito. He votado a favor de este informe que reconoce los progresos de Serbia en diferentes ámbitos, especialmente en economía y cooperación regional, a la vez que exige mayores avances en otros aspectos como medio ambiente o libertad de prensa.

Serbia debe ser para la UE un socio preferencial. Su importancia geopolítica y el deseo mayoritario de su población de formar parte de la Unión así lo exigen. Su integración significaría asimismo un afianzamiento de la estabilidad de la región. Por estos motivos, es necesario que se coopere en todos los temas que implica el proceso de adhesión para que finalmente Serbia sea un miembro de pleno derecho de la UE.

A pesar de mi rechazo a la declaración unilateral de independencia de Kosovo en 2008, considero positivo que este informe ensalce el buen talante del Gobierno serbio en sus relaciones con las autoridades kosovares con el fin de tener una buena vecindad, al igual que con otros países de la antigua Yugoslavia como Bosnia y Herzegovina.

  Brando Benifei (S&D), per iscritto. ‒ Nel 2013 il Consiglio europeo ha deciso di avviare i negoziati di adesione con la Serbia. La relazione sui progressi compiuti dal paese balcanico nelle tappe di avvicinamento all'UE, presentata nel 2015, rappresenta un momento importante di riflessione per comprendere quali siano state le difficoltà e i successi del percorso intrapreso. La Serbia ha compiuto, senza alcun dubbio, sforzi importanti avviando un ambizioso piano di riforme sistemiche e socioeconomiche volto a potenziare l'intero assetto del paese. La relazione, che ho sostenuto con il mio voto, sottolinea in particolare l'importanza dei progressi nel settore della normalizzazione dei rapporti col Kosovo e sottolinea più in generale l'impegno continuo del paese balcanico nel processo di integrazione europea. Il potenziamento dello Stato di diritto e dei meccanismi democratici, la tutela dei diritti umani e il rispetto delle minoranze devono continuare a essere una priorità al fianco dell'impegno serbo per la creazione delle fondamentali infrastrutture energetiche e dei trasporti.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. – Nos abstenemos en esta votación entendiendo que el párrafo de esta Resolución concerniente a Kosovo: 1) contraviene la legislación internacional ya que, si bien Corte Internacional de Justicia concluyó que la declaración unilateral de independencia de Kosovo no violó el derecho internacional ni la Resolución 1244 del Consejo de Seguridad de las Naciones Unidas, y que el proceso de estatalización de Kosovo es irreversible, el dictamen tampoco implica que la exprovincia tenga un derecho fundado a ser reconocida por terceros; 2) no solo no aporta nada a la necesaria resolución política del conflicto, sino que además interfiere en las relaciones entre Rusia y Serbia y lastra el debido abordaje de acciones conducentes a una estabilización real y duradera de la zona. Además, rechazamos la naturaleza y orientación de las medidas económicas implícitas y explícitas en la propuesta de Resolución.

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ Quiero agradecer la labor realizada por el ponente en el informe de evolución 2015 sobre Serbia. Celebro de la misma manera la apertura de las negociaciones en los capítulos de «Control financiero» y de «Normalización de las relaciones entre Serbia y Kosovo». Es un gran paso. Además, se hace una mención sobre la aplicación rigurosa de la legislación y políticas como indicador del proceso de integración y los progresos en lo que respecta al entorno empresarial, la reducción del déficit presupuestario y el mercado de trabajo, incluida la legislación laboral y la política de empleo.

  Dominique Bilde (ENF), par écrit. ‒ J'ai voté contre cette résolution qui souhaite poursuivre le processus d'adhésion de la Serbie à l'Union européenne.

Certes, la Serbie a historiquement, culturellement et politiquement une place importante au sein de l'Europe et je reste convaincue qu'elle doit être une voix importante dans le concert des nations libres et souveraines.

Cependant, ce rapport de suivi dévoile une fois de plus l'arrogance de l'Union européenne qui cherche à opérer un véritable chantage, notamment en s'ingérant dans les affaires intérieures de cette nation. Il est ainsi scandaleux que l'Union tente d'imposer à la Serbie un certain modèle de politique familiale, ou encore, qu'elle ose dicter à celle-ci sa conduite en matière d'affaires étrangères, lui indiquant qui sont les "bons pays" avec lesquels elle est en droit d'entretenir des relations, et les "mauvais" auxquels elle devrait tourner le dos – dans ce cas précis, bien évidemment, la Russie.

Avec de tels rapports, l'Union tente une fois de plus de se servir des pays des Balkans comme des pions d'un jeu d'échecs auquel elle jouerait face à la Russie, mais au nom des intérêts atlantistes.

Un texte méprisant qui remplit de honte tous les amis de la Serbie.

  Mara Bizzotto (ENF), per iscritto. ‒ Il testo oggetto di voto è poco equilibrato e condivisibile. Il sostegno a LGBTI e al rafforzamento dell'integrazione dei Rom non sono quelli che io definirei requisiti primari per valutare i progressi della Serbia nel suo processo di adesione, per cui non ho inteso sostenere la risoluzione col mio voto.

Jag menar att Serbiens integrationsprocess, och eventuellt framtida medlemskap i EU, ska avgöras av folket i Serbien. Integrationen kräver många ekonomiska, sociala och politiska förändringar som påverkar hela samhället. I slutändan är den bästa formen för ett folkligt förankrat beslut en folkomröstning. Därför lägger jag ned rösten.

  José Blanco López (S&D), por escrito. ‒ El presente informe hace un análisis pormenorizado de los avances de las negociaciones para adhesión a la UE de Serbia. Destaca la apertura de los capítulos sobre control financiero y el del proceso para normalizar las relaciones con Kosovo. Además el informe destaca el compromiso de Serbia en el proceso de integración europea.

A pesar de que el avance ha sido significativo, este documento pone de relieve que a Serbia le queda mucho trabajo por hacer, por un lado falta un compromiso mayor de Serbia con la libertad de prensa, además está empeorando las condiciones de libertad de expresión, y por otro lado la ausencia de un esfuerzo real para lucha contra la corrupción, ya que falta transparencia en la financiación de los partidos políticos y de las campañas electorales. Por último el informe también invita a Serbia a hacer más esfuerzos para mejorar la situación de los romaníes y de garantizar la aplicación coherente en todo el país de la legislación sobre la protección de las minorías.

Por ello he votado a favor de este informe.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šios rezoliucijos, nes ja Parlamentas įvertino 2015 metų Serbijos pažangos ataskaitą. Parlamentas teigiamai įvertino tai, kad 2015 m. tarpvyriausybinėje konferencijoje Briuselyje pradėtos derybos ir kad pradėtas nagrinėti derybinis skyrius dėl finansų kontrolės ir skyrius dėl Serbijos ir Kosovo santykių normalizavimo. Parlamentas taip pat palankiai įvertino Serbijos nuolat demonstruojamą įsipareigojimą vykdyti Europos integracijos procesą ir pažymėjo, kad Serbija ėmėsi įgyvendinti plataus užmojo reformų darbotvarkę. Todėl Parlamentas ir toliau ragina Serbiją ryžtingai ir be užuolankų imtis sisteminių ir socialinių bei ekonominių reformų, ypatingą dėmesį įgyvendinant reformas skirti jaunimui. Parlamentas taip pat pažymėjo, kad turi būti dedama daugiau pastangų kovojant su organizuotu nusikalstamumu ir kad reikia sukaupti galutinių nuosprendžių patirtį.

  Andrea Bocskor (PPE), írásban. ‒ A Szerbiáról szóló 2015. évi országjelentésével egy kiegyensúlyozott, reális, objektív dokumentumot fogadott el az Európai Parlament. Szerbia fontos lépéseket tett az elmúlt évben, amelyek eredményeként megnyíltak az első tárgyalási fejezetek. A jelentés kiemeli az eddig elért eredményeket a regionális együttműködés illetve a migráns- és menekültválság kezelése terén, de rámutat a hiányosságokra is, elsősorban a szólás- és médiaszabadság, a jogállamiság, valamint a korrupció és a szervezett bűnözés elleni harc területén.

Szerbiában az elmúlt egy évben sok ígéretes törvény, akcióterv készült, amelyeknek végrehajtása kulcsfontosságú nem csak a tárgyalási fejezetek nyitása miatt, hanem azért, hogy Szerbia polgárai mielőbb európai szintű jogállamiságot kapjanak. Ez pedig különösen fontos a nemzeti kisebbségi közösségeknek, köztük a vajdasági magyar közösségnek is. Ez a jelentés ebben igyekszik további ösztönzést és útmutatót adni a szerb kormányzatnak.

  Franc Bogovič (PPE), pisno. ‒ Z velikim veseljem sem podprl poročilo Evropskega parlamenta o Srbiji, kajti zelo me veseli njen napredek in želja te države za priključitev k evropskim integracijam. Kot član delegacije za spremljanje napredka Srbije v parlamentu, sem lani trikrat obiskal Srbijo, se večkrat tudi v Bruslju in Strasbourgu srečal z njenimi vladnimi in nevladnimi predstavniki.

Vesel sem odprtja prvih dveh pogajalskih poglavij konec minulega leta, ki sta znak, da lahko pogajalske ekipe začnejo z delom in nadaljujejo pot k demokratizaciji družbe in izboljšanju razmer na teh področjih. Seveda je pred Srbijo še veliko izzivov, marsikje morajo izkoreniniti stare prakse nekdanjega političnega sistema, posvetiti več pozornosti pregonu korupcije in organiziranega kriminala, okrepiti dialog s civilno družbo, bolj pluralizirati medije in zagotavljati večjo neodvisnost ipd...

Toda prepričan sem, da samo stabilna, demokratična in gospodarsko uspešna Srbija lahko zagotovi politično stabilnost celotnega Zahodnega Balkana. Zato jim mora Evropska unija pomagati po najboljših močeh, tudi z več sredstvi iz predpristopnih fondov ter omogočiti posodobitev infrastrukture in zagotoviti nova delovna mesta. Sam bom z veseljem pomagal na tej poti, saj je mesto Srbije kot tudi vseh držav Zahodnega Balkana prej ali slej v Evropski uniji.

  Mercedes Bresso (S&D), per iscritto. – Ho votato a favore di questo documento perché ritengo che i progressi compiuti dalla Serbia, soprattutto nella normalizzazione dei rapporti con il Kosovo, rappresentino degli importanti passi avanti verso l’adesione del paese balcanico all'Unione europea. La prospettiva dell'adesione all'Unione europea dei paesi balcanici è uno dei principali fattori di stabilità della regione e, pertanto, deve essere sostenuta dalle autorità sia europee che nazionali.

  Steeve Briois (ENF), par écrit. ‒ Sous prétexte que les négociations sur l'adhésion de la Serbie sont en cours de progression, l'Union européenne se permet d'établir des recommandations concernant la politique intérieure serbe. Autrement dit, cette proposition de résolution vise à lister les principales orientations politiques aux autorités serbes en contrepartie de l'avancée dans les négociations en vue de son adhésion. On y retrouve la normalisation des relations avec le Kosovo, l'adoption d'une politique étrangère atlantiste et moins tournée vers la Russie, la mise en place de réformes économiques structurelles en faveur des investisseurs, l'accueil des migrants clandestins et l'inclusion sociale des Roms ainsi que la lutte contre les discriminations à l'égard des personnes dites vulnérables.

Cette proposition de résolution traduit la volonté de l'Union européenne de s'ingérer en permanence dans les affaires nationales des États membres comme des pays tiers. Non seulement nous sommes opposés à l'adhésion de la Serbie à l'Union, mais nous sommes surtout scandalisés par la nature des recommandations faites au gouvernement serbe. Le peuple serbe est souverain et n'a en aucune manière à satisfaire les caprices de la Commission européenne.

J'ai donc voté contre cette proposition de résolution.

  Daniel Buda (PPE), în scris. ‒ Serbia este cel de-al 33-lea stat participant la mecanismul de protecție civilă al Uniunii Europene, fiind una din țările care aspiră să devină membră a UE. Serbia a înregistrat progrese semnificative privind procesul de integrare europeană, depunând eforturi considerabile în alinierea la principiile și valorile asumate de Uniune.

Așadar, Serbia a demarat acțiuni remarcabile în direcția normalizării relațiilor cu Kosovo, care au avut ca rezultat primul acord cu privire la principiile aplicabile normalizării relațiilor. De asemenea, a depus eforturi consistente pentru dezvoltarea mediului de afaceri, reducerea deficitului bugetar și dezvoltarea pieței forței de muncă, inclusiv în ceea ce privește legislația muncii și politica ocupării forței de muncă. Mai mult, a elaborat planul de reconstruire, de îmbunătățire și de modernizare a unor tronsoane din rețeaua feroviară .

Salut progresele înregistrate de Serbia și reformele inițiate în domenii cheie cum ar fi administrația publică, infrastructura, economia, motiv pentru care m-am exprimat în favoarea acestui raport. Încurajez în continuare aceste demersuri de integrare europeană și susțin eforturile Serbiei de aliniere la politica externă și de securitate a Uniunii.

  Gianluca Buonanno (ENF), per iscritto. ‒ Ho votato contro questa risoluzione perchè plaude all'approccio costruttivo della Serbia nell'affrontare la crisi migratoria; rileva tuttavia che occorre promuovere un approccio costruttivo con i paesi vicini. Si osserva che la Serbia rappresenta un partner dell'UE essenziale e collaborativo nei Balcani e che pertanto è indispensabile che l'Unione fornisca risorse e un opportuno sostegno finanziario. Prende atto con soddisfazione dei sostanziali sforzi compiuti dalla Serbia per garantire, con il sostegno dell'UE ed internazionale, accoglienza e aiuti umanitari a favore dei cittadini di paesi terzi e la invita ad aumentare rapidamente le proprie capacità di accoglienza.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della relazione 2015 sui progressi compiuti dalla Serbia, che dimostra un impegno continuo nel processo di integrazione europea e che ha avviato un ambizioso programma di riforme. Ritengo che negoziati approfonditi dei capitoli che riguardano il "Sistema giudiziario e diritti fondamentali" e la "Giustizia, libertà e sicurezza" saino essenziali per affrontare queste riforme. La Serbia deve migliorare la pianificazione, il coordinamento e il monitoraggio dell'attuazione delle nuove norme e politiche.

Invito inoltre le autorità serbe a favorire un incremento degli investimenti in tutta la Serbia e a ridurre le disparità economiche e sociali tra le sue regioni, garantendo la tutela degli investimenti esteri e risolvendo le controversie di lunga data. Pur riconoscendo i progressi compiuti nella ristrutturazione delle imprese pubbliche, penso che si debba fare di più e che sia necessaria più trasparenza nel processo di privatizzazione.

Osservo infine che nella regione sono ancora presenti la corruzione e la criminalità organizzata, che rappresentano un ostacolo importante allo sviluppo democratico, sociale ed economico della Serbia. Bisogna costituire una banca dati delle indagini e dei rinvii a giudizio in materia di corruzione, compresa la corruzione ad alto livello.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ La relazione presentata dal collega McAllister cita molte questioni importanti e tocca temi assolutamente condivisibili, quali la condizione del sistema giudiziario, aggravato di cause arretrate e sottomesso a pressioni politiche; la corruzione, che è una piaga assolutamente persistente; la discriminazione delle categorie deboli come gli LGBTI e le minoranze linguistiche; la necessaria partecipazione della società civile e dell'opposizione al processo politico e anche all'integrazione; l’esistenza di una retorica ancora troppo militarista. Pur avendo apprezzato l’approccio realista del rapporto non posso passare sopra al tema delle relazioni con la Russia: la richiesta fatta alla Serbia di allontanarsi da Mosca, invitando Belgrado ad allineare la sua politica estera a quella dell'Unione, quando neppure tra gli Stati membri si registra oggi alcuna omogeneità di azione esterna, mi ha portato ad astenermi sul voto finale. Mosca rimane e dovrà tornare a essere un interlocutore imprescindibile per l'Unione, non capisco perché ci si ostini a vedere ostacoli e a non rilanciare un dialogo politico serio e franco.

  Alberto Cirio (PPE), per iscritto. ‒ I Balcani, nella storia recente del nostro continente, sono sempre stati una zona molto problematica. Tuttora, vuoi per gli strascichi di cinquant'anni di dittatura, vuoi per la guerra che ha martoriato alcuni dei paesi, ci sono problemi che si ripercuotono sulla nostra sicurezza. In questo quadro, bene fa l'Unione europea a stimolare processi di riforma che permettano ai paesi di avere istituzioni libere e funzionanti, sulle quali basare una società che si sviluppi e giunga velocemente al livello dei paesi limitrofi. E se un'apertura dei negoziati di adesione è la contropartita, ben vengano. Certo: chi non è pronto a entrare deve rimanere alla porta, ma chi si impegna e migliora la propria situazione, in particolare giudiziaria e democratica, è giusto che si sieda al tavolo con noi.

Ne è esempio la riforma dell'apparato giudiziario, la lotta contro la corruzione e la libertà di espressione e di stampa, anche se permangono ancora delle limitazioni alla piena attuazione delle riforme necessarie per essere in linea con le politiche dell'UE. Ho deciso di esprimere il mio voto favorevole affinché la Serbia continui il percorso di adesione che ha intrapreso implementando nella sua legislazione nazionale i valori europei e continui a lavorare per migliorare la cooperazione nella regione, in particolare con il Kosovo.

  Ignazio Corrao (EFDD), per iscritto. ‒ La relazione analizza con coerenza e approccio realista la situazione serba, denunciando le lacune accanto ai miglioramenti registrati, specie per quanto riguarda:

il sistema Giudiziario, ancora esposto a pressioni politiche e gravato di cause arretrate; la corruzione; la discriminazione delle categorie deboli; la necessità di una maggior partecipazione della società civile e delle Opposizioni ai processi decisionali; le carenze sul rispetto della libertà di espressione e nei media; l'esigenza di dare corso giudiziario ai processi per crimini di guerra, così da garantire verità e risarcimenti alle famiglie delle vittime.

Aspetti meno condivisibili risultano essere invece: l'importanza riconosciuta al business ai fini della normalizzazione del vicinato nei Balcani e le facilitazioni alla privatizzazione che potrebbero inficiare il rilievo dato alle politiche sul lavoro.

La relazione è tendenzialmente positiva e l'orizzonte dell'adesione della Serbia e degli altri paesi balcanici rimane auspicabile, ma la richiesta fatta al paese di allontanarsi dalla Russia volendo evitare nuove manovre per marginalizzare Mosca che rimane e dovrà tornare ad essere un interlocutore imprescindibile per l'Unione, non può che portarmi a votare l'astensione.

  Edward Czesak (ECR), na piśmie. ‒ Procedowane sprawozdanie przedstawia zasadniczo w pozytywnym świetle postępy poczynione przez Serbię. Reforma administracji publicznej jest w toku, lecz administracja musi jeszcze zostać odpolityczniona. To samo dotyczy systemu sądowego. Nadal szerzy się korupcja, jednak wysiłki w celu jej zwalczania nie przyniosły jeszcze wymiernych wyników. W odniesieniu do kryteriów gospodarczych Serbia poczyniła postępy w rozwijaniu funkcjonującej gospodarki rynkowej. Poziom bezrobocia spadł poniżej 20%. Sektor prywatny jest jednak nadal niedostatecznie rozwinięty. W sprawozdaniu wezwano Serbię, by dostosowała swoją politykę zagraniczną i politykę bezpieczeństwa do polityki prowadzonej przez UE, w tym politykę wobec Rosji. W kwestii demokracji w sprawozdaniu wezwano do prowadzenia w większym zakresie konsultacji z zainteresowanymi podmiotami w sprawie procedur parlamentarnych, do poprawy kontroli parlamentarnej władzy ustawodawczej oraz do odpolitycznienia administracji publicznej. W sprawozdaniu również, podkreślono że nie należy osłabiać autonomii Wojwodiny oraz że należy poprawić sytuację mniejszości, w szczególności romskiej. Popieram dążenie Serbii do integracji z UE – mając powyższe na uwadze zagłosowałem ZA.

  Miriam Dalli (S&D), in writing. ‒ I supported this report, which welcomes the launch of negotiations with Serbia and focuses on the developments made in the accession process of Serbia to the EU last year. It must be noted that, while progress has been achieved last year in Serbia’s reform agenda as well as in the normalisation of relations with Kosovo, many pertinent issues remain unresolved. The deterioration of freedom of expression and media freedom, corruption and the lack of transparency in the funding of political parties and election campaigns remain key issues, but the protection of minorities also requires immediate attention. With the upcoming early elections it is crucial that Serbia further progresses with its EU agenda.

  Michel Dantin (PPE), par écrit. ‒ Dans cette proposition de résolution, les députés rappellent que l’élargissement demeure une politique essentielle de l’Union et l’attache de l’Union aux pays des Balkans. Les députés saluent les progrès accomplis dans la normalisation des relations entre la Serbie et le Kosovo, et notent que ces relations seraient facilitées si tous les États membres de l'Union reconnaissaient le Kosovo. Le Parlement européen encourage la Serbie à maintenir une dynamique positive et à intensifier les réformes législatives en matière de protection des groupes vulnérables (ex. les Roms), d’indépendance des institutions démocratiques et de la justice. Soutenant ces objectifs, j'ai voté en faveur de cette résolution.

  Rachida Dati (PPE), par écrit. – Le rapport de suivi de 2015 concernant la Serbie met en lumière les progrès accomplis par la Serbie dans le cadre des négociations d'adhésion à l'Union européenne. J'ai voté en faveur de ce texte qui encourage notamment la Serbie à poursuivre des réformes économiques ambitieuses, mais également à adopter une approche constructive vis-à-vis de la gestion de la crise migratoire. S'il est bon que les pays candidats entament les réformes nécessaires dans le but de se rapprocher des critères européens, je rappelle toutefois qu'il est indispensable que l'Union européenne fasse une pause durable dans sa politique d'élargissement.

  Isabella De Monte (S&D), per iscritto. ‒ La Serbia nell'ultimo anno ha compiuto numerosi progressi nei negoziati di adesione con l'Unione europea e realizzato importanti passi in avanti nella normalizzazione dei rapporti con Pristina. Nonostante tali risultati le autorità serbe devono ancora lavorare incisivamente sulla lotta alla corruzione e nel garantire a giudici, procuratori e media libertà e indipendenza dalle influenze politiche. Ho deciso di votare a favore di questa risoluzione per invitare la Serbia a proseguire il percorso di riforme intrapreso in campo giudiziario, nella lotta alla corruzione e alla criminalità organizzata.

  Marielle de Sarnez (ALDE), par écrit. ‒ Il faut saluer les progrès réalisés en 2015 dans la normalisation des relations entre la Serbie et le Kosovo. Désormais, Belgrade et Pristina doivent avancer dans l'exécution totale et en temps opportun des accords conclus. La Serbie doit ainsi poursuivre ses réformes, en veillant à ce que les travaux des juges et des procureurs, tout comme des médias, s’effectuent en toute indépendance, ne fassent l'objet d'aucune ingérence politique, et à intensifier ses efforts pour lutter contre la corruption et la criminalité organisée. En effet, d'après le rapport d'avancement 2015, deux ans après le lancement des négociations d'adhésion avec l'Union européenne, la Serbie n'est encore pas prête à assumer ses obligations d'État membre dans la plupart des domaines.

Il faut également rappeler que la Commission européenne s'est engagée en 2014, avec sagesse, à faire une pause dans l'élargissement pour consolider ce qui a été réalisé entre les 28. C’est pourquoi, en cohérence avec les engagements pris lors de la campagne des européennes, la délégation française du groupe de l’ADLE a choisi de s’abstenir sur le vote final.

  Andor Deli (PPE), írásban. ‒ David McAllister 2015-ös országjelentésével egy kiegyensúlyozott, reális, objektív dokumentumot fogadott el az Európai Parlament. Szerbia fontos lépéseket tett az elmúlt évben, amelyek eredményeként megnyíltak az első tárgyalási fejezetek. A jelentés kiemeli az eddig elért eredményeket a regionális együttműködés, illetve a migránsválság kezelése terén, de rámutat a hiányosságokra is, elsősorban jogállamiság, a szólás- és médiaszabadság, a korrupció és a szervezett bűnözés területén.

Szerbiában az elmúlt egy évben sok ígéretes törvény, akcióterv készült, amelyeknek implementációja kulcsfontosságú, és nem csak a tárgyalási fejezetnyitások miatt, hanem azért, hogy Szerbia polgárai mielőbb egy európai szintű jogállamiságot kapjanak. Ez pedig különösen fontos a nemzeti kisebbségi közösségeknek, köztük a vajdasági magyar közösségnek is. Ez a jelentés ebben igyekszik további ösztönzést és útmutatót adni a szerb kormányzatnak.

  Jean-Paul Denanot (S&D), par écrit. ‒ En tant que membre des amitiés UE—Balkans, je prends acte des éléments factuels qui figurent dans cette résolution concernant le processus d’adhésion de la Serbie à l’Union européenne, et particulièrement de l’état d’avancement des mesures préparatoires. Je me félicite d’un certain nombre d’éléments positifs, en particulier des efforts entrepris pour normaliser les relations avec le Kosovo et de l’approche constructive des autorités serbes au regard de la crise migratoire. Je rappelle que je suis très attentif aux aspects relevant des acquis démocratiques et de l’état de droit – le respect de la liberté de la presse, le respect des minorités, la lutte contre la corruption, la dépolitisation et la professionnalisation de l’administration sont des points centraux.

  Ангел Джамбазки (ECR), в писмена форма. ‒ В годишния доклад на Европейската комисия правилно е отчетено, че правната и институционалната рамка за гарантиране на основните права на малцинствата е въведена, но за съжаление законодателството остава на хартия и не се прилага. В постоянен контакт съм с българската общност в Сърбия, която се оплаква от силна дискриминация от местната власт – българските училища не се финансират, липсват образователни материали на български език, свободата на сдружение е ограничена. Като цяло хората живеят в страх да се нарекат българи.

Подкрепих резолюцията на Европейския парламент относно доклада за напредъка на Сърбия за 2015 г., защото в нея Европейския парламент призовава правителството на Сърбия да гарантира последователност в прилагането на правната рамка за защита на малцинствата на цялата територия на страната. Сърбия има още много какво да направи, за да гарантира, че всяко етническо малцинство може свободно да ползва езика си, да има достъп до образование, да участва в местната власт, да има медии и богослужения на малцинствения език.

Силно се надявам, че в процеса на интеграция на Сърбия с Европейския съюз, ситуацията на българската общност ще се подобри.

  Γεώργιος Επιτήδειος (NI), γραπτώς. ‒ Προτείνεται η καταψήφιση της έκθεσης προόδου της Σερβίας καθώς: α) επιβάλλει στη Σερβία την αλλαγή στάσης απέναντι στη Ρωσία, β) απαιτεί από τη Σερβία ισότιμες με το Κοσσυφοπέδιο προσπάθειες ομαλοποίησης της κατάστασης, γ) εξαρτά την πρόοδο των ενταξιακών διαπραγματεύσεων από την ομαλοποίηση των σχέσεων με το Κοσσυφοπέδιο και δ) επιβάλλουν στη Σερβία την απορρόφηση μεγάλου κύματος λαθρομεταναστών, οξύνοντας την ήδη βεβαρημένη κατάσταση στη Βαλκανική.

A jelentés kiemeli az eddig elért eredményeket a regionális együttműködés, illetve a migránsválság kezelése terén, de rámutat a hiányosságokra is, elsősorban a szólás- és médiaszabadság, jogállamiság, a korrupció és a szervezett bűnözés területén.

Szerbiában az elmúlt egy évben sok ígéretes törvény, akcióterv készült, amelyeknek implementációja kulcsfontosságú, és nemcsak a tárgyalási fejezetnyitások miatt, hanem azért, hogy Szerbia polgárai mielőbb egy európai szintű jogállamiságot kapjanak. Ez pedig különösen fontos a nemzeti kisebbségi közösségeknek, köztük a vajdasági magyar közösségnek is. Ez a jelentés ebben igyekszik további ösztönzést és útmutatót adni a szerb kormányzatnak.

  José Manuel Fernandes (PPE), por escrito. ‒ O Conselho Europeu decidiu dar início às negociações de adesão com a Sérvia que tem vindo a fazer progressos com vista à integração europeia, entre eles, medidas importantes a favor da normalização das relações com o Kosovo.

A Sérvia deu ainda início a um ambicioso programa de reformas e deve prosseguir de forma decisiva e direta as reformas sistémicas e socioeconómicas prestando uma atenção particular aos jovens aquando da aplicação das suas reformas.

Os progressos realizados pela Sérvia no ambiente empresarial, na redução do défice orçamental e no mercado de trabalho, nomeadamente em termos de direito laboral e política de emprego merecem uma referência bem como os progressos realizados nas reformas económicas, que melhoraram a situação orçamental do país. Votei favoravelmente o relatório.

  João Ferreira (GUE/NGL), por escrito. ‒ Este relatório surge no âmbito do processo de adesão da Sérvia à União Europeia. O relator aborda a aplicação das imposições que a UE faz à Sérvia em vertentes como o Estado de direito democrático, os direitos humanos, o respeito e proteção das minorias, a cooperação regional e relações de boa vizinhança, energia, ambiente e transportes. Elenca-se um conjunto de medidas que servem de condições para a adesão da Sérvia à UE: reformas no sistema judicial, reconhecimento por parte da Sérvia da existência do Kosovo, reformas laborais, privatizações, restruturação do sector público, proteção do investimento privado, reforma orçamental, imposições no âmbito do funcionamento das instituições, entre outras.

As grandes potências da NATO e da UE querem obrigar o povo sérvio a aceitar a violação da sua integridade territorial e da sua soberania com a aceitação do Kosovo como Estado.

O processo de adesão da Sérvia à UE soma-se a outros processos em curso e que demonstram como o semear de divisões étnicas, a agressão e o apoio à destruição da Jugoslávia tinham como propósito dominar economicamente os países que daí resultassem, os seus recursos naturais, explorar os seus trabalhadores e destruir as imensas conquistas sociais dos povos.   Monika Flašíková Beňová (S&D), písomne ‒ Vítam otvorenie a začatie prvých kapitol integračného procesu na konci minulého roka a očakávam, že nebudú žiadne problémy pri otvorení kapitol 23 a 24 počas rokovaní o rozšírení Európskej únie v tomto roku, nakoľko Srbsko je významný a dôležitý partner pre Európsku úniu na západnom Balkáne. Je však potrebné zdôrazniť, že krajinu čaká ešte dlhá a náročná cesta a veľa práce. Netreba zabúdať na problémy, akými bezpochyby sú sloboda médií, zhoršujúce sa podmienky v oblasti slobody vyjadrovania, nedostatok transparentnosti vo financovaní politických strán a volebných kampaní a nedostatočné kroky a predpisy na ochranu národnostných menšín.

  Doru-Claudian Frunzulică (S&D), in writing. ‒ I believe we need to be aware that a lot of work lies ahead for Serbia: improvements are very much needed with regards to rights, freedoms and the security of minorities, the freedom of the media , the lack of transparency in funding of political parties, the equal representation of men and women.

I believe that, in our talks with Serbia, we must keep our European priorities and values clear in our minds: the goal of achieving stability in the region is important but we cannot forfeit our support and defence of the exercise of democratic liberties in the Balkans.

I expect the Serbian government to refrain from anti EU rhetoric and to stop manipulating public opinion through pressure, censure and the government's massive propaganda machine.

I support this process but at the same time I believe that we must take a clear political position. It is about time for us to show that no State that wishes to join the EU can avoid putting fundamental democratic values into place and can show no interest in the values that Europe represents.

Szerbia fontos lépéseket tett az elmúlt évben, amelyek eredményeként megnyíltak az első tárgyalási fejezetek. A jelentés kiemeli az eddig elért eredményeket a regionális együttműködés illetve a migránsválság kezelése terén, de rámutat a hiányosságokra is, elsősorban a szólás- és médiaszabadság, jogállamiság, a korrupció és a szervezett bűnözés területén.

Concordo anch'io con i passaggi del testo adottato in cui si sottolineano i passi avanti compiuti. Vorrei esprimermi, in particolare in qualità di membro della commissione JURI, sulla situazione del settore giudiziario, che è stato oggetto di riforme che sarà cruciale continuare a implementare per poter cosi garantire che la Serbia si adegui ai principi dello Stato di diritto e di buon funzionamento della giustizia, con particolare riferimento alla formazione giudiziaria.

  Elena Gentile (S&D), per iscritto. ‒ Ho votato a favore della risoluzione del Parlamento europeo, presentata a seguito di dichiarazioni del Consiglio europeo e della Commissione a norma dell'articolo 123, paragrafo 2, del regolamento, sulla relazione 2015 sui progressi compiuti dalla Serbia.

Ritengo, infatti, degni di apprezzamento gli sforzi compiuti nella stabilizzazione del paese e l'impegno volto a procedere sulla strada dell'integrazione europea e della normalizzazione delle relazioni con il Kosovo. A questo punto del cammino verso una piena partecipazione della Serbia ai processi europei, è necessario aiutare il paese a rafforzare la governance economica, lo Stato di diritto e il sistema amministrativo statale. Una dimostrazione di volontà nel perseguire su questa strada è sicuramente sostenuta dai progressi realizzati nel campo imprenditoriale, nel mercato del lavoro e nelle politiche di sostegno all'occupazione che stano incominciando a dare buoni frutti.

Tuttavia, permangono diversi aspetti della vita politica e sociale del paese che sono ancora preoccupanti, come ad esempio la mancanza di progressi sulla libertà di espressione dei media e carenze nel rispetto dei diritti umani e delle minoranze. Condivido pertanto l'invito rivolto alle autorità serbe ad attuare misure concrete per affrontare tali criticità e promuovere una piena attuazione dei valori europei.

  Tania González Peñas (GUE/NGL), por escrito. ‒ Nos abstenemos en esta votación entendiendo que el párrafo de esta Resolución concerniente a Kosovo: 1) contraviene la legislación internacional ya que, si bien Corte Internacional de Justicia concluyó que la declaración unilateral de independencia de Kosovo no violó el derecho internacional ni la Resolución 1244 del Consejo de Seguridad de las Naciones Unidas, y que el proceso de estatalización de Kosovo es irreversible, el dictamen tampoco implica que la exprovincia tenga un derecho fundado a ser reconocida por terceros; 2) no solo no aporta nada a la necesaria resolución política del conflicto, sino que además interfiere en las relaciones entre Rusia y Serbia y lastra el debido abordaje de acciones conducentes a una estabilización real y duradera de la zona. Además, rechazamos la naturaleza y orientación de las medidas económicas implícitas y explícitas en la propuesta de Resolución.

Επίσης, διαφωνούμε και στην προσπάθεια για επιβολή οικονομικών μοντέλων που αποδεδειγμένα έχουν επηρεάσει σε τόσο αρνητικό βαθμό τους λαούς της Ευρώπης.   Marian Harkin (ALDE), in writing. ‒ I supported this resolution regarding the Commission’s 2015 report on accession negotiations with Serbia and its progress towards European integration. The progress report on Serbia focuses on the rule of law, democracy, human rights, respect for minorities, regional cooperation and energy, the environment and transport. While Serbia has made a lot of ambitious reforms and opened chapters on financial control and normalisation of relations between Serbia and Kosovo, which in particular is an important condition for Serbia’s accession to the EU, there are areas which must still be improved. Although steps have been taken to form an independent judiciary, political interference remains high. The issue of corruption and organised crime also remains worrying. Progress has been made with a whistleblower protection law but corruption, including at the highest levels, must be pursued and an action plan for an anti-corruption strategy fully implemented. Hopefully these issues will be addressed in the submitted action plan for a Chapter on Judiciary and fundamental rights. Finally, regarding freedom of expression and the media, no progress has been made on this democratic cornerstone. Continuous political pressure undermines media independence, with journalists threatened and intimidated. This is a crucial outstanding issue and must be rectified for Serbia to progress.

  Hans-Olaf Henkel (ECR), schriftlich. ‒ Anhand dieser Entschließung nimmt das Europaparlament eine Stellungnahme zum Kommissionbericht vor, in dem die Kommission Fortschritte Serbiens bei der europäischen Integration dargelegt hat. Die Entschließung begrüßt die bisher erreichten Fortschritte Serbiens, wie unter anderem Verbesserung des Geschäftsumfelds oder Senkung des Haushaltsdefizits. Gleichzeitig stellt sie fest, dass Korruption und organisierte Kriminalität in der Region weit verbreitet sind, was auch der demokratischen, sozialen und wirtschaftlichen Entwicklung Serbiens im Wege steht. Generell handelt es sich um eine gute und ausbalancierte Stellungnahme, die ich als solche zur Kenntnis genommen habe.

Ich kann mich jedoch nicht mit der Tatsache identifizieren, dass angesichts aktueller Probleme neue Beitrittskapitel eröffnet und weitere Beitrittsverhandlungen geführt werden. Die EU-Spitzen kennen seit langem nur eine Antwort: immer mehr und immer größeres Europa. In der Situation, wenn sich die strukturellen Mängel der Eurozone weiterhin vertiefen und Großbritannien über einen EU-Austritt nachdenkt, ist es unserseits höchst unehrlich, Serbien eine Beitrittsperspektive zu geben. Die EU muss erst ihre Probleme lösen können, d. h. muss sich erst reformieren, damit eine EU-Erweiterung in Frage kommen kann.

Von diesem Gesichtspunkt konnte ich die genannte Parlamentsentschließung nicht unterstützen und habe mich bei der Abstimmung enthalten.

Pozdravljam otvaranje pregovora i poglavlja 32. (financijski nadzor) i 35. (ostala pitanja – točka I.: postupak normalizacije odnosa s Kosovom) na međuvladinoj konferenciji u Bruxellesu 14. prosinca 2015. i predanost koju Srbija neprekidno pokazuje prema procesu europskih integracija; napredak Srbije kad je riječ o poslovnom okruženju, smanjenju proračunskog deficita i tržištu rada; napredak gospodarskih reformi; konstruktivan pristup migrantskoj krizi; postignut napredak u području pravosuđa; bolja suradnja vlade i civilnog društva; usvajanje sveobuhvatnog akcijskog plana za reformu javne uprave; predanost Srbije sastavljanju posebnog akcijskog plana za nacionalne manjine, koji će omogućiti daljnji napredak; angažman Srbije u izgradnji dobrosusjedskih odnosa s Kosovom; nastavak suradnje s državama u susjedstvu, poboljšanje bilateralnih odnosa i mirno rješavanje sporova.

S druge strane, postoji problem s otvaranjem pregovaračkog poglavlja 23. i 24., zatim slabog napretka u poboljšanju stanja u vezi sa slobodom govora i medija, korupcija i organizirani kriminal su još uvijek rasprostranjeni. Postoji problem usvajanja pravne stečevine u području prometne i energetske infrastrukture, provedbe zakonodavstva o otpadu, stvaranja pravnog okvira za sudjelovanje u EGTS-u.

  Jean-François Jalkh (ENF), par écrit. ‒ La Serbie est un pays diminué de sept millions d'habitants, suite au démantèlement de la Yougoslavie dans les années 1990. Que ce soit en Bosnie, au Kosovo ou au Monténégro, les Serbes se retrouvent victimes d'une nouvelle carte de l'Europe. Cependant, la seule perspective, par défaut, de cette puissance régionale est l'intégration européenne par laquelle elle espère retrouver son rang. Poursuivant l'objectif d'intégrer l'Union à l'horizon 2020, le pays fait l'objet d'un suivi particulier de la Commission européenne. Celui-ci se focalise sur des critères économiques considérés comme l'alpha et l'oméga de l'avenir du pays. Or, nous constatons que l'intégration de la Croatie dans l'Union il y a deux ans et demi est une catastrophe pour son économie. La question du Kosovo, dont la Serbie devra reconnaître l'indépendance pour entrer dans l'Union, est un blocage insurmontable qu'élude le rapport.

J'ai donc voté contre ce texte.

The system of annual reports on the progress of candidate and potential candidate countries towards alignment with the acquis communautaire is part of this process. As such I voted against.   Bernd Kölmel (ECR), schriftlich. ‒ Anhand dieser Entschließung legt das Europaparlament eine Stellungnahme zum Kommissionbericht vor, in dem die Kommission Fortschritte Serbiens bei der europäischen Integration dargelegt hat. Die Entschließung begrüßt die bisher erreichten Fortschritte Serbiens. Dazu gehören anderem die Verbesserung des Geschäftsumfelds und die Senkung des Haushaltsdefizits. Gleichzeitig stellt die Entschließung fest, dass Korruption und organisierte Kriminalität in der Region weit verbreitet sind, was auch der demokratischen, sozialen und wirtschaftlichen Entwicklung Serbiens im Wege steht. Generell handelt es sich um eine gute und ausbalancierte Stellungnahme, die ich als solche entsprechend zur Kenntnis genommen habe.

Ich kann mich jedoch nicht mit der Tatsache identifizieren, dass angesichts der aktuellen, großen Herausforderungen in der EU neue Beitrittskapitel eröffnet und weitere Beitrittsverhandlungen geführt werden sollen. Die EU muss sich erst reformieren und dabei ihre strukturellen Probleme lösen, bevor eine EU-Erweiterung in Frage kommen kann.

Aus diesem Grund konnte ich die genannte Parlamentsentschließung nicht unterstützen und ich habe mich bei der Abstimmung enthalten.

  Ádám Kósa (PPE), írásban. ‒ A Szerbiáról szóló 2015. évi eredményjelentés üdvözli, hogy Szerbia továbbra is elkötelezett az európai integrációs folyamat mellett, és jelentős előrelépéseket tett ebben az irányban. A dokumentum hangsúlyozza, hogy a jogállamiság megteremtése nélkül komoly és fenntartható haladás nem képzelhető el. Megállapítja, hogy a Vajdaság kulturális sokszínűsége hozzájárul Szerbia identitásához. Továbbá felhívja a szerb hatóságokat, hogy biztosítsák a kisebbségek védelméről szóló jogszabályok egész országban való következetes végrehajtását, többek között az oktatás, a nyelvhasználat, a közigazgatásban való képviselet, valamint a média és az egyházi szolgálatok kisebbségi nyelveken való hozzáférhetősége terén. Tekintettel arra, hogy Szerbia a magyar nemzet-, szomszédság-, és biztonságpolitika homlokterében áll, valamint a vajdasági magyarság érdekeinek védelmében szavazatommal támogattam a jelentést.

  Илхан Кючюк (ALDE), в писмена форма. ‒ Подкрепям доклада, защото е безспорен факт, че Сърбия е поела по пътя на реформите и европейската интеграция. Трябва да поздравим страната за отварянето на преговорите по присъединителни глави 32 (Финансов контрол) и 35 (Нормализиране на отношенията с Косово). Желанието на Сърбия да работи в тази посока е ясен знак за присъствието на политическа воля за промени и развитие.

През изминалата година Сърбия се прояви и като важен партньор на Европейския съюз на Балканите по въпроса с миграционната криза. Правителството положи големи усилия, за да осигури убежище и закрила на много граждани от трети страни на нейна територия.

Разбира се, въпреки постигнатия прогрес Сърбия трябва да положи допълнителни усилия, за да се справи с проблемите във водещи политически спектри като защитата на малцинствата, върховенството на закона, борбата с корупцията и дискриминацията, както и насилието срещу ЛГБТИ лицата. Вярвам, че Европейският съюз може да окаже значителна техническа помощ на страната, за да се справи с тези предизвикателства.

Намирам за изключително важно сръбското правителство да приведе външната политика на страната в пълно съответствие с тази на Европейския съюз. Усилие в тази посока ще легитимира желанието на Сърбия да бъде част от европейското семейство.   Giovanni La Via (PPE), per iscritto. – Il Consiglio europeo, il 28 giugno 2013, ha deciso di avviare i negoziati di adesione con la Serbia. Quest'ultima, come ogni paese che aspiri a diventare membro dell'UE, deve essere giudicata in base alla sua capacità di soddisfare, attuare e rispettare la normativa europea. La relazione del 2015 sui progressi compiuti dalla Serbia mostra che sono stati compiuti notevoli passi in avanti nei confronti dell'integrazione europea. Abbiamo potuto attestare che sono stati fatti progressi per quanto riguarda il contesto imprenditoriale, la riduzione del deficit di bilancio e il mercato del lavoro, compresi il diritto del lavoro e la politica per l'occupazione. Giudico, altresì, soddisfacente l'impegno della Serbia nel processo di normalizzazione delle relazioni con il Kosovo. Un aspetto degno di nota è dato dall'elaborazione di un quadro giuridico e istituzionale adeguato per la tutela dei diritti umani e delle libertà fondamentali, seppure dei progressi siano ancora necessari per ciò che concerne la lotta alla criminalità organizzata, l'indipendenza del sistema giudiziario e dei mezzi d'informazione. In definitiva, riconoscendo l'impegno profuso dalla Serbia, ho deciso di votare a favore della proposta di risoluzione.

  Marine Le Pen (ENF), par écrit. ‒ J’ai voté contre la résolution sur le rapport de progrès de la Serbie, ce texte étant un condensé d’arrogance de l’Union européenne à l’égard de la Serbie. Le texte, comme la plupart des amendements déposés par les groupes politiques traditionnels d’ailleurs, fait preuve d’ingérence dans les affaires intérieures et extérieures d’un Etat souverain.

  Bernd Lucke (ECR), schriftlich. ‒ Anhand dieser Entschließung nimmt das Europaparlament eine Stellungnahmen zum Kommissionbericht vor, in dem die Kommission Fortschritte Serbiens bei der europäischen Integration dargelegt hat. Die Entschließung begrüßt die bisher erreichten Fortschritte Serbiens, wie unter anderem Verbesserung des Geschäftsumfelds oder Senkung des Haushaltsdefizits. Gleichzeitig stellt sie fest, dass Korruption und organisierte Kriminalität in der Region weit verbreitet sind, was auch der demokratischen, sozialen und wirtschaftlichen Entwicklung Serbiens im Wege steht. Generell handelt es sich um eine gute und ausbalancierte Stellungnahme, die ich als solche zur Kenntnis genommen habe.

Ich kann mich jedoch nicht mit der Tatsache identifizieren, dass angesichts aktueller Probleme neue Beitrittskapitel eröffnet und weitere Beitrittsverhandlungen geführt werden. EU-Spitzen kennen seit langem nur eine Antwort: immer mehr und immer größeres Europa. In der Situation, wenn sich die strukturellen Mängel der Eurozone weiterhin vertiefen und Großbritannien über einen EU-Austritt nachdenkt, ist es unserseits höchst unehrlich, Serbien eine Beitrittsperspektive zu geben. Die EU muss erst ihre Probleme lösen können, d. h. muss sich erst reformieren, damit eine EU-Erweiterung in Frage kommen kann.

Von diesem Gesichtspunkt konnte ich die genannte Parlamentsentschließung nicht unterstützen und habe mich bei der Abstimmung enthalten.

Nesouhlasím s tím, abychom Srbsku vnucovali evropskou politiku a vměšovali se do jeho zahraničně-politických záležitostí (vojenské cvičení s Ruskem) nebo abychom velebili pořádání pochodu hrdosti gayů.   Ivana Maletić (PPE), napisan. ‒ U izvješću Komisije ističe se važnost napretka Srbije u pridruživanju EU-u, naročito u rješavanju pitanja izbjegličke krize. Srbija je u napravila određene korake prema otvaranju prvih poglavlja za pristupanje EU-u, ali stanje još uvijek nije zadovoljavajuće, posebno u pogledu ostvarivanja svih zajamčenih prava nacionalnih manjina, posebno Hrvata, povrata kulturnih dobara i otkrivanja sudbine nestalih osoba iz Domovinskog rata.

Nadalje, potrebne su reforme sudstva i pojačana borba protiv korupcije i organiziranog kriminala te osnaživanje slobode kretanja i neovisnosti medija. Poseban naglasak izvješća je stavljen na potrebu konstruktivnih sporazuma i razgovora s Kosovom. Podržala sam izvješće Komisije jer u proces pridruživanja EU-u Srbija mora provesti reforme koje će demokratizirati društvo i doprinijeti normaliziranju odnosa s Hrvatskom i drugim državama članicama Europske unije.

  Vladimír Maňka (S&D), písomne Srbsko ako samostatná krajina patrí k najmladším štátom v Európe. Vzniklo v roku 2006 po odčlenení Čiernej Hory.

Srbsko sa usiluje o vstup do EÚ, formálne rokovania začali v roku 2014. Postavenie Srbska komplikovala situácia spojená s vyhlásením bývalej provincie Kosovo za samostatný štát, čo Srbsko neuznalo. Postupne však dochádza k normalizácii vzťahov, v roku 2015 došlo k finalizácii bilaterálnych dohôd medzi týmito subjektmi.

Srbsko ako kandidátska krajina Európskej únie musí splniť všetky stanovené podmienky pre európsku integráciu, k čomu jej zo strany Únie poskytneme potrebnú pomoc.

  Marian-Jean Marinescu (PPE), în scris. – Am votat pentru Rezoluția Parlamentului referitoare la raportul pe 2015 privind Serbia. Începând de anul trecut, Serbia a făcut pași concreți pentru completarea unei bune părți a acquis-ului comunitar. Comisia a înaintat Serbiei un set cerințe clare cu privire la necesitatea consolidării guvernanței economice, a statului de drept și a capacităților administrației publice. Serbia a demonstrat că poate fi un motor socioeconomic în Balcanii de Vest: a redus deficitul bugetar, a ameliorat politica ocupării forței de muncă și climatul pentru investiții. Rămân de pregătit negocierile privind sistemul judiciar, drepturile fundamentale, justiția, libertatea și securitatea.

Serbia trebuie să adopte măsuri suplimentare pentru implementarea cadrului legal pentru protecția minorităților, în special în domeniul educației, religiei și al culturii. Este important să se clarifice statutul juridic al Consiliilor Naționale ale Minorităților. Toate minoritățile trebuie să fie reprezentate în Parlamentul sârb pentru a spori implicarea efectivă a reprezentanților minorităților în procesul decizional. Serbia trebuie să dea acces minorităților naționale în administrația publică și în organismele reprezentative la nivel local, regional și național, să respecte și să promoveze intens tratamentul nediscriminatoriu al acestora. Sper ca minoritatea românească să se bucure în viitorul apropiat de acest proces al alinierii juridice a Serbiei la standardele europene.

  Dominique Martin (ENF), par écrit. ‒ J’ai voté contre ce rapport. L’Union européenne, bouffie d’arrogance, se donne le droit de surveiller la situation en Serbie et se permet de la juger. Comme c’est toujours le cas dans ses rapports, l’Union s’ingère dans les affaires serbes en donnant des "conseils". Elle va même jusqu’à porter atteinte à la culture du pays en se permettant d’imposer à la Serbie des idées sur la famille et la sexualité qui ne regardent que le peuple serbe !

Ahora, es necesario que Belgrado prosiga con las reformas para garantizar la independencia de jueces y fiscales y medios de comunicación y que intensifique la batalla contra la corrupción y las redes criminales.

  Georg Mayer (ENF), schriftlich. ‒ Der Kosovo ist und bleibt eine Provinz im Herzen Serbiens. Die serbische Bevölkerungsmehrheit wurde erst durch gezielte Infiltrierung zur Minderheit. Wenn wir die nun vorherrschende muslimische Mehrheit im Kosovo – welche neben Unterwanderung, durch Vertreibung und kriegerische Eroberung zustande kam - als legitimen Unabhängigkeitsgrund weiter anerkennen, dann werden wir schon bald viele andere Regionen mitten in Europa als Unabhängig akzeptieren müssen. Denn schon bald werden Muslime in vielen Teilen Europas die Mehrheit stellen.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ La résolution se félicite de l'ouverture des chapitres de négociations d'adhésion et du programme économique "ambitieux" que la Serbie a dû mettre en place pour montrer patte blanche. "Règle d'or", privatisation des entreprises publiques et limitation des aides publiques : partout les mêmes politiques néolibérales aux mêmes effets désastreux pour les peuples. La Serbie est une pièce maîtresse de l'annexion économique de l'Europe de Merkel, notamment via le "processus de Berlin" qui doit assurer un corridor d'infrastructures de transport pour approfondir le dumping social européen. L'apprenti bon élève n'est pas au bout de ses peines, notamment quand l'UE lui demandera en plus de reconnaître l'indépendance du Kosovo (contre la position même de l'ONU). Depuis la guerre, l'UE a pris le relai de l'OTAN pour juger les "performances" du pays en matière de bon respect de sa ligne en affaires étrangères. Comprendre : cesser toute relation avec la Russie et développer la coopération avec l'OTAN. Bref après le dépeçage, la capitulation sans condition. Pour ces raisons, je vote Contre

  Joëlle Mélin (ENF), par écrit. ‒ La Serbie est un pays amoindri de sept millions d'habitants, à la suite des conflits dans les années 1990. Où qu'ils soient citoyens désormais, les Serbes se retrouvent victimes d'une nouvelle carte de l'Europe. Pourtant, la seule perspective, par défaut, de cette puissance régionale est l'intégration européenne par laquelle elle espère retrouver un rang digne d'elle—même. Le pays fait l'objet d'un suivi particulier de la Commission européenne alors qu'il poursuit l'objectif d'intégrer l'Union à l'horizon 2020. Celui-ci se focalise sur des critères économiques considérés comme l'alpha et l'oméga de l'avenir du pays. Or, je constate que lorsque la Croatie a intégré l'Union, voici deux ans et demi, cela a été une catastrophe pour son économie. Enfin, la question du Kosovo, dont la Serbie devra reconnaître l'indépendance pour entrer dans l'Union, est un blocage insurmontable qu'élude le rapport.

J'ai donc voté contre ce texte.

A UE deve continuar a fomentar a sua política de apaziguamento no que diz respeito às relações entre a Sérvia e o Kosovo.

É importante que a Sérvia prossiga o seu programa de reformas e que continue a ser um importante parceiro da UE nos Balcãs.

  Louis Michel (ALDE), schriftelijk. – In 2003 heeft de Europese Raad de toetreding van de landen van de westelijke Balkan in het vooruitzicht gesteld. Tien jaar later heeft diezelfde Europese Raad de onderhandelingen voor toetreding van Servië effectief geopend. In het jaarlijkse voortgangsverslag wordt door het Parlement de balans opgemaakt van de vorderingen die de kandidaat-lidstaat maakt.

Belangrijk is de vaststelling dat Servië al gestart is met de voorbereiding van actieplannen voor de hervormingen die dienen te worden doorgevoerd op het gebied van justitie, de rechterlijke macht en veiligheid. Het is dus aangewezen om die betreffende hoofdstukken in 2016 te openen maar op hetzelfde moment ook aan te dringen op het respecteren van fundamentele vrijheden zoals de persvrijheid.

Het begrotingstekort is teruggedrongen en er is vooruitgang geboekt inzake de organisatie van de arbeidsmarkt, al moet gezegd dat er nog belangrijke inspanningen moeten worden geleverd om het investerings- en ondernemingsklimaat in Servië te verbeteren. Afvalverwerking in Servië blijft een heikel punt en daarom is het aan te bevelen dat Servië de duizenden illegale stortplaatsen saneert en effectief werkt maakt van een duurzaam afvalbeleid.

Het toetreden van Servië hangt ook af van de betrekkingen met Kosovo. Het is hoopvol dat er belangrijke stappen gezet zijn ter normalisering van die betrekkingen.

  Miroslav Mikolášik (PPE), písomne Srbsko má pohnutú históriu, ktorá vývoj krajiny veľmi ovplyvnila. Keďže si Srbsko dalo za cieľ vstup do Európskej únie, musí nielen vláda, ale aj obyvateľstvo, každá generácia vyvinúť úsilie, aby ako štát dosiahli stanovené kritériá. Táto cesta nie je jednoduchá, čo vie každý štát, ktorý prechádzal obdobím vedúcim k pristúpeniu k EÚ. Za ostatný čas však Srbsko spravilo veľký posun vpred k európskej integrácii, a to vo viacerých oblastiach. Osobitne oceňujem pokrok v oblasti podnikania, a to aj prostredníctvom vhodných právnych predpisov. Zlepšením podnikateľského prostredia by bolo možné dosiahnuť zníženie regionálnych rozdielov, ktoré sú v Srbsku realitou. Hospodárske reformy budú pre Srbsko podstatné aj v budúcnosti, ale čakajú ho aj ďalšie kroky, a to najmä v oblasti právneho štátu a demokracie.

  Csaba Molnár (S&D), írásban. ‒ Szerbia benyújtotta európai uniós tagságra irányuló kérelmét, az Európai Tanács pedig 2013. június 28-i ülésén úgy döntött, hogy megkezdi a csatlakozási tárgyalásokat Szerbiával. A Bizottság 2015. november 10-én tette közzé Szerbiáról szóló 2015. évi jelentését, amelyben beszámolt a Szerbia által az európai integráció területén elért előrelépésekről és értékelte az ország koppenhágai kritériumoknak, valamint a stabilizációs és társulási folyamat feltételrendszerének való megfelelésre irányuló erőfeszítéseit.

A Külügyi Bizottság állásfoglalásra irányuló tervezete azt javasolja, hogy a Parlament üdvözölje a tárgyalások megkezdését, a Szerbia által a csatlakozási tárgyalások tényleges megkezdése érdekében tett előkészületeket, a különböző területeken Szerbia által elért eredményeket. Javasolja továbbá, hogy a Parlament hívja föl a figyelmet a jogállamiság, a demokrácia, az emberi jogok, a kisebbségek tiszteletben tartása és védelme, a regionális együttműködés és jószomszédi kapcsolatok, valamint az energia, a környezetvédelem és a közlekedés területén teendő további erőfeszítésekre. Az indítványt támogattam.

  Cláudia Monteiro de Aguiar (PPE), por escrito. ‒ A Sérvia, assim como todos os países que ambicionam aderir à UE, devem ser avaliados em função do seu próprio mérito quanto ao cumprimento, à aplicação e ao respeito do mesmo conjunto de critérios e que a dedicação desses países às reformas necessárias e a qualidade destas determinam o calendário da adesão.

É de salientar o empenho contínuo do Governo sérvio no processo de integração europeia, ao início de um ambicioso programa de reformas progressos, abrangendo o ambiente empresarial, a redução do défice orçamental e no mercado de trabalho.

Destaco a adoção de medidas importantes da Sérvia a favor da normalização das relações com o Kosovo, que conduziram ao primeiro acordo sobre os princípios que governam a normalização das relações, em 2013 e que, em 2015, foram alcançados quatro acordos importantes.

Considero importante que a Sérvia melhore o seu sistema judicial, que o torne independente e imparcial; reforce a luta contra a corrupção e o crime organizado e que alargue a proteção dos direitos humanos e das liberdades fundamentais aos grupos mais vulneráveis, nomeadamente ao que respeita à não discriminação das pessoas com deficiência, os portadores de VIH/SIDA e as pessoas LGBTI.

  Sophie Montel (ENF), par écrit. – Ce rapport est relatif au suivi 2015 sur la Serbie. Cependant, il s’agit d’un alignement d’atteintes à sa souveraineté par le biais d’ingérences manifestes. Ce rapport est donc un condensé d’arrogance communautaire à l’égard de la Serbie. J’ai donc décidé de voter contre ce texte.

  Nadine Morano (PPE), par écrit. ‒ Je me suis abstenue lors du vote sur ce rapport de suivi concernant la Serbie. En effet, bien que je sois favorable aux mentions qui y sont faites des progrès réalisés par la Serbie dans de nombreux domaines et en particulier dans celui de la normalisation de ses relations avec le Kosovo, ce texte contient des dispositions de nature à entretenir l’escalade stérile des sanctions entre l’Union européenne et la Russie, ce que je combats régulièrement au Parlement européen.

  Victor Negrescu (S&D), in writing. ‒ In 2015 the report on Serbia notes its efforts to comply with the Copenhagen criteria and the conditionality of the Stabilisation and Association Process towards European integration. I have voted for this motion for a resolution that welcomes the opening of negotiations on financial control at the Intergovernmental Conference that took place in Brussels on the 14th of December 2015. This new report highlights Serbia’s progress and areas that need improving on the rule of law, democracy, human rights, respect for and protection of minorities, regional cooperation and good neighbourly relations, energy, the environment and transport.

  Dan Nica (S&D), în scris. ‒ Am votat pentru raportul pe 2015 privind progresele înregistrate de Serbia. Serbia, în calitate de parte contractantă la Comunitatea Energiei, ar trebui să rămână activă în cadrul instituțiilor Comunității Energiei și să continue să pună în aplicare acquis-ul pentru a construi sisteme de energie sustenabile și sigure. Autoritățile ar trebui să demareze transpunerea în practică a obiectivelor stabilite în strategia de dezvoltare a sectorului energiei, deoarece nu există nicio investiție semnificativă în sectorul energiei regenerabile.

Încurajam Serbia să dezvolte concurența pe piața gazelor naturale și să adopte măsuri pentru a îmbunătăți alinierea la acquis în domeniile energiilor regenerabile și al eficienței energetice. Comisia ar trebui sa joace un rol mai important in sprijinirea guvernului sârb in vederea reducerii dependenței țării față de importurile de energie și diversificarea aprovizionării cu gaze a Serbiei. Atragem atentia asupra pachetului IPA II 2015 care include un program de 155 de milioane EUR pentru contribuția la finanțarea proiectelor majore de infrastructură regională în sectoarele energiei și transporturilor din Balcanii de Vest. De asemenea, încurajăm Serbia să se alinieze la angajamentele medii ale UE privind schimbările climatice și la acordul încheiat la Paris în cadrul COP 21.

  Franz Obermayr (ENF), schriftlich. ‒ Ich habe gegen den vorliegenden Bericht gestimmt, da er in wesentlichen Punkten die Autonomie Serbiens zugunsten einer Zunahme des Einflusses aus Brüssel reduziert. Serbien sollte das Recht zu einer eigenständigen Außenpolitik behalten und – über ein Mindestmaß hinaus – selbst darüber entscheiden können, ob und wenn ja in welchem Maß es sich für die Rechte bestimmter Minderheiten im eigenen Land einsetzen möchte.

  Rolandas Paksas (EFDD), raštu. – Sveikintina, kad Serbija pagaliau ėmėsi įgyvendinti plataus užmojo reformų darbotvarkę. Tai pirmas žingsnis, kad šalis žengia link ES ir yra pasirengusi įgyvendinti visus jai keliamus Europos integracijos proceso reikalavimus.

Pažymėtina, kad Serbija turi atitikti reikalavimus, kurie yra ne vien ekonominiai, bet ir politiniai. Visų pirma, šalis turi ryžtingai ir be užuolankų imtis sisteminių ir socialinių bei ekonominių reformų. Reikia stiprinti ekonomikos valdymą, teisinės valstybės principą ir viešojo administravimo gebėjimus, stiprinti regioninį bendradarbiavimą ir gerus kaimyninius santykius. Be to, reikia sudaryti geresnes investicijų sąlygas visoje Serbijoje ir mažinti ekonominius ir socialinius savo regionų skirtumus. Didesnis dėmesys turi būti skiriamas teisinės valstybės principo įgyvendinimui, teisminių institucijų pasitikėjimo stiprinimui ir tiesioginiam Serbijos ir Kosovo teisėsaugos institucijų ir ryšių palaikymo biurų Belgrade ir Prištinoje bendradarbiavimo stiprinimui.

  Margot Parker (EFDD), in writing. – UKIP voted against this non-legislative and non-binding report. UKIP is against the further expansion of the EU. The system of annual reports on the progress of candidate and potential candidate countries towards alignment with the acquis communautaire is part of this process. As such we voted against. However, we recognise the importance of information sharing for British policing and are supportive of such measures, with appropriate safeguards, on a bilateral basis.

  Aldo Patriciello (PPE), per iscritto. ‒ Il 28 giugno 2013 il Consiglio Europeo ha deciso di avviare i negoziati di adesione con la Serbia, paese che aspira a diventare membro dell'UE. Due anni dopo la Commissione ha riferito degli ottimi progressi compiuti dal Paese nei confronti dell'integrazione europea, avrei votato quindi positivamente dichiarando ammirazione e sostegno per tale Paese.

  Marijana Petir (PPE), napisan. ‒ Smatram kako je uspješan nastavak pristupnih pregovora Srbije s Europskom unijom od presudne važnosti ne samo za širu europsku zajednicu, nego i za cijelu regiju. Ovi pregovori značajno će pridonijeti stabilizacijskim procesima unutar jugoistočne Europe te pružiti ohrabrujući primjer susjednim zemljama kandidatima. Međutim, Srbija mora poštivati pravnu stečevinu Europske unije.

Osiguravanje prava nacionalnih manjina, a posebice njihovog prava na obrazovanje i medijske programe na materinjem jeziku, izuzetno je važno, stoga Srbija mora poduzeti konkretne korake u tom smjeru te poštivati prava Hrvata u Srbiji. Nadalje, od posebnog interesa za Hrvatsku su i pitanja sudske nadležnosti za ratne zločine počinjene tijekom Domovinskog rata kao i problem nestalih osoba te povrata kulturnih dobara i imovine.

Srbija u tom smislu nije postigla napredak. Uspješno rješavanje ovih pitanja bilo bi jasan pokazatelj da je Srbija spremna na integraciju s Europskom unijom te na dublju suradnju sa susjednim zemljama. Podržala sam izvješće o napretku Srbije za 2015. Godinu, jer ono ukazuje na važne probleme koje Srbija još mora riješiti na svom putu u EU-u, ali i u odnosima sa susjednim zemljama.

  Florian Philippot (ENF), par écrit. ‒ Ce rapport plein d'arrogance est écrit sous l'emprise de préjugés hostiles à l'égard de la Serbie. Il ne fait preuve d'aucune objectivité et appelle constamment à une ingérence extrême dans les affaires de ce pays. La constance de l'Union européenne à mener dans les Balkans des politiques stupides à en devenir catastrophiques ne se dément pas. Je vote donc contre ce texte.

  Pina Picierno (S&D), per iscritto. ‒ Nell'ottica del suo ingresso nell'Unione europea, la Serbia sta compiendo numerosi progressi per soddisfare i requisiti comunitari. Segnatamente, il paese ha compiuto importanti passi in avanti nel processo di normalizzazione dei rapporti con il Kosovo, condizione negoziale per l'adesione all'UE. Riconosciuto l'avanzamento della Serbia verso l'adesione all'UE, ho votato a favore di questa risoluzione perché è necessario che si continui a sostenere il paese indicandogli i settori in cui operare. Tale percorso comporta la realizzazione di riforme che liberino il sistema giudiziario dall'ingerenza politica, nonché un maggiore impegno nella lotta contro la corruzione, l'abuso di potere e la criminalità organizzata. Inoltre, il paese deve impegnarsi in un dialogo virtuoso con la società civile, la cui importanza è ribadita dall'invito della Commissione al governo serbo affinché conduca consultazioni pubbliche regolari che garantiscano piena trasparenza nei negoziati con l'UE. Persiste una certa preoccupazione riguardo al coinvolgimento del parlamento nelle consultazioni legislative, in quanto il ricorso alla procedura d'urgenza per l'adozione delle leggi è una prassi molto utilizzata che tuttavia non permette il pieno esercizio della democrazia. La Serbia ha pertanto bisogno di soddisfare ancora molti aspetti ed è importante che l'Unione favorisca il governo in questo processo.

  Tonino Picula (S&D), napisan. ‒ Zahvaljujem kolegi McAllisteru na konstruktivnom izvještaju o stanju stvari i napretku kojeg je Srbija ostvarila u protekloj godini. Poboljšan zakonodavni okvir kojeg treba slijediti učinkovita implementacija, sudjelovanje u mirovnim misijama, napredak na euro-integracijskom putu, samo su neki od njih.

U isto vrijeme, ovo izvješće obuhvaća velik dio sadržaja prošlogodišnjeg izvješća, što znači da je pred Srbijom još puno posla. Ugrožena sloboda medija, nedovoljno učinkovita borba protiv korupcije, napredak u vladavini prava, sudjelovanje oporbe u demokratskim procesima, poštivanje ljudskih prava i prava manjina, usklađivanje s vanjskom politikom EU-a dio su „to-doˮ liste kojima Srbija mora pristupiti bez odgode.

Otvaranje pregovora sa Srbijom označava početak „pozitivnog pritiskaˮ s ciljem ozbiljne transformacije velikog broja sektora u susjednoj državi. Kao što je naglašeno u izvješću, od iznimne važnosti u tom procesu je i konstruktivan doprinos odnosima sa susjedima i rješavanje preostalih bilateralnih pitanja poput: granične demarkacije, nestalih, sukcesije, prava manjina u Vojvodini i zakona o procesuiranju ratnih zločina. Rješavanjem problema iz prošlosti otvaramo prostor raspravi i suradnji na pitanjima, nadam se zajedničke, europske budućnosti.

  Joao Pimenta Lopes (GUE/NGL), por escrito. ‒ A presente proposta de resolução tece um amplo conjunto de considerandos sobre o processo de integração da Sérvia na UE. Bem para além da avaliação do processo, aponta um vasto conjunto de condicionalismos com vista à adesão, que confirmam a extensão da ingerência e perda de soberania impostos aos países e povos no processo de adesão à UE.

Destacamos as reformas no sistema judicial e político, reconhecimento por parte da Sérvia da existência do Kosovo, reformas laborais, privatizações, restruturação do sector público, proteção do investimento privado, reforma orçamental, imposições no âmbito do funcionamento das instituições, cooperação com o Tribunal Penal Internacional para a Ex-Jugoslávia.

Os sucessivos alargamentos têm permitido aos grandes grupos económico—financeiros o alargamento do mercado interno comunitário, permitindo o domínio de novas economias, criando novas oportunidades para a exploração de uma mão-de-obra qualificada e de baixo custo.

É inaceitável a postura senhorial com que são expostos os considerandos e as condições exigidas para satisfazer os preceitos referentes à integração do país, retirando aos povos o legítimo direito de decidir o seu futuro, onde se inscreve, a escolha livre e soberana da adesão à UE, mas também as estratégias de desenvolvimento económico e social.

Por estas razões votámos contra.

  Salvatore Domenico Pogliese (PPE), per iscritto. ‒ L'apertura dei primi capitoli negoziali nel processo di adesione della Serbia all'Unione europea sono stati accolti dal Parlamento europeo con favore. La Serbia ha compiuto passi importanti verso la normalizzazione delle relazioni con il Kosovo e ha saputo affrontare la crisi migratoria con grande capacità. Auspico che la Serbia prosegua le sue riforme sistematiche, in modo che il lavoro di giudici e pubblici ministeri, così come quello dei media, possa essere libero da influenze politiche e volto a intensificare gli sforzi per combattere la corruzione e la criminalità organizzata. Assim, concordo que a Sérvia deverá prosseguir de forma decisiva e direta as reformas sistémicas e socioeconómicas, dando continuidade ao trabalho preparatório que visa o efetivo início das negociações de adesão.

Congratulo o presente relatório em que são tecidas considerações essenciais para a evolução deste processo, nomeadamente no que diz respeito ao Estado de direito, democracia, direitos humanos, respeito e proteção das minorias, cooperação regional, relações de boa vizinhança, energia, ambiente e transportes.

Assim, votei favoravelmente o presente relatório por considerar que neste constam recomendações essenciais para o processo de integração europeia da Sérvia, mais especificamente no que diz respeito à aplicação rigorosa da legislação e das políticas necessárias para o alinhamento pelas normas da UE.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ El presente informe hace un análisis pormenorizado de los avances de las negociaciones para la adhesión a la UE de Serbia. Destaca la apertura de los capítulos sobre control financiero y el del proceso para normalizar las relaciones con Kosovo. Además, el informe destaca el compromiso de Serbia en el proceso de integración europea. A pesar de que el avance ha sido significativo, este documento pone de relieve que a Serbia le queda mucho trabajo por hacer: por un lado falta un compromiso mayor de Serbia con la libertad de prensa, además de que están empeorando las condiciones de libertad de expresión, y por otro lado falta un esfuerzo real para luchar contra la corrupción, ya que falta transparencia en la financiación de los partidos políticos y de las campañas electorales. Por último, el informe también invita a Serbia a hacer más esfuerzos para mejorar la situación de los romaníes y garantizar la aplicación coherente en todo el país de la legislación sobre la protección de las minorías.

Por ello he votado a favor de este informe.

J'ai, par contre, soutenu les efforts du pays à poursuivre ses réformes systématiques, à veiller à ce que les travaux des juges et des procureurs, tout comme des médias, ne fassent l'objet d'aucune ingérence politique, et à intensifier ses efforts pour lutter contre la corruption et la criminalité organisée.

  Bronis Ropė (Verts/ALE), raštu. ‒ Balsavau dėl šios rezoliucijos, nes labai svarbu stebėti Serbijos daromą pažangą reformų įgyvendinimo srityje. Ne mažiau svarbu - įvardinti Serbijos pasiekimus ir iš šalies įvertinti galimus iššūkius. Pranešimu taip pat raginama daugiau dėmesio Serbijoje skirti švariai energijai. Tuo pačiu Komisija raginama remti Serbijos vyriausybės pastangas sumažinti šalies priklausomybę nuo importuojamos energijos diversifikuojant Serbijos dujų tiekimą. Šie žingsniai yra svarbūs ne tik Serbijai, bet ir Europos Sąjungai tiek saugumo, tiek klimato kaitos kontekste.

  Fernando Ruas (PPE), por escrito. ‒ A UE tem vindo a reafirmar que as prioridades da União Europeia estão relacionadas com o crescimento e o emprego, a par com um investimento na paz, democracia, prosperidade, segurança e estabilidade em todo o continente, sendo o alargamento um processo que assume um carácter secundário nesta legislatura.

No entanto, as negociações de adesão da Sérvia à UE tiveram início em junho de 2013, tendo sido avaliados os progressos alcançados por este país com vista à sua integração europeia, designadamente, atenta a conformidade das suas reformas com os princípios do Estado de Direito.

Atendendo aos significativos e importantes progressos da Sérvia, é possível afirmar que as negociações rumam em sentido positivo. Merecem destaque o respeito e a proteção dos direitos humanos, nomeadamente, a sua postura face à crise dos migrantes, o pleno respeito demonstrado pela proteção dos grupos mais vulneráveis, bem como a aplicação efetiva da legislação europeia e ainda os esforços desenvolvidos por este país no que concerne à sua posição na cooperação regional e no estabelecimento de relações de boa vizinhança.

Assim, é com satisfação que verifico que a Sérvia tem adotado medidas que estão a permitir a aproximação à UE, pelo que votei favoravelmente este relatório.

  Tokia Saïfi (PPE), par écrit. ‒ J'ai voté en faveur de ce rapport de suivi concernant la Serbie pour l'année 2015. Tous les ans, le Parlement adopte un rapport au sujet des États candidats à l'adhésion à l'Union, dont la Serbie, pays candidat depuis 2010.

Il convient de souligner que la Serbie a une dynamique positive et s'est engagée dans de nombreuses réformes. J'ai soutenu ce texte car il rappelle néanmoins que la Serbie doit intensifier ses réformes législatives et veiller à leur mise en œuvre effective, notamment en ce qui concerne l'indépendance de la justice, la lutte contre la corruption et la criminalité organisée, ou encore la liberté d'expression et des médias.

Enfin, ce texte demande à la Serbie de poursuivre la normalisation de ses relations avec le Kosovo et de s'engager en faveur du renforcement de ses relations de bon voisinage, et de l'alignement progressif sur la PESC.

  Lola Sánchez Caldentey (GUE/NGL), por escrito. ‒ Nos abstenemos en esta votación entendiendo que el párrafo de esta Resolución concerniente a Kosovo: 1) contraviene la legislación internacional ya que, si bien Corte Internacional de Justicia concluyó que la declaración unilateral de independencia de Kosovo no violó el derecho internacional ni la Resolución 1244 del Consejo de Seguridad de las Naciones Unidas, y que el proceso de estatalización de Kosovo es irreversible, el dictamen tampoco implica que la exprovincia tenga un derecho fundado a ser reconocida por terceros; 2) no solo no aporta nada a la necesaria resolución política del conflicto, sino que además interfiere en las relaciones entre Rusia y Serbia y lastra el debido abordaje de acciones conducentes a una estabilización real y duradera de la zona. Además, rechazamos la naturaleza y orientación de las medidas económicas implícitas y explícitas en la propuesta de Resolución.

  Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ He votado en contra de la Resolución sobre el Informe de 2015 sobre Serbia, aunque contiene aspectos positivos como el reconocimiento de los pasos importantes dados por este país hacia la normalización de las relaciones con Kosovo o la importancia del respeto y la protección de las minorías que habitan en territorio serbio. Sin embargo, la Resolución se dirige principalmente a alentar el proceso de integración de Serbia en la UE, con todo lo que esto conlleva y que está recogido en la propia Resolución: la exigencia de reformas económicas estructurales (sabiendo que este eufemismo implica el recorte de los derechos sociales y laborales de las clases populares), la reestructuración de empresas públicas (privatizaciones), la corrección de los desequilibrios presupuestarios (recorte de gasto público), la protección de las inversiones extranjeras (proteger a las grandes corporaciones transnacionales), etc. Se trata de medidas y exigencias que considero muy negativas para las clases populares de cualquier país.

  Czesław Adam Siekierski (PPE), na piśmie. ‒ Serbia jest dla UE ważnym partnerem w regionie, dlatego też istotne są ustalenia i rozwój sytuacji w kontekście negocjacji akcesyjnych, jak i aktualna współpraca w takich kwestiach, jak chociażby kryzys migracyjny. Serbia uczyniła w ostatnim okresie ważne postępy, przyczyniając się w dalszym stopniu do pogłębienia pozytywnego wymiaru relacji z Unią.

Konieczne jest dalsze dążenie do wypełnienia kryteriów praworządności oraz zapewnienie odpowiedniej ochrony praw mniejszości. Wskazane jest, aby w tym zakresie podejmowano i realizowano nowe zobowiązania, gdyż takie podejście na obecnym etapie negocjacji pomoże w uniknięciu komplikacji i powstawania dodatkowych wymogów na etapach późniejszych.

Wprowadzane reformy nie służą jedynie sprostaniu formalnych wymogów stawianych przez UE wobec państw kandydujących, lecz przynoszą również konkretne korzyści dla społeczeństwa i gospodarki. Na podkreślenie zasługuje tu dążenie do realizacji zasad demokracji, co przejawia się między innymi w aktywności obywateli oraz obecności konstruktywnej opozycji czy też wolności mediów będących nieodłącznym składnikiem demokracji.

W przypadku Serbii warto również wskazać jej rolę na podkreślenie zasługuje również jej rola w stabilizacji regionu oraz jego rozwoju. Z tego powodu normalizacja sytuacji w Serbii oraz konstruktywny dialog z Kosowem stanowią podstawę dla opracowywania korzystnych i racjonalnych strategii gospodarczych i politycznych dla krajów sąsiednich, które są bliskimi sąsiadami i partnerami UE.

  Siôn Simon (S&D), in writing. ‒ This is still the initial stages of what is an incredibly long process, which I don’t suspect is going to be concluded for some time to come. It has been well documented that conditionality pressure from the EU has massive benefits for the development of democratic institutions and in the fight against corruption. But, of course this is not a linear process, and in a time of increasing populism around Europe, knock-backs will happen.

Indeed, this report adds to this pressure by drawing attention to problems in the country, such as media freedom, deteriorating conditions for freedom of expression, lack of transparency in the funding of political parties and election campaigns, and calls on Serbia to make further efforts to improve the situation of their political institutions.

  Davor Škrlec (Verts/ALE), napisan. ‒ Pozitivno sam glasao za ovo izvješće, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Monika Smolková (S&D), písomne ‒ Európska rada 28. júna 2013 rozhodla o začatí rokovaní so Srbskom o pristúpení do EÚ, pričom monitorovací proces tejto krajiny bol ukončený v marci 2015 a teraz Komisia predložila Európskemu parlamentu správu o pokroku Srbska za rok 2015. V nej sa konštatuje, že Srbsko urobilo významný krok v záujme normalizácie vzťahov s Kosovom, výrazný pokrok dosiahlo v oblasti podnikateľského prostredia, znižovania rozpočtového schodku a trhu práce vrátane pracovno-právnych predpisov a politiky zamestnanosti. Kľúčový význam pre Srbsko má zásada právneho štátu, nezávislé súdnictvo. Tu aj napriek určitému pokroku v prijímaní ustanovení o hodnotení sudcov a prokurátorov je miera ovplyvňovania naďalej vysoká, preto musí Srbsko vykonať národnú stratégiu reformy súdnictva, aby sudcovia a prokurátori neboli pod vplyvom politikov a vlády. Znepokojenie vyvoláva korupcia a organizovaná trestná činnosť, ktoré sú prekážkou brániacou demokratickému, sociálnemu a hospodárskemu rozvoju Srbska. V správe sa oceňuje konštruktívny prístup srbskej vlády k vzťahom so susednými krajinami, čo umožnilo dosiahnuť významný pokrok v prehlbovaní regionálnej spolupráce a v upevňovaní vzťahov s EÚ.

  Igor Šoltes (Verts/ALE), pisno. ‒ Predlog resolucije se nanaša na poročilo o Srbiji za leto 2015 s strani Komisije. V poročilu Komisija navaja napredek, ki ga je Srbija dosegla na področju evropskega približevanja, in ocenjuje njena prizadevanja za izpolnitev kopenhagenskih meril ter pogojev stabilizacijsko-pridružitvenega procesa.

Strinjam se, da je temeljito izvajanje zakonodaje in politik še vedno bistveni kazalnik uspešnega procesa vključevanja. Zato menim, da je pomembno, da srbski politični voditelji nadaljujejo z reformiranjem svoje zakonodaje, tako da bo ta usklajena s standardi EU. Predlog resolucije pozdravlja, da je Srbija napredovala na področju poslovnega okolja ter zmanjšanja proračunskega primanjkljaja na trgu dela.

Predlog resolucije pa prav tako vsebuje pomemben poudarek o izjemnem pomenu načela pravne države in neodvisnega sodstva. Izpostavljeni so še nekateri drugi predlogi, v katerih se zrcalijo nekatera najpomembnejša evropska načela. Kot take lahko omenim potrebo po izboljšanju postopka posvetovanja v parlamentu, ustrezno izvajanje pravnega in institucionalnega okvirja za varstvo človekovih pravic in temeljnih svoboščin, pomembnost vključevanja narodnih manjšin, konstruktiven pristop srbske vlade do odnosov s sosednjimi državami ter grajenje trajnostnih in zanesljivih energetskih sistemov.

Menim, da predlog resolucije predstavlja ustrezen odziv na omenjeno poročilo o Srbiji za leto 2015, zaradi česar sem na plenarnem zasedanju poročilo tudi podprl.

  Renato Soru (S&D), per iscritto. ‒ Ho espresso oggi voto favorevole sulla relazione che illustra i progressi compiuti dalla Serbia nel processo di negoziazione per l'adesione all'Unione europea e sulla necessità di accelerarlo. Visto il carattere particolarmente ambizioso dell'agenda di riforme che il paese si prefigge di attuare in futuro, la Serbia ha bisogno del nostro supporto in questo processo. Tra i prossimi obiettivi da realizzare nel breve termine, infatti, la Serbia si prefigge il rafforzamento dello Stato di diritto, la lotta alla corruzione e la creazione di migliori condizioni di vita per la società serba. Come evidenziato anche nella risoluzione, è essenziale che il paese agisca in fretta per migliorare la situazione della libertà dei media e della libertà di espressione e l'indipendenza della magistratura da eventuali interferenze del potere politico. Tali presupporti rappresentano le condizioni essenziali per proseguire positivamente nel processo di integrazione, nella consapevolezza che quest'ultimo potrebbe determinare un significativo miglioramento dell'economia serba e di conseguenza un miglioramento della stabilità politica del paese.

  Davor Ivo Stier (PPE), napisan. ‒ 28. lipnja 2013. Europsko vijeće je odlučilo započeti pristupne pregovore sa Srbijom. Prva međuvladina konferencija održana je 21. siječnja 2014., analitički pregled je dovršen u ožujku 2015., a Srbija je u rujnu 2015. okupila pregovarački tim. Pozdravljam napredak u pogledu gospodarskih reformi, što je poboljšalo proračunsku situaciju Srbije te pozivam Komisiju da nastavi podupirati vladu u planovima za provođenje dodatnih reformi, posebice u vezi s rješavanjem fiskalnih neravnoteža i reformi glavnih sektora gospodarstva.

Korupcija i organizirani kriminalitet su široko rasprostranjeni u regiji te također predstavljaju prepreku demokratskom, socijalnom i gospodarskom razvoju Srbije. Naglasio bih važnost djelovanja organizacija civilnog društva u demokratskom društvu. Izražavam zabrinutost zbog činjenice da nije postignut napredak u poboljšanju stanja u vezi sa slobodom govora i medija. Potrebno je stvoriti adekvatnu zastupljenost manjina u lokalnim, regionalnim i nacionalnim predstavničkim i administrativnim tijelima, osigurati mogućnost korištenja manjinskih jezika u medijima i obrazovanju, te je važno da Srbija omogući pronalazak nestalih osoba te nastavi suradnju u procesuiranju ratnih zločina s ICTY-om.

Pozivam Srbiju da preispita sporni zakon kojim se jurisdikcija neosnovano širi na područje susjednih država, uključujući i dvije članice EU-a i time dovodi do pravne nesigurnosti te ugrožava dobrosusjedske odnose, te zajedno s Komisijom i susjednim državama uspostavi pravni sustav u skladu s europskim pravnim standardima.

  Dubravka Šuica (PPE), napisan. ‒ 28. lipnja 2013. godine Europsko vijeće odlučilo je započeti pristupne pregovore sa Srbijom. Europska Komisija je u svom izvješću za 2015. godinu utvrdila da je Srbija napredovala prema europskoj integraciji. U siječnju 2015. godine Srbija je preuzela predsjedanje OESS-om. Također, Srbija je poduzela važne korake prema normalizaciji odnosa s Kosovom, no potrebni su daljnji napori za konačno smirenje tih odnosa. Potrebno je osnažiti gospodarsko upravljanje, vladavinu prava i kapacitete javne uprave. Parlament poziva Srbiju da uskladi svoju vanjsku i sigurnosnu politiku s politikom Europske unije, što uključuje i politiku prema Rusiji. Također, pozdravlja se aktivno sudjelovanje Srbije u međunarodnim mirovnim operacijama. Po pitanju Vojvodine napominje se da kulturna raznolikost Vojvodine doprinosi identitetu Srbije te da se autonomija Vojvodine ne bi smjela smanjivati. U izvješću se potiče Srbiju da nastavi surađivati sa Međunarodnim kaznenim sudom za bivšu Jugoslaviju u duhu pomirenja i dobrosusjedskih odnosa.

Podržavam prijedlog ove rezolucije s njezinim preporukama i smjernicama za daljnji napredak Srbije prema europskim integracijama. Kao jedna od ključnih država Zapadnog Balkana, uključivanje Srbije u europske integracije osigurava sigurnost u regiji, te omogućuje bolje dobrosusjedske odnose.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za resolucijo ob zaključku razprave o izjavah Sveta in Komisije o poročilu o Srbiji za leto 2015. Pozdravljam normaliziranje in otoplitev odnosov med Beogradom in Prištino. To je zelo pomemben pogoj za članstvo v Evropski uniji. Srbija je s tem naredila velik korak na poti v Evropsko unijo. Seveda je še veliko poglavij, ki jih mora zapreti. Med drugim je to področje pravosodja in temeljnih pravic ter zagotovitev pravic v povezavi s svobodo in varnostjo. V mislih imam predvsem svobodo medijev, ki je zelo pomembna za obstoj demokracije.

  Pavel Svoboda (PPE), písemně. ‒ Hlasoval jsem pro přijetí usnesení ke zprávě o Srbsku za rok 2015, jelikož toto usnesení dále rozvíjí původní zprávu Evropské komise v pozitivním duchu podpory úsilí Srbska k naplnění podmínek pro vstup do EU. Srbsko se nyní stává důležitým partnerem EU v prostoru západního Balkánu a je třeba mu poskytnout dostatečnou podporu, aby bylo schopno postupně plnit všechny podmínky členství. Základem je zde funkční justiční systém, který zajistí dodržování nově přijatých pravidel. Srbsko ještě musí pokročit v této oblasti a také v oblasti boji s organizovaným zločinem, stejně jako v oblasti práv menšin, jejichž příslušníci jsou často zdrojem migračních tlaků v EU. Důležitý je také soulad zahraniční politiky Srbska se zahraniční politikou EU a to zejména vůči Rusku. Zpráva však také konstatuje pokrok, který Srbsko činí v oblasti sousedských vztahů. Dobré sousedské vztahy jsou základní podmínkou možného budoucího členství v EU.

  Νεοκλής Συλικιώτης (GUE/NGL), γραπτώς. ‒ Τηρήσαμε αποχή στην σχετική έκθεση καθώς με τις προτάσεις που προωθούνται επιδιώκεται παρέμβαση στα εσωτερικά της χώρας, δημιουργώντας σχέσεις εξάρτησης αντί συνεργασίας. Μέσα από την έκθεση η ΕΕ, ζητά από την Σερβία να συνεχίσει την διαδικασία εξομάλυνσης των σχέσεων της με το Κόσοβο και να προχωρήσει ουσιαστικά σε αναγνώρισή του. Επίσης καλείται η Σερβία να ευθυγραμμίσει την εξωτερική πολιτική και πολιτική ασφάλειας της με εκείνη της ΕΕ κυρίως όσον αφορά τη Ρωσία και να συνεχίσει τις σκληρές νεοφιλελεύθερες οικονομικές μεταρρυθμίσεις της σκληρής λιτότητας, οι οποίες έχουν οδηγήσει στην αύξηση της ανεργίας και της φτώχεια, στη μείωση της παραγωγικότητας και σ' ένα τεράστιο δημοσιονομικό έλλειμμα. Εντούτοις δεν καταψηφίσαμε την έκθεση καθώς η απόφαση για ένταξη στην ΕΕ αποτελεί δικαίωμα της ίδιας της χώρας και του λαού της.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal támogattam a jelentés elfogadásáról szóló határozatott, tekintettel arra, hogy határozott véleményem szerint Szerbia az EU számára kulcsfontosságú partner, a nyugat-balkáni térség stabilitása, gazdasági és infrastrukturális kapcsolataink, valamint – az utóbbi idők drámai fejleményei nyomán – az Európába irányuló migrációs hullám kezelése terén egyaránt. Ezért ez a határozat fontos és konkrét európai érdeket szolgál azzal, hogy az Európai Parlament pozitív, bátorító módon igazolja vissza a szerbiai reformfolyamat eddigi eredményeit, a Koszovóval való normalizálásért tett lépéseket, amelyek alapján tavaly év végén megkezdődhettek a csatlakozási tárgyalások. Úgy vélem, a szerb csatlakozási folyamat e határozatban is megnyilvánuló parlamenti támogatása jogosítja fel az EP-t arra is, hogy ezután is szoros figyelemmel kísérje az ottani reformfolyamatot és számon kérje Belgrádtól a polgári, kisebbségi jogok, az igazságszolgáltatás, a média, és egyéb területeken még meglévő hiányosságok felszámolását, majd értékelje a soron következő előrehozott választásokat. Az EP világos állásfoglalásától a magam részéről azt is remélem, hogy ennek nyomán az Európai Bizottság végre felismeri: Szerbia esete a legjobb példa arra, hogy hiba volt a Bizottság ötéves programjában zárójelbe tenni az EU bővítést, hiszen látható, hogy a csatlakozási folyamat ütemes folytatása mindig megújuló, aktuális és konkrét érdekként jelentkezik az Unió és egész Európa szempontjából is.

  Claudia Tapardel (S&D), în scris. ‒ Uniunea Europeană încurajează perspectivele europene ale ţărilor din Balcanii de Vest, regiune considerată ca aparţinând întrutotul arealului natural de extindere al Uniunii. În cadrul acestui areal, relaţiile cu Serbia au cunoscut o evoluţie sinuoasă dar constant ascendentă. În prezent, relaţiile UE cu statul sârb se situează la un nivel excelent, manifestat prin deschiderea negocierilor de aderare. În ultimul an merită a fi salutată deschiderea negocierilor asupra Capitolului 32, privind controlul financiar, şi asupra Capitolului 35, privind normalizarea relaţiilor cu Kosovo. De asemenea, în ciuda unei vieţi politice interne destul de complicate, merită remarcată atitudinea pro-europeană a majorităţii forţelor politice relevante din Serbia. Progresele realizate s-au materializat prin liberalizarea regimului de vize al UE pentru cetăţenii sârbi. În cadrul raportului pe anul 2015 sunt evidenţiate, însă, şi o serie de probleme care persistă la nivel intern, cum ar fi libertatea mass-media, deteriorarea condiţiilor pentru libertatea de exprimare, lipsa transparenţei finanţării partidelor politice şi a campaniilor electorale. De asemenea, raportul remarcă necesitatea coordonării eforturilor pentru îmbunătăţirea situaţiei minorităţii rome şi implementarea legislaţiei pentru protecţia minorităţilor. Consider că documentul reflectă situaţia existentă la nivelul Serbiei şi susţin adoptarea sa în această formă.

  Marc Tarabella (S&D), par écrit. ‒ J'ai voté en faveur du texte. Je salue l'ouverture des négociations et du chapitre 32 à la conférence intergouvernementale de Bruxelles du 14 décembre 2015 et l'engagement continu de la Serbie en faveur du processus d'intégration européenne.

La Serbie doit mener des actions pour faire connaître cette décision stratégique auprès de la population serbe. Ce pays doit également s'attaquer résolument de front aux réformes systémiques et prêter une attention particulière à ses jeunes dans la mise en œuvre de ses réformes!

  Pavel Telička (ALDE), in writing. ‒ I voted in favour of the resolution on the progress report on Serbia as it supports Serbia’s European integration. Nevertheless, corruption and pressure on the media remain crucial outstanding issues. Indeed, it is essential that the country implement reforms in the areas of judiciary and fundamental rights and of justice, freedom and security. Moreover, corruption and organised crime are widespread in the region and also represent an obstacle to Serbia’s democratic, social and economic development and if progress has been made in this area, Serbia has to step up its efforts.

I also believe that the negotiation of chapter 35 on normalising relations with Kosovo is of crucial importance for Serbia’s progress on its path towards EU integration.

  Patrizia Toia (S&D), per iscritto. ‒ Ho sostenuto la relazione del collega McAllister poiché condivido la valutazione equilibrata sui progressi compiuti dalla Serbia nel suo cammino verso l'Unione Europea.

Molti sono gli sforzi fatti in questi anni per attuare programmi di riforma economica e strutturale ed è apprezzabile l'impegno per una pubblica amministrazione più efficiente oltre che il rafforzamento dello stato di diritto e l'adozione di piani d'azione per la normalizzazione delle relazioni con il Kosovo.

La Serbia sta inoltre affrontando pienamente la crisi migratoria, per questa ragione rappresenta un partner essenziale e collaborativo dell'UE nei Balcani e pertanto è indispensabile che l'Unione fornisca risorse e un opportuno sostegno finanziario.

E´ importante però, che dal punto di vista interno, la Serbia migliori la cooperazione tra il governo e le organizzazioni della società civile e aumenti il coinvolgimento delle minoranze nazionali nel processo decisionale.

  László Tőkés (PPE), írásban. ‒ A Szerbiáról szóló 2015. évi eredményjelentés üdvözli, hogy Szerbia továbbra is elkötelezett az európai integrációs folyamat mellett, és jelentős előrelépéseket tett ebben az irányban. A dokumentum hangsúlyozza, hogy a jogállamiság megteremtése nélkül komoly és fenntartható haladás nem képzelhető el. Megállapítja, hogy a Vajdaság kulturális sokszínűsége hozzájárul Szerbia identitásához. Továbbá felhívja a szerb hatóságokat, hogy biztosítsák a kisebbségek védelméről szóló jogszabályok egész országban való következetes végrehajtását, többek között az oktatás, a nyelvhasználat, a közigazgatásban való képviselet, valamint a média és az egyházi szolgálatok kisebbségi nyelveken való hozzáférhetősége terén.

Tekintettel arra, hogy Szerbia a magyar nemzet-, szomszédság-, és biztonságpolitika homlokterében áll, valamint a vajdasági magyarság érdekeinek védelmében szavazatommal támogattam a jelentést.

  Romana Tomc (PPE), pisno. ‒ Predlog resolucije ob zaključku razprave o izjavah Sveta in Komisije v skladu s členom 123(2) Poslovnika o poročilu o Srbiji za leto 2015 sem podprla, saj menim, da dobro opiše dosedanje dosežke in pa tudi pomanjkljivosti ki jih mora Srbija še izboljšati v luči evropskega približevanja.

Zajeto je več področij, od pravne države, demokracije, človekovih pravic, spoštovanja in varstva manjšin, regionalnega sodelovanja in dobrih sosedskih odnosov do energetike, okolja in prometa. Poleg tega pa EU državo opozarja in poziva katerim področjem mora nameniti dodatno pozornost, da bodo pogajanja o pridružitvi uspešna.

  Estefanía Torres Martínez (GUE/NGL), por escrito. ‒ Nos abstenemos en esta votación entendiendo que el párrafo de esta Resolución concerniente a Kosovo: 1) contraviene la legislación internacional ya que, si bien Corte Internacional de Justicia concluyó que la declaración unilateral de independencia de Kosovo no violó el derecho internacional ni la Resolución 1244 del Consejo de Seguridad de las Naciones Unidas, y que el proceso de estatalización de Kosovo es irreversible, el dictamen tampoco implica que la exprovincia tenga un derecho fundado a ser reconocida por terceros; 2) no solo no aporta nada a la necesaria resolución política del conflicto, sino que además interfiere en las relaciones entre Rusia y Serbia y lastra el debido abordaje de acciones conducentes a una estabilización real y duradera de la zona. Además, rechazamos la naturaleza y orientación de las medidas económicas implícitas y explícitas en la propuesta de Resolución.

  Ulrike Trebesius (ECR), schriftlich. ‒ Anhand dieser Entschließung nimmt das Europaparlament eine Stellungnahmen zum Kommissionbericht vor, in dem die Kommission Fortschritte Serbiens bei der europäischen Integration dargelegt hat. Die Entschließung begrüßt die bisher erreichten Fortschritte Serbiens, wie unter anderem Verbesserung des Geschäftsumfelds oder Senkung des Haushaltsdefizits. Gleichzeitig stellt sie fest, dass Korruption und organisierte Kriminalität in der Region weit verbreitet sind, was auch der demokratischen, sozialen und wirtschaftlichen Entwicklung Serbiens im Wege steht. Generell handelt es sich um eine gute und ausbalancierte Stellungnahme, die ich als solche zur Kenntnis genommen habe.

Ich kann mich jedoch nicht mit der Tatsache identifizieren, dass angesichts aktueller Probleme neue Beitrittskapitel eröffnet und weitere Beitrittsverhandlungen geführt werden. EU-Spitzen kennen seit langem nur eine Antwort: immer mehr und immer größeres Europa. In der Situation, wenn sich die strukturellen Mängel der Eurozone weiterhin vertiefen und Großbritannien über einen EU-Austritt nachdenkt, ist es unserseits höchst unehrlich, Serbien eine Beitrittsperspektive zu geben. Die EU muss erst ihre Probleme lösen können, d. h. muss sich erst reformieren, damit eine EU-Erweiterung in Frage kommen kann.

Von diesem Gesichtspunkt konnte ich die genannte Parlamentsentschließung nicht unterstützen und habe mich bei der Abstimmung enthalten.

  István Ujhelyi (S&D), írásban. ‒ 2013. június 28-i ülésén az Európai Tanács úgy döntött, hogy csatlakozási tárgyalásokat kezd Szerbiával. Az első kormányközi konferenciára 2014. január 21-én került sor. Az átvilágítási folyamat 2015 márciusában lezárult. A Szerbiáról szóló 2015. évi jelentésében a Bizottság beszámolt a Szerbia által az európai integráció területén elért előrelépésekről és értékelte az ország koppenhágai kritériumoknak, valamint a stabilizációs és társulási folyamat feltételrendszerének való megfelelésre irányuló erőfeszítéseit. A Bizottság a jelentéstétel tekintetében új megközelítést alkalmazott, amely sokkal világosabb útmutatást nyújt a szóban forgó országoknak arra nézve, hogy mire kell összpontosítaniuk. Szavazatommal támogattam a jelentést.

  Ivo Vajgl (ALDE), in writing. ‒ I voted in favour of this resolution because I firmly believe in Serbia´s European prospects. Access negotiations between Serbia and the EU were opened in 2013 and in December 2015 the first two chapters were opened, which is a clear signal that the country is on the right track towards EU membership. Matters of concern still remain, most notably high levels of corruption and a recent increase of political pressure on the media. Also, Serbia will have to improve its relations with Kosovo in order for negotiations to advance further. As of now, Serbia´s progress must nevertheless be acknowledged and that is why I voted in favour of this resolution.

  Derek Vaughan (S&D), in writing. ‒ I was satisfied to vote in favour of the 2015 Progress Report on Serbia. I fully support the proper integration of Serbia into the European family, and it is vital that Serbia continues to carry forward its ambitious reform agenda. Strengthening the rule of law, fighting corruption and providing a better standard of life for everyday Serbians will help not only Serbia, but the Balkans and by extension the rest of the Europe. For Serbia the process of integration is the best way to improve both the country's economic situation and building political stability.

  Miguel Viegas (GUE/NGL), por escrito. ‒ Não acompanhamos um amplo conjunto de considerandos sobre o processo de integração da Sérvia na UE. Bem para além da avaliação do processo, a resolução aponta para um vasto conjunto de condicionalismos com vista à adesão, que confirmam a extensão da ingerência e perda de soberania impostas aos países e povos no processo de adesão à UE.

Vejam-se as reformas no sistema judicial e político, o reconhecimento por parte da Sérvia da existência do Kosovo, as reformas laborais, as privatizações, a restruturação do setor público, a proteção do investimento privado, a reforma orçamental, as imposições no âmbito do funcionamento das instituições, a cooperação com o Tribunal Penal Internacional para a Ex-Jugoslávia.

Os sucessivos alargamentos da UE têm permitido aos grandes grupos económico-financeiros o alargamento do mercado interno comunitário, permitindo o domínio de novas economias, criando novas oportunidades para a exploração de uma mão-de-obra qualificada e de baixo custo.

É inaceitável a postura senhorial com que são expostos os considerandos e as condições exigidas para satisfazer os preceitos referentes à integração do país, retirando aos povos o legítimo direito de decidir o seu futuro, onde se inscreve a escolha livre e soberana da adesão à UE, mas também as estratégias de desenvolvimento económico e social.

Por estas razões, votámos contra.

  Harald Vilimsky (ENF), schriftlich. ‒ Der Kosovo ist und bleibt eine Provinz im Herzen Serbiens. Die serbische Bevölkerungsmehrheit wurde erst durch gezielte Infiltrierung zur Minderheit. Wenn wir die nun vorherrschende muslimische Mehrheit im Kosovo – welche neben Unterwanderung, durch Vertreibung und kriegerische Eroberung zustande kam - als legitimen Unabhängigkeitsgrund weiter anerkennen, dann werden wir schon bald viele andere Regionen mitten in Europa als Unabhängig akzeptieren müssen. Denn schon bald werden Muslime in vielen Teilen Europas die Mehrheit stellen.

  Daniele Viotti (S&D), per iscritto. ‒ Grazie Presidente. Ho supportato con convinzione la relazione sui progressi compiuti dalla Serbia nel 2015. E' stato un anno importante perché sono iniziati i negoziati di adesione, con l'apertura dei capitoli 32 e 35 (che include la normalizzazione delle relazioni con il Kosovo). Nonostante i progressi, rimangono alcune lacune da colmare, in particolare per quanto riguarda la libertà dei media, la libertà di espressione, la poca trasparenza nel finanziamento dei partiti politici. La Serbia deve impegnarsi per superare queste mancanze e creare una società inclusiva per tutti, comprese le minoranze.

  Beatrix von Storch (ECR), schriftlich. Der Entschließung des EU-Parlamentes zu dem Bericht über Serbien habe ich nicht zugestimmt. Ich bin gegen die Aufnahme weiterer Mitglieder in die EU, solange diese nicht ihre strukturellen und institutionellen Probleme gelöst hat. Dazu gehört auch eine Neufassung der Europäischen Verträge. Die Aufnahme von Beitrittsverhandlungen mit Serbien lehne ich ab. Ebenso wende ich mich gegen alle weiteren Schritte, die daraus hinauslaufen, Serbien zu einem EU-Mitglied zu machen.

  Θεόδωρος Ζαγοράκης (PPE), γραπτώς. ‒ Η Σερβία αποτελεί αναπόσπαστο μέρος την Ευρωπαϊκής πολιτιστικής κληρονομιάς. Η Σερβία βρίσκεται σε μια αναπτυξιακή πορεία, που ολοένα και συγκλίνει με τα Ευρωπαϊκά πρότυπα σε όλους τους τομείς. Ασφαλώς και υποστήριξα την έκθεση αυτή, επιβραβεύοντας τις προσπάθειες του Σερβικού λαού.

  Marco Zanni (EFDD), per iscritto. ‒ La relazione che abbiamo votato oggi analizza con coerenza e con approccio realista la situazione serba, denunciando le lacune del sistema ed elencando i miglioramenti registrati. Vene posto l'accento sul sistema giudiziario, ancora esposto a pressioni politiche; sulla corruzione, rappresentata giustamente come una piaga persistente; sulla discriminazione delle categorie deboli e sulle carenze di rispetto della libertà d'espressione e dei media, ricordando le pressioni e le violenze subite da molti giornalisti dissidenti. Viene inoltre sottolineata la necessità di superare la retorica guerrafondaia e di raggiungere l'accordo, anche sul lato storico e culturale, tra i diversi Paesi protagonisti delle guerre balcaniche degli anni '90 dando corso giudiziario ai processi per crimini di guerra, così da garantire verità e risarcimenti alle famiglie delle vittime. Le relazioni con il Kosovo vengono descritte senza falsi entusiasmi, plaudendo ai miglioramenti ma denunciando che ancora molti passi devono essere compiuti. Aspetti meno condivisibili, oltre al tentativo esplicito di allontanare la Serbia dalla Russia senza considerarne in profondità gli effetti, risultano essere invece l'importanza riconosciuta al business ai fini della normalizzazione del vicinato e le facilitazioni alla privatizzazione che potrebbero inficiare il rilievo dato alle politiche sul lavoro. Per questi motivi ho ritenuto opportuno astenermi.

  Flavio Zanonato (S&D), per iscritto. ‒ Accolgo con favore l'approvazione della relazione sui progressi della Serbia nel 2015 e mi unisco all'appello per l'accelerazione del processo di adesione all'Unione Europea.

Sono un convinto sostenitore della necessità di favorire l'integrazione di questo paese e riconosco l'ambizioso programma di riforme avviato. È necessario, oggi più che mai, che in Serbia si proceda ad un rafforzamento dello stato di diritto, che si facciano progressi sostanziali nella lotta alla corruzione e che si creino le condizioni per rendere migliore la vita quotidiana dei cittadini serbi.

Concludo esortando la Commissione ad accelerare il processo di adesione iniziato con Belgrado, incitando, al tempo stesso, il paese balcanico a compiere sforzi ulteriori per risolvere problemi cruciali, primo tra tutti rispetto dei diritti delle minoranze, con particolare riferimento a quelli della comunità rom.

  Tomáš Zdechovský (PPE), písemně. ‒ Rozhodl jsem se podpořit tuto zprávu, protože je z ní patrné, že v Srbsku došlo k určitému pokroku v oblastech, které zpráva pokrývá. Avšak považuji za nutné, aby Srbsko i nadále pokračovalo v důsledném navrhování a plnění reforem, které jsou nutné pro docílení souladu s normami EU. Jako velký problém vnímám především stále vysokou míru korupce ve státní i privátní sféře. Domnívám se, že je nezbytné, aby došlo k potírání korupce i na nejvyšších politických úrovních a aby bylo výrazně omezeno politické vměšování do srbského soudnictví. Uvítal bych i větší pokrok v zavádění iniciativ na potírání organizovaného zločinu. V minulém roce nedošlo, dle zprávy Komise, k žádnému pokroku v oblasti svobody vyjadřování, což považuji za skutečně alarmující fakt. I v současné době jsou žurnalisté fyzicky napadáni a jen v omezeném množství případů je za tyto útoky někdo potrestán. Souhlasím s tím, že je nutné ocenit snahu srbských představitelů i dosažený pokrok, ale je patrné, že Srbsko čeká ještě velmi dlouhá cesta k jeho přijetí do Evropské unie.

  Jana Žitňanská (ECR), písomne ‒ Návrh uznesenia pozitívne hodnotí všeobecný pokrok v Srbsku, najmä čo sa týka stabilizácie vzťahov s Kosovom a jeho odhodlania v súvislosti s procesom európskej integrácie. Na druhej strane však hovorí aj o oblastiach, v ktorých sa napriek ambicióznemu reformnému programu zatiaľ nedarí dosiahnuť hmatateľné výsledky a ku ktorým patrí najmä boj proti korupcii, organizovanému zločinu, či výraznejší rozvoj súkromného sektora. Myslím si však, že ohodnotenie úsilia Srbska zo strany Európskeho parlamentu pomôže motivovať túto krajinu k väčšej snahe o úspešné reformy a z dlhodobého hľadiska prinesie pozitívne výsledky. Preto som toto uznesenie podporila.

  Milan Zver (PPE), pisno. ‒ Podprl sem Poročilo o napredku Srbije za leto 2015, ki ga je država dosegla na področju evropskega približevanja. Veseli me, da Srbija konstruktivno sodeluje v pogajanjih z EU in ji želim uspešno reševanje izzivov iz odprtih poglavij, ki se tičejo korupcije, reform sodstva, spoštovanja človekovih pravic ter usklajevanje zunanje in varnostne politike z EU.
