  Anna Maria Corazza Bildt, author. – Madam President, violence against women is not a private issue. It is a serious crime and it is widespread. Behind every victim, there is a heart-breaking story of a broken life. Too many women and girls today live in fear and despair, bleeding in their minds and bodies, hurt and crushed by guilt and shame.

I have visited shelters from Sweden to Greece, witnessing amazing examples of civil society taking women and girls by the hand to help them recover their dignity and rebuild their life. However, women at home continue to be beaten, and often children witness terrible scenes. In public there are cases where even going to a swimming pool or to a music festival poses a danger of harassment or rape, and persecution in the social media has become a global phenomenon affecting an entire generation.

Let us be clear: this is often about men attacking women out of jealousy or frustration, under the influence of alcohol or for revenge. Often they just cannot accept a woman being strong, independent and modern, making her own choices and then daring to live them.

Let us talk about Lucia, an Italian woman disfigured by acid. She had the courage to denounce her former partner. She said: ‘It is not your fault to have chosen the wrong man. It is his fault to have hit you.’ The time has come to say no to sexism and to build a culture of respect for women and girls – and religion and culture can never be excuses for the abuse of women.

On the International Day for the Elimination of Violence against Women, with our joint resolution, let us give a voice to women who are victims of violence. Let us help them to break the vicious circle of silence and loneliness. Together we call on the Member States to implement the Anti-Trafficking Directive, the European Protection Order and the Directive on Protection of Victims, and to ratify the Istanbul Convention. We also ask them to speed up the accession of the EU to the Convention, to strengthen our tools, to combat and prevent violence against women and to protect victims.

Madam President, the EPP Group will continue to be committed to a policy of zero tolerance on violence against women.

  Christine Revault D'Allonnes Bonnefoy, auteure. – Madame la Présidente, la violence contre les femmes et les filles est un fléau d'une terrible actualité qui frappe partout en Europe comme dans le monde.

Ces violences sont révélatrices des inégalités et des discriminations dont souffrent les femmes par rapport aux hommes. Plus encore, les femmes en Europe ne sont pas protégées de la même façon face à la violence selon le pays dans lequel elles vivent. La lutte contre les violences envers les femmes est un combat de tous les jours, qui appelle un changement profond des mentalités, nourries par les préjugés et les stéréotypes sexistes. Il ne s'agit pas d'un problème qui concerne uniquement les femmes. Il engage l'ensemble de nos sociétés et nécessite une réponse politique forte.

L'adhésion de l'Union européenne à la convention d'Istanbul apportera une première pierre à l'édifice pour mieux lutter contre les violences envers les femmes en Europe et proposer des outils juridiques pour les protéger. À travers nos questions orales, nous demandons à la Commission et au Conseil des réponses précises sur l'état des lieux des négociations. Aussi, nous exhortons les 14 États de l'Union qui ne l'ont pas encore fait à ratifier la convention d'Istanbul. Au-delà, le groupe des socialistes et démocrates défend l'adoption d'une directive sur la lutte contre les violences envers les femmes. Je suis convaincue également que le mécanisme de l'état de droit contribuera à renforcer la mise en œuvre de la convention d'Istanbul dans les États membres. Je me félicite que nous proposions demain une résolution commune pour faire porter notre voix dans ce combat et dire non à la violence contre toutes les femmes et les filles.

Mon grand regret est que ce texte passe sous silence le déni de l'accès à un avortement sûr et légal et les grossesses forcées qui en résultent. Pourtant, nous parlons bien ici d'une forme de violence caractérisée envers les femmes. Si la convention d'Istanbul fait l'impasse sur le droit à l'avortement, les Nations unies le reconnaissent comme un droit humain. Je ne cesserai de m'engager pour que l'avortement puisse être reconnu et protégé comme un droit fondamental au sein de l'Union européenne. L'inaction et l'indifférence ne sont pas des options envisageables quand il s'agit de défendre les droits des femmes. Comme le disait Martin Luther King, nos vies commencent à se terminer le jour où nous devenons silencieux à propos des choses qui comptent.

  Angelika Mlinar, author. – Madam President, first of all I would like to express my appreciation for the great support among almost all the political forces in this House to promote the Istanbul Convention. We are almost unanimously asking the European Union and individual Member States to ratify it, and for the first time we are sending a clear and strong political message. We are – and we will always be – on the side of victims of gender—based violence and violence against women. I will never get tired of repeating that violence against women is a violation of women’s human rights and an extreme form of discrimination embedded in gender inequalities and contributing to reinforcing them.

For those who still wonder why we are once again debating this, my answer is very simple. We are not gender ideologists, we are human rights defenders. It is true that the accession process was initiated by the Commission, all EU Member States have already signed it and 14 Member States have ratified it. But my experience has never proved me wrong: never take rights for granted. We should be vocal until we have a generation of Europeans completely aware that gender—based violence is not tolerable and there is never a justification for it. On behalf of my Group, I would like to express our full support for the Commission and for making sure that the Council reacts.

Until the Istanbul Convention is ratified by the European Union, we will not have an instrument in Europe to set legally binding standards to specifically prevent violence against women and girls, protect victims and punish perpetrators. I look forward to cooperating with the Commission and the coming Council Presidencies to make the Istanbul Convention an EU instrument against violence against women.

My last words go to the Orange Campaign on Friday. We should orange the world and join the UN women’s initiative, keeping in mind that we have to fight inequalities and violence every single day.

  Terry Reintke, author. – Madam President, let me start with some good news from the last days. The horrible law proposed by the Turkish Government to clear a rapist of all his charges if he marries the victim has been withdrawn by the AKP. The Turkish Government has not withdrawn this proposal because they think it is wrong, but because of thousands of women fighting against this proposal in the streets of Istanbul. It is so sad, but also so obvious, that we will have to fight for our freedom over and over again.

Now one could argue, well, this is far away, and this is not happening in the European Union. But it is. It is happening in the European Union as well. Every third woman in the European Union experiences violence in her life. This might seem like an abstract number, but out of 280 women in this Chamber, approximately 90 would have been those who experienced violence in their lives. This is not ‘the others’. This is us. It is women who are sitting with us in this Chamber, voting, representing their constituents – maybe women that you have a coffee with from time to time. They have the same fate as millions of women in the European Union, and it is not enough to talk about it once a year.

We need to do something, especially in times when the other side is gearing up, where there are more and more people who are trying to go back to the good old times, to the 1950s, when a husband beating up his wife was actually not really a reason to bother about and, yes, we will have to fight for our freedom over and over again: against a Polish Government that wants to restrict women’s rights, against the Turkish government that wants to do that, and against a backlash that we are facing in the European Union. We will have to fight against this, but this fight will be a thousand times stronger if we have a good legal foundation, and the Istanbul Convention is one of the tools to do that. So please, Madam Commissioner, and all Member States, ratify this Convention.

  Malin Björk, författare. – Fru talman! Inte i något land har det gjorts tillräckligt för att bekämpa våld mot kvinnor och flickor. Hotet om våld förminskar våra livsutrymmen – det handlar inte om någonting mindre viktigt än så.

Istanbulkonventionen, eller Europarådets konvention mot våld mot kvinnor, är ett viktigt verktyg för alla oss som kämpar mot våld mot kvinnor, inte minst för att den sätter våld mot kvinnor i ett sammanhang som handlar om makt och strukturer. Konventionen kräver också att alla länder tar ett helhetsgrepp för att stoppa det könsbaserade våldet genom offentlig finansiering av kvinnojourer, genom förebyggande åtgärder, genom krav på samtyckeslagstiftning.

Vi kan dock också konstatera att vi lever i en kultur som accepterar mäns våld mot kvinnor. Annars hade det ju stoppats. Offentliga personer som har begått övergrepp på kvinnors och flickors kroppar fortsätter att hållas om ryggen. Titta bara på den nyvalde presidenten Donald Trump, förre IMF-chefen och tilltänkte franske presidentkandidaten Dominique Strauss-Kahn, filmregissören Roman Polanski. Dessutom tillåter flera länder fortfarande en prostitutionsindustri där kvinnor och flickor kan köpas av män.

I en sådan kultur blir det svårt att skapa rättvisa och leverera fällande domar för våldtäktsmål till exempel. Det är inte bara i Sverige som fällande domar i våldtäktsmål lyser med sin frånvaro. Det är sanningen uti hela Europa.

Här i Europa saknas det politisk vilja. Tidigare idag röstade vi om ett betänkande där man kräver upprustning. Är det viktigare att skramla med vapen än att försvara kvinnors kroppar och rättigheter? Det håller inte!

Kampen för jämställdhet, för kvinnors kroppar, mot machokulturen, måste få ta den centrala plats den borde ha i detta hus. Vi kräver att Istanbulkonventionen ratificeras av EU, av medlemsstaterna. Samtidigt vill vi också ha en EU-strategi och en finansiering för att bekämpa våld mot kvinnor. Vi har mycket arbete framför oss. Vi hoppas att kommissionen och rådet kommer att stå med oss i det arbetet. Europaparlamentet kommer att kräva handling.

  Helga Stevens, Auteur. – Aan de vooravond van de internationale dag voor de uitbanning van geweld tegen vrouwen is het absoluut niet aanvaardbaar dat er maar een geringe vooruitgang is bij het bestrijden van geweld tegen vrouwen en gendergerelateerd geweld. Volgens een recente studie van het FRA heeft in de EU één op vijf vrouwen te maken gehad met fysiek geweld door een andere dan hun partner sinds hun vijftiende. In het bijzonder vrouwen met een beperking lopen volgens schattingen anderhalf tot 10 keer meer risico om misbruikt te worden dan vrouwen zonder beperking. Geweld tegen vrouwen, maar zeker ook tegen mannen en kinderen, vormt een schending van de grondrechten en is een extreme vorm van discriminatie die zowel oorzaak als gevolg van genderongelijkheid is. De Commissie stelde op 4 maart 2016 voor dat de EU toetreedt tot het Verdrag van Istanbul: het eerste juridisch bindende instrument op internationaal niveau voor het voorkomen en bestrijden van geweld tegen vrouwen.

Slechts 14 EU-landen, waaronder België, hebben het verdrag geratificeerd. Ik steun uiteraard de toetreding van de EU tot het Verdrag van Istanbul. Natuurlijk is het in principe aan de lidstaten om hun job te doen en vrouwen tegen geweld te beschermen, maar de EU kan hier aanvullend in optreden, bijvoorbeeld in verband met de rechten van slachtoffers en beschermingsbevelen en op het gebied van gerechtelijke samenwerking in strafzaken.

  Ivan Korčok, President-in-Office of the Council. – Madam President, I would like to thank you for having this debate today, just two days before International Day for the Elimination of Violence against Women. There is no doubt that combating all forms of violence against women and girls is a core element of the observance of fundamental rights. It is therefore of the utmost importance to send out a strong message on our commitment to uphold equality and respect for human rights. We believe that our joint effort and a strong message of unity are needed to ensure the protection of all women and girls in Europe.

I know this House shares the Council’s long-standing commitment to see an end to the suffering of victims through a binding and effective instrument such as the Istanbul Convention. I would like to recall that the Council has repeatedly expressed its commitment to the prevention and elimination of all forms of violence against women. These are crimes that have no place in the EU Member States, and the Council has encouraged them to sign and ratify the Istanbul Convention. As you know, all the Member States have already signed and, so far, 14 of them have ratified the convention.

We are aware of Parliament’s efforts, such as last year’s initiative by the Committee on Women’s Rights and Gender Equality in launching a working group on violence against women, and all the many hearings and inter-parliamentary committee meetings you have organised to raise awareness. We very much welcome these initiatives and I would like to inform you that the Presidency – specifically the working party Chair – will be addressing the hearing on the EU accession to the Istanbul Convention co-organised next week – 29 November 2016 – by the Committee on Civil Liberties, Justice and Home Affairs and the Women’s Rights Committee. This will be an excellent opportunity for exchanges with the co-rapporteurs and representatives of the Council of Europe, the United Nations and the Commission.

Allow me to turn now to the state of play as regards our work in the Council, and on the EU’s proposed accession to the Istanbul Convention. This matter has been one of our priorities since the very start of our Presidency last July. It has been dealt with by the Council’s working party responsible for fundamental rights, which last convened on 10 November 2016.

In a first phase, Member States have agreed to concentrate on the Council decision authorising the signature, on behalf of the EU, of the Istanbul Convention. There is very broad support among Member States for this accession. However, there are still diverging views regarding the scope of the EU’s accession. These involve complex legal matters on which Member States are seeking more clarity. Nevertheless, we are confident that we will be able to make substantial progress with the proposal for a Council decision on the signing of the Convention. Another meeting is scheduled next week to continue the negotiations.

As regards the external dimension of the Istanbul Convention, the Presidency is organising a meeting in December with the Council’s working party responsible for human rights. Throughout these last months of our Presidency, we have been in regular contact with the co-rapporteurs on this subject, Ms Bildt and Ms Revault D’Allonnes Bonnefoy, and this close collaboration with Parliament will be encouraged in the future. For our part, and I think this is most important, we still aim to submit the proposal for the Council decision on the signing of the Convention to the Council in December.

Lastly Madam President, I need to apologise for not being able to be here with you until the end of your debate. I will have to leave after the presentation by Commissioner Jourová but, be sure, our colleagues here, and we as a Presidency, will pay attention to it during our last days and weeks in office, and we are still working towards getting an agreement in December.

  Věra Jourová, Member of the Commission. – Madam President, let me thank you all, first and foremost, for keeping violence against women high on the European Parliament’s agenda. It is a privilege to be here just a few days before – this has already been mentioned several times – the International Day for the Elimination of Violence Against Women on 25 November, and to give you an overview from the perspective of the Commission, together with the Council Presidency, on how we see the progress towards an EU accession to the Istanbul Convention.

Together with you and Member States’ Ministers at this year’s United Nations Conference on the Status of Women, where we as ‘Team Europe’ successfully represented the EU in delivering on our messages, we agree that the importance of the Istanbul Convention and the need to address the difficult issue of gender—based violence in a coordinated and focused way is desirable. This Conference took place in March shortly after the Commission adopted proposals for the signing and conclusion of the accession to the Convention. Since then, we have put all our efforts behind constructive discussions with the Council to reach political agreement. The Council Presidencies involved have been very successful and useful in facilitating this.

We have held in-depth discussions on all legal aspects of the accession, in particular the extent of accession. We discussed the division of roles between the Member States and the Union in the implementation of the Convention. As you know, the Commission is of the view that EU accession should generate the added value we are seeking to make a difference on the ground. We want to strengthen and complement the existing framework in a wide range of policy areas. The competences and roles of the EU and Member States are closely intertwined. That is why the EU aims to accede to this Convention in parallel to national ratifications. I seriously hope that we can reach an agreement on the terms of the signing decision within the coming month. We heard from the Presidency that it should be in December. This would be the best news. Signing this decision would demonstrate the common political will of the Union to be bound by the Convention.

We have emphasised since the beginning that only the joint participation of both the EU and the Member States makes sense, legally and politically. I am constantly encouraging the Member States to ratify alongside the EU, and the Member States can rely on available European Programmes and funds to help in this process. I would like to thank the Parliament again for its support and I look forward to its interim report, which will be adopted next year. We will continue to monitor and support the implementation of the existing legal instruments to combat violence against women. That includes the Victims’ Rights Directive and EU legislation on cross-border recognition of protection orders.

I have promised to you several times that we want to devote the year 2017 to strengthening combating violence against women, so I am particularly glad to announce to you that, on 25 November, as part of our year of focused actions to combat violence against women, I will launch the promised EU—wide campaign. My objective is to provide a framework for a coordinated approach and join forces together with you, Member States, the European Institute for Gender Equality, UN Women and other International Organisations, civil society organisations, academia, businesses, trade unions, media and, within the Member States, also with law enforcement authorities, because I said we want to make a change on the ground. This means that the women will be protected not only by preventive measures, but also – let us face it – by a necessary reaction from the side of criminal justice.

During the year of focused actions to combat violence against women, many activities are planned. It is a cross-cutting effort and work within the Commission, involving many of my colleague Commissioners and their services. Apart from communication, best practices and experience sharing, it also includes funding.

As for the Commission’s work on this campaign, you very often call for more efforts in mainstreaming gender topics and gender policy, so I can confirm today that several of my colleague Commissioners will take very concrete actions next year from their perspective, be it eliminating violence in transport, the campaign against alcoholism – which is very often one of the enabling situations in domestic violence – or the effort to get this topic more to documentary film creation. This is a very wide range of different plans and actions and I can only say that I have received a very good reaction from my colleague Commissioners.

With regard to the funding I indicated, the Commission dedicated EUR 4 million from the Rights, Equality and Citizenship Programme in 2016 to support Member States in developing and implementing national practical and targeted information, awareness-raising and educational activities aimed at preventing and combating violence against women. Why do we rely on Member States for this? Simply because violence against women has many different forms in Member States. That is why we speak about targeting actions and the Commission provides the funding for this, as well as the unifying logo, slogans, design and many other things. That is just for you to understand how the campaign will work.

Activities will cover all forms of violence against women or focus on specific forms or issues, as relevant. In addition to the EUR 4 million, EUR 6 million will be provided in 2017 for transnational grassroots projects to prevent the problem and protect and support victims, under the Daphne strand of the Rights, Equality and Citizenship Programme. This money will go to the organisations – the NGOs – which work on the ground and which can also contribute in a very significant way to the success of this campaign. Just to add regarding the money, in 2016 alone the EU spent EUR 24.5 million to support 62 gender-based violence combating humanitarian projects.

I would like to thank the Parliament once again for its support of our endeavours in fighting violence against women. I remain committed to continue informing you in a timely manner on all developments in this area, and of course to invite you to join and participate in our coming campaign.

un fléau qui n'épargne aucun de nos pays européens – je dis bien aucun – et c'est une honte. C'est une honte absolue.

Nous sommes à deux jours du 25 novembre et de la journée internationale dédiée à la lutte contre les violences faites aux femmes et nous nous retrouvons à nouveau ici, dans cet hémicycle de Strasbourg, comme chaque année, à peu près à la même époque et quasiment dans le même type de configuration, les unes et les autres, les uns et les autres, pour déplorer cet état de fait et appeler à la mobilisation. Cela suffit. Combien d'années encore allons-nous nous retrouver pour déplorer l'aggravation de la situation faite aux femmes?

Certes, cette année, nous avons une nouvelle perspective qui est l'adhésion de l'Union européenne à la Convention dite d'Istanbul visant à prévenir et à lutter contre toutes les formes de violences faites aux femmes. C'est un acte majeur, un pas en avant significatif extrêmement important qui serait ainsi fait pour une mobilisation, un engagement renforcé concret de l'Union européenne et de ses institutions en faveur de l'élimination des violences faites aux femmes. Ce serait également une pression supplémentaire mise sur les États membres qui, quoique ayant signé cette fameuse convention, ne l'ont pas encore ratifiée ou ne l'ont pas encore concrètement mise en œuvre dans leur pays.

J'appelle donc vraiment instamment la Commission européenne à tout faire pour continuer à mettre la pression – si je puis dire – sur les États membres, afin qu'ils fassent face à leurs responsabilités et qu'ils se mobilisent pour que, ensemble, nous arrivions véritablement à mettre en œuvre des plans concrets réels de lutte et d'élimination de toutes les violences faites aux femmes.

  Iratxe García Pérez, en nombre del Grupo S&D. – Señora Presidenta, cada hora cuarenta y ocho mujeres y niñas son víctimas de violencia sexual en la República Democrática del Congo. En la ciudad mexicana de Puebla, se han registrado cincuenta feminicidios en los últimos quince meses. El pasado 31 de diciembre falleció una niña de dieciséis años en Calcuta violada por siete hombres. Podría seguir narrando estas historias y se nos encogería el alma.

Y, desgraciadamente, esta realidad no tiene nada que ver con cuestiones geográficas. En Europa también se sufre de la misma manera. Las cifras en España nos revelan que existe una media anual de 113 000 denuncias de víctimas de violencia de género. En este año, en lo que llevamos de año, treinta y nueve mujeres han sido asesinadas a manos de sus maltratadores. Por desgracia, en Europa no existen datos homogéneos, pero sabemos, según estudios, que un 33 % de las mujeres europeas han sido víctimas de algún tipo de violencia.

Esto nos obliga a actuar de manera contundente. Es urgente ratificar la Convención de Estambul, pero no es menos urgente la necesidad de una directiva europea contra la violencia de género. Sé que legislar no es la única solución, pero sí la manera de comprometerse y obligar a las instituciones públicas en la lucha contra la violencia contra las mujeres.

Hablamos de vidas truncadas, de familias rotas, de futuros condenados al dolor. ¿Qué más tiene que pasar para que nos decidamos a actuar? No es el momento de complacencias ni de excusas. Rompamos los silencios cómplices, porque nosotras también somos ellas.

  Julie Girling, on behalf of the ECR Group. – Madam President, violence against women is a very real and all too frequent reality for many women worldwide. In the EU alone, research has shown that one third of women have experienced physical and/or sexual violence since the age of 15. This equates to 62 million women. That is my Member State, the population of my country, represented in that number. While cases are reported and action is taken, there are still far too many instances where women are trapped, suffering in silence and with no conceivable way out. Violence against women does not just apply to physical abuse. It also covers the emotional manipulation and psychological trauma thousands of women are subjected to just because they are women. Violence against women is a form of gender-based violence. It is gross, inexcusable and a violation of human rights.

Given the varying forms violence against women can take, as well as the numerous avenues through which such violence can be executed, no single intervention will result in its elimination. A combination of infrastructural, legal, cultural, educational and social actions, in addition to the sharing of best practices between Member States, is essential to raise awareness and stimulate the action needed, so I welcome the Commissioner’s reassurances on all of those areas. The Istanbul Convention opens the path to make change possible. I therefore urge Member States, including my own, the UK, to ratify and implement the Convention if they have not already done so.

  Beatriz Becerra Basterrechea, en nombre del Grupo ALDE. – Señora Presidenta, gracias, querida Comisaria Jourová, porque estamos seguros de que va a conseguir que la Unión Europea ratifique por fin el Convenio de Estambul. Y será una gran noticia, porque es un instrumento extraordinario, por fin legalmente vinculante e integral, para acabar con la violencia de género y la violencia intrafamiliar.

Pero las mujeres que cada día, a nuestro lado, en todos los países de la Unión, son maltratadas, violadas, agredidas, asesinadas, no quieren de nosotros más palabras, quieren que erradiquemos de una vez la violencia contra las mujeres. Y es que podemos hacerlo.

La Presidencia eslovaca habla maravillas del Convenio de Estambul, pero Eslovaquia no ha ratificado el Convenio. Theresa May y Angela Merkel son dos de las mujeres más poderosas del mundo, pero ni Reino Unido ni Alemania han ratificado el Convenio de Estambul.

Señorías, ya está bien de papeles mojados. No hay una sola razón para no ratificar e implementar el Convenio de Estambul en todos los Estados de la Unión, y los que no lo hagan merecen ser señalados. Basta ya de hipocresía, señores. Basta de excusas.

  Κωνσταντίνα Κούνεβα, εξ ονόματος της ομάδας GUE/NGL. – Κυρία Πρόεδρε, ποιο είναι το πιο διαδεδομένο έγκλημα στο κόσμο; Η βία κατά των γυναικών. Μία στις τρεις γυναίκες πέφτει θύμα βίας. Μία από αυτές είμαι και εγώ γιατί αποκάλυψα την απλήρωτη εργασία, γιατί ήμουν γυναίκα, μετανάστρια, συνδικαλίστρια. Μπορούν να αποτραπούν περιστατικά βίας όπως αυτό εναντίον μου; Φυσικά. Γι` αυτό υποστηρίζουμε τη Σύμβαση της Κωνσταντινούπολης, διότι είναι το πρώτο δεσμευτικό διεθνές νομικό εργαλείο κατά της βίας. Υπάρχουν όμως εκείνα τα κράτη μέλη που προφασίζονται υψηλό κόστος και, είτε δεν την επικυρώνουν, είτε δεν την εφαρμόζουν. Είναι αρκετή η επικύρωση της σύμβασης, όπως δικαίως ζητούμε; Φυσικά όχι. Είναι απαραίτητη η αλλαγή της κουλτούρας και είναι απαραίτητη η εκπαίδευση από μικρή ηλικία στον αμοιβαίο σεβασμό μεταξύ των φύλων, για να μάθουν οι άντρες ότι η παραπάνω δύναμη που τους έδωσε η φύση δεν είναι για να ασκούν βία ενάντια στις γυναίκες.

  Ernest Urtasun, en nombre del Grupo Verts/ALE. – Señora Presidenta, estamos hartos de ver todos los días, las cifras, las muertes, las estadísticas... Esta estadística que persigue a la Unión Europea: que un tercio de las mujeres en Europa ha sido víctima de la violencia física o sexual alguna vez. Y yo creo que, para eso, necesitamos reforzar nuestros instrumentos jurídicos y aplicarlos mejor. Las dos cosas son importantes: más instrumentos jurídicos y aplicarlos mejor.

Hoy estamos a las puertas —y es muy importante— de ratificar el Convenio de Estambul por parte de la Unión Europea, un instrumento que va a suponer tener el primer mecanismo vinculante a escala de Europa para crear un marco legal común, y es muy importante.

Ratificar este Convenio garantizará traducir en acciones reales y concretas los compromisos adquiridos y conllevará que en Europa la violencia machista ya no será vista como un caso aislado particular, sino como un problema endémico, sistémico, que debemos afrontar.

Por lo tanto, adelante con la ratificación, señora Comisaria, vayamos lo más rápido que podamos. Y creo que también este Parlamento debe hacer un llamamiento urgente a que todos los Estados miembros finalicen el proceso de ratificación de forma individual.

  Daniela Aiuto, a nome del gruppo EFDD. – Signora Presidente, onorevoli colleghi, vorrei provare a fare con voi una riflessione un po' diversa. Sono passati ormai oltre cinque anni dall'approvazione della convenzione di Istanbul e credo che dobbiamo porci una domanda: come mai non tutti gli Stati dell'UE l'hanno ancora ratificata e altri nemmeno firmata?

Gli Stati che non l'hanno ratificata non l'hanno fatto, di certo, perché non sono contro la violenza sulle donne. Quindi, soffermiamoci a capire le reali motivazioni di queste mancate ratifiche. Il motivo per cui alcuni Stati si oppongono alla ratifica è da ricercare in alcuni contenuti della convenzione stessa, che esulano dall'argomento proprio della lotta alla violenza di genere, come ad esempio l'introduzione, per la prima volta in un trattato internazionale, della definizione sociale di "gender", che diviene vincolante per gli Stati che ratificato la convenzione. Ed è perciò comprensibile che gli Stati in cui il dibattito sul gender è più complicato siano restii a tale ratifica. Se all'epoca non si fosse fatta questa forzatura, che nulla ha a che vedere con l'urgenza del tema della violenza contro le donne, oggi, probabilmente, non ci troveremmo ad affrontare una situazione così paradossale.

Chiediamoci, piuttosto, se negli Stati in cui è stata ratificata e per cui si è legiferato in materia, ci sono stati dei netti risultati statistici positivi in termini di diminuzione della violenza di genere. Non è forse il caso di focalizzare l'attenzione sul fatto che gli Stati membri legiferino e adottino effettivamente misure volte a prevenire e combattere il fenomeno della violenza contro le donne? Molti Stati, infatti, si sono concentrati sulle misure di repressione e ancora troppo poco su quelle di prevenzione.

Dall'esperienza che abbiamo toccato con mano in giro per l'Europa, purtroppo, il concetto di prevenzione è ancora focalizzato sul rinchiudere la potenziale vittima in una struttura protetta, limitandone così la libertà e gli spostamenti, e lasciando il soggetto pericoloso in libertà di movimento. Ecco, mi pare assurdo che uno strumento come la convenzione, che dovrebbe unirci in questa battaglia, finisca per dividerci e, a distanza di cinque anni, non siamo ancora arrivati a un risultato, a una soluzione.

Insomma, superiamo queste questioni formalistiche e concentriamoci maggiormente sul monitoraggio di quanto sta realmente accadendo nei singoli Stati.

  Janice Atkinson, on behalf of the ENF Group. – Madam President, you are not addressing the silent agenda, and I do not call on anyone in here to do anything, because you cover up the fact that young migrants, often of Muslim backgrounds, are over-represented in the violence against women statistics – which, by the way, is not the same as claiming that all Muslim migrants are prone to this type of behaviour.

Their crimes against women, each year, in my country: female genital mutilation, 5 700 reported cases; honour killings, around a dozen; polygamy, around 20 000 illegal marriages; false marriage, 1 200 reported each year; child marriages, 5 000 to 8 000; and all this is done in the shadow of Sharia law.

It took years before the Rotherham child abuse case was brought to light in the UK, out of fear of being labelled racist. In the UK we still have a parallel society of Sharia courts operating right under our noses. In fact all over Europe we see the same pattern. Those claiming to champion women’s rights are in denial and attempt to sweep this problem under the carpet. No amount of EU law or funds will make a difference until this is addressed. The truth is that by letting millions of young migrant men with Muslim backgrounds into our countries, we have submitted our women to these attacks. It is a form of terrorism. No more cover-ups, no more mitigating circumstances, no more political correctness. Like President-elect Trump, I would like more scrutiny of those you are letting in, but in the EU that won’t happen, so in order to protect our women, we need to drain the EU swamp and then make Europe great again.

Until we actually address the problems and we address that it is the Muslim migrants coming into our countries because of open borders ...

And that is why you will be going, Madam. You will be leaving this Chamber because we voted for Brexit and because you all wonder why the populace are on the rise in America and in Holland and in other countries: because of people like you and them across there.

  Diane Dodds (NI). – Madam President, in Northern Ireland in 2014-2015, there were over 13 000 reported incidents of domestic violence. The Police Service of Northern Ireland responded to one domestic incident every 19 minutes. In this period, there were 2.5 times as many domestic abuse crimes as drug offences. These are unacceptable figures, and we must do everything in our power to tackle these awful abuses.

In Northern Ireland, the 24-hour domestic and sexual violence helpline is managed by the Women’s Aid Federation. In 2014-15, it managed 27 000 calls and reported a rise in the percentage of male callers, and in this Chamber we should not forget that men are often the victims of these crimes as well. So, it is right that, both in this Parliament and in our national parliaments, we send a message. The Government is not just willing, but ambitious to tackle these abuses at the earliest stages. International agreements can be pursued, but local solutions are necessary.

  Мария Габриел (PPE). – Г-жо Председател, наблягам на това, че Истанбулската конвенция създава цялостна правна рамка за превенции и борба с насилието над жените и домашното насилие. Тя е и призив за повече равнопоставеност между половете, която няма как да бъде постигната, докато статистиките продължават да показват, че една на всеки три жени в Европа е била жертва на физическо или сексуално насилие поне веднъж в живота си. В тази връзка подкрепям присъединяването на Европейския съюз към Конвенцията и призовавам за нейното ратифициране от страните членки.

Няколко аспекта да вземем предвид обаче. На първо място, за да постигнем желаните резултати, е важно да има съгласуваност на разпоредбите в Конвенцията с отделните национални правни системи. Това предполага както адаптирането на съответните нормативни разпоредби на национално ниво, така и предвиждането на достатъчен финансов и човешки ресурс.

На следващо място, искам да подчертая ключовата роля, която има тясното сътрудничество с организациите на гражданското общество за постигане на координиран подход към борба с насилието над жени и повишаване на осведомеността. Националната кампания, която проведохме заедно с тях в България за насилието над жените „Да отворим очи и нарушим мълчанието“, показа, че нашето сътрудничество може да бъде мощен катализатор за промяна.

И накрая, важно е да продължим на европейско ниво с усилията си за създаване на обща система за събиране на данни относно насилието спрямо жени, защото насилието над жените не е проблем само на жените. То засяга всеки един от нас. Затова институциите трябва да бъдат активни и присъединяването на Европейския съюз към Конвенцията е решителна стъпка в тази посока.

  Tanja Fajon (S&D). – Leta 2016 smo, živimo v časih izjemnega razvoja. Zdi se, da so naše človekove pravice dobro zaščitene.

Toda z naraščajočo ksenofobijo in nacionalizmom lahko opazujemo porast še enega pojava – seksizma. Nenadoma se moramo ponovno pogovarjati o pravicah žensk, ki smo jih uzakonili že pred desetletji, kot je svobodno odločanje žensk o lastnem telesu. To se je zgodilo tudi v Sloveniji, čeprav to pravico ščiti ustava.

Gre za trend, ki je izredno zaskrbljujoč. Treba ga je prepoznati in ustaviti. Unija je lahko uspešna le, če bomo branili pravice vseh prebivalcev – in ženske navsezadnje sestavljamo polovico.

Nasilje nad ženskami in nasilje v družini je grožnja številka ena blaginji žensk. Ogroža nas tako fizično kot psihično, prispeva k neenakosti spolov in za sabo pušča dolgoročne posledice.

Statistike dokazujejo, da ne ukrepamo dovolj. Kot je bilo slišano, vsaka tretja ženska po petnajstem letu je že bila žrtev nasilja. Lahko bi bila jaz, lahko si ti.

Te hude kršitve pravic žensk moramo ustaviti. Nujno moramo narediti korak v smeri učinkovitejše obravnave nasilja nad ženskami.

28 držav članic je Istanbulsko konvencijo že podpisalo. Le polovica jih je sporazum tudi ratificirala, med njimi moja država Slovenija. In zdaj moramo ta proces pripeljati do konca in zagotoviti enako raven zaščite ženskam. Zato podpiram resolucijo in pozivam Komisijo, naj z direktivo uvede primerne ukrepe.

  Arne Gericke (ECR). – Frau Präsidentin, werte Frau Kommissarin Jourová! Internationaler Tag zur Beseitigung der Gewalt gegen Frauen: Ich möchte den Fokus auf ein Feld der Gewalt gegen Frauen legen, bei dem ich mir auf allen politischen Ebenen mehr Engagement wünsche. Es geht um die Gewalt gegen Frauen in der Geburtshilfe, Menschenrechte hinter der Kreißsaaltür, es geht um das Recht auf sichere Geburt – für Mutter und Kind. Weltweit erinnern Mütter an die bestehenden Missstände im Rahmen der Roses Revolution.

In Deutschland, ja in ganz Europa kommt Geburtshilfe zunehmend unter die Räder der Rentabilität. Deutschlandweit stehen bis zu 400 Geburtsstationen auf der Roten Liste. Der Mangel an Hebammen ist eklatant. Für Großkliniken müssen Geburten effizient, schnell und terminierbar sein. Die Rechte der gebärenden Frau werden missachtet und in eine menschenunwürdige Gebärmaschinerie gepresst – fatal für Mutter und Kind.

Deshalb mein Appell: Nehmen wir die Roses Revolution ernst. Greifen wir ihre Sorgen auf. Schaffen wir ein Recht auf sichere Geburt – europaweit.

  Izaskun Bilbao Barandica (ALDE). – Señora Presidenta, Comisaria, esta mañana he repasado los veintitrés vistos y los dieciséis considerandos que fundamentan nuestra petición para que la Unión se adhiera al Convenio de Estambul. Son treinta y nueve contundentes razones para apoyar esta petición. ¿Qué más se puede añadir? Entonces se me ha ocurrido aplicar a las víctimas de la violencia de género la misma idea que la Asociación de Memoria Histórica plantea con los desaparecidos durante el franquismo. No ha sido fácil. Necesitaba primero saber cuántas mujeres han sido asesinadas por esta causa en la Unión en los últimos diez años. Es significativo: ha sido imposible encontrar el dato, porque no todos los Estados afrontan con la misma visión, siquiera las muertes vinculadas al machismo.

Sin desanimarme, he obtenido uno, extrapolando a nivel de la Unión los asesinatos machistas cometidos en ese plazo en España: más de 700. El resultado es el considerando 40, el que me faltaba: dedicar aquí un minuto de silencio a cada una de esas 7 000 mujeres nos mantendría en silencio, en un silencio atronador, cuatro días, catorce horas y treinta y cinco minutos.

  Ángela Vallina (GUE/NGL). – Señora Presidenta, el Convenio de Estambul reconoce la violencia contra las mujeres como una violación de los derechos humanos, y es, sin duda, un paso enorme para tomar medidas políticas y judiciales contra la violencia machista, porque el maltratador no nace, el maltratador se hace.

En mi país, solo este año, ya hay al menos cuarenta mujeres asesinadas. Y lamento que la señora Atkinson se haya ido porque habría que decirle que son cuarenta mujeres asesinadas precisamente por cristianos, no por ninguna sharía ni por nada. No es cuestión de religiones, no es cuestión de razas y no es cuestión de situaciones económicas o culturales.

Cada segundo cuenta y, por ello, necesitamos que la Comisión y los Gobiernos se pongan de acuerdo pero ya mismo, y se pongan en serio y con voluntad política real.

Por último, le pediríamos que tuviera un poco de coherencia en la política exterior esta Unión Europea. Y, sin duda, hemos de aplaudir las luchas feministas de estos últimos días en Turquía: ni debemos ni queremos permitir retrocesos en nuestros derechos.

  Florent Marcellesi (Verts/ALE). – Señora Presidenta. «Guapa, ¿te estudio o te trabajo?»: es uno de los típicos piropos machistas que las mujeres tienen que sufrir en su vida diaria y que muchos hombres utilizan de forma natural. Los hombres tenemos la responsabilidad de desterrar el machismo en que la sociedad nos ha educado y de volcarnos en la lucha contra todo tipo de violencia contra las mujeres.

Hoy, más de la mitad de las mujeres en la Unión Europea ha sufrido acoso sexual; y en España, en lo que llevamos de año, treinta y nueve mujeres han sido asesinadas a manos de sus parejas. Frente a esta inadmisible lacra es urgente que todos los Estados miembros ratifiquen el Convenio de Estambul y que, como ha prometido la señora Comisaria, la Unión Europea lo haga antes de finalizar 2016. Esto es un paso fundamental para construir un marco global de protección a todas las mujeres víctimas de violencia machista, porque la seguridad de la mujer es también la seguridad de todos y todas. ¡Ni una más!

  Beatrix von Storch (EFDD). – Frau Präsidentin! Die EU-Kommission will, dass die EU als Staat der Istanbul-Konvention beitritt. Gewalt gegen Frauen, das lehnen wir ab – alle. Dafür braucht es keine Konvention und auch keine Diskussion. Aber darum geht es nicht.

Die Istanbul-Konvention will festlegen, dass das Geschlecht eines Menschen ein soziales Konstrukt ist. Das Geschlecht entsteht also durch den Menschen selbst, durch Einbildung und Ausbildung, durch die Gezeiten, durch Sonne, Mond und Sterne. Der Mensch macht sich selbst zum Gott.

Meine Damen und Herren, das ist Schwachsinn. Und wer diesem Schwachsinn zustimmt, der ist vermutlich auf Drogen.

Die Istanbul-Konvention will alle nationale Gesetzgebung auf diesen Gender-Gaga-Mist festlegen. Kein Mensch bei klarem Verstand kann dem zustimmen. Gender-Mainstreaming – das ist die Seuche dieses Jahrhunderts. Das ist Wohlstandsmüll, der gehört auf den Müllhaufen der Geschichte.

  Steeve Briois (ENF). – Madame la Présidente, chère collègue, vos envolées lyriques en faveur de l'adhésion de l'Union européenne à la convention d'Istanbul ne vous déchargent en rien de la responsabilité qui est la vôtre dans la régression actuelle du droit des femmes, car vous avez laissé prospérer le fondamentalisme islamique en Europe, cette idéologie mortifère qui prône l'application de la charia, incluant la polygamie et le mariage forcé.

Vous avez organisé la subversion migratoire de l'Union européenne par le biais du plan de relocalisation des migrants, avec comme conséquence l'explosion des agressions sexuelles comme notamment à Cologne l'année dernière.

Enfin, vous soutenez l'adhésion de la Turquie à l'Union européenne. Je vous rappelle simplement que le gouvernement turc envisageait juste, il y a quelques jours encore, d'annuler la condamnation d'un violeur qui consent à épouser sa victime. Alors, avant de ratifier une énième convention, commencez d'abord par assurer aux femmes leur droit premier, à savoir le droit à la sécurité.

Pour conclure, je rappellerai que cette adhésion porte gravement atteinte à la souveraineté des États membres et que l'Union européenne n'a aucune légitimité pour leur imposer cette convention.

  Ελευθέριος Συναδινός ( NI). – Κυρία Πρόεδρε, πριν από όλα, θέλω να επισημάνω το σύμπλεγμα κατωτερότητος και ιστορικής αμάθειας που διακρίνει όλους όσους σε αυτή την αίθουσα έχουν αναφερθεί στην Κωνσταντινούπολη με το όνομα Ιστανμπούλ. Η Σύμβαση της Κωνσταντινούπολης, λοιπόν, αναγνωρίζει τη βία κατά των γυναικών ως παραβίαση των ανθρωπίνων δικαιωμάτων, πράγμα το οποίο δεν επιδέχεται αμφισβήτησης. Επιπλέον της ενημέρωσης και της ευαισθητοποίησης σε εθνικό και Ενωσιακό πλαίσιο, χρειάζονται μέτρα που θα αποσκοπούν στην πρόληψη της βίας, στην προστασία των θυμάτων και στη δίωξη των δραστών. Πολλά κράτη μέλη έχουν επικυρώσει τη Σύμβαση, μεταξύ των οποίων και η Ελλάδα, πλην όμως έχουν καθυστερήσει χαρακτηριστικά στην ενσωμάτωσή της στην εθνική νομοθεσία. Δεν θέλω να πιστέψω ότι ο κυριότερος λόγος που προβάλλουν τα κράτη μέλη για τη μη επικύρωση της σύμβασης είναι το υψηλό κόστος εφαρμογής της διότι, αφενός, αν μειωθεί η βία, θα υπάρξει αντίστοιχη μείωση στα απαιτούμενα κονδύλια κατά επτά δισεκατομμύρια ευρώ, και, αφετέρου, διότι ο ανθρώπινος πόνος δεν μετριέται με το χρήμα. Όπως είπε κάποτε ο Απόστολος Παύλος, «ρίζα γαρ πάντων των κακών εστίν η φιλαργυρία».

  Teresa Jiménez-Becerril Barrio (PPE). – Señora Presidenta, cada año mueren en Europa ciento once mujeres por violencia machista y, por ello, cada día es más necesaria una acción común desde la Unión Europea ante la violación del más importante de los derechos humanos: el derecho a la vida.

Los datos que nos da la Agencia de los Derechos Fundamentales son escalofriantes. Un tercio de las mujeres europeas ha sufrido violencia física o sexual al menos una vez en su vida, y en la mayoría de los casos no se denuncia por miedo o vergüenza. Las víctimas, en muchos casos, están desamparadas, y sus agresores gozan de impunidad.

Ante un panorama europeo donde las mujeres no están igualmente protegidas en todos los Estados, es urgente adoptar un marco legislativo común que, aunque no sea la solución inmediata, sí será un gran avance para proteger a las víctimas.

Para terminar con la violencia debemos tomar no solo medidas legales sino educativas, culturales y sociales. Por ello, hemos presentado esta pregunta oral a la Comisión. En ella instamos, señora Comisaria, a que la adhesión de la Unión Europea al Convenio de Estambul sea una realidad lo más pronto posible, ya que este es el más poderoso instrumento legislativo vinculante para combatir la violencia, en el que se criminalizan las diferentes formas de violencia contra la mujer en un marco donde se protege a las víctimas y se persigue a los criminales.

Queda mucho camino por recorrer, mientras las mujeres siguen siendo asesinadas, violadas y vejadas. Por ello, pido a la Comisión que acelere el paso, porque la violencia no cesa, y creo que necesitamos una Europa que tenga una voz clara y única.

¡Ni una más, ni una mujer asesinada más!

  Maria Arena (S&D). – Madame la Présidente, Simone de Beauvoir disait: "Il suffira d'une crise politique, d'une crise économique ou d'une crise religieuse pour que les droits des femmes soient remis en question. Ces droits ne sont jamais acquis."

Aujourd'hui, nous vivons les trois crises: une crise politique avec une recrudescence des populismes et des conservatismes, une crise économique, bien entendu, et une crise religieuse – il suffit de voir ce qui se passe aujourd'hui en Syrie et les victimes, particulièrement, que sont les femmes dans ces mouvements migratoires. Ces trois crises doivent nous rendre plus vigilantes encore en ce qui concerne les violences faites aux femmes, parce qu'on peut bien entendu s'attendre à ce qu'il y ait recrudescence encore de ces violences faites aux femmes.

Il ne s'agit pas uniquement de dénoncer, ce que nous faisons aujourd'hui, bien entendu. Ce que nous demandons par le biais de la ratification de la convention, c'est d'agir. Agir pour qu'effectivement il y ait des plans d'action concrets afin de lutter contre ces violences, agir pour qu'il y ait des outils législatifs qui nous permettent de jouer notre rôle en tant que parlementaires afin de pouvoir imposer un certain nombre de choses.

Par conséquent, à tous ceux qui déclarent que nous n'avons pas les outils pour agir – comme le Conseil l'a dit tout à l'heure lorsqu’il a indiqué qu'il y avait des choses à régler sur le plan juridique –, je dis que nous pouvons agir, et je dirais même que nous devons agir.

Jednak nie wolno nam jeszcze jednego – udawać, że ten koszmar zakończy ideologiczna konwencja stambulska. Przystąpienie do niej przez Unię doprowadzi do tego, że we wszystkich państwach członkowskich definicje przestępstw objętych konwencją skazi ideologia gender. Ideologia zakładająca, że płeć ma podłoże społeczno-kulturowe, jak i zakładająca to, że przemoc wobec kobiet wynika z rzekomo patriarchalnego społeczeństwa, które trzeba zmienić na jedynie słuszną lewicową modłę. Jak bzdurne jest to założenie, można zobaczyć w wielu państwach Europy Zachodniej, które tą ścieżką podążają od lat, a gdzie statystyki dotyczące przemocy są zatrważające. Ratyfikacja przekreśli wszystkie zastrzeżenia do konwencji złożone przez państwa członkowskie, a unijne instytucje postawi na straży chorej wizji społeczeństwa.

Dit, vrienden, kunnen we in alle talen hier op het halfrond zeggen. En toch, één op drie vrouwen is slachtoffer van geweld. Ik ben blij dat wij hier vandaag de stap zetten tot toetreding tot het verdrag, maar laten we eerlijk zijn: we moeten meer doen. We moeten komen tot een echt actieplan. We moeten komen tot een situatie waarin de mannen de handen van de vrouwen afhouden. We moeten komen tot een situatie waarin we slachtoffers echt beschermen, waarin aangiften van seksueel geweld ernstig worden genomen, waarin slachtoffers geholpen worden. Collega's, ik roep u hier vandaag op, laten we vandaag nu eens allemaal samen opstaan op dit halfrond, alsjeblieft sta met mij op en roep luid: Neen tegen geweld tegen vrouwen.

  Eleonora Forenza (GUE/NGL). – Signora Presidente, onorevoli colleghi, io vorrei che ci chiedessimo tutte e tutti che Europa è quella in cui un terzo delle donne, un terzo delle cittadine europee, un terzo delle donne che attraversano l'Europa, subisce violenza fisica o materiale o simbolica in virtù della propria appartenenza a un genere. Non c'è giustificazione alcuna per la mancata ratifica da parte di 14 Paesi della convenzione di Istanbul e stupisce che alcune colleghe evochino lo spettro del gender per giustificare la mancata ratifica; così come non c'è giustificazione alcuna, in quei paesi che hanno ratificato la convenzione, per una sua mancata e piena attuazione.

Dobbiamo combattere contro tutte le forme della violenza maschile contro le donne, appunto, materiali, fisiche, simboliche, psicologiche. E noi saremo in piazza a Roma il 26 novembre, all'interno di una manifestazione convocata per dire "non una di meno", per denunciare e combattere contro tutte le forme di violenza maschile.

Voglio infine dedicare il mio intervento a Figen Yuksekdag, una parlamentare dell'HDP, in queste ore tenuta in carcere dal regime di Erdogan. Credo che alle donne curde e alle donne turche che lottano contro il regime.....

  Sophie Montel (ENF). – Madame la Présidente, chers collègues, nous sommes ici pour discuter de la convention d'Istanbul contre les violences faites aux femmes. Permettez-moi, en premier lieu, de pointer l'incroyable ironie de cette convention qui porte le nom de la capitale turque. En effet, il y a quelques jours seulement, le gouvernement de ce pays souhaitait faire voter une loi qui aurait annulé les condamnations pour agression sexuelle sur mineur si l'auteur des faits voulait bien épouser sa victime. Ces atteintes à la dignité de la femme sont révoltantes. La dégradation de la condition féminine dans nos différents pays est insupportable, car les droits des femmes reculent. Le fondamentalisme islamiste s'enracine, attaque frontalement les femmes et cherche à les enfermer dans des cages de tissu. Les atteintes à leur intégrité physique se maintiennent à un niveau dramatiquement haut. Rien qu'en France, une femme est victime d'un viol toutes les 40 minutes. Les traités de libre-échange que la Commission européenne négocie ou les lois qu'elle impose aux États membres, comme la loi El Khomri en France, précarisent davantage les salariés et font des femmes leurs premières victimes.

Vous avez tous souscrit à ces textes de régression sociale. Le Front national, premier parti féministe de France, refuse pour sa part ces monstrueuses atteintes aux droits des femmes, et nous nous battrons tout au long de cette mandature et pendant la campagne présidentielle qui arrive, aux côtés de Marine Le Pen pour que la condition des femmes s'améliore enfin.

  Anna Záborská (PPE). – Vážim si prácu predkladateliek, ale si myslím, že táto téma nepatrí do pôsobnosti Európskej únie.

Na rozdiel od mojich kolegov som presvedčená, že pri boji proti násiliu na ženách neriešime problém diskriminácie žien voči mužom zo strany štátu. Trestné právo vo všetkých členských štátoch totiž nerobí rozdiel medzi obeťami násilia podľa ich pohlavia. Riešime uplatňovanie týchto zákonov v praxi, fungovanie polície a súdov, ale aj to, ako účinne predchádzať násiliu a ako chrániť jeho obete, aj tie potenciálne. Navyše Istanbulský dohovor by vniesol do právneho systému EÚ definíciu termínu rod, ktorý nepoznajú ani Zmluvy ani Charta základných práv. Otvorila by sa tým široká brána pre presadzovanie politík založených na identite. Mám vážne obavy, že práve tento spôsob myslenia spoločnosť polarizuje, pretože umožňuje, aby rozdeľovanie my verzus oni preniklo do každej oblasti politiky.

Dnes viac než kedykoľvek doteraz potrebujeme presný opak, sústrediť sa na to, čo nás spája ako Európanov a občanov a nie to, čo nás rozdeľuje.

  Josef Weidenholzer (S&D). – Frau Präsidentin! Es kann nicht oft genug wiederholt werden: Die Grundrechteagentur in Wien hat erhoben, dass in der EU jede Frau über 15 Jahre bereits einmal im Leben Opfer physischer oder sexueller Gewalt geworden ist.

Das ist schockierend. Das passiert überall: in allen Gesellschaftsschichten, in allen Altersgruppen und in allen Mitgliedstaaten. Ja, und es ist auch wieder salonfähig geworden, sich in sexistischer Weise über Frauen lustig zu machen. Bekanntlich beginnt ja alles mit Worten.

Der Beitritt der EU zur Istanbul-Konvention wäre ein deutliches Zeichen, dass die Geschichte nicht rückgängig gemacht werden darf. Der Beitritt würde eine bessere Umsetzung bestehender Gesetze ermöglichen, entsprechende Durchgriffsrechte gegenüber Tätern, er würde die Präventions- und Opferarbeit verbessern, Bewusstsein für die Schaffung von Notunterkünften schaffen und so weiter. Diese Richtlinie, die heute schon oft diskutiert wurde, ist deswegen sehr notwendig.

Der Kommission ist es zu danken, dass sie die Initiative ergriffen hat, und die Unterstützung des Parlaments ist ihr sicher. Einige Tage vor dem 25. November ist das ein wichtiges Zeichen. Der Rat sollte erkennen, dass es keinen Sinn macht, eine so wesentliche Materie auf die lange Bank zu schieben. Es ist keine nebensächliche Materie, es sollte causa prima sein.

Die Bekämpfung der Gewalt gegen Frauen ist die Grundlage einer zivilisierten Gesellschaft, und der Ratsvorsitz sollte auch Druck auf die säumigen Mitgliedstaaten ausüben.

  Branislav Škripek (ECR) – Neschvaľujem domáce násilie. Násilie páchané na ženách je, samozrejme, zlý skutok, treba ho jednoznačne odsúdiť, treba proti tomu bojovať. Ale nepovažujem pristúpenie Európskej únie k Istanbulskému dohovoru za vhodný nástroj boja proti domácemu násiliu. Pani komisárka, ja sa pýtam: prečo Komisia presadzuje nástroj, ktorý z rúk členských štátov berie ich suverénne kompetencie v tejto veci? Malo by byť rešpektované právo každého členského štátu zvážiť si na národnej úrovni, či sa tejto právomoci vzdá alebo nie. Dohovor núti 14 členských štátov, ktorí ho zatiaľ neratifikovali, aby súhlasili napríklad so záväzným zavedením pojmu „gender“ ako sociálneho konštruktu a s presadzovaním genderovej ideológie; druhý bod: a so zasahovaním do vzdelávania, a to vrátane obmedzovania práv rodičov. Pristúpenie k dohovoru by podkopalo súdny poriadok členských štátov, pričom dostatočne nerieši problematiku násilia samotného. Takto sa opäť oslabuje dôvera v Úniu zo strany občanov. Preto na Vás nalieham, aby ste podporili iné metódy zastavenia násilia v našej spoločnosti, nie však pretláčaním tohto kontroverzného dohovoru.

Celý problém, ktorý tu má 14 štátov je, že sa tu zavádzajú genderové pojmy, ideologicky motivované nápady – my ich odmietame, to je celé. A keď sa vypracuje iný dokument, my všetci – úplne všetci z každého tábora – tu hovoríme, že chceme potláčať násilie na ženách a domáce násilie. No tak ho potláčajme bez vecí, ktoré tomu vadia.

  Stefan Eck (GUE/NGL). – Frau Präsidentin, verehrte Kolleginnen und Kollegen! Ich habe kein Dope genommen, wie uns Frau von Storch unterstellt hat. Also, die Bekämpfung von Gewalt gegen Frauen kann etlichen Mitgliedstaaten ja gar nicht so wichtig sein, denn sie haben die Istanbul-Konvention noch nicht ratifiziert. Von welchen Werten sprechen diese Mitgliedstaaten eigentlich, wenn sie den moralischen Zeigefinger gegen andere Länder erheben, obwohl sie nicht einmal in der Lage sind, ihre nationale Gesetzgebung der Konvention anzupassen? Diese Konvention gilt zu Recht als das derzeit wichtigste Instrument zur Bekämpfung von Gewalt gegen Frauen. Sie schafft umfassende Schutzmaßnahmen für alle Frauen und für Mädchen und Frauen auf der Flucht. Das ist heute sehr, sehr wichtig.

Wir müssen dem Sexismus mit allen möglichen Mitteln den Kampf ansagen, wir müssen jetzt handeln! Alle Mitgliedstaaten sollten die Konvention möglichst schnell ratifizieren, damit wir in dieser wichtigen Frage einen Schritt weiterkommen.

  Carlos Coelho (PPE). – Senhora Presidente, Senhora Comissária, caras e caros colegas, já passaram mais de 20 anos após a proclamação do Dia Internacional para a Eliminação da Violência Contra as Mulheres, mas persistem ainda números preocupantes: uma em cada 20 mulheres europeias foi violada, uma em cada 5 já foi perseguida.

Estes dados tornam clara uma evidência. Este é um combate de homens e de mulheres e uma causa de todos e de cada um. Por isso, apelamos hoje aos Estados-Membros que ainda não o fizeram para que ratifiquem a Convenção de Istambul. Por isso, apelamos para que o Conselho avance com as negociações para a adesão da União Europeia.

Mas, que fique claro, esta é uma mudança que não se opera apenas com este debate ou com a ratificação de um tratado. É uma mudança que requer um trabalho constante e laborioso. Somos o continente do mundo que mais luta pela defesa dos direitos humanos. Também neste domínio temos de ser um farol de esperança para milhões de mulheres que aqui, ou além-fronteiras, ainda sofrem simplesmente por serem mulheres.

  Liliana Rodrigues (S&D). – Senhora Presidente, Senhora Comissária e caros colegas, todos os dias centenas de mulheres sentem na pele e no corpo a violência de quem entende que ser mulher é um azar da natureza, de um destino social e cultural que lhes destrói a alma.

Na verdade, todos sabemos que esta é apenas uma forma de manter uma justificação sem sentido para a violência. Violência que se faz de diferentes formas: no corpo marcado, na recusa de outro poder decidir sobre o meu próprio corpo, na rejeição dos meus direitos de saúde reprodutiva, na negação da minha educação, na morte antecipada, pelo simples facto de que sou mulher.

Estamos a falar daqueles que compreendem que sermos mutiladas genitalmente é apenas mais um azar. Já não da natureza, mas da cultura, da educação e da nossa história. E é isto que temos de combater. Temos um trunfo na mão, Senhora Comissária. E temos de dar um sinal, um sinal de solidariedade com todas as mulheres, um sinal de que acreditamos, como um todo, na igualdade, esse valor único europeu.

  Marek Jurek (ECR). – Pani Przewodnicząca! O konwencji stambulskiej dyskutujemy długo, tym bardziej, że w wielu krajach – na przykład w Niemczech – konwencja ta nie została ciągle ratyfikowana. Oczywiście jest to dokument ideologiczny, nacechowany marksistowskimi uprzedzeniami wobec rodziny traktowanej jako przestrzeń przemocy. Jest to oczywiście również dokument obłudny, który ignoruje przemoc w takich środowiskach, jak na przykład związki chwilowe, albo towarzyszącą takim zjawiskom, jak pornografia. Ale dzisiaj nie rozmawiamy o treści tej konwencji – ta dyskusja toczyła się albo wciąż się toczy w naszych państwach. Dzisiaj rozmawiamy o tym, czy wyposażyć Unię Europejską w jeszcze jeden instrument ingerencji w politykę naszych państw, a na to nikt, kto naprawdę ceni demokrację, suwerenność, odpowiedzialność polityczną i debatę publiczną, nie powinien się zgadzać. Zachęcam tych kolegów, którzy jeszcze nie ratyfikowali konwencji – prowadźcie tę dyskusję u siebie w kraju, a ten Parlament zostawcie w spokoju!

  Michaela Šojdrová (PPE). – Souhlasím s přistoupením EU k Istanbulské úmluvě jako se symbolickým gestem, protože násilí na ženách je stále rozšířeným zlem a je třeba proti němu bojovat.

Stejně tak je třeba bojovat proti násilí na každém člověku, na dětech, na seniorech. Jsem proti násilí na nenarozených dětech. Myslím si, že bychom také proto neměli vyčlenit násilí na ženách jako zvláštní trestný čin na úrovni EU.

Konkrétní opatření proti násilí na ženách a proti domácímu násilí musí realizovat členské státy. Pokud se k boji proti násilí zaváže EU, chápu to jako podporu v úsilí členských států a s takovýmto závazkem EU mohu souhlasit.

  Sylvie Guillaume (S&D). – Madame la Présidente, ériger en infractions pénales les violences physiques, sexuelles et psychologiques, proposer des refuges sûrs aux femmes victimes de violences, éduquer à l'égalité des genres, informer les professionnels qui travaillent auprès des victimes et fournir les ressources financières nécessaires, voici quelques-unes des mesures proposées par la convention d'Istanbul, premier outil international juridiquement contraignant destiné à lutter contre les violences faites aux femmes. Nous apprenons que cela n'aura finalement pas lieu, mais il est particulier d'entendre citer Istanbul quand on a en tête les projets de dégradation des droits des jeunes filles qu’envisageait cette proposition abjecte des autorités turques pour permettre aux violeurs de réparer leurs crimes en épousant leurs victimes.

S'agissant des violences faites aux femmes, les responsables sont d'abord les individus. Mais pour éradiquer ces actes inqualifiables, les gouvernements et l'Union européenne ont aussi leur part de responsabilité. C'est pourquoi nos législations doivent s'aligner sur la convention d'Istanbul.

La situation des femmes face aux violences ne va pas changer d'un claquement de doigt ou de stylo, mais notre responsabilité est de légiférer pour faire évoluer le droit et les mentalités en profondeur. C'est le sens de la convention d'Istanbul. Parmi les 28 États membres qui l'ont signée, seule la moitié l'a ratifiée. Il faut sortir de la duplicité et passer à l'action.

La Commission européenne a proposé l'adhésion de l'Union à cette convention en mars dernier et je m’en félicite. Elle doit accélérer le pas – vous nous avez fait des propositions –, car une approche commune est indispensable pour protéger les femmes de la même façon, indépendamment de leur lieu de vie dans l'Union.

Smurtas prieš moteris yra vienas didžiausių žmogaus teisių pažeidimų, kuris neturi jokių geografinių, ekonominių, kultūrinių ar socialinių ribų. Beveik kas ketvirta moteris Europos Sąjungoje yra patyrusi fizinę prievartą. Ir visi smurtiniai nusikaltimai – fizinis, psichologinis, seksualinis, ekonominis – daro neatstatomą žalą moterų fizinei ir psichinei sveikatai. Ir nors smurto prieš moteris problemai mes skiriame nemažą dėmesį, tačiau skaudu matyti, kad mums vis dar nepavyksta apsaugoti moterų nuo tokių nusikaltimų. Praėjusiais metais Parlamente mes priėmėme rašytinį pareiškimą raginantį Komisiją 2016 metus paskelbti kovos su smurtu prieš moteris metais. Šio prašymo Komisija neįgyvendino. Bet sveikinu ją, jog ėmėsi konkrečių žingsnių, kad Europos Sąjunga prisijungtų prie Stambulo konvencijos, o tai yra didelis ir svarbus žingsnis, kuris leistų iš tikrųjų padaryti postūmį šioje nesibaigiančioje kovoje ir turime prisiminti, kad visos programos ir priemonės skirtos sustabdyti smurtą prieš moteris pasiteisins tik tada kai moterys bus užtikrintos, kad prabilus apie smurtą jomis bus pasirūpinta, suteikta psichologinė ir socialinė pagalba, sveikatos priežiūra, o smurtautojai nusikaltėliai bus nubausti.

  Soraya Post (S&D). – Fru talman! Den 25 november är en dag att sörja för att vi inte har kommit längre. Det är en dag att sörja för att vi inte vill betrakta våld i nära relationer för vad det faktiskt är: ett säkerhetspolitiskt problem. Jag sörjer för att EU ska vara i framkant gällande forskning av mänskliga rättigheter men väljer att ignorera båda genom att exkludera våld i nära relationer i den nya säkerhetsagendan.

Vi har alltså tagit ett stort steg tillbaka i frågan. Att alla medlemsstater, inkluderat EU, ska ratificera Istanbulkonventionen är ett viktigt steg som måste tas. Om vi på allvar menar att vi vill avskaffa våld i nära relationer, måste vi förstå att det inte är en kvinnofråga som tillhör den privata sfären. Om vi ska komma ifrån våldet på de samhälleliga nivåerna, måste vi komma ifrån våldet på de internationella arenorna. Vi kan därför inte tala om försvarspolitik och könsbaserat våld separat, utan vi måste erkänna sambandet. Det är när vi skapar en säkerhetspolitik för människor och inte för uråldriga nationsgränser som vi kan sluta sörja. Det är då som vi på allvar kan utrota det problem som ständigt hotar kvinnors existens.

  Maria Noichl (S&D). – Frau Präsidentin, liebe Kolleginnen, liebe Kollegen! Ich möchte mich der dringenden Forderung meiner Vorrednerin natürlich anschließen. Es ist ganz klar, dass die Istanbul-Konvention endlich in ganz Europa greifen muss, eingeführt werden muss und umgesetzt werden muss.

Aber darüber hinaus möchte ich noch einen anderen Punkt ansprechen: Es geht um die Klimapolitik für Frauen – und damit meine ich nicht das Wetter. Die Klimapolitik für Frauen – da geht es um das gesellschaftliche Klima, in dem sich Frauen bewegen. Das gesellschaftliche Klima wird in den USA zum Beispiel durch den Sexisten Trump vergiftet. In Europa sind es die Rechten, die ganz Rechten und die ganz, ganz Rechten, die das Klima gegen Frauen vergiften. Sie erzeugen ein soziales Klima, ein gesellschaftliches Klima, das Gewalt gegen Frauen möglich macht. Die Gesellschaft ist immer auch ein Teil der Täter. Die Gesellschaft macht es möglich, dass Gewalt gegen Frauen passiert und dass sie so lange unentdeckt bleibt.

Ich bin der Meinung, wir müssen die Istanbul-Konvention unterzeichnen, ratifizieren und umsetzen – in ganz Europa. Und ich bin der Meinung, wir brauchen einen Klimapakt für Frauen, um das soziale Klima in Europa endlich zu verbessern.

Ha van olyan ügy, ahol teljes egyetértésnek kellene lennie a világban, de valami árthatatlan-érthetetlen okból még mindig nincs: az a nők elleni erőszak ügye. Éppen ezért egyszerűen elfogadhatatlan, hogy az isztambuli egyezményt még mindig nem ratifikálta minden EU-tagállam, köztük Magyarország sem. Miközben tudjuk, hogy minden harmadik európai nőt érint, vagy érintett a nők elleni erőszak valamilyen formája. Különösen nehéz a többszörösen hátrányos helyzetű, a társadalom perifériáján élő nők helyzete, mivel nekik alig van eszközük jogaik érvényesítésére. Nekik külön megkülönböztetett figyelemre és segítségre van szükségük.

A nők elleni erőszak nem csak a nők ügye, hanem olyan közügy, amelyik mérgezi, sérti a demokráciát. Olyan társadalmi probléma, amely komplex jogi, szociális, oktatási és kulturális intézkedéseket, és azok következetes végrehajtását követeli meg. Ezen az úton az első lépés az isztambuli egyezmény ratifikálása kell, hogy legyen.

  Patrizia Toia (S&D). – Signora Presidente, signora Commissaria, onorevoli colleghi, di fronte a una tragedia così diffusa nella nostra civile Europa, solo poche voci ottuse e razziste possono pensare che il fenomeno sia riconducibile solo all'immigrazione. Di fronte a questa tragedia, signora Commissaria, noi vediamo che la società civile, le associazioni, le ONG stanno facendo un lavoro enorme. Non così le istituzioni europee.

Il Consiglio ancora si dibatte – hanno detto – tra sofisticati problemi giuridici. Ecco, voglio dire che abbiamo risolto i più sofisticati problemi giuridici quando ci interessava arrivare a un risultato. E la Commissione ancora non ha fatto quello che ogni anno chiediamo e che adesso chiediamo con il punto 10 della risoluzione, cioè una direttiva che sia una base giuridica, perché in alcuni Stati membri non c'è una legge, non c'è una legge, una base di diritto che tuteli le vittime e le persone oggetto di violenza.

Allora, signora Commissaria, le chiediamo ancore una volta questo: si faccia forte della nostra forza, della forza delle donne in questo Parlamento e pretenda dalla Commissione che si proponga una direttiva, un atto legislativo.   Cécile Kashetu Kyenge (S&D). – Signora Presidente, onorevoli colleghi, con questa risoluzione il Parlamento ripaga un debito incolmabile nei confronti delle tante, troppe donne vittime di violenza in Europa e restituisce speranza verso un cammino che dovrebbe essere spedito e senza ostacoli, ma che invece procede a un ritmo lento in seno al Consiglio.

La violenza contro le donne rappresenta una forma estrema di discriminazione e una violazione dei diritti e delle libertà fondamentali delle vittime. Per tale ragione, chiediamo che ogni atto di violenza contro le donne e le ragazze, e quindi anche la violenza domestica, rientri tra gli atti di criminalità particolarmente gravi, così come sancito anche dal nostro trattato.

L'Unione deve impegnarsi ed intervenire con un piano globale per la lotta contro tutte le forme di disuguaglianza di genere, perché nessuno Stato può sentirsi meno coinvolto di un altro in questa lotta di civiltà.

  Pier Antonio Panzeri (S&D). – Signora Presidente, onorevoli colleghi, è già stato detto che una donna su tre subisce almeno un episodio di violenza fisica o sessuale nel corso della sua vita. Non solo: secondo i dati della Commissione europea, solo il 30% delle vittime riesce a denunciare i soprusi subiti alle autorità competenti, condannando così al silenzio un problema che rischia di trasformarsi in una piaga sociale.

Ora, la mia opinione è che la Presidenza del Consiglio oggi, proprio oggi, ha perso una occasione: quella di essere presente qui con qualcosa di nuovo. E invece ha fatto un compitino, per lo più ipocrita, senza assumersi nessun impegno in questa direzione.

Il 25 novembre sarà la Giornata internazionale contro la violenza sulle donne. Credo che oggi questa iniziativa del Parlamento europeo non debba rappresentare soltanto un fatto simbolico, ma deve essere un'azione concreta per gli Stati membri, non solo per la ratifica, ma soprattutto perché vengano chiamati ad una maggiore responsabilità legislativa nel perseguire giuridicamente la violenza di genere, promuovendo invece la parità di genere come valore essenziale della nostra società plurale e democratica.

  Csaba Sógor (PPE). – Az isztambuli egyezményhez való csatlakozás sajnos nem azt jelentené, hogy a tagállamokban egyszerre felszámolódna a nők elleni erőszak. Napjainkban számtalan példát láthatunk arra, hogy rengeteg a kormányok tennivalója ezen a téren. A bántalmazási statisztikák rendre lefele torzítanak, hiszen sok esetben semmilyen következmény vagy feljelentés nem követ egy bántalmazást, főleg, ha az családon belül van. Az FRA elemzése mégis sokatmondó: minden harmadik nő tapasztalt fizikai vagy szexuális erőszakot 15 éves kora óta.

A nők elleni erőszak bűncselekmény, ezt meg kell értsék az európai polgárok és azok is, akik Európába érkeznek. Az egyezményhez való csatlakozás azt a változást hozná el, hogy az állami hatóságok összehangoltan léphetnének fel a nők elleni erőszak és a családon belüli erőszak ellen, továbbá a bűnmegelőzésre vagy az áldozatvédelemre külön politikákat kellene felépíteniük, amelyeket nemzetközi szakértők ellenőriznének. Kár a késlekedésért, mert így a rendelkezések gyakorlatba ültetése is későbbre tolódik, ezért a helyzet javulása sem indulhat el.

  Νότης Μαριάς ( ECR). – Κύριε Πρόεδρε, οι γυναίκες και τα νεαρά κορίτσια συχνά εκτίθενται σε σοβαρές μορφές βίας, όπως είναι η ενδοοικογενειακή βία, η σεξουαλική παρενόχληση, ο βιασμός και ο ακρωτηριασμός των γεννητικών οργάνων, γεγονότα που συνιστούν σοβαρές παραβιάσεις των ανθρωπίνων δικαιωμάτων καθώς και μείζον εμπόδιο στην επίτευξη της ισότητας μεταξύ ανδρών και γυναικών. Τα περιστατικά που περιγράφονται είναι απαράδεκτα. Μία στις τρεις γυναίκες στην Ευρωπαϊκή Ένωση έχει βιώσει σωματική ή σεξουαλική βία ή και τα δύο, ενώ μόνο το 30% περίπου των θυμάτων αναφέρει τα περιστατικά στην αστυνομία. Παράλληλα, μία στις τέσσερις γυναίκες επιλέγει να μην καταγγείλει τη σεξουαλική βία που υπέστη λόγω ντροπής και μία στις πέντε δεν επιθυμεί να το μάθει κανείς. Η προσχώρηση λοιπόν της Ευρωπαϊκής Ένωσης στη Σύμβαση της Κωνσταντινούπολης θα συμβάλει στους ευρύτερους στόχους της Ένωσης για ισότητα των φύλων, προστασία των γυναικών ενάντια σε κάθε μορφή βίας και θα συμβάλει στις προσπάθειες για ποινική δίωξη των θυτών, για εξάλειψη της βίας κατά των γυναικών και για εξάλειψη της ενδοοικογενειακής βίας.

  Τάκης Χατζηγεωργίου ( GUE/NGL). – Κύριε Πρόεδρε, νομίζω ότι έχουν λεχθεί εδώ τόσες τραγικές ιστορίες, με τον πιο γλαφυρό τρόπο, ώστε να μην χρειάζονται επαναλήψεις. Επιθυμώ όμως να αναφερθώ στις χιλιάδες των γυναικών, από τη Συρία κυρίως, που έχουν πνιγεί στη θάλασσα της Μεσογείου στην προσπάθειά τους να βρουν ελευθερία. Δεν υπάρχουν πολλοί τρόποι, πέρα από τις Συμβάσεις, αλλά χρειαζόμαστε παιδεία και ποινές, δηλαδή πρόληψη και καταστολή. Η παιδεία πρέπει να περιλαμβάνει ειδικά μαθήματα στο θέμα της ισότητας των φύλων. Θέλω να κλείσω με το εξής: μέσα σε αυτή την αίθουσα, αγαπητοί συνάδελφοι, υπάρχει μια γυναίκα η οποία έχει υποστεί με τον πιο βάναυσο τρόπο την βία στο πρόσωπό της και κάθεται πίσω μου. Είναι η κ. Κούνεβα, η οποία δέχθηκε επίθεση με καυστικό δηλητήριο. Θέλω να τη χαιρετήσουμε όλοι με ένα χειροκρότημα, όχι διότι υπέστη αυτή τη βία βεβαίως αλλά διότι αγωνιζόταν ήδη πριν το γεγονός και πολύ περισσότερο διότι συνεχίζει να αγωνίζεται και μετά από αυτή την τραγική ιστορία, με σθένος, υπέρ των δικαιωμάτων των γυναικών αλλά και των ανδρών. Εγώ την ευχαριστώ ιδιαιτέρως.

  Gesine Meissner (ALDE). – Herr Präsident! In der Silvesternacht sind in Köln mehrere Frauen, die sich einfach nur gefreut haben über Silvester, wirklich tätlich angegriffen worden.

Es wurde sexuelle Gewalt ausgeübt, einige wurden sogar vergewaltigt, und es konnte im Prinzip überhaupt nichts gemacht werden. Erstens hat man die Täter nicht wirklich gefunden, und hätte man sie gefunden, hätte man nach deutschem Gesetz keine Möglichkeit gehabt, sie wirklich zu verurteilen, weil Deutschland die Istanbul-Konvention noch nicht unterzeichnet hat. Das ist genau der Punkt, warum das so wichtig ist.

Wir brauchen wirklich ein Werkzeug, ein Gesetz gegen Gewalt gegen Frauen, das die Frauen sicher macht, das wirklich besagt: Nein heißt Nein, damit man sich sicher fühlen kann – nicht nur in Deutschland, überall auf der Welt. Im Grunde genommen: Ich finde es wirklich menschenverachtend, wenn Beatrix von Storch hier gerade sagt: Jeder, der das verteidigt, der das einfordert, ist auf Droge. Das ist ein Schlag ins Gesicht von allen Frauen, denen jemals Gewalt angetan wurde.

Genauso so es, jetzt hier zu sagen, das geht die EU überhaupt nichts an. Wenn die EU auch ratifiziert, dann ist das natürlich ein ganz starkes Signal an alle Mitgliedstaaten, die das noch nicht getan haben. Wir müssen unbedingt etwas tun, um Gewalt gegen Frauen grundlegend zu bekämpfen.

  Caterina Chinnici (S&D). – Signor Presidente, signora Commissaria, onorevoli colleghi, la violenza contro le donne continua, ancora continua. Donne vittime di violenze fisiche, psicologiche e sessuali, violenza in ambito familiare, violenza alla presenza dei figli, dei bambini. Non è tollerabile, non è più tollerabile.

Occorre che l'Unione europea lanci un messaggio chiaro sulla necessità di proteggere le donne in tutta Europa dalle violenze. Occorrono norme giuridiche specifiche e armonizzate. In tal senso, le disposizioni della convenzione di Istanbul contengono strumenti giuridici utili non solo a perseguire gli autori di reati ma anche a prevenire le violenze. Penso, per esempio, alla possibilità di allontanare l'autore delle violenze domestiche dal domicilio.

Ma proteggere le donne dalla violenza significa anche proteggere i bambini. I bambini, vittime di violenza assistita, testimoni delle violenze familiari, che provocano traumi psicologici e lasciano spesso tracce indelebili.

Sono cosciente delle sfide giuridiche per l'adesione dell'Unione alla convenzione di Istanbul ma spero che l'odierno dibattito e la risoluzione che voteremo domani siano efficace stimolo verso una rapida e positiva conclusione del procedimento di adesione.

  João Pimenta Lopes (GUE/NGL). – Senhor Presidente, a assinatura desta convenção não se traduzirá em resultados se não for acompanhada de políticas concretas de combate à pobreza e à exclusão social.

Aliás, é sintomático que a resolução que será votada não tenha qualquer referência, muito menos relação, entre as políticas de direita de ataque aos direitos sociais e laborais, ou das políticas de austeridade que a União Europeia tem imposto e o aumento das desigualdades, da pobreza e exclusão social, dos elevados níveis de desemprego, da precariedade laboral e de como estes fenómenos incidem particularmente sobre as mulheres e contribuem para o aumento da violência sexual e doméstica, que em Portugal vitimou mortalmente 428 mulheres entre 2004 e 2015, ou no aumento das redes de prostituição e do tráfico de seres humanos.

Esta realidade exige uma mudança de políticas sociais e laborais que visem a eliminação de qualquer tipo de violência contra a mulher, mas também a eliminação das desigualdades, o reforço da proteção social e laboral, o fim da precariedade e o aumento de salários.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, il 4 marzo 2016 la Commissione ha proposto l'adesione dell'Unione europea alla convenzione di Istanbul, il primo strumento a livello internazionale giuridicamente vincolante per la prevenzione e la lotta contro la violenza nei confronti delle donne. Il 25 novembre ricorre la Giornata internazionale contro la violenza sulle donne, un'occasione di sensibilizzazione e riflessione per rilanciare l'impegno per superare, prevenire e sconfiggere ogni forma di violenza e di molestia nei confronti delle donne in ogni ambito della vita personale, familiare e sociale, compresi i luoghi di lavoro.

L'Italia, come altri paesi membri, ha recepito nel proprio ordinamento la convenzione di Istanbul. Tutti gli altri Stati membri devono però farlo presto. Serve uno sforzo di tutti sul piano culturale, per consentire il superamento di comportamenti sessisti ed offensivi verso le donne ed educare i cittadini al rispetto. L'adesione dell'Unione europea alla convenzione è un ulteriore passo in avanti per assicurare maggiore efficienza e coerenza alle politiche per la prevenzione e la lotta contro la violenza nei confronti delle donne e la violenza domestica: ma servono politiche concrete.

  Věra Jourová, Member of the Commission. – Mr President, thank you for this discussion. I am really unhappy to have to repeat that the situation is not getting better; the situation is becoming worse in Europe and that is why we decided to earmark quite a lot of money to the campaign. That is why we keep exerting pressure on the Member States to ratify the Istanbul Convention. That is why we are in such intensive discussions with the Council to have the accession of the European Union to the Istanbul Convention adopted.

These are the concrete measures and concrete steps. I just want to tell you and confirm that what was quoted here by Ms Arena – from Simone de Beauvoir – was right: we are now in a period of where the atmosphere in society as such is worsening. I am working also in the field of anti-extremism and anti-radicalisation of society. I am in contact with the main IT providers. We are trying to combat hate speech online with all possible efficient tools, and this is the sphere where a lot of violence against women starts.

And it is not only against women. It is against all the other vulnerable groups in our societies. We should bear in mind that this is a complex issue and the worsening of the atmosphere in our society is not any excuse for saying, ‘okay, so this is also the case with violence against women’. We must combat and mobilise forces against this on all fronts.

I know that you expect answers from me and I am going to raise several questions here. I will not be long as I know that we are limited by time.

You asked: is the political will missing? I think we have to monitor what will be done at Member State level, whether they will ratify the Convention, but I can only share with you my frustration that I was in discussions with some colleagues from Member States, some of the Ministers and people responsible for equality and gender policy, and they told me it is more and more difficult to sell. It is more and more unpopular in some of our Member States. Why is that so? We have to support this policy from a European level and to support these colleagues who work in the Member States.

Another question which was flying through the air here: is violence against women a taboo in society? Is it really culturally rooted in some parts of our society where we hear that violence is something normal, it is normality? Is there really such a strong silent acceptance of this phenomenon in our society?

If so, then I am afraid that we cannot change it just by legislation. We need to do much more on the preventive side. We need to do much more campaigning, awareness-raising. We have to work with the young generation. So it is a very complex issue, and I am afraid that if something is culturally-rooted, it will take more time to change it and we have to keep on trying.

We will open the data on this which we now have from the Eurobarometer. For 94% of our citizens, violence against women is intolerable. It is a very surprisingly high number, but at the same time, one quarter of people say ‘but the victims are very often also guilty’. We will see these surprising findings from this new survey, which will show us that we have to work more vis-à-vis society itself, and legislation will not do this by magic.

And believe me, I speak to politicians, I speak to organisations, NGOs, to people who are somehow engaged, and all of them say that this is very serious, this is getting worse, we have to combat this. And then when I speak to – and forgive me for this expression – ‘normal people’, they say to me: ‘What do you want? Nothing is happening, it cannot be that bad’. And this applies to everything we do on gender. Once that label of ‘gender’ is put on it, it does not take off. People say: ‘What do you want?

Sometimes when I promote gender policy and the policy of equality I work with economic figures. I have never done this for this problem of violence. I will do it now. The estimation of the costs for Europe is more than EUR 200 million a year. This is the cost of violence against women. And why am I quite reticent to use this argument? Because here, we have to speak about the lives of women and children. This is not about money, but it is good to understand that it also has this economic aspect.

The last difficult question is: can we change the behaviour of the victims themselves? Everybody – and the Eurobarometer survey showed it – knows somebody who is a victim. So why do we have so few of them – 15-20% of victims – who report it and use the helping hand of society, use the social services, use the power of law enforcement authorities? Why is this so? We need to change this and we need to encourage them.

We have legislation for this. The Victims Directive clearly asks and demands that the law enforcement authorities take a special approach to victims of violence, of domestic violence, to children and women who are the victims of this. So we need to join forces and we need to use all possible instruments, not only legislation, to change the situation.

I am sure the Istanbul Convention should be ratified by all Member States because there are practical measures. There are also measures which can help children who are victims, as well as women. European Union accession is equally important. It is not true that we are decreasing the competences of Member States by this accession. We are enlarging the coherence of this policy within Europe. We can get better data collection and monitoring of the situation. It is also equally important and it will achieve slightly different goals from those which must be achieved through ratification by the Member States.

One last comment. It must be absolutely clear to European society, to European people, and to the newcomers, the people who come in the refugee influx – and this is more a message for this side of the Chamber – that violence against women is intolerable in Europe, for all, and we must not relativise it. This must be absolutely clear, and this must not only be the subject for awareness-raising in European citizens, but also in all integration plans and activities vis-à-vis the people who are coming to Europe.

  Rosa Estaràs Ferragut (PPE), por escrito. – El Convenio de Estambul sobre Prevención y Lucha contra la Violencia contra las Mujeres y la Violencia Doméstica es el primer instrumento en Europa que establece normas jurídicamente vinculantes y específicas para el plano de la prevención de la violencia de género, de la protección de las víctimas y del castigo al agresor. El Convenio abarca una amplia gama de medidas, incluidas las obligaciones que van desde la sensibilización y la recopilación de datos, hasta las medidas jurídicas sobre la penalización de las diferentes formas de violencia. Si bien todos los Estados miembros de la Unión Europea han firmado el Convenio, únicamente catorce de ellos lo han ratificado. Desde el Parlamento Europeo consideramos fundamental apoyar la adhesión de la Unión al Convenio de Estambul sobre Prevención y Lucha contra la Violencia contra las Mujeres y la Violencia Doméstica.

  Lidia Joanna Geringer de Oedenberg (S&D), na piśmie. – Kobiety żyjące w UE niestety dalej często padają ofiarą przemocy. Jak wynika z analiz przeprowadzonych przez Agencję Praw Podstawowych w 2014 r., szacuje się, że jedna trzecia wszystkich kobiet w Europie doświadczyła przemocy fizycznej lub seksualnej, co najmniej raz w ciągu dorosłego życia, 20 % doświadczyło molestowania w internecie, jedna na 20 kobiet została zgwałcona oraz ponad jedna na 10 kobiet padła ofiarą przemocy seksualnej z użyciem siły. Niepokojący jest fakt, że odnotowujemy niewielkie postępy w zwalczaniu tego zjawiska, które jest jawnym pogwałceniem praw człowieka i stanowi formę dyskryminacji.

W marcu tego roku Komisja zaproponowała przystąpienie UE do konwencji stambulskiej, która jest pierwszym prawnie wiążącym międzynarodowym instrumentem dotyczącym zapobiegania i zwalczania przemocy wobec kobiet. Wszystkie państwa członkowskie UE podpisały wspomnianą konwencję, ale tylko 14 ją ratyfikowało. Przystąpienie UE do konwencji poprawi skuteczność i spójność unijnej polityki wewnętrznej i zewnętrznej w kwestiach związanych ze zwalczaniem i zapobieganiem przemocy wobec kobiet i przemocy na tle płciowym w Europie. Ponadto zapewni skuteczniejsze wdrażanie unijnych przepisów, programów i funduszy, przyjętych w tym celu. Przyczyni się także do dążeń UE w dziedzinie równości kobiet i mężczyzn, przeciwdziałania dyskryminacji, zdrowia publicznego i wzrostu gospodarczego.

  Afzal Khan (S&D), in writing. – This Friday we are marking the International Day for the Elimination of Violence against Women. It is a reminder that this violation of human rights continues globally. 1 in 3 women worldwide have experienced physical or sexual violence. 4.5 million people are victims of forced sexual exploitation – 98% of them are women and girls. 32 countries exempt rape perpetrators from prosecution when they are married to or subsequently marry the victim. Just now Turkey tried to reintroduce the inhumane law. We can only stop this by working together. More men must stand up against violence, denounce it, and stop it. Male leaders, including traditional and religious leaders, must lead the way. Violence against women is a serious impediment to women’s progress in any area of life. Combating all forms of violence against women must therefore be a priority for the EU and I call on the EU to ratify the Istanbul Convention. We need to address the root causes of gender inequality and support better services for women in violent situations, more accurate reporting of risk and prevalence, and provide greater help for women’s organisations. All of us must work tirelessly to stop violence, whatever form it takes.

  Urmas Paet (ALDE), kirjalikult. – Naistevastane vägivald on ulatuslik inimõiguste rikkumine, millest Euroopa Liit ei tohi mööda vaadata. ELi liikmesriikidel on kõigil vähem või rohkem seadusandlikul tasandil reguleeritud võitlus naistevastase vägivalla vastu, ent mitmetes neist riikidest on võimalik teha rohkem naiste kaitseks ja kurjategijate kohtu ette toomiseks. Seetõttu on mul hea meel, et EL liitub Istanbuli konventsiooniga, mis võimaldab ühtlustada ELi tasandil vastavaid õigusakte ja paremini koguda statistikat. On äärmiselt kahetsusväärne, et seni on Istanbuli konventsiooni ratifitseerinud vaid 14 ELi liikmesriiki. Kutsun siinkohal üles ka Eestit võimalikult kiiresti edasi liikuma Istanbuli konventsiooni ratifitseerimisprotsessiga.

  Daciana Octavia Sârbu (S&D), în scris. – La 25 noiembrie sărbătorim Ziua internațională pentru eliminarea violenței împotriva femeilor, dar, din păcate, progresele înregistrate în ceea ce privește combaterea violenței împotriva femeilor și a violenței pe criterii de gen nu sunt notabile. Statisticile nu s-au îmbunătățit, iar femeile sunt încă omorâte în bătaie în țările din UE. La 4 martie 2016, Comisia a propus aderarea UE la Convenția de la Istanbul, primul instrument obligatoriu din punct de vedere juridic privind prevenirea și combaterea la nivel internațional a violenței împotriva femeilor. Toate statele membre au semnat-o, dar numai 14 au ratificat-o. Comisia Europeană are datoria de a încuraja statele membre să ratifice convenția sau cel puțin să își revizuiască legislația pentru a se asigura că aceasta corespunde convenției. Amploarea violenței fizice și sexuale la care sunt supuse femeile în întreaga Uniune impune o atenție reînnoită din partea politicilor în acest domeniu și acțiuni imediate. Nu mai putem rămâne indiferenți.

  Ελισσάβετ Βόζεμπεργκ-Βρυωνίδη (PPE), γραπτώς. – Η βία κατά των γυναικών και η έμφυλη βία εξακολουθούν δυστυχώς να αποτελούν εκτεταμένα φαινόμενα στην Ευρωπαϊκή Ένωση. Πρόσφατες μελέτες αποδεικνύουν ότι το 1/3 του συνόλου των γυναικών στην Ευρώπη έχουν υποστεί σωματική ή σεξουαλική βία τουλάχιστον μια φορά στην ενήλικη ζωή τους, ενώ περίπου 20% των νεαρών γυναικών έχουν υποστεί σεξουαλική παρενόχληση μέσω Διαδικτύου. Η καταπολέμηση και η εξάλειψη κάθε μορφής βίας κατά των γυναικών, το δικαίωμα στην ίση μεταχείριση αλλά και στη μη διάκριση συνιστούν θεμελιώδη δικαιώματα, κατοχυρωμένα στις Ευρωπαϊκές Συνθήκες. Αυτό που μένει ακόμη είναι να ριζώσουν τα δικαιώματα αυτά βαθιά στα θεμέλια των κοινωνιών μας και να εφαρμοστούν στην πράξη και στην καθημερινή ζωή, αλλάζοντας αναχρονιστικές νοοτροπίες και αντιλήψεις. Η Σύμβαση της Κωνσταντινούπολης αποτελεί σημαντικό νομικό κείμενο που καλύπτει το θέμα της βίας κατά των γυναικών σε διάφορα επίπεδα, θέτοντας συγκεκριμένες δεσμεύσεις και στόχους, όπως πρόληψη, καταπολέμηση των διακρίσεων, ποινικές κυρώσεις για την αντιμετώπιση της ατιμωρησίας καθώς και προστασία και στήριξη των θυμάτων. Η προσχώρηση της ΕΕ σε αυτήν θα εξασφαλίσει ένα συνεκτικό ευρωπαϊκό νομοθετικό πλαίσιο για την πρόληψη και την καταπολέμηση της βίας αλλά κυρίως θα αποτελέσει παράδειγμα προς μίμηση για την κύρωση της Σύμβασης από όλα τα ευρωπαϊκά κράτη μέλη.
