Presidente. – L'ordine del giorno reca la relazione di Lara Comi, a nome della commissione per il mercato interno e la protezione dei consumatori, sulla strategia per il mercato unico (2015/2354(INI)) (A8-0171/2016).

  Lara Comi, relatrice. – Signor Presidente, onorevoli colleghi, ringrazio anche e saluto il Commissario e rivolgo un ringraziamento molto forte a tutti i colleghi che hanno partecipato al single market strategy. Vedete, oggi con l'approvazione del single market strategy, diamo una risposta ai bisogni delle nostre imprese, soprattutto di piccole e medie dimensioni, e ai nostri consumatori nonché ai nostri cittadini.

Il mercato interno è il vero strumento per far crescere il concetto di Europa come potenza economica unica e non sempre divisa dai 28 egoismi rappresentati dagli Stati membri. Oggi daremo un forte segnale non a parole, ma con i fatti alla crisi economica. Per superarla dobbiamo stare vicino ai nostri settori produttivi, alle nostre famiglie, che sono intese sia come lavoratori che come consumatori. Quello che gli Stati membri non sono riusciti a fare in questi ultimi anni, bene, lo stiamo portando a termine noi in tempi molto più rapidi. Passerò, punto per punto, in modo rapido, a quello che andremo ad ottenere.

Primo, compensazione tra i debiti della pubblica amministrazione e la tassazione delle imprese. Uno Stato non può chiedere il pagamento delle tasse quando lui stesso non è solvente con le imprese, quindi vogliamo che si effettui un automatismo nella differenza tra il dare e l'avere. Vedete, solo nel mio paese più di 5 000 imprese oggi falliscono per crediti non riscossi dalla pubblica amministrazione; non possiamo accettare che lo Stato sia l'artefice di questo, perché incapace di essere solvente. Esiste anche per la pubblica amministrazione la legge del mercato, come la si richiede alle imprese. Non vogliamo uno Stato suicida delle imprese, ma uno Stato a sostegno delle imprese.

La seconda chance: se un'impresa è fallita per crediti non riscossi o per calamità naturali noi abbiamo il dovere di aiutarla, finanziando la sua ricostruzione. L'Europa, a differenza di quanto si possa credere, è molto più vicina ai cittadini e lo stiamo dimostrando con i fatti.

Terzo punto, la diversità dei regimi fiscali. Noi in Europa abbiamo diversi regimi fiscali che complicano la vita alle nostre imprese e ai nostri cittadini. Ben vengano le proposte della Commissione per un'armonizzazione dei regimi fiscali, ben venga anche la proposta che abbiamo avanzato, ovvero la possibilità di introdurre una tassa unica nel settore dell'e-commerce.

Ho ribadito la necessità di un migliore accesso ai fondi europei da parte delle piccole e medie imprese, agevolazioni nelle traduzioni, riduzione dei tempi della presentazione. Noi dobbiamo facilitare le imprese, soprattutto piccole, a ricevere soldi e a presentare progetti.

Passaporto di servizio: sembrerà un miracolo, oggi lo realizziamo. Un modo semplice e uguale per tutti per presentare documenti e creare imprese in tutta Europa. Vedete, questo è meno burocrazia, legge uguale per tutti e vinca il migliore: è la legge di mercato.

E infine, caro Presidente, il famoso made in, Lei da italiano mi può capire bene. E qui, Commissario, ci giochiamo la nostra credibilità: diversi studi di impatto ci dicono che i cittadini vogliono maggiori dettagli sui prodotti, la tracciabilità, la trasparenza e la vera tutela, e io ritengo che la tracciabilità sia l'elemento di tutela della nostra qualità, una qualità importante e fondamentale anche per la nostra economia.

Vede, mi permetta la schiettezza, è ora che si sblocchi questa vicenda. Il Parlamento europeo e la Commissione hanno già dato l'ok per il market surveillance e attendiamo l'ok del Consiglio. Non siamo noi a dover fare passi indietro, sono gli Stati membri ad avere il coraggio di superare i loro egoismi nazionali ed approvare definitivamente il made in. La gente deve sapere chi ha la responsabilità di bloccare sempre il nostro lavoro; noi approviamo le leggi a sostegno delle imprese e dei cittadini, leggi che riducono la burocrazia, ma dal Consiglio arriva sempre uno stop. È ora di smetterla, perché questo stop rappresenta il vero fallimento dell'Europa.

Lo abbiamo visto con gli immigrati, concludo Presidente, con la direttiva sul ritardo dei pagamenti, con il regolamento sulla protezione dei dati, ora basta. Il voto di oggi, Commissario, non darà più nessun alibi al Consiglio per non approvare il made in. Confidiamo in Lei e nel Presidente Juncker perché, vede, noi proponiamo ed approviamo soluzioni reali e utili a risolvere i problemi dei cittadini. Questo vuol dire che siamo popolari e non populisti, perché siamo la sostanza e non l'apparenza.

  Elżbieta Bieńkowska, Member of the Commission. – Mr President, first I want to express that the Commission strongly welcomes the report by the Committee on the Internal Market and Consumer Protection on the Single Market Strategy. I would like in particular to thank personally Ms Comi for all her hard work as rapporteur, and of course the shadow rapporteurs.

We know that the single market is a great asset in Europe. It is the best available instrument to improve the investment climate, business environment and productivity of the EU, the whole EU economy. The report clearly recognises that. We need to create more opportunities and dismantle unwarranted barriers. The single market must work and this is very important, both for the citizens, for the consumers, and for businesses. They must see it is an opportunity, not as a threat. We talked to citizens and businesses to understand what is really keeping the single market from reaching its full potential and, based on that, we proposed steps forward in our Single Market Strategy adopted last October.

We are focusing on the real—life problems. I really want to underline this: the real—life problems. Our strategy is about targeted initiatives to tackle practical barriers and obstacles. I welcome very much the support in your report. I cannot cover all the good points that you make in your report, so let me just focus on three issues that I think and I know are of importance also to you: on geographical discrimination against consumers; the services passport and the collaborative economy.

First, geographical discrimination. Article 20 of the Services Directive is very clear about it. European consumers are not to be discriminated against based on their nationality or residence but we still, unfortunately, see this kind of discrimination all over Europe. Four out of five consumer respondents tell us that they have experienced geo—blocking in their lives, so yesterday we came forward with an ambitious but very realistic proposal about this. With your help we will address the discrimination against our citizens and companies based on their nationality or place of residence. I therefore welcome very much your support for our legislative proposal which you have voiced in your report.

Second, the services passport. It is still far too complicated for companies to offer their services cross-border. There are too many bureaucratic hurdles and too many delays so we are designing the services passport, a voluntary instrument for service providers who want to access other Member State markets. I am very much aware of the discussions you had on the services passport for the Comi report. I appreciate the compromise you have found and I really want to hear your views and the views of the citizens, and of course economic operators. That is why three weeks ago we launched a public consultation on the subject. This consultation will run until the end of July, until 26 July. Stakeholders need to be informed of this consultation and encouraged to take part in it. I would welcome also your support and your help on this.

Third, the collaborative economy. This is really a fundamental transformation of our economy. This is not going back. I have always repeated that resisting it would be like resisting the printing press and steam engine in earlier times. It is also a major opportunity for Europe. We need to get it right. We need to find a way to embrace these new business models; otherwise we know exactly what will happen. Five years from now our successors will complain and regret how Europe lost the collaborative economy.

I fully understand that some people are uncertain about what this all means. We need to respond to their questions. We advocate a balance. I want to really underline this: a balanced development of the collaborative economy within the single market. That means clarity of the rules, clarity for businesses that apply and how they apply. It means avoiding market fragmentation in Europe. Next week we will provide more clarity with a communication on the application of the existing EU law in this area and we will make a number of recommendations of course to Member States.

Thank you for welcoming and supporting our approach on the collaborative economy in your report. I very much hope that you will equally support all the initiatives presented in the Single Market Strategy, because our recommendation speaks a clear language. We in the Commission are starting to roll out our proposals, but we need of course your help and your support. It is in all our interests to deliver a better-functioning single market to our citizens and businesses.

  Ulrike Trebesius, Verfasserin der Stellungnahme des mitberatenden Ausschusses für Beschäftigung und soziale Angelegenheiten. – Herr Präsident! Die Binnenmarktstrategie der EU ist ein grundlegend sinnvolles Projekt und kann dazu beitragen, Wachstumskräfte zu stärken. Der Bericht gesteht ein, dass in der Union rund 22 Millionen Menschen ohne Beschäftigung und die Folgen der Eurokrise nicht überwunden sind. Wachstumsfördernde Maßnahmen sind deshalb sehr sinnvoll. Hilfreich finde ich in diesem Bericht beispielsweise die Marktzugangserleichterung durch Einführung eines Dienstleistungspasses, der hier auch schon erwähnt wurde, oder die Schaffung gesetzlicher Grundlagen für neue Geschäftsmodelle im Bereich des E-Commerce.

Leider muss ich auch auf Schwächen im Bericht hinweisen. Besonders problematisch ist aus meiner Sicht die wiederkehrende Forderung nach einem einheitlichen oder hohen Schutzniveau bei Produkten oder der Arbeitsplatzsicherung oder sozialen Normen. Wir müssen uns darüber im Klaren sein, dass gerade kapitalschwächere Unternehmen in ärmeren Ländern nicht jedes Niveau der stärker entwickelten Länder leisten können. Wenn wir also ein gleichmäßig hohes Schutzniveau einfordern, dann führt das dort zu mehr Arbeitslosigkeit, zu mehr EU-interner Migration und dem Ruf nach mehr Transferzahlungen.

Gleichzeitig sollten wir verhindern, dass die Arbeitnehmer in den entwickelten Ländern durch immer mehr Niedriglohnkonkurrenz Wohlstandseinbußen hinnehmen müssen. Das Schutzniveau sollte sich nach der jeweiligen Leistungsfähigkeit der Länder richten. Deutschland beispielsweise muss deshalb ein hohes Niveau durchsetzen.

  Andreas Schwab, im Namen der PPE-Fraktion. – Herr Präsident, Frau Kommissarin, liebe Kolleginnen und Kollegen! Ich möchte zunächst einmal für die EVP-Fraktion unserer Berichterstatterin zu diesem gelungenen Bericht gratulieren. Ich glaube, dass wir ganz viele Punkte in diesen Bericht haben aufnehmen können, die auch von der Europäischen Kommission in der Binnenmarktstrategie angesprochen wurden. Beispielsweise wird die Tatsache, dass wir ein europäisches Insolvenzrecht brauchen, das gerade europaweit sehr viel zur Vereinfachung wirtschaftlicher Strukturen beitragen kann, hier nochmals betont.

Aber Frau Kollegin Comi hat ja auch die Bedeutung des Binnenmarktes gerade für kleinere und mittlere Unternehmen angesprochen. Das ist auch in meinem Wahlkreis ein Herzensanliegen, das wir in der Binnenmarktgesetzgebung verfolgen. Ich glaube, dass, wenn wir heute neue Regeln im Binnenmarkt erlassen, diese Regeln dann tatsächlich zu einer Verbesserung für kleinere und mittlere Unternehmen beitragen müssen. An diesem Maßstab muss sich alles messen lassen.

Das Verhalten der öffentlichen Verwaltung in vielen Mitgliedstaaten, was die Zahlungsverpflichtungen bei öffentlichen Aufträgen angeht, ist in der Tat erschreckend. Auch das macht der Bericht deutlich. Auch beim Produktsicherheitspaket geht es aus meiner Sicht darum, dass wir einen undogmatischen, pragmatischen Ansatz finden, zu Lösungen zu kommen, die gerade kleineren und mittleren Unternehmen am Ende auch helfen. Frau Kommissarin, wenn Sie von real life problems sprechen, denke ich, dass das der Common-Sense-Ansatz ist, den wir brauchen.

Frau Kommissarin, Sie haben jetzt in Ihrer Darstellung auch Geoblocking angesprochen. Darüber haben wir gestern mit Vizepräsident Ansip hinreichend diskutiert. Deswegen möchte ich gerne noch etwas zum services passport sagen, dessen Gesetzgebung ja in den nächsten Wochen auch ins Parlament kommen wird. Alles, Frau Kommissarin, was die Vereinfachung des grenzüberschreitenden Dienstleistungsmarktes mit sich bringt, wird willkommen sein, wenn wir es schaffen, dass dabei berechtigte Sicherheitsstandards in einzelnen Berufszweigen nicht einfach über Bord geworfen werden. Wenn ich mir die Situation in meinem Wahlkreis zwischen Deutschland und Frankreich anschaue, dann glaube ich, dass wir an vielen Stellen pragmatische Lösungen finden können, die wir hinbekommen können, ohne dass wir mit den beruflich Beteiligten, mit den Beteiligten in der Öffentlichkeit zu viele Schwierigkeiten haben. Deswegen möchte ich Sie ausdrücklich ermuntern, diesen Prozess konstruktiv zu gestalten.

  Marlene Mizzi, on behalf of the S&D Group. – Mr President, the single market is one of the most tangible results of European integration and yet, despite its significant achievements, citizens, consumers and businesses have become increasingly dissatisfied with it as it often fails to convince them that it truly represents their interests and their aspirations.

The main problem is that, in the average citizen’s eyes, the market is more concerned with vested interests than it is with their needs. We need to start working towards a fairer single market that is politically supported, economically viable and socially accepted by European citizens, a market that stimulates sustainable economic growth and job creation, but also considers citizens’ hopes, fears and expectations.

The Comi report is an important step towards achieving a strong, green, knowledge-based social market economy which by turning its focus back to its people will become a common asset of all its citizens, reduce unemployment, poverty, inequalities, social exclusion and wage dumping, promote respect of fundamental social rights, fair mobility and improvement of living and working conditions in Europe.

As a shadow rapporteur, I have striven to ensure that essential elements are added to the text aimed at improving the well—being of European citizens. Therefore, I urge MEPs to support the report, and in particular the measures aimed at endorsing a highly-competitive social market economy, providing consumers with the highest level of protection, promoting innovative start-ups, SMEs and social economy enterprises, opposing abuses in the single market, which are trying to circumvent existing rules and lower worker and consumer and environmental standards, highlighting the economic, social and environmental benefits and challenges of the sharing economy, calling for a single European system for the protection of geographical indications for non-agricultural products, and supporting the ‘Made in’ labelling, which is of crucial importance to protect consumers and provide them with the information they need. Last but not least, we need to ensure that there is enough political will to ensure that a revitalized and redefined single market does happen for the benefit of all citizens.

  Daniel Dalton, on behalf of the ECR Group. – Mr President, I also want to thank the rapporteur, particularly for her work to try and keep us on board. This report shows there is a clear will to improve the single market and make it work better for everyone, both consumers and businesses, and I welcome the emphasis on cutting red tape, on reducing burdens for businesses. This should be at the heart of future efforts in this area. The report’s emphasis on opening up the service sector and addressing weaknesses in mutual recognition is also welcome, and the report is also right to focus on supporting SMEs and start-ups and cutting burdens for them.

I welcome the support for a once—only principle for administrative requirements and I also agree with the importance of the sharing economy. So we will support the report and we thank the rapporteur for her efforts, but we do have some concerns in areas which we cannot support. For example, non-agricultural GIs. We do not support this. It is not workable and I personally do not agree with the premise for an extension to the system. On the ‘Made in’ label, I have not seen any evidence that a mandatory scheme is more beneficial than a voluntary scheme, nor would it contribute to product traceability. A product made in China with a slight finishing in Europe should not be packaged as European. That would be cheating consumers. So we cannot support those elements but we will support the overall package.

  Antanas Guoga, on behalf of the ALDE Group. – Mr President, I would also like to support and thank the rapporteur for an excellent performance so far. The single market, however, is underperforming in almost all areas and we do need some stimulation in a digital-driven market. We need to encourage start-ups, integration of global supply chains and dealing with new business models, which is a challenge to us, ensuring market facilitation and stabilisation, and licensing of professionals. Also, the draft report recognises the overall support initiatives of the single market, which is important. We need a single market for services. The service passport initiative should not only address administrative obstacles, but also tackle regulatory barriers and advance mutual recognition of priority sectors. So we really need to focus on this passport initiative.

You should also look at useless labelling of products. We tend to have this problem, so we need to fix this and we need to think about digital solutions in the labelling area. An overload of information does confuse the consumers. We also need to tackle geo—blocking. The proposal that was proposed by the Commission yesterday is definitely a step in the right direction. I personally look positively at the collaborative sharing economy. It brings competition to the market and gives us a new start in so many areas, which means better and less expensive services for all Europeans. Let us embrace it. Let us be ambitious and create a better functioning single market.

  João Pimenta Lopes, em nome do Grupo GUE/NGL. – Senhor Presidente, mais de vinte anos do Mercado Único significaram o acelerar do processo de concentração e acumulação capitalista a favor dos grupos monopolistas, o desmantelamento de instrumentos ao serviço dos Estados-Membros, de regulação soberana das economias, as privatizações e a liberalização de setores estratégicos e serviços públicos, a harmonização da legislação.

Mas não chega. O grande capital monopolista quer mais e é explícito o objetivo de aprofundamento da integração no Mercado Único e de contribuir para reformas estruturais, leia-se a liquidação das funções sociais do Estado e direitos laborais.

Propõe—se a articulação com o Plano Juncker, servil aos interesses da alta finança e das grandes empresas e que privilegia as Parcerias Público-Privadas, injetando dinheiros públicos no sistema financeiro, ou com o TTIP que liquidaria milhares de PME e aprofundaria o ataque aos direitos laborais e sociais dos trabalhadores.

Valoriza-se o capital de risco e a criação de produtos financeiros, como os securities, que estiveram na origem da crise financeira de 2008, elementos que confirmam que o Mercado Único não serve o desenvolvimento soberano dos Estados-Membros, menos ainda os interesses dos povos e dos trabalhadores.

A alegação de que "trabalho igual, salário igual, no mesmo local" compromete o Mercado Único, na argumentação que levou ao cartão amarelo à revisão da Diretiva relativa ao destacamento de trabalhadores, é revelador de como este tem promovido o nivelamento por baixo das condições de vida e de trabalho na Europa, aumentando as desigualdades, a exclusão e a pobreza.

  Julia Reda, on behalf of the Verts/ALE Group. – Mr President, I would like to thank the Commissioner, and especially the rapporteur, for ensuring a broad political support for this report. I think we have managed to add a lot of important elements to this report, particularly so that we are not just talking about deepening the single market but also strengthening social and ecological factors and preserving limits on the free market in the public interest where necessary.

We think it is very important that the single market strategy and the digital single market proceed in coherence with each other and that we need a coordinated European approach to the collaborative economy, where possible based on existing legislation. Strengthening the enforcement of consumer protection is also a very important element of this. We fully support the call for open standards that can easily be implemented by SMEs and more transparency and participation in the standard setting process. The call for greater tax coordination, particularly in the VAT sector, is also very important and would strengthen the possibility for SMEs to deal with the VAT system, as well as the strong call for greater fairness in the tax sector, fighting tax avoidance and a clear call for a country—by—country reporting obligation.

Parliament also very much supports the SPC manufacturing waiver that would allow companies to produce generic medicines within Europe, which would lower healthcare costs and allow companies to keep jobs in the EU. We think it is important that the single market works for consumers and not just for companies. So actually in the text I would have liked more ambition on geoblocking, because when a company wants to segment the market, this is not always justified. We are also not completely convinced that we need geographical indication protection for non-agricultural products. But overall we can support the report.

  Marco Zullo, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, grazie alla relatrice per il buon lavoro svolto.

Mi rivolgo ai colleghi per ribadire l'importanza di istituire un sistema di tutela basato sulle indicazioni geografiche per i prodotti non agroalimentari, un sistema che permetterebbe all'eccellenza del nostro continente di vedere riconosciute le proprie peculiarità.

Invito inoltre il Commissario Bieńkowska, che è qui, a definire al più presto una proposta legislativa sulle indicazioni di provenienza e di produzione nell'etichetta, il famoso made in. Maggiori informazioni al consumatore possono aiutarlo a compiere una scelta più informata e consapevole, non sono un ostacolo alla libera circolazione delle merci.

Il mercato unico si deve certamente sviluppare attorno a regole comuni, dobbiamo tutti parlare sì la stessa lingua, ma non deve essere un gioco al ribasso. Dal mio punto di vista, l'Europa sarà forte se saprà valorizzare le specificità presenti sul proprio territorio; l'Europa sarà forte se saprà costruire un mercato per cittadini informati e consapevoli.

  Mylène Troszczynski, au nom du groupe ENF. – Monsieur le Président, votre rapport trace sans doute des pistes de réflexion intéressantes pour l'avenir, comme l'économie collaborative, l'amélioration du financement des PME, des jeunes pousses, des artisans ou des commerçants. Seulement, vous omettez une chose: votre bilan. Vous ne partez pas de zéro. Le marché unique existe depuis des décennies et les plans tirés sur la comète doivent laisser la place aux bilans pragmatiques et aux projections réalistes. Et là, tout s'effondre!

L'actualité démontre partout en Europe que l'intégration européenne plus poussée ne fonctionne pas. Pire, que les populations n'en veulent plus, ou du moins en veulent moins. Or, par autisme politique ou aveuglement idéologique, vous proposez plus d'Europe et demandez l'éradication des derniers obstacles au fédéralisme tant désiré par les commissaires et technocrates non élus de Bruxelles. Peu importe le cri des peuples, la détresse des gens, le bon sens, la réalité. Mme Comi arrive à concilier, dans un joli tour de magie, l'intensification de la lutte contre le protectionnisme, la mise en œuvre de la directive "Services", véritable catastrophe pour les entreprises françaises, ou celle sur le détachement des travailleurs, qui détruit les emplois locaux, avec la protection des artisans et des PME. Expliquez-nous, autrement que par des incantations, comment ces deux objectifs peuvent être conciliables.

  Λάμπρος Φουντούλης ( NI). – Κύριε Πρόεδρε, δεν υπάρχει καλύτερο και πιο πετυχημένο επιχείρημα από τη δήθεν ενιαία αγορά για όλους όσους κατηγορούν την Ευρωπαϊκή Ένωση, πως είναι εθισμένοι στις μεγαλοστομίες και τις διακηρύξεις που όμως απέχουν πάρα πολύ από την πραγματικότητα.

Πού ακριβώς είδατε την ενιαία αγορά, όταν σε κάθε χώρα έχουμε διαφορετικούς βασικούς μισθούς, διαφορετικούς έμμεσους και άμεσους φόρους και σε μεγάλο βαθμό διαφορετικές κανονιστικές διατάξεις σχετικά με τη λειτουργία της αγοράς; Πώς μπορείτε να αναφέρετε ακόμα τον όρο «ενιαία»; Το μόνο που έχει δημιουργήσει η Ένωση είναι ένα παραοικονομικό σύστημα, δομημένο έτσι ώστε να ωφελεί τις μεγαλύτερες κυρίως επιχειρήσεις, ειδικά δε τις πολυεθνικές, που έχουν τα μέσα να παρακάμψουν τα νομικά και φορολογικά εμπόδια για να διασφαλίσουν μεγαλύτερα κέρδη.

Επιπλέον, έχετε καταδικάσει τις χώρες εκείνες που έχουν αδύναμες οικονομίες σε μια μόνιμη και διαρκή απώλεια πολύτιμου ανθρώπινου δυναμικού προς όφελος των ισχυρότερων κρατών. Αποφασίστε λοιπόν όταν μιλάτε για «ενιαία αγορά» ποιον ακριβώς κοροϊδεύετε, τους εαυτούς σας ή τους πολίτες;

Όσο για τους απάνθρωπους, αντεθνικούς και αντιλαϊκούς μηχανισμούς που δημιουργείτε, όσο περισσότερο προσπαθείτε να τους επιβάλλετε τόσο συντομεύετε την αναπόφευκτη κατάρρευση.

  Carlos Coelho (PPE). – Senhor Presidente, Senhora Comissária, Caros Colegas, quero começar por felicitar a relatora Lara Comi pelo relatório que nos propõe. É um importante contributo para a melhoria do Mercado Único. Elenca um conjunto de medidas vitais para um mercado mais forte e mais justo, virado para o século XXI e centrado nos consumidores.

Recordo, como a Sra. Comissária já fez, que, a par de Schengen, o Mercado Único que é uma das maiores realizações da União Europeia, que os cidadãos europeus sentem no seu dia-a-dia e que transformou, por completo, o modo como comercializamos, como consumimos e como circulamos dentro do espaço europeu.

O potencial deste mercado com mais de quinhentos milhões de consumidores não está totalmente aproveitado. Estimam-se potenciais ganhos de eficiência de 615 mil milhões de euros com o aprofundamento da integração do Mercado Único.

Persistem, porém, obstáculos à livre circulação de bens e serviços, como requisitos regulamentares não pautais injustificados e diversos Estados—Membros que não aplicam parte da importante legislação em vigor. Persiste também uma desconfiança dos consumidores pelos contratos transfronteiras e alguma iliteracia digital.

Tudo isto representa desperdícios desnecessários para a economia real e entraves a maior crescimento e mais criação de emprego.

Congratulo-me, pois, com o resultado alcançado, em especial a tónica dada às pequenas e médias empresas, ao forte investimento na digitalização do mercado e ao combate ao geo—blocking, à otimização do portal digital único, às iniciativas na economia da partilha e às melhorias na contratação pública.

Para terminar, sublinho a urgência do Pacote da Segurança dos Produtos e Fiscalização do Mercado, que se encontra bloqueado no Conselho, e a premência dos Estados—Membros de assegurarem a adequada aplicação da Diretiva Serviços.

  Evelyne Gebhardt (S&D). – Herr Präsident! Ganz anders, als ich gerade vorhin gehört habe, wollen die Bürger und Bürgerinnen nicht weniger Europa, sie wollen ein besseres Europa, in dem auch wirklich ein holistischer, ein ganzheitlicher Ansatz angegangen wird! Das bedeutet, dass wir eben nicht nur die Wirtschaft sehen, sondern auch die ArbeitnehmerInnen, die Verbraucher, die Menschen in den Mittelpunkt unserer Politik stellen. Das ist das, was die Bürger und Bürgerinnen wollen!

Deswegen freue ich mich, dass es uns gelungen ist, da einiges hinzuzufügen in diesem Bericht von Frau Comi, der ganz wichtig ist – gerade was Arbeitnehmerschutz, was Sozialschutz, was Verbraucherschutz und Umweltschutz angeht. Eine ganz wichtige Frage! Umso befremdlicher finde ich, Frau Comi, dass ausgerechnet Ihre Fraktion den Antrag stellt, den Grundsatz herauszustreichen, dass wir für gleichwertige Arbeit einen gleichen Lohn am gleichen Ort haben wollen. Das kann ich einfach nicht nachvollziehen, das verstehe ich nicht! Verstehe, wer wolle, was dieser Ansatz will, denn das ist genau das Gegenteil dessen, was die Bürger und Bürgerinnen haben wollen.

Liebe Frau Kommissarin, unsere Fraktion, die Sozialdemokratische Fraktion, hat auch eine gewisse Skepsis, was den europäischen Dienstleistungspass angeht. Wir sehen noch nicht so recht, was er bedeuten soll, was er an Mehrwert bringen soll neben all den Instrumenten, die bereits existieren, wie zum Beispiel dem IMI-System oder den einheitlichen Ansprechpartnern aus der Dienstleistungsrichtlinie oder aber zum Beispiel dem europäischen Berufsausweis, den wir in der Berufsanerkennungsrichtlinie festgeschrieben haben.

Ich denke nicht, dass wir –wenn wir immer mehr neue Instrumente machen– wirklich eine Erleichterung für die Unternehmer und für die Dienstleister bringen. Wahrscheinlich wäre da eine Vereinfachung und vielleicht ein Zusammenführen von unterschiedlichen Systemen zielführender.

  Anneleen Van Bossuyt (ECR). – Mijnheer de voorzitter, het verslag, zoals het vandaag voorligt, biedt een antwoord op wat de Europese Commissie eerder voorstelde ter verbetering van de interne-marktwerking.

Ik denk dat iedereen het er vandaag de dag over eens is dat de interne markt nog niet is voltooid, en het is dan ook een stap in de goede richting dat deze strategie veel aandacht besteedt aan die sectoren waar er nog veel werk aan de winkel is. Dan denk ik in het bijzonder aan de dienstensector.

We moeten het zowel voor consumenten als voor bedrijven eenvoudiger maken om zich in die interne markt te bewegen: te consumeren, maar ook om te ondernemen. Weg met de administratieve, de tarifaire en de niet-tarifaire belemmeringen die ervoor zorgen dat onze bedrijven jammer genoeg nog altijd uit Europa wegtrekken.

Ik ben blij dat ook de principes van beter regelgeven op meerdere plaatsen in een aantal paragrafen in de tekst terug te vinden zijn. Daarentegen wil ik wel mijn bezorgdheden uiten over de paragrafen die betrekking hebben op belastingen, want dat is nog altijd een nationale bevoegdheid.

In het algemeen denk ik wel dat we met dit verslag een stap in de goede richting zetten voor een beter werkende interne markt. Ik zal dan ook voor het verslag stemmen.

  Margot Parker (EFDD). – Mr President, in this Chamber it is becoming quite a regular theme to discuss how the single market is faltering, and as always the so-called problems lie not with the Commission proposals but with Member States who fail to implement these laws. Blaming Member States is of course an easy answer to deflect the real issue of the single market, but we all know that the elephant in the room is the issue of over-regulation. Take, for example, manufacturers of bathroom goods. To sell toothbrushes in the single market they must abide by 31 EU laws, and to sell towels they must abide by an astonishing 454 EU laws. When you look into food regulation, it gets even more ridiculous. For bread, you need to abide by 1 200 laws, and to produce and sell milk you must abide by 12 000 EU laws.

The single market is an instrument that favours big business. Endless rules and regulations which are simply too complex to comply with destroy the prospects of small-sized businesses and lead to higher prices and less choice for the consumer. British businesses have a choice, a once-in-a-generation opportunity to oppose more decades of costly regulations, endless red tape and unnecessary bureaucracy. On 23 June, many Britons can take back control and vote to leave the European Union.

  Gianluca Buonanno (ENF). – Signor Presidente, onorevoli colleghi, intanto sono d'accordo sulla relazione e ovviamente il voto sarà favorevole su quelle che sono le tematiche presentate.

Però mi domando, ma chi presenta le tematiche non sono gli stessi che governano questa Europa da decenni? Quindi mi ricorda un po' Renzi, che prima mette le tasse, poi le tira via, poi le rimette e si fa i complimenti da solo. Ad esempio, la Bolkestein è una cosa schifosa, che è un disastro per l'Italia soprattutto, e c'è ancora la Bolkestein. Abbiamo gli operatori balneari, abbiamo gli ambulanti che reclamano questa situazione paradossale in Italia, e cosa si fa? Le norme sul mercato interno. Delocalizzano un sacco di aziende in Slovacchia, Slovenia, Romania e qui cosa succede? Che, ad esempio, i camionisti italiani sono perseguitati rispetto a quelli che fanno concorrenza sleale.

Poi abbiamo il made in e noi abbiamo chiesto e chiediamo di votare oggi l'obbligatorietà del made in, perché così com'è scritto, chi fa il furbo è sempre la solita Germania. Noi vogliamo che ci sia scritta l'obbligatorietà di dove vengono prodotte le cose, non far finta di nulla, perché qua ancora una volta la Germania, che fa parte del PPE, fa quello che vuole, come al solito, fa e disfa, sembra Penelope.

Quindi, andiamo avanti e votate l'obbligatorietà del made in.

  Janusz Korwin-Mikke (NI). – Słyszeliśmy od pani Elżbiety Bieńkowskiej masę słusznych słów o wolnym rynku, o jednolitym rynku, a zaraz potem nie wiadomo dlaczego dopuszczono do głosu panią z EMPL, Komisji Zatrudnienia i Spraw Socjalnych, której celem jest oczywiście, żeby żadnego tam jednolitego rynku nie było. Są tam wszyscy socjaliści: pani Reda i inni mówili, że sprawy socjalne są ważniejsze niż jakiś tam wolny rynek. Przed chwilą była dyskusja o mleku. Posłanka Marijana Petir martwiła się tylko tym, jak odgrodzić dzieci z Chorwacji od taniego mleka z innych krajów, od mleka o nieodpowiedniej jakości. Otóż jeżeli tylko jakiś urzędnik będzie decydował, jakie mleko jest dobrej jakości, to wiadomo, że łapówkę da wielka firma i wielkie firmy uzyskają status mleka dobrej jakości. Tylko wolny rynek może ochronić konsumenta przed dominacją wielkich firm, które przekupują urzędników państwowych. Wolny rynek panował à la Belle Époque, kiedy nie było Unii Europejskiej, pod koniec XIX w., i dlatego sądzę, że Unia Europejska musi zostać zniszczona.

Zwracając się jeszcze do mojego przedmówcy, dziwię się, że ktoś, kto uznaje się za liberała, marnuje pieniądze publiczne po to, żeby tutaj opowiadać takie dyrdymały, i to już od dłuższego czasu, i trochę jest mi za to wstyd, i żenada.

Pani komisarz, pani koleżanko Laro Comi, koleżanki i koledzy! Domagamy się już od dawna dobrej i uczciwej informacji dla konsumenta, tylko ja się zastanawiam i skupię się dzisiaj tylko na jednym punkcie, czy informacja o kraju pochodzenia, ten punkt made in rzeczywiście budzi kolosalne emocje w nas wszystkich tutaj. Czy informacja o kraju pochodzenia, a chodzi mi tutaj o kraje wewnątrz Unii Europejskiej, to naprawdę jest informacja o jakości produktu, kto jest odpowiedzialny za jakość produktu: kraj czy firma? Weźmy ten szalik na przykład: nić może pochodzić z jednego kraju, spleciony może być w innym kraju, farbowany może być jeszcze gdzie indziej, jeśli chodzi o design, to artysta może pochodzić jeszcze z jakiegoś innego kraju, więc firma łączy te wszystkie elementy, o których tutaj mówię, firma, do której konsument powinien mieć zaufanie i która powinna konsumentowi dostarczać właściwe informacje i chciałabym takiego wspólnego rynku, na którym konkurują właśnie firmy, a nie państwa europejskie między sobą. To powinien być rynek, który nie obciąża małych i średnich przedsiębiorstw dodatkową biurokracją.

  Sergio Gaetano Cofferati (S&D). – Signor Presidente, onorevoli colleghi, la relazione della quale stiamo discutendo è molto importante, la strategia del mercato unico è davvero un riferimento necessario per milioni di cittadini europei.

La relatrice e gli shadow hanno lavorato con competenza e con passione intorno a questo tema e ci hanno consegnato quello che a me pare un importante arricchimento della proposta iniziale della Commissione, che non aveva l'ambizione sufficiente.

Vorrei sottolineare il fatto che ha un ruolo decisivo, come già è stato detto peraltro, il contenuto sociale del mercato interno. I cittadini europei devono riconoscersi in queste strategie, devono considerarle come efficaci, perché migliorano la loro condizione di vita, la loro condizione di cittadini quando lavorano oppure semplicemente quando vivono nella loro comunità.

Allora dobbiamo sottolineare e poi rendere praticabili l'avanzamento dei loro diritti e delle loro condizioni materiali. Per questo motivo è molto importante, ad esempio, riconoscere che, a parità di lavoro, la paga sia la stessa. È un diritto fondamentale, è il riconoscimento di una condizione di uniformità, che non capisco per quale ragione debba essere messo in discussione.

Poi quei cittadini vanno garantiti come consumatori. I loro diritti fondamentali sono quelli della consapevolezza attraverso la conoscenza. Il made in a questo serve, a garantire alle imprese una concorrenza leale, non fatta di attività frammiste tra di loro, realizzate in luoghi lontani e spacciate per attività invece del territorio vicino, e a chi compra e a chi consuma è molto importante far sapere che cosa comprano e cosa consumano.

Infine, credo che proprio nel vantaggio dell'impresa e, contemporaneamente, di chi lavora, sia molto importante che in un'economia ci siano procedure decisive per la lealtà nei comportamenti fiscali, come quelle che vengono sollecitate. La trasparenza ha un valore in sé ed ha una ricaduta di grande efficacia sulle condizioni economiche generali.

  Vicky Ford (ECR). – Mr President, the single market makes it easier for businesses and consumers to trade across a marketplace of 500 million customers in 28 countries. It helps us to reduce costs and therefore increase choice. It is good to hear Members from across Europe support it. In the east of England that I represent, 50% of our exports go to customers in other parts of the single market; 300 000 jobs are directly linked to this trade, and it is 10% of our GDP. Of course there is always more we can do, especially to increase trade in services, to make the market fit for purpose in a digital age, to support innovators and to support businesses, small and large, and this report makes 100 specific recommendations. I am very pleased that in this report, Parliament will endorse the reforms negotiated by our national leaders in February to reduce red tape and set specific targets to reduce burden reductions in key sectors. Thank you also for supporting my suggestion for a more transparent and accessible appeals process on standardisations. There are a few issues I do not agree with but we can strip those out. In general this sets a clear direction of travel for improving and modernising our single market, and this will support jobs and growth, choice, and reduce costs.

  Vicky Ford (ECR), blue-card answer. – So the standardisation process works with industry, businesses small and large, to let them set common European standards to make it easier for them to trade together, and I believe businesses small and large, from the social economy as well as traditional players, should work together and make that case to the European Commission.   Λευτέρης Χριστοφόρου ( PPE). – Κύριε πρόεδρε, θεωρώ την έκθεση σχετικά με τη στρατηγική για την ενιαία αγορά μια πολύ σημαντική και ολοκληρωμένη έκθεση, που πιστεύω ότι θα αποτελέσει σταθμό για τα επόμενα χρόνια. Είναι μια, επαρκώς ολοκληρωμένη, ιδιαίτερα σημαντική έκθεση που έγινε από την αγαπητή συνάδελφο, την κυρία Comi στην οποία αξίζουν πραγματικά συγχαρητήρια για αυτήν την ολοκληρωμένη δουλειά σε ένα τόσο σημαντικό ζήτημα.

Είναι μια έκθεση που στοχεύει ουσιαστικά στην ανάπτυξη της οικονομίας, γεγονός που θα οδηγήσει στην ευημερία και των λαών της Ευρωπαϊκής Ένωσης. Αλλά, πολύ περισσότερο στοχεύει σε περισσότερες ευκαιρίες για τους πολίτες και για τις μικρομεσαίες επιχειρήσεις. Για εμάς από τη στιγμή που αυτή η έκθεση ουσιαστικά προσδίδει ιδιαίτερο νόημα και αξία τόσο στις μικρομεσαίες επιχειρήσεις όσο και στη στήριξη των καταναλωτών εκπληρώνει τους στόχους και την αποστολή της.

Ιδιαίτερα για τους καταναλωτές πρέπει να τονίσουμε ότι είναι αδιανόητο τα προϊόντα που κυκλοφορούν στην ενιαία αγορά να μην αναφέρουν τη γεωγραφική προέλευση. Ουσιαστικά αυτά τα προϊόντα να μην έχουν το γνωστό "Made In",την ταυτότητά τους. Δεν μπορεί να κυκλοφορούν προϊόντα και να καταναλώνονται και να διοχετεύονται ουσιαστικά στην αγορά χωρίς να υπάρχει ο τόπος προέλευσής τους, η γεωγραφική ένδειξη.

Άλλωστε, αυτό αποτελεί βασικό δικαίωμα των καταναλωτών. Αν πραγματικά στην πράξη, σεβόμεθα τους καταναλωτές, οφείλουμε να τους στηρίξουμε έμπρακτα. Και έμπρακτη στήριξη σημαίνει να καταγράφεται η γεωγραφική προέλευση, να καταγράφονται τα στοιχεία εκείνα που απαιτούνται για τους καταναλωτές προκειμένου να είναι πλήρως ενήμεροι.

Και έναν τελευταίο, κύριε πρόεδρε, θα ήθελα να πω ότι όσον αφορά τη γεωγραφική προέλευση εμείς ως Κύπρος το έχουμε υποστεί, γιατί στα κατεχόμενα παράγονται προϊόντα χωρίς ταυτότητα, χωρίς διαδικασίες, χωρίς ουσιαστικά τις πρόνοιες της Ευρωπαϊκής Ένωσης και χωρίς την ένδειξη της γεωγραφικής προέλευσης. Υπάρχει παραπλάνηση. Με αυτή την έκθεση χτυπούμε την παραπλάνηση και την παραποίηση, στηρίζοντας τη σήμανση και την εγγραφή της γεωγραφικής προέλευσης των προϊόντων

  Nicola Danti (S&D). – Signor Presidente, onorevoli colleghi, Commissario, la comunicazione della Commissione e la relazione di cui discutiamo oggi tracciano una strategia di lungo periodo, riaffermando la vocazione dell'Europa quale continente in grado di offrire a sé stesso e al mondo un modello di sviluppo efficiente, sostenibile e socialmente evoluto.

La valorizzazione delle produzioni di qualità e il loro stretto collegamento con i territori rappresentano uno dei pilastri del nostro modello economico e sociale, che l'Europa deve tutelare, pena l'irrilevanza nel mercato globale. Il sistema di protezione delle indicazioni geografiche, attualmente in vigore per i prodotti agricoli, che ha tutelato efficacemente le qualità europee deve essere esteso anche ai beni non agricoli. Commissario, ci auguriamo che la Commissione non indugi ulteriormente nel presentare una proposta legislativa che risponda alla volontà politica che questo Parlamento ha già manifestato a larghissima maggioranza solo pochi mesi fa.

In secondo luogo, la tutela delle proprie produzioni di qualità passa attraverso il riconoscimento dell'obbligatorietà dell'indicazione dell'origine dei prodotti, il cosiddetto made in, norma peraltro già adottata da molti nostri partner commerciali.

Credo che la ricerca di un nobile compromesso che permetta di introdurre, almeno in alcuni settori chiave, un principio che finalmente garantisca sia i consumatori che il nostro sistema produttivo sia un atto di responsabilità necessario da parte del Consiglio e che la Commissione deve efficacemente facilitare.

Signor Presidente, io vorrei fare anche una riflessione conclusiva. La grande conquista del mercato comune e il suo necessario rafforzamento rischiano tuttavia di infrangersi contro il muro degli egoismi nazionali, in assenza di una visione strategica. Un mercato unico, senza un'anima politica, resterà una mera costruzione burocratica, capace solo di alimentare l'antieuropeismo delle opinioni pubbliche europee.

  Elisabetta Gardini (PPE). – Signor Presidente, onorevoli colleghi, vorrei iniziare ringraziando e riconoscendo il grande lavoro svolto dalla relatrice Lara Comi, perché con il suo lavoro ha migliorato sicuramente la strategia del mercato unico e ha aggiunto un nuovo capitolo importante e determinante su quella che è una battaglia della delegazione italiana, ma non solo, da sempre, da quando esiste il Parlamento europeo potrei dire, perché, avendo messo l'emendamento 82 sull'indicazione di origine obbligatoria noi ci troviamo oggi a poter dare di nuovo, come Parlamento, dopo averlo già votato il 15 aprile 2014 all'interno del pacchetto sulla sicurezza dei prodotti e sorveglianza, un messaggio chiaro alla Commissione e al Commissario qui presente: sblocchi, faccia tutti gli sforzi per sbloccare quel negoziato bloccato in Consiglio perché è quello che si aspettano i consumatori.

Garantire il consumatore è un passaggio chiave per ridare slancio alla nostra economia, con benefici per tutti, per le imprese, ma soprattutto per tutti i cittadini europei.

  Olga Sehnalová (S&D). – Strategií pro vnitřní trh zboží a služeb se Komise otevřeně zavázala bojovat proti diskriminaci spotřebitelů na vnitřním trhu.

Nejen spotřebitelská centra od spotřebitelů často dostávají stížnosti týkající se neodůvodněných rozdílů v zacházení na základě státní příslušnosti nebo bydliště. Jakákoli forma diskriminace spotřebitelů na základě jejich národnosti nebo země pobytu je pro mě absolutně nepřípustná a proti samotné myšlence vnitřního trhu.

Velmi proto vítám, že usnesení stávající formy diskriminace rázně odmítá, a to jak v elektronickém prostředí, tak mimo něj. Rostoucí význam digitální agendy nemůže vést k tomu, že se přestaneme soustředit na dodržování a účinné vymáhání pravidel ve světě offline. Usnesení také, na rozdíl od Komise, neomezuje formy diskriminace na rozdílné ceny, prodejní podmínky, nebo možnosti doručení.

Vyzývám proto Komisi, pokud svůj závazek boje proti diskriminaci myslí opravdu vážně, aby respektovala požadavek této sněmovny a provedla důkladné prošetření možných rozdílů kvality výrobků stejné značky a stejného balení distribuovaných v rámci jednotného trhu, což je dalším z konkrétních příkladů diskriminace spotřebitelů.

  Pilar Ayuso (PPE). – Señor Presidente, felicito a la señora Comi por su informe y apoyo muy especialmente los apartados 82 y 53. Sería muy conveniente indicar el origen, el «made in», para productos que tienen que competir con imitaciones y falsificaciones que confunden al consumidor. Pero, desde luego, es totalmente necesario un sistema europeo de indicaciones geográficas para proteger los productos artesanales e industriales no agrícolas, porque los mecanismos de protección de los países varían mucho de un Estado a otro. Solo a título de ejemplo, en mi país tenemos la cuchillería de Albacete, la piel de Ubrique o de Ventas con Peña Aguilera o los encajes de Almagro, que sufren muy especialmente este problema.

Estas pequeñas y medianas empresas basadas en métodos de producción tradicionales y que suponen un valor añadido a la producción local tienen que luchar constantemente contra productos de imitación y falsificaciones, sin disponer de mecanismos adecuados para protegerse. Por ello, invito a la Comisión a presentar una propuesta legislativa que solucione este problema.

  Evelyn Regner (S&D). – Herr Präsident! Für mich das Wichtigste zuerst: Gleicher Lohn für gleiche Arbeit am gleichen Ort ist ein Grundprinzip auch des europäischen Binnenmarktes. Der Binnenmarkt ist eines der Kernstücke der europäischen Integration. Er beruht auf den bekannten vier Freiheiten, die es zu respektieren, aber auch durchzusetzen gilt. Und deshalb wiederhole ich es nochmal: gleicher Lohn für gleiche Arbeit am gleichen Ort – das gehört in diesen Bericht.

Im Zeitalter der immer weiter fortschreitenden Globalisierung und Digitalisierung entstehen durch den europaweiten Handel mit Gütern und Dienstleistungen viele neue und innovative Geschäftsmodelle und Chancen. Wir müssen den gemeinsamen Binnenmarkt strategisch so gestalten, dass die Chancen, die der gemeinsame Markt bringt, möglichst effizient und zum Wohle der gesamten Gesellschaft genutzt werden können. Der Binnenmarkt muss daher fair und gerecht gestaltet werden. Dazu gehört auch, dass in unserer sozialen Marktwirtschaft –wie wir es uns ja im EU-Vertrag selbst auferlegen– auch die Dienstleistungen im allgemeinen wirtschaftlichen Interesse ausreichend respektiert werden.

Schließlich möchte ich einen Aspekt des Berichts Comi noch besonders hervorheben, das ist das Thema Steuern. Auch die Steuern, die aggressive Steuerplanung, die Steuerumgehung, die Steuerpraktiken sind eindeutig ein Thema für uns und hier im Binnenmarkt-Bericht zu behandeln.

  Marc Tarabella (S&D). – Monsieur le Président, Madame la Commissaire, nous, socialistes et démocrates, pouvons être fiers des améliorations substantielles que notre groupe a apportées au rapport de Mme Comi, afin d'insuffler un nouvel élan social à ce texte, qui, à la base, résumait très bien la proposition de la Commission. Il était en effet nécessaire de continuer à garantir un niveau élevé de protection du consommateur, l'égalité de traitement et la création d'emplois durables.

Au-delà de ces aspects, je tiens à épingler certaines priorités qui me sont chères, et qui sont chères à notre groupe, dans la stratégie pour le marché unique, à savoir une protection égale pour le consommateur faisant des achats en ligne ou hors ligne, la définition du concept d'entreprise d'économie sociale, mais aussi une proposition législative relative à la protection des indications géographiques pour les produits non agricoles et, enfin, la promotion de l'artisanat. Quant au passeport de services, nous devons être vigilants, car il risque d'être un outil de concurrence déloyale en favorisant le dumping social au sein de l'Union européenne.

Voulez-vous, dans ce cadre-là, être les fossoyeurs d'une Europe déjà malade de la concurrence déloyale au sein du marché intérieur?

  Maria Lidia Senra Rodríguez (GUE/NGL). – Señor Presidente, si con la estrategia de mercado único se pretende crear empleo y riqueza en todos los pueblos de la Unión Europea —como se ha dicho—, hay que actuar para revertir el impacto negativo que el mercado único ha tenido, hasta el momento, en los pueblos que constituimos la periferia económica de la Unión, donde nuestras empresas ya son casi inexistentes, nuestras marcas han sido absorbidas y nuestras producciones totalmente deslocalizadas. Creo que no es cierto lo que se dice aquí, que nos permite elegir.

Ahora que ya tienen los mercados, nos aplican la austeridad. Por eso, me parece fundamental que, antes de aplicar o de aprobar una nueva estrategia, se garanticen políticas que prioricen la relocalización de las empresas y de la producción, que prioricen la presencia de los productos locales en los mercados locales y de proximidad. Hacer lo contrario es seguir empobreciendo a la periferia, a los pueblos de la periferia de la Unión Europea.

  Ruža Tomašić (ECR). – Gospodine predsjedniče, izvješće ide u dobrom smjeru jer prepoznaje važnost malih i srednjih poduzeća za europsku ekonomiju i ističe najveće prepreke na koje ona nailaze na jedinstvenom tržištu. Platforma REFIT i niz drugih programa konačno su se uhvatili u koštac s administrativnim opterećenjem koje guši poslovanje svima, a posebice manjim igračima na tržištu, pa ih svakako vrijedi poduprijeti i dodatno osnažiti.

Pojednostavljenje pravila i procedura, smanjenje troškova u proizvodnji i trgovini te lakši pristup javnoj nabavi u cijeloj Europskoj uniji mogu samo podržati. No, ne mogu se složiti s pozivom Komisiji da se bori protiv porezne neusklađenosti u Uniji, jer smatram kako je harmonizacija poreznih stopa apsolutno štetna za siromašnije države članice.

One, naime, ne mogu ni na koji način konkurirati razvijenijim državama s kvalitetnom infrastrukturom i većom pravnom sigurnošću za ulagače i poduzetnike osim nižim poreznim stopama, pa bismo ih na ovaj način osudili na trajno zaostajanje.

  Ivan Jakovčić (ALDE). – Gospodine predsjedniče, želim jasno podržati ovo izvješće o strategiji jedinstvenog tržišta i želim istaknuti pet elemenata ovoga izvješća. Prvo je jačanje uloga srednjih i malih poduzeća i njihovog prava pristupa na informacije, na financije i na fondove. Drugo što želim podržati je usklađivanje poreza, jer mislim da je to vrlo važno za funkcioniranje jedinstvenoga tržišta.

Treće što želim podržati je jedinstveno digitalno tržište o kojemu smo jučer više razgovarali, a jedinstveno digitalno tržište je velika pretpostavka kako bi upravo digitalna ekonomija napokon ugledala pravo svjetlo dana i bila konkurentna na europskome tlu. Četvrto je naravno jačanje prekograničnih usluga i peto, možda čak i najvažnije u ovom izvješću, ja podržavam logiku Made in, jer vjerujem da su kvaliteta i pravo potrošača na zemlju porijekla i proizvod koji je kvalitetno proizveden i da se zna gdje je proizveden, iznimno bitni za budućnost europskoga gospodarstva.

  Marijana Petir (PPE). – Gospodine predsjedniče, zalažem se za uvođenje oznake Made in jer smatram da je važno uspostaviti jedinstveni europski sustav za zaštitu oznaka zemljopisnog podrijetla za nepoljoprivredne proizvode u Uniji, na što je Parlament već pozivao. Time bi se stalo na kraj neprimjerenoj i izuzetno neujednačenoj situaciji u Europi te bi se za građane, potrošače, proizvođače i cijelo europsko gospodarsko i socijalno okruženje ostvarili brojni i raznoliki pozitivni učinci.

Takvim instrumentom bi se jasno istaknula dodana vrijednost brojnih lokalnih i tradicijskih proizvoda, uz očite koristi za proizvođače, područja s kojih proizvodi dolaze i osviještenost potrošača. Navođenje odgovarajućih informacija na proizvodima za maloprodaju, onim ručnim i onim industrijskim, posebno navođenje zemlje podrijetla, ključno je za zaštitu potrošača i jačanje borbe protiv krivotvorenja.

Jer važno je potrošačima znati da je doista Lepoglavska čipka proizvedena u Lepoglavi, Petrinjska stucka u Petrinji, Slavonski zlatovez u Slavoniji, a ne negdje drugdje u svijetu. Oznakom Made in štitimo naše tradicijske obrte i zlatne ruke naših ljudi.

  Νότης Μαριάς ( ECR). – Κύριε Πρόεδρε, οι στόχοι της ενιαίας αγοράς υποτίθεται ότι είναι η τόνωση της ανταγωνιστικότητας, η δημιουργία νέων θέσεων εργασίας και η ενίσχυση των μικρομεσαίων επιχειρήσεων. Ωστόσο, στην περίοδο της χρηματοοικονομικής κρίσης που διανύουμε η ενιαία αγορά κάθε άλλο παρά πλησιάζει αυτούς τους στόχους.

Η ενιαία αγορά αποδείχθηκε ότι ενίσχυσε κατά πολύ τις μεγάλες επιχειρήσεις και τις βιομηχανίες του Βορρά, σε βάρος των μικρομεσαίων επιχειρήσεων του Νότου, αύξησε την ανεργία με το κλείσιμο χιλιάδων μικρομεσαίων επιχειρήσεων και διένειμε άνισα τα παραχθέντα οικονομικά αποτελέσματα.

Αυτό ισχύει ιδιαίτερα για τη φτωχοποιημένη από το μνημόνιο Ελλάδα, όπου έκλεισαν πάνω από 250.000 μικρομεσαίες επιχειρήσεις. Επομένως, είναι αναγκαία η άμεση βελτίωση της στρατηγικής της ενιαίας αγοράς προκειμένου να ενισχυθούν η απασχόληση και οι μικρομεσαίες επιχειρήσεις του Νότου, καθώς επίσης να δημιουργηθεί ένα κοινωνικό δίχτυ προστασίας όσων πλήττονται από τη λειτουργία της ίδιας της ενιαίας αγοράς.

  Maria Grapini (S&D). – Domnule președinte, stimată doamnă comisar, strategia privind piața unică digitală este o necesitate. Vreau să felicit raportorii pentru amendamentele făcute și să subliniez că, așa cum și eu am prezentat în amendamente, este necesar, urgent, să eliminăm barierele nejustificate din piața unică. Avem nevoie de rezultate concrete și rapide în competitivitate, cercetare, inovare, crearea de locuri de muncă și pentru aceasta trebuie, doamnă comisar, să propuneți măsuri de sprijin pentru IMM-uri, pentru cei care își asumă să creeze locuri de muncă. Trebuie să regândim filozofia fiscală și regimul TVA în piața internă . Vreau să subliniez nevoia de a adopta made in și a extinde la produsele non agricole indicația geografică. Piața unică digitală poate funcționa doar dacă avem programe de formare profesională, vocațională și dacă ajung până în cele mai sărace zone și cele mai îndepărtate și izolate zone aceste mesaje ale noastre, dar și posibilitatea de a se conecta și online, și offline. Doamnă comisar, cred că este nevoie de a susține problema întreprinderilor mici și mijlocii și din punct de vedere al accesului la capital, a accesului la finanțare și, așa cum spuneam, de o nouă politică fiscală. Trebuie să susținem artizanatul și meșteșugurile pentru că acestea pot să genereze locuri de muncă.

  Elżbieta Bieńkowska, Member of the Commission. – Mr President, honourable Members, I know that given the time I can only give you a few remarks most important for me.

The first one is that we have just started the implementation phase of the single market strategy. We started yesterday with the e-commerce package with geo-blocking and anti-geographical discrimination measures put together, so as you ask, in a very coordinated way. Next week we will have communicational collaborative economy and on joint initiatives on standardisation – very important for our industry – and of course the next in line are geographical indicators for non-agricultural products, IPR, insolvency law that was mentioned by a few of you, start-ups initiative.

I am very much sure about it – I believe in this – the single market is really a clear answer to many European problems, also social problems. It is not a barrier, not a threat; it is an opportunity, and it will be especially beneficial because, while preparing our single market strategy, we wanted to look at the situation with small companies’ license, with scale-ups, start-ups, they are the most important for us.

So thank you very much for your support in this, as I have heard. I want to again congratulate Lara Comi for the report – a very good one – and I am looking forward for your help, your support and our cooperation.

  Lara Comi, relatrice. – Signor Presidente, onorevoli colleghi, ringrazio tutti per gli interventi costruttivi e vorrei fare solo due precisazioni.

La prima, in merito al caso dei balneari e degli ambulanti. Innanzitutto, è un caso che seguo da sette anni e quindi non è uno spot elettorale arrivato sempre in vista delle elezioni, è un problema prevalentemente italiano, perché la Bolkestein è stata accettata e recepita in Italia, quindi sarà il governo italiano, e ringrazio il Commissario, che è in attesa della proposta di legge, per la sua disponibilità. Quindi qui l'Europa non c'entra.

Secondo, io vorrei lanciare solo un messaggio. Invece di dare sempre la colpa agli altri, forse è meglio guardarsi in casa propria, perché per vincere le battaglie bisogna esserci ai negoziati, alle riunioni e ai voti e non siamo in un regime, soprattutto quando si presentano degli emendamenti last minute a pochi giorni dal voto, chi stesso li presenta sa bene che non avranno un risultato, perché non sono concordati né con il relatore né, soprattutto, con i gruppi.

Vedete, io penso che, e concludo con una frase, "l'amore vince sempre sull'odio e sull'invidia" e forse qualcuno deve avere meno invidia e meno odio.

  Andrea Bocskor (PPE), írásban. – Az Európai Unió belső piacáról szóló új stratégiáját nagyon fontos jelentésnek tartom, úgy vélem ugyanis, hogy az ebben megfogalmazott javaslatok segítségével megvalósítható az egységes piacban rejlő potenciál kiteljesítése, s azok jó kiindulópontként szolgálhatnak, hogy Európa sikereket érjen el a globális gazdasági színtéren. A mai ambiciózus és gyakorlatias stratégiával az eredményekre koncentrálunk. A következő lépés, hogy az uniós intézmények a tagállamokkal együttműködésben igyekezzenek a lehető leggyorsabban meg is valósítani ezeket a konkrét intézkedéseket. Meglátásom szerint mindent meg kell tenni annak érdekében, hogy azoknak a fogyasztóknak, akik egy másik tagállamban szeretnének szolgáltatást vagy termékeket venni, történjen a vásárlás online vagy személyesen, ne kelljen különböző árakkal, változó eladási feltételekkel, eltérő kiszállítási módokkal szembesülniük, hacsak ezt nem lehet objektív és ellenőrizhető érvekkel alátámasztani.

Az Európai Bizottsághoz és az Európai Fogyasztói Központhoz gyakran érkeznek olyan panaszok, melyek szerint a vásárlók állampolgárság vagy lakóhely alapján jogtalanul részesültek eltérő bánásmódban. Ezt a gyakorlatot a jövőben meg kell szüntetni. Tovább kell folytatni a beruházásokat korlátozó intézkedések csökkentését, és új lehetőségeket kell teremteni a fogyasztók, a szakemberek és a vállalatok számára. Az egységes piacnak mindig lépést kell tartania a változásokkal, tehát bátorítania kell és be kell fogadnia az innovatív új üzleti modelleket.

  Birgit Collin-Langen (PPE), schriftlich. – Ich unterstütze den Initiativbericht zur Binnenmarktstrategie; er ist ein wichtiger Schritt, um den europäischen Binnenmarkt zu vollenden und damit Europa auch in Zukunft wettbewerbsfähig zu machen. Auf der Grundlage der von der Europäischen Kommission im Oktober 2015 veröffentlichten Strategie für den Binnenmarkt ist es uns gelungen, weitere wichtige Akzente zu setzen. Ziel unserer Arbeit war es, den Binnenmarkt innovativer und moderner zu gestalten. Wichtige Ansätze sind, dass wir eine Erleichterung des Zugangs zu EU-Mitteln für KMU fordern. Des Weiteren fordern wir, dass es Erleichterungen im Zugang zu Patenten für KMU, Mikrounternehmen und Start-ups geben muss. Diese oft sehr innovativen Unternehmen müssen die Möglichkeit haben, ihre Ideen und Entwicklungen zu schützen. Ebenso behandelt der Initiativbericht intensiv das Thema der Sharing-Economy. Es ist wichtig, dass wir in diesem Bereich gleiche Regeln für gleiche Dienstleistung etablieren.

  Enrico Gasbarra (S&D), per iscritto. – Dal rilancio del mercato interno possono venire opportunità e risorse di grande beneficio per l'Europa: il cuore pulsante del progetto comunitario è infatti la capacità produttiva e di competitività costruita in tutti questi anni grazie all'integrazione del mercato comune. Per un Paese come l'Italia, che ha nel manifatturiero di qualità e nelle piccole e medie imprese un valore di eccellenza, il consolidamento della rete del mercato interno è certamente una proprietà strategica, mi compiaccio pertanto del messaggio forte e autorevole che questa aula invia alla Commissione europea con la relazione sulla strategia del mercato comune. L'Europa è uno spazio di cittadinanza che si integra ad una delle più vaste aree al mondo per peso commerciale: il connubio tra alta qualità della produzione e modernizzazione del mercato è la chiave per garantire la competitività europea. Sottolineo pertanto l'importante pronunciamento a favore del principio del Made in contenuto in questa relazione, un principio che quest'aula ha ribadito in più occasioni riuscendo ad orientare le nuove strategie della Commissione europea.

  Ádám Kósa (PPE), írásban. – A Munkaügyi- és Szociális Bizottság tagjaként üdvözlöm, hogy az egységes piacra vonatkozó stratégia támogatja a megkülönböztetés-mentességgel kapcsolatos uniós joghézagok megszüntetését, különös tekintettel a fogyatékossággal élő személyekre. Szeretném kiemelni, hogy a foglalkoztatás és a munkavégzés során alkalmazott egyenlő bánásmód általános kereteinek létrehozásáról szóló 2000/78/EK irányelvet késedelem nélkül végre kell hajtani. Aggodalomra ad okot, hogy az uniós lakosság 40–47%-ának elégtelenek a digitális készségei, pedig a digitális készségekkel rendelkező munkavállalók iránti kereslet évente 4%-kal nő. Véleményem szerint ösztönözni kell a képzéseket és az oktatást az információs és kommunikációs technológiák, illetve a természettudományok, a technológia, a műszaki tudományok és a matematika területén annak érdekében, hogy mind a jelenlegi, mind a jövőbeli munkavállalók rendelkezzenek a vonatkozó digitális készségekkel. Hangsúlyozom, hogy befogadó oktatásra van szükség, amelyben a fogyatékossággal élő személyek is részt vehetnek, mert ez segíti a fogyatékossággal élő emberek munkahelyi- és társadalmi integrációját is. Álláspontom szerint az oktatásra fordított állami kiadásoknak kulcs szerepe van az EU középtávú versenyképességének és munkaerejének megőrzésében ezért ösztönözni kell a tagállamokat a digitális oktatásba és készségekbe való beruházásra.

  Claude Rolin (PPE), par écrit. – Mesdames, messieurs, chers collègues, je vous invite à voter en faveur de ce rapport car il avance des éléments importants notamment pour les consommateurs et travailleurs européens. Tout d'abord, la mise en place au niveau européen d'un système obligatoire de communication d'informations essentielles sur les produits faits main et industriels.

Ce système constituerait une véritable plus-value pour les consommateurs et j'espère que la Commission européenne entendra notre appel. Enfin, le principe de l'égalité des rémunérations pour un travail égal au même endroit comme un outil important pour lutter contre les distorsions du marché. Les citoyens et travailleurs européens attendent de l'Europe qu'elle combatte plus efficacement le dumping social, et le respect de ce principe dans le cadre du détachement des travailleurs constituerait un premier pas en avant.

Compte tenu de tous ces éléments, il me semblait important que le Parlement européen apporte son soutien à ce texte. J'espère également que la Commission saura se montrer ambitieuse sur ces deux sujets. Je vous remercie pour votre attention.

  Theodor Dumitru Stolojan (PPE), în scris. – Piața unică reprezintă coloana vertebrală a integrării economice europene. De aceea, strategia pentru dezvoltarea pieței unice este binevenită. Efortul trebuie să fie concentrat pe două priorități: eliminarea oricăror bariere în circulația liberă a produselor, serviciilor, capitalului și a forței de muncă; stoparea corupției și a practicilor abuzive de transferare a profiturilor dintr-o țară în alta, în condițiile în care comerțul cu intangibile este în creștere. Trebuie să recunoaștem că piața unică este încă fragmentată pentru produse și servicii esențiale cum sunt energia electrică și gazele naturale, pentru care investițiile în conectările necesare se lasă așteptate. De asemenea, Uniunea Europeană adoptă încă multe reglementări care scad competitivitatea companiilor europene, îndeosebi a celor mici și mijlocii. Oprirea transferului abuziv de profituri dintr-o țară în alta trebuie făcută cât mai rapid, pentru a nu fi distrusă, în continuare, încrederea cetățenilor în statul de drept și în autoritățile de stat.

  Patricija Šulin (PPE), pisno. – Potrebujemo dokončno vzpostavitev enotnega trga, ki bo predstavljal steber povezovanja EU in gonilo za trajnostno rast in delovna mesta. Kljub razvoju v zadnjih letih, imamo še veliko rezerv, predvsem pri odpravi neupravičenih fizičnih, pravnih in tehničnih ovir. Strinjam se s poročilom, ki podpira splošne cilje strategije Komisije za enotni trg za blago in storitev ter ukrepe na ključnih področjih, s katerimi bomo izkoristili ves potencial enotnega trga v korist potrošnikov in podjetij, zlasti zagonskih. S tem bomo povečali število trajnostnih delovnih mest ter krepili mala in srednja podjetja.
