  Arnaud Danjean (PPE). – Monsieur le Président, j'aimerais que l'on porte quand même au procès-verbal le fait que nous sommes réunis ici à l'occasion d'une session plénière et que la priorité doit donc être donnée aux débats en plénière. Cela ne s'adresse pas tant, d'ailleurs, à Mme Mogherini qu'à nos collègues du bureau élargi de la commission AFET. Je ne vois pas en quoi le temps, déjà limité, des débats de plénière devrait être pris sur du temps de commission ou, en tout cas, amputé par des temps de commission, durant lesquels certains collègues vont soulever, dans un cénacle limité, des questions qu'ils pourraient soumettre ici, en plénière, au vu et au su de tout le monde. Je trouve cela quand même extrêmement regrettable, et je souhaiterais que cela soit consigné.

  Federica Mogherini, Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, I apologise for the delay but as you know – because you were also there for part of the meeting – I was at the Committee on Foreign Affairs (AFET) briefing for the pre-Foreign Affairs Council meeting.

First of all let me say that this is the first opportunity we have had to discuss the global strategy that I presented to the European Council last week after the Council saw and welcomed the strategy itself. The fact that this Hemicycle is the first occasion to discuss the follow-up to the strategy and its presentation is, for me, more than something symbolic, because you have accompanied me and all of us in this collective work since the beginning.

I would like to thank Parliament and in particular Ms Kalniete for her report and for the several exchanges we have had along the way. I really appreciated the role that Parliament played, as well as, let me say too, the role that national parliaments played all along the way, and I count very much on this to continue as we enter into the most delicate phase, which is the follow-up and implementation of the strategy because no strategy makes sense if it stays on paper, it has to translate into action.

I would like to add another thing. As you might imagine, the fact that I decided to present the strategy to the European Council, even after the results of the UK referendum, was not in any way a decision that was taken for granted.

I did it after deep reflection precisely because I am convinced that at this time, we need to focus on what the European Union needs to do for its citizens, and acting together at world level, on the global scale, is one of the key action elements for the European Union and it is clearly an element where either we act together as Europeans, or none of our Member States has the size, the power, the tools, to act effectively as a global player. So I thought it was exactly the right moment to point to the need to come together and work together on the global scene, as Europeans, if we want to respond to the security challenges, but also to the economic opportunities that the world offers us.

I guess that by now you will have seen the global strategy, the final result of our work, and you might have noticed that the world is described as fragile; if you look at the news every single day it is quite clear that this is the situation we are living in today. It is very different from the world’s state in 2003 when the previous strategy was released.

Let me start with a small reference to something big that has happened in the past few days, the terrorist attack in Dhaka in Bangladesh, and if you think of it, Bangladesh has long been considered a stable country, a country safe for EU citizens, an unlikely target for terror and yet today we mourn the victims of last week’s attack, among them nine citizens from Italy, which means nine citizens of our European Union.

And on the very same days, Istanbul and Baghdad were also hit. We are getting used to numbers as if these were not people with lives and families, people with dreams and hopes, and a normal life, whether at work or ‘iftar’, just people living their lives, that is being attacked at its very essence. And it is to tackle this aspect of focusing on people’s lives and the everyday life of our citizens and those that are not our citizens that this strategy is being conceived. We believe that our citizens and the citizens of the entire world need a more united Europe and a stronger European Union if we want to make their lives better and safer.

As I said, I decided to present a strategy even if it was coming in turbulent and sad days. I decided to go on with the presentation because, yes, the result of the British vote is going to change many things – for the UK, first of all, for the UK’s citizens, and also for the European Union – but the European project does not stop here.

I know you discussed this earlier this morning but just two days ago I was with our friends in the Western Balkans – we were together in Paris for a summit with the Prime Ministers of the region – and as we face inside the European Union waves of Euro-scepticism or a negative attitude towards the European Union, in the Western Balkans our friends have to manage the expectations of Euro-enthusiasm.

I think it is extremely healthy for us to see what the European Union is about, seen from the outside, and realise what is at stake, what we risk losing, and why we need still today, and even more today, to come together and act together as Europeans. So our Union goes on and cannot afford uncertainty. We need for sure to rethink the way in which the European Union works, but we need first of all to work on the priorities of our citizens.

This strategy shows the way forward on security, foreign policy and defence. After months of consultations with all the European Union institutions, including this Parliament, with all the Member States, with so many citizens in the Union, we have agreed on a shared vision for our foreign policy and on the common actions to turn the vision into reality.

We have discussed this strategy many times in this Hemicycle, with the Conference of Presidents, with the committees. Thank you again for the excellent report by Sandra Kalniete. I do not need to go through the individual points of the document. Some have told me it is a very long strategy. It is indeed because it contains a lot of very detailed and also some framework things, but also very concrete things that we need to do and yes, it is long because there is a lot of work to do, but I would like to focus on a few central points.

First of all, the strategy builds using our Union’s potential which is huge. Each of our countries alone has very little leverage when we negotiate with powers the size of a continent like China or the US, but as a Union of almost half a billion people, we talk to China and the US as peers and this is something that no Member State alone will ever manage to do. And yet this is something that we do not even realise. We still think as national states and this is what needs to be changed. This is what we need to change if we want to be a relevant and effective player in the world.

Let me echo here words that some of you said in the Hemicycle in Brussels last week that I found to be extremely wise. There is no contradiction between our local, our national and our European identities. It is not a matter of philosophy here, it is a matter of putting together the instruments we have and realising that there are some instruments that are only effective if we use them at the European common level. So the great challenge is to make full use of all our tools in a common and coherent way and to make sure that they all serve our shared European interests. Because, yes, there is a common European interest that can only be served through common means.

The strategy focuses on how to maximise the impact of some tools that we already use, starting with development cooperation. Our Union, as you know very well, is already the biggest aid donor worldwide, investing more than the rest of the world combined in development cooperation. But we can make our aid much more effective if we work more on joint programming, for instance, and if we develop further partnerships between the European Union institutions, Member States, the international financial institutions and the private sector, and if we deepen our partnership and cooperation with our friends in the rest of the world.

We are also starting to explore new fields of common action, such as energy, diplomacy, cultural diplomacy and economic diplomacy, but the strategy also states very clearly that what we are so good at, soft power, is not enough in these times.

Obviously, nobody calls into question the fact that soft power is and will remain the centre of our external action, also because we are the best in the world at soft power. But our Union has already evolved into something much more than a civilian power alone, and the same concept of human security is something that requires not only a military or security – in a traditional sense – approach, but the whole range of tools we can use. So we have to overcome the debate about whether Europeans come from Venus or Mars. We have to join the instruments we have because the limits between security and the rest is becoming thinner and thinner and we see it in our everyday lives, including inside our European Union.

So the strategy also focuses on our security, defence and military instruments. Our missions and operations contribute to global peace and security already today, and this is something that the international community fully recognises. You might have seen that the UN Security Council passed another resolution very recently, the second one, endorsing Operation Sophia in a very clear way with unanimous support. So the world recognises the military assets and the security and defence capabilities and capacity of the European Union. Sometimes from the inside we have some difficulties looking at it in a clear way and we have to overcome that.

From our region to the broader world, from Colombia to the Philippines, our partners are working already now with the European Union as a global security provider, and we are putting our partnerships at the core of our foreign and security policy. An anecdote that brings a lot of symbolism: the first person with whom I shared physically the strategy after having presented it to the European Council was my friend Jens Stoltenberg, the NATO Secretary-General, ahead of the NATO summit in Warsaw the day after tomorrow, as we are also strengthening our cooperation with NATO, as will be discussed at the summit itself.

We are stronger when we can cooperate with strong partners, including strong regional organisations. This is another key concept of the strategy. This implies concrete follow-up, meaning that we will need to work more and more, and in a coordinated way, to reinforce our partners, starting with existing organisations such as the African Union, CELAC, the Arab League and ASEAN, and also to explore new formats and also different geometries of that. We saw with the Iranian deal last year that every single situation requires different formats for cooperation worldwide, but all of them require some partnerships and some multilateralism formats in one way or another.

We are stronger when the UN system is strong and we know very well that the way of making the UN system strong is not only to preserve its values and its centralities, but also to reform it, so the strategy refers to the need and the will to work on the reform of the United Nations, including the Security Council, so that they can truly meet the challenges of this 21st century. And we are working more and more to coordinate the European voices within the United Nations in the best possible way. I think this is going to be an interesting field of action in the years ahead.

At the same time, strong partnerships will be coupled with a higher degree of strategic autonomy for our Union. A more credible European defence is essential also for the sake of healthy relationships with our friends, starting with the United States, and yet a more credible European defence would serve first and foremost not our partners, but our citizens and their security. Our citizens’ interest calls for stronger cooperation on all security issues from intelligence and anti-terrorism, making the link between internal and external work, to research and development in the fields of defence and security.

The strategy does not aim to change the Treaties, but to finally apply them in full. The battle groups were already foreseen by the Lisbon Treaty but too many obstacles have prevented their development. Defence cooperation must become the norm, and not the exception, to make our investments more effective, our industry more competitive, and our citizens more secure. The strategy clearly indicates how to perceive these objectives in the years ahead, hopefully in the months ahead, but this will depend very much on the political will to follow up coherently what we have agreed in the strategy.

All these commitments will have to be put into practice. The next phase, the implementation of the strategy, will be essential and crucial. The strategy explicitly foresees a revision of the existing strategies – sectoral strategies we already have – and it also plans to devise and implement new, thematic or geographic strategies in line with the priorities that it indicates. So such work must begin now with clear procedures and timeframes agreed by all relevant players and I will discuss this with the Foreign Ministers already in 10 days’ time at the Foreign Affairs Council.

The European Union global strategy itself will require a periodic review, to be carried out in consultation with the Council, the Commission and this Parliament on a yearly basis. It will reflect on the state of play of the strategy, pointing out whether and where further implementation must be sought. This will be a political decision and I will be interested obviously to hear Parliament’s views on what part of the strategy needs to be prioritised in time.

This strategy is about how to make our foreign and security policy more effective and, at the end of the day, deliver to our citizens and their needs. It will need the full support of this Parliament to translate this shared vision into common action. I count very much, as always, not only on your support – I know the strategy and its implementation have that – but also on your ideas and on your contribution to this strategy because there is one thing that has been clear to me all along the way – and once again, I would like to thank Sandra and Parliament for the work done in this direction – this is not just a strategy for the Member States; this is just not a strategy for the Council; this is not just a strategy for the Commission; this is not just a strategy for Parliament. This is a strategy for the European Union and this is the first step. The strategy begins at home, and the strategy begins by realising that the European Union is our common house and we have a common responsibility to make it work.

  Sandra Kalniete, on behalf of the PPE Group. – Mr President, I would like to praise the work you and your team have put into the drafting of the strategy. I regret that, due to very unfortunate circumstances, the strategy was not discussed properly at the European Council and was just welcomed but not endorsed.

Vice-President of the Commission/ High Representative Mogherini has done a good job in taking on board recommendations of various stakeholders, including those made by this House. I fully agree that the highest priority for security and defence in this strategy is security. Short of an ambition to create a true European Defence Union, the strategy points in the right direction of cooperation to increase defence capabilities, with the expectation that the White Paper on defence will bring us closer to adequately funded – and I underline ‘funded’ – integrated European defence. I support the shift to principled pragmatism in foreign affairs that this strategy implies. It does not mean abandoning our values, but rather setting realistic objectives, so the Union is able to protect and ultimately advance those values.

Resilience is another key concept of the strategy. It is as important for our neighbourhood as it is for our own states and societies, especially in the light of ever-closer intertwinement of external and internal security. We are entering an era requiring an unprecedented level of policy coherence to counter external and internal threats. I strongly welcome the determination to continue a credible enlargement policy and a clear, strict and fair accession process as an investment in our own security and prosperity.

Last but not least, I would repeat Parliament’s call for annual implementation reports on the strategy to be discussed in this House.

  Knut Fleckenstein, im Namen der S&D-Fraktion. – Herr Präsident, Frau Mogherini, liebe Kolleginnen und Kollegen! Die Menschen in der Europäischen Union haben ein Recht auf Sicherheit, und deshalb danken wir Ihnen für die Vorlage dieser globalen Strategie, die einen guten Weg aufzeigt, wie wir vorgehen können.

Die Strategie steht und fällt mit dem politischen Willen der Mitgliedstaaten und dem politischen Willen in diesem Haus. Die 27 Mitgliedstaaten müssen definieren, was für eine Union sie wollen. Bei allen Unterschieden, die es im Detail geben kann, ist zusätzliches Engagement für die Sicherheit unserer Bürgerinnen und Bürger eine Notwendigkeit, die alle einsehen werden, auch wenn es vielleicht unterschiedliche Maßstäbe gibt und unterschiedliche Notwendigkeiten gesehen werden.

Die Terrorbekämpfung ist ein Beispiel dafür. Die dafür notwendigen Schritte sind schon oft bei uns diskutiert worden. Die Außengrenzen werden im Moment wieder diskutiert, auch das gehört zur Sicherheit in der Europäischen Union. Für die erfolgreiche Umsetzung dieser Strategie brauchen wir zunächst den starken politischen Willen und vor allem einen konkreten Fahrplan. Erst dann werden auch die Menschen unsere Anstrengung honorieren.

Die Kooperation beispielsweise in der Rüstungsplanung, im Aufbau von komplementären Kapazitäten ist eine Voraussetzung für eine gemeinsame Verteidigungspolitik. Gemeinsame Verteidigung wird zu einer Umstrukturierung auch der Rüstungsindustrie führen können. Sie sollte nicht in Aufrüstung enden, sondern in einer effizienteren gemeinschaftlichen Planung und Rüstung.

Unabhängig von der Frage, mit welchen polizeilichen, geheimdienstlichen oder militärischen Mitteln man arbeiten muss, bleibt es dabei, dass die Soft Power eines unserer größten Waffen ist, die wir haben und die auch weiterhin eingesetzt werden muss. Die Diplomatie kommt mir in der Strategie etwas zu kurz, aber wer Sie und Ihre Arbeit kennt, weiß, dass das ein fester Bestandteil ist.

  Charles Tannock, on behalf of the ECR Group. – Mr President, I have long been a proponent of the benefits brought to our continent through the common foreign and security policy (CFSP) and common security and defence policy (CSDP) agendas. The UK-led anti-piracy operation, EU NAVFOR Atalanta, has proved not only that there is a need for a CSDP-led missions, but that they can be hugely successful. The breakthrough anti-nuclear deal with Iran and Russian sanctions have been greatly helped by Europe’s ability to work closely together. These are successes that we must point to when advocating the benefits of closer cooperation in Europe.

Whatever the future relationship post the Brexit referendum result between the United Kingdom, my country, and the European Union, the one thing of which I am certain is that strong cooperation in the fields of foreign policy, security and defence will continue.

The shifting world order, conflict in the Middle East and North Africa, an aggressive Russian expansionist state, global migration patterns, the effects of climate change, international jihadist terrorism as we recently saw in Dhaka – all of these are shared threats and will continue to be so. As for the strategy, targets aimed at Member State level to commit 20% of defence spending to procurement and to research and development, for instance, are very welcome. Focusing on initiatives such as the energy union and investment in cyber security are also very positive steps.

We are still seeing the infancy of the CFSP and CSDP, but I continue to believe that they are the instruments for securing a strong voice for Europe in the world ahead, which is ever more dangerous. So, Madam High Representative, my congratulations for all that you have done for us whilst leading in these areas and for your global strategy on EU CFSP and CSDP strategies.

  Johannes Cornelis van Baalen, on behalf of the ALDE Group. – Mr President, I am very glad that Mrs Mogherini as High Representative speaks clear words. A Brexit must not prevent us from working closely together with the United Kingdom in security matters. Personally I hope that the impossible is possible and that the United Kingdom stays with us, but that we will see.

It means that NATO is the best platform for working with the United Kingdom, the United States and, of course, the countries of Europe. NATO is effective. Of course in Europe we should not stand idly by. If NATO cannot operate, we have to do it ourselves. We have to put our money where our mouth is and invest in our defence capabilities and capacities. This is of vital interest. Let me look to Theodore Roosevelt, who said, ‘Speak softly and carry a big stick’. We do not need to have all the decorations but we should act when necessary.

If we look at the relationship with Russia, the High Representative states – quite rightly – that the illegal annexation of the Crimea cannot be accepted and neither can the intervention in eastern Ukraine. So the sanctions are on. However, it is possible to work with Russia in fields where we have common interests. That is possible and is called selective engagement. But one thing should be clear: Russia should be back on the road of international law and we should do everything possible to make this happen.

  Doru-Claudian Frunzulică (S&D), blue-card question. – Colleague, you mentioned that we of course deplore the Brexit, but we will have to continue to work closely with the UK – I completely agree – but, at the same time, do you not think that it might be time to deepen the integration of the 27 countries in relation to security and defence and to create a common security and defence force? Do you not think that it is time for a European army and also an independent agency to fight terrorism in the European Union?

  Johannes Cornelis van Baalen (ALDE), blue-card answer. – Thank you for the question. Concerning the last point, of course we should be united in fighting terrorism and I agree that we should have the mechanism for that. Concerning an own-defence unit, a European army, I would say that there is not a NATO army either. I cannot see that far into the future, but at least we should work more closely together. For me, NATO is crucial, but so is European cooperation. An army should be effective. We cannot have an army if some countries say that we act and some say that we do not act. An army is not functional then. In the end, there will be a kind of defence union, but do not look that far into the future. Let us act now, when necessary, in close cooperation with our friends.

  Sabine Lösing, im Namen der GUE/NGL-Fraktion. – Herr Präsident! In der Strategie heißt es: „Unsere fundamentalen Werte sind in unsere Interessen eingebettet.“ Die Frage, was schwerer wiegt – Interessen oder Werte –, braucht man kaum zu stellen, weiß man doch, was in EU-Neusprech im besten orwellschen Sinn unter Freiheit verstanden wird. Grundfreiheiten sind die Freiheiten des Kapitals. Sicherheit ist die Sicherheit, die neoliberale Wirtschaftsordnung weltweit durchsetzen zu können.

Trotzdem frage ich: Welche Werte gelten für die Kooperation mit Saudi-Arabien oder mit der Türkei, bei Waffendeals oder bei der Verwendung von Entwicklungshilfe für Militärausrüstung in Afrika oder bei der Kopplung von Entwicklungshilfe an Flüchtlingsabwehr?

Zentral sind in der Strategie die Forderungen nach mehr Aufrüstung, massiver Unterstützung des militärisch-industriellen Komplexes und ein Klassiker: die weitere Verstärkung der EU-NATO-Kooperation. Richtig analysiert wird, dass es mehr fragile Staaten gibt, dass sich Terrorismus und gewaltsame Konflikte ausbreiten, dass Armut, Gesetzlosigkeit, Korruption mehr als 50 Millionen Menschen in die Flucht treiben. Doch die Einsicht, dass die neoliberale EU Mitverursacherin dieser Krisen ist, bleibt aus.

Und weil sich viele hier gerne auf christliche Werte beziehen, ende ich mit den Worten aus dem Netzwerk Kirche und Staat: Für uns muss ein stärkeres Europa Sicherheit durch soziale Gerechtigkeit erreichen und einen Paradigmenwechsel hin zu nichtmilitärischer Prävention vornehmen.

  Reinhard Bütikofer, im Namen der Verts/ALE-Fraktion. – Herr Präsident, Frau Mogherini, werte Kollegen! „Nie zuvor ist Europa so wohlhabend, so sicher und so frei gewesen“, schrieb Javier Solana in deer Europäischen Sicherheitsstrategie 2003 als ersten Satz. Offenkundig leben wir heute in einer anderen Welt. Deswegen begrüßen wir es sehr, dass Sie, Frau Mogherini, eine neue Außen- und Sicherheitsstrategie vorsehen. Und Sie hatten völlig Recht, als Sie vorhin darauf hingewiesen haben: Dies ist ein Feld, auf dem die Bürgerinnen und Bürger Europas mehr von unserer Union erwarten.

Wir begrüßen auch, dass Sie sich sehr ausdrücklich und klar zum Grundsatz des effektiven Multilateralismus bekennen, dass Sie die Sicherheitsstrategie nicht auf die klassischen Felder der Außen- und Sicherheitspolitik einschränken, sondern – wie Sie es selber dargelegt haben – die verschiedenen Felder in ihrem Aufeinanderwirken beschreiben. Wir begrüßen auch sehr stark, dass Sie das Prinzip der Prävention ins Zentrum rücken.

Doch die hohe literarische Note trifft nicht immer auf eine gleich gute Note für die praktische Substanz. Etwa in Bezug auf die Gefechtsverbände bleibt die Strategie eher vage. Das Stichwort des operativen Hauptquartiers, das wir seit Langem fordern, kommt nicht vor. Es wird vorgeschlagen, Haushaltsmittel der EU zusätzlich für Militärforschung ausgegeben, während die Mitgliedstaaten selber weniger dafür ausgeben.

„Die Wahrheit ist konkret“, hat Hegel gesagt, und das gilt auch für Ihre Strategie. Wenn Sie so viel Prävention wollen, warum ändern Sie dann die Struktur Ihres Dienstes so, dass die Direktion für Sicherheitspolitik, Konfliktprävention und Mediation aufgegeben wird? Wieso versuchen Sie, Geld, das für Prävention vorgesehen ist, für den Export von Rüstungstechnologien zu verwenden?

Ich glaube, wir sollten bei unserer Strategie sehr aufpassen, dass wir uns nicht übernehmen. Die EU als global security provider ist unglaubwürdig. Die Vorstellung einer strategic autonomy ist ein Hirngespinst. Und zu glauben, dass die EU in der Lage wäre, eine Art „Ersatz-NATO“ oder „NATO light“ zu bilden, die für Landesverteidigung zuständig ist, hat einfach mit den Realitäten Europas nichts zu tun. Wer zu viel will, vergeht sich da an dem, was für unsere Bürger notwendig und richtig wäre.

  Fabio Massimo Castaldo, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, ringrazio l'Alto rappresentante per questo lavoro sulla strategia globale, che è un impegnativo esercizio di sintesi e anche di riflessione per noi che lo dobbiamo commentare. Il piano è ambizioso e parte dal presupposto di un risveglio, un ritorno alla realtà, in un quadro a tinte molto più fosche rispetto a quelle del 2003, su tutti i teatri, a partire dal nostro vicinato: instabilità, terrorismo e crisi economica e sociale ne sono, ahimè, i punti più dolenti.

La risposta è affidata a cinque priorità, che sono ispirate al cosiddetto "pragmatismo dei principi", ovvero un instabile equilibrio tra realtà dei fatti, e soprattutto degli interessi concreti dell'UE, e principi ispiratori e valori dell'UE. Giustamente però si riconosce l'imprescindibilità di tre prerequisiti. L'Unione deve essere quindi credibile, reattiva e unita. Una missione forse impossibile con gli strumenti di cui lei dispone attualmente. Ma siamo veramente coerenti e uniti? In Libia siamo stati coerenti e uniti? Sull'Egitto? Vediamo, da un lato, i coniugi Regeni ricevuti in questo Parlamento, dall'altro invece, la Francia che consegna la portaelicotteri Mistral, la prima delle 2, che conclude accordi multimiliardari sulla fornitura di armi. E che dire dell'accordo con la Turchia, illegale e immorale dal nostro punto di vista, per nascondere i nostri limiti e la nostra incapacità? E ancora sull'adesione della Turchia, a tutt'oggi formalmente sostenuta, pur essendo ormai fuori dalla storia, viste le scelte di Erdogan.

Ma ancora le contraddizioni di certi paesi in seno al Consiglio. Ucraina e Russia per alcuni paesi dell'Est Europa dovrebbero essere un problema di tutti. Ma il conto asimmetrico delle sanzioni mette in ginocchio solo alcuni Paesi mentre altri vengono solo scalfiti. Altri Stati membri invece, per quanto riguarda la migrazione, vengono visti come gli unici a doversene fare carico e quindi sarebbe un problema esclusivamente del Mediterraneo e gli stessi Stati membri si chiamano fuori anche dalla redistribuzione in quote dei migranti, una cosa che mi preme sottolineare, visto che uno di questi Stati membri detiene attualmente la Presidenza di turno del Consiglio.

La vera domanda è: possiamo parlare di una vera Unione europea della difesa e di politica estera unica se non si risolve il nodo dell'unione politica? La risposta è no, perché rischiamo di mettere, come al solito, il carro avanti ai buoi e credo che il tempo stia scorrendo molto velocemente.

  Mario Borghezio, a nome del gruppo ENF. – Signor Presidente, onorevoli colleghi, un programma ispirato a una visione: c'è da domandarsi veramente se l'Alto rappresentante, che si è impegnata in maniera molto apprezzabile in questo sforzo di delineare, come dire, la grande svolta dopo la Brexit, abbia scelto il momento giusto e anche la strategia giusta.

Intanto, c'è da domandarsi se questo approccio alla nuova visione, all'auspicio e alla strategia di un'Europa forte e tante altre impressioni che ho letto in questa relazione siano condivisi dai poteri forti europei, perché c'è un'intervista di Wolfgang Schäuble sul Corriere della Sera, che mi pare vada in direzione esattamente contraria, se è vero quello che è vero, che lui dichiara: "Adesso non è sicuramente il momento giusto di lavorare a una maggiore integrazione dell'Eurozona. Il primo compito – sempre Schäuble letteralmente – è di evitare di risvegliare nuovamente aspettative che non possano essere soddisfatte. Non è ora il momento delle visioni. La situazione è così seria che dobbiamo smettere di fare i soliti giochetti europei di Bruxelles". Dall'altro lato della politica tedesca un ex Cancelliere, Schimdt, dichiara che è necessaria una pausa di respiro nel processo europeo e chiede una maggiore considerazione per le autonomie nazionali e regionali e la difesa dell'identità degli Stati membri.

Ecco, io credo che siano riflessioni delle quali forse l'Alto rappresentante avrebbe dovuto e dovrebbe tenere maggior conto, perché il significato della Brexit è proprio questo: è una risposta criticabile, motivabile secondo un'infinità di interpretazioni diverse, ma sicuramente fortemente influenzate da un sentimento diffuso. Sono contento che l'Alto rappresentante si compiaccia di questo euroentusiasmo, magari in Albania o in qualche altro paese dei Balcani. Ma purtroppo, fra i paesi fondatori, i popoli che rappresentano l'Europa di sempre, l'Europa delle origini, l'Europa che aveva veramente la visione originaria di quello che doveva essere l'Unione europea, i sentimenti sono completamente diversi.

Non si capisce, per esempio, pur parlando di pace, questa scelta si sa bene come egualmente ispirata e forse anche pressata di continuare, attraverso la NATO, ad appoggiare azioni che non possono che essere definite provocatorie, a ispirare un sentimento di ostilità verso la Russia che ostile verso l'Europa non lo è e forse non lo è mai stata e, anzi, ha forse gli stessi nostri interessi in tema di terrorismo e sicurezza.

E allora il discorso è molto semplice: non giocate sui fatti. Basta andare a Ventimiglia per vedere il fallimento della vostra politica migratoria. Basta andare a Ventimiglia.

  Elmar Brok (PPE). – Herr Präsident, Frau Vizepräsidentin, Kolleginnen und Kollegen! Auch ich möchte mich für diese globale Strategie bedanken. Sie geht in die richtige Richtung. Das Problem ist: Wir füllen etwas aus, und in welcher Weise bringen wir die Mitgliedstaaten dazu, es auch ausfüllen zu wollen? Der politische Wille ist der entscheidende Punkt dahinter.

Der Multilateralismus als entscheidendes Instrument ist wichtig, der Präventionsgedanke ist wichtig, Europas Soft Power muss weiter eine Rolle spielen. Wir müssen deutlich machen, dass wir für nichtmilitärische Hilfe viel geben: 60 Prozent der globalen Entwicklungshilfe stammen aus Geldern der Europäischen Union und ihrer Mitgliedstaaten – und vieles andere kann man hinzunehmen.

Wir geben aus dem EU-Haushalt mehr Geld für Prävention im Ausland aus als die Vereinigten Staaten. Ich glaube, das sollten wir festhalten. Aber es reicht nicht, wenn nicht das gleiche Sicherheitsgefühl damit verbunden ist. Wir müssen dafür Sorge tragen, dass alle Mitgliedstaaten dieselbe Qualität und Sicherheit empfinden. Dies müssen wir aber in Zusammenarbeit mit der NATO machen, was die territoriale Verteidigung angeht. Aber wir müssen zur Prävention als militärisch in der Lage sein, außerhalb der europäischen Grenzen tätig zu sein. Deswegen ist eine Mischung aus zivilem und militärischem Krisenmanagement wichtig, und es ist wichtig, dass dafür die Kapazitäten und die Instrumente geschaffen werden.

Deswegen ist es notwendig, Synergieeffekte zu schaffen und Fragen der Auftragsvergabe, die dringendst notwendig sind, anzugehen. Es ist notwendig, die Ständige Strukturierte Zusammenarbeit durchzusetzen, damit eine Handlungsfähigkeit der Willigen vorhanden ist. Es ist nötig, zur Koordinierung ein Hauptquartier zu haben, damit wir nicht jedes Mal ein Jahr lang nach einem suchen müssen, bevor wir tätig werden können. Ich glaube, dass wir uns insgesamt die Frage der Koordination vornehmen sollten.

Die Fragen der Ressourcen in unserem Haushalt müssen hier angesprochen werden. Das ist ein schlimmes Kapitel. Und wir müssen eine neue Sicherheitsdefinition haben, in der auf die Fragen der inneren und äußeren Sicherheit, der Bekämpfung von Terror usw. Bezug genommen wird. Unsere Feinde im Bereich des Terrorismus – der Islamische Staat – machen keine Unterscheidung. Deswegen müssen wir hier eine neue Sicherheitsdefinition des globalen Terrorismus vornehmen, die normale Bedrohungen und Bedrohungen des Landkrieges sowie offene Fragen von Hybrid- bis zu Cyberkrieg abdeckt. Deswegen möchte ich uns einladen, auf dieser Basis voranzugehen und gleichzeitig als Parlament die Mitgliedstaaten zu forcieren, hier ihren Beitrag zu leisten, den sie bisher verweigert haben.

Das heißt, den Krieg zu beenden im Mittleren Osten – das können wir nur als Europäer gemeinsam – und auch endlich eine vernünftige Afrikapolitik zu haben, damit die Menschen in ihrer Heimat eine Lebensperspektive haben. Das ist eine europäische Aufgabe. Unsere verfehlte Afrikapolitik ist eine entscheidende Frage, die auch mit Nordafrika zu tun hat.

Und ich stimme Herrn Castaldo nicht zu, dass man mit der Türkei keine Vereinbarungen treffen darf. In der Ägäis ertrinken keine Menschen mehr, und wir sorgen mit unserem Geld dafür, dass Kinder von Flüchtlingen in der Türkei eine bessere Schulausbildung bekommen. Aber ich meine auch – da stimme ich Ihnen zu –, dass wir bessere Lösungen suchen müssen in der fairen Verteilung, in fairer Lastenteilung für diejenigen, die hierher kommen, und ich halte es auch nicht für richtig, Referenden durchzuführen, um die eigene Blockade zu sichern und sich so nicht beteiligen zu müssen.

Ca și dumneavoastră, doamnă Înalt Reprezentant, cred că este timpul să folosim greutatea noastră politică și economică și toate instrumentele pe care le avem la dispoziție pentru a acționa într-o manieră credibilă, pragmatică și responsabilă în toate dimensiunile acțiunii noastre globale. Și mă voi referi în mod special la diplomație, securitate și apărare, în condițiile în care cred sincer că securitatea și apărarea trebuie să exprime interesele tuturor celor 27 de state membre, repet, tuturor celor 27 de state membre.

În acest sens, în contextul unui cadru de securitate global, amenințat de tot mai multe crize, de noi vulnerabilități și factori de instabilitate politică, aș dori să subliniez importanța priorității securizării Uniunii cu cele cinci linii de acțiune puternic interconectate: securitate și apărare, contraterorism, securitate cibernetică, securitate energetică și comunicare strategică.

În ceea ce privește securitatea și apărarea, insist asupra unui efort concertat pentru asigurarea securității colective alături de NATO, repet, alături de NATO, de o manieră complementară și sinergică. Ieșirea Regatului Unit din UE are un impact sever asupra dimensiunii de securitate și apărare, ținând cont de potențialul enorm pe care Regatul îl avea și de aceea cred în consolidarea acestei dimensiuni.

Permiteți-mi să închei, spunând că ideea cooperării cu NATO și a antrenării în programe comune a „battlegroups” va contribui la complementaritatea și interoperabilitatea cu Alianța.

  Mark Demesmaeker (ECR). – Mevrouw Mogherini, wie de Europese strategie van 2003 nog eens naleest, zal zich in de optimistische analyse van toen nog maar moeilijk herkennen, denk ik. “Europa is nog nooit zo welvarend, veilig en vrij geweest”: zo klonk het in 2003 letterlijk in de aanhef. De dramatische nasleep van de Arabische Lente in het zuiden, de Russische agressie in het oosten, de bloedige conflicten in Afrika, de terreur in onze eigen steden: het toont allemaal aan dat dat optimisme is vervlogen en de veiligheidsomgeving is veranderd. We hadden dus inderdaad behoefte aan een nieuwe strategie.

In die nieuwe strategie gaat u uit van pragmatisch realisme met prioriteit voor onze vitale belangen als welvaart en veiligheid. Dat vind ik de grote verdienste. Bovendien heeft u zich niet alleen gericht op de dreigingen, maar ook op de kansen die de EU kan grijpen.

Eén vraag: in het laatste hoofdstuk stelt u voor dat lidstaten door versterkte samenwerking kunnen bijdragen aan de uitvoering van in de Raad overeengekomen standpunten. Kunt u ons zeggen welke dossiers u precies in gedachten had daarvoor?

  Alexander Graf Lambsdorff (ALDE). – Herr Präsident! Die Europäische Union hat eine neue, eine gemeinsame außenpolitische Strategie. Ich freue mich, dass wir diesen Tag erleben dürfen. Seit 2003 ist es nicht gelungen, so etwas zu schaffen. Die Hohe Vertreterin hat es jetzt geschafft. Das ist wirklich jeden Glückwunsch wert.

Ich will hier sehr deutlich sagen: Es ist sehr gut, dass das trotz Brexit vorgelegt worden ist, dass es diskutiert wird und dass wir uns auf diese Strategie jetzt verlassen können. Unsere Unterstützung für die Umsetzung haben Sie.

Es ist auch richtig zu sagen, dass die Europäische Union die Soft Power weltweit ist. Wir sind eine Kraft für Menschenrechte und Demokratie auf der ganzen Welt. Ich habe das in vielen Wahlbeobachtungsmissionen selber sehen und erleben dürfen.

Es ist angesichts einer Neuorientierung der amerikanischen Außenpolitik genauso richtig, dass wir auch die sicherheitspolitische Komponente in Europa stärken müssen. Vor unserer Tür haben wir mit Libyen ein wirklich großes Problem. Sie haben über die Iran-Verhandlungen gesprochen. Mich würde interessieren, Frau Mogherini: Wie stellen Sie sich die Syrien-Verhandlungen für die Zukunft vor? Denn ich glaube, das ist die große Herausforderung, die sich uns ganz praktisch stellt.

  Javier Couso Permuy (GUE/NGL). – Señor Presidente, señora Mogherini, yo creo que esta remozada política común de seguridad y defensa va a resultar el mismo fracaso que la anterior. En términos militares, por ejemplo, se dice que se necesita una Europa más fuerte, que defienda a los europeos. Pero luego se dice: más cooperación con la OTAN. ¿En qué quedamos? ¿Nos defendemos nosotros o nos defienden los Estados Unidos? Y, además, una OTAN que, como vimos en Lisboa, pretende ser global y vamos a ver ahora en Varsovia que nos utiliza como un ejército subalterno para contener a determinados vecinos.

En términos de seguridad, después de ver la errónea política de vecindad y la crisis de los refugiados, que tiene mucho que ver con el irrespeto del Derecho internacional o de la Carta de las Naciones Unidas, ¿qué oponemos? Una super-Frontex, deportaciones masivas y más poder para Turquía.

No, las respuestas son diferentes, asimétricas, con inteligencia: apoyo a los gobiernos legítimos para estabilizar la zona y el combate de la financiación o el entrenamiento que muchas veces nuestros vecinos, o incluso miembros de la Unión Europea, han dado a grupos rebeldes que luego se han convertido en terroristas.

  Tamás Meszerics (Verts/ALE). – Mr President, I would like to thank the High Representative for the global strategy paper. I come from academia so I am fully aware that a good paper raises as many good questions as it solves and certainly, in this respect, the global strategy is a very good paper.

I for one do not believe that defence and security integration can save the Union. What I believe is that social union and a transfer union can save the Union. However, disunity in defence and security matters might easily break the Union and therefore it is vital that we have this global strategy and that we have a broad agreement on what we want to achieve as a unified power.

The most important requirements for any power – be it soft or hard power – are an underlying commitment and an underlying common effort. Without that credible commitment we are going to fail. We very much welcome the commitment evident in the paper with regard to enlargement. This is what we need. This is what we need to offer to those who look to Europe.

  Ελευθέριος Συναδινός ( NI). – Κύριε Πρόεδρε, η εξωτερική πολιτική κάθε κράτους μέλους εξυπηρετεί το εθνικό του συμφέρον, τόσο σε διμερές επίπεδο, όσο και στο ενοποιημένο παγκόσμιο περιβάλλον. Επιτυγχάνεται με την κλασική διπλωματία, τη συμμετοχή σε διεθνείς οργανισμούς, ακόμα και με την επίδειξη ισχύος ή οικονομικής ενίσχυσης. Όμως, στο πλαίσιο της Ένωσης, σε πολλά σημεία της Συνθήκης που αφορούν στην κοινή εξωτερική πολιτική, υπάρχουν διφορούμενες έννοιες και λάθη.

Αρχικά, να ξεκαθαρίσουμε ότι η πολιτική άμυνας της Ένωσης κακώς εξασφαλίζεται από το ΝΑΤΟ και κακώς σχεδιάζεται κοινή πολιτική ασφάλειας και άμυνας σύμφωνα με τα συμφέροντα του ΝΑΤΟ. Για την παγκόσμια στρατηγική της Ένωσης, όσα ορίζονται στα άρθρα 21 και 22 της Συνθήκης επαρκούν και είναι υλοποιήσιμα επί του παρόντος. Σχέδια πέραν των προβλεπόμενων στα παραπάνω άρθρα θα αποβούν μη διαχειρίσιμα, τόσο σε επίπεδο παροχής δυνάμεων, όσο και υλικοτεχνικής, οικονομικής υποστήριξης.

Τέλος, θα ήθελα να υπενθυμίσω σε κάποιους συναδέλφους που μετά το Brexit επέδειξαν διάθεση τιμωρητική και απομόνωσης έναντι του Ηνωμένου Βασιλείου με ψευτολεονταρισμούς, υπέρμετρο σνομπισμό, μέχρι και απαγόρευση συνομιλιών με Βρετανούς αξιωματούχους, ότι καλό θα ήταν να χαμηλώσουν τους τόνους, ειδικά για θέματα εξωτερικής πολιτικής και ασφάλειας.

  Cristian Dan Preda (PPE). – Monsieur le Président, quelqu'un disait que le test du sérieux de la stratégie, c'est le sérieux des questions, sauf que l'on risque parfois d'échouer à cet examen. Je voudrais saluer l'adoption de la stratégie globale de l'Union et féliciter Mme Mogherini, car elle n'a pas hésité, dans un contexte difficile, à présenter cette nouvelle stratégie, qui est à la fois ambitieuse et réaliste.

Nous avons certainement besoin de réalisme, comme nous avons besoin de préserver notre spécificité, celle de promouvoir la démocratie et la protection des libertés individuelles. La stratégie définit à juste titre la sécurité comme priorité absolue de notre action extérieure. Ce besoin d'une sécurité accrue à la fois interne et externe se fait fortement ressentir chez nos citoyens. Ils attendent que l'on gère mieux nos frontières en commun et que l'on renforce nos législations antiterroristes afin de promouvoir la paix et la sécurité.

Le contexte du Brexit est terriblement complexe, et cela nous oblige à mettre en œuvre ces stratégies au plus vite par des actions concrètes qui nous permettront de matérialiser nos ambitions régionales ainsi que nos projets en matière de sécurité et de défense. Nous avons une responsabilité collective auprès de nos partenaires, et en particulier – je voudrais insister sur ce point – en matière d'élargissement. Ce n'est absolument pas le moment de faire une pause dans l'élargissement, comme certains l'ont suggéré; il faut au contraire le poursuivre. Il faut continuer à répondre aux attentes de nos voisins. Il faut renforcer la coopération transatlantique à travers l'OTAN et à travers notre partenariat stratégique avec les États-Unis.

  Richard Howitt (S&D). – Mr President, I am sorry that the public visibility of the global strategy was at least partly deflected because of the Brexit debate, and I strongly support the High Representative in bringing forward its publication. I believed before that Europe must act concertedly to help create a peaceful and more just world, and I do not think any differently today.

There is much in this strategy which Socialists and Democrats strongly welcome. There is no acceptance of a relative decline in Europe, but rather an understanding that, in a changing world, Europe itself must change to uphold our interests and our influence. That is the importance of the concept of strategic autonomy. It means that soft power may not on its own be enough, but the power of soft power should not be underestimated in the quest to prevent and overcome conflict: by being more than just a security strategy, this strategy may be more effective in making us all more secure. It means that it is a global strategy – because Europe does have global interests – and it is right that we address the tensions on the Korean peninsula or support for the Columbia peace process, as well as the problems of our immediate neighbourhood. It means that in defence, as in other things, European cooperation really does not have to mean loss of sovereignty.

The Socialists and Democrats welcome the commitment to making the sustainable development goals a cornerstone of EU external policy and to upholding the concept of decent work in Europe and outside it. There are obvious dangers in an exercise such as this: that it is easier to define threats than to deal with them, and easier to draw up a strategy than to implement it. The key message from my Group is that this must be a strategy for Europe – not just in the European External Action Service but in every European capital. This strategy challenges us all, and it is the responsibility of all EU Member States to meet that challenge.

  Zdzisław Krasnodębski (ECR). – Panie Przewodniczący! Pani Wysoka Przedstawiciel! Dokument, który Pani przygotowała zawiera realistyczną ocenę sytuacji międzynarodowej, choć może jest nieco zbyt optymistyczny, jeżeli chodzi o politykę zagraniczną Unii Europejskiej i jej możliwości. Cieszy mnie to, że Rosja i stosunki z nią zostały określone w tym dokumencie jako „kluczowe wyzwanie strategiczne”, chociaż szereg państw chciałoby nadal posługiwać się zwrotem „strategiczny partner”, jakiego używano wobec Rosji jeszcze przed aneksją Krymu. Dokument ten stwierdza również słusznie, że Unii nie wystarczy już tylko wykorzystywanie potencjału siły miękkiej, że potrzebna jest także siła wojskowa. Europejczycy rzeczywiście muszą wziąć większą odpowiedzialność za swoje bezpieczeństwo i posiadać odpowiednie zdolności militarne, by odpowiedzieć na zagrożenie zewnętrzne, które, jak wiemy, jest duże. I oczywiście trzeba brać pod uwagę, że podstawowym filarem obronności dla wielu z nas – może dla wszystkich – jest NATO, co dokument explicite potwierdza. Unia powinna dalej pogłębiać swoją współpracę z NATO, szukając efektu synergii i koncentrując się przede wszystkim na tym, co robi najlepiej: strategicznych projektach cywilnych mających znaczenie dla zwiększenia obronności Unii i NATO.

  Bruno Gollnisch (NI), question "carton bleu". – Monsieur le Président, cher collègue, j'entends votre intervention et je peux comprendre la sensibilité, par exemple, de collègues d'Europe orientale à l'égard de la Russie. Mais il y a quelque chose qui me surprend beaucoup, moi qui suis dans ce Parlement depuis presque trente ans.

J'entends parler de mesures militaires à prendre contre la Russie beaucoup plus que lorsqu'il s'agissait de l'Union soviétique. Or, que je sache, la Russie a libéré les peuples d'Europe centrale et orientale qu'elle tenait sous sa botte; elle a laissé partir, si j'ose dire, les quatorze républiques socialistes soviétiques qui faisaient autrefois partie de l'empire russe – mais plus elle se retire, et plus on dit qu'elle représente un danger. Alors, je sais bien qu'il y a la Crimée. Nous avons, nous autres Français – pour le compte des Anglais d'ailleurs – déjà fait la guerre à la Russie pour la Crimée sous le Second Empire. Est-il vraiment bien utile que nous recommencions?

  Hilde Vautmans (ALDE). – Meneer de Voorzitter, mevrouw Mogherini, de ALDE-Fractie is heel erg blij dat u met deze nieuwe nota komt. Ik denk inderdaad dat de wereld sedert 2003 helemaal veranderd is en dat we absoluut een nieuwe strategie nodig hebben om die vele uitdagingen – en heel veel collega's hebben ze al opgesomd – de baas te blijven.

We zijn het eigenlijk eens met het grootste deel van uw nota, al moet ik zeggen dat het voor mij op sommige punten toch wat ambitieuzer en wat Europeser mocht. Ik ga u de voorbeelden geven. U zei zonet: “Geef mij de prioriteiten”. Voor ons zijn die heel duidelijk. U spreekt in uw nota heel vaak over de grensoverschrijdende criminaliteit en het terrorisme, en stelt dat de uitdagingen daarvoor te groot zijn voor één Europees land. Maar nergens pleit u voor één dienst ter bestrijding van terrorisme en criminaliteit. Nergens pleit u voor één Europese inlichtingendienst. En dat is nu net wat wij met de ALDE-Fractie wel heel graag zouden gerealiseerd zien.

U pleit ook heel vaak voor versterkte defensiesamenwerking. Ik denk dat elke tussenkomst hier vandaag in het halfrond op die defensie-unie heeft ingespeeld. Maar ook daarover is in het Parlement een onderscheid voelbaar: gaan we naar meer samenwerking, of gaan we het eindelijk eens anders aanpakken en voor een echte Europese defensie-unie gaan, en wat mij betreft ook echt voor dat Europese leger.

  Τάκης Χατζηγεωργίου ( GUE/NGL). – Κύριε Πρόεδρε, αγαπητή κυρία Mogherini, εγώ ειλικρινά δεν βλέπω καμιά διαφορά της νέας στρατηγικής που παρουσιάσατε από αυτό που γνώριζα ως σήμερα. Έχει μπει κατ’ επανάληψη η λέξη «πρόληψη». Πρόληψη ήταν και η επέμβαση στο Ιράκ και η επέμβαση στη Συρία. Νομίζω ότι δεν υπάρχουν πολλοί εδώ μέσα που δεν μιλούν πια για Αραβικό Χειμώνα αντί για Αραβική Άνοιξη.

Ο κύριος Tony Blair, ηγούμενος χώρας μέλους του ΝΑΤΟ, με το οποίο συνεργάζεστε, εισέβαλε στο Ιράκ προς αναζήτηση μιας μπουκάλας χημικών, με αποτέλεσμα ίσως και 500.000 νεκρούς έκτοτε. Και η έρευνα η οποία έχει γίνει σήμερα από αρμόδια επιτροπή στο Ηνωμένο Βασίλειο επαναλαμβάνει αυτό ακριβώς.

Εγώ ξέρω μόνο ένα πράγμα: ή η Ευρωπαϊκή Ένωση θα γίνει φάρος νέων ιδεών, ανθρωπιστικών ιδεών, ή η διάβρωση της θα οδηγήσει στην καταστροφή.

  Κωνσταντίνος Παπαδάκης ( NI). – Κύριε Πρόεδρε, η νέα παγκόσμια στρατηγική που επεξεργάζεται, εν μέσω σφοδρών αντιθέσεων, η Ευρωπαϊκή Ένωση, στόχο έχει να αναβαθμίσει τη στρατιωτική εμπλοκή της σε ιμπεριαλιστικούς πολέμους για τα συμφέροντα των ευρωπαϊκών μονοπωλιακών ομίλων. Με βάση αυτά, οι κάποτε στρατηγικοί σας εταίροι στις μπίζνες, όπως η Ρωσία, μετατρέπονται τώρα από στρατηγικοί εταίροι σε στρατηγική πρόκληση. Αφήστε λοιπόν τα προσχήματα για τους πρόσφυγες και τους διακινητές.

Η τρίτη φάση της επιχείρησης σας «Σοφία» και με τη σύμπραξη του ΝΑΤΟ, δεν είναι άλλη από τη νέα επέμβασή σας στη Λιβύη. Αποτελεί απειλή ενάντια στους λαούς η ενίσχυση της συνεργασίας της Ευρωπαϊκής Ένωσης και του ΝΑΤΟ, παρά τους ανταγωνισμούς που πυροδοτεί και το Brexit. Η σύνοδος του ΝΑΤΟ στη Βαρσοβία και η νέα στρατηγική της Ευρωπαϊκής Ένωσης αποτελούν προαναγγελία νέων ιμπεριαλιστικών πολέμων που θα μακελέψουν τους λαούς.

Μόνο ο λαός που θα πάρει την εξουσία μπορεί να απελευθερωθεί απ’ τις βαριές αλυσίδες της Ευρωπαϊκής Ένωσης και του ΝΑΤΟ και να ευημερήσει. Και μια κουβέντα για τη Χρυσή Αυγή: είπαν εδώ ότι πρέπει τα παιδιά να αγαπάνε την Ευρωπαϊκή Ένωση· δεν είναι καν ευρωσκεπτικιστές, είναι πούροι ευρωλάγνοι.

  Arnaud Danjean (PPE). – Monsieur le Président, Madame la Haute représentante, permettez-moi de vous féliciter pour ce travail de qualité, ce document qui constitue une bonne base de travail, comme on dirait dans le langage diplomatique, et qui contient les concepts et les mots clés nécessaires à l'Union européenne pour avancer, en particulier ce mot clé et concept qui me tient à cœur d'"autonomie stratégique" – j'ai d'ailleurs du mal à comprendre pourquoi certains collègues qui se présentent comme de grands Européens continuent à avoir des réticences à voir l'Europe être plus ambitieuse pour assumer sa propre sécurité, au lieu de continuer à dépendre d'autres puissances, même si ces puissances sont des alliées et amies.

Tous les mots clés sont donc là, mais le défi va consister à les transformer en actions. Les deux obstacles qui se présentent à nous aujourd'hui sont bien connus. D'un côté, évidemment, il y a les États membres et leur volonté politique d'aller de l'avant – c'est un fait incontournable dans une politique qui reste largement intergouvernementale. Mais il faut aussi admettre qu'il y a un deuxième obstacle, lié à la lourdeur même des institutions européennes. Il va falloir quand même avancer et être beaucoup plus efficaces et pragmatiques.

Je prends quelques exemples tels que ce fameux programme "Train and equip" dont on parle depuis 2013, depuis le sommet européen de 2013. Nous arrivons maintenant à une solution. Il a fallu trois ans pour surmonter des lourdeurs juridiques au sein de la Commission européenne. Ce n'est pas acceptable pour un programme qui constitue une vraie plus-value dans le monde d'aujourd'hui.

En ce qui concerne les budgets en matière de recherche et de défense, nous allons aboutir à quelque chose qui sera certainement en deçà des ambitions initiales. Nous ferons tout pour maintenir une enveloppe décente et efficace, mais nous prenons aussi beaucoup de retard sur des choses qui paraissent évidentes si l'on veut acquérir cette autonomie stratégique.

Enfin, il y a la mise en application des stratégies régionales, sectorielles, thématiques, et vous revenez sur ce point dans cette stratégie globale. Il faut absolument toiletter ces papiers et surtout, les mettre en œuvre parce que, finalement, reconnaître qu'il va falloir les corriger, c'est reconnaître aussi que, jusqu'à présent, ils n'ont pas été mis en œuvre. On a donc pris beaucoup de retard.

  Enrique Guerrero Salom (S&D). – Señor Presidente, como ponente permanente del Parlamento Europeo para acción humanitaria, quiero subraya tres puntos: en primer lugar, la necesidad de fortalecer nuestro papel en la prevención y resolución de conflictos; en segundo lugar, la necesidad de aportar coherencia a nuestras políticas de desarrollo, para garantizar que el flujo de emigrantes y de refugiados no sea la única solución en muchas partes del mundo; y, en tercer lugar, la necesidad de aplicar las leyes internacionales de acción humanitaria y de respeto de los derechos humanos.

Nuestro ejemplo aquí es lo que nos da fuerza hacia fuera. Y quiero señalar, siguiendo a la Alta Representante, que el furor destructivo de Marte suele crear tantos problemas como resuelve, pero el encanto y el hechizo de Venus a veces no funciona muy bien en un mundo rodeado de conflictos. Por tanto, tenemos que poner a Venus y a Marte a trabajar juntos y en eso consiste precisamente una estrategia.

  Ангел Джамбазки (ECR). – Уважаеми г-н Председател, уважаеми колеги, уважаема г-жо Могерини, поздравявам Ви за направеното усилие и за изработения документ, но смятам, че глобалната стратегия за външна политика и политиката на сигурност на ЕС не отговарят достатъчно на предизвикателствата, пред които сме изправени в момента. Моето убеждение е, че политиката на сигурност е и трябва да остане изцяло компетентност или на Северноатлантическия договор, или на националните държави. Или иначе казано, колкото по-силни са службите на национално ниво, толкова по-високо ще е нивото на сигурност в Европа.

Именно затова има Северноатлантически договор, който има своите отбранителни способности, разузнавателни способности и чиято работа е да защитава нашите външни граници и нашите общи интереси. Аз идвам от държава, която много добре знае какви са заплахите от Русия на изток и от Турция на юг. И затова мога да Ви кажа, че по-добрият избор е Северноатлантическият договор.

Припомням, че Турция е смятана за стратегически партньор, но подаде ръка на Русия и за никого не е тайна, че тя подпомага „Ислямска държава“. Затова смятам, че системата за сигурност трябва да бъде в рамките на националните държави на Северноатлантическия договор.

  Petras Auštrevičius (ALDE). – Mr President, the global strategy is a good draft – a correct assessment of where we are. I like the word ‘global’: to me it is crystal clear that the European Union needs finally to become a self-confident, global player. This document must become a handbook for a global player. This is what the world expects: a capable, effective and responsible EU in action globally.

What our citizens expect is security in everyday life. This is very well understood, and it is our primary responsibility to guarantee it. However, I am convinced that, in this globalised reality, no internal security can be guaranteed without the external one. We have agreed that we need to act. I therefore call on the European Union to develop and strengthen its common security and defence policy (CSDP) instruments and deploy the CSDP mission in eastern Ukraine to make a real difference and stop the bloodshed.

  Krisztina Morvai (NI). – Elnök Úr, kedves Mogherini Biztos Asszony, kialakult közöttünk egyfajta rituálé itt ebben a teremben: én mindig felteszek Önnek egy pár kellemetlen kérdést az Iszlám Állam, az Iszlám Állam és az Európai Unió kapcsolatáról, Ön erre gondosan nem válaszol. Ezek után a szabályzatra tekintettel felteszem írásban a kérdést, és akkor előbb-utóbb kénytelen lesz válaszolni. No, fussunk neki akkor szokás szerint! Mit tudott meg az Európai Unió a maga titkosszolgálataival és egyéb eszközeivel, a jó barát, az Egyesült Államok segítségével, és más szövetségesek segítségével arról, hogy ki hozta létre az Iszlám Államot, ki pénzeli őket, ki szállít neki fegyvereket, ki vásárol tőlük olajat, ki vásárol tőlük műkincseket, hogyan szankcionálja az Európai Unió azokat az államokat, illetőleg azokat a vállalatokat, akik támogatják a terrorista Iszlám Államot?

  Mariya Gabriel (PPE). – Monsieur le Président, Madame la Vice-présidente, tout d'abord, merci pour votre travail approfondi et persistant. Nous savons que cette stratégie est le fruit de consultations intenses. Ces derniers temps, les attaques terroristes et les conflits nous ont vraiment démontré que nous avons plus que jamais besoin d'une nouvelle stratégie globale de l'Union en matière de politique étrangère et de sécurité.

J'aimerais souligner deux éléments et évoquer deux défis. Les deux éléments: premièrement, la coopération avec les organisations régionales. Que ce soit dans notre voisinage ou dans les relations avec les pays d'Afrique, les organisations et les coopérations régionales sont des outils permettant de mieux atteindre nos objectifs de paix et de sécurité. Dans bien des cas, si nous investissons dans le renforcement de ces organisations et favorisons l'intégration régionale, nous pouvons réduire l'asymétrie de nos relations et les inscrire dans de véritables partenariats gagnant-gagnant. Je note, au passage, la volonté de coopérer davantage avec l'Union pour la Méditerranée sur les questions de sécurité. Très bien! Il faut que les États membres suivent.

Deuxième élément positif: la prise en compte du risque de jonction entre plusieurs zones d'insécurité et d'instabilité. Je l'avais souligné à plusieurs reprises, il faut anticiper ce type de dynamique aussi liée à des menaces sécuritaires hybrides, notamment entre l'Afrique de l'Ouest, le Sahel et la Corne de l'Afrique, ou encore entre le Sahel et l'Afrique centrale.

Aujourd'hui, je vois deux défis: il s'agit, d'une part, de la crédibilité dans l'action. Qu'est-ce que notre crédibilité? C'est de déclencher tous nos instruments de prévention et de sanction à temps, de disposer de capacités de défense cohérentes avec nos objectifs, de respecter nous-mêmes les règles sur lesquelles sont basées les relations entre nos États membres et les pays tiers et, enfin, de parler d'une seule voix.

Ceci m'amène à mon dernier point, l'adhésion pleine et entière des États membres à cette stratégie. Sans cette adhésion, sur le papier mais aussi dans les actes, je crains que l'Union ne puisse pas garantir les intérêts communs, et les États membres en porteront la responsabilité. Je souhaite tout simplement qu'ils entendent vos messages et qu'enfin la cohérence et la responsabilité nous amènent à la visibilité et à l'efficacité.

  Ana Gomes (S&D). – Embora fique aquém do esperado, não propondo a criação de meios de defesa comuns europeus, a Estratégia Global apresentada pela Alta Representante Mogherini procura dar resposta aos desafios vários com que estamos confrontados na União. Num mundo globalizado, em que as ameaças e desafios extravasam fronteiras, os cidadãos reconhecem - é isso que provam todos os eurobarómetros - que só com mais e melhor União poderemos garantir a segurança coletiva.

O problema é que os governos, na deriva intergovernamental que vem afetando a União, tardam em reconhecê-lo. O soft power não chega, sublinhou hoje aqui a Sra. Mogherini. Pois não! Por isso a União tem mesmo de reforçar a autonomia estratégica em capacidades de defesa e segurança articulando recursos e políticas para assegurar a resiliência civil e militar com meios de resposta rápida e coordenada às crises em curso aqui ao lado, na Líbia, a uma possível crise no mar da China com um impacto estabilizador global.

Defender os cidadãos, princípios e interesses europeus só com uma direção política corajosa que reconheça o interesse comum, que coordene e dê coerência às políticas internas e às ações externas e que atue globalmente para promover a segurança humana, na base dos princípios do direito internacional.

  Francisco José Millán Mon (PPE). – Señor Presidente, agradezco, señora Mogherini, el documento que hoy nos presenta, particularmente importante dado el mundo complejo en el que vivimos. Es un mundo global e interdependiente, en el que a los europeos nada nos es ajeno, y por eso necesitamos una política exterior común, cohesionada, coherente, eficaz. Estoy convencido de que juntos somos mucho más fuertes que por separado.

En estos días en los que muchos nos preguntamos por las políticas en las que se necesita una mejor Europa, quiero recordar que, de acuerdo con encuestas recientes, la política exterior es un área en la que mayoritariamente todos los ciudadanos europeos coinciden en que la Unión debe tener un papel más activo. Es llamativo esto, pero es así. Y, para esto, lo que hace falta primero es voluntad política —como ya se ha dicho—, también utilizar adecuadamente los recursos e instrumentos de que disponemos y esa visión estratégica y, afortunadamente, con su documento nos será más fácil perfilar esa estrategia.

Tras el brexit, yo creo que no es el momento de estar parados, en modo alguno. Es más, yo creo que puede ser más sencillo avanzar en algunos elementos bloqueados hasta la fecha y poner en marcha mecanismos ya contemplados en los Tratados. Pienso en el ámbito concreto de la defensa, al que tanto se han referido esta tarde, e incluso —¿por qué no?— en la llamada cooperación estructurada permanente.

Si queremos ser un actor global, eficaz, pues..., el soft power es importante, pero no llega, como aquí se ha dicho esta tarde repetidamente. Es un mundo muy complejo y las amenazas en materia de seguridad y defensa fortísimas.

Yo creo que el papel de la Unión Europea como actor global no se corresponde con su peso económico. Tenemos que abandonar la idea de una Europa replegada en sí misma, atemorizada, y queremos una Europa protagonista, como el propio Papa Francisco nos recordaba aquí hace casi dos años. Estamos en momentos de incertidumbre y la Unión Europea debe contribuir con nuestros socios, en el marco de las Naciones Unidas, a generar estabilidad y a defender ciertamente los intereses de nuestros ciudadanos.

  Pier Antonio Panzeri (S&D). – Signor Presidente, onorevoli colleghi, c'è sempre un momento nel quale bisogna seriamente riflettere su quanto della nostra capacità descrittiva della situazione globale e dei rischi connessi siamo in grado di tradurre in azioni prescrittive. Penso che per dare attuazione agli obiettivi che sono delineati sia necessario migliorare l'approccio dell'Unione europea in alcuni ambiti: un'azione più forte, una direzione politica più forte per avere una maggior influenza, aumentare l'effetto leva dalla direzione esterna della politica commerciale di vicinato ed è decisivo un maggiore coordinamento delle diverse istituzioni europee e degli Stati membri.

Se l'elemento centrale della futura strategia è la cooperazione, sia difensiva o propositiva, allora servono già adesso alcune parole chiare. C'è in fondo una filosofia che mi preoccupa e mi convince poco, basata su un eccessivo realismo che, nell'ottica di un condivisibile processo di sicurezza e stabilizzazione globale, sembra rinunciare all'urgenza di rilanciare il processo di democratizzazione ed estensione dei diritti.

Ed è evidente che questo problema, se non affrontato, si incaricherà prima o dopo di metterci con le spalle al muro, ancor più di quanto in realtà siamo.

  Bogdan Andrzej Zdrojewski (PPE). – Panie Przewodniczący! Wysoka Komisarz! Chciałbym do tego dokumentu dodać trzy elementy, trzy opinie: po pierwsze – strategia, i to w dodatku globalna, zawsze powinna być tworzona w miarę aktualnie i, według mojej oceny, to się udało, choć współczuję wysokiej komisarz, bo nie jest to łatwe zadanie, jeżeli jednocześnie mamy Brexit. Druga rzecz kluczowa: mamy w tym dokumencie prawie wszystko, to bardzo dobrze, natomiast brakuje w tym przekazie przede wszystkim pewnej hierarchii wartości problemów. Wydaje mi się, że mówienie, iż wszystkie kwestie są identycznie ważne, jest pewnego rodzaju błędem, może niezbyt poważnym, ale jednak pewnym błędem. Po drugie – oczywiście wszyscy jesteśmy przekonani, że bezpieczeństwo Europy to bezpieczeństwo energetyczne, bezpieczeństwo w cyberprzestrzeni, bezpieczeństwo związane z kondycją finansową, gospodarczą, społeczną. Wydaje mi się, że kondycja społeczna Europy jest gorsza, niż powinna. Wynika to z kilku elementów, ale o jednym powiem, bo dla mnie jest to kluczowe. Otóż powinniśmy pamiętać, że solidarność w Europie musi być oparta na poszanowaniu różnorodności i suwerenności, ale jednocześnie tym, którzy walczą o suwerenność, musimy cały czas podpowiadać, że suwerenność nie może redukować wewnętrznej solidarności w Europie. Kondycja społeczna musi także być uwarunkowana trzecim elementem – dobrą informacją, walką z propagandą i dobrym przedstawianiem tych osiągnięć, które bez wątpienia należą się parlamentowi, instytucjom parlamentarnym, instytucjom europejskim. Mamy z tym gigantyczny kłopot. Mamy gigantyczny kłopot z wewnętrznym komunikowaniu się w Europie. Dla Hiszpanii czy Portugalii bezpieczeństwo nie jest dziś ważne, bo nie odczuwają zagrożenia. Dla Polski, Litwy, Estonii i Łotwy jest ono kluczowe. Musimy o tej różnorodności też pamiętać.

  Linda McAvan (S&D). – Mr President, I very much welcome the strategy. It is important that the EU defines its external objectives and has a policy to deliver them which is coherent with its internal policies as well. The world faces multiple challenges, and we need flexible instruments so that we can have quick policy responses to them.

In terms of development policy, yes: development policy should be aligned with the strategic priorities, but we need a debate on what those priorities are. You know there are concerns, and in particular concerns about the Migration Compact and what is a kind of creeping conditionality – we heard that in the Council conclusions last week. We also heard concerns around the link with security and development. I know that the intention is to make policy work properly, but the devil will be in the detail, and MEPs want to be involved in this, just as they want to be involved in the scrutiny of things like trust funds and new instruments, and not to be left out of these new processes.

The aim of development policy is poverty reduction, and poverty reduction is the best recipe for security and for tackling immigration.

  Γεώργιος Κύρτσος ( PPE). – Κύριε Πρόεδρε, με το καλό και με το κακό δημιουργήθηκε η ανάγκη για να αποκτήσουμε κοινή ευρωπαϊκή πολιτική σε ζητήματα εξωτερικής πολιτικής ασφάλειας και άμυνας.

Πρώτον, μετά το Brexit, το Ηνωμένο Βασίλειο θα συμβάλει στα ζητήματα της άμυνας και της ασφάλειας μόνο μέσω του ΝΑΤΟ και μπορεί να βρεθούμε ακάλυπτοι σε ζητήματα μεγάλης ευρωπαϊκής σημασίας.

Δεύτερον, με τις ΗΠΑ να καλύπτουν σχεδόν τα τρία τέταρτα των συνολικών αμυντικών δαπανών του ΝΑΤΟ, είναι φανερό ότι οι ευρωπαϊκές χώρες πρέπει να αναλάβουν, να αναλάβουμε, μεγαλύτερες υποχρεώσεις. Δεν υπάρχει δωρεάν άμυνα.

Τρίτον, προηγούμενες επεμβάσεις, όπως η εισβολή των βρετανικών στρατευμάτων στο Ιράκ, που βρίσκεται σήμερα στην επικαιρότητα λόγω της έρευνας που διεξάγεται για το θέμα αυτό, έγιναν χωρίς μια σφαιρική ή ευρωπαϊκή θεώρηση των πραγμάτων και κατέληξαν σε πολιτική αποτυχία και στη δημιουργία ενός ατελείωτου ρεύματος προσφύγων και μεταναστών, που δημιουργεί και τα προβλήματα που συζητάμε μεταξύ μας.

Τέταρτον, η διεύρυνση της Ευρωπαϊκής Ένωσης προς την Κεντρική και την Ανατολική Ευρώπη, τις χώρες της Βαλτικής και τις Σκανδιναβικές χώρες, προκαλεί την αρνητική αντίδραση της Ρωσίας. Με την τελευταία δεν θέλουμε αντιπαλότητα, αλλά δεν θέλουμε και να της ανοίξουμε την όρεξη, επειδή στερούμαστε κοινής ευρωπαϊκής πολιτικής για τα εξωτερικά θέματα, την ασφάλεια και την άμυνα.

Πέμπτον, βρισκόμαστε αντιμέτωποι με νέες απειλές, από την ισλαμική τρομοκρατία μέχρι τις λεγόμενες «παγωμένες συγκρούσεις» και αυτές πρέπει να αντιμετωπιστούν σε ευρωπαϊκό επίπεδο για να μην υπάρξουν δυσάρεστες εξελίξεις.

Έκτον, η κοινή γνώμη των χωρών μελών είναι θετική στην ανάπτυξη της συνεργασίας στους τομείς που ανέφερα. Θεωρώ, λοιπόν, ότι πρέπει να προχωρήσουμε με πιο φιλόδοξο τρόπο από αυτόν που συζητάμε.

  Kati Piri (S&D). – De crises in de wereld hebben een rechtstreeks effect op het leven van de Europeanen. Denk aan de oorlog in Syrië, waardoor onze samenlevingen de afgelopen jaren al één miljoen Syrische vluchtelingen in hun midden hebben opgenomen. Of de terreuraanslagen in Brussel en Parijs, aanslagen door Europese jongeren die zijn geïnspireerd en aangestuurd door IS uit Irak en Syrië.

Europese samenwerking moet zich richten op het belang van onze burgers. Mensen veiligheid en bescherming bieden is voor ons allen een kernopdracht. Gezien de fragiele wereld waarin we leven, zijn onze interne en externe veiligheid sterk verweven. Namens 500 miljoen Europeanen spreken, maakt ons dan ook een sterke speler op het wereldtoneel. Daar moeten we veel meer gebruik van maken. Uiteindelijk wordt het succes van een krachtig Europees buitenlands beleid echter niet afgemeten aan een goede strategie op papier, maar aan resultaat. Hierbij ook dank aan de Hoge Vertegenwoordiger Mogherini voor de ingrediënten. En nu is het aan de lidstaten om ook daadwerkelijk de stappen te zetten.

  Jaromír Štětina (PPE). – Pane předsedající, vážená paní vysoká představitelko, státy Evropské unie jsou vystaveny novým, dříve neznámým bezpečnostním rizikům. Je stále obtížnější, aby jim jednotlivé státy vzdorovaly samostatně. Není pochyb o tom, že se společná bezpečnostní a obranná politika Evropské unie stává prioritou. Už jen proto, že společenství půl miliardy lidí disponuje výjimečným hospodářským, vojenským a kulturně-historickým potenciálem. Je to síla, která se může opírat o tisíciletou tradici euroatlantické civilizace.

Zpráva paní Mogheriniové definuje základní rizika ohrožující dnešní Evropu vyrovnaně a diplomaticky. Obecně zdůrazňuje, že EU bude podporovat mír a garantovat bezpečnost svých občanů a svého území. To znamená, že Evropané spolupracující se svými partnery musí mít k dispozici nezbytné nástroje ke své obraně. U vědomí rizik, kterým je Evropská unie vystavena, zpráva paní vysoké představitelky zdůrazňuje, že „evropský projekt, který přinesl bezprecedentní mír, prosperitu a demokracii, je podrobován zkoušce“.

Souhlasím, paní vysoká představitelko, a předpokládám, že se stávající nebezpečí budou stupňovat. Proto je nezbytně nutné je stratifikovat a nazývat pravými jmény. Je potřeba, abychom si všichni uvědomili, že zásadním nebezpečím pro Evropu je dnes imperiální politika Kremlu a porušování mezinárodních norem Ruskou federací. Nebezpečím je i podceňování a bagatelizace ruských výbojů, upřednostňování obchodních vztahů s Ruskem a appeasement vůči Kremlu.

Proto je velmi důležité, že se stupňují snahy o jinou kvalitu spolupráce Evropské unie s NATO. Je zřejmé, že nastává čas uvažovat o podstatně větší autonomii evropské bezpečnostní politiky.

  Liisa Jaakonsaari (S&D), sinisen kortin kysymys. – Te sanoitte aika jyrkästi, että Euroopan kaikkein suurin uhka on tällä hetkellä Kreml. Oletteko Te todella sitä mieltä, että kun otetaan huomioon esimerkiksi Euroopan kansat, jotka ovat jo kärsineet terrorismista ja muusta, että terrorismi ei ole suurin uhka vaan se on Venäjä? Eikö voisi ajatella, että vähitellen tulisi aika, jolloin etsittäisiin enemmän yhteisiä intressejä kuin nostatettaisiin vihaa toinen toisiamme kohtaan? Yhteisten intressien kautta rauhaan.

  Jaromír Štětina (PPE), odpověď na otázku položenou zvednutím modré karty. – Já tady nechci licitovat a ani ve svém projevu jsem nemluvil o tom, které nebezpečí je větší. Mě moje historická zkušenost a historická zkušenost ze zemí, které byly vazaly sovětského bloku, učí opatrnosti. A myslím si, že to ruské nebezpečí a imperiálnost Ruské federace ohrožuje přímo bývalé země sovětského impéria.

  Eduard Kukan (PPE). – Mr President, when the High Representative outlined the need for a strategic rethink of the EU’s foreign policy nearly two years ago, the EU’s immediate neighbourhood at that time was becoming a ring of fire. In 2016, the fire has still not been put out.

I am particularly glad to see that a credible enlargement policy and support for the neighbourhood are priorities of our strategic external action. This is as close to home as it gets. We have an unparalleled dialogue with our partners in the Western Balkans and the neighbourhood, both in the east and the south. Acting together, using the principles of unity and coordination, the EU can make a meaningful impact in the region on our doorstep. Looking strategically ahead, let us make the best use of our instruments. We have the expertise and we have the manpower. We need to put all of that into use for securing a democratic and peaceful ring of friends around the EU.

  Eugen Freund (S&D). – Mr President, I would like to apologise to Ms Mogherini for the fact that she has to listen to yet another speech – and, worse still, in German! So please:

Seit Beginn meiner Tätigkeit im Europäischen Parlament habe ich immer wieder ein selbstbewusstes, kräftiges, robustes Auftreten der EU in außenpolitischen Belangen gefordert. Ich danke Ihnen also ausdrücklich, Frau Mogherini, dass Sie mit diesem Dokument einen ersten wichtigen und richtigen Schritt in diese Richtung gesetzt haben. Sie haben erkannt: Es kann nicht so weitergehen, dass ein Kontinent mit 500 Millionen Einwohnern nicht in der Lage ist, seine Stimme dann deutlich zu erheben, wenn es gilt, Krisen und Konflikte zu bewältigen, die unmittelbar auf Europa einwirken. Insbesondere die EU-Mitgliedstaaten müssen aber jetzt die Blockaden aufgeben, um dieses gemeinsame Ziel zu erreichen.

Noch wichtiger als das umfassende Dokument ist jetzt aber die rasche und konsequente Umsetzung der darin enthaltenen Vorschläge und Anregungen.

  Ruža Tomašić (ECR). – Poštovani predsjedniče, izbori 2014. pokazali su da Unija treba ozbiljnu reformu. Euroskeptične snage pobijedile su u Francuskoj i Velikoj Britaniji, a broj kritičara ovakve Unije u ovom je domu značajno porastao. No, federalisti i eurofanatici odlučili su ignorirati rezultate izbora i nisu osjetili potrebu adresirati zabrinutost građana i želju za reformom koja je na njima iskazana.

Britanski referendum drugi je demokratski šamar europskim elitama i novi jasan pokazatelj da su građani nezadovoljni u tolikoj mjeri da svoju budućnost radije vide u nesigurnosti, nego u ovakvoj Uniji.

Slažem se da Unija treba našim državama, ali kao dodatna vrijednost, a ne kamen oko vrata. Trebamo zajedničku viziju i strategiju i na vanjskom i na unutarnjem planu, to je neosporno, ali ključan input mora dolaziti odozdo.

Europska se unija mora vratiti građanima i slušati njihov glas jer joj u protivnom prijeti nestanak i nijedna joj papirnata strategija onda neće pomoći.

  Csaba Sógor (PPE). – Mr President, although we are still reeling from the outcome of the referendum in the UK – one of the leading EU Member States on foreign and security policy matters – we must be conscious that current circumstances demand a strong European Union to protect its citizens and to act responsibly in our surrounding regions, for our sake and for the sake of people who look to us for help.

At a time when our wider neighbouring region – be it in Ukraine, Syria, or Libya – is engulfed in a ring of fire that also threatens the security of our citizens, Europe needs a common sense of direction and purpose and a vision that is up to the challenges we face. We cannot remain complacent and keep outsourcing security to the US. If we had not been aware of this until now, then the message became clear in the current American presidential campaign. Therefore, saluting in particular priorities such as the pre—emptive consolidation of peace, I welcome the creation of a global security vision for Europe and hope that it will help fulfil our potential to contribute to peace and security in the world.

  Afzal Khan (S&D). – Mr President, I would like to congratulate the High Representative on the excellent paper. As she rightly mentioned, this is no time for uncertainty: our Union needs a strategy. Europe has never before faced such a convergence of security challenges, and many of these contemporary threats do not recognise national borders.

Unfortunately, nationalistic and xenophobic parties are gaining support across Europe. The danger to the Union lies in our own disunity: we must work together against radicalisation and for social inclusion and integration. The EU’s response must be comprehensive and based on a coherent set of actions. Responsibility also rests with the Member States for cooperation on the strategy.

The NATO—EU relationship is vital and I welcome the organisation’s deepening ties, which we will mark this week in Warsaw. We must not allow the strategy to be another one-off event – it must become the starting point of systematic efforts to fill the EU’s foreign policy with a greater sense of purpose and urgency. It would be helpful to have an annual progress report sent to this Parliament too.

  Νότης Μαριάς ( ECR). – Κύριε Πρόεδρε, η βασική αρχή της Κοινής Εξωτερικής Πολιτικής και Πολιτικής Ασφάλειας, κυρία Mogherini, όπως ξέρετε, είναι η αλληλεγγύη της Ευρωπαϊκής Ένωσης προς τα κράτη μέλη της. Δεν είδα όμως καμία αλληλεγγύη προς την Ελλάδα, που είναι ίσως η μόνη χώρα της Ένωσης που αντιμετωπίζει άμεσες γεωπολιτικές απειλές, στον περιβάλλοντα χώρο. Αυτό είναι κάτι που τα όργανα της Ευρωπαϊκής Ένωσης αρνούνται συστηματικά να αναγνωρίσουν και να λάβουν υπόψη τους.

Ο βίαιος διαμελισμός της πρώην Γιουγκοσλαβίας εξέθρεψε ένα αλυτρωτικό μεγαλοϊδεατισμό στην περιοχή των Βαλκανίων, από τον οποίο ορισμένα κράτη δεν έχουν απαλλαγεί. Το τελευταίο διάστημα, βιώνουμε την αναζωπύρωση του αλβανικού εθνικισμού και οφείλουμε να είμαστε σε επιφυλακή, πόσο μάλλον που αυτός ο εθνικισμός πλέον αναμειγνύεται με ισλαμιστικά στοιχεία. Το ίδιο συμβαίνει και από την άλλη πλευρά του Αιγαίου, όπου οι τουρκικές προκλήσεις εντείνονται διαρκώς.

Αντί λοιπόν η Ευρωπαϊκή Ένωση να υιοθετεί μια υποχωρητική στάση απέναντι στα παζάρια της Τουρκίας και να δίνει βίζα στους Κοσοβάρους, ήρθε ο καιρός να δράσει με συνέπεια και υπευθυνότητα.
