  Othmar Karas, Berichterstatter. – Frau Präsidentin, Herr Kommissar, meine Damen und Herren! Wir besprechen jetzt den Bericht zur Finanzierung von kleinen und mittelständischen Unternehmen im Zusammenhang mit der Kapitalmarktunion, und ich plädiere für das Haus dafür, dass die geplante Kapitalmarktunion in Europa auch ganz spezifisch auf KMU ausgerichtet wird. Kleine und mittelständische Unternehmen sollen sich einfacher am Kapitalmarkt finanzieren können. Wir wollen nichts weniger, als dass die Kapitalmärkte in der Europäischen Union in den Dienst der Realwirtschaft gestellt werden.

Kleine und mittelständische Unternehmen sowie Midcap-Unternehmen sind ein wesentlicher Bestandteil der Wirtschaft in der EU. Aus diesem Grund steht der Zugang von KMU zu Finanzmitteln bereits seit langer Zeit auf der politischen Agenda und muss von uns unterstützt und auch verbreitet werden. Die KMU in der EU sind alles andere als einheitlich. Sie unterscheiden sich je nach Geschäftsmodell, Größe, Entwicklungsstand, Finanzstruktur und Rechtsform. Der Zugang von KMU zur Finanzierung muss während des gesamten Lebenszyklus unterstützt werden.

Bankdarlehen stellen in diesem Zusammenhang weiterhin eine wichtige Finanzierungsquelle für KMU dar, und daher fordern wir, dass die aktuelle Erleichterung für Banken bei der Kreditvergabe an kleine und mittelständische Unternehmen verlängert und ausgebaut wird. Ich habe selbst bei der Bankenregulierung 2013 dafür Sorge getragen, dass die Möglichkeit für günstigere Konditionen an KMU geschaffen wurde, und wir verlangen, dass dieser supporting faktor verlängert und ausgebaut wird. Die KMU sind nicht die Ursache für die Krise, und daher ist die Verlängerung und der Ausbau des supporting faktor eine Frage auch der Fairness und der Vernunft, um den Wirtschaftsaufschwung fortsetzen zu können.

Ein dritter Punkt, der in diesem 41 Seiten umfassenden Bericht herausgegriffen wird, ist die Frage der Schaffung eines one-stop shop in jedem einzelnen Mitgliedstaat. Überall in Europa müssen die Verfahren zur Unternehmensgründung endlich vereinfacht werden, und jedes Unternehmen in jedem Mitgliedstaat muss mit einem Schlag alle Formalitäten von der Gründung bis zur Finanzierung erledigen können.

Eine weitere Forderung des Hauses ist die Schaffung einer zentralen Datenbank, in der KMU ihre Projekte und ihren Finanzierungsbetrag eintragen können. So soll einfacher mit Investoren europaweit in Kontakt getreten werden können.

Und meine fünfte Forderung, die wir jetzt am Beginn der Debatte herausgegriffen haben ist die Schaffung von Programmen und Projekten, um die financial literacy bei jungen Menschen und Jungunternehmern zu erhöhen. Nur wer über die notwendigen ökonomischen Grundlagen verfügen kann, hat den Mut, Neues zu wagen und alternative Finanzierungsmöglichkeiten auszuprobieren, Risiken einzugehen.

Und ich bitte: Wir schlagen Ihnen hier auf diesen 41 Seiten eine Fokussierung der Kapitalmarktunion auf die KMU-Finanzierung vor, eine Beibehaltung des Schwerpunktes. Wir dürfen das Kind nicht mit dem Bade ausschütten, aber müssen die Kreditfinanzierung um neue Finanzierungsmöglichkeiten erweitern und die Unternehmensgründung durch den one-stop shop vereinfachen. Ich bitte das Haus, diesen Bericht zu unterstützen.

  Zdzisław Krasnodębski, sprawozdawca. – Pani Przewodnicząca! Przede wszystkim chciałbym podziękować kolegom kontrsprawozdawcom za owocną współpracę nad tym sprawozdaniem. Udało się doskonale porozumieć, podzielając główny cel tego sprawozdania.

Nie trzeba przypominać, jak wielkie znaczenie mają małe i średnie przedsiębiorstwa w gospodarce europejskiej. W naszym sprawozdaniu przytaczamy wiele liczb dobitnie potwierdzających ten fakt. Przypomnę tylko, że ponad 90% europejskich firm to MŚP. MŚP mają ogromne znaczenie w tworzeniu miejsc pracy. To MŚP w ogromnym stopniu przyczyniły się do wzrostu zatrudnienia w ostatnich latach. Oblicza się, że w 2014 r. było to do 71% miejsc pracy w sektorze pozafinansowym gospodarki.

Zarówno Parlament, jak i Komisja wielokrotnie podejmowały inicjatywy na rzecz rozwoju MŚP, ich dostępu do finansowania i nowych rynków. Dziś debatujemy też równolegle nad inicjatywą Komisji Gospodarczej i Monetarnej w kwestii finansowania MŚP w ramach unii rynków kapitałowych.

Mimo tych wysiłków MŚP nadal borykają się z wieloma problemami. Potencjał małych i średnich przedsiębiorstw w zakresie tworzenia miejsc pracy nadal nie jest wykorzystany w pełni. Nadal są pod wieloma względami w pozycji gorszej, w sytuacji nierównej konkurencji w stosunku do dużych i wielkich firm, zwłaszcza tych międzynarodowych. Ciągle jeszcze występujące zaniedbanie MŚP w polityce gospodarczej Unii i krajów członkowskich, mimo składanych deklaracji, to motyw najważniejszy, dla którego powstało to sprawozdanie.

W wielu krajach przedsiębiorstwa rodzinne i inne średniej wielkości firmy stają się ofiarą niestabilności przepisów, niesprawiedliwych wyroków sądowych i nadgorliwości urzędów podatkowych. Jednocześnie warunki tworzone dla wielkich koncernów skutkowały de facto ich uprzywilejowaną pozycją w stosunku do mniejszych firm lokalnych. Dlatego tworząc krajowe i unijne ramy regulacyjne, należy wziąć pod uwagę różnorodny wpływ, jaki wywierają one na te dwie grupy przedsiębiorstw. Zasada „one fits all” okazała się dyskryminująca dla MŚP.

W niektórych przypadkach sama polityka konkurencji Unii powoduje uprzywilejowanie dużych przedsiębiorstw, mających lepsze od MŚP możliwości wykorzystywania regulacji. Małe i lokalne firmy są w szczególnie niekorzystnej sytuacji w biurokratycznych systemach administracyjnych obłożonych nadmiernie rozbudowanymi przepisami, gdyż takie systemy generują wyższe koszty stałe dla przedsiębiorstw.

Barierą rozwoju MŚP jest także brak odpowiedniej kadry, co jest po spowodowane niedostosowaniem systemu kształcenia do potrzeb rynku, w szczególności potrzeb MŚP. Zbyt wiele zawodów i specjalności zostało poddanych sztucznej akademizacji i niedostateczny nacisk kładzie się na rozwój i dobry wizerunek szkolnictwa zawodowego, uczenia się w miejscu pracy oraz odbywania praktyk zawodowych.

Najtrudniejsza jest sytuacja MŚP w Europie Środkowo-Wschodniej, w której modernizacja dokonywała się przy wielkim udziale zagranicznego kapitału i bezpośrednich inwestycji zagranicznych oraz w Europie Południowej, gdzie w ostatnich latach polityka konsolidacji fiskalnej uderzyła w źródła finansowania i wewnętrzne rynki zbytu. Dodatkowo trzeba podkreślić, że kraje Europy Środkowej i kraje peryferyjne w większym stopniu cierpią z powodu odpływu młodych i wykształconych ludzi, co skutkuje zjawiskiem tzw. drenażu mózgów.

Dlatego „równe pole gry” oznacza również, że trzeba patrzeć na Europę z punktu widzenia jej zróżnicowania gospodarczego, a nie z perspektywy krajów i regionów najsilniejszych, bo wtedy równe boisko do gry okazuje się w rzeczywistości dla niektórych graczy polem pełnym dołów i nierówności.

  Valdis Dombrovskis, Vice-President of the Commission. – Madam President, the priority of the Commission is to boost jobs and growth. SMEs are a crucial focus of this effort. I am pleased to have a chance to discuss how to improve SMEs’ access to finance in Europe. Improved access to finance for businesses is central to our Capital Markets Union. I would like to thank the rapporteurs, Mr Karas and Mr Krasnodębski, and all the shadow rapporteurs for having taken a comprehensive look at the challenges faced by SMEs and for pointing to a number of helpful actions.

Today the Commission has published a communication on the Capital Markets Union (CMU), to which we remain fully committed. It is an important part of our agenda for growth and jobs in Europe. As part of the CMU, we have already come forward with a number of actions which could help SMEs. These include proposals to overhaul the prospectus regime and make it easier for companies to raise funds on the public markets, to free up bank lending to the real economy we have defined simple, transparent and standardised securitisation, and we have revised the European Venture Capital Funds Regulation and the European Social Entrepreneurship Funds Regulation to strengthen venture capital markets and to support socially-minded investments.

We welcome the support expressed in Mr Karas’ report for the revision, inter alia, of the Financial Services Regulation, as well as a Prospectus Regulation. We need to progress quickly with the adoption of these initiatives. Now it is time to cement these first CMU actions and to shift the focus to new priorities.

We should accelerate progress where there is the greatest potential to deepen our capital markets, to improve competition and choice and to give businesses the certainty they need to invest across borders. I am thinking of measures to build a personal pensions market in the EU, to tackle the preferential-treatment tax systems and the question of debt compared to equity, to build a genuine single market in consumer financial services and to reform insolvency regimes to make it easier to restructure viable business debt and encourage innovation.

We will soon be coming forward with proposals on the debt equity bias and insolvency regimes. We will also publish the retail finance action plan. This summer we launched a consultation to determine how best to support the creation of a personal pensions market. We will consider all options, including new legislation. In addition, the Commission will shortly present a proposal on business restructuring and a second chance, in order to enable entrepreneurs to have a fresh start.

We will also want to be bolder in certain areas. Let us see what more can be done to promote sustainable finance. With this in mind, the Commission is setting up an expert group to develop a more comprehensive strategy on sustainable finance, and we will look at how to create the right environment for the safe promotion of fin-tech throughout the EU.

Taken together the action in today’s CMU communication will increase the amount of financing available to companies of all sizes, including SMEs. It will build on all the good work done to support their financing under the European Fund for Strategic Investment (EFSI). The EFSI, with more than 200 agreements with financial intermediaries, is already targeting some 200 000 SMEs in Europe with equity and guarantees. Nevertheless, bank lending remains a most important source of financing for SMEs. We will propose to expand the favourable capital treatment for loans to SMEs in the forthcoming review of the Capital Requirements Regulation and Directive.

In the current economic context, we need the capital markets union more than ever, so let us accelerate our work. Mr Krasnodębski’s report highlights the need to cater for start-ups and SMEs better in the regulatory framework and to pursue supportive structural reforms.

We share the report’s emphasis on skills. The new Skills Agenda seeks closer engagement with the business community including SMEs. Supporting innovative start—ups is necessary, but entrepreneurship should also be an attractive option for under-represented and disadvantaged groups. Access to microfinance could be one element in ensuring this.

The Commission shares your view that self-employment is not a panacea and that the quality of jobs is also of paramount consideration. We want to sustain an economy which guarantees rewarding and productive jobs for the workforce. We are addressing the issue of informal labour markets through the European Platform on undeclared work. Your report points to a range of aspects to be taken up in the preparation of the European pillar of social rights. In this respect, the situation of SMEs deserves our unflagging attention. I look forward to a productive debate.

  Zbigniew Kuźmiuk, autor projektu opinii Komisji Budżetowej. – Pani Przewodnicząca! Panie Komisarzu! Zabierając głos w tej debacie, chcę zwrócić uwagę na następujące kwestie. Po pierwsze, jak tu było mówione, małe i średnie przedsiębiorstwa wytwarzają ponad 50 % unijnego PKB i odpowiadają za ponad 70 % unijnego zatrudnienia. Po drugie, ze względu na ogromne zróżnicowanie, od mikroprzedsiębiorstw do spółek o średniej kapitalizacji, ich modele biznesowe cechują się różnym stopniem zapotrzebowania na finansowanie zewnętrzne. Po trzecie, do tej pory najważniejszym źródłem tego finansowania były kredyty bankowe stanowiące 75 % zewnętrznego finansowania, przy czym należy zwrócić uwagę na ogromne różnice w kosztach pozyskiwania kredytów w krajach strefy euro, gdzie od jakiegoś czasu obowiązują ujemne stopy procentowe i poza tą strefą, gdzie koszty kredytowania są zdecydowanie wyższe. Coraz większą rolę w finansowaniu MŚP zaczynają odgrywać pozabankowe źródła finansowe: obligacje, giełda, sekurytyzacja, ale także środki z budżetu Unii, takie jak program COSME. Dobrze się więc stało, że w ostatnich dniach Komisja przeznaczyła dodatkowe dwieście milionów złotych na program COSME, a i program EFIS ma szansę na większe finansowanie.

  Luigi Morgano, relatore per parere della commissione per la cultura e l'istruzione. – Signora Presidente, onorevoli colleghi, è già stato detto: le piccole e medie industrie sono il motore trainante dell'economia europea. Tra queste, le PMI e le micro imprese dei settori culturali e creativi svolgono un ruolo fondamentale per preservare e promuovere la diversità culturale e linguistica europea, nonché il suo specifico savoir faire.

Esse rappresentano ben il 4,5% dell'economia europea e danno occupazione a 6,3 milioni di persone (dato paragonabile agli occupati del settore bancario e assicurativo): principalmente si tratta di giovani tra i 15 e i 29 anni. Grazie poi allo strettissimo legame con le competenze e le tradizioni storiche dei territori, sono difficilmente delocalizzabili.

Però, per le loro caratteristiche intrinseche, tra cui la mancanza di garanzie materiali e la dipendenza da attività immateriali, l'accesso al credito è particolarmente problematico.

Servono pertanto soluzioni specifiche, soprattutto in questa fase di trasformazione digitale.

È urgente e decisivo, perciò, sviluppare capacità e competenze – sia in seno alle PMI che alle microimprese, che a livello di istituzioni finanziare – per adottare soluzioni concrete che valutino correttamente i rischi e la valorizzazione dei beni immateriali, così da considerare i diritti di proprietà intellettuale come garanzie reali, quindi la bancabilità.

  Deirdre Clune, on behalf of the PPE Group. – Madam President, I would like to thank Mr Krasnodębski, the rapporteur, for his support and his patience with the shadows in this. I think we have come to a very a coherent response and an opinion in our views on how SMEs should be supported. Focus as has been said must absolutely be on supporting small and medium-sized enterprises, and indeed start-ups, particularly ensuring that start-ups do not falter after year one or year two, that they are given support at that very delicate point. I think that is important.

We know well of the value of SMEs to our economy, to European economies, They employ 90 million people in Europe multinationals have been spoken about much today and in previous debates and the point should be made that multinationals do actually support the creation of SMEs, and so many SMEs depend on the presence of multinationals and the supply chain, supplying products and services, and indeed, supporting employees through their services, those that are employed by the multinationals. So they do play a very valuable role.

The report favours the reduction of red tape, of course, and removing unnecessary regulation for small businesses and for start-ups. That means smarter regulation and not more regulation. We do not want exemptions for regulation; everybody who wants to be in business, be they small, medium or large, should be subject to regulations. They are there for a reason, for a good reason, but smarter regulation is important. The Commission has given assurances that it plans to reduce the regulatory burden on businesses, so we have added to the pressure today by ensuring that they live up to those commitments. In fact, we want to make it easier and cheaper to set up a company to take on employees and to avail of government support.

Yes, much has been said also of the cost of wages and labour. They are a cost, but I would state that labour is a very important element in any business, particularly small and medium-sized enterprises. There cannot be any cutback on the cost of labour, just as rates, rent, power, they are all considered. So we should not skimp and we should not focus on reducing the cost of labour. I think it is important to recognise that workers need to be respected.

  Siôn Simon, on behalf of the S&D Group. – Madam President, thank you to the rapporteur for a good report, and thank you, Mr Karas, for your collaborative, cooperative approach in which we found a lot of common ground. I think we share a lot of thoughts on what the problems are and how to solve them – and yet we still have the same discussions, decade after decade, on the fact that they have not gone away.

In my West Midlands region there are 378 000 small businesses, a number which is growing strongly and yet only 26% of them have employees, a number which is falling. By the way, there are 178 000 people unemployed. Now, it does not take a genius to know that if a relatively small number of those businesses were empowered to take on some staff we would begin to make some more progress with unemployment. Why do they not do this? Partly, perhaps, because the banks, much as they say they are trying, are still not close enough to their customers, and they need to get closer. Fundamentally, though, it is because there is a gap in which it is not commercially viable for banks to lend. That is why they do not lend and that gap needs to be plugged by the public sector, by an intelligence-led approach to public sector-backed investments. There are many examples in my region of this being done very well, but it needs to be scaled up significantly and consistently.

There are other things that we need. We need one-stop shops, we need to diversify the lending base away from banks; but, fundamentally, we need to be clear that there is a gap in which lending is not economic. It is not uneconomic because of the risk, it is uneconomic because of the risk relative to the transaction costs that will remain at this lower end of the SME market. That gap has to be plugged by the public sector.

  Stanisław Ożóg, w imieniu grupy ECR. – Pani Przewodnicząca! MŚP stanowią ponad 90% wszystkich przedsiębiorstw i zapewniają ponad dwie trzecie całkowitego zatrudnienia w sektorze firm niefinansowych w Unii Europejskiej. Sprawozdanie podkreśla znaczenie dywersyfikacji możliwości finansowania MŚP, również zauważa potrzebę administracyjnych i podatkowych ułatwień. Kładzie nacisk na innowacyjne instrumenty finansowe nie lekceważąc roli banków przy tym, jako że pożyczki i kredyty na dzień dzisiejszy stanowią wciąż najważniejsze źródło finansowania MŚP. Uważam, że wdrożenie wsparcia ma duże szanse na powodzenie. Dziękuję sprawozdawcy za współpracę. Jeśli chodzi o samo sprawozdanie, to uważam, że obrazuje obecną sytuację sektora MŚP, nie mogę jednak oprzeć się wrażeniu, że poprzez umieszczenie tak dużej ilości poprawek treść stała się jednak trochę mniej przejrzysta.

  Martina Dlabajová, za skupinu ALDE. – Paní předsedající, pane komisaři, malé a střední podniky jsou moje srdeční záležitost, neboť z tohoto podnikatelského prostředí jsem vzešla, a dodnes se snažím pro své iniciativy v roli poslankyně získávat zpětnou vazbu přímo od lidí z praxe. Myslím si totiž, že bez toho, že se budeme firem ptát, jak jim můžeme pomoci, jim nikdy nepomůžeme. Proto bez dlouhých řečí navrhuji tyto jednoduché a efektivní kroky na podporu malých a středních podniků: zaprvé, propojujme dovednosti absolventů a uchazečů o práci s reálnými požadavky trhu práce. Podpořme firmy v investicích do odborné přípravy a technického nebo řemeslného vzdělávání.

Zadruhé, Komise by měla stavět na úspěšných programech pro mladé, jako je např. Erasmus, a rozvíjet je. Potřebujeme sebevědomé, vzdělané mladé lidi. Jednu generaci mladých lidí závislých na sociálních dávkách jsme pro trh práce, zejména v jižních státech Evropy, definitivně ztratili. A tuto chybu nesmíme v budoucnu opakovat. Zatřetí, v návaznosti na to podpořme start-upy, kreativní průmysly, udělejme maximum pro modernizaci a digitalizaci firem. Nástup digitálních technologií také klade nové nároky na základní dovednosti zaměstnanců. Dále zjednodušme pravidla pro čerpání dotací z EU a využijme synergie mezi různými nástroji financování, např. mezi nástroji kohezní politiky a přímými programy, jako je Horizont 2020 nebo Cosme atd.

Pomáhejme vytvářet stabilní a přívětivé legislativní prostředí, aby se další nařízení a nové povinnosti ze strany EU nestaly pro podniky strašákem, ale naopak aby pro ně byly příležitostí k dalšímu rozvoji. Uvědomme si totiž, že právě malé a střední podniky přispívají k vytváření až 2/3 pracovních míst v Evropě a jsou důležitou hnací silou inovací a podnikání. Jejich úspěch je podmínkou pro hospodářský růst každé země a také celé Evropy, buďme na ně také hrdí. Proto by poskytování efektivní a smysluplné podpory pro malé a střední podniky mělo být naší zásadní prioritou.

  Maria Lidia Senra Rodríguez, em nome do Grupo GUE/NGL. – Senhora Presidente, as pequenas e médias empresas são o motor da economia europeia.

No meu país, a Galiza, 99,93 % do total de empresas são PME, das quais 96,45 % são microempresas. Mas, apesar da sua importância e do papel que desempenham no emprego, sofrem a concorrência desleal provocada por uma política neoliberal que favorece que o financiamento às ajudas públicas e à produção se concentre nas grandes empresas e corporações transnacionais, as que também pagam menos impostos.

Se realmente a União Europeia pensa em resolver os problemas de emprego, deve apoiar as PME, pondo fim às políticas de austeridade, facilitando o acesso destas empresas aos contratos públicos e ao financiamento e promovendo a criação da banca pública.

  David Coburn, on behalf of the EFDD Group. – Madam President, the Capital Markets Union is supposed to facilitate investment, but I have to tell you that the EU is instead following policies that will harm investment. The ruling on Apple’s tax in Ireland is a fine example of this. Businesses, whether they are large or small, need certainty in their tax affairs, but in demanding that Apple pay EUR 13 billion, the EU has in effect retrospectively changed the meaning of illegal State aid to suit its own ends and agenda.

What is that agenda? In the short term, to distract from the tendency of the single market to facilitate tax avoidance by abuse of its freedom of establishment; in the medium term, to expand the meaning of State aid within the single market rules to include tax; and in the long term, to abolish tax competition completely so that states have no incentive to provide public services more efficiently. What an irony that the so-called EU Competition Commission is being used to eliminate competition. In the end, this will result only in less efficient public services and, regardless of any windfall tax, smaller receipts from Apple.

The lesson for the UK to draw from all this, even after Brexit, is that if the UK remains in the single market, we will be subject not only to the rules on State aid, but also control of our taxes. The uncertainty and the taxation without representation that would result makes it even more imperative that Britain must leave the single market and that Brexit must mean leaving the single market. The EU clearly does not understand businesses, small, medium or large.

  Bernard Monot, au nom du groupe ENF. – Madame la Présidente, Monsieur le Commissaire, nous entendons beaucoup l'Union européenne parler des PME, comme si les kleptocrates de Bruxelles avaient l'expérience d'une petite entreprise. Combien d'entre vous ont déjà signé un chèque de salaire ou recherché des clients pour remplir un carnet de commandes? M. Barroso, embauché par la firme Goldman Sachs, incarne totalement la connivence de la Commission européenne avec les banques d'affaires de Wall Street, la haute finance et les lobbies industriels mondiaux.

À qui profite le marché unique depuis vingt-cinq ans? Exclusivement aux grandes multinationales extraeuropéennes. Vos règles de la concurrence ont permis à des capitaux étrangers d'acheter ou d'investir des quantités d'entreprises stratégiques européennes. L'exemple d'actualité en France: l'affaire Alstom avec General Electric.

La réglementation envahissante de l'Union européenne est une contrainte insoutenable pour les PME. Ce qu'il faut aux PME, c'est un carnet de commandes et, pour cela, il faut une politique de la demande économique intérieure. Il faut également donner aux États la possibilité de réserver des marchés aux PME nationales.

Nous sommes par ailleurs sceptiques quant à l'Union des marchés de capitaux et la volonté de pousser le financement par les marchés financiers. Par expérience, les marchés sont cycliques. Ils ne financent que quand le vent est porteur. Ils exigent du retour sur investissement rapide.

Les patriotes veulent repenser le partenariat avec les banques privées et instaurer des relations à long terme pour soutenir l'activité lorsque la conjoncture se retourne. Les banques doivent donc se recentrer sur un métier, financer l'économie productive et réduire la spéculation.

  Emilian Pavel (S&D). – Doamnă președintă, aș dori, în primul rând, să-i mulțumesc domnului Krasnodębski pentru modul în care a colaborat la acest dosar. Alături de grupul meu politic, sunt un mare susținător al IMM-urilor și antreprenorilor europeni. Aceștia aduc o contribuție importantă la creșterea și dezvoltarea socio-economică a Uniunii Europene. Comisia Europeană și statele membre trebuie să asigure condiții mai bune pentru crearea de locuri de muncă de calitate în sectorul IMM-urilor, prin măsuri precum: facilitarea accesului la informații, consiliere, finanțare, dar și prin accesul mai ușor la contracte de achiziții publice. Reducerea birocrației inutile, accesul la lucrători calificați, combaterea economiei subterane și fraudei, precum și asigurarea unui cadru legislativ stabil și predictibil, aceste lucruri au fost și sunt solicitate de multe IMM-uri din țara mea și nu numai. Mulți vor spune acum „Ușor de zis, greu de făcut”, însă eu consider că dacă ne dorim cu adevărat să creștem competitivitatea IMM-urilor europene, aceste măsuri trebuie implementate imediat și nu doar trecute pe un raport în Parlamentul European. Diferențele inerente între IMM-uri și întreprinderile multinaționale trebuie remediate asigurând condiții de concurență echitabile.

În ceea ce privește carențele de competențe în cadrul IMM-urilor, este necesară o cooperare între statele membre, întreprinderi, sindicate, instituții de învățământ și alte părți interesate pentru adaptarea sistemelor de educație și formare, dar și combaterea decalajului dintre calificări și nevoile pieței muncii. Odată cu dezvoltarea lor, IMM-urile au și responsabilități față de angajați. Scăderea costului cu forța de muncă prin reducerea protecției lucrătorilor nu trebuie să reprezinte niciodată o soluție. Aceste practici ar expune IMM-urile la un deficit major de lucrători calificați, generând astfel precaritate în Europa. Totodată, IMM-urile trebuie neapărat să elimine disparitatea de gen și să garanteze remunerație egală pentru muncă egală între bărbați și femei. Europa datorează mult întreprinderilor mici și mijlocii și trebuie să asigure un cadru eficient de reglementare care să încurajeze investiții care promovează creșterea durabilă și locuri de muncă de calitate pentru IMM-uri.

Jak ważnego, bardzo potrzebnego i aktualnego tematu podjął się pan profesor Krasnodębski niech świadczą tylko następujące dane: w Unii Europejskiej istnieje 23 miliony małych i średnich przedsiębiorstw, które stanowią blisko 99 % wszystkich przedsiębiorstw Unii i zatrudniają ponad 74 miliony osób. Zatem bez tych przedsiębiorstw nie byłoby tylu nowych miejsc pracy, innowacji, przedsiębiorczości i wzrostu gospodarczego. Te przedsiębiorstwa to sól każdej gospodarki narodowej.

Sprawozdanie pana profesora Krasnodębskiego jest tym cenniejsze, iż obok ważnych rekomendacji w kwestii jak najlepszego wykorzystania potencjału MŚP, pan profesor zauważa i przestrzega przed realnymi zagrożeniami w rozwoju przedsiębiorczości, między innymi brakiem spójnego i pewnego prawa, nadmierną biurokratyzacją systemów administracyjnych, fiaskiem uniwersalnego modelu dla tworzenia miejsc pracy, niedopasowaniem umiejętności czy tak zwanym zjawiskiem drenażu mózgu. W konkluzji, to bardzo dobry dokument w aspekcie realnego wsparcia i rozwoju przedsiębiorczości.

  Cora van Nieuwenhuizen (ALDE). – Ik geloof dat alle voorgaande sprekers het al hebben gezegd: het midden- en kleinbedrijf is de banenmotor van de economie in al onze lidstaten. Het is dan ook van het grootste belang dat, nu de economie weer aantrekt, bedrijven kunnen groeien en daar voldoende financiering voor kunnen vinden. Met de kapitaalmarktenunie komt de Commissie al met een aantal belangrijke voorstellen. Straks gaan we het nog hebben over de prospectusrichtlijn van mijn collega Petr Ježek. Dat is een stap in de goede richting. Ook de securitisatie kan helpen, net als het voorstel om de regels voor durfkapitaalfondsen te verbeteren. Dat zijn allemaal belangrijke bijdragen daaraan.

Maar het kleinbedrijf is daar nog steeds niet helemaal mee geholpen. Dat is nog voor 80 procent afhankelijk van financiering door banken. Als rapporteur voor financiële technologie wil ik dan ook graag een lans breken om voldoende aandacht te schenken aan de nieuwe mogelijkheden die er zijn met betrekking tot crowdfunding of online-platforms om te lenen, waar ondernemers rechtstreeks met investeerders in aanraking kunnen komen. Ik roep de Commissie op om ook aan de fintech-kant voldoende aandacht te besteden, omdat dit ondernemers extra hulp kan bieden om aan financiering te komen. Tot slot mijn complimenten aan de rapporteurs voor dit goede verslag.

  Paloma López Bermejo (GUE/NGL). – Señora Presidenta, las pymes son fundamentales en la vertebración de nuestro modelo productivo, en el mantenimiento del empleo y la producción en nuestros territorios. Sin embargo, están atenazadas por las políticas europeas. Por un lado, la concentración bancaria resultante del rescate financiero: donde antes existía un modelo de banca diversificado con cajas, cooperativas de crédito y bancos públicos capaces de financiar a las pymes, ahora solo hay grandes bancos desligados de la economía real, que desvían el crédito hacia la especulación y la financiación de las grandes multinacionales, en detrimento de los pequeños productores.

Por otro lado, la falta de demanda provocada por las reducciones en los salarios y el gasto público ha deprimido los ingresos de las pymes, abocándolas a una grave situación financiera. La Unión de los Mercados de Capitales no es la solución milagro a estos problemas, como pretende el ponente. Por el contrario, es echar más gasolina al fuego de la financiación, alentando futuras crisis como la que tan duramente está golpeándolas.

  Marco Zanni (EFDD). – Signora Presidente, onorevoli colleghi, stasera ho sentito quasi tutti interventi positivi e di persone che hanno a cuore l'importanza delle piccole e medie imprese – questo sicuramente mi fa piacere.

Quello che vedo io, però, è che ancora oggi si fa fatica a capire qual è il reale problema e il reale limite delle piccole e medie imprese in Europa. Non è l'accesso al credito. E ancora una volta all'interno dell'Unione europea si decide di guardare la pagliuzza e di ignorare invece la trave che sta affossando il sistema industriale, il sistema delle piccole e medie imprese all'interno dell'Unione europea. Questa trave, questo problema strutturale, ha un nome ben preciso: si chiama euro. È la moneta unica europea che sta affossando le piccole e medie imprese. Ce lo dice la Banca centrale europea nelle sue relazioni, quando intervista le piccole e medie imprese, che non mettono al primo posto dei loro problemi la mancanza di accesso al credito, ma la mancanza di domanda, la mancanza di clienti, la mancanza di mercati di sbocco per i loro prodotti.

Oggi l'euro causa una grave distorsione della competizione per le piccole e medie imprese e ancora una volta non ve lo spiego io, ma ce lo spiegano il Fondo monetario internazionale e l'OCSE. Ci dicono una cosa molto semplice da capire: oggi i paesi del Nord e le imprese, le piccole e medie imprese del Nord operano con un tasso di cambio sottovalutato del 15-20%, mentre le imprese del Sud operano con un cambio implicito sopravvalutato del 20%. È chiaro che in questo ambiente competitivo non c'è futuro, gli squilibri all'interno dell'eurozona si amplieranno sempre di più e le piccole e medie imprese continueranno a chiudere. Inoltre l'austerità imposta dall'Europa agli Stati, che ha distrutto la domanda, compresso i consumi e compresso i redditi, di certo non è stata un toccasana per le piccole e medie imprese. Questo è il reale problema che oggi l'Europa si rifiuta di vedere!

Io non accetto di partecipare a questo gioco al massacro e vi dico una cosa: vogliamo davvero fare qualcosa di importante per le piccole e medie imprese? Rimane un'unica cosa da fare: smantellare l'Unione monetaria europea.

  Nicolas Bay (ENF). – Madame la Présidente, au Parlement européen, on ne compte plus désormais les rapports qui se sont succédé, accumulés ces dernières années pour, soi-disant, défendre nos TPE/PME. Au-delà des belles déclarations, nos gouvernants refusent obstinément de protéger nos entreprises de la concurrence déloyale de pays comme la Chine. Pire, ils ont décidé d'organiser le dumping social intracommunautaire avec la scandaleuse directive sur les travailleurs détachés.

En France, nos TPE/PME subissent à la fois le pire du libéralisme et le pire de l'étatisme. D'un côté, la concurrence sauvage et la financiarisation au détriment de l'économie réelle et, de l'autre, une bureaucratie écrasante, une fiscalité confiscatoire et une inflation de normes qui, sans cesse fluctuante, crée une insécurité juridique insupportable pour les petites entreprises.

Parmi les mesures que nous préconisons, je n'en citerai que trois. Nous voulons favoriser l'accès des TPE/PME à la commande publique, remettre les banques au service des entreprises et rééquilibrer l'imposition sur les sociétés. On ne peut continuer, en effet, d'accepter qu'en France, les TPE/PME paient en moyenne 22 % d'impôt sur les sociétés contre moins de 8 % pour les grands groupes.

  Markus Pieper (PPE). – Frau Präsidentin, Herr Kommissar! Es könnte alles so schön sein – gute Berichte für die Zukunft des Mittelstandes zu Eckpunkten der Finanzierung, Jobs im Mittelstand. Mein ausdrücklicher Dank an die Berichterstatter Karas und Krasnodębski, die sich mit wichtigen Themen des Mittelstandes wirklich sehr aufopferungsvoll beschäftigen.

Es könnte so schön sein, wenn da nicht auch andere Signale in dieser Woche kämen. Linke, Grüne und Liberale wollen eine Neuauflage der Mutterschutzrichtlinie. Das schafft für kleine Firmen Doppelregulierung und ist eigentlich nationale Angelegenheit. Die EU soll Elternzeiten regeln und für eine gerechte Beteiligung der Väter sorgen. Wir wollen die Pflege alter Menschen regeln, wir wollen dafür zuständig sein. In anderen Bereichen fordern wir diese Woche Mindestlöhne. Wir wollen eine europäische Arbeitslosenversicherung, und wir betrachten allen Ernstes das betriebliche Outsourcing als Teufelszeug.

Meine Damen und Herren, haben wir im Europäischen Parlament den Brexit—Weckruf nicht gehört? Anstatt mit Entschuldung und Bürokratieabbau Vertrauen zu schaffen, reißen wir immer neue Gräben auf. Umverteilung, Bürokratie für Betriebe, Verstöße gegen Subsidiarität – das ist leider auch eine Bilanz dieser Woche im Europäischen Parlament. Umso wichtiger ist es, dass sich die Mittelständler, die Mittelstandspolitiker, hier zusammentun und eindeutig Flagge zeigen, so wie heute Abend.

  Jonás Fernández (S&D). – Señora Presidenta, en primer lugar, quiero agradecer el enorme trabajo del ponente en este informe y, por supuesto, la presencia aquí de la Comisión y del Comisario Dombrovskis. Porque es un debate importante, es un debate en el que tenemos que poner las vías de futuro para que la economía real en Europa recupere el crecimiento y mejore el nivel de empleo y, por lo tanto, el bienestar del conjunto de los de los europeos.

Es verdad que existen retos «micro» que tenemos que tratar. Tenemos que revisar todas las políticas sectoriales que está impulsando la Comisión, desde las telecomunicaciones a la energía, para mejorar las expectativas de crecimiento. Pero también tenemos que revisar las políticas macroeconómicas, no solamente la política monetaria, sino también el proyecto de la Unión de Mercados de Capitales, para facilitar la financiación y, por supuesto, la política fiscal, porque gran parte de los problemas que tienen las pymes es la reducida demanda del mercado interior. Y todo ello con una mejora de la capacidad de los elementos de competencia, para evitar el dumping fiscal de las grandes empresas de las que hemos hablado ya.

Yo creo que el informe está en la buena dirección. Yo creo que este papel puede ayudar a la Comisión y al conjunto de las instituciones europeas a seguir trabajando, y la opinión de mi Grupo y la mía es que es un informe muy oportuno.

En cualquier caso, me voy a permitir estos segundos que me quedan para pedir disculpas al señor Comisario por tener que estar aquí a las once de la noche escuchando discursos de los diputados del UKIP y del Frente Nacional, que avergüenzan a esta Cámara, que avergüenzan al conjunto de los europeos.

La verdad es que algunos llevamos aquí muchas horas ya trabajando, muchos años, y es insoportable escuchar esos discursos llenos de odio, que envenenan a la ciudadanía y representan lo peor de Europa; los discursos nacionalistas, que avergonzarían claramente a Charles de Gaulle, que avergonzarían a Winston Churchill, que avergonzarían a nuestra historia. La verdad es que esto ha llegado a un nivel absolutamente insoportable.

  Νεοκλής Συλικιώτης (GUE/NGL). – Κυρία Πρόεδρε, στην έκθεση για αξιοποίηση του δυναμικού των μικρομεσαίων επιχειρήσεων για τη δημιουργία νέων θέσεων εργασίας, τo Ευρωπαϊκό Κοινοβούλιο επικαλείται και πάλι την ελεύθερη αγορά ως ‘φάρμακο διά πάσαν νόσο’. Επικεντρώνεται στην μείωση του λεγόμενου κόστους εργασίας για προώθηση νέων θέσεων εργασίας στις μικρομεσαίες επιχειρήσεις, και σε ευελιξία στην αγορά εργασίας Δεν παραβλέπουμε τις καλές προθέσεις των εισηγητών και τις βελτιώσεις που έγιναν στο κείμενο. Η αναφορά στη διασφάλιση της προστασίας των εργαζομένων, σε οποιαδήποτε αύξηση της ευελιξίας και η στήριξη της ανάπτυξης συνεταιριστικών επιχειρήσεων μας βρίσκουν σύμφωνους. Διαφωνούμε όμως με τη γενική φιλοσοφία της έκθεσης. Το γενικό πλαίσιο που προτείνεται για να αξιοποιηθούν οι μικρομεσαίες επιχειρήσεις για δημιουργία θέσεων εργασίας δεν διασφαλίζει τη δημιουργία νέων αξιοπρεπών και μόνιμων θέσεων. Ούτε γίνεται λόγος για συλλογικά εργασιακά δικαιώματα, δηλαδή, την κοινωνική ασφάλιση, τη συλλογική διαπραγμάτευση και τις συλλογικές συμβάσεις. Το «φάρμακο» των νεοφιλελεύθερων πολιτικών λιτότητας και της απορρύθμισης της εργασίας για ‘δήθεν’ οικονομική ανάπτυξη απέτυχε παταγωδώς, αφού τα στατιστικά στοιχεία δείχνουν ότι οι μικρομεσαίες επιχειρήσεις μειώθηκαν τα τελευταία χρόνια στην Ένωση.

  Beatrix von Storch (EFDD). – Frau Präsidentin! Wir reden also jetzt über die Finanzierung von kleinen und mittleren Unternehmen in der EU. Einige Grundannahmen in dem Bericht kann ich teilen: KMU sind das Rückgrat der Gesellschaft, sie schaffen die meisten Arbeitsplätze, sie leiden am meisten unter der Bürokratie, sie haben Probleme, sich zu finanzieren. Und sie haben alle Probleme: Sie leiden alle unter dem Euro – einer Zwangsjacke, die für die einen zu groß und für die anderen zu klein ist; sie passt niemanden. Der Kollege Zanni hat darüber gerade ausführlich gesprochen. Deswegen lasse ich den Teil jetzt aus.

Die Vorschläge in dem Bericht zur Verbesserung der Situation der KMU teile ich nicht. Die KMU brauchen nicht einen Sack voller neuer Regulierungen und Verordnungen von der EU. Das Gegenteil ist der Fall: Sie brauchen weniger Regulierung, insbesondere weniger Regulierung aus Brüssel. Die EU hat den Finanzmarkt seit Lehman totreguliert und einige europäische Großbanken an den Tropf der Steuerzahler gehängt – für Milliardensummen. Jetzt leiden wir unter einem durchbürokratisierten Finanzmarkt und diesen Zombie—Banken. Das sind die giftigen Nachwehen der Eurokrise, und die schaffen jetzt die Schwierigkeiten auch für die Finanzierung der KMU.

Hören Sie auf mit der Bankenrettung! Gerade haben Sie es wieder zugelassen – in Italien und Portugal. Nehmen wir die Zombie—Banken vom Tropf. Das ist gut für den Steuerzahler, und das hilft dem Finanzmarkt, gesund zu werden. Und dann bekommen auch die kleinen und mittelständischen Unternehmen wieder Kapital.

  Pablo Zalba Bidegain (PPE). – Señora Presidenta, señor Comisario, me van a permitir, en primer lugar, felicitar al ponente por el gran informe que ha hecho en favor de las pymes. Es ya una tradición que el señor Karas, en su trayectoria, apoye a las pequeñas y medianas empresas.

Empresas, las pymes, que, sin duda alguna —lo ha dicho el Vicepresidente Dombrovskis y lo han dicho muchos de nuestros colegas— son el motor del crecimiento y de la creación de empleo en la Unión Europea. Y, por tanto, todo informe, toda ayuda, todo lo que podamos hacer para facilitar el trabajo diario de las pymes, para facilitar e impulsar el crecimiento de las pymes, creo yo que es poco.

Y, sin duda alguna, uno de los problemas a los que se enfrentan las pequeñas y medianas empresas en la Unión Europea y, sobre todo, en los países del sur de la Unión Europea, es el acceso a la financiación; o, mejor dicho, los diferentes costes de financiación que tienen las empresas en el conjunto de la zona del euro, y eso es injusto, porque, sin duda alguna, afecta también a la productividad.

Por lo tanto, yo creo que es de justicia agradecer y dar la bienvenida al mercado único de capitales.

Como ponente de uno de los primeros pilares en lo referente a las titulizaciones, tengo que decir que, sin duda alguna, todo lo que sea facilitar el acceso a las titulizaciones por parte de las pequeñas y medianas empresas será algo que, sin duda alguna, tendremos en cuenta en el informe.

  Elena Gentile (S&D). – Signora Presidente, onorevoli colleghi, signor Commissario, non vi è dubbio: il sistema della piccola e media impresa rappresenta la leva più efficace per la crescita e per lo sviluppo, perché ci consente di cogliere il più importante degli obiettivi, quello della promozione del lavoro. È centrale, dunque, il sostegno alle piccole e medie imprese: semplificazione, innovazione, maggiore disponibilità del credito, lotta al dumping sociale e contrasto all'economia sommersa.

Servono più formazione continua per migliorare la competitività, nuovi repertori delle qualifiche professionali aperte alla domanda di nuove competenze indispensabili per guadagnare nuovi spazi di mercato. Servono politiche fiscali eque, misure anticicliche, politiche di incentivo alla crescita, insieme alla promozione di strumenti capaci di rendere ancora più incisivo il processo di inserimento lavorativo delle persone più fragili. Infine serve più responsabilità sociale, più responsabilità sociale d'impresa per contrastare la precarietà aprendo nuovi spazi di vita e di lavoro per tutti.

  Theodor Dumitru Stolojan (PPE). – Doamnă președintă, exprim aprecierea mea domnului Karas, celorlalți care au lucrat la acest excelent raport. Doresc să salut propunerea președintelui Comisiei Europene de a extinde durata de viață și de a mări volumul Fondului european pentru investiții, care deja contribuie la finanțarea a peste două sute de mii de întreprinderi mici și mijlocii. Susțin pe deplin propunerile din raport cu privire la încurajarea acestor întreprinderi de a utiliza întregul potențial al pieței unice pentru finanțare. În acest sens, cred că vicepreședintele Dombrovskis a spus un lucru deosebit, și anume că acum avem nevoie mai mult ca oricând de o uniune a piețelor de capital, având în vedere Brexitul. Cred că, pe măsură ce economia digitală avansează, Comisia Europeană ar trebui să vină cu o serie de propuneri noi de sprijinire financiară, în special a întreprinderilor mici și mijlocii inovatoare, întreprinderi care lucrează cu idei și cu aplicații pe toate mijloacele economiei digitale.

  Flavio Zanonato (S&D). – Signora Presidente, onorevoli colleghi, sostenere le piccole e medie imprese significa favorire l'occupazione, in particolare quella giovanile, e significa anche favorire la coesione sociale. Per questo, vanno attivati incentivi mirati per le PMI, le start-up e le micro imprese e vanno facilitate l'assunzione di manodopera qualificata e la formazione dei dipendenti. Il programma Erasmus per giovani imprenditori, che li aiuta nelle conoscenze e nelle competenze necessarie per avviare e gestire un'impresa, va ulteriormente sviluppato e pubblicizzato.

Anche le persone dei gruppi vulnerabili vanno aiutate a creare piccole e medie imprese. La partecipazione degli immigrati al mondo del lavoro autonomo, ad esempio, è una grande opportunità di integrazione sociale. Questo capitale umano è ancora largamente sottoutilizzato per la difficoltà ad ottenere un permesso di lavoro, per le pratiche discriminatorie e per appesantimenti fiscali e burocratici, difficoltà di accesso al credito e ancora mancanza di stabilità del soggiorno.

  Romana Tomc (PPE). – Zelo pomembno je, da so mala in srednja podjetja visoko na naših prioritetnih lestvicah, vendar se vedno, ko v Evropskem parlamentu razpravljamo o njih, zapletemo pri zelo podobnih problemih.

Strinjam se s kolegi, ki pravijo, da je kreditiranje še vedno najbolj pomemben vir financiranja malih in srednjih podjetij, želim pa izpostaviti še en drug vidik oziroma en drug vir: koriščenje sredstev iz evropskih projektov.

Nekatera mala in srednja podjetja ne morejo konkurirati na razpisih, ker ne morejo zadostiti vsem birokratskim zahtevam, recimo, ker nimajo raziskovalno-razvojnega oddelka ali kaj podobnega.

Pozivam torej Komisijo, da pri naslednjih predlogih in dosjejih, v povezavi z MSP, vključi aktivnost podjetniških vozlišč, centrov, ki bi si jih lahko več MSP delilo. Tako bi odpravili marsikatero oviro in marsikatero podjetje bi imelo lažji dostop do direktnega financiranja.

Imam pa še en pogled na MSP: pripraviti moramo okolje za bolj dinamičen trg dela. Mala in srednja podjetja so namreč zelo pomembni zaposlovalci.

In še nekaj, treba je podjetništvo in podjetniške priložnosti promovirati tudi v fazah izobraževalnega procesa.

  Eva Paunova (PPE). – Madam President, I talk regularly, if not daily, to entrepreneurs, start—ups and companies and they tell me two things. In order to grow and create the jobs needed, they need both funding and equal opportunities to develop their ideas in our European market. A company does not want to rely solely on one source of financing. The funding options at hand must be as innovative, flexible and creative as today’s enterprises are. A start-up does not want bottlenecks and one—size—fits—all solutions. They need a fair and tailored national and EU legislation.

The recommendations given by my colleague, Othmar Karas, address this need but, if these proposals are not backed by very concrete – as well as swift – legislative actions, then we have crafted beautiful words but we need to turn them into actions in order to contribute to growth and competitiveness and jobs.

What we can do is boost European venture capital funds and European social entrepreneur funds. We can commit to providing technical assistance to Member States and developing market-based finance as part of the Capital Markets Union initiative. Today we have proven that commitment can provide results with the EFSI, but it cannot work alone. It needs other solutions on the side, which I am sure we can provide.

  Bendt Bendtsen (PPE). – Fru formand! Først tak til ordfører Karas for en rigtig god betænkning om finansiering af vores små og mellemstore virksomheder. Også tak til kommissær Dombrovskis, som har engageret sig dybt i denne problematik. Når vi taler om kapitalmarkedsunionen, er der selvfølgelig nogle håndtag i værktøjskassen. Jeg tror, vi er nødt til at tage hele paletten, for oven på finanskrisen er det blevet endnu mere udtalt, at små og mellemstore virksomheder har svært ved at skaffe den kapital, der er nødvendig. Det er også det, vi hører fra alle talerne i aften, at vi er nødt til at gøre noget mere. I dag har vi så hørt, at Juncker øger hele investeringsplanen. Det er også godt for små og mellemstore virksomheder. Der er allerede mange, der har fået finansiering fra den første del af pakken. Det, jeg gerne vil sætte fokus på her i aften, er også, at Basel-reglernes implementering i kapitalkravsdirektiv IV ikke har gjort det nemmere for små og mellemstore virksomheder at få bankfinansiering og få finansiering via realkreditobligationer. Nu står vi over for en revision af kapitalkravsdirektiv IV, vi står faktisk over for skærpede regler igen fra Baselkomitéen, som gør, at vi skal polstre endnu mere. Hvis vi sammenligner europæiske virksomheder med amerikanske virksomheder, så finansierer amerikanerne med erhvervsobligationer, mens vi i Europa finansierer vores små og mellemstore virksomheder med bank- og realkreditobligationer. Derfor er vi nødt til at sørge for, at vi får en ordentlig løsning, når Dombrovskis nu går i gang med kapitalkravsdirektiv V.

  Νότης Μαριάς (ECR). – Κυρία πρόεδρε, οι μικρομεσαίες επιχειρήσεις αντιπροσωπεύουν το 99,8% των επιχειρήσεων στην Ευρωπαϊκή Ένωση, δημιουργούν το 55% του συνολικού ΑΕΠ της Ένωσης, και απασχολούν 75 εκατομμύρια πολίτες συμβάλλοντας έτσι στην οικονομική κοινωνική και περιφερειακή συνοχή. Βέβαια, σε χώρες όπως η Ελλάδα, ο τομέας των μικρομεσαίων επιχειρήσεων έχει πληγεί ιδιαίτερα από τις δυσμενείς επιπτώσεις του μνημονίου ενώ, μέχρι το 2015, εξαφανίστηκαν 244.000 επιχειρήσεις και οδηγήθηκαν στην ανεργία 842.000 άτομα. Παράλληλα, οι μικρομεσαίες επιχειρήσεις έχουν περιορισμένη πρόσβαση στον τραπεζικό δανεισμό ενώ η στήριξη, που αναμένεται να δοθεί από το Ευρωπαϊκό Ταμείο Στρατηγικών Επενδύσεων για την ενίσχυση μικρομεσαίων επιχειρήσεων, δεν φαίνεται ότι μπορεί να φέρει τα επιθυμητά αποτελέσματα. Προκειμένου, όμως, να αρθεί κάθε εμπόδιο στην ανάπτυξη και στη χρηματοδότηση των μικρομεσαίων, θα πρέπει άμεσα να υλοποιηθούν τα προγράμματα του Ευρωπαϊκού Ταμείου Στρατηγικών Επενδύσεων, ενώ οι ίδιες οι επιχειρήσεις θα πρέπει να χρησιμοποιήσουν νέες τεχνολογίες.

  Miguel Viegas (GUE/NGL). – Senhora Presidente, não negamos a necessidade de melhorar o acesso ao financiamento por parte das PME. Pensamos, inclusivamente, que esta é uma questão chave para o nosso crescimento económico.

Contudo, não podemos abordar esta questão sem um bom diagnóstico. Procurar resolver a falta de financiamento das PME a partir da União dos Mercados de Capitais ou da união bancária demonstra que nada aprendemos com o passado.

Toda a retórica sobre a fragmentação dos mercados visa apenas incrementar ainda mais a mobilidade do capital e a integração dos mercados financeiros, e fortalecer ainda mais as instituições ditas “too big to fail”.

Quem conhece a realidade das PME sabe que o seu financiamento passa pela necessidade de um setor bancário com forte implantação nacional e claramente direcionado para os investimentos de base local e regional, e só o controlo público do sistema financeiro poderá garantir uma banca ao serviço do desenvolvimento.

  Valdis Dombrovskis, Vice-President of the Commission. – Madam President, following this exchange, I am even more convinced that there is a lot we can do to boost the potential of SMEs and micro-enterprises to create jobs and growth. We need an intelligent approach which combines immediate initiatives to kick-start investment with longer-term work to improve the investment environment. Building a Capital Markets Union is an important part of this work. I hope we can work together to get the initial new proposals agreed and shift the focus to more ambitious action, building on your suggestions and recommendations.

I found it particularly valuable to have a joint debate on access to finance and on the job creation potential of SMEs. The two issues are very closely linked. You have made many valuable suggestions and recommendations. The Commission stands ready to work with you on how to integrate them across the various policy areas highlighted in the two reports.

  Othmar Karas, Berichterstatter. – Frau Präsidentin, meine Damen und Herren! Die Debatte – und vor allem die Anzahl der Redner um diese Zeit – hat gezeigt wie wichtig uns die Fragen der Stärkung der Finanzierung der kleinen und mittelständischen Unternehmen sind. Ich brauche die Bedeutung für den Binnenmarkt, für Wachstum und Beschäftigung, den Finanzierungszugang nicht noch einmal zu erwähnen. Ich möchte mich bei allen Kolleginnen und Kollegen, die sich an der Debatte beteiligt haben, und bei den Schattenberichterstattern, die sich bei der Arbeit an diesem Bericht beteiligt haben, recht herzlich bedanken.

Aber ich möchte schon auch darauf hinweisen, dass die Debatte hier als Schwerpunkt hatte, die Finanzmittel und die Diversifizierung der Finanzierungsquellen von KMU in einer Kapitalmarktunion herauszugreifen und nicht den gesamten Bauchladen. Wir müssen die Kapitalmarktunion in unserem Verständnis zu einer Finanzierungsunion der Realwirtschaft machen, und wir müssen die Kapitalzufuhr für KMU nicht nur erleichtern, sondern auch erweitern.

Dazu gehört natürlich auch der Ausbau des EFSI, und ich möchte schon sagen, dass bisher ohne Ausbau das SME WINDOW erfolgreich war. Dazu gehört das Erasmus-Programm für Klein- und Mittelständische, für Jungunternehmer und KMU, dazu gehört die Umsetzung des Small Business Act und des Single Market Act, und dazu gehört natürlich auch eine Europäisierung der Umsetzung der Baselkriterien, weil die Anwendung von Basel in Europa nicht so stattfinden kann wie in den Vereinigten Staaten, wo hier bei uns 80 % der Finanzierung der KMU kreditfinanziert sind.

Daher werden wir nie fertig, aber dieser Bericht ist ein wichtiger Schritt zur Gestaltung der Kapitalmarktunion als Finanzierungsunion der Realwirtschaft.

  Zdzisław Krasnodębski, sprawozdawca. – Dziękuję bardzo za wszystkie cenne uwagi, które padły w tej dyskusji. Ja może dorzucę tylko jedną rzecz, bo my mówiliśmy tutaj dużo o finansach i znaczeniu dostępu do odpowiednich funduszy i innych barierach dla rozwoju małych i średnich przedsiębiorstw, ale chciałbym jeszcze powiedzieć o jednej dodatkowej rzeczy, która może tutaj zabrzmiała zbyt słabo, mianowicie, że tego wszystkiego nie da się osiągnąć, nie da się osiągnąć rozwoju małych i średnich przedsiębiorstw bez promocji kultury przedsiębiorczości. Otóż niedawno przeprowadzono w Niemczech takie badania wśród studentów z zapytaniem, gdzie studenci niemieccy, a nie jest to najsłabszy kraj gospodarczo w Europie, chcieliby pracować. Otóż 36% studentek i 23% studentów odpowiedziało, że chcieliby pracować w administracji państwowej. To było preferowane miejsce pracy – administracja państwowa. Potem kobiety mówiły, że w instytucjach kulturalnych, natomiast mężczyźni wskazywali jako drugie miejsce przemysł samochodowy. To pokazuje, że ta kultura przedsiębiorczości jest czymś takim, co dopiero powinniśmy rozbudzać, ponieważ nie jest chyba sygnałem dobrym właśnie takie przekonanie, że najlepszą karierą życiową, najbezpieczniejszą jest praca w administracji państwowej. To jest jedna uwaga.

Chciałbym dodać jeszcze drugi aspekt, o którym wspominałem, ale może to też nie wybrzmiało dostatecznie silnie. Otóż my zwracamy uwagę w tym sprawozdaniu na różnorodność MŚP w Europie, że ta różnorodność zależy od kraju czy regionu, w którym one powstają i się rozwijają, bariery są bardzo różne i stopień w jakim te przedsiębiorstwa walczą z pewnymi przeszkodami jest bardzo różny. Powinniśmy uwzględniać również tę różnicę. Jednak coś zupełnie innego to sytuacja małych i średnich przedsiębiorstw na Podlasiu i w Badenii-Wirtembergii, i to również Komisja powinna uwzględniać w swoim myśleniu o małych i średnich przedsiębiorstwach.

  Viorica Dăncilă (S&D), în scris. – Întreprinderile mici și mijlocii din Uniunea Europeană sunt principala sursă de locuri de muncă, motiv pentru care consider că înființarea întreprinderilor ar trebui să fie facilitată prin promovarea competențelor antreprenoriale și introducerea antreprenoriatului în programele școlare. Acest lucru va permite tinerilor să se familiarizeze cu procedurile necesare pentru a se implica în asemenea activități.

În acest context, consider că statele membre trebuie încurajate să adopte cadre legislative favorabile pentru a promova și sprijini angajarea tinerilor în IMM-uri sau pentru a-i stimula să își înceapă propria afacere, iar autoritățile regionale, instituțiile de învățământ și partenerii sociali trebuie încurajați la rândul lor să creeze oportunități pentru ca tinerii să poată dobândi competențe antreprenoriale, subliniind importanța mentoratului de afaceri pentru tinerii antreprenori.

  Jarosław Kalinowski (PPE), na piśmie. – Małe i średnie przedsiębiorstwa są podstawą gospodarki UE, odpowiadają one za znaczną część zatrudnienia i w dużym stopniu przyczyniają się do rozwoju społeczno-gospodarczego. Przedsiębiorstwa te muszą mierzyć się z wieloma problemami, m.in. brakiem odpowiednio wykwalifikowanych pracowników, ograniczonym dostępem do finansowania publicznego oraz nierównymi warunkami konkurencji z dużymi korporacjami. Rozwiązanie tych problemów stworzy warunki do uczciwej konkurencji, rozszerzenia składek na ubezpieczenia społeczne i bazy podatkowej na większą liczbę podmiotów, a także do powstawania nowych miejsc pracy i zwalczania bezrobocia szczególnie wśród ludzi młodych. Większe środki powinny być przeznaczone na system edukacji i szkoleń zawodowych, który umożliwi młodym ludziom zdobywanie doświadczenia i tym samym włączy ich w rynek pracy.

Między państwami członkowskimi istnieją różnice pod względem potrzeb i warunków finansowania MŚP. Wynikają one ze specyficznych okoliczności rynkowych i strukturalnych w poszczególnych państwach. Dlatego też lokalne banki znające realia funkcjonowania przedsiębiorstw i mające odpowiednie kompetencje pozwalające na ocenę ryzyka kredytowego są najskuteczniejszym źródłem finansowania MŚP. Unia Europejska powinna dążyć do ulepszenia systemu bankowego, ale także, mając na uwadze problemy z dostępem do kredytowania, jakie napotkały MŚP w czasie kryzysu, trzeba podjąć działania zwiększające dostęp do pozabankowych źródeł finansowania.
