  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über ein aktuelles Thema gemäß Artikel 153a der Geschäftsordnung über Befugnisse und Kontrolle der Europäischen Zentralbank (2017/2690(RSP)).

Ich weise die Mitglieder darauf hin, dass es bei dieser Aussprache kein Catch-the-eye-Verfahren gibt und dass keine blauen Karten angenommen werden.

  Joachim Starbatty, Verfasser. – Herr Präsident, meine sehr verehrten Kolleginnen und Kollegen! Ich sehe, das Parlament ist randvoll gefüllt. Warum machen wir das? Draghi ist in der Eurozone der wichtigste Mann. Von seinen Entscheidungen hängt die Entwicklung der Eurozone ab und das Schicksal von Millionen Menschen. Wem ist er Rechenschaft schuldig? Er verweist dann auf die Unabhängigkeit seines Mandats.

Ja, aber er hat nicht das Mandat für die Enteignung der Sparer. Er hat nicht das Mandat dafür, dass Versicherungen in die Verlustzone gedrängt werden. Er hat nicht das Mandat dafür, dass unsere Banken Schwierigkeiten haben, mit den Amerikanern fertig zu werden. Er hat nicht das Mandat für die Untergrabung der Tragfähigkeit der Pensionskassen. Er hat auch nicht das Mandat dafür, dass bei uns jetzt Vermögensblasen entstehen. Und womit wehrt er diese Angriffe ab? Er sagt: Ich muss die Sparer enteignen, damit ihre Einlagensysteme sicher sind. Wie begründet er das? Er sagt: Durch meine Billiggeldpolitik schiebe ich die Konjunktur an, die sonst darniederliegen würde. Und deswegen, weil die Konjunktur anspringt, die Beschäftigung anspringt, haben auch die Sparer etwas davon, deswegen sind ihre Einlagensysteme auf Dauer sicher. Das ist seine Begründung.

Wir wissen aber, dass eine Nullzinspolitik und die negativen Zinsen die Banken und auch die Unternehmen ins Risiko treiben. Wenn der Zins nicht mehr die Marktgegebenheiten widerspiegelt, sondern einfach heruntergedrückt wird, um Unternehmen zu Investitionen zu veranlassen, dann wissen wir, dass dieses underpricing of risk dazu führt, das Unternehmen in riskante Unternehmungen investieren und damit Schwierigkeiten für die Zukunft bekommen.

Aber nicht genug! Er hat auch den massenhaften Ankauf von Staatspapieren beschlossen und durchgesetzt. Insgesamt monatlich 60–80 Milliarden, insgesamt 2,3 Billionen! Und damit überschwemmt er die Märkte und rettet auch die Eurozone, weil er so die Zinsen für die notleidenden Länder reduziert. Aber mit dieser Nullzinspolitik kann er nicht die Wirtschaft sozusagen „stärken“, sondern er wird einfach marode Unternehmen und schließlich auch Banken mitschleppen, so dass wir wie in Japan Zombieunternehmen haben werden.

Er kann vor allen Dingen nicht mit seiner Billiggeldpolitik die Schwierigkeiten der Eurozone herausbringen. Die Schwierigkeiten liegen darin, dass wir einen falschen Wechselkurs haben. Alle Ökonomen und auch die intelligenten Politiker wissen das, dass der Euro in der Zone für Deutschland unterbewertet und für Spanien und Griechenland überbewertet ist. Was ist die Konsequenz? Die Exporte Deutschlands werden subventioniert, und die Exporte aus den Schuldnerstaaten werden besteuert. Diese Sache führt dazu, dass Deutschland von Export- zu Exportrekord eilt, während die anderen Länder Waren importieren und Beschäftigung exportieren. Man kann mit Billiggeldpolitik keinen falschen Wechselkurs überspielen, das ist einfach unmöglich! Deswegen haben wir nur die Konsequenz, dass die Agonie verschiedener Länder jetzt weitergeführt wird.

Was ist die Aufgabe des Parlaments? Die Aufgabe des Parlaments wäre es, Herrn Draghi darauf hinzuweisen, was sein Mandat ist. Nämlich die Geldwertstabilität zu erhalten. Was macht dieses Parlament? Dieses Parlament macht vor der Wirklichkeit die Augen zu. Dieses Parlament will nicht sehen, dass diese Politik dem Wohl der Menschen entgegengesetzt ist. Dieses Parlament hält an einer verfehlten Politik fest. Deswegen fordere ich das Parlament auf, die Augen zuzumachen und sich mit Menschen...

  Carmelo Abela, President-in-Office of the Council. – Mr President, honourable Members, I would like to thank you for the opportunity to intervene in this topical debate on the subject of the powers and control of the European Central Bank.

As we all know, the Treaty has bestowed independence upon the European Central Bank to conduct its monetary policy and to pursue its primary objective of maintaining price stability in the euro area as a whole. International experience has indeed shown that monetary policy tends to be more effective in supporting a stable price level when it is shielded from short-term political influence.

The Presidency believes that the accountability of the European Central Bank for its monetary policy is commensurate with its independence and can be inferred from the Treaty. When it comes to the ECB’s accountability for its banking supervision tasks, this is specified in the regulation on the Single Supervisory Mechanism. In this context, the Presidency sees no reason to question whether the ECB adheres to the accountability obligations towards the EU legislators. Similarly the Presidency does not have grounds to doubt that the ECB acts within its mandate.

Against this background, the Council has not debated the subject of the powers and control of the European Central Bank and the issue does not feature on any upcoming Council agendas. However, I am grateful for your invitation to attend and I look forward to hearing your views – or more views – during this debate.

  Andrus Ansip, Vice-President of the Commission. – Mr President, Minister, honourable Members, you are having a debate today about the powers and accountability of the European Central Bank. On behalf of the Commission, I would like to limit myself to a very few remarks on this matter.

The ECB and the national central banks are independent when exercising the powers and carrying out the tasks and duties conferred upon them by the Treaty. The principle of central bank independence is enshrined in the Treaty itself. It is put there to protect the ECB and the national central banks in pursuing their primary mandate of fulfilling their price stability objective and thus creating the foundation for a healthy and stable European economy.

Independence and accountability are of course intertwined. The ECB presents to Parliament an annual report on its activities and you hold a general debate on that basis. The quarterly monetary dialogues you organise with the ECB President provide a further forum for in—depth discussion. I understand you have regularly made use of this possibility over the past year.

The Commission has full trust in the ECB to exercise its mandates under the Treaty. We welcome the constructive engagement that has developed between the European Parliament and the ECB over the past years.

  Brian Hayes, on behalf of the PPE Group. – Mr President, the fact that today’s debate on the ECB is happening on the same day that the Governing Council of the ECB is meeting does not say a lot for Parliament’s scheduling ability, especially as I understand the ECB was not even invited to today’s debate.

The role of the ECB within the new post-crisis supervision and architecture is absolutely crucial: crucial to prevent financial shocks in the future; crucial to secure the confidence of citizens. The decisions taken by the ECB, from quantitative easing to the various programmes of support are working. Growth has returned. Three million jobs have been created in the eurozone in the last year. Inflation is slowly moving towards the ECB target of 2%, and despite all of the Armageddon predictions, the euro remains and has not been fragmented.

The crisis came from light touch supervision. We are not going back to that. That is why we need a strong independent ECB, but that independence must also deliver accountability and transparency, and it is at that level that the ECB has much to do. I want the President of the ECB to appear before all parliaments of the 19 Member States of the eurozone; not just the big Member States. President Draghi has appeared before parliaments in France, Spain, Italy and Germany. It is time that engagement took place at all levels across eurozone countries. We cannot have an inside or outside track. All Member States must be treated fairly. Appearing before some parliaments and not others sends out the wrong impression.

The euro is our currency. We must defend it. The ECB is our central bank. It must treat all Member States with respect, and that is where the change needs to happen.

  Roberto Gualtieri, on behalf of the S&D Group. – Mr President, it is no surprise that Mr Starbatty’s positions are in a minority in this House because they are factually weak and wrong. A broad majority of this House supports the ECB, its independence and its policies because the ECB is the main pillar of EMU and has been a fundamental anchor of its stability and integrity.

That such a great responsibility would fall on the shoulders of the ECB was unavoidable, taking into account the peculiar construction of EMU, with the explosive components of monetary policy, coordination competence on economic policy, and a small budget for the single market but not for the single currency. With the soaring debt crisis these responsibilities have been successfully honoured in full compliance with the task and the powers conferred by the Treaties and the Protocol in order to achieve the primary objective of maintaining price stability and to support the general economic policies of the Union, which of course include the integrity of the EMU.

The Treaties are crystal clear. In order to achieve its objectives, the ECB and national central banks can conduct open market and credit operations. So it is not surprising that the OMT programme has been declared by the Court of Justice fully compatible with EU law. In the post-crisis phase of low growth and low interest rates, and with the additional negative impact of financial fragmentation on proper monetary policy transmission, other unconventional policy tools have proven to be necessary to meet the inflation objective. I do not need to recall them, but is important to underline that, without quantitative easing (QE), Europe would have fallen into deflation. QE has been – and is – an economic success and for all stakeholders the potential negative side effects have clearly been outpaced by the positive ones. Moreover, economic data clearly show that the necessary sustained adjustment in the path of inflation has not yet materialised. Enhanced non-standard monetary policy measures are to continue until that time.

The ECB is, and has to be, fully independent. Nevertheless, we welcome and appreciate the accountability framework vis—à-vis the European Parliament and the Committee on Economic and Monetary Affairs and the improvements in transparency of the ECB’s monetary policy. As far as the SSM is concerned, a stronger accountability framework is appropriate and we are in line with our interinstitutional agreement to fulfil our democratic role.

It is evident that the current EMU construction, while it is not unsustainable, is sub-optimal and we need to complete it. We cannot rely only on common monetary policy and national fiscal and economic policies. Instead of contesting the excellent job of the ECB, it would be good if political groups and Member States would contribute to providing the instruments and policies that we need in order to face our current challenges.

  Sander Loones, namens de ECR-Fractie. – Voorzitter, ik zit hier vaak in het Europees Parlement in mijn zetel te denken: "Als dit hier allemaal een film zou zijn, welke soundtrack zouden wij dan horen, welke muziek zou bij de beelden worden geplakt?". Ik denk dat dat Abba zou zijn: "Money, money, money. It's so funny…" [zingt].

Er gebeuren schitterende zaken hier in de Europese Unie, schitterende zaken, maar er zijn ook veel zaken die fout gaan, die echt fout gaan. En de vraag voor ons allen is: "Hoe pakken wij die uitdagingen aan?". Helaas stel ik vast dat het antwoord van de Unie dan al te vaak is: "Money, money, money". We gooien er gewoon een dikke zak geld tegenaan en onze problemen zullen automatisch wel worden opgelost.

Ook Mario Draghi lijkt een fan te zijn van Abba. De voorzitter van de Europese Centrale Bank creëert wat geld en hij pompt het in de economie. Is dit goed voor de groei? Ja, op korte termijn wel. We zullen vandaag iets kopen wat we anders morgen zouden hebben gekocht. Omdat sparen toch niets opbrengt, geven we ons geld gewoon uit.

Maar iedereen voelt aan dat dit groei op de pof is, dat dat geen duurzame groei is, dat die monetaire hocus pocus ooit wel eens zal moeten stoppen. En dat is niet het enige neveneffect van dit beleid. Er zijn er nog meer. De koopkracht van de mensen neemt af. Spaargeld brengt niets meer op. Pensioenen komen in gevaar. De ongelijkheid neemt toe, tussen de middenklasse en de mensen die echt rijk zijn, en zeker tussen mensen die arm zijn en rijk zijn. We creëren bubbels, in de vastgoedmarkt, op de beurs. Je ziet toch zo dat dat geen duurzaam beleid is.

En dat verbaast mij toch zeer sterk, hoe alle traditionele politieke partijen in dit parlement toch dit beleid verdedigen. Wij praten hier zeer veel over fiscale eerlijkheid, over rechtvaardigheid. Hoe in godsnaam kan je dat verdedigen en tegelijkertijd het beleid van de Europese Centrale Bank verdedigen waarbij de ongelijkheid toeneemt? Daar kan ik echt niet bij.

Ik denk dat wij, als parlementsleden, als politici beter een andere soundtrack, een ander liedje zouden kiezen, dat we beter niet zouden luisteren naar Abba, maar dat we beter zouden luisteren naar de Beatles, dat we beter niet zouden luisteren naar "Money, money, money" maar wel naar "Money can't buy me love". Ik zal dat niet zingen, dat is voor de volgende keer, maar ik denk echt dat dat het antwoord is. Liefde voor de Europese Unie zullen wij niet kopen met een zak geld. Zo zullen we het niet doen. Wat moeten we wel doen? Hervormen. De harde weg. Besparen. Niet de shortcuts nemen, maar doen wat nodig is. En daar, ook daar, is het beleid van de Europese Centrale Bank nefast, want het ondergraaft net die noodzaak om te hervormen.

Wat mij meest van al echter ergert, is het feit dat de Europese Centrale Bank daarover niet transparant genoeg is – het is ook al aangehaald door de collega. Daar ligt enorm veel werk op de plank. Dat is ook de reden dat wij zelf een internetplatform opgezet hebben: "leefgeld.eu". We hebben ons volgende evenement op 26 juni waar wij precies zullen debatteren over het mandaat van de Europese Centrale Bank, in Brussel. U bent daarop alvast zeer hartelijk uitgenodigd.

  Nils Torvalds, on behalf of the ALDE Group. – Mr President, by way of a metaphor the European Central Bank could actually be described as an operating system. You know from your own experiences with Windows that open-source operating systems (OSs) do not always run very smoothly. (Though if it was a Linux created by a young Finn with the nice surname Torvalds, it would probably be a totally different matter).

Sometimes with a bad operating system, we have to run it in safe mode, and that is actually what the European Central Bank has been doing for the last few years. But my dear friend Loones is actually picking up the wrong music: ABBA is not qualitatively high music, it is dancing music for those who like it. It is high time to play Bob Dylan’s ‘The Times They Are A Changin’’. Why? With a forthcoming deal between France and Germany, we will have a time of change in the EU. That again will probably produce a turn back to interest rates.

Those who are very interested in medieval politics know that in the medieval world interest rates were thought to be a sin. That is probably slightly the way in which the Central Bank has operated in the last few years. We need to go back to real interest rates, but as soon as we go back to real interest rates, we are going to have severe problems in those countries with a large state debt because what was 70%, 80% and 90% will all of a sudden be 100%. That puts on the agenda a new question: we need the redemption fund, because without the redemption fund those countries will be dragged down by an unsustainable state debt.

When we speak about operating systems we know for sure that operating systems have bugs, and some of the bugs in the European system are actually not due to the European Central Bank. They are due to national states.

  Fabio De Masi, im Namen der GUE/NGL-Fraktion. – Herr Präsident! Zunächst möchte ich mich bei den Vorrednern bedanken, dass sie nicht gesungen haben. Das Mandat der Europäischen Zentralbank verpflichtet auf Preisstabilität. Die EZB verletzt das Ziel der Preisstabilität von knapp unter zwei Prozent Inflation seit vielen Jahren, und wenn es kurzfristig erreicht wurde, dann etwa nur durch höhere Ölpreise. Die EZB hat auch zugegeben, warum das trotz des vielen billigen Geldes so ist: Weil die Gewerkschaften trotz einer geringeren Arbeitslosigkeit keine hinreichend hohen Löhne durchsetzen, weil eben die Rechte von Arbeitnehmerinnen und Arbeitnehmern durch die Troika permanent angegriffen wurden. Die EZB ist nicht nur für die Geldversorgung zuständig, sondern Gläubiger und Teil der Troika. Und genau dort liegt das Problem: Sie hat ihre eigene Geldpolitik kastriert, indem sie etwa gegenüber Griechenland immer wieder gedroht hat, den Euro abzudrehen, wenn Regierungen nicht Arbeitsmarktreformen, Lohnkürzungen et cetera pp. durchführen.

Ähnliche Interessenkonflikte gibt es bei der Bankenaufsicht. Dort ist die EZB Kreditgeber der Banken und Aufsicht. Das schafft Interessenkonflikte. Sie hat etwa die Iren gezwungen, die marode Anglo Irish mit Steuergeldern rauszuhauen. Man kann aber nicht wie Herr Draghi in Jackson Hole die unzureichenden Investitionen der Regierung beklagen und mit der Troika-Gang Kürzungspolitik in Europa durchsetzen. Dann landet das billige Geld auf den Finanzmärkten, nicht in der realen Wirtschaft. Für die meisten Europäer ist der Song von Aloe Blacc „I need a Dollar“ bittere Realität. Und deswegen muss die EZB die Erpressung der Mitgliedstaaten einstellen.

  Sven Giegold, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Zunächst mal finde ich es gut, dass diese Diskussion hier stattfindet, denn viele Bürger beschäftigen sich mit dieser Frage. Und deshalb ist es richtig, dass wir das hier diskutieren.

Ich will allerdings auch sagen, dass die Art und Weise, wie Sie dieses Thema eingeleitet haben, Herr Starbatty, eben etwas von einer Sündenbockstrategie hat. Wir haben eine gemeinsame Währung, und die wurde geschaffen mit einer gemeinsamen Geldpolitik und wenigen Regeln – übrigens Regeln, die nicht zuletzt auf das ökonomische Denken zurückzuführen sind, das Sie jahrelang in Tübingen gelehrt haben. Der Punkt ist: Dieses Denken bedeutet: Man kann eine gemeinsame Währung einführen mit wenigen gemeinsamen Regeln und wenig gemeinsamer Politik. Dieser Mangel einer gemeinsamen Wirtschafts- und Finanzpolitik mit einem Mangel der Durchsetzungsfähigkeit von den wenigen Regeln, die wir haben, hat genau in die Krise geführt, die es 2012 nötig gemacht hat, dass die EZB tätig geworden ist. Die EZB hat eben nicht die Regeln gebrochen; die EZB hat sich nach dem Europäischen Gerichtshof daran gehalten, Herr Lucke. Der Punkt ist vielmehr, dass die EZB dafür gesorgt hat, dass der Euro nicht zerfallen ist. Und jetzt kritisieren alle möglichen Leute die EZB dafür. Zum Teil wird das dann personalisiert, wie Sie es gemacht haben, Herr Starbatty, auf Herrn Draghi.

Tatsache ist, die Mitgliedstaaten machen sich einen schlanken Fuß. Statt die gemeinsame Wirtschafts- und Finanzpolitik auf den Weg zu bringen, die diese Währung braucht, wird jetzt regelmäßig die EZB dafür zur Verantwortung gezogen. Das ist eine Sündenbockstrategie. Dagegen ist es nötig, diese gemeinsame Wirtschafts- und Finanzpolitik in der Eurozone auf den Weg zu bringen, damit die EZB den Raum bekommt, wieder zu normaler Geldpolitik zurückzufinden. Dafür gäbe es in der Tat viele Argumente. Aber das würde Ihrer Ideologie der Renationalisierung natürlich widersprechen, und deshalb suchen Sie sich lieber einen Sündenbock – aber bitte nicht auf dem Rücken der Einigung Europas!

  Beatrix von Storch, im Namen der EFDD-Fraktion. – Herr Präsident! Wir sprechen also heute über die Macht der EZB. Erstens: Die EZB hat Staatsanleihen gekauft, um erst Griechenland und dann Italien vor der Insolvenz zu schützen. Das ist monetäre Staatsfinanzierung und also verbotene Fiskalpolitik. Zweitens: Herrn Draghis Entscheidung, alles, aber wirklich alles zu tun, um Austritte aus der Eurozone zu verhindern, ist ein klarer Rechtsbruch, das ist verbotene Geopolitik. Drittens: Die EZB hat Vermögenswerte von mehr als vier Billionen Euro gekauft. Sie macht die Wirtschaft zum Zombie wie in Japan, das ist verbotene Wirtschaftspolitik. Alle haben diese Rechtsbrüche seit Jahren hingenommen, weil sie meinen, Banken und Staaten vor Insolvenzen retten zu können – sie irren. Das klappt nicht, das sehen Sie ja.

Nichts ist umsonst. Die hart arbeitenden Menschen, die verlieren ihre Währung. Sie werden den Preis bezahlen, daran führt logischerweise kein Schritt vorbei. Die EZB agiert wie eine kriminelle Vereinigung.

  Marco Zanni, a nome del gruppo ENF. – Signor Presidente, onorevoli colleghi, l'indipendenza della Banca centrale, cioè il fatto che il potere esecutivo non abbia il controllo dell'offerta della moneta, è un concetto a mio avviso incompatibile con la democrazia.

Mettere nelle mani di un'autorità non eletta il potere di creare moneta al di fuori di qualsiasi controllo democratico, lasciandole perseguire un obiettivo insensato come l'inflation targeting, uno strumento che non ha nulla a che fare con la dinamica dei prezzi, cioè la massa monetaria, è folle e antidemocratico.

La retorica che sostiene questo sistema antidemocratico da decenni si basa su un presupposto che la crisi ha smentito, quello che stampando moneta si crei inflazione. La necessità di tenere la creazione di moneta lontana dai politici scaturirebbe da qui, dalla necessità di evitare quell'inflazione che ora invece tutti auspicano.

Non so se qualcuno ha notato che da qualche tempo Draghi ha stampato e versato nel sistema dell'eurozona migliaia di miliardi di euro e il risultato qual è stato? La deflazione. L'inflazione non dipende meccanicamente dalla moneta stampata, ma dipende dalla domanda di beni, dalla moneta spesa, e in una depressione come quella che stiamo vivendo attualmente un governo può essere certo che la moneta stampata venga spesa solo se la spende lui stesso.

Senza finanziamento monetario della spesa, che i trattati e l'indipendenza della Banca centrale impediscono, sarà impossibile rianimare l'economia degli Stati dell'eurozona. Tuttavia in questa Unione di Stati uguali, dove uno è più uguale degli altri, i poteri dello Stato sono indipendenti ma uno, il potere della Banca centrale, è più indipendente degli altri ed è quindi quello che effettivamente comanda, facendo e disfacendo governi fantoccio a piacere.

Se un politico vi parla di democrazia senza rigettare questo dogma è un politico che vi sta mentendo. Lo snodo centrale per il ripristino di un barlume di democrazia è abolire questa aberrazione e togliere dalle mani di burocrati non eletti da nessuno questo potere.

  Bruno Gollnisch (NI). – Monsieur le Président, la publication du rapport de Transparency International relance le débat sur les compétences et le contrôle de la Banque centrale européenne.

À la faveur de la crise financière, puis de celle de la zone euro, la Banque centrale européenne s’est considérablement émancipée de son champ de compétences initial, au point de pouvoir intervenir, directement ou non, dans les politiques économiques et sociales des États, parfois en pratiquant un chantage odieux et même en commençant à le mettre en œuvre: la Grèce en est un cas emblématique et elle n’est pas le seul.

Avec la complicité de la majorité de ce Parlement, elle a désormais acquis un pouvoir quasi législatif et la mainmise sur la totalité du secteur financier grâce à ses nouvelles missions de supervision.

Quant au contrôle, il est inexistant. Ce n’est pas le ridicule pouvoir du Parlement européen, ou plutôt d’un nombre restreint de ses membres, de poser des questions ou d’accéder à certains documents qui peut remplacer un véritable contrôle.

Par sa totale indépendance, ses statuts gravés dans le marbre des traités et ses dirigeants irrévocables, sauf par la Cour de justice, la Banque centrale européenne échappe de fait à toute responsabilité quant à la sanction de ces actions. Le monstre a échappé à ses créateurs. Comme dans le roman de Mary Shelley, la seule solution est de tuer le monstre.

  Luděk Niedermayer (PPE). – Mr President, first of all let me say that I was surprised by this topic – by the organisation [of the debate] but not by the result. There is a lot of cheap politicking, especially on this side of the Chamber, and not so much understanding or knowledge.

Let me draw from my experience of working in the Central Bank for many years. First of all, central banking underwent a huge change at the end of the last century, going from secretive, non-transparent and politically influenced entities into highly professional bodies serving clear goals. Goals are set by the law as well as by instruments, targets and accountability principles. The establishment of the ECB, together with the creation of the euro, learned from all of this experience and benefited from best practice. That is why my view is very close to the one expressed by the Council and the Commission.

The debate today is not so much about the ECB’s position, but about monetary policy in the last few years; that should be understood. But while the legislator has given the Central Bank the targets, instruments and responsibility, we should not be surprised if they use it. It was an incredibly complicated time. Government fiscal policy did not support a way to get economies out of the crisis and I believe that central banks have done a great job, not only the ECB, but also the others. So, instead of blaming and criticising – especially personally – some people at the ECB, we should appreciate what they did, for the way our economy has got out of the crisis, for the jobs they saved, actually improving the situation in Europe.

  Pervenche Berès (S&D). – Monsieur le Président, certains ont voulu ouvrir ici un débat que nous menons de manière régulière grâce au rapport annuel sur la Banque centrale ou dans les auditions avec M. Draghi.

Mais il faut dire la vérité, car en dépit des incertitudes géographiques auxquelles elle est confrontée outre-Manche et outre-Atlantique, la politique monétaire qui est menée est une politique adaptée, quels que soient les défis économiques que nous traversons. La zone euro affiche en conséquence une résistance plus forte que celle qui a pu être anticipée. Sa croissance, on l’a dit, devrait atteindre 1,7 % cette année et 1,8 % l’année prochaine.

Cette bonne séquence n’est pas le fruit du hasard, elle doit en effet beaucoup – comme l’a souligné plusieurs fois la Commission cette semaine dans ses prévisions économiques – au soutien d’une politique monétaire exceptionnelle. Oui, la reprise reste trop faible et les divergences demeurent trop fortes au sein de la zone. Mais non, la Banque centrale ne mérite pas de porter le fardeau de cette responsabilité. Au contraire, les conditions de financement n’auraient jamais été aussi favorables si elles n’avaient pas été poursuivies courageusement, avec indépendance, dans le cadre d’un mandat qu’elle a su interpréter dans l’intérêt des Européens.

Du côté de la supervision, des ajustements seront peut-être rendus nécessaires dans le cadre de la revue des autorités de supervision européenne. Toutefois, ils ne devraient en aucun cas remettre en cause le mécanisme de surveillance unique, le MSU, ce dispositif fondamental de l’union bancaire qui rend possible le contrôle direct d’environ 130 groupes bancaires – y compris comme vient de le rappeler la Cour à propos de la Landeskreditbank de Bade-Wurtemberg – détenant au total plus de 21000 milliards d’euros d’actifs, et représente sans conteste un pas en avant vers l’application du corpus de règles prudentielles cohérent dans l’ensemble des pays de la zone euro.

L’exigence de supervision est d’autant plus critique aujourd’hui puisque la Banque centrale devra jouer un rôle de premier plan pour répondre aux questions d’ordre systémique que pose la sortie du Royaume-Uni de l’Union européenne, notamment celle de la supervision des CCP britanniques et celle de l’avenir de la compensation des contrats libellés en euros.

Au-delà du risque d’assouplissement réglementaire post-Brexit, la Banque centrale européenne devra enfin prendre à bras-le-corps la problématique épineuse des prêts non performants, les NPL. À cet égard, la publication, en mars dernier, de ses lignes directrices concernant le traitement de ces créances douteuses constitue un progrès qui permettra d’améliorer le dialogue quotidien entre les banques et leurs superviseurs. Il faudra néanmoins aller plus loin pour résoudre ce problème en envisageant, en priorité, l’instauration d’un véritable cadre européen qui autoriserait les entreprises de gestion d’actifs dédiées à recueillir ces crédits non productifs.

  Bernd Lucke (ECR). – Herr Präsident, meine Damen und Herren! Ich möchte mich zunächst an meinen Kollegen Gualtieri wenden und darauf hinweisen, dass dieses Parlament einen Bericht verabschiedet hat, der sehr, sehr kritisch gegenüber der Europäischen Zentralbank war. Die Behauptung also, dass die Kritiker der EZB hier in einer kleinen Minderheit seien, ist nicht so ganz gerechtfertigt. Und es gibt ja einen Grund dafür. Denn die Maßnahmen, die die EZB in der Vergangenheit ergriffen hat, sind – da sind wir uns doch, glaube ich, alle einig – außerordentlich ungewöhnliche Maßnahmen gewesen – Maßnahmen, die zehn Jahre vorher keine andere Zentralbank je ergriffen hätte, mit Ausnahme vielleicht von der Zentralbank von Simbabwe.

Wir müssen feststellen, dass die Frage, ob die EZB ihr Mandat überschritten hat, eine aktuelle und relevante Frage ist. Niemand bestreitet die Unabhängigkeit der EZB innerhalb ihres Mandats. Aber das Mandat muss überprüft werden können. Und das Problem ist, dass wir keinen Kontrollmechanismus haben. Wir haben in Deutschland eine Verfassungsklage gegen die EZB angestrengt. Aber in Deutschland muss man nachweisen, dass die Bundesregierung gegen das Demokratiegebot des Grundgesetzes verstößt, um überhaupt das Verfahren eröffnen zu können, um aussichtsreich gegen die Mandatsüberschreitung der EZB antreten zu können. Das kann kein Zustand sein. Das Parlament muss Kontrollmechanismen für die EZB und für die Mandatsüberschreitung einführen.

  António Marinho e Pinto (ALDE). – Senhor Presidente, a atividade bancária reveste-se de uma enorme importância, sobretudo pelo seu apoio ao investimento e ao consumo. Possui também uma característica especial: quando os bancos dão lucro, este é repartido pelos seus acionistas; quando dão prejuízo, este é suportado pelos contribuintes. Em Portugal, os contribuintes portugueses já pagaram mais de 20 000 milhões de euros de prejuízos da banca privada.

Há outro aspeto extremamente importante que é a facilidade/leviandade com que gestores de bancos privados são chamados a funções públicas de supervisão nos bancos centrais e a rapidez com que estes passam para a gestão daqueles bancos privados.

Por tudo isto, por todos estes maus exemplos, é necessário um alargamento das competências do Banco Central Europeu e um reforço dos seus poderes para que possa exercer uma rigorosa supervisão bancária em todo o território da União Europeia. Só assim os bancos serão recolocados ao serviço das finalidades para que foram criados e pelas quais são largamente beneficiados pelos poderes públicos e pelos contribuintes europeus.

  Δημήτριος Παπαδημούλης (GUE/NGL). – Κύριε Πρόεδρε, η Ευρωπαϊκή Κεντρική Τράπεζα είναι η ομπρέλα του κοινού μας νομίσματος, του ευρώ, και χρειάζεται και ανεξαρτησία και διαφάνεια και δημοκρατική λογοδοσία. Είμαι από αυτούς που έχουν επικρίνει συχνά και σφοδρά την Ευρωπαϊκή Κεντρική Τράπεζα, αλλά για τους αντίθετους λόγους απ’ αυτούς που κάνουν την άκρα δεξιά αυτής της αίθουσας και ορισμένους υπερσυντηρητικούς του Βερολίνου να κατηγορούν τον κύριο Draghi.

Κυρίες και κύριοι συνάδελφοι, το πρόγραμμα ποσοτικής χαλάρωσης είναι μια θετική ενέργεια και ανυπομονούμε εμείς στην Ελλάδα να πάρουν τις αποφάσεις τους στο Εurogroup, έτσι ώστε και η Ελλάδα να συμμετάσχει στο πρόγραμμα ποσοτικής χαλάρωσης. Και πρέπει να πω ότι η Ευρωπαϊκή Κεντρική Τράπεζα έκανε τα τελευταία χρόνια απ’ όσα έκαναν οι κυβερνήσεις περισσότερα για να προστατεύσει την απασχόληση λαμβανομένου υπόψη ότι έχουμε μια ατελή νομισματική ένωση και μια ατελή τραπεζική Ένωση. Αν θέλουμε ανάπτυξη και κοινωνική συνοχή πρέπει να εμβαθύνουμε...

  Ernest Urtasun (Verts/ALE). – Señor presidente. Miren, yo tengo muchas cuestiones sobre el control democrático del Banco: por las cartas que se mandaron, por el funcionamiento de la línea de liquidez de emergencia, por cómo funciona el programa de compra de bonos... Pero miren, sobre las cuestiones que ustedes plantean, sobre la cuestión legal, tanto el Tribunal de Justicia de la Unión Europea como, incluso, el Tribunal de Karlsruhe han emitido sentencias diciendo que lo que ha hecho el Banco Central Europeo está dentro del marco legal de los Tratados. Ese debate ustedes ya lo han perdido, el debate legal. El de los argumentos, también. Pero el legal, también.

Y, si entramos en el debate del mandato, tengo que decirles que, efectivamente, las medidas estaban dentro del mandato, porque lo que evitó el Banco Central Europeo fue la deflación y fue que entraran algunos Estados miembros en bancarrota. Y eso, evidentemente, entraba en el mandato. Luego podemos hablar, evidentemente, de las cuestiones que se hicieron en la troika —sobre las cuales, por ejemplo, el Tribunal también ha emitido una opinión— y, también, sobre cómo se están aplicando las medidas extraordinarias, pero termino con esto. El debate sobre si las medidas del Banco Central Europeo encajan en los Tratados, ese debate ustedes ya lo han perdido.

  Marco Valli (EFDD). – Signor Presidente, onorevoli colleghi, sono molto contento che il collega Starbatty e la sua delegazione abbiano calendarizzato questa discussione, perché è fondamentale in quest'Aula parlare di euro, parlare di una moneta che in questo momento sta creando enormi squilibri tra i paesi che l'hanno adottata.

19 paesi che hanno evidenti necessità diverse in termini di politiche monetarie e, si denota anche dallo scontro politico che c'è in quest'Aula, sulle diverse necessità dei propri paesi di adottare politiche monetarie diverse, di come una sola politica non sia in grado di risolvere i problemi in termini di inflazione e necessità di tassi di interessi. Quindi a questa risposta, purtroppo, finché non ci sarà una politica comune economica e monetaria, non si troverà mai soluzione.

Il problema è che, mentre si sta cercando di creare questa costruzione ipotetica e molto utopistica, ci sono degli shock e ringrazio proprio la delegazione tedesca, che è una delle poche delegazioni in questo Parlamento se non forse l'unica, che ammette che la Germania sta accumulando un grosso surplus commerciale, in parte proprio a causa di un euro che è sottovalutato per la propria economia.

Ora, vogliamo risolvere questa questione alla radice? Possiamo trovare una soluzione? Benissimo, conferiamo ai paesi che sono in necessità economica e che devono fare politiche di investimento, da parte dei paesi in surplus, una quota di quello che stanno guadagnando. Forse così potremo dare un po' più di ossigeno a certi paesi che oggi subiscono invece una moneta sopravvalutata per la propria economia.

Inoltre, se Macron e la signora Merkel dicono che i trattati possono essere rivisti, benissimo, rivediamoli, e rivediamoli per quelli che sono i vincoli economici, perché non è possibile che in questo momento dove c'è bisogno di investimento pubblico non ci sia la possibilità di rilanciare l'economia.

Concludo dicendo che una sola politica monetaria non potrà mai risolvere i problemi di 19 paesi che hanno necessità diverse e questo è il tema su cui bisogna focalizzarsi in questo Parlamento e la discussione politica nei prossimi mesi.

  Gerolf Annemans (ENF). – Voorzitter, ik zou de EU-kritische leden van dit Parlement – dat zijn er gelukkig steeds meer – willen oproepen om ons bij onze eurokritiek niet alleen te concentreren op de Europese Unie zelf, maar vooral op de eurozone. Want veel meer dan de Europese Unie – we hebben gezien dat het Verenigd Koninkrijk zich op grond van het Verdrag daaraan heeft kunnen onttrekken, zich heeft bevrijd – veel meer dan de Europese Unie zelf, is de eurozone een gevangenis, en meer bepaald een gevangenis zonder deur, wat meneer Draghi recent nog eens heeft onderstreept door te zeggen dat nergens is voorzien dat men uit die eurozone kan weggaan.

Als ik dan zie wat men hier moet doen en doet, dagelijks, om die eurozone stabiel te houden, met Capital Market Unions, met Europese depositogarantiestelsels, met Europese eenmaking van coverbondstelsels, met de verdere uitbouw van die bankenunie, als ik hier zie hoe infrastructuur, pensioenen, loonpolitiek, pensioenen, al onze begrotingen, besnuffeld worden door de Europese Unie, als ik zie, na de zaak Macron, hoe hier, tot vanmorgen toe, in groot enthousiasme een nieuwe minister van Financiën voor de hele eurozone, een nieuw Europarlement, euroschuldpapieren, eurobonds worden ingevoerd, en als we uiteindelijk zien wat de arrogantie is waarmee de ECB steeds meer macht naar zich toetrekt, ja, dan moeten we tot de vaststelling komen dat we aan het evolueren zijn naar één sociaaleconomische standaardzone die goed uitkomt voor het zuiden van Europa – want de schuld blijft goedkoop en kan steeds groter worden –, die goed uitkomt voor Duitsland – want de standaardeconomie van Duitsland beschikt binnen de eurozone over een munt die normaal gesproken 30 tot 50 procent duurder zou moeten zijn in de internationale handel. Er is een monsterverbond dat ons regeert. De norm die gesteld is, is: "Als Marine Le Pen geen president wordt, als Geert Wilders geen minister-president wordt, dan heeft de Europese Unie gestemd voor méér sociale, economische eenheid, voor méér Europese Unie.

Dat is strijdig met de Europese gedachte zelf. De Europese gedachte berust op verschillen en niet op die eenheid die men hier creëert.

  Steven Woolfe (NI). – The ECB is supposed to be independent, but as everybody in this room knows, it is merely a pure political vehicle for the monetary control of European countries. We could see that when Mario Draghi, the chairman of the ECB, said that he would do ‘whatever it takes’ to save the euro. Well, ‘whatever it takes’ cost millions of lives in poverty and unemployment in Greece. It was a transfer union from people in the North to try and save the South, but asked for austerity programmes even more. When we saw Cyprus depositors lose their money, and when we see the pension industry, the many young people in this audience today should be concerned that their futures are at risk because pension industries and insurance industries will not be able to pay for them in the future. He may have saved the Union for the moment, but he has left a time bomb of destruction under the European nations. It has not gone away, and I pray: do something now, before it explodes and causes all of Europe to have a problem once again.

  Werner Langen (PPE). – Herr Präsident! Die Fundamentalkritik von Professor Starbatty halte ich für überzogen und falsch. Die EZB ist unabhängig, nicht weisungsgebunden, eigenverantwortlich anhand ihres Mandats. Wir wollen – und Sie sicher auch – nicht eine Zentralbank, die politischem Pferdehandel unterliegt. Deshalb ist dies wichtig. Zweitens: Man kann kritisch über die Instrumente und die Ziele diskutieren, und da haben Sie Ihrem Kollegen Lucke – oder umgekehrt – widersprochen. Sie haben gesagt, das EP macht die Augen zu. Herr Lucke hat gesagt, wir haben einen kritischen Bericht abgegeben. Das passt ja nicht zusammen. Drittens: Natürlich gibt es Probleme mit der EZB. Die EZB hat gedacht, sie könnte gegen die Produktivitätsfortschritte der IT-Industrie und gegen sinkende Ölpreise mit der Geldpolitik die Wirtschaft ankurbeln – das war ein Fehler.

Aber das sind auch Konstruktionsfehler. Warum haben wir keine Stimmrechte anhand der Haftungsanteile? Das ist eine Frage, die man stellen kann. Wieso definiert die EZB das Inflationsziel selbst? In den Verträgen steht „nicht unter 2 %“ – selbst definiert, von Herrn Trichet! Wieso ist es nicht möglich gewesen, tatsächlich Staaten und Banken zu trennen? Nein, die lockere Geldpolitik hat die Banken noch näher an die Staaten herangeführt. Also eine Reihe von kritischen Punkte, über die man diskutieren kann und muss.

Abschließend möchte ich feststellen: Herr Draghi ist regelmäßig hier, wir kritisieren ihn auch, und deshalb ist die Frage der demokratischen Rechtfertigung nicht angemessen.

  Jonás Fernández (S&D). – Señor presidente, la verdad es que agradezco este debate porque es una buena oportunidad para demostrar que este Parlamento sí hace una labor de escrutinio del trabajo del BCE; que, junto con estos debates, los seguimientos periódicos en la Comisión —los informes anuales— acompañan con un análisis crítico el trabajo del BCE.

En todo caso, señor Starbatty, no puede decirnos que el BCE no cumple con el Tratado ni con sus objetivos. Llevamos cinco años en los que el objetivo de inflación se ha ido incumpliendo permanentemente; hemos estado en serio riesgo de deflación; la inflación no ha alcanzado el 2 % durante, como digo ya, un lustro. Por lo tanto, todo lo que hemos hecho —fundamentalmente a partir de 2012—, todo lo que ha hecho el BCE ha ayudado a buscar ese objetivo. Es verdad que podría haberlo hecho antes, como hizo en los Estados Unidos la Reserva Federal, y habernos ahorrado muchos costes y muchos sufrimientos en esta crisis, pero para ello hubiéramos necesitado un pilar fiscal en la eurozona. Algo que vamos a tener que construir en el futuro.

Es verdad, en todo caso, señoría, que la política monetaria puede generar alguna distorsión, como estamos viendo en los superávit por cuenta corriente en algunos países: en Alemania, en Holanda; pero, para corregir esos problemas, necesitamos una política de inversión en esos países. Para corregir esos desequilibrios está la política fiscal que sigue siendo nacional, en muchos casos, y por lo tanto los problemas con los superávit corrientes tenemos que corregirlos con la política fiscal en los Estados miembros.

Podemos, en cualquier caso, también hablar de reformas de los Tratados; y ahí, mi grupo estará para apoyar el crecimiento, para ver si ese objetivo de inflación —como decía el señor Langen— puede pasar por un control presupuestario, y por supuesto para que los beneficios del BCE, que son de todos los europeos, vayan a contribuir al presupuesto de la zona del euro.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η Ευρωπαϊκή Κεντρική Τράπεζα δεν μπορεί να είναι ανεξέλεγκτη. Οφείλει να λογοδοτεί στο Ευρωπαϊκό Κοινοβούλιο, μια και οι αποφάσεις της επηρεάζουν καθοριστικά την οικονομική και κοινωνική ζωή των λαών της Ένωσης. Ταυτόχρονα, απαιτείται διαφάνεια στη λειτουργία της ΕΚΤ και άρση της σύγκρουσης συμφερόντων διότι η ΕΚΤ δεν μπορεί να είναι ταυτόχρονα και νομισματική αρχή και εποπτική αρχή των συστημικών τραπεζών και μέλος της τρόικας.

Προτείνω το Ευρωπαϊκό Σύστημα Κεντρικών Τραπεζών να γίνει πιο ευέλικτο και πιο αποκεντρωμένο. Στο πλαίσιο αυτό, η εθνική κεντρική τράπεζα κάθε κράτους μέλους της ευρωζώνης πρέπει να εξελιχθεί σε ύστατο δανειστή για το κράτος μέλος αυτό και να μπορεί να ασκεί νομισματική πολιτική προσαρμοσμένη στις ανάγκες της οικονομίας του εν λόγω κράτους μέλους, αξιοποιώντας ως εργαλεία σειρά μη συμβατικών μέτρων νομισματικής πολιτικής και ιδίως την ποσοτική χαλάρωση, μέχρι του ποσοστού συμμετοχής της εν λόγω εθνικής κεντρικής τράπεζας στο κεφάλαιο της ΕΚΤ.

  Matt Carthy (GUE/NGL). – Mr President, in 2015, Mario Draghi claimed in a letter to me that the ECB didn’t prevent the burning of our senior bondholders in Irish banks, but then the Irish parliamentary banking inquiry found last year that the ECB had indeed blocked burden share. We’ve learned that Mr Draghi’s predecessor, in correspondence to the Irish Government, stated in black—and—white terms that the ECB threatened to cut emergency assistance to Ireland if the government didn’t request a bailout, and then demanded a series of austerity measures and a fire sale of public assets, against the opinion of even the IMF. Where exactly in its mandate does it say that the ECB has the power to do this? Its so—called independence is pure fiction. In reality, we all know that Mr Draghi is completely reliant on the Governing Council and the Eurogroup, an organ that doesn’t even exist in the treaties. So now we hear that new initiatives are being dreamt up by the Commission about introducing democratic oversight of the euro. They are meaningless unless they are about democratically and dramatically reforming the ECB, and a key part of that has to ensure that the ECB is accountable to national parliaments, as well as to this House.

  David Coburn (EFDD). – Mr President, honourable Members, even before the Brexit referendum, the ECB was trying a power grab of UK financial services, in an attempt to restrict clearing of euro—denominated derivatives to inside the eurozone. The EU – or ECB rather – was unsuccessful then, but the French and now a German MEP repeated the suggestion. In fact, Manfred Weber appeared to go further last month, and sought to exclude London from all business conducted in euros. What better example, honourable Members, can we have of the EU’s ability to cut off its nose to spite its face.

London clears derivatives and currencies from all over the world without being in political union with third countries. For the EU to introduce geo-blocking of euro clearing would be a message to the whole world that the euro should not be regarded as a global reserve currency. Manfred Weber, as leader of Merkel’s Christian Democrats here in Strasbourg, should think twice about what the EU might lose if it seeks to punish Britain and the city of London. The EU will quickly discover that an economic blitzkrieg is a double-edged sword.

  Barbara Kappel (ENF). – Herr Präsident, Herr Kommissar Ansip! Bis zum Ende des Anleihekaufprogramms, also bis zum Ende dieses Jahres, wird die Europäische Zentralbank 2 500 Milliarden Euro in den Ankauf von Anleihen und Schuldtiteln investiert haben. Die Bilanzsumme der Bank wird sich bis dahin auf über 4 500 Milliarden Euro erhöhen. Das ist mehr als die Federal Reserve, das ist mehr als die Bank of Japan, also ein Allzeithoch. Trotz dieser enormen Geldmengen ist es aber nicht gelungen, mit dem Anleihekaufprogramm in den Mitgliedstaaten Strukturreformen umzusetzen oder eine Reduktion der Verschuldung herbeizuführen. Ganz im Gegenteil.

Nehmen wir Italien als Beispiel. Das Land hat einen 20 %igen Anteil von non performing loans in seinen Bankbilanzen, eine Staatsverschuldung von 133 % des BIP, das sind 2003 Milliarden Euro, und das niedrigste Wirtschaftswachstum in ganz Europa – niedriger als Griechenland oder Zypern. Die Experten sagen, dass es beim Umgang mit den italienischen Schulden ohnedies nur noch zwei Optionen gibt: Entweder greifen die Mitgliedstaaten den Italienern unter die Arme mit einer Vergemeinschaftung und einer Neustrukturierung, oder die EZB setzt die Krisenpolitik fort.

Angesichts der Verbesserung der Konjunkturlage und angesichts der Inflationsrate, die wir jetzt haben, die schon sehr nahe am Preisstabilitätsziel der EU ist, würde ich aber sagen, dass es hoch an der Zeit ist, eine geldpolitische Wende einzuleiten, damit die Mitgliedstaaten tatsächlich gemahnt sind, ihre Strukturreformen umzusetzen.

  Ελευθέριος Συναδινός (NI). – Κύριε Πρόεδρε, η Ευρωπαϊκή Κεντρική Τράπεζα ασκεί μια πολιτική ανισοτήτων άνευ διαφάνειας έναντι των κρατών μελών και εξυπηρετεί κυρίως τα συμφέροντα των ισχυρών της Ευρώπης. Θα μπορούσε να ασκεί τον ρόλο της όπως μια εθνική τράπεζα ενός κυρίαρχου κράτους, δηλαδή να προχωρά σε υποτίμηση του ευρώ ή να εξυπηρετεί το χρέος κάποιου κράτους, ώστε να αποφεύγεται ο πληθωρισμός και να διατηρείται η πιστοληπτική ικανότητα των αδύναμων κρατών. Αντίθετα, ενώ είναι πασιφανής αναγκαιότητα και χρησιμότητα της έκδοσης ευρωομολόγων, η Τράπεζα υποκύπτει στην άρνηση της γερμανικής κυβέρνησης. Βάσει της Συνθήκης, η Ευρωπαϊκή Κεντρική Τράπεζα δεν ελέγχεται από δημοκρατικά εκλεγμένους εκπροσώπους των λαών. Η ανεξαρτησία αυτή έχει μετατραπεί σε ασυδοσία. Η προληπτική της εποπτεία στα πιστωτικά ιδρύματα και η συμβολή της στη σταθερότητα του χρηματοπιστωτικού συστήματος παραμερίζεται εσκεμμένα για ιδιοτελείς σκοπούς. Παράδειγμα, η ένοχη σιωπή της όταν η σοσιαλιστική κυβέρνηση Σημίτη στην Ελλάδα χάλκευε τα στοιχεία ελλείμματος και δημοσίου χρέους για να μπει η χώρα στην ευρωζώνη. Ο τρόπος λειτουργίας και η λογοδοσία της Ευρωπαϊκής Κεντρικής Τράπεζας πρέπει να αλλάξει. Προέχει η ευημερία των πολιτών της Ένωσης και όχι ο πλουτισμός των τραπεζιτών και των διεφθαρμένων πολιτικών.

  Siegfried Mureşan (PPE). – Mr President, the title chosen for this debate, ‘Powers and control of the ECB’ is unfortunate, I have to say, as the ECB does not control, and nor should it be controlled by any political institution. The European Central Bank’s political, institutional and legal independence is fundamental to the fulfilment of its mandate, and I think we should be very clear on this. The ECB has remained an indispensable actor during and after the euro crisis of the past years. During this time, the ECB has acted within and on the verge of its mandate, in order to enable price stability and to achieve its monetary policy objectives. We have seen in January 2015 that the inflation rate was minus 0.6% and now we are seeing that we are very close to the 2% target. But of course with great power comes also great responsibility and democratic accountability. The ECB is directly accountable to the European Parliament. In the Committee on Economic and Monetary Affairs we have constant dialogue with the President and the Vice-President, but clearly more has to be done. Number one: cooperation of the ECB and the European Parliament can still be further developed through more far-reaching communication between the two institutions and, number two: trust of the European citizens in the euro and in the ECB is of great concern to us. The public has to be able to understand the monetary policy of the ECB as transparency is vital for the credibility of the euro area and the trust which the people have in our common currency.

  Pedro Silva Pereira (S&D). – Senhor Presidente, como seria de esperar, este debate sobre os poderes e o controlo do BCE tornou-se numa forma não de construir soluções para reforçar a transparência e a prestação de contas do Banco Central, mas de combater a política monetária expansionista do Banco Central Europeu. Conhecemos bem o argumento.

Todas as respostas europeias à crise começaram por ser acusadas de violar os tratados e os mandatos legais das instituições. A política monetária não é exceção. A verdade é que a situação da economia europeia seria, hoje, muito pior sem o contributo do BCE e uma decisão precipitada de retirada dos estímulos à economia seria um erro, um erro grave, que poria em risco a recuperação da economia europeia.

É evidente que os que combatem a política monetária expansionista do BCE pensam mais nos interesses próprios do que nos interesses comuns da Europa, mas é a esses que é preciso lembrar que também não é esse o mandato do BCE. O mandato do BCE é defender o conjunto da zona euro e esperamos que assim continue.

  Peter van Dalen (ECR). – Voorzitter, overal ter wereld moet je je aan de wet houden. Dat geldt dus ook voor de ECB. Maar helaas schendt de ECB het EU—Verdrag op ten minste twee punten.

Artikel 123 van het Verdrag stelt dat de ECB geen schuldbewijzen mag opkopen. De bank doet dat toch al jaren. En men past daar een trucje voor toe, namelijk door die schuldbewijzen niet rechtstreeks op te kopen. Daardoor schendt de ECB weliswaar niet de letter, maar óverduidelijk wel de geest van het Verdrag.

Artikel 127 van het Verdrag verplicht de ECB tot een doelmatige toewijzing van de middelen. De ECB heeft inmiddels voor 2 500 miljard euro aan schuldpapieren opgekocht. Hierdoor is de rente zo laag dat pensioenfondsen in de problemen komen, lidstaten geen hervormingen doorvoeren en ook de waarde van de euro historisch laag is. Het ECB-beleid van "gratis geld in de economie pompen" schendt dus ook dit artikel van het Verdrag.

Hoe zou het toch komen, Voorzitter, dat zoveel burgers de EU steeds meer wantrouwen? Drie keer raden…

  Νικόλαος Χουντής (GUE/NGL). – Κύριε Πρόεδρε, κύριε Επίτροπε, κύριοι συνάδελφοι ποιος είναι ο βίος και η πολιτεία της Ευρωπαϊκής Κεντρικής Τράπεζας; Το 2011, ο τότε Πρόεδρος της Ευρωπαϊκής Κεντρικής Τράπεζας κύριος Τρισέ απειλούσε τις εκλεγμένες κυβερνήσεις της Ιρλανδίας και της Ελλάδας ότι θα διέκοπτε την παροχή ρευστότητας προς τις τράπεζες αν δεν έπαιρναν και άλλα μέτρα λιτότητας. Το 2015 στην Ελλάδα, επιβλήθηκαν πραξικοπηματικά από τον κύριο Draghi έλεγχοι στην κίνηση κεφαλαίων για να τιμωρηθεί ο ελληνικός λαός που αναζητούσε τη σωτηρία του για την καταστροφική λιτότητα και το μη βιώσιμο χρέος που είχε. Η Ευρωπαϊκή Κεντρική Τράπεζα λοιπόν αποτελεί έναν μηχανισμό επιβολής οικονομικών εκβιασμών και πραξικοπημάτων, ώστε να τιμωρούνται με ασφυκτικές οικονομικές συνθήκες οι λαοί που αμφισβητούν τη λιτότητα και τις ιδιωτικοποιήσεις. Οι μνημονιακές κυβερνήσεις μπορούν να υποκύπτουν σ’ αυτούς τους εκβιασμούς, αλλά ο ελληνικός λαός με κλειστές τράπεζες το 2015 είπε ένα βροντερό «όχι» στα τελεσίγραφα Draghi – Juncker. Σήμερα ο ελληνικός λαός είναι σε πανελλαδική παλαϊκή απεργία, αγωνίζεται ενάντια στα μέτρα λιτότητας, αγωνίζεται ενάντια στα συνεχή μνημόνια της τρόικας όπου συμμετέχει και η Ευρωπαϊκή Κεντρική Τράπεζα.

  Auke Zijlstra (ENF). – Voorzitter, de euro zou veel dingen leveren: volledige werkgelegenheid, permanente groei, gezond investeringsklimaat. Maar in werkelijkheid levert de euro alleen ongenoegen, instabiliteit en een geldstroom van Noord naar Zuid. We hebben een negatieve rente die slachtoffers maakt onder iedereen met spaargeld.

En dit gebeurt allemaal onder regie van de ECB. Die bank is zogenaamd onafhankelijk en niet politiek, maar houdt zich in de praktijk alleen nog bezig met het op de been houden van die lidstaten waar het aan politieke wil ontbreekt om begrotingstekorten aan te pakken.

De ECB heeft echter als enige opdracht prijsstabiliteit. De angst voor deflatie is volledig verdwenen, de inflatie nadert ondertussen de twee procent en ook de kerninflatie is stabiel.

De Verenigde Staten hebben ondertussen de rente verhoogd, want de crisis is voorbij. Dat heeft ook Brussel gezegd: de crisis is voorbij. En nu zullen we het dus weten. Zal de ECB ooit nog de rente verhogen?

Ik ben ervan overtuigd dat dat niet meer zal gebeuren. De ECB is geen centrale bank meer. Het is één grote geldpers geworden voor de zuidelijke eurolanden, ten koste van bijvoorbeeld de Nederlandse pensioenfondsen. De rekening voor Nederland loopt dan ook steeds verder op.

Voorzitter, wij hebben dan ook geen keuze meer: Nederland móet uit de euro.

  Cătălin Sorin Ivan (S&D). – Mulțumesc mult, domnule președinte, două lucruri sunt importante, cred, de precizat: în primul rând, dacă vorbim despre o zonă euro mult mai de succes, mult mai importantă, mult mai atractivă, atunci va trebui să vorbim despre solidaritate în interiorul Uniunii euro. Va trebui să vorbim despre țări membre ale Uniunii monetare, ale zonei euro care sunt solidare unele cu celelalte, țări cu surplus, țări cu deficit. Trebuie să înțelegem că în interiorul zonei euro nu putem avea țări care o duc bine și țări care o duc prost fără să existe repercusiuni.

În al doilea rând, am auzit spunându-se că Banca Centrală Europeană nu își îndeplinește mandatul. Eu cred că își îndeplinește foarte bine mandatul, dar din păcate este un mandat restrâns, din păcate se referă doar la stabilitatea prețurilor, la inflație în zona euro. Eu cred că avem nevoie de o Bancă Centrală Europeană mult mai puternică, o Bancă Centrală Europeană care să vorbească și despre creșterea economică, să vorbească și despre lupta împotriva șomajului, o Bancă Europeană care se referă la cetățeni în primul rând și abia după aceea la bănci.

  Richard Sulík (ECR). – Herr Präsident! Die Europäische Zentralbank missbraucht langfristig ihre Position, weil sie Staaten mit Krediten versorgt, denen private Investoren nicht mehr vertrauen, und das auch noch zu Zinsen nahe Null. Eines Tages wird diese vernichtende Politik in einem Desaster enden und man wird sagen: Seht her, der Markt hat versagt. Die Wahrheit ist jedoch, dass der Markt außer Kraft gesetzt wurde.

Am Beispiel Italiens sieht man, was die Schuldenpolitik bewirkt: Die Zinsen sind in letzten zehn Jahren stetig gesunken, die Schulden sind immens gestiegen. Heute hat Italien und seit neuestem auch Frankreich mehr absolute Schulden als Deutschland, obwohl deren Wirtschaften spürbar kleiner sind. Die Deutschen sind auch noch so dumm, dass sie das alles bezahlen.

Target 2-Forderungen: neuer Rekord, Auslandsforderungen in Form von Auslandsvermögen: auch ein Rekord: Haftung bei der EZB – noch ein Rekord. Und als ob das nicht genug wäre, fordert der neue politische Superstar Herr Macron Eurobonds, was noch mehr Schulden bedeutet. Und dann wundern wir uns nur, wo all diese Extremisten herkommen.

  Marisa Matias (GUE/NGL). – Senhor Presidente, vamos ser honestos: o Banco Central Europeu é, simultaneamente, o banco central com maiores poderes e menor controlo em todo o mundo.

Os problemas decorrentes dos poderes do Banco Central Europeu têm três ordens diferentes. Primeiro, é o conflito de interesses entre as diferentes funções do Banco Central que, desde logo, trata da política monetária, é supervisor, enfim, é polícia e ladrão, e ninguém controla.

O segundo problema tem a ver com o mandato do BCE. O mandato do BCE torna-o um banco inimputável perante as consequências económicas e sociais da sua política monetária.

O terceiro problema é - para além dos limites do mandato do BCE, que simplesmente não existem - que o BCE atua em todas as áreas que entender por bem atuar, seja nas áreas económicas, seja nas áreas sociais, chegando ao ponto de desenhar programas de ajustamento ao pressionar financeiramente os países com governos com uma orientação política que seja diferente da do BCE, como aconteceu, por exemplo, com a Grécia.

Portanto, falar de controlo democrático, Sr. Presidente, é só olhar para este Parlamento. Os responsáveis do BCE vêm cá dar explicações quando lhes apetece, dizem o que lhes apetece; se não lhes apetecer dizer nada, enchem-nos de vacuidade e de vazios. Mas, na realidade, o BCE não tem controlo e, como disse, tem o maior poder e o menor controlo de qualquer banco central à escala mundial.

Independence goes hand in hand with clear accountability arrangements and independence does not exclude lively discussion about how the ECB carries out the tasks and duties conferred upon it by the Treaty.

Today’s topical debate was part of this discussion. I am sure your monetary dialogues with the ECB President will provide many opportunities to discuss your views directly with President Draghi also.

  Nicola Caputo (S&D), per iscritto. – La questione della distanza tra cittadini ed Istituzioni europee coinvolge la sua architettura istituzionale, che si fonda sull'euro e sulla governance economica europea. Non sembra che le carenze di tale governance - che ho più volte sottolineato in questa sede sotto il profilo della necessaria implementazione della trasparenza del trattamento fiscale - siano state colmate né dal Piano di investimenti per l'Europa del 2014, né dal quantitative easing della BCE, che pure si è dimostrato essere straordinario strumento di riequilibrio sui fondamentali. Ma la questione è quella della centralità della lacuna di una vera politica fiscale e anticongiunturale europea. Bisogna abbandonare la logica passiva del mero monitoraggio della conformità delle politiche di bilancio nazionali con le regole del fiscal compact e va con coraggio affrontata la questione dell'istituzione, con logica attiva, di una politica fiscale anticiclica per l'eurozona. A mio giudizio tale mutamento deve avere due player privilegiati e non sostituibili: la BCE ed il Parlamento europeo, per garantire solidità di intervento ma anche adeguata responsabilità democratica e titolarità ai cittadini sulla governance dell'euro.

  Paloma López Bermejo (GUE/NGL), por escrito. – No comparto el discurso de quien defiende que el euro fue mal diseñado: al menos no desde la perspectiva de quienes lo crearon. La independencia del BCE significa que los sistemas financieros y mercados de deuda nacionales están a merced del capital internacional, que tiene total libertad para decidir qué políticas e inversiones se financian y cuáles no, otorgándole en última instancia el control sobre la economía y los presupuestos de los Estados miembros. En este sentido, añadir nuevos niveles de gobernanza o reforzar los poderes del Banco Central me parece sólo un intento de formalizar y legitimar el funcionamiento del BCE durante la crisis: que lo mismo chantajea a Grecia y España para aplicar reformas laborales que acude a subastas privadas de grandes multinacionales para financiarlas a coste cero. No creo que éste sea el camino. El BCE debe subordinarse a los poderes públicos, nacionales y europeos, y acudir a los mercados de deuda pública cuando el capital financiero pierda su apetito depredador por los mismos. Sólo así generará la estabilidad necesaria para financiar las políticas sociales y de inversión pública que Europa necesita.

  Maria Lidia Senra Rodríguez (GUE/NGL), por escrito. – El BCE está tomando decisiones políticas que no le corresponden, con un escaso o nulo control del Parlamento Europeo. Su actuación en Grecia o en el Estado español son ejemplos de cómo sus decisiones no son neutrales ni independientes, y sirven para favorecer a la gran patronal bancaria y a los mercados especulativos en detrimento de las clases populares. La Defensora del Pueblo Europeo lo ha acusado de dar información privilegiada a actores del sector financiero y Transparencia Internacional de extralimitarse tomando decisiones «políticas». Por eso consideramos que es urgente poner fin al negocio que supone la deuda. Que el BCE abandone la Troika y no actúe de parte de los actores financieros o de los intereses de las economías más fuertes, obligando a los Estados del Sur de la Unión a acometer recortes sociales para mantener la liquidez de su banca. Acabar con las puertas giratorias. Dar capacidad al Parlamento Europeo para que ejerza un control real y exhaustivo del BCE. Que el BCE garantice realmente el fin de los escándalos financieros de la Banca y que en ningún caso las pérdidas de este sector acaben comprometiendo los servicios públicos, las pensiones, los recursos naturales o los bienes públicos.
