  Catherine Stihler (S&D). – Madam President, for too long consumers buying a fridge or a hoover or a washing machine have been faced with the fact that the goods are just not made to last the way that they used to be, and when they break they are easier to replace with a new product than to repair. If we want to address climate change and be more sustainable as a society, we need to tackle this use-and-dispose culture which runs counter to our commitments to the environment.

Today’s vote on product life cycles go some way to highlighting the problem and suggesting solutions such as ambitious design models, creating durable goods, finding easier ways to repair rather than replace, and supporting fair-usage-based sales models. If we can achieve a more sustainable base system for the sale of consumer goods across the EU we can start to realise the circular economy, creating new business models and supporting EU innovation and start-ups whilst protecting our environment. This must surely be a win-win for consumers and the environment.

  Adam Szejnfeld (PPE). – Pani Przewodnicząca! Zapisy sprawozdania, o którym mówimy, mają przynieść korzyści konsumentom, środowisku, ale także przedsiębiorcom. Jego celem jest to, aby kupowane przez nas urządzenia, maszyny, samochody, sprzęt AGD, elektronika, komputery, telefony itd. działały i służyły nam jak najdłużej, ale jeśli się zepsują, to żeby można było łatwo i niedrogo je naprawić. Zatem idea jest bardzo ważna i słuszna. Zapisy sprawozdania tę ideę, jak sądzę, oddają. Odnoszą się więc do kwestii rękojmi i gwarancji, a także prawa dokonywania napraw przy użyciu zamienników, a nie tylko części oryginalnych. Koniec końców trzeba jednak pamiętać, że właściwą równowagę między jakością a ceną powinien jednak zapewniać rynek, a nie tylko i wyłącznie paragrafy.

  Seán Kelly (PPE). – Madam President, I voted in favour of this proposal, which will support consumer rights through the improvement of product lifespan and by increasing the reparability of products through guarantees and increasing the accessibility of spare parts. Consumers must be protected from the growing trend of planned obsolescence, something that has become particularly prevalent in the software industry, and they should be assured of a reasonable product lifespan. By establishing minimum resistance criteria, this proposal will lead to longer-lasting products and will benefit both consumers and companies. In voting for this proposal, we are protecting the rights of the consumer and supporting the development of a functioning economy. Our message is: repair rather than replace, old is often better than new, and save rather than lose.

  Branislav Škripek (ECR). – Vážená pani predsedajúca, poznáme to všetci. Tesne po záruke sa nám zrazu pokazí televízor, notebook či telefón. Oprava v servise už nie je možná, pretože výrobca už nepodporuje staršie modely alebo jednoducho chýbajú náhradné diely. Výrobky sa kazia príliš rýchlo a spotrebitelia musia neustále nakupovať nové, hoci nechcú. Nejde pritom len o elektroniku, ide aj o hračky, športové potreby, oblečenie alebo bielu techniku, a bez tej sa nezaobídeme. Dlhšia trvácnosť a lepšia možnosť opraviteľnosti výrobku je preto nielen prvkom férovejšieho prístupu k zákazníkom, ale aj čiastočným kľúčom k zmierneniu dopadu klimatických zmien. No tak isto ku zvýšeniu zamestnanosti drobných podnikateľov. Ja si viem predstaviť, že na opravy sa dajú tisíce šikovných remeselníkov, a to si buďme istí, že v každom mestečku budú potrební. Tak isto si viem predstaviť, že sa zvýši výroba a dodávka náhradných dielov, takže vidím tu veľké plusy. K tomu môže pomôcť jednotné označovanie trvácnosti produktov, napríklad uvedením garantovanej trvácnosti výrobku priamo na obale, či garancia opraviteľnosti výrobku. Preto som hlasoval za.

  Lucy Anderson (S&D). – Madam President, I welcome this report. It is particularly important that it aims to strengthen consumer protection, especially in relation to those products which are reasonably expected to last for a significant period of time. This is particularly important in the context of ongoing discussions on contract-law rights for consumers. It is important that we pursue greater value for money for reliable and durable products and that we benefit companies and the wider society by reducing waste.

It is also positive that this report reflects the need for minimum criteria on issues such as reparability and the ability to upgrade easily, especially when it comes to software. I was pleased to see that the amendments I put forward regarding battery technology issues and improving battery technology were included, and that the report calls for consumer safety to be protected, arguably in relation not only to general issues but also to spare parts.
