  Ulrike Rodust, Berichterstatterin. – Herr Präsident, sehr geehrter Herr Kommissar Vella, liebe Kolleginnen und Kollegen! Morgen stimmen wir im Plenum über den Nordsee-Mehrjahresplan für die Grundfischbestände ab. Nach dem Ostseeplan ist dies der zweite Mehrjahresplan, den wir verabschieden wollen. Ich möchte mich zunächst bei den Schattenberichterstatterinnen und Schattenberichterstattern, bei allen Mitarbeitern und Mitarbeiterinnen für die bisherige gute Zusammenarbeit bedanken.

Die Materie ist keine leichte Sache. Es geht um viel. Und es geht um das Jetzt. Wir wollen schnellstmöglich den Plan voranbringen, denn über der Nordsee schwebt der „Brexit“. In der PECH-Abstimmung im Juli hatte sich eine deutliche Mehrheit für meinen Bericht, aber gegen das Mandat für Verhandlungen ausgesprochen. Die Gründe hierfür spiegeln sich in den für das Plenum eingereichten Änderungsanträgen wieder.

Folgende primäre Konfliktlinien sind hier für mich zu erkennen: Erstens die Frage, ob und wie die Freizeitfischerei im Plan berücksichtigt wird. Zweitens, welche Grundfischbestände vom Plan abgedeckt werden, und drittens, in welchem Bereich und unter welchen Bedingungen Fangmöglichkeiten festgesetzt werden dürfen.

Bei der bisherigen Diskussion dieser Themenblöcke wurde ich nicht müde, auf die Grundverordnung als Basis aller Bestimmungen zu verweisen. Und auch heute möchte ich auf diesen Verweis nicht verzichten, zum Beispiel was den Vorsorgeansatz betrifft. Hier muss der Vorsorgeansatz aus der Grundverordnung gelten. Im Ostseeplan sehe ich eine Blaupause für die weiteren Mehrjahrespläne, das heißt unter anderem auch für diesen Nordseeplan. Allerdings bin ich mir bewusst, dass auf gewisse Besonderheiten der Meeresbecken eingegangen werden muss.

Ich finde, dass der im Juli abgestimmte PECH-Bericht für einen Mehrjahresplan in der Nordsee eine gute Basis darstellt. Die nun zur Rolle der Freizeitfischerei eingereichten Änderungsanträge zielen auf Folgendes ab: Erstens: Voraussetzung der Berücksichtigung der Freizeitfischerei soll eine Folgenabschätzung sein. Eventuelle Maßnahmen sollen gegenüber den Zielen verhältnismäßig sein. Zweitens: Dem Gesetzgeber soll es ermöglicht werden, Maßnahmen für die Freizeitfischerei zu erlassen, sollten diese für die Nachhaltigkeit von Beständen notwendig sein. Und meiner Meinung nach beinhaltet der PECH-Bericht bereits ein paar gute, weil zielführende und klare Vorkehrungen in Bezug auf die Freizeitfischerei. So basiert der Änderungsantrag 66 auf den Erfahrungen, die wir letztes Jahr in der Ostsee gemacht haben.

Welche Bestände soll der Mehrjahresplan umfassen? Wollen wir den Plan – wie von einigen Änderungsanträgen vorgesehen – wirklich auf einige wenige Grundfischbestände reduzieren? Meiner Meinung nach sollte der Plan für alle Grundfischbestände klare Vorgaben und Zielwerte beinhalten. Um die Vorgaben und Zielwerte einhalten zu können, müssen klare Bedingungen für Fangmöglichkeiten bestehen. Hier haben wir für bestimmte Bestände Wertebereiche in den Anhängen. Zu diesen Wertebereichen wurden ebenfalls Änderungsanträge gestellt. Daher bitte ich meine Kollegen, den Ansatz des PECH-Berichts zur Freizeitfischerei zu unterstützen. Um Unterstützung bitte ich auch für die Möglichkeiten, schnellstmöglich die Verhandlungen mit dem Rat anfangen zu können.

  Karmenu Vella, Member of the Commission. – Mr President, I would like to congratulate the rapporteur, Ms Rodust, and her team, and also the shadow rapporteurs, for the excellent work done to achieve, in my opinion, a well-balanced report on our proposal for a North Sea plan.

The multi-annual plans are a cornerstone in implementing the objectives of the common fisheries policy at sea basin level, in order to ensure fit-for-purpose fisheries management in our mixed fisheries. They are also important because they pave the way for the direct involvement of stakeholders in fisheries management. This is the second multi-annual plan that the Commission has proposed after the Baltic plan which was adopted last year, in 2016, but it will certainly not be the last. The Adriatic plan has already been presented to you and I aim to propose a multi-annual plan for the mixed demersal fisheries in western waters by the end of the year.

We all have to work together in order to ensure that multi-annual plans are in place for our key mixed fisheries when the landing obligation comes fully into force in the year 2019. I hope that trilogues can start as soon as possible. This is very important. Multi-annual plans will give us the tools to manage these fisheries in a modern and sustainable way.

I have read your amendments with great interest and welcome the amendments that further align this plan to the Baltic Sea plan. Following the Baltic plan helps to avoid having to negotiate once again those points that were already discussed in detail and settled during the trilogue negotiations back in 2016, such as the use of maximum sustainable yield (MSY) ranges.

There are also elements that were not dealt with to the extent needed in the Baltic plan and where we need to find a way forward. Specifically, we have to find a way to deal with mixed demersal fisheries. Such an approach must ensure that we continue to fish sustainably, while also ensuring a flexible management approach. Whatever the political context may be, we will need to have a multi-annual plan in any case, to enable us to put in place a modern management framework for sustainable fisheries.

The Council adopted a general approach in April as a starting point for the negotiations with Parliament. There is a lot of support on the Council side for reaching a mutually acceptable outcome on the North Sea plan before the end of the year. We need the North Sea plan, as it will give us the flexibility to make the management of these fisheries fit for the 21st Century.

  Jens Gieseke, im Namen der PPE-Fraktion. – Herr Präsident, Herr Kommissar Vella, liebe Kolleginnen und Kollegen, sehr geehrte Frau Berichterstatterin Rodust! Im neuen Nordseeplan werden erstmals die Bestände der verschiedenen Fischarten in einem Bewirtschaftungsplan zusammengefasst, mit dem Ziel, die Fischbestände in der Nordsee nachhaltig zu bewirtschaften und konstante Fangmöglichkeiten für Fischer zu gewährleisten.

Die Theorie hört sich gut an, allerdings sehe ich zwei Probleme. Erstens: Stellen Sie sich vor, Sie sind Hobbyangler – also Freizeitfischer. Wenn es nach den Plänen einiger Kollegen hier geht, müssten Sie zukünftig Ihre Fänge registrieren. Die Hobbyangler würden also mit bürokratischen Hürden belastet, obwohl die Freizeitfischerei in der Nordsee kaum Auswirkungen auf die Fischbestände hat. Das ist übertrieben und unnötig. Ich halte es daher für falsch, die Freizeitfischerei grundsätzlich in den Nordseeplan einzubeziehen. Für den Fall, dass die Fischbestände in der Nordsee schlecht sind, kann die Freizeitfischerei durch bereits geltende Regelungen eingeschränkt werden, und ich glaube, das ist sinnvoll.

Wir als EVP haben hier zum Plenum morgen Änderungsanträge eingebracht, die ECR auch, ich denke, dass diese Kompromisse oder diese Vorschläge durchaus annehmbar sind. Außerdem ist die rechtliche Grundlage für eine Einbeziehung der Freizeitfischerei fraglich. Weder die Grundverordnung – sozusagen die Fischereibibel – noch der Ostseeplan und damit die Blaupause für den Nordseeplan schreiben das ausdrücklich vor. Es gibt keine Folgenabschätzung der Kommission und damit keine Grundlage für ordentliche Gesetzgebung. Wir sollten hier nicht über das Ziel hinausschießen.

Zweitens darf es nicht sein, dass die Berufsfischerei in der Nordsee strengeren Vorschriften unterliegt als die Fischerei in der Ostsee. Viele Familien in Küstennähe haben dort Arbeitsplätze und ihre Existenzgrundlage. Da dürfen wir die Fischerei doch nicht ideologiebetrieben einschränken, sondern müssen realistische und unbürokratische Lösungen finden, die die meist kleinen Betriebe nicht über Gebühr belasten. Hier brauchen wir ein richtiges Gleichgewicht zwischen dem Schutz der Meeresressourcen auf der einen und dem Schutz eines ganzen Berufsstandes auf der anderen Seite. Ich denke, hier können wir zu einer guten Lösung kommen.

  Ricardo Serrão Santos, em nome do Grupo S&D. – Senhor Presidente, prezado Senhor Comissário, quero primeiro que tudo felicitar a relatora, a Sra. Ulrike Rodust pelo trabalho que realizou e, graças ao bom trabalho realizado, há poucas emendas para votar, mas a maioria tem ainda grande relevância.

Neste plenário ouvimos falar muitas vezes em sustentabilidade. É quase uma palavra indispensável para qualquer discurso politicamente correto, especialmente quando diz respeito a assuntos ambientais ou relativos à exploração de recursos naturais. No entanto, quando chega o momento decidir, verificamos que os votos passam a ter que agradar, já hoje, aos eleitores, esquecendo que a sustentabilidade, nem é sequer para amanhã, é para depois de amanhã, ou outro dia, deve ser para sempre. Temos que terminar este ciclo vicioso, populista e passar a ser coerentes.

A Política Comum de Pescas aprovada nesta Casa em 2013 é claríssima. A sobrepesca já deveria ter passado a ser parte do passado da União Europeia. Para os mananciais para os quais não foi possível acabar com a sobrepesca até 2015, há que fazê-lo, no máximo, até 2020. E como é que se faz? É fácil: aplicam-se limites de pesca sustentáveis. Os planos plurianuais e, neste caso, o plano plurianual para o mar do Norte, têm de incluir limites de exploração que não excedam o máximo rendimento sustentável. Se queremos ser verdadeiramente sustentáveis é este o caminho. Se não seguirmos este caminho então, em abono da verdade, que deixemos de dizer que pretendemos a sustentabilidade.

Neste momento é essencial que se aprove este relatório e que se prossiga para o trílogo. Os pescadores que operam no mar do Norte precisam de um quadro legal estável e funcional que sirva de alicerce para as negociações da saída do Reino Unido da União Europeia, ou seja, neste processo o tempo é realmente uma peça essencial.

  Peter van Dalen, namens de ECR-Fractie. – Als er een zee op deze planeet is waar een succesvol visserijbeleid is gevoerd, dan is het de Noordzee. Als er een zee op deze planeet is waar tal van bepalingen van kracht zijn, dan is het de Noordzee. Hierdoor zijn alle visbestanden in de Noordzee goed op peil. Alle grote visbestanden laten positieve trends zien.

Er zijn wel grote offers gebracht door de vissers zelf. De omvang van alle Noordzeevloten is in de afgelopen decennia gekrompen. Veel vissers werden gedwongen te stoppen en hun levenswerk te beëindigen en dat leverde met name bij familiebedrijven pijnlijke situaties op. Maar de vissers hebben ook zelf krachtig bijgedragen aan een verduurzaming en het herstel van de Noordzeebestanden. Het duidelijkst zien we dat bij de ontwikkeling van de innovatieve pulstechniek, een vismethode die brandstof bespaart, die de zeebodem niet kapot ploegt en die vooral de vis naar boven brengt die men wil vangen, selectie in optima forma.

Helaas zijn er toch nog fracties en ngo's die beweren dat de Noordzee wordt overbevist. Men eist nog scherpere regels en onaanvaardbaar hoge normen. Dat maakt de situatie dan echt onwerkbaar. En er zijn ook helaas collega's die de pulsvisserij niet wensen. Ik vind het onbegrijpelijk en onverantwoord. Want het is innovatie, maar zou men dan terug willen naar de tijd van de boomkor? Toch alsjeblieft niet!

Vanuit deze overwegingen steunen wij het plan dat op tafel ligt, mits de stemming morgen niet te gek uitpakt. En dan geven we én de Noordzee én de fiscus een goede kans voor duurzame visserij, en met name duurzame gemengde visserij.

  Nils Torvalds, on behalf of the ALDE Group. – Mr President, I would like to make four or five points here. The first is, of course, for Ulrike Rodust. It is a pleasure to work with a rapporteur who has ‘Ordnung’. ‘Ordnung muss sein’, as the Germans say. That was a very good start and it guarantees a good result.

The second point is recreational fisheries. That is going to be a bigger and bigger problem in all fisheries and it is coming up also in technical measures. If we do not do something, then it will grow and grow, and overgrow our possibilities. The third issue is the FMSY. There is pressure to accept FMSY upper. I do not think that is an acceptable way of handling this issue. The common fisheries policy (CFP) was clear on this issue and therefore, I hope for support for my amendment on FMSY as a limit.

The fourth problem comes up also in very many files. We are for regionalisation, but we need a backstop. If the regions do not understand how to make their decisions, then we will run into a very problematic situation. This is coming up in several files and therefore, even if you do not like the Commission to step in, we think it is necessary to have a backstop for the future.

The fifth thing concerns the question of order. When this debate started after lunch, my speaking time was at around 19.30; we have lost one and a half hours because of bad handling of the discussion. This thing here is called a wristwatch and I recommend that the presidency has one so that they can count the seconds and the minutes in the future.

  Anja Hazekamp, namens de GUE/NGL-Fractie. –Vooruitkijken, dat doet dit Europees Parlement graag. Ik noem een paar voorbeelden. Vόόr 2030 zal de wereldwijde ontbossing zijn gestopt. Vόόr 2050 zal de CO2-uitstoot met 95% zijn afgenomen en vόόr 2020 zal de overbevissing gestopt zijn. Maar hoe dichter we bij een deadline komen, des te meer verandert vooruitkijken in vooruitschuiven. Het visserijplan voor de Noordzee dreigt symbool te worden van het vooruitschuiven. Als dit plan doorgang vindt, dan blijft overbevissing mogelijk, ook na 2020.

Dat kan anders en dat moet ook anders. Laten we de maximaal duurzame opbrengst als absolute bovengrens hanteren bij het vaststellen van de quota. Dit laat namelijk geen enkele ruimte over voor interpretatieverschillen of flexibiliteit. Zo hebben we dat lang geleden al afgesproken, toen 2020 nog ver weg leek. 2048: dat is een jaar dat ook nu nog ver weg lijkt, maar het is het jaar waarin de wereldzeeën leeggevist zullen zijn als we niet snel maatregelen treffen. Ik roep daarom alle Europarlementariërs op geen quota toe te staan boven de maximaal duurzame opbrengst en beschermingsmaatregelen te nemen die gelden voor alle soorten.

Rest mij nog de rapporteur, mevrouw Rodust, te bedanken voor haar inzet. Zij heeft zich ingezet voor een duurzaam Noordzeeplan en ik hoop dat we bij de stemming morgen ook op haar en haar fractie kunnen rekenen. Voorts ben ik van mening dat de Europese landbouwsubsidies en visserijsubsidies moeten worden afgeschaft.

  Linnéa Engström, för Verts/ALE-gruppen. – Herr talman! Först vill jag så klart börja med att tacka Ulrike Rodust för hennes arbete med denna förvaltningsplan. Hon ledde också arbetet med reformen av EU:s nya fiskeripolitik. Den mest centrala frågan i hela reformen är hur vi ska kunna fiska hållbart.

Tillsammans med ministerrådet beslutade vi i grundförordningen att fiskebestånden ska återställas och bevaras över nivåer som säkerställer en maximal hållbar avkastning. Det är den enda lösningen för att vi långsiktigt ska få hållbara bestånd. Då håller det inte att fiska på en nivå som medger en dödlighet långt över den som är maximalt hållbar. Då kommer vi aldrig att nå vårt mål. Det säger sig självt att det är omöjligt.

Den gemensamma fiskeripolitiken satte en gräns, och den gränsen heter FMSY. Mer än så kan vi inte fiska. Jag stöder därför det ändringsförslag som ALDE-gruppen har lagt fram om att ta bort de intervall som överskrider FMSY och uppmanar alla andra att göra samma sak. Det var nämligen det som vi alla gemensamt beslutade i den gemensamma fiskeripolitiken.

Vi har alla ett intresse av hållbara fiskebestånd. Det är en förutsättning för friska hav, för sysselsättning och inkomst i det kommersiella fisket men också för fritidsfisket. Vi är många att utnyttja resursen, och i vissa fall är det så att fritidsfisket har en väldigt stor inverkan på fiskebestånden.

Vi har ett gemensamt intresse av att bevara bestånden så att de fortsätter att ge avkastning också för framtida generationer. Därför måste också fritidsfisket ta ansvar i de fall där det har stor påverkan på våra fiskebestånd. Fiskeriutskottet antog i sitt betänkande en punkt som säger just detta. Det är viktigt att stöda den punkten om vi ska kunna garantera hållbarhet på lång sikt.

  David Coburn, on behalf of the EFDD Group. – Mr President, look at a map, any of you. Much of the North Sea is British, and much of the rest is Norwegian. For the European Union to have a plan past 2019 is sheer effrontery. Worse, having stolen commercial fisheries, they are now trying to steal recreational fisheries by adding them to the plan too. It is entirely straightforward and simple: we reject this plan. Brexit must mean that this never happens. Instead, there must be a United Kingdom fisheries plan. This should encourage proper conservation and allow fish stocks to grow. Keep out all foreign boats, make fishing flags of convenience impossible, be properly policed by the Royal Navy: this is a real North Sea plan, and we hope for the sake of British fishermen that David Davis is not stupid enough to be taken in or gulled by yours. Ruth Davidson in Scotland is not backing Brexit, so that is not going to help our fisheries, and neither is Nicola Sturgeon’s SNP, who want to give our fisheries away to the European Union. That is unacceptable to Scottish fisheries and the reason why Alex Salmond lost his position, as did various other Scottish nationalists, and the rest of them will too.

  Sylvie Goddyn, au nom du groupe ENF. – Monsieur le Président, ce plan pour la mer du Nord présente selon moi deux avantages.

Le premier est, bien sûr, le caractère pluriannuel, qui va permettre de donner plus de visibilité aux pêcheurs. Il est important, en effet, que la variation des possibilités de pêche pour tel ou tel stock ne soit pas brutale d’une année sur l’autre.

Le second avantage est que ce plan a pour objet de remédier aux problèmes causés par les stocks à quotas limitants. En effet, les stocks démersaux, c’est-à-dire les stocks d’espèces vivant sur les fonds marins, sont souvent exploités dans le cadre de pêcheries mixtes. Concrètement, cela veut dire que, lorsque les filets sont relevés, il peut y avoir différentes espèces capturées: cabillaud, églefin, lieu noir, merlan, sole, plie ou encore langoustine. Pour les pêcheurs, le problème est qu’ils doivent en principe stopper leur campagne dès qu’ils ont atteint leur quota sur une espèce même s’ils disposent encore de quotas sur d’autres espèces.

En effet, l’obligation de débarquement rend désormais illégal le rejet de toute prise dépassant un quota. Ce plan devrait donc remédier à ce problème en introduisant des possibilités d’échange de quotas entre États membres, mais aussi avec des pays tiers. De même, les possibilités de pêche seront attribuées par fourchette de façon à être plus flexibles.

Toutes ces mesures convergent donc vers une plus grande souplesse et une plus grande visibilité au profit des pêcheurs. C’est la raison pour laquelle nous voterons en faveur de ce plan.

  Gabriel Mato (PPE). – Señor presidente, querido comisario, recuerdo bien lo que en 2013 aprobamos junto con el Consejo: la reforma de la PPC, que hoy algunos quieren ignorar. Y cuando eso sucede, nosotros los políticos perdemos toda la credibilidad frente a la sociedad, y los operadores no tienen seguridad jurídica, requisito esencial para cualquier empresa.

Apostamos entonces por los planes plurianuales y por la regionalización, y trabajamos con los pescadores, convenciéndoles de que las medidas regionalizadas a través de los planes multianuales les acercaría mucho a la toma de decisiones. Sin embargo, cuando el entusiasmo se convierte en frustración, es muy difícil restablecer la confianza. Los pescadores se sienten hoy frustrados, igual que yo. Esperaban otra cosa de este plan. Esperaban que los rangos dentro de los cuales el Consejo puede fijar el total admisible de capturas se fijaran con bases científicas sólidas. Eso es precisamente lo que establece el Reglamento de base en su artículo 9, apartado 1, pero, en este plan, se han propuesto rangos sin ninguna base científica.

Los pescadores también confiaban en que las medidas tendrían en cuenta su impacto socioeconómico, como prevé la PPC en el artículo 9, apartado 4. Aquí otra vez fueron engañados. No voy a referirme a las posibilidades de capturas, que también en este caso han sido engañados.

Yo espero, sinceramente, que se modifiquen estos puntos mañana. No quisiera en modo alguno asociarme a un mandato del Parlamento que engañe a quienes deben aplicar lo que decidimos aquí, ya que los mismos operadores no tendrían ninguna motivación para cumplir con estos requisitos.

  Isabelle Thomas (S&D). – Monsieur le Président, Monsieur le Commissaire, chers collègues, je voudrais d’abord à mon tour remercier l’excellent travail de la rapporteure Ulrike Rodust et, comme je l’avais souligné lors du débat sur le plan pluriannuel en mer Baltique, un plan pluriannuel est un bon outil pour les pêcheurs. Il répond à l’impérieuse nécessité de visibilité et de stabilité, condition certes insuffisante mais nécessaire à la viabilité économique et sociale de toute activité économique.

Une autre condition de cette viabilité de l’activité de pêche est la gestion durable de la ressource. La mise en œuvre du rendement maximum durable (RMD) en adéquation avec le niveau des TAC (totaux admissibles de captures) a déjà abouti à des résultats spectaculaires sur les stocks de poissons, puisque 52 % des stocks de la mer du Nord sont gérés de manière durable et ont atteint le RMD – et nous ne le disons pas assez, Monsieur le Commissaire – et les résultats sont encore meilleurs en Atlantique Nord-Est.

C’est pourquoi je ne comprends pas, en plus de la question de la légalité dont vient de parler M. Mato, en plus de la question du principe d’égalité qui serait affecté par rapport au plan baltique, je ne comprends pas la surenchère de ces dernières heures sur le RMD. Je veux parler des amendements 80 et 85, déposés par le groupe ALDE, et je le dis sincèrement, vraiment, je ne vous comprends pas. Nous avons une politique commune de pêche ambitieuse basée sur un RMD qui permet de vaincre la surpêche en Europe et c’est au moment où l’on devrait se satisfaire que vous choisissez de distiller le doute chez les Européens, en demandant d’en rajouter encore et encore.

En revanche, je voudrais me réjouir de l’initiative de la rapporteure, qui a pris en considération la pêche récréative, et je soutiens sa position, à condition toutefois que les futurs quotas attribués à la pêche récréative soient bien calculés sur les prises historiques de cette pêcherie et non sur les quotas de la pêche professionnelle, qui subirait ainsi une double peine.

Enfin, ces zones de pêche en mer du Nord sont particulièrement sensibles dans la perspective du Brexit – on vient de l’entendre. Elles sont en effet adjacentes ou intégrées au Royaume-Uni.

Ce plan doit aussi servir de feuille de route à la future coopération toute amicale entre l’Union et les pays tiers dans la gestion durable de la ressource halieutique.

  Czesław Hoc (ECR). – Panie Przewodniczący! Istotą dobrego sprawozdania pani poseł Ulrike Rodust jest wdrożenie na Morzu Północnym kluczowych aspektów reformy Wspólnej Polityki Rybołówstwa. Zatem wieloletni plan powinien zagwarantować, że cele i wartości docelowe zarządzania oraz normy zarządzania będą takie same i będą obejmować wszystkie stada ryb dennych w Morzu Północnym. Również nakazy odtworzenia poławianych gatunków do zdrowych poziomów powinny obowiązywać wszystkie stada denne. Wieloletni plan ma za zadanie zrównoważoną ich eksploatację zgodnie z zasadami MSY.

To sprawozdanie ułatwi także wprowadzenie obowiązku wyładunku, a dzięki współpracy regionalnej znajdą się rozwiązania dla tzw. gatunków blokujących w połowach wielogatunkowych. Należy też podkreślić, że akweny morskie Unii Europejskiej to symboliczny system naczyń połączonych. Zlekceważenie ekosystemu i jakiekolwiek odejście od zrównoważonego połowu ryb na Morzu Północnym spowoduje prędzej czy później fatalne skutki na innych morzach opływających Unię Europejską.

  Izaskun Bilbao Barandica (ALDE). – Señor presidente, creo que la mejor manera de equilibrar el objetivo de conservar las poblaciones de peces en estas aguas del mar del Norte y mantener la actividad de nuestra industria pesquera es seguir apoyando estos planes plurianuales y ajustar el máximo rendimiento sostenible a los parámetros de la política pesquera común. Por eso no apoyaré las modificaciones de rangos.

Celebro que el plan incorpore la pesca recreativa: es una urgente necesidad. Votaré a favor de los actos delegados de la Comisión para evitar que una posible inacción de algunos Estados miembros, en el marco de la llamada regionalización de la PPC, desproteja las poblaciones y, en la misma línea, apuesto por mantener medidas de control, que se eliminaron en la Comisión. Y estoy de acuerdo en mantener el principio de precaución cuando no haya estudios suficientes para determinar el estado de las poblaciones y haya un claro riesgo.

Espero también que el brexit no reste eficacia a un plan centrado en proteger la vida y el medio marino, una tarea que, sobre todo, interesa a quienes viven en él.

  Ian Hudghton (Verts/ALE). – Mr President, representing the fishing nation of Scotland I believe that fisheries management should lie in the hands of the fishing nations themselves, cooperating necessarily with each other on a regional basis, such as around the North Sea. This belief holds true whether within the EU or outwith. Scotland should have the power to work with its neighbours to manage its fisheries within the principles set out in international law.

The old CFP was an over-centralised disaster. The reformed policy at least provides a foundation for a more regional system of management. Indeed, the Commission states that Member States having direct management interest may submit joint recommendations for fisheries management in the North Sea. This is not before time.

While supporting the basic principle of multiannual planning, and in particular the devolved nature of decision-making, I do have concerns about the inclusion of recreational fisheries by this Parliament. That goes in the opposite direction, and I cannot support such an idea. Surely the fishing nations of the North Sea can decide for themselves whether that is a problem and, if so, how to deal with it.

I just want to ask you: do you now recognise that we are leaving – and Scotland is leaving – the European Union and that fishing will be managed by Britain and not by the European Union, and that, because of all that we have been telling you forever, that we need to get out of the European Union to protect Scottish fish and protect Scottish fishermen and their fleets, that now in the north-east of Scotland, people are building boats, training young lads to go fishing and there is now a boom in this thing. Will you now agree that you were wrong in the SNP, and that UKIP was right, sir?

  Ian Hudghton (Verts/ALE), blue-card answer. – Many times in this place I have said on the record that the CFP has been a disaster for Scotland, and many times I have said in this place on the record that one of the principal reasons for that has been the failure of the UK government – successive UK governments – to do anything useful for Scotland’s fishing communities in EU negotiations. I do not trust the UK government in EU negotiations. I do not trust a UK government to sensibly and effectively manage Scotland’s fisheries itself either. That’s why I said earlier that Scotland should have the power: Scotland, a fishing nation, should have the power to manage its fisheries along with its neighbours around the North Sea and in the other areas where we have an active interest.

  Werner Kuhn (PPE). – Herr Präsident, Herr Kommissar Vella! Frau Kollegin Rodust als Berichterstatterin: Danke für Ihre umfangreiche Arbeit. Aber ein Prinzip sollten wir diesbezüglich immer im Auge behalten, und das heißt: Qualität muss vor Geschwindigkeit gehen, ob der Brexit uns im Nacken sitzt oder andere geschwindigkeitserhöhende Kriterien da sind, wir sind das unseren Fischern schuldig. Und wenn der Plan nicht hält, was er verspricht, dann steigt im Sektor und auch in der Bevölkerung der Unmut gegenüber der EU.

Deshalb sind wir als EVP dafür, dass wir hier sehr klare und auch einfache Definitionen haben. Im Nordseeplan brauchen wir einen einfachen Einsatz für die Gruppeneinteilung. Das heißt: nur die species, die tatsächlich auch quotiert sind, die total allowed catch haben. Und wir brauchen anwendbare Korridore für die Quoten auf wissenschaftlicher Basis. Wenn ich dann immer höre „Also, es darf keine Überfischung geben, et cetera pp.“ …: Wenn ein Bestand in so guter Verfassung ist, dass er andere sozusagen bedroht – das haben wir zum Beispiel bei der Interaktion zwischen dem Wittling und der Krabbe –, da muss man auch mal mehr aus dem Bestand herausnehmen, damit sich die Krabben wieder erholen können. Mit einer flexiblen Korridorlösung ist auch der Bereich für die Regelung der begrenzenden Arten, der choke species, ganz, ganz wichtig. Denken wir nur an Kabeljau und Scholle. Wenn die Quote für die Scholle sozusagen abgefangen ist, ja, dann muss ich aufpassen und auch klare Verhältnisse haben, wie ich mit dem Kabeljau weiter umgehen kann.

Eines will ich nur noch mal klipp und klar sagen: Seit 50 Jahren ist der Bestand der Speisefische in der Nordsee nicht besser gewesen als zum jetzigen Zeitpunkt. Wir haben eine Million Tonnen mehr Biomasse für den Hering. Weil hier immer gesagt wird: Ja, das ist alles unmöglich, was hier in der Europäischen Union gemacht wird. Wir haben doch Managementpläne für den Kabeljauplan erarbeitet! Der war in einer ganz schwierigen Situation, jetzt hat er sich wieder erholt, er ist über den Triggerpunkt hinaus, wir können ihn wieder befischen. Und das muss hier in dieser Runde auch nochmal gesagt werden: Die Managementpläne, die wir bis jetzt hatten, haben auch Wirkung gezeigt!

  Clara Eugenia Aguilera García (S&D). – Señor presidente, quisiera agradecer a mi colega Ulrike el buen trabajo que ha realizado en este plan, como en cualquier trabajo que afronta. Hay que decir que la introducción de los planes plurianuales es uno de los instrumentos clave en la política pesquera común para gestionar de manera sostenible los recursos.

Es fundamental no perder de vista que estos planes plurianuales, tanto el del mar del Norte como el del Báltico, ya aprobado, sientan precedente para futuras propuestas de gestión en el Atlántico y en el Mediterráneo. Y, a medida que nos vamos hacia aguas más meridionales, las pesquerías son mixtas, es decir, que la interacción de especies es mayor, por lo que es fundamental dotar a estas zonas de planes de gestión razonables en el futuro.

Los planes plurianuales también tienen que estar dotados de flexibilidad, y esa flexibilidad tiene que permitir moverse en los rangos que establece la mortalidad por pesca, tanto para tomar decisiones cuando las poblaciones están en peligro e implementar las medidas correctoras necesarias, como para aumentar las posibilidades de pesca cuando las poblaciones están en buen estado.

Es fundamental señalar que, a través de este plan, se gestionarán aguas que pertenecen al Reino Unido, y es muy importante destacar aquí que, a pesar del brexit —de que el Reino Unido se vaya de la Unión Europea—, es fundamental hacer una gestión de las pesquerías responsable, porque los peces no entienden de fronteras, señores. Y se lo digo a los de enfrente, especialmente.

  Sander Loones (ECR). – " 't Es kerremesse in Ostdunkerke, es 't allecht ook kerremesse in d'helle". Kermis in de hel: dat is wat de vissers bij ons zeggen wanneer er zwaar weer op komst is. En als ik zie wat hier op tafel ligt in dit Europees Parlement, dan ben ik er niet helemaal gerust in. Ik woon aan de zee aan de Vlaamse kust. Als ik de vissers zie bij ons in Nieuwpoort, Oostende, Zeebrugge, Blankenberge, dan zie ik dat zij het moeilijk hebben. Ze hebben het moeilijk, ook door de zaken die hier beslist worden in Europa en ook door de brexit die eraan komt.

Tegelijk is het zo, zoals boeren hun land en hun dieren graag zien, zo zien vissers graag de zee en de vis. Zij beseffen ook maar al te goed dat ze die moeten koesteren en dat ze die omslag zullen moeten maken naar een meer duurzame visserij. Maar dat kan ook zonder al te complexe plannen. Laat ons dat dan ook zo doen. Laat ons een eerlijk, flexibel en eenvoudig systeem uitwerken en laat ons alsjeblief ook de recreatieve vissers hun visje gunnen.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, από ό,τι βλέπω ίσως θα έχουμε μια επανάληψη του «πολέμου του μπακαλιάρου», αυτό το οποίο είχε συμβεί στα τέλη της δεκαετίας του 1970, όταν ερχόταν, μεταβατικά πλέον, η Μεγάλη Βρετανία στην Ευρωπαϊκή Ένωση. Ήδη βλέπουμε και αντιθέσεις και ανάμεσα σε εκπροσώπους, βουλευτές από τη Σκωτία, και από αυτούς οι οποίοι υποστήριξαν το Brexit.

Δεύτερον, το σχέδιο αυτό ακολουθεί ουσιαστικά το σχέδιο της Βαλτικής. Εκεί έχουν διαμορφωθεί οι προϋποθέσεις και αν δεν κάνουμε συζητήσεις επί των σχεδίων αυτών αυτά τα σχέδια πλέον θα εφαρμοστούν και σε άλλες περιοχές.

Τρίτον, υπάρχει σοβαρό θέμα με την ερασιτεχνική αλιεία. Πρέπει να αντιμετωπιστεί. Τέθηκαν αρκετοί προβληματισμοί. Δεν μπορεί να υπάρξει αυτό το τεράστιο διοικητικό άχθος για τους ερασιτέχνες αλιείς. Επίσης δεν έχει ληφθεί υπόψη ο κοινωνικοοικονομικός αντίκτυπος. Υπάρχουν πάρα πολλά προβλήματα σε αυτή την πρόταση. Ελπίζω μέχρι αύριο να διευθετηθούν τα περισσότερα.

  Karmenu Vella, Member of the Commission. – Mr President, I would like to thank all the honourable Members for their interventions and valuable views and I promise that I have taken due note of this very interesting debate.

I would like to make some comments and let me start with leisure fisheries because this was mentioned by a number of speakers. I think that recreational fishing must be taken into account when setting fishing opportunities, without unnecessary intervention. The way that we do this is: we always ask the Institute for Systems, Informatics and Safety (ISIS) to provide us with information on recreational angling when it plays a significant role.

With regard to Brexit – a number of Members spoke about Brexit – I agree and it has already been said that stocks have no boundaries. As long as we have shared stocks, we also have a shared responsibility. We have to have the best management framework to work for sustainable fisheries, with or without Brexit. Others spoke about the issue of choke and this is indeed one of the main purposes of the plan. The ranges of fishing mortality will provide us with an additional instrument for addressing choke situations as well.

Our colleague, Mr Serrão Santos, spoke about sustainability and I totally agree with him that we have to be serious about sustainability and to do away, phase out and stop overfishing because overfishing could be as harmful as illegal, unreported and unregulated fishing (IUU).

Mr Torvalds and Mr Mato spoke about regionalisation. It is true that some serious regions have taken regionalisation on board and it is working very well for them. It is also true that in some cases, the Commission has to come in and take decisions to act. But everyone is recognising that regionalisation is in the best interest of the stakeholders, and especially of the fishermen themselves.

I do not agree with Ms Hazekamp when it was said that overfishing is continuing and we are not getting results. On the contrary, the common fisheries policy (CFP) is providing us with some positive results and as has already been mentioned, the number of stocks at maximum sustainable yield (MSY) has increased from 9 up to 36 and that is, for me, a very good result. I also agree with Linnéa Engström that with healthy stocks everyone benefits, whether this is the leisure or the commercial industries, so both have to take on responsibilities when it comes to sustainable management.

Mr Mato knows that the worst thing that could impact negatively on fishermen is a lack of sustainable management and this is exactly what we do not want to have and is exactly what the multi-annual plan is giving us. I agree with Ms Thomas about the essentials of the plan, especially the sustainable management of resources not only to reach but to maintain the stocks at maximum sustainable yield (MSY). Mr Hudghton also reminded us that apart from the CFP, there are also international obligations to be complied with by everyone, including the UK after Brexit.

I also agree with Mr Kuhn when he mentioned as well that we need to start looking at the interaction and the impact of one species over other species and we will be moving in that direction when we start taking into consideration and taking the ecosystem approach, because I agree that this is a very important remark. I also agree with Ms Aguilera García that we have to make multi-annual plans (MAPs) work so we can then move to other areas and to other stocks, especially in the South.

Let me reiterate that it is of utmost importance that the multi-annual plans are made fit for purpose and to ensure this, they must focus on the tools to ensure a practical and a sustainable management framework for our mixed demersal fisheries. Multi-annual plans should be adopted as a matter of priority as well, and the Commission will make every effort to assist the co-legislators in the coming trilogues.   Ulrike Rodust, Berichterstatterin. – Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Wir haben nun in der Debatte einige Argumente zum Thema Freizeitfischerei, Wertebereiche und Gruppeneinteilung gehört. Ich möchte in diesem Kontext nochmals die Situation in der Ostsee in Erinnerung bringen. Dort hat die Freizeitfischerei einen großen Einfluss auf die Dorschbestände.

Im PECH-Bericht greifen wir in Änderungsantrag 66 zur Freizeitfischerei deshalb die Struktur des ICES-Gutachtens auf, das eine Unterscheidung zwischen Gesamtfang, kommerziellen Fängen und Freizeitfischerei macht. Die Differenz aus Gesamtfang und Freizeitfischerei ergibt die Empfehlung für die kommerzielle Fischerei. Der Gesamtfang ist durch die Wertebereiche der Mehrjahrespläne beschränkt. Ich bin der Meinung: Wird die Freizeitfischerei bei der Festsetzung von Fangmöglichkeiten außer Acht gelassen, können die gesetzten Ziele der GFP nicht eingehalten werden. In der Art und Weise des Umgangs der vom Plan abgedeckten Grundfischbestände sind in der Debatte die unterschiedlichen Auffassungen sehr deutlich geworden. Das wird morgen eine Mehrheit im Plenum entscheiden müssen. Dasselbe gilt auch für die Wertebereiche.

Ich habe bereits vorhin angeführt, dass ich weiterhin die Hoffnung auf ein rasches Vorgehen habe. Die Brexit-Verhandlungen warten nicht auf uns, sondern wir müssen den Verhandlungsführern mit dem Nordseemanagementplan schnellstmöglich ein stabiles Fundament an die Hand geben. Ich bedanke mich für die rege Debatte und wünsche Ihnen allen und mir auch einen schönen Abend.
