  Ivan Korčok, President-in-Office of the Council. – Mr President, many thanks for giving me the opportunity to participate in this debate on the upcoming European Council.

Normally, I would start by presenting the usual agenda for the December European Council, which deals mostly with economic and internal affairs, but today, recent events require me to start by addressing the situation in Syria. We are all following with grave concern the dramatic developments in Aleppo. The situation is tragic and unfolding very quickly. Let me stress that, to allow for humanitarian access, an evacuation of those in need is key, as well as the cessation of hostilities and the issue of accountability for violations of international law. Let me assure you that these issues will feature in the discussions among leaders tomorrow. I am sure the situation will also be an important element in our debate this morning and I will be listening very carefully to you.

There are various items on the agenda of the European Council to start tomorrow, but all of these items have one thing in common, namely the shared objective to deliver on concrete issues that matter for our citizens. I would like to recall that in June and October, the European Council set clear and ambitious goals. A very clear picture is emerging today, namely that the EU is delivering. This shows that the European Union has the means to tackle challenges and is capable of finding common solutions.

Let me start with migration. This remains a top priority. The leaders are determined never to allow a return to the situation of last year and, of course, to bring down further the number of irregular migrants. Closing the Western Balkan route last February was a first vital step to securing the external borders. Since then, other important steps have been taken. The European Border and Coast Guard became operational last week, and national efforts have been considerably increased. The number of arrivals in Greece remains very low. The European Council remains committed to implementing the EU—Turkey statement.

In the central Mediterranean far too many people are still being lured into risking their lives by stepping into a boat. Given the difficult situation in Libya, the European Council agreed to start working upstream with five African countries of origin or transit. Leaders will look at progress and are also expected to call for more support for the Libyan Coast Guard.

Apart from that, it is important to address the root causes of migration in partner countries. The new ambitious External Investment Plan and the European Fund for Sustainable Development will be key. I have been confident that talks with the Parliament would start as soon as the Council adopted its negotiation position yesterday.

With regard to security, of course citizens need to feel protected and this is true for internal security – just think about external borders or terrorism – and applies very much to defence as well. Here a big responsibility lies with national governments, but the EU can bring added value. On internal security, Parliament and Council negotiators have reached important agreements on counter-terrorism and checks at external borders. I expect the European Council to also encourage us to work diligently on the Entry—Exit System and on ETIAS, the system to systematically screen visa—exempt travellers.

On defence, Europe needs to do more for its own security and defence. On Thursday, leaders will want to signal that the EU is ready to deliver more. I would like to recall that in November, the Council adopted a concrete plan on strengthening the CSDP as part of implementing the EU global strategy. This should also strengthen the European pillar in NATO. Those two aspects have to go hand in hand, as requested by the Warsaw Declaration on the EU—NATO strategic partnership. The presence of NATO Secretary-General Stoltenberg is a strong signal in that sense.

Under the heading, economic and social issues and youth, leaders will review investment and EFSI 2.0, as well as the implementation of the single market strategies and initiatives in favour of youth. The Council is now ready for negotiations with the Parliament on EFSI 2.0. Our Maltese friends will take this work forward. On the single market, many proposals are on the table and negotiations are ongoing. For citizens and businesses to reap the benefits of those initiatives, we as co-legislators need to deliver speedily. To keep up the momentum, Heads of State or Government will take stock of progress tomorrow and will come back to this in March. Furthermore, the European Council will look carefully into initiatives to address youth unemployment and to promote skills, development and mobility. In this context, the European Council will call for a continuation of the Youth Guarantee and welcome the increased support for the Youth Employment Initiative.

Let me conclude by adding that, under the external relations component of the European Council’s agenda, which I evoked at the outset with Syria, leaders will also look at the ratification planned by the Netherlands of the EU—Ukraine Association Agreement.

This was on the European Council’s agenda, but before I finish I would like to switch to German.

Ich möchte sehr gerne diese Gelegenheit, Herr Präsident, nutzen, um mich bei Ihnen für – aber nicht nur – die letzten sechs Monate der Zusammenarbeit zwischen der Ratspräsidentschaft und dem Europäischen Parlament bedanken.

Martin Schulz, das wollte ich auch sagen – das ist mir wichtig – hat das Europäische Parlament zu einer selbstbewussten Institution aufgebaut. Ich habe dies bei zahlreichen Treffen und Verhandlungen erlebt. Ich freue mich sehr, dass die Zusammenarbeit zwischen unseren Institutionen, gerade dank des Engagements vom Martin Schulz, viele konkrete Erlebnisse für unsere Union, aber insbesondere für unsere Bürgerinnen und Bürger, gebracht hat.

Lieber Herr Präsident, Sie haben unsere bei Union mit all Ihrer Energie, Führung und rhetorischer Begabung verteidigt und geprägt. Ich bin davon überzeugt, dass Sie für dieses Projekt mit der gleichen Kraft und Begeisterung auch von Berlin aus kämpfen werden, wie Sie es seit mehr als zwei Jahrzehnten von Brüssel und Straßburg aus immer getan haben.

Dabei wünsche ich Ihnen viel Kraft und Mut, die Sie im nächsten Abschnitt Ihrer politischen Karriere und Ihres Engagements für Europa brauchen werden. Herzlichen Dank, Herr Präsident; und alles Gute.

  Jean-Claude Juncker, Präsident der Kommission. – Ja, die Tagesordnung des Parlaments ist eben nie komplett.

Wenn ich mich in diesem Dezember, kurz vor dem nächsten EU-Gipfel, hier zu Wort melde, dann ist die Lage eine ganz andere als um dieselbe Zeit im vergangenen Jahr. Damals trieb uns die Frage um, wie wir auf die Flüchtlingskrise antworten könnten. Und schon damals war klar, dass es keine schnelle Lösung geben könne, sondern dass es einer umfassenden europäischen Antwort bedürfe. Ich bin froh, heute sagen zu können, dass wir entscheidend vorankommen sind, nicht zuletzt, weil sich zunehmend die richtige Ansicht durchsetzt, dass wir dieser Herausforderung nur gemeinsam begegnen können. Seit vergangenem Dezember haben wir doch einige Fortschritte erzielen können, zum Beispiel indem wir – und dies wurde hier im Hause ja immer wieder gefordert – endlich für unsere gemeinsamen Grenzen auch gemeinsame Verantwortung übernommen haben. So haben wir für europäische Verhältnisse – im Übrigen auch für nationale Verhältnisse – in Rekordzeit, Sie und wir, eine europäische Grenz- und Küstenwache eingerichtet, die in diesen Tagen und Wochen einsatzfähig sein wird.

Lassen Sie mich an dieser Stelle noch einmal klarstellen, dass wir uns dem Abkommen mit der Türkei – Erdoğan hin oder her – verpflichtet fühlen und unseren Teil dazu leisten, es umzusetzen, weil dieses Abkommen funktioniert. Die Zahlen sprechen dabei für sich. Seit März, seit also das Abkommen gilt, sind durchschnittlich 90 Flüchtlinge pro Tag auf den griechischen Inseln angekommen, im Vergleich zu 10 000 an einem einzigen Tag im Oktober das vergangenen Jahres. Auf der östlichen Mittelmeerroute sind seit dem Abkommen mit der Türkei 90 % weniger Menschen gestorben als vorher. Wir haben legale Wege aus der Türkei nach Europa eröffnet. Mehr als 2 700 Menschen – bei weitem nicht genug – wurden von dort in die Europäische Union umgesiedelt. Gleichzeitig unterstützen wir die Türkei dabei, bessere Bedingungen für die Flüchtlinge zu schaffen. Aber wir dürfen dabei die gravierenden Probleme im Mittelmeerraum und ergo in Italien nicht verkennen. Und ich sage noch einmal: Wir dürfen Italien mit den Folgen der Flüchtlingskrise nicht allein lassen.

Ich sage noch einmal: Die Gelder, die Italien aufbringt, um die Folgen der Flüchtlingskrise zu lindern, dürfen nicht in den Anwendungsbereich des Stabilitätspakts fallen. Das, was Italien für Flüchtlinge tut – und Italien tut sehr viel – darf nicht zu haushälterischen Konsequenzen negativer Art in Italien führen.

Das Abkommen mit der Türkei zeigt, wie wichtig und richtig es ist, Grenzen zusammen mit unseren Nachbarn zu schützen. Deshalb werden wir uns beim Gipfel sehr genau anschauen, wie die fünf Migrationspartnerschaften umgesetzt werden, die wir mit afrikanischen Ländern in die Wege geleitet haben. Wir werden auch prüfen müssen, welche anderen Herkunfts- und Transitländer in eine engere Zusammenarbeit mit der Europäischen Union gebracht werden müssen. Letztlich geht es darum, einen umfassenden Ansatz zu entwickeln, sodass wir besser bei der Bekämpfung der Fluchtursachen ansetzen können. Diesem Ziel dient auch der externe Investitionsplan, mit dem wir 44 Milliarden an Investitionen in Lebens- und Zukunftschancen in Afrika mobilisieren können. 44 Milliarden europäische Investitionen in Afrika – aus diesen 44 Milliarden können 88 Milliarden werden, wenn die Mitgliedstaaten ihrerseits ihrer Aufgabe gerecht werden. Wenn all dies klappt und wenn wir zügig weiterkommen, wird es uns auch gelingen, zu einem funktionierenden Schengen- und Dublin-System zurückzukehren.

Monsieur le Président, les questions de sécurité et de défense seront aussi à l’ordre du jour du Conseil européen de demain. Dans un contexte de menace terroriste toujours élevée et dans un contexte d’instabilité à nos frontières, les questions de la défense et de la sécurité sont, bien évidemment, essentielles pour chacun de nos pays et pour chacun de nos concitoyens.

La vocation première de l’Europe reste de protéger ses citoyens contre tous ceux qui s’attaquent à notre façon de vivre ensemble, que nous devons largement à ces sept décennies d’une paix ininterrompue sur le territoire européen.

La protection, pour être efficace, doit être crédible, car la crédibilité est un élément essentiel pour lutter contre les facteurs d’insécurité et pour dissuader de potentiels attaques.

Cette crédibilité dépend de nos outils dont nous voulons nous doter pour bâtir une véritable union de la sécurité. Notre crédibilité dépend aussi de notre capacité à ne pas être seulement une puissance douce. C’est important, mais ce n’est pas tout.

Nous devons renforcer la défense européenne et bâtir une véritable Union de la défense, tout d’abord en coopérant plus avec l’OTAN, comme nous le faisons déjà. Par exemple, en Méditerranée, ou encore dans le domaine de la cybersécurité. Nos deux organisations, l’OTAN et l’Union européenne, ne sont pas des organisations rivales, mais des organisations complémentaires qui ont besoin l’une de l’autre.

Ensuite, en coopérant mieux entre nous. C’est pourquoi je lance un appel aux chefs d’État et de gouvernement de montrer de l’ambition lors des discussions de jeudi. La Commission, elle, y contribuera. Nous devons dynamiser l’industrie européenne de la défense, renforçant ainsi notre autonomie stratégique.

Aujourd’hui, plus de 80 % des investissements en équipements de défense sont encore exclusivement nationaux. La fragmentation de nos efforts en matière de défense nous coûte cher, entre 25 et 100 milliards d’euros par an. Nous dépensons, nous, les Européens, 200 milliards d’euros pour la défense, mais nous n’atteignons que 15 % de l’efficacité des Américains, car nous avons trop de doublons et pas assez d’interopérabilité.

Nous avons donc tout intérêt à mettre en place une véritable base industrielle de défense européenne, raison pour laquelle la Commission a présenté un plan européen de défense pour soutenir la recherche dans le domaine de la sécurité et pour encourager les États membres à mettre en commun des équipements et à s’aligner sur les normes.

Et, comme je vous l’avais annoncé lors de mon discours sur l’état de l’Union, nous avons proposé de créer un Fonds européen de la défense qui permettra à la fois de financer la recherche et de faciliter les achats en commun du matériel.

Je parle de la défense, parce que la défense est un vrai sujet, mais je ne voudrais pas que le débat sur la défense européenne qui va s’engager nous éloigne des préoccupations immédiates des Européens. J’ai parfois l’impression que nous insistons trop sur la défense et insuffisamment sur les autres grands dossiers européens, dont notamment la politique sociale et le pilier des droits sociaux que nous sommes en train de préparer.

This week’s European Council will also be a kilometre mark in our drive to stimulate our job market and our economy. It has been only three months since I announced a large—scale expansion of the European fund for strategic investments, and I am delighted at the speed at which we have moved.

It is sometimes tempting to focus on the eye-catching numbers like the EUR 154 billion of investment it has triggered in 27 Member States, or the EUR 19.8 billion in financing it has secured for infrastructure projects. But what really counts is not the numbers, but the stories behind the numbers. The stories of how it affects the lives of people right across Europe. Sometimes big stories, sometimes smaller stories, but nevertheless important stories. Like the story of the family-run Indonesian restaurant in the small town of Geleen in the Netherlands that, thanks to the investment plan, has secured the loan it was previously refused to expand its business. Or the story of the farm in Crete that has now secured the EUR 15 million in financing it needs to develop a new product line in cold-cut meats and create more than 100 local jobs in the process. I could pick up many stories from the other 77 000 small and medium-sized enterprises across Europe that are benefiting from the investment plan. Everyone is asking for more support for SMEs. The Juncker plan is doing exactly that. That is the real added value that Europe can have, but we need more stories like that that. That is why I call on the co—legislators to reach an agreement on the extension of the European funding for strategic investments as soon as possible.

But we must also focus on creating the stories of tomorrow by investing in our youth. Despite a 10% drop in the last year alone, youth unemployment is still far too high – especially in those parts of Europe where recovery has taken more time. That is why we call for the Member States’ continued support for the Youth Guarantee, which has seen 9 million young people take up an offer of work, education or training. This is why we have proposed to increase funding for Youth Employment initiatives by a total of EUR 2 billion. That alone will help support 1 million more young people by 2020. But to really create the stories of tomorrow, we need our young people to have access to different experiences and different opportunities.

Last week – exactly one week ago – we launched the European Solidarity Corps to get young people volunteering or working to help the most vulnerable and marginalised in our society. That is 100 000 new stories by 2020 and 100 000 young people equipped with the experience and skills to make them thrive on the job market. That is an investment worth making, and I will call on the European Council to throw its full weight behind it. In less than a week, more than 10 000 young people have registered to be part of the European Solidarity Corps. It shows that it was needed: that young people are Europeans, that they are eager to contribute meaningfully to society, and to show solidarity.

I will finish here, as there can be no better or more important note to leave it on. But the European Council will also address two foreign policy issues. First, it must ensure that the EU-Ukraine association agreement is concluded. That is a matter of geo-political responsibility. It is time to finish the work of this Chamber and of Ukraine’s Rada, when they ratify the agreement simultaneously. A great moment, in fact, in the parliamentary history of our continent.

I would also like to congratulate the European Parliament for having completed negotiations on the visa liberalisation suspension mechanism. Visa-free status must now be granted to Ukraine and Georgian citizens as quickly as possible. We were promising it, they were doing what they had to do, and now we have to deliver.

The European Council will also discuss the war in Syria. The situation in Aleppo, despite recent events, is grave. There are reports of slaughters and of children trapped under collapsed buildings. I call on the warring parties to see through the fog of war, at least for a moment – at least long enough to recall their humanity and to allow the civilians, the women and the children to leave that great, ruined city in safety.

  Manfred Weber, im Namen der PPE-Fraktion. – Meine Herren Präsidenten, meine sehr verehrten Kolleginnen und Kollegen! Die Welt hält den Atem an.

Die Bilder, die wir heute in den Zeitungen aus Aleppo sehen, schockieren uns alle. Hunderttausende von Menschen und Kindern erleben dort die Hölle auf Erden. Die Abzugsmöglichkeiten, die jetzt angekündigt worden sind, sind sicher zu begrüßen. Aber für uns, vor allem für den Europäischen Rat am Donnerstag, heißt es, dass wir handeln müssen, dass Europa jetzt handeln muss.

Das Erste, was notwendig ist, ist humanitäre Hilfe: zu versuchen, die Notfallhilfe wirklich an den Ort zu bringen, Menschen zu unterstützen, Mittel bereitzustellen. Und auch die Aufnahme von Flüchtlingen in Europa muss nach dem, was wir gestern mit den Jesidinnen erlebt haben, die wir mit dem Sacharow-Preis geehrt haben – jetzt angesprochen werden.

Das Zweite: Wir brauchen eine Stärkung der Außenpolitik. Europa war abwesend. Die Weltgemeinschaft hat versagt. Deswegen brauchen wir mehr Einheit, auch mehr Einheit bei der Frage der Verteidigung.

Das Dritte: Die Politik Russlands. Aleppo – da gehört auch der Blick nach Moskau mit dazu. Ja, Dialog ist notwendig, auch mit Moskau. Aber Fakt ist, dass Aleppo sich nur so entwickeln konnte, weil russisches Militär mitgeholfen hat. Kinder, Familien – ein Drittel der Toten nach Schätzungen der Vereinten Nationen sind Kinder –, deswegen ist für uns als EVP klar, dass die appeasement-Politik gegenüber Russland kein Ansatz sein kann. Putin hat Blut an den Händen. Das muss auch vom Europäischen Rat deutlich ausgesprochen werden.

Wir freuen uns deswegen, dass sich François Hollande und Angela Merkel und die anderen Staats- und Regierungschefs gestern offensichtlich auf die Verlängerung der Russlandsanktionen verständigt haben. Das ist ein gutes Signal, dass wir diese Art von russischer Politik nicht akzeptieren.

Das zweite Thema ist die Türkei. Die Terroranschläge haben uns alle schockiert. Istanbul eine bunte offene liberale Stadt, und jetzt sind viele Opfer zu beklagen, die vom Terror heimgesucht wurden. Wir müssen zunächst die Solidarität, auch das Mitgefühl, gegenüber den Opfern zum Ausdruck bringen, dass wir an ihrer Seite stehen. Aber klar ist auch, dass die Entwicklungen in der Türkei uns alle sorgenvoll stimmen: Die Abgeordneten, die die Immunität verlieren, die Medien, die geschlossen werden. Die Fakten sind bekannt. Deswegen auch hier die Bitte an den Europäischen Rat, nicht einfach nur „weiter so“ zu sagen, sondern ehrlich zu sein, auch mit unseren türkischen Partnern.

Die ausgestreckte Hand, die gemeinsamen Aufgaben zu erledigen, beispielsweise im Kampf gegen den Terror, die ist vorhanden. Aber klar ist, dass die Türkei sich in die falsche Richtung bewegt, und deswegen wäre es eine Bitte an den Europäischen Rat, die Beitrittsgespräche einzufrieren, so wie es eine große Mehrheit in diesem Europäischen Parlament gefordert hatte.

Das Dritte, das ich heute ansprechen will, ist ein Blick auf Europa, weil wir uns ja auch als Europäisches Parlament jetzt in einer Neupositionierung befinden. Wir haben den Rat in den letzten Wochen und Monaten oftmals kritisiert ob seiner nationalen Egoismen, ob der nationalen Spaltung, auch der Blockade, die wir erlebt haben. ich denke an die Migrationsfrage, ich denke an trade defence-Instrumente, wo leider Gottes im Rat Blockade herrscht und wir als Europäische Union nicht vorankommen.

Jetzt sehe ich und sieht meine Fraktion, dass auch das Europäische Parlament in eine gewisse Blockade rutschen kann, nämlich eine parteipolitische Blockade, die vielleicht vor uns steht. Ich glaube, dass die Auseinandersetzung zwischen den Parteien notwendig ist – das steht außer Frage. Sie wird 2019, wenn die nächsten Wahlen kommen, auch in aller Härte zu führen sein. Aber wir als Fraktion sind der Meinung, dass jetzt nicht der richtige Zeitpunkt ist.

Martin Schulz wurde vorher als ein Präsident gewürdigt, der dem Parlament Wahrnehmung gegeben hat. Die zweieinhalb Jahre in dieser Legislaturperiode waren geprägt davon, dass die proeuropäischen Fraktionen gemeinsam liefern konnten, dass wir in der Lage waren, Ergebnisse zu erzielen. Ich möchte ein Beispiel herausgreifen, nämlich, dass es uns gelungen ist, heute so geringe Arbeitslosenzahlen in der Europäischen Union zu haben wie zur Krisenzeit 2009, dass die Arbeitslosenzahl deutlich reduziert werden konnte, dank Juncker-Plan, dank vieler Initiativen. Einer der Erfolge, die wir gemeinsam erreicht haben.

Ich glaube, dass wir als Parlament durchaus stolz darauf sein dürfen auf die zweieinhalb Jahre, wo wir gemeinsam Ergebnisse im Konsens erzielt haben – wo jeder auf den anderen zugehen musste. Ich möchte für meine Fraktion deutlich machen, dass wir genau diesen Ansatz auch weiter praktizieren wollen. Wir wollen gegenüber dem Bürger liefern. Wir wollen Ergebnisse erzielen im Konsens der Proeuropäer und Demokraten. Wir wollen nicht in die Hände von Populisten und Extremisten geben, was im Parlament entschieden wird.

Lassen Sie mich mit einem Zitat eines linken Politikers, eines wichtigen europäischen Politikers, nämlich Altero Spinelli – er war sogar Kommunist – schließen, der sagte,: „Die Trennlinie zwischen fortschrittlichen und reaktionären Parteien verläuft zwischen denen, die in Nationalismen und in Parteikampf zurückfallen, und denen, die gemeinsam für die europäische Einheit arbeiten.“ Meine Fraktion ist dazu weiter bereit!

Το εννοώ πλήρως. Θέλω όμως να σας ρωτήσω: Συμφωνείτε να φέρουμε στην Επιτροπή Εξωτερικών τον κύριο Τόνι Μπλερ, να μας εξηγήσει γιατί συνέβαλε στο να δημιουργηθεί σήμερα αυτό το τεράστιο εργοστάσιο που αλέθει ψυχές και σώματα στη Συρία και στο Ιράκ; Γιατί ως χώρα μέλος της Ευρωπαϊκής Ένωσης η Αγγλία συνέβαλε σε αυτό το μεγάλο κακό, για να χειροκροτούμε εχτές τις γυναίκες που ήρθαν εδώ να τις τιμήσουμε.

Ich sehe, dass in den letzten Monaten über Aleppo eher russische und syrische Bomber – also von Assad – gebombt haben, dort Kinder gemordet haben. Das sind die Fakten, das ist die Realität. Und deswegen bleibe ich dabei: Putin hat Blut an den Händen. Wir müssen als Europäer Brücken bauen, immer mit allen reden, das steht außer Frage. Aber wir müssen klar sein in den Grundprinzipien, sodass jeder weiß, wo Europa als Wertegemeinschaft steht: Wir stehen an der Seite der Menschen in Aleppo, die jetzt unsere Hilfe brauchen.

  Gianni Pittella, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, anche da parte nostra un pensiero per Aleppo. Lo abbiamo detto altre volte, lo ribadiamo con determinazione e con dolore: aiuti umanitari, cessate il fuoco, fermare le barbarie, dialogo ma fermissima condanna della Russia.

Penso che il Consiglio europeo di domani ci possa purtroppo riservare delusioni e risposte inadeguate. Fa bene il Presidente Juncker a ricordare i risultati che abbiamo raggiunto, soprattutto grazie a questo Parlamento, a tutto il Parlamento e alla Commissione europea. Ringrazio anche per l'impegno che il Presidente Juncker ha ribadito nei confronti dell'Italia, ma i nodi rimangono fermi nella palude del Consiglio.

Sul sistema europeo di asilo rischiamo di trovarci per l'ennesima volta di fronte a parole vaghe, senza alcun impegno in tema di redistribuzione dei rifugiati. Sul piano di investimenti il Consiglio si limita a prendere atto della proposta della Commissione, ma non va avanti e ogni ritardo si ripercuote sulla vita delle persone. Come ha ricordato il presidente Juncker, ci sono storie, ci sono persone, se il Consiglio non decide, quelle non decisioni si riverberano sulla vita delle persone, sulla vita delle imprese.

Parole deludenti sulla Garanzia giovani. La Commissione ha fatto una proposta, i socialisti hanno fatto una proposta ancora più ambiziosa, anche sul piano finanziario, ma nulla, io temo, verrà dal Consiglio di domani. Anche sul servizio civile chiediamo che il Consiglio decida.

La mancanza di risposte di questo Consiglio a maggioranza conservatrice deve portarci ad una conclusione comune. C'è bisogno di una nuova fase, lo dico con grande chiarezza, l'Europa unicamente a trazione conservatrice non funziona più, bisogna aprire un nuovo ciclo. Negli ultimi sei mesi la Brexit, le elezioni americane, gli ultimi risultati elettorali hanno rivoluzionato il paesaggio e sta a noi cogliere la domanda di cambiamento che viene dai cittadini.

Innanzitutto bisogna partire da una chiarezza e da una diversità di posizione, che sono la ricchezza di un'istituzione democratica, il che non significa non dover e non poter cooperare sui singoli dossier. Questo è un nostro dovere quando sono rispecchiate le nostre posizioni ma quel che è certo, dopo una profonda riflessione, non dell'ultima ora, del mio gruppo, la cooperazione in forma strutturata come c'è stata in questi due anni e mezzo è finita, ed è finita per ragioni politiche. Noi vogliamo un confronto aperto, non limitato ai gruppi che hanno formato la vecchia coalizione. Vogliamo una nuova polarizzazione tra centrodestra e centrosinistra, che deve portare a sciogliere i nodi che restano sospesi e a cui il Consiglio di domani non sa dare risposte.

L'economia; un piano di investimento più ambizioso che si concentri sulla transizione energetica; una Garanzia giovani più consistente che dia risposta alla vera tragedia dell'Europa di oggi, che è la disoccupazione dei giovani; un vero piano di investimenti sull'Africa e con l'Africa, come noi socialisti chiediamo da tempo; un'economia più morale, che combatta la frode e l'evasione fiscale; lo sviluppo sostenibile; un pacchetto clima-energia più ambizioso; un obiettivo di energie rinnovabili al 40 per cento; una grande attenzione per la sicurezza alimentare.

  Syed Kamall, on behalf of the ECR Group. – Mr President, since 2010 we have had 45 summits – each one an opportunity to take the EU in a new direction. But how many times have we discussed the issues on this week’s agenda: migration, security, economy and youth unemployment? How many more times until we actually solve them? Almost every summit seems to produce more of the same: words and declarations to keep the control set to auto-pilot whilst struggling to tackle both the internal and external challenges. The challenges of building the right environment for companies to create jobs. The challenge of keeping our citizens safe and secure. The challenge of sustaining living standards we have come to take for granted. But how? Imagine you are a young person living in Spain or Greece with youth unemployment at over 40%. You want the opportunity to get a job, or at least an apprenticeship. You need the right economic conditions to allow businesses to create jobs for which you can apply. You dream of being able to build a better future for yourself, for your family and for your community. But what do we in this House offer? Yes, we talk about the EU Youth Guarantee scheme that Gianni Pittella just spoke about. But here, in the European Parliament, our proposed solution to all this is a free Interrail Pass. A great opportunity for middle—class kids who could afford it anyway, but not exactly the solution you are desperate for if you are struggling – like many of your neighbours – to find a job. Is it any wonder that people are angry with us, angry at how out of touch we have become? Should we then be surprised when they turn away from the mainstream political parties?

The ECR Group, made up of MEPs from 18 countries, wants to show that we understand people’s legitimate concerns. That we can work together, within the EU and with western allies. That we can offer the EU a new direction. It has happened before. The EU has begun to change direction on the migration and refugee crisis. We have finally started to recognise the importance of distinguishing between genuine refugees fleeing war and persecution and economic migrants who are bypassing the legal migration channels. And when the EU eventually moved towards an approach that the ECR and others have been calling for, what did we see? A crisis that is far from over, but which has become more manageable.

So why don’t we try a new direction in a few more areas? On security, instead of thinking that we have all the solutions in Brussels or in Strasbourg, how about learning from what works in our local communities? Learning from anti-radicalisation projects in London, Aarhus or Mechelen. Learning from local jobs clubs and projects helping the long-term unemployed into work. Learning from local projects that help refugees to integrate into their new surroundings in many towns and cities. And how about learning from what works in some of our countries? What about asking security agencies how we can improve their confidence in their counterparts in other countries, with whom they may be reluctant to share their hard gathered intelligence? How about creating jobs by cutting bureaucracy and liberalising employment laws? How about learning about integration from countries that have welcomed newcomers for centuries?

Inside this building, the talk is of the intrigue of who will be the next President of the European Parliament. But step outside this building, and our voters will not be interested in that. They will be worrying about their jobs, their future and their ability to pay their bills. So in those few hours of the working lunch and the working session at this week’s Leaders’ Summit, let us hope that our leaders finally start to listen to the many alarms that have gone off in 2016. Let us hope that our leaders address the legitimate concerns of our voters, and let us hope that our leaders chart a new course and set sail for a new direction.

  Syed Kamall (ECR), blue-card answer. – First of all, I would like to thank you for your question. I would also say how generous you are because you always apologise to me afterwards outside the Chamber for asking me a question, so that is very polite. Thank you. Your first question is about travel. It’s all very well saying let’s give kids free Interrail passes, but what the people actually want is the ability to have a job. They want a future, they want to think about themselves and their families. People want to work. With this gesture of giving a free Interrail pass, quite often it is the wealthy middle class kids who can afford it anyway. They can afford the food; they can afford to travel; and all you are doing is saving them a few hundred euros on the ticket. You talked about Brexit, but even though Britain is leaving the EU, we are still right next door to each other. It doesn’t stop people traveling and intermingling. You don’t need political integration for people to travel and meet each other. We can in fact be more global in this way.

  Guy Verhofstadt, on behalf of the ALDE Group. – Mr President, first of all I’m not going to start to say farewell to you, I think that is for the next session. But I want to say welcome to somebody who is new here, Ska Keller as the new leader of the Green Group. We know already each other, she was ‘Spitzenkandidat’, I know she’s a very good debater, so I say welcome to her in this mandate.

We have already heard it a few times this morning: everybody is talking about Aleppo, some I think with good intentions, some with less good intentions. The ENF are asking to put that point on the agenda but that’s in order to say they have liberated Aleppo. That’s the reason they want it on the agenda, not to deplore the thousands of people, men, women and children who were killed by those who you are supporting for the moment: Russian airplanes, the troops of Assad. And so it’s completely cynical from your side to even try to put it on the agenda of the European Parliament, when you are the cause of what is happening for the moment in Aleppo. It’s a shame!

What would be far better is to listen a little bit better to the testimony of yesterday, the testimony of Nadia and Lamiya, the Yazidi women, the horrific things that they went through. Because the horrific things that they went through is exactly what is now happening in the streets there, where the Assad people, the army, and also the Shi’ites, Iranian commandos, are going from door to door to kill people, to kill women, to kill children.

And so my request to you and to the Council is: What are you going to do about it? Yes, you going to deplore it like we all deplore it here, but you have the power to do something more. What you could do is say, well, we need to do three things: first, ceasefire; second, we need to have free entrance of humanitarian aid to eastern Aleppo; and third, we need to sit around the table to find a political solution and if those who don’t want to do it, don’t do it, we the European Union launch a number of sanctions towards Russia, towards the Assad regime, towards Iran, because it is their commandos for the moment who are doing these atrocities inside Aleppo. That you can do. So we can deplore, you can deplore but you have the power tomorrow in the European Council, to take that decision.

And that’s my request to you. not only to come here and say, yeah, there’s a problem, but to take an initiative, and the initiative can only be that Europe is launching a new package of sanctions against these people if they don’t comply with these three human - I should stress, human - requests that we have today in the case of Aleppo.

And that’s also the reason why I hope that on the defence Union we make progress, as has been said by President Juncker, not only by making a fund, I think Jean-Claude, but also by starting to integrate all these multiple forms of defence cooperation we have in the European Union. There’s an inflation of defence cooperation inside the Union. We have the Benelux, we have the Baltics working together, the Scandinavian countries working together, we have Eurocorps, we have the French-Italian cooperation, we have the Dutch-German cooperation. What we need to do is to integrate that into a defence Union and with Eurocorps in one structure, so that we can find a solution to the scandal we have today, that we are in fact spending 42% of the American expenditure on the military and we can only carry out 15% of their operations in reality, that means that we are three to four times less effective than the American army; that’s the reality. So, second thing, on the defence Union: finally take the decision and start first of all, the proposals from the Commission and then further on.

And then the third point, I have seen that in the Council conclusions there is also a point on the format of the Brexit negotiations. I have to ask you: in what time are you living for the moment in the Council? I think you are still in the 20th century, or something like that, before the 1970s, because I have the impression that you have never read the Treaty of Maastricht and the Treaty of Lisbon and the powers of the European Union and the European Parliament. What they are proposing is simply to say, ah, we go forward with the Brexit negotiations, but without the Parliament. We can invite sherpas, maybe, but that’s it. That’s all. You are not aware that we have to approve these arrangements? You are aware of it? OK, that’s already an enormous step forward, but I am going to tell you it’s time that you also involved Parliament from day one. Do you want that we open separate negotiations with the British authorities? Isn’t that what you want? You can get it. If that’s what the Heads of State want, we are going to do it: parallel negotiations. I don’t want it. But apparently the Council wants it. Maybe I can give you, I don’t know who gave it to me a few minutes ago, it’s a famous phrase of Lyndon B. Johnson. Now Lyndon B. Johnson’s not always very accurate, but OK I’m going to use it. He said once: better to have him inside the tent pissing out than outside the tent pissing in. Maybe that’s a good reality that you can recall to the European Council.

  Der Präsident. – Herr Verhofstadt! Ich weiß nicht, ob ich morgen in meiner Rede im Rat dieses Zitat von Lyndon B. Johnson benutzen werde. Aber eine Sache ist völlig klar: Ich werde diesen Punkt, den Sie gerade angesprochen haben, heute Nachmittag auf die Tagesordnung der Sitzung der Konferenz der Präsidenten setzen. Denn das muss ich, Herr Korčok, an dieser Stelle ausdrücklich sagen: Der Entwurf der Schlussfolgerungen des Europäischen Rates, bei dem sichtbar wird, dass offensichtlich der Rat für die Verhandlungen das Parlament als lästiges Übel betrachtet, trägt den Keim des Scheiterns in sich. Deshalb kann ich nur den dringenden Rat geben, das Parlament von der ersten Minute an in vollem Umfang in alle Beratungen miteinzubeziehen, sowohl auf der Scherpa-Ebene als auch auf der Ebene des Europäischen Rates selbst. Ansonsten, so glaube ich, gehen wir richtig konfrontativen Zeiten entgegen.

  David Coburn (EFDD), blue-card question. – Mr Putin is no angel. He locks up homosexuals and does all sorts of appalling things. Mr Assad is an equally appalling dictator, but the thing is that the Middle East has instability because the West has undermined Arab dictators. The real enemy in the Middle East is not people like Assad: the real enemy is fundamentalist theocracy. That is terrifying to the Russians in their southern republics, but it is also terrifying to the European Union with many cities with large Muslim populations.

Do you not agree with me, Mr Verhofstadt, that this Parliament is basically a bourgeois playpen, and is not giving the working class or the people of the Middle East a decent break? It is just a lot of hot air for student radicals from the 1960s to air the contents of their stomachs.

The only thing I know is that this morning the spokesperson of the Ministry of Foreign Affairs of the United States of America has said that, for the moment, the Russians and the Assad regime are not fighting against Islamic State. What they are doing is fighting against the moderate opposition, to get rid of them. I am not saying that – this is the intelligence that the Americans have for the moment, and if you continue to support these Russian and Assad atrocities, I think you are also co-responsible for the humanitarian crisis that is happening in Aleppo.

  Eleonora Forenza, a nome del gruppo GUE/NGL. – Signor Presidente, onorevoli colleghi, immagino che il Consiglio di domani dovrà anche prendere atto di quello che è stato il risultato del referendum che si è celebrato in Italia il 4 dicembre.

Un referendum che ha detto "no" a un progetto di modifica della Costituzione italiana che andava nelle direzioni che il fondo di investimenti J.P. Morgan suggeriva per le costituzioni del Sud Europa. Noi siamo molto contenti che abbia vinto il no, che abbia vinto la difesa della Costituzione italiana nata dalla Resistenza antifascista e penso che il Consiglio dovrà prendere atto anche del cambio di governo in Italia, dovuto al fallimento di Matteo Renzi anche in questo progetto di riforma costituzionale.

Matteo Renzi è anche tra gli ideatori del migration compact, di cui si discuterà al prossimo Consiglio. Cosa si propone? Si propone di fatto una cooperazione con gli Stati africani condizionata al controllo delle frontiere, con cinque paesi di origine e transito, come veniva ricordato poc'anzi. Ecco, le conseguenze già si iniziano a vedere al solo progetto di questo accordo. In Sudan gli eritrei cominciano a essere sempre più massicciamente arrestati, numerose ONG già parlano di un accordo vergognoso, un accordo vergognoso perché estende quel processo di esternalizzazione delle frontiere che già è stato sperimentato e si sperimenta tuttora nell'accordo con la Turchia. Un accordo che viene definito un successo.

Ecco, io mi chiedo come sia possibile definire un successo un accordo quando la Fundamental Rights Agency parla di violazioni sensibili e significative di diritti umani. Come si può definire un successo un accordo con un regime autoritario, come quello di Erdogan, mentre parlamentari dell'HDP sono in prigione, senza peraltro poter ricevere neanche assistenza medica, mentre numerosi sindaci e sindache curdi sono in questo momento impediti nello svolgimento della loro funzione. Che cosa si intende per successo? Allora si parla di uniformare anche qui gli standard sul diritto d'asilo, ovviamente per uniformare si intende "abbassare".

Si dice di non lasciare sola l'Italia, ovviamente siamo d'accordo, però vorrei provare a dire che non basta lasciare i fondi fuori dal patto di stabilità. Vorrei invitare chi dice di non lasciare sola l'Italia a visitare, come io ho avuto modo di fare, il Cara di Bari, il Cara di Crotone, il Cara di Mineo e a guardare negli occhi donne e uomini che restano sospesi per mesi in un limbo, donne e uomini che accedono al programma di relocation senza sapere dove saranno destinati. Vorrei che guardaste negli occhi quei volontari del Mediterranean Hope che lavorano a progetti di costruzione dei corridoi umanitari dal basso.

Questo, praticare l'accoglienza, praticare la solidarietà significa non lasciare l'Italia da sola, perché io voglio che, oltre a non morire e a non naufragare donne e uomini nel Mediterraneo, non ci sia neanche il naufragio di un'idea di Europa. L'onorevole Weber citava Altiero Spinelli. Ecco, se realmente quel manifesto di Ventotene fosse assunto come programma e come progetto per quest'Europa, forse saremmo tutti d'accordo.

  Ska Keller, on behalf of the Verts/ALE Group. – Mr President, colleagues have mentioned that there are horrendous atrocities happening right now in Aleppo as we speak. The question to all of us is: what will the world do to stop that? We cannot just stand and watch this. The question to you, Mr Korčok, is: what will the European Council do? Will it send a strong signal, a strong message, or will it stand and watch? What will you do – what will the European Union do – to help those Syrians who have managed to flee from their country, from bombs and from terror, to find adequate international protection?

If we can believe the Council conclusions that are circulating, the answer is nothing. Nada. Where is the resettlement scheme that we urgently need to get people out of the horrendous situation that we have in Lebanon and in Jordan? Where is any message to the people fleeing that they are not alone and that we will help them? Instead, we have the Belgian Government, for example, fighting about whether or not to give a humanitarian visa to a single Syrian family. On the relocation of people who are already here, nothing. Fewer than 10 000 people have been relocated from Greece and Italy.

So how does this fit in with the concept of ‘the Union that delivers’? It clearly does not deliver, even on things that have already been agreed. On top of that, the Commission is even recommending sending refugees back to Greece. That is ridiculous. Where is the solidarity? Where is even the common sense in the Council? Mr Korčok, what role is your Presidency planning to play in all of this?

On migration it seems that the only thing that Member States can agree to do is close the doors and do everything to keep migrants and refugees out. In order to do that, you are even prepared to do dirty deals with anyone in the world. You want to return, and you are returning – Member States are returning – people to countries where just the other day we were sending soldiers and armies. How can we return people to Afghanistan and to Mali where we have soldiers to protect a peace that does not really exist? How can we assume that it is safe for people when we are also sending soldiers? I think that, if we proceed like this – together as the European Union – and if we forget our own values, then we can also forget about promoting human rights elsewhere in the world. If we are not true to our own principles at home, we will just become a laughing stock in the world and there are other people who are competing for that role at the moment.

On external security and defence, it seems that you just want to throw around more money and more papers with fancy titles. While there is absolutely nothing wrong with fancy titles, money is urgently needed elsewhere. We need it for investment, we need it to fight unemployment and we need to have it for social justice. By the way, we would have some more money available if the Council would finally get serious about tax evasion.

So I suggest you focus on the issues that have already been talked about so many times many years ago, for example pooling and sharing, instead of nurturing the defence and military industry, because that particular industry is actually doing pretty well, thank you very much.

The European Council is meeting at a very crucial time, as colleagues have mentioned. There are a lot of challenges ahead and it is vital that we get it right. So I really hope that the Council can send an important signal for Europe, for solidarity and for human rights. I wish you every success and good luck. If you do so, we are of course ready to support you but, from the Council conclusions we have seen so far, unfortunately we cannot expect that. But I hope you can change that.

  Bill Etheridge (EFDD), blue-card question. – Good morning, Merry Christmas, and also congratulations on your new role.

There is a lot of passion about Aleppo today. Do you agree with me, first of all, that war is best avoided? The ways to avoid war would be first of all to stop crazy foreign interventions that are totally unnecessary, to stop the political posturing that pushes people like crazy tyrants in Russia to the edge of having to respond, and that peace can be best achieved through strength – and strength is best achieved through NATO, not some hare-brained scheme of European defence armies that will never work. They are absolutely preposterous, and thank God that they will never in future have UK troops in them.

We can move things in the world together and we need to do so, always having in mind to achieve peace, to achieve human rights and to achieve democracy and the values that all human beings want to achieve. We are all striving for a peaceful existence. We are all striving to have our rights respected, and we are all striving to have freedom and to have our voices heard.

  Nigel Farage, on behalf of the EFDD Group. – Mr President, thank you and I hope we can all agree that 2016 has been a momentous – indeed historic – year. As it is Christmas, let’s think of those events in terms of the three wise men bearing their gifts. First, we had the Brexit deliverance; then we had the Trump triumph; and then thirdly, of course, the Italian rebellion. It’s just that in this case, the gifts were all the same: democracy and the rebirth of the nation state. I really think you had better listen, because I know in the past you’ve managed to ignore Danish, Dutch, Irish and French referendums, but this time it is for real. A democratic revolution has begun.

Yet, when the 28 leaders of the EU countries meet tomorrow, I see no sign on the agenda of humility. I see no understanding of what has happened at all. In fact, what I see is the implementation plan of the EU global strategy on security and defence. In simple English: EU militarisation – the building of a European army. Indeed, Mr Juncker used Donald Trump’s magnificent victory to say: ‘well that means that NATO won’t be here anymore. We have to do this ourselves’. That is what you said, and this is a huge and dangerous error. Trump is not a threat to NATO. He wants it to be redefined, and he wants the members to pay their way. It is Mr Juncker who is a threat to NATO. You can pretend today, if you like, that your military structure is going to run in parallel with NATO, but those two structures cannot run together without being in direct conflict with each other.

It was Tony Blair that first really worried me about this project when he said the rationale for the EU today is not peace, it’s about power. Already we’ve seen that power exercised in terms of foreign policy in Ukraine, where we have wantonly provoked Russia – and we actually got rid of a democratically elected leader. You know, history is littered with conflicts caused by empires that seek to expand, and it’s about time the British Government stood up tomorrow and said: enough. This is madness. We, as an independent United Kingdom, will act as the bridge between America and the nation states of Europe to make sure that NATO is secure.

I also hope tomorrow that we see the British Prime Minister stop dithering on Brexit. It has been six months since we voted for our liberation, and at the minute we’re being dictated to by courts and European Commissioners and told what we can and cannot do. I hope we do that, but I suspect we won’t, and I suspect the other 27 leaders will continue on the same course. That’s why you can all look forward to some even bigger traumatic shocks coming in 2017. It’s going to be, for nation-state democrats, a very happy New Year.

  Nigel Farage (EFDD), blue-card answer. – Well, Tony Blair did his absolute best to politicise a civil service that had been made neutral by Gladstone 140 years earlier. Yes, of course it is true: we have some people sitting in judgment who have actively been engaged in the process of European unity, and they – in those specific cases – should have absented themselves. But the real point I am making is dithering. Had the new Prime Minister triggered Article 50 immediately, there would be no court cases. We would not have Mr Barnier talking down to us. We would be getting on with doing the best we can under Article 50, though I am concerned – listening to your colleague, Mr Verhofstadt –that once we trigger Article 50 it may become so unworkable that we simply have to say, ‘We’re going, goodbye!’

  Marcel de Graaff, namens de ENF-Fractie. – Vorige week werd in Duitsland een illegale Afghaan aangehouden. Hij verkrachtte en vermoordde een veelbelovende studente. Ze was 19 jaar oud, in de bloei van haar leven. Ze zette zich actief in voor de opvang van migranten, ze was de dochter van een EU-ambtenaar. Het had uw dochter kunnen zijn, het had mijn dochter kunnen zijn. Politici en media noemen het een incident. In Duitsland zijn inmiddels duizenden verkrachtingen, berovingen, geweldplegingen door illegale indringers gebeurd. Bij hoeveel incidenten geeft deze Commissie toe dat er een structureel probleem is? 10 000, 100 000, een miljoen? Het antwoord is nooit. U gaat nóóit toegeven dat er een structureel probleem is.

Deze illegale indringers dragen de overtuiging uit dat ze recht hebben op het verkrachten van onze vrouwen en van onze kinderen, ja, ook onze kinderen. Want jongens en meisjes, of ze nu 5 jaar oud zijn of 10, het maakt niet uit. Ze worden verkracht en vermoord. En u zal blijven ontkennen schuldig te zijn aan deze tsunami van geweld tegen vrouwen en kinderen in onze steden. Maar u heeft de grenzen opengezet, de veerdienst opgezet om deze illegalen op te halen van de kust van Libië. U werkt samen met de dictator van Turkije, de handlanger van IS, van Al- Qaeda, Al-Nusra, van de slagers in Aleppo, in Homs en in Mosul. U bent fout.

Dus ik geef u deze boodschap mee voor de Raad van 15 december: sluit de nationale grenzen, stuur de indringers terug naar Turkije en Libië, stop onderhandelingen met Turkije, stop de islamisering van Europa.

Geen woorden maar daden, mevrouw, daden. En uit uw daden blijkt dat u helemaal niets, maar dan ook niets doet voor vrouwen die slachtoffer worden in onze steden van al deze illegale migranten.

  Κωνσταντίνος Παπαδάκης ( NI). – Κύριε Πρόεδρε, δεν μπορεί να περιμένει τίποτα άλλο κανείς από φασίστες. Και μπροστά στη σύνοδο η επιβράδυνση της διεθνούς καπιταλιστικής οικονομίας επιδρά έντονα στις εξελίξεις. Κανένα ιμπεριαλιστικό κέντρο δεν μπορεί σήμερα να λειτουργήσει ως ατμομηχανή ανάπτυξης της οικονομίας. Η αβεβαιότητα αυτή ισχύει και για την Ευρωπαϊκή Ένωση και την ευρωζώνη. Η δυσκολία μιας ελεγχόμενης απαξίωσης υπερσυσσωρευμένων κεφαλαίων, κρατών ή τραπεζικών ομίλων βάζει εμπόδια στην ανάκαμψη και οδηγεί αντικειμενικά στην όξυνση των ανταγωνισμών και στο ξέσπασμα νέων πολέμων. Αυτά τα αδιέξοδα του συστήματος ενισχύουν δυνάμεις του αστικού εθνικισμού, του οικονομικού προστατευτισμού, της επανεξέτασης διεθνών συμφωνιών τόσο στις Ηνωμένες Πολιτείες, στη Βρετανία, στη Γαλλία, στην Ιταλία και αλλού. Δεν πρόκειται για αντισυστημικούς. Δουλεύουν για λογαριασμό άλλων μερίδων της αστικής τάξης. Υπηρετούν και αυτοί την καπιταλιστική κερδοφορία όπως και οι φιλελεύθερες νεοσοσιαλδημοκρατικές δυνάμεις τύπου ΣΥΡΙΖΑ, κοσμοπολιτικές δυνάμεις. Κανένας εγκλωβισμός λοιπόν των λαών στη διαπάλη αυτών των δυνάμεων, γιατί και οι μεν και οι δε απαιτούν νέες θυσίες για την ανταγωνιστικότητα των επιχειρηματικών ομίλων. Η διέξοδος είναι στην οργάνωση και πάλη των εργατών με κοινωνική συμμαχία για ανάκτηση των απωλειών και ανατροπή της καπιταλιστικής βαρβαρότητας.

  Herbert Reul (PPE). – Herr Präsident des Parlaments, Herr Präsident des Rates, Herr Kommissionspräsident! Ich bin zeitweise nur noch fassungslos. Wenn es in Europa eine solche Unruhe gibt und wenn wir alle wissen und hier auch jeden Tag erzählen, dass die Menschen nervös werden, verunsichert sind, dass Populisten bestimmen und dass wir dagegen etwas tun müssen, dann ist es doch relativ klar, dass man da nicht mit dicken Plänen weiterkommt. Es ist auch relativ klar, dass man mit Versprechungen nicht weiterkommt, sondern dass man ganz konkret etwas liefern muss, dass man den Leuten beweisen muss, dass wir etwas hinkriegen.

Insofern war das beste und wichtigste Wort des heutigen Morgens eigentlich das von Präsident Juncker, der gesagt hat: Wir haben Fortschritte erzielt, wir haben in den Teilen, die wir zu lösen haben, einen Teil von Fortschritten erzielt. Wir sind vorangekommen, wir haben etwas geliefert. So bekommt man das Vertrauen der Menschen zurück. Und ich glaube, dafür ist eine wesentliche Voraussetzung, dass man gut zusammenarbeitet, dass man handlungsfähig ist. Und Handlungsfähigkeit heißt eben, dass der Rat sich durchringt zu Entscheidungen, – das haben wir oft genug angemeckert – das bedeutet aber auch, dass wir im Parlament etwas hinkriegen.

Und, meine lieben Kolleginnen, liebe Kollegen! Ich bin leider wirklich erstaunt, erschüttert, entsetzt! Das ist doch nicht die Zeit für parteipolitische Streitereien. Glauben Sie mir, in meinem Leben habe ich das oft und lange genug gemacht. Das ist aber jetzt nicht der richtige Zeitpunkt. Wir können das machen, aber dann werden die Sieger dieser Veranstaltung rechts und links außen sein. Dann werden die Sieger diejenigen sein, wie Herr Farage gesagt hat: der Erfolg ist Trump, der Erfolg ist Brexit, der Erfolg ist Italiens Verfassungsreferendum. Wenn wir das wollen, dann empfehle ich uns, weiter zu streiten. Ich mache da mit, ich bin da großartig drin.

Ich empfehle den Weg, den Herr Juncker vorgeschlagen hat: Fortschritte, zusammenarbeiten im Kleinen, Schritt für Schritt Ergebnisse erzielen. Das ist unser Job, dafür werden wir bezahlt, das wollen die Menschen von uns.

Wir haben doch Pläne hier, wir haben doch Vorschläge von der Kommission, wir haben übrigens auch bei uns Beschlüsse gefasst. Nur in einigen Teilen muss der Rat noch Beschlüsse hinkriegen, und in anderen sind wir gefordert. Da ist es nicht gut zu streiten, sondern zu entscheiden, und das ist mein Veto.

  Enrique Guerrero Salom (S&D). – Señora Presidenta, ojalá que al final del año que viene podamos decir que 2017 ha sido el año de la coherencia o, al menos, de una cierta coherencia entre nuestro diagnóstico de la realidad y la terapia que aplicamos a la misma. Si nuestro diagnóstico es que tenemos retos que no teníamos en 2014, la terapia tiene que ser una revisión al alza del marco financiero plurianual. Si nuestro diagnóstico es que los ciudadanos europeos se sienten desprotegidos ante la globalización, nuestra terapia tiene que ser avanzar en un seguro europeo de desempleo, en un salario mínimo y en una protección de los trabajadores desplazados. Si nuestro diagnóstico es que necesitamos inversión, inversión para crecer y para crear empleo, lo que no podemos hacer es frenar la propuesta de 50 000 millones adicionales, tal como han hecho los ministros en el Eurogrupo. Por tanto, cambiemos nuestro comportamiento, seamos coherentes entre lo que vemos ante nosotros y la terapia que aplicamos para resolver nuestros problemas.

Creo, sin embargo, que abordar el tema de Alepo es un tema fundamental en este próximo Consejo Europeo. Lo que tenemos que conseguir, por supuesto, es acceso humanitario de alimentos y de medicinas pero, también, trabajar políticamente para resolver un conflicto con la voz y la participación europea.

Pero no solo tenemos problemas en Alepo. Tenemos problemas en Grecia. Hay muchas organizaciones que nos enseñan que las condiciones en las que están muchos de los refugiados en Grecia son inhumanas e insoportables, y necesitamos trasladar a estos refugiados a sitios seguros, a sitios donde se protejan, no solamente su vida, sino también su dignidad y sus derechos.

On Ukraine, with full respect for the Dutch people, full ratification is a matter of urgency and necessity. On Aleppo, there is crime against humanity going on there.   Pavel Telička (ALDE). – Madam President, yesterday many of us had tears in our eyes and some of us were crying when we saw the two Yazidi girls who had the braveness and decisiveness that we lack. Is this so different from what is happening today in Aleppo? I would like to avoid a situation where, in a year or two, we award the Sakharov Prize to someone who managed to escape from Aleppo.

If you look at the draft of the European Council conclusions, we are saying that we are keeping all options open. That was two days ago. I understand that the situation has evolved further, but it has not evolved dramatically in comparison to where we were a few days, a week or two weeks ago. So I think that it is high time to act – and I mean really act, take decisions. This is what is expected.

The second issue that I would like to raise is Turkey. I agree with President Juncker that there has been enormous progress in tackling the migration issue with Turkey. There are positive signs. But I need to keep that apart from another issue, an issue on which this Parliament has been practically united: we have called for the freezing of the negotiations with Turkey. There is something like the Copenhagen criteria for membership for conducting negotiations. People are being put in prison, are being persecuted, and are perhaps even being killed, and yet we continue accession negotiations with Turkey. You must be joking.

  Τάκης Χατζηγεωργίου ( GUE/NGL). – Κυρία Πρόεδρε, αγαπητέ κύριε Juncker και κύριε Korčok, όπως θα έχετε προσέξει, όλοι ρωτούν «τι να κάνουμε;»· κανένας δεν αισθάνεται ότι φέρει ευθύνη, και να σας πω την αλήθεια νομίζω ότι και εσείς τη νύχτα μόνοι σας επίσης ρωτάτε τους εαυτούς σας «τι να κάνουμε;». Κανένας δεν φέρει ευθύνη και αύριο στο Συμβούλιο όλοι οι ηγέτες επίσης θα ρωτούν ο ένας τον άλλον «τι να κάνουμε;», «ποιος φταίει;». Κανένας δεν φέρει ευθύνη γι’ αυτό το μεγάλο, τερατώδες εργοστάσιο στη Συρία, που αλέθει ψυχές και σώματα, για να χειροκροτούμε εμείς τις δύο γυναίκες Γεζίντι, οι οποίες υπέφεραν όσα υπέφεραν. Αυτό είναι το πρόβλημά μας· κανένας δεν αισθάνεται ότι έχει ευθύνη.

Θέλω να σας πω και κάτι για το Κυπριακό, κύριε Juncker. Θέλω να μου πείτε ποιος θα εκπροσωπήσει την Ευρωπαϊκή Ένωση στις τελευταίες συνομιλίες για το Κυπριακό και αν είστε εσείς, αν θα συμβάλετε και θα υποστηρίξετε κοινή προσπάθεια των ηγετών της Κύπρου, κυρίων Αναστασιάδη και Ακιντζί, για κοινή πρόταση δική τους, για τις εγγυήσεις και την ασφάλεια. Δεν εκπροσωπούν άλλοι τον κυπριακό λαό. Τον εκπροσωπούν αυτοί οι δύο και θέλω να τους στηρίξετε, για να καταθέσουν κοινή εισήγηση.

  Bodil Valero (Verts/ALE). – Fru talman! I går tvångsdeporterades femtio afghanska medborgare från Sverige till Afghanistan, trots att det afghanska parlamentet har sagt nej till det återvändandeavtal som Sverige försökte skriva med Afghanistan.

I dag sker tvångsdeportationer från Tyskland, och en del av dem har kanske aldrig satt sin fot i Afghanistan förut. Många har varit på flykt hela livet. Vi hamnar i en absurd situation när vi för att få plats med de asylsökande från det fruktansvärda kriget i Syrien tvingas skicka ut dem som kommer från något mindre fruktansvärda väpnade konflikter.

Det är inte fred i Afghanistan, och särskilt vissa grupper är väldigt utsatta, och detsamma gäller för övrigt i andra länder som t.ex. Mali. Vår hemskickarpolitik kommer att leda till att vi får allt fler människor som väljer att gömma sig i Europa, och att bli papperslösa. Jag förstår dem, och jag skulle ha gjort samma sak.

Men det hade inte behövt bli så här att Sverige och Tyskland nu tvångsutvisar personer som enligt tidigare lagtolkning förmodligen hade fått uppehållstillstånd. Det hade inte behövt bli så om alla medlemsländer tog sitt ansvar för de asylsökande som kommer till oss. Det vill jag att ni i kommissionen och rådet prioriterar på mötet och framöver.

Jag ställer mig också positiv till de ökade satsningarna som görs på ungdomar. Jag tror att det är en väl värd investering för ett säkrare Europa framöver. En bättre investering än många av de investeringar som görs på t.ex. övervakning och andra sådana säkerhetshöjande åtgärder. Tack!

  Laura Ferrara (EFDD). – Signora Presidente, onorevoli colleghi, alla sua incapacità di far fronte a un numero elevato, ma non insostenibile di migranti l'Unione europea ha risposto con la riforma del sistema europeo comune di asilo ed elargizioni di denaro a chi accetta di tenere i migranti fuori dai confini europei.

Abbiamo sentito il Presidente Juncker dire che l'Italia non va lasciata sola, abbiamo sentito dire che bisogna fare di più. Bene, come cittadina dell'Italia, dello Stato membro che subisce particolari pressioni migratorie, avrei voluto che la proposta del nuovo regolamento di Dublino, intorno al quale ruota tutto il sistema comune europeo di asilo, distribuisse le responsabilità tra tutti gli Stati membri e non si limitasse invece ad individuarle e a penalizzare i paesi in prima linea.

Ignorando la necessità espressa da questo Parlamento di istituire un sistema europeo centralizzato dell'esame delle domande di asilo, è stata ignorata la volontà dell'unica Istituzione eletta dai cittadini. Nessun meccanismo permanente e automatico di redistribuzione dei richiedenti tra gli Stati membri è stato previsto, a prescindere da situazioni di emergenza, perché quanto previsto dalla proposta di riforma di Dublino prevede che un paese arrivi al collasso.

Bene, prendiamo atto di questa disunione prima che sia veramente troppo tardi.

  Harald Vilimsky (ENF). – Frau Präsidentin, meine sehr geehrten Damen und Herren! In Vorbereitung der morgigen Ratsdebatte kann man nur einmal mehr festhalten, die Türkei ist weder geografisch noch kulturell ein Teil Europas.

Die Türkei kann alleine aus diesem Grund niemals Teil der Europäischen Union werden. Es erfüllt mich mit blankem Entsetzen, wie hier ein Mehrheitsbeschluss des Europäischen Parlaments von der Kommission ignoriert wird. Es gibt einen Mehrheitsbeschluss, die Verhandlungen zumindest einzufrieren, aber das schert die Kommission keinen Deut. Die Kommission verschließt auch die Augen davor, was in der Türkei gerade passiert.

Da rede ich nicht einmal von der Großmannssucht des Herrn Erdoğan, ich rede davon, dass hier Zehntausende verhaftet werden und dass über hunderttausend Personen, die politisch missliebig sind, hier aus ihren Funktionen entfernt und entlassen werden. Ich rede von einer Hatz gegen ethnische Minderheiten in der Türkei, ich rede von Gewalt gegen Frauen, ich rede von einem Angriff auf die Pressefreiheit und vielen Dingen mehr. Daher besinnen Sie sich darauf, dass man mit der Türkei über so etwas wie eine Partnerschaft verhandeln kann, aber niemals über eine Mitgliedschaft in der Europäischen Union!

  Λάμπρος Φουντούλης ( NI). – Κυρία Πρόεδρε, μελετώντας το σχέδιο της ημερήσιας διάταξης του προσεχούς Συμβουλίου καταλαβαίνουμε πως κάτι τέτοιο δεν θα είχε κανένα αποτέλεσμα. Δεν μας κάνει εντύπωση κάτι τέτοιο, άλλωστε είναι σύνηθες το φαινόμενο το Συμβούλιο να μην καταλήγει ουσιαστικά πουθενά. Φυσικά δεν αναφέρομαι σε κάποια ψηφίσματα που θα εκδοθούν μετά το πέρας των εργασιών, αλλά σε πραγματικά, απτά αποτελέσματα που θα βελτιώσουν τις ζωές των Ευρωπαίων, και ειδικότερα όσων εδώ και χρόνια αναζητούν προοπτικές για μια καλύτερη ζωή. Θα ξανασυζητηθεί το προσφυγικό-μεταναστευτικό και πραγματικά θέλω να δω τι μεγαλοστομίες θα ειπωθούν πάλι γι’ αυτό το θέμα. Βεβαίως οι ευρωπαίοι ηγέτες θα κάνουν πάλι νέες εξαγγελίες αδιαφορώντας για το ότι η Τουρκία έχει ανοίξει ξανά τις βάσεις των δουλεμπόρων και τα κύματα λαθρομεταναστών αυξάνουν προς την Ελλάδα.

Δεν είναι λύση η επανενεργοποίηση του Δουβλίνου ΙΙ και όλοι οι ανεπιθύμητοι της Ευρώπης να επιστραφούν στην Ελλάδα. Φτάνει πια! Μετά από οχτώ χρόνια κρίσης θα συζητήσετε πάλι για ανάπτυξη, την ανεργία των νέων, και ταυτόχρονα επιβάλλετε στην Ελλάδα προαπαιτούμενα που δεν διασφαλίζουν παρά την καταστροφή της χώρας και του λαού. Τέλος, σχετικά με τις εξωτερικές σχέσεις της Ένωσης, δεν έχετε καταλάβει πως ο μόνος λόγος που συμφωνεί κάποιος με την Ένωση είναι τα δισεκατομμύρια που μοιράζει.

  Angelika Niebler (PPE). – Frau Präsidentin! Herr Kommissionspräsident! Herr Ratspräsident! Verehrte Kolleginnen und Kollegen! Zum Ende des Jahres soll der Europäische Rat bitte nicht zum business as usual übergehen, sondern nochmals klare Botschaften formulieren. Ich denke, eine wichtige klare Botschaft muss in Richtung der Türkei gehen: Nämlich die Aufnahme der Verhandlungen mit der Türkei zu stoppen und einzufrieren. Wir haben hier im Parlament bei der letzten Plenartagung eine ganz klare Positionierung bezogen. Ein Land, das hunderttausende Bürger verhaftet, einsperrt, ihrer Rechte beraubt, ist meilenweit davon entfernt, das zu vertreten, was für uns in der Europäischen Union wichtig ist, nämlich Demokratie und Rechtsstaatlichkeit. Deshalb bin ich dafür und plädiere dafür, dass man ehrlich mit der Türkei umgeht und sagt die Verhandlungen müssen zum Ende gebracht werden.

Ich möchte mit Blick auf eine klare Botschaft auch noch etwas anderes ansprechen. Herr Ratsvorsitzender, Sie haben darauf hingewiesen, dass in Sachen Migration und Asyl ja eine Reihe von Maßnahmen veranlasst wurden – Sie sprachen vom Außengrenzenschutz, der verstärkt wurde, Sie sprachen von Frontex, Mittelmeerunion usw. –, aber ein Thema haben Sie ausgelassen, das ist das gemeinsame europäische Asylsystem. Die Kommission hat hier gute Vorschläge vorgelegt, wir hier im Parlament haben uns dazu auch deutlich geäußert und positioniert. Die Botschaft ist: Das Thema Migration/Asyl muss gemeinsam angegangen werden. Wir brauchen Solidarität, wir brauchen Verantwortlichkeit von allen Mitgliedstaaten –insbesondere auch von Ihrem Land –, und ich appelliere an den Europäischen Rat, morgen und übermorgen diesbezüglich Fortschritte zu erzielen und ein deutliches Signal der Solidarität aller Mitgliedstaaten zur Bewältigung der Krise auszusenden.

Ugyanakkor kérdezem azt, hogy Ön ezt elégségesnek tartja-e, hiszen ennél sokkal kisebb problémák miatt más országokat – most például Oroszországra is gondolhatok – szankciókkal sújtotta az Európai Unió, és én úgy gondolom, hogy Törökország esetében is lenne ez ügyben mozgástér, most csak a vámunióra gondolok. Das Aussetzen der Verhandlungen mit der Türkei über die Vollmitgliedschaft ist ein richtiges, wichtiges und gutes Signal, und dabei sollten wir es erst mal bewenden lassen.

  Knut Fleckenstein (S&D). – Frau Präsidentin, werte Kolleginnen und Kollegen! Auch wir sehen die Notwendigkeit, vermehrt eigene Anstrengungen in der EU zu unternehmen, um im Rahmen der Sicherheits- und Verteidigungspolitik unseren Aufgaben nachzukommen.

Wer die Terrorbedrohung sieht, wer die Konflikte in der Nachbarschaft betrachtet, wer die Politik der russischen Regierung sieht und die vielen Fragezeichen, die uns aus Washington entgegenkommen, weiß, dass wir hier hellwach sein müssen.

Aber meine Bitte an den Rat ist: Machen Sie auch deutlich, dass die Mitgliedstaaten wissen, das wird Geld kosten, und die Mitgliedstaaten werden dafür auch bezahlen.

Machen Sie deutlich, dass Sicherheits- und Verteidigungspolitik ein Teil unserer europäischen Außenpolitik ist und nicht ein Ersatz für die Soft Power und Diplomatie, sondern es gehört eben wirklich zusammen.

Machen Sie bitte deutlich, dass Rüstungsexporte und Rüstungsexportkontrolle ein wesentliche Bestandteile dieser Politik sind und dass es am Ende um mehr Effizienz für alle geht und nicht um Kraftmeierei und sinnlose Aufrüstung.

Ich wünsche Ihnen Glück und Erfolg bei Ihrem Rat. Migration, Asyl und sozialer Fortschritt – wichtige Dinge sollten voran gebracht werden. Allein uns fehlt der Glaube, der Beweis für das Gegenteil wäre wichtig. Aber eines darf nicht das Ergebnis sein, dass die Menschen am Ende feststellen: Sie haben wieder einmal nichts gebacken bekommen, Sie haben sich über nichts geeinigt. Aber als es um die Aufrüstung und um die Befriedigung von Rüstungsindustrie ging, ging es plötzlich ganz schnell. Das ist nicht unsere Politik.

  Bernd Kölmel (ECR). – Frau Präsidentin! Die Stellungnahme der Kommission und auch viele Wortbeiträge zeigen einmal mehr das Dilemma unserer EU auf.

Wir haben keine Langfriststrategie, wir haben keine Visionen, wie die EU in zehn oder zwanzig Jahren aussehen soll. Ich möchte drei Krisen exemplarisch nennen. Zum einen die Syrien-Krise, wo wir viel dazu gehört haben, aber auch die Migrationskrise und letztlich auch die Eurokrise zeigen doch, dass wir den Bürgern endlich mal sagen müssen, wo denn die Reise hingehen soll. Was ist die EU bereit zu tun, was sind die Mitgliedstaaten bereit zu tun, zu leisten? Wer muss was leisten? Da müssen wir endlich mal Ross und Reiter nennen. Wir brauchen Transparenz für die Bürger.

Ich bin völlig anderer Meinung als einige meiner Kollegen, die gesagt haben, wir dürfen hier nicht streiten. Selbstverständlich müssen wir hier streiten. Wir müssen unterschiedliche Lösungsvorschläge haben und diese diskutieren. Nur so werden wir die Bürger erreichen.

  Bernd Kölmel (ECR), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Vielen Dank, Herr Kollege, für diese Frage. Ich möchte es an zwei Beispielen aufzeigen. Nehmen wir die Eurokrise: Seit über sieben Jahren doktern wir an Symptomen herum, ohne uns wirklich damit auseinanderzusetzen, was man denn tun muss, um diese Probleme zu lösen. Wir machen immer nur einen Schritt nach vorne, einen auf die Seite, einen zurück, wir kommen nicht vom Fleck. Das Gleiche mit der Migrationskrise. Wir müssen doch endlich mal sagen: Wollen wir Migranten aufnehmen, und wenn ja, wie verteilen wir die in der EU?

  Marielle de Sarnez (ALDE). – Madame la Présidente, au moment où nous parlons, il n'y a toujours pas de corridor humanitaire mis en place à Alep et, donc, nous devons tous ici réclamer un sursaut de l'Europe et de la communauté internationale pour que cessent les massacres et qu'un rapport de force nouveau prévale demain pour trouver ou essayer de trouver une issue politique à ce terrible conflit.

Nous le voyons bien, plus que jamais le monde a besoin d'une Europe forte, mais pour cela, nous devons nous en donner les moyens. Jean-Claude Juncker a eu raison de parler d'Europe de la défense. De toute façon, nous y serons contraints, parce que les États-Unis vont donner moins et protéger moins demain qu'ils ne le faisaient hier. Oui, il nous revient d'avoir notre propre capacité d'assurer notre propre sécurité.

Deuxièmement: oui, nous devons garantir la surveillance effective et le contrôle de nos frontières. C'est à nous d'assumer cette responsabilité, ceci n'est pas à sous-traiter à des pays tels que la Turquie. Nous nous sommes mis d'accord sur un système de contrôle. Il reste demain à mettre vraiment en place les garde-côtes et garde-frontières que nous appelons de nos vœux depuis longtemps.

Troisièmement, nous devons avoir une vraie politique migratoire et faire face ensemble à ce défi. Nous devons rappeler notre solidarité avec la Grèce et l'Italie qui sont en première ligne. Nous devons harmoniser notre droit d'asile, réformer Dublin, mettre en place des voies d'accès légales pour les réfugiés, à l'image de ce qu’a fait le Canada pour les réfugiés syriens. Mais nous devons aussi regarder vers le sud, regarder vers l'Afrique, nouer avec ce grand continent des accords de développement et de partenariat.

  Tania González Peñas (GUE/NGL). – Señora Presidenta, Señorías, señor Juncker, en este final de año 2016 debemos hacer una reflexión: ¿por qué esta Europa está cada vez más lejos de un proyecto democrático apoyado en los derechos humanos, en la igualdad y en la libertad? Deberíamos preguntarnos por qué cada vez hay más europeos que ven en Europa un problema y no una solución, por qué se multiplica la desafección política entre los ciudadanos, y por qué esa desafección se transforma en algunos países en la irracionalidad, en el racismo y la xenofobia, que nos recuerdan los momentos más oscuros de nuestra historia.

Señorías, o cambiamos el rumbo de Europa o las políticas que salen de estas instituciones estarán portando el germen de su desintegración. Cuando regresen a sus casas por Navidad y estén con sus familias, piensen en las familias de Europa que no pueden encender la calefacción por culpa de las medidas de austeridad; piensen en las miles de personas ahogadas en el Mediterráneo por culpa de esta política de fronteras; piensen en el futuro que se les niega a los jóvenes por culpa de las políticas que hacen de la precariedad, la norma.

Estamos a tiempo de recuperar la cordura y el sentido común. Es solo cuestión de voluntad política.

  Reinhard Bütikofer (Verts/ALE). – Frau Präsidentin! Nach dem Brexit-Schock haben die Bürger Europas den Institutionen einen neuen Vertrauensvorschuss gegeben, das sagen die Umfragen. Ob wir jetzt diesen Vertrauensvorschuss rechtfertigen und damit die Fundamente politisch stärken, auf denen dieses Projekt steht, hängt – da bin ich ganz der Meinung von Herrn Reul – davon ab, ob wir ganz pragmatisch liefern. Es geht nicht darum, weiter zu versprechen, es geht ums Liefern. Und da wird mir immer angst und bange, wenn ich dann wie vom Rat vorhin höre: „Die Jugendgarantie wird fortgesetzt.“ Diese Sprache verspricht klar: Es kommt nichts Neues!

Etwas Neues kann das Europäische Solidaritäts-Korps sein, von dem Sie, Herr Präsident Juncker, gesprochen haben. Ich glaube, das wäre viel gesellschaftliche Initiative wert. Aber wir brauchen dazu nicht einfach nur die Umschichtung von Geldern, sondern wir brauchen dazu auch die Entschlossenheit, deutlich mehr zu tun. Und wenn Sie sagen: „Die Jugend reagiert positiv“, dann lassen Sie uns ein klares Signal geben, dass wir da einen Aufbruch wagen.

Ich glaube, Herr Präsident Juncker, eine wesentliche Schwäche der Agenda dessen, was wir liefern müssen, ist die Schwäche, dass Europa derzeit in der Industriepolitik weniger Ehrgeiz zeigt als in der Zeit von Barroso-II. Das müssen Sie ändern!

Neturime visuotinės saugumo strategijos, apie kurią rengiasi kalbėti Vadovų Taryba. Yra tik atskirų didesnių Europos Sąjungos valstybių interesai dėl to saugumo ir strategijos gynybos srityje.

Neturime migracijos strategijos. Antroji problema, apie kurią dar kartą pakalbės Vadovų Taryba. Kalbose, matyt, bus diskusijų ir apie Turkijos pažangą ar susitarimus su Afrikos valstybėmis. Negi tikitės konkrečių sprendimų? Tiesiog mane žavi jūsų naivumas.

Ponai, gal nustokime kalbėti apie šalutinius dalykus ir pradėkime diskutuoti apie esminius, kurie svarbūs paprastiems Europos žmonėms, kurie nori tik vieno – gyventi savo valstybėje, dirbti, užsidirbti, kurti savo gyvenimus savo Tėvynėje, kurioje savo taisyklių nediktuotų jokie atėjūnai. Tikiuosi, kad Europos vadovai pajėgs tą suvokti.

  Matteo Salvini (ENF). – Signora Presidente, onorevoli colleghi, mi sembra che questo dibattito sia surreale, conferma che chi governa questa Europa, la Commissione europea, sono pochi poteri forti e pochi soggetti pericolosi.

Non una parola sull'estremismo islamico, non sull'Isis, abbiamo scoperto che il nemico dell'Europa e del mondo sono la Russia, Putin, l'invasione clandestina in corso deve continuare a essere finanziata, la Turchia può tranquillamente continuare a dialogare con l'Europa e con i miliardi che gli italiani e gli europei le stanno dando. Io ricordo al presidente Juncker che, mentre lui chiacchiera, negli ultimi anni si sono suicidati per motivi economici in Italia più di ottocento cittadini, poi ai farneticanti di destra e di sinistra che cercano populisti, estremisti e fascisti ovunque e che ritengono che sia Putin ad avere le mani sporche di sangue rispondo con le parole del vicario di Papa Francesco, monsignor Khazen, che dice che, a proposito della Siria e di Aleppo, questo Natale avrà un altro profumo per la liberazione della città, la gente ha gioia, ottimismo e speranza.

Quindi tornate con i piedi per terra, anche perché vi rimane poco per governare questa Unione europea che è diventata una gabbia di matti.

  Steven Woolfe (NI). – Madam President, this is the third Christmas I have celebrated here as an MEP. Whilst I watch Members of this House enjoy lavish drinks receptions and parties, I think of the millions of European families who will have a different Christmas caused by the EU’s failed policies, thinking, and the euro; one of unemployment, one of poverty, one of austerity.

And whilst I supported Britain’s vote to leave the European Union, I will also be thinking of Charles Dickens’s three ghosts in his book A Christmas Carol. The ghost of Christmas Past was the British people’s yearning for a lost freedom and self-determination. I see the ghost of Christmas Present as Brexit, a messenger of hope, and I glimpse the ghost of Christmas Future, where Britain’s prosperity will be engaging with other countries across the world. I quote from Dickens: ‘I will honour Christmas in my heart, and try to keep it here all year’. I only wish the European Union would do the same for its people, but nonetheless, Merry Christmas to you all.

  Janusz Lewandowski (PPE). – Szczyt zamyka rok 2016, w którym przeważały złe wiadomości i z Unii Europejskiej, i z otoczenia Unii Europejskiej. Nagrodą pocieszenia mogą być wieści z rynku pracy, który rzeczywiście jest żywszy niż kiedykolwiek wcześniej. Po 2013 r. Unia stworzyła osiem milionów nowych miejsc pracy. Pocieszeniem może być też nieoczekiwany skutek referendum brytyjskiego w postaci zwiększonego zaufania do instytucji europejskich.

W programie najbliższego szczytu mamy migrację, bezpieczeństwo, szanse młodzieży. Jest to rzeczywiście pole rozstrzygającej bitwy z populizmem i z nacjonalizmem, który był sprawcą największych nieszczęść naszego kontynentu. Również w roku 2016 dyktował on nie tylko program prac, ale i ton debaty publicznej, lęki i nastroje mieszkańców Europy. Wiem, że nie jest łatwo ubrać w emocje racjonalne programy i trafić z naszym przesłaniem do młodego pokolenia, które nie odczuło na własnej skórze skutków nacjonalizmów i egoizmów, jakie niszczyły nasz kontynent. Nie są receptą nowe, porywające wizje, wymyślanie Europy na nowo. Mamy już odpowiednie programy, hasła też brzmią ładnie – Valletta Action Plan, Internal Security Strategy, Defence Union – ale trzeba jeszcze przekonać, że to działa. Unia musi przekonać przeciętnego obywatela swoją użytecznością, i tego jej życzę w roku 2017.

  Tanja Fajon (S&D). – Čas za končanje pokola v Alepu je že zdavnaj potekel. Kolektivno nam je spodletelo in ljudem nismo uspeli zagotoviti varnosti. Zato vrh pozivam, da stori vse za ublažitev razmer. Kolegi, še vedno nimamo delujočih ukrepov za izzive varnosti in migracij.

Gospod Juncker, omenili ste ambicijo po vrnitvi k Schengenu. S kakšnimi argumenti ima sosednja Avstrija še vedno nadzor na mejah? Sem iz Slovenije. Komisija to dovoljuje? Zakaj? Vzrokov ni. Je nepotrebna ovira za potovanje naših državljanov in ustvarila je veliko nejevoljo. Še več, ustvarila je atmosfero v moji državi, da bi ob ponovnem prihodu prebežnikov, tretjina Slovencev popolnoma zaprla meje. Takšno atmosfero je ustvarila. Nezaupanje v evropske rešitve. In to nezaupanje, ki narašča ne le v Sloveniji, me močno skrbi.

Potrebujemo delujočo in humano evropsko migracijsko politiko. Oprostite, ampak predlog o prenovi dublinske reforme tudi približno ni predlog, ki bi oživljal solidarnost in skupno odgovornost. Nasprotno, največje obremenitve bodo še vedno trpele države z zunanjo mejo. Da ne omenjam niti nezmožnosti in pomanjkanja poguma po odpiranju pravnih in varnih poti za prebežnike v Evropo.

Kolegi, reševanje razmer z migranti mora potekati z roko v roki s krepitvijo gospodarstva in delovnih mest v Evropi. In v razmerah, ko okoli nas vre, potrebujemo močno Evropo in zaupanje Evropejcev.

  Sander Loones (ECR). – 4733: zoveel mensen zijn in 2016 verdronken in de Middellandse Zee, gezinnen, moeders, vaders, kinderen. Dat is een levende schande. 4733! Wij moeten ons de vraag stellen of de Europese Unie er echt alles aan doet om dat te stoppen. Ja, we komen nu met de nieuwe kust- en grenswachten. Ja, er zijn de nieuwe plannen van de Europese Commissie om de situatie in Afrika te verbeteren zodat minder mensen vertrekken. Maar laten we eerlijk zijn, dat zal niet zorgen voor minder verdrinkingen. Daarvoor hebben we een ambitieus anti-verdrinkingsplan voor de hele Middellandse Zee nodig, met pushbacks, met maximumlimieten, met ambitieuze terugnameakkoorden voor verschillende landen van de Maghreb. Dat is wat nodig is. Dat moet onze prioriteit zijn.

Maar laten we onszelf niets wijsmaken. De winter staat voor de deur. De lente zal er zeer snel zijn. Als wij nu niet ingrijpen, als we nu niets doen zal de Middellandse Zee een massagraf blijven en dat is onvergeeflijk.

  Peter Lundgren (EFDD). – Fru talman! Tack för ordet. Det är häpnadsväckande att höra er säga att EU levererar. Att EU har kontroll på migrationsflödena. Jag undrar – vilken naiv värld lever ni i egentligen?

Sanningen är ju den totalt motsatta. Ni sitter i utpressningsfällan med Turkiet-överenskommelsen där EU väljer att låta sig utpressas av ett land där demokrati, mänskliga rättigheter, pressfrihet och yttrandefrihet fullständigt ignoreras. EU sitter i en situation där president Erdoğan säger ”hoppa” och ni har inget annat val än att hoppa.

Sanningen är ju, herr Juncker, att det ni kallar ”team Juncker” innebär ett likhetstecken med fiasko och misslyckande. Men det behöver ni såklart inte bry er om i ert priviligierade liv. Med den lön och de förmåner ni uppbär kan ni luta er tillbaka i fåtöljen och njuta av er konjak och låta skattebetalarna ta smällen.

  Marcus Pretzell (ENF). – Frau Präsidentin! Meine Damen und Herren! Wir reden über Syrien, und Putin hat Blut an den Händen, das hat man heute mehrfach gehört. Ich darf daran erinnern, dass der erste Genozid in Syrien während des Bürgerkriegs an Aleviten stattfand, und Blut klebt an den Händen derjenigen, die den Arabischen Frühling damals begrüßt haben und ihn vor allem militärisch unterstützt haben. Die Antwort der Europäischen Kommission darauf lautet, eine Partnerschaft mit der Türkei zu schließen. Ich darf daran erinnern, dass fünfhunderttausend Flüchtlinge, türkische Flüchtlinge innerhalb der Türkei, derzeit auf der Flucht vor Herrn Erdoğan sind – Ihrem Partner!

Interessant ist aber – und das lässt sich an der heutigen Debatte ablesen – der Zustand der Europäischen Union. Herr Weber von der CSU definiert die fortschrittlichen Kräfte anhand den Maßstäben eines Kommunisten. Herr Verhofstadt fürchtet sich davor, dass wir tatsächlich Argumente vortragen. Wo ist denn eigentlich das Selbstbewusstsein von Herrn Verhofstadt, das er normalerweise wie ein Mantra vor sich her trägt?

  Françoise Grossetête (PPE). – Madame la Présidente, l’Union européenne propose des solutions, mais l’information ne parvient pas toujours à nos concitoyens. L’Europe manque encore trop de visibilité, et trop d’inquiétudes restent sans réponse.

Les élections récentes me donnent malheureusement raison. La pression migratoire est ainsi la première inquiétude de nos concitoyens. La capacité de l’Europe à y répondre sera déterminante pour son avenir. C’est pourquoi je me félicite du premier accord de réintégration, qui a ainsi été signé avec le Mali et qui permet de traiter le problème à la racine. Cela dit, le contrôle des frontières reste véritablement la question majeure.

L’instabilité du monde est une autre source d’angoisse et ce qui se passe à Alep est un exemple tragique à nos portes. Les Européens doivent tenir une place qui va être difficile, entre la Russie de Vladimir Poutine et les États-Unis de Donald Trump, et il va falloir recréer ce «leadership européen» et la méthode communautaire doit retrouver toute sa place.

La situation en Syrie, les différents attentats en France, en Belgique, en Allemagne, le sort des chrétiens d’Orient doivent aussi nous orienter vers une politique commune de défense forte et indépendante pour assurer notre protection, mais ils nous obligent aussi à renforcer notre politique de développement sur le continent africain.

Les négociations du Brexit sont enfin l’occasion d’affirmer notre autorité et notre fermeté, de montrer à ceux qui nous élisent que leurs dirigeants tiennent parole. Pour réussir la sortie du Royaume-Uni avant les élections européennes de 2019, nous devons tenir un discours clair. L’ambiguïté ne sert que les intérêts des eurosceptiques et des démagogues.

  Maria João Rodrigues (S&D). – Madam President, Europe is at a crossroads; we have citizens calling for stronger solutions when it comes to economic, social and security fronts, and we have not only populist movements but nationalistic movements arguing that the best way to protect citizens is just to go back to national borders. This is a total mistake and a total illusion. We need to have much better European solutions, and this is the responsibility of the next meeting of the European Council.

We approve the idea of moving forward European defence capacity and bringing about a real European border; but we also must deliver on a real asylum system with relocation and resettlement of refugees. Otherwise, this is a total shame. We agree that we need to have a new phase of the European Fund for Strategic Investment and we need to have new life for the Youth Guarantee, but let me tell you: this is not enough to address the problem of jobs we have in Europe.

We need to have an industrial policy in Europe, we need to have an agenda to complete the economic and monetary union. Otherwise, this is not a real solution; and more than that, just jobs is not enough. We need to have decent jobs. That is why the European pillar of social rights is a basis which is coming up in the European Parliament, and the Council should build on that, so we are waiting for better solutions on the social front also.

  Peter van Dalen (ECR). –Dit Parlement wil de toetredingsonderhandelingen met Turkije bevriezen. Finaal stoppen zou nog veel beter zijn, maar we hebben zeker een goede stap vooruit gezet. De gevangenissen in Turkije puilen uit van oppositieparlementariërs, journalisten, studenten en diverse minderheden. Bij elke kritiek vanuit Europa op zijn persoon of op zijn land dreigt Erdogan de vluchtelingenstroom te heropenen. Erdogan chanteert de Europese Unie met de vluchtelingendeal. Maar we weten dat Turkije geen veilig land is. Turkije schendt de rechten van vluchtelingen in het zuidoostelijk deel van het land. En het is volstrekt onduidelijk in wiens zakken de miljarden aan EU-geld voor vluchtelingenopvang verdwijnen.

Europa moet zelf de kwestie van asiel en migratie oplossen. Deals met derde landen kunnen helpen, maar niet deze chantagedeal met Erdogan. Laat de Raad morgen de toetreding van Turkije stoppen of desnoods bevriezen. En tot slot, een vraag aan u: waar is de heer Juncker gebleven?

  Malin Björk (GUE/NGL). – Fru talman! Tack så mycket! Kollegor! Kommissionen! Rådet! Det börjar bli ett outhärdligt gap mellan ord och handling. Vad EU säger sig stå för och vad man faktiskt gör.

Fred betyder upprustning och militarisering och ett närmande till NATO. Det är en farlig väg att gå. Det är fel väg att gå.

EU:s utvecklingsbistånd ska inte längre gå till fattigdomsbekämpning, utan det ska finansiera migrationskontroll, som man kallar det, i tredjeländer. Man samarbetar till och med med förtryckande regimer. Allt för att stoppa människor på flykt.

Det är dags att sluta att sitta i knät på Erdoğan. Det är dags att säga upp avtalet, och det enda sättet att göra det är att organisera ett värdigt mottagande för fler människor som söker skydd i Europa.

Kollegor! Ord och handling måste gå ihop. Vi måste visa verklig respekt för mänskliga rättigheter och rättsstaten, och vi måste visa verklig solidaritet med människor på flykt. Omfördelning av flyktingar från Grekland, lagligare vägar till Europa och ett värdigt mottagande här.

  Janice Atkinson (ENF). – Madam President, tomorrow you should reflect on what a great year it has been for democracy: Brexit, the election of Mr Trump, and the great work done by our Austrian friends in their presidential elections. Let us not forget the Ukraine referendum in the Netherlands and the ‘no’ vote against Renzi in the Italian referendum.

And the best is yet to come. In the UK and in the USA, the people are taking back control. You hate referendums and would rather have them banned here. Fortunately, we have an exciting year coming up, full of general elections. In March, we have the Dutch elections where Geert Wilders is likely to become Prime Minister; in April, we have elections where Marine Le Pen is likely to become President; and in September, the Alternative für Deutschland will continue its rise in Germany. The people are rejecting your asylum and migration policies. They don’t want EU trade schemes; they don’t want EU armies, nor your obsession with gender and windmills. None of your plans will survive the coming years, because the peoples of Europe have had enough. Democracy will prevail. You condemn the populists, but you’re happy to consort with communists and extremists on the left.

  Andrzej Grzyb (PPE). – Pani Przewodnicząca! Mówimy w dalszym ciągu, że mamy wiele krytycznych problemów w Unii Europejskiej, choć też potwierdzamy, że jest lepiej niż rok temu, w 2015 roku w grudniu.

Chciałbym też przy okazji podziękować prezydencji słowackiej za to półrocze działania w trudnym momencie. Migracja, bezpieczeństwo – zarówno wewnętrzne, jak i zewnętrzne, bezpieczeństwo energetyczne, gospodarka i zatrudnienie to problemy de facto kluczowe w chwili obecnej.

Wiele z tych problemów łączy nas w Unii Europejskiej, bo mamy wiele problemów, które nas dzielą. I chciałbym tutaj powiedzieć, że poważnym wyzwaniem dla bezpieczeństwa i stabilizacji są też trudne relacje, jeżeli chodzi o migrację, z Turcją. Turcja to istotny partner zarówno gospodarczy, jak i militarny – jest przecież jednym z głównych partnerów w NATO. Jednocześnie wspólne oświadczenie Unii i Turcji odegrało kluczową rolę w praktycznym ograniczeniu napływu migrantów do Europy tzw. szlakiem bałkańskim.

Niezależnie od wszystkich krytycznych ocen w tym zakresie niedawna próba zamachu w Turcji, ale również i reakcja wewnętrzna władz w Ankarze wystawiają tę współpracę na wielką próbę. Problem imigracji to nie tylko problem Unii. To również problem globalny i musimy to ciągle podkreślać co do źródeł skutecznej reakcji i tutaj umiędzynarodowienie tego problemu jest potrzebne. Niewątpliwie musimy liczyć też na wdrażanie planów z Valletty, w tym przyspieszenie prac związanych z inwestycjami zewnętrznymi, co może być bardzo pomocne.

  Evelyn Regner (S&D). – Frau Präsidentin! Besser mit Europa, als ohne Europa: Das ist das einfache Fazit der Präsidentschaftswahlen in Österreich gewesen. Aber jetzt, bitte schön, action, Handlung bitte beim Europäischen Rat, denn die Bürgerinnen und Bürger, die wollen ja auch Ergebnisse sehen. Ja, die Jugendgarantie, das ist eine wunderbare, gute und richtige europäische Erfindung. Hier haben Rat, Kommission, aber vor allem das Europäische Parlament, das Richtige geleistet.

Die Arbeitslosigkeit in Europa ist im Durchschnitt unter den Jugendlichen gesunken, aber sie ist natürlich noch immer unerträglich hoch: 18,4 % der Jugendlichen sind in Europa im Durchschnitt ohne Job. Wenn wir uns jetzt noch anschauen, wie es mit jenen Jugendlichen aussieht, die nicht in Ausbildung sind, die keine Bildungsmaßnahme genießen und überhaupt nicht beschäftigt sind, dann ist es traurig. 13,2 Millionen sogenannte needs sind das. Hier ist wesentlich mehr notwendig als jenes, was bisher geschehen ist.

Also, ich weiß, dass die Jugendgarantie bis 2020 um 2 Mrd. EUR aufgestockt wird, aber das ist natürlich ein Tropfen auf den heißen Stein. Es ist richtige Maßnahme, aber es wird viel zu wenig in Jugendliche investiert. Daher ist das Thema Investitionen so ungemein wichtig, nämlich, dass hier mehr passiert. Evaluieren Sie daher morgen nicht nur den EFSI, also den Juncker-Fonds, der nach dem Kommissionspräsidenten selbst benannt ist, sondern überlegen Sie sich, wie er effizienter und effektiver eingesetzt werden kann, damit neue Mittel letztlich eingesetzt werdn, um wirklich Projekte zu finanzieren, die bei den Bürgerinnen und Bürgern ankommen.

  Ruža Tomašić (ECR). – Gospođo predsjednice, Europsko će vijeće raspravljati o nezaposlenosti mladih, problemu koji jako muči moju domovinu Hrvatsku. Otkad sam postala zastupnica naglašavam kako će inzistiranje na mobilnosti možda dovesti do uljepšavanja statistike na razini EU-a, ali otvara cijeli niz drugih velikih problema.

Danas mladi iz Hrvatske lako odlaze za poslom u druge članice Unije. Bogatije članice dobivaju kvalificirane radnike, a Hrvatska bilježi nagli pad nezaposlenosti. Političari na obje strane zadovoljno trljaju ruke. Jedni jer uvoze dobre radnike koji se brzo i lako integriraju u društvo, a drugi jer se mogu pohvaliti lijepim statistikama. No samo rijetki izgleda razumiju da će Hrvatska i druge članice koje su u sličnoj situaciji vrlo brzo doći u strašne ekonomske i socijalne probleme koje će morati sanirati razvijenije članice. Nezaposlenost mladih treba rješavati na razini svake države članice zasebno, a ne seobom naroda iz slabije razvijenih u bogatije države članice.

  Ildikó Gáll-Pelcz (PPE). – Tisztelt Elnök Asszony, tisztelt Biztos Úr, tisztelt Tanács! Ötletek, tervek, beszédek, határozatok tömkelege... Most egy újabb tanácsülés következik, egy újabb beszédsorral. Csak remélni tudom, hogy ez a tanácsülés eredményes lesz, sokkal eredményesebb, mint eddig volt. Mindamellett gratulálni szeretnék a szlovák elnökségnek, akik kifejezetten jó munkát végeztek ebben a félévben, és megpróbálták mindazokat a kérdéseket megfelelően kezelni, amik a prioritásaink.

Mi mégis most a migrációról beszélünk. Két évvel azután, hogy elkezdődött ez az óriás migrációs nyomás. Két évvel azután, amikor egyes bizottsági tisztviselők még arról beszéltek, hogy nincs is szó migrációs nyomásról. Most van egy megállapodásunk, ami tele van kétségekkel. Egy olyan megállapodásunk, ami valójában egy munkának a kiszervezése. A problémát itt hagytuk magunkon, miközben a megoldást megpróbáljuk kívül megtalálni. És ez a megállapodás nagyon nehezen tartható. Tele van gonddal. A betarthatatlansága viszont oda vezethet, hogy a görög helyzet, a görög menekülthelyzet még tovább fog fokozódni, romlani fog ez a helyzet. Ezeket az embereket nem tudják visszaküldeni Törökországba, a menekültügyi hivatalok azt mondják, hogy Törökország nem biztonságos. Mi egy olyan országra szeretnénk bízni a megoldást, ami nem biztonságos. Itt a .... (az elnök megvonta a szót a képviselőtől)

  Birgit Sippel (S&D). – Frau Präsidentin! Außengrenzen kontrollieren! Da sind sich alle einig, das wird auch morgen im Rat wieder so sein. Aber geht es wirklich um Kontrolle oder eher darum, dicht zu machen? Bloß keinen Flüchtling mehr reinlassen. Denn tatsächlich: Kaum Bewegung bei legalen Wegen nach Europa, nur schleppende Verteilung von Flüchtlingen in alle Mitgliedstaaten, Beharren auf dem Dublin-System. Und dazu das ängstliche Festhalten an einem Deal mit der Türkei, einem Land, in dem massenhaft Richter, Journalisten und Lehrer entlassen oder eingesperrt werden, sowie Rückführungen auch in Länder wie Afghanistan. Zweifelhaft, auch deshalb, weil das Mitspracherecht des Parlaments bei Rückführungen und internationalen Abkommen trickreich unterlaufen wird.

Doch nur gemeinsam und basierend auf Demokratie und Rechtstaatlichkeit können wir große Herausforderungen nachhaltig gestalten. Morgen könnte der Rat sich darauf besinnen – fröhliche Weihnacht wage ich aber noch nicht zu wünschen.

  Mariya Gabriel (PPE). – Madame la Présidente, Monsieur le Commissaire, le dernier Conseil de 2016 est nécessairement celui du bilan de l’année et, éventuellement, celui du mi-mandat, à mon avis, positif. Mais c’est encore davantage celui des projections pour la prochaine année. Sur la migration, un travail remarquable a été accompli. Les bases d’une nouvelle approche holistique et de partenariats ont été posées. Ainsi, il me semble que la priorité pour 2017 doit être aussi le plan d’investissement extérieur pour le voisinage et l’Afrique, pour s’attaquer réellement aux racines des flux migratoires irréguliers et incontrôlés.

Deux remarques dans ce contexte: il est crucial que l’environnement économique soit amélioré pour que le plan fonctionne. Nos partenaires doivent mener les réformes nécessaires, comme le fait actuellement la Tunisie. Deuxièmement, sur le nouveau cadre de partenariat – il faut le rappeler –, on ne peut réussir qu’avec les pays qui montrent une volonté de travailler avec nous, y compris avec les accords de réadmission, et si les États membres utilisent effectivement la valeur ajoutée de l’Union.

Sur la sécurité, des progrès notables sont enregistrés: l’Agence de garde-frontières et de garde-côtes et un accord sur la directive antiterrorisme. Mais face aux menaces d’aujourd’hui, les dimensions intérieures et extérieures se confondent. Nous avons besoin de l’Europe de la défense. La Commission a fait des propositions, la balle est dans le camp des États membres pour transformer en actes des vœux maintes fois répétés.

Enfin, une remarque concernant l’Ukraine. Vous allez parler de l’accord d’association, mais parlons de visas. Il est grand temps qu’aujourd’hui, l’Union livre les visas pour les Ukrainiens. Les critères sont remplis.

  Pervenche Berès (S&D). – Madame la Présidente, Monsieur le Commissaire, il ne suffit pas de pleurer les morts à Alep, il faut armer le bras de négociation de l’Union européenne. Pour cela, manifestement, une défense lui fait défaut.

Je me félicite du fait que ce Conseil européen prenne à bras-le-corps la question de la défense. Il faudra être cohérent. Il n’y aura pas de défense sans davantage de dépenses. Les États membres devront prendre leurs responsabilités. Nous devons d’autant plus le faire qu’aux États-Unis, la victoire de M. Trump dit le désengagement que cet État va apporter à la sécurité des Européens. Nous serons face à notre responsabilité.

Mais, au cours de ce Conseil européen, la Commission doit agir pour que les chefs d’État et de gouvernement, tandis qu’ils attendent toujours l’article 50 de la part du Royaume—Uni, ne restent pas les bras ballants, alors qu’ils doivent penser le futur des citoyens de l’Union européenne. Pour cela, nous avons besoin que le président Juncker reprenne son bâton de pèlerin pour faire vivre le rapport des cinq présidents et achève enfin une union économique et monétaire soutenable.

  Luděk Niedermayer (PPE). – Madam President, the tragic events in Aleppo were described by many of my colleagues, but I want to say that they illustrate the very serious problem that we are facing. This is the problem of the inability to act even in such a dreadful situation. President Juncker has mentioned that we are working, and some of our work is delivering results, and I see some improvement in the area of economy and others. Initiatives such as EFSI or the European Solidarity Corps are very good ideas that will make life in our part of the world better, and we should we should keep going in this direction, but at the same time I firmly believe that the priority for the year to come is in other areas. This is the area of security and defence in a broader and more strategic sense. These are areas in which we need to act together as Europeans and also as responsible members of NATO. It’s not enough to have a good security system, good weapons and dedicated soldiers: we must know what we really want and have the courage to take the necessary actions. That is why I am calling for the representatives of the Member States in the Council to have more courage to formulate our foreign policy and to take responsibility to act. Otherwise, the dreadful events in Aleppo – the tragic stories we were hearing about yesterday – will simply not come to an end.

  Kati Piri (S&D). – Madam President, Turkey was hit again by an awful terrorist attack last weekend. This time it was in Istanbul. I would hereby like to express solidarity with the Turkish citizens, and especially with the families and friends of the victims. To fight against terrorism is our joint duty, and Turkey can count on our support.

The topic on the plate of the EU leaders is how to react to the internal developments in Turkey. When it comes to the European Parliament’s call to temporarily freeze the accession talks, I am glad to see that, for the first time, there seems to be a clear majority of Member States willing to give a political signal. The signal is that under the current circumstances, the EU’s approach can no longer be ‘business as usual’. Member States seem to be united along the position that no new chapter should be opened in the negotiation process. Although that doesn’t go as far as our call, it does indicate that EU leaders are finally taking the clear position of Parliament – the position of our citizens – seriously.

It is important that we send a joint signal from the European Union that Turkey must return to the path of democratic reform and respect for the rule of law. I hope that the 28 EU leaders will manage to come up with a unanimous statement. Talks on accession are now not credible, but that doesn’t mean that we should stop our dialogue with Turkey. This dialogue, however, cannot be limited solely to cooperation on migration. It cannot be limited only to the implementation of the EU-Turkey deal.

  Paulo Rangel (PPE). – Senhora Presidente, gostaria, essencialmente, de começar por chamar a atenção para que o próximo ano será um ano muito instável e incerto para a União Europeia. Portanto, é fundamental que o Conselho e a Comissão, mas em particular o Conselho, sejam capazes de manter algumas políticas estáveis que estavam já desenhadas.

A primeira tinha a ver com as fronteiras externas e com a Guarda Costeira e Externa, e aqui é preciso dar um impulso enorme, porque é evidente que vamos ter uma crise de refugiados maior, e aqui acompanho a minha colega Mariya Gabriel em toda a política de prevenção que temos de fazer no norte da África e, em particular também, no Médio Oriente. Este é um ponto.

Um segundo ponto que considero fundamental tem a ver com a questão económica, financeira e bancária da União. Acho que neste momento é fundamental completar a união bancária e, antes mesmo disto, é fundamental que os membros do Conselho e a Comissão, mesmo que fora do âmbito das suas competências, ainda que a título apenas de, digamos, atores políticos de primeiro relevo, contribuam para a estabilização financeira e bancária de toda a União. Porque se não fizermos isso, teremos um problema de tal ordem que todos os outros, que são muito mais aflitivos do ponto de vista humanitário e dos valores da União, estarão em risco.

Peço, portanto, toda a urgência para esta questão.

  Ana Gomes (S&D). – Senhora Presidente, Alepo jaz massacrada, Putin e Assad exultam. Incapaz de agir, que resta de credibilidade ao Conselho Europeu? A União Europeia falha porque falta. Na Ucrânia, agredida e ocupada pela Rússia, e na Síria, no Iraque, no Iémen, na Líbia, na Palestina, onde Estados-Membros não só não se coordenam, mas rivalizam a vender armas e outros sórdidos negócios com regimes que fazem guerras por procuração, instrumentalizando grupos terroristas, como o saudita, o catari, o turco – não sou exaustiva.

Não admira que Putin, Erdogan, em breve Trump, se afeiçoem a chantagear uma Europa em retrocesso intergovernamental anti-integração, a reboque de um governo alemão, sem estratégia, que pode querer apaziguar, mas de facto alimenta populismos xenófobos.

Do euro incompleto, que semeia divergência e desigualdade, à fiscalidade não harmonizada, que desvirtua o mercado interno e aproveita à corrupção e ao crime organizado, passando pela Fortaleza Europa, que entrega migrantes e refugiados a redes de traficantes e radicaliza os seus próprios jovens, dando recrutas à hidra terrorista: esta não é a União Europeia da paz, dos direitos humanos, da solidariedade e do progresso.

Esta Europa intergovernamental não nos protege nem nos defende: destrói-se, pondo em causa a nossa segurança e a segurança global.

  Othmar Karas (PPE). – Frau Präsidentin! Herr Kommissar! Meine Damen und Herren! Es fehlte uns auch in dieser Frage der morgen behandelten Themen nicht an Beschlüssen und nicht an Vorschlägen. Es fehlt uns einfach an politischem Willen! Noch immer blockieren Nationalismen, Populismen und die Abschottungspolitik die Umsetzung der Vereinbarungen. Und noch immer blockiert die Einstimmigkeit die notwendige europäische Einigkeit. Daher sage ich sehr deutlich: Vereinbaren Sie, was vorgeschlagen wurde und tun Sie, was beschlossen wurde.

Der Kampf gegen die Arbeitslosigkeit ist nicht nur eine Frage des Geldes, sondern hat vor allem strukturelle Ursachen. Diese sind eine Frage der Aus- und Weiterbildung, von Investitionen in nachhaltiges Wachstum und neue Arbeitsplätze, der Steuer- und Budgetpolitik. Es gilt auch hier, voneinander zu lernen und miteinander zu handeln, die Europäische Union von der Währungsunion zu einer Wirtschafts-, Sozial- und Investitionsunion weiterzuentwickeln.

Das Gleiche gilt für die Verteidigungspolitik. Ich begrüße den Aktionsplan, dass wir in der Forschung, in der Beschaffung, in der Finanzierung zusammenarbeiten. Wir haben aber ein eklatantes Umsetzungsdefizit. Wir haben in allen Ländern zu wenig Personal, zu wenig Geld, zu wenig Effizienz, und der Mangel an Zusammenarbeit kostet uns fünfundzwanzig bis hundert Milliarden Euro jährlich. Gehen wir doch diese Probleme an. Wir wissen, wie es zu tun und was zu tun ist. Tun wir es!

  Ramón Jáuregui Atondo (S&D). – Señora Presidenta, nos proponía el señor Juncker la posibilidad de que construyamos Europa con pequeñas historias del futuro. Historias del mañana, decía él en su intervención. Pongamos dos historias para los próximos años. La primera, la posibilidad de que la Unión Europea comunique a los ciudadanos que se establece un salario mínimo, por ejemplo, en torno al 60 % del salario medio de los países de la Unión Europea. Esa sería una noticia que realmente construiría Europa. Yo tengo la sensación de que Europa tiene que volver a conectar con la ciudadanía con señales positivas. Pongamos que hacemos esto, pongamos que establecemos un acuerdo sobre la posibilidad de un fondo de garantía de desempleo para los que llevan más de dos años en el paro.

Yo creo que Europa necesita de manera urgente señales de esas historias, señales de historias del mañana. Pero no necesita lo que yo llamaría discursos del pasado, sino proyectos de futuro.

  Arnaud Danjean (PPE). – Madame la Présidente, on ne peut qu’être satisfait que la défense soit au programme du Conseil de demain. Pour autant, permettez-moi de tempérer l’enthousiasme déclaratoire des derniers jours et de ce matin même, avec trois points très précis qu’il faut prendre en considération.

Premièrement, la défense était déjà au programme du Conseil de décembre 2013. Nous sommes en décembre 2016. Trois ans de perdus, parce que les conclusions de décembre 2013 ressemblent mot pour mot à celles qui vont être adoptées demain et on ne peut pas dire qu’on ait beaucoup progressé.

Deuxièmement, on nous parle beaucoup de coopération et de complémentarité avec le l’OTAN. Cela est évident, l’OTAN a un rôle primordial à jouer, mais je vous rappelle quand même qu’à partir du mois de janvier, à la table des décisions de l’OTAN, il y aura M. Trump et M. Erdoğan, et je ne suis pas certain que l’Europe doive faire dépendre sa défense de ces individus.

Troisièmement, l’industrie. Je salue l’engagement de la Commission visant à trouver des pistes de financement pour l’industrie de défense. Je rappelle toutefois que ce sont les États et exclusivement les États qui font marcher le marché de défense, parce que ce sont les seuls clients, et que, dès lors, il faudrait déjà que les États européens, quand les équipements européens existent, achètent européen.

Les autres puissances, y compris plus libérales que nous, achètent les productions de leur propre pays.

  Tonino Picula (S&D). – Gospođo predsjednice, ministri vanjskih poslova jučer prvi put nisu usvojili zajedničke zaključke. Oko odnosa Europske unije i Turske nema konsenzusa. Nema ga među zemljama članicama ni oko preraspodjele inicijalnih 60 000 izbjeglica. U međuvremenu svjedočimo humanitarnim katastrofama od Alepa do Mosula, zbog kojih će nove stotine tisuća ljudi morati pronaći novi dom.

Otvoreno je pitanje hoće li se budući odnosi Europske unije i Turske temeljiti isključivo na sigurnosnim aranžmanima ili poštivanju demokratskih standarda. Europska unija ne treba kompromitirati svoje standarde, ali mora više brinuti o vlastitim sigurnosnim mehanizmima. Trebamo ozbiljnu integraciju sigurnosne i obrambene politike. Nemogućnost Unije da građanima pruži sigurnost može ih trajno udaljiti od zajedničkih, a usmjeriti isključivo prema nacionalnim rješenjima.

Dobro je da su zapošljavanje mladih i revizija Strateškog fonda za ulaganje uvršteni na agendu, osobito nakon povećanja iznosa za Garanciju za mlade u sljedećem proračunu, ali fond će biti uspješan projekt samo ako će više poštovati ravnomjerniju geografsku rasprostranjenost i opće ekonomske prilike u državama.

  Dubravka Šuica (PPE). – Gospođo predsjednice, dobro je da su sutra na dnevnom redu Vijeća i migracije i sigurnost i gospodarski rast i nezaposlenost mladih i socijalna Europa. Međutim, točno je da je na današnji dan u ovom trenutku Europska unija odsutna. Međunarodna zajednica pala je na ispitu u Siriji. Stotine tisuća civila, žena, djece u ovom trenutku prolaze pakao. Toga moramo biti svjesni, a sutra je sastanak Vijeća.

Da, moramo osigurati da humanitarna pomoć sigurno stiže do onih kojima je potrebna na terenu. Moramo jasno reći da je situacija u Alepu uzrokovana ruskim bombardiranjem žena i djece. Dakle, slažem se s našim Manfredom Weberom, treba Rusiji produžiti sankcije. Ovo je politika solidarnosti sa žrtvama u Istanbulu. Kada govorimo o turskoj politici, onda je to nešto drugo. Onda ne podržavamo onaj režim koji Erdoğan nastoji nametnuti u Turskoj.

A kad je Europska unija u pitanju, želim jasno reći da je dobro da naša dva velika bloka surađuju. Time smo osigurali da nema unutarstranačkih ili stranačkih nadmetanja. Vrlo je važno da zadržimo ovdje mainstream, važno je da ne damo prostora niti populistima niti ekstremistima, i mislim da je to naš osnovni zadatak ovdje u Europskom parlamentu.

  Cécile Kashetu Kyenge (S&D). – Signora Presidente, onorevoli colleghi, non mi sento di condividere l'ottimismo del Presidente del Consiglio e della Commissione sull'esito del prossimo Consiglio europeo, né tantomeno felicitarmi per i risultati raggiunti sulla redistribuzione dei migranti sul suolo europeo, né su come l'accordo UE-Turchia sia stato implementato.

Ricordo che i magri risultati raggiunti sinora sulle questioni migratorie sono stati possibili grazie al ruolo di colegislatore del Parlamento europeo, ruolo che difenderemo di fronte ad ogni tentativo di accordo sottobanco. La voce del Parlamento non può restare inascoltata, la risoluzione di quest'Aula sull'approccio olistico al fenomeno migratorio deve essere la base di discussione per una gestione sostenibile del fenomeno migratorio. La solidarietà è un principio cardine del nostro ordinamento e non un meccanismo da far scattare quando uno Stato membro è sopraffatto. La solidarietà non può mai essere flessibile.

Infine, Aleppo. Basta proclami, ci aspettiamo una condanna unanime, a cui deve seguire una soluzione politica definitiva ai massacri in corso e una strategia di ricostruzione.

  Mercedes Bresso (S&D). – Signora Presidente, onorevoli colleghi, è importante che questo Parlamento dia un messaggio chiaro ai capi di Stato e di governo. I cittadini ci chiedono risposte concrete e subito.

Mi vorrei concentrare sul tema degli investimenti, in particolare sul FEIS che verrà discusso domani. Da troppi anni l'Europa aspetta una ripresa degna di questo nome ed è proprio la carenza di investimenti uno dei freni principali al suo realizzarsi. Il piano Juncker ammette implicitamente che in un mondo globale in cui tutti i principali attori sostengono le proprie economie anche l'Unione europea lo deve fare, anche se le cifre in campo non sono sufficienti a garantire il flusso di investimenti necessari a rendere forte e competitiva l'Unione europea.

Il FEIS ha rappresentato un ottimo investimento che ha portato alcuni benefici sui territori. Occorre insistere, aumentare i fondi a disposizione e andare a correggere quegli aspetti che non hanno funzionato. Due punti fondamentali: la copertura geografica, che deve essere ampliata, la sinergia e il coordinamento con i fondi strutturali.

  Henna Virkkunen (PPE). – Arvoisa puhemies, Euroopan unionin huippukokouksessa on kyllä nyt vakavan keskustelun paikka. Aivan kuten täällä on tuotu esiin, aivan liian usein kuukaudesta toiseen samat asiat pyörivät esityslistalla mutta kunnon ratkaisuja ei saada aikaan, ja kun päätökset on tehty, ne on myös toimeenpantava. Tämä syö nyt koko Euroopan unionin uskottavuutta, ellei jo tehtyjä päätöksiä aleta toimeenpanna tehokkaammin. Tällä viittaan erityisesti maahanmuuttokriisiin. Toinen tärkeä keskustelunaihe on ylipäätään Euroopan unionin arvot. Meidän on uskallettava puolustaa Euroopan unionin arvoja – sananvapautta, ihmisoikeuksia, oikeusvaltioperiaatetta – sekä EU:n sisällä että ulkopuolella. Tällä viittaan erityisesti Turkin kanssa käytäviin EU-jäsenyysneuvotteluihin, jotka tulisi tässä tilanteessa nyt jäädyttää, kunnes Turkki valitsee sen tien, jolle se aikoo suuntautua.

Kaikkein kiireellisin asia tällä viikolla on ilman muuta kuitenkin Syyrian ja Aleppon tilanne, joka on todella katastrofaalinen. Tässä tarvitaan Euroopan unionin yhteisiä toimia nopeasti.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, la questione delle migrazioni resta il centro della discussione del Consiglio europeo. I leader europei dovrebbero rivalutare attentamente l'attuazione dell'accordo UE-Turchia che, mi sembra, ha fallito come misura preventiva, considerato il numero di morti nel Mediterraneo che è tornato ad essere il canale principale per raggiungere l'Europa.

Penso che sia anche necessario valutare i progressi compiuti sui patti firmati con i paesi africani. Va affrontato il tema del rafforzamento della cooperazione dell'Unione europea nel campo della sicurezza esterna e della difesa. È essenziale accelerare la creazione di un fondo europeo per la difesa e l'attuazione del piano europeo di azione per la difesa. I leader devono affrontare il problema urgente della disoccupazione giovanile, mettendo in campo misure per migliorare l'attuazione della Garanzia giovani e sviluppare la mobilità degli stessi.

Auspico, infine, che l'Unione europea condanni senza mezzi termini i bombardamenti indiscriminati su Aleppo. L'impunità per tali crimini non può essere più tollerata e i leader europei devono agire prontamente.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, ο κύριος Juncker και ο κύριος Korčok στην έναρξη της συζήτησης δήλωσαν ικανοποιημένοι για την κατάσταση του προσφυγικού σε σχέση με την Ελλάδα. Φαίνεται λοιπόν ότι δεν έχουν ιδέα τι συμβαίνει, διότι αυτή τη στιγμή στα νησιά έχουν εγκλωβιστεί 16.500 τουλάχιστον πρόσφυγες και παράνομοι μετανάστες. Οι θέσεις φιλοξενίας εκεί είναι μόνο 7.500, και το ξέρει πολύ καλά ο κύριος Αβραμόπουλος. Λόγω της κατάστασης αυτής υπάρχουν συγκρούσεις μεταξύ των προσφύγων. Καίνε τα hot spot. Ταυτόχρονα οι κάτοικοι στη Χίο, στη Λέσβο, στη Σάμο δεν αντέχουν άλλο. Η κοινωνική τους γαλήνη έχει διαταραχθεί, ο τουρισμός έχει διαλυθεί, η ζωή τους έχει αναστατωθεί. Δεν μπορεί να συνεχιστεί αυτή η κατάσταση. Πρέπει να υπάρξουνε άμεσα μετεγκαταστάσεις από την Ελλάδα.

Δεύτερον, δεν μπορεί κύριε Αβραμόπουλε να αρχίσουν με το Δουβλίνο ΙΙΙ επιστροφές όσων έχουν φύγει και έχουν πάει στις χώρες του σκληρού πυρήνα. Τέλος, πρέπει να υπάρξει διακοπή των ενταξιακών διαπραγματεύσεων με την Τουρκία.

  Γεώργιος Επιτήδειος ( NI). – Κυρία Πρόεδρε, αύριο για μια ακόμη φορά θα συνεδριάσει το Ευρωπαϊκό Συμβούλιο, για να συζητήσει τα ίδια πάλι θέματα. Θα ληφθούν όμως κάποιες αποφάσεις οι οποίες θα προωθήσουν την επίλυση των σοβαρών προβλημάτων που αντιμετωπίζει η Ευρωπαϊκή Ένωση; Θα αποφασιστεί παραδείγματος χάριν να διακοπούν οι ενταξιακές διαπραγματεύσεις με την Τουρκία, ούτως ώστε να πάψει ο κύριος Ερντογάν να απειλεί και να εκβιάζει την Ευρώπη με τους παράνομους μετανάστες, να παραβιάζει τα ανθρώπινα δικαιώματα στη χώρα του και να αρνείται να αναγνωρίσει την Κυπριακή Δημοκρατία; Θα ληφθεί κάποια απόφαση για την αντιμετώπιση της ανεργίας των νέων, που στην Ελλάδα έχει φτάσει στο αστρονομικό ποσοστό του 67%; Οι νέοι δεν θέλουν μόνο επιμόρφωση και διδασκαλίες· θέλουν εργασία, για να μπορέσουν να αναδείξουν τα προσόντα και τις δεξιότητές τους. Οι Ευρωπαίοι ηγέτες θα συζητήσουν πάλι αύριο για την άνευ λόγου ανάγκη αυξήσεως των στρατιωτικών δυνατοτήτων της Ευρωπαϊκής Ενώσεως και οικονομικά θέματα, αλλά εκεί δεν ξέρω αν θα συζητήσουν τη μείωση του παράνομου και καταχρηστικού χρέους που έχουν επιβάλει στην Ελλάδα ή θα λένε μεγαλοστομίες για αλληλεγγύη και συνεργασία.

  Michaela Šojdrová (PPE). – Vážený pane státní tajemníku, vážený pane komisaři, já osobně hodnotím slovenské předsednictví pozitivně. Hodnotím pozitivně koncept efektivní solidarity při řešení migrační krize. Také souhlasím s duálním režimem pro vysílané pracovníky, který byl navržen při jednáních o revizi směrnice o vysílaných pracovnících.

Myslím však, že bychom měli být více sebekritičtí, pokud se týká celkových výsledků Evropské unie. Ani Evropská komise, ani Evropský parlament, ani jeho předsedové neudělali dost pro to, abychom přesvědčili britské voliče o setrvání v Evropské unii. Já to chápu jako naše selhání, které musí vést k větší pokoře a k zamyšlení nad skutečnými prioritami, a o těch by měla jednat následně Evropská rada. V jejím programu však nevidím jasnou reakci na ukončení bombardování Aleppa a utrpení civilního obyvatelstva. V čím zájmu bombardují ruské bombardéry Aleppo? Jak ukončíme utrpení civilistů? Na to by měla Evropská rada odpovědět.

  Κώστας Μαυρίδης ( S&D). – Κυρία Πρόεδρε, σε αυτό το προσχέδιο δηλώσεων του Συμβουλίου, στην παράγραφο 23, καταγράφεται το ενδιαφέρον για την προεργασία της Επιτροπής για αναβάθμιση των εμπορικών σχέσεων μέσω της τελωνειακής ένωσης μεταξύ Ευρωπαϊκής Ένωσης και Τουρκίας. Το διάβασα δύο φορές: «αναβάθμιση των εμπορικών σχέσεων». Είναι απίστευτο! Κάθε πολίτης στην Ευρωπαϊκή Ένωση αξιολογεί το καθεστώς Ερντογάν ως ένα απολυταρχικό καθεστώς –ως έχει– εκτός από την ηγεσία της Ευρωπαϊκής Ένωσης, η οποία σιωπά. Και μετά διερωτώμαστε πώς διογκώνεται ο ευρωσκεπτικισμός!

Συνεχίζω με την παράγραφο 25, όπου εκεί γίνεται αναφορά στο ότι τα μέτρα που λήφθηκαν το 2016 είναι επαρκή για την Τουρκία. Τελειώνω με δύο ερωτήματα: Πώς θα βρεθεί λύση στο Κυπριακό με βάση τις αρχές της Ευρωπαϊκής Ένωσης, όταν υπάρχουν κατοχικά στρατεύματα, όταν θα εγγυάται τη λύση το καθεστώς...

  Seán Kelly (PPE). – Madam President, while it is understandable that much of the debate today was taken up with the unfortunate situation in Aleppo, and also the unacceptable developments in Turkey, at the same time it is important that we focus on what citizens in Europe want at this particular time in relation to their own lives, and that is jobs and growth.

I welcome especially the success thus far of EFSI. I had the privilege of hosting a conference in Dublin last Friday, where Mr Cassoni from the Commission and the EIB Vice-President also came and spoke, and they are setting up an office in Dublin. This will help SMEs to benefit from financing, which will help them to grow and create jobs. We need that right across the European Union, because the European Union will stand or fall on the basis of what citizens think and how it affects their own lives.

  Jean-Paul Denanot (S&D). – Madame la Présidente, effectivement, la situation en Turquie est extrêmement préoccupante, et le Parlement européen, par sa résolution, a fait, me semble-t-il, la bonne proposition de suspension du processus d’adhésion.

La rupture totale des négociations rejetterait cet État stratégique vers d’autres partenaires orientaux, ce qui compliquerait encore un peu plus la situation au Moyen-Orient.

Cette résolution, vous le savez, a provoqué la fureur du président Erdoğan, qui a menacé de rompre l’accord sur les migrants, preuve que nous avons touché au cœur, d’ailleurs.

L’Union ne doit pas céder à ce type de menace et doit avancer sur les questions de l’accueil des migrants sans avoir à céder aux injonctions de M. Erdoğan.

Maintenant, c’est à la Commission de parler fort, mais aussi au Conseil, avec l’appui du Parlement européen, et d’exiger que les libertés individuelles en Turquie soient protégées et que cessent les massacres du peuple kurde.

Tout à l’heure, je recevais des lycéens, qui s’interrogent sur la situation en Turquie et qui se demandent quelle est la capacité d’action de l’Union européenne. C’est une question que je me dois de relayer ici devant le Parlement.

  Μαρία Σπυράκη ( PPE). – Κυρία Πρόεδρε, αύριο οι ηγέτες συζητούν την επέκταση του επενδυτικού σχεδίου Juncker, κύριε Επίτροπε Αβραμόπουλε, το οποίο πράγματι έχει θεαματικά αποτελέσματα σε αριθμούς. Όμως σε χώρες όπως η κοινή μας πατρίδα, η Ελλάδα, αυτή η επιτυχία δεν αποτυπώνεται στην πραγματική οικονομία. Από τα 154 δισεκατομμύρια που μόχλευσε το FC τα 1,9 μοχλεύονται στην Ελλάδα και περισσότερα από 1 δισεκατομμύριο αντιστοιχούν σε μικρές και μεσαίες επιχειρήσεις. Όμως οι μικρομεσαίες επιχειρήσεις δεν έχουν τη δυνατότητα της χρηματοδότησης, μιας χρηματοδότησης που δεν μπορεί, φαίνεται, να γίνεται πια μέσω τραπεζών και είναι μεγάλη ανάγκη, επείγει, να ενθαρρύνουμε τις χρηματοδοτικές πλατφόρμες, ακόμη και έξω από το υπάρχον τραπεζικό σύστημα. Πίσω από κάθε αριθμό, όπως είπε πριν από λίγο ο Πρόεδρος Juncker, κρύβεται ένας άνθρωπος. Το 46,5% των νέων Ελλήνων είναι άνεργοι. Είναι η ώρα να δράσουμε. Να χρησιμοποιήσουμε το επενδυτικό σχέδιο Juncker, ώστε να έχει απόδοση στην καθημερινότητα των Ελλήνων.

  Dimitris Avramopoulos, Member of the Commission. – Madam President, the Commission has been working on a very clear strategy since the beginning. This strategy was not just theory, but had focused on specific delivery. For this strategy to succeed, all actors need to play their part, in particular the Member States. The support of this House has been more than helpful. When everyone takes up their responsibilities, we have tangible results. One example, which has been mentioned on many occasions, is the European Border and Coast Guard. Tomorrow, the European Council will give further meaning to and guidance on the European Defence Action Plan.

The European Council will also address two foreign policy issues. First, it must ensure that the EU—Ukraine Association Agreement is concluded. This is a matter of geopolitical responsibility. It is time to complete the work of this Chamber and the Ukraine’s Rada when they simultaneously ratified the agreement. I would also like to congratulate the Parliament for having completed negotiations on the visa suspension mechanism. Visa-free status must now be granted to Ukrainian and Georgian citizens as quickly as possible. This is of major importance for the citizens of these countries and will be mutually beneficial for Europe and the region.

The European Council will also discuss the war in Syria. As has been said here, the situation in Aleppo is grave. There are reports of slaughter and children trapped under collapsed buildings. I call on the warring parties to see through the fog of war at least for a moment – at least long enough to recall their humanity – and to allow civilians, women and children to leave that great city in safety.

One of our next goals is to finalise the reform of the asylum package. I will come back to some of these issues later this afternoon, but I would like to say some words about Turkey. We shall come back to Turkey later. However, I want to express in this Chamber our condolences for the terrible and horrendous terrorist attacks. This again shows that we have common challenges and proves that dialogue needs to continue in all fields for the benefit of both the European Union and Turkey. The EU-Turkey statement is working and giving tangible results. We are committed to continue implementing it.

On Dublin II, I must be very clear, because I think there has been a misinterpretation. The Commission did not decide to send refugees or migrants back to Greece. What we recommended to Member States was a gradual return to the application of the rules with the necessary safeguards for the best interests of these people, but also for Greece, which is under exceptional pressure. Greece’s progress, despite the exceptional situation, has been recognised by the fact that we have proposed a gradual resumption as of mid—March 2017. This means only migrants who enter Europe through Greece after that date and might try to move irregularly towards other Member States. But even then it will concern certain categories and will presuppose individual guarantees for the transfer of each migrant, which Greece should be in position to provide. It goes without saying that the Commission will constantly monitor the situation and update its recommendation if necessary. Ideally, if everyone plays their role, the implementation of the EU—Turkey segment should be accelerated, the relocation should be stabilised in larger numbers, and no migrant – or very few – should move irregularly on his own. Yes, the revision of the Dublin rules, based on a fair distribution mechanism, is the priority of this Commission, as it is for you in Parliament.

I have listened to everything you have said. What is important is that right now, at a time of crisis and divisions, this House leads the way towards more unity and common European responses to common challenges. Our responsibility is huge: not to allow populism and nationalism to destroy what we have built – not only for the sake of our past, our history, but for the sake of our future, our common future.

  Ivan Korčok, President-in-Office of the Council. – Madam President, actually I do not know whether it makes sense to share with you the concluding remarks on behalf of the Council, because if I look around, the Members are obviously engaged in other activities; but I will be very short.

First on Brexit and the role of the EU institutions in negotiations once the United Kingdom has invoked Article 50. President Schulz will have an opportunity to raise this issue tomorrow when he meets with the members of the European Council. I am hopeful – let me stress this; this is extraordinary – that the European Parliament will want to ensure its involvement in this matter in negotiations which fully correspond with the Treaty provisions.

I have three additional points of substance that I would like to make on behalf of our Presidency on the issues that have been mentioned.

Okay, I will try once more. Firstly, TDI was mentioned and one of the honourable Members has referred to a blockade which allegedly exists in the Council on TDI. We are working hard until the end of our Presidency, and tomorrow morning – after many years of problems reaching an agreement on it – the Council has agreed on TDIs. Now we are ready to start negotiations with the Parliament. This is important.

Secondly, EFSI was also mentioned. On this, the Council agreed a general approach on 6 December and is ready to start negotiations and trilogues with the European Parliament, while we take note that the Parliament has postponed this until May 2017.

Lastly, the Youth Employment Initiative is an extremely important area and the subject of deliberations tomorrow in the European Council. I would like to recall that the Slovak Presidency was dealing with this issue within negotiations on the revision of Multi-annual Financial Framework. I would like to recall that the Council is proposing to allocate an additional EUR 1.2 billion for the Youth Employment Initiative until the end of 2020. This, by the way, is 20% more than the original proposal of the Commission.

Those were the points of substance, and I would like to thank you for your attention.

  Tamás Deutsch (PPE), írásban. – A december 15-i és 16-i Európai Tanács ülésének napirendjén több olyan égető fontosságú témakör szerepel, melyek minél előbbi megoldást igényelnek. Az egyik ilyen kérdés a bevándorlás, melynek rendezése napról napra sürgetőbb, hiszen minden héten bevándorlók tízezrei érkeznek Európába a jobb élet reményében. Nem felelősségteljes kijelenteni, hogy minden bevándorlónak segítünk, amikor az uniós állampolgárok körében is magas a munkanélküliség, és az emberek egy jelentős része megélhetési gondokkal küzd.

Mindenekelőtt az elvándorlás okait kell megakadályozni, és ehhez nélkülözhetetlen a harmadik országokkal, különösen az afrikai államokkal való partnerség erősítése. Biztosítani kell az emberek alapvető szükségleteit, és szülőföldjükön kell perspektívát kínálni számukra a jövőre vonatkozóan. Ezzel egyidejűleg kulcsfontosságú az Unió külső határainak megerősítése, melynek szükségességét az elmúlt hónapok tragikus terrorcselekményei kapcsán feltárt ellenőrzésbeli hiányosságok is igazolták. Az uniós állampolgárok joggal várják el a biztonságot, és ehhez az illegális bevándorlás és a terrorizmus elleni küzdelem erősítésére van szükség. A migrációs válság kezelése során az Unió nem tévesztheti szem elől saját állampolgárainak védelmét, saját tagállamainak fejlesztését. A kohéziós és agrárforrások nem csökkenhetnek a migrációs krízis kezelésére szolgáló források meghatározásakor.

  João Ferreira (GUE/NGL), por escrito. – Agravam-se as muito precárias e degradantes condições de detenção de refugiados e migrantes na União Europeia, onde milhares de seres humanos são deixados à mercê do rigoroso inverno e das intempéries.

É a própria Agência dos Direitos Fundamentais a apontar as grosseiras violações de direitos humanos em solo europeu. Estas são consequências do criminoso acordo UE—Turquia e da política de externalização de fronteiras. Só este ano contabilizam-se 4715 mortes no Mediterrâneo, o maior número de sempre.

Ao mesmo tempo, está em curso uma revisão da legislação da UE que aprofundará ainda mais o carácter racista, xenófobo e securitário das suas políticas de migração, harmonizando e baixando os padrões da resposta, restringindo o acesso, períodos e direitos de asilo.

Pretendem integrar em legislação as medidas criminosas do referido acordo, em contradição com o direito internacional. Na prática, querem pôr fim ao direito de asilo na UE. Tudo isto, ao mesmo tempo que se aprofunda a escalada securitária e militarista. O aumento dos orçamentos “de defesa” dos Estados-Membros até 2% do PIB, o aumento do financiamento da indústria e investigação militar, a afirmação da UE como o pilar militar europeu da NATO e as intenções de criar o dito Exército Europeu, são apenas alguns exemplos. A UE é desumana e perigosa.

  Sergio Gutiérrez Prieto (S&D), por escrito. – Pido al Consejo que para el año que viene se comprometa con una revisión al alza del marco financiero plurianual. También exijo que se avance hacia un seguro europeo de desempleo, el aumento de los salarios mínimos y la protección de los trabajadores desplazados. Además, si necesitamos inversión no podemos aceptar el freno que ha dado el Eurogrupo a la propuesta de 50 000 millones adicionales. Seamos coherentes entre el diagnóstico y las terapias que aplicamos ante los problemas. En cuanto a la situación en Siria, no me olvido de Alepo. Hay que conseguir el acceso humanitario de alimentos y medicinas así como trabajar políticamente para resolver un conflicto con la presencia de la Unión. Y no solo en Alepo. También en Grecia. La situación de los refugiados allí es inhumana. Necesitamos trasladar a los refugiados a sitios seguros, garantizando su dignidad y sus derechos.

  Krystyna Łybacka (S&D), na piśmie. – W kontekście zbliżającego się posiedzenia Rady zwracam uwagę na trzy kwestie: Europejski Fundusz Inwestycji Strategicznych, inicjatywy dla młodzieży oraz sytuacja w Syrii. Odnośnie przedłużenia okresu obowiązywania Europejskiego Funduszu na rzecz Inwestycji Strategicznych w pełni zgadzam się, że instrument ten jest ważny w kontekście pobudzenia wzrostu gospodarczego w Unii oraz konkurencyjności. Niemniej jednak jeden z jego głównych celów – tj. wsparcie wysokiej jakości edukacji niezbędnej dla stymulowania wzrostu gospodarczego – nie jest realizowany. Wspieranie edukacji to najlepsza inwestycja na rzecz zatrudnienia i wzrostu gospodarczego. Dlatego koniecznie potrzebujemy projektów ukierunkowanych na podniesienie jakości edukacji i na zapewnienie dostępu do niej wszystkim grupom społecznym.

W zakresie inicjatyw dla młodzieży apeluję o większe wsparcie finansowe dla Erasmusa+, flagowego unijnego programu w zakresie mobilności, w celu zagwarantowania jego dalszego powodzenia oraz wartości dodanej.

Wreszcie sytuacja w Syrii – rosnąca liczba ofiar w Aleppo jest przerażająca. Dlatego apeluję do ministrów o pilne podjęcie działań w celu zapewnienia niezbędnej pomocy humanitarnej dla Syryjczyków oraz o intensyfikację działań na rzecz zakończenia tej okrutnej wojny, która pochłonęła już co najmniej tysiące ofiar.

  Csaba Molnár (S&D), írásban. – Tisztelt Elnök Úr! A 2014-ben útjára indított, Juncker-tervként elhíresült uniós beruházási alap óriási sikernek bizonyult Európa nagy részében. A legtöbb tagállamban milliárdokat mozgósított a beruházási terv, amelynek végén biztonságosabb és hatékonyabb lett az energiaszolgáltatás, gyorsabb lett az internet, kevesebb lett a kátyú az úton, jobb lett az európai állampolgárok élete.

A Juncker-tervből azok az államok kapták a legtöbb pénzt, akik meg tudták győzni a forrásokat osztó európai befektetési bankot országuk versenyképességéről. A tagállamok versenyt futottak a beruházásokért, de nem minden tagállam volt sajnos azonban képes olyan versenyképes ötleteket felsorakoztatni, amelyek megértek volna uniós milliárdokat. Magyarországon és Cipruson például alig fektettek be a terv keretében. Míg Magyarországon csak 17 millió eurót, addig a többi 27 tagállamban 160 milliárd eurót mozgósítottak kockázatos projektekre uniós kezességvállalás mellett. Ez sajnos jól mutatja, hogy hol áll Magyarország az uniós nemzetek versenyképességi rangsorában. Ha a kormányok tesznek erőfeszítést, jó javaslatok tesznek, a Juncker-tervből olyan projektek valósulnak meg, amelyek javítják állampolgáraik életét. Ehhez persze az kell, hogy a tagállami kormányok saját állampolgáraik érdekét képviseljék, ne pedig saját magukkal legyenek elfoglalva.

  Bogdan Andrzej Zdrojewski (PPE), na piśmie. – Program szczytu Rady Europejskiej zawiera wszystkie istotne tematy: sytuacja w Syrii, w tym zaangażowanie Rosji, umowa z Turcją, wspólna polityka migracyjna, a także inicjatywy na rzecz zwiększenia zatrudnienia wśród młodych Europejczyków. Chciałbym podkreślić wagę dwóch z tych tematów.

Na poparcie zasługuje zestaw konkretnych propozycji wdrażających postanowienia wspólnej deklaracji UE-NATO podpisanej podczas szczytu w Warszawie, wśród których znajdują się wspólne działania na rzecz zwalczania zagrożeń hybrydowych, przekazywanie informacji krytycznych między NATO i instytucjami UE czy integracja procedur mających na celu zwalczanie zagrożeń cybernetycznych. Współpraca z NATO, które stanowi nadal podstawę naszej obronności, jest kluczowa dla zapewnienia bezpieczeństwa, i mam nadzieję, że w końcu doczekamy się jej wymiernych efektów.

Drugim – kluczowym z punktu widzenia bezpieczeństwa – dyskutowanym elementem będzie europejski plan działań w sektorze obrony zaproponowany przez Komisję Europejską. Przewiduje on trzy działania: utworzenie Europejskiego Funduszu Obronnego mającego wspierać szczególnie badania i rozwój technologii obronnych, ułatwienie inwestycji w sektor obronny oraz wzmocnienie jednolitego rynku obronnego. To dobre propozycje, gdyż w perspektywie średnio- i długoterminowej pomogą nam efektywniej wykorzystywać fundusze, które obecnie nie zwiększają w wystarczający sposób naszego bezpieczeństwa. Czas na konkretne działania.
