  Presidente. – Il progetto definitivo di ordine del giorno fissato dalla Conferenza dei presidenti il 12 gennaio a norma dell'articolo 149 è stato distribuito.

A seguito di consultazioni con i gruppi politici desidero sottoporre all'Aula le seguenti proposte di modifiche al progetto di ordine del giorno definitivo: mercoledì, le dichiarazioni del Consiglio e della Commissione sullo scambio di informazioni in materia di applicazione della legge dell'Unione europea e sostituzione degli strumenti pre-Lisbona saranno rinviate alla tornata di febbraio II. Questo punto verrà sostituito dalle dichiarazioni del Consiglio e della Commissione sull'aiuto d'emergenza per i rifugiati e i migranti che affrontano condizioni climatiche avverse nei campi profughi europei e verrà spostato da giovedì mattina.

Vi sono obiezioni? Le modifiche sono così approvate.

Ho inoltre ricevuto la seguente richiesta per mercoledì, il gruppo Verts/ALE ha chiesto che il voto sul regolamento delegato della Commissione che modifica il regolamento delegato (UE) 2016/1675 della Commissione che integra la direttiva (UE) 2015/849 individuando i paesi terzi ad alto rischio con carenze strategiche sia spostato da giovedì a mercoledì.

Do la parola all'onorevole Sargentini per presentare la richiesta del gruppo Verts/ALE.

  Judith Sargentini (Verts/ALE). – Mr President, indeed as co-rapporteur on the motion for a resolution on Commission Delegated Regulation amending Commission Delegated Regulation 216/1675 supplementing Directive 215/849 by identifying high—risk third countries with strategic deficiency, I request to expedite the vote from tomorrow to today. This vote needs an absolute majority to be valid. This Parliament should take our right to decide on delegated acts seriously. Before we were mere bystanders. We know that attendance for the vote is better on Wednesday than on Thursday, and actually I think we should take all our delegated act votes on Tuesday or Wednesday. So let us demonstrate today that we mean business and take this vote today.

  Krišjānis Kariņš (PPE). – Mr President, with all due respect to Ms Sargentini, yesterday and today within our Groups we have been debating the votes on who will be President of Parliament, and today we are still in the process of voting on who will be the Vice—Presidents, and then in the evening on the Quaestors. In our Groups, we always have a discussion in the evening before a vote on how the Groups will vote. This is not only an important issue, but also a rather technical one, because certainly within the EPP we have had no discussion within the Group on this issue. We would normally have it on a Wednesday evening – that is, this evening. I propose that we stick with the original agenda, we vote tomorrow as planned, and we discuss it properly, as it should be.

  Fabio De Masi (GUE/NGL). – Mr President, I would like to speak in favour of the request by Ms Sargentini, if that is possible.

Die Linksfraktion hatte beantragt, die schwarze Geldwäscheliste der EU-Kommission abzulehnen, denn auf der Liste der EU-Kommission fehlen etliche Länder wie etwa Panama oder die Bahamas. Die EU-Kommission hat die völlig unzureichenden Empfehlungen der Financial Action Task Force einfach übernommen. Sie ist aber laut Antigeldwäscherichtlinie verpflichtet, eine eigene Analyse vorzunehmen. Der Wirtschaftsausschuss und der Innenausschuss haben daher diese Liste abgelehnt. Wir hoffen, dass die Mehrheit des Plenums dieser Empfehlung folgt, und möchten den Antrag unterstützen, den Tagesordnungspunkt vorzuziehen, damit mehr Abgeordnete anwesend sind.

  Presidente. – Grazie onorevole De Masi, come Lei sa, il nuovo regolamento non prevede che ci siano più oratori in caso di proposta di cambiamento, ma siccome si avvia il nuovo regolamento, da questa settimana ho preferito lasciarle la parola, in base al vecchio regolamento, poiché credo che sia giusto fare così, essere flessibili. La ringrazio quindi per il Suo intervento.

Pongo ora in votazione la richiesta del gruppo Verts/ALE di spostare la discussione sul regolamento da giovedì a mercoledì. Quindi chi vota a favore, vota a favore dello spostamento di questa discussione da giovedì a mercoledì, chi vota contro, vota per mantenere l'ordine del giorno così com'è.

Chi è a favore della proposta del gruppo Verts/ALE? Chi è contro? Mi pare respinta, comunque se volete fare un check, facciamo un check. La votazione è aperta.

  Ska Keller (Verts/ALE). – Mr President, I am sorry, but we had actually tabled another request for the Wednesday plenary session: we had requested that Mr Juncker – who is already here – would join us today in the plenary debate on the situation of refugees. That will happen tonight, and we had tabled a request for that. I hope the Groups can support us, and that Mr Juncker can support us, because I think it is a disaster that we have people freezing to death in the European Union of today, and that is why I would like to ask for your support in inviting Mr Juncker to that debate.

  Presidente. – Non serve votare su questo argomento, quindi è una richiesta che non modifica l'ordine del giorno.

  Pervenche Berès (S&D). – Monsieur le Président, je souhaite simplement vous signaler qu’une erreur technique s’est produite au moment du vote. Lorsque vous avez vérifié le vote de demain ou d’aujourd’hui du point à l’ordre du jour, le tableau d’affichage ne s’est pas correctement inscrit sur les écrans. Nous n’avons vu que le résultat chiffré et non pas l’image de l’hémicycle.

  Presidente. – La proposta era chiaramente respinta per, mi pare, 30 voti di differenza, quindi sul mio monitor è apparso molto chiaro. Mi dispiace che non sia stato verificato, lo faccio verificare immediatamente dai servizi in modo che, anche se dovesse servire per la prossima votazione, ci sia la possibilità per tutti quanti i parlamentari di leggere sullo schermo, se i servizi possono provvedere.
