  Jiří Pospíšil (PPE). Pane předsedající, já jsem podpořil toto usnesení, které se vyjadřuje k situaci v Eritreji. Ta situace je opravdu mimořádně tragická. Jedna z nejchudších zemí na světě s totalitním režimem, který považuje své občany více méně za vězně. Týrá je, posílá je na vojenskou službu, která je časově neohraničená.

Je dobré si uvědomit, že toto je jedna ze základních zemí, odkud přichází velké množství uprchlíků do Evropy, nejvíce po Sýrii, aniž by přímo v zemi samotné panovala občanská válka. Je to důsledek totalitního režimu tamního prezidenta a je dobře, že jsme přijali usnesení, ve kterém odsuzujeme tento režim a vyzýváme tamního prezidenta a tamní vládu k tomu, aby zjednali nápravu. Je otázka, nakolik toto bude mít vliv na chování tamní totalitní chunty, ale myslím si, že je dobré alespoň takto na to upozornit, byť se obávám, že to s chováním prezidenta a jeho vlády asi nic neudělá.

  Andrejs Mamikins (S&D). Priekšsēdētāj! Eritrejā mūsdienās ir ārkārtīgi slikta situācija ar cilvēktiesību ievērošanu, ar vārda un preses brīvību, pamatresursu pieejamību. Faktiski tur nav neatkarīgas tiesu sistēmas, tā vienkārši nefunkcionē, jau nerunājot par obligāto karadienestu visiem eritriešiem vecumā no astoņpadsmit līdz piecdesmit gadiem. Apstākļi dienestā ir visbargākie, un ir milzīgs ikgadējais bēgļu skaits, tajā skaitā uz Eiropas Savienību. Tie, kuri sauc Eritreju par Āfrikas Ziemeļkoreju, šiem cilvēkiem noteikti ir zināmā mērā taisnība, jo tas daudz ko izsaka pats par sevi. Bet žēl, ka joprojām Eiropas Savienībai nav reālu sviru, kā ietekmēt situāciju Eritrejā, nav ietekmes instrumentu uz Asmaras rīcību, un nožēlojams arī tas fakts, ka pašreizējam Eritrejas režīmam ir absolūti vienalga, ko mēs te sakām, un tajā pašā laikā tai ir sliktas attiecības ar tuvākiem un tālākiem kaimiņiem. Bet ir cerība, ka rezolūcija palīdzēs uzlabot situāciju.

  Seán Kelly (PPE). Mr President, once again I was fully supportive of this motion of resolution submitted by my own Group, the European People’s Party, in relation to the current situation in Eritrea, the calls on the Eritrean authorities to release all political prisoners, reform and shorten national service obligations, stop all forced evictions and demolitions, and expand the provision of social housing.

I would like to stress the need for Eritrea to respect and implement the right to education without question, the inobservance of which is causing so many young Eritreans to flee. Sustainable peace, development and prosperity cannot exist without respect for human rights. In conjunction with my Party, I would like to emphasise a deep concern at the lack of freedom of expression and the continued existence of political prisoners held in violation of the principles of the rule of law.

I fully support the demand stipulating the immediate release of Swedish/Eritrean journalist, Dawit Isaak, as a matter of urgency, who has been imprisoned under harsh conditions and without trial since September 2001.

  Isabella Adinolfi (EFDD), per iscritto. ‒ In Eritrea la crisi umanitaria ha raggiunto dimensioni enormi. Siccità, assenza di libertà di stampa, basso indice di sviluppo umano sono soltanto alcuni fattori che indicano una situazione grave dello Stato eritreo.

La risoluzione del Parlamento europeo mira ad impegnare la Commissione a verificare che i fondi impiegati contribuiscano direttamente al benessere dei cittadini eritrei, riducendo al minimo le intermediazioni non necessarie. Tuttavia la preoccupazione principale è la violazione continua dei diritti umani nel paese, si esorta perciò il governo dell'Eritrea a porre fine al sistema del servizio nazionale a tempo indeterminato, smobilitando i soldati di leva che hanno completato i 18 mesi di servizio obbligatorio; inoltre si chiede nuovamente alle autorità eritree di procedere al rilascio immediato e incondizionato dei parlamentari, dei giornalisti dei prigionieri politici e dei prigionieri di coscienza.   Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ Si bien comparto la preocupación por la situación de los derechos humanos en Eritrea, país sobre el que la Comisión de Investigación de las Naciones Unidas ha concluido que las violaciones en los ámbitos de las ejecuciones extrajudiciales, la tortura, los trabajos forzosos y la política de disparar a matar en la frontera pueden constituir crímenes contra la humanidad y del que, según el Alto Comisionado de las Naciones Unidas para los Refugiados, más de 400 000 eritreos han huido, no he podido dar mi voto favorable a la Resolución del Parlamento Europeo puesto que la posición de esta Eurocámara es que la Unión Europea no otorgue financiación del Fondo Europeo de Desarrollo. Eritrea está atravesando una crisis alimentaria que ha reducido las cosechas en la región entre el 50 y 90 por ciento; la posición del Parlamento de cancelar la ayuda al desarrollo al país tiene que ver con su voluntad de promover un cambio de régimen en el país, a costa de sancionar a la población eritrea mediante la negación de esta ayuda al desarrollo a un país con uno de los indicadores del Índice de Desarrollo Humano más bajos del mundo.

  Marie-Christine Arnautu (ENF), par écrit. ‒ L'Union européenne, pleurnicharde comme à son habitude, voudrait imposer son ingérence dans les affaires de l'Érythrée. Mais la compassion "droit-de-l'hommiste" ne donne pas légitimité à s'ingérer dans des affaires qui ne la concernent pas. Les dernières interventions occidentales en Afrique et au Moyen-Orient ont été suffisamment catastrophiques pour ne pas réitérer ces imprudences idéologiques.

J'ai évidemment voté contre ce texte.

  Francisco Assis (S&D), por escrito. ‒ A moção em causa descreve a situação na Eritreia com o realismo e a crueza devidos a um país que, como consta do recente relatório do enviado especial da ONU, exibe um dos piores cadastros do mundo no que respeita aos direitos humanos. A moção é tanto mais pertinente quanto os cidadãos europeus estão muito pouco conscientes da situação dos eritreus, apesar de 7% dos refugiados que chegam às fronteiras externas da UE procederem desse país.

Considero particularmente importante a exortação ao governo da Eritreia para pôr fim ao sistema de serviço militar sem termo definido que é uma das principais razões por trás do êxodo de 9% da população desde os anos 90. Merece igualmente a minha adesão o apelo a que a CE se assegure de que os fundos alocados em 2016 à Eritreia no âmbito do Programa Indicativo Nacional são efetivamente utilizados em benefício dos eritreus, bem como a crítica ao facto de a CE e o Conselho terem ignorado a recomendação do PE para que esse programa fosse melhor ponderado, dada a notória falta de credibilidade do regime enquanto parceiro para a cooperação e o desenvolvimento.

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už šią rezoliuciją dėl padėties Eritrėjoje. Eritrėjos civiliai gyventojai yra savavališkai sulaikomi ar suimami dėl įvairių nepateisinamų priežasčių, įskaitant vyriausybės kritiką ar priešinimąsi jai, žurnalistinę veiklą, neoficialios religijos praktikavimą, privalomos karinės tarnybos vengimą ar dezertyravimą, bendradarbiavimą su užsienio subjektais ar bandymą pabėgti iš šalies. Dėl baimės ir priespaudos labai daug gyventojų bėga iš Eritrėjos (kas mėnesį pabėga 5 000 žmonių) ir jie sudaro trečią pagal dydį į Europą plūstančių pabėgėlių grupę. Pritariu raginimams Eritrėjos vyriausybei baigti opozicijos atstovų ir nekaltų civilių gyventojų sulaikymą bei užtikrinti teisingą kaltinamųjų bylų nagrinėjimą. Eritrėjos vyriausybė turi pradėti įgyvendinti neatidėliotinas reformas, pvz., panaikinti vienpartinę sistemą ir atnaujinti Nacionalinės Asamblėjos veiklą ir rinkimus. Eritrėjos vyriausybė turi atsižvelgti į tarptautinės bendruomenės raginimus ir išlaisvinti nepagrįstai kalinamus asmenis.

  Hugues Bayet (S&D), par écrit. ‒ J'ai évidemment soutenu cette résolution commune qui souligne la situation épouvantable des droits de l'homme en Érythrée, ce qui engendre un exode massif des Érythréens en quête d'une vie meilleure et d'une protection internationale.

L'Union européenne et la Communauté internationale doivent tout mettre en œuvre afin que la population érythréenne puisse bénéficier des droits fondamentaux et ainsi sortir du régime de terreur qu'elle subit depuis bien trop longtemps.

  Beatriz Becerra Basterrechea (ALDE), por escrito. ‒ En el seno del Grupo ALDE propuse realizar una Resolución sobre la situación de Eritrea. Estoy especialmente satisfecha con el trabajo desarrollado en esta Resolución por el mensaje claro y contundente que eurodiputados de todos los grupos políticos europeístas mandamos a la Comisión. Eritrea se encuentra en una situación desesperada; miles de jóvenes abandonan cada mes el país huyendo de una de las peores dictaduras del planeta. Es evidente que tenemos que ayudar a la gente del país, pero no podemos financiar a través de la ayuda al desarrollo a su Gobierno. Los eurodiputados necesitamos tener garantías de que este dinero va a ayudar realmente al pueblo eritreo.

  Brando Benifei (S&D), per iscritto. ‒ Nel 1993 l'Eritrea ha proclamato la propria indipendenza dall'Etiopia. I ventitré anni trascorsi da quello storico evento hanno visto il governo del paese disattendere le promesse democratiche, realizzando un ferreo controllo sull'intera società. Il paese non ha potuto assistere allo svolgimento di libere elezioni e si è negativamente distinto per le fortissime repressioni delle opposizioni, che si sono manifestate in costanti violazioni dei diritti umani.

La relazione delle Nazioni Unite del 2015 ha confermato la tragica situazione, ponendo il paese africano al 186° posto, sui 188 paesi considerati, per quanto riguarda l'indice di sviluppo umano. La grave situazione dell'Eritrea richiede un impegno da parte dell'intera comunità internazionale, per questo motivo oggi ho sostenuto la proposta di risoluzione comune sul tema. I problemi principali del paese legati alle violazioni dei diritti economici, sociali e culturali, si affiancano al persistere di un vero e proprio traffico di esseri umani. Si tratta di una situazione intollerabile. Il governo eritreo deve avviare un percorso serio verso la democrazia, ripristinando lo Stato di diritto e la tutela dei diritti umani. L'Europa ha oggi il compito di fare tutte le pressioni possibili per portare a compimento il sogno di pace e stabilità dei cittadini eritrei.

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ Quiero agradecer a los negociadores de esta Resolución sobre la situación de Eritrea la labor ejercida para que hoy pudiéramos votar dicha Resolución, que he apoyado. En ella se toma nota con preocupación de que persiste la deplorable situación en materia de derechos humanos y la total ausencia del Estado de Derecho y de libertad de los medios de información en Eritrea, más allá de la situación humanitaria y de menores no acompañados.

  Dominique Bilde (ENF), par écrit. ‒ L'Union européenne, qui déroule le tapis rouge et cède au chantage d'Erdogan, veut revêtir une fois de plus, à travers cette résolution, les habits du professeur d'école donnant des leçons de morale et de droits de l'homme au reste du monde.

Il est assez cocasse, si ce n'est navrant, que l'Union européenne se permette dans ce texte de faire les gros yeux à l'Érythrée sur le respect des droits humains: faut-il rappeler que Bruxelles est prête à intégrer à l'Union des pays comme la Turquie ou le Kosovo, peu connu pour leur éthique en la matière?

En matière de diplomatie, pour les parlementaires européens, c'est donc "fais ce que je dis, pas ce que je fais", d'autant que ce texte cherche une nouvelle fois à s'octroyer les prérogatives régaliennes des États membres en matière de politique étrangère, et ce, pour pratiquer une indécente ingérence dans les affaires érythréennes.

J'ai donc voter contre cette résolution.

  Mara Bizzotto (ENF), per iscritto. ‒ La risoluzione analizza puntualmente la drammatica situazione che questo paese sta vivendo. Considerato che l'Eritrea è uno degli Stati dai quali parte il maggior numero di migranti verso l'UE, ritengo che un intervento dell'UE sarebbe doveroso soprattutto considerando le ripercussioni che la situazione in essere ha sull'Europa stessa. Per questo ho votato a favore del testo.

  José Blanco López (S&D), por escrito. Eritrea es un país que, tras treinta años de guerra, consiguió su independencia en 1993. Su desarrollo posterior continúa vinculado a conflictos fronterizos con sus vecinos, especialmente con Etiopía.

El marco de cooperación entre la UE y Eritrea se encuentra recogido en el Acuerdo de Cotonú, que recoge cooperación en áreas que van desde el comercio a la lucha contra la pobreza, pasando por la protección de los derechos humanos y la buena gobernanza. A pesar de todos los esfuerzos, la situación en cuanto a derechos humanos se refiere ha ido, según las Naciones Unidas, deteriorándose progresivamente.En Eritrea nunca han tenido lugar elecciones libres, y la separación de poderes del Estado es poco clara. Los ciudadanos no gozan de libertad de expresión y las detenciones arbitrarias por períodos indeterminados, los malos tratos y la tortura son prácticas frecuentes.

El presente informe demanda a las autoridades eritreas mejoras inmediatas en estos campos para promover la paz, el desarrollo y la prosperidad sostenible a través del respeto inquebrantable de los derechos humanos, y por eso emito mi voto a favor.

Eritrėjos civiliai gyventojai yra savavališkai sulaikomi ar suimami neapibrėžtam laikotarpiui dėl įvairių nepateisinamų priežasčių, įskaitant vyriausybės kritiką ar priešinimąsi jai, žurnalistinę veiklą, neoficialios religijos praktikavimą, privalomos karinės tarnybos vengimą ar dezertyravimą, bendradarbiavimą su užsienio subjektais, bandymą pabėgti iš šalies ar turėti iš šalies pabėgusį giminaitį, arba nepateikus aiškaus pagrindimo. Sulaikytiesiems atsisakoma teikti medicininės priežiūros paslaugas, kadangi vaikai sulaikomi ir kalinami tokiomis pačiomis nežmoniškomis sąlygomis kaip ir suaugusieji. Be to, sulaikytas moteris dažnai prižiūri apsaugos pareigūnai vyrai ir dėl to didėja seksualinio smurto ir smurto dėl lyties pavojus. Europos Parlamentas ragina Eritrėjos vyriausybę laikytis įsipareigojimų pagal Jungtinių Tautų ir kitus tarptautinius susitarimus, kurių šalis Eritrėja yra, įskaitant įsipareigojimus pagal Konvenciją prieš kankinimą ir kitokį žiaurų, nežmonišką ar žeminantį elgesį ar baudimą. Šiuo atžvilgiu ragina užtikrinti didesnį skaidrumą ir bendradarbiavimą su Jungtinių Tautų inspektoriais ir tarptautiniais stebėtojais, kad jie galėtų tikslingai ir be jokių trukdžių atlikti įkalinimo įstaigų inspekciją laikantis konvencijos reikalavimų.

  Mercedes Bresso (S&D), per iscritto. ‒ Ho votato a favore di questa risoluzione perché ritengo cha la situazione in Eritrea sia estremamente grave e che sia compito dell'UE esortare il governo eritreo a porre fine alle continue e reiterate violazioni dei diritti umani ed a tenere elezioni democratiche e pluraliste nonché a cominciare una reale transizione verso la democrazia.

  Renata Briano (S&D), per iscritto. ‒ La gravità della situazione in Eritrea, dove il regime viola sistematicamente i più elementari diritti umani, dove la tortura e lo stupro ai fini di intimidazione politica sono pratiche comunemente adottate dagli apparati del regime, dove la presa totalitaria del regime è tale che estende la propria presa totalitaria alla diaspora eritrea, estorcendo fondi ai suoi espatriati mediante una tassa del 2 % sui loro redditi, spiandoli e prendendo a bersaglio i membri delle loro famiglie rimaste in Eritrea in caso di comportamenti percepiti come impropri.

Per questo dal 2 000 a oggi, sono fuggiti più di 300 000 eritrei, su una popolazione stimata a 6,3 milioni di persone e oltre 30 000 sono stati uccisi nel tentativo di impedire loro la fuga o nella repressione delle manifestazioni di dissenso. Per questo l'Unione europea non può continuare a collaborare col regime eritreo e deve attivarsi in tutte le sedi internazionali per il ripristino della libertà e della democrazia in quella regione.

  Daniel Buda (PPE), în scris. ‒ Situația din Eritreea este caracterizată de încălcări grave ale drepturilor și libertăților umane, amplificată de un regim autoritar întemeiat pe teama de mobilizare militară pe durată nedeterminată, de detenție arbitrară, de tortură și de alte încălcări ale drepturilor omului.

Conform unui raport al ONU privind situația drepturilor omului în Eritreea, există trei aspecte care necesită a fi remediate în vederea asigurării respectării principalelor drepturi și libertăți, și anume: contrabanda și traficul, numărul tot mai mare de minori neînsoțiți care se numără printre cele 5 000 de persoane care abandonează în fiecare lună această țară, precum și exercitarea drepturilor economice, sociale și culturale, inclusiv a dreptului la o locuință adecvată. Amenințările la adresa dreptului la o locuință adecvată s-au concretizat în evacuări forțate, acestea aintensificându-se de la începutul anului 2015.

M-am exprimat în favoarea acestui raport deoarece consider că principiile și valorile Uniunii Europene trebuie să se concretizeze în acțiuni și eforturi comune privind respectarea drepturilor omului, în contextul cooperării pentru dezvoltare. Restabilirea statului de drept și promovarea unei guvernanțe democratice în Eritreea trebuie să se regăsească în agenda europeană, dat fiind că UE este întemeiată pe un angajament ferm față de apărarea drepturilor omului și a democrației.

  Gianluca Buonanno (ENF), per iscritto. ‒ Risoluzione condivisibile. La situazione del Paese è drammatica ed è uno dei Paesi con maggiore numero di rifugiati verso la UE. Si rileva la presenza di bambini soldato, donne e ragazze sottoposte alle mutilazioni genitali, carestie, corruzione. La risoluzione si basa su problemi reali e condivisibili e richiama la necessità di porre rimedio ad una situazione i cui profili negativi si riversano direttamente sull'Europa.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della proposta di risoluzione sulla situazione in Eritrea perché molti dei rifugiati che arrivano in Europa provengo proprio dall'Eritrea. Secondo l'ONU e Human Right Watch l'esodo attuale è alimentato dalla violazione dei diritti umani nel paese, si parla di esecuzioni sommarie senza processo, sparizioni, torture e coscrizione obbligatoria.

Il paese si trova in una situazione difficilissima, secondo un rapporto delle Nazioni Unite il governo utilizzerebbe anche le tensioni con i paesi vicini come pretesto per ignorare il rispetto dei diritti umani e per sottoporre al controllo dei militari ogni aspetto della vita quotidiana dei cittadini. L'Unione europea deve riavviare un dialogo anche con Asmara per cercare di risolvere alla radice la questione dei flussi migratori, ma allo stesso tempo deve condizionare gli aiuti economici a un significativo aumento delle libertà fondamentali nel paese.

  David Casa (PPE), in writing. ‒ I support this motion for a resolution because the ongoing human rights violations in Eritrea are worrying and should be put to a halt. Likewise, lack of elections, the authoritarian and repressive rule and the non-existent freedom of press are major issues faced by the Eritreans. They should be addressed by the government with the help of the international community. In the meantime, I support the allocation of funds to the Eritrean people to meet at least some of their needs.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ In Eritrea, uno dei paesi da cui arriva un numero elevato di richiedenti asilo in Europa, è in atto un deterioramento dello Stato di diritto e dei diritti umani.

Ho votato a favore del testo approvato dal Parlamento europeo in cui si invita il governo eritreo a fare progressi sul cammino delle riforme, a partire dal rispetto dei diritti umani. Ritengo inoltre giusto sottolineare che sono a favore di un sostegno pieno e forte al popolo eritreo, soprattutto per lottare contro la povertà che è una delle prime cause dell'emigrazione, ma ritengo che l'UE non possa permettersi di appoggiare in modo acritico il governo, perché farlo vorrebbe dire condannare il popolo eritreo.

  Λευτέρης Χριστοφόρου (PPE), γραπτώς. ‒ Στηρίζουμε την έκθεση η οποία τονίζει ότι πρέπει να δοθεί προτεραιότητα στην αντιμετώπιση του ελλείμματος δικαιοσύνης, στη δημοκρατική διακυβέρνηση και στην αποκατάσταση του κράτους δικαίου, τερματίζοντας την αυταρχική εξουσία που ασκείται με τον φόβο της επ’ αόριστον επιστράτευσης, των αυθαίρετων κρατήσεων σε απομόνωση, των βασανιστηρίων και άλλων παραβιάσεων των ανθρωπίνων δικαιωμάτων. Ο σεβασμός των ανθρωπίνων δικαιωμάτων αποτελεί βασική αξία της εξωτερικής πολιτικής της ΕΕ και της συνολικής προσέγγισης της ΕΕ όσον αφορά το Κέρας της Αφρικής και θα πρέπει, ως εκ τούτου, να περιλαμβάνεται τακτικά στον διάλογο με την Ερυθραία.

Nessun cittadino al di sotto dei 60 anni può avere un passaporto, perché fino a quell'età sono tutti chiamati a fare il servizio militare. Le carceri sono piene di prigionieri politici, religiosi o oppositori che vengono sottoposti a tortura. Inoltre, l'Eritrea ha drammatici livelli di malnutrizione e denutrizione definiti preoccupanti dalla FAO. Ho votato a favore di questa proposta di risoluzione del Parlamento europeo perché insiste sulla cessazione di questa situazione e sul rispetto dei principi democratici, delle libertà fondamentali e lo Stato di diritto.

  Javier Couso Permuy (GUE/NGL), por escrito. ‒ Si bien comparto la preocupación por la situación de los derechos humanos en Eritrea, país sobre el que la Comisión de Investigación de las Naciones Unidas ha concluido que las violaciones en los ámbitos de las ejecuciones extrajudiciales, la tortura, los trabajos forzosos y la política de disparar a matar en la frontera pueden constituir crímenes contra la humanidad y del que, según el Alto Comisionado de las Naciones Unidas para los Refugiados, más de 400 000 eritreos han huido, no he podido dar mi voto favorable a la Resolución del Parlamento Europeo puesto que la posición de esta Eurocámara es que la Unión Europea no otorgue financiación del Fondo Europeo de Desarrollo. Eritrea está atravesando una crisis alimentaria que ha reducido las cosechas en la región entre el 50 y 90 por ciento; la posición del Parlamento de cancelar la ayuda al desarrollo al país tiene que ver con su voluntad de promover un cambio de régimen en el país, a costa de sancionar a la población eritrea mediante la negación de esta ayuda al desarrollo a un país con uno de los indicadores del Índice de Desarrollo Humano más bajos del mundo.

  Andi Cristea (S&D), în scris. ‒ Degradarea condițiilor de viață din Eritreea prin îngrădirea drepturilor și libertăților umane a provocat plecarea a peste 9 % din populație. În fiecare an, 5 000 de persoane își riscă viața în încercarea de a părăsi țara. Intențiile guvernului de a reduce imigrația legală și ilegală prin politicile shoot to kill și taxa pentru diaspora sunt inumane și contrare libertății de circulație. Acesta este un simplu exemplu, care indică amploarea și gravitatea încălcării drepturilor și libertăților omului și slaba preocupare a guvernului Eritreii pentru bunăstarea cetățenilor.

Din acest motiv, regret că îngrijorările exprimate de Parlamentul European nu au fost luate în considerare de către Comisie, denunț reluarea ajutorului în valoare de 200 de milioane de euro prin semnarea PIN pentru Eritreea și solicit Comisiei monitorizarea deplină a punerii în aplicare a acestuia. Prin urmare, susțin cu fermitate întoarcerea Eritreii la o stare de normalitate politică, instaurarea unei adevărate separații a puterilor în stat, dezvoltarea democrației și a statului de drept. Condamn politicile companiilor europene, care profită de inegalitățile sistemului, având, astfel, o implicare indirectă în folosirea muncii forțate. Nu în ultimul rând, consider că respectarea drepturilor și libertăților omului, accesul la educație și abolirea torturii sunt elemente esențiale ale dezvoltării sănătoase a statului.

  Edward Czesak (ECR), na piśmie. ‒ W roku 1991 Erytrea uzyskała niepodległość, a w roku 1997 zatwierdzono i ratyfikowano nową konstytucję, zapewniającą pełne poszanowanie praw człowieka – jak dotąd nie weszła ona jednak w życie. Dwu i pół letni konflikt graniczny z Etiopią, który wybuchł w roku 1998, został zażegnany pod egidą ONZ w grudniu roku 2000. Isajas Afwerki jest jak dotąd jedynym urzędującym prezydentem Erytrei od roku 1993; jego rządy, zwłaszcza od roku 2001, przyjęły charakter wysoce autokratyczny i represyjny. Doprowadziły do znacznej militaryzacji społeczeństwa poprzez wprowadzenie niepopularnego programu przymusowego powołania do służby wojskowej, czasami na czas nieokreślony. Okres służby wojskowej, oficjalnie 16-miesięczny, może zostać przedłużony w czasie „kryzysu narodowego”. W dodatku dziesiątki tysięcy Erytrejczyków jest nadal przetrzymywanych w więcej niż 300 miejscach w całym kraju bez przedstawienia im zarzutów czy procesu, w warunkach zagrażających życiu. W miejscach tych rutynowo praktykowane są tortury. Wielu księży, pastorów i innych osobistości kościelnych przebywa albo w areszcie domowym, albo w więzieniu. Mając powyższe na uwadze poparłem w głosowaniu projekt rezolucji.

The European Union must seek to take an important role in addressing such situations of human rights breaching. We need to tackle the reality before us, Eritrean refugees are one of the largest groups of asylum seekers arriving in Europe. In Eritrea, civilians are being regularly detained or arrested for a number of unjustifiable reasons. I voted in favour of this resolution, as it highlights how the EU aid and resources can be best focused to address this situation and bring changes to situations like the one faced by Mr Dawit Isaak, a political prisoner who has been imprisoned without trial in Eritrea.

От обявяването на своята независимост през 1993 г. страната се управлява от един-единствен президент, Исаяс Афеверки, който през последните 15 години води изключително авторитарно и репресиращо управление. Една от основните критики към страната е, че не се прилага конституцията, която беше приета и ратифицирана през 1997 г., нарушават се човешките права, има много случаи на изтезания и представители на всички религии биват преследвани. Ситуацията в Еритрея постоянно се влошава, което кара много хора да бягат и да напускат страната, довод за което са 450 000 лица, търсещи убежище в съседните страни.

  José Manuel Fernandes (PPE), por escrito. ‒ A UE tem vindo a apoiar a Eritreia desde a sua independência da Etiópia em 1993, mas a promessa inicial de instauração da democracia e do Estado de direito após a independência do país foi cerceada pelo governo da Eritreia a pretexto da defesa nacional e do serviço nacional. A verdade é que vários processos eleitorais não se realizaram e as expectativas na construção de um país que respeitasse os direitos humanos e sem repressão foram goradas.

A Eritreia tem um dos piores registos em matéria de direitos humanos em todo o mundo. Todos os dias ocorrem violações dos direitos humanos e não se registou qualquer melhoria nos últimos anos. Por isso, manifesto a profunda apreensão face à perpetuação da situação catastrófica em termos de direitos humanos, assim como considero imperativo dar prioridade ao combate do défice da justiça, à governação democrática e ao restabelecimento do Estado de direito.

  João Ferreira (GUE/NGL), por escrito. ‒ A presente resolução relativa à situação na Eritreia é mais um exemplo da política de ingerência da União Europeia, alinhada com os interesses das potências imperialistas que representa. Sendo a situação económica e social na Eritreia difícil, esta tem causas e responsáveis. As potências imperialistas continuam a olhar para determinadas regiões, e particularmente para África, como colónias e não como Estados independentes e soberanos.

Se os governos servem os seus interesses de rapina das riquezas dos países e de exploração dos povos, são apoiados, se acontece o contrário, cai sobre si a ira dos imperialistas. Entendemos que os problemas que existem devem ser resolvidos pela ação e luta do povo eritreu e não por qualquer intervenção ou ingerência externa. A região do Corno de África tem sido afetada por uma desestabilização constante. São disso exemplo a Somália e o Uganda. Esta é uma região que, pelo seu posicionamento e pelas suas riquezas, poderia libertar-se da dependência se houvesse paz na região, algo que as potências imperialistas não desejam. É perante a instabilidade, quantas vezes instigada, que melhor defendem os seus interesses.

Esta resolução pretende ainda esconder o que se passa ali bem perto, no Iémen.

  Monika Flašíková Beňová (S&D), písomne ‒ Európska únia a jej členské štáty musia dbať na to, aby pri spolupráci s vládou Eritrey zakaždým kládli dôraz na úplné dodržiavanie ľudských práv, najmä pokiaľ ide o riadenie migračných tokov, pretože 28. januára 2016 Eritrea a Európska únia podpísali prelomovú dohodu v oblasti budúcej rozvojovej spolupráce, ktorá podporuje obnoviteľné zdroje energie a dobrú správu, a následne nato Európska únia oznámila, že poskytne krajine 200 miliónov eur na dlhodobú podporu. Základnými príčinami eritrejskej utečeneckej krízy sú absencia právneho štátu, demokracie a dodržiavania ľudských práv a represie voči občanom Eritrey, a pokiaľ sa tieto základné príčiny nebudú riešiť, utečeneckú krízu nebude možné zastaviť a je veľmi otázne, či je vláda Eritrey zodpovedným partnerom pre Európsku úniu. Nepovažujem preto za správny krok, že sa Európska únia chystá vyčleniť z Európskeho rozvojového fondu 200 miliónov eur na projekty týkajúce sa energie a riadenia v Eritrei vzhľadom na zúfalú situáciu v oblasti ľudských práv v tejto krajine, pretože je veľmi otázne ako miestna vláda túto finančnú injekciu použije.

  Doru-Claudian Frunzulică (S&D), in writing. ‒ The European Union decided to resume its development assistance to Eritrea notably via a National Indicative Programme (NIP) for Eritrea of EUR 200 million. Scrutiny Working Group A of the Committee on Development of the European Parliament, which I chair, called on the EDF Committee on 11 November 2015 not to adopt the draft NIP pending further discussion. This is explained by the human rights situation in Eritrea, that has long been deteriorating – civilians are regularly arbitrarily detained or arrested for a number of unjustifiable reasons – criticising or opposing the government, practising journalism, practising an unofficial religion, evading or deserting mandatory national service, trying to flee the country. Eritreans fleeing the country now constitute the third largest group of refugees making the perilous journey to Europe.

However, our call upon the Commission was not taken into consideration. I ask the European Commission to review its scrutiny arrangements with the European Parliament and to seriously consider how EU aid and resources can be best focused to address the situation and help bring about change.

  Mariya Gabriel (PPE), par écrit. – J'ai voté en faveur de cette résolution car elle fait état de la situation actuelle en Érythrée, de son contexte politique et des violations des droits de l'homme, qui entravent lourdement le développement économique et humain du pays.

Dans la résolution, nous rappelons l'importance de mieux utiliser le Fond européen de développement (FED), qui doit contribuer à la réduction de la pauvreté et au développement socio-économique de l'Érythrée et concourir à l'ouverture de l'Érythrée en permettant des progrès en matière de démocratie, de droits de l'homme, de gouvernance et de sécurité. Le programme indicatif national, notamment son volet gouvernance, devrait permettre à l'Érythrée d'avancer dans la voix de la démocratisation et de favoriser l'ouverture et la stabilité de ce pays.

Nous rappelons aussi dans cette résolution que le Parlement européen doit être investi de pouvoirs de contrôle sur le FED, qui opère encore aujourd'hui en dehors du budget de l'Union européenne.

Συγκεκριμένα, ζητείται από τη χώρα να υπογράψει, να κυρώσει και να θέσει πάραυτα σε εφαρμογή τη Σύμβαση των Ηνωμένων Εθνών κατά των βασανιστηρίων και άλλων μορφών σκληρής, απάνθρωπης ή εξευτελιστικής μεταχείρισης ή τιμωρίας, καθώς και να συμμορφωθεί απολύτως με τις υποχρεώσεις της που απορρέουν από το διεθνές σύμφωνο για τα ατομικά και πολιτικά δικαιώματα και από τον Αφρικανικό Χάρτη των Δικαιωμάτων του Ανθρώπου και των Λαών, πράξεις που αμφότερες απαγορεύουν τα βασανιστήρια. Ζητείται επίσης να δοθεί τέρμα σε όλες τις αυθαίρετες συλλήψεις, τις βίαιες εξαφανίσεις και τις επ’ αόριστον φυλακίσεις χωρίς κατηγορίες ή δίκη. Συστήνεται επίσης ο τερματισμός της πρακτικής της επ’ αόριστον στρατιωτικής θητείας και τον περιορισμό της θητείας σε 18 μήνες για όλους τους σημερινούς και τους μελλοντικούς κληρωτούς ηλικίας άνω των 18 ετών, ενώ ζητείται να υπάρχει πρόβλεψη για τους αντιρρησίες συνείδησης. Εκφράζεται επίσης μεγάλη ανησυχία για τον εξαιρετικά υψηλό αριθμό ερυθραίων προσφύγων που επιχειρούν να διασχίσουν τη Μεσόγειο με προορισμό την Ευρώπη και εκτιμά ότι το αντιδημοκρατικό και ολοκληρωτικό καθεστώς της Ερυθραίας αποτελεί την κύρια αιτία της κατάστασης αυτή.

The EU has a vested interest in a stabilised Eritrea and does not wish to see the population of the region suffer any further. A sizeable proportion of the Eritrean population has fled as a result of actions of the Eritrean Government in its active disregard for human rights or due to the lack of protection it has provided to its citizens. It is imperative that the Eritrean Government implement as many measures as possible to guarantee the basic human rights of its citizens. Particularly worrying are reports which claim that the government commits widespread extrajudicial killing, torture, arbitrary detention and discrimination. With all this in mind, and considering the vast protection provided by several international human rights instruments such as the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, I support the European Parliament’s motion for a resolution on the situation in Eritrea.

  Hans-Olaf Henkel (ECR), in writing. ‒ Eritrea has had only one president since its independence in 1993 – a president who, under a highly autocratic and militarized rule, has made conscription mandatory. Though the official length of enlistment is 16 months, it is often extended, thus making the average service last 6.5 years. This leads many young people to flee from the country, and it has been estimated that there are over 440 000 refugees and asylum seekers in neighbouring countries. Moreover, all religions are persecuted in Eritrea and tens of thousands of citizens are detained without charge or trial. Given the worrying situation of human rights in Eritrea and my commitment to this cause, I have supported this report. In addition, I believe that the euro must be abolished. It leads to dissension and discord in Europe.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasovao sam za Rezoluciju Europskog parlamenta o stanju u Eritreji, s obzirom da se radi o zemlji s velikim problemima: prema izvješću UNDP-a o ljudskom razvoju za 2014. godinu Eritreja nalazi na 182. mjestu od 187 zemalja prema indeksu ljudskog razvoja za 2014. godinu, prema zadnjoj procjeni siromaštva Svjetske banke iz 2003. godine 65 % stanovništva živi ispod granice siromaštva, ljudska prava krše se svakodnevno i zadnjih godina nije zabilježen nikakav napredak, Eritreja je jedna od zemalja iz koje dolazi najviše izbjeglica te treća u svijetu (poslije Sirije i Afganistana) po broju osoba koje kreću na opasan put u Europu. U tom smislu posebnu pozornost treba posvetiti djeci bez pratnje koja su žrtve trgovanja ljudima. Potrebno je dodijeliti 200 milijuna EUR tijekom idućih šest godina iz 11. Europskog razvojnog fonda za Nacionalni indikativni program kako bi se potaknulo smanjenje siromaštva i socioekonomski razvoj te suzbili ekonomski i politički uzroci migracije, ali uz jasnu transparentnost i dobro upravljanje u pogledu javnih financija, te jamčenje demokratskih reformi i poštovanje ljudskih prava. Vijeće treba zajamčiti da dodijeljena sredstva neće biti pogrešno upotrebljena od strane eritrejske vlade već iskorištena za potrebe eritrejskih građana.

  Marc Joulaud (PPE), par écrit. ‒ J'ai voté en faveur de la résolution sur la situation en Érythrée. Celle-ci devient en effet très problématique au regard des violations contre les droits humains. L'état de droit et la liberté des médias y sont en effet quasi inexistants. Or l'Union européenne, par le Fonds européen de développement, alloue des sommes importantes à l'Érythrée. C'est pourquoi le Parlement devrait avoir un contrôle sur le FED. De plus, la Commission doit maintenant s'engager à vérifier que l'argent des citoyens européens bénéficiera aux populations et non à un gouvernement oppresseur.

Cette résolution a été adoptée à une large majorité, ce dont je me félicite.

  Ilhan Kyuchyuk (ALDE), in writing. Eritrea is one of the top refugee—producing countries in the world. This is not a coincidence. The country is a notorious human rights violator. One of the main reasons for the endless migration from the country is the fact that Eritrea conscripts all men and unmarried women into the so-called ‘national service’. Although Eritrean law limits national service to 18 months, most conscripts serve for much of their working lives. Working conditions are usually very harsh: people do not get paid or they get very small amount of money; brutal torture and beating are used as a way to force soldiers to do their jobs. Therefore, I call on the Eritrean authorities to respect human rights and, most importantly, immediately to end mandatory military conscription, including forced labour and rampant rights abuses, and to allow freedom of worship, freedom of the media and freedom of expression.

  Giovanni La Via (PPE), per iscritto. – La presente proposta di risoluzione, per la quale ho deciso di votare favorevolmente, delinea la difficile situazione in cui vive la popolazione dell'Eritrea.

Riteniamo inaccettabile che l'autorità di governo continui a violare in modo sistematico i diritti umani. Siamo di fronte ad un paese che opera una totale repressione della libertà di espressione congiuntamente a gravi violazioni della libertà di religione e di credo. La realtà attuale mostra che decine di migliaia di eritrei continuano a essere detenuti senza un'accusa. Tale stato di cose è la causa principale del numero estremamente elevato di rifugiati eritrei che tentano di attraversare il Mediterraneo per raggiungere l'Europa.

Un altro fattore alla base dell'esodo è rappresentato dalle difficili condizioni che il governo impone alla popolazione. A causa di quanto appena esposto, il Parlamento europeo chiede dunque all'l'Eritrea di firmare, ratificare e attuare immediatamente la Convenzione delle Nazioni Unite contro la tortura e di riconoscere l'esistenza di violazioni dei diritti umani. Viene anche chiesto con forza all'Eritrea di porre fine agli arresti arbitrari, alle sparizioni forzate e alle detenzioni a tempo indeterminato senza accuse o processo.

  Paloma López Bermejo (GUE/NGL), por escrito. ‒ Si bien comparto la preocupación por la situación de los derechos humanos en Eritrea, país sobre el que la Comisión de Investigación de las Naciones Unidas ha concluido que las violaciones en los ámbitos de las ejecuciones extrajudiciales, la tortura, los trabajos forzosos y la política de disparar a matar en la frontera pueden constituir crímenes contra la humanidad y del que, según el Alto Comisionado de las Naciones Unidas para los Refugiados, más de 400 000 eritreos han huido, no he podido dar mi voto favorable a la Resolución del Parlamento Europeo puesto que la posición de esta Eurocámara es que la Unión Europea no otorgue financiación del Fondo Europeo de Desarrollo. Eritrea está atravesando una crisis alimentaria que ha reducido las cosechas en la región entre el 50 y 90 por ciento; la posición del Parlamento de cancelar la ayuda al desarrollo al país tiene que ver con su voluntad de promover un cambio de régimen en el país, a costa de sancionar a la población eritrea mediante la negación de esta ayuda al desarrollo a un país con uno de los indicadores del Índice de Desarrollo Humano más bajos del mundo.

  Ivana Maletić (PPE), napisan. ‒ Eritreja je postala neovisna 1993. i očekivalo se jačanje demokracije, vladavine prava i poštovanje temeljnih ljudskih prava i sloboda. Nažalost, u izvješću UN-a iz 2015. ističe se kako eritrejske vlasti sudjeluju u sistematskom i rasprostranjenom kršenju ljudskih prava. Mjesečno se javlja sve veći broj izbjeglica iz Eritreje, a sve je popraćeno slučajevima trgovine ljudima.

Rezolucija poziva eritrejske vlasti da poštuju ljudska prava, puste na slobodu sve političke zatvorenike i novinare te osiguraju dostavu hrane u svim dijelovima Eritreje, stoga sam podržala prijedlog rezolucije.

  Vladimír Maňka (S&D), písomne Eritrejský štát patrí k najchudobnejším krajinám sveta, ktorý sa oficiálne radí k prezidentským republikám. Fakticky tu však vládne diktatúra jednej strany. V indexe ľudského rozvoja za rok 2015 sa Eritrea umiestnila na 186. mieste spomedzi 188 krajín. Absencia zásad právneho štátu, slabé hospodárstvo, vysoká miera chudoby, nerešpektovanie ľudských práv, obmedzovanie náboženskej slobody a slobody slova, beztrestná diskriminácia a násilie páchané na ženách, spolu s odmietaním pomoci vládou tejto krajiny sú dôvodom vysokého počtu utečencov z tejto oblasti. Neriešením tejto situácie sa počet utečencov a utrpenie obyvateľstva bude zvyšovať. Preto musia všetky medzinárodné zložky, orgány a organizácie, vlády a podnikateľské subjekty vyvíjajúce činnosť v Eritrei urobiť zo svojich pozícií všetky potrebné kroky k tomu, aby vláda Eritrejskej republiky zabezpečila demokratické voľby a aby sa začal proces demokratizácie v tejto krajine.

  Louis Michel (ALDE), schriftelijk. – De verwachtingen waren hoog gespannen, toen Eritrea in 1993 onafhankelijk werd. Met de hulp van de internationale gemeenschap zou het land zelf de teugels in handen krijgen om voor zijn bevolking een vrij en welvarend land op te bouwen.

Vandaag stellen we vast dat Eritrea tot de allerarmste en minst ontwikkelde landen wordt gerekend. Dat vertaalt zich niet alleen in een dramatisch uitzichtloze economische situatie, maar ook in de vaststelling dat de mensenrechten er voortdurend en op grote schaal worden geschonden, dat vrije media uitgesloten zijn, godsdienstvrijheid onbestaande is en het land baadt in een cultuur van geweld.

Bovendien legt het regime aan iedereen een eindeloos lange militaire dienstplicht op waardoor elke kans tot individuele zelfontplooiing definitief wordt gefnuikt. Dit alles maakt dat een groot aandeel Eritreërs zich waagt aan de oversteek naar Europa.

In deze resolutie wordt gevraagd een einde te maken aan die ellenlange legerdienst. Tevens wordt aan de Europese Commissie gevraagd er nauwlettend op toe te zien dat niet de regering, maar wel de bevolking rechtstreeks de baten ervaart van de Europese ontwikkelingshulp; voorts wordt de Europese Commissie verzocht coherent en éénduidig haar inspanningen op te voeren om ervoor te zorgen dat de Eritrese regering de fundamentele vrijheden eerbiedigt en werk maakt van de democratische hervormingen.

  Miroslav Mikolášik (PPE), písomne Bezútešná situácia pretrvávajúca v Eritrei v súvislosti s porušovaním ľudských práv, znásobená povinnými a neprestajnými vojenskými odvodmi, má za následok, že tisíce Eritrejčanov sú každý mesiac nútení opustiť svoje domovy a domáhať sa medzinárodnej ochrany v okolitých štátoch. Absolútny nezáujem vládnucej vrstvy vo veci nastolenia demokracie, rešpektovania ľudských práv či otvorenej pluralitnej spoločnosti spôsobuje potrebu EÚ, ale aj celej medzinárodnej komunity, zaoberať sa týmto závažným stavom. Kvôli tvrdému porušovaniu ľudských práv a základných slobôd, de facto neexistujúcej slobode reči, združovania či náboženského vyznania a početným prípadom nezákonného zadržiavania a väznenia viac než 200 000 občanov utieklo od roku 2004 z krajiny, prevažne do východného Sudánu a Etiópie. S konečným cieľom dostať sa do Izraela sú takíto eritrejskí utečenci častými obeťami egyptských priekupníkov, ktorí zarábajú na ich nešťastí. Bez zmeny politickej situácie nie je možný ani hospodársky pokrok – do krajiny nebudú prúdiť potrebné investície, nezamestnanosť ostane vysoká a prístup k základnej zdravotnej starostlivosti, vzdelaniu či zdrojom elektrickej energie naďalej limitovaný. Domnievam sa, že je nutné mobilizovať naše sily v záujme ochrany eritrejských obyvateľov, preto hlasujem za predložený návrh.

  Sorin Moisă (S&D), in writing. ‒ The human rights situation in Eritrea has forced many women, men and children to flee the country, risking further abuses in the hands of smugglers and human traffickers, in order to reach safer grounds. The ones who stayed behind face an oppressive regime and severe problems with indefinite conscription, food security, restrictions, abuses and repression of all basic freedoms. Existem relatos da Relatora Especial da ONU, da Comissão de Inquérito das Nações Unidas sobre os Direitos do Homem e da Human Rights Watch que descrevem as violações em matéria de direitos humanos, a tortura, os trabalhos forçados, a falta de liberdade religiosa, as práticas homossexuais como ilegais e a discriminação e a violência contra as mulheres.

A Relatora Especial da ONU sobre os direitos humanos na Eritreia destaca as seguintes preocupações: o gozo dos direitos económicos, sociais e culturais, incluindo o direito a um alojamento digno; o contrabando e o tráfico de seres humanos e o aumento do número de menores não acompanhados que fazem parte das mais de 5 000 pessoas que fogem do país por mês.

Defendo que a comunidade internacional deve pressionar o governo da Eritreia para autorizar a ajuda externa visando apoiar as comunidades vulneráveis e que a UE tome medidas para ter garantias do governo da Eritreia de que irá aplicar reformas democráticas e garantir o respeito dos direitos humanos.

De plus, la résolution condamne la décision du comité FED allant à l'encontre des recommandations du Parlement. L'Union européenne soutient le gouvernement de l'Érythrée dans sa lutte contre la pauvreté, mais a le devoir de s'assurer de la bonne utilisation des fonds européens. Az 1993-ban megrendezett, Eritrea függetlenségét követelő népszavazás, valamint az alapvető emberi jogokat tiszteletben tartó alkotmány 1997-ben történő elfogadása után minden okunk megvolt arra, hogy pozitív változásokra számítsunk. A várt reformok azonban nem érkeztek meg, Eritrea lakosai pedig még mindig nem rendelkeznek az alkotmányban szereplő jogaikkal.

A jelentés, amit szavazatommal én is támogattam, változásra szólítja fel az országot, hangsúlyozva az alapvető jogok napi szinten ismétlődő megsértésének súlyos következményeit.

  Rolandas Paksas (EFDD), raštu. ‒ Balsavau už šią rezoliuciją. Eritrėja yra viena skurdžiausių ir uždariausių Afrikos valstybių ir yra viena sparčiausiai tuštėjančių pasaulio šalių. Padėtis šalyje nuolat blogėja. Vykdomi sisteminiai, visuotinai paplitę ir šiurkštūs žmogaus teisių pažeidimai. Visiškai nepaisoma teisinės valstybės ir žiniasklaidos laisvės principų. Atsižvelgiant į tai, būtina imtis neatidėliotinų veiksmų.

Visų pirma, reikėtų sustabdyti Eritrėjos vyriausybei skiriamą finansinę paramą ir nustatyti stebėsenos mechanizmus. Negalima leisti, jog skiriama parama būtų naudojama represijoms arba kuriai nors kitai su priverstiniu darbu susijusiai veiklai finansuoti. Komisija turi užtikrinti, kad skiriamomis lėšomis pasinaudotų ne Eritrėjos vyriausybė, bet jos būtų griežtai skiriamos Eritrėjos gyventojų poreikiams, susijusiems su vystymusi, demokratija, žmogaus teisėmis, geru valdymu, saugumu.

Siekiant stabilizuoti padėtį šalyje labai svarbu, kad Eritrėjos prezidentas ir vyriausybė pradėtų vykdyti reformas, kurios padėtų Eritrėjai užtikrinti atitiktį tarptautiniams ir su žmogaus teisėmis susijusiems įsipareigojimams.

  Alojz Peterle (PPE), pisno. ‒ Resolucijo o Eritreji sem podprl, saj odpira številne težke tematike v zvezi s stanjem v tej državi, ki jih je bilo že dolgo časa nujno potrebno nasloviti. Predvsem je po mojem mnenju kritično, kot je zapisano tudi v poročilu, da volitve, ki so bile planirane za leto 1997, nikoli niso bile izvedene, hkrati pa tudi ustava iz istega leta ni bila implementirana. Pomemben poudarek je še na regionalnih volitvah, ki bi morale biti izvedene že leta 2009, vendar se to še vedno ni zgodilo. Zakonodaja sploh ni sprejeta s strani parlamenta, temveč to opravi kar vlada sama. Poročilo torej dobro opiše pomanjkanje demokratičnih procesov v tej državi, kar v veliki meri zavira njen nadaljnji razvoj. Zaradi prej naštetih težav je bilo po mojem mnenju nujno potrebno sprejeti to resolucijo, saj bo v prihodnosti predstavljala uradno stališče Evropskega parlamenta in s tem tudi Evropske zveze do te države, hkrati pa bo predstavljala tudi določen politični pritisk iz mednarodne skupnosti na to državo, da izvede nujno potrebne demokratične reforme.

  Marijana Petir (PPE), napisan. ‒ Podržavam ovo izvješće i pozdravljam činjenicu da se stanje u ovoj dalekoj zemlji prati. No svima nam je jasno da nije dovoljno samo govoriti i nabrajati brojne probleme koji su sastavni dio života tamošnjeg stanovništva i zbog kojih svakoga mjeseca iz zemlje odlazi oko pet tisuća ljudi od kojih veliki broj njih na ovaj način pokušava izbjeći služenje vojnoga roka, koji u stvarnosti predstavlja prisilni rad i od kojega nisu izuzete niti djevojke. Reporteri bez granica su prošle godine Eritreju proglasili najgorom zemljom na svijetu po pitanju slobode tiska, gorom čak i od Sjeverne Koreje.

Stanovništvo Eritreje izloženo je raznim vidovima nasilja i diskriminacije uključujući i onu na temelju vjeroispovijesti. I dalje moramo inzistirati na poštovanju ljudskih prava, iskorjenjivanju siromaštva i poticanju ulaganja u energetskoj politici, jer brojni ruralni dijelovi te zemlje još uvijek nemaju čak niti struju.

Eritreji treba pomoći da se ponovno uspostavi vladavina prava, da se okonča autoritativna vladavina kao i strahovi stanovnika od zatvaranja, mučenja i drugih vrsta kršenja osnovnih ljudskih prava.

  Pina Picierno (S&D), per iscritto. ‒ Ho votato a favore di questa risoluzione perché l'Unione deve adottare tutte le misure necessarie affinché la comunità internazionale faccia pressione sul governo eritreo e deve garantire che i fondi europei rispondano alle esigenze del popolo, predisponendo strutture che permettano il godimento di diritti economici, sociali e culturali nel paese.

Discriminazione, violenza e repressione pervadono ogni ambito della società eritrea: l'impegno dell'Unione di istaurare la democrazia e lo Stato di diritto nel paese non si è mai realizzato. Al penultimo posto negli indici di sviluppo umano del 2015, l'Eritrea è il peggior paese al mondo per quando riguarda i diritti fondamentali. Nel paese non vi è libertà di stampa né di religione, l'omosessualità è illegale, non esiste tutela verso i gruppi LGBT né verso le donne vittime di violenze sessuali, si stima che l'89 % delle bambine sia stato sottoposto a mutilazioni genitali.

Il servizio nazionale prolungato, il lavoro forzato e la dottrina dello "sparare per uccidere" alla frontiera rientrano nell'ambito dei crimini contro l'umanità. Tortura e detenzione prolungata senza giusta causa sono una prassi. La crisi alimentare causata dalla siccità e l'impossibilità di accedere alle risorse, specie per donne e bambini, incoraggia disperate migrazioni verso l'Europa.

  Tonino Picula (S&D), napisan. ‒ Eritrejski civili se privode ili uhićuju zbog brojnih neopravdanih razloga, golemi broj stanovnika Eritreje bježi zbog straha i ugnjetavanja, pet tisuća novih bjegunaca mjesečno, čine treću najveću skupinu izbjeglica koja se kreće prema Europi.

U Eritreji ne postoji istinski javni prostor u kojem organizacije civilnog društva smiju slobodno djelovati. Potičem eritrejsku vladu da provede hitne reforme, naglašavam da je pravo na napuštanje zemlje ugrađeno u međunarodno pravo o ljudskim pravima. Pozivam vladu da omogući slobodu kretanja i prestane prikupljati „porez za dijasporu” od Eritrejaca koji žive u inozemstvu. Izražavam žaljenje zbog povišenog rizika od seksualnog i obiteljskog nasilja za žene, osobito za žene u vojnoj službi ili u pritvoru. Osuđujem neizravnu uključenost stranih poduzeća i njihovo sudjelovanje u upotrebi prisilnog rada u Eritreji te zahtijevam veću odgovornost i procjenu njihovih operacija u Eritreji, uz provođenje dužne pažnje i inicijativa o izvještavanju.

  João Pimenta Lopes (GUE/NGL), por escrito. ‒ A presente resolução relativa à situação na Eritreia é mais um exemplo da política de ingerência da União Europeia alinhada com os interesses das potências imperialistas que representa. Sendo a situação económica e social na Eritreia difícil, esta tem causas e responsáveis. As potências imperialistas continuam a olhar para determinadas regiões, e nomeadamente para África, como colónias e não como Estados independentes e soberanos.

Se os governos servem os seus interesses de rapina das riquezas dos países e de exploração dos povos, são apoiados, se acontece o contrário, cai sobre si a ira dos imperialistas. Entendemos que os problemas que existem devem única e exclusivamente ser resolvidos pela ação e luta do povo eritreu e não por qualquer intervenção externa, assuma esta a forma que assumir.

A região do Corno de África tem sido afetada por uma desestabilização constante. São disso exemplo a Somália e o Uganda. Esta é uma região que, pelo seu posicionamento e pelas suas riquezas, poderia libertar-se da dependência se houvesse paz na região, algo que as potências imperialistas não desejam. Sublinhamos ainda que entendemos que a União Europeia pretende esconder, com esta resolução, o que se passa ali bem perto, na Guerra do Iémen.

  Kati Piri (S&D), in writing. – Cross-border kidnappings and aggression, compulsory national service stretching to a decade, and Eritreans’ involvement in the war in Yemen are reported by the UN Monitoring Group. This is the country to which the European Union has signed a 200-million-euro package of financial support in January for a four—year period. Each month, as many as 5 000 people flee Eritrea according to UN figures. The Eritreans are the third largest group of people who risk the journey across the Mediterranean to reach Europe. And even after they find new homes in Europe, they are not free of the Eritrean regime’s grasp. It was reported that some interpreters working for the Dutch immigration service were linked to the Eritrean regime. The regime also targets our free media! In the Netherlands alone, eight court cases have been launched against liberal newspapers, radio stations, websites who are critical of the authoritarian regime. The reports suggest that senior government officials are behind this campaign. Which monitoring measures does the Commission take to ensure that our support leads to the development of the country and to better living conditions of Eritreans, and not to the strengthening of this authoritarian government inside and outside of that country?

  Andrej Plenković (PPE), napisan. – Pozdravljam prijedlog rezolucije o Eritreji te je u potpunosti podržavam. Stanje ljudskih prava u Eritreji posebno je zabrinjavajuće i uvjeren sam da zahtjeva veći angažman od strane Europske unije. Već više od dva desetljeća Eritrejom vlada autoritarni režim koji sustavno krši ljudska prava do gotovo neviđenih razmjera. Veliki broj političkih zatvorenika, mučenja i otmice protivnika režima, kao i progoni pripadnika vjerskih manjina zahtijevaju najoštriju osudu Europske unije.

Posebno naglašavam činjenicu da zbog krajnje nepovoljne ekonomske situacije i nepoštovanja ljudskih prava Eritreju mjesečno napusti oko pet tisuća njenih građana koji traže međunarodnu zaštitu u europskim zemljama, a mnogi na tom putovanju postaju žrtve krijumčarenja ljudi ili čak izgube život. Nepoštivanje ljudskih prava nespojivo je s demokratskim načelima na kojima počiva Europska unija te stoga pozivam Komisiju da izvrši jači pritisak na eritrejske vlasti kako bi se sustavnom kršenju ljudskih prava u toj zemlji napokon stalo na kraj.

  Pavel Poc (S&D), písemně. ‒ Vzhledem k neutěšujícímu stavu nerespektování základních lidských práv v Eritreji jsem se rozhodl podpořit zprávu o situaci v této zemi. Poškozování základních práv obyvatel, jejich ponižování a trestání vyúsťuje v migrační toky nejen do sousedních zemí, ale i do Evropské unie. Není možné, aby byli občané uvězňováni za kritiku vládních činitelů, provozování žurnalistického řemesla, vyznávání neoficiálního náboženství či za homosexualitu. Velmi mě mrzí, že Eritrea nenaplňuje svůj příslib demokracie. Hlasoval jsem pro ukončení diktátorské vlády, která netrestá, ale dokonce podporuje páchání zločinů proti lidskosti, a vyzval jsem Evropskou komisi, aby zajistila, že evropské finanční prostředky v rámci rozvojové pomoci nebudou sloužit místní vládě. Je primárně důležité, aby na prostředky a jinou rozvojovou pomoc dosáhli samotní občané Eritrey. Jsem přesvědčen, že podobně korektně by se měly zachovat i společnosti investující v Eritreji. Rozhodně by na základě jejich obchodní činnosti a zájmů nemělo docházet k dalšímu zhoršování této neuspokojivé situace.

  Franck Proust (PPE), par écrit. ‒ J'ai voté la résolution portant sur la situation en Érythrée afin de dénoncer les innombrables manquements de ce régime aux valeurs fondamentales qui animent la démocratie: libertés, droits de l'homme, état de droit. Les dirigeants de ce pays d'Afrique centrale violent ces principes qui guident notamment nos États européens et qui devraient aussi encadrer la politique étrangère de l'Union européenne. En effet, le doute plane sur le fait que les 200 millions d'euros d'aide au développement accordés par la Commission européenne en décembre 2015 au gouvernement de l'Érythrée soient utilisés à bon escient, au service des populations. Ce sont en effet ces populations, par le biais de cette résolution, que nous souhaitons défendre.

  Sofia Ribeiro (PPE), por escrito. ‒ Esta proposta de resolução foi apresentada na sequência de uma declaração da Vice-Presidente da Comissão/Alta Representante da União para os Negócios Estrangeiros e a Política de Segurança sobre a situação na Eritreia.

Congratulo o documento por concordar que a Eritreia deverá aplicar plenamente a sua constituição ratificada e proteger os direitos nela consagrados. Mais especificamente, votei favoravelmente a presente proposta de resolução por concordar com as seguintes recomendações: (1) a Eritreia deverá assinar, ratificar e aplicar imediatamente a Convenção das Nações Unidas contra a Tortura e outras Penas ou Tratamentos Cruéis, Desumanos ou Degradantes; (2) deverá ser colocado fim à detenção arbitrária, ao desaparecimento forçado e à detenção por tempo indefinido, sem acusação ou julgamento; (3) o governo deverá reconhecer a existência de violações dos direitos humanos e garantir a responsabilização pelas violações dos direitos humanos cometidas no passado; e (4) deverá ser colocado fim ao serviço militar por tempo indeterminado.

Por fim, votei favoravelmente a presente proposta de resolução por concordar que o número extremamente elevado de refugiados eritreus que tentam atravessar o Mediterrâneo rumo à Europa é preocupante, sendo tal devido ao regime antidemocrático e totalitário na Eritreia, que deverá ser alvo de reformas imediatas.

  Liliana Rodrigues (S&D), por escrito. ‒ A União Europeia deve envidar todos os esforços para que o Governo da Eritreia ponha termo à detenção de opositores e de civis inocentes e proceda a julgamentos equitativos para os acusados e à abolição da tortura e de outros tratamentos desumanos, tais como restrições em matéria de alimentos, água e cuidados de saúde. O Governo da Eritreia continua a aplicar políticas que são atentatórias dos direitos humanos, fator que é absolutamente determinante para os números da emigração entre a sua população.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ Eritrea es un país que, tras treinta años de guerra, consiguió su independencia en 1993. Su desarrollo posterior continúa vinculado a conflictos fronterizos con sus vecinos, especialmente con Etiopía.

El marco de cooperación entre la UE y Eritrea se encuentra recogido en el Acuerdo de Cotonú, que recoge cooperación en áreas que van desde el comercio a la lucha contra la pobreza, pasando por la protección de los derechos humanos y la buena gobernanza. A pesar de todos los esfuerzos, la situación en cuanto a derechos humanos se refiere ha ido, según las Naciones Unidas, deteriorándose progresivamente.En Eritrea nunca han tenido lugar elecciones libres, y la separación de poderes del Estado es poco clara. Los ciudadanos no gozan de libertad de expresión y las detenciones arbitrarias por períodos indeterminados, los malos tratos y la tortura son prácticas frecuentes.

El presente informe demanda a las autoridades eritreas mejoras inmediatas en estos campos para promover la paz, el desarrollo y la prosperidad sostenible a través del respeto inquebrantable de los derechos humanos, y por eso emito mi voto a favor.

  Claude Rolin (PPE), par écrit. ‒ J'ai voté en faveur du texte de cette résolution qui invite la Commission à s'assurer que les fonds et l'aide alloués ne vont pas au gouvernement érythréen, mais sont strictement utilisés pour couvrir les besoins de la population érythréenne en matière de développement, de démocratie, de droits de l'homme, de gouvernance et de sécurité, ainsi que la liberté d'expression, de la presse et de réunion.

Le texte adopté exige en outre que l'Érythrée signe et mette en œuvre immédiatement la Convention des Nations unies contre la torture et autres peines ou traitements cruels, inhumains ou dégradants et respecte pleinement les obligations qui lui incombent en vertu de la convention internationale sur les droits civils et politiques et de la charte africaine sur les droits de l'homme et des peuples, qui interdisent toutes deux la torture.

Kitą vertus, eilinį kartą išklausę ir prabalsavę už dar vieną didelį susirūpinimą keliantį dokumentą mes neišgirdome svarbiausio – ką galime padaryti, kad pašalinti šių baisių žinių priežastis? Pastarieji ES institucijų veiksmai, skirti mėginti tik suvaldyti pabėgėlių srautus, tarsi leidžia įtarti, kad kol kas Europa elgiasi kaip ne itin protingas gydytojas, kuris gydo ligos simptomus, o ne priežastis.

Kalbant apie teisingo Eritrėjos krizės sprendimo gaires, noriu atkreipti jūsų dėmesį į Europos turimą gerąją patirtį. Per penkiolika metų Balkanuose vis atsinaujinę etniniai konfliktai greitai užgeso, kai Europa aiškiai parodė, jog mainais į taiką ir stabilumą šio regiono šalys gali gauti europinę perspektyvą.

Todėl šioje vietoje labai norėčiau, kad F. Mogherini paaiškintų, ar ES gali pasiūlyti Eritrėjos konflikto pusėms tokią ekonominę ir politinę naudą, kuri paskatintų juos imtis mūsų taip laukiamų veiksmų nutraukiant šį konfliktą ir pagaliau pradedant dmeokratines ir rinkos reformas? O gal visgi reiktų kalbėti apie konkrečią Europos karinę paramą vienai iš konflikto pusių?

  Tokia Saïfi (PPE), par écrit. ‒ J'ai voté en faveur de cette résolution sur la situation en Érythrée. Selon le rapporteur spécial des Nations unies, la situation des droits de l'homme en Érythrée compte parmi les pires au monde. Il est urgent que l'Érythrée donne la priorité à la lutte contre le déficit de justice, à la gouvernance démocratique et à la restauration de l'état de droit en mettant fin au régime autoritaire.

Cette résolution demande la libération immédiate des prisonniers politiques, la protection des droits des femmes et des enfants et la fin des arrestations arbitraires. Il est regrettable que la Commission et le Conseil n'aient pas tenu compte des recommandations du Parlement dans le cadre de l'adoption du Programme Indicatif National pour l'Érythrée.

Il conviendra de s'assurer que les fonds alloués par le FED à l'Érythrée, qui s'élèvent à 200 millions d'euros, fassent l'objet d'un contrôle approfondi afin que les fonds bénéficient directement à la population et non au gouvernement érythréen.

Criticism of the government or, in anyway undermining the state by engaging in subversive journalism or practicing an unsanctioned religion is punishable in this country. I supported this resolution because it will not only highlight and call for improvements to the inexcusable human rights situation in Eritrea, but it will also consider how aid and resources from the EU can be best focused to address the situation in order to encourage change.

Pozitivno sam glasao za ovo izvješće, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Monika Smolková (S&D), písomne ‒ Situácia v Eritrei je veľmi vážna a komplikovaná zároveň. Od vojny s Etiópiou v rokoch 1998 – 2001 platí v Eritrei výnimočný stav, neexistujú možnosti disentu ani zmeny vzhľadom na to, že politická opozícia je zakázaná. Od roku 1993 sa v krajine nekonali žiadne národné voľby a regionálne voľby plánované na rok 2009 sa ešte len majú konať. Eritrejská vláda je výlučným vlastníkom pôdy a prírodných zdrojov a vláda to využíva ako systém odmeňovania a trestania. Príslušníci armády a strany zabrali pôdu a zabavili majetky a podniky. V dôsledku strachu a útlaku je na úteku obrovský počet Eritrejčanov, ktorí vzhľadom na 5 000 utečencov za mesiac predstavujú tretiu najväčšiu skupinu utečencov smerujúcich do Európy. Keďže Eritrejčanom nie je umožnené opustiť krajinu bez povolenia vlády, ktoré je založené na svojvoľnom vydávaní výstupného víza, a pohyb k hraničným zónam je obmedzený, pričom eritrejská vláda uplatňuje politiku strieľať s cieľom zabiť, preto tí, ktorí opustia krajinu, už sa späť vrátiť nemôžu. Aj z týchto dôvodov som podporila uznesenie o situácii v Eritrei, v ktorom vyzývame eritrejskú vládu na dodržiavanie ľudských práv a medzinárodných dohovorov.

  Renato Soru (S&D), per iscritto. ‒ Il contesto di repressione e violenza in Eritrea richiede un intervento urgente da parte delle istituzioni europee contro le sistematiche violazioni dei diritti umani in corso. Alla luce della relazione del relatore speciale delle Nazioni Unite, in Eritrea si registrano purtroppo i peggiori risultati per quel che concerne il rispetto dei diritti umani: si tratta di un paese in cui i cittadini sono regolarmente arrestati o detenuti per motivi ingiustificabili, come esprimere critiche nei confronti del governo o eludere il servizio militare obbligatorio di durata indefinita.

L'Eritrea è uno dei paesi maggiormente repressivi della libertà di espressione sia nei mezzi di comunicazione sia nell'accesso all'informazione, con un tasso di accesso ad Internet pari all'1 %. Per tali ragioni, gli eritrei in fuga dal loro paese costituiscono il terzo più grande gruppo di rifugiati verso l'Europa. L'obiettivo della risoluzione non è solo quello di promuovere una presa di posizione forte in favore dei diritti umani, ma anche quello di assicurare che l'UE continui a sostenere l'Eritrea assicurandosi che gli aiuti vadano effettivamente incontro all'esigenza di alleviare le sofferenze del popolo eritreo, ovvero condizionando questo supporto alla fine delle violazioni dei diritti umani, all'avvio di riforme democratiche e normalizzazione della governance del paese.

  Davor Ivo Stier (PPE), napisan. ‒ Europska unija se temelji na velikoj predanosti promicanju i zaštiti ljudskih prava, demokracije i vladavine prava u čitavom svijetu i ta su načela utkana u osnivačke ugovore EU-a. Posebna izvjestiteljica UN-a o stanju ljudskih prava u Eritreji navodi tri glavna područja koja izazivaju zabrinutost: uživanje ekonomskih, socijalnih i kulturnih prava, uključujući pravo na adekvatno stanovanje. Krijumčarenje i trgovanje ljudima i sve veći broj maloljetnika bez pratnje pripadaju skupini od više od 5 000 ljudi koji svakog mjeseca bježe iz zemlje.

Pozivam eritrejske vlasti da oslobode sve političke zatvorenike, da reformiraju i skrate trajanje vojne službe, da zaustave sve prisilne deložacije i rušenje zgrada te da obuhvate veći broj ljudi procesom dodjele socijalnih stanova. Važno je da Eritreja poštuje i primjenjuje pravo na obrazovanje bez prisile zbog čijeg nepoštovanja toliki broj mladih Eritrejaca bježi iz zemlje.

Stoga pozivam na poštovanje međunarodnih normi o ljudskim pravima i standarda koji se odnose na izbjeglice i držim da eritrejskim izbjeglicama koje bježe od kršenja ljudskih prava treba pružati međunarodnu zaštitu.

  Dubravka Šuica (PPE), napisan. ‒ U Eritreji još uvijek postoje veoma zabrinjavajući temeljni problemi koji doprinose već ionako kaotičnom stanju u državi. Situacija u Eritreji je ozbiljna jer pate građani države što doprinosi nestabilnosti u regiji. Europska unija u potpunosti podržava i promiče zaštitu ljudskih prava, demokracije i vladavine prava u svijetu te brine da poštovanje ljudskog dostojanstva, načela jednakosti i solidarnosti, univerzalnost i nedjeljivost ljudskih prava i temeljnih sloboda, budu dostupne i izvan granica EU-a. Nažalost, kako je istaknula posebna izvjestiteljica UN-a o stanju ljudskih prava u Eritreji, problemi se javljaju kod uživanja ekonomskih, socijalnih i kulturnih prava, uključujući i pravo na adekvatno stanovanje, a sve je jače izraženo krijumčarenje, trgovanje ljudima te broj maloljetnika bez pratnje koji pripadaju onima koji svakodnevno bježe iz zemlje. Sama vlada Eritreje počinitelj je sustavnog, raširenog i teškog kršenja temeljnih ljudskih prava za što ona mora odgovarati.

Podržavam prijedlog rezolucije o situaciji u Eritreji jer smatram kako prava i slobode pojedinca moraju biti osigurane svakom građanu, a u Eritreji postoje slučajevi teškog kršenja istih od kojih se neki mogu klasificirati kao zločini protiv čovječnosti.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za resolucijo Evropske ljudske stranke ob zaključku razprave o izjavi podpredsednice Komisije/visoke predstavnice Unije za zunanje zadeve in varnostno politiko. Stanje v Eritreji glede varovanja človekovih pravic, demokracije in pravne države je resno in zaskrbljujoče. Zelo zaskrbljujoč podatek so leta 2015 posredovali novinarji brez meja, ki so Eritrejo glede novinarske svobode razglasili za najslabšo državo na svetu. Kot vsi vemo brez novinarske svobode ni demokracije. Prav tako so po navedbah OZN v državi številne kršitve na področju zunajsodnih usmrtitev, mučenja in prisilnega dela. Tudi sama izražam globoko zaskrbljenost zaradi pomanjkanja svobode izražanja in stalne prisotnosti političnih zapornikov, katerih zapiranje pomeni kršitev načel pravne države.

  József Szájer (PPE), írásban. ‒ Az emberi jogok folyamatos megsértése, a jogállamiság és a sajtószabadság teljes hiánya, az intézményesített erőszak, ártatlan emberek (köztük egy európai újságíró) fogva tartása és kínzása miatt a becslések szerint havonta 5000 eritreai kényszerül hazájából menekülni, az Európai Unió területére is. Az Európai Parlament állásfoglalásában kifejezi aggodalmát, elítéli az eritreai kormány tekintélyelvű intézkedéseit és sürgeti az emberi jogok védelmének visszaállítását.

Indítványában az Európai Parlament egyrészről az Európai Bizottsághoz fordul, hogy az biztosítékot szerezzen a demokratikus reformok végrehajtására Eritreában, másrészről ösztönzi a nemzetközi közösséget és eritreai fejlesztési partnereit, hogy az autokrata kormányt nyomás alá helyezzék.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal támogattam a jelentés elfogadását, elsősorban abban a reményben, hogy az abban foglalt döbbenetes tények végre feltárják az európai intézmények és kormányok előtt, hogy miben kereshető a magyarázat az eritreai állampolgárok viszonylag nagy számára, illetve arányára a Földközi-tengeren keresztül érkező – vagy éppen menekülés közben a tengerbe fulladó – menekültek között. A jelentés világossá teszi, hogy ebben az esetben nem háború, hanem egy kegyetlen, saját állampolgáraival szemben az erőszaktól, kínzástól és megalázástól sem visszariadó autoriter rezsim késztet menekülésre egész tömegeket.

Mindezek alapján számomra egyértelmű következtetés, hogy – különösen a nemzetközi közösség eddigi nyomásának eredménytelensége fényében – egy ilyen szélsőséges politikát folytató, durva rezsimmel szemben az eddiginél sokkal hatékonyabb és sürgős fellépésre van szükség, főleg az EU, illetve az Európai Külügyi Szolgálat részéről. Úgy vélem, ezzel az Unió számára súlyos kihívást jelentő migrációs hullám egyik fontos kiváltó okát is helyben kezelhetnénk.

  Adam Szejnfeld (PPE), na piśmie. ‒ Tysiące ludzi każdego miesiąca ucieka z Erytrei ze względu na reżim panujący w tym kraju. Wielu z nich dociera do Europy, szukając pomocy i wsparcia. Ważne jest, aby europejska pomoc rozwojowa nie pomagała autorytarnemu reżimowi, ale biednemu i wyniszczonemu wojnami społeczeństwu.

W ramach 11. Europejskiego Funduszu Rozwoju ponad 200 milionów euro zostanie przekazanie Erytrei w najbliższych latach. Istnieją uzasadnione obawy, że pieniądze te w dużej mierze zostaną wydane przez panujący reżim autorytarny do pacyfikowania ludności cywilnej.

W sprawozdaniu PE słusznie podkreślono, że rządy demokratyczne, budowanie przejrzystych i sprawnie działających instytucji publicznych oraz ochrona praw człowieka powinny stanowić podstawę przyznawania przez Unię wsparcia finansowego. Wydaje się, że przy podejmowaniu decyzji o przekazaniu funduszy rozwojowych Erytrei Komisja o tym zapomniała, skupiając się wyłącznie na wsparciu sektora energetycznego.

Dotychczasowe apele Parlamentu o zmianę stanowiska Komisji były ignorowane, dlatego też przyjęcie przez PE rezolucji w sprawie sytuacji w Erytrei jest tak bardzo istotne. Konieczny jest bowiem jasny i zdecydowany sygnał, że przejrzystość i lepsza współpraca między instytucjami UE w programowaniu rozwoju muszą być przestrzegane.

  Claudia Tapardel (S&D), în scris. ‒ Uniunea Europeană a devenit în ultimii ani o campioană a protejării drepturilor omului la nivel internațional. În acest sens, instituțiile europene au semnalat situațiile de încălcare a drepturilor fundamentale în diverse părți ale lumii, încurajând dezvoltarea unor sisteme democratice echitabile bazate pe suveranitatea cetățenilor.

În prezent, situația din Eritreea a devenit critică în urma măsurilor arbitrare ale autorităților, care au trimis în spatele gratiilor un număr considerabil de oameni pentru criticarea guvernului, practicarea jurnalismului independent, practicarea unor religii neoficiale, nesatisfacerea stagiului militar obligatoriu sau încercarea de a părăsi țara.

Raportul realizat recent de ONU a conchis că Eritreea are unul dintre cele mai scăzute grade de respectare a drepturilor omului din lume, fără perspective de îmbunătățire imediată. Un fapt semnificativ este acela că cetățenii din Eritreea constituie numeric al treilea grup de imigranți care se îndreaptă în această perioadă către țările Uniunii Europene.

În aceste condiții, Uniunea trebuie să acționeze, cu resursele de care dispune, pentru a pune capăt acestei situații, care nu este favorabilă nici cetățenilor din Eritreea, nici statelor membre. În calitate de reprezentanți ai cetățenilor europeni, este de datoria noastră să susținem această rezoluție.

D'autre part, nous encourageons l'Érythrée à signer, à ratifier et à mettre en œuvre sans délai la Convention des Nations unies contre la torture et autres peines ou traitements cruels, inhumains ou dégradants et à pleinement respecter les obligations qui lui incombent en vertu de la convention internationale sur les droits civils et politiques et de la charte africaine sur les droits de l'homme et des peuples, qui interdisent toutes deux la torture.

Led by the same president since 1993, it is a regime that systemically violates human rights with arbitrary arrests and tortures, uses the mandatory military service to forcibly enslave the population for labour, in a country where freedom of expression is violated, freedom of religion is repressed and the state of emergency is permanent. I voted in favour and co—signed this resolution, to highlight the fact that we need to ensure that the EUR 200 million the European Union plans to allocate to Eritrea over coming years will not flow into the pockets of this regime, but will rather help to reduce poverty and promote socio—economic development for all Eritreans. This aid should be conditional on putting an end to human rights violations and re-orientating the country’s energy policy to make energy accessible for everyone.

  Patrizia Toia (S&D), per iscritto. ‒ La situazione politico-sociale attuale in Eritrea è piuttosto complessa. Dopo oltre trent'anni di guerra, in seguito alla contesa sulla definizione dei confini ed al nuovo conflitto del 1998, si assiste ad una progressiva militarizzazione ed a forti limitazioni dei diritti civili.

Il mio voto a favore di questa risoluzione serve a ribadire la necessità per il governo eritreo di adempiere agli impegni internazionali che esso ha sottoscritto, compresi gli impegni stabiliti dalla Convenzione contro la tortura e altre pene o trattamenti crudeli, disumani o degradanti. L'Eritrea deve, inoltre, garantire maggiore trasparenza e volontà di cooperazione con gli ispettori delle Nazioni Unite e gli osservatori internazionali affinché possano valutare in maniera seria e senza ostacoli le strutture detentive e verificare le condizione di vita dei detenuti.

  Ruža Tomašić (ECR), napisan. ‒ Eritreja je zemlja koja je neovisnost izborila 1993. godine nakon tridesetogodišnjeg gerilskog rata, međutim demokratizacija nije nikad provedena, a sukobi sa susjedima, prvenstveno Etiopijom, doveli su ju u veliku gospodarsku i društvenu krizu te je ona danas jedna od najsiromašnijih zemalja svijeta, a ima i jedan od najrepresivnijih režima na svijetu u kojem se odvija sistemsko kršenje ljudskih prava i temeljnih sloboda. U toj državi afričkog roga, koja je više od 20 godina pod strogim i represivnim režimom Isaiasa Afwerkija, stanovništvo se uhićuje bez razloga, muči i ubija, često i na vjerskoj osnovi.

Narod koji živi ispod granice siromaštva u strahu je od neograničene vojne regrutacije i prisilnog rada, konstantnih psihičkih i fizičkih maltretiranja, što dovodi do toga da četiri tisuće Eritrejaca svaki mjesec napušta svoju zemlju kako bi spasili svoj život i živote svojih bližnjih. Nakon Sirije, Eritreja je drugi najveći izvor migranata koji riskiraju svoje živote kako bi prešli Mediteran i došli do obale Europe, često smrtonosnim putovima, izloženi konstantnoj opasnosti trgovine ljudima.

Svako kršenje ljudskih prava, bilo gdje na svijetu, problem je i Europske unije koja pred tim gorućim problemom ne može i ne smije zatvarati oči. Zbog toga sam i podržala ovu rezoluciju.

  Romana Tomc (PPE), pisno. ‒ Predlog resolucije o Eritreji sem podprla, saj menim, da je Eritreja država, ki rabi našo pomoč. Podpirali smo jo že od same osamosvojitve, kljub temu da tam še nista bili vzpostavljeni demokracija in pravna država. V Eritreji je velika stopnja zatiranja in kršitev temeljnih človekovih pravic in njihov položaj je med najslabšimi na svetu. Veliko število mladih je iz države zbežalo pred represivno vlado in obveznim služenjem vojaškega roka, ki je lahko tudi za nedoločen čas, kar ovira gospodarsko rast države. Še vedno je veliko mučenja, zatiranja in poseganja vlade v državljane, ki so pripadniki veroizpovedi. Prisotna je velika mera diskriminacije žensk in nasilja nad njimi, tovrstna ravnanja pa ostajajo nekaznovana. EU je pomembna partnerica Eritreje na področju razvojne pomoči in podpore, zato si moramo prizadevati za pomoč državljanom, čeprav je vlada leta 2011 enostransko prekinila pomoč in ne priznava javnega sodelovanja in partnerstva z EU.

  István Ujhelyi (S&D), írásban. ‒ Eritreában az Etiópiával folytatott 1998–2000-es háború óta szükségállapot áll fenn. Eritreai polgárokat számos esetben tarthatatlan indokkal – így a kormány bírálata vagy a vele való szembeszegülés, újságírói tevékenység, nem hivatalos vallás gyakorlása, a kötelező katonai szolgálat megkerülése vagy dezertálás, külföldi szervezetekkel való együttműködés, az ország elhagyására irányuló kísérlet vagy családtag elmenekülése miatt – vagy egyértelmű indoklás nélkül önkényesen fogva tartanak vagy letartóztatnak.

2012 és 2015 közepe között majdnem kétszer annyi eritreai folyamodott menedékért Európában, mint szíriai. Az ENSZ menekültügyi főbiztosa szerint több mint 400 000 eritreai – a teljes népesség 9%-a – menekült el az országból. Voksommal az S&D-álláspontot támogattam.

The report agrees to the allocation of EUR 200 million over the next six years to the National Indicative Program to Eritrea for promoting poverty reduction and socio-economic development as a way of tackling the root causes of migration, provided that Eritrea fulfils all international obligations, shows transparency and good governance and protection of human rights. However, concern is expressed regarding the human rights situation in the country, as Eritrean refugees are among the largest groups of asylum seekers arriving in Europe, while many of the political prisoners have been jailed without charge for more than a decade. I believe that, as much as this country can benefit from EU financial support, the aid must be targeted prudently at the communities in need, and the country has to have a good record of human rights protection and show transparency in the way the aid is being used.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ La Resolución viene a expresar su acuerdo con la asignación de 200 millones durante los próximos 6 años en favor del Programa indicativo nacional en el marco del 11° Fondo Europeo de Desarrollo con el fin de promover la reducción de la pobreza y el desarrollo socioeconómico. Asimismo, aborda las causas políticas y económicas fundamentales de la migración y propone financiar proyectos relacionados con las energías renovables, la eficiencia energética y la gobernanza económica. También insta a Eritrea a dar pruebas de transparencia y buena gobernanza, expresa su profunda preocupación por la situación de los derechos humanos en el país y hace un llamamiento a la comunidad internacional y a los socios de Eritrea para que ejerzan presión para que el Gobierno de Eritrea permita la ayuda exterior en apoyo de las comunidades vulnerables para evitar que se agrave la crisis actual. Hablamos, en definitiva, de una Resolución constructiva para el país, que ahonda en las necesidades actuales, por lo que considero necesario votar a favor.

Eritreërs die het land ontvluchten vormen de derde grootste groep vluchtelingen die de gevaarlijke oversteek naar Europa wagen. Daarom steun ik deze resolutie die pleit voor een verbetering van de erbarmelijke mensenrechtensituatie in het land en een betere aanwending van de Europese steun om de situatie in Eritrea te verbeteren.

  Miguel Viegas (GUE/NGL), por escrito. ‒ A situação que se vive na região está marcada por inúmeros conflitos. A Eritreia fica muito próxima do Iémen, onde continua a existir uma guerra. Temos a região do Corno de África marcada pela instabilidade. Estas situações só servem os interesses imperialistas na sua tentativa de colocar países contra países, de estimular problemas internos. Desta forma estes países continuam dependentes e subjugados aos seus interesses. A região do Corno de África podia ser muito rica se não existissem tantos problemas e se houvesse entendimentos entre os diferentes países, isto porque é uma região rica em recursos e bem posicionada geograficamente.

Estes projetos de resolução propõem mais ingerência nestes países. Se existem problemas devem ser os povos desses países a resolvê-los. As intervenções e pressões externas, sempre com os seus interesses económicos e geoestratégicos por trás, só irão adiar qualquer possibilidade de resolução.

  Julie Ward (S&D), in writing. ‒ I would like to use this opportunity to raise the issue of the situation of women in Eritrea, and how European authorities treat women refugees. This is especially important in the context of the report on women refugees that Parliament adopted this week.

Eritrea has ratified all major human rights conventions, including the Convention for the Elimination of Discrimination against Women (CEDAW), and yet has one of the most appalling human rights records on Earth.

The majority of Eritrean women are subject to female genital mutilation (FGM), and refugees from that country are likely to have experienced FGM. European authorities receiving Eritrean refugees on our borders and across Member States must be trained and equipped to deal with those who have undergone FGM, in terms of healthcare and psychological support, as well as taking into account FGM (and the complexity of dealing with it) in asylum requests.

  Jana Žitňanská (ECR), písomne ‒ Uznesenie týkajúce sa situácie v Eritrei som podporila. Hoci táto krajina získala nezávislosť už v roku 1991, jej ústava nebola nikdy implementovaná a jej jediný prezident od získania nezávislosti zaviedol autokratický spôsob vlády. Občania Eritrey, a to ako muži, tak aj ženy, musia absolvovať povinnú vojenskú službu, ktorá však v skutočnosti aj niekoľkonásobne prekračuje obdobie stanovené zákonom. V prípade, že chcú vycestovať do zahraničia, legálne možnosti, ako získať cestovné doklady, sú len veľmi obmedzené. Naviac, súdne procesy v tejto krajine by sa dali len veľmi ťažko označiť za spravodlivé a prenasledovanie náboženstiev prispieva k celkovej neúnosnej situácií. Obyvatelia Eritrey preto často nevidia iné východisko, ako z krajiny utiecť. V uznesení sme preto vládu Eritrey vyzvali na plnú ratifikáciu ústavy, bezodkladné prijatie Dohovoru OSN proti mučeniu a inému neľudskému alebo ponižujúcemu zaobchádzaniu alebo trestaniu, ako aj na upustenie od časovo neobmedzenej vojenskej služby. Dúfam, že vyjadrenie nesúhlasu Európskeho parlamentu, ako aj výzvy na okamžité zlepšenie situácie vyvinú morálny tlak na vládu Eritrey a situácia sa čoskoro zlepší natoľko, aby sa vyše 440 000 utečencov, ktorí sú momentálne v okolitých štátoch, mohlo bezpečne vrátiť domov.
