  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärung der Vizepräsidentin der Kommission und Hohen Vertreterin der Union für Außen- und Sicherheitspolitik zur Lage in Belarus (2016/2934(RSP)).

Die Aussprache wird begonnen durch Frau Kommissarin Creţu, die für die Hohe Vertreterin der Union für Außen- und Sicherheitspolitik spricht.

  Corina Crețu, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, the European Commission very much appreciates the European Parliament’s long-standing interest and our cooperation on this important neighbouring country. The High Representative’s intervention to you on Belarus dates from September last year and we had just witnessed the release of the remaining political prisoners and were hoping to engage in a longer-term strategy focused on building links between the European Union and Belarus and on supporting reforms for the people of Belarus, which are badly needed.

One year on, there have been a number of noteworthy developments on the EU-Belarusian scene. In recognition of the political prisoners’ release and of a number of positive steps taken by Belarus over the last years, the EU lifted most of the restrictive measures against Belarus in February of this year. An important factor which contributed to this decision was Belarus’ constructive stance on this crisis in and around Ukraine which persists today.

In the Council conclusion on Belarus adopted in February, the European Union and Member States expressed their concern about the human rights situation and particularly also about the continued application of capital punishment. At the same time, we agreed that there was an opportunity for our relationship – for EU-Belarus relations – to develop on a more positive agenda and that progress in a variety of fields can better be achieved through enhanced channels of communication.

Since then, cooperation in areas of common interest has been stepped up. In April the Commission adopted a delegated act which made Belarus eligible for EIB lending. This will bolster support for the Belarusian private sector. An agreement was signed between OLAF and Belarus in July on customs cooperation, in particular in fighting the illicit trade in cigarettes, and the sectoral dialogue on customs and related topics is still foreseen to be launched by the end of the year.

A trade dialogue was launched this month, on 13 October, between the European Commission DG for Trade and Belarus in view of improving trade, discussing Belarus’ access to the WTO and addressing existing barriers in international trade.

A mobility partnership was signed also this month, also on 13 October, in view on enhancing cooperation on migration, asylum and border management. This will contribute in tackling the migration challenges, protection of refugees, prevention and combating trafficking in human beings. The European Union stepped up its financial support for 2016 to EUR 29 million – more than a doubling of the budget initially planned for 2016. Assistance is focused on regional and private sector development, support for migration and asylum management, and support for students.

We are also intensifying our cooperation in the area of energy. As part of a re-engagement with Belarus, the Commission is considering relaunching the formal EU-Belarus energy dialogue in the near future. Nuclear safety issues have always been an overall EU concern, especially when new facilities are being constructed on the border with the EU, and are a key component of the exchanges on energy with Belarus.

The Council’s conclusions adopted on 15 February 2016 reiterate the importance of ensuring nuclear safety beyond the borders of the European Union, and call on Belarus to cooperate constructively with the relevant international authorities in this regard. In this context, the high-level visit of the competent Commission services to Belarus took place on 19 and 20 September 2016.

In addition, we have continued our strong assistance for civil society and for the promotion of people-to-people contacts. Civil society organisations received between 2011 and 2015 over EUR 50 million in programmes which strengthen their capacity and further a number of social, economic and human rights issues. Hundreds of exchanges are on-going in the areas of education, culture, science and technology and generally youth exchanges.

On the human rights front, we have witnessed more openness by the Belarusian authorities to engage. EU Special Representative Mr Lambrinidis visited Minsk in March this year, where we had a meeting with President Lukashenko and participated in a conference on the death penalty.

In June, the Belarusians hosted for the first time a European Union-Belarus human rights dialogue, for a part of which they also invited civil society representatives. At the same time we are fully aware that there have been no concrete or structural changes in Belarus democracy and the human rights situation. The application of capital punishment remains an issue which overshadows our relations with the country. This year alone we have learned about one execution, four confirmed death sentences and two new ones. Needless to say, this issue remains high on our agenda, and we will continue engaging with Belarus on this.

Both the presidential election of October 2015 and the parliamentary election of last month were criticised by the OSCE for falling short of democratic standards and for not addressing a number of key OSCE and Council of Europe Venice Commission recommendations. Nevertheless we welcome the entry into parliament of the first non-establishment voices for the first time in 12 years, and we hope they can bring fresh air and new ideas into a chamber that during the last tenure introduced less than five new legislative initiatives.

As indicated in our statement of 20 September, the European Union calls on Belarus to undertake comprehensive electoral reforms. The next elections are not so far away. Municipal elections will take place in 2018, and real progress on this and a number of other human rights-related topics will remain key for achieving the full potential of EU-Belarus relations. Therefore the EU’s policy towards Belarus remains for the time being one of critical engagement. We are not yet ready to launch negotiations with the Belarusian Government on a legal framework agreement, even if it remains a mid- to long-term goal.

Our efforts will continue to focus on increasing engagement with all sectors of Belarus society and developing relations, including in the framework of the Eastern Partnership.

  Bogdan Andrzej Zdrojewski, w imieniu grupy PPE. – Panie Przewodniczący! Pani Komisarz! Szanowni Państwo! Białoruś nie jest tematem łatwym ani spektakularnym, natomiast jest bez wątpienia tematem interesującym, i przestrzegałbym przed jego lekceważeniem.

Jesteśmy po podwójnych wyborach na Białorusi: prezydenckich i parlamentarnych. W obu wypadkach mieliśmy do czynienia z lekceważeniem zaleceń OBWE, a więc można powiedzieć, że te wybory nie przebiegały zgodnie ze standardami, które są nam bliskie. Ale trudno też nie zauważyć innych elementów, które pojawiają się w polityce białoruskiej – a o których mówiła też pani komisarz – czyli przede wszystkim uwolnienia więźniów politycznych, zmniejszenia różnego rodzaju represji, doprowadzenia do tego, że część z tych represji ma charakter bardziej ukryty czy łagodny. One bez wątpienia występują, tylko teraz jeżeli chce się wyrzucić studentów z uczelni za poglądy polityczne, to po prostu stawia się im negatywną ocenę.

Rezolucja, którą proponujemy jest rezolucją zrównoważoną. Pokazuje zarówno mankamenty, o których mówiła także pani komisarz, czyli brak memorandum na wykonywanie kary śmierci czy nieprzestrzeganie standardów demokratycznych, ale też pewien postęp, jaki niewątpliwie się dokonał. Poszukiwanie w związku z tym nowych kanałów komunikacji jest naszym obowiązkiem, naszym zadaniem.

Chcę podziękować wszystkim tym, którzy zgodnie współpracowali przy proponowanym dokumencie. Były to osoby i z lewej, i z prawej strony sceny politycznej. Współpraca z panią Hautalą, z panią Kalniete czy też z osobami reprezentującymi EKR pozwoliła przygotować dokument, który z jednej strony broni wartości europejskich, a z drugiej strony wskazuje na konieczność szukania ścieżek dialogu prowadzących do otwarcia się na interesy społeczności białoruskiej, ale nie władz.

I na koniec chciałbym wspomnieć o dwóch reprezentantach w parlamencie białoruskim, którzy nie zostali wybrani przez naród, tylko przez administrację, stanowią jednak element pewnego kontaktu.

  Jens Nilsson, för S&D-gruppen. – Herr talman! Jag har besökt Minsk flera gånger det senaste året. Jag har gjort det för att träffa oppositionen, för att träffa civilsamhällets representanter. Jag var där senaste gången två veckor efter valet i september och det är ingen tvekan om att vi måste konstatera att parlamentsvalet den 11 september inte var öppet. Det var inte ett demokratiskt val. Det fanns ingen transparens. Vi måste vara mycket kritiska mot att man ännu inte har en ny vallag på plats – något som den samlade oppositionen krävde redan för ett år sedan.

Inskränkningarna som sker i landet rörande organisationsfrihet, yttrandefrihet, mötesfrihet, pressfrihet är mycket allvarligt, precis som kränkningar av mänskliga rättigheter och tillämpande av dödsstraff. Jag är övertygad om att det för att ett skifte mot ett öppnare och mer demokratiskt klimat i Belarus ska vara möjligt krävs att det finns ett fungerande civilsamhälle. Människor måste kunna organisera sig i fackföreningar för att få bättre villkor på sina arbetsplatser och vara medlemmar i politiska partier. Yttrandefriheten måste respekteras och vi måste få en fri press.

Det är nu viktigt att EU upprättar en väl fungerande och likvärdig dialog med alla parter, framför allt med civilsamhällets organisationer och oppositionspartierna, för att stödja en demokratisk utveckling i Belarus. Omvärlden – särskilt vi som är demokratiskt valda politiker – måste visa solidaritet med människorna i Belarus för att verka för en demokratisk utveckling. Det är uppmärksamhet som krävs. Annars kommer ingen förändring till stånd.

  Mark Demesmaeker, namens de ECR-Fractie. – De betrekkingen met de laatste dictatuur in Europa hebben nooit echt willen vlotten. Telkens botsten we op de Wit-Russische werkelijkheid: een rigide, autoritaire stijl van regeren, met een gebrek aan democratische normen en een gebrekkige eerbiediging van de mensenrechten, een economie die eenzijdig gericht is op de Russische markt en op de aanvoer van goedkope brandstoffen, een diepgewortelde collectieve Sovjetmentaliteit.

Loekasjenko is sinds hij 22 jaar geleden aan de macht kwam met handen en voeten gebonden aan Moskou. En toch probeert Wit-Rusland zijn betrekkingen met het Westen schoorvoetend te normaliseren. Zeker nu grote broer Rusland niet langer in staat is om de economie voluit financieel te stutten. Als Minsk zijn buitenlands beleid anders oriënteert kan dat een positieve impact hebben op de binnenlandse koers, maar de EU zal duidelijke rode lijnen moeten trekken. Een van mijn grote bekommernissen is de nieuwe kerncentrale in Ostrovetz op een steenworp afstand van de grens met de Europese Unie. Loekasjenko gaat er prat op dat hij daar in recordtempo de goedkoopste kerncentrale van de wereld bouwt, maar de internationale veiligheidsnormen worden niet nageleefd.

Ik vrees dat de Europese Commissie die bezorgdheid nog onvoldoende heeft opgenomen in haar vernieuwde dialoog en ik vraag ....

  Petras Auštrevičius, on behalf of the ALDE Group. – Madam President, in February this year the Council decided not to extend the major restrictive measures vis-à-vis Belarus. The sanctions list is almost empty now. Has anything been delivered in return to those expectations voiced by the Council more than 10 months ago? Nothing at all. A total of zero. The so-called elections in September: yet another fake. The OSCE recommendations: entirely ignored, as many times before. None of the rights of former political prisoners reinstated.

The NGOs continue to be persecuted by harsh legal measures, such as article 193. Death penalty: not abolished. Instead, two prisoners executed only in 2016. It is a shame. It is a shame of those who believe that change came. The fact is: the Council conclusions are completely disregarded. I am therefore shocked every time I hear the word ‘progress’ when one speaks about Belarus. In my view, the European Union seems to be continuously dragged into some kind of very dangerous experiment with Belarus. We are about to trade human rights for technical cooperation and promises.

Another EU-Belarusian experiment is ongoing in the nuclear sector in haste and secrecy, in violation of the international conventions. On the EU border Russia is financing and building a nuclear power plant. I quote President Lukashenko: ‘the cheapest in the world.’ A dictator and the Kremlin’s always-loyal partner Lukashenko will soon be armed with nuclear capacities. The EU cannot just sit and observe silently this construction right on its border. This unsafe site must be frozen immediately.

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, Frau Kommissarin! Ich möchte die heutige Aussprache als Chance zur Reflexion nutzen.

Die jüngsten Parlamentswahlen in Belarus sind absolviert, offene Repressionen im Nachgang gab es diesmal nicht. Die Wahlbeobachter konstatierten zwar Fortschritte, die Wahlen selbst entsprachen aber bei weitem nicht den Standards, zu denen man sich selbst verpflichtet hat.

Soweit die Fakten, die aber alleine die komplexen und widersprüchlichen Entwicklungsprozesse des Landes nicht hinreichend beschreiben. Prozesse der sogenannten nachholenden Nationenbildung verknüpfen sich in Belarus mit der Frage, wie ein modernes und nachhaltiges Staatswesen aussehen soll und welches der zukünftige Platz des Landes in der internationalen Arbeitsteilung und in der Völkerfamilie ist. Das schließt auch die gesellschaftliche Debatte über Aspekte des Rechtsstaatsdialogs oder die Aufhebung der Todesstrafe ein, nicht nur Handelsbeziehungen. Wie überall in der Welt vollzieht sich dies im Spannungsfeld von Erhalt und Aufbruch und nicht frei vom Druck äußerer Verhältnisse. Wir sollten deshalb nicht überrascht sein, dass trotz einer stark einbrechenden Wirtschaft die Wahlbeteiligung bei 75 % lag.

  Heidi Hautala, on behalf of the Verts/ALE Group. – Madam President, I think, no doubt, we have seen some very modest steps in Belarus in the past year towards what we could call democratic development. But I emphasise: very modest. For instance, now, after the elections, we can come to the conclusions that maybe there is a chance to open new channels of discussion. For instance, we have seen that there are two opposition members elected to the legislature. We do not know if this is a genuine signal of beginning of change or not, but I think we have to invite Belarus to take further steps. We have to be convinced by further steps. And notably, many colleagues have mentioned that this capital punishment, which is really a violation of human dignity, must be abolished. We must demand that. We must demand a new revision of the electoral law and process, and then perhaps we can see if there are new opportunities for our dialogue.

  Jean-Luc Schaffhauser, au nom du groupe ENF. – Madame la Présidente, chers collègues, je m'étonne de la soudaine clémence dont fait preuve Mme la haute représentante vis-à-vis de celui que l'Union européenne appelait le dernier dictateur d'Europe.

La ficelle est un peu grosse: levée des sanctions contre rapprochement vers le camp occidental, mais recherche d'une sortie de l'orbite russe. Ici, bizarrement, il n'est plus question des droits de l'homme. Le gouvernement biélorusse continue pourtant d'avoir un contrôle strict des médias et n'est pas prêt à renoncer à la peine de mort. Mais le chantage géopolitique est au-dessus des prétendues valeurs européennes, qui sont très fluctuantes au gré des intérêts des puissances extra-européennes, en outre.

La Biélorussie reste cependant un pilier de l'intégration européenne. C'est ce que démontrent les projets de centrales nucléaires avec la Russie ou les troupes aéroportées russes et biélorusses.

Mes chers collègues, essayons de construire des ponts et non pas des murs érigés contre la grande Europe.

  Janusz Korwin-Mikke (NI). – Od dziesięciu lat przekonuję w Polsce – pan Zdrojewski jest świadkiem – że jedyną szansą na ocalenie niepodległości Białorusi jest utrzymanie u władzy jego ekscelencji Aleksandra Łukaszenki. Od dwóch lat usiłuję o tym przekonać Was. Czy zdajecie sobie sprawę, że gdybyście wprowadzili demokrację na Białorusi, za dwa lata pan Putin i jego zielone ludziki by Białoruś sobie do siebie przyłączyły? Tylko Łukaszenka, który dba o swój stołek, jest gwarancją niepodległości tego państwa. A ja chcę mieć Białoruś, Ukrainę, Litwę, która by dzieliła Polskę od Rosji. Ja bardzo lubię Rosję, ale im dalej jest od Polski, tym bardziej ją lubię. To samo dotyczy Unii Europejskiej. W interesie Unii jest bronić niepodległości Białorusi – nieważne, czy tam jest demokracja, czy nie. Ważne jest, żeby było to państwo, które dzieli nas od Rosji. Zrozumcie wreszcie elementarne zasady geopolityki, a nie Wasze głupie gadaniny o prawach człowieka.

  Sandra Kalniete (PPE). – Madam President, elections in Belarus were not free and fair. We should not pretend that they were and that the parliament is fully legitimate. But we should recognise that there have been changes in the overall atmosphere. It has become more permissive and symbolically, for the first time in 20 years, two members of the democratic opposition were allowed – I underline ‘allowed’ – to have seats in the parliament. Therefore, we should expand the critical engagement with all segments of Belarusian society, from the civil activists to the government, to encourage more reforms.

In my opinion, one of the key tests for releasing the full potential of EU-Belarus relations will be further implementation of longstanding OSCE and Council of Europe recommendations. In due time, before the next local elections in spring 2018, we should consistently insist on this.

I would also like to address a particular problem we are having in relations with Belarus, such as building a nuclear power plant with questionable standards of safety right on the border with the EU. I would like to call on the Commission and the European External Action Service to coordinate more efficiently their actions and to use all leverages so as not to let a ticking time bomb be created on our doorsteps.

  Zigmantas Balčytis (S&D). – Politinė situacija Baltarusijoje vis dar neatitinka mūsų palaikomų ir propaguojamų demokratijos, įstatymo viršenybės, skaidrių ir laisvų rinkimų, žiniasklaidos laisvės, pagarbos žmogaus teisėms ir mirties bausmės netaikymo principų. Pastarieji parlamento rinkimai vėl neatitiko ESBO standartų ir jie negali būti laikomi skaidriais ir sąžiningais. Spaudoje girdime ir kritikos, ir pagyrų Aleksandrui Lukašenkai nutraukus dvylika metų trukusią valdančiosios partijos vienvaldystę parlamente: du paskirti, o ne rinkimų būdu atitekę mandatai opozicijos atstovams jokiu būdu dar neįrodo Baltarusijos ryžto sukti didesnės demokratijos keliu.

Nepalankiai besiklostanti geopolitinė situacija regione ir vis stiprėjantis Rusijos spaudimas Rytų partnerystės šalims, Astravo elektrinės statyba verčia mus ieškoti dialogo su šia šalimi. Turime nusibrėžti labai aiškią strategiją, kaip Baltarusiją pakreipti europine kryptimi ir rasti racionalią pusiausvyrą tarp to, kas vyksta šalyje, ir ilgalaikės Baltarusijos perspektyvos, priartinant ją prie Europos, ypač kai pasibaigs dabartinis valdymas. Manau, kad jau dabar turime ieškoti kelių ir sprendimų įgyjant didesnį Baltarusijos visuomenės pasitikėjimą Europa. Tuo pačiu stiprinant bendradarbiavimą ir su opozicinėmis Baltarusijos politinėmis partijomis, su nevyriausybinėmis organizacijomis, pilietine visuomene ir kitomis institucijomis, kurios rodo norą kreipti savo veiklą demokratiniu keliu.

  Ryszard Czarnecki (ECR). – Pani Przewodnicza! Pani Komisarz! Szanowni Państwo! Historia uczy pokory, Unię Europejską też powinna. Pamiętam, jak szereg lat temu było u pana Łukaszenki dwóch ministrów spraw zagranicznych: minister spraw zagranicznych Polski, pan Sikorski i minister spraw zagranicznych Niemiec, pan Westerwelle. Pan Łukaszenko zrobił sobie z nimi zdjęcia, które potem służyły mu do pokazania, że jest całkiem fajnym gościem.

Ja jestem za tym, żebyśmy się otwierali na Białoruś. Tak, to jest potrzebne. To jest potrzebne, żeby Mińsk wyrywać z łap Rosji. I należy w tym kierunku iść, ale nie można wystawiać carte blanche. Nie możemy wystawiać takich czeków panu Łukaszence. Trzeba oczywiście otworzyć się, ale też sprawdzać – trust and check – zwłaszcza sprawdzać. Wydaje mi się, że tutaj nie powinniśmy być naiwni. Geopolitycznie to otwarcie jest bardzo potrzebne, ale miejmy świadomość, że Łukaszenka będzie lawirował między Rosją a nami, i trzeba pilnować, żeby jednak był bliżej europejskich standardów.

  Bronis Ropė (Verts/ALE). – Minsko žingsnius siekiant susigrąžinti Europos Sąjungos palankumą galima vertinti teigiamai. Tačiau užduokime sau klausimą, kiek verti yra Baltarusijos pažadai? Pavyzdžiui, dar 2011 m. Baltarusija politiškai įsipareigojo atlikti vadinamuosius „stress testus“ naujai statomoje Astravo atominėje elektrinėje. Praėjo beveik penkeri metai, atominis monstras jau matosi nuo Lietuvos kalvų, o „stress testai“ dar nepradėti. Maža to, po Komisijos atstovo vizito į Astravą praėjusį mėnesį paaiškėjo, kad Baltarusija apskritai dar nenusiteikusi, ar tuos „stress testus“ pagal Europos Sąjungos metodologiją pilna apimtimi išvis atliks. Neva galutinį atsakymą jie atsiųsią iki šio mėnesio galo. O šiandieną jau spalio dvidešimt šešta.

Todėl klausiu, kokias spaudimo priemonės Komisija yra pasirengusi taikyti iki spalio pabaigos, jeigu taip ir nesulauksime konkretaus patvirtinimo, kad Baltarusija atliks „stress testus“ naujoje atominėje elektrinėje pilna apimtimi. Ačiū.

  David McAllister (PPE). – Frau Präsidentin, meine sehr geehrten Damen und Herren! Im Mai habe ich im Rahmen einer EVP-Delegationsreise zusammen mit den Kollegen Sandra Kalniete und Bogdan Zdrojewski erstmals Weißrussland besucht.

Mein Eindruck war, dass in der Tat die Situation in Weißrussland besorgniserregend ist und bleibt. Das Regime von Herrn Lukaschenko steht für eine mangelhafte Bilanz bei Demokratie und Menschenrechten. Es schränkt die Medien- und Versammlungsfreiheit ein, und es finden Wahlen statt, die unseren demokratischen Ansprüchen und Maßstäben nicht genügen. Trotzdem sollten wir als Europäische Union den Ansatz der schrittweisen Wiederannäherung an Weißrussland weiterverfolgen, denn dieses Land richtet seinen Blick nicht mehr ausschließlich nach Osten.

So waren beispielsweise die rechtliche Nichtanerkennung der russischen Annexion der Krim oder der Widerstand gegen eine russische Luftwaffenbasis im Land positive Signale. Gleichzeitig haben die Freilassung politischer Gefangener im Land und die daraufhin erfolgte Entscheidung des Außenministerrats, die Sanktionen nicht zu verlängern, den EU-Weißrussland-Beziehungen neue Impulse verliehen.

Allerdings: Nur mit sorgfältig abgestimmten Schritten und einer Politik des kritischen Engagements werden wir unser Ziel tatsächlich erreichen, Weißrussland zu einem stabilen und verlässlichen Partner der EU zu machen, mit dem wir eben nicht nur eine gemeinsame Grenze, sondern auch gemeinsame Werte teilen.

  Ana Gomes (S&D). – Senhora Presidente, as chamadas eleições na Bielorrússia não foram livres nem transparentes. Em vez de mandar os críticos para a prisão, o governo agora aplica-lhes multas administrativas no valor de vários salários médios. Os 2 deputados supostamente da oposição no “Parlamento” são nomeados pelo ditador Lukachenko que espera receber ajuda e financiamento em troca de uma pseudomudança democrática.

Só se deixa enganar quem quer. Os representantes da oposição acham que as sanções da União Europeia foram levantadas imprudentemente, sem refletir quaisquer progressos democráticos. Temos de ouvi-los e ajudá-los e aqui os partidos políticos europeus e respetivas fundações têm um papel importante a desempenhar.

É preciso apoiar a oposição na Bielorrússia, organizar projetos conjuntos, contribuindo para que convirjam e para que sejam mais eficazes no combate pelas liberdades democráticas. A União Europeia deve estar atenta e ser audivelmente crítica às violações dos direitos humanos, pressionar mudanças na legislação eleitoral, para que as autoridades parem de restringir as liberdades de expressão e de imprensa e as atividades dos partidos e associações da sociedade civil.

  Monica Macovei (ECR). – Așa cum au spus și colegii mei în seara asta, avem cât de cât o veste bună din Belarus, și anume doi candidați din opoziție care au intrat în Parlament. Nu știu dacă au câștigat, dacă au fost puși acolo, dacă au fost lăsați să câștige, probabil că ultima variantă este cea adevărată. E adevărat, de asemenea, că alegerile nu au fost libere și corecte. Acum suntem în această situație în care vrem să extindem democrația și să luăm Belarus în această zonă de democrație, pentru interesul Uniunii Europene și al securității noastre și pentru interesul cetățenilor din Belarus. Trebuie să fim, însă, foarte atenți. Trebuie să avem un punct de vedere, cum să spun, o prietenie foarte critică cu Belarus și tot timpul să atragem atenția asupra îngrădirii drepturilor omului. Presa are încă botniță pusă. Sigur, au fost eliberați și prizonieri politici, dar, pe de altă parte, Belarus sigur joacă un rol important în relațiile dintre Rusia și Ucraina. Deci, vrem ca Belarus să intre în sfera noastră, în democrație, dar trebuie să fim foarte atenți și să verificăm absolut tot ce spune și ce face Lukașenko.

  Jaromír Štětina (PPE). – Parlamentní volby v Bělorusku nebyly svobodné. Opozice měla a má minimum prostoru pro svoji realizaci.

V únoru tohoto roku EU zrušila sankce uvalené na Bělorusko jako gesto dobré vůle, a to zejména s ohledem na propuštění šesti politických vězňů. Tito lidé však do dnešního dne nebyli rehabilitováni, nadále nedisponují svými občanskými a politickými právy. Od roku 2000 nebyla žádná strana v Bělorusku registrována.

Jak dokládá zpráva zvláštního zpravodaje OSN pro lidská práva v Bělorusku, porušování lidských práv pokračuje a žádná zásadní změna v této oblasti nenastala.

V březnu 2018 mají v Bělorusku proběhnout místní volby. Do té doby musí EU všemi dostupnými prostředky apelovat na běloruské protějšky, aby v dostatečném předstihu zavedly do praxe volební doporučení OBSE/ODIHR.

Odmítám jakákoli další gesta dobré vůle ze strany EU, dokud v této otázce a v otázce lidských práv nedojde ke skutečnému, zjevnému a hmatatelnému pokroku.

  Agnieszka Kozłowska-Rajewicz (PPE). – Panie Przewodniczący! Szanowni Państwo! Po pierwsze, chciałabym podziękować panu Bogdanowi Zdrojewskiemu za rezolucję, którą przygotowuje i która przełamuje tradycje tej Izby wyliczania wyłącznie tego, czego na Białorusi nie ma, i obok tego wymienia także pozytywne fakty dotyczące tego kraju. Jest on ważnym sąsiadem Unii Europejskiej na jej wschodniej ścianie i ze względu na swoje położenie geopolityczne musi balansować między Wschodem i Zachodem, rozumieć i uczestniczyć w obu tych światach. Myślę, że dobrze się staje, że Unia Europejska wychodzi z polityki izolacji i intensyfikuje dialog z Białorusią. Powinniśmy ten dialog rozwijać, żeby opierał się nie tylko na rozmowie, ale także na wspólnych przedsięwzięciach, projektach w dziedzinie ekonomii, nauki i społeczeństwa obywatelskiego.

Sytuacja ekonomiczna Białorusi jest w tej chwili dość tragiczna. Paradoksalnie jest to bardzo dobry moment na zmiany, bo Białoruś nie ma wiele do stracenia i może wprowadzać istotne i bardziej radykalne zmiany w swojej gospodarce i polityce, a Unia Europejska, która jest jednym z pożyczkodawców i także gwarantem pożyczek z krajów trzecich dla Białorusi, donatorem pieniędzy, ma realne narzędzie, aby odegrać w tym procesie wzmacniającą rolę. Jak? Przede wszystkim przez bardzo skrupulatną kontrolę wydatkowanych środków, ale też przez dodatkowe wymogi. Przecież możemy wymagać, żeby pieniądze, które trafiają na rozwój średnich i małych przedsiębiorstw na Białorusi i tego rodzaju projekty były po części wydatkowane przez rozwijający się na Białorusi biznes na rzecz społeczeństwa obywatelskiego. Możemy wymagać, żeby firmy te rozwijały społeczną odpowiedzialność przedsiębiorstw, żeby rozwijały albo włączały się w ekonomię społeczną, popularyzowanie języka białoruskiego i tak dalej.

Pytanie do Komisji: czy w ramach pomocy finansowej, której udzielamy Białorusi takie dodatkowe warunki są stawiane?

  Michaela Šojdrová (PPE). – Paní komisařka nás informovala o tom, že se Evropská komise snaží komunikovat s Běloruskem, ale slyšela od nás, že nejsme spokojení s úrovní demokracie a respektování lidských práv v Bělorusku.

Zleva doprava slyšíme zde v EP to, že volby by neměly být uznány, občanská práva jsou omezována, omezována je také svoboda na univerzitách, svobodný přístup ke vzdělávání, byl obnoven výkon trestu smrti, což jsou typické znaky pro diktaturu.

Já považuji za velmi nebezpečné to, že Bělorusko, tento nedemokratický režim, buduje novou jadernou elektrárnu a to v blízkosti Litvy, v blízkosti hranic s EU. Nejsou zde bezpečnostní záruky.

Já bych chtěla vyzvat paní komisařku a jejím prostřednictvím také Evropskou komisi, aby se zasadila o kontrolu této nově budované jaderné elektrárny. Je možné využít auditu Mezinárodní agentury pro atomovou energii. Je to zásadní bezpečnostní riziko, které tady vidím. Víme, že tam byla porucha. Běloruská vláda se ji snažila nezveřejňovat, čili je to režim, který je netransparentní, který skýtá velká rizika právě při budování takto zásadní stavby. Prosím paní komisařku, aby se v rámci Evropské komise a jednání s Běloruskem zasadila o tento audit.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, in Bielorussia, nel paese definito l'ultima dittatura in Europa, alle ultime elezioni i partiti di opposizione, finalmente, hanno eletto due rappresentanti in parlamento. Per troppi anni quello bielorusso è stato l'unico parlamento in Europa a non avere opposizione. La Repubblica di Bielorussia resta purtroppo un regime autoritario, nonostante i richiami della comunità internazionale. Le elezioni tenutesi nel 2010 furono definite dall'OCSE né libere né imparziali e dubbi permangono anche sulle ultime elezioni. A questo si aggiunge il nodo dei prigionieri politici, che rimane uno dei motivi che alimentano le dure critiche internazionali. Insomma, nonostante si debbano agevolare i tentativi di dialogo per mitigare la difficile situazione politica e alleggerirne il peso sui cittadini, la Bielorussia resta un regime poco democratico, nel quale le violazioni dei diritti umani pongono seri problemi alla facilitazione del dialogo con l'Unione europea, in assenza del rispetto dei principi democratici della libertà civile dei diritti umani.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, η θανατική ποινή στη Λευκορωσία ξανάρχεται στο προσκήνιο μετά από δύο χρόνια. Η απόφαση να ξαναρχίσουν οι εκτελέσεις ελήφθη μόλις οκτώ μήνες μετά την απόφαση των υπουργών Εξωτερικών της Ευρωπαϊκής Ένωσης να άρουν το πάγωμα περιουσιακών στοιχείων και ταξιδιωτικών απαγορεύσεων για περισσότερους από 150 πολίτες και αξιωματούχους της χώρας, συμπεριλαμβανομένου και του προέδρου Αλεξάντερ Λουκασένκο.

Η Λευκορωσία αποτελεί τη μοναδική χώρα στην Ευρώπη που εξακολουθεί να εφαρμόζει την εσχάτη των ποινών. Αναφορές υποστηρίζουν ότι τα δικαιώματα υπεράσπισης σε υποθέσεις που επιβάλλουν θανατική ποινή παραβιάζονται συστηματικά, αλλά και ότι οι δικαστικές αρχές δεν διαθέτουν την απαιτούμενη ανεξαρτησία. Η Ευρωπαϊκή Ένωση οφείλει να ζητήσει από την κυβέρνηση της Λευκορωσίας να αναστείλει επίσημα όλες τις εκτελέσεις, ως πρώτο βήμα στην πορεία για την κατάργηση της θανατικής ποινής. Η Λευκορωσία οφείλει να λάβει μέτρα για την προστασία των θεμελιωδών δικαιωμάτων και τον σεβασμό του κράτους δικαίου. Το δικαίωμα στη ζωή δεν πρέπει να αφαιρείται από κανέναν και με κανέναν τρόπο.

  Τάκης Χατζηγεωργίου ( GUE/NGL). – Κυρία Πρόεδρε, οι σχέσεις της Ευρωπαϊκής Ένωσης και της Λευκορωσίας πρέπει να ενισχυθούν προς όφελος όλων των Ευρωπαίων. Για εμάς, όμως, κεφαλαιώδες ζήτημα είναι η πυρηνική ασφάλεια. Η Ευρωπαϊκή Ένωση και η Λευκορωσία πρέπει να εντείνουν τις συζητήσεις για αυτό το θέμα, το οποίο πρέπει να αποτελεί την κορυφή των προσπαθειών όλων των δημοκρατικών ανθρώπων, κρατών και κοινωνιών. Αλίμονο αν αμελήσουμε αυτό το καθήκον. Η εικόνα στη Λευκορωσία είναι ασφαλώς μια εικόνα περίπλοκη και απαιτείται ενδελεχής προσήλωση Λευκορώσων και Ευρωπαίων. Κλείνοντας, θα ήθελα να καταδικάσω και εγώ το γεγονός ότι σε μια ευρωπαϊκή χώρα εξακολουθεί να υφίσταται ακόμα η θανατική καταδίκη.

I acknowledge the very modest softening of the Lukashenko regime, yet I have to raise a very specific issue that was already mentioned by many of my colleagues, namely the Astravets nuclear power plant and also because this Russia-led, very unsafe construction is to be located in Grodno Oblast, a territory heavily populated by people of Polish descent. Therefore I share very much indeed the concern voiced by my Lithuanian colleagues. I think that this construction should be checked very specifically by the Commission and I consider efforts taken to date as very insufficient.

  Corina Crețu, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, I very much welcome the discussion we just had today, and I can assure you that all your views will be duly taken into account. Let me assure you that tangible steps taken by Belarus to respect universal fundamental freedoms, rule of law and human rights will remain key for shaping of the EU future policy towards Belarus. About nuclear safety, I said in my introductory speech already that we are sharing this concern, even more so when new facilities are being constructed on the EU border.

We are very much aware about this proximity – just 40 kilometres from Vilnius. So I just want to update you and say that the Commission is using all the fora and instruments at its disposal to address the construction of Ostrovets with the Belarussian authorities. We know that an integrated regulatory review service mission from the International Atomic Energy Agency to Belarus took place in October to review the regulatory process. And also, our aim is to ensure that the highest possible safety standards are followed.

The European Commission in particular is financing experts who are assisting the Belarussian national regulator during the construction of the nuclear power plant and through working with Belarus in the area of nuclear stress tests. To this effect, a high-level mission by DG Energy took place from 19 to 20 September 2016. So thank you very much again for this debate.

If I may say a few more words on some news that I have just learned, that a strong earthquake hit central Italy several minutes ago. I only hope and wish that the first news is exaggerated. However, I would like to express that the European Commission stands ready to help Italy with all means, and we are at its disposal as a Commission for regional policy. We have already been in touch for several months to assess the damage after the Amartrice earthquake, and I am very sad to hear now about this new tragedy.

 
  
 

Elnök asszony. Köszönjük Biztos Asszonynak a záró gondolatát, és reméljük, hogy ez a földrengés nem lesz olyan súlyos, mint az előző volt. Nyilván minden földrengés borzasztó körülményeket tud teremteni. Nehéz ebben a helyzetben bármit is mondani, mint reménykedni és tenni a dolgunkat.

  Eduard Kukan (PPE), písomne. – Na Bielorusko sa treba pozerať, ako na jeden z posledných silne autoritárskych režimov v Európe. Bohužiaľ, po septembrových voľbách sa na tejto definícii zmenilo len málo. S trochou optimizmu môžeme tvrdiť, že voľby prebehli v pokojnej atmosfére a neboli celkom krokom späť. Pred Bieloruskom by sme však nemali zatvárať dvere. Naším cieľom by malo byť zintenzívnenie vzájomných vzťahov. Mali by sme s Bieloruskom viesť dialóg, ktorý pomôže tento ciel naplniť. Treba sa sústrediť na zvýšenie diplomatických kontaktov v oblastiach spoločného záujmu. Je však potrebné viesť hodnotovo založený dialóg podporujúci postupné zmeny. Nesmieme prehliadať prípady porušovania ľudských práv a obmedzovania osobných slobôd. Musíme odsúdiť uplatňovanie trestu smrti, ale tiež otvárať otázky bezpečnosti, ako je napríklad sporná výstavba jadrovej elektrárne pri Ostrovetsi. Naša politika by mala byť zameraná na podporu projektov, ktoré umožnia modernizáciu, postupné otváranie a rozvoj Bieloruska – takých záležitostí ako mobility partnership, či investície do modernizácie infraštruktúry, ochrany životného prostredia, vzdelania či rozvoja bilaterálneho obchodu.
