  Françoise Grossetête, rapporteure. Madame la Présidente, j'espère que mes collègues ont eu le temps d'arriver dans l'hémicycle, parce que je voudrais commencer en remerciant très chaleureusement mes collègues rapporteurs fictifs et les équipes du commissaire Andriukaitis qui ont travaillé avec moi sur ce dossier. Avec plus de 1 000 amendements et près de 150 articles, il s'agissait d'un travail titanesque, que nous avons accompli en équipe, dans un esprit de coopération et de compromis que j'ai beaucoup apprécié. Cela était nécessaire au vu des enjeux importants de cette révision législative.

Alors que l'Organisation mondiale de la santé nous avertit que le monde risque de sombrer dans une ère post-antibiotique, où l'antibiorésistance ferait chaque année plus de morts que le cancer, il était temps de prendre des mesures énergiques et de saisir le problème à la racine. La lutte contre la résistance aux antibiotiques doit en effet commencer dans les élevages. Avec ce rapport, nous souhaitons notamment interdire l'usage purement préventif des antibiotiques, restreindre les traitements de masse à des cas bien particuliers, interdire l'usage vétérinaire des antibiotiques critiques pour la médecine humaine ou encore mettre fin à la vente en ligne d'antibiotiques, de vaccins et de produits psychotropes. Grâce à ces mesures, nous espérons réduire la quantité d'antibiotiques qui se retrouvent dans l'assiette des consommateurs.

Pour autant, nous ne devons pas réduire l'arsenal thérapeutique des vétérinaires. Ce sont des professionnels responsables, à qui nous devons faire confiance. Ils sont les mieux placés pour choisir les traitements les plus adaptés en fonction des circonstances. Ce règlement est fait pour faciliter leur travail et non pour réglementer à outrance une profession qui a déjà démontré son attachement à une grande rigueur éthique.

Il faut aussi souligner qu'il y a un vrai problème de disponibilité des médicaments sur le marché vétérinaire. Pour préserver la santé animale, il faut améliorer la qualité des traitements et réduire l'usage des médicaments hors autorisation de mise sur le marché. Pour ce faire, il est absolument nécessaire d'encourager la recherche et l'innovation dans ce secteur. Notre rapport se veut donc très ambitieux sur ce point. Il propose ainsi d'étendre certaines périodes d'exclusivité commerciale, notamment celles des médicaments destinés aux espèces mineures, afin de créer des mesures incitatives fortes pour la recherche.

La lourdeur des procédures administratives, notamment en termes de pharmacovigilance, est un autre frein à la mise sur le marché de produits innovants. Sur la base des propositions de la Commission, nous avons donc revu certaines dispositions, afin de mettre sur pied un nouveau système de pharmacovigilance plus flexible, plus efficace et moins bureaucratique. Des procédures accélérées doivent aussi permettre une réaction rapide des laboratoires en cas d'épizootie, par exemple, sans pour autant compromettre nos normes en matière de qualité et de sécurité, qui sont parmi les plus élevées au monde.

Enfin, ce nouveau règlement doit avant tout être au service des éleveurs et des agriculteurs, dont nous connaissons les difficultés actuelles et qui seront les premiers concernés par ce texte. Les règles de cette législation ne visent donc pas à les stigmatiser, mais à les aider et à mieux soigner leurs troupeaux. J'ai voulu veiller en particulier, avec nos collègues de la commission AGRI et les syndicats d'éleveurs, à ce que ces nouvelles règles soient applicables sur le terrain et ne viennent pas s'ajouter à la charge administrative sous laquelle ils croulent déjà.

En conclusion, l'enjeu principal était triple: protection de la santé animale et donc de la santé humaine, lutte contre l'antibiorésistance et compétitivité de nos élevages et de notre industrie du médicament vétérinaire, des objectifs qui peuvent paraître contradictoires, mais que nous avons réussi à parfaitement concilier dans ce rapport législatif.

Je souhaite maintenant que nous ne perdions plus de temps. Le Parlement est prêt. La balle est dans le camp du Conseil et je serai ravie d'entendre mes collègues.

  Vytenis Povilas Andriukaitis, Member of the Commission. Madam President, I am very pleased to have the opportunity to discuss with you the proposals revising the legislation on veterinary medicines. The proposal for a regulation of veterinary medicines seeks to make more veterinary medicines available and to strengthen considerably European Union action to fight antimicrobial resistance (AMR).

I know it is a key concern of this Parliament and, as you will know, it is a concern that I share deeply. I welcome very much that the Committee on the Environment, Public Health and Food Safety (ENVI) adopted its report on 17 February by an overwhelming majority.

I take this opportunity to congratulate Madam Grossetête for her excellent and timely work as rapporteur for this file and for the excellent cooperation with the Commission. Madam Grossetête succeeded in gaining strong support on 39 compromise amendments covering all the important provisions of this proposal.

The Commission appreciates in particular the efforts made in proposing constructive amendments and concrete alternatives regarding the provisions related to labelling, environmental risk assessment, harmonisation of all products, pharmacovigilance and last, but not least, on AMR. The Commission welcomes the spirit of these amendments and they are in line with the co-objectives of the proposals.

Now let me touch upon the Proposal amending Regulation (EC) No 726/2004. This proposal was necessary to allow for the incorporation of the rules on centralised authorisation in a single regulation on veterinary medicines.

Its secondary aim was to perform the necessary and obligatory alignment of the Regulation to the Lisbon Treaty. The ENVI Committee adopted its report on 17 February and I also congratulate Mr Tănăsescu for his work as rapporteur for this file, which was confirmed with the adoption of the report by a large majority of the Committee.

The Commission appreciates the efforts made to improve the proposal in order to take into account the specificities of the veterinary sector. Let me underline once again that the cooperation between Parliament and the Commission on the two files respectively has been excellent. Naturally we will strive to keep it that way, to bring this file to a satisfactory conclusion as early as possible. I am convinced that a first reading agreement is possible and, indeed, desirable and I am convinced that today’s vote will represent an important incentive for the Council to speed up its work.

Finally let me reaffirm my commitment to the fight against AMR. For the years to come, my main ambition and first priority is to make the European Union a best practice region in the field of AMR. In order to make this possible I hope every Member State will be equipped with a comprehensive action plan against AMR, developed following the one-health approach.

To assist this process I will put in place in the coming months, a one-health AMR network to bring together Member States’ experts from both the veterinary and human health domains, as well as actors from the environmental sector.

The European Union has indeed a key role to play both within its borders and globally, and your constructive work on these proposals will certainly represent an important contribution to succeeding in our endeavour.

I thank Parliament again for its substantial proposals in the framework for this legislation, and its continuous interest and involvement in the ongoing fight against AMR. I count on the support of this House to ensure that the very important and urgent new measures designed to tackle AMR are adopted and applied as swiftly as possible. Thank you for your attention and I now look forward to hearing the views of honourable Members.

  Claudiu Ciprian Tănăsescu, raportor. Doamnă președintă, vreau să încep prin a spune că apreciez propunerea Comisiei de a separa autorizațiile de comercializare pentru medicamentele de uz veterinar de cele pentru medicamentele de uz uman, astfel încât să se țină seama de nevoile specifice ale sectorului veterinar. În plus față de noul Regulament privind medicamentele de uz veterinar, tocmai menționat de doamna Grossetête, a fost necesară și modificarea, din partea Comisiei, a Regulamentului nr. 726/2004.

Cu toate acestea, după cum se poate vedea din raportul meu, existau, în propunere, câteva elemente care necesitau îmbunătățire. În primul rând, din motive de claritate, din moment ce toate articolele care se referă la procedura de autorizare a medicamentelor de uz veterinar sunt acum mutate într-un nou regulament, am clarificat în text faptul că Agenția Europeană pentru Medicamente rămâne responsabilă, sub procedura centralizată de autorizare, atât pentru medicamentele de uz uman, cât și pentru cele veterinare.

De asemenea, raportul garantează că regulamentul revizuit este în conformitate cu noul Regulament financiar. Acum avem o imagine clară și actualizată privind principiile aplicabile bugetului agenției, inclusiv o separare între diferitele surse de venituri care alcătuiesc bugetul Agenției Europene pentru Medicamente.

Ca urmare a sprijinului larg primit în cadrul Comisiei pentru mediu, sănătate publică și siguranță alimentară, Parlamentul ar trebui să fie pe deplin implicat în procesul de stabilire a taxelor agenției prin procedura legislativă ordinară, așa cum s-a făcut, recent, pentru legislația privind taxele pentru activitatea de farmacovigilență.

În cele din urmă, textul votat în Comisia ENVI recunoaște rolul Agenției Europene pentru Medicamente în ceea ce privește creșterea accesului la medicamente. Raportul conține și o mențiune cu privire la cooperarea agenției cu organismele de evaluare a tehnologiilor medicale, așa cum se întâmplă în prezent, pentru a facilita și mai mult cooperarea și schimbul de informații științifice.

EMA ar trebui să fie, de asemenea, în măsură să furnizeze statelor membre o evaluare comparativă a produselor medicamentoase de uz uman. O astfel de evaluare ar putea fi ulterior utilizată de către statele membre, în mod voluntar, în timpul procesului național de luare a deciziilor privind stabilirea prețurilor și a condițiilor de rambursare, activități care, desigur, rămân de competența națională.

Acum, în calitatea mea de raportor alternativ în raportul Grossetête, aș dori să o felicit pe doamna raportor și pe colegi pentru buna colaborare. Avem acum un raport foarte bine structurat, care permite îmbunătățiri considerabile în domeniul produselor medicamentoase de uz veterinar.

Printre măsurile propuse se numără limitarea și controlul utilizării antibioticelor în tratamentul animalelor, dar și crearea unui cadru favorabil investiției în cercetarea și dezvoltarea de noi medicamente, și nu numai. Se dorește creșterea accesului la medicamentele de uz veterinar și punerea la dispoziția medicilor veterinari a unui arsenal terapeutic mult mai larg. În acest sens, se simplifică și cerințele pentru medicamentele adresate piețelor limitate.

În plus, este facilitată circulația medicamentelor de uz veterinar între statele membre prin intermediul unor proceduri de autorizare mai bune și reguli clare privind formele moderne de vânzare cu amănuntul. În acest sens, am ajuns la un acord care permite vânzarea cu amănuntul a produselor medicamentoase veterinare pe internet, cu excepția substanțelor antimicrobiene, a produselor psihotrope și a celor biologice imunologice. Într-un mod similar cu ceea ce se întâmplă în cazul produselor medicamentoase de uz uman, Comisia este invitată să adopte orientări care să sprijine statele membre în dezvoltarea unui sistem armonizat de prescripții digitale în Uniunea Europeană.

Este regretabil faptul că o mare parte dintre antibioticele vândute în Uniunea Europeană sunt date animalelor. Este de datoria noastră să protejăm eficacitatea antibioticelor în centrele medicale, dar și în ferme. Acest raport prevede măsuri clare pentru o utilizare corectă și adecvată a antibioticelor în fermă, precum și interzicerea utilizării preventive, de rutină, a substanțelor antimicrobiene. Acest lucru este completat cu standarde mai stricte pentru utilizarea tratamentului metafilactic antimicrobian.

În vederea combaterii rezistenței la antimicrobiene, toată lumea ar trebui să fie implicată, inclusiv autoritățile naționale, pacienții, medicii, dar și medicii veterinari, fermierii și consumatorii.

  Jasenko Selimovic, föredragande av yttrande från utskottet för jordbruk och landsbygdens utveckling. – Fru talman! Jag vill börja med att tacka fru Grossetête för väldigt bra arbete och ett fantastiskt samarbete.

Efter att ha börjat med nästan över 1 100 ändringsförslag har vi nu med er hjälp och med hjälp av Mr. Tănăsescus ledning landat i ett mycket bra kompromissförslag. Detta lagförslag kommer att visa sig viktigt inte bara för jordens välbefinnande och läkemedelsindustrins utveckling. Det kommer också att gynna folkhälsan och miljön i Europa.

För min del är det extra glädjande att vi sätter så skarpa krav på användningen av antibiotika. Rutinmässiga, förebyggande behandlingar, lättsinniga gruppbehandlingar ska inte förekomma längre.

Jag är också glad att förslaget innehåller vem som ska ha rätten att förskriva veterinärläkemedel, vilka data som ska samlas, hur de ska användas och hur vi hanterar miljöriskerna i sammanhanget.

Paketet är väl balanserat mellan konsumenthänsyn, hänsyn till förslaget att ge starka incitament till industrin att tillverka medicin, inklusive den generiska industrin, hänsyn till kampen mot antibiotikaresistens och hänsyn till miljön.

Om detta blir slutresultatet kommer vi att ha bidragit till att skapa ökad tillgång till effektiva läkemedel som tillverkas och brukas på ett sätt som inte hotar vare sig folkhälsan, djurhälsan eller vår miljö.

Från ALDE:s sida ställer vi oss bakom detta paket och hoppas också att övriga kollegor gör detsamma.

  Stanislav Polčák, navrhovatel Výboru pro zemědělství a rozvoj venkova. Paní předsedající, já v té jedné minutě, kterou mám, se budu věnovat Evropské agentuře pro léčivé přípravky, chci poděkovat panu zpravodaji Tănăsescu, který akceptoval řadu připomínek z našeho výboru AGRI.

Do jisté míry chci vyjádřit jisté pochybnosti nad tím návrhem Komise, pokud jde o strukturu a výši poplatků hrazených agentuře a způsob, jak jsou stanoveny odměny příslušným orgánům členských států. Nelze, aby tyto odměny byly stanovovány prováděcím aktem. Do stanovení poplatků hrazených agentuře by měl být plně zapojen Evropský parlament, jako je tomu v případě právní úpravy farmakovigilance. A to formou plnohodnotného spolurozhodování. To je již v návrhu zprávy pana Tănăsescu.

Je nutné vložit do nového nařízení řadu odkazů právě na veterinární léčivé přípravky a jasně vymezit úlohu Evropské agentury pro léčivé přípravky při registraci veterinárních léčivých přípravků a dohledem nad nimi prostřednictvím centralizovaného postupu. Chci podpořit požadavek, aby nová opatření brala v potaz specifické rysy veterinárního odvětví a aby poplatky byly pro toto odvětví dostupné.

  Alberto Cirio, a nome del gruppo PPE. Signora Presidente, onorevoli colleghi, innanzitutto voglio ringraziare i colleghi, in particolare la collega Grossetête, con cui abbiamo fatto un lavoro lungo e importante in commissione. Erano tanti gli emendamenti ma io credo che si sia trovato un punto di equilibrio, un punto di compromesso significativo.

Quello che, io credo, debba essere rimarcato è che qui parliamo evidentemente di nuove regole, di nuovi regolamenti e, subito, a qualcuno può venir la paura, di nuove regole, dell'Europa che imponga nuove regole in un settore già fortemente burocratizzato, purtroppo, come quello dell'agricoltura e dell'allevamento. Invece, l'impostazione che è stata data a questo lavoro è un'impostazione esattamente contraria, nel senso che qui si tratta di nuove regole che però sono state verificate sul campo, per cui non costituiscono in alcun modo un ulteriore burocratizzazione del sistema ma, ancor di più, sono regole che vanno verso una armonizzazione europea complessiva e credo che da questi banchi, in questa occasione, sia anche doveroso ricordare come noi, quando parliamo di allevatori, parliamo di un settore come quello del latte, che in Italia, ma non soltanto in Italia, in diversi Paesi europei, è veramente oggi in ginocchio. Sta vivendo una crisi davvero drammatica.

Queste nuove norme, in qualche modo, aiuteranno questo settore. Innanzitutto perché sono nuove norme che creeranno dei regolamenti uguali per tutti in Europa, per cui tutte le realtà europee che dovranno produrre latte e allevare animali avranno la stessa e medesima regolamentazione. Perché, capite, che se le regole non sono uguali o non vengono fatte rispettare nello stesso modo, si arriva a far sì che qualcuno può produrre latte a un prezzo inferiore rispetto a quello che magari può essere prodotto in Italia.

Ecco, in questa ottica, invece, un nuovo regolamento che accomuna tutti sotto il medesimo cappello, io credo possa essere un elemento di vantaggio e soprattutto un ulteriore segnale che noi non possiamo lasciare sole le nostre aziende agricole: dobbiamo sostenerle, perché la crisi che stanno vivendo è davvero una crisi dura e difficile.

  Karin Kadenbach, im Namen der S&D-Fraktion. Frau Präsidentin, Herr Kommissar! Wir haben diese Woche ja schon das Tiergesundheitsgesetz beschlossen, in dem es darum ging, in erster Linie auch die Verbindung von Tiergesundheit, Tierschutz und öffentlicher Gesundheit aufzuzeigen, durch gute Tierhaltepraxis und durch einen umsichtigen Einsatz von Tierarzneimitteln. Im Sinne dieses umsichtigen Tierarzneimitteleinsatzes wurde dieses Arzneimittelgesetz auch von Madame Grossetête und allen Schattenberichterstattern verhandelt. Ich bin sehr dankbar, dass es gelungen ist, diese Kompromisse auszuverhandeln, weil sie wirklich den Gedanken weitertragen, dass es notwendig ist, Tiergesundheit und Menschengesundheit vor allem beim Einsatz von Medikamenten gemeinsam zu betrachten.

Wir müssen Tierarzneimittel und Humanarzneimittel auseinanderhalten und jene speziellen Arzneimittel für den Menschen wirklich auch für den Menschen zurückbehalten. Wir müssen aber auch Innovationen fördern. Wir müssen dazu beitragen, dass vor allem jene, die diese Arzneimittel verschreiben, sie nicht unbedingt auch verkaufen und daran verdienen, sondern dass in diesem Zusammenhang ganz klare Regeln bestehen. Es war auch notwendig, dass wir hier den Internethandel, vor allem auch für Antibiotika, verboten haben.

Dieses Gesetzespaket enthält vieles, auf das wir stolz sein können. Es wird die Verbesserung der Verfügbarkeit ermöglichen, es wird Innovationen ermöglichen. Es soll natürlich auch dazu beitragen, den Kampf gegen die Antibiotikaresistenzen verstärkt auf allen Ebenen, nämlich auch in der Tierarzneimittelverschreibung, fortzusetzen. In diesem Sinne bin ich davon überzeugt, dass wir den richtigen Weg eingeschlagen haben, und ich hoffe auf breite Zustimmung bei der Abstimmung.

  Bolesław G. Piecha, w imieniu grupy ECR. Pani Przewodnicząca! Sprawozdanie pani Grossetête i pana Tănăsescu przyjmuję z dużym zadowoleniem i pozytywnie oceniam prace, jak również atmosferę towarzyszącą na drodze poszukiwania kompromisów. Kiedy mamy na myśli weterynaryjny produkt leczniczy, to mam na uwadze przede wszystkim prace, które dotyczyły trudnego i skomplikowanego procesu, mającego na celu nie tylko szeroko rozumiane bezpieczeństwo i ochronę zwierząt, jak w pierwszej kolejności wskazuje treść sprawozdania, ale również procesu ochrony zdrowia ludzi, bezpieczeństwa żywności i licznych aspektów ochrony środowiska.

W mojej opinii bezpieczeństwo powinno być traktowane priorytetowo i mam tu na myśli różne aspekty bezpieczeństwa. Po pierwsze: lek bezpieczny i skuteczny dla zwierzęcia, bezpieczny dla człowieka jako użytkownika, który stosuje ten lek dla zwierzęcia, bezpieczny dla człowieka jako konsumenta żywności, czy wreszcie bezpieczny dla człowieka jako pacjenta, zwłaszcza gdy musimy ograniczać narastanie oporności drobnoustrojów na antybiotyki; również lek bezpieczny dla środowiska.

Z całym przekonaniem popieram mechanizmy kaskadowe, mające na celu ograniczenie używania i stosowania zwłaszcza antybiotyków. Należy wprowadzić jasne zróżnicowanie pomiędzy leczeniem, metafilaktyką i profilaktyką antybiotykową, która zresztą w tym dokumencie jest zakazana – i bardzo dobrze. Uregulowaniu uległy również kwestie prawne i handlowe. Wiele niepokojów budziły rozwiązania dotyczące pozwolenia na dystrybucję leków oraz kryteria pozwalające na reklamę. W mojej opinii są to poważne wyzwania, które dotyczą nie tylko weterynaryjnych produktów leczniczych. Reklama produktu i dystrybucja, zwłaszcza przez internet, stanowi poważne wyzwanie. Musimy pamiętać również o ważnym temacie, jakim jest ochrona danych, gdyż złe przepisy w tym zakresie mogą gasić działania innowacyjne, tak niezbędne na tym polu.

W jednej sprawie mam jako lekarz inne zdanie: nie mogę zgodzić się ze szczególnymi propozycjami poprawek do tego sprawozdania. Moje wątpliwości budzą zwłaszcza pojawiające się liczne odniesienia do tzw. leków homeopatycznych. Mam wrażenie, że bardziej przeważały względy ideologiczne niż naukowe. Nauka nie daje jasnych dowodów, potwierdzających skuteczność leków homeopatycznych u zwierząt. U ludzi liczy się efekt placebo lub wiara w skuteczność leków. Czy podobny mechanizm działa u zwierząt – nie wiem, ale bardzo poważnie wątpię.

  Tibor Szanyi (S&D), Kékkártyás kérdés. Jómagam is, megnyugtatom a képviselő urat, jómagam is nagyon-nagyon alapos és szép munkának tartom, amit a szerkesztők csináltak. Inkább a jövő vonatkozásában szeretnék Önnek egy kérdést föltenni, hogy vajon Ön tudná-e támogatni azt, hogy az Európai Parlament a jövőben később egy közelebbi együttműködést dolgozzon ki az Európai Gyógyszerügynökséggel, így benne lennénk a folyamatban is, és nem csak időről időre ellenőriznénk.

  Bolesław G. Piecha (ECR), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki. Obie instytucje na dzisiaj, drogi Kolego, są przedmiotem tej instytucji, ponieważ EMA jest częścią wykonawczą Komisji Europejskiej. Ja rozumiem, że powinna być pewna jedność w weterynaryjnym produkcie leczniczym i w ludzkim produkcie leczniczym, takie propozycje są i w wielu krajach istnieją agencje, które zajmują się zarówno lekami dla ludzi, jak i lekami dla zwierząt. Ponieważ koincydencja, czyli równość tych zdarzeń, ich wzajemne interakcje, oddziaływania są jednoznaczne. Zgodzę się z taką propozycją.

  Gesine Meissner, im Namen der ALDE-Fraktion. Frau Präsidentin! Ich möchte mich zunächst ganz herzlich bei den beiden Berichterstattern bedanken, Herrn Tănăsescu und Frau Grossetête.

Es ist tatsächlich so, dass mit diesen beiden Berichten, mit dieser Gesetzgebung, etwas ganz Entscheidendes verbessert wird, was jetzt auch die Antibiotikaresistenz, die wir sehr viel diskutieren, verbessert. Das hat einmal damit zu tun, dass beim Bericht Tănăsescu jetzt tatsächlich die Zulassung von Human- und Tierarzneimitteln, die im Moment noch in einer Verordnung ist, getrennt wird. Das macht absolut Sinn, dass man gleichzeitig eben auch eine Anpassung an den Lissabon-Vertrag vornimmt, dass auch die Gebühren für die Zulassung bei der EMA, wie wir das wollen, dann im Mitbestimmungsverfahren gemacht werden. Das sind alles Dinge, die sinnvoll sind.

Ich denke mal, vielleicht noch wichtiger – das ist auch der größere Bericht – ist der Bericht von Frau Grossetête. Da ist es tatsächlich so, dass man Prophylaxe, Metaphylaxe und Behandlung sehr genau bearbeitet. Bei der Prophylaxe sagt man, es soll gar keine kritischen Antibiotika mehr geben, es soll generell keine prophylaktische Verabreichung über das Futter mehr erlaubt sein, höchstens, wenn zum Beispiel ein Tier direkt vor einer OP steht.

Die Antibiotikavergabe an soll Tiere dann auch nur in direkter Behandlung durch Tierärzte fachkundig erfolgen dürfen. Wichtig finde ich auch das Kaskadensystem, dass man gesagt hat, einige Antibiotika sollen wirklich nur für die Behandlung beim Menschen vorgesehen bleiben, damit sie auch wirklich eine Wirkung haben, wenn sie beim Menschen eingesetzt werden.

Dann heißt es ja auch, wenn zum Beispiel ein Tierarzneimittel in einem Mitgliedstaat nicht da ist, dann kann man auch ein anderes nehmen, ein anderes spezielles, das in anderen Mitgliedstaaten da ist. Man kann im Einzelfall auch Humanmedikamente mit verabreichen oder etwas individuell Gefertigtes. Aber im Grunde genommen sollte man natürlich immer das Tierarzneimittel nehmen, das gerade für diesen speziellen Fall gedacht ist.

Ich persönlich finde es auch – im Gegensatz zu einem Vorredner – absolut richtig und wichtig, dass auch homöopathische Mittel in Zukunft zugelassen sind, denn – da kann man lange darüber streiten, ob es wissenschaftlich erwiesen ist oder nicht – es hat schon sehr gute Erfolge damit gegeben. Ich denke, wir sollten alles erlauben, was möglich ist, um Tiere zu behandeln, ohne eben weitere Antibiotikaresistenz zu züchten.

  Merja Kyllönen, GUE/NGL-ryhmän puolesta. Arvoisa puhemies, ensinnäkin lämpimät kiitokset esittelijöille ja kaikille kollegoille pitkään kestäneestä hyvästä yhteistyöstä tämän asian parissa.

Kun puhumme eläinlääkinnästä, puhumme väistämättä antibiooteista, ja on muistettava, että tässä asiassa käsitellään myös eläinlääkintätuotteiden saatavuutta, hallinnollisia kysymyksiä ja myös kilpailuun ja innovaatioihin liittyviä asioita. Mietintöluonnoksessa antibioottien määräämiselle ja myymiselle on määritetty selkeät ehdot. Komission alkuperäinen ehdotus olisi poistanut mahdollisuuden kansalliseen mikrobilääkkeiden käytön rajoittamiseen, mikä olisi heikentänyt tilannetta esimerkiksi kotimaassani Suomessa.

Tahdon lämpimästi kiittää kaikkia toimijoita, että valiokuntakäsittelyn aikana asia ratkaistiin ja meillä on mahdollisuus käyttää myös tiukempaa sääntelyä alueellamme. Suomessa ja muissa Pohjoismaissa eläintautien hoitoon käytettäviä antibiootteja saa vain eläinlääkärin määräyksestä ja kiitos pitkien varoaikojen ja tiukan kontrollin suomalainen liha tai maito ei pullistele antibioottijäämiä.

Silloin, kun asiat on tehty fiksusti aiemmin, niin on syytä pitää huoli, että näin voidaan tehdä jatkossakin. Lämmin kiitos kaikille toimijoille vielä kerran, ja muistetaan, että terveet, hyvin hoidetut eläimet ovat kaiken lähtökohta.

  Martin Häusling, im Namen der Verts/ALE-Fraktion. Frau Präsidentin! Ich darf mich auch zunächst einmal bei der Berichterstatterin und bei den Kollegen ganz herzlich bedanken, dass wir so hervorragend zusammengearbeitet haben. Wir haben den Vorschlag der Kommission deutlich besser gemacht, muss ich sagen. Ich finde, man muss natürlich auch darauf hinweisen, dass wir auch handeln müssen. Wir haben Zustände, die wir nicht akzeptieren können. Dass immer noch doppelt so viele Antibiotika in der Tierhaltung – übrigens überwiegend in der Mast – eingesetzt werden wie in der Humanmedizin, ist auf Dauer nicht akzeptabel. Wir haben das Problem der Resistenzen. Wir haben in Europa 26 000 Tote durch Antibiotikaresistenzen. Dazu trägt auch der unverantwortliche, übermassive Einsatz in der Tierhaltung einen Teil bei. Deshalb müssen wir an die Themen Prophylaxe und Metaphylaxe herangehen. Es werden zu viele Antibiotika bei eigentlich gesunden Tieren eingesetzt. Das hat etwas mit falschen Haltungsbedingungen und mit falschen Rassen zu tun, und dieses Problems nimmt sich auch dieser Vorschlag an, dass wir das in Betracht ziehen, um weniger Antibiotika einzusetzen. Ich halte das für extrem wichtig.

Wir müssen auch über Reserveantibiotika reden. Reserveantibiotika gehören wirklich der Humanmedizin vorbehalten. Da dürfen wir keine Kompromisse machen.

Wir müssen auch bei der Datenerhebung besser werden in der Europäischen Union, da gibt es eine unzureichende Datenerhebung. Und wir müssen uns auch mit den Umweltauswirkungen der Antibiotika auch und gerade bei der Herstellung und bei der Anwendung beschäftigen.

Einen Punkt möchte ich noch ansprechen. Der Kollege von der ECR ist jetzt leider weg. Wir dürfen homöopathische Mittel in der Verordnung nicht diskriminieren. Wir müssen sie als gleichwertig anerkennen, und wir müssen alles, was Alternativen zu Antibiotika stärkt, in den Vordergrund stellen. Deshalb bitte ich Sie, den Änderungsanträgen 115 und 116 zuzustimmen, damit Homöopathie nicht gefährdet wird.

Signora Presidente, onorevoli colleghi, considero il testo approvato in commissione ENVI un buon testo e ringrazio la collega Grossetête che ha consentito a tutti i gruppi di apportare modifiche per migliorare ulteriormente il contenuto della proposta della Commissione. Va detto che la Commissione più volte ha sottolineato che lo scopo principale della proposta era stimolare la competitività, stimolare l'innovazione e, soprattutto, migliorare il funzionamento del mercato interno.

Secondo noi invece il futuro assetto legislativo in materia di medicinali veterinari deve avere principalmente l'obiettivo di tutelare la salute pubblica e il benessere animale. Già nella mia relazione d'iniziativa sulla sicurezza dei pazienti avevo ricordato l'importanza di affrontare la resistenza agli antibiotici anche in tema di medicine veterinarie. Perciò siamo molto soddisfatti, perché la profilassi routinaria è bandita e perché l'uso degli antibiotici in via a metafilattica è ristretto solo ai casi di animali clinicamente malati.

Tuttavia, a nostro avviso, per trovare nuovi antibiotici efficaci, occorre impedire l'uso e l'abuso del monopolista farmaceutico, che impone il proprio prezzo in virtù delle leggi del diritto d'autore. Il gioco dell'industria è quello di sfruttare determinate sostanze il più a lungo possibile, senza stimolare la vera ricerca. Il testo attuale in questo va migliorato, perché estende da 10 a 18 anni, il periodo in cui l'industria può sfruttare in via esclusiva un nuovo farmaco.

Questo va contro le regole della concorrenza e impedisce a piccole e medie imprese che producono medicinali generici di entrare nel mercato, facendo abbassare i prezzi. Siamo contro l'evergreening perché vuol dire accesso limitato ai farmaci generici, con impatto inaccettabile per la salute e per il benessere degli animali.

  Mireille D'Ornano, au nom du groupe ENF. Madame la Présidente, après de longues négociations conduites par notre collègue Françoise Grossetête, que je remercie chaleureusement pour son travail et sa recherche de consensus, nous devons encore débattre d'un texte très sensible. Malgré nos compromis, je me dois d'émettre encore quelques réserves. Tout d'abord, les animaux qui ont subi des essais cliniques ne devraient pas être réintégrés dans la chaîne alimentaire. Quand on admet un délai de précaution, cela signifie que l'on admet aussi un risque. Or, nous ne pouvons pas maintenir ce risque dans le domaine de la sécurité alimentaire.

Par ailleurs, la vente en ligne de médicaments vétérinaires doit être davantage encadrée. Ne doivent pas être vendus sur l'internet les médicaments qui requièrent une prescription par des vétérinaires ou des professionnels habilités, et j'insiste sur ce point. Cette restriction permet de préserver deux piliers du secteur: d'une part, le maillage sanitaire assuré par nos vétérinaires, dont il faut soutenir l'action et protéger la profession – c'est grâce à ces vétérinaires que l'on a réduit la consommation d'antibiotiques en France, notamment; d'autre part, la qualité de nos élevages, que nous ne pouvons pas brader par une dérégulation favorisant la contrefaçon et les délivrances multiples du fait de l'absence de contrôle.

Enfin, je m'oppose à ce que les viandes issues d'animaux traités par des professionnels autres que les vétérinaires soient autorisées à l'exportation au sein du marché intérieur. Nous avons connu de trop graves crises alimentaires liées au défaut de traitement et à la dérégulation du secteur des médicaments vétérinaires. Aussi restons vigilants et prudents.

  Peter Liese (PPE). Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Ich möchte mich bei beiden Berichterstattern, aber besonders bei Françoise Grossetête, bedanken und ihr ein großes Kompliment machen, denn das ist ein sehr, sehr umfangreiches technisches Dossier, und sie hat uns sehr gut durch die schwierigen Verhandlungen geleitet. Es ist ein guter Bericht, und wir sollten ihm mit großer Mehrheit zustimmen.

Ich möchte vor allen Dingen über das Thema Antibiotikaresistenzen sprechen. Nach Angaben der Kommission und der Weltgesundheitsorganisation sterben jedes Jahr 25 000 Menschen, weil Antibiotika ihre Wirkung verlieren, weil sie an Keimen erkranken, gegen die nichts mehr hilft.

Da müssen wir auch in der Tiermedizin ansetzen – ich komme gleich noch auf die Humanmedizin. Vieles ist schon gesagt worden. Ich möchte die Kommission und dann auch den Rat, wenn wir in den Trilog gehen, bitten, sich besonders die Änderungsanträge 245 und 246 anzusehen. Dort geht es darum, dass wir nicht nur die Antibiotikagabe erfassen – das ist schon im Kommissionsvorschlag drin –, sondern dann auch Konsequenzen ziehen, wenn ein Landwirt deutlich mehr Antibiotika einsetzt als andere vergleichbare Betriebe.

Das gibt es schon in einigen Mitgliedstaaten, und die Tierärzte sagen mir, die Landwirte kommen präventiv und sagen, bevor der Amtstierarzt kommt und mir vorschreibt, was ich zu tun habe, sag du mir doch lieber, wie ich durch bessere Hygiene, bessere Zucht und so weiter vermeiden kann, dass ich so viel Antibiotika einsetze. Ich glaube, das sollten wir europaweit einführen.

Ein Wort noch zur Humanmedizin. Wenn jährlich 25 000 Menschen sterben, dann müssen wir auch da gucken, wo die Menschen behandelt werden. Die Verschreibungspraxis in der Humanmedizin ist immer noch zu großzügig, die Hygiene in den Krankenhäusern lässt zu wünschen übrig. Aber wir brauchen auch Innovation. Auch wenn wir noch so gut werden: Wir haben die resistenten Keime ja schon und wir haben leider nicht genügend moderne Antibiotika. Deswegen möchte ich Ihre Aufmerksamkeit auf Änderungsantrag 22 lenken. Wir brauchen nicht nur Innovation in der Tiermedizin, sondern ganz besonders in der Humanmedizin. Ich bitte die Kommission, dort möglichst schnell einen konkreten Vorschlag vorzulegen.

  Biljana Borzan (S&D). Gospođo predsjednice, cijenjene kolegice i kolege, ova regulativa uređuje odnose u distribuciji i upotrebi veterinarskih lijekova, no moj fokus bio je na suzbijanju antimikrobijalne otpornosti.

Važno je da regulativa sadrži odredbu o zabrani određenih antibiotika u veterinarstvu kako bi se sačuvali za ljudsku upotrebu. No, da bi to imalo smisla ona mora biti retroaktivna, dakle uključivati obvezu povlačenja s tržišta onih rezervnih antibiotika koji su već u prodaji.

Nadalje, ključno je vezivanje distribucije antibiotika uz recept izdan od ovlaštene osobe. Isto tako, kako bi se spriječile moguće zloupotrebe u interesu javnog zdravlja je da se zabrani online prodaja antibiotika.

Ljudsko i životinjsko zdravlje su radi naših prehrambenih navika i intenzivnih metoda uzgoja sve povezaniji i zato problem antibiotika moramo rješavati kroz pristup „jednog zdravlja”. Zvona za uzbunu već odavno zvone i buduće generacije će se možda pitati je li moguće da smo zbog profita upropastili jedno od najvećih dostignuća u medicinskoj znanosti. Kroz ovaj zakon Europska unija ima izvanrednu priliku dati svoj doprinos globalnim naporima u očuvanju učinkovitosti antibiotika.

Zaključno, smatram da je prijedlog regulative koji izlazi iz Parlamenta dobro osmišljen i da će doprinijeti boljoj zaštiti životinjskog i ljudskog zdravlja.

  Julie Girling (ECR). Madam President, much of the parliamentary discussion and indeed contact from the public has been around antimicrobial resistance. Of course this is important and I completely endorse the approach taken by the rapporteur in terms of the restriction on prophylactic use, but there are other things in this report and I particularly wanted to say thank you to the rapporteur and the team of shadows for listening to calls from the UK where we are asking to continue our long-established and very well—thought—of practice of using specially qualified persons.

I welcome this flexibility and the recognition that one-size-fits-all does not always work, especially given the background of the referendum debate in the UK – it gives me something very positive to say.

Can I just end my time by urging colleagues not to vote for the retabled GM banning amendment. This would take 19 well used veterinary products off the market. It is a dangerous precedent. We should make a very clear distinction between GM crops and GM science for medicine.

  Jan Huitema (ALDE). Beste commissaris, beste collega's, volgens voorspellingen van de OESO zal het antibioticagebruik in amper één generatie wereldwijd met 67 procent toenemen. Zowel veterinair als humaan moet er daarom actie worden ondernomen. Het is onverantwoord om slechte huisvesting voor dieren te compenseren met het preventief gebruik van antibiotica.

Daarnaast is verder onderzoek naar nieuwe antibiotica, diergeneesmiddelen en vaccins cruciaal. Het gebruik van genetische modificatie moet daarbij mogelijk blijven, net zoals bij humane medicijnen het geval is. Door deze technologie wordt bijvoorbeeld insuline voor diabetespatiënten geproduceerd. In sommige gevallen is een GMO-medicijn of -vaccin zelfs de enige oplossing. De amendementen die genetische modificatie willen verbieden zetten daarom zowel de volksgezondheid als de gezondheid van dieren op het spel en hebben geen basis in de realiteit.

  Miguel Viegas (GUE/NGL). Este regulamento contém aspetos positivos. Garantir a produção de medicamentos veterinários seguros, eficazes e acessíveis, constitui um objetivo importante para os nossos produtores. A introdução da questão dos medicamentos genéricos, das resistências antimicrobianas ou dos pequenos mercados, são elementos importantes que vão no sentido correto.

Pensamos, no entanto, que o mesmo poderia ir mais longe, não fosse a pressão das empresas multinacionais que pretendem alongar ao máximo os seus privilégios, capturando rendas monopolistas, se possível, até à eternidade.

Poderia ter-se ido mais longe numa maior generalização do método centralizado, a nosso ver o único que salvaguarda os interesses dos países mais pequenos e que evita que as multinacionais disponibilizem os seus produtos apenas nos mercados mais rentáveis.

Sejamos, no entanto, claros. A grande preocupação com a segurança e com uma boa aplicação dos medicamentos veterinários não se resolve apenas com este regulamento, resolve-se atacando-se o problema na raiz que reside numa Política Agrícola Comum, essencialmente produtivista, que promove a monocultura intensiva e destrói a pequena e média agricultura familiar europeia.

  Molly Scott Cato (Verts/ALE). Madam President, the link between the overuse of antibiotics on farms and the growth in resistant bacteria was put starkly by the UK’s Chief Medical Officer, Liam Donaldson, who said that every inappropriate use of antibiotic in animals is potentially signing the death warrant for a future patient.

With a range of medical organisations raising the alarm about the spread of antibiotic resistance, it is incumbent upon European policymakers to introduce strict regulation of their use, both in humans and in animals. At present, antibiotics can be prescribed to all animals on a farm if only one animal is sick, and can be given to animals that show no sign of disease but are merely at risk of catching an infection. We are pleased that the new regulations will ban this sort of routine use of antibiotics.

As Greens, we are determined that the use of antibiotics should not be a substitute for good animal husbandry. When animals are kept in insanitary conditions in overcrowded sheds, their health inevitably suffers and infections spread more easily. Less intensive farming practices would ensure better lives for animals, as well as reducing the demand for antibiotics.

  Julia Reid (EFDD). Madam President, we in UKIP believe that the responsible use of all veterinary medicines in the UK is of great importance, especially for those drugs used in British livestock, where it is vital that our farmers are able to maintain the high standards of food safety, animal health and welfare for which we are well known. However, I do not believe that veterinary medicine should be used to improve performance or to compensate for poor animal husbandry. I think that all veterinary medicines, especially antibiotics, should be used responsibly, under veterinary care and according to licencing conditions. However, current EU legislation, which came into force in 2001 and 2004, has caused the UK a number of problems, in particular the high costs due to the considerable administrative burden imposed by Brussels. Thus we in UKIP oppose the creation of a new regulatory framework that we believe will be as damaging as the old one. UKIP believes that only the UK Government should be able to legislate in this area, and post-Brexit they will.

  Elisabetta Gardini (PPE). Signora Presidente, onorevoli colleghi, anch'io voglio ringraziare moltissimo i due relatori, Françoise Grossetête, per il lavoro straordinario svolto. Hanno però parlato ampiamente della sua relazione anche il collega Liese e gli altri colleghi che sono intervenuti, per cui, se permettete, volevo focalizzarmi anche su un altro aspetto. Perché noi, con il voto di domani, faremo veramente un primo passo, anche verso la modifica del processo attraverso il quale le medicine vengono approvate a livello europeo e potremo, votando infatti gli emendamenti al regolamento, fare un primo passo verso una riduzione drastica, mi auguro, dei tempi che passano tra l'autorizzazione della commercializzazione di un nuovo farmaco e le decisioni dei singoli Paesi sul relativo rimborso.

L'attuale procedura, infatti, crea differenze molto marcate nella tempistica di accesso ai nuovi farmaci, perché lo stesso farmaco è valutato per la sua efficacia 28 volte, una volta per ogni Stato membro, pur basandosi sempre sugli stessi dati. È rimasto classico e drammaticamente conosciuto il caso del Trastuzumab, un farmaco efficace contro un particolare tumore al seno, talmente efficace da diventare lo standard per la cura di questo tipo di tumore al seno, tanto efficace da essere incluso nella lista dei farmaci essenziali dall'Organizzazione mondiale della Sanità, ovvero la lista delle medicine che dovrebbero essere accessibili in tutti i paesi del mondo, ma per arrivare in alcuni paesi ed essere veramente utilizzato e rimborsato, ci sono voluti a volte anche più di 10 anni.

Quindi mi auguro veramente che questo primo passo, ci indichi una strada nuova per superare queste difficoltà.

  Susanne Melior (S&D). Frau Präsidentin, verehrter Herr Kommissar, meine Damen und Herren! Wir haben heute eine ganz wichtige Verordnung hier in der Debatte. Es ist zu dem auch für mich wichtigsten Punkt, nämlich Antibiotika, schon sehr viel gesagt worden. Ich will es dennoch einmal wiederholen und ganz klar sagen: Antibiotika sind eben keine Masthilfe, und sie sind auch kein Ersatz für schlechte Tierhaltung. Das müssen wir ganz deutlich festschreiben und hier auch nochmal festhalten.

Reserveantibiotika – das sagt schon das Wort – müssen für die Humanmedizin auch die Reserve sein. Ich bin sehr froh, dass wir in der Verordnung jetzt ein umfassendes Monitoring festhalten und damit auch für alle Mitgliedstaaten festschreiben, dass der Einsatz von Antibiotika aufgezeichnet werden muss.

Ich bin auch froh und danke beiden Berichterstattern dafür ausdrücklich und sehr herzlich , dass es gelungen ist, dass wir auch die Umweltauswirkungen von der Herstellung bis zum Verbringen der Reste auf dem Acker jetzt mit aufnehmen und dass wir hier auch ganz genau kucken, was wir an Umweltauswirkungen haben und wie wir damit umgehen können.

Vielen herzlichen Dank nochmal an Sie. Wir haben einen ganz wichtigen Schritt getan für einen neuen Umgang mit Tierarzneimitteln.

  Bas Belder (ECR). Als ECR-schaduwrapporteur in de landbouwcommissie hecht ik groot belang aan dit dossier over diergeneesmiddelen.

Het gaat erom dat het wetgevingskader de ontwikkeling van nieuwe diergeneesmiddelen stimuleert. Daarbij hoort een redelijke periode van gegevensbescherming, zoals ook vermeld door de rapporteur. Ook vermindering van administratieve lasten is belangrijk. Het is een goede zaak dat bedrijven straks de mogelijkheid krijgen een decentrale marketing autorisatie om te zetten in een centrale autorisatie.

Verantwoordelijk gebruik van antibiotica is een gezamenlijke opgave. Ik ben blij dat die bewoording over gezamenlijkheid is overgenomen in de tekst. Ik wijs er wel op dat reeds gerealiseerde reducties in antibioticagebruik in enkele lidstaten erkend dienen te worden in toekomstige doelstellingen voor reductie. Want een gezamenlijke inspanning en een gelijk speelveld zijn nodig voor het behalen van een doeltreffend en blijvend resultaat.

  Fredrick Federley (ALDE). Fru talman! Det är ett stort steg som vi kommer att ta idag. Det är en kamp som många har bedrivit under en lång tid. Jag vill särskilt nämna två före detta kollegor, Marit Paulsen från Liberalerna i Sverige och Karl-Erik Olsson från mitt eget liberala parti Centerpartiet som redan på nittiotalet började den här kampen.

När vi pratar om europeiska mervärden kan jag instämma i den hyllningskör som kommer från nästan varenda partigruppering här. Vi är några som också jobbar vidare med detta i rättsakten om foder som innehåller läkemedel, som vi ska ta lite senare i år.

Ska vi klara att bevara det viktigaste instrumentet vi har i vår hantering av vår hälsa – dvs. antibiotika, som gör det möjligt för oss att göra kirurgiska ingrepp, som gör att lunginflammation inte är en dödshotande sjukdom, men som också gör att man inom jordbruket ska kunna veta att det inte finns risk för att samtliga djur i de besättningar man har dör för att antibiotikan inte fungerar, för att vi kan hålla resistensen tillbaka – har vi verkligen skapat ett europeiskt mervärde för både jordbrukssektorn och för människosläktet.

  Norbert Lins (PPE). Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Zunächst möchte ich mich ganz herzlich bei unserer Berichterstatterin, Françoise Grossetête, bedanken. Ich glaube, hier liegt ein sehr guter Bericht vor.

Wirksame Medikamente für Tiere zur Verfügung zu haben und Antibiotikaresistenzen einzudämmen, sind die beiden zentralen Ziele dieses Verordnungspakets. Ich bin überzeugt, dass mit dem vorliegenden Text beides gut gelingen kann. Unternehmen werden zu Forschung und Innovation ermutigt, und der Einsatz von Antibiotika wird sehr stark eingegrenzt.

Der prophylaktische Antibiotikagebrauch wird auf ein absolutes Minimum beschränkt und die routinemäßige Anwendung komplett untersagt. Für die Reserveantibiotika soll die Kommission eine Liste erstellen. Um für Haus- und Nutztiere eine wirksame Behandlung zu gewährleisten, können auch komplementäre Therapierichtungen –ich denke zum Beispiel an homöopathische Medikamente – eine wichtige Rolle spielen. Das sehe ich offensichtlich anders als der Kollege vorher von der ECR.

Nicht zuletzt im Kampf gegen die zunehmende Ausbreitung von Antibiotikaresistenzen können Homöopathika eine gute Alternative darstellen. Aus diesem Grund mache ich mich für deren erleichterte Registrierung beziehungsweise Zulassung stark.

In meinen Augen macht es sehr viel Sinn, die Tierarzneimittelverordnung und die Arzneifuttermittelverordnung als ein gemeinsames, in sich schlüssiges Paket zu sehen. Deshalb begrüße ich, dass uns das in den Definitionen auch gelungen ist. Außerdem stärken wir die Rolle des Tierarztes – seiner Rolle wird verantwortungsvoll Rechnung getragen.

  Jytte Guteland (S&D). Fru talman! Den ökade resistensen mot antibiotika i samhället och naturen är ett enormt problem som det hittills talats för lite om, och därför är det här betänkandet ett steg i rätt riktning.

Infektioner som orsakas av resistenta bakterier blir svårare att behandla, och redan idag ser vi förödande konsekvenser av detta, bl.a. kan för tidigt födda barn, sjuka och äldre drabbas av det fruktansvärda att man inte kan få hjälp idag.

På europeisk nivå krävs nu ett ordentligt och starkt regelverk för att minska antibiotikaresistensen bland både djur och människor. Europa behöver en tydlighet i att vi inte vill ha rutinmässig onödig profylax med antibiotika av djur som är friska. Utgångspunkten måste vara att det bara är sjuka djur som ska medicineras, när behov finns. Därför vill jag säga att den lagstiftning som vi ska rösta om imorgon är ett steg i rätt riktning, men vi måste också se till att få ett förbud mot profylax, mot antibiotika som ges i förebyggande syfte.

  Pilar Ayuso (PPE). Señora Presidenta, señor Comisario, yo también quiero felicitar, por supuesto, a mi compañera la señora Grossetête: ha tenido una cantidad ingente de enmiendas, pero su gran espíritu de consenso y su buen hacer han hecho que este informe sea un gran informe y un buen informe.

Se ha resuelto la necesidad que existía de diferenciar claramente en este Reglamento las diferentes formas de tratamiento: el curativo, el de control y el preventivo o profilaxis. Hay que reducir la carga administrativa porque esto no favorece a la administración, pero también hay que mantener garantías de calidad, eficacia, seguridad y correcta información de los medicamentos veterinarios.

En lo que respecta a la disponibilidad de medicamentos veterinarios, es una cuestión nada menor y hay que buscar soluciones para determinadas especies y patologías que llamamos «especies menores» y «usos menores». Para estos casos concretos, sí que es importante apoyar las medidas destinadas a incentivar la innovación.

Por último, es muy importante que se haya modificado la propuesta para posibilitar a los veterinarios el uso de medicamentos para especies e indicaciones que no están incluidas en las recomendaciones del fabricante.

En resumen, yo creo que hay que mantener un sistema de prescripción en cascada e incluso recurrir a los medicamentos de uso humano; como último recurso, eso sí, y solo cuando no exista una alternativa mejor. Creo que esto es de vital importancia y es una tarea que debe hacer el experto veterinario.

  Christel Schaldemose (S&D). Fru Dormand! Jeg vil også sige tak til ordføreren for at have gjort et rigtig godt stykke arbejde. Jeg støtter fuldt ud den tekst om veterinærlægemidler, som vi skal stemme om i morgen, og glæder mig over, at det er første gang, vi seriøst adresserer antibiotikaresistensen i en EU-lovgivning. Det er nødvendigt, for ca. 25 000 mennesker dør om året, fordi vi har udviklet resistens og derfor ikke kan behandle tilstrækkeligt mod infektioner. Denne resistensudvikling er bl.a. kommet, fordi vi i landbruget har set et overforbrug af antibiotika. Derfor glæder det mig, at vi tager et skridt i den rigtige retning ved at komme tættere på et egentligt forbud mod profylaktisk brug. Vi skal ikke give antibiotika til raske dyr, kun til syge dyr. Jeg havde egentlig også allerhelst set, at vi havde lavet et egentligt forbud mod, at dyrelæger må sælge den medicin, de udskriver, men det kom vi ikke i mål med. Det kan vi måske tage næste gang. Jeg støtter teksten og håber, at dette betyder, at vi nu for alvor kan tage fat på kampen mod antibiotikaresistens i Europa.

  Tom Vandenkendelaere (PPE). Graag zou ook ik de rapporteur willen bedanken voor het schitterende werk dat zij heeft geleverd. Belangrijk is dat de organisatie van de markt met dit verslag een stuk efficiënter wordt geregeld.

Voor mij echter springen de maatregelen eruit die in het kader van de strijd tegen de antibioticaresistentie worden genomen. Door een grootschalig antibioticagebruik, ook preventief bij gezonde dieren, worden steeds meer bacteriën resistent en daardoor vermindert het effect van sommige antibiotica. Nu ook de ontwikkeling van nieuwe soorten antibiotica sputtert, zorgt dat terecht voor ongerustheid. Alle betrokken actoren binnen de sector zijn het erover eens: het gebruik van antibiotica moet omlaag, maar een volledig verbod, zoals sommige collega's voorstelden, is volgens mij een brug te ver.

Zorgvuldig en verantwoord gebruik van antibiotica is noodzakelijk. Dit verslag huldigt dat uitgangspunt. Het routinematig, preventief antibiotica toedienen wordt aan banden gelegd. Dat is een uitstekende zaak, want zo worden kwalijke toestanden vermeden, zoals pasgeboren biggen met resistente bacteriën. Een volledig verbod op het preventief gebruik is er echter niet gekomen en dat getuigt, denk ik, van gezond verstand. Net vóór of tijdens de operatie van een dier moet de landbouwer preventief antibiotica kunnen blijven gebruiken. Zulke uitzonderingen zijn nodig om ook het dierenleed te beperken.

De lijst met uitzonderingen zal worden opgesteld door het Europees Geneesmiddelenbureau. Ook dat is een goede keuze, want zo krijgen we de garantie dat de lijst op wetenschappelijke basis zal worden samengesteld.

Señora Presidenta, yo me sumo a las felicitaciones a los dos ponentes ―coponentes―: a la señora Grossetête, por supuesto, por el gran trabajo realizado; también al señor Tănăsescu. Creo que se ha hecho un gran trabajo global, teniendo en cuenta la dificultad y que eran realmente unos Reglamentos muy técnicos.

He seguido especialmente este debate porque al ser yo ponente del informe sobre el Reglamento relativo a los piensos medicamentosos, cuyo fondo se debate en la Comisión de Agricultura, tenía mucha relación con estos informes, y por lo tanto, he hecho un seguimiento especial.

Y quiero agradecer el trabajo que se ha realizado porque, sin duda, nos ha facilitado el trabajo con el Reglamento relativo a los piensos medicamentosos, una normativa que regulará una de las formas de administración de los medicamentos veterinarios y que se va a votar la próxima semana en la Comisión de Agricultura.

Y quiero destacar finalmente la dificultad que existe para encontrar medicamentos veterinarios para especies y usos menores, y que me alegro de que el procedimiento en cascada haya sido aprobado tal cual en la Comisión de Medio Ambiente: mejora inicialmente la propuesta de la Comisión.

Señora Presidenta, la resistencia antimicrobiana es un problema grave de salud pública en la Unión Europea y hay que aprovechar todas las oportunidades posibles y poner todas las medidas necesarias para combatirla. Y, por eso, quiero comenzar felicitando a los ponentes por haber imprimido una mayor ambición a la propuesta de la Comisión y haber hecho este esfuerzo en este informe y haber aprovechado esta oportunidad.

Efectivamente, se mejora muchísimo la propuesta. Creo que es un importante avance para atajar y tratar de combatir, como ya digo, el problema de la resistencia antimicrobiana en la Unión Europea: 25 000 muertes al año; más de 1 500 millones de euros nos cuesta a la salud pública de los Estados miembros todos los años. Por lo tanto, mis felicitaciones.

Es obvio que no puede ser completo y hay todavía caminos en los que seguir trabajando y estoy segura de que lo haremos. Pero, como aquí se ha dicho, el camino ha empezado; por lo tanto, me sumo a las felicitaciones y espero que esto sea simplemente el inicio para combatir el gran reto que a día de hoy tenemos en la salud pública en la Unión Europea.

Madame la Présidente, félicitations à Mme Grossetête, qui a fait effectivement un très gros travail et a été très ouverte au fait qu'il fallait absolument limiter l'antibiorésistance, parce qu'il y a vraiment un lien entre l'utilisation des antibiotiques et l'augmentation de la résistance des bactéries. Je relève, donc, des choses très positives: l'interdiction de la vente d'antibiotiques sur l'internet, le renforcement de l'interdiction de l'usage prophylactique des médicaments vétérinaires, l'encadrement plus strict de l'usage métaphylactique, c'est-à-dire ne pas soigner tout le troupeau quand il n'y a qu'un animal malade, et, en même temps, la liste réservée pour les humains, ce que l'on appelle "les antibiotiques de réserve".

Je voudrais insister sur deux ou trois choses. Il faut vraiment promouvoir des solutions de remplacement. Effectivement, on peut diminuer l'utilisation des antibiotiques, mais il faut aussi renforcer – et là je soutiens l'amendement de mon collègue Martin Häusling – l'homéopathie. Parallèlement – c'est dommage que nous n'en ayons pas parlé –, il faut augmenter la recherche sur la phagothérapie, c'est-à-dire le fait de tuer certaines bactéries avec des bactériophages. Je pense à la salmonelle dans de très nombreux élevages, qui sont soumis à ce problème, et aussi à l'utilisation des antibiotiques dans les milieux aquatiques, parce qu'il y a de plus en plus d'élevages de saumons. Le problème est qu'on ne peut absolument pas maîtriser les antibiotiques en milieu ouvert.

Signor Presidente, onorevoli colleghi, il quadro giuridico in vigore nel settore dei medicinali veterinari necessitava di miglioramento, in particolare per quanto riguarda il funzionamento del mercato interno, il fenomeno della resistenza agli antibiotici, la mancanza di incentivi per l'innovazione e gli oneri amministrativi imposti nel processo di farmacovigilanza. Con questa relazione, molte di queste lacune vengono colmate.

Il problema fondamentale è senza dubbio la resistenza agli antibiotici: in questo ambito è indispensabile che gli Stati membri vengono conto delle linee guida elaborate dalla Commissione per l'uso prudente degli antibiotici. Occorrono dati più completi circa modalità di utilizzo degli antibiotici ed è necessario predisporre piani per disincentivarne la somministrazione a scopo preventivo o profilattico. Ma la resistenza agli antibiotici va contrastata, riservando alcuni di essi esclusivamente agli esseri umani, così come va assicurato il divieto del commercio su Internet degli antibiotici e rendere ancora più limitata la possibilità per i veterinari di prescrivere commercializzare nello stesso tempo antibiotici.

La soluzione, dunque è da rinvenirsi nel concetto di one health: salvaguardando la salute animale, salvaguardiamo anche quella umana.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, συζητούμε για τη χορήγηση αδείας για τα φάρμακα που προορίζονται για κτηνιατρική χρήση καθώς και για τις επιπτώσεις των φαρμάκων αυτών στη δημόσια υγεία. Κατ’ αρχάς, όσον αφορά την κεντρική άδεια κυκλοφορίας για κτηνιατρικά προϊόντα, θα πρέπει να αποσυνδεθεί από εκείνη των φαρμάκων για τους ανθρώπους, καθώς οι ανάγκες του κτηνιατρικού τομέα για φάρμακα διαφέρουν κατά πολύ από τις ανθρώπινες. Άλλωστε στον κτηνιατρικό τομέα υπάρχουν διαφορετικά είδη ζώων, με αποτέλεσμα να δημιουργείται κατακερματισμός της αγοράς και να αυξάνεται η ανάγκη για επενδύσεις, προκειμένου να επεκταθεί η έγκριση φαρμάκων από το ένα είδος ζώου στο άλλο. Επιπλέον, παρά τα υγειονομικά μέτρα που λαμβάνουν οι κτηνοτρόφοι, τα ζώα χρειάζονται και κτηνιατρικά φάρμακα, για να αντιμετωπίσουν μία νόσο και να αποφευχθεί οποιαδήποτε ενδεχόμενη μετάδοσή της τον άνθρωπο. Επομένως η κτηνιατρική βιομηχανία οφείλει να εξασφαλίζει ότι οι φαρμακευτικές ουσίες που διατίθενται στην αγορά δεν είναι επιβλαβείς για τη δημόσια υγεία, για την υγεία των ζώων και το περιβάλλον και θα πρέπει επίσης να δώσουμε ιδιαίτερη προσοχή στα αντιβιοτικά που χορηγεί σε ζώα που προορίζονται για παραγωγή τροφίμων.

  Klaus Buchner (Verts/ALE). Frau Präsidentin! Ich bin sehr dankbar, dass jetzt eine Verordnung kommt, die etwas gegen die Antibiotikaresistenzen unternimmt. Zur Erinnerung: In Deutschland sind rund 88 % des Putenfleisches, das in Discountern verkauft wird, mit antibiotikaresistenten Keimen belastet. Aber wie soll so ein Verbot durchgesetzt werden, wenn wir Tierzuchtanstalten haben mit 200 000 und mehr Tieren, Hühnern speziell? Hier brauchten wir für diese Art der Tierzucht Antibiotika.

Deswegen meine dringende Bitte: Wenn wir morgen diese Verordnung, die meiner Meinung nach sehr gut ist, beschließen, lehnen wir uns nicht entspannt zurück, sondern denken wir daran, dass es ein harter Kampf sein wird, diese Verordnung zu halten und gegen Angriffe von außen zu verteidigen!

  Vytenis Povilas Andriukaitis, Member of the Commission. Madam President, you have heard my explanation setting out the Commission’s intentions and opinion on this proposed new regulation on veterinary medicines and I have listened to the views of this House with great interest. It is important to reach an agreement on these new rules in order to increase the availability of veterinary medicines and, even more urgently, to address the risks to public health arising from the use of antimicrobials in veterinary medicine. The Commission welcomes further provisions addressing AMR and considers most of them positive.

I also welcome the amendment introducing precise conditions on prophylactics and methaphylactic use of antimicrobials, inter alia prophylactic use restricted to single animals and only when fully justified by a veterinarian, and methaphylactic use restricted to clinically ill animals and to single animals that are identified as being at high risk of contamination. I am sure that we will have very interesting discussions on this issue during the trilogue and you will be able to access those in detail.

Some Members have mentioned very important issues relating to innovations. Use of new innovative treatments is very important to all of us. Innovations, access to veterinary medicines, the fight against AMR and the protection of public health are not in contradiction. On the contrary, innovation is a main tool to guarantee public health.

I am sure that we must also debate in detail many other issues; for example, the proposal to collect data at farm level needs to be further assessed as it could be burdensome and may create additional administrative burdens. I firmly believe that on the basis of the good work done by the European Parliament we will be able to fully achieve those goals in the near future. I would like to once again thank Madam Grossetête and Mr Tănăsescu for their excellent work. Now it is the time for the Council to follow the good example of the European Parliament and speed up its work on the proposals with the aim of coming to a first-reading agreement. I can assure you of the full support of the Commission towards reaching agreement with the Council as soon as possible.

  Françoise Grossetête, rapporteure. Madame la Présidente, je voudrais d'abord remercier les collègues qui sont intervenus ce soir dans le débat, en particulier pour leur soutien. Je voudrais dire que, globalement, il y a un sentiment de satisfaction quant au contenu de ce rapport. Je dois dire que c'est la conséquence d'un travail d'équipe: ce n'est pas seulement mon rapport, mais c'est vraiment celui du Parlement. C'est pour cela que je tiens à remercier très particulièrement tous les rapporteurs fictifs qui ont participé à de nombreuses réunions. Nous avions des sujets parfois très complexes. Il fallait prendre en compte la particularité de certains États membres, tout en suivant toujours cette ligne directrice, qu'était effectivement – vous l'avez tous reconnu – la lutte contre l'antibiorésistance. Sur ce point, je ne vais pas revenir sur le détail, car M. le commissaire vient d'en reparler, mais c'est fondamental.

Dans le même temps, il fallait vraiment prendre en compte le soutien à l'innovation, parce que nous avons un manque cruel de médicaments vétérinaires. Nous avons donc sans cesse cherché l'équilibre entre cette lutte contre l'antibiorésistance et la nécessité de soutenir l'innovation, de prévoir la protection des données commerciales, mais de manière différenciée pour les espèces majeures ou mineures, ou même les espèces très particulières, comme les abeilles pour lesquelles nous sommes décidés à apporter une protection de vingt ans, parce que nous avons un vrai problème à cet égard.

Sur la vente en ligne: bien sûr, celle des médicaments vétérinaires est autorisée, sauf pour les antibiotiques et les produits immunologiques ou psychotropes. Nous avons donc vraiment essayé de faire figurer tout ce qui pouvait être important dans ce règlement sur les médicaments vétérinaires. Je voudrais dire que nous avons aussi pris en compte l'impact environnemental – cela a été cité par l'une de nos collègues.

Si j'ai un message à envoyer maintenant pour terminer – je fais vraiment appel à vous tous –, c'est que nous avons besoin d'une belle majorité pour ce rapport, car cela nous permettrait de faire pression auprès du Conseil afin de perdre le moins de temps possible pour entrer en négociation avec lui. Ma crainte est que le Conseil traite cela avec un peu de négligence, prenne le temps et ne se sente pas vraiment concerné. Ce serait très grave parce que c'est un problème de santé animale et un problème de santé humaine. Si vous apportez votre soutien massif à ce rapport, nous pourrons faire pression auprès du Conseil!

Doamnă președintă, aș dori să încep prin a-i mulțumi doamnei raportoare Grossetête, precum și tuturor raportorilor din umbră și colegilor, pentru munca lor și pentru excelenta colaborare pe care am avut pe ambele dosare. Aș dori să subliniez faptul că, prin intermediul acestor două rapoarte, avem o legislație mai clară și mai bine adaptată la specificul sectorului veterinar. Printre altele, am clarificat rolul agenției în autorizarea de produse medicamentoase și am creat un cadru favorabil dezvoltării de noi medicamente. Votul de mâine reprezintă un pas uriaș în vederea protejării sănătății animalelor și a oamenilor, dar și în vederea luptei împotriva rezistenței la antibiotice. Sper să avem sprijinul dumneavoastră în acest sens.

  Jarosław Kalinowski (PPE), na piśmie. Aktualizacja prawodawstwa dotyczącego weterynaryjnych produktów leczniczych jest konieczna, gdyż wzrasta zapotrzebowanie na nowe i bardziej skuteczne leki, a ich dostępność i ceny często uniemożliwiają rolnikowi zdobycie potrzebnego w danym momencie produktu. Komisja Europejska dąży m.in. do zwiększenia dostępu do produktów leczniczych, poprawy funkcjonowania wewnętrznego rynku tych substancji (przy jednoczesnym zmniejszeniu obciążeń administracyjnych powiązanych z bezpieczeństwem farmakoterapii), jak również do przeciwdziałania wzrastającej oporności na antybiotyki. Oczywiście wszystkie te działania w pełni popieram, jednak w nowym ustawodawstwie powinny znaleźć się precyzyjne i jasne zapisy dotyczące niektórych zagadnień. W tekście brakuje przede wszystkim właściwej definicji „odpowiedzialnego stosowania weterynaryjnych produktów leczniczych” – powinna ona obejmować kompleksowo wszystkie zaangażowane strony: od firm farmaceutycznych, przez weterynarzy, aż do rolników. Ponadto sprzedaż antybiotyków dla zwierząt przez internet (proponowane przez KE rozwiązanie kwestii dostępności) powinna być niedozwolona, a możliwa powinna być jedynie sprzedaż leków dostępnych bez recepty. Natomiast największym problemem jest wzrastająca oporność zwierząt, a także ludzi, na antybiotyki. Nawozy pochodzenia zwierzęcego powodują przedostawanie się do gruntów ornych i wody bakterii odpornych na działanie środków przeciwdrobnoustrojowych, co niesie zagrożenie dla środowiska i ludzi. Dlatego należy bezwzględnie położyć kres wszelkim nadużyciom w stosowaniu antybiotyków i nie podawać ich bez rzetelnej diagnozy, a dopiero po wyeliminowaniu innych możliwości pomocy.
