  Isabella Adinolfi (EFDD), per iscritto. ‒ La relazione sul discarico per l'esecuzione del bilancio dell'Istituto europeo di innovazione e tecnologia (EIT) riporta che la Corte dei conti ha dichiarato di aver ottenuto una ragionevole certezza in merito all'affidabilità dei conti annuali dell'istituto, nonché alla legittimità e alla regolarità delle operazioni. Ho votato negativamente alla proposta di discarico poiché sono ancora troppi gli sprechi all'interno del bilancio.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ Según los Tratados, el Parlamento Europeo tiene el derecho de escrutinio sobre la legalidad y la regularidad de la ejecución de los gastos de las instituciones y agencias europeas cada año. El principal objetivo del ejercicio de este derecho es el de asegurar que los fondos públicos se utilizan de la mejor manera posible. Este escrutinio se basa en el informe del Tribunal de cuentas Europeo, en un procedimiento escrito de preguntas y respuestas, y por último en las audiencias públicas de las instituciones y agencias frente el Parlamento Europeo.

El Parlamento no ha detectado ninguna irregularidad en la ejecución del presupuesto del Instituto Europeo de Innovación y Tecnología, por eso he votado a favor de aprobar la gestión del mismo y de la resolución del Parlamento.

  Νίκος Ανδρουλάκης (S&D), γραπτώς. ‒ Υπερψήφισα την έκθεση σχετικά με την απαλλαγή όσον αφορά την εκτέλεση του προϋπολογισμού του Ευρωπαϊκού Ινστιτούτου Καινοτομίας και Τεχνολογίας για το οικονομικό έτος 2014, διότι αποτελεί αναπόσπαστο κομμάτι της προσπάθειας της Ευρωπαϊκής Ένωσης για επιτυχία στόχων και αποτελεσμάτων σε επίπεδο ευρωπαϊκών πολιτικών. Επιπρόσθετα, διαθέτει ένα ισχυρό δίκτυο και η εργασία του σε διάφορους τομείς αποτελεί ξεκάθαρο πλεονέκτημα για όλους τους ευρωπαίους πολίτες.

  Jean Arthuis (ALDE), par écrit. ‒ J'ai voté en faveur de cette résolution car cette agence de l'Union européenne a fait un grand pas en avant. Elle respecte les recommandations des années précédentes en matière de gestion financière: elle partage désormais certains de ses services avec d'autres agences de l'Union européenne, ce qui permet de faire des économies d'échelle.

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už 2014 m. biudžeto įvykdymo ataskaitos patvirtinimą Europos inovacijų ir technologijos institutui. Audito Rūmai savo ataskaitoje pareiškė, kad jie gavo pagrįstą patikinimą, jog Instituto metinės finansinės ataskaitos yra patikimos ir kad jose nurodytos operacijos yra teisėtos ir tvarkingos. Pritariu Audito Rūmų raginimui, kad būtina toliau tobulinti tam tikras sritis, pvz., dotacijų valdymą, viešųjų pirkimų sistemą ir IT, nes šių sričių tobulinimas leistų kokybiškiau ir veiksmingiau informuoti biudžeto įvykdymą tvirtinančią instituciją.

  Nicolas Bay (ENF), par écrit. ‒ Ce rapport appelle à octroyer la décharge sur l'exécution du budget de l'EIT (Institut Européen de Technologie): si le rapport accueille favorablement la révision interne du code de conduite de gouvernance et observe de façon positive que les procédures internes, tant de conflits d'intérêt que de passation de marchés, ont été respectées, il ne s'attarde pas assez sur l'usage des subventions ou les causes ayant poussé l'Institut à surestimer son budget. Même si la gestion est moins mauvaise qu'ailleurs, je ne peux soutenir l'octroi d'une décharge à une institution si désinvolte dans l'usage des fonds européens.

  Hugues Bayet (S&D), par écrit. ‒ Suivant le rapport de la commission du contrôle budgétaire j'ai approuvé la décharge à l'EIT pour l'exercice 2014.

La Cour des comptes estime en effet avoir reçu l'assurance raisonnable que les comptes annuels de l'Office pour 2014 étaient fiables et que les opérations sous-jacentes étaient légales et régulières.

  Brando Benifei (S&D), per iscritto. ‒ La procedura di discarico del bilancio rappresenta un momento importante nella vita istituzionale dell'Unione europea. In questa occasione il Parlamento europeo, unica istituzione eletta a suffragio universale dai cittadini, decide su raccomandazione del Consiglio se garantire o meno l'approvazione definitiva dell'esecuzione del bilancio per un determinato esercizio finanziario. Si tratta di un passaggio fondamentale che è anche l'occasione per indirizzare specifiche raccomandazioni alle istituzioni e alle agenzie che compongono la struttura comunitaria. Seguendo le indicazioni della commissione per il controllo dei bilanci (CONT), oggi ho deciso di votare a favore della relazione Vaughan sul discarico del bilancio del 2014 per l'Istituto europeo di innovazione e tecnologia

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Se ha votado a favor de la aprobación la gestión y del cierre de cuentas al no encontrarse irregularidades reseñables.

  Dominique Bilde (ENF), par écrit. ‒ Je ne pouvais accepter d'octroyer la décharge à l'EIT, alors même que cet institut a surévalué son besoin budgétaire à hauteur d'un excédent de 13 millions d'euros. L'EIT n'a, de toute évidence, pas un tel besoin en subventions, les centres de recherche ayant pu mener à bien leurs missions sans utiliser la totalité de ces apports.

Par ailleurs, la Commission semble avoir failli dans son rôle de recrutement du personnel pour cette agence puisque de nombreux problèmes de management ont été soulevés par le rapport.

Des éclaircissements sont nécessaires sur la gestion, tant financière que managériale, de l'EIT, et, malgré le rapport excessivement complaisant rédigé par le rapporteur du Parlement, ces doutes suffisent à me faire rejeter la possibilité d'octroi de la décharge.

  Mara Bizzotto (ENF), per iscritto. ‒ Seppur il tema dell’innovazione tecnologica sia strategico per la crescita economica e sociale dei popoli europei, la relazione sull'Istituto europeo di innovazione e tecnologia rimane in molti passaggi troppo superficiale tanto da rendere impossibile una valutazione di merito in grado di paragonare efficacemente l'utilizzo delle risorse con i risultati raggiunti, mi sono quindi espressa con un'astensione.

  José Blanco López (S&D), por escrito. ‒ He dado mi apoyo a este informe por el que se aprueba la gestión del director del Instituto Europeo de Innovación y Tecnología en la ejecución del presupuesto del Instituto para el ejercicio 2014 a la vista del informe del Tribunal de Cuentas, en que declara haber obtenido garantías razonables sobre la fiabilidad de dichas cuentas anuales, así como sobre la legalidad y la regularidad de las operaciones correspondiente y en el que observa que los esfuerzos de supervisión del presupuesto del Instituto durante el ejercicio 2014 dieron lugar a un porcentaje de ejecución presupuestaria del 94,13 %, lo que representa una disminución del 2,84 % en comparación con 2013. Igualmente, celebra que el Consejo de Administración del Instituto aprobara en junio de 2015 una revisión completa del código de conducta aplicable a sus miembros.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, nes juo Parlamentas patvirtina Europos inovacijos ir technologijos instituto direktoriui, kad Instituto 2014 finansinių metų biudžetas įvykdytas. Kadangi Audito Rūmai savo ataskaitoje dėl 2014 finansinių metų Europos inovacijos ir technologijos instituto metinių finansinių ataskaitų pareiškė, kad jie gavo pagrįstą patikinimą, jog Instituto metinės finansinės ataskaitos yra patikimos ir kad jose nurodytos operacijos yra teisėtos ir tvarkingos. Atsižvelgdamas į Audito Rūmų ataskaitą, Parlamentas pažymi, kad per pirmuosius penkerius metus buvo laikomasi 25 proc. bendrų išlaidų ribos dotacijoms, kurias iš Instituto gauna žinių ir inovacijos bendrijos (ŽIB), taip pat, kad Institutas gavo audito sertifikatus dėl 2010–2014 m. laikotarpiu patirtų ŽIB išlaidų dėl papildomos veiklos. Parlamentas taip pat atkreipia dėmesį į tai, kad jis atliko ŽIB papildomos veiklos portfelio peržiūrą, kad užtikrintų, jog būtų leidžiama vykdyti tik tą veiklą, kuri atitinka papildomai veiklai nustatytus teisinius ir veiklos reikalavimus, įskaitant reikalavimą, kad būtų ryšys su Instituto finansuojama ŽIB pridėtinės vertės veikla.

  Franc Bogovič (PPE), pisno. ‒ Podprl sem predlog Evropskega parlamenta o razrešnici glede izvrševanja proračuna Evropskega inštituta za inovacije in tehnologijo za proračunsko leto 2014.

Evropski parlament je ugotovil, da so podatki v končnem zaključnem računu Evropskega inštituta za inovacije in tehnologijo takšni kot v prilogi k poročilu Računskega sodišča.

Inštitut z namenom zmanjšanja stroškov in spodbujanja najboljših praks na področju javnih naročil sodeluje v več medinstitucionalnih postopkih javnih naročil Komisije.

Pozitivno se mi zdi tudi to, da sta inštitut in Evropska policijska akademija leta 2014 podpisala memorandum o soglasju, da bi, glede na njuno geografsko bližino, skupaj izvajala postopke javnih naročil.

  Renata Briano (S&D), per iscritto. ‒ La procedura di discarico è uno strumento fondamentale nelle mani del Parlamento europeo per vigilare sull'esecuzione del bilancio delle diverse istituzioni e agenzie europee ed effettuare così un controllo politico approfondito sull'impiego dei fondi pubblici.

Si tratta di una prassi consolidata, essenziale per garantire la trasparenza e la responsabilità democratica delle istituzioni nei confronti dei contribuenti dell'UE.

Affinché tale prerogativa sia esercitata pienamente, occorre tuttavia che l'insieme delle istituzioni europee collabori in maniera aperta e costruttiva con la commissione per il controllo dei bilanci del Parlamento europeo, fornendo tutte le informazioni e i documenti necessari, rispondendo alle interrogazioni scritte e partecipando alle audizioni e alle discussioni sull'esecuzione del bilancio previste.

In tal senso, se da un lato la maggior parte delle istituzioni dimostra un atteggiamento cooperativo facilitando il controllo del Parlamento sull'esecuzione del loro bilancio, alcune istituzioni non collaborano in maniera soddisfacente, violando i principi di leale cooperazione e di trasparenza sanciti dai trattati. Penso in particolare al Consiglio, il quale dal 2009 si rifiuta di sottoporsi all'esercizio di discarico, eludendo di fatto il controllo politico su oltre 3 miliardi di fondi pubblici europei spesi, alimentando così il sentimento di sfiducia nei confronti delle istituzioni europee.

  Steeve Briois (ENF), par écrit. ‒ Le rapport de Derek Vaughan dénonce une surévaluation du besoin budgétaire de l'agence pour un montant de 13 millions d'euros en raison de la reprogrammation de projets surdimensionnés, initialement destinés à des centres de recherche. Cependant, il n'en tire aucune conclusion puisqu'il invite à voter favorablement la décharge budgétaire. À rebours de cette position, j'ai voté contre.

  Gianluca Buonanno (ENF), per iscritto. ‒ L’Istituto, a cinque anni dalla sua nascita, risulta ancora il principale finanziatore delle "Comunità della conoscenza e dell’Innovazione", iniziative che non hanno per nulla raggiunto la sostenibilità finanziaria. Non vi è alcun riferimento specifico circa gli obiettivi e i risultati raggiunti, per quanto il tema dell'innovazione tecnologica sia strategico per il progresso dei popoli europei. Voto di astensione.

  Alain Cadec (PPE), par écrit. ‒ L'Institut européen d'innovation et de technologie contribue à renforcer la capacité de l'Europe à innover, à être compétitive ainsi qu'à créer de la croissance et des emplois. Cette agence permet de lier les acteurs de l'innovation que sont les entreprises, les universités et la recherche afin de former des partenariats plurinationaux pour mettre au point des produits et services novateurs et aider à la création de nouvelles entreprises. Le Parlement a noté dans l'exercice 2014 que la Cour des Comptes a obtenu des assurances que les comptes annuels du Centre pour l'exercice 2014 étaient fiables et les opérations régulières, c'est pourquoi j'ai voté en faveur de la décharge.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della posizione della commissione per il controllo dei bilanci che concede il discarico per l'esecuzione del bilancio dell'Istituto europeo di innovazione e tecnologia per l'esercizio 2014 perché la Corte dei conti, nella sua relazione sui conti annuali dell'Istituto relativi all'esercizio 2014, ha dichiarato di aver ottenuto una ragionevole certezza in merito all'affidabilità dei conti annuali dell’Istituto nonché alla legittimità e regolarità delle operazioni sottostanti. Stando agli stati finanziari dell'Istituto, il contributo complessivo dell'Unione al bilancio dell'Istituto per il 2014 ammontava a 169 807 303 EUR, importo che rappresenta un aumento dell'81,69% rispetto al 2013. Mi compiaccio, inoltre, che l'Istituto abbia gradualmente migliorato la propria verifica finanziaria sulle dichiarazioni di spesa delle "Comunità della conoscenza e dell'innovazione" (CCI), ma rilevo che la verifica operativa delle realizzazioni è rimasta indietro e che i piani aziendali annuali delle CCI includono ancora una definizione non adeguata di "realizzazioni". Destano, infine, preoccupazione i casi individuati dalla Corte in cui è stato versato l'intero importo della sovvenzione concessa dall'Istituto, sebbene non siano stati raggiunti alcuni degli obiettivi fissati nel piano aziendale.

  Matt Carthy (GUE/NGL), in writing. ‒ According to the Treaties, the Parliament has a right of scrutiny of the legality and regularity of the operating expenditure of the institutions and agencies every year. The main goal of the discharge procedure is to ensure that public funds are used in the best possible way. This vote concerns the discharge reports related to one of the EU's decentralised agencies, European Institute of Innovation and Technology.

The overall conclusion in the Vaughan reports is that the supervisory and control systems required by the Financial Regulation and the transactions tested were free from material error of legality and regularity. For these reasons I voted in favour.

Primarily we are against the EU spending taxpayers’ money therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedures is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  David Casa (PPE), in writing. ‒ Given that the accounts raised no questions and were all legal, discharge should be granted to the European Institute of Innovation and Technology for the year 2014 and I therefore voted in favour of this report. I also welcome the new Institute website which improves its visibility and therefore should reach the EU citizens more easily. Unfortunately, the budget implementation rate was lower than expected.

  Λευτέρης Χριστοφόρου (PPE), γραπτώς. ‒ Στηρίζουμε την έκθεση, αφού διαπιστώσαμε πως δικαιολογημένα εγκρίνει το κλείσιμο των λογαριασμών του Ευρωπαϊκού Ινστιτούτου Καινοτομίας και Τεχνολογίας για το οικονομικό έτος 2014.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. ‒ Η έκθεση σχετικά με την απαλλαγή του Ευρωπαϊκού Ινστιτούτου Καινοτομίας και Τεχνολογίας για την εκτέλεση του γενικού προϋπολογισμού της Ευρωπαϊκής Ένωσης για το οικονομικό έτος 2014 αποτελεί μια καθιερωμένη διαδικασία ως προς τις αποφάσεις που ελήφθησαν και τις κινήσεις που έγιναν σχετικά με τη διαχείριση του προϋπολογισμού. Καθώς δεν προέκυψαν ζητήματα ικανά να οδηγήσουν σε απόρριψη των χειρισμών που πραγματοποιήθηκαν, ψήφισα θετικά.

  Alberto Cirio (PPE), per iscritto. ‒ Ho votato a favore di questa relazione in quanto ritengo che non solo riporti un controllo sui fondi tale da dimostrare che questi sono stati spesi in maniera legittima e regolare, ma anche in quanto dimostra che sono stati raggiunti gli obbiettivi politici a cui erano preposti. Ed è in ragione proprio di questo elemento, a mio avviso basilare, che ho votato a favore.

  Deirdre Clune (PPE), in writing. ‒ These are the annual discharge reports on the agencies following the presentation of the European Court of Auditors reports for the 2014 financial year. The number of decentralised agencies concerned by the discharge is 32. The European Court of Auditors gave an unqualified (positive) opinion to all agencies concerning the reliability of their accounts and the legality and regularity of the underlying transactions.

The Court of Auditors noted that overall there were less problems with agencies than in previous years and as such not as many comments were required in the Court's reports. Two agencies, EIT and EU-LISA have, however, been given an ‘emphasis of matter’ and were marked for follow up.

The EIT’s emphasis of matter concerns the financial contributions to its grant recipients, which may not exceed the ceiling of 25% of the recipient’s global expenditure. Both the Court of Auditors and the EIT, after obtaining the audit certificates of the EIT’s grant recipients, confirmed that this ceiling was respected.

  Lara Comi (PPE), per iscritto. ‒ Sulla base delle conclusioni espresse della Corte dei conti in merito alla regolarità della gestione finanziaria, ho votato a favore della procedura di discarico per l'esecuzione di bilancio dell'Istituto europeo di innovazione e tecnologia per l'esercizio 2014.

  Therese Comodini Cachia (PPE), in writing. ‒ I acknowledge the recommendation which grants the Director of the European Institute of Innovation and Technology discharge in respect of the implementation of the Institute’s budget for the financial year 2014; which I support.

It is positive to note that in order to reduce costs and promote best practices in the area of public procurement, the Institute participates in a number of inter-institutional procurement procedures of the Commission. This helps in maximising the resources of the agency.

  Andi Cristea (S&D), în scris. ‒ Întrucât datorită abordării prudente a planificării bugetare efectuate de Consiliul de conducere nu s-au observat nereguli în aspectele auditate de Curtea de Conturi, am acordat directorului Institutului European de Inovare și Tehnologie descărcarea de gestiune pentru execuția bugetului institutului aferent exercițiului financiar 2014.

  Miriam Dalli (S&D), in writing. ‒ I voted in favour of granting the Director of the European Institute of Innovation and Technology discharge in respect of the implementation of the Institute’s budget for the financial year 2014. In its report, the Court of Auditors noted that it had obtained reasonable assurances that the Institute's annual accounts were reliable and that the underlying transactions were legal and regular.

  Daniel Dalton (ECR), in writing. ‒ I voted to postpone discharge on this report today because the European Court of Auditors did not give the EU budget as a whole a positive statement of assurance. The level of error for the year 2014 was estimated to be 4.4%, which, whilst a slight improvement on 2013, is still too high. It is the job of the Parliament to verify that the EU budget was spent in accordance with the rules and in line with the principles of sound financial management, and unfortunately the Court of Auditors found that was not the case for the year 2014.

We need more simplification of key areas of financial management in the EU budget and a stronger focus on tackling parts of the budget with a higher risk of problems.

  Andor Deli (PPE), írásban. ‒ Az Európai Számvevőszék 2014-es pénzügyi évre vonatkozó éves jelentésének bemutatását követően a 2014. évi zárszámadási eljárás keretében az Európai Parlament Költségvetési Ellenőrző Bizottsága elvégezte az Európai Unió általános költségvetésének az Európai Innovációs és Technológiai Intézetre vonatkozó pénzügyi ellenőrzését. A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. A plenáris szavazáson a mentesítés megadását támogattam.

  Tamás Deutsch (PPE), írásban. – Az Európai Számvevőszék 2014-es pénzügyi évre vonatkozó éves jelentésének bemutatását követően a 2014. évi zárszámadási eljárás keretében az Európai Parlament Költségvetési Ellenőrző Bizottsága elvégezte az Európai Unió általános költségvetésének az Európai Innovációs és Technológiai Intézetre vonatkozó pénzügyi ellenőrzését. A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. A szakbizottság április eleji ülésén a mentesítés megadásáról döntött, megítélése alapján az intézet 2014. évi gazdálkodására vonatkozóan minden kérdés tisztázódott. A szakbizottsági szavazáson és a plenáris szavazáson is a mentesítés megadását támogattam.

  Mireille D'Ornano (ENF), par écrit. ‒ Le rapport ne traite pas assez de l'usage insuffisant des subventions ni des autres causes l'ayant conduit à surestimer son budget. Le texte présente même certains détails comme d'importants progrès. Il va jusqu'à se féliciter que l'institut ait optimisé son site internet et étoffé sa présence sur les réseaux sociaux. Même si l'EIT semble un moins mauvais élève que d'autres, quant à sa gestion, cet Institut demeure encore trop déconnecté des réalités du terrain pour mériter une approbation de principe. J'ai donc voté contre cette décharge.

  Ангел Джамбазки (ECR), в писмена форма. ‒ Гласувах против доклада относно освобождаването от отговорност във връзка с изпълнението на общия бюджет на Европейския съюз за финансовата 2014 година на Европейския институт за иновации и технологии. Причината за това е, че според мен всички агенции и съвместни предприятия трябва да предоставят обстоен отчет за дейността си и изразходваните средства. На базата на тази информация ние, членовете на Европейския парламент, и гражданите на ЕС трябва да преценим дали тези структури са ефективни и как можем да повишим тяхната ефективност, ако не сме доволни от работата им.

A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. A szakbizottság április eleji ülésén a mentesítés megadásáról döntött, megítélése alapján az intézet 2014. évi gazdálkodására vonatkozóan minden kérdés tisztázódott.   Raffaele Fitto (ECR), per iscritto. ‒ Ho votato contro la concessione del discarico di bilancio per l'Istituto europeo di innovazione e tecnologia. Vi sono diverse criticità e una rilevante percentuale di errore, riscontrate anche dalla Corte dei conti europea. Ritengo di fondamentale importanza impegnarsi su un terreno che renda le agenzie europee meno costose, meno distanti dalla gente e più vicine alle esigenze e agli interessi dei cittadini europei. Per questo motivo, è necessario un rinvio del discarico. In un periodo di forte euroscetticismo occorre un diverso tipo di approccio all'investimento del denaro pubblico, che non alimenti ulteriormente il sentimento di sfiducia dei cittadini europei nei confronti delle istituzioni europee e di ciò che rappresentano.

  Cătălin Sorin Ivan (S&D), în scris. ‒ Comisia Europeană este responsabilă pentru executarea bugetului Uniunii Europene. Aceasta implică statele membre cărora Comisia le deleagă sarcini de punere în aplicare legate de o parte semnificativă a bugetului. În fiecare an, procedura de descărcare de gestiune asigură un control ex-post democratic la nivel politic, arătându-se astfel modul în care s-a utilizat bugetul anual al UE.

Am votat în favoarea acestui raport al descărcării generale de gestiune 2014 privind Institutul European de Inovare și Tehnologie, prin care se solicită o poziție mai vigilentă a Comisiei cu privire la descărcarea de gestiune, solicitând acesteia să controleze mai frecvent domeniile în care au fost alocați banii și care prezintă un risc ridicat de erori, să se concentreze pe controalele ex-ante, să colaboreze mai eficient cu statele membre pentru a corecta erorile înaintea declarării cheltuielilor și să introducă mai multă transparență și flexibilitate în ceea ce privește creditele neutilizate.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam za Izvješće o razrješnici za izvršenje proračuna Europskog instituta za inovacije i tehnologiju za financijsku godinu 2014. jer se time daje razrješnica direktoru Instituta, te se u skladu s tim omogućuje nesmetan nastavak rada Instituta. Upravljanje proračunom i financijama pokazalo se uspješnim te nisu uočene znatne manjkavosti ili nepravilnosti.

Provedena je, također, podrobna revizija unutarnjih postupaka koju u potpunosti podržavam. Institut se suočio s nestabilnošću na razini uprave od samog osnutka te je stoga potrebno usavršiti implementaciju politike zapošljavanja. S druge strane, revizija kodeksa ponašanja dodatno podiže razinu transparentnosti Instituta, te stoga podržavam ovo izvješće.

This is of clear benefit to EU citizens and their performance is improving year on year.

ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist.   Philippe Loiseau (ENF), par écrit. ‒ L'Institut Européen de Technologie (EIT) investit principalement dans la recherche et aide les entreprises et les établissements d'enseignement et de recherche à coopérer pour favoriser l'innovation en Europe. Cependant, le texte démontre qu'il ne remplit pas sa principale mission. Effectivement, l'Institut n'a pas utilisé l'intégralité des fonds mis à sa disposition pour investir dans les centres de recherche. D'autre part, il existe un écart important entre ses dépenses et son budget, ce qui pose question sur les causes de cette surévaluation du budget. Or, le rapport ne pose pas ces questions fondamentales et se contente d'observer des problèmes de moindre importance. Il est clair, de plus, que l'EIT est un Institut européen déconnecté des réalités, et je ne puis l'accepter. J'ai logiquement voté contre.

Temeljem izvješća Revizorskog suda, podržala sam Izvješće o davanju razrješenice direktoru Europskog instituta za inovacije i tehnologiju za izvršenje proračuna Instituta za financijsku godinu 2014.

  Andrejs Mamikins (S&D), rakstiski. ‒ Eiropas Inovāciju un tehnoloģiju institūta, kurš tāpat kā Eiropas Policijas akadēmija atrodas Ungārijas galvaspilsētā Budapeštā, primārais uzdevums ir veicināt inovāciju ES dalībvalstīs. EIT palīdz uzņēmumiem, izglītības un pētniecības iestādēm savstarpēji sadarboties, lai radītu inovācijai un uzņēmējdarbībai labvēlīgu vidi. Citiem vārdiem, Institūta darbs satur skaidru praktisko elementu.

EIT budžets 2014. gadā sastādīja 233,115 miljonus euro, kas bija par 65,54 % vairāk nekā 2013. gadā. Tik lielas izmaiņas skaidrojamas ar iestādes funkciju paplašināšanu un līdzekļu saņēmēju skaita palielināšanu. Budžeta izpildes līmenis samazinājās no 96,97 % gadu iepriekš līdz 94,13 %.

Tā kā Institūta darba efektivitāte ne mazā mērā ir atkarīga no plašas sabiedrības un ieinteresēto personu informētības līmeņa, visai apsveicams, ka 2014. gadā EIT uzsāka jaunās tīmekļa vietnes ekspluatēšanu, kas ir daudz dinamiskāka un funkcionālāka nekā iepriekšējā.

Avec un budget de 233,1 millions d'euros en 2014, la gestion de l'EIT n'est pas optimale. On note, tout d'abord, un excédent budgétaire considérable, dû à la non-attribution de subventions. Le turnover de personnel est important.

Ces réserves mises à part, on salue le respect des procédures de marché. Également, l'EIT s'associe à d'autres institutions afin de réduire le coût de certains achats.

On admettra que cet institut est sans doute passablement vertueux en matière de gestion. Néanmoins, les dépenses inutiles et la déconnexion du terrain ne nous incitent pas à approuver la décharge.

  Fulvio Martusciello (PPE), per iscritto. ‒ Prendendo in considerazione i conti annuali dell'Istituto europeo di innovazione e tecnologia relativi all'esercizio 2014, e la relazione della Corte dei Conti sui conti annuali di tale istituto, in cui si evince l'affidabilità dei conti, la legittimità e la regolarità delle operazioni e considerando inoltre che detto Istituto ha introdotto una serie di miglioramenti, tra cui un sistema di valutazione per offrire migliori prospettive di carriera al personale, miglioramenti nella gestioni dei posti vacanti, ha rafforzato il livello della dirigenza intermedia, ho espresso il mio voto a favore della relazione sul discarico per l'esecuzione del bilancio dell'Istituto europeo di innovazione e tecnologia per l'esercizio 2014.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ Ce rapport propose de donner quitus pour l'exécution du budget 2014 de l'Institut européen d'innovation et de technologie (EIT). Je m'étais opposé au cadre général de ce budget lors de son vote en 2013. Les points sur lesquels j'avais alors alerté se sont tous vérifié. Et les engagements intenables pris alors par les institutions européennes n'ont pas été tenus.

2014 devait en particulier être l'année de la résorption finale de tous les impayés de l'UE, dont certains s'accumulent depuis 9 ans. Une tâche impossible avec un budget en baisse de 6 % (moins 10 milliards), même en consacrant plus de la moitié des crédits de paiement de l'année 2014 à payer des engagements pris les années précédentes. Résultat: les impayés sont toujours là (estimés à 2 milliards fin 2016) et les besoins budgétaires d'avenir ne sont pas couverts.

Je confirme mon opposition à ce cadre budgétaire d'austérité en votant contre cette décharge.

  Joëlle Mélin (ENF), par écrit. ‒ Au total, l'EIT se défend relativement bien. Cependant, son agissement loin des réalités du terrain empêche une approbation. Par ailleurs le rapport d'investigation est trop léger.

  Nuno Melo (PPE), por escrito. ‒ Todas as instituições europeias que dependem do orçamento da União Europeia têm que ser fiscalizadas, de forma rigorosa. É necessário aferir se os fundos comunitários estão a ser bem utilizados, se essas instituições estão a cumprir com os objetivos delineados e se não existe desperdício de recursos.

De um modo geral, salvo raras exceções, a avaliar pelas fiscalizações conhecidas, podemos afirmar que as instituições em causa estão a utilizar de forma correta os fundos disponibilizados e a cumprir com os objetivos propostos.

  Nadine Morano (PPE), par écrit. ‒ Il s'agissait dans ce rapport de se prononcer sur la décharge budgétaire 2014 pour l'Institut européen d'innovation et de technologie, qui joue un rôle fondamental dans la protection et la promotion de la santé publique et animale. La décharge budgétaire, qui peut être accordée, ajournée ou refusée par le Parlement européen, constitue le contrôle final du budget annuel. Le processus de décharge représente le volet politique du contrôle de l'exécution budgétaire.

Dans le cas de l'EIT, la Cour des comptes estime avoir obtenu des assurances raisonnables que les comptes de l'Agence pour l'exercice 2014 étaient fiables et que les opérations financières étaient légales et régulières. Je me suis appuyée sur l'avis de la Cour des comptes. J'ai donc voté en faveur de l'accord de la décharge, le budget ayant été exécuté sans erreur significative.

The decision on whether to grant discharge for the execution of the EU budget is made by the European Parliament. The discharge procedure ensures ex-post democratic oversight at political level of how the EU's annual budget has been used. It aim is to verify that the implementation was in accordance with relevant rules and principles of sound financial management. The report underlines that the EU funding must be efficient in advancing EU goals, project should be aligned with the EU policies and better synergy should be achieved between all available resources in the fields, such as neighborhood policy, external aid, and tackling the youth unemployment.

I have voted for this report on European Institute of Innovation and Technology (EIT) discharge that calls for a more vigilant position on the discharge, asking the Commission to control more frequently areas and recipients with high risk of errors, focus on ex-ante controls, collaborate with the member states to correct errors before declaring expenditure and introduce more transparency and flexibility in spending so that unused appropriations could be used for new priorities.

  Dan Nica (S&D), în scris. ‒ În calitate de coordonator S&D ITRE, subliniez rolul important pe care Institutul European de Inovare și Tehnologie (EIT) îl are în consolidarea capacității Europei de a inova, de a intra în competiție cu parteneri străini și de a crea locuri de muncă și bunăstare. EIT ajută întreprinderile, instituțiile de învățământ și organismele de cercetare să conlucreze pentru a crea un mediu favorabil inovării și spiritului antreprenorial în Europa.

Institutul s-a confruntat cu incertitudini în privința bugetului său anual pe 2014 din cauza negocierilor pe tema cadrului financiar multianual 2014-2020 și a programului Orizont 2020, care s-au desfășurat pe tot parcursul anului 2013. Astfel, EIT a adoptat un set de principii în martie 2015, prin care a stabilit că contribuția maximă a Institutului la comunitățile de cunoaștere și inovare, ce se va reduce de la o finanțare de 100% după primii 10 ani de funcționare a acestora la 80% în anul 11 și, ulterior, după cum urmează: 60 % în anul 12, 40 % în anul 13, 20% în anul 14 și 10% în anul 15.

Totodată, institutul va continua monitorizarea progreselor înregistrate de comunitățile de cunoaștere și inovare în direcția sustenabilității financiare și va adopta măsurile corective ce se impun

  Marijana Petir (PPE), napisan. ‒ Europski institut za inovacije i tehnologiju (EIT) osnovan je 2008. godine na inicijativu Europske komisije kao samostalno tijelo EU-a koje promovira inovacije svjetske razine, održivi rast i povećanje konkurentnosti EU-a kroz integraciju Europskog inovacijskog područja. EIT razvija magistarske i doktorske programe u suradnji sa znanstvenom zajednicom i inovatorima te njihovim partnerima.

Cilj mu je stvoriti vlastitu oznaku izvrsnosti među europskim ustanovama za visoko obrazovanje koja će obilježiti EIT-ove kolegije kao vrhunske, zbog njihove kvalitete i inovativnih rezultata. Cilj je EIT-a stvoriti prikladne uvjete za razvoj poduzetništva poticanjem novoga načina razmišljanja o poduzetništvu i preuzimanju rizika podržavanjem poduzetništva aktivnostima kao što su EIT-ov okrugli stol za poduzetnike i EIT-ova nagrada. Konačni proračun Instituta za financijsku 2014. godinu iznosio je 233 115 437 eura, što predstavlja povećanje od 65,54 % u odnosu na 2013. godinu.

Ukupni doprinos Unije proračunu Instituta za 2014. godinu je 169 807 303 eura, što predstavlja povećanje od 81,69 % u odnosu na 2013. godinu. Podržala sam Razrješnicu za Europski institut za inovacije i tehnologiju budući da je Revizorski sud u svojem izvješću o godišnjoj računovodstvenoj dokumentaciji Instituta za financijsku godinu 2014. izrazio razumno jamstvo da je godišnja računovodstvena dokumentacija Instituta pouzdana te da su povezane transakcije zakonite i pravilne.

Ugovora o funkcioniranju Europske unije i izvješće Odbora za proračunski nadzor, dao razrješnicu direktoru Europskog instituta za inovacije i tehnologiju za izvršenje proračuna Instituta za financijsku godinu 2014.

Utvrdio je da završni godišnji financijski izvještaji Europskog instituta za inovacije i tehnologiju odgovaraju obliku u kojemu su sadržani u prilogu izvješću Revizorskog suda, te je odobrio zaključenje poslovnih knjiga Europskog instituta za inovacije i tehnologiju za financijsku godinu 2014.

Sa zabrinutošću napominjem da se u izvješću Revizorskog suda navodi da, iako bi zajednice znanja i inovacija trebale izraditi strategije financijske održivosti, one su sve do danas, u petoj godini svojega postojanja, i dalje potpuno ovisne o financijskim sredstvima Instituta i svojih partnera.

Pohvalio bih činjenicu da je Institut proveo podrobnu reviziju svojih unutarnjih postupaka, raspisa i predložaka kako bi bili u potpunosti usklađeni s mjerodavnim pravilima javne nabave, s posebnim naglaskom na dobrom planiranju i procjeni potreba.

Pozdravljam Odluku Europskog parlamenta kojom je dao razrješnicu direktoru Europskog instituta za inovacije i tehnologiju za izvršenje proračuna Instituta za financijsku godinu 2014.

Igualmente, celebra que el Consejo de Administración del Instituto aprobara en junio de 2015 una revisión completa del código de conducta aplicable a sus miembros.

  Claude Rolin (PPE), par écrit. ‒ J'ai voté en faveur de cette décharge 2014 (qui fait suite à la présentation du rapport de la Cour des comptes européenne pour l'exercice 2014) notamment parce que la Cour des comptes avait émis une opinion sans réserve (c'est-à-dire positive) pour cette agence en ce qui concerne la fiabilité de ses comptes ainsi que la légalité et la régularité des opérations sous-jacentes.

Dans le cas de l'EIT, il est aussi à noter que les observations portent sur les contributions financières accordées aux bénéficiaires de ses subventions, qui ne peuvent pas dépasser le plafond de 25 % du montant total des dépenses du bénéficiaire. Après avoir obtenu les certificats d'audit des bénéficiaires des subventions de l'EIT, la Cour des comptes et l'EIT ont confirmé que le plafond avait été respecté.

Institutas 2014 m. ėmėsi tam tikrų veiklos ir skaidrumo gerinimo žingsnių. Dėl įgyvendintų veiksmų Instituto darbuotojų kaita 2014 m. sumažėjo iki 12 proc., palyginti su 20–25 proc. 2012–2013 m. laikotarpiu. Instituto valdyba priėmė išsamiai peržiūrėtą valdybos nariams taikomą Tinkamo elgesio kodeksą ir Instituto svetainėje paskelbė Instituto valdybos narių metines interesų ir nepriklausomumo deklaracijas. Sveikintina ir tai, kad siekdamas sumažinti išlaidas ir skatinti geriausios patirties taikymą viešųjų pirkimų srityje, Institutas dalyvauja keliose Komisijos rengiamose tarpinstitucinėse viešųjų pirkimų procedūrose.

  Maria Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ Según los Tratados, el Parlamento Europeo tiene el derecho de escrutinio sobre la legalidad y la regularidad de la ejecución de los gastos de las instituciones y agencias europeas cada año. El principal objetivo del ejercicio de este derecho es el de asegurar que los fondos públicos se utilizan de la mejor manera posible. Este escrutinio se basa en el informe del Tribunal de cuentas Europeo, en un procedimiento escrito de preguntas y respuestas, y por último en las audiencias públicas de las instituciones y agencias frente el Parlamento Europeo.

El Parlamento no ha detectado ninguna irregularidad en la ejecución del presupuesto del Instituto Europeo de Innovación y Tecnología, por eso he votado a favor de aprobar la gestión del mismo y de la resolución del Parlamento.

  Branislav Škripek (ECR), písomne ‒ Inovácie sú významným predpokladom pre konkurencieschopnosť EÚ v celosvetovom meradle. Európsky inovačný a technologický inštitút zohráva dôležitú úlohu pri zvyšovaní tohto úsilia. Nakoľko je však významné, aby rozpočet Európskej únie ako celok najskôr obdržal pozitívne stanovisko od Dvora audítorov, nemohol som hlasovať za udelenie absolutória za plnenie rozpočtu pre tento inštitút za rozpočtový rok 2014.

  Davor Škrlec (Verts/ALE), napisan. ‒ Podržao sam ovu razrješnicu, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Monika Smolková (S&D), písomne ‒ Udelenie absolutória riaditeľovi Európskeho inovačného a technologického inštitútu (EIT) som podporila, keďže konečná ročná uzávierka agentúry bola Dvorom audítorov hodnotená pozitívne. Podľa finančných výkazov predstavoval konečný rozpočet inštitútu za rozpočtový rok 2014 sumu asi 233 mil. EUR, čo predstavuje nárast o 65,54 percenta v porovnaní s rokom 2013. Tento skokový nárast bol spôsobený tým, že inštitútu bolo rozšírené portfólio a počet príjemcov, a tiež došlo k zmene nariadenia o zriadení inštitútu. Dvor audítorov vo svojej správe uvádza, že ročná účtovná závierka agentúry je spoľahlivá a že príslušné operácie sú zákonné a riadne. Napriek nárastu výdavkov sa inštitút podieľa na niekoľkých medziinštitucionálnych postupoch verejného obstarávania, ktoré majú za cieľ znížiť náklady a podporiť najlepšie postupy. V roku 2014 došlo taktiež k podpisu memoranda o porozumení medzi inštitútom a Európskou policajnou akadémiou vzhľadom na ich zemepisnú blízkosť. Komunikačná stratégia inštitútu sa ukazuje ako efektívna, je prítomný na sociálnych médiách a darí sa mu šíriť informácie o jeho činnosti. Nazdávam sa, že pôsobnosť inštitútu by sa mala naďalej rozširovať tak, aby sa mu darilo prilákať čo najviac inovatívnych projektov v rôznorodých odvetviach.

  Igor Šoltes (Verts/ALE), pisno. ‒ V okviru vsakoletnega proračunskega postopka, ki ob številnih pogajanjih in usklajevanjih lahko traja tudi do sedem mesecev, tri temeljne institucije EU sprejmejo evropski proračun za prihodnje leto. Za njegovo izvajanje so nato zadolžene Evropska komisija in druge institucije. Evropski parlament kot neposredno izvoljena institucija, ki zastopa davkoplačevalce EU, izvaja demokratični nadzor ter skrbi, da Komisija in druge institucije ustrezno ravnajo z evropskimi sredstvi.

Parlament v svojem letnem postopku razrešnice sklene, ali bo podelil razrešnico in dokončno odobril način, na katerega se je v posameznem letu izvrševal proračun. Parlament pred odločitvijo preuči priporočila Odbora za proračunski nadzor in pri tem upošteva tudi letno poročilo Računskega sodišča ter odgovore Komisije na poslanska vprašanja.

Poročilo poročevalca Dereka Vaughana navaja utemeljene razloge v prid podelitvi razrešnice EIT, zato sem ga pri glasovanju podprl.

  Joachim Starbatty (ECR), schriftlich. ‒ In einer Situation, wo reiche Staaten wie Deutschland ihre Rentensysteme mittel- und langfristig nicht mehr finanzieren werden können, sind deutliche Reformschritte nötig. Statt wie Wolfgang Schäuble über die Erhöhung des Rentenalters nachzudenken, fordert ALFA eine detaillierte Überprüfung der Haushaltsausgaben, einschließlich des deutschen Beitrags in den EU-Haushalt.

ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist. Eine solche Einstellung erwartet ALFA von dem ganzen Europaparlament, das die Entlastung zum EU-Budget erteilt.

Da die Entwürfe des Ausschusses für Haushaltskontrolle generell eine Reform des EU-Budgets nicht deutlich genug gefordert hatten, habe ich gegen die Entlastung bei den meisten EU-Haushaltslinien gestimmt. Dies betraf auch die Entlastung zum Europäischen Innovations- und Technologieinstitut (EIT).

  Davor Ivo Stier (PPE), napisan. ‒ Europski institut za inovacije i tehnologiju (EIT) pomaže poduzećima te obrazovnim i istraživačkim tijelima da zajedno rade na stvaranju poticajnog okruženja za inovacije i poduzetništvo u Europi. Revizorski sud u svojem je izvješću izrazio razumno jamstvo da je godišnja računovodstvena dokumentacija Instituta pouzdana te da su povezane transakcije u skladu s pravilima i zakonodavstvom EU-a.

Institut je proveo podrobnu reviziju svojih unutarnjih postupaka, raspisa i predložaka kako bi bili u potpunosti usklađeni s mjerodavnim pravilima javne nabave, s posebnim naglaskom na dobrom planiranju i procjeni potreba. Pozdravljam aktivnosti koje je Institut poduzeo radi smanjenja velike fluktuacije zaposlenika, posebno činjenicu da je uveo poboljšanja u području upravljanja slobodnim radnim mjestima te činjenicu da je u jesen 2014. uspostavio sustav ocjenjivanja i reklasificiranja kako bi svojim zaposlenicima pružio veće mogućnosti napredovanja te ojačao razinu srednjeg rukovodećeg kadra.

Slijedom navedenog, podržavam izvješće o razrješnici za izvršenje proračuna Europskog instituta za inovacije i tehnologiju za financijsku godinu 2014.

  Dubravka Šuica (PPE), napisan. ‒ Europski institut za inovacije i tehnologiju (EIT) promiče inovacije u zemljama Europske unije i pomaže poduzećima te obrazovnim i istraživačkim tijelima da zajedno stvaraju poticajno okruženje za inovacije i poduzetništvo u Europi. EIT doprinosi sposobnosti EU-a za stvaranje inovacija i natjecanje sa stranom konkurencijom te na taj način stvara radna mjesta i bogatstvo.

Podržavam izvješće kolege Vaughana o razrješnici za izvršenje proračuna Europskog instituta za inovacije i tehnologiju za financijsku godinu 2014. Prema izvješću Revizorskog suda o godišnjoj računovodstvenoj dokumentaciji EIT-a za financijsku godinu 2014., godišnja računovodstvena dokumentacija Instituta je pouzdana te su povezane transakcije u potpunosti pravilne i u skladu sa zakonodavstvom EU-a. Također, smatram da je pozitivno što Institut, kako bi smanjio troškove i promicao najbolje prakse u području javne nabave, sudjeluje u brojnim međuinstitucijskim postupcima javne nabave koje vodi Europska komisija.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za poročilo o razrešnici glede izvrševanja proračuna Evropskega inštituta za inovacije in tehnologijo za proračunsko leto 2014.

Računsko sodišče je ugotovilo, da je bila stopnja izvrševanja proračuna za leto 2014 manjša kot leta 2013, tudi stopnja izvrševanja plačil je bila manjša kot leto prej. Hkrati pa Računsko sodišču tudi pravilno ugotavlja, da se je Evropski inštitut za inovacije in tehnologijo skozi vse leto 2013 soočal z negotovostjo glede proračuna za leto 2014 zaradi pogajanj o novem finančnem okviru ter programu Obzorje 2020.

  Tibor Szanyi (S&D), írásban. ‒ A Budapesten működő Intézet 2014-es költségvetési teljesítésével kapcsolatos jelentést szavazatommal támogattam. A pénzügyi kimutatások szerint az Intézet 2014-es pénzügyi évre szóló költségvetése 233 115 437 euró volt, ami 2013-hoz képest 65,54%-os növekedést jelent. A növekedés főként a portfólió és a kedvezményezettek körének kiszélesítéséből, valamint az alapító rendelet változásából ered. Az intézet 2014-re szóló költségvetéséhez való teljes uniós hozzájárulás 169 807 303 euró volt, ami 2013-hoz képest 81,69%-os növekedést jelent. A Számvevőszék egy ilyen drasztikus forrásfelhasználás-növekedés mellett is megállapította, hogy kellő mértékben megbizonyosodott az intézet éves beszámolójának megbízhatóságáról, valamint arról, hogy az annak alapjául szolgáló ügyletek jogszerűek és szabályszerűek.

A jelentés megállapítja, hogy a 2014-es pénzügyi év során folytatott költségvetés-ellenőrzési erőfeszítések nyomán a költségvetés végrehajtási aránya 94,13%-os volt, ami 2013-hoz képest 2,84%-os csökkenést jelent, amely véleményem szerint a feladatok átrendezése mellett elfogadható. Veszélyes elemnek tekintem a jelentés azon megállapítását, hogy az intézetet 2009-es létrehozása óta gyakori a munkatársak cserélődése és a vezetői szint instabil. Úgy gondolom, hogy a folyamatos cserék hátterét vizsgálni szükséges. Az alkalmazottak gyakori cserélődésének mérséklése érdekében az Intézet hozott intézkedéseket, valamint az intézet 2014 őszén értékelési és újrabesorolási rendszert vezetett be, amely a munkatársai számára jobb karrierlehetőséget nyújt, és megerősíti a középvezetői szintet.

  Ruža Tomašić (ECR), napisan. ‒ Nisam podržala izvješće o razrješnici za izvršenje proračuna Europskog instituta za inovacije i tehnologiju (EIT) za financijsku godinu 2014. Zabrinjavajuće je da se u izvješću Revizorskog suda navodi da, iako bi zajednice znanja i inovacija trebale izraditi strategije financijske održivosti, one su sve do danas, u petoj godini svojega postojanja, i dalje potpuno ovisne o financijskim sredstvima Instituta i svojih partnera.

Također, Institut kasni s operativnom provjerom onoga što je aktivnostima ostvareno te godišnji poslovni planovi zajednica znanja i inovacija i dalje sadržavaju neprikladnu definiciju onoga što se aktivnostima treba ostvariti te nema jasne veze između onoga što se aktivnostima planira ostvariti i prihvatljivih troškova po partnerima i kategorijama troškova. Sud je utvrdio slučajeve u kojima je ukupan iznos bespovratnih sredstava Instituta isplaćen, iako neki ciljevi utvrđeni poslovnim planom nisu ostvareni, što nije zanemarivo i što zahtijeva dodatne provjere poslovanja Europskog instituta za inovacije i tehnologiju.

  Romana Tomc (PPE), pisno. ‒ Poročilo o razrešnici glede izvrševanja proračuna Evropskega inštituta za inovacije in tehnologijo sem podprla ob upoštevanju poročila Računskega sodišča o zaključnem računu Evropskega inštituta za inovacije in tehnologijo za proračunsko leto 2014 z odgovori urada ter izjave o zanesljivosti računovodskih izkazov ter zakonitosti in pravilnosti z njimi povezanih transakcij, ki jo je za proračunsko leto 2014 v skladu s členom 287 Pogodbe o delovanju Evropske unije pripravilo Računsko sodišče.

  Ernest Urtasun (Verts/ALE), por escrito. ‒ He votado a favor de este informe porque creo que la evaluación del Parlamento Europeo sobre la gestión de 2014 del Instituto Europeo de Innovación y Tecnología el Tribunal es correcta.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ La Corte de Auditores ha señalado que en el año 2014 se han observado menos incidencias relativas a las agencias. En el caso de la EIT, tanto la Corte de Auditores como la misma EIT han señalado que el techo del 25% del total del gasto utilizado para las contribuciones financieras otorgadas a los destinatarios ha sido respetado. Habida cuenta de que esta era la única incidencia que planteaba la agencia y que ha sido respetada creo conveniente votar a favor de esta decisión.

  Miguel Viegas (GUE/NGL), por escrito. ‒ O Tribunal de Contas, no seu relatório sobre as contas anuais para o exercício de 2014, afirmou ter obtido garantias razoáveis de que as contas anuais do Instituto são fiáveis e de que as operações subjacentes são legais e regulares.

Neste sentido, e não obstante as nossas reservas face ao caráter centralizador e federalista de grande parte destes organismos, não apresentamos nenhuma oposição de princípio a esta quitação.

  Harald Vilimsky (ENF), schriftlich. ‒ Nachdem die enorme Steigerung des Haushalts des Instituts, um über 60 Prozent, und des Beitrages der Union zum Institut, um 80 Prozent, nicht hinreichend kritisiert wird, habe ich gegen diesen Bericht gestimmt.

  Beatrix von Storch (EFDD), schriftlich. ‒ Den Bericht des Europäischen Parlaments über die Entlastung für die Ausführung des Haushaltsplans des Europäischen Innovations- und Technologieinstituts für das Haushaltsjahr 2014 habe ich abgelehnt. Ich lehne EU-Agenturen grundsätzlich ab. EU-Agenturen sind nicht nur in den allermeisten Fällen eine Verschwendung von Geld der Steuerzahler, sondern auch eine Überschreitung der Kompetenzen der EU und verletzen das Subsidiaritätsprinzip. Ich will nicht mehr EU, sondern weniger- also auch nicht mehr Agenturen und mehr Geld für die EU, sondern weniger. Aus diesem Grund habe ich gegen diesen Bericht gestimmt.

  Milan Zver (PPE), pisno. ‒ Podprl sem poročilo o razrešnici glede izvrševanja proračuna Evropskega inštituta za inovacije in tehnologijo za proračunsko leto 2014, ker je Računsko sodišče v svojem poročilu o zaključnem računu agencije za proračunsko leto 2014 navedlo, da je prejelo razumno zagotovilo o zanesljivosti računovodskih izkazov agencije ter o zakonitosti in pravilnosti z njimi povezanih transakcij.
