President. – The next item is the debate on the oral question to the Commission on mandatory indication of the country of origin or place of provenance for certain foods, by Renate Sommer, Glenis Willmott, Julie Girling, Anneli Jäätteenmäki, Lynn Boylan, Michèle Rivasi, Piernicola Pedicini and Matteo Salvini on behalf of the Committee on the Environment, Public Health and Food Safety (O-000031/2016 – B8-0363/2016) (2016/2583(RSP)).

  Giovanni La Via, autore. – Signora Presidente, onorevoli colleghi, Commissario Andriukaitis, il dibattito di oggi consente il confronto su una tematica molto importante per i nostri cittadini. A nome della commissione ENVI, di cui rappresento qui la posizione, sottolineo la necessità di un'indicazione obbligatoria del paese d'origine o del luogo di provenienza per alcuni alimenti. A seguito di alcuni scandali alimentari che hanno interessato il territorio europeo, si avverte sempre più l'urgente necessità di garantire informazioni chiare ai consumatori e una maggiore trasparenza e responsabilità nella filiera agroalimentare, e in quanto rappresentanti diretti dei cittadini ci facciamo portavoce di queste istanze attraverso questa risoluzione.

Nello specifico il provvedimento riguarda i tipi di carni diversi dalle carni delle specie bovina, suina, ovina, caprina e dalle carni di volatili, la carne nei prodotti trasformati, il latte, il latte usato quale ingrediente di prodotti lattiero-caseari, gli alimenti non trasformati, i prodotti a base di un unico ingrediente e gli ingredienti che rappresentano più del 50 % di un alimento. Come risulta infatti da un sondaggio Eurobarometro, nel 2013 circa il 90 % dei cittadini dell'Unione europea ritiene necessaria l'indicazione dell'origine per questi alimenti e da esso emerge chiaramente che questo è uno dei fattori suscettibili di influenzare il comportamento dei consumatori.

La commissione ENVI ritiene quindi che l'obbligo di indicare la provenienza in etichetta sia fondamentale per assicurare trasparenza e tracciabilità e per rassicurare i consumatori europei che chiedono l'indicazione dell'origine e riconquistarne la fiducia.

Il 20 maggio del 2015 la Commissione europea ha pubblicato una relazione concernente l'indicazione obbligatoria del paese di origine o del luogo di provenienza, accompagnata da uno studio sul latte e altre carni, secondo cui i costi dell'etichettatura di origine obbligatoria per il latte utilizzato quale ingrediente di prodotti lattiero-caseari aumentano di pari passo con la complessità del processo di produzione. La commissione ENVI ritiene che tali costi siano sovrastimati e che lo stesso studio della Commissione europea suggerisca che taluni Stati membri abbiano calcolato in eccesso l'impatto dell'etichettatura d'origine obbligatoria sulla loro posizione competitiva, dal momento che non si è riscontrata una spiegazione chiara per le elevate previsioni di spesa da essi fornite.

Con la relazione posta al voto domani si chiede pertanto l'istituzione di un gruppo di lavoro della Commissione europea per valutare ulteriormente la relazione e il suo impatto al fine di stabilire se questi costi possano essere ridotti ad un livello accettabile per le imprese, soprattutto per quelle piccole e medie.

La commissione ENVI sottolinea inoltre che la disponibilità globale dei consumatori a pagare per le informazioni sull'origine è rilevante. Molti studi condotti presso i consumatori sulla WTP, infatti, dimostrano che questi sono ampiamente disposti a pagare di più per avere informazioni sull'origine dei prodotti che acquistano, anche se su questo punto la Commissione europea ci ha detto di considerare tale disponibilità alquanto modesta.

Prima di avviarmi a concludere, vorrei ribadire che la commissione ENVI conferma di chiedere al Parlamento di schierarsi a favore dell'indicazione obbligatoria del paese di origine o del luogo di provenienza e invita la Commissione a darne conseguente applicazione elaborando proposte legislative nei settori menzionati. La esorta inoltre a presentare proposte legislative che rendano obbligatoria l'indicazione dell'origine delle carni presenti negli alimenti trasformati, al fine di garantire una maggiore trasparenza in tutta la catena alimentare e informare meglio i consumatori europei sulla scia dello scandalo della carne e di altri casi di frode.

Signor Commissario, colleghi, credo che sia nostro dovere dare ai nostri consumatori europei informazioni complete e chiare circa l'origine di molti prodotti alimentari che fanno parte della nostra dieta. Si tratta di condividere la bontà di un principio generale che permetta di stabilire un sistema in grado di consentire acquisti consapevoli e trasparenti. Invito, in conclusione, la Commissione a fornirci il suo punto di vista e chiedo con forza che la volontà politica di questo Parlamento venga rispettata, se sostenuta dalla maggioranza dei deputati, attraverso la predisposizione di alcune proposte legislative settoriali, che siamo ovviamente disposti a trattare e analizzare caso per caso e che dovranno tener conto della trasparenza e della leggibilità delle informazioni per i consumatori, pur consentendo allo stesso tempo alle imprese europee di operare in modo economicamente redditizio.

  Vytenis Povilas Andriukaitis, Member of the Commission. – Madam President, consumer sensitivity to the origin of the foods they eat has certainly grown over recent years. Consequently, origin has become of increasing relevance for businesses and also policymakers. As a result of this, the Union legislators required the Commission to assess the possibility of introducing mandatory origin labelling for certain food categories. In this context, the Commission has so far adopted three reports on meat used as an ingredient, on dairy products and certain meats, and on unprocessed foods, single-ingredient products and ingredients that represent more than 50% of a food.

Turning to the oral question, on the first point inviting the Commission to present the findings of these reports to Parliament, I would like to remind you that the Commission has presented the reports in question to Parliament twice: to the Committee on Agriculture and Rural Development on 16 July 2015, and to the Committee on the Environment, Public Health and Food Safety on 15 September 2015.

As regards the second point, the Commission report on meat used as an ingredient concludes that mandatory origin labelling does not appear in this case to be the most appropriate way forward at European Union level, taking into account first, limited consumer willingness to pay for such information, the administrative burden linked to the setting up of additional traceability systems and more generally, the impact that this may have, including on European Union competitiveness and trade.

Consequently, the Commission is not considering any legislative follow-up on the matter. This position has been communicated to Parliament in response to the European Parliament resolution of 11 February 2015 on country of origin labelling for meat in processed food.

The honourable Member’s third point calls for the Commission to define, I quote, ‘lightly processed foods and to look at the possibility to limit the scope of mandatory origin indication to that category of foods’. Here I should point out that it would be difficult to establish criteria to define what is ‘lightly processed’. It would be in practice a challenge to ensure legal certainty and clarity in order to be able to implement and enforce rules based on such a notion.

Such an approach could also have the unintended consequence of leading to price increases for lightly processed foods and consequently of directing consumers towards heavily processed foods. Therefore, the Commission is still of the opinion that voluntary origin labelling appears to be the most suitable solution, offering the possibility for consumers to select foods with a certain origin if they so wish, without imposing additional burdens and costs on all food business operators and authorities.

We should also keep in mind that, as a general rule, origin labelling becomes mandatory when its omission may mislead consumers. The Regulation also reinforces the rules on voluntary origin labelling. When the origin of a product is given and the origin of its primary ingredient is different, this difference will have to be indicated on the label. Modalities for applying this rule still need to be fixed, but we are working on them.

Finally, the Commission would like to recall that the Regulation provides a possibility for Member States to require mandatory origin labelling for specific categories of foods if this is duly justified. Two notifications on this matter are currently being assessed by the Commission.

  Renate Sommer, im Namen der PPE-Fraktion. – Frau Präsidentin! Wir haben gerade gehört: Die Kommission hat festgestellt, dass eine verpflichtende Herkunftskennzeichnung bei Milch, Milch- und Fleischprodukten, weiteren Fleischsorten etc. zu Preissteigerungen führen würde. Und sie hat festgestellt, dass der Verbraucher daran eigentlich gar nicht wirklich interessiert ist. Für ihn haben nämlich Preis, Geschmack und Haltbarkeit Vorrang. Aber eine Mehrheit hier im Hause ignoriert diese Realität aus rein populistischen und protektionistischen Gründen. Einige Mitgliedstaaten wollen ihren Markt abschotten, und dem Verbraucher wird dann suggeriert, die nationalen Produkte seien besser und dass man ihm helfen will. Beides stimmt nicht. Aber genau dafür will man die Herkunftskennzeichnung.

Werte Kollegen! Dieser Schuss geht nach hinten los. Die Zusatzkosten zahlt am Ende nicht der Verbraucher, die zahlt die Landwirtschaft. Denn die Landwirtschaft wird von den Lebensmittelketten dann noch mehr unter Preisdruck gesetzt. Geht es unseren Milchbauern nicht schon schlecht genug? Gehen Sie doch mal in die Betriebe, auch in die Verarbeitung, dann sehen Sie, dass Wurst kein „leicht verarbeitetes“ Produkt ist, und Sie verstehen vielleicht, warum man „leicht verarbeitet“ nicht so einfach definieren kann. Auch Frischmilch muss im Übrigen transportiert, gelagert und verarbeitet werden. Bei Pflichtkennzeichnung der Herkunft brauchen die Molkereien für jede Herkunft getrennte Tankwagen, Kühltanks, Verarbeitungsmaschinen und Verpackungen. Können KMU das leisten?

Fakt ist doch: Wer national oder regional kaufen will, der kann das schon längst. Überall gibt es Produkte mit freiwilliger Herkunftsangabe, und jeder Metzger weiß, woher das Fleisch kommt, das er verkauft. Es ist eben nur etwas teurer als im Supermarkt. Aber wer es wissen will, kann den Preis sicherlich auch gerne dafür bezahlen.

Aus all diesen Gründen wird meine Fraktion diese Entschließung nicht unterstützen.

  Glenis Willmott, on behalf of the S&D Group. – Madam President, it really is disappointing, to say the least, that we are discussing the issue of country of origin labelling yet again following a lack of action by the Commission. In 2011 when we dealt with the food information regulation Parliament voted for mandatory country of origin labelling for meat and dairy products. Last year this Parliament adopted a resolution calling for the mandatory country of origin labelling for all meat in processed food. Yet still the Commission says that voluntary labelling is enough. Well, it clearly is not enough because we know that consumers want this labelling. 84% of consumers support origin labelling for milk and 90% would like to see this labelling for meat in processed food. It is also supported by farmers and consumer organisations across Europe and actually the cost is really quite minimal.

At least Member States are now waking up to this demand, with France bringing in legislation for origin labelling for milk and for meat in processed food. Italy and Portugal are also considering similar legislation. So it seems as if everyone wants this labelling except for the Commission.

This is about clear, honest labelling which does not mislead consumers. It would allow consumers to make informed decisions about the food they buy for a variety of reasons: environmental, animal welfare and, yes, to support their local farmers if that is what they want to do. It should be their choice. It would also be positive for the food industry and would help restore consumer confidence, which has been very badly damaged in recent times. So I hope MEPs will support this resolution and I hope the Commission will finally listen to Parliament and, more importantly, finally listen to consumers and at last come forward with legislation to ensure that consumers know where their food comes from.

  Mark Demesmaeker, namens de ECR-Fractie. – Geloven we nu echt dat het verplicht vermelden van de oorsprong van melk in een potje yoghurt of van vlees verwerkt in een lasagne de kwaliteit van die producten verhoogt, fraude bestrijdt, werkgelegenheid beschermt en het consumentenvertrouwen herstelt? Het debat over verplichte oorsprongsetikettering ontbeert opnieuw de nodige realiteitszin en ik betreur dat. Toch zijn de feiten zijn glashelder. Oorsprongsetikettering duidt de herkomst aan maar verhoogt de kwaliteit niet, verhoogt de traceerbaarheid niet, voorkomt fraude niet. Verplichte oorsprongsetikettering smaakt naar protectionisme, staat haaks op de principes van de eengemaakte markt en is vooral in het nadeel van kleinere, op export gerichte regio's en naties, zoals Vlaanderen, en van grensregio's.

Extra regels zullen het geschonden consumentenvertrouwen niet herstellen. We moeten integendeel inzetten op een striktere handhaving van bestaande afspraken, zwaardere sancties indien nodig, en verder werken op de piste van vrijwillige oorsprongsetikettering, wat vandaag al kostenefficiënt wordt toegepast.

  Jan Huitema, namens de ALDE-Fractie. – Ik begrijp dat sommige consumenten willen weten waar de ingrediënten in bewerkte voedingsmiddelen vandaan komen. Toch ben ik er geen voorstander van dat de EU het verplicht stelt om dit op het etiket te vermelden.

Stelt u zich eens voor: een bakje ontbijtyoghurt. Die yoghurt wordt gemaakt van melk, melkpoeder, vruchten, granen en suiker uit verschillende landen. Op grond van het voorstel zou de herkomst van al die ingrediënten verplicht moeten worden aangegeven. Dat wordt een ellenlang etiket. De administratieve rompslomp en controles voor deze herkomstetikettering zorgt voor hogere kosten en dus een hogere prijs. Een hogere prijs die de consument er niet altijd voor wil betalen. Bovendien geven sommige fabrikanten al vrijwillig op hun etiket aan waar de ingrediënten vandaan komen, om hun producten zo te kunnen onderscheiden van andere producten. Met andere woorden als de consument echt wil weten waar de ingrediënten vandaan komen en ook wil betalen voor deze extra kosten, kan die dat gewoon doen. Daarvoor hoeft de EU niet in te grijpen.

  Lynn Boylan, on behalf of the GUE/NGL Group. – Madam President, certainly origin labelling is nothing new to this Parliament. Just over a year ago we passed a resolution which urged the Commission, once again, to come forward with legislative proposals to make such labelling mandatory for meat in processed foods and, perhaps unsurprisingly given that we seem to be dealing with a Commission which is reluctant to legislate on anything at the moment, we have heard very little since then on potential proposals. So while not giving up on this resolution, in the interests of working with the Commission we came up with a proposal where, Commissioner, you could at least act on the lower hanging fruit so that you can demonstrate your willingness to stop sitting on your hands. But now, having listened to you today, I think that you have actually made the argument and the case for full origin labelling for meat in processed foods.

Consumer confidence in our food supply was naturally incredibly damaged by the horse meat scandal, and not just by the scale of the food fraud, but by the complexity and the length of the food chains revealed. The vast majority of consumers, as we have heard from many of the speakers, want to know where their food comes from, and it is important that we do not stall on this issue. The arguments on cost do not stack up. In Ireland we have demonstrated this: we have a scheme, processed foods are labelled by country of origin, and in fact food producers are opting into the scheme and retailers are demanding it, so in fact it is good for business to have country of origin labelling.

  Michèle Rivasi, au nom du groupe Verts/ALE. – Madame la Présidente, comme le disaient mes collègues, c'est vrai que nous avons eu une résolution le 11 février 2015 sur la viande dans les aliments transformés. Le Parlement avait d'ailleurs demandé à la Commission qu'elle nous fasse des propositions législatives pour rendre obligatoire et non pas facultative l'indication de l'origine de la viande dans les aliments transformés.

Aujourd'hui, nous sommes le 11 mai 2016, cela fait donc plus d'un an. Qu'a fait la Commission? En dehors de rapports, comme vous l'avez indiqué, Monsieur le Commissaire, il n'y a toujours pas de propositions législatives. De plus, nous sommes extrêmement déçus parce que vous nous dites: "Il ne faudrait pas que cela soit obligatoire, il faudrait que cela soit facultatif". Mais nous travaillons pour l'ensemble des citoyens européens. De nombreux pays, que ce soit la France, l'Espagne ou le Portugal, veulent justement l'origine des aliments. Vous nous dites que le coût est élevé. Ce n'est pas vrai.

De nombreuses associations ont montré que le coût n'était pas plus élevé. Certains collègues ont parlé du sondage de l'Eurobaromètre, qui montre que les consommateurs sont favorables à l'indication de l'origine, l'UFC-Que Choisir a également fait savoir que la majorité des consommateurs souhaitaient l'origine au niveau des produits. Et, maintenant, la résolution dispose qu'il est prévu d'indiquer l'origine de la viande pour que celle-ci représente plus de 50 % du poids d'un produit transformé. Mais je tiens à vous dire que le scandale des lasagnes, c'est seulement 10 %.

Par conséquent, je demande à mes collègues de soutenir l'amendement des écologistes qui demandent seulement 10 % parce que, sinon, les raviolis au bœuf, les lasagnes et les quiches seront hors circuit. C'est très important.

Monsieur le Commissaire, faites un effort, il nous faut une législation et il nous faut l'obligation d'étiquetage.

  Σωτήριος Ζαριανόπουλος ( NI). – Κυρία Πρόεδρε, η κυριαρχία των μονοπωλίων τροφίμων στη διεθνοποιημένη ζούγκλα της καπιταλιστικής αγοράς, η Κοινή Αγροτική Πολιτική, συγκεντρώνοντας αγροτική γη στα χέρια μεγάλων επιχειρήσεων, ξεκληρίζει τη μικρομεσαία αγροτιά. Στις συνθήκες αυτές, από μόνη της η αναγραφή χώρας προέλευσης σε κρέας και γάλα δεν μπορεί να εξασφαλίσει ούτε την υγεία των καταναλωτών, ούτε τα συμφέροντα των μικρών παραγωγών.

Η ΤΤΙΡ, το οικονομικό ΝΑΤΟ, με τους περιορισμούς που μεθοδεύει, θα δώσει καίριο πλήγμα ακόμη και στην αναγραφή της χώρας προέλευσης. Βέβαια, πολλές φωνές υποστήριξής της δεν υπερασπίζονται τους μικρομεσαίους αγρότες, αλλά αντίπαλα μεγάλα συμφέροντα. Στην Ελλάδα, όπου οι αγρότες ξεριζώνονται, μεθοδεύεται η κατάργηση αναγραφής προέλευσης για τη φέτα και τις ελιές Καλαμών. Επίσης, η επιμήκυνση της διάρκειας ζωής του γάλακτος και οι αθρόες εισαγωγές καταστρέφουν τους αγελαδοτρόφους μειώνοντας δραματικά τις τιμές παραγωγού σε όφελος μεγαθηρίων του κλάδου. Μονοπώλια, Κοινή Αγροτική Πολιτική, Ευρωπαϊκή Ένωση, ΤΤΙΡ και κυβερνήσεις πρέπει να βρεθούν στο στόχαστρο του αγώνα των αγροτών για την επιβίωση και την προοπτική τους.

  Pilar Ayuso (PPE). – Señora Presidenta, señor Comisario, este es un debate recurrente que busca un objetivo utilizando argumentos que a mi modo de ver son insostenibles.

Se argumenta que este etiquetado va a evitar el fraude. En absoluto. Recuerden que durante el escándalo de la carne de caballo el sistema de trazabilidad funcionó, se supo de dónde procedía la carne y quién cometió el fraude, que, desde luego, lo hizo intencionadamente y no por falta de normas sobre el etiquetado.

Se sugiere que este etiquetado va a mejorar la calidad y la seguridad alimentaria, pero es que en la Unión Europea ya tenemos una legislación alimentaria que hace que nuestros alimentos sean los mejores, de mayor calidad y con mayor seguridad alimentaria del mundo. Solo hay que cumplir la legislación que tenemos, solo que con mayores controles y sanciones eficaces que disuadan a los que la incumplen. Y, sobre todo, señor Comisario, se utiliza a los consumidores como pretexto, sin explicarles que esta información, de ser obligatoria, les va a suponer un aumento de los precios.

Ya tenemos etiquetado obligatorio para los alimentos sin procesar y voluntario para los procesados, además de las DOP y las IGP. Seamos sinceros: ir más allá de esto no es para informar al consumidor, ni es para buscar mayor calidad; es un arma para ejercer un patriotismo alimentario que sirva como arma de presión a determinados colectivos; es la negación total de la solidaridad comunitaria, porque va contra el mercado único; y, por último, generaría un monstruo administrativo incontrolable, también para los productores.

  Michèle Rivasi (Verts/ALE), question "carton bleu". – Madame, vous dites que l'étiquetage conduirait à du nationalisme, à du protectionnisme. Mais quand vous avez une viande qui est issue de votre pays par rapport à une viande qui vient des États-Unis,   vous êtes quand même sensible au CO2, vous êtes quand même sensible à la résolution que nous avons votée pour diminuer le réchauffement climatique. Par conséquent, un consommateur préférera consommer un produit local plutôt que de consommer une viande qui a fait des centaines ou des milliers de kilomètres.

Je voudrais connaître votre position sur ce point.

  Pilar Ayuso (PPE), respuesta de «tarjeta azul». – Señora Rivasi, yo aconsejaría a todos consumir productos europeos, que es lo que debemos hacer, porque son los que tienen mayor calidad. Por lo demás, cada uno puede elegir; tenemos el etiquetado voluntario y cuando a un productor le interesa que se sepa el origen de un alimento procesado, aunque le suponga más costes, lo hace. Y el consumidor sabe lo que compra. Esto no es nada más que —lo he dicho— patriotismo alimentario, y sirve para que unos sectores presionen a otros para que utilicen esos productos. No nos engañemos. No es para proteger al consumidor. No es para mayor calidad ni es para mayor seguridad alimentaria. Hay unos argumentos inconfesables detrás de todo esto.

  Gilles Pargneaux (S&D). – Madame la Présidente, Monsieur le Commissaire, vous le dites souvent, Monsieur le Commissaire, l'espérance de vie des Européennes et des Européens augmente fortement. Dans le même temps, la préoccupation des Européennes et des Européens qui veulent la sécurité alimentaire, c'est-à-dire savoir ce qu'ils mangent, ce qu'ils ont dans l'assiette, est de plus en plus importante.

Par conséquent, voilà une mesure – et c'est la résolution qui le dit – de protection de la santé des Européennes et des Européens qui est en jeu et que nous devons avoir en tête. Il ne s'agit bien évidemment pas de protectionnisme, il s'agit, par la mise en place de ce système de traçabilité pour les plats préparés mais aussi pour les produits laitiers, de favoriser la protection de la santé des Européennes et des Européens, comme ils nous le demandent.

90 % des consommateurs européens interrogés souhaitent connaître l'origine de la viande utilisée dans leurs plats préparés. Effectivement, malgré votre volontarisme, Monsieur le Commissaire, la Commission hésite parce que l'industrie agroalimentaire table sur une augmentation des coûts de 20 à 50 %. Or, on le sait, des études ont été faites, il ne s'agit aucunement d'un surcoût de 20 à 50 %, mais seulement de 0,015 centime d'euro pour une barquette de lasagne à 2,20 euros.

Je pense, Monsieur le Commissaire, que c'est le moment d'y aller. Allons-y, en permettant une plus grande sécurité alimentaire grâce à la mise en œuvre de ce système de traçabilité. Ce faisant, nous contribuerons à cette belle et grande image de l'Union européenne, qui sera alors protectrice de la santé de nos consommateurs.

  Jiří Pospíšil (PPE), otázka položená zvednutím modré karty. – Já jsem pozorně poslouchal projev svého předřečníka. On hovořil o tom, že povinné označení původu potravin souvisí s bezpečností potravin a s kvalitou potravin, ale to přece spolu vůbec nesouvisí. Proto mám dotaz, jak chce zajistit a z čeho spotřebitel pozná, když bude povinně znát zemi původu určité potraviny, že ta potravina je kvalitnější a bezpečnější? Tento údaj přece o kvalitě potravin nic neříká.

Selon une enquête récente de février 2016, 54 % des plats préparés ne mentionnent pas la viande utilisée; 74 % des plats contenant du poulet, 75 % des saucisses de Strasbourg et 92 % des sandwichs au jambon ne précisent pas l'origine de la viande qu'ils contiennent. Or, nous avons connu ces dernières années des scandales, des mafias qui se sont organisées, et – je le sais et vous le savez, toutes et tous – nous avons été, au cours du mandat précédent, confrontés au cas d'animaux qui avaient été élevés aux antibiotiques et qui, pourtant, étaient entrés illégalement dans la chaîne alimentaire.

  Richard Ashworth (ECR). – Madam President, consumers are giving a very clear message: they want to know where their food comes from. Country of origin labelling does not only benefit consumers, it can be an opportunity for food producers as well. But I do understand the Commission’s concerns; country of origin labelling will increase the regulatory burden, it will add cost which will have to be passed onto the consumer, and in multi-ingredient products it will prove to be impractical to reinforce.

However, in the case of processed meat and dairy products, for example yogurts and sausages, there already is a very high level of voluntary declaration and this is a cost that consumers are prepared to pay. So, in the interests of fairness and consistency, I urge the Commission to bring forward proposals for mandatory country of origin labelling for all lightly processed products.

  Stefan Eck (GUE/NGL). – Herr Präsident, Herr Kommissar! Sie wissen, es geht mir um die Menschen und um die Tiere – um Lebewesen aus Fleisch und Blut –, und nicht um die Profite der Wirtschaft. Denn die Wirtschaft soll dem Menschen dienen und nicht umgekehrt. Deshalb ist es mir auch so wichtig, dass die Konsumenten wissen, was auf dem Teller liegt, welche Wege ihre Nahrungsmittel genommen haben, wie und wo sie produziert wurden. Die Verbraucher wollen nicht, dass ein Rind beispielsweise in Dänemark gezüchtet, in Rumänien gemästet und in Deutschland geschlachtet und zu Wurst verarbeitet wird. Wenn TTIP kommt – das müssen wir ja auch in Betracht ziehen –, dann sollen die Konsumenten wissen, ob das Hühnerfleisch in ihrem Fertiggericht aus der EU stammt oder aus einem amerikanischen Schlachthof, wo das Fleisch mit Chlor behandelt wurde. Nach all den Skandalen wollen die Verbraucher sichere Nahrungsmittel aus artgerechter Tierhaltung. Sie wollen aber vor allem gesunde Nahrungsmittel mit eindeutiger, transparenter Kennzeichnung.

Herr Kommissar! Bitte stellen Sie sich hinter die Interessen der Verbraucher, der Menschen, und nicht hinter die Interessen der Wirtschaft. Denn genau das ist es, was die Menschen von Ihnen erwarten.

  Martin Häusling (Verts/ALE). – Herr Präsident! Das Argument, dass neun von zehn Verbrauchern das wollen, ist schon ein schwerwiegendes Argument. Aber wir müssen auch sagen, die Verbraucher haben ein Recht zu erfahren, wo denn ihre Lebensmittel herkommen. Dass diese Transparenz in der Lebensmittelkette dazugehört, das müssen wir doch akzeptieren!

Die Argumente, die jetzt vorgebracht werden gegen eine Kennzeichnung, wurden auch gegen die Kennzeichnung von Eiern vorgebracht, die wurden vorgebracht gegen eine Kennzeichnung von Gemüse. Jetzt werden sie bei Milch vorgebracht oder bei verarbeitetem Fleisch. Das ist nicht nachvollziehbar. Das geht auch bei Milch! Warum denn nicht? Und wir helfen den Bauern vor Ort, die dort regional produzieren. Die Kunden wollen regionale Waren haben – das ist doch der Trend! Regionalität ist doch der Trend in der ganzen Lebensmittelwirtschaft. Ich bin überzeugt, dass die Bauern davon profitieren, wenn der Verbraucher in der Nähe weiß: Da kommt die Milch her, und ich möchte meinen Bauern unterstützen, ich möchte die Milch da her bekommen. Das hat überhaupt nichts mit Nationalismus zu tun, das hat etwas mit der Stärkung regionaler Kreisläufe zu tun. Das ist doch der Punkt! Dass die Kommission den Industrieargumenten da so einfach folgt und sagt, das wäre zu teuer, kann ich nicht nachvollziehen. Es gibt genügend Beispiele, die zeigen, dass die Kosten nicht überhöht sind. Und beide Seiten – Verbraucher und auch Bauern – haben etwas davon.

  Angélique Delahaye (PPE). – Monsieur le Président, Monsieur le Commissaire, chers collègues, nous adressons une fois de plus la même demande à la Commission. J'espère que cette fois-ci, nous serons entendus.

Certains arguent de l'augmentation des coûts et des charges administratives pour rejeter cette résolution, mais les agriculteurs comme les transformateurs ont déjà l'obligation de traçabilité. J'ai donc du mal à croire que demander plus de transparence entraîne une si grande complication. Néanmoins, c'est un point essentiel en vue d'une future législation.

Nous voulons trouver le juste équilibre entre l'intérêt des consommateurs et la compétitivité de nos entreprises. Rappelons également que c'est une demande des consommateurs, ils souhaitent avoir plus d'informations et plus de transparence.

Nous devons tenir compte de la hausse possible des coûts et des charges administratives mais nous devons aussi réconcilier les consommateurs avec leur alimentation après les différentes crises alimentaires que nous avons connues.

D'autres évoquent la remise en cause de l'unité du marché intérieur. Mais soyons réalistes, le marché intérieur n'est pas un. Les attentes des consommateurs sont très diverses d'un État membre à l'autre, comme le sont d'ailleurs les législations nationales. La question n'est absolument pas de savoir qui a le meilleur produit mais bien de répondre aux interrogations que les consommateurs pourraient avoir au regard des attentes sociétales. De plus, il me semble qu'un socle commun européen obligatoire créerait moins de distorsion qu'une règle volontaire.

Enfin, je crains que la seule utilisation de l'indication volontaire de l'origine des produits n'engendre deux catégories de consommateurs: ceux qui auront le choix du produit qu'ils souhaitent et ceux qui ne l'auront pas.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, dall'obbligo dell'etichettatura delle indicazioni di origine discendono, da un lato, garanzie per scelte consapevoli dei consumatori e, dall'altro, la possibilità per i produttori e trasformatori europei del settore agroalimentare di poter meglio competere sui mercati. Al riguardo, registriamo un vero e proprio paradosso: l'opacità della situazione sull'etichettatura e l'assenza di trasparenza creano meccanismi di concorrenza sleale che violano le regole di libero mercato, a cui poi gli stessi oppositori dell'indicazione dell'origine in etichetta fanno appello per evidenziare aspetti negativi dell'indicazione di origine. Un mercato autenticamente libero si nutre infatti di trasparenza, non ostacola ma premia le produzioni con elevati standard di sicurezza alimentare; un mercato autenticamente trasparente non favorisce una competizione al buio, fatta di importazioni di prodotti agroalimentari a basso costo e di dubbia qualità e origine.

Dalle relazioni svolte dalla Commissione risulta che i costi per garantire la trasparenza nella filiera alimentare potrebbero rivelarsi troppo elevati e che i consumatori, pur essendo interessati a tali informazioni, non sarebbero disponibili a sostenerli. Ebbene, tali relazioni sono incomplete e non tengono sufficientemente conto degli aspetti positivi dell'indicazione di origine dei prodotti, come ad esempio una maggiore fiducia dei consumatori nei prodotti che consumano e una maggiore consapevolezza nella scelta.

Invito quindi la Commissione a rivalutare la propria proposta, alla luce di studi più obiettivi e valutando adeguatamente i vantaggi per i consumatori dell'indicazione di origine. Ricordo al riguardo che i regimi di etichettatura facoltativi hanno dato risultati positivi in vari Stati membri sia per tutelare il diritto all'informazione dei consumatori, sia per i produttori, che registrano un impatto nullo o poco rilevante nei costi di produzione.

Davanti all'assurdità della timidezza dimostrata dalla Commissione, il Parlamento è chiamato a rispondere con lucidità alle istanze del cittadino-consumatore.

  Estefanía Torres Martínez (GUE/NGL). – Señor Presidente, me gustaría que esta Comisión tuviera el valor de presentarse en cualquiera de las aldeas de Asturias, de Galicia, de León o de cualquiera de los territorios del Estado español y que le dijese a la gente, mirándole a los ojos, que su tierra, que sus raíces, que el origen de lo que producen no tiene demasiada importancia.

Dicen ustedes que etiquetar es caro, que encarece el producto y que la gente prefiere pagar menos a saber lo que compra, pero la discusión no es qué porcentaje de consumidores quieren saber y a cuáles les importa menos. La cuestión es que la ciudadanía tiene el derecho de conocer el origen de lo que come y los productores tienen el derecho de defender lo que es suyo: su producción. Y en esa defensa, en la defensa del comercio de proximidad, de la producción local, de la soberanía alimentaria, de nuestros ganaderos y nuestras ganaderas es donde nos van a encontrar.

Las etiquetas no son caras, Señorías, lo que es caro es que siempre pague la gente de abajo el coste de mantener el statu quo de los de arriba.

  Annie Schreijer-Pierik (PPE). – Verplichte herkomstetikettering is een politiek instrument van sommige regio's en lidstaten voor hun eigen productmarketing, ten koste van de boeren, ten koste van de Europese voedingssector en ten koste van onze interne markt. Dit heeft helemaal niets te maken met de bestrijding van voedselfraude, maar wel met het keiharde protectionisme van lidstaten.

Voedselfraude bestrijd je met gelijke handhaving in de EU, met effectieve inspectie en niet met overbodige en nutteloze bijkomende bureaucratische vereisten inzake herkomstetikettering voor ingrediënten. Vers vlees moet al traceerbaar zijn en de herkomst moet al verplicht op het etiket staan. Voer nu geen dubbele bureaucratie in. Hoe moet onze slager nu zijn bal gehakt of zijn worst gaan etiketteren? Hoe moet een zuivelcoöperatie haar melk op basis van herkomst scheiden en afzonderlijke productiestromen opzetten? Verplichte etikettering leidt tot buitensporige extra productiekosten voor onze MKB-familiebedrijven en voor de voedingssector. Herkomstetikettering bedreigt juist de banen in de landbouw doordat productiekosten met 8 % tot 45 % kunnen toenemen, zoals we lezen in het rapport van de Commissie. Voedingsbedrijven in de grensregio's van de Unie worden hierdoor snoeihard benadeeld. Hun ingrediënten worden vaak vanuit meerdere lidstaten aangeleverd.

De consument blijkt ondertussen niet bereid om zelf voor de geringste prijsstijging te betalen in de winkel. De prijsdruk van deze enorme extra kosten worden dus, zoals zo vaak, weer afgewenteld op onze boeren, die zich al in een crisis bevinden. Verplichte herkomstetikettering vormt een onwerkbare, onbetaalbare bureaucratische last voor de ambachtelijke middenstand en de ondernemers, een bureaucratische last die wij, de EVP-Fractie, juist samen met eurocommissaris Frans Timmermans willen reduceren. Doe dit de consument niet aan. De consument wil namelijk geen verplichte herkomstetikettering met deze grote prijsstijging als gevolg.

En tot slot, vrijwillige etikettering …

  Susanne Melior (S&D). – Herr Präsident! Verehrte Kolleginnen und Kollegen! Verehrter Kommissar Andriukaitis! Was Sie hier vorliegen haben, und was wir hier diskutieren, ist der politische Wille des Parlaments. Und, ich glaube, Sie sollten einmal mehr auf uns, auf das Parlament an dieser Stelle auch hören. Es ist mehrfach gesagt worden, dass die Verbraucherinnen und Verbraucher ganz deutlich den Wunsch geäußert haben, dass sie wissen wollen, wo ihre Nahrungsmittel herkommen, und dass sie die Herkunftskennzeichnung sehr herbeiwünschen.

Ich glaube auch, dass wir das, was hier angesprochen worden ist, nämlich Protektionismus, eher haben werden, wenn es in einzelnen Ländern eine Kennzeichnung gibt und in anderen nicht. Ich wünsche mir, dass wir keinen Flickenteppich in der Europäischen Union haben, sondern dass wir einheitlich vorgehen und die Verbraucherinnen und Verbraucher in allen Mitgliedstaaten der Europäischen Union dieses Wissen auch zur Verfügung gestellt bekommen. Zu den Kosten ist auch schon einiges gesagt worden. Ich glaube, dass hier jeder die Zahlen nimmt, die ihm am besten passen. Aber ich will nochmal darauf hinweisen: Auch eine freiwillige Kennzeichnung ist natürlich mit Kosten verbunden. Und da einige dieses auch gerne machen, kann es dann so hoch doch wohl nicht sein. Also, ich glaube, das Kostenargument ist ein vorgeschobenes und nicht wirklich klar.

Ich will einen dritten Punkt ansprechen: Ich glaube – ganz im Gegenteil zu meinen Vorrednern –, dass es eher um stabilere Beziehungen zwischen Erzeugern und verarbeitender Industrie gehen sollte. Und wir als S&D erhoffen uns, dass diese Beziehungen auch dadurch stabiler werden, dass wir Herkunftsangaben haben.

  Sofia Ribeiro (PPE). – Senhor Presidente, muitos produtores europeus dos setores do leite e da carne de porco estão a vender os seus produtos abaixo do preço de produção, o que é inaceitável.

Urge tomarmos mais medidas. A indicação da origem para os produtos lácteos e para a carne de porco deve ser obrigatória para a proteção dos produtores europeus, mas também porque me parece evidente que é sinónimo de qualidade e de segurança alimentar.

Importa evitarmos duplas interpretações para os consumidores, como o que acontece muitas vezes em Portugal, em que vemos à venda produtos com a designação nacional, que são produzidos ou embalados noutros países, ou mesmo quando há aproveitamento desonesto de certas marcas de produtos lácteos, ao indicarem no rótulo que contêm leite dos Açores, por exemplo, criando mais-valia para esse produto, quando, na realidade, este é inexistente ou representa menos de 1 % do produto.

Importa que os produtos europeus não sejam confundidos com produtos de baixa qualidade de países terceiros, que nos chegam a preços com os quais é impossível competir, dadas as menores exigências a que estão sujeitos. Mas, acima de tudo, é nossa responsabilidade dar aos europeus a oportunidade de ajudarem os seus produtores, os agricultores europeus, numa altura em que atravessamos uma enorme crise.

Deverão também ser definidas medidas de proteção dos produtos lácteos das regiões ultraperiféricas, como é o caso dos Açores, a região de onde venho, que, com o embargo russo, o fim das quotas leiteiras e diversos acordos comerciais, veem o seu principal mercado de exportação inundado de leite e dos seus derivados, não lhe sendo reconhecido, ao nível do preço e do rendimento ao produtor, a mais-valia da sua enorme qualidade.

  Soledad Cabezón Ruiz (S&D). – Señor Presidente; señor Comisario, de sobra conoce que la alimentación es uno de los principales determinantes de la salud, especialmente importante para las poblaciones más vulnerables. La información del etiquetado supone calidad y luchar contra el fraude. La agromafia mueve en el año más de 750 000 millones de euros. Fue la carne de caballo, entonces; el pasado 22 de abril, era la carne de mono por ternera en las hamburguesas.

Yo entiendo que pueda suponer una mayor carga burocrática para las empresas, pero no puedo entender que se asevere que va a suponer un incremento de precios para los ciudadanos, y menos aún que legislemos o actuemos de espaldas a los propios consumidores, que nos piden esa seguridad alimentaria y esa información. Y a eso apelo: a que primemos la seguridad y lo que nos piden los consumidores.

  Mairead McGuinness (PPE). – Mr President, I have to say that, if you came into this House with no fixed views on whether you are for or against country of origin labelling, you would leave confused because the arguments on both sides are very valid but very confusing.

I have always been behind the concept of giving consumers the information they want, including country of origin information. We started this in beef, because of a crisis in the beef sector many, many years ago. There were concerns at the time about its impact in the marketplace but it has settled down. I have to say, though, that those who argue that labels prevent fraud really are on thin ice because what prevents fraud is an effective inspection regime in the Member States, followed up by action in the courts to stop criminals in their tracks.

On the particular issues of dairy and dairy products, we have to acknowledge the problems that dairy farmers are facing. The country I come from is a major exporter of dairy produce and there could be an unintended consequence for those who export into the internal market if there is a re—nationalising of the marketplace. I appreciate the comments made by colleagues who say that they want to support their own farmers. That is a very natural instinct, but I would hope that would extend to supporting farmers across Europe in a way which does not discriminate.

So I think there is a need for caution here, while accepting that there is an interest for us in giving consumers the information they look for.

  Paolo De Castro (S&D). – Signor Presidente, onorevoli colleghi, signor Commissario, la volontà dei cittadini europei di conoscere l'origine dei prodotti agroalimentari è chiara e legittima e come legislatori dobbiamo assicurare ai nostri consumatori un'informazione completa, trasparente e non distorsiva.

Abbiamo già una legislazione che impone l'obbligo dell'etichettatura di origine per molti prodotti alimentari, tra i quali ad esempio tutti gli ortofrutticoli e quasi tutti i tipi di carne. Ora dobbiamo fare un passo in avanti, estendendo l'obbligo europeo ad altri settori in maniera progressiva. La sensibilità e le posizioni più avanzate di alcuni paesi come l'Italia, per esempio, possono essere uno stimolo per arrivare ad una legislazione unica europea.

I nostri cittadini ci chiedono di essere informati e noi dobbiamo assicurare loro un'etichettatura trasparente che li informi, ma che non li condizioni nelle scelte, come invece il sistema di etichettatura "a semaforo" che hanno adottato alcuni supermercati britannici.

  Tom Vandenkendelaere (PPE). – Een dik jaar geleden sprak ik me uit tegen verplichte oorsprongsetikettering van verwerkt vlees. Vandaag zeg ik dat het uitbreiden van een dergelijke verplichting naar melk zo mogelijk nog onverstandiger is.

Want wat betekent een verplichte oorsprongsetikettering voor de melkveesector? Meer administratie en meer kosten, die in dit geval zeer waarschijnlijk op de nek van de melkboer zullen terechtkomen. Die zitten daar vandaag absoluut niet op te wachten. Want laten we wel wezen: in de praktijk komt dit niet gewoon neer op een extra etiketje of een extra vlaggetje. Het gaat over veel meer: transport in verschillende opslagtanks, bewaring in afgescheiden silo's, een productieproces met afgescheiden zuivelstromen, verhoogde werklast. Kortom, veel te hoge investeringen voor een sector die nu al amper het hoofd boven water kan houden, voor weinig toegevoegde waarde.

Want de huidige uitgebreide regelgeving over voedselveiligheid voldoet al ruimschoots. De kwaliteit van onze melk is altijd gegarandeerd, gelukkig maar, en alle melk die in Europa wordt verkocht is traceerbaar tot bij de boer. Voedselveiligheid heeft dus met het land van oorsprong niets te maken.

Tot slot nog twee vragen. Hoe geloofwaardig klinken slogans als "steun de kmo’s" en "steun onze landbouw", als we onze boeren met dergelijke maatregelen langs de achterdeur op kosten jagen? En hoe geloofwaardig zijn wij nog voor jonge mensen die van Europa visie en leiderschap verwachten en die overbodige regulering in de plaats krijgen? U mag zelf antwoorden.

  Adam Szejnfeld (PPE). – Panie Przewodniczący! W Unii Europejskiej są środowiska, które w imię szczytnych celów ochrony zdrowia i życia ciągle mnożą nieproporcjonalne do zagrożeń i potrzeb nadmierne regulacje. Forsowane rozwiązania w swoich konsekwencjach rzadko jednak chronią podnoszone wartości, natomiast generują ogromne koszty finansowe po stronie obywateli i polityczne po stronie Wspólnoty. Godzą one bowiem w powagę unijnych instytucji, w tym Parlamentu Europejskiego, prowadząc do erozji szacunku do nas coraz większej liczby Europejczyków. Budowanie piramidalnej biurokracji, mnożenie gigantycznych kosztów prowadzenia działalności gospodarczej oraz potęgowanie strachu przed drakońskimi karami zniechęca coraz większe grono obywateli do prowadzenia biznesu, zwłaszcza tego w małej skali, ale co gorsza, także do samej Unii Europejskiej. Tego typu propozycjami są niestety i te, które są przedmiotem dzisiejszej debaty. Dlatego zasługują na naszą negatywną opinię.

  Anneli Jäätteenmäki (ALDE). Arvoisa puhemies, ruoasta on helppo puhua. Meillä on kaikilla läheinen suhde siihen. Harva kuitenkin tuottaa ruokaa nykyisin itse. Alkuperämerkinnät ovat luottamusta herättävä toimi. Kuluttajan on saatava tietää ruoan alkuperä, ja suurin osa kuluttajista haluaa tietää alkuperän. Merkintöjen on oltava sellaisia, että kuluttajat saavat riittävästi tietoa, elintarvikeketjun toimijat voivat toteuttaa ne kustannustehokkaasti ja viranomaiset voivat valvoa niitä mahdollisimmin pienin hallinnollisin kustannuksin.

Pakollisia alkuperämerkintöjä on vastustettu mitä erilaisimmilla syillä. Hurjimmissa visioissa elintarvikkeiden hinnat nousevat jopa 50 prosenttia. On puhuttu siitä, että kauppa kärsisi, tuottajat joutuisivat pulaan ja se olisi protektionismia.

Ensinnäkin tässä esityksessä lähdemme siitä, että eihän merkinnän tarvitse olla aina ”Made in Spain”, se voi olla myös tietty alue. Kuka väittää, että on protektionismia, kun viinipulloissa on merkki, missä se on tuotettu? Se on laadun tae, se herättää luottamusta.

Olin pettynyt, kun komissaari alkupuheenvuorossaan totesi, että komissio ei ole aikeissa ryhtyä toimiin. Toivon, että parlamentin kantaan – mikä on jo aikaisemminkin esitetty – tartuttaisiin, koska eurooppalaiset kuluttajat haluavat lisää tietoja, heidän tulee niitä saada. Kaikki komission omatkin selvitykset osoittavat, että kustannukset eivät ole tässä esteenä.

  Jiří Pospíšil (PPE). – Pane předsedající, já jsem velmi pozorně poslouchal celou debatu a musím říci, že mě příznivci nové obligatorní regulace příliš nepřesvědčili. Na základní argument, že to většina občanů chce, který tu byl použit, je jednoduchá odpověď. Je přece možné, aby si občané kupovali ty výrobky, které mají dobrovolné označení země původu. Přece každý spotřebitel si může vybrat, co očekává od svého výrobku, jaké informace na něm chce mít napsané. Není proto třeba zavádět novou obligatorní regulaci z Bruselu, zvláště v době, kdy se s novými a novými regulacemi setkáváme a u občanů cítíme čím dále větší kritiku Bruselu. Argument o cenách a nákladech cen je podle mě správný. Přibližuje ještě jednu věc, půjde i o náklady jednotlivých států, které budou muset kontrolovat, zda původy jsou na výrobcích dostatečně uvedené. To znamená, budou to náklady i jednotlivých zemí, jednotlivých států, ne pouze náklady výrobků.

  Jean-Paul Denanot (S&D). – Monsieur le Président, la traçabilité des denrées alimentaires est un devoir vis-à-vis du consommateur. Il le demande et il a raison: il le demande pour sa santé et pour sa liberté de choix. Il y a déjà eu trop de scandales dans ce domaine, celui de la viande de cheval ayant le plus frappé les esprits.

Quel inconvénient y a-t-il à étiqueter la provenance des ingrédients alimentaires? On nous parle de coûts supplémentaires qui seraient exorbitants, mais c'est faux. Ils ne joueraient qu'à la marge sur les coûts. La nécessité de cette traçabilité est telle qu'un certain nombre de pays ont eux-mêmes pris l'initiative d'avancer dans cette direction. L'Union européenne et la Commission seraient dès lors bien inspirées de ne pas être à la remorque, mais de prendre l'initiative sur un sujet qui rassemble les citoyens européens.   Νότης Μαριάς ( ECR). – Κύριε Πρόεδρε, σύμφωνα με το ευρωβαρόμετρο, η συντριπτική πλειοψηφία των πολιτών της Ευρωπαϊκής Ένωσης θεωρεί απαραίτητο να αναγράφεται η ονομασία προέλευσης των διατροφικών προϊόντων και ιδιαίτερα των γαλακτοκομικών. Τα μέτρα προστασίας για τα γεωργικά προϊόντα απ̕ τον αθέμιτο ανταγωνισμό πρέπει να ενισχυθούν. Έτσι μόνο θα διατηρηθούν ο παραδοσιακός χαρακτήρας παρασκευής αλλά και η φήμη μιας γεωγραφικής ένδειξης που αποτελεί άυλο συλλογικό αγαθό. Δυστυχώς όμως, η Ευρωπαϊκή Ένωση έχει επιλέξει να ακολουθήσει μια φιλελεύθερη ατζέντα. Στην Ελλάδα αυτή τη στιγμή, στο όνομα της προσαρμογής με την εργαλειοθήκη του ΟΟΣΑ, επιχειρείται η παραγωγή γιαουρτιού με γάλα σκόνη. Έτσι, υπάρχει κίνδυνος να χαθεί μια για πάντα ένα παραδοσιακό προϊόν, ελληνικό, καθώς οι φτωχοποιημένοι απ̕ το μνημόνιο Έλληνες κτηνοτρόφοι δεν θα μπορούν να ανταγωνιστούν τις τιμές των εισαγόμενων προϊόντων και των πρώτων υλών χαμηλής ποιότητας. Το παραδοσιακό ελληνικό γιαούρτι πρέπει να προστατευτεί, όπως και τα άλλα αγροτικά προϊόντα που τίθενται σε κίνδυνο με την ΤΤΙΡ και άλλες αντίστοιχες συμφωνίες που στοχεύουν στην απορρύθμιση της ευρωπαϊκής αγοράς και στην κατάργηση των προϊόντων ονομασίας προέλευσης, όπως είναι η ελληνική φέτα και οι ελιές Καλαμών.

  Izaskun Bilbao Barandica (ALDE). – Señor Presidente, señor Comisario, quiero apoyar decididamente la indicación obligatoria, en etiquetas comprensibles y garantizadas, del país de origen o lugar de procedencia de carne y transformados y de la leche de consumo y la que se utiliza en productos lácteos.

Apoyo esta medida por las mismas razones que lo hice ayer con el pescado y las conservas. Es una forma de añadir valor a los productos, retribuir la calidad que tienen y propiciar que buena parte del mismo llegue los productores, que son el origen de todo.

Cooperativas de productores, como la láctea vasca Kaiku, acreditan que en un mercado en crisis hay alternativas basadas en un mejor reparto de la cadena de valor, y las posibilidades que ello ofrece para poder estabilizar precios y mejorar el producto.

La publicidad que veo en muchas partes de Europa acredita que esa identificación entre productos y lugares de origen funciona entre consumidores, que saben que, en el sector alimentario, calidad y valores son pareja de hecho.

  Michel Dantin (PPE). – Monsieur le Président, Monsieur le Commissaire, le consommateur le demande, le producteur espère y trouver une sécurité. Si nous en sommes là, la responsabilité de l'industrie agroalimentaire est très importante parce que c'est bien de ses dysfonctionnements que sont nés l'interrogation, le doute, le scepticisme du consommateur vis-à-vis de ce que contient son assiette.

Vous réfutez l'étiquetage obligatoire, vous prônez l'étiquetage facultatif, je redoute que, d'une manière ou d'une autre, nous aboutissions à un fractionnement du marché unique.

Monsieur le Commissaire, quelle que soit la mesure que vous prônerez, la véritable question que je me pose est la suivante: de quels moyens disposerons-nous pour la faire réellement appliquer et respecter afin qu'elle sécurise réellement le consommateur?

  Richard Howitt (S&D). – Mr President, labelling processed meat and dairy products with the country of processing, but not of production, is both misleading to consumers and unfair to farmers. To say mandatory labelling challenges competition ignores the fact that British farmers face unfair competition from wrongly labelled products, according to the FSA, amounting to GBP seven billion of lost income last year, or 10% of the food on British shelves.

I was proud to launch the Red Tractor Mark in East Anglia and my constituent, who is its Vice-Chair, a farmer on the Norfolk/Suffolk border, believes that he and other farmers are undermined by the current voluntary scheme. Instead, the Commission should be helping to tackle this food fraud, supporting the new environmental technologies to test food authenticity, such those developed by the University of East Anglia, and like the former Labour Government in my own country, which backed local food hubs in Ongar in Essex, and Woburn in Bedfordshire, also in my constituency, the Commission should recognise the environmental benefit of local purchasing. The time for mandatory labelling is now: for consumers, for farmers, and for the planet.

  Jasenko Selimovic (ALDE). – Mr President, I share the idea that the consumers have the right to know where foods come from, but, at the same time, I firmly believe that we should address this issue in a balanced way. Two reports of the Commission concluded that the cost of mandatory labelling would be extremely high. Costs could rise by 45% for some milk and dairy producers, and SMEs would be unfairly hit by the additional administrative burden.

I do not think consumers are willing to pay for it. The most important concerns for them are quality and security, and the EU already has the highest standards for its citizens. The Commission already allows for voluntary labelling for anyone who wants to use it. If we make it mandatory, we risk falling down in protectionism, since everybody could claim indication, for example, small towns, regions, etc.

We need a balanced way, taking into account consumer needs, without affecting small businesses negatively and raising consumer prices.

  Vytenis Povilas Andriukaitis, Member of the Commission. – Mr President, I have listened very carefully to the arguments for and against. As you know, in this House, too, some are in favour of supporting mandatory labelling and some are not. The arguments were very different from different points of view. Of course, as you know, the various surveys showing that the cost is not important refer to cases of voluntary schemes, but this cannot be compared with the cost entailed by any EU-wide mandatory scheme. Surveys show that – not me, but surveys.

There are obviously some benefits, no doubt, and environmental grounds are legitimate. However, any benefits also have to be assessed in the light of negative impacts. Those negative impacts are also on the ground. We must also assess those from all positions.

The conclusion of our work so far is that mandatory origin labelling would rigidify supply chains, disturb the internal market and international trade. We are also thinking about the international situation. It is not about TTIP, but about our producers, our consumers and the European situation.

I would like to thank you for this draft resolution and for the very stimulating debate on the topic of mandatory food origin labelling, including on the Commission report on this matter. I have listened to the discussion carefully and with great interest. I have taken note of your views and will pass these on to my colleagues in the context of any further reflections on the matter.

  Matt Carthy (GUE/NGL), in writing. – I welcome the move to make indications on the country of origin mandatory, recognising the value these labels have for consumers. However, I have to again call on the Commission and the Irish Government to take into account the impact these requirements have on jurisdictions such as the island of Ireland, where beef reared on one part of the island and slaughtered on the other is unfairly labelled ‘mixed-origin’ and subject to discrimination on shop shelves. Flexibility for these regions and the option to have voluntary labels are vital.

  Beata Gosiewska (ECR), na piśmie. – „Obowiązkowe wskazanie kraju lub miejsca pochodzenia niektórych rodzajów żywności” – Informacja na temat kraju lub miejsca pochodzenia mięsa oraz mleka wykorzystywanego jako składnik przetworów mlecznych jest elementarnym prawem konsumenta. Większość obywateli mojego kraju, Polski, nie chce na swoich stołach żywności niewiadomego pochodzenia, dlatego chcę wyrazić pełne poparcie dla tej rezolucji i ufam, że w przyszłości obowiązek ten obejmie również pozostałe środki spożywcze.

W przypadku importu artykułów żywnościowych spoza Europy, produkowanych w oparciu o normy znacznie odbiegające od tych stosowanych na terytorium Unii Europejskiej, mamy obowiązek zadbać nie tylko o przejrzystość łańcucha żywnościowego, ale również odbudować zaufanie konsumentów, którzy mają prawo świadomie wybrać produkty na swój stół.

Wprowadzenie stałego nakazu wykazania kraju lub miejsca pochodzenia mięsa i mleka, a także ich przetworów oraz jego rozszerzenie na produkty spożywcze jednoskładnikowe czy też przygotowane z przewagą jednego składnika, jest niezwykle istotne szczególnie z punktu widzenia osób obciążonych alergią lub nietolerancją pokarmową, dla których ich spożywanie jest przyczyną poważnych i często nieuleczalnych chorób.

  György Hölvényi (PPE), írásban. – A fogyasztók élelmiszerekkel kapcsolatos tájékoztatásáról szóló 1169/2011/EU rendelet alapján az Európai Bizottságnak jelentést kellett benyújtania bizonyos élelmiszerek eredetének kötelező jelölésével kapcsolatban. A tejtermékeket, valamint a marha-, a sertés-, a juh-, a kecske- és a baromfihústól eltérő hústermékeket vizsgáló jelentések eredményei színes képet mutatnak. A különböző kategóriákban jelentősen eltér az eredetre vonatkozó információk iránti fogyasztói igény és a kötelező eredetmegjelölés előírásának gazdasági hatása is. Míg a fogyasztók érdeklődést mutatnak a tejtermékek összetevőjeként felhasznált tej és a hústermékek származása iránt, meglehetősen szerénynek tűnik a hajlandóságuk arra, hogy fizessenek is ezért a tájékoztatásért.

Előállítói oldalról ezen információ feltüntetése többletköltséggel és az adminisztrációs terhek növekedésével járna. A jelentés szerint az önkéntes eredetmegjelölés zavarná meg legkevésbé a piacot, és nem befolyásolná a termékek árát sem. A magyar fogyasztók körében elvégzett országos felmérés szerint a vásárlók döntő többségének kifejezetten fontos, hogy egy élelmiszer magyar eredetű legyen. Vásárlási döntéseik meghozatalához igénylik, hogy a tej és a tejtermékek esetében elegendő és megbízható információt kapjanak a termék származását illetően.

A kérdés tehát az, hogy a költségek és a hasznok egymáshoz viszonyított aránya indokolja-e a származás megjelölésének kötelező bevezetését. Mindehhez meg kell vizsgálni az eredetmegjelölés önkéntes és kötelező opcióit, figyelemmel a fogyasztói szempontokra valamint az élelmiszer-ágazatban tevékenykedők lehetőségeire.

  Elisabeth Köstinger (PPE), schriftlich. – Ziel dieser Resolution zur Lebensmittelkennzeichnung ist es, für mehr Transparenz und Fairness zu sorgen. Die hohe Qualität unserer Lebensmittel muss sichtbar sein! Nur eine faire Kennzeichnung kann der Schlüssel zur Transparenz sein. Wir wollen wissen, ob das Essen auf unseren Tellern von einem Billigimport oder aus österreichischer Topqualität stammt. Mit „Vertuschungsettiketten“ muss nun endlich Schluss sein! Nur mit einer EU-weite Herkunftskennzeichnung können wir Produktsicherheit garantieren und Tierschutz nachweisbar machen. Die Kommission ist daher aufgefordert, dringend Legislativvorschläge für eine obligatorische Angabe der Herkunft bei Fleisch in verarbeiteten Lebensmitteln sowie Milch und verarbeitete Milchprodukte wie etwa Käse und Obers zu erarbeiten. Wenn wir aber von ehrlicher und fairer Lebensmittelkennzeichnung reden, dann müssen wir auch Eier und Eiprodukte in die Liste aufnehmen. Denn was nützt es uns, wenn wir in Österreich Legebatterien verbieten, wenn genau solche Käfigeier zum Beispiel aus der Ukraine in verarbeiteten Produkten wieder am heimischen Markt verkauft werden, weil es keine Kennzeichnung gibt? Ich werde weiterhin auf ehrliche Kennzeichnung pochen. Für das Tierwohl und für die heimische Produktion.

  Marijana Petir (PPE), napisan. – Ova rezolucija korak je u pravom smjeru iako žalim što oznake na proizvodima ne sadrže informacije o punom životnom ciklusu proizvoda od uzgoja do police s ključnim elementima koji mogu utjecati na kvalitetu proizvoda poput mjesta uzgoja te datuma klanja te datuma prvog smrzavanja mesa. Takvim označavanjem onemogućile bi se prijevare sa stavljanjem na police mesa starog i po nekoliko godina. Također, označavanjem podrijetla proizvoda na našim se policama ne bi moglo prodavati mlijeko lošije kvalitete koje ne prolazi kontrole kvalitete poput mlijeka proizvedenog u Hrvatskoj, ili pak mlijeko koje čak stiže u prahu. Slična je situacija i s jajima koja proizvedena u Hrvatskoj često moraju zadovoljiti više standarde od konkurencije. Pozdravljam točke rezolucije koje govore o pretjeranom strahu od rasta cijena uslijed navođenja zemlje porijekla. Dosadašnja iskustva pokazuju upravo suprotno. Brojne sheme označavanja uspješno funkcioniraju dok je utjecaj na cijenu malen ili beznačajan. Navođenje zemlje porijekla može zaštititi lokalne proizvođače, pogotovo mala i srednja poljoprivredna gospodarstva, te i na taj način ojačati snagu ruralnog prostora i lokalnih zajednica po cijeloj Europi. Navođenje zemlje porijekla nikako ne znači manje Europe, već više Europe u njezinoj različitosti.

  Tibor Szanyi (S&D), írásban. – Az Európai Unió polgárainak egészségét kell előtérbe helyeznünk és ezt kell támogatnunk minden döntésünkben. Ez a kötelességünk, míg minden másnak másodlagos szerepet kell adnunk. A húsok és a feldolgozott húsipari termékek származási országának vagy eredete helyének feltüntetése komoly vitákat váltott ki már szakbizottsági szinten is. Komoly aggodalmat keltett egyes szereplők között, mert szerintük egy ilyen kötelező jellegű eredet-feltüntetés markáns előállítási többletköltséget okoz. Igen! Egy ilyen árhatás viszont csak akkor érvényesül, ha az adott alapanyag eddig harmadik, netán kétes eredetű termékekből származott. Ha viszont eddig is EU-s piacról beszerzett, vagy megfelelő minőségbiztosítással rendelkező országból származott az alapanyag, az említett negatív hatás elenyésző.

Nem tartom elfogadhatónak tehát az árhatással riogató retorikát! Sőt, tovább is mennék: Mért ne terjesszük ki ezt a lehetőséget más termékekre is? Természeten ezt csak komoly tervezési és jogalkotási folyamattal, illetve a definíciók pontosításával lehet csak megoldani. De magát az elvet támogathatónak tartom. Fontosnak tartom megemlíteni, hogy itt nem jó vagy rossz termékmegjelölésről van szó, sőt számomra elfogadhatatlan a pusztán „káros” vagy „egészséges” megjelölés például cukor vagy sótartalom függvényében. Itt annak biztosításáról van szó, hogy a fogyasztó el tudja dönteni: akar-e az EU magas minőségbiztosítási rendszerében megtermelt élelmiszert venni vagy mást választ.

  Marc Tarabella (S&D), par écrit. – Il s’agit d’un mensonge qui n’a pour but que de protéger les multinationales du secteur agroalimentaire! Les entreprises effectuant déjà cet étiquetage ont vu leurs coûts augmenter de 0,67 % seulement. Le Parlement vote donc ce midi une nouvelle mise en demeure afin qu’une législation en la matière voie le jour et que le consommateur soit entendu. La Commission, se faisant le porte-parole des entreprises, refuse la mention de l’origine des viandes et du lait en prétextant un surcoût occasionné aux entreprises. Pour rappel, fin 2013, les résultats de la grande opération de tests ADN avait révélé que plus de 5 % de la viande de bœuf contrôlée n'en était pas. Dans certains pays comme la France, ce chiffre atteint 15 %. Il est donc primordial qu’une augmentation sensible des contrôles sur les viandes transformées accompagne la nouvelle législation. Par le vote de ce texte, le Parlement européen se fait à nouveau le porte-parole des droits du citoyen. Les Européens doivent savoir ce qu’ils ont dans leur assiette et donc posséder les informations essentielles pour faire leur choix en toute connaissance de cause. L'étiquetage de l'origine est obligatoire pour la viande fraîche, absolument rien n’empêche que ce soit aussi le cas pour les plats préparés et pour le lait.

  Romana Tomc (PPE), pisno. – Menim, da je označevanje mlečnih in mesnih proizvodov z državami porekla izjemno pomembna. Obvezno označevanje bi kupcem omogočilo večjo zaupanje v prehranske izdelke. Obenem bi bila tako oskrba s hrano bolj pregledna. Evropska komisija se mora zavzeti za odločne akcije na tem področju. Hrana, ki prihaja iz EU trga, še posebej iz manjših držav, kot je Slovenija, velja za bolj kvalitetno. Tudi na ta način bomo lahko bolje poskrbeli za našo konkurenčnost.
