  Julie Girling, rapporteur. – Mr President, I am pleased to take this opportunity to address you on the National Emission Ceilings (NEC) Directive ahead of our final plenary vote this afternoon here in Strasbourg. This proposal represents three years of work for me personally and even longer for many others in the Commission and beyond. I would like to thank the political Group shadow rapporteurs for their close cooperation throughout the work on the proposal, the Commission team for their technical knowledge and irrepressible optimism and the Dutch Presidency for the good spirit in which these difficult negotiations were conducted. On the last day of the Dutch Presidency, 30 June 2016, we reached an agreement on this challenging legislative proposal after five months of tough trilogues and many technical drafting meetings.

The political backdrop has changed dramatically over the past three years, with the issue of air quality moving up the public agenda in an unprecedented way, culminating in the VW scandal and the focus on the issue of real-driving emissions. Perhaps there is also a recognition that we have spent the past decade or more concentrating so much on CO2 that we have neglected air quality. We have known for some time that Europe needs to take action to clean up its air, and I believe strongly that this vote is a step in the right direction. It is not a perfect solution but it will go a long way to making important health improvements for our citizens.

Air pollution is the number one environmental cause of death in the EU. More than 400 000 of our citizens die prematurely each year and millions more suffer debilitating illness requiring medication and hospitalisation. This has an enormous human and economic cost, with tens of billions of euros in days lost at work and even more spent on healthcare bills, particularly in a country like my own where healthcare costs are met directly through our national system. Air pollution also hits the natural environment through eutrophication and acid deposition. So in December 2013 the Commission published its clean air package the central plank of which was the NEC Directive and the setting of emissions reduction targets in all the Member States for 2030.

This proposal has had a difficult passage through the legislative process. We had the European elections shortly after it was published, a new Commission taking office and a real fight from this House to keep the directive on the table after a suggestion that it might be withdrawn from the work programme. More recently, we have had to contend with the UK referendum on EU membership and securing a deal in the difficult days – for me at least – after the vote to leave.

I still feel strongly, as your rapporteur, that this is a key issue which is best tackled at EU level. Simply put, air pollution does not stop at Member State borders. I strongly believe that better regulation and good air quality are not mutually exclusive and that is why I fought so hard to keep this proposal alive and get it onto the books. There will be some people here who will say that the deal is not ambitious enough and that we should have fought longer and harder for even higher targets. The fact is, however, that this is a negotiation. Each side has its positions and, whilst there is always room for improvement, we have to be cognisant of the political reality and not allow perfection to become the enemy of good.

Parliament’s starting position on Annex II was in line with the Commission’s impact—assessed proposal, which estimated the emission reduction commitments would result in a 52% health improvement, whereas the Council’s figures, set out as part of a general approach, would have resulted in a 48% reduction in premature mortality. In the final, hard-fought agreement the overall level of ambition on Annex II takes us to just under 50%.

Concerning the targets for 2025, the final compromise specifies that Member States may follow a non-linear trajectory if that is economically or technically more efficient, provided that, as from 2025, it converges progressively with the linear trajectory and does not affect any reduction commitment for 2030. In addition, Member States would have to explain the reasons for any deviation from the linear trajectory, as well as the measures necessary to return to it.

On flexibility provisions, Parliament accepted that Member States should be granted some flexibility in achieving the 2030 targets but tightened the wording proposed by the Council to ensure that the provisions were not open to abuse. Parliament accepted that methane be excluded from the scope of the legislation on condition that the Commission confirmed, in accordance with its right of initiative, that it would carry out a review with regard to methane even if it was not specifically in the directive.

This issue should never be about playing to the gallery: it should be about real action for our citizens. As the rapporteur, I am fully supportive of this final text and consider it to be an ambitious, fair and workable agreement for reducing the number of premature deaths attributable to air pollution. It is not a perfect agreement but, as a Brit working in Brussels, I am not sure there is any such thing, ever. Compromise is key to any negotiation and any final agreement. Indeed, having a seat at the table and being able to influence the discussions is a precious thing. So I urge you all to vote in favour of this deal today.

  Miguel Arias Cañete, Member of the Commission. – Mr President, let me start by thanking the rapporteur, Ms Girling, and her team for their tireless efforts throughout the process, as well as the shadow rapporteurs for their constructive cooperation on this important issue. The result is a major achievement on the biggest environment and health problem facing Europe. It will reduce the health impacts of air pollution, respiratory diseases and premature death by close to 50% by 2030. Citizens across the whole European Union will benefit enormously and these are results that we collectively can be very proud of.

It will also pave the way for ratification of the revised Gothenburg Protocol and for pollution reduction in the Eastern European Caucasus and Central Asian States. It is important not only for the population of all those countries but also in terms of reducing trans-boundary pollution in the European Union.

In any negotiation there are compromises to be made, and discussions on the key points were long and hard, but the final position is an honourable outcome which is ambitious, fair and practical. The level of ambition is high, the flexibilities are limited and their use must be justified, and there must be steady progress towards the 2030 commitments, to ensure full and timely implementation, as well as providing legal certainty to investors in green technology.

All Member States and sectors will need to play their part in the implementation of the directive. It is understandable that where pollution, and therefore health impacts, are highest more effort is needed. We must maximise the use of European Union support as well as synergies with other policies such as those on agriculture, energy and climate. Cost-effective implementation will deliver not only better health but also the economic benefits of cleaner air, such as lower health costs and less absenteeism at work.

The Commission regrets the deletion of methane from the scope of the directive, and we have made clear in our statement that we will continue to monitor these emissions and their effect on ambient air quality and we will take action as appropriate. On ammonia, we regret that the reduction is less than we had initially proposed on the basis of scientific analysis in our impact assessment.

Lastly, we also regret that the co-legislator has departed from the letter and the spirit of the regulation governing the adoption of implementing acts. We have made our concerns clear in a further statement. However, this will not distract attention from the fact that the agreement before us is a major achievement by the three EU institutions working together for the benefit of the public, which I hope you will endorse today. This would enable us to turn our attention to implementation, with the health and wellbeing of our citizens always in mind. I trust that we can rely on your support.

  Adam Gierek, autor projektu opinii Komisji Przemysłu, Badań Naukowych i Energii. – Czyste, niezatrute powietrze, innowacje ekologiczne, ochrona kapitału naturalnego oraz nowe proekologiczne technologie to nasz cel, jednak rozszerzanie ograniczeń na nietrujące gazy i limitowanie na przykład emisji metanu może zakłócić funkcjonowanie sektora rolnego. Ograniczenia w tym sektorze winny dotyczyć jedynie silnie trującego siarkowodoru i amoniaku, i to na terenach o zwartej zabudowie. Trucizny emitowane do atmosfery działają lokalnie, a ich uśrednianie przez włączanie terytoriów zamorskich, tzw. elastyczność w naliczaniu, to ewidentny przekręt. Istotne staje się aktualizowanie limitów tlenków azotu emitowanych przez silniki Diesla. Niniejszy projekt nie uwzględnia niestety emisji cząstek o wielkości znacznie mniejszej niż dwa i pół mikrometra, nie uwzględnia dioksyn oraz niestety zupełnie pomija szczególnie groźną, występującą w sezonie grzewczym low level emission.

  Jan Huitema, Rapporteur voor advies van de Commissie landbouw en plattelandsontwikkeling. – Allereerst wil ik mijn collega Julie Girling hartelijk bedanken voor haar harde werk en toewijding op dit lastige dossier. Als rapporteur van de Landbouwcommissie ben ik blij dat methaan uit het akkoord is gelaten. Hiermee hebben we dubbele wet- en regelgeving voorkomen. Methaan is een broeikasgas en wordt al gereguleerd via de klimaatdoelstellingen. Bovendien behoudt de agrarische sector hiermee de flexibiliteit om zelf te bepalen hoe het de uitstoot van verschillende broeikasgassen gaat verminderen. Ik wil namelijk voorkomen dat boeren noodgedwongen de koeien op stal moeten houden om methaan af te vangen die koeien uitstoten. Dat is nou net wat de maatschappij niet wil. Daarnaast moeten we ook rekening houden met de biologische sector. Biologisch gehouden dieren stoten gemiddeld meer methaan uit doordat zij een ander samengesteld rantsoen krijgen. Daarentegen kan juist de biologische sector en de gangbare sector een grote bijdrage leveren aan het verminderen van broeikasgassen in de lucht door CO2 te binden in de bodem via organische stoffen.

  Jens Gieseke, im Namen der PPE-Fraktion. – Herr Präsident! Vielen Dank an die Berichterstatterin Julie Girling und die Schattenberichterstatter für die konstruktive Zusammenarbeit. Wir begrüßen die Einigung mit dem Rat vom 30. Juni 2016 noch unter niederländischer Ratspräsidentschaft. Damit wird zügig eine Verbesserung der Luftqualität in Europa erreicht, und damit bekommen auch die betroffenen Wirtschaftssektoren die nötige Planungs- und Investitionssicherheit.

Die fünf wichtigsten Punkte im Einzelnen: Erstens das Gesundheitsziel: Wir erreichen eine beinahe 50%ige Verbesserung der Gesundheit durch erhebliche Reduzierung von fünf Luftschadstoffen: Schwefeldioxid, Stickstoffoxide, Ammoniak, flüchtige organische Verbindungen und Feinstaub. Zweitens – und darauf hat der Kollege Huitema gerade zu Recht hingewiesen: Methan wurde aus dem Anwendungsbereich der Richtlinie ausgenommen. Da ist ein berechtigtes Anliegen der Kollegen aus dem Agrarausschuss berücksichtigt worden. Drittens: Die nationalen Emissionsreduktionsziele für Ammoniak konnten auf ein realistisches, das heißt auf ein umsetzbares Niveau festgesetzt werden. Das war ganz bestimmt ein gutes Verhandlungsergebnis. Und viertens: Die Reduktionsziele für Quecksilber wurden hier nicht aufgenommen. Hier ist ein ebenso berechtigtes Anliegen der Kollegen aus dem Industrieausschuss berücksichtigt worden.

Wir sind dem Prinzip „keine Regulierung ohne Folgenabschätzung“ treu geblieben. Wir sollten diesem Prinzip auch in Zukunft treu bleiben. Dann machen wir wirklich bessere Gesetze und behaupten dies nicht nur.

Fünftens und letztens: Die Ziele für 2025. Die Mitgliedstaaten können einen nichtlinearen Pfad verfolgen, wenn dies für sie effizienter ist. Entscheidend ist nicht das Erreichen von Zwischenzielen, sondern entscheidend ist das Prinzip der Kosteneffizienz.

Fazit: Insgesamt haben wir ein gutes Verhandlungsergebnis erzielt. Wir erreichen schneller eine bessere Luft für Europa. Das ist gut für die Menschen, das ist gut für die Gesundheit der Menschen in Europa. Insofern können wir als Europäische Volkspartei diesem Kompromiss mit Überzeugung zustimmen.

  Seb Dance, on behalf of the S&D Group. – Mr President, I like to extend my thanks to the rapporteur and the shadow rapporteurs for their excellent cooperation on this very important file. It is important to recognise that, at the beginning of the mandate of this Parliament, the issue of air equality was not perhaps quite uppermost in people’s thoughts. It has taken a scandal or two to get us to this situation, most notably, of course, the ‘Dieselgate’ scandal involving VW.

This is an issue that affects so many of our citizens: 400 000 across the EU are dying prematurely, and in my city – the EU’s biggest city, London – 10 000 people are dying every single year from the effects of poor air. 90% of our citizens who live in cities are exposed to dangerously high levels of air pollution. We could be proud of this place and the coordinated action that has taken place at a European level. Throughout the process, it was the European institutions that led the way in terms of ambition. The high initial ambition shown by the Environment Committee is testament to the individual ambitions of the Members who supported the highest targets, and this place can be proud of consistently holding a higher line than that shown by the Member States. Ultimately we had to compromise, but it was the national governments who had consistently shown the least resolve.

At every stage this Parliament, representing 500 million citizens across the European Union, was backed not just by NGOs, scientists and public health campaigns, but also by cities from Berlin to Barcelona, London to Lisbon, Paris to Prague, to Dublin to Dubrovnik, Amsterdam to Aarhus. City mayors have shown us that they want this action to be taken at European level. We now have this deal on the table with Member States; it is not perfect, and it will not eliminate the problem, but it is significant progress and it does show what can be achieved by scaling up overriding competing regional and national interests and acting in the common good. Our task is now to hold governments to account on delivering these targets. We must challenge the old tired but re-emerging competition between industry and the idea that industry and clean air cannot go hand in hand. We must consistently put pressure to target resources into innovation and the development of new technology, and we must never surrender to the divisive rhetoric from those who want to see a race to the bottom between us on environmental standards.

It has perhaps become fashionable in my country to pretend we can insulate ourselves from difficult decisions, to pretend that we can deal with these issues on our own. We cannot. We breathe the same air. I have no idea what Brexit will end up doing to my city and my country, but I do know that the best environmental protections we have have come from this place. If we are to continue to work and to trade with our nearest neighbours in the world’s biggest market, we have to abide by its rules. I do not expect them to, but if my government decides to use environmental standards as a bargaining chip, I expect and urge all of us here to stand firm. Let us continue in this place to show the highest resolve.

  Jadwiga Wiśniewska, w imieniu grupy ECR. – Panie Przewodniczący! Panie Komisarzu! Pani Sprawozdawczyni! Czyste powietrze to cel, do którego wszyscy powinniśmy dążyć, ale zbyt ambitne cele spowodują między innymi zwiększenie niskiej emisji i też uderzą bardzo silnie w rolnictwo. Porozumienie zawarte pomiędzy instytucjami w sprawie redukcji niektórych substancji zanieczyszczających oceniam krytycznie z trzech powodów. Po pierwsze, Szanowni Państwo, z przyczyn metodologicznych. Całe negocjacje oparte były o wątpliwą metodologię, która przeliczała redukcję zanieczyszczeń na procentowo określoną poprawę zdrowia – tak jakby poprawa zdrowia zależała tylko i wyłącznie od tego jedynego źródła. Po drugie, oceniam je krytycznie również z przyczyn proceduralnych, ponieważ Parlament postawił sobie za punkt honoru osiągnięcie konkretnego poziomu ochrony zdrowia. Żeby zadowolić Parlament, prezydencja holenderska narzuciła trzem państwom – Polsce, Rumunii i Węgrom – zobowiązania, których tak naprawdę te państwa nie są w stanie spełnić. I trzeci powód – to przyzwoitość. Komisja Europejska jasno określiła, że koszty redukcji w Holandii są kilkakrotnie niższe niż na przykład w Polsce. Jak to zatem ma się do przyzwoitości? Jeżeli zatem prezydencja holenderska chce zadowolić Parlament, mogła to zrobić na swoim przykładzie. Byłoby taniej i przyzwoiciej.

  Catherine Bearder, on behalf of the ALDE Group. – Mr President, air pollution is serious. Doctors and scientists are giving us the evidence and warning European governments of the disastrous effects on us all. It is high time that clean air is seen as an essential human right, as is clean drinking water and enough food for all. Air pollution causes 400 000 premature deaths every year in Europe. Dirty air is particularly damaging to unborn babies. While I am pleased that EU governments have agreed to halve the number of early deaths in Europe from air pollution by 2030, it is clear that we must all work to achieve this – industry, farming, governments and everyone else.

These negotiations were tough, and it has been good to work cross-party. I thank all of us who were working on that. Thankfully, we had Julie Girling, who was that tough negotiator that we really needed, but many Member States were reluctant to agree to the targets and may drag their feet. Just look at my own government in the UK. They know that London is failing on air quality, yet they plough on with expanding Heathrow Airport. Air pollution around the airport is already dangerously above legal levels of nitrogen dioxide, and this will make it worse. For the Conservative Government, air pollution is a trade-off. Chasing economic growth is more important than actually protecting the public’s health, or perhaps they think that outside the EU we will not be affected by air at all. That is not acceptable, and as a Liberal Democrat I will continue to fight against the Heathrow expansion and for good quality care for all European citizens.

  Kateřina Konečná, za skupinu GUE/NGL. – Dovolte mi na úvod poděkovat především paní zpravodajce Julii Girlingové a ostatním stínovým zpravodajům. Myslím, že to nebyla vždy jednoduchá práce, a myslím, že to byla i poměrně časově náročná práce, a přesto si troufnu říci, že ji především paní zpravodajka jako naše vedoucí zvládla a zvládla ji dobře.

Nicméně když si zpětně vzpomenu, jak probíhala celá vyjednávání k této směrnici, je mi tak trochu smutno, neboť je považuji také za promarněnou šanci. Finální text je pouhým stínem původně schváleného ambiciózního znění. Závěr vyjednávání byl negativně ovlivněn dvěma věcmi. V prvé řadě až panickým strachem z nadcházejících předsednictví v Radě a v druhé, promiň Julie, brexitem, který v té době měl pouhých několik málo dní od svého šokujícího zrození. V této atmosféře jsme zbytečně zpanikařili a na finálním výsledku je to znát. Největší problém vidím v tom, že původní text ve znění před trialogy obsahoval právně závazný závazek snížení zdravotní zátěže způsobené lidem znečištěním ovzduší o 52 % ve srovnání s rokem 2005. Současně hlasovaný text však souhlasí s Radou navrženou hodnotou 49,6 %, přitom red line měla 50 %.

Za těmito abstraktními čísly se však skrývají konkrétní zmařené lidské životy navíc, čemuž šlo zabránit. A to ani nekomentuji další obrovské ústupky, které jsme Radě naservírovali na stříbrném podnosu. Proto je pro mě velmi těžké se s tímto dokumentem nějak ztotožnit. Ráda bych však svoji řeč ukončila alespoň trochu pozitivně. Každé zlepšení ovzduší je cestou vpřed a pomůže zdraví lidí, a to i za situace, kdy mohlo být větší. Ač tu hodnotu vidím jako velké zklamání, v konečném důsledku toto číslo může znamenat čistější ovzduší, než naši občané dýchají nyní, a to je jistě, byť malé, pozitivum.

  Bas Eickhout, on behalf of the Verts/ALE Group. – Mr President, first of all I would like to thank the rapporteur, Ms Girling, for her very good work on striking this deal. Indeed, as a previous colleague said, it was a very interesting and tough negotiation path, but I do think that in the end Ms Girling was very helpful in trying to strike a deal.

However, if you assess the deal we can only be disappointed. Just look at the demands that we had as a Parliament. We wanted higher ambition. We had to give in substantially. We did not want any flexibilities on top of that. The Council and the Member States were asking for more and more flexibilities. We do not have a 2025 target, so it is now only talking about 2030, which is very, very far down the road. Methane is out, so the agriculture sector is off the hook again for cleaning our air. All these things together can only lead to one conclusion and that is that this package is not good enough.

And I think I have to turn now to the Council – to the Dutch Presidency maybe in particular – who did good work in striking this deal. But if you turn to all the Member States, I really have a question. We are discussing air pollution. If there is one thing that is clearly a European competence and that is really cross-border, it is air pollution. If we do something about it, it will lead to jobs, cleaner technologies, cleaner air, better improvements for our citizens, lower costs for health. All these things we can achieve. What we saw at the Member State level was just a purely nationalistic approach; what can I do? I shall pay no mind to my neighbouring countries and only do what I can deliver. That approach really caused the deterioration of this deal, and it is a shame.

I ask the Member States to keep in mind that if you want to fight for Europe, you have to fight for European solidarity on these kind of issues. Otherwise, we are giving away this project, and that is the worst thing we could do.

  Piernicola Pedicini, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, io voglio ricordare che oggi il 92% della popolazione mondiale vive in luoghi dove i livelli della qualità dell'aria non rispettano i limiti fissati dall'Organizzazione mondiale della Sanità. Ogni anno in Europa muoiono 490 000 persone a causa dello smog o dell'inquinamento in generale nelle nostre città. Questo equivale a un ottavo delle morti totali sul nostro territorio.

Eppure, incredibilmente, nel nuovo testo sui limiti alle emissioni nazionali sono stati indeboliti gli obiettivi di riduzione, rinunciando così a salvare 10 000 persone ogni anno. Dovete anche spiegare perché avete escluso il metano dalla lista dei gas inquinanti, nonostante sia un gas serra 21 volte più dannoso per l'ambiente della CO2. Questo cambio di direzione dei grandi gruppi va contro il diritto fondamentale alla salute dei cittadini europei, mentre difende i soliti petrolieri, le lobby degli inceneritori, oltre che del settore agricolo.

Spesso dai grandi gruppi si sente dire in quest'aula che noi siamo euroscettici e populisti, ma sono proprio queste azioni che stanno sgretolando l'Unione europea, che oggi più che mai viene rifiutata dai cittadini europei. Sono proprio queste azioni che il popolo detesta.

  Mireille D'Ornano, au nom du groupe ENF. – Monsieur le Président, mes chers collègues, la révision de la directive 2001/81/CE répond à une priorité environnementale et de santé publique. Pour autant, la question environnementale ne saurait devenir une chape de plomb pour les États et les acteurs économiques. À cet égard, je regrette la proposition de la rapporteure consistant à renforcer le contrôle de la Commission sur les programmes nationaux et à supprimer le mécanisme permettant la déduction des émissions du secteur maritime international.

En outre, je suis résolument opposée à l'inclusion de l'ammoniac et du méthane dans le champ d’application d'une nouvelle directive. En particulier, je n'accepte pas que le méthane soit visé par la nouvelle directive, quand bien même il ne serait inclus qu’à partir de 2030. Cela pénaliserait le secteur agricole, alors même que d'autres textes européens traitent déjà de ce gaz de façon spécifique. Selon l'avis de la rapporteure, cette question devrait également être traitée au titre de la politique agricole commune.

L'ouverture de nouvelles voies de recours administratif aux citoyens semble répondre à un objectif louable d'information du public. C'est en réalité une brèche de plus dans la souveraineté des États, dont certains, comme la France, sont déjà munis d'un arsenal important de possibilités de recours administratif et judiciaire ouvert aux citoyens.

Pour toutes ces raisons, et en particulier parce que je crois que les programmes de réduction de la pollution atmosphérique doivent rester du ressort des États, je ne saurais soutenir le rapport de Mme Girling, que je remercie par ailleurs pour son travail de qualité.

  Zoltán Balczó (NI). – Elnök Úr! A légszennyezés a fő okozója ökoszisztémánk károsodásának, és amint az előadótól hallottuk, négyszázezer ember idő előtti haláláért felelős Európában. Határokon átívelő kérdésről van szó, így érthető az uniós szintű szabályozás.

A mostani módosítás 2020-ra és ’30-ra az egyes szennyezőanyagokra nemzeti kibocsátási határértéket állapít meg. Ez helyes, azonban egy követelményt nem tud teljes mértékben teljesíteni, hogy ezek az értékek reálisak legyenek, és egy ágazatot se sújtsanak erőteljesebben. Itt nem véletlenül hangzott el többször a mezőgazdaság helyzete, az állattenyésztés, az ammóniakibocsátásra vonatkozó szigorú határértékek. Figyelembe kellett volna venni, hogy ez az ágazat ’90 óta már elért 30%-os csökkentést. Egyébként Magyarország irányába támasztják a legnagyobb követelményt, 32%-kal kell az ammóniakibocsátást a mezőgazdaságnak 2030-ig csökkentenie.

Ezt annak fényében is kell vizsgálnunk, hogy vajon hogy állunk az egyik legveszélyesebb kibocsátóval, a gépkocsi által okozott szennyezéssel. Úgy tűnik, hogy az autóipar eléri, hogy nyolc éve ismert követelményt nem kell majd teljesítenie, kibújik alóla, és ebben természetesen partnere, együttműködik vele az Európai Bizottság. Ez elfogadhatatlan!

  Peter Liese (PPE). – Herr Präsident, liebe Kolleginnen und Kollegen! Ich möchte zunächst mal Julie Girling als Berichterstatterin und allen anderen danken, die geholfen haben, besonders dem Schattenberichterstatter der EVP, Jens Gieseke.

Ich glaube, wir haben ein gutes Ergebnis erzielt, und wir sollten mit großer Mehrheit dafür stimmen. Wir verbessern durch das Ergebnis die Luftqualität. Die Schadstoffe, um die es geht, verursachen unter anderem Lungenkrebs, Herzerkrankungen, und in den europäischen Großstädten – auch in Brüssel, wo wir einen großen Teil unseres Lebens verbringen – wird die Lebenserwartung dadurch, dass wir eine so hohe Luftverschmutzung haben, signifikant verringert. Deswegen müssen diese Schadstoffe herunter.

Das, was jetzt auf dem Tisch liegt, ist auch für die Industrie machbar. Wir haben als EVP nicht im Umweltausschuss den sehr strengen Werten zugestimmt, aber dann im Plenum dem Vorschlag der Kommission. Leider hat der Rat ihn ein bisschen aufgeweicht. Aber das ist jetzt auf jeden Fall machbar.

Ich möchte noch einen Satz zu Ammoniak sagen. Das ist ja ein Schadstoff, der nicht vor allen Dingen aus der Industrie kommt, sondern vor allen Dingen aus der Landwirtschaft, zum Beispiel beim Ausbringen von Gülle. Wenn wir es schaffen, die Gülle gezielter auszubringen – durch neue Technologie –, wenn man das besser macht als bisher, dann können wir die Ammoniakemissionen herunterbringen und damit Gesundheit und Umwelt schützen.

Aber es hat auch einen weiteren Vorteil: Es stinkt dann einfach weniger. Ich glaube, das ist gut für die Akzeptanz der Landwirtschaft. Wir müssen den Landwirten helfen, und auch da gab es zunächst überzogene Vorschläge. Aber wenn es weniger stinkt, dann ist das gut für die Akzeptanz der Landwirtschaft, und wenn die Schadstoffe runtergehen, ist das gut für die Umwelt und die menschliche Gesundheit. Realistisch muss es sein, das haben wir geschafft. Deswegen, glaube ich, haben wir ein gutes Ergebnis. Wir sollten heute Mittag mit großer Mehrheit zustimmen.

Imma tajjeb insostnu illi, wara d-Direttiva Ewropea li qegħdin nitkellmu dwarha llum, hemm regolament li jikkonċerna dritt bażiku ta' kull ċittadin Ewropew: id-dritt li tieħu nifs minn arja nadifa! Dritt, li sfortunatament ilna niħduh for granted għal żmien twil wisq issa. It-tniġġis tal-arja, kif diġà smajna, la jaf b'distanza u lanqas jaf bi fruntieri nazzjonali jew fruntieri Ewropej. Hawnhekk għandna issue b'konsegwenzi diretti ta' saħħa u konsegwenzi ambjentali għaċ-ċittadini kollha tal-Unjoni Ewropea. Għaldaqstant iva, hemm bżonn ta' azzjoni immedjata.

U filwaqt li huwa pożittiv li t-tniġġis tal-arja qed jingħata aktar prominenza fuq l-aġenda politika, anke minħabba l-implikazzjonijiet serji fuq is-saħħa pubblika, sfortunatament għad għandna ħafna Stati Membri li xorta mhumiex qegħdin jilħqu l-istandards miftiehma. Neħtieġu aktar ambizzjoni biex nindirizzaw l-isfidi preżenti imma, minkejja dan, il-Kunsill jidher li m'għandux l-ambizzjoni meħtieġa.

Ngħid li neħtieġu gvernijiet Ewropej li jaġixxu u jintroduċu limiti fuq l-emissjonijiet biex ir-riżultati jkunu immedjati u reali. Qed nitkellmu fuq is-saħħa taċ-ċittadini tagħna. Għalhekk li l-gvernijiet għandhom jaħdmu aktar. Konformità sħiħa hija mistennija mill-Istati Membri kollha. Inoltre, l-ibliet u anke l-lokalitajiet l-aktar esposti għal tniġġis tal-arja għandhom iżidu l-isforzi tagħhom biex jikkontrollaw b'mod effettiv dawn il-problemi u jibqgħu konformi mal-miri tal-emissjonijiet tal-Unjoni Ewropea.

Li niftiehmu dwar l-objettivi sal-2030 huwa l-ewwel pass. Imma hemm bżonn inkomplu naħdmu biex nilħqu l-għanijiet fit-tul. U dan huwa importanti issa aktar minn qatt qabel. L-industrija u s-setturi ekonomiċi kollha għandhom isegwu triq aktar sostenibbli. Wara kollox, huma biss l-ambizzjoni fit-tul u miri ta' tnaqqis fl-emissjonijiet għal tul ta' żmien li jistgħu jassiguraw li d-dritt tagħna għal arja nadifa jkun protett u salvagwardjat sew għalina u anke għall-ġenerazzjonijiet tal-futur.

  Mark Demesmaeker (ECR). – Slechte luchtkwaliteit zorgt ervoor dat in de Europese Unie naar schatting 400 000 mensen per jaar vroegtijdig sterven. Dat is onaanvaardbaar. De nieuwe normen waarover we vandaag stemmen moet tot een halvering van dit aantal leiden en het is wel degelijk onze verantwoordelijkheid om de EU-burgers te beschermen tegen gezondheidsrisico's. Zij verwachten dat van ons. Volgens de Eurobarometer is er een grote meerderheid van de Europeanen, 79 procent, die wil dat de Europese Unie daarvoor actie onderneemt. Gezamenlijke Europese afspraken zijn nodig om het dodelijke probleem van luchtvervuiling structureel aan te pakken. Luchtvervuiling kent inderdaad geen grenzen. En dat geldt in de eerste plaats voor dichtbevolkte en geïndustrialiseerde regio's zoals mijn eigen land, zoals Vlaanderen met Nederlandse, Duitse en Franse industriekernen vlakbij. Ongeveer 45 procent van de luchtvervuiling in mijn land komt van onze buurlanden. Het is dus samen verantwoordelijkheid nemen of samen stikken. En meneer Cañete, commissaris, natuurlijk, u heeft gelijk, altijd kan alles beter en het ambitieniveau had ook voor ons wat hoger gemogen, maar collega Girling heeft volgens mij het best mogelijke akkoord bereikt en ik zal het ook voluit steunen. Het is essentieel dat de lidstaten nu effectief werk maken van deze aangescherpte normen. Er is geen tijd te verliezen, aangezien elke verbetering van de luchtkwaliteit meteen een positieve impact heeft op de volksgezondheid. Opnieuw, dat is precies wat de mensen van ons verwachten.

  Gerben-Jan Gerbrandy (ALDE). – Voorzitter, wij kunnen als mensen heel veel doen om onze eigen gezondheid te verbeteren. Wij kunnen meer bewegen, we kunnen gezond eten, we kunnen besluiten om niet te roken. Eén ding kunnen wij als individu niet en dat is bepalen welke lucht wij inademen. Wij ademen de lucht in die om ons heen is, hier, wij in deze plenaire zaal, en als we in Brussel zijn op de Wetstraat of de rue Belliard. En daarom is de verantwoordelijkheid van overheden ook zo groot. De overheid is de enige die kan bepalen hoe schoon die lucht is. Volksgezondheid is één ding. Economische schade is een tweede. En ik vind het onbegrijpelijk dat de lidstaten zelf onder het kosteneffectieve scenario van de Europese Commissie zijn gaan zitten. Voorzitter, vandaag zal het Europees Milieu Agentschap het jaarlijkse luchtkwaliteitsrapport presenteren en daaruit blijkt weer dat één sector veel en veel te weinig doet om luchtkwaliteit te verbeteren en dat is de landbouwsector. En laat dat nou net de sector zijn die ook vandaag weer uit de wind gehouden wordt. Ammonia-doelen snel omlaag en methaan zelfs helemaal geschrapt. Is vuile lucht, vuile emissies, is die minder schadelijk als die van de landbouw komt? Misschien kan iemand mij hier dat uitleggen waarom die altijd zo speciaal behandeld moet worden. Voorzitter, de lidstaten hebben echt gefaald. Burgers hebben recht op schone lucht en dat wordt hen nu echt onthouden en dat is de reden waarom ik helaas tegen dit akkoord zal moeten stemmen.

  Eleonora Forenza (GUE/NGL). – Signor Presidente, onorevoli colleghi, io credo che il diritto alla qualità dell'aria sia un diritto fondamentale, come il diritto alla salute. E allora vorrei parlarvi di un caso molto particolare che proviene dalla mia terra, dalla Puglia, in cui si registrano novanta morti all'anno per le sole emissioni dello stabilimento Ilva di Taranto. Ecco, io credo che questo sia uno dei casi che dimostra come l'argomento di cui stiamo parlando oggi sia fondamentale per la salute dei cittadini e delle cittadine ed è la ragione per cui noi non possiamo accettare alcun compromesso al ribasso sul nodo della qualità dell'aria.

Avremmo voluto degli obiettivi intermedi vincolanti per il 2025; purtroppo, credo che il Consiglio da questo punto di vista stia imponendo, appunto, una mediazione al ribasso. Allora, il punto è che occorre davvero che questo Parlamento lanci un messaggio molto, molto chiaro sul tema della qualità dell'aria. Credo che anche su queste questioni si giochi la credibilità di quest'Aula.

  Martin Häusling (Verts/ALE). – Herr Präsident! Wir sind als Grüne nicht ganz zufrieden mit dem Kompromiss, das wissen Sie. Vor allem dass der Schutz der Gesundheit von vielen nicht als das höchste Gut akzeptiert wird, das ärgert uns. Gerade der Rat hat hier einige Veränderungen nach unten hin bewirkt, die wir nicht akzeptieren können. Er ist schon mehrmals gesagt worden: Der Agrarbereich ist im Grunde genommen von den Reduktionszielen fast völlig ausgenommen worden.

Ich kann nicht sagen, dass der ganze Agrarbereich jetzt dahinter steht, wie er heute immer gesagt hat. Im Agrarausschuss gab es durchaus auch andere Meinungen. Wir müssen auf eine andere Form von Landwirtschaft setzen. Herr Huitema, da ist Bio schon besser als Massenproduktion, und dann könnten wir auch die Ziele der Kommission bei dem Punkt erreichen. Was schlecht ist, ist, dass wieder Ausnahmetatbestände und eine gewisse Flexibilität geschaffen wurden, das wird die Umsetzung erschweren.

Es kommt jetzt vor allem auf die Umsetzung an und dann appelliere ich doch mal an die Automobilindustrie, die als größter Teil der Luftverschmutzung seit Jahren dazu beiträgt, dass wir die Reduktionsziele, die wir jetzt schon haben, nicht erreichen. Ich finde es einen Skandal, dass wir nicht härter gegen einen Betrug der Automobilindustrie durchgreifen und das quasi als Kavaliersdelikt bewerten.

Wir müssen verhindern, dass zum Beispiel Diesel-Stinker in Innenstädte kommen und die Luftqualität dort gefährden und damit auch die Gesundheit der Menschen.

  John Stuart Agnew (EFDD). – Mr President, Mr Gerbrandy asked why agriculture gets a pass. Agriculture involves natural processes – urination and defecation. Mr Gerbrandy is guilty of the same processes. I challenge him to reduce them. When I was a boy in London we had a big problem called smog. We got rid of it without the help of the EU and without the help of the Green Party. I look at the problem of ammonia on farms and I am interested to see that small farms are going to get a pass, while larger farms are not. By a strange coincidence the larger farms are in the UK. I also wonder about the inspections and the enforcement of all of this. We will do it in the UK to the letter. I wonder if the same can be true of elsewhere in Europe.

I am also concerned about NMVO compounds. Are we going to export an industry here? Are we simply going to import materials that are being produced with these compounds elsewhere?

Finally, nitrous oxide is produced by leguminous plants, yet the European Commission wants farmers to produce more leguminous plants.

  Λάμπρος Φουντούλης ( NI). – Κύριε Πρόεδρε, η Ευρώπη έχει κάνει σημαντικότατα βήματα όσον αφορά τη μείωση της εκπομπής των ατμοσφαιρικών ρύπων και, γενικότερα, την προστασία του περιβάλλοντος. Προς αυτή την κατεύθυνση κινείται και η συγκεκριμένη έκθεση, παρά τις επιμέρους διαφωνίες που μπορεί να έχουμε.

Δυστυχώς, όμως, η μόλυνση του περιβάλλοντος είναι ένα παγκόσμιο πρόβλημα, το οποίο δεν μπορεί να επιλυθεί από την Ευρωπαϊκή Ένωση μόνο, ενώ οι εκπομπές ρύπων και η προσπάθεια μείωσής τους έχουν επιπλοκές που επεκτείνονται σε θέματα πέρα από την οικολογική προσέγγιση και έχουν να κάνουν με την οικονομία, τον ανταγωνισμό των εταιρειών και το πλαίσιο μέσα στο οποίο λειτουργούν οι εταιρείες.

Παραδείγματος χάριν, με τις συμφωνίες ελεύθερου εμπορίου οι εταιρείες που παραμένουν εντός της Ένωσης, όπου και ισχύουν οι πολλοί και σωστοί περιορισμοί σχετικά με την εκπομπή ρύπων, θα βρεθούν να αντιμετωπίζουν εταιρείες με έδρα την Κίνα ή τη νοτιοανατολική Ασία ή ακόμα και τις ΗΠΑ, όπου οι κανονισμοί είναι σαφώς πιο χαλαροί και, κατά συνέπεια, το κόστος παραγωγής μειώνεται. Το αποτέλεσμα είναι ουσιαστικά ότι οι εταιρείες εξαναγκάζονται να μεταναστεύσουν προκαλώντας στην Ένωση κοινωνικά και οικονομικά προβλήματα, αλλά και συνολικά μεγαλύτερη μόλυνση του περιβάλλοντος.

Καταλήγουμε, λοιπόν, στο συμπέρασμα πως οι περιορισμοί στην εκπομπή ρύπων πρέπει να συνοδεύονται και από μια πολιτική οικονομικού προστατευτισμού, καθιστώντας ακριβότερες τις εισαγωγές από χώρες που δεν πληρούν τις ίδιες ακριβώς νομικές προϋποθέσεις σχετικά με την εκπομπή ρύπων. Δυστυχώς, οι συμφωνίες ελεύθερων συναλλαγών κινούνται στην ακριβώς αντίθετη κατεύθυνση.

Τέλος, πρέπει η Ένωση να επανεξετάσει τις σχέσεις που διατηρεί με τρίτες χώρες και να καταστήσει την προστασία του περιβάλλοντος σημαντικό παράγοντα και προαπαιτούμενο για τη συνέχιση των σχέσεων αυτών.

  Françoise Grossetête (PPE). – Monsieur le Président, Monsieur le Commissaire, n'ayons pas peur des mots, la pollution atmosphérique est un tueur de masse silencieux dont on parle très peu mais qui fait pourtant un véritable massacre. J'ai longtemps présidé un réseau de surveillance de la qualité de l'air et je connais bien le sujet.

Rien qu'en France, cette pollution serait responsable de 48 000 décès prématurés par an, soit jusqu'à deux ans d'espérance de vie en moins. Dans certaines zones urbaines, respirer l'air ambiant est aussi dangereux que de fumer dix cigarettes par jour. Nous sommes bien placés pour le savoir, Bruxelles étant l'une des métropoles les plus polluées d'Europe. Il devient donc urgent pour l'Union européenne de protéger ses citoyens contre ce fléau de santé publique.

Je félicite Mme Girling pour avoir obtenu cet accord malgré les réticences des États membres. L'objectif ambitieux de réduction, d'ici à 2030, de près de 50 % de la mortalité due à la pollution atmosphérique doit nous servir de guide. Cependant, le mieux est souvent l'ennemi du bien et toute la bonne volonté du monde n'aurait pas suffi pour mettre en œuvre ce texte si nous étions restés campés sur des objectifs inatteignables. C'est pourquoi je suis ravie que cet accord comprenne des plafonds nationaux d'émissions plus réalistes, gradués et qui laissent aux États membres une certaine flexibilité dans la manière d'atteindre ces objectifs. Le principe de subsidiarité doit donc s'appliquer.

Enfin, je suis satisfaite que les émissions de méthane ne rentrent finalement pas dans le champ d'application de cette directive parce que ce cadre juridique n'aurait pas été le bon concernant le méthane. Cela n'aurait fait que créer des complications additionnelles pour nos agriculteurs qui n'ont vraiment pas besoin de cela en ce moment.

  Christel Schaldemose (S&D). – Hr. formand! Vi kan hverken se eller smage dem, men de er i luften. De er farlige, og det er forurenende stoffer. De fører til mere end 400 000 for tidlige dødsfald om året og hundredtusindvis af alvorlige sygdomme for vores borgere. Og så skader disse stoffer også vores miljø. Men nu gør vi altså noget ved nogen af dem. Vi tager fat i nogle af de allerfarligste stoffer med denne luftpakke. Og vi stiller krav til medlemslandene om, at de skal reducere mængden af forurening i luften. Det er vigtigt for folkesundheden, og det er vigtigt for miljøet. Målet er, at vi i 2030 skal have reduceret de sundhedsskadelige virkninger med 50 %. Med andre ord skal det ikke være 400 000, der dør, men maksimalt 200 000, der dør for tidligt.

Er det ambitiøst nok? Nej! Jeg havde da vældig gerne set, at det var endnu mere ambitiøst. Vi skal havde gjort rigtig meget ved luftforureningen. Men jeg synes også, at det er vigtigt, at vi siger "ja" til denne luftpakke, for den er et vigtigt skridt i den rigtige retning. Det er alvorligt med luftforureningen, og vi bliver nødt til at stille nogle krav til, at medlemslandene begynder at agere.

Så jeg siger med glæde "ja" til luftpakken, men jeg håber også, at Kommissionen vil tage endnu flere initiativer på andre områder, så vi for alvor kan komme al luftforurening til livs.

  Beata Gosiewska (ECR). – Panie Przewodniczący! Czyste powietrze to właściwy cel, wszyscy się z tym zgadzamy. Powinniśmy dążyć do ograniczenia emisji trujących gazów do atmosfery, jednak wysokość norm oraz długość okresu dostosowania do dyrektywy nie może hamować rozwoju rolnictwa i gospodarek krajowych państw członkowskich Unii Europejskiej.

Wszyscy wiemy, że opłacalność w rolnictwie od wielu lat jest bardzo niska, a wiele gałęzi jest wręcz deficytowych. Normy nie mogą zagrażać opłacalności produkcji i zmuszać do jej znacznego ograniczenia. W moim odczuciu ważne jest ustalenie właściwych norm. Wiemy, że każdy z krajów Unii Europejskiej jest na różnym etapie rozwoju i boryka się z różnymi problemami w tym zakresie. Dlatego cel jest właściwy, natomiast samo wykonanie – niekoniecznie trafne.

  Frédérique Ries (ALDE). – Monsieur le Président, la pollution de l'air, ce sont des milliers de tonnes de soufre, de méthane, d'azote et de particules fines qui sont rejetés dans l'atmosphère et qui tuent 8 millions de personnes par an (400 000 en Europe seulement). C'est dire l'ampleur du défi qui est le nôtre.

Le verre n'est pas plein, évidemment, mais la directive que nous votons enfin ce midi revoit à la hausse nos ambitions de 2001, fixe de nouveaux plafonds et introduit un nouveau polluant. Un seul, malheureusement. Le Conseil a complètement exclu le méthane, là où le Parlement s'était montré "sensible" aux revendications de nos agriculteurs concernant les émanations des ruminants, qui représentent quand même un quart des émissions de méthane au total.

Je souhaiterais poser deux questions à la Commission à cet égard. Confirmez-vous, Monsieur le Commissaire, que vous prendrez rapidement des mesures pour réduire cette pollution au méthane dans d'autres outils, méthane qui est, par ailleurs, un gaz à effet de serre 23 fois plus réchauffant que le CO2? Et quid des contrôles et des sanctions aussi contre les États membres qui ne respectaient pas et qui ne respecteraient pas les nouveaux plafonds?

  Julia Reid (EFDD). – Mr President, we in UKIP believe in the importance of improving air quality. Elevated levels of – and long-term exposure to – air pollution can lead to severe conditions affecting human health. The respiratory and inflammatory systems are very often affected, and serious illnesses such as asthma, chronic obstructive pulmonary disease (COPD) and cancer are related. Air pollution also causes harm to flora and fauna.

However, UKIP is against further EU legislation, and in this instance we are concerned about the increased administrative burden for industry and governments. Member States should be free to adopt specific measures at national level. With Brexit, we will finally be free to reject EU environmental and climate policies that have been detrimental to our economies. We will be able to autonomously determine our own policy whilst mobilising our own resources in this area. Free from the EU Commission, the UK will provide a reliable and consistent regulatory environment in order to facilitate investment in all affordable energy technologies at the same time as putting the health and interests of our citizens first.

  Giovanni La Via (PPE). – Signor Presidente, signor Commissario, onorevoli colleghi, vorrei iniziare il mio intervento ringraziando l'onorevole Girling per l'importante lavoro fatto e per il risultato raggiunto.

Abbiamo ascoltato in quest'aula opinioni diverse. Una cosa però è certa: 400 000 cittadini muoiono ogni anno per effetto dell'inquinamento dell'aria. E qualcosa andava fatto con una politica, un intervento decisamente comunitario. Lo abbiamo fatto e l'accordo probabilmente non è il miglior accordo. Abbiamo ascoltato da parte di alcuni che avrebbero voluto ben altri target, ben altri inquinanti inseriti nell'accordo finale. Però un accordo è meglio di un non accordo.

E quando con la collega Girling, nell'ambito del negoziato, ci siamo trovati di fronte alla scelta di dover accettare un accordo al ribasso rispetto alle posizioni del Parlamento, ma un accordo che andava nella direzione giusta, abbiamo scelto l'accordo; abbiamo scelto di avviare un processo, un processo che ridurrà sensibilmente le morti in Europa per la qualità dell'aria, ci porterà ad avere una qualità migliore per i cittadini che vivono in Europa ed è sicuramente un passo nella direzione giusta.

Per questo annunzio che voterò a favore e chiederò a tutti gli altri colleghi di farlo. Non è giusto criticare se poi non ci si muove nella direzione giusta. La critica da sola non produce effetti positivi per i cittadini europei.

  Karin Kadenbach (S&D). – Sehr geehrter Herr Kommissar, Herr Präsident! In einem kleinen Mitgliedstaat wie Österreich leiden derzeit 42 000 Kinder im Alter zwischen zwei und sechs Jahren an Asthma.

Wie kann man ihnen und ihren Eltern erklären, dass es mit ca. 2,2 Mrd. EUR Einsatz pro Jahr gelingen könnte, ihr Leiden zu erleichtern? Wie kann man ihnen erklären, dass durch diese Investition auf der anderen Seite ca. 40 Mrd. EUR in Europa frei würden, die wir heute im Gesundheitswesen, in der Umwelt, brauchen, um diesen Schäden, die durch die Luftverschmutzung entstehen, entgegenzuwirken? Wie kann man diesen Menschen erklären, dass sie nicht alleine sind, sondern dass 400 000 Europäerinnen und Europäer pro Jahr vorzeitig sterben, weil wir nicht bereit waren, in der Vergangenheit entsprechende Vorsorge zu treffen und diese Vorsorge auch gründlich zu implementieren und zu überwachen?

Ich glaube, das, was wir heute zu beschließen haben, ist ein wichtiger Schritt, auch wenn er nicht ausreichend ist, um wirklich in allen Bereichen nachhaltig zu wirken. Ich denke hier zum Beispiel, dass wir Methan noch nicht erfassen. Aber ich glaube, ich kann heute getrost nach Hause fahren, diesen Eltern, diesen Kindern sagen: Es ist zwar erst ein erster Schritt, aber es ist ein wesentlicher Schritt. Wir können dazu beitragen, nicht nur hier für Gesundheit, für bessere Umwelt zu sorgen. Wir können auch dazu beitragen, dass Arbeitsplätze geschaffen werden und dass die Wettbewerbsfähigkeit der Europäischen Union gestärkt wird.

Ich glaube, das müssen wir hinaustragen. Vor allem tut es mir leid, dass es eine Reihe von Mitgliedstaaten gegeben hat, die sich so lange geziert haben und wo ich heute noch den Verdacht habe, dass sie die Implementierung und Kontrolle nicht mit voller Kraft vorantreiben werden. Ich möge mich in dieser Frage täuschen.

  Pilar Ayuso (PPE). – Señor Presidente, señor Comisario, Señorías, en el marco del Convenio de Ginebra tenemos el Protocolo de Gotemburgo, que prevé objetivos específicos para la reducción de las emisiones con efectos contaminantes transfronterizos.

La Directiva que aprobamos hoy actualiza la legislación europea, la modificación que se hizo de este Protocolo en 2012, y marca objetivos nacionales específicos para la reducción de cinco contaminantes. Estos objetivos tienen que fijarse por Estado miembro, porque las condiciones de cada Estado son diferentes. También prevé el control y seguimiento de otros contaminantes y su revisión en 2025, para realizar los ajustes necesarios.

El acuerdo alcanzado por el Consejo es muy positivo y equilibrado para la industria, el transporte y la agricultura. Los objetivos acordados para la reducción de emisiones de amoníaco son realistas y las medidas son muy positivas, y la combinación de ambos va a permitir reducir las emisiones en la agricultura, que en ocasiones pueden tener un fuerte impacto en las zonas urbanas.

Es importante, además, que más adelante, cuando haya datos comparables, se aprueben objetivos de reducción para el mercurio y el monóxido de carbono. Yo quiero felicitar muy especialmente a la ponente, señora Girling, por el resultado obtenido y el esfuerzo que ha hecho en las negociaciones.

Esta nueva Directiva no será la ideal para muchos, pero es un excelente instrumento para reducir la contaminación y sus impactos, especialmente en el ámbito de la salud de los ciudadanos.

  Damiano Zoffoli (S&D). – Signor Presidente, onorevoli colleghi, a questa proposta va tutto il mio sostegno: l'obiettivo è di ripulire l'aria che respiriamo. Le 400 000 morti premature ogni anno, già più volte ricordate, sono un costo inaccettabile. I 300 miliardi di euro di spese sanitarie per le sole malattie respiratorie croniche sono un costo insostenibile. L'inquinamento atmosferico non si blocca alle frontiere dei singoli Stati con i muri, che non vanno mai bene.

Con questa direttiva si riduce significativamente l'inquinamento in tutta l'Unione europea, con obiettivi realistici e raggiungibili entro il 2030. Avremmo voluto un testo ancora più ambizioso ma considero questo un importante passo in avanti di una strategia più ampia che deve coinvolgere tutti i settori produttivi: industria 4.0, agricoltura verde e una mobilità più sostenibile.

Una politica ambientale intelligente non riduce i posti di lavoro ma ne crea di nuovi e più qualificati. Non si tratta quindi di un punto di arrivo ma di un decisivo contributo a un modello di sviluppo più sostenibile.

  Fredrick Federley (ALDE). – Herr talman! Tack, kollega Julie Girling, för din insats i förhandlingarna. Vi är många som hade velat gå längre, men nu så visar sig EU åtminstone från sin bästa sida och på sin styrka. Vi kan bemöta många av de problem som vi ser – att människor blir lidande av förkortad livstid, orsakade dödsfall, astma, allergi och annat som leder inte enbart till ett stort personligt lidande hos många europeiska medborgare utan även till väldigt stora kostnader i våra samhällen, både när det gäller den fysiska infrastrukturen och människors rena hälsa. Jag tror att de som kritiserar Europeiska unionen för att inte leverera till medborgarna bör ta sig en noga titt på grunden till detta och vad det kan komma att göra.

Från mitt parti, Centerpartiet, brukar vi säga att vi vill se ett EU som är vasst på områden där EU bör ha kompetens. Detta är ett område där EU bör ha mer kompetens och mer kraft att kunna lyfta kvaliteten i miljön och också kvaliteten för våra medborgare. Här har EU visat framfötterna, och det vill vi se mer av framöver.

  Annie Schreijer-Pierik (PPE). – Voorzitter, schone lucht is belangrijk voor de gezondheid van heel veel mensen in Europa. We spreken hier vandaag over het voorstel van de nationale emissieplafonds. Belangrijk voor ons is dat methaan niet langer deel uitmaakt van dit voorstel. Want dan zouden de koeien minder vaak in de wei rondlopen in Europa en ik denk daarbij onder andere aan Oostenrijk en aan Nederland. Koeien horen in de wei. Dat past bij het landschap en dierenwelzijn is daar ook bij gebaat. Voorzitter, nu over ammoniak. In Europa is de uitstoot van ammoniak met 30 procent verminderd sinds 1990. In Nederland is de uitstoot van ammoniak verminderd met 70 procent. De beperking kostte enorme inspanningen van onze boerengezinsbedrijven, die zwaar hebben geleden onder deze extra zware milieumaatregelen en het is daarom ook goed dat zowel het Parlement als de Raad een herzieningsclausule hebben aangenomen op dit compromis. We moeten ook gaan werken aan mestverwerking. Dat levert schone lucht, schoner water en een beter bodemleven op en laten we met elkaar zorgen dat het geld van het EFSI daarvoor gebruikt gaat worden. Tot slot, de gemiddelde luchtkwaliteit in de Europese Unie behoort tot de schoonste van de wereld. Dit resultaat is bereikt dankzij de inspanningen van heel veel mensen in de lidstaten, bedrijven en ondernemers. En daar moeten we in de toekomst mee verder gaan. Laten we ze een kans geven. Laten we niet alleen kijken naar de heilige koe, de auto, maar ook de gewone koe een kans geven. Onze ambities voor schonere lucht mogen best inspanningen kosten, maar het gaat wel om haalbaarheid, betaalbaarheid en uitvoerbaarheid.

Én mindenféleképpen néppárti képviselőnek a véleményét szeretném hallani, ugyanis úgy látom, bár jómagam is nagyon egyetértek itt az eddig elhangzottakkal, azért nagyon-nagyon-nagyon elégedett nem lennék. Én kérdezem tőlük, hogy, értem, eddig lehetett most eljutni, na de innentől kezdve nem kéne még ambiciózusabb célok iránt dolgozni már holnaptól kezdve? Például, hogy 2050-ig betiltsuk a fosszilis energiákat?

  Annie Schreijer-Pierik (PPE), "blauwe kaart"-antwoord. – Dat ben ik helemaal met u eens en daar zijn we volop met elkaar mee aan de slag gegaan. Maar je moet daar dan wel ook iedereen de kans voor geven. Ik heb u net gezegd, als we door willen gaan zoals mijn twee collega's uit Nederland net hebben genoemd, hebben we in Nederland geen enkel boerenbedrijf meer over. Die hebben heel veel inspanningen gedaan. We hebben ook andere mogelijkheden. Dat moeten we ook aanpakken. Als ik kijk, ik houd het nu bij landbouw en bij mestverwerking, dan moet je daar volop op gaan inzetten. Maar we hebben ook gesproken over de autobranche. Die moet ook aan de doelstellingen gaan werken. Met elkaar, iedere sector aan de slag en het bedrijfsleven wil ons volop ondersteunen.

  Carlos Zorrinho (S&D). – Senhor Presidente, a má qualidade do ar é responsável por mais de 400 000 mortes prematuras todos os anos na Europa. Cerca de 90% dos europeus que vivem em cidades estão expostos a níveis de poluição atmosférica considerados prejudiciais para a saúde humana. Muitos grupos sociodemográficos vulneráveis são também particularmente afetados.

E, portanto, é preciso agir! Os Estados-Membros terão diversos caminhos para cumprirem as novas metas de redução de dióxido de enxofre, óxidos de azoto e partículas. A dinamização da mobilidade elétrica é uma opção que pode dar um contributo muito relevante, sobretudo nos centros urbanos.

Como membro da comissão de inquérito às emissões do sector automóvel neste Parlamento, posso afirmá-lo com conhecimento acrescido de causa e, Senhor Comissário, nós apreciamos este relatório na sequência da Cimeira de Marraquexe e dos riscos colocados ao cumprimento do acordo Paris pela eleição do novo presidente norte—americano.

O apelo global feito em Marraquexe para que seja possível manter a trajetória de combate ao aquecimento global e ao aumento de emissões é uma boa notícia, mas o fundamental é a ação e esta diretiva, agora alterada, dá um importante contributo para a liderança da União Europeia nesta agenda.

  Dubravka Šuica (PPE). – Gospodine predsjedniče, hvala vam lijepo gospodine povjereniče. Svi smo jutros čuli ovdje da je osnovno odnosno temeljno prava građana pravo na zrak, pravo na vodu, pravo na zdravlje. I nitko to ne dovodi u pitanje. Dakle, udisanje svježeg zraka je ono što se smatra zajamčenim. Ali, istovremeno imamo podatak o 400 tisuća Europljana koji umiru zbog posljedica kakvoće zraka. Čuli smo podatak da se u urbanim sredinama događa situacija da je čak udisanje zraka jednako deset popušenih cigareta. U svakom slučaju to je zastrašujući podatak.

Ja želim ovdje istaknuti jedan primjer grada u Hrvatskoj koji se zove Slavonski Brod, koji se nalazi na granici s drugom državom, Bosnom i Hercegovinom. Maloprije smo rekli da onečišćenje ne poznaje granice. Mi svake godine u Progress Report-u za Bosnu i Hercegovinu naglašavamo primjer rafinerije nafte u Bosni i Hercegovini, u Bosanskom Brodu, koji uzrokuje onečišćenje. Imamo primjer da je ta država treća na svijetu po broju umrlih zbog kakvoće zraka. Dakle, 222 građana umre na 100 tisuća stanovnika. Dakle, nema granica, mi u Hrvatskoj patimo od onečišćenja u Bosni i Hercegovini. Stoga je vrijeme za ovo istaknuti i ovdje u Europskom parlamentu.

Ovaj instrument koji smo danas ovdje donijeli je dobar, shvaćam da nisu svi ciljevi postignuti, ali je ambiciozan. Ovaj Parlament uvijek ima veće ciljeve nego što je to moguće postići, ali u svakom slučaju dobar je put za rješenje problema do 2030. godine.

  Maria Grapini (S&D). – Domnule președinte, domnule comisar, grija față de mediu trebuie să fie permanentă, deoarece poate contribui la reducerea costurilor legate de sănătate și salvează vieți. Sunt o susținătoare a îmbunătățirii calității mediului. Totuși, cred că orice măsură pe care o luăm în acest sens trebuie să țină cont de realitatea de pe teren, de corelarea țintelor propuse pentru emisii și PIB-ul țării respective, de posibilitățile de investiție și de retehnologizare, de ritmul cercetării în domeniu.

De aceea, nu sunt de acord cu ce au spus colegii, că este prea multă flexibilitate în acest raport. Eu reclam că nu este suficientă flexibilitate, și am să și motivez de ce: de exemplu, pentru dioxidul de sulf, la țara mea s-a pus o țintă de 77 % procent de reducere, iar la Olanda 28 %. Știu că Olanda „iubește” România foarte mult, a mai avut probleme și cu intrarea în zona Schengen. S-a spus aici că 400 000 de oameni mor anual, dar câți oameni mor de sărăcie? Câți oameni mor pentru că nu pot să învețe, să urmeze o educație, sau din cauza condițiilor de viață?

Deci trebuie să ne gândim economic, să nu spulberăm locuri de muncă. Și aș vota acest raport dacă domnul comisar promite că îl convinge pe domnul Juncker ca acel fond strategic de investiții să fie dat și pe criteriu geografic, ca să putem să scoatem din sărăcie zonele care acum au condiții de viață precare.

  Νότης Μαριάς ( ECR). – Κύριε Πρόεδρε, οι δράσεις της Ευρωπαϊκής Ένωσης για τη μείωση της ατμοσφαιρικής ρύπανσης είναι σημαντικές. Όμως, κύριε Cañete, θα σας αναφέρω ξανά το πρόβλημα που υπάρχει στην Ελλάδα, δηλαδή, το πρόβλημα της αιθαλομίχλης που έχει αναπτυχθεί τα τελευταία χρόνια. Και το πρόβλημα αυτό έχει προκύψει διότι ο φτωχοποιημένος από τα μνημόνια ελληνικός λαός, προκειμένου να ζεσταθεί, χρησιμοποιεί ακατάλληλες ύλες για θέρμανση. Και γιατί το κάνει αυτό; Διότι το μνημόνιο έχει αυξήσει τον συντελεστή ειδικού φόρου κατανάλωσης για το πετρέλαιο θέρμανσης, όπως και τον ΦΠΑ για το πετρέλαιο θέρμανσης, το ηλεκτρικό ρεύμα και το φυσικό αέριο.

Το αποτέλεσμα είναι η αύξηση των αιωρούμενων σωματιδίων και η επιδείνωση της δημόσιας υγείας. Όπως δέχτηκε ο κύριος Moscovici, απαντώντας σε ερώτησή μου, 11.000 πρόωροι θάνατοι ετησίως οφείλονται σε αυτή την αιτία.

Ζήτησα λοιπόν να μειωθεί ο ειδικός φόρος κατανάλωσης για το πετρέλαιο θέρμανσης. Η απάντηση του κυρίου Moscovici ήταν: «δεν μπορεί να γίνει αυτό, διότι η Ελλάδα πρέπει να εκπληρώσει τους στόχους της από το μνημόνιο». Τελικά, πρέπει να υπάρξει προστασία της δημόσιας υγείας των Ελλήνων πολιτών ή θα πρέπει να συγκεντρώνονται τεράστια ποσά από τους φόρους, προκειμένου να πληρωθούν τα πρωτογενή πλεονάσματα και οι δανειστές; Απαντήστε μας σε αυτό, κύριε Cañete.

  Ivan Jakovčić (ALDE). – Gospodine predsjedniče, godinama smo, rekao bih desetljećima, vodili bitku u Istri u pogledu onečišćenja zraka koje je termoelektrana Plomin činila na području Labinštine i naravno puno šire. Čisti zrak je danas ljudsko pravo. Ta bitka koja je dobivena nije bila jednostavna. Vjerujem da smo dobili i bitku protiv onoga što se htjelo učiniti, a to je sljedeća, još jedna termoelektrana, na ugljen naravno. I tu je glavni problem. Međutim, danas imamo problem u drugom dijelu Hrvatske. Na istoku Hrvatske, Slavonski Brod je jedan od onih gradova koji trpe ogromno onečišćenje zraka i to prekogranično iz Bosne i Hercegovine.

Zato pozivam ovu Komisiju da dobro razmisli kako uključiti i prekogranična onečišćenja zraka iz zemalja koje nisu članice Europske unije, ali su kandidatkinje i žele ući u Europsku uniju. I s njima trebamo ozbiljno povesti razgovor o prekograničnom onečišćenju zraka.

  Seán Kelly (PPE). – Mr President, this is an extremely important topic, because people dying from pollution – and particularly air pollution – is something that is seen across the world. Last week, I had the privilege of being in Marrakech with Commissioner Arias Cañete, among others, and the Chinese in particular were telling us about the efforts they are making to try and combat air pollution in their cities. Last year, I was honoured to represent Parliament in Vietnam. It was obvious there, again, that air pollution is a big problem. In our own countries, we have similar problems in many places, and, indeed, one of the things that our government did a number of years ago, under the then Minister for Health, Micheál Martin, was to ban smoking in public areas. It transformed the air quality in restaurants and bars, etc., so I think we have to do everything to ensure that the quality of air that people have is second—to—none, because otherwise people will continue to die.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, l'accordo raggiunto con il Consiglio sulla riduzione delle emissioni nazionali di alcuni inquinanti atmosferici consentirà di dimezzare entro il 2030 le morti premature da inquinamento tossico. Attualmente sono più di 400 000 all'anno solo in Europa. Ma i limiti individuati dalla direttiva sono ben lontani dalle raccomandazioni fatte dall'Organizzazione mondiale della Sanità, che il Parlamento ha cercato di difendere in ogni modo nella fase di trilogo.

L'atteggiamento miope di alcuni Stati membri si tradurrà in circa 10 000 morti premature supplementari ogni anno. Poco soddisfacenti anche i criteri di flessibilità introdotti, che renderanno i limiti più difficili da applicare. L'autorizzazione concessa agli Stati membri di regolare le emissioni in base alle temperature stagionali oppure di compensare la riduzione delle emissioni di un settore con quelle maggiori prodotte in un altro settore, destano non poche perplessità.

La speranza è che gli Stati membri modifichino l'atteggiamento miope che hanno fatto registrare durante i negoziati. Respirare aria pulita è un diritto dei cittadini e l'Unione europea deve alzare l'asticella dell'ambizione. Lo dobbiamo fare per noi stessi e per le nuove generazioni.

  Gesine Meissner (ALDE). – Herr Präsident! Wir haben jetzt ganz viel gehört, dass es ganz wichtig ist, die Luftreinhaltung zu verstärken, weil wir viele gesundheitliche Probleme durch Luftverschmutzung haben – durch verschiedene Partikel, die die Menschen krank machen können.

Das ist sicherlich richtig und darum gut, dass wir uns damit beschäftigt haben. Ich muss sagen, ich danke ganz herzlich Julie Girling für den Kompromiss, den sie ausgehandelt hat. Es ist nicht ganz das, was das Parlament wollte. Aber ich glaube, es ist genau der richtige Kompromiss, den wir brauchen, um mit der Reinhaltung der Luft im Interesse der Bürgerinnen und Bürger voranzukommen und um gleichzeitig eben auch ausgewogen vorzugehen.

Ich möchte etwas zu Methan sagen. Es wurde bedauert, dass Methan jetzt hier herausgenommen ist. Ich halte es aber für richtig. Ich bin auch dafür, dass wir uns mit Methan befassen. Wir reden gleich über Marrakesch und COP 22, da gehört Methan hin. Es ist ein Treibhausgas, und wir müssen unbedingt sehen, wie wir das im Interesse des Klimas und der Ozeane und Meere – für die ich immer streite – eindämmen können. Aber es ist nicht giftig für die menschliche Gesundhei. Darum ist es meines Erachtens in Ordnung, dass wir das jetzt hier in dieser Gesetzgebung nicht drin haben. Aber vielen Dank noch einmal an alle, die daran gearbeitet haben.

  Miguel Arias Cañete, Member of the Commission. – Mr President, I would like to thank you all for your pertinent and constructive comments. I am encouraged by the broad support for the agreement that has been reached. It is close to the original Commission proposal in terms of ambition and, given the difficulty of the negotiation, is in my view a good compromise between various positions.

I know that concerns remain on flexibilities and on interim checks on the trajectory to 2030. However, the additional flexibilities are tightly constrained and we will monitor their application closely. Likewise, for the interim trajectory there is now a robust management framework in place to ensure that Member States are on track to meet their commitments. The Commission will evaluate the national programmes, including the credibility of the reduction pathways, and those evaluations will be made public.

I have listened to and note the concerns of some about the level of effort required in particular Member States, but those are the very Member States whose citizens will benefit the most from implementation of the measures. They are the Member States that have the greatest problems in complying with ambient air quality standards and they are the Member States that will save most in terms of health and other economic benefits. We will work with non—Member States to maximise their support, including from European Union financing and from synergies with, for instance, EU climate and energy policies for the successful and cost—effective implementation of the directive.

On the review of methane emissions, the Commission has made a declaration because it considers that there is a strong air-quality case for keeping the development of methane emissions in the Member States under review in order to reduce the ozone concentrations in the EU and to promote methane reductions internationally.

The Commission confirms that, on the basis of the reported national emissions, it intends to assess further the impact of methane emissions on achieving the objectives set out in Article 1(2) of the NEC Directive; it will consider measures for reducing those emissions and, where appropriate, will submit a legislative proposal for that purpose. In its assessment the Commission will take into account a number of ongoing studies in this field, due to be finalised in 2017, as well as further international developments in this area.

I would like to close by again thanking the rapporteur and shadow rapporteurs for making possible this major step forward in air pollution control.

Declaration by the Commission on the procedure for adoption of implementing acts

The Commission underlines that it is contrary to the letter and to the spirit of regulation 182/2011 (OJ L 55 of 28.2.2011, p. 13) to invoke Article 5§4, subparagraph 2, point b) in a systematic manner. Recourse to this provision must respond to a specific need to depart from the rule of principle which is that the Commission may adopt a draft implementing act when no opinion is delivered. Given that it is an exception to the general rule established in Article 5§4 recourse to subparagraph 2, point b), cannot be simply seen as a "discretionary power" of the Legislator, but must be interpreted in a restrictive manner and thus must be justified.

  Julie Girling, rapporteur. – Mr President, thank you to all the colleagues who have spoken this morning. Their contributions reflect the divisions in this House over the ambition levels, and particularly the removal of methane and the effects on agriculture. In fact, agriculture has taken quite a prominent position in this debate, so I would particularly like to mention to Mr Häusling that, whilst he extols the virtue of organic farming, you will search in vain through his organic regulation proposals, currently in trilogue, for any reference to agricultural standards on air quality, whereas the NEC proposal contains an extensive annex referencing farming practices. This is a lost opportunity I think.

Also, to those Polish members who criticise this directive: they have spoken about unfairness to agriculture, while rather ignoring the elephant in the room. In 2013, a survey by the Environmental Agency of air quality in 386 cities found that Krakow had the third most polluted air in Europe, predominantly as a result of 30 000 coal-fired boilers, with a further 150 000 in the wider Malopolska area. Dealing with this would improve their citizens’ health massively without affecting their agriculture at all. The solution, as ever, lies in their own hands.

I would particularly like to acknowledge the support of those colleagues, led by the majority of the shadow rapporteurs, who see the agreement as a hard-fought compromise that is not perfect but are accepting it and encouraging a vote for it. I would like to urge those colleagues who will indulge themselves in a vote against – under the cover of the majority who, they know, propose to compromise – to think again and to give us, later today, as wide and as big a majority across the House as we can achieve.

  Anja Hazekamp (GUE/NGL), schriftelijk. – Jaarlijks overlijden er in Europa bijna een half miljoen mensen aan de gevolgen van luchtvervuiling. De huidige Europese normen voor luchtkwaliteit zijn veel te slap om de gezondheid van mensen te kunnen beschermen. Europa zou de richtlijnen van de Wereldgezondheidsorganisatie moeten overnemen, waarin veel hogere eisen worden gesteld aan fijnstof, ozon, stikstofdioxide en zwaveldioxide. Maar in plaats daarvan presenteert zij een sterke afzwakking van de huidige zwakke normen voor luchtkwaliteit.

De Partij voor de Dieren vindt dit voorstel beschamend en onacceptabel. Vergeleken met de huidige richtlijnen zal dit voorstel zelfs tot 10 000 extra doden per jaar lijden. Onder druk van de landbouwsector is de uitstoot van het broeikasgas methaan uit het voorstel verdwenen en worden de normen voor ammoniak verlaagd. Terwijl deze stoffen een gigantisch aandeel hebben in de vervuiling van onze lucht en er ook voor zorgen dat mensen ernstige gezondheidsklachten oplopen of vroegtijdig overlijden. Europa laat haar inwoners stikken en daar doet de Partij voor de Dieren niet aan mee.

  Anneli Jäätteenmäki (ALDE), kirjallinen. – Arvoisa puhemies, olen tyytyväinen, että direktiivistä päästiin sopuun. Ilmanlaatu on monessa jäsenmaassa edelleen hyvin vaikea ongelma, joka vaatii ratkaisuja. Ei tarvitse kuin vilkaista komission listausta ympäristölainsäädännön rikkomisesta, niin huomaa, että jäsenmailla on vaikeuksia noudattaa edes voimassa olevaa lainsäädäntöä. Tämä ei johdu siitä, että lainsäädäntömme on liian tiukkaa vaan siitä, että puhtaan ilman puutetta ei oteta tarpeeksi vakavasti! Ilman epäpuhtaudet aiheuttavat EU:ssa enemmän kuolemantapauksia kuin mikään muu ympäristöongelma. Toivon, että jatkamme sääntelyä ja pyrimme jatkossa entistä kunnianhimoisempaan tasoon. Kaikilla on oikeus puhtaaseen ilmaan ja meillä on velvollisuus varmistaa, että tämä oikeus toteutuu.

  Pavel Poc (S&D), písemně. – Vítám dohodu ohledně snížení národních emisí některých látek znečišťujících ovzduší, přestože výsledný kompromis zaostává za ambicemi Evropského parlamentu. Celkově má do roku 2030 dojít ke snížení emisí po přepočtu na zdravotní dopady o 49,6 %, což je nepochybně zlepšení oproti současnému stavu. Navržené redukční cíle byly neformálně dohodnuty během nizozemského předsednictví v Radě EU. Souhlasila s nimi i Česká republika, která návrh v současném znění podporuje a která v rámci Národního programu snižování emisí již přijala přísnější redukční závazky do roku 2020, než jaké obsahuje text směrnice. Je rovněž v souladu se schválenou rámcovou pozicí ČR a bude mít pozitivní dopady na kvalitu ovzduší jak v důsledku opatření přijatých v ČR, tak i následkem nižšího přeshraničního přenosu znečištění.

Chci také zdůraznit, že navržené redukční cíle jsou přijatelné a splnitelné, aniž by znamenaly neúnosnou zátěž pro hospodářství. Je potřeba uvědomit si, že znečištění ovzduší nemá negativní vliv jen na zdraví a životní prostředí, ale že způsobuje rovněž externí náklady v rozmezí 330–400 miliard EUR, včetně přímých hospodářských škod ve výši 15 miliard EUR (absence v zaměstnání vlivem zdravotních potíží), 4 miliard EUR (náklady na zdravotní péči), 3 miliardy EUR (ztráty výnosů zemědělských plodin) a 1 miliardy EUR v důsledku poškození budov.

  Владимир Уручев (PPE), в писмена форма. – Уважаеми колеги, изминаха три години от публикуването на законодателния пакет за чист въздух, време на продължителни, но важни обсъждания и търсене на приемливи решения за по-чист и здравословен въздух в нашите градове и села. Подкрепям постигнатия със Съвета компромис за новата директива, която поставя амбициозни цели за намаляване на замърсяването на въздуха в периода до 2030 г.

Напоследък вниманието беше концентрирано върху парниковите емисии, а това доведе до спадане на темповете за ограничаване на другите замърсители, които имат сериозно влияние върху човешкото здраве и околната среда. Например разрастването на дизеловите автомобили заради по-ниските СО2-изхвърляния доведе до увеличаване на вредните азотни окиси от тях. Почти 400 000 души в ЕС умират преждевременно от замърсен въздух, а други 40 млн. души дишат прахови частици далеч над нормите. Новото законодателство трябва да възстанови доверието в намаляването на вредните емисии със своята амбициозност на целите и здравите механизми за контрол.

Приветствам съществената гъвкавост, която се дава на държавите членки да постигнат техните индивидуални цели, поставени в директивата, защото така ще бъдат намерени най-ефективните и целесъобразни мерки за справяне с проблема. Особено ценно в директивата е загрижеността към селското стопанство и отчитането на неговата специфика за реагиране, макар от сектора да идват повечето от емисиите на амоняк и метан.
