Liadh Ní Riada (GUE/NGL).– A Uachtaráin, chun é seo a chur i gcomhthéacs is inné a thug an tUachtarán Schulz le fios go raibh sé chun próiseas cleachtadh níos fearr i dtaobh dlí a chur i bhfeidhm. Is é seo an botún teicniúil maidir leis an gcéad leasú atá i dtuarascáil an Uasail Tarand agus deir sé: phasing out of the temporary derogation measures for the usage of the Irish language that were established by Regulation No 1 of 15 April 1958.
Ar an céad dul síos níor tháinig Éire isteach san Aontas Eorpach go dtí 1973, agus mar sin tá an botún seo go huile is go hiomlán mícheart. Ní bhfuaireamar an maolú sealadach go dtí 2007. Ba mhaith liom aird a thabhairt ar seo: go dtarlaíonn na botúin seo go minic agus níl sé sásúil agus ní féidir glacadh leis seo mar tá impleachtaí aige ó thaobh leasuithe agus ó thaobh cúrsaí dlí.
La Présidente. – Je vous remercie, Madame, je prends bonne note de votre remarque; il sera fait correction de cela.
Je crois que, préalablement au vote, M. Tarand voulait prendre la parole.
Indrek Tarand (Verts/ALE).– Madam President, Article 96(3) of the Rules of Procedure stipulates that the President shall set a time limit for tabling amendments to the draft estimates – I underline the words ‘draft estimates’ – which means that the amendments, roll—call votes and oral amendments are admissible. Our roll-call vote request was wrongfully rejected, and I now wish to move an oral amendment to the following part of the draft estimates.
It concerns the conditions for the release of the reserves in Article 216. The text to which the roll-call vote applies is the following: ‘The appropriations may be released following a Bureau decision on internalising the Members’ transport service’. This sentence should be replaced by the oral amendment I will now read to you: ‘The appropriations may be released following a decision of the Committee on Budgets’. Adopting that oral amendment would not make the report ideal, but it would do a lot to secure broader support in the final vote.
Whether we support and admit it or not, the situation obliges us to turn to the Committee on Constitutional Affairs (AFCO) to interpret and clarify the Rules of Procedure. Apart from this, I wish everyone a fruitful vote, remaining loyal to their political priorities. Let us not forget that it is only money and, as Paul McCartney – famous in Panama – says ‘Money can’t buy me love’.
(Laughter)
La Présidente. – Monsieur Tarand, malheureusement, les services m'indiquent que l'amendement que vous avez présenté n'est pas recevable, puisqu'il est hors délai au titre de l'article 96, alinéa 3.
