  Urmas Paet, rapporteur. – Mr President, the geopolitical importance of the Arctic is growing. The climate change effects and growing competition for access to the Arctic natural resources and increasing economic activities have brought opportunities but also risks to the region. This also includes challenges to security. The Arctic has long been an area of constructive international cooperation and it has remained a low-tension cooperative regional order in the world. We want to keep it that way. We need to keep the Arctic a low-tension area. There is a need to avoid the militarisation of the Arctic.

The EU has a long-standing engagement in the Arctic. Three EU Member States are full members of the Arctic Council and seven others are observers. Considering that the EU is the world’s leading funder in the Arctic, it should finally be able to become an observer as well.

All of the EU Arctic Member States, as well as some other states, have their own national Arctic strategies, which include a security dimension, but the EU does not have such a strategy. Our report foresees the need for a more coherent EU internal and external policy, an Arctic strategy and a concrete action plan on the EU’s engagement in the Arctic taking into account all the aspects. That includes the foreign and security dimension.

The geopolitical developments in the Arctic region affect the security situation in northern Europe and globally. Cooperation in the Arctic has been good between countries, but we cannot bury our heads in the sand. We need to acknowledge the increased activities of Russia in the Arctic, the opening of military bases and their increased military presence in the Russian Arctic.

The report acknowledges the fact that Russia is more and more active in the Arctic region and that cooperation with Russia in this area must be continued with the aim of keeping the Arctic a low-tension area.

The European Union should contribute in building civilian security mechanisms as well as in enhancing crisis and disaster management capacities, search and rescue infrastructure and support the development of infrastructure in the European Arctic, including infotechnology, and communications.

There are three paragraphs in this report that were introduced during the Committee on Foreign Affairs/Committee on the Environment, Public Health and Food Safety joint committee votes that have caused concern in the Arctic Member States. These paragraphs talk about the ban on the oil and gas extraction in the Arctic that has an important energy security dimension for the European Union.

First and foremost, oil and gas extraction in the Arctic is a sovereign decision of the Arctic states, as manifested in the United Nations Convention on the Law of the Sea, Article 77. The EU should not call for a ban on something that is a sovereign right of a state under international law.

Secondly, it is important for the energy security of the EU. Gas accounts for about 25% of Europe’s primary energy demand. Norwegian gas covers more than 20% of the European consumption. More than half of the remaining resources are expected to be located north of the Arctic Circle. If we propose to ban the oil and gas extraction for the EU and EEA Arctic states, as proposed by these paragraphs, then we are deliberately putting ourselves in a more vulnerable position.

What we do want is to have oil and gas extraction in the Arctic that these in line with safety regulations in the strongest terms, which is also already the case as regards EU and EEA Arctic countries.

  Sirpa Pietikäinen, esittelijä. – Arvoisa puhemies, haluan ensimmäisenä kiittää esittelijä Urmas Paeta erittäin hyvästä yhteistyöstä, kuten myös kaikkia kollegojani ENVI- ja AFET-valiokunnissa. Uskon, että meidän yhteinen viestimme on selkeä, kuten jo tässä kuulimme: Euroopan unionin on korkea oikea aika terästää arktista politiikkaansa. Ensinnäkin Euroopan unioni on arktinen toimija, koska kolme sen jäsenvaltioista sijaitsee arktisella alueella. Toiseksi, aivan niin kuin turvallisuuspolitiikassakin, arktisen alueen muutokset ja haasteet tulevat koko EU-alueelle meidän haasteiksemme ja meillä on erityisvelvollisuus ja vastuu oman ilmastopolitiikkamme ja oman luonnonvarojen käyttömme osalta ottaa huomioon arktisen alueen erityispiirteet.

Me kaikki tiedämme, että arktisella alueella ilmastonmuutos etenee noin kaksi astetta nopeammin kuin muilla alueilla. Me tiedämme, että esimerkiksi jäiden sulaminen viimeisen vuosikymmenen aikana on ylittänyt kaikki ennusteet, ja sama näyttää jatkuvan. Me tiedämme, että arktinen alue on erityisen haavoittuva alue, jossa sekä aikajänteeltä että kerrannaisvaikutuksilta mitattuna vaikutukset ovat moninkertaisia: paljon pidempiä, usein herkemmin peruuttamattomia, kuten esimerkiksi metsäkadossa tai kalakantojen pilaantumisessa, ja ne heijastuvat useisiin erilaisiin ekosysteemeihin ja elämisen mahdollisuuksiin.

Jos pilaamme tämän haavoittuvan alueen luonnonvarojen kestävän käytön, tuhoamme emme ainoastaan arktista ainutlaatuista aluetta, mutta omalta osaltamme keskeisin osin kiihdytämme ilmastonmuutosta, tuhoamme ja uhkaamme puhtaan veden saantimahdollisuuksia ja vaikutukset globaaleihin kalakantoihin ovat pysyviä ja dramaattisia. Tämä yhdestoista hetki Euroopan unionille korostuu siksi, että surullista kyllä, paradoksaalista kyllä, juuri ilmastomuutoksen vuoksi kilpajuoksu luonnonvaroista pohjoisille ja arktisille alueille kiihtyy.

Lopuksi, mutta ei vähiten, tarvitsemme yhä enemmän tietoa. Siksi vaadimme mietinnössä myös pysyvää arktista tieto- ja tiedekeskusta sekä pysyvää rahoitusta sille.

  Julian King, Member of the Commission. – Mr President, on behalf in particular of my colleagues Vice-President Mogherini and Commissioner Vella, I would like, on behalf of the Commission to welcome this own-initiative report on an integrated European Union policy for the Arctic presented by the two rapporteurs.

Our joint communication sets out an integrated policy framework for dealing with the challenges and the opportunities in the Arctic and for enhancing the EU’s already substantial presence in in the region. Such a framework is needed because developments in the EU and the Arctic are interlinked in many ways, as we have just heard. The impact of the EU on the Arctic, and indeed of the Arctic on the EU, is becoming increasingly clear and pressing.

Our communication focuses on three priorities. First, we must address the challenges facing the Arctic by responding to climate change and protecting the Arctic environment. The Arctic is warming, as we have heard, twice as fast as the rest of the world, but that affects not just the region itself, but also the rest of the world.

The Arctic is home to 4 million people. Our second priority must therefore be to support its sustainable development, so that it is a place where people can continue to live, study and work. Our joint communication highlights that safeguarding the Arctic’s fragile environment and the sustainable development of the region can and must go hand in hand. It is not sustainable to only consider the economic development without due regard to the rich biodiversity and the consequences of climate change in the region, and it is not possible to aim to protect the fragile environment without considering the needs of the local communities and the potential for developing a vibrant economy in a sustainable way. This balancing effort is at the centre of everyone’s attention on Arctic matters, including national and local authorities of the Arctic States and also in multilateral fora. So it is no surprise that the draft resolution before you today shows that it has also been discussed extensively in this House.

Our third priority is to strengthen cooperation with our Arctic partners, to address the challenges and opportunities we are discussing. Challenges like climate change are on a scale too big for any one state tackle alone, so international cooperation is, obviously, key.

Across all these areas we have sought to emphasise the crucial role of science, research and innovation, and we have stressed the role of those who inhabit the Arctic, including indigenous peoples, in this process. We have included the Arctic within our recent initiative for better international ocean governance. The challenges that our oceans face today do not recognise national boundaries, therefore stronger efforts are needed globally to address governance issues in this context.

Again, thank you very much for this report and the opportunity to discuss these important subjects.

  Jarosław Wałęsa, rapporteur for the opinion of the Committee on Fisheries. – Mr President, one of the key points for the Fisheries Committee in giving an opinion on this important topic was to advocate that any further development of commercial fisheries in the Arctic region must take place in compliance with international agreements relating to this area. The right to fish, in fact the right to equal access to natural resources of the archipelago of Spitsbergen, is guaranteed by a non-discrimination clause of the Spitsbergen Treaty which was signed by all major European countries. Unfortunately, we are witnessing unjustified and gradual appropriation of fish resources in the area and preferential treatment of Norway, which is not respecting the provisions of international agreements. This leads European fishermen to bankruptcy, as well as allowing Norway to disregard and disrespect the European Union as a partner. We cannot accept this. Therefore, it is imperative that we fully address this issue in this report. In this context, I have tabled an amendment and I ask colleagues to support it.

  Jens Nilsson, föredragande av yttrande från utskottet för regional utveckling. – Herr talman! När det regionala utskottet yttrar sig över Arktis och hade en diskussion om det var det fokus på regionen och regionens förutsättningar att utvecklas. Det finns ju faktiskt ett samarbete mellan de fjorton nordligaste regionerna i Finland, Sverige och Norge, NSPA – Northern Sparsely Populated Areas, där det bor 2,5 miljoner människor. Där måste det också säkras en utveckling. Det som vi har sagt och som nu finns med i vårt gemensamma yttrande är att vi måste se till att tillräckliga medel ur sammanhållningspolitiken och fonderna också finns i dessa glesa områden, med hänvisning även till anslutningsfördraget för Finland och Sverige från 1994.

Vi understryker också både urbefolkningens och lokalsamhällets betydelse. Kommissionen borde gå armkrok med regionerna i detta område. Här bor det nämligen människor som är otroligt aktsamma om Arktis, men som också vill överleva. Jag är särskilt glad över att vi har med frågan om inrättandet av ett informationscentrum för Arktis, eftersom det behövs i den här regionen.

  Michael Gahler, im Namen der PPE-Fraktion. – Herr Präsident! Ich bedanke mich bei den beiden Ko-Berichterstattern für einen guten Bericht, der hier sicherlich eine breite Mehrheit bekommen wird.

Wir haben als Europäische Union ein großes Interesse, in vielfältigen Bereichen als Partner in der Arktis mit denen zusammenzuarbeiten, die dort ihre eigenen Territorien haben. Es ist gut, dass wir drei Mitgliedstaaten haben, die auch Vollmitglieder im Arktischen Rat sind und da sicherlich auch unsere Interessen mitvertreten. Wir als Europäische Union können in den verschiedenen Politikbereichen einiges anbieten, weil wir dort gut sind, und im Bereich Forschung und in anderen Bereichen – auch im Umweltschutz – viel Erfahrung haben, auch aus anderen Gegenden. Ich finde aber, wir sollten uns in den Bereichen zurückhalten, wo wir keine eigenen Kompetenzen haben. Wir haben leider im Ausschuss einen politischen Inhalt mitbeschlossen dergestalt, dass wir den Staaten – auch außerhalb der EU – vorschreiben wollen, dass wir ein Bohrverbot für Öl und Gas anstreben sollten. Ich glaube, da gehen wir über unsere Kompetenzen hinaus, insbesondere auch deswegen, weil wir das innerhalb der EU auch selber gar nicht als acquis haben.

Von daher hoffe ich, dass wir diesen Aspekt in der Endabstimmung noch aus dem Bericht herausbekommen. Wie gesagt, es geht darum, partnerschaftlich mit den Anliegern zu verfahren, um auf diese Art unsere Interessen optimal zu vertreten. Da bin ich zuversichtlich, dass wir das auch erreichen werden.

  Liisa Jaakonsaari, S&D-ryhmän puolesta. – Arvoisa puhemies, olen todella iloinen, että tässä mietinnössä korostetaan voimakkaasti kansainvälistä yhteistyötä ja sitä, että yhteistyö tapahtuu tasa-arvoisesti väärttien kumppaneitten kanssa, ja siinä noudatetaan kansainvälistä lakia ja oikeutta. Tämä työ on itse asiassa toiminut näin hyvin ja on todella mielenkiintoista, että vaikka maailmassa on paljon jännitteitä, arktisilla alueilla yhteistyö esimerkiksi Venäjän kanssa on toiminut erittäin hyvin, ja sitä tässä mietinnössä korostetaan.

Esittelijä Paet sanoi aivan oikein, että Euroopan unionin suuri tavoite on päästä Arktisen neuvoston pysyväksi tarkkailijaksi. Miksi me emme jo ole? No yksinkertaisesti sen takia, että Euroopan parlamentti on suututtanut Kanadan. Se, että Kanada vastustaa ja että Venäjäkään ei ole oikein Euroopan unionin ystävä, on jarruttanut tätä. Meidän tärkein liittolaisemme, kumppanimme ja tukijamme on ollut Norja. Minä vähän pelkään, että jos me tässä mietinnössä nyt sanomme esimerkiksi, että porauksen on loputtava nimenomaan arktisilla alueilla, siellä missä Norja on korkeiden standardien mukaisesti porannut öljyä ja kaasua – onneksi meillä ei ole oikeutta sanoa sitä, koska tämä on INI-mietintö eikä mitään lainsäädäntöä – niin kyllä me menetämme yhden hyvän tukijan pääsyllemme Arktisen neuvoston pysyväksi tarkkailijaksi.

Tärkeintä on nyt se, että me saamme sellaisen mietinnön, joka on tasapainoinen, joka kunnioittaa suvereenien maiden oikeuksia tehdä omia ratkaisuja, ja kiiruhdamme sitä, että komissio todellakin teettää meillä ja tekee sen arktisen strategian, joka on yhdeksän vuotta ollut tekeillä. Varmasti parlamentti antaa siihen täyden tukensa.

  Heidi Hautala (Verts/ALE), sinisen kortin kysymys. – Arvoisa puhemies, minusta on hieman ongelmallista, että kollega Jaakonsaari puhuu siitä, että nyt täytyy kunnioittaa maiden omia suvereeneja ratkaisuja. Ikään kuin ilmastonmuutos ei olisi meidän kaikkien yhteinen asia, ikään kuin ei olisi tärkeää, että Euroopan unioni tekee kaikkensa, jotta Arktisessa neuvostossa ja muilla kansainvälisillä foorumeilla saadaan aikaan vähitellen täyskielto arktiselle erittäin vaarallisille öljyn poraukselle. Minkä takia Te tätä nyt haluatte rinnastaa siihen, että meidän pitää päästä Arktisen neuvoston jäseneksi tai tarkkailijaksi?

  Liisa Jaakonsaari (S&D), vastaus sinisen kortin kysymykseen. – Kollega Hautala, korostin sitä, että arktisten alueiden politiikassa on päästy juuri yhteistyöllä ja toinen toisiamme kunnioittamalla eteenpäin. Tätä kuvaa Nordic spirit, dialogin merkityksen korostaminen. Juuri siksi minusta ei ole oikein ja on kohtalokasta Euroopan unionille, jos me menemme sanomaan joillekin maille, että teidän täytyy lopettaa öljyn ja varsinkin kaasun poraaminen, vaikka te käytätte esimerkiksi korkeimpia mahdollisia normeja ja olette hyvin ympäristöystävällisesti hoitaneet asioita. Miksi me samalla alistamme itsemme paljon huonommin tehdylle Venäjän energialle ja riippuvuudelle Venäjän energiasta?

  Jørn Dohrmann, for ECR-Gruppen. – Hr. formand! Jeg vil gerne tale lidt om de tre kontroversielle punkter, som handler om olie og gas. Selve idéen med denne betænkning er at styrke den europæiske udenrigspolitik i Arktis, men når EU-politikere vil fortælle de arktiske stater, hvordan de skal forvalte deres egne naturressourcer, underminerer man fuldstændigt den idé.

EU skal ikke bestemme over ikke-EU-landes olie og gas! Punktum!

Lige nu taler vi parlamentarikere så meget om energisikkerhed. Vi vil ikke være afhængige af olie og gas fra Mellemøsten og fra Rusland, siger vi. Hvad ligner det så at sige til vores vigtigste leverandør, Norge, at de skal indstille deres aktiviteter?

Det er ikke hele Arktis, der er bundfrossen. Den arktiske cirkel strækker sig langt mod syd, ud af de isfyldte vande. Det er ikke ret gennemtænkt at tale om sådanne forbud. Tror man, at det bliver lettere at få støtte til, at EU skal blive medlem af Det Arktiske Råd med sådanne udmeldinger?

At forslaget til dels er fremsat af Femstjernebevægelsen og det finske venstrefløjsforbund er én ting, men at socialdemokraterne har støttet op om denne linje, er fuldstændigt uforståeligt og tåbeligt.

  Anneli Jäätteenmäki, ALDE-ryhmän puolesta. – Arvoisa puhemies, EU on arktinen toimija ja sillä pitää olla arktista aluetta koskeva oma ulkopolitiikka ja oma strategia. Sellainen, joka perustuu kestävään kehitykseen, mutta on samalla realistinen ja huomioi ja kunnioittaa alueen jäsenvaltioita. Alueella asuu yli neljä miljoonaa ihmistä, joten se ei ole mikään mitätön alue. Siellä asuu enemmän ihmisiä kuin monissa pienissä EU:n jäsenvaltiossa yhteensä, joten samalla kun puhumme ympäristöstä, meidän tulee huomioida myös näiden ihmisten mahdollisuudet elää, saada toimeentuloa ja myös liikkumismahdollisuudet.

Arktinen alue on monella tapaa herkkä ja äärimmäinen alue. Arktinen alue tulee tulevina vuosina ja vuosikymmeninä muuttumaan kenties enemmän kuin koko ihmiskunnan aikaisemman historian aikana. Tämä johtuu ilmastonmuutoksesta, joka etenee juuri näillä napa-alueilla. Ilmastonmuutoksella on laajakantoisia vaikutuksia ihmisiin, ympäristöön sekä elämisen edellytykseen tuolla alueella. Ympäristön, ihmisten elämän ja resurssien käytön kokonaisuuden on oltava tasapainossa. Eri toimijoiden intressit ovat joiltakin osin ristikkäisiä, joten tasapainon etsiminen voi olla vaikeaa, mutta siihen on pyrittävä ja se kyllä löytyy. Tämän tasapainon etsiminen on arktisen alueen, sen valtioiden ja ihmisten ja EU:n tärkein tehtävä kaikilla mahdollisilla foorumeilla. Resurssien käytön osalta on pidettävä mielessä arktisen alueen luonnon haavoittuvuus ja se on tässä mietinnössä pyritty mahdollisimman hyvin ottamaan huomioon, kuten myös muutenkin ihmisten elämisen edellytykset.

  Merja Kyllönen, GUE/NGL-ryhmän puolesta. – Arvoisa puhemies, hyvät kollegat, lämmin kiitos hyvästä yhteistyöstä esittelijöille ja varjoesittelijöille. Haastavassa asiassa työ sujui erittäin rakentavalla tavalla. Elämämme ajassa, jossa kansainväliset suhteet ovat kiristyneet joka puolella maailmaa, ja se näkyy myös arktisessa mietinnössä. Olemme sitoutuneet tekemään kaikkemme, jotta ilmastonmuutos saadaan hallintaan ja arktisella alueella ilmaston vaikutukset näkyvät nopeammin ja ne heijastuvat ympäri maailmaa.

Arktisen alueen tulevaisuutta on lähestyttävä ympäristön ja alueen alkuperäisväestön oikeuksien näkökulmasta. Jos emme kykene sopimaan asioista yhteistyössä neuvotellen, jää myös mietinnössämme mainittu ja ilmaistu huolenpito alueen alkuperäisväestön oikeuksista ja esimerkiksi puhtaan teknologian mahdollisuuksista lähinnä sanahelinäksi.

Toivon, että kykenemme löytämään ratkaisut, joilla fossiilisten polttoaineiden käyttö arktisilla alueilla vaihtuu ympäristöystävällisempiin vaihtoehtoihin. Meillä on velvollisuutemme sekä alueen ihmisiä että ympäristöä kohtaan ja siksi toivon, että meillä Euroopassa riittää rohkeutta toimia välittäjänä, hakea yhteisiä ratkaisuja, kyetä neuvottelemaan ja muistamaan, että rauhanomainen tie on loppujen lopuksi se kaikkien paras valtti myös arktisen alueen tulevaisuuden osalta. Tuen lämpimästi kollega Pietikäisen ajatusta arktisesta keskuksesta ja sen rahoituksen varmistamisesta.

  Bodil Valero, för Verts/ALE-gruppen. – Herr talman! I november var det vårväder i Arktis. I februari uppmättes 3 plusgrader på Grönlands nordligaste spets inte långt från Nordpolen. Forskare har larmat om nya värmerekord på hela 20 grader över det normala. Med samma temperaturhöjning i Sverige skulle vi haft badväder mitt i vintern.

Isarna smälter för varje dag som går allt snabbare, och när det vita istäcket ersätts av mörkt vatten absorberas solens strålar i vattnet, värmer upp det och på så sätt smälts isarna också av det varmare vattnet underifrån. Vi vet att de som kommer att drabbas allra mest av de smälta isarna är människor i låglänta områden som till exempel Bangladesh och små önationer i Stillahavsområdet.

Där vi gröna ser en kommande klimatkatastrof ser tyvärr andra en affärsmöjlighet. Under istäcket vilar ju nämligen mer av de fossila bränslen som har orsakat uppvärmningen från första början. Vi gröna vill därför förbjuda exploatering av olja, gas och andra naturresurser, som riskerar att skada klimatet och den känsliga arktiska miljön. Vi vill inrätta nya nationella reservat och ett internationellt moratorium i arktiska vatten. Bara så kan vi skydda Arktis och bara så kan vi nå de klimatmål som vi själva har ställt upp för oss.

  Mireille D'Ornano, au nom du groupe ENF. – Madame la Présidente, ce rapport relatif à une politique intégrée de l'Union européenne pour l'Arctique comporte incontestablement de très bonnes intentions. Qu'il s'agisse de préserver l'écosystème de cette région septentrionale, de garantir les droits des populations autochtones ou d'appuyer la recherche scientifique, nous ne pouvons qu'être d'accord. Néanmoins, l'implication accrue de l'Union européenne dans cette partie du monde, notamment via le Conseil de l'Arctique, n'est pas souhaitable, d'une part, parce que l’action de l'Union européenne dans ce domaine est moins légitime que celle des États sur le plan international et d'autre part, parce que cela diminuerait l'influence de certains États membres qui en sont des actifs historiques ou, à l'instar de mon pays, la France, des membres observateurs.

Enfin, ce texte juge nécessaire de réaffirmer – je cite – les intérêts de l'Union face à la Russie. Comme souvent, cette dernière se retrouve montrée du doigt par l'Union européenne, alors qu'elle devrait être notre partenaire naturel.

  Laima Liucija Andrikienė (PPE). – Arkties regiono svarba milžiniška, ją vis labiau suvokia pasaulis. Klimato kaita, atsiveriantys nauji navigacijos maršrutai, nauji žvejybos ir gamtos išteklių plotai, didėjanti konkurencija siekiant pasinaudoti Arktimi ir jos gamtos ištekliais daugelį šalių skatina aktyviau veikti šiame regione. Tarp aktyviausių veikėjų šiuo metu dominuoja Rusija. Matome ir Kiniją, kuri, nors geografiškai neturi prieigos prie Arkties, savo dalyvavimą jos resursų eksploatavime grindžia tuo, kad Arktis ir jos turtai priklauso visai žmonijai, o ne vien toms šalims, kurios priklauso Arkties regionui. Europos Sąjunga nuo seno turi įsipareigojimų Arktyje: ES valstybės narės dalyvauja Arkties tarybos darbe, Europos Sąjunga, kaip jau minėta, laukia, kol jai šioje taryboje bus suteiktas stebėtojo statusas. Labai svarbu, kad Arktis išliktų mažos įtampos regionu ir būtų išvengta šio regiono militarizavimo. Su dideliu susirūpinimu stebime pokyčius regione, kur Rusija steigia karines bazes, įkūrė Arkties karinę apygardą. Europos Komisijos komunikate tikrai trūko dėmesio saugumo Arktyje aspektams, todėl gerai, kad Globalioje strategijoje į tai atkreiptas dėmesys. Mes, Europos Sąjunga, turime skirti gerokai daugiau dėmesio ir resursų Arkties politikai įgyvendinti. ES neabejotinai reikia labiau integruotos visą apimančios Arkties politikos. Ir baigdama noriu pasakyti, kad pritariu tam, ką sakė kolega J. Wałęsa ir remiu jo pateiktą pataisą.

  Christel Schaldemose (S&D). – Fru formand! I gamle dage sendte man en kanariefugl med arbejderne ned i kulminerne. Det var, for at fuglen kunne advare dem, hvis ilten var ved at slippe op. Kanariefuglen var nemlig følsom og mærkede iltsvind før kulminearbejderne. Kanariefuglen var simpelthen vigtig for overlevelsen. Arktis er jordens kanariefugl! Arktis viser os klodens sande tilstand. Arktis viser os, at klimaforandringerne er her, og at de er voldsomme. Isen på Nordpolen er smeltet i større omfang og ved hurtigere hastighed, end nogen ekspert havde forudset. Så lige nu alarmerer Arktis hele verden om, at vi skal tage klimaforandringerne dybt seriøst. Og det gør vi i denne betænkning.

Det er også vigtigt at huske på, at klimaforandringer hverken er skabt i Arktis eller af landene i Arktis. Men områdets luft, vand og borgerne dér skal leve med konsekvenserne af klimaforandringerne.

Når vi i Europa-Parlamentet har udarbejdet denne betænkning, er det, fordi vi gerne vil sende vores budskab til det arktiske område om, at området har betydning for os, både sikkerhedspolitisk, miljømæssigt og klimamæssigt, og at området er vigtigt for kloden generelt.

EU skal tilbyde landene i Arktis en dialog og et tæt samarbejde om at bekæmpe og mindske klimaforandringerne og hjælpe til med at beskytte den fantastiske natur, der findes. Deres udfordringer er vores alle sammens ansvar. Luftforureningen i Arktis kommer primært fra Asien, Nordamerika og Europa, og vandforureningen er skabt af transporter fra kontinent til kontinent. Det er altså vores ansvar også at være med til at sikre, at vi får reduceret denne her forurening.

Vores betænkning indeholder en lang række forslag til, hvordan vi kan beskytte miljøet og klimaet. Det er vigtigt, at vi hjælper til, men det er også vigtigt, at vi gør det på en måde, hvor vi går i dialog med landene omkring Arktis, så vi sammen i et værdigt samarbejde kan gøre noget ved klimaforandringerne og miljøforureningen.

  Davor Škrlec (Verts/ALE). – Gospođo predsjednice, pozdravljam izvješće kolegice Pietikäinen i kolege Paeta. Smatram da je to jedan veliki korak naprijed prema integriranoj politici Europske unije što se tiče Arktika i da je ta politika prijeko potrebna kako bi zapravo Europska unija zauzela vodeću poziciju u pregovorima u Vijeću za Arktik zbog toga što je očuvanje Arktika globalni prioritet i nije samo regionalna činjenica odnosno regionalni problem na koji moramo obratiti pažnju.

Ono što bih također istaknuo je da smo vjerojatno svi vidjeli satelitske snimke NASA-e ili drugih agencija koje pokazuju kako se s godinama smanjuje površina leda na Arktiku. I ne smijemo to zapravo promatrati kao priliku za biznis koji hoće upravo to gledati kao poklon da može dalje istraživati i ekploatirati naftu i plin. I zato se zalažem za moratorij na istraživanje i ekploataciju nafte i plina na Arktiku kako bi ga sačuvali za budućnost i kako bi zapravo osigurali održivost razvoja zemalja koje bi bile ugrožene povećanjem razine mora.

  Annie Schreijer-Pierik (PPE). – We hebben actie nodig, actie om Noorwegen en ook Rusland ertoe te dwingen het Verdrag van Spitsbergen uit 1920 eindelijk te respecteren. Dat is noodzakelijk voor de overige doelen die wij voor onze Noordpoolstrategie nastreven: optimale maar duurzame benutting van grondstoffen en eerbied voor internationale verdragen.

Nu Noorwegen al jarenlang onze haringvissers de toegang tot de wateren rond Spitsbergen ontzegt en vele schepen uit angst om opgebracht of aan de ketting gelegd te worden, in hun havens blijven liggen, moet Europa optreden en reageren. In 2015 moesten Nederlandse haringvissers vluchten voor de Noorse kustwacht uit angst aan de ketting gelegd te worden. Noorwegen daagt de Europese Unie uit en laat ondertussen de Russische vissers gewoon toe en laat hen met rust. Noorse rechters hebben het optreden van de eigen Noorse marine en kustwacht tegen onze sneeuwkrabvissers terecht veroordeeld en nog luistert Noorwegen niet. Laten we helder zijn: de twaalfmijlszone respecteren wij. De wateren rondom Spitsbergen buiten de zone zijn volgens internationaal recht toegankelijk voor onze vissers, ook voor de visserij van sneeuwkrab en ook voor andere commerciële activiteiten en verdragspartners. De Noorse houding is zeer verontrustend en werpt een schaduw over de toekomst van de Atlantische visserij en de Europese exploratie van de Noordpool.

Wij moeten Noorwegen krachtig tot de orde roepen: blijf in de toekomst van onze vissers van Spitsbergen af. Wij moeten actie ondernemen voor onze vissers, voor het internationaal recht en voor andere belangen.

  Ricardo Serrão Santos (S&D). – Senhora Presidente, a biodiversidade do Ártico e a natureza dos seus ecossistemas dão-lhe uma importância crítica para o equilíbrio biológico, químico e físico de todo o planeta. A exploração industrial dos recursos coloca, pois, desafios especiais no Ártico e apela à urgente cooperação internacional.

A destruição dos gelos boreais está já a libertar metano dos solos de permafrost, ampliando assim o aquecimento global. Ir mais além é como alimentar um fogo com gasolina.

O Ártico deve ser visto como o nosso canário numa mina de carvão, como disse a colega Schaldemose, um sistema de alarme para acelerar ações que reduzam os processos humanos que ampliam o aquecimento global.

Explorar recursos do Ártico tem de ser visto com grande preocupação. Uma nova fonte exploração de recursos fósseis não será compatível com as ambições de uma economia descarbonizada e com o Acordo de Paris.

A União Europeia encontra-se numa posição privilegiada para facilitar a cooperação e o diálogo entre os países interessados. Três princípios devem emergir: proteção, uso sustentável e precaucional e cooperação internacional. O facto é que as economias atuais vivem num estado de toxicodependência de energia fóssil, uma alcoolémia civilizacional de que não estamos a querer sair.

Abrir no Ártico o “cabaret de la dernière chance”, onde, desajustados, iremos beber mais e mais, e mais um copo, será o derradeiro sinal da imprudência civilizacional.

  Mark Demesmaeker (ECR). – Het kwetsbare Noordpoolgebied is zonder meer in gevaar. De smeltende ijskap en de toenemende menselijke activiteiten vormen een ernstige bedreiging. De temperaturen stegen er de voorbije jaren bijna twee keer zo snel als het globale gemiddelde. Bovendien is er een bewezen wisselwerking tussen onze activiteiten en de Noordpool. Wij beïnvloeden het milieu en klimaat op de Noordpool en omgekeerd. Ook het geostrategisch belang van het gebied kan nauwelijks worden overschat.

De resolutie beklemtoont terecht het belang van stabiliteit in het Noordpoolgebied voor mens, milieu en economie. Ik zal de tekst voluit steunen, ook de paragrafen die vragen een halt toe te roepen aan olie- en gaswinning in het Noordpoolgebied. De ontginning van olie en gas op de Noordpool was altijd al controversieel. Het is bijzonder risicovol voor milieu en ook erg duur. De uitdagingen op het vlak van energiezekerheid mogen geen vrijgeleide geven aan Noordpoololie, integendeel. Precies de omschakeling naar een koolstofarme samenleving die de EU minder afhankelijk maakt van fossiele brandstoffen, moet onze energiezekerheid verbeteren.

  Marco Affronte (Verts/ALE). – Signora Presidente, onorevoli colleghi, siamo di fronte a uno strano paradosso. Noi abbiamo aggredito e sfruttato tutte le risorse del pianeta come se fossero infinite e senza vedere un domani, senza pensare alle conseguenze. Questo ha causato dei danni all'ambiente enormi, tra i quali il peggiore di tutti consiste proprio nei cambiamenti climatici.

Adesso i cambiamenti climatici hanno le loro ripercussioni gravissime su un ambiente molto delicato, che è l'Artico, e noi, invece che ergerci a difendere questo ambiente che sta subendo gravemente le conseguenze dei cambiamenti climatici, lo vediamo come una nuova frontiera di risorse da sfruttare nuovamente senza pensare alle conseguenze e soltanto a un certo punto, guardandoci indietro, vedremo quello che abbiamo causato.

La relazione del Parlamento è buona: contiene punti importanti che possono dare un segnale forte. Chi causa questi cambiamenti climatici e lo sfruttamento dei fossili? Fermiamo almeno in quella zona lo sfruttamento delle risorse fossili.

  Tunne Kelam (PPE). – Madam President, the Arctic area is not only a common environmental or economic programme. The Arctic is more and more becoming a vast region of international competition for natural resources, transport corridors and specific interests, with increased military importance.

The EU has to play a relevant and constructive role here. The minimum would be to become a full observer on the Arctic Council. Achieving this status has been blocked by Russia, which is a main beneficiary in the Arctic region. The absence of the EU has had adverse effects on territorial cooperation and on a whole range of policies. The EU could also facilitate the setting up of cross-border e-governance and e-services structures for the whole region.

The call for a total ban on offshore drilling in the Arctic waters and on extraction of Arctic oil and gas may be unbalanced and impractical, because Norway has been extending oil drilling and exploring. I am especially concerned that Greenland will thus be forbidden to make use of its fishing resources and oil resources. What we need is a specific policy, a strategy by the Commission to defend EU interests in this area.

  Carlos Zorrinho (S&D). – Senhora Presidente, os tempos que vivemos exigem posições claras de todos os atores globais e da União Europeia, em particular, nos domínios mais sensíveis para a sustentabilidade do planeta.

Os sinais dados pela nova administração americana e o possível contágio de outros exploradores globais de recursos é um grande risco para o planeta, mas, ao mesmo tempo, abre uma janela de oportunidade para a liderança europeia na transição para a economia verde e azul.

Realço, por isso, a importância deste relatório de iniciativa. As condições ambientais dos mares do Norte são tão sensíveis e vulneráveis, que mesmo uma ligeira perturbação da sua estrutura pode ter consequências irreversíveis.

A região do Ártico já está a sofrer os impactos das alterações climáticas, com a aceleração do degelo dos glaciares. O aumento da exploração das reservas de petróleo e gás na região aumentaria o desequilíbrio dos seus ecossistemas.

Por isso, num contexto de transição energética em todos os domínios da sociedade e, em particular, nos transportes, uma abordagem cautelosa, como a proposta no relatório em apreciação, parece-me a mais adequada.

Först av allt vill jag tacka föredragandena, Urmas Paet och Sirpa Pietikäinen, för deras hårda arbete, som har resulterat i ett mycket bra betänkande efter omröstningen i utskottet – ett resultat som jag verkligen hoppas ska stå sig i morgondagens omröstning i plenum.

Istäcket i Arktis smälter allt snabbare för varje år som går. När isen krymper, blottas områden där ingen tidigare har fiskat. Det är i princip det enda området på jordens yta som är helt orört av människan. Samtidigt är det allt fler fartyg som fiskar med bottentrål och allt längre norrut i och med att isen smälter.

Vi saknar fortfarande vetenskap om dessa sårbara ekosystem i Arktis. Vi i EU måste därför verka för ett totalt moratorium för industriellt fiske och ett förbud mot användning av bottentrålar i de vatten där inget fiske tidigare har ägt rum.

Vi behöver också upprätta ett marint skyddsområde i de internationella vattnen runt Nordpolen där all utvinning, inklusive olja, gas och fiske, förbjuds.

Det är viktigt att EU driver frågan för att skydda Arktis från all typ av exploatering. Om vi ska nå vara klimatmål med maximalt 1,5 grads uppvärmning, måste all utvinning av olja och gas förbjudas. Jag uppmanar alla att rösta för ett stopp av oljeborrning i dag.

  José Inácio Faria (PPE). – Senhora Presidente, Caros Colegas, são grandes os desafios sociais, ambientais e económicos na região do Ártico: uma população escassa e dispersa por uma vasta área, o efeito dramático das alterações climáticas, a concorrência crescente no acesso aos seus recursos naturais e minerais e a abertura de novas rotas de navegação e de zonas de pesca. O Ártico é, ao mesmo tempo, uma região de crescente importância geoestratégica.

Por tudo isto, o nosso debate assume particular importância, a que não é alheio o facto de vivermos, hoje, um tempo de incertezas e de ressurgimento de perigosas políticas protecionistas, que abrem uma incógnita sobre o futuro da região do Ártico.

As avaliações científicas mostram-nos bem que se trata de um ecossistema frágil e em risco, que tem mais de metade das zonas húmidas do mundo, cujo volume de gelo marinho presente durante o Verão baixou mais de 40 % em 35 anos, e que o aumento da temperatura tem crescido a um ritmo aproximadamente duas vezes superior ao da média global.

Caros colegas, as alterações climáticas no Ártico têm um importante impacto nas regiões costeiras à escala mundial, inclusive na União Europeia. A erosão da costa e o aumento do nível das águas dos oceanos são apenas alguns dos problemas ambientais provocados pelas alterações climáticas no Ártico que, um pouco por todo o mundo, se vão sentindo de forma drástica.

Considero, pois, que este relatório de iniciativa é um importante passo para que a União Europeia venha a desempenhar um papel de liderança na salvaguarda das fragilidades ambientais do Ártico e dos direitos fundamentais dos povos indígenas e das populações locais. Mas, caros colegas, o tempo urge e o momento é de ação e não de meras intenções.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, l'Unione europea deve agire rapidamente a salvaguardia dell'Artico per evitare una militarizzazione dell'area e preservare il fragile ecosistema dai cambiamenti climatici e dalla competizione aggressiva per le risorse naturali.

Dobbiamo innanzitutto assicurare una cooperazione pacifica nella regione artica. L'ambiente artico è particolarmente fragile e richiede politiche accorte che favoriscano uno sviluppo sostenibile, che tenga conto della peculiarità dei luoghi. Auspicabile sarebbe una riduzione delle attività estrattive di petrolio e gas ma anche un blocco delle trivellazioni offshore per la ricerca di combustibili fossili.

L'Unione europea deve adoperarsi nelle sedi internazionali per favorire una strategia condivisa per l'Artico che consenta di raggiungere l'obiettivo di un'economia a basse emissioni di carbonio.

C'è un rischio di sovrasfruttamento anche delle risorse ittiche, è essenziale determinare i livelli di pesca che permettono di preservare stock ittici sulla base di valutazioni scientifiche, affidabili e prudenziali ma che potrebbero anche consigliare una moratoria della pesca industriale delle acque artiche.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, ταχύτατη είναι η μείωση του όγκου των παγετώνων του Αρκτικού Ωκεανού και των γειτονικών του θαλασσών από το 1984 μέχρι σήμερα, ενώ τον Ιανουάριο καταγράφτηκε η χαμηλότερη έκταση των θαλάσσιων πάγων στην Αρκτική και την Ανταρκτική. Η αυξανόμενη συγκέντρωση διοξειδίου του άνθρακα τα τελευταία 50 χρόνια έχει αυξήσει τη θερμοκρασία της επιφάνειας στην Αρκτική κατά 2 βαθμούς, και, ενώ η Αρκτική εκπέμπει σήμα κινδύνου, ο διεθνής ανταγωνισμός για την πρόσβαση στην περιοχή και την εκμετάλλευση των φυσικών της πόρων αυξάνεται. Η Ευρωπαϊκή Ένωση εντείνει την προσπάθειά της να ενταχθεί στο Αρκτικό Συμβούλιο, στοχεύοντας στην αύξηση της επιρροής της σε μια περιοχή που φέρεται να έχει τεράστια ανεξερεύνητα αποθέματα πετρελαίου και φυσικού αερίου. Υπολογίζεται ότι στην Αρκτική μπορεί να βρίσκεται μέχρι και το 25% των φυσικών αποθεμάτων του πλανήτη σε φυσικό αέριο και πετρέλαιο. Η στρατηγική της Ευρωπαϊκής Ένωσης για την Αρκτική πρέπει να εστιάζει κυρίως στην προστασία και τη διατήρηση της περιοχής καθώς και στην προώθηση βιώσιμων χρήσεων των πόρων της.

  Petras Auštrevičius (ALDE). – Europos Sąjunga kaip globalus žaidėjas neturi teisės ignoruoti tokių didelių ir svarbių regionų kaip Arktis. Arktyje susikerta daug esminių interesų, t. y. : teritorijų pasidalinimas tarp kaimyninių valstybių, energetinių resursų, esančių tenai, panaudojimas, svarbių ir naujų transporto maršruto atsiradimas, gautų išteklių išsaugojimas atsižvelgiant į klimato kaitą bei karinių pajėgumų didinimas ir jų platesnė dislokacija visame regione. Yra ir kitų problemų. Taigi kompleksinės problemos, kurios yra ypatingai akivaizdžios Arktyje kaip, pavyzdžiui, ekstremalus klimatas, iš vienos pusės, ir ten esantys didžiuliai gamtiniai resursai, tuo pačiu didelių investicijų reikalaujantys ir patrauklūs infrastruktūros projektai ir kita reikalauja plačios ir efektyvios partnerystės. Aš asmeniškai sveikinu Europos Sąjungos iniciatyvą imtis šių darbų ir tikiu, kad kartu galime pasiekti puikių rezultatų.

  Τάκης Χατζηγεωργίου ( GUE/NGL). – Κυρία Πρόεδρε, θέλω να πω καταρχήν ότι συμφωνώ σε όλα σχεδόν με τους εισηγητές και είναι αλήθεια ότι, ενόσω αυξάνεται η γεωπολιτική αξία της Αρκτικής, τόσο αυξάνονται δυστυχώς και οι κίνδυνοι. Θα πρέπει να την προστατεύσουμε και να την κρατήσουμε μακριά από τους ανταγωνισμούς του κόσμου· να κρατήσουμε επιτέλους ένα χώρο στη γη μακριά από τους πολέμους και τους ανταγωνισμούς. Είναι το τελευταίο θεμέλιο για την παγκόσμια ειρήνη. Η Ευρωπαϊκή Ένωση πρέπει να δημιουργήσει πολιτικές συνεργασίας για άμβλυνση, αν όχι εκμηδένιση, των κινδύνων. Ό,τι δε κι αν γίνει στο θέμα των εξορύξεων πρέπει να γίνει με ειλικρινή διαβούλευση μεταξύ των κρατών της περιοχής αλλά και με τη συμβολή της Ευρωπαϊκής Ένωσης.

  Heidi Hautala (Verts/ALE). – Madam President, many of you may not have noticed that Norway has just this week announced that they will open 93 new blocks in the very northernmost waters of the Barents Sea for oil drilling. I believe that with Norway being a part of the European Economic Area, a very close partner of the European Union, we have to care about that. Many colleagues have spoken very well about the alarming pace of climate change in the Arctic and believe me, a lot is at stake. If the Gulf Stream changes its course we will all be in trouble in the North.

I think we should not be polite to Norway and accept that they do this. I think we have to accept the wordings in the report that the Commission and the Member States should work very hard on international fora to get a full ban on Arctic oil drilling. It is also the most dangerous kind of oil drilling that there is.

  Fabio Massimo Castaldo (EFDD). – Signora Presidente, onorevoli colleghi, l'Artico è un prezioso ecosistema che ha un ruolo cruciale nel regolare le correnti oceaniche e il clima dell'intero pianeta. Se si ammala lui, si ammala il mondo, che già non gode di ottima salute.

Ma la febbre della terra per alcuni è solo un'altra opportunità per trarre profitto. Mano a mano che i ghiacci arretrano a causa dei cambiamenti climatici, sfruttare queste acque ricche di vita e di risorse naturali diventa sempre più facile. La pesca intensiva, la navigazione, le trivellazioni in cerca di combustibili fossili minacciano questo ecosistema.

Il governo norvegese proprio questa settimana ha proposto un'espansione record di ricerca di petrolio e di gas nell'Artico. Il rischio di una corsa allo sfruttamento, oltre che a una catastrofe ambientale, può portare a tensioni geopolitiche e militari in queste acque internazionali e in questa terra che non devono appartenere a nessuno.

Accogliamo con favore questa relazione e chiediamo che l'UE sia l'alfiere di un nuovo modo di gestione di quest'area, che non deve essere sfruttata per le sue risorse ma che deve diventare piuttosto un grande spazio di ricerca e di monitoraggio dei cambiamenti climatici: un vero santuario artico.

Soprattutto chiediamo la promozione di un accordo internazionale di divieto totale di attività estrattive. L'Artico, come la nostra Terra, non l'abbiamo ereditato dai nostri padri: l'abbiamo preso in prestito da nostri figli.

  Julian King, Member of the Commission. – Madam President, thank you to everyone here this evening for this report first of all, and for this evening’s debate which has been very valuable and which we will take fully into account as we implement our Arctic policy communication.

Just a couple of comments on that if I may. The EU-Arctic stakeholder forum has now been set up and has met on a number of occasions. We are also continuing to engage with Arctic indigenous people and local communities. The next Arctic stakeholder forum session and annual dialogue meeting will be organised in the context of the EU high-level event on Arctic policy, which is being organised together with Vice-President Mogherini in Finland in mid-June.

In terms of international ocean governance, and in particular the ongoing work on an international agreement to prevent unregulated fisheries in the central Arctic Ocean, the Commission hopes a deal on such an agreement might be reached in Reykjavik as early as next week.

Another point I would like to draw attention to is the International Polar Code which entered into force in January. It creates mandatory provisions covering safety and pollution prevention measures that apply to ships navigating through polar waters, and also includes guidance on implementation, design, construction, environmental protection, equipment, training and operational matters.

We are making progress on environmental policies that will contribute to the protection of the Arctic environment. We have just allocated funding to a project to address the problem of black carbon in the Arctic. On oil and gas, there is not, of course, any oil and gas exploration in the EU Arctic. Offshore activities are taking place in the territorial waters of third countries. We will continue to call for the highest standards both of accident prevention and environmental control. We can and we must remain vigilant and we need to continue to drive forward our shared objectives in close partnership with all the Arctic stakeholders.

  Urmas Paet, rapporteur. – Madam President, I would like to thank all my colleagues and the Commissioner. While overall we have reached, I guess, a good agreement on this report, there is still, as we all realise, one open question on oil and gas extraction that we need to vote on tomorrow. I would just like to mention that the EU has outlined energy security as one of the cornerstones of the Energy Union strategy and as a key political priority, and this means less dependency on non-European countries and sources and also diversifying our own energy sources here in Europe. Also in 2014, the European Parliament itself underlined that the EU will be a main consumer of Arctic natural gas.

The second remark I want to make is that it should be very clear that the EU has to stick very strongly to international law whatever the developments in the Arctic area. Finally, I would like to conclude my statement by saying that we have worked long and hard with the co-rapporteur Sirpa Pietikäinen on this paper to take into account both the concrete environmental and security aspects. However, hopefully the report will give an impetus for a real EU-Arctic strategy that takes into account the realities on the ground, with a sustainable, environmental and conflict-free future in mind.

  Sirpa Pietikäinen, rapporteur. – Madam President, firstly I would like to underline our special responsibility towards the indigenous people, namely the Sami people. Thank you to the Commission for taking some affirmative actions on this side. We are quite eager, as we should be, to tell third countries how to deal with their minorities and indigenous peoples, and indeed, this is something we should take better into account in our own activities. Then of course there is the question of Russia and other Arctic areas and the run for natural resources threatening their livelihoods and their right to land very seriously.

My second point would be the role of the EU in the Arctic. Tuna fish is not only a property and issue concerning Italy and Greece, and this is the point of our common fisheries policy and debate in general. So the Arctic itself is not the property of any country willing to claim so; it is a common heritage, like the fish, and this is, of course, underlined with the abundance of international agreements and conventions such as anglers or the role of the International Maritime Organisation (IMO), and so on. This is exactly why we need the EU to be stronger in the Arctic policy, in the Arctic Council and international negotiations. I welcome the Commission’s announcement being very strong here. The EU is not the third party in the area; it is an Arctic actor, and this is something, I think, that the Commission, the Council and the EU as a whole should very clearly have in mind.

Lastly, I hope that they we can duly treat the Arctic as our common heritage. If we fail on that, we will also fail in many other policies.

  Isabelle Thomas (S&D), par écrit. – Si nous sommes ici ce soir à parler de futures activités dans l’Arctique, c’est avant tout un drame pour notre planète, face auquel nous faisons contre mauvaise fortune bon cœur. S’il est indéniable qu’un nouvel espace d’activités humaines est en train de se dessiner, il est impératif que nous n’y reproduisions pas les mêmes erreurs qu’à terre, voire parfois qu’en mer. Il est impératif que cet espace soit appréhendé de manière concertée, entre tous les acteurs politiques et les possibles futurs usagers en mer. Pour ce qui concerne la pêche notamment, l’UE se devra de défendre dans les instances internationales l’approche de précaution et le développement durable qu’elle applique à ses eaux. Alors que nous venons d’adopter le gel de l’empreinte des activités de pêche profonde dans les eaux européennes, et depuis quelques années déjà dans la CPANE, nous devrons l’envisager également comme une mesure de protection dans la zone Arctique. Mais attention, préserver les fonds marins vierges de la pêche profonde n’aura aucun sens si d’autres activités viennent les détruire de manière bien plus radicale et irrémédiable. Il faudra adopter une approche cohérente et équitable envers tous les usages.

  Valdemar Tomaševski (ECR), raštu. – Pone Pirmininke, Arkties regiono svarba auga mūsų šiuolaikiniame pasaulyje. Europos Sąjunga nuo seno turi su istorija, geografija, ekonomika ir moksliniais tyrimais susijusių įsipareigojimų Arktyje ir turi didelę įtaką viso regiono politikai. Reikia atsižvelgti į tai, kad geopolitiniai pokyčiai Arkties regione taip pat veikia saugumo padėtį Šiaurės Europoje ir pasaulyje. Arkties regionas yra ypač pirmykštis ir pažeidžiamas žmogaus veiklos. Pagrindiniu pasaulio bendruomenės tikslu turi būti Arkties ekosistemos pajėgumo išsaugojimas ir sustiprinimas. Šioje srityje gyvybiškai svarbų vaidmenį plėtojant Europos Arktį turi ES investiciniai ir struktūriniai fondai, skatinantys tvarų ekonomikos augimą bei kokybiškų darbo vietų į ateitį orientuotuose sektoriuose kūrimą. Todėl yra poreikis atsakingai bei saikingai vystyti Arkties gamtinius išteklius tokiu būdu, kad butų išvengta dabartinės gamtos struktūros naikinimo. Šiuo tikslu reikėtų skatinti ir lengvinti bendradarbiavimą mokslo ir mokslinių tyrimų srityje tarptautinių visų suinteresuotųjų subjektų, veikiančių Arkties mokslinių tyrimų srityje. Komisijos pasiūlymas sukurti suinteresuotųjų subjektų forumą pagrindinį dėmesį skiriant vietos subjektams yra labai sveikintina iniciatyva.
