5.27. Descărcarea de gestiune 2014: Centrul European pentru Dezvoltarea Formării Profesionale (Cedefop) (A8-0082/2016 - Derek Vaughan)

  Isabella Adinolfi (EFDD), per iscritto. ‒ La relazione sul discarico per l'esecuzione del bilancio del Centro europeo per lo sviluppo della formazione professionale per l'esercizio 2014 riporta che i servizi di supporto del Centro nel 2014 sono efficienti. Il Centro inoltre ha adottato una politica in materia di prevenzione e gestione dei conflitti di interesse. La garanzia della qualità della traduzione è oggi certificata anche da un sistema di feedback diretto dei clienti. Tuttavia ho deciso di votare contro il discarico perché ci sono carenze in materia di programmazione finanziaria e poiché sono innumerevoli gli sprechi nel bilancio.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ Según los Tratados, el Parlamento Europeo tiene el derecho de escrutinio sobre la legalidad y la regularidad de la ejecución de los gastos de las instituciones y agencias europeas cada año. El principal objetivo del ejercicio de este derecho es el de asegurar que los fondos públicos se utilizan de la mejor manera posible. Este escrutinio se basa en el informe del Tribunal de cuentas Europeo, en un procedimiento escrito de preguntas y respuestas, y por último en las audiencias públicas de las instituciones y agencias frente el Parlamento Europeo.

El Parlamento no ha detectado ninguna irregularidad en la ejecución del presupuesto del Centro Europeo para el Desarrollo de la Formación Profesional, por eso he votado a favor de aprobar la gestión del mismo y de la resolución del Parlamento.

  Νίκος Ανδρουλάκης ( S&D), γραπτώς. ‒ Υπερψήφισα την έκθεση σχετικά με την απαλλαγή όσον αφορά την εκτέλεση του προϋπολογισμού του Ευρωπαϊκού Κέντρου για την Ανάπτυξη της Επαγγελματικής Κατάρτισης για το οικονομικό έτος 2014, διότι αποτελεί αναπόσπαστο κομμάτι της προσπάθειας της Ευρωπαϊκής Ένωσης για επιτυχία στόχων και αποτελεσμάτων σε επίπεδο ευρωπαϊκών πολιτικών. Επιπρόσθετα, διαθέτει ένα ισχυρό δίκτυο και η εργασία του σε διάφορους τομείς αποτελεί ξεκάθαρο πλεονέκτημα για όλους τους ευρωπαίους πολίτες.

  Jean Arthuis (ALDE), par écrit. ‒ J'ai voté en faveur de cette résolution car cette agence de l'Union européenne a fait un grand pas en avant. Elle respecte les recommandations des années précédentes en matière de gestion financière : elle partage désormais certains de ses services avec d'autres agences de l'Union européenne, ce qui permet de faire des économies d'échelle.

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už 2014 m. biudžeto įvykdymo ataskaitos patvirtinimą Europos profesinio mokymo plėtros centrui. Audito Rūmai savo ataskaitoje d pažymėjo, jog gavo pagrįstą patikinimą, kad Koledžo metinės ataskaitos yra patikimos ir jose atspindimos operacijos yra teisėtos ir tvarkingos. Sutinku su Audito Rūmų nuomone, kad Centras turėtų padėti valstybėms narėms, kurioms iškyla problemos dėl padidėjusio pabėgėlių skaičiaus, pasinaudoti profesinio mokymo galimybėmis, kad integruotų pabėgėlius į darbo rinką.

Primarily we are against the EU spending taxpayers’ money therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedures is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  Nicolas Bay (ENF), par écrit. ‒ Je n'ai pas voté en faveur de ce rapport qui note, pour l'exercice 2014, une diminution du budget du Centre européen pour le développement de la formation professionnelle de 3,62% par rapport à l'exercice 2013, alors que la formation professionnelle est – ou devrait être – au cœur des préoccupations de l'UE. Enfin, le rapport suggère que le centre exploite la formation professionnelle pour intégrer les migrants dans le marché du travail, alors que les structures en place parviennent difficilement à répondre aux besoins des populations européennes.

  Hugues Bayet (S&D), par écrit. ‒ Suivant le rapport approuvé en commission du contrôle budgétaire, j'ai voté en faveur de la décharge sur l'exécution du budget 2014 du Centre pour le développement et la formation professionnelle.

La Cour des comptes estime en effet avoir reçu l'assurance raisonnable que les comptes annuels de l'Office pour 2014 étaient fiables et que les opérations sous-jacentes étaient légales et régulières.

Les députés ont notamment souligné que les activités du Centre n'ont pas fait double emploi avec celles d'autres acteurs de l'Union avec lesquels le centre développe d'ailleurs des synergies comme la Fondation européenne pour la formation ou la Fondation européenne pour l'amélioration des conditions de vie et de travail.

  Brando Benifei (S&D), per iscritto. ‒ La procedura di discarico del bilancio rappresenta un momento importante nella vita istituzionale dell’Unione Europea. In questa occasione il Parlamento europeo, unica istituzione eletta a suffragio universale dai cittadini, decide su raccomandazione del Consiglio se garantire o meno l’approvazione definitiva dell’esecuzione del bilancio per un determinato esercizio finanziario. Si tratta di un passaggio fondamentale che è anche l’occasione per indirizzare specifiche raccomandazioni alle istituzioni e alle agenzie che compongono la struttura comunitaria. Seguendo le indicazioni della Commissione sul controllo dei bilanci (CONT), oggi ho deciso di votare a favore della relazione Vaughan sul discarico del bilancio del 2014 per il Centro europeo per lo sviluppo della formazione professionale.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Se ha aprobado la gestión y el cierre de cuentas al no haber irregularidades reseñables.

  Dominique Bilde (ENF), par écrit. ‒ Le budget définitif du Centre européen pour le développement de la formation professionnelle pour l'exercice 2014 était de 17.275.766 EUR, ce qui représente une diminution de 3,62% par rapport à 2013 alors même que la formation professionnelle devrait être une priorité pour relancer l’emploi et la croissance en Europe. Je refuse aussi la volonté du rapport d’intégrer les migrants dans le marché du travail par la formation professionnelle alors même que nombre de concitoyens ne trouvent pas d’emplois ou de formations.

Le rapport mentionne que le CEDEFOP n’a pas fait doublon avec d’autres acteurs comme la Fondation européenne pour la formation (ETF), la Fondation européenne pour l'amélioration des conditions de vie et de travail (Eurofound) et l'Agence européenne pour la sécurité et la santé au travail (EU-OSHA), ce que je pense peu critique du fait de la multiplication des agences, des personnels et des lieux ce qui créer de facto des doublons inévitables.

J’ai donc voté contre ce texte peu critique.

  Mara Bizzotto (ENF), per iscritto. ‒ La relazione oggetto di voto è poco equilibrata e non condivisibile, non ho quindi inteso concedere il discarico al Centro Europeo per lo sviluppo della Formazione Professionale.

  José Blanco López (S&D), por escrito. ‒ He dado mi apoyo a este informe por el que se aprueba la gestión del director del Centro Europeo para el Desarrollo de la Formación Profesional en la ejecución del presupuesto del Centro para el ejercicio 2014 a la vista del informe del Tribunal de Cuentas, en que declara haber obtenido garantías razonables sobre la fiabilidad de las cuentas anuales de la Autoridad y la legalidad y la regularidad de las operaciones subyacentes y en el que observa que los esfuerzos de supervisión del presupuesto realizados en el ejercicio 2014 se tradujeron en un porcentaje de ejecución presupuestaria del 98,93%, mismo nivel que en 2013. Igualmente, se valora que el Centro haya enfocado su actividad en prestar su contribución y su apoyo a las políticas de lucha contra el desempleo juvenil y en el análisis en materia de cualificaciones y se destaca que la información contenida en las fichas detalladas por país sobre las políticas en materia de educación y formación profesional, elaboradas por el Centro para todos los Estados miembros, se ha visto reflejada en las recomendaciones específicas por país de 2014 formuladas en el marco del Semestre Europeo.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, kuriame Europos Parlamentas teigiamai vertina priemones, kurių ėmėsi Europos profesinio mokymo plėtros centras (toliau – Centras), reaguodamas į Audito Rūmų praėjusių metų pastabas, taip pat į Parlamento rekomendacijas. Europos profesinio mokymo plėtros centras 2014 m. spalio mėn. priėmė kovos su sukčiavimu strategiją, pagrįstą Komisijos parengtu bendru požiūriu į Europos Sąjungos decentralizuotas agentūras, kuriuo siekiama remti veiksmingą sukčiavimo rizikos prevenciją ir nustatymą ir stiprinti atitinkamas galimų sukčiavimo atvejų nagrinėjimo ir jų rezultatų bei ataskaitų apie juos teikimo vidaus procedūras. Parlamentas teigia, kad Centro metinės ataskaitos galėtų atlikti svarbų vaidmenį siekiant laikytis skaidrumo, atskaitomybės ir sąžiningumo principų, todėl ragina Centrą į savo metinę ataskaitą įtraukti šiems principams skirtą standartinį skyrių.

  Franc Bogovič (PPE), pisno. ‒ Podprl sem predlog Evropskega parlamenta o razrešnici glede izvrševanja proračuna Evropskega centra za razvoj poklicnega usposabljanja za proračunsko leto 2014. Evropski parlament je ugotovil, da so bili podatki v končnem zaključnem računu Evropskega centra za razvoj poklicnega usposabljanja takšni kot v prilogi k poročilu Računskega sodišča.

Zdi se mi pohvalno, da je center svoje dejavnosti usmeril k prispevanju k politikam, ki obravnavajo brezposelnost mladih, in k njihovemu podpiranju. Informacije iz podrobnih dokumentov o poklicnem usposabljanju in politikah izobraževanja, ki jih je center pripravil za vse države članice, so bile upoštevane v specifičnih priporočilih evropskega semestra za posamezne države za leto 2014.

  Mercedes Bresso (S&D), per iscritto. ‒ Ho votato a favore de discarico di bilancio 2014 del bilancio del Centro europeo per lo sviluppo della formazione professionale (CEDEFOP) perché ritengo che le sue finanze siano state gestite in maniera oculata e compatibile con le previsioni del bilancio per l'anno in questione.

  Renata Briano (S&D), per iscritto. ‒ La procedura di discarico è uno strumento fondamentale nelle mani del Parlamento europeo per vigilare sull'esecuzione del bilancio delle diverse istituzioni e agenzie europee ed effettuare così un controllo politico approfondito sull'impiego dei fondi pubblici.

Si tratta di una prassi consolidata, essenziale per garantire la trasparenza e la responsabilità democratica delle istituzioni nei confronti dei contribuenti dell'UE.

Affinché tale prerogativa sia esercitata pienamente, occorre tuttavia che l'insieme delle istituzioni europee collabori in maniera aperta e costruttiva con la commissione per il controllo dei bilanci del Parlamento europeo, fornendo tutte le informazioni e i documenti necessari, rispondendo alle interrogazioni scritte e partecipando alle audizioni e alle discussioni sull'esecuzione del bilancio previste.

In tal senso, se da un lato la maggior parte delle istituzioni dimostra un atteggiamento cooperativo facilitando il controllo del Parlamento sull'esecuzione del loro bilancio, alcune istituzioni non collaborano in maniera soddisfacente, violando i principi di leale cooperazione e di trasparenza sanciti dai trattati. Penso in particolare al Consiglio, il quale dal 2009 si rifiuta di sottoporsi all'esercizio di discarico, eludendo di fatto il controllo politico su oltre 3 miliardi di fondi pubblici europei spesi, alimentando così il sentimento di sfiducia nei confronti delle istituzioni europee.

  Gianluca Buonanno (ENF), per iscritto. ‒ Pur non ravvisando particolari disfunzioni nella gestione economico-finanziaria del Centro solo alcune delle azioni previste non sono state chiuse nel 2014; viene inoltre espresso l’auspicio che il Centro si adoperi per collaborare maggiormente con gli SM che affrontano il problema della gestione dei rifugiati, al fine di trovare loro occupazione (ironia della sorte, il Centro ha sede in Grecia!). Voto contrario.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della posizione della commissione per il controllo dei bilanci che concede il discarico per l'esecuzione del bilancio del Centro europeo per lo sviluppo della formazione professionale per l'esercizio 2014, non rilevando alcun impedimento alla sua concessione, perché la Corte dei conti, nella sua relazione sui conti annuali dell'Ufficio per l'esercizio 2014, ha dichiarato di aver ottenuto garanzie ragionevoli in merito all'affidabilità dei conti annuali dell'Ufficio per l'esercizio 2014, nonché alla legittimità e alla regolarità delle operazioni sottostanti. Gli sforzi in materia di controllo di bilancio intrapresi durante l'esercizio 2014 hanno avuto come risultato un tasso di esecuzione del bilancio del 98,93%, allo stesso livello del 2013.

Mi compiaccio che il Centro abbia orientato la propria attività su iniziative intese a contribuire alle politiche che affrontano il problema della disoccupazione giovanile e a sostenerle e che le informazioni contenute nelle schede dettagliate dei singoli paesi sulle politiche in materia di istruzione e formazione professionale, preparate dal Centro per tutti gli Stati membri, sono state riprese nelle raccomandazioni specifiche per paese del Semestre europeo nel 2014.

  Matt Carthy (GUE/NGL), in writing. ‒ According to the Treaties, the Parliament has a right of scrutiny of the legality and regularity of the operating expenditure of the institutions and agencies every year. The main goal of the discharge procedure is to ensure that public funds are used in the best possible way. This vote concerns the discharge reports related to one of the EU’s decentralised agencies, the Centre for the Development of Vocational Training. The overall conclusion in the Vaughan reports is that the supervisory and control systems required by the Financial Regulation and the transactions tested were free from material error regarding legality and regularity. For these reasons I voted in favour.

  David Casa (PPE), in writing. ‒ I voted in favour of this report and I think discharge should be granted to the European Centre for the Development of Vocational Training given that all its transactions in the year 2014 were legal and accounted for. Cedefop plays a crucial role in the area of vocational training, something which needs to be constantly improved given the problem of skills mismatch in Europe. Cedefop provides great assistance to the policy makers and is becoming more and more visible to the EU citizen which was reflected in the growing popularity of its website.

  Λευτέρης Χριστοφόρου (PPE), γραπτώς. ‒ Στηρίζουμε την έκθεση και εγκρίνουμε το κλείσιμο των λογαριασμών του Ευρωπαϊκού Κέντρου για την Ανάπτυξη της Επαγγελματικής Κατάρτισης για το οικονομικό έτος 2014.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. ‒ Η έκθεση σχετικά με την απαλλαγή για την εκτέλεση του γενικού προϋπολογισμού της Ευρωπαϊκής Ένωσης για το οικονομικό έτος 2014 από το Ευρωπαϊκό Κέντρο για την Ανάπτυξη της Επαγγελματικής Κατάρτισης αποτελεί μια καθιερωμένη διαδικασία συζήτησης και απόφασης ως προς τις αποφάσεις που ελήφθησαν και τις κινήσεις που έγιναν σχετικά με τη διαχείριση του προϋπολογισμού. Καθώς δεν προέκυψαν ζητήματα ικανά να οδηγήσουν σε απόρριψη των χειρισμών που πραγματοποιήθηκαν, ψήφισα θετικά.

  Alberto Cirio (PPE), per iscritto. ‒ Avendo rilevato come, in base ai dati riportati nella relazione, la gestione finanziaria e di bilancio del Centro europeo per lo sviluppo della formazione professionale (CEDEFOP) sia stata rispettosa delle scadenze e soprattutto eseguita nella massima trasparenza, ho votato anche qui a favore.

  Deirdre Clune (PPE), in writing. ‒ These are the annual discharge reports on the agencies following the presentation of the European Court of Auditors reports for the 2014 financial year. The number of decentralised agencies concerned by the discharge is 32. The European Court of Auditors gave an unqualified (positive) opinion to all agencies concerning the reliability of their accounts and the legality and regularity of the underlying transactions.

The Court of Auditors noted that overall there were less problems with agencies than in previous years and as such not as many comments were required in the Court’s reports. Two agencies, EIT and EU-LISA have, however, been given an ‘emphasis of matter’ and were marked for follow up.

  Lara Comi (PPE), per iscritto. ‒ Sostengo che le attività svolte dal Centro siano di notevole importanza per l'agenda politica dell'Unione in materia di istruzione e formazione professionale. Pertanto, dopo aver preso atto della regolarità delle operazioni dei conti annuali del CEDEFOP, intendo esprimere il mio voto favorevole al discarico dell'esecuzione del bilancio per l'esercizio 2014.

  Therese Comodini Cachia (PPE), in writing. ‒ It is positive to note that budget monitoring efforts during the financial year 2014 resulted in a budget implementation rate of 98.93% while in 2013 the payment appropriations execution rate was at 95.68%. This represents an increase of 3.29% in one year.

  Miriam Dalli (S&D), in writing. ‒ As one of the EU’s decentralised agencies, Cedefop supports development of European vocational education and training (VET) policies and contributes to their implementation. The agency assists the European Commission, EU Member States and the social partners to develop the right European VET policies. This year, as every year, the European Court of Auditors inspected the agency’s annual accounts with regards to its budget for 2014. It found no inconsistencies and discrepancies and gave the discharge its green light. For this reason, I voted in favour of this report which recommends that the agency is given discharge for 2014.

  Daniel Dalton (ECR), in writing. ‒ I voted to postpone discharge on this report today because the European Court of Auditors did not give the EU budget as a whole a positive statement of assurance. The level of error for the year 2014 was estimated to be 4.4%, which, whilst a slight improvement on 2013, is still too high. It is the job of the Parliament to verify that the EU budget was spent in accordance with the rules and in line with the principles of sound financial management, and unfortunately the Court of Auditors found that was not the case for the year 2014.

We need more simplification of key areas of financial management in the EU budget and a stronger focus on tackling parts of the budget with a higher risk of problems.

  Andor Deli (PPE), írásban. ‒ Az Európai Számvevőszék 2014-es pénzügyi évre vonatkozó éves jelentésének bemutatását követően a 2014. évi zárszámadási eljárás keretében az Európai Parlament Költségvetési Ellenőrző Bizottsága elvégezte az Európai Unió általános költségvetésének az Európai Szakképzés-fejlesztési Központra vonatkozó pénzügyi ellenőrzését. A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. A Számvevőszék megállapította, hogy az általa lefolytatott ellenőrzések során kellő mértékben megbizonyosodott arról, hogy az Európai Szakképzés-fejlesztési Központ 2014-es pénzügyi évre vonatkozó éves beszámolója megbízható, és hogy az annak alapjául szolgáló ügyletek jogszerűek és szabályszerűek voltak.

Pozitívnak ítéli az egyes tagállamokban használt kettős oktatási rendszert, de felhívja a figyelmet, hogy önmagában nem jelent garanciát a fiatal munkanélküliség problémájának megoldására. A zárszámadási jelentés megállapítja, hogy a pénzügyi átvilágítás rendben lezajlott és a vizsgálat során nagyobb hiányosságokat nem tapasztaltak. A szakbizottság április eleji ülésén a mentesítés megadásáról, a 2014-es számlák lezárásáról döntött. A szakbizottsági szavazáson és a plenáris szavazáson is a mentesítés megadását támogattam.

  Ангел Джамбазки (ECR), в писмена форма. ‒ Гласувах против доклада относно освобождаването от отговорност във връзка с изпълнението на общия бюджет на Европейския съюз за финансовата 2014 година на Европейския център за развитие на професионалното обучение. Причината за това е, че според мен всички агенции и съвместни предприятия трябва да предоставят обстоен отчет за дейността си и изразходваните средства. На базата на тази информация ние, членовете на Европейския парламент, и гражданите на ЕС трябва да преценим дали тези структури са ефективни и как можем да повишим тяхната ефективност, ако не сме доволни от работата им.

A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni.   Raffaele Fitto (ECR), per iscritto. ‒ Ho votato contro la concessione del discarico di bilancio per il Centro europeo per lo sviluppo della formazione professionale. Vi sono diverse criticità e una rilevante percentuale di errore, riscontrate anche dalla Corte dei conti europea. Ritengo di fondamentale importanza impegnarsi su un terreno che renda le Agenzie europee meno costose, meno distanti dalla gente e più vicine alle esigenze e agli interessi dei cittadini europei. Per questo motivo, è necessario un rinvio del discarico. In un periodo di forte euroscetticismo occorre un diverso tipo di approccio all'investimento del denaro pubblico, che non alimenti ulteriormente il sentimento di sfiducia dei cittadini europei nei confronti delle istituzioni europee e di ciò che rappresentano.

  Τάκης Χατζηγεωργίου ( GUE/NGL), γραπτώς. ‒ Ψηφίσαμε υπέρ της υπό εξέταση έκθεσης για την απαλλαγή και το κλείσιμο των λογαριασμών που αφορούσε την Ευρωπαϊκή Επιτροπή και τους εκτελεστικούς οργανισμούς δεδομένου ότι τα συστήματα εποπτείας και ελέγχου που απαιτεί ο δημοσιονομικός κανονισμός και οι πράξεις που ελέγχθηκαν ήταν απαλλαγμένες από ουσιώδη σφάλματα νομιμότητας και κανονικότητας. Επιπρόσθετα, η έκθεση ενισχύθηκε με τροπολογίες της Ομάδας μας που άπτονταν της καλύτερης δημοκρατικής λογοδοσίας των οργανισμών ενώ παράλληλα εισήχθησαν επαρκή μέτρα για να αποφευχθεί ο επηρεασμός των οργανισμών από τα λόμπυ των μεγάλων επιχειρήσεων.

  Marian Harkin (ALDE), in writing. ‒ I supported the resolution granting the Director of the European Centre for the Development of Vocational Training discharge in respect of the Centre’s 2014 budget. CEDEFOP’s budget for the year was EUR 17 275 766 - a decrease of 3.62% compared to 2013. The Centre’s budget implementation rate was 98.93%, at same level as in 2013 and the payment appropriations execution rate was 95.68%, representing an increase of 3.29% compared with 2013 all of which is positive. CEDEFOP does important work increasing the visibility of vocational education and training in the EU which is particularly important given the continuing challenges of youth unemployment, the refugee and migrant crisis and increasing skills gaps in the EU labour market. The Centre’s work on skills forecasts and analyses as well as the work focusing on developing apprenticeships is particularly notable as regards integration into the labour market. Also positive is the fact that visits to the Europass website, which is managed by the Centre, reached 21.7 million users in 2014, representing an increase of 8% on the 2013 figures.

  Cătălin Sorin Ivan (S&D), în scris. ‒ Comisia Europeană este responsabilă pentru executarea bugetului Uniunii Europene. Aceasta implică statele membre cărora Comisia le deleagă sarcini de punere în aplicare legate de o parte semnificativă a bugetului.

În fiecare an, procedura de descărcare de gestiune asigură un control ex-post democratic la nivel politic, arătându-se astfel modul în care s-a utilizat bugetul anual al UE.

Am votat în favoarea acestui raport al descărcării generale de gestiune 2014 privind Centrul European pentru Dezvoltarea Formării Profesionale (Cedefop) prin care se solicită o poziție mai vigilentă cu privire la descărcarea de gestiune, solicitând Comisiei să controleze mai frecvent ariile in care au fost alocați banii si care prezintă un risc ridicat de erori, sa se concentreze pe controalele ex-ante, să colaboreze mai eficient cu statele membre pentru a corecta erorile înaintea declarării cheltuielilor și a introduce mai multă transparență și flexibilitate in ceea ce privește creditele neutilizate.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam za Izvješće o razrješnici za izvršenje proračuna Europskog centra za razvoj strukovnog obrazovanja za financijsku godinu 2014. jer stopa izvršenja proračuna za 2014. iznosi 98,93%, te nisu ustanovljene veće manjkavosti u financijskom poslovanju. Također, unaprijeđene su mjere sprečavanja i postupanja u slučajevima sukoba interesa. Smatram da će se davanjem razrješnice omogućit Centru nesmetan nastavak započetog rada iako je još uvijek potrebno usavršiti pojedine politike, te podići razinu transparentnosti.

Primarily we are against the EU spending taxpayers’ money therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedures is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

There is now good progress being made in terms of the agencies sharing best practice and, where feasible, support services. Their network is strong and they are working with the Commission to implement the Roadmap on Decentralised Agencies. This is of clear benefit to EU citizens and their performance is improving year on year.

  Bernd Kölmel (ECR), schriftlich. ‒ In einer Situation, in der reiche Staaten wie Deutschland ihre Rentensysteme mittel- und langfristig nicht mehr finanzieren werden können, sind rasante Reformschritte nötig. Statt wie Wolfgang Schäuble über die Erhöhung des Rentenalters nachzudenken, fordert ALFA eine detaillierte Überprüfung der Haushaltsausgaben, einschließlich des deutschen Beitrags zum EU-Haushalt.

ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist. Eine solche Einstellung erwartet ALFA vom ganzen Europäischen Parlament, das die Entlastung zum EU-Budget erteilt.

Da die Entwürfe des Ausschusses für Haushaltskontrolle generell eine Reform des EU-Budgets nicht stark genug gefordert hatten, habe ich gegen die Entlastung bei den meisten EU-Haushaltslinien gestimmt. Dies betraf auch die Entlastung zum Europäischen Zentrum für die Förderung der Berufsbildung (Cedefop).

  Giovanni La Via (PPE), per iscritto. ‒ La proposta di decisione del Parlamento per il discarico del Centro europeo per lo sviluppo della formazione professionale (CEDEFOP), si basa sulle legittimità e regolarità delle varie operazioni dello stesso, cosi come delineate nella relazione della Corte dei conti, in materia di gestione finanziaria e di bilancio, di procedure di appalto e di assunzione e audit interno, tra gli altri. Ciò premesso, esprimo giudizio favorevole alla concessione del discarico per il bilancio 2014 al CEDEFOP.

J’ai également voté contre la résolution. Tout d’abord, il s’agit d’une agence dont l’objectif, le développement de la formation professionnelle, est une compétence des États membres. Je m’oppose également au paragraphe 16, qui est d'avis que « le Centre devrait aider les États membres confrontés à une arrivée croissante de réfugiés à exploiter les possibilités offertes par la formation professionnelle pour les intégrer sur leur marché du travail ». Avec plus de 26 millions de chômeurs dans l’ensemble des États membres, il faudrait donner la priorité à ceux-ci.

  Petr Mach (EFDD), písemně. ‒ Odborné vzdělávání je záležitostí národních států, nikoliv EU. Nesouhlasím se zprávou, že úřad pomáhá snižovat nezaměstnanost.

  Ivana Maletić (PPE), napisan. ‒ Europski centar za razvoj strukovnog osposobljavanja osnovan je 1975., a svrha mu je podupiranje razvoja europskog strukovnog obrazovanja i osposobljavanja, širenje svijesti o politikama i pomaganje u njihovoj provedbi. Centar okuplja sindikate, nastavnike, učenike, studente, razne obrazovne institucije i organizacije poslodavaca i sve one koji aktivno sudjeluju u osposobljavanju i strukovnom obrazovanju. Podržala sam Izvješće o razrješnici za izvršenje proračuna CEDOFOP-a za financijsko razdoblje 2014. jer temeljem odluke Revizorskog suda potvrđena je pouzdanost računovodstvene dokumentacije.

  Andrejs Mamikins (S&D), rakstiski. ‒ Eiropas Profesionālās izglītības attīstības centra kopējais budžets 2014. gadā sastādīja 17,276 miljonus euro, kas bija par 3,62 % mazāk nekā 2013. gadā. Budžeta izpildes līmenis sasniedza 95,68 %, kas bija par 3,29 % vairāk nekā 2013. gadā.

Centra darbība 2014. gadā nav pārklājusies ar citu ES, tās dalībvalstu vai starptautisko struktūru darbību, tomēr tika konstatēta potenciāla sinerģija ar Eiropas Izglītības fondu (ETF), Eiropas Dzīves un darba apstākļu uzlabošanas fondu (Eurofound) un Eiropas Darba drošības un veselības aizsardzības aģentūru (EU-OSHA). Konkrēti ar ETF un Eurofound notika visai cieša sadarbība.

Visai apsveicams ir tas, ka sava darba popularizācijai un kopumā profesionālās izglītības un apmācības iespēju redzamības palielināšanai Savienībā Centrs aktīvi izmantoja savu tīmekļa vietni, sociālos medijus, organizēja pasākumus uzņēmējā dalībvalstī (Grieķijā), kā arī aktīvi sadarbojās ar Komisiju attiecībā uz vairākām publikācijām un darbu ar presi.

  Νότης Μαριάς ( ECR), γραπτώς. ‒ Για λόγους έλλειψης: α) πλήρους διαφάνειας, β) σοβαρής τεκμηρίωσης, γ) αξιοπιστίας, δ) επαρκών στοιχείων αναφορικά με την εκτέλεση του υπό ψήφιση προϋπολογισμού του οικείου Οργανισμού, καταψηφίζω την έκθεση σχετικά με την απαλλαγή όσον αφορά την εκτέλεση του προϋπολογισμού του Ευρωπαϊκού Κέντρου για την Ανάπτυξη της Επαγγελματικής Κατάρτισης για το οικονομικό έτος 2014.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ Ce rapport propose de donner quitus pour l’exécution du budget 2014 du Centre européen pour le développement de la formation professionnelle (CEDEFOP). Je m’étais opposé au cadre général de ce budget lors de son vote en 2013. Les points sur lesquels j’avais alors alerté se sont tous vérifié. Et les engagements intenables pris alors par les institutions européennes n’ont pas été tenus. 2014 devait en particulier être l’année de la résorption finale de tous les impayés de l’UE, dont certains s’accumulent depuis 9 ans. Une tâche impossible avec un budget en baisse de 6 % (moins 10 milliards), même en consacrant plus de la moitié des crédits de paiements de l’année 2014 à payer des engagements pris les années précédentes. Résultat : les impayés sont toujours là (estimés à 2 milliards fin 2016) et les besoins budgétaires d’avenir ne sont pas couverts. Je confirme mon opposition à ce cadre budgétaire d’austérité en votant contre cette décharge.

  Nuno Melo (PPE), por escrito. ‒ Todas as instituições europeias que dependem do orçamento da União Europeia têm que ser fiscalizadas, de forma rigorosa, pelo Tribunal de Contas e por todas as entidades com essa função.

É necessário aferir se os fundos comunitários estão a ser bem utilizados, se essas instituições estão a cumprir os objetivos delineados e se não existe desperdício de recursos.

De um modo geral, salvo raras exceções, a avaliar pelas fiscalizações conhecidas, podemos afirmar que as instituições em causa estão a utilizar de forma correta os fundos disponibilizados e a cumprir os objetivos propostos.

É nesse sentido o voto favorável relativamente ao relatório do Centro Europeu para o Desenvolvimento da Formação Profissional (CEDEFOP).

  Roberta Metsola (PPE), in writing. ‒ Following the recommendation from the Council, the declaration of assurance from the Court of Auditors and the report from the Committee of Budgetary Control, I chose to support the decision regarding the discharge on the implementation of the budget of the European Centre for the Development of Vocational Training for the financial year 2014.

  Louis Michel (ALDE), par écrit. – Le Parlement européen a approuvé la décharge sur l'exécution du budget du Centre européen pour le développement de la formation professionnelle pour l'exercice 2014 qui est un projet auquel j'adhère entièrement. Selon ses états financiers, le budget définitif du Centre européen pour le développement de la formation professionnelle pour l'exercice 2014 a diminué de 3,62% par rapport à 2013. La Cour des comptes a quant à elle déclaré avoir acquis des assurances raisonnables ainsi que des comptes annuels du Centre fiables et des transactions sous-jacentes légales et régulières. Selon le suivi de la décharge 2013, des mesures ont été mises en place par le Centre afin de remédier aux observations et recommandations de la Cour de l'année précédente. Les efforts de suivi du budget au cours de l'exercice 2014 ont conduit à un taux d'exécution budgétaire de 98,93%, soit le même qu'en 2013. Il a également été constaté que le taux d'exécution des crédits de paiement était en augmentation de 3,29% par rapport à 2013. L'application d'une politique de prévention et de gestion des conflits d'intérêts a été mise sur pied en octobre 2014 par le Conseil de direction du centre ainsi que des sessions de formations régulières. Enfin, je salue la stratégie de lutte antifraude ordonnée par la Commission.

  Csaba Molnár (S&D), írásban. ‒ Az Európai Szakképzés-fejlesztési Központ benyújtotta a 2014-es pénzügyi évre vonatkozó végleges éves beszámolóját. A Tanács, a Számvevőszéknek az éves beszámolóról szóló jelentése alapján 2016. február 12-én ajánlást tett a Parlamentnek, hogy a Központ igazgatóját mentesítse a központ 2014-es pénzügyi évre szóló költségvetése végrehajtására vonatkozó felelősség alól. A Költségvetési Ellenőrző Bizottság jelentésében azt javasolta, hogy a Parlament ezt a mentesítést adja meg. Ennek megfelelően szavaztam.

  Nadine Morano (PPE), par écrit. ‒ Il s'agissait dans ce rapport de se prononcer sur la décharge budgétaire 2014 pour le Centre européen pour le développement de la formation professionnelle, qui joue un rôle important dans la politique de l’Union en matière de formation et d’enseignement professionnels. Il a notamment lancé la première étude paneuropéenne sur les compétences (EU-SKILL). La décharge budgétaire, qui peut être accordée, ajournée ou refusée par le Parlement européen, constitue le contrôle final du budget annuel. Le processus de décharge représente le volet politique du contrôle de l’exécution budgétaire.

Dans le cas du CEDEFOP, la Cour des comptes estime avoir obtenu des assurances raisonnables que les comptes du centre pour l'exercice 2014 étaient fiables et que les opérations financières étaient légales et régulières. Je me suis appuyée sur l'avis de la Cour des comptes. J'ai donc voté en faveur de l'accord de la décharge, le budget ayant été exécuté sans erreur significative.

  Victor Negrescu (S&D), in writing. ‒ Ultimately responsible for the execution of the European Union’s budget is the European Commission. The decision on whether to grant discharge for the execution of the EU budget is made by the European Parliament. The discharge procedure ensures ex-post democratic oversight at political level of how the EU’s annual budget has been used. Its aim is to verify that the implementation was in accordance with relevant rules and principles of sound financial management. The report underlines that EU funding must be efficient in advancing EU goals, projects should be aligned with EU policies and better synergy should be achieved between all available resources in the field, such as neighbourhood policy, external aid, and tackling youth unemployment.

I have voted for this report on the European Centre for the Development of Vocational Training (CEDEFOP) discharge, that calls for a more vigilant position on the discharge, asking the Commission to control more frequently areas and recipients with a high risk of errors, focus on ex-ante controls, collaborate with the Member States to correct errors before declaring expenditure and introduce more transparency and flexibility in spending so that unused appropriations could be used for new priorities.

Potrivit situațiilor sale financiare, bugetul definitiv al Centrului European pentru Dezvoltarea Formării Profesionale în 2014 a fost de 17 275 766 EUR, ceea ce reprezintă o scădere de 3,62 % comparativ cu 2013.

Remarcăm activitatea Centrului în scopul creșterii vizibilității învățământului și formării profesionale în cadrul UE și a rolului său prin intermediul site-ului web, al platformelor de comunicare socială și al organizării de diverse evenimente în statele membre gazdă. Un rol important îl au contribuțiile la politicile de combatere a șomajului în rândul tinerilor și sprijinirea acestor politici.

Centrul European pentru Dezvoltarea Formării Profesionale contribuie la elaborarea și punerea în aplicare a politicilor UE de formare profesională. Monitorizează tendințele de pe piața forței de muncă și ajută Comisia Europeană, statele membre, organizațiile patronale și sindicale să ofere servicii de formare profesională care să răspundă nevoilor pieței.

  Marijana Petir (PPE), napisan. ‒ Revizorski sud u svom izvješću o godišnjoj računovodstvenoj dokumentaciji Europskog centra za razvoj strukovnog osposobljavanja za financijsku godinu 2014. izjavio da je stekao razumno uvjerenje da je godišnja računovodstvena dokumentacija Centra pouzdana.

Prema financijskim izvještajima konačni proračun Europskog centra za razvoj strukovnog osposobljavanja za financijsku godinu 2014. iznosio je 17.275.766 eura, što je smanjenje od 3,62 % u odnosu na 2013. godinu.

Financijsko izvješće pokazalo je da je stopa izvršenja proračuna 98,93%, na istoj razini kao u 2013., a da je stopa izvršenih plaćanja bila 95,68 %, što predstavlja povećanje od 3,29% u odnosu na 2013.

S obzirom na prikazano uredno poslovanje podržavala sam Razrješnicu za izvršenje proračuna Europskog centra za razvoj strukovnog osposobljavanja za financijsku godinu 2014.

Centar priskrbljuje najnovije informacije o stanju i kretanjima u strukovnom obrazovanju i izobrazbi u EU-u svojim suradnicima te izrađuje studije i izvješća o pitanjima strukovne izobrazbe kao što su kvaliteta, transparentnost i akreditacija neformalnog učenja, trendovi u sektorima, nove kvalifikacije, financiranje i sl. Svake godine podnosi Europskom parlamentu izvješće o svojim aktivnostima i provedbi plana za prethodnu godinu.

Slažem se s odlukom Europskog parlamenta o davanju razrješnice direktoru Europskog centra za razvoj strukovnog osposobljavanja za izvršenje proračuna Centra za financijsku godinu 2014. Centar ima veoma važnu ulogu u promicanju strukovnog obrazovanja i osposobljavanja diljem Unije u vrijeme kada su potrebne nove metode osposobljavanja. Također, centar predstavlja veliki doprinos politikama koje imaju za cilj istraživanje potencijala strukovnog obrazovanja i osposobljavanja u pružanju potpore gospodarskom razvoju te olakšavanje prelaska s obrazovanja na radno mjesto.

  Claude Rolin (PPE), par écrit. ‒ J'ai voté en faveur de cette décharge 2014 (qui fait suite à la présentation du rapport de la Cour des comptes européenne pour l’exercice 2014) notamment parce que la Cour des comptes avait émis une opinion sans réserve (c'est-à-dire positive) pour cette agence concernant la fiabilité de ses comptes ainsi que la légalité et la régularité des opérations sous-jacentes. Il est à noter que la Cour des comptes a souligné que, dans l'ensemble, pour les 32 agences de l'Union européenne, elle avait relevé moins de problèmes dans les agences que les années précédentes et que, dès lors, ses rapports comportaient moins d'observations.

Centro 2014 finansinių metų galutinį biudžetą sudarė 17 275 766 EUR, t. y. 3,62 proc. mažiau, palyginti su 2013 m. 2014 finansiniais metais biudžeto įvykdymo lygis buvo 98,93 proc., kaip ir 2013 m.

Centras daug dėmesio skyrė veiklai, kurią vykdant prisidedama prie jaunimo nedarbo įveikimo politikos. Akivaizdu, kad Centras įrodė savo gebėjimus prognozuoti ir analizuoti duomenis, susijusius su gamybinės praktikos plėtojimu. Svarbu ir tai, kad Centro pateikti duomenys buvo atspindėti 2014 m. konkrečioms šalims skirtose rekomendacijose, pateiktose vykdant Europos semestro veiklą.

  Maria Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ Según los Tratados, el Parlamento Europeo tiene el derecho de escrutinio sobre la legalidad y la regularidad de la ejecución de los gastos de las instituciones y agencias europeas cada año. El principal objetivo del ejercicio de este derecho es el de asegurar que los fondos públicos se utilizan de la mejor manera posible. Este escrutinio se basa en el informe del Tribunal de cuentas Europeo, en un procedimiento escrito de preguntas y respuestas, y por último en las audiencias públicas de las instituciones y agencias frente el Parlamento Europeo.

El Parlamento no ha detectado ninguna irregularidad en la ejecución del presupuesto del Centro Europeo para el Desarrollo de la Formación Profesional, por eso he votado a favor de aprobar la gestión del mismo y de la resolución del Parlamento.

  Branislav Škripek (ECR), písomne ‒ Oceňujem, že sa Európskemu stredisku pre rozvoj odborného vzdelávania podarilo znížiť svoj rozpočet v roku 2014 o 3,62 % v porovnaní s rokom 2013. Zároveň však zastávam názor, že rozpočet Európskej únie ako celok má najskôr obdržať pozitívne stanovisko od Dvora audítorov, preto som nemohol hlasovať za udelenie absolutória za plnenie rozpočtu strediska za rozpočtový rok 2014.

  Davor Škrlec (Verts/ALE), napisan. ‒ Podržao sam ovu razrješnicu, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Monika Smolková (S&D), písomne ‒ Podporila som udelenie absolutória riaditeľovi Európskeho strediska pre rozvoj odborného vzdelávania (CEDEFOP), keďže konečná ročná uzávierka agentúry bola schválená Dvorom audítorov. Podľa finančných výkazov predstavoval konečný rozpočet strediska za rozpočtový rok 2014 sumu asi 17,3 mil. EUR, čo predstavuje v porovnaní s minulým rokom zníženie o 3,62 percenta. Dvor audítorov vo svojej správe uvádza, že ročná účtovná závierka agentúry je spoľahlivá a že príslušné operácie sú zákonné a riadne. Podľa pravidelného externého hodnotenia strediska existujú možnosti, ako rozvíjať a posilňovať jeho úlohu. Vítam preto, že stredisko v roku 2014 navrhlo akčný plán a čiastočne už odporúčania na zlepšenie realizovalo. Rozvíjať by sa ďalej mohli aj synergie s inými agentúrami ako s Európskou nadáciou pre odborné vzdelávanie či s Európskou nadáciou pre zlepšovanie životných podmienok, keďže s týmito agentúrami už CEDEFOP do určitej miery spolupracuje. Je dôležité, aby stredisko zvyšovalo viditeľnosť odborného vzdelávania a prípravy, ako aj jeho vlastnej viditeľnosti organizovaním podujatí, či formou publikácií a tlačovej činnosti. Takisto oceňujem, že sa stredisko zameriava na politiky prispievajúce k riešeniu nezamestnanosti mladých. Ide o kľúčový problém súčasnej spoločnosti, a preto verím, že aj práca strediska bude prispievať k zvyšovaniu vzdelanosti v Európe.

  Igor Šoltes (Verts/ALE), pisno. ‒ V okviru vsakoletnega proračunskega postopka, ki ob številnih pogajanjih in usklajevanjih lahko traja tudi do sedem mesecev, tri temeljne institucije EU sprejmejo evropski proračun za prihodnje leto.

Za njegovo izvajanje so nato zadolžene Evropska komisija in druge institucije. Evropski parlament kot neposredno izvoljena institucija, ki zastopa davkoplačevalce EU, izvaja demokratični nadzor ter skrbi, da Komisija in druge institucije ustrezno ravnajo z evropskimi sredstvi.

Parlament v svojem letnem postopku razrešnice sklene, ali bo podelil razrešnico in dokončno odobril način, na katerega se je v posameznem letu izvrševal proračun. Parlament pred odločitvijo preuči priporočila Odbora za proračunski nadzor in pri tem upošteva tudi letno poročilo Računskega sodišča ter odgovore Komisije na poslanska vprašanja.

Poročilo poročevalca Dereka Vaughana navaja utemeljene razloge v prid podelitvi razrešnice Evropskemu centru za razvoj poklicnega usposabljanja, zato sem ga pri glasovanju podprl.

  Joachim Starbatty (ECR), schriftlich. ‒ In einer Situation, wo reiche Staaten wie Deutschland ihre Rentensysteme mittel- und langfristig nicht mehr finanzieren werden können, sind deutliche Reformschritte nötig. Statt wie Wolfgang Schäuble über die Erhöhung des Rentenalters nachzudenken, fordert ALFA eine detaillierte Überprüfung der Haushaltsausgaben, einschließlich des deutschen Beitrags zum EU-Haushalt.

ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist. Eine solche Einstellung erwartet ALFA vom ganzen Europäischen Parlament, das die Entlastung zum EU-Budget erteilt.

Da die Entwürfe des Ausschusses für Haushaltskontrolle generell eine Reform des EU-Budgets nicht deutlich genug gefordert hatten, habe ich gegen die Entlastung bei den meisten EU-Haushaltslinien gestimmt. Dies betraf auch die Entlastung zum Europäischen Zentrum für die Förderung der Berufsbildung (Cedefop).

  Ivan Štefanec (PPE), písomne ‒ Verím v silu a význam vzdelávania a podporujem ho na národnej i európskej úrovni. Preto som podporil udelenie absolutória Európskemu stredisku pre rozvoj odborného vzdelávania za plnenie rozpočtu strediska za rozpočtový rok 2014 a zároveň schválil účtovnú závierku.

  Davor Ivo Stier (PPE), napisan. ‒ Europski centar za razvoj strukovnog osposobljavanja (CEDEFOP) pomaže pri razvoju i provedbi politika Europske unije o strukovnom osposobljavanju. Nadzire trendove na tržištu rada i pomaže Europskoj komisiji, državama članicama, organizacijama poslodavaca i sindikatima da usklade mogućnosti osposobljavanja s potrebama na tržištu rada.

Revizorski sud u svojem je izvješću izrazio razumno jamstvo da je godišnja računovodstvena dokumentacija Centra pouzdana te da su osnovne transakcije u skladu s pravilima i zakonodavstvom EU-a. Centar je 2014. donio strategiju protiv prijevara te politiku o sprečavanju sukoba interesa u Centru i upravljanja tim sukobima. Smatram pozitivnim činjenicu da je Centar tijekom 2014. kontinuirano i učinkovito pružao usluge podrške te je popunjeno 95 od 98 radnih mjesta u planu radnih mjesta. Slijedom navedenog, podržavam izvješće o razrješnici za izvršenje proračuna Europskog centra za razvoj strukovnog obrazovanja za financijsku godinu 2014.

  Dubravka Šuica (PPE), napisan. ‒ Europski parlament u svom izvješću prima na znanje da je upravljački odbor Centra u listopadu 2014. usvojio politiku sprečavanja i postupanja u slučaju sukoba interesa koja je prilagođena položaju Centra, a obuhvaća moguće situacije sukoba interesa do kojih bi u Centru moglo doći. Nadalje, pozdravlja redovito osposobljavanje koje Centar organizira kako bi se među osobljem podigla razina osviještenosti o ispravnoj provedbi te politike. Stoga daje razrješnicu direktoru Europskog centra za razvoj strukovnog osposobljavanja za izvršenje proračuna Centra za financijsku godinu 2014. te odobrava zaključenje poslovnih knjiga Europskog centra za razvoj strukovnog osposobljavanja za financijsku godinu 2014.

Ovo izvješće u potpunosti podržavam.

Računsko sodišče je ugotovilo, da je bila stopnja izvrševanja proračuna v letu 2014 na isti ravni kot leta 2013, stopnja izvrševanja plačil pa je bila za 3,29 % večja kot leto prej.

Strinjam se, da bi lahko imela letna poročila centra pomembno vlogo pri ravnanju v skladu z načeli preglednosti, odgovornosti in integritete ter se pridružujem pozivu, naj center v svoja letna poročila vključi standardno poglavje o teh sestavinah.

  Tibor Szanyi (S&D), írásban. ‒ A jelentés mentesítést ad az Európai Szakképzés-fejlesztési Központ igazgatója számára a központ 2014-es pénzügyi évre szóló költségvetésének végrehajtására vonatkozóan, mivel minden vonatkozó szempontnak megfelelt a Központ 2014-es gazdálkodása. Éppen ezért szavazatommal támogattam a jelentést. A jelentés leírja, hogy a Központ 2014-es pénzügyi évre szóló végleges költségvetése 17 275 766 EUR volt, ami 2013-hoz képest 3,62%-os csökkenést jelent. A Számvevőszék a Központ 2014-es pénzügyi évről szóló éves beszámolójáról készített jelentésében pedig megállapította, hogy kellő mértékben megbizonyosodott a központ éves beszámolójának megbízhatóságáról, valamint arról, hogy az annak alapjául szolgáló ügyletek jogszerűek és szabályszerűek.

A 2014-es pénzügyi év során folytatott költségvetés-ellenőrzési erőfeszítések nyomán a költségvetés végrehajtási aránya a 2013-as pénzügyi évvel megegyező 98,93 %-os volt, melyet kiemelkedően jó eredménynek tartok. Fontos elemnek tartom, hogy a központ igazgatótanácsa 2014 októberében elfogadta az összeférhetetlenségek megelőzésére és kezelésére vonatkozó politikáját, amelyet hozzáigazított a központ helyzetéhez, és amely magában foglalja a központban esetlegesen kialakuló konkrét összeférhetetlenségi helyzeteket. Ennek keretében a központ igazgatótanácsa tagjainak nagy része nyilvános nyilatkozatot írt alá arról, hogy esetükben nem áll fenn összeférhetetlenség. A jelentés sürgeti azokat az igazgatótanácsi tagokat, akik még nem írták alá a nyilatkozatot, hogy ezt minél hamarabb tegyék meg. Ugyanilyen lépéseket magyarországi hatóságok esetében is kifejezetten üdvözölnék.

  Ruža Tomašić (ECR), napisan. ‒ Nisam podržala izvješče o razrješnici za izvršenje proračuna Europskog centra za razvoj strukovnog obrazovanja (CEDEFOP) za financijsku godinu 2014. Zabrinjava me činjenica iz ovog izvješća kako plan za upravljanje rizičnim situacijama pokazuje da postoji rizik da Centar nije u stanju riješiti nepredviđene vanjske zahtjeve dionika jer su njegovi raspoloživi resursi već preopterećeni, što je nedopustivo za jednu agenciju Europske unije.

The financial year 2014 is the first year of the new multiannual financial framework (MFF 2014-2020), thus this first discharge aims at verifying whether the new EU budget has been properly and efficiently used and spent, whether the simplification of the legal bases reduced the error rate and whether the new EU budget is more efficient and effective than the previous one.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ La Corte de Auditores ha señalado que en el año 2014 se han observado menos incidencias relativas a las agencias. Debido a su correcto funcionamiento, la comisión de control presupuestario aprobó por una amplia mayoría la gestión de esta agencia. Por ello considero necesario votar a favor de esta decisión.

Neste sentido, e não obstante as nossas reservas face ao caráter centralizador e federalista de grande parte destes organismos, não apresentamos nenhuma oposição de princípio a esta quitação.

  Beatrix von Storch (EFDD), schriftlich. ‒ Den Bericht des Europäischen Parlaments über die Entlastung für die Ausführung des Haushaltsplans des Europäischen Zentrums für die Förderung der Berufsbildung für das Haushaltsjahr 2014 habe ich abgelehnt. Ich lehne EU-Agenturen grundsätzlich ab. EU-Agenturen sind nicht nur in den allermeisten Fällen eine Verschwendung von Geld der Steuerzahler, sondern auch eine Überschreitung der Kompetenzen der EU und verletzen das Subsidiaritätsprinzip. Ich will nicht mehr EU, sondern weniger – also auch nicht mehr Agenturen und mehr Geld für die EU, sondern weniger. Aus diesem Grund habe ich gegen diesen Bericht gestimmt.

Primarily we are against the EU spending taxpayers’ money therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedures is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  Milan Zver (PPE), pisno. ‒ Podprl sem Poročilo o razrešnici glede izvrševanja proračuna Evropskega centra za razvoj poklicnega usposabljanja za proračunsko leto 2014, ker je Računsko sodišče v svojem poročilu o zaključnem računu centra za proračunsko leto 2014 navedlo, da je prejelo razumno zagotovilo o zanesljivosti računovodskih izkazov centra ter o zakonitosti in pravilnosti z njimi povezanih transakcij.
