  Der Präsident. – Der endgültige Entwurf der Tagesordnung dieser Tagung, wie er in der Konferenz der Präsidenten in ihrer Sitzung vom Donnerstag, dem 8. Dezember 2016, gemäß Artikel 149 der Geschäftsordnung festgelegt wurde, ist verteilt worden. Zu diesem Entwurf wurden folgende Änderungen beantragt:

Montag: keine Änderungsanträge.

Dienstag: Die Fraktion der Vereinigten Europäischen Linken beantragt, eine Aussprache zu dem Bericht von Herrn Corbett über die „Allgemeine Überarbeitung der Geschäftsordnung des Parlaments“ am Vormittag als zweiten Punkt nach der Erklärung der Kommission über das Paket „Saubere Energie für alle“ auf die Tagesordnung zu setzen.

  Helmut Scholz, on behalf of the GUE/NGL Group. – Mr President, we want to raise this question to have a full debate on the AFCO Corbett report on the General Revision of the Rules of Procedure. We think that it is a very important document for the further work of our Parliament, as it is about how we work together and the rights and duties of all of us here in the House. Therefore, we would like to have this debate as a full plenary debate and we request, on behalf of our Group, to have it as a roll call vote.

  Philippe Lamberts (Verts/ALE). – Monsieur le Président, chers collègues, nous soutenons la proposition de notre collègue Scholz.

En effet, ce Parlement a une manie assez courante d'insister sur la transparence des autres institutions de l'Union européenne. Cela ne nous arrive pas tous les jours de revoir, fondamentalement, les règles de procédure de ce Parlement. Je pense qu'il n'est que normal que nous débattions au moins une fois en plénière de la manière dont ce Parlement, qui est le Parlement des citoyens européens, fonctionne. Je pense qu'il est tout à fait indiqué que nous ayons ce débat publiquement.

  Edouard Ferrand, au nom du groupe ENF. – Monsieur le Président, chers collègues, je propose un débat sur Alep mercredi, premier débat de l'après-midi. Il y a une situation humanitaire dramatique à Alep, et je pense qu'il faut rétablir la vérité. Aujourd'hui, les rebelles d’al Nosra empêchent la Syrie d’établir des corridors humanitaires, et il est donc important, aujourd'hui, de faire en sorte que la situation soit bien comprise à Alep.

Il faut mener un débat de fond sur ce sujet. Je propose que nous puissions justement en discuter, parce que Alep, c'est le début de la libération de la Syrie, c'est un point très important, et je pense que le Parlement doit justement pouvoir s'exprimer sur ce sujet.

  Jean-Luc Schaffhauser (ENF). – Monsieur le Président, je voulais souligner ce grand jour de libération pour la Syrie. Qu'on dise une fois pour toute la vérité sur Alep-Est, sur la manipulation, la propagande contre l'état de droit, la démocratie, la morale, mais surtout, contre la vérité. Il est donc très important que ce débat ait lieu.

  James Carver, on behalf of the EFDD Group. – Mr President, my understanding is that there is an ongoing constructive dialogue between the Polish Government and the European Commission.

In relation to the Constitutional Tribunal, there is no new information. Hence no steps have been taken against the Polish Government by the Commission. It sounds to me that the political rumour mill has gone into overdrive here. Let us just clarify four points: there has been no law change in relation to either women’s rights or abortion in Poland; the right to public demonstration remains as it was; there has been no law change in relation to Natura 2000; and Poland remains a member of the Istanbul Convention.

This issue plainly boils down to matters of national sovereignty and I therefore request that this matter is dealt with accordingly.

  Marek Jurek (ECR). – Panie Przewodniczący! Chcę tylko poinformować Izbę, że w Polsce duża część naszej opinii publicznej z ogromnym bólem przyjmuje pomysł, żeby w dniu 13 grudnia i w dniach, kiedy my przede wszystkim pamiętamy czasy, kiedy wielu z nas – ja w tej chwili nie mówię w przenośni, ja mówię dosłownie o wielu z naszych posłów – kiedy wielu z nas zamykano, kiedy wielu z nas ukrywało się 35 lat temu, żeby w tym dniu w sposób przedmiotowy rozmawiać o Polsce. Ten wniosek uważam za... nie, zresztą kolega powiedział, dlaczego ten wniosek jest niezasadny politycznie. Ale na dodatek on jest jeszcze wyjątkowo niestosowny w stosunku do polskiej opinii publicznej. Dlatego apeluję o skreślenie tego punktu z porządku obrad.

  Janusz Lewandowski (PPE). – Mr President, in reaction to the proposal regarding the developments in Poland, I have an oral compromise. There are new, serious reasons to debate the situation in Poland, but the timing is not good. This week we are coming up to the anniversary of the imposition of martial law on Polish society; it is a time to commemorate the victims and a time for reflection. Therefore, my proposal is to postpone the debate, not to Wednesday of this week, but rather to have First Vice—President Timmermans appear with his arguments in the Committee on Civil Liberties, Justice and Home Affairs (LIBE), and to hold the debate later on the basis of this fact-finding mission.

  Terry Reintke (Verts/ALE). – Mr President, I must unfortunately correct the colleagues that have spoken before because there have been new developments in this very matter. After the rule of law communication that was sent by the Commission on 27 July the Polish Government handed in a response to this communication at the end of October. The Parliament has always played a very important role in this process and I do not see why we should stop now. I think that we should still be a part of this debate, have the Commission come here, give an assessment of the situation. They have not yet reacted to the letter from the Polish Government, or taken our views as parliamentarians into this whole process. I think it is our right and also our duty to be part of this process and this is why we should have the debate on the situation of rule of law and democracy in Poland this week here in Strasbourg.

  Bogusław Liberadzki (S&D). – Panie Przewodniczący! W imieniu polskiej delegacji popieram stanowisko o niepodejmowaniu tej debaty w dniu 13 grudnia, czyli jutro, ponieważ 13 grudnia mija 35 lat od wprowadzenia stanu wojennego w Polsce. Nasza debata w tym dniu spowodowałaby dyskusje o tej dacie, odwracając uwagę od istoty państwa i demokracji.

Niech ten dzień będzie czasem spokojnej refleksji, do czego mogą doprowadzić za daleko napięte konflikty, brak ustępstw. Niech to będzie także okazja do tego, żeśmy ominęli – nie podejmując debaty – kolejne napięcia. Są powody do tego, żeby zawsze debatować na temat stanu państwa prawa, na temat demokracji, bo to jest istota naszej Unii. Znam stanowisko Konferencji Przewodniczących; wiem, że Konferencja Przewodniczących chce tę debatę zaproponować na wtorek.

Zatem formalnie wnoszę, po pierwsze, o niewprowadzenie tej debaty jutro, w dniu 13 grudnia. Po drugie, jeżeli to jest możliwe, przesunięcie na kolejną sesję, jeżeli nie – to jako rozwiązanie dające satysfakcję Konferencji Przewodniczących – proponuję pojutrze, w środę 14 grudnia.

  Der Präsident. – Wir gehen jetzt der Reihenfolge nach vor.

Die sozialdemokratische Fraktion hatte schon vor Beginn dieser Plenarsitzung beantragt, dass die gerade von Herrn Liberadzki vorgetragene Vorgehensweise, nämlich nicht morgen, sondern am Mittwoch zu beraten, hier auf die Tagesordnung gestetzt werden sollte.

Ich habe jetzt drei verschiedene Anträge zu diesem Vorgang. Ich lasse dazu keine weiteren Wortmeldungen zur Geschäftsordnung mehr zu, sondern wir bringen jetzt erst einmal Ordnung in dieses Durcheinander.

Der Antrag von Herrn Liberadzki sieht vor, dass wir das um einen Tag verschieben.

Der Antrag von Herrn Carver lautet, es ganz von der Tagesordnung zu nehmen.

Der Antrag von Herrn Lewandowski lautet, es jetzt von der Tagesordnung zu nehmen, Verweisung in den Ausschuss und zurück auf die Tagesordnung der nächsten Plenarsitzung.

Herr Lewandowski, ich habe zwar eben gesagt, dass Ihr Antrag der weitestgehende ist, am weitesten geht jedoch der Antrag Carver, es ganz von der Tagesordnung zu nehmen. Das ist eindeutig. Deshalb lasse ich über diesen Antrag jetzt zuerst abstimmen. Das war der Antrag, bei dem Herr Jurek dafür und Frau Reintke dagegen gesprochen hat.

Ich wiederhole den Antrag noch einmal, damit jeder weiß, worüber wir abstimmen: Die Lage der Rechtsstaatlichkeit und der Demokratie in Polen vollständig von der Tagesordnung herunterzunehmen.

Der nächste Antrag war der Antrag des Kollegen Liberadzki, es um einen Tag zu verschieben. Der war vor der Sitzung eingereicht worden. Jetzt hat in der Sitzung der Kollege Lewandowski beantragt, die Angelegenheit in den Ausschuss für bürgerliche Freiheiten zu verweisen, und dann ins Plenum zurückzukommen. Der Antrag des Kollegen Lewandowski ist eindeutig weitergehend. Deshalb rufe ich jetzt als erstes den Antrag Lewandowski auf. Der Antrag Lewandowski lautet: LIBE-Ausschuss, Timmermans dort, und dann zurück ins Plenum.

Jetzt kommen wir zum Antrag Liberadzki. Der Antrag Liberadzki ist: Verschiebung um einen Tag.

Mittwoch:

Die Fraktion der Vereinigten Linken beantragt, eine Erklärung der Kommission zu den Empfehlungen der Europäischen Kommission zur Umsetzung der Erklärung EU-Türkei und der Wiederaufnahme der Dublin-Überstellungen als zweiten Punkt am Nachmittag nach den Erklärungen von Kommission und Rat zur Arbeitsmarktreform in Griechenland auf die Tagesordnung zu setzen.

  Barbara Spinelli, a nome del gruppo GUE/NGL. – Signor Presidente, onorevoli colleghi, chiediamo per mercoledì una dichiarazione della Commissione e un roll-call vote su due stupefacenti raccomandazioni: il ripristino dei trasferimenti Dublino e l'implementazione dell'accordo UE-Erdogan. Anche i profughi più vulnerabili vanno deportati in Turchia e Atene è pregata di riscrivere le leggi che lo vietano.

Sono raccomandazioni disattente al diritto, i ritrasferimenti in Grecia sono vietati fin dal 2011 dalla Corte europea dei diritti dell'uomo, poi dalla Corte di giustizia e da Corti nazionali. Mi domando quale sia il metodo in tanta follia.

Una Commissione incapace di ricollocare i profughi, indifferente alla miseria economica in Grecia, si finge una potenza che non ha, sradicando i diritti dell'uomo. Dice che i rifugiati in Grecia stanno oggi meglio: non c'è una sola testimonianza che confermi questa realtà totalmente inventata.

  Ska Keller (Verts/ALE). – Mr President, we support this demand because we are actually dealing with recommendations that are, first of all, outrageous: to send refugees back to Greece via the Dublin procedure, which really should not happen looking at the situation and at the fact that we had delegations from the Committee on Civil Liberties, Justice and Home Affairs (LIBE) and other people going there to see the situation in the camps.

Secondly, also because it is indeed a recommendation. So it is not like we can say okay, we can have a look at the legislative process and debate it later; this is actually our only chance to really bring it to the table and debate it. That is why I would ask you to support this.

  James Carver, on behalf of the EFDD Group. – Mr President, yesterday as you so rightly said, the Coptic Christian minority in Cairo were victims of a wicked attack on their Cathedral, their main place of worship. My colleague from the German delegation proposes that this House condemn the persecution of Christians and I am most happy to present this request on behalf of the EFDD Group. The European Union makes a habit of claiming to be defenders of human rights and that is why we have a duty also to defend Christian minorities and their right to worship and express their freedom of belief in areas where they are a minority. We have a moral obligation to speak up for all persecuted minorities and to condemn violence by adopting a resolution accordingly, and I urge colleagues to support me.

  Philippe Lamberts (Verts/ALE). – Monsieur le Président, chers collègues, nous savons que nous vivons ici, comme d'autres ailleurs, dans des sociétés multiculturelles, mais aussi multiconfessionnelles. Nous savons qu'il est, dans nos sociétés comme ailleurs, des personnes qui essayent de monter les communautés, en particulier les communautés religieuses, les unes contre les autres et nous avons vu, d'ailleurs pas très loin d'ici, dans les années 1990, ce que cette notion de nettoyage ethnique pouvait produire comme horreur. Je pense donc qu'il est indiqué que nous ayons ce débat.

  Pier Antonio Panzeri (S&D). – Signor Presidente, onorevoli colleghi, francamente pensavo che questo tema si fosse esaurito con la Sua dichiarazione iniziale, tant'è che, per quanto mi riguarda, potremmo prendere le parole che Lei ha detto all'inizio, trascriverle e farle diventare un comunicato dell'intero Parlamento europeo, che condanna tutti gli attentati, ivi compreso quello alla cattedrale copta cristiana in Egitto.

Tuttavia, se rimane questa richiesta, allora la mia proposta è semplicemente quella di chiedere a tutti i gruppi di portare questa richiesta nell'ambito delle urgenze, togliere una delle tre urgenze che abbiamo già deciso – tra l'altro una delle proposte fatte dai socialisti e democratici riguarda le fosse comuni in Iraq – inserirla nel quadro di quelle urgenze in modo che si possa tranquillamente discutere giovedì mattina e poi votare.

  Τάκης Χατζηγεωργίου ( GUE/NGL). – Κύριε Πρόεδρε, έχουμε κάποιες πληροφορίες, που υποθέτω ότι έχουν έρθει και σε άλλους συναδέλφους, ότι ο πρόεδρος του Κόμματος της Δημοκρατίας των Λαών, στην Τουρκία, ο κύριος Selahattin Demirtaş, έχει προβλήματα υγείας, πιο συγκεκριμένα, προβλήματα καρδιακής διαταραχής. Θεωρούμε σωστό το Κοινοβούλιο ή εσείς να ζητήσετε από την τουρκική κυβέρνηση να τον επισκεφθούν ιατροί, διότι μέχρι στιγμής το απαγορεύει. Αυτό σε καμιά περίπτωση δεν υποβαθμίζει την καταγγελία που κάνατε και εσείς για τις βομβιστικές επιθέσεις στην Κωνσταντινούπολη. Δεν συνδέονται, εν πάση περιπτώσει, αυτά τα δύο ζητήματα, αλλά θα ήταν αναγκαία μια παρέμβασή σας για να του επιτραπεί η ιατρική βοήθεια.
