  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ ARTEMIS es una Empresa Común dedicada al desarrollo de tecnologías clave destinadas a sistemas de computación empotraddos en diferentes ámbitos de aplicación. Considerando positiva su contribución a la política industrial europea y satisfactorio el estado de sus cuentas, he votado a favor de postponer la decisión de otortgarle el visto bueno a la ejecución del presupuesto hasta que subsanen las irregularidades. He votado a favor de la resolución del Parlamento, puesto que pide postponer la decisión.

The Joint Undertakings are European Commission initiatives. They were set up as public-private partnerships aimed at mobilising European, national and private efforts, including private industry capital, to develop activities in the field of the European research, science and technology. In the case of the Artemis technology research undertaking, financial rules were not amended to comply with the latest Financial Regulations applicable to PPPs. Therefore I voted to postpone the discharge decision until September and in favour of the resolution to this effect.

  Νίκος Ανδρουλάκης ( S&D), γραπτώς. ‒ Υπερψήφισα την έκθεση σχετικά με την απαλλαγή όσον αφορά την εκτέλεση του προϋπολογισμού των Ενσωματωμένων Συστημάτων Υπολογιστών ARTEMIS για το οικονομικό έτος 2014, διότι στο πλαίσιο των κοινών επιχειρήσεων η βιομηχανία συνδέεται με την έρευνα στην κατεύθυνση της υποστήριξης νέων τεχνολογιών. Επιπρόσθετα, η συγκεκριμένη έκθεση συμπεριλαμβάνει διάφορες ενέργειες για την εισαγωγή στην αγορά εξειδικευμένων τεχνολογιών.

  Jean Arthuis (ALDE), par écrit. ‒ Ce partenariat européen avec l'entreprise Artemis doit fournir des preuves supplémentaires pour justifier que les fonds de l'Union européenne pour 2014 ont été bien dépensés. C'est pourquoi j'ai voté en faveur de cette résolution qui préconise un report de l'octroi de la décharge.

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už 2014 m. biudžeto įvykdymo ataskaitos patvirtinimą ARTEMIS įmonei. Audito Rūmai savo ataskaitoje pareiškė, jog jie gavo pagrįstą patikinimą, kad Biuro metinės finansinės ataskaitos yra patikimos ir kad jose nurodytos operacijos yra teisėtos ir tvarkingos. Tačiau Audito Rūmai pažymi, jog apie nepiniginius ir grynųjų pinigų įnašus turima mažai informacijos, todėl pritariu Audito Rūmų raginimui, kad įmonė į savo būsimas ataskaitas turi įtraukti konkrečias nuostatas dėl vertinimo procedūros ir nepiniginių ir grynųjų pinigų įnašo lygio.

  Nicolas Bay (ENF), par écrit. ‒ J'ai voté en faveur de ce rapport qui se montre critique et exigeant vis-à-vis de la gestion des deniers publics, refusant de reconnaître une gestion pour laquelle toutes les données ne sont pas disponibles. En effet, bien que les entreprises communes Artemis et Eniac aient fusionné pour donner naissance en 2014 à l'entreprise commune ECSEL, de nombreux engagements financiers se sont poursuivis en 2014, en ligne avec l'entreprise commune, sans que l'on pût établir s'ils concernaient ECSEL ou Artemis, ce qui pose un grave problème de régularité des comptes.

  Hugues Bayet (S&D), par écrit. ‒ J'ai approuvé ce rapport de la commission du contrôle budgétaire, qui demandait d'ajourner la décharge concernant l'entreprise commune ECSEL pour l'exercice 2014 concernant le volet "Artemis".

Au travers du rapport, les députés s'inquiètent du fait que la Cour des comptes ait formulé une opinion avec réserve concernant la légalité et la régularité des opérations sous-jacentes au motif que les accords administratifs passés avec les autorités de financement nationales n'étaient pas dument contrôlés.

  Brando Benifei (S&D), per iscritto. ‒ La procedura di discarico del bilancio rappresenta un momento importante nella vita istituzionale dell’Unione europea. In questa occasione il Parlamento europeo, unica istituzione eletta a suffragio universale dai cittadini, decide su raccomandazione del Consiglio se garantire o meno l’approvazione definitiva dell’esecuzione del bilancio per un determinato esercizio finanziario. Si tratta di un passaggio fondamentale che è anche l’occasione per indirizzare specifiche raccomandazioni alle istituzioni e alle agenzie che compongono la struttura comunitaria. Seguendo le indicazioni della commissione per il controllo dei bilanci (CONT), oggi ho deciso di votare a favore della relazione Marinescu per il rinvio del discarico del bilancio del 2014 per i Sistemi informatici incorporati.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Hemos votado a favor del aplazamiento de la gestión. Esta empresa conjunta se fusionó con otra para generar ECSEL y no ha proporcionado la información necesaria para un correcto cierre de cuentas. En Septiembre se valorará si finalmente ha subsanado las carencias informativas existentes.

  Dominique Bilde (ENF), par écrit. ‒ J'ai voté en faveur de ce rapport qui demandait le report de la décharge sur l'exécution du budget d'Artemis pour l'exercice 2014.

Certes, Artemis a fusionné avec Eniac en 2014 dans l'entreprise commune appelée ECSEL. Cependant, les problèmes viennent principalement de cette fusion, comme le note à juste titre le rapport: des engagements financiers se sont poursuivis en 2014 sans que l'on sache s'ils concernent ECSEL, c'est-à-dire la nouvelle entreprise commune, ou Artemis. Ce genre d'opacité met bien évidemment en cause la régularité des comptes.

Une irrégularité qui se trouve également dans l'absence d'alignement d'ECSEL sur la nouvelle régulation financière.

Enfin, et cela semble de mise avec nombre d'agences et d'entreprises communes de l'Union européenne, il existe pour ECSEL un manque total de transparence quant à la prévention des conflits d'intérêts.

De ce fait, je me félicite que, une fois n'est pas coutume, le Parlement en ait tiré toutes les conséquences qui s'imposaient et ait demandé le report de la décharge.

  Mara Bizzotto (ENF), per iscritto. ‒ La risoluzione è equilibrata e condivisibile, a causa delle riserve espresse dalla Corte dei conti, ho inteso sostenere col mio voto questo testo e non concedere il discarico all'impresa comune Artemis.

  José Blanco López (S&D), por escrito. ‒ Las Joint Undertakings (Empresas Comunes) son 7 asociaciones público-privadas de la UE dedicadas a la investigación y al desarrollo de nuevas tecnologías.

Si bien, tal y como apuntó el Tribunal de Cuentas Europeo, existen algunos errores y defectos en la gestión de Artemis y ENIAC, mi grupo considera que la nueva asociación público-privada (ECSEL), surgida a mediados de 2014 como sucesora de estas Empresas Comunes, ha adoptado medidas suficientes para rectificarlos.

Por ello, he votado en favor de su descargo.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, nes juo Parlamentas patvirtina bendrosios įmonės ECSEL (buvusi bendroji įmonė ENIAC ir bendroji įmonė ARTEMIS) vykdomajam direktoriui, kad bendrosios įmonės 2014 finansinių metų biudžetas įvykdytas. Audito Rūmai savo ataskaitoje dėl Bendrosios įmonės 2014 finansinių metų metinių finansinių ataskaitų pateikiama pernelyg daug aptakių pastabų ir joje trūksta praktiškų ir konkrečių pastabų; todėl ragina atlikti auditą daugiau dėmesio skiriant metinei finansinei veiklai, daugiamečių projektų įgyvendinimo statusui, įskaitant aiškų atitinkamų metų ir tų praėjusių metų biudžeto įgyvendinimo pristatymą, ir jų rezultatams bei įgyvendinimui. Parlamentas, remdamasis Audito Rūmų ataskaita pareiškia, kad Bendrosios įmonės ataskaitose už 2014 m. birželio 27 d. – 2014 m. gruodžio 31 d. laikotarpį jos finansinė būklė 2014 m. gruodžio 31 d. ir su tą dieną pasibaigusiu laikotarpiu susijusių operacijų ir pinigų srautų rezultatai, vadovaujantis jos finansinių taisyklių nuostatomis ir Komisijos apskaitos pareigūno patvirtintomis apskaitos taisyklėmis, yra pateikti teisingai visais reikšmingais aspektais.

  Franc Bogovič (PPE), pisno. ‒ Podprl sem predlog Evropskega parlamenta o razrešnici glede izvrševanja proračuna Skupnega podjetja ARTEMIS za proračunsko leto 2014.

Evropski parlament se je seznanil z združitvijo skupnih podjetij junija 2014, a je kljub temu zaskrbljen, ker skupno podjetje ni spremenilo finančnih pravil ter jih uskladilo z novo finančno uredbo, ki se uporablja za subjekte javno-zasebnega partnerstva.

  Mercedes Bresso (S&D), per iscritto. ‒ Ho votato a favore della decisione contro la concessione del discarico del bilancio 2014 per l'impresa comune ARTEMIS perché ritengo che la gestione delle sue risorse finanziarie sia meno trasparente di quanto potrebbe essere e che sia necessario un netto miglioramento in questo senso.

  Renata Briano (S&D), per iscritto. ‒ La procedura di discarico è uno strumento fondamentale nelle mani del Parlamento europeo per vigilare sull'esecuzione del bilancio delle diverse istituzioni e agenzie europee ed effettuare così un controllo politico approfondito sull'impiego dei fondi pubblici.

Si tratta di una prassi consolidata, essenziale per garantire la trasparenza e la responsabilità democratica delle istituzioni nei confronti dei contribuenti dell'UE.

Affinché tale prerogativa sia esercitata pienamente, occorre tuttavia che l'insieme delle istituzioni europee collabori in maniera aperta e costruttiva con la commissione per il controllo dei bilanci del Parlamento europeo, fornendo tutte le informazioni e i documenti necessari, rispondendo alle interrogazioni scritte e partecipando alle audizioni e alle discussioni sull'esecuzione del bilancio previste.

In tal senso, se da un lato la maggior parte delle istituzioni dimostra un atteggiamento cooperativo facilitando il controllo del Parlamento sull'esecuzione del loro bilancio, alcune istituzioni non collaborano in maniera soddisfacente, violando i principi di leale cooperazione e di trasparenza sanciti dai trattati. Penso in particolare al Consiglio, il quale dal 2009 si rifiuta di sottoporsi all'esercizio di discarico, eludendo di fatto il controllo politico su oltre 3 miliardi di fondi pubblici europei spesi, alimentando così il sentimento di sfiducia nei confronti delle istituzioni europee.

  Steeve Briois (ENF), par écrit. ‒ Le présent rapport demande de reporter la décharge pour irrégularités dans la gestion de ses comptes notamment depuis sa fusion avec Eniac. J'ai bien évidemment voté favorablement au rapport.

  Gianluca Buonanno (ENF), per iscritto. ‒ Voto positivo. La risoluzione di accompagnamento propone critiche interessanti in accompagnamento al rinvio del discarico, facendo riferimento, ad esempio, a relazioni critiche anche da parte della Corte dei conti. ARTEMIS è stata istituita nel 2007 per agire nel settore dello sviluppo di tecnologie per i sistemi informatici in vari settori d’applicazione. Nel frattempo, con ENIAC è stata fusa in ECSEL, impresa comune che agisce sempre nel settore della tecnologia.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della relazione in questione perché i conti relativi l'esercizio 2014 ascrivibili all´impresa comune ARTEMIS risultano affidabili. Le operazioni annesse sono legittime e regolari. ARTEMIS contribuisce alla definizione e all’attuazione di un «programma di ricerca» per lo sviluppo di tecnologie fondamentali per i sistemi informatici incorporati nell'ambito del settimo programma quadro per la ricerca e lo sviluppo tecnologico. Il programma di Lisbona per la crescita e l'occupazione ha posto l'accento sugli investimenti nei settori della conoscenza e dell'innovazione. A tale proposito, nell'ambito del settimo programma quadro, sono avviate le tecnologie dell'informazione e della comunicazione, partenariati pubblico-privato realizzati da imprese comuni che sono frutto del lavoro delle piattaforme tecnologiche europee attuate nell'ambito del sesto programma quadro. Grazie all'iniziativa «ARTEMIS», si registrano sostanziali sviluppi anche negli affini settori dei sistemi informatici incorporati, dei farmaci innovativi, dell'aeronautica e del trasporto aereo, dell'idrogeno e delle celle a combustibile e del monitoraggio globale per l'ambiente e la sicurezza.

In the case of the Armetis technology research undertaking, financial rules were not amended to comply with the latest Financial Regulations applicable to PPPs. Therefore I voted to postpone the discharge decision until September and in favour of the resolution to this effect.

  James Carver (EFDD), in writing. ‒ UKIP voted against the discharge votes for multiple reasons. Primarily we are against the EU spending taxpayers’ money, therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedures is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  David Casa (PPE), in writing. ‒ I voted in favour of the report which seeks to postpone the discharge in respect of the implementation of the budget of the ARTEMIS Joint Undertaking for the financial year 2014. Unfortunately, there were some reservations about the ex-post audit work and in-kind and cash contributions. More information will need to be provided on these points and some of Parliament’s recommendations will need to be taken into account in order for the discharge to be granted.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ Ho votato a favore della risoluzione in quanto mette in luce, in modo rigoroso e sistematico, le problematiche specifiche di ARTEMIS.

  Λευτέρης Χριστοφόρου (PPE), γραπτώς. ‒ Στηρίζουμε την έκθεση, με την οποία το ευρωκοινοβούλιο δικαιολογημένα αναβάλλει την απόφασή του για τη χορήγηση απαλλαγής στον εκτελεστικό διευθυντή της κοινής επιχείρησης ECSEL όσον αφορά την εκτέλεση του προϋπολογισμού της κοινής επιχείρησης ARTEMIS για το οικονομικό έτος 2014.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. ‒ Η έκθεση σχετικά με την απαλλαγή για ο,τι αφορά την εκτέλεση του γενικού προϋπολογισμού της Ευρωπαϊκής Ένωσης για το οικονομικό έτος 2014 ως προς Ενσωματωμένα Συστήματα Υπολογιστών αποτελεί μια καθιερωμένη διαδικασία συζήτησης και απόφασης ως προς τις αποφάσεις που ελήφθησαν και τις κινήσεις που έγιναν σχετικά με τη διαχείριση του προϋπολογισμού. Καθώς δεν προέκυψαν ζητήματα ικανά να οδηγήσουν σε απόρριψη των χειρισμών που πραγματοποιήθηκαν, ψήφισα θετικά.

  Alberto Cirio (PPE), per iscritto. ‒ Avendo considerato l'importanza che l'obbiettivo dell'impresa comune ARTEMIS ha, ovvero di definire un programma di ricerca comune per lo sviluppo di tecnologie e sistemi informatici essenziali per rafforzare la competitività dell'Unione e avendo notato come l'utilizzo delle risorse attribuite a questa impresa comune sia avvenuto nel completo rispetto di questo obiettivo, ho ritenuto scontato esprimermi a favore di questa relazione.

  Deirdre Clune (PPE), in writing. ‒ ARTEMIS and ENIAC Joint Undertakings concluded administrative agreements with the NFAs of the Member States, which continue to apply after the merger of the ARTEMIS and ENIAC Joint Undertakings into the ECSEL Joint Undertaking. These arrangements provide for ex-post audits of these payments being delegated to the NFAs that will perform audits on behalf of the Joint Undertaking. The ARTEMIS and ENIAC Joint Undertakings’ ex-post audit strategy relied heavily on the NFAs to audit project cost claims.

  Lara Comi (PPE), per iscritto. ‒ Ritengo che il ruolo svolto da ARTEMIS sia di notevole importanza in quanto favorisce il partenariato pubblico-privato in materia di sistemi informatici incorporati attraverso la cooperazione tra i diversi attori del settore. Pertanto ho deciso di esprimere il mio voto favorevole al discarico per l'esecuzione del bilancio l'esercizio del 2014.

  Therese Comodini Cachia (PPE), in writing. ‒ It is stated that financial contributions from ARTEMIS Member States should amount in total to at least 1.8 times the Union’s financial contribution and the in-kind contribution of research and development organisations participating in projects over the duration of the Joint Undertaking is to be equal to or greater than the contribution of public authorities.

I took note of the qualified opinion issued, which is based on the lack of information needed to calculate either a weighted error rate or a residual error rate following the audits, and the invitation for the Court to collect additional and necessary documents and information.

  Miriam Dalli (S&D), in writing. ‒ I voted against postponing the European Parliament’s decision on granting discharge in respect of the implementation of the ARTEMIS Joint Undertaking’s budget for the financial year 2014 and the closure of the accounts of the ARTEMIS Joint Undertaking for the financial year 2014. However I supported the resolution as a whole regardless of the discharge decision.

  Daniel Dalton (ECR), in writing. ‒ I voted to postpone discharge on this report today because the European Court of Auditors did not give the EU budget as a whole a positive statement of assurance. The level of error for the year 2014 was estimated to be 4.4%, which, whilst a slight improvement on 2013, is still too high. It is the job of the Parliament to verify that the EU budget was spent in accordance with the rules and in line with the principles of sound financial management, and unfortunately the Court of Auditors found that was not the case for the year 2014.

We need more simplification of key areas of financial management in the EU budget and a stronger focus on tackling parts of the budget with a higher risk of problems.

  Andor Deli (PPE), írásban. ‒ Az Európai Számvevőszék 2014-es pénzügyi évre vonatkozó éves jelentésének bemutatását követően a 2014. évi zárszámadási eljárás keretében az Európai Parlament Költségvetési Ellenőrző Bizottsága elvégezte az Európai Unió általános költségvetésének az ARTEMIS-re vonatkozó pénzügyi ellenőrzését. A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. A Számvevőszék kijelentette, hogy kellő mértékben megbizonyosodott arról, hogy az intézet éves beszámolója megbízható, de nem tudott elegendő és megfelelő könyvvizsgálati bizonyítékot találni az ügyletek jogszerűségére és szabályszerűségére vonatkozóan.

Kiemeli a belső ellenőrzési rendszer, illetve egy átfogó összeférhetetlenség megelőzésére és kezelésére vonatkozó szabályrendszer hiányát. Továbbá kiemeli a költségvetési végrehajtás alacsony arányát. A jelentés felhívja a figyelmet arra, hogy ezek tisztázásáig a mentesítés megadását a szakbizottság nem javasolta. A szakbizottság április eleji ülésén a mentesítés megadásának elhalasztásáról döntött, megítélése alapján az ügynökség 2014. évi gazdálkodására vonatkozóan további kérdések tisztázására van szükség ahhoz, hogy a zárszámadást az ügynökség megkapja. A szakbizottsági szavazáson és a plenáris szavazáson is a mentesítés megadásának elhalasztását támogattam.

Bien que les entreprises communes Artemis et Eniac aient été fusionnées pour donner naissance en 2014 à l'entreprise commune ECSEL, le rapport regrette que l'évaluation annuelle des comptes de l'agence n'ait pas repris la gestion passée de celles-ci et ne soit pas plus aboutie. De nombreux engagements financiers se sont poursuivis en 2014, en ligne avec l'entreprise commune, sans que l'on ait pu établir s'ils concernaient ECSEL ou Artemis, ce qui remet en cause la régularité des comptes.

En outre, l'entreprise commune n'a pas modifié ses règles de gestion pour se conformer à la nouvelle régulation financière en vigueur.

Enfin, aucune politique efficace de prévention des conflits d'intérêts n'a été mise en place.

Pour ces raisons, j'ai voté en faveur de ce rapport lucide.

  Norbert Erdős (PPE), írásban. ‒ Az Európai Számvevőszék 2014-es pénzügyi évre vonatkozó éves jelentésének bemutatását követően a 2014. évi zárszámadási eljárás keretében az Európai Parlament Költségvetési Ellenőrző Bizottsága elvégezte az Európai Unió általános költségvetésének az ARTEMIS-re vonatkozó pénzügyi ellenőrzését. A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. The Joint Undertaking did not assess the quality of the audit reports received from the NFAs concerning the costs relating to completed projects. I would therefore invite the Court of Auditors to collect additional and necessary documents and information as an alternative way to justify the opinion found in its report.

Aceasta implică statele membre cărora Comisia le deleagă sarcini de punere în aplicare legate de o parte semnificativă a bugetului. În fiecare an, procedura de descărcare de gestiune asigură un control ex-post democratic la nivel politic, arătându-se astfel modul în care s-a utilizat bugetul anual al UE.

Am votat în favoarea acestui raport al descărcării generale de gestiune 2014 privind Întreprinderea comună ARTEMIS prin care se solicită o poziție mai vigilentă a Comisiei cu privire la descărcarea de gestiune, solicitând acesteia să controleze mai frecvent domeniile în care au fost alocați banii și care prezintă un risc ridicat de erori, să se concentreze pe controalele ex-ante, să colaboreze mai eficient cu statele membre pentru a corecta erorile înaintea declarării cheltuielilor și să introducă mai multă transparență și flexibilitate în ceea ce privește creditele neutilizate.

  Andrejs Mamikins (S&D), rakstiski. ‒ Iegulto skaitļošanas sistēmu kopuzņēmuma jeb ARTEMIS uzdevums ir palīdzēt Eiropas Savienības rūpniecībai nostiprināt un paplašināt savas līderpozīcijas pasaulē iegulto skaitļošanas tehnoloģiju jomā.

ARTEMIS tika izveidots 2007. gada beigās uz 10 gadu periodu, kura laikā tā maksimālais finansējums no Savienības puses varētu sasniegt 420 miljonus euro. Dalībvalstu iemaksai savukārt jābūt vismaz 1,8 reizes lielākai par iemaksu no Savienības budžeta.

Kaut gan kopuzņēmums savā pastāvēšanas laikā visai efektīvi ir pildījis un turpina realizēt praksē savas izveides mērķus, pievienojos bažu izteikšanai par to, ka visu šo gadu laikā ARTEMIS nevienu reizi nav veicis nekādus pasākumus attiecībā uz dažādiem iekšējās kontroles standartiem saistībā ar informāciju un finanšu pārskatiem. Cerams, ka, tuvojoties 10 gadu perioda beigām, šis trūkums tomēr tiks novērsts.

Cette entreprise commune concerne la recherche pour le développement de technologies essentielles pour les systèmes informatiques embarqués. La Cour des comptes a noté plusieurs irrégularités dans l'exécution de ce budget pour lesquelles le Parlement demande des explications. Pour soutenir ces exigences timides du Parlement face aux multiples organes qui exécutent le budget européen, je vote pour l'ajournement de cette décharge.

É necessário aferir se os fundos comunitários estão a ser bem utilizados, se essas instituições estão a cumprir com os objetivos delineados e se não existe desperdício de recursos.

De um modo geral, salvo raras exceções, a avaliar pelas fiscalizações conhecidas, podemos afirmar que as instituições em causa estão a utilizar de forma correta os fundos disponibilizados e a cumprir com os objetivos propostos.

  Louis Michel (ALDE), par écrit. – J'ai décidé de soutenir la décision de postposer sur l'exécution du budget de l'entreprise commune ARTEMIS pour l'exercice 2014. L'entreprise commune ARTEMIS a été établie en décembre 2007 pour dix ans en vue d'établir et de mettre en œuvre un programme de recherche pour le développement de technologies essentielles pour les systèmes informatiques afin de renforcer la compétitivité de l'Union et le développement durable et de permettre l'émergence de nouveaux marchés et de nouvelles applications sociétales. La contribution maximale de l'Union à l'entreprise commune s'élève à 420 000 000 EUR, à prélever sur le budget du septième programme-cadre de recherche. Je ne peux que soutenir la Cour des Comptes, lorsqu'elle constate que l'entreprise commune n'a pas évalué la qualité des rapports d'audit transmis par les autorités de financement nationales en ce qui concerne les coûts relatifs aux projets achevés et qu' il n'a pas été possible d'établir si les audits ex post fonctionnaient de façon efficace, après l'évaluation des stratégies d'audit des trois autorités de financement national. Au vu de ces considérations, je la soutiens lorsqu'elle émet une réserve qui se fonde sur l'absence des informations nécessaires au calcul d'un taux d'erreur pondéré ou d'un taux d'erreur.

  Csaba Molnár (S&D), írásban. ‒ Az ARTEMIS közös vállalkozás benyújtotta a 2014-es pénzügyi évre vonatkozó végleges éves beszámolóját. A 2014. május 6-i 561/2014/EU tanácsi rendelet az ARTEMIS közös vállalkozás és az ENIAC közös vállalkozás 2014. júniusi összeolvasztásával létrehozta az ECSEL közös vállalkozást. A Tanács, a Számvevőszéknek az ARTEMIS 2014. január 1. és június 26. közötti időszakra vonatkozó beszámolóról szóló jelentése alapján 2016. február 12-én ajánlást tett a Parlamentnek, hogy az ECSEL közös vállalkozás ügyvezető igazgatóját mentesítse az ARTEMIS közös vállalkozás 2014-es pénzügyi évre szóló költségvetésének végrehajtására vonatkozó felelősség alól. A Költségvetési Ellenőrző Bizottság jelentésében azt javasolta, hogy a Parlament az e mentesítésről szóló határozat meghozatalát halassza el. Ennek megfelelően szavaztam.

Cette entreprise, qui a fusionné en juin 2014 avec l'entreprise ENIAC pour créer l'entreprise commune ECSEL, était chargée de la mise en œuvre d'une initiative technologique conjointe sur les systèmes informatiques embarqués.

La Cour des comptes a formulé un avis réservé car elle estime qu'ARTEMIS a présenté des assurances insuffisantes concernant la légalité et la régularité des opérations pour l'exercice 2014. Je me suis appuyée sur l'avis de la Cour des comptes.

  Victor Negrescu (S&D), in writing. ‒ Ultimately responsible for the execution of the European Union’s budget is the European Commission. The decision on whether to grant discharge for the execution of the EU budget is made by the European Parliament. The discharge procedure ensures ex-post democratic oversight at political level of how the EU’s annual budget has been used. It aim is to verify that the implementation was in accordance with relevant rules and principles of sound financial management. The report underlines that the EU funding must be efficient in advancing EU goals, project should be aligned with EU policies and better synergy should be achieved between all available resources in the fields, such as neighbourhood policy, external aid, and tackling youth unemployment.

I have voted for this report on ARTEMIS Joint Undertaking discharge that calls for a more vigilant position on the discharge, asking the Commission to control more frequently areas and recipients with high risk of errors, focus on ex-ante controls, collaborate with the Member States to correct errors before declaring expenditure and introduce more transparency and flexibility in spending so that unused appropriations could be used for new priorities.

  Dan Nica (S&D), în scris. ‒ Întreprinderea comună ARTEMIS a fost înființată în decembrie 2007 pentru o perioadă de 10 ani, în scopul de a defini și a pune în aplicare o agendă de cercetare în vederea dezvoltării unor tehnologii-cheie pentru sistemele informatice integrate din diferite sectoare de aplicare, cu scopul de a consolida competitivitatea Uniunii și sustenabilitatea și de a facilita apariția unor noi piețe și aplicații societale.

Contribuția maximă a Uniunii la întreprinderea comună pentru perioada de 10 ani este de 420 000 000 EUR, sumă ce provine din bugetul celui de al șaptelea program-cadru pentru cercetare.

Contribuțiile financiare totale din partea statelor membre ale ARTEMIS ar trebui să fie de cel puțin 1,8 ori mai mari decât contribuția financiară a Uniunii, iar contribuția în natură a organizațiilor de cercetare și dezvoltare care participă la proiecte pe durata întreprinderii comune trebuie să fie egală sau superioară contribuției autorităților publice.

ARTEMIS și ENIAC au fuzionat în vederea creării inițiativei tehnologice comune „Componente și sisteme electronice pentru o poziție de lider a Europei” (inițiativa comună în domeniul tehnologiei ECSEL), a cărei activitate a demarat în iunie 2014 și va continua timp de 10 ani.

În calitate de coordonator S&D ITRE am votat pentru a acorda descărcarea de gestiune pentru 2014 Întreprinderii comune ARTEMIS.

  Liadh Ní Riada (GUE/NGL), in writing. – The discharge procedure is the European Parliament’s final approval of how a particular European institution’s budget for a specific year has been implemented. The Joint Undertakings are European Commission initiatives. They were set up as public-private partnerships aimed at mobilising European, national and private efforts, including private industry capital, to develop activities in the field of the European research, science and technology. In the case of the Armetis technology research undertaking, financial rules were not amended to comply with the latest Financial Regulations applicable to PPPs. Therefore I voted to postpone the discharge decision until September and in favour of the resolution to this effect.

  Marijana Petir (PPE), napisan. ‒ Zajedničko poduzeće ARTEMIS financira se iz doprinosa Unije i doprinosa država članica u omjeru 1 prema 1,8. Iznos odobrenih sredstava u proračunu unije za 2014. godinu iznosio je 198 000 000 EUR, što predstavlja 48 % ukupnog proračuna. Međutim, sa zabrinutošću nalazim kako su, prema izvješću Revizorskog suda, proračunska ograničenja u državama članicama otežala rezerviranje preostalog dijela proračuna koji predstavlja 52 % ukupnog proračuna, te držim da se takva praksa mora promijeniti.

Revizorski sud u svojem izvješću o godišnjoj računovodstvenoj dokumentaciji Zajedničkog poduzeća ARTEMIS za financijsku 2014. godinu navodi kako je stekao razumno uvjerenje da je godišnja računovodstvena dokumentacija Zajedničkog poduzeća ARTEMIS za financijsku godinu 2014. pouzdana te da su povezane transakcije zakonite i pravilne.

Međutim, Revizorski sud nije ocijenio kvalitetu izvješća o reviziji zaprimljenih od nacionalnih tijela, a povezanih s financiranjem troškova završenih projekata. Iako je nalaz Revizorskog suda pozitivan, s obzirom na navedene nejasnoće podržala sam prijedlog za odgodom glasovanja o Razrješnici za izvršenje proračuna Zajedničkog poduzeća ARTEMIS za financijsku 2014. godinu.

  Tonino Picula (S&D), napisan. ‒ Europski parlament je, uzimajući u obzir završne godišnje financijske izvještaje Zajedničkog poduzeća „Artemis” za financijsku godinu 2014., članak 319. Ugovora o funkcioniranju Europske unije i izvješće Odbora za proračunski nadzor, odgodio svoju Odluku o razrješnici izvršnom direktoru Zajedničkog poduzeća ECSEL za izvršenje proračuna Zajedničkog poduzeća ARTEMIS za financijsku godinu 2014.

Uz to, Parlament je odgodio zaključenje poslovnih knjiga Zajedničkog poduzeća ARTEMIS za financijsku godinu 2014. Primjećujem iz izvješća Revizorskog suda da Zajedničko poduzeće nije ocijenilo kvalitetu izvješća o reviziji zaprimljenih od nacionalnih tijela za financiranje u vezi s troškovima povezanima sa završenim projektima.

Pozdravljam izvješće Europskog parlamenta o Zajedničkom poduzeću ARTEMIS za financijsku godinu 2014., bez obzira na vremenski rok u kojem će razrješnica biti dodijeljena.

  Miroslav Poche (S&D), písemně. ‒ Společným podnikům Artemis a Eniac bylo v minulosti opakovaně odloženo rozpočtové absolutorium, ovšem nikoliv z důvodu špatného hospodaření, ale z důvodů technických, kdy v rámci legislativního nastavení jejich ex-post auditní strategie závisely na auditech národních finančních autorit. V polovině roku 2014 se tyto dva společné podniky sloučily do podniku ECSEL, který již podléhá novým pravidlům a zmíněný technický problém už tam nebude existovat. Odložení discharge pro neexistující podniky Artemis a Eniac tedy považuji za zbytečné cvičení navíc a i z toho důvodu jsem doporučoval hlasovat pro udělení discharge těmto dvěma podnikům.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ Las Joint Undertakings (Empresas Comunes) son 7 asociaciones público-privadas de la UE dedicadas a la investigación y al desarrollo de nuevas tecnologías.

Si bien, tal y como apuntó el Tribunal de Cuentas Europeo, existen algunos errores y defectos en la gestión de Artemis y ENIAC, mi grupo considera que la nueva asociación público-privada (ECSEL), surgida a mediados de 2014 como sucesora de estas Empresas Comunes, ha adoptado medidas suficientes para rectificarlos.

Por ello, he votado en favor de su descargo.

Il est reproché à l'entreprise commune de n'avoir pas évalué la qualité des rapports d'audit transmis par les autorités de financement nationales en ce qui concerne les coûts relatifs aux projets achevés.

Le Parlement européen observe, en outre, qu'après évaluation des stratégies d'audit des trois autorités de financement nationales, il n'a pas été possible d'établir si les audits ex post fonctionnent de façon efficace.

  Bronis Ropė (Verts/ALE), raštu. ‒ Balsavau už šį pranešimą, kuriuo tvirtinamas 2014 finansinių metų bendrosios įmonės ARTEMIS biudžeto įvykdymas. Reikia pastebėti, kad vertinant šios įmonės biudžeto įvykdymą kilo nemažai sunkumų ir dėl skirtingų metodikų taikymo ir dėl nepakankamai išsamios informacijos pateikimo.

Nerimą kelią ir tai, kad Bendroji įmonė nesiėmė jokių veiksmų dėl tam tikrų vidaus kontrolės standartų, susijusių su informacija ir finansinėmis ataskaitomis, ypač veiklos vertinimu, vidaus kontrolės sistemų vertinimu ir vidaus audito skyriumi. Pritariu minčiai, kad ateityje būtina Įmonei dėti daugiau pastangų, siekiant užtikrinti skaidrumą ir galimybę Audito Rūmams ir Parlamentui tinkamai įvertinti lėšų panaudojimą.

Esta empresa conjunta se fusionó con otra para generar ECSEL y no ha proporcionado la información necesaria para un correcto cierre de cuentas. Considerando positiva su contribución a la política industrial europea y satisfactorio el estado de sus cuentas, he votado a favor de postponer la decisión de otortgarle el visto bueno a la ejecución del presupuesto hasta que subsanen las irregularidades.   Davor Škrlec (Verts/ALE), napisan. ‒ Podržao sam ovu razrješnicu, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Igor Šoltes (Verts/ALE), pisno. ‒ V okviru vsakoletnega proračunskega postopka, ki ob številnih pogajanjih in usklajevanjih lahko traja tudi do sedem mesecev, tri temeljne institucije EU sprejmejo evropski proračun za prihodnje leto. Za njegovo izvajanje so nato zadolžene Evropska komisija in druge institucije. Evropski parlament kot neposredno izvoljena institucija, ki zastopa davkoplačevalce EU, izvaja demokratični nadzor ter skrbi, da Komisija in druge institucije ustrezno ravnajo z evropskimi sredstvi.

Parlament v svojem letnem postopku razrešnice sklene, ali bo podelil razrešnico in dokončno odobril način, na katerega se je v posameznem letu izvrševal proračun. Parlament pred odločitvijo preuči priporočila Odbora za proračunski nadzor in pri tem upošteva tudi letno poročilo Računskega sodišča ter odgovore Komisije na poslanska vprašanja.

Poročilo poročevalca kolega Marinesca navaja utemeljene razloge proti podelitvi razrešnice skupnemu podjetju za projekt ARTEMIS, zato sem ga pri glasovanju podprl.

  Joachim Starbatty (ECR), schriftlich. ‒ In einer Situation, in der reiche Staaten wie Deutschland ihre Rentensysteme mittel- und langfristig nicht mehr finanzieren werden können, sind deutliche Reformschritte nötig. Statt wie Wolfgang Schäuble über die Erhöhung des Rentenalters nachzudenken, fordert ALFA eine detaillierte Überprüfung der Haushaltsausgaben, einschließlich des deutschen Beitrags in den EU-Haushalt.

ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist. Eine solche Einstellung erwartet ALFA von dem ganzen Europaparlament, das die Entlastung zum EU-Budget erteilt.

Da die Entwürfe des Ausschusses für Haushaltskontrolle generell eine Reform des EU-Budgets nicht deutlich genug gefordert hatten, habe ich gegen die Entlastung bei den meisten EU-Haushaltslinien gestimmt. Dies betraf auch die Entlastung zum Gemeinsamen Unternehmen Artemis.

Nadalje, odgađa zaključenje poslovnih knjiga Zajedničkog poduzeća ARTEMIS za financijsku godinu 2014. Slijedom navedenog, podržavam izvješće.

Podjetja ARTEMIS je bilo ustanovljeno za obdobje 10 let z namenom vzpostaviti in izvesti raziskovalni program za razvoj ključnih tehnologij za vgrajene računalniške sisteme na različnih področjih uporabe, da bi izboljšali evropsko konkurenčnost in vzdržnost ter omogočili oblikovanje novih trgov in družbenih aplikacij.

Pozdravljam, da je upravljanje proračuna in finančno poslovodenje skupnega podjetja v skladu z določbami z njegovimi finančnim pravili ter računovodskimi pravili, ki jih je sprejela Komisija.

  Ruža Tomašić (ECR), napisan. ‒ Glasovala sam pozitivno o razrješnici za izvršenje proračuna Zajedničkog poduzeća ARTEMIS za financijsku godinu 2014. Financijski izvještaji Zajedničkog poduzeća za razdoblje od 1. siječnja 2014. do 26. lipnja 2014. u svim značajnim aspektima vjerno prikazuju njegovo financijsko stanje na dan 26. lipnja 2014. te rezultate poslovanja i novčane tokove za razdoblje završeno tim danom, u skladu s odredbama financijskih pravila Zajedničkog poduzeća i računovodstvenim pravilima koja je usvojio računovodstveni službenik Komisije.

Zajedničko poduzeće ARTEMIS i Zajedničko poduzeće ENIAC spojeni su radi stvaranja zajedničke tehnološke inicijative za elektroničke komponente i sustave za vodeći položaj Europe. Iako funkcija odjela za unutarnju reviziju nije bila uspostavljena u vrijeme spajanja ARTEMIS-a i ENIAC-a, uspostavljena je ubrzo nakon spajanja te se pokazalo da nema nikakvih nepravilnosti u poslovanju.

Ich lehne EU-Agenturen grundsätzlich ab. Joint Undertakings sind nicht nur in den allermeisten Fällen eine Verschwendung von Geld der Steuerzahler, sondern auch eine Überschreitung der Kompetenzen der EU und verletzen das Subsidiaritätsprinzip. Ich will nicht mehr EU, sondern weniger – also auch nicht mehr Joint Undertakings und mehr Geld für die EU, sondern weniger. Die EU sollte nicht privatwirtschaftlich tätig werden.
