  Christos Stylianides, Member of the Commission. – Mr President, Irma was the strongest hurricane ever recorded in the Atlantic. It brought with it considerable catastrophe. So far, we know of 46 deaths. Many more injured. Thousands of people will have to rebuild their lives from scratch.

On behalf of the European Commission, I would like to express again my sincere condolences to the families and loved ones of the victims. I would also like to pay tribute to the first responders. We stand in full solidarity with all those who have suffered, for as long as it takes. Let us not forget that some of the affected territories are part of our European Union; others are closely associated to the Union. My sympathy particularly goes out to France, the Netherlands and the United Kingdom.

The EU is a global player in emergency response. We were fully alert and pro-active, from the very beginning of these disasters. Nevertheless, this is our job; this is our moral duty. Even before hurricane Irma hit the Caribbean islands and the United States, we were pro-active. We prepared for the worst. We mobilised all our response tools in order to help the people there. These tools are the following: first, the Copernicus satellite maps programme. As a first step, the EU’s Copernicus satellite mapping system was activated by France, the Netherlands, the United Kingdom and, of course, by the Commission. Numerous maps have been produced and have been helpful in assessing damage and planning emergency response actions.

The second tool is funding. We have immediately mobilised emergency funding: almost EUR 160 000 were rapidly mobilised for the Red Cross in the Dominican Republic, Haiti, as well as in Antigua and Barbuda. In addition, we have released an initial amount of humanitarian assistance of EUR 2 million for the most affected islands in the Caribbean. This will help respond to the most pressing needs in key sectors: shelter, water, sanitation and health. Further EU funding for longer-term reconstruction efforts will also be available.

The third tool: experts on the ground. A team of Commission humanitarian experts from different fields of expertise are on the ground now, working alongside national authorities and international partners across the region. The experts have been deployed in the Dominican Republic, Haiti and Cuba. They will also carry out assessments and support the relief efforts in Antigua and Barbuda, Turks and Caicos, St Martin, Anguilla and the British Virgin Islands, together with local authorities. Unfortunately, access remains difficult on some of these islands. We are ready to adapt our response based on their needs and identified assistance gaps.

Fourth tool: monitoring and coordination. The European Commission’s Emergency Response Coordination Centre (ERCC) has been monitoring the situation around the clock. It is in constant contact with all participating states in the EU Civil Protection Mechanism, especially France, the Netherlands and the United Kingdom. The EU’s actions are complementary to the Member States’ own emergency responses that are currently implemented on the ground. The Commission’s crisis centre also coordinates with EU delegations and all our partners in the field: governments, local authorities, international organisations and NGOs. The Commission’s regional humanitarian aid office in Managua is fully operational and ready to coordinate any further assistance.

Fifth tool: Civil Protection Mechanism activation. Finally, the EU Civil Protection Mechanism (EUCPM) is on standby to coordinate the delivery of in-kind assistance if requested by any affected state. Water purification, shelters, medical assistance and other vital assistance could be delivered. An EU civil protection team was also on standby for three days, in anticipation of a request for assistance. On 11 September, Germany activated the mechanism, requesting consular support to assist German citizens and other EU nationals located in Florida. In this context, the European Commission will co-finance the transport costs of a crisis response support team. This team will be deployed to the US for one week to help EU citizens on the ground.

Sixth tool: help for reconstruction. The European Commission is accelerating its support to affected countries and territories under ongoing development aid programmes. In this context, the EU can release immediately EUR 3.6 million to the national budget of Anguilla and EUR 4 million to the national budget of Turks & Caicos. In addition, the EU has recently committed a new bilateral programme of EUR 3 million to Antigua & Barbuda under the 11th European Development Fund (EDF). On Cuba, the same approach is followed by the Commission under the Development Cooperation Instrument (DCI). In the medium term, the Commission is also ready to examine how on-going and future development support programmes under the European Development Fund can be redirected to address the reconstruction efforts as well as mobilising additional funds from the non-allocated reserves – if, of course, justified by specific needs assessment.

Dear colleagues, let me conclude by saying that all these actions are a concrete demonstration of European solidarity and of efficient collective action. Let me make it clear that we stand ready to provide any further assistance to the affected countries. This is our role, this is our obligation, this our moral duty. This is why I insisted on this tangible European solidarity through our response tools.

  Lambert van Nistelrooij, namens de PPE-Fractie. – We hebben meteen daarop, op donderdag al, met de leden van de Commissie regionaal beleid gekeken wat we kunnen doen. Diezelfde dag is besloten, via het presidium van het Parlement, om dit debat te houden. Het is goed dat u hier bent en al met zes instrumenten kunt aangeven wat u al heeft gedaan.

Het doel van de parlementsleden is om de steun van de EU voor dit getroffen overzees Europees gebied - er zijn 30% van de huizen weg op Sint-Maarten en de infrastructuur is verwoest - echt op gang te brengen. Het doel is om de regels en de hulpprogramma's zo toe te passen dat de hele specifieke situatie, bijvoorbeeld op Sint- Maarten (het Franse en het Nederlandse deel) integraal wordt beoordeeld. Het is een ramp op die eilanden, in dit geval één eiland, dat wel administratief een aparte status heeft maar één aanpak verdient. Daarom wil ik de twee lidstaten vragen hun verzoeken hier naar voren te brengen en vraag ik dat wij deze positief behandelen. Voorzitter Tajani heeft vandaag een brief aan Juncker geschreven over die situatie. Het gaat om bijvoorbeeld Sint-Maarten, waar men nota bene stemrecht heeft in de Unie. We moeten met de wederopbouw beginnen en zij verdienen onze steun.

Naast de zes instrumenten die u heeft genoemd, wil ik ook vragen na te gaan wat de mogelijkheden zijn inzake het Solidariteitsfonds van de EU. Daarvan is al 70 keer gebruik gemaakt, bij overstromingen en bij allerlei situaties, vandaag ook nog voor Italië. In de lijn van het verzoek van Tajani verdienen zij alle steun. Ermee aan de slag!

  Louis-Joseph Manscour, au nom du groupe S&D. – Monsieur le Président, Monsieur le Commissaire à l’aide humanitaire, mes chers collègues, le 6 septembre, l’ouragan Irma a dévasté plusieurs îles dont les îles françaises de Saint-Martin et de Saint-Barthélemy. Pour beaucoup, une vie entière et des souvenirs d’un paradis ont été emportés en quelques heures.

On n’a jamais connu un cyclone d’une telle violence dans le monde et pourtant ces îles du Nord en ont déjà subi bien d’autres. C’est la démonstration que ces territoires souffrent de handicaps structurels, reconnus d’ailleurs par l’article 349 du traité sur le fonctionnement de l’Union européenne. C’est l’occasion de rappeler avec force la pertinence de cette disposition dérogatoire.

Mes chers collègues, les images en disent long sur l’ampleur du désastre. Huit jours après, Saint-Barthélemy et Saint-Martin tentent de panser leurs plaies. L’heure est à la reconstruction. Le moment est venu du retour à l’eau, à l’électricité, à l’ouverture des écoles, à la reconstruction du bâti, tout ce qui est indispensable et qui peut redonner l’espoir à toute une population inquiète, qui doute et qui redoute l’avenir.

Petits bouts d’Europe éloignés du continent, ces territoires doivent pouvoir compter sur la solidarité européenne. Je tiens, à cet instant, à saluer le président Juncker et le commissaire européen à l’aide humanitaire pour la célérité avec laquelle ils ont débloqué une aide de deux millions d’euros.

Le gouvernement français vient de demander l’activation du Fonds de solidarité. Monsieur le Commissaire, ce fonds d’urgence d’un montant de deux millions d’euros pour la période 2014-2020 a été réduit de moitié par rapport à la précédente programmation budgétaire. Pourtant, il est à craindre que le dérèglement climatique augmente l’intensité, voire la fréquence, des catastrophes susceptibles d’entraîner le recours à ce fonds. L’ouragan Irma n’en est que la démonstration. D’où l’absolue nécessité de sanctuariser ce Fonds de solidarité et d’en augmenter les crédits à l’avenir. Il serait tragique qu’une nouvelle catastrophe survienne et que l’Union européenne soit dans l’incapacité d’aider une de ses régions en détresse.

En tant qu’élu représentant ces territoires, je vous remercie de votre écoute et de votre attention.

  Peter van Dalen, namens de ECR-Fractie. – Orkaan Irma was eigenlijk een orkaan in de buitencategorie, je zou kunnen zeggen categorie 6. Helaas zijn er mensenlevens verloren gegaan en op Sint-Maarten is de schade erger dan gedacht: 90% van de gebouwen is beschadigd, één derde van de gebouwen is zelfs compleet verwoest. Direct zijn de betrokken lidstaten, Nederland en Frankrijk, begonnen noodhulp te verlenen en de Europese Commissie heeft zich daarbij aangesloten, zeer terecht en ik denk dat het ook kan op grond van artikel 198 van het Verdrag.

Maar er is meer nodig dan noodhulp alleen. We hebben veel relaties met het Caribisch gebied en we weten bovendien dat het klimaat onvoorspelbaarder en grilliger wordt. Dus we moeten de bewoners weerbaarder maken en dat kan door betere planning, betere gebouwen, noodvoorraden aanleggen en dergelijke. Daar moeten we als Europese Unie bij helpen, we moeten solidariteit tonen. Sommigen zeggen dat de regeltjes dat verhinderen, maar nood breekt wet. We moeten nú optreden, met elkaar.

  Matthijs van Miltenburg, namens de ALDE-Fractie. – Orkaan Irma heeft verwoestend huisgehouden in het Caribisch gebied. Wij betreuren de dodelijke slachtoffers en de vele gewonden. De beelden van het enorme spoor van vernieling maken diepe indruk. Wegen, havens, vliegvelden, ziekenhuizen en scholen: ze zijn verwoest of zwaar beschadigd. De ontreddering is groot. Mensen kampen met een tekort aan eten en drinkwater. Van hun huizen is veelal niets meer over. Ik wil de bewoners van de getroffen gebieden laten weten dat de ALDE-Fractie intens met hun meeleeft.

Op de allereerste plaats dient er nu acute noodhulp te worden geboden. Maar al heel snel moeten we gaan denken aan herstel en wederopbouw van de eilanden. Samen met mijn Franse collega Thierry Cornillet heb ik een brief geschreven aan Commissievoorzitter Juncker en wij roepen de Commissie op inzichtelijk te maken welke financiële steun de Europese Commissie kan verlenen voor de wederopbouw. Het is een aanvulling op wat de commissaris heeft gemeld en ik denk dat het goed is om dat nog eens even te preciseren. Want of het nu gaat om enerzijds het Franse Saint-Martin, of anderzijds om Sint-Maarten, Sint-Eustatius, Saba of bijvoorbeeld Anguilla en de andere getroffen gebieden, of het nu gaat om ultraperifere regio Saint-Martin of de andere landen en gebieden overzee, de juridische status van de getroffen gebieden is verschillend maar de grote behoefte aan steun voor de wederopbouw is hetzelfde.

Commissie, maak dus slim gebruik van de fondsen binnen de bestaande regels of leg voorstellen voor, hier aan het Europees Parlement om wederopbouw mogelijk te maken. Afsluitend, Europa en de Caribische gebieden zijn weliswaar gescheiden door duizenden kilometers aan water, maar we zijn solidair en we zijn verbonden in onze vastberadenheid de wederopbouw van de grond te krijgen.

  Younous Omarjee, au nom du groupe GUE/NGL. – Monsieur le Président, à Saint-Barthélemy et Saint-Martin, Irma a balayé en quelques heures des décennies d’efforts et plongé les populations dans le plus grand désarroi, des populations à qui nous exprimons notre pleine compassion.

Devant cette force déchaînée de la nature, nous devons faire preuve d’humilité et de dignité, mais nous devons aussi être lucides sur le temps perdu depuis les premiers rapports du GIEC pour l’adaptation des îles aux phénomènes climatiques extrêmes qui – nous le savons – iront croissant avec les changements climatiques qui sont déjà en cours.

Si la question pour nous aujourd’hui est bien celle de la solidarité européenne, de l’urgence humanitaire, et – vous l’avez dit, Monsieur le Commissaire – celle-ci a été très vite engagée et celle-ci s’est exprimée, nous devons également nous situer dans le temps d’après: celui de la reconstruction pour ces îles dévastées.

Pas pour reconstruire en reproduisant les erreurs du passé, mais reconstruire autrement, différemment, durablement. Faire renaître les îles en les aidant à se réinventer jusque dans leur modèle de développement, ce sans quoi ces îles renaîtront pour remourir.

  Molly Scott Cato, on behalf of the Verts/ALE Group. – Mr President, first it was Harvey, the wettest hurricane ever recorded that flooded Houston in hours, then Irma, with record-breaking winds of 185mph. Yet as the eye of the storm moved through the Caribbean and Florida, politicians, the media and others closed their eyes in order to protect their interests. Their priority: maintaining the status quo of turbo-capitalism, a system that requires perpetual growth and, in varying degrees, climate change denial.

Indeed, when my colleague, Caroline Lucas MP made the link between Hurricane Irma and climate change to UK minister Alan Duncan, he said she lacked humanity. When we learned that Mr Duncan had previously pocketed thousands of pounds working for an oil company, it all of a sudden became clear why he had made such an absurd snipe. After all, Caroline Lucas was simply respecting the science that a warmer world with warmer oceans leads to greater evaporation, which in turn fuels more destructive storms. That’s no more than others have done from Gaston Brown, leader of the devastated Antigua and Barbuda, through to President Macron of France and Pope Francis.

I say it is politicians, who defend the interests of fossil fuel industries, who lack humanity. Equally inhumane is the fact that 5 trillion dollars is thrown at the fossil fuel industry each year in subsidies; that’s 6.5% of global GDP supporting the dirty economy of the past when we should be investing it in the clean, green economy of the future. The humane thing to do is to act in the interests of those whose lives are now being torn apart by climate breakdown, especially those living in low-lying territories and in the path of storms; as well as millions of others across the globe, especially those from the poorest communities. This demands a new ethics politics and a new economic model.

  Sylvie Goddyn, au nom du groupe ENF. – Monsieur le Président, Monsieur le Commissaire, la semaine dernière les Antilles ont été ravagées par l'ouragan Irma. Toutes nos pensées accompagnent les familles endeuillées et sinistrées par cette catastrophe d'une ampleur exceptionnelle.

Il faudra évidemment tirer le bilan de ce drame dans les États membres concernés, notamment en France, où le gouvernement français a failli. Il faudra également réfléchir au financement d'habitats, de bâtiments publics et d'infrastructures plus sûrs, capables de résister à des cyclones toujours plus puissants.

Mais l'heure n'est pas encore au bilan, l'heure est à l'urgence. Urgence car les habitants sont actuellement confrontés à une pénurie d'eau potable, d'électricité et même de vivres. Mais urgence aussi car les habitants ont été livrés pendant plusieurs jours au pillage par des bandes armées.

C'est la raison pour laquelle notre groupe a déposé une proposition de résolution visant à mobiliser dans les plus brefs délais le Fonds de solidarité de l'Union européenne en faveur des îles touchées par l'ouragan Irma.

  Maurice Ponga (PPE). – Monsieur le Président, Monsieur le Commissaire, chers collègues, je souhaite tout d’abord adresser mes plus sincères condoléances aux familles des victimes de l’ouragan Irma et exprimer toute ma solidarité et ma compassion aux personnes sinistrées.

Pour les îles françaises de Saint-Martin et de Saint-Barthélemy, les dégâts sont déjà considérables et il faudra du temps pour tout reconstruire.

En raison de l’urgence et eu égard aux liens étroits qui unissent l’Union européenne à ces régions de la Caraïbe, indépendamment de leur statut de régions ultrapériphériques ou de pays et territoires d’outre-mer, j’invite l’Union européenne à poursuivre et même à renforcer son action dans la région, tant les besoins sont colossaux.

L’Union européenne, à travers le Fonds de solidarité pour la région française de Saint-Martin et via la réserve B du 11e FED pour la collectivité de Saint-Barthélemy, ou encore pour les PTOM néerlandais de Sint Maarten et anglais d’Anguilla, se doit d’aider les victimes de cet ouragan, dont la violence est sans précédent dans la région.

Il est crucial que l’ensemble des directions générales concernées – je pense notamment aux DG REGIO, DEVCO et ECHO – se mobilisent et coordonnent leurs actions afin que la réponse de l’Union européenne soit la plus efficace possible sur des territoires qui, comme Saint-Martin, disposent d’un double statut: RUP du côté français et PTOM du côté néerlandais. Ces différents statuts ne devraient en aucun cas influencer la réponse de l’Union européenne.

Nous avons le devoir de secourir et d’aider nos concitoyens.

  Agnes Jongerius (S&D) . – Vier doden, vele gewonden en vermisten en inwoners die nog wekenlang van noodhulp afhankelijk zullen zijn en daarbij een enorme materiële schade: dat is het verwoestende effect van orkaan Irma op 34 km2, namelijk het Nederlandse deel van Sint-Maarten. Het is gepast om vanaf deze plaats te getuigen van ons medeleven met alle nabestaanden en slachtoffers en in dit Huis richt ik natuurlijk ook het woord aan mijn Franse en Britse collega's. Want ook het Franse en het Britse deel van de Cariben zijn zwaar getroffen. Mag ik dan ook vanaf deze plaats oproepen om allemaal ook persoonlijk te doneren aan het Rode Kruis?

Europa mag in geval van nood haar inwoners nooit de rug toekeren en daar is gelukkig vaak ook geen sprake van. Vanochtend hebben we bij de stemmingen over de middelen uit het Solidariteitsfonds laten zien dat Europa zij aan zij staat met de mensen die getroffen zijn door de vernietigende aardbevingen in Italië. Maar toch is het ook deze week onduidelijk of àlle EU-burgers, steun kunnen verwachten van Europa als het gaat om wederopbouw. Zoals u weet bestaat het eiland Sint-Maarten uit een Nederlands en een Frans deel en beide hebben een verschillende juridische status binnen de EU. Beide delen zouden daarom verschillende vormen van hulp voor wederopbouw kunnen krijgen en dat terwijl alle inwoners van beide delen gewoon over het EU-burgerschap beschikken. Ik vind het onbegrijpelijk dat de EU op een eiland van slechts 87 km2 mogelijk verschillende vormen van financiële steun hanteert, zeker als je weet dat veel van de voorzieningen op het eiland ook gedeeld worden.

Daarom wil ik van de Commissie een toezegging dat beide delen van Sint-Maarten qua financiële steun gelijk behandeld zullen worden. Naar mijn mening mag er namelijk geen onderscheid zijn. Het eiland mag niet verscheurd worden door EU-statussen. Wat mij betreft staan alle inwoners van Sint-Maarten en daarmee onze solidariteit voorop.

  Thierry Cornillet (ALDE), question "carton bleu". – Monsieur le Président, ça va aller très vite. J’ai cosigné effectivement avec mon collègue M. van Miltenburg une lettre à M. Juncker avec une proposition, Monsieur le Commissaire, qui vous intéresse.

Nous avons voté ce matin 1,2 milliard d’euros de déblocage pour le séisme en Italie du 24 août. Ce vote s'est déroulé dans l’indifférence générale. Vous avez une occasion unique de donner une idée de l’enveloppe que va développer l’Union européenne pour Saint-Martin et pour Saint-Barthélemy, de telle façon à ce que nos concitoyens se rendent compte que l’Union européenne sait être solidaire et le dise au moment où c’est intéressant.

Op dit moment wordt zowel op Sint-Maarten als op Saint-Martin in kaart gebracht hoe groot de schade is en wat er nodig is voor de wederopbouw. En inderdaad, het Solidariteitsfonds biedt een mogelijkheid om mensen op de eilanden weer verder op weg te helpen. Voor mij maakt het niet eens zoveel uit met welke budgetlijn we dit bekostigen. Ik zeg alleen dat er geen onderscheid kan zijn tussen het Franse en het Nederlandse deel als het gaat om de hulp bij de wederopbouw.

  José Inácio Faria (PPE). – Senhor Presidente, Senhor Comissário, obrigado pela sua presença. Assistimos a um rasto de destruição deixado pelo furacão Irma que, numa fúria histórica, devastou habitações, fez um elevado número de vítimas e provocou graves danos nas estruturas infraestruturas. A estimativa de anos é de cerca de 100 mil milhões de dólares, o que equivale a meio ponto percentual do PIB dos Estados Unidos.

As alterações climáticas são uma das maiores ameaças ambientais, sociais, económicas que o planeta e a Humanidade enfrentam. Todos os dias assistimos a exemplos de fenómenos climáticos severos que mostram a todos essa verdade: furacões de maior intensidade, ciclones de grau máximo, que são cada vez mais frequentes, e o aquecimento dos oceanos, com resultados que provocarão cerca de 200 milhões de refugiados climáticos nos próximos anos.

Trata-se, para o Presidente dos Estados Unidos, de uma verdade inconveniente. O Prémio Nobel da Economia Stiglitz escreveu que, sob a liderança do Presidente Trump, os Estados Unidos deram mais um passo importante no sentido da sua confirmação como um Estado delinquente ao abandonarem o Acordo de Paris. As alterações climáticas são um desafio e a União Europeia tem que estar preparada para este desafio.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, ο τυφώνας Irma πραγματικά ήταν καταστροφικός. Να εκφράζουμε τα συλλυπητήριά μας στους συγγενείς των θυμάτων, που υπέστησαν αυτές τις ανεπανόρθωτες ζημιές, και να πούμε ότι οι καταστροφές αυτές προέρχονται λόγω της υπερθέρμανσης του πλανήτη. Ο πλανήτης εκδικείται και εκδικείται, κυρίως, αυτούς οι οποίοι είναι οι παγκόσμιοι ρυπαντές. Δεν μπορούμε να ξεχάσουμε τις μεγάλες καταστροφές στις Ηνωμένες Πολιτείες όπου πρέπει να αντιληφθούν ότι οφείλουν να προσχωρήσουν και να παραμείνουν στη συνθήκη των Παρισίων για την προστασία του περιβάλλοντος.

Το δεύτερο θέμα είναι, βεβαίως, ότι έχουμε μεγάλες καταστροφές και στον Άγιο Μαρτίνο και στον Άγιο Βαρθολομαίο και, φυσικά, μπορεί να κινητοποιηθεί ξεκάθαρα το Ταμείο Αλληλεγγύης. Το Ταμείο Αλληλεγγύης κινητοποιείται όταν υπάρχουν τεράστιες καταστροφές. Δυστυχώς, εδώ είχαμε πολύ μεγάλες καταστροφές. Όμως μπορεί το Ταμείο Αλληλεγγύης να κινητοποιηθεί και να στηρίξει τους συμπολίτες μας εκεί. Φυσικά αυτό ισχύει και για την ολλανδική πλευρά του Αγίου Μαρτίνου παρότι, τυπικά, δεν εντάσσεται σε όλο το σύστημα. Νομίζω όμως ότι πρέπει να είναι αμοιβαία και συνεχής η αλληλεγγύη προς όλες τις πλευρές όσων έχουν πληγεί.

  Stanislav Polčák (PPE). – Pane předsedající, já bych chtěl vyjádřit svoji účast rodinám lidí, kteří přišli o životy, a lidem, kteří přišli o své domovy. Infrastruktura těch ostrovů je skutečně velmi zasažena. Myslím si, že je důležité zachovat se v souladu se zásadou: Kdo rychle dává, dvakrát dává.

Všiml jsem si, že i pan prezident Trump, kterého tady velmi často kritizujeme, mnou nevyjímaje, se rozhodl pro velmi urychlenou pomoc právě pro zasažené oblasti. Měla by to být výzva pro činnost Komise. Já vím, že se Komise snaží poskytnout pomoc, nicméně Fond solidarity by měl být, podle mého názoru, více flexibilní.

My jsme se v rámci našeho Výboru pro regionální rozvoj snažili o to, aby záruky vyšší flexibility byly obsaženy v právní úpravě. Bylo by dobré možná ještě lépe posílit tuto flexibilitu a měli bychom posílit možnosti urgentních zásahů. Článek 198 mně nepřijde zcela dostatečný.

  Gabriel Mato (PPE). – Señor presidente, comisario, yo vengo de una región ultraperiférica, Canarias, y por eso quiero aprovechar y no dejar pasar esta oportunidad para mostrar mi apoyo y solidaridad con estas maravillosas islas que merecen un apoyo especial inmediato de la Unión Europea ante la tragedia que están viviendo.

El Fondo de Solidaridad requiere demasiados requisitos para ser movilizado, imposibles de cumplir en regiones como esta. Muchas veces hemos defendido que, tal y como establece el propio Tratado, estas regiones deben tener un trato especial, también y más aún en situaciones de catástrofe como la que están viviendo.

No debemos permitir que estas islas alejadas físicamente de Europa pero tremendamente europeas se sientan desprotegidas. La Unión Europea tiene que dar una respuesta urgente. Europa será más fuerte y creíble cuanto más efectiva sea su solidaridad.

  Christos Stylianides, Member of the Commission. – Mr President, thank you all for your interventions, it was a fruitful exchange of views. I truly share your sadness and your concerns.

We are indeed confronted with an extraordinary disaster and definitely, our thoughts are with the people in the affected areas. Of course, I completely agree with you regarding the climate change role in this new phenomenon with devastating situations, hurricanes, many other completely new phenomena of the world’s conditions. We have to learn from this large-scale emergency and to respond in the best way possible. So prevention, preparedness and response are all essential and reinforce each other.

I would also like to thank everyone who has cooperated in preparing for this unprecedented natural disaster and responding to it, inside the Commission, but also in Member States, in other European institutions and in the field on the ground. The European Union is working on a continuous basis, 24/7, through our emergency response coordination centre in Brussels. To help the countries affected by hurricane Irma. Our solidarity, in this emergency phase, very critical phase, starts from Brussels. I am really proud – as a European citizen, not only as a Commissioner – of this centre.

I take this opportunity to extend an invitation to all of you – some colleagues have done so already – to visit this centre. It is very critical and good to see the people there deal with this devastating situation. Going back to Irma: once more information from the field becomes available, further action will be taken. For the moment, we have mobilised all available instruments for immediate relief, humanitarian assistance, but also civil protection assistance. But definitely, we also look to the future: to reconstruction efforts. The European Union is also mobilised to assist affected countries on the longer-term. We have funding and expertise available. EU regions are eligible for EU solidarity funds based on damage assessments and their economic impact.

It is difficult for me to say something more, but I believe that in our Union, many times we realise that the rules are going through a way and are going to reflect the real conditions. Let us not forget that natural disasters have no national borders. As Commissioner for Humanitarian Aid and Crisis Management I would like to focus on this – working together, we are better able to assist affected populations. Europe is about solidarity. I am proud that it is able to collectively help at the time of great need. It is our job, it is our moral duty and when we achieve this, it is good to say it in order to persuade our people that European Union is not only a bureaucratic machine, but also can provide tangible solidarity on the ground.
