  Ignazio Corrao, autore. – Signor Presidente, onorevoli colleghi, sono molti anni che il popolo dello Zimbabwe soffre sotto un regime autoritario guidato dal presidente Mugabe, il quale mantiene il potere mediante corruzione, violenza, elezioni truccate e servendosi di apparati brutali.

Ebbene, oggi la situazione in Zimbabwe sta peggiorando sempre di più, in un clima di impunità per la violazione dei diritti umani. A partire da giugno numerosi esponenti della società civile hanno intrapreso dozzine di proteste pubbliche in tutto il paese. La polizia ha risposto con metodi violenti, usando indiscriminatamente manganelli e gas lacrimogeni. Centinaia di persone sono state ferite, arrestate e incriminate per violenza pubblica.

Noi non possiamo dimenticarci, in questo contesto, che il governo dello Zimbabwe e l'Unione europea hanno firmato congiuntamente il National Indicative Programme e, nell'ambito di questa strategia di cooperazione congiunta, l'Unione europea ha stanziato 234 milioni di euro allo Zimbabwe come assistenza allo sviluppo. Credo che l'Unione europea debba monitorare efficacemente l'implementazione di questi fondi al fine di accertarsi che lo Zimbabwe impieghi questa somma nei settori previsti, quali il supporto alla società civile, i diritti umani e l'agricoltura.

Attraverso questa risoluzione, chiediamo che si tengano al più presto elezioni regolari, al fine di dar vita ad una democrazia pluralista, prospera e rispettosa dei diritti umani.

  Anna Elżbieta Fotyga, author. – Mr President, apparently the elderly President Mugabe after 36 years in power – bringing to his country patronage, kleptocracy, poverty, violence and massive demonstrations – still wants real action. I therefore call for the immediate release of political prisoners, respect for human rights, impartial provision of humanitarian aid, and a peaceful transfer of power in upcoming elections.

  David McAllister, author. – Mr President, the situation in Zimbabwe, as we have just heard, is deeply worrying. This country, which is suffering under the authoritarian regime of Mr Mugabe for 36 years now, left the path of democracy years ago. The political, social and economic challenges Zimbabwe is currently facing combined with an unprecedented drought have created more poverty and more inequality than ever. In the last few months, massive protests against the regime were brutally crushed by the police. This increase in violence at demonstrations in the country is not acceptable. Just this week, the police announced a fresh one-month ban on demonstrations in Harare. Today, we as the European Parliament once again send out a strong and clear message to the authorities in Zimbabwe. The rule of law must prevail under all circumstances and the freedom of association, assembly and expression must be protected by all means. With this resolution we condemn the ongoing human rights abuses and call for the full respect of civil and political freedom, particularly in view of the next important elections in 2018.

  Charles Goerens, auteur. – Monsieur le Président, le Zimbabwe aurait tout pour réussir aux plans économique, social et politique s'il n'y avait pas un obstacle de taille. Cet obstacle s'appelle Mugabe, qui agit selon la devise "j'y suis, j'y reste, et lorsque je ne serai plus là, ça restera dans la famille". Comme le système est verrouillé, il y a peu de chance de pouvoir redresser dans l'immédiat une situation complètement pourrie.

Mon groupe soutient les mesures proposées dans cette résolution et encourage tous les efforts qui visent à reconstruire le pays. Nous soutenons tous les efforts qui sont de nature à renforcer les mouvements qui aspirent à rétablir la démocratie et la justice au Zimbabwe. Aussi les pays de la région d'Afrique australe sont-ils appelés à s'impliquer davantage pour résoudre ce problème qui est, avant tout, un problème africain, mais nous sommes toutefois à leurs côtés.

  Judith Sargentini, indiener. – Drie jaar geleden won Mugabe’s ZANU-PF de verkiezingen in Zimbabwe en kwam er een einde aan de eenheidsregering. Onder die eenheidsregering zagen we enige economische groei. Die is nu verdwenen. Miljoenen mensen hebben voedselhulp nodig, salarissen worden niet betaald, ambtenaren worden massaal ontslagen. Kortom, het land is weer bankroet en de ZANU-regering vervalt in repressietactieken van vroeger. De protesten van de laatste maanden worden door de regering hard de kop ingedrukt. Activisten verdwijnen achter de tralies en er wordt met demonstratieverboden gestrooid. Het Europees Parlement wil vandaag de bevolking van Zimbabwe een hart onder de riem steken.

Eén ding nog over onze gezamenlijke resolutie: heimwee naar de sancties is niet gepast. Mugabe en zijn naasten hebben nog steeds reisbeperkingen en dat moet zo blijven, maar het effect van verdere sancties was twee jaar geleden echt uitgewerkt. Ik heb dan ook een amendement ingediend op onze gezamenlijke resolutie om dat te verwoorden.

  Pier Antonio Panzeri, autore. – Signor Presidente, onorevoli colleghi, a seguito di una serie di manifestazioni antigovernative nello Zimbabwe, il presidente Mugabe, al potere da 36 anni, ha adottato una severa linea repressiva. Nel timore di perdere il potere, ha già annunciato la sua intenzione di presentarsi alle elezioni presidenziali del 2018 – risulta però difficile pensare come possa completare un nuovo mandato, che terminerebbe alla veneranda età di 99 anni. Il presidente è stato inoltre accusato di aver volontariamente deciso di interrompere gli aiuti alimentari nelle zone rurali più ostili alla sua politica e colpite dalla peggiore siccità degli ultimi cento anni.

Con questa risoluzione d'urgenza chiediamo allo Zimbabwe di rispettare gli obblighi internazionali e di garantire l'indipendenza della magistratura e libere manifestazioni. L'Unione europea può giocare un ruolo fondamentale in questa delicata fase mantenendo e, se necessario, rafforzando le misure restrittive nei confronti di persone ed entità collegate al regime di Mugabe, almeno fino a quando non vi sarà un'inversione politica volta alla protezione della popolazione e al rispetto dei principi democratici e dello Stato di diritto.

  Marie-Christine Vergiat, auteur. – Monsieur le Président, ce n'est pas la première fois que l'on parle ici du Zimbabwe. Son président, Robert Mugabe, est au pouvoir depuis 1980, il est âgé de 92 ans, et est effectivement déjà candidat à sa succession.

L'ampleur sans précédent de la contestation que traverse aujourd'hui le pays doit être soulignée. La décision de la Cour de justice de casser l'interdiction gouvernementale de manifester est un signe de la crise que traverse le pays.

Oui, il faut demander la libération de tous les prisonniers politiques et notamment de ceux qui ont seulement manifesté pacifiquement. Mais il faut aussi se pencher sur les causes économiques et sociales du mécontentement populaire. 80 % de la population vit en deçà du seuil de pauvreté. 80 % du PIB est dédié au remboursement de la dette dans ce pays qui détient le record mondial dans ce domaine. C'est aussi l'un des pays les plus corrompus au monde.

Au moment où l'Union européenne rétablit son aide au développement, la traçabilité de cette aide est une impérieuse nécessité, tout comme l'annulation d'une partie de la dette, à condition de veiller à ce que les efforts de la communauté internationale bénéficient effectivement à la population, et notamment aux femmes. 68 % d'entre elles sont victimes de violences.

  Cristian Dan Preda, în numele grupului PPE. – Domnule președinte, este a doua oară în acest mandat când discutăm situația din Zimbabwe. Anul trecut ne manifestam îngrijorarea față de hărțuirea apărătorilor drepturilor omului, a opozanților, jurnaliștilor și a altor membri ai societății civile. Azi ne vedem obligați să condamnăm reprimarea violentă a protestelor din ultimele luni. Ce-i drept, protestele s-au înmulțit. Cetățenii din Zimbabwe au suficiente motive pentru a protesta. Corupția, proasta gestiune, sărăcia amplificată de secetă, scăderea prețurilor la minerale. După trei decenii și jumătate de domnie a lui Robert Mugabe, singurul lider pe care Zimbabwe l-a avut de la independență, țara e în faliment, e complet distrusă. Rezoluția pe care o votăm denunță această situație și reprezintă un apel la schimbare, o tranziție politică bazată pe alegeri libere și corecte, respectarea drepturilor omului și a statului de drept. Iată singura cale pentru Zimbabwe.

  Cécile Kashetu Kyenge, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, qualora ce ne fosse bisogno, ricordo alle autorità dello Zimbabwe il contenuto dell'articolo 96 dell'accordo di Cotonou e gli obblighi che da esso derivano sul rispetto dei diritti umani, i principi democratici e lo Stato di diritto. Rammento anche le misure restrittive cui sono soggette alcune autorità, in primis il presidente Mugabe, in carica dal 1980.

Non possiamo più tollerare la violenza con cui le forze di sicurezza conducono sistematicamente la repressione di ogni voce di dissenso nel paese. Ci ribelliamo alla violenza perpetrata contro le donne, agli arresti arbitrari, alle interferenze di poteri, alle sparizioni e alle uccisioni arbitrarie. Il popolo dello Zimbabwe chiede una transizione pacifica e democratica basata su elezioni libere, sull'alternanza dei poteri, sul rispetto dei diritti umani. Noi saremo accanto a voi per fornirvi un sostegno nel dialogo politico con le autorità e per denunciare ogni violazione dei principi democratici.

  Bas Belder, namens de ECR-Fractie. – Repressieve regimes ontmaskeren zichzelf en dit historische gegeven geldt ook voor het schrikbewind van president Mugabe in Zimbabwe. Terwijl een derde van de bevolking inmiddels op voedselhulp is aangewezen om te overleven en het merendeel van de Zimbabwanen nog slechts één keer per dag eet, levert de koop- en spilzucht van Mugabes echtgenote Grace haar de veelzeggende bijnaam Gucci Grace op. Mugabes heerszucht kent ook na 36 jaar geen grenzen, ongeacht de vrije val waarin hij zijn land door puur wanbeleid thans heeft gebracht. De 92-jarige Mugabe heeft zich inmiddels opnieuw kandidaat gesteld voor de verkiezingen van 2018, want alleen God kan hem naar eigen zeggen uit zijn ambt zetten. Dat klopt in elk geval, meneer de voorzitter. Intussen zien velen in Zimbabwe de toekomst na Mugabe met veel zorgen tegemoet. Een opvolger uit de rangen van diens medeplichtigen aan de nationale ruïne is immers allesbehalve een aanlokkelijk perspectief. De lijdende burgerbevolking van Zimbabwe moet daarom juist in deze spannende fase op de EU kunnen rekenen.

  Franz Obermayr, im Namen der ENF-Fraktion. – Herr Präsident! Als Anfang der 80er Jahre der heutige korrupte Präsident Mugabe in Simbabwe die Macht übernahm, wurde er von den Linken noch als großer Freiheitskämpfer gefeiert, doch er schuf weder Wohlstand noch Demokratie und Gleichheit, sondern zerstörte diese Werte restlos im vormals so reichen Simbabwe—Rhodesien. Rassistische Enteignungen, Vertreibung, Massakrierung der weißen Farmer sowie Günstlingswirtschaft und Korruption machten aus diesem vormals so reichen Land eine der ärmsten Volkswirtschaften der Welt.

Und nun stützt die Europäische Union Mugabe und seine ZANU-Partei mit 234 Millionen Euro Entwicklungshilfe, und das ohne Gegenleistung, ohne Respekt für Menschenrechte einzufordern, ohne die Rückgabe der enteigneten Farmen einzufordern, und vor allem auch, ohne die Bekämpfung der Korruption einzufordern. Und da frage ich mich schon, ob wir noch richtig im Kopf sind.

  Monica Macovei (ECR). – Prin această rezoluție condamnăm regimul brutal, dictatura brutală impusă de Robert Mugabe și transmitem un mesaj de sprijin poporului din Zimbabwe. Ce se întâmplă acolo este o încălcare absolut brutală, violentă și pe față a drepturilor omului, a libertății de exprimare, a dreptului la un proces corect. De exemplu, protestatarii sunt bătuți de poliție, sunt arestați, sunt influențe politice asupra judecătorilor. În septembrie anul acesta, poliția a interzis toate demonstrațiile cu câteva ore înainte ca 18 partide care se pregăteau să facă o demonstrație pașnică să o poată face. Acum, cei care protestează împotriva ororilor și sărăciei sunt uniți de rețele sociale, ceea ce face ca guvernul să răspundă prin încercarea de a controla și mai puternic internetul. Anul acesta, patru milioane de persoane din Zimbabwe trebuie să primească ajutoare alimentare și acestea trebuie să ajungă la ei și să nu fie manipulate politic.

  Jiří Pospíšil (PPE). – Pane předsedající, kolegové už tady popsali tíživou situaci v Zimbabwe, já chci k tomu pouze dodat tolik, že pro mě je v tom usnesení hlavní bod 7, který jasně říká, že zrušení sankcí vůči Zimbabwe bylo předčasné a že by Komise znovu měla uvažovat o tom, jak uvalit sankce na režim, jehož hrůzy tady byly podrobně popsány. Zkrátka a dobře, říkali to někteří mí kolegové, pomáhat režimu současného prezidenta Mugabeho tím, že tam posíláme kolem 200 milionů EUR, je špatně. Ty peníze se stejně lidem, kteří peníze potřebují, nedostanou, skončí v rukou příznivců režimu a samotné Mugabeho rodiny. Takže důležitý je bod 7. Jsem proto připraven toto usnesení podpořit.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, ormai al collasso, la Repubblica dello Zimbabwe sta affrontando una gravissima crisi economica: in questo paese si vive in media con meno di due dollari al giorno, il cibo scarseggia e nelle zone rurali la situazione è gravissima, in particolare in quelle più ostili al 92enne presidente Mugabe che, secondo quanto riportato dalla Zimbabwe Human Rights Commission, avrebbe deciso per ripicca di interrompere gli aiuti alimentari ai circa 4 milioni di cittadini colpiti dalla siccità e non più in grado di alimentarsi.

Il paese è in preda, da qualche mese, a violente dimostrazioni per la situazione economica e politica. L'Unione europea deve condannare il blocco degli aiuti operato dal governo contro le popolazioni colpite dalla siccità e controllare che i finanziamenti accordati allo Zimbabwe siano effettivamente destinati ai settori interessati. È necessario lavorare ad una transizione pacifica del potere nel solco della democrazia e nel rispetto dei diritti umani.

  Christos Stylianides, Member of the Commission. – Mr President, colleagues, I definitely personally share your concerns and your views on the situation in Zimbabwe and I strongly believe that this very constructive and productive discussion and of course the coming resolution will be very positive steps for the people of Zimbabwe.

The European Union attaches great importance to strengthening the rule of law, human rights and the consolidation of democracy in Zimbabwe, as set out in the government's own constitutional reform agenda. These are essential elements of our relations, which underpin inclusion and sustainable growth and development. Since the creation of the government of national unity in 2009, the EU has taken successive steps towards easing measures applying to Zimbabwe in response to improvements in the human rights situation, such as the adoption of a progressive constitution in 2013, overwhelmingly endorsed by the people of Zimbabwe, and secondly, a peaceful election the same year with a general improvement in the governance and human rights situation.

Zimbabwe is now at a critical juncture. The economy shows increasing signs of extortion, which is leading to an increase in social tensions and in violence at public protests. The EU has publicly expressed its concern at this increase in violence in a statement of 13 August. The freedom to demonstrate and present a petition is enshrined in the Zimbabwean constitution along with freedom of expression and it must be respected. The EU has called upon all parties to ensure that these rights are exercised peacefully and fully respected by the authorities. Furthermore, the European Union has fully associated itself with the statement of the Zimbabwe Human Rights Commission on public protests and police conduct and joins its call for the authorities to ensure that the perpetrators of human rights violations are prosecuted.

Through the process of re-engagement, the EU has now a broader scope of engagement on human rights and democracy issues through development cooperation, through which it supports the judiciary and Zimbabwe's electoral commission, as well as the implementation of the provisions of the constitution.

The European Union remains fully supportive of the Government of Zimbabwe's ambition to re-engage with the international community and international financial institutions. Economic reforms alone, however, are unlikely to be sufficient in achieving full re-engagement. They will need to be accompanied by a demonstrable commitment to uphold the rule of law and human rights, as set out in Zimbabwe's own constitution.
