23. Haushaltsvoranschlag der Einnahmen und Ausgaben des Parlaments für das Haushaltsjahr 2017 (Aussprache)

  President. – The next item is the report by Indrek Tarand, on behalf of the Committee on Budgets, on Parliament’s estimates of revenue and expenditure for the financial year 2017 (2016/2019(BUD)) (A8—0131/2016).

  Indrek Tarand, rapporteur. – Madam President, money, of course, matters – and time is money, so four minutes is very precious for me. In this House, it is common knowledge – but perhaps not to all European citizens – that the annual budgetary exercise is triangular. The Secretary-General, the Bureau and the Committee on Budgets are at the top, and the rapporteur is navigating between them according to the rules of procedure, which, in their most rigid interpretation, might be said to define the time slot for deep, detailed and constructive discussions as very short – even too short, I must say. However, there are other players in the outside world, like the European Commission, who rightfully expect Parliament to meet the agreed deadlines. If a report is adopted tomorrow in plenary, we may send it out and say better late than never.

The second aspect is that there are lots of regulations, interinstitutional agreements, gentlemen’s agreements, inflation estimations by the Commission, etc., which have been decided on and agreed by the generations before us. These really affect the outcome of our budgetary negotiations, because you can neither go higher than that nor reduce the amount of money than that, even in cases when it seems necessary. From a personal point of view, that has been for me the most difficult aspect of preparing this report. Nevertheless, for the great flexibility shown by the numerous director—generals of Parliament’s services, the budget secretariat, the Secretary-General and his office staff of different political groups, the accredited assistants and, last but not least, the main actors – the shadow rapporteurs, coordinators and the president of the committee: thank you all.

We are here. We stand here right now, and the report is ready. The generally contradicting wishes, the need to make savings corresponding to the economic dire straits outside the European institutions, and on the other hand to manage the needs of a properly functioning House have been tackled at the – sometimes quite heated – debates and consultations. Compromises were sought and mostly found; the rest of the text is purely the outcome of a democratic vote in the Budget Committee. As usual, I can live with the outcome of a democratic vote, and hence I recommend that the Members vote in favour.

There seems to be a minor problem, and that is the notorious internalisation of transport services. The Committee on Budgets discussed the matter, as did the Bureau. The committee tasked the rapporteur to put a sum of money in reserve, which means that we will come back to the issue later, in autumn or sooner if so decided, and define on the basis of various information whether to release the funds or hold them back. When I now look at the Annex to the report, the conditionality has been given to the discretion of the Bureau. That is not in accordance to the agreement of conciliation; moreover, this is in my opinion against the very same rules of procedure. I will see how to remedy that injury, and I do hope sincerely that I am not forced to add insult to it.

On a more positive note, we have discovered that our excellent translation services are the primary source for the well-known corporation called Google. They develop their product, Google Translate, very much based on the European Parliament’s translations into 28 languages, and earn quite good money. I also hear that they are also very eager to optimise taxes, so my proposal is to ask them to make a voluntary contribution to the budget of our institution – perhaps then they will understand the nexus between paying maximum taxes and keeping middle—class jobs. That will also be a step towards the EU’s own resources.

To conclude, I am proud and happy that the green initiatives, such as a more transparent depiction of the very poor distinction between investments and running costs, green public procurement, and more fuel and cost—efficient transport have been included in this report.

I would like to thank again every each and every person who has been part of this difficult and somewhat obscure exercise, and I hope we will pass the report tomorrow.

  Paul Rübig, im Namen der PPE-Fraktion. – Frau Präsidentin! Ich möchte mich vor allem auch beim Kollegen Tarand bedanken. Als Berichterstatter für das Europäische Parlament für den Haushalt 2017 hat er eine gute, ausgeglichene Position eingenommen. Er hat viel dazu beigetragen, dass wir uns auf einen Haushalt einigen konnten, der schon von den Staats- und Regierungschefs für die siebenjährige Periode um 4 % gekürzt wurde und jedes Jahr 1 % Einsparungen an den Dienstposten vorsieht. Insofern haben wir uns auch im Parlament dazu bekannt, so sparsam wie möglich mit den Steuerzahlermitteln umzugehen. Wir haben den 20 %-Anteil an den Ausgaben, den wir normalerweise in den Verwaltungskosten haben, auf 19,17 % gesenkt. Das ist eigentlich einzigartig. Ich kann mich nicht erinnern, dass wir in den letzten acht Jahren ähnliche Zahlen gehabt haben. Der Anstieg mit dem Zuschlag für Sicherheit, den wir letztes Jahr erst gemacht haben, ist 0,6 % – also deutlich unter der Inflationsrate. Und selbst, wenn man die ordentlichen Ausgaben miteinander tatsächlich vergleicht, sind es 1,4 %. Also ich glaube, es ist ein sehr sparsamer Haushalt.

Und trotzdem möchte ich alle Kollegen und Kolleginnen im Haus bitten, die eigenen Möglichkeiten zur Einsparung auch wahrzunehmen. Wir haben ja viele Bereiche, in denen es Obergrenzen gibt, und es muss nicht jeder immer und jederzeit alle Grenzen ausnützen. Wir haben viele freie Entscheidungen. Das Schöne an diesem Europäischen Parlament ist, dass dem einzelnen Mitglied des Europäischen Parlaments eine große Verantwortung obliegt, wie es seine Ausgabensituation handhabt, ob es viel arbeitet, ob es wenig arbeitet. Es ist das freie Mandat, das uns sehr viel ermöglicht.

  Jean-Paul Denanot, au nom du groupe S&D. – Madame la Présidente, je voudrais à mon tour remercier le collègue Tarand, qui a su effectivement écouter les rapporteurs fictifs, et grâce à qui le rapport est allé dans le bon sens.

Il est vrai que nous avons travaillé dans l'urgence et dans un climat endeuillé par les attaques de Bruxelles, pour aboutir, il faut bien le dire, à des estimations budgétaires pour l'année 2017 que je pense, à ce stade, équilibrées et raisonnables.

Discuter des gamelles et des bidons, ce n'est pas toujours un sujet passionnant pour les foules, mais cela reste un passage obligé dans la procédure globale du budget des institutions européennes.

À ce titre, nous pouvons nous féliciter d'avoir contenu les dépenses courantes pour les limiter à une légère augmentation d'1,4 %, qui devra absorber toute la part structurelle des évolutions indexées sur le coût de la vie, mais aussi la dépense du multilinguisme due à l'introduction de la langue gaélique, ainsi que, bien entendu, la dépense liée aux questions sécuritaires.

J'ai pour ma part insisté sur la nécessité d'établir une stricte séparation entre l'investissement et le fonctionnement. En effet, il n'y a pas de visibilité du budget si on ne fait pas la distinction entre les deux: je crois qu'il y a le fonctionnement courant, qu'il faut surveiller de très près, et l'investissement, qui prépare l'avenir – je crois que c'est dans cet esprit que nous allons à l'avenir construire le budget.

  Nils Torvalds, on behalf of the ALDE Group. – Madam President, I would like to thank the rapporteur, my friend Indrek Tarand. The process around the estimates for the parliamentary budget for 2017 has been, to put it mildly, a very interesting one. Has it been transparent or should it be transparent? We tend to believe that politics in general and the use of monetary resources in particular has to be transparent. That is at least what we usually say back home.

The truth of the matter is that Parliament’s budget is opaque to a degree that is not actually acceptable. There are a lot of structural problems: no differentiation between investments and current expenditure, no detailed information about how extraordinary expenditure is used in reality and no control on how different budget lines are used outside the original intention of the budget.

In a way this resembles something that was published in 1494. Sebastian Brandt was born in Strasbourg around 1457. In 1494 he published the book Das Narrenschiff, the ship of fools, where an identifiable crew of persons left for Narragonia. We immensely dislike being treated as the fools on the Narrenschiff, where you get piecemeal information on a process which is very important. We have decided to vote against this file in tomorrow’s vote. We will not be part of a crew on board a ship that does not know how a ship should be navigated in dangerous waters.

We have good reasons for this approach. We see a growing distrust concerning the EU, and we would like to remedy this mistrust. We will ask for more transparency and we will do it in the months approaching the final vote on the budget in October.

  Younous Omarjee, au nom du groupe GUE/NGL. – Madame la Présidente, permettez—moi également de saluer le travail réalisé par notre rapporteur. Ce n'était pas un travail facile à réaliser.

Pour l'élaboration de ce budget, nous avions une triple exigence. L'exigence de sauvegarder la démocratie européenne, celle de faire face au problème de la sécurité et, surtout, une exigence d'exemplarité.

S'agissant de l'exemplarité, je pense que nous aurions pu mieux faire. Je crois qu'un certain nombre de dépenses ne sont pas tout à fait utiles. Je pense, en particulier, au renouvellement des bureaux du Parlement européen. Je pense aussi à certaines dépenses concernant les transports des députés européens.

Mais l'essentiel est ailleurs. L'essentiel réside dans la possibilité de renforcer la capacité législative du Parlement européen et la démocratie européenne. Je dois vous dire que je ne comprends pas les coupes réalisées dans les dépenses consacrées à l'interprétation, alors qu'il y avait une unanimité au sein de notre équipe pour maintenir ces crédits.

Je veux aussi dire que nous avons pu obtenir, dans ce rapport, l'interprétation en langue des signes. Cela est positif et j'espère que cela se réalisera très prochainement.

  José Manuel Fernandes (PPE). – Senhora Presidente, eu queria saudar o relator, realçar o trabalho positivo que fez, o esforço enorme. Fez o máximo. Parabéns, e por isso votamos favoravelmente o relatório.

Quero relembrar que o orçamento da União Europeia é sobretudo de investimento: 94 % para investimento e só 6 % é para todas as despesas administrativas. E depois falar do orçamento do Parlamento Europeu é falar de 1/5 destas despesas administrativas. E temos de defender o interesse dos cidadãos da União Europeia, e estes exigem uma legislação adequada, uma legislação de elevada qualidade. E para tal necessitamos do mínimo, mas do suficiente, nomeadamente no que diz respeito aos meios técnicos e aos recursos humanos.

Para além disso, defendemos todos a diversidade, o multilinguismo, e também, claro, a segurança, a segurança daqueles que aqui trabalham. Defendemos também sistemas robustos que resistam a ciberataques. Defendemos também, portanto, os meios necessários e suficientes para este objetivo.

Nós queremos um orçamento rigoroso, e trabalhamos para ele. Um orçamento eficiente, com os meios necessários para respondermos positivamente aos desafios que aqui fizemos, que aqui concretizamos, aos desafios que a União Europeia nos impõe.

E, por isso, eu peço para que se vote a favor deste relatório. Não é o relatório ideal, mas é o relatório possível e fizemos o máximo no sentido de pouparmos, no sentido de melhorarmos também a proposta inicial que nos foi dada pelo Secretário-Geral.

  Daniele Viotti (S&D). – Signora Presidente, onorevoli colleghi, mi permetta di concentrarmi su pochissimi aspetti di questo bilancio, ringraziando innanzitutto il relatore e quanti hanno lavorato al bilancio.

Io credo che il lavoro che abbiamo fatto in commissione attraverso tutti i gruppi avrebbe permesso di fare molti più risparmi di quanti non ne siano stati fatti, avrebbe permesso di fare un lavoro molto più ampio di quanto non sia stato fatto. Credo che le nuove spese per la sicurezza, di cui naturalmente siamo tutti convinti – non tanto per la sicurezza nostra, quanto per la sicurezza dei nostri collaboratori, per la sicurezza dei funzionari e altri che lavorano dentro il Parlamento – siano spese necessarie, assolutamente, ma siano spese, come dire, esagerate.

Io credo che la si debba smettere, la si debba finire con il tema della sicurezza per giustificare qualunque tipo di spesa. Un esempio di questo tipo è l'esempio – e lo cito soltanto perché vedo che non ho più tempo – degli autisti. Credo che si stia facendo un grande errore, credo che si stia facendo un errore di valutazione, credo che si stia facendo un errore prospettico. Noi dovremmo dare ai cittadini europei – perché anche il bilancio del Parlamento europeo risponde ai cittadini europei – un bilancio più equilibrato e con intenti di risparmio maggiore.

  Xabier Benito Ziluaga (GUE/NGL). – Señora Presidenta, voy a comenzar mi intervención denunciando la falta de seriedad con la que este presupuesto para el Parlamento se ha planteado, no por culpa del ponente. Bastante poca capacidad legislativa tiene a día de hoy el Parlamento como para que se haya de seguir, a rebufo de la Comisión Europea, con plazos de un día para valorar los informes.

El presupuesto para el año 2017 del Parlamento Europeo debería ser ejemplar. Dada la situación de crisis que atraviesa la Unión Europea y dado que se exige austeridad a los Estados, quizás se podría empezar por las propias instituciones. No existe una definición de gasto extraordinario, las dietas no se controlan de ninguna manera, se pagan vuelos en business, se externalizan servicios. Por favor, reduzcamos en lo prescindible y no en el apoyo a la actividad legislativa y parlamentaria.

Por último, nos vamos a sumar a la petición de una sola cámara para el Parlamento Europeo. El mantenimiento de varias sedes, sumado a los desplazamientos entre Bruselas y Estrasburgo es caro e innecesario, 180 millones de euros al año. Yo, si hay dudas, y si me permiten sus Señorías, voy a proponer que se desplace a mi tierra, a Bilbao.

  Tomáš Zdechovský (PPE). – V jedné věci se budu opakovat, když budu děkovat za skvělou práci zpravodajovi a všem stínovým zpravodajům, ale jednu myšlenku mám pro vás zcela originální, kterou tady ještě dneska nikdo neřekl.

Možná si někteří z vás neuvědomujete fakt, ale tím, že EP se stává čím dál důležitějším, zvyšuje se i samostatně jeho ohroženost. V budoucím rozpočtu musíme tedy nejen zajistit dostatečné finance na bezpečnost našich budov, ale také určitou flexibilitu při zavádění ad hoc bezpečnostních opatření, jako jsme tomu mohli čelit v tomto roce. S tím souvisí i další aspekt. Nemá smysl debatovat o tom, že jsou naše cesty sem do Štrasburku neefektivním využitím evropských peněz daňových poplatníků. To je prostě fakt. EP nemá jednu nebo dvě budovy, ale rovnou tři budovy, dámy a pánové, ve kterých musí zvyšovat bezpečnostní opatření, aby zajistil bezpečnost všech, kteří tam pracují.

Zabýval se vůbec někdo tím, kolik bychom peněz ušetřili, kdybychom tyto budovy zrušili? Tak nebo tak v rozpočtu EP by nemělo jít pouze o příjmy na straně jedné a výdaje na straně druhé, ale o to, jak jsou tyto peníze využívány. K tomu bych nás chtěl všechny tady v sále vyzvat, abychom se o to snažili a více na tuto stránku dbali.

  Vladimír Maňka (S&D) – Keď ktokoľvek tvorí akýkoľvek rozpočet, nie je nič jednoduchšie, ako vynásobiť minuloročný rozpočet koeficientom inflácie alebo nejakým iným koeficientom. Takéto rozpočtovanie, ak ho rok čo rok opakujete, však môže časom spôsobiť nepresnosti a nehospodárnosť vo využívaní zdrojov. V posledných rokoch bola skutočná inflácia výrazne nižšia ako tá, s ktorou sme počítali pri zostavovaní rozpočtu Európskeho parlamentu. Ale v rozpočtoch nasledujúcich rokov sme to už celkom nezohľadnili. Vážené kolegyne, kolegovia, chceme to samozrejme zdokonaliť a verím, že po zajtrajšom hlasovaní budeme budúce rozpočty Európskeho parlamentu zostavovať na základe skutočných potrieb jednotlivých položiek. Sme na dobrej ceste k tomu, aby sme verejnosti ukázali, že využívame zdroje maximálne efektívne.

  Herbert Dorfmann (PPE). – Frau Präsidentin! Ich möchte mich beim Berichterstatter und bei den Schattenberichterstattern herzlich bedanken, denn wir haben ein solides Ergebnis und ein Ergebnis, das wir auch vertreten können.

Bei einem Haushalt gerade in einem Organ, wie wir es sind, ist es immer wichtig, ein bisschen die zwei Seiten zu sehen. Einmal verlangen die Bürger sicher, dass wir sorgsam mit dem Geld umgehen und dass wir auch versuchen, für unsere Tätigkeit so wenig wie möglich auszugeben. Da gibt es durchaus auch Möglichkeiten. Wenn ich zum Beispiel an die Tatsache denke, dass Delegationen verreisen, da kann man sich auch überlegen, wie viele Personen mitfahren müssen, welche Sprachen wir brauchen. Entsprechend gibt es in diesem Vorschlag auch Einsparungen, die ich durchaus mittragen kann. Aber andererseits muss die Qualität der parlamentarischen Arbeit gewährleistet werden, und die Qualität der parlamentarischen Arbeit besteht in der Finanzierung unserer Mitarbeiter, besteht in der Finanzierung der politischen Parteien.

Glücklicherweise ist es auch gelungen, den Haushalt für die Europäische Parlamentarische Gesellschaft, der ich als Präsident vorstehen darf, weiterzuführen. Auch dort wird ein Beitrag geleistet zur demokratischen Willensbildung und zur demokratischen Debatte. Es ist wichtig, dass wir diese Haushaltsmittel erhalten und entsprechend auch die Finanzierungen haben. Insofern kann ich diesen Haushalt ohne Weiteres mittragen und wünsche mir, dass wir ihn morgen gemeinsam auch so verabschieden.

Catch-the-eye procedure

  Victor Negrescu (S&D). – Doamnă președintă, raportul referitor la estimarea bugetului de venituri și cheltuieli al Parlamentului European pentru exercițiul financiar 2017 reprezintă reflecția unei abordări echilibrate asupra fondurilor necesare pentru funcționarea legislativului european. Măsuri importante sunt propuse pentru creșterea eficienței Parlamentului, dar și pentru creșterea transparenței. Astfel, publicarea pe site-ul Parlamentului a bugetului detaliat reprezintă un semn al dorinței noastre de a permite tuturor cetățenilor să înțeleagă mai bine activitățile și prioritățile noastre.

O democrație puternică presupune un parlament puternic, cu activitate sporită, care comunică cu cetățenii, oriunde s-ar afla. Parlamentul European trebuie să fie cunoscut nu doar la Bruxelles sau Strasbourg, ci și în localitățile cele mai îndepărtate. De aceea, trebuie să resping orice dorință a unora de a menține sau impune noi diferențe între statele membre și europarlamentarii acestora. De aceea, resping limitările impuse pentru personalul din Estul Europei, limitări impuse din simplul considerent că, dacă zona este mai puțin dezvoltată, angajații din aceste state trebuie să fie plătiți mai puțin.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, στα πλαίσια των προβλέψεων για τα έσοδα και τις δαπάνες του Κοινοβουλίου για το 2017, η ασφάλεια και η κυβερνοασφάλεια έχουν οριστεί ως οι πρωταρχικοί στόχοι για τον προϋπολογισμό. Συγκεκριμένα, υπάρχει πρόβλεψη για συνολική αύξηση του προϋπολογισμού του Ευρωπαϊκού Κοινοβουλίου το 2017, κατά 3,9%, σε σχέση με αυτόν του 2016, ενώ για την ενίσχυση της ασφάλειας, απαιτούνται επενδύσεις ύψους 36,8 εκατομμυρίων ευρώ.

Γενικότερα, οποιοδήποτε μέτρο στον τομέα της ασφάλειας θα πρέπει να προκύπτει έπειτα από αξιολόγηση των αναγκών του Κοινοβουλίου και των ενδεχόμενων κινδύνων. Θα πρέπει, δηλαδή, να υπάρχει έλεγχος και στα προβλεπόμενα μέτρα ασφαλείας, καθώς και στις δημοσιονομικές επιπτώσεις που θα έχουν.

Τέλος, θα πρέπει να παρουσιάζεται με ακρίβεια η εξέλιξη του προϋπολογισμού του Κοινοβουλίου, για κάθε έτος, προκειμένου να υπάρχει διαφάνεια όσον αφορά τα έσοδα και τις δαπάνες που πραγματοποιούνται. Διαφάνεια, λοιπόν, σε όλα και για όλα.

  Miguel Viegas (GUE/NGL). – Senhora Presidente, registamos neste relatório a importância de sermos eficientes no uso dos recursos públicos e completamente transparentes na prestação de contas.

A desmaterialização e digitalização dos processos deverão sempre, contudo, evitar qualquer tipo de exclusão. O que não acompanhamos é esta moda de austeridade, que impõe sempre uma redução de custos e que se faz sempre sentir nas mesmas rubricas.

Somos sensíveis à questão da segurança, mas não alimentamos esta deriva securitária, que faz com que esta Casa se assemelhe cada vez mais a uma prisão ou a uma fortaleza.

Não compreendemos esta redução de pessoal, ao mesmo tempo que se pretende dar cada vez mais importância e centralidade ao Parlamento Europeu. Tal como também não acompanhamos os receios relativamente ao serviço de motoristas. Tal como defendemos os interesses de quem trabalha, queremos também que esta Casa dê o exemplo, dando estabilidade aos seus trabalhadores.

  Indrek Tarand, rapporteur. – Madam President, it has been an interesting and substantial debate, and the comments and speeches have made a good impression on the rapporteur. There are about 20 of us in this Chamber at this late hour, and our opinions and beliefs and political positions will determine tomorrow’s vote. As I said, I am pretty well prepared to live with a democratic outcome. I am also prepared for last-minute negotiations tonight if they seek or can achieve some kind of changes to improve the report.

No report which seeks a compromise between different institutions, political groups and personalities – and I was lucky enough to have met several of those during this journey – can be ideal. There is a lot to be criticised, ridiculed and contested. Yet this is what we have for the time being and tomorrow we will have a vote, so let’s vote and see what happens.

  Pavel Poc (S&D), písemně. – Jsem velmi rád, že se Rozpočtový výbor dokázal tak rychle shodnout na podobě odhadu rozpočtu Evropského parlamentu na rok 2017. Zejména pak vzhledem k okolnostem, před které byla naše instituce v posledních měsících postavena. Na mysli mám v tomto ohledu teroristické útoky a zajištění bezpečnosti pro zaměstnance Parlamentu. Parlamentní rozpočet tentokrát meziročně vzroste o 3,4 %, ale navýšení běžných výdajů bude jen o 1,4 %. Rozpočet Parlamentu tedy bude i nadále tvořit méně než 20 % celkových výdajů rozpočtu na administrativní účely. Jsem velmi spokojen s tím, že jsme schopni držet výdaje Parlamentu pod kontrolou i v takto náročném období a že Parlament pokračuje cestou šetření zaváděním dalších ekologických opatření. S prostředky evropského rozpočtu musíme hospodařit efektivně a transparentně. Proto vybízím generálního tajemníka, aby při příštím sestavování návrhu rozpočtu jasně rozděloval výdaje a plány mající investiční charakter od výdajů běžných. Informace o hospodaření musí být lépe zpřístupněny i občanům, kteří mají nárok do hospodaření instituce, která zastává jejich zájmy, kdykoliv nahlédnout. Těším na srovnání efektivity tohoto Parlamentu a parlamentů národních.

  Marco Valli (EFDD), per iscritto. – Mentre gli Stati sono stretti nella morsa dell'austerità e della deflazione, la plenaria ha votato in favore dell'aumento del bilancio del Parlamento europeo del 3.4% rispetto al 2016, per un totale di 1.900.873.000 €. Il Movimento 5 Stelle ha presentato proposte per un taglio razionale e ponderato per circa 130 milioni di euro, compresa la riduzione del 15% degli stipendi e delle indennità dei deputati. Le nostre proposte non sono state accolte. Purtroppo non è stata accolta la proposta per eliminare le sovvenzioni ai partiti e alle fondazioni politiche europee, il cui bilancio è aumentato del 248,46% dal 2008, raggiungendo per il 2017 la cifra di 50.905.000 di euro. Questa è l'Europa che va cambiata e che vogliamo cambiare: quella che non rinuncia ai privilegi e che favorisce le lobby, a discapito dei cittadini ai quali continua a domandare sacrifici.
