  Bodil Valero, författare. – Herr talman! En av 20 000 personer i världen har albinism och bara i Nigeria lever omkring 2 miljoner av dem. Diskrimineringen av personer med albinism är ett allvarligt problem i Afrika söder om Sahara, men också i resten av världen. Cirka 600 attacker utfördes mot personer med albinism i sammanlagt 26 länder förra året.

I många fall har orsaken varit tron att deras kroppsdelar har egenskaper som ger lycka och välstånd. En vidskepelse som för oss är helt absurd och som man trodde inte kunde leva vidare i det i 21:a århundrandet. Även om ett antal länder faktiskt försöker sätta stopp för dessa fruktansvärda attacker och handel med kroppsdelar så saknas oftast adekvat lagstiftning för att faktiskt lagföra gärningsmännen. Också vittnesskydd är en nödvändig åtgärd för att få människor att våga vittna.

Det är absolut nödvändigt att berörda länder tar krafttag för att sätta stopp för dessa mord och för denna handel och för att lagföra brottslingarna. Men det preventiva arbetet är minst lika viktigt. Det behövs medvetandegörande insatser riktade till allmänheten som ger större kunskap, men också information om albinism och om varför vissa individer drabbas. Detta i kombination med ökade insatser för att skydda personer med albinism.

Det kan handla om skyddande boenden och det kan handla om ökad polisnärvaro, men inte minst handlar det om att arbeta mot den fattigdom och diskriminering som den här gruppen drabbas av mer än befolkningen i övrigt.

  Hilde Vautmans, Auteur. – Mayeso Isaac, dat is de naam van het laatste slachtoffertje dat we kennen. Een onschuldig jongetje van 12 jaar, ontvoerd, verkocht en vermoord, waarschijnlijk omwille van zijn haar of zijn beenderen, uit bijgeloof dat dit magische krachten zou hebben. Dat is wat momenteel gebeurt.

De laatste 9 maanden wordt Malawi opnieuw getroffen door een golf van gruweldaden tegen mensen met albinisme. Ten minste twee zijn er vermoord en zeven andere worden luidens berichten gediscrimineerd en vervolgd. Zoals een collega al zei, weten we dat dit slechts het topje van de ijsberg is. We hebben al rapporten gezien van 600 mensen die gediscrimineerd, vervolgd en gedood worden.

Eén op 20 000 mensen in Afrika wordt getroffen door albinisme. Het is dus onze verdomde plicht om ook hun mensenrechten te beschermen. Het is niet omdat ze er anders uitzien dat ze vermoord mogen worden.

Collega's, laten we hier in dit Europees Parlement niet de houding aannemen: "het is ver van ons bed, het gebeurt maar in Afrika". Nee, wij moeten ervoor zorgen dat dit bijgeloof anno 2017 stopt. En dat kunnen we.

We moeten zorgen voor beter onderwijs. We moeten ervoor zorgen dat criminele organisaties die handel drijven in menselijke lichaamsdelen, omdat blond haar magische krachten zou hebben, aangepakt en bestraft worden. We moeten ervoor zorgen dat kinderen met albinisme beschermd worden en dat discriminatie de wereld uit geholpen wordt. Collega's, laten we ervoor zorgen dat de mensenrechten van iedereen op deze aardbol, ongeacht zijn of haar huidskleur, worden beschermd.

  Miguel Urbán Crespo, autor. – Señor presidente, señorías, las cifras de asesinatos, agresiones y desapariciones de personas albinas en Malaui, Tanzania o Burundi son estremecedoras: en los dos últimos años, al menos veinte personas asesinadas y más de ciento quince han sido víctimas de algún tipo de agresión, sin contar aquellas que se encuentran en paradero desconocido.

El Gobierno de Malaui debe tomar medidas políticas y judiciales para acabar con estos ataques. Asimismo, la Unión Europea y los Estados Unidos, que son los principales donantes de este país, tienen que exigir el respeto a los derechos humanos en la región y especialmente la protección de este colectivo en riesgo.

Pero no podemos pedir simplemente el respeto a los derechos humanos de una forma abstracta. Creo que es fundamental también cuestionar un modelo económico de expolio de recursos neocolonial que mata de hambre, que deforesta, que genera sequías e inundaciones, que merma cultivos y arruina cosechas.

Señorías, la violencia contra las personas albinas no es solo producto de la superstición y la brujería, sino es también un problema que se llama pobreza y desesperanza. Tendremos que atajar ambas.

  Tunne Kelam, author. – Mr President, albinos in Africa face widespread discrimination and persecution. Last year alone, 172 albinos were murdered and almost 300 were attacked in hunts for their body parts. In Malawi, a new wave of killings and persecution has started in the current year, while the local justice system has failed to protect this vulnerable minority from criminal gangs.

We call on the Malawian authorities to their utmost to protect albino citizens, who clearly deserve strong state guarantees for safety, dignity and equality. I call on the Malawian Government to follow the positive examples of Tanzania and Mozambique, where action programmes have been started to promote public awareness and education and to protect co-citizens.

Kollegor och kommissionär Jourová! Ett brådskande ärende som detta vill jag ge min röst till, för personer med albinism i Malawi och i andra afrikanska stater. Hur är då situationen för närvarande? Jo, personer med albinism dödas och diskrimineras på daglig nivå. Inte ens döda får vara ifred från dessa människor som nyttjar deras kroppsdelar. Dessa människors liv står i riskzonen vart än de går.

Kvinnor och barn är ännu mer utsatta. Barn styckas och deras kroppsdelar säljs. Men hur kan vi då möta denna fasansfulla situation? Jag ber om bättre lagstiftning och ett bättre genomförande av befintliga lagar och handlingsplaner. Jag ber om bättre resurser och utbildning till polisen. EU:s institutioner kan inte blunda för detta. Vi behöver en övervakningsmekanism som följer denna utveckling. Det är dags att agera och reagera.

Jag vill också poängtera att strukturell diskriminering också måste mötas av större kunskap och ett förändrat synsätt. Vi kan inte låta människor fortfarande dö på grund av sin hudfärg 2017. Så Malawi och andra afrikanska stater måste alltså skydda alla sina människor som befinner sig där. Och vår uppgift är att se till att det blir så.

  Charles Tannock, author. – Mr President, the plight of albino people in Malawi is a true tragedy. I still remember debating this same issue in relation to Tanzania almost a decade ago. The apparent killing of innocent albinos – or persons with albinism – and, tragically, mainly of children, for their body parts is still happening in many African states as well as Malawi, where there has been a recent spate and rise in the number of killings to more than 20. Other states reportedly affected include Burundi, Mozambique, Kenya, Nigeria and Zambia.

Already, this vulnerable community is at risk of the medical consequences of albinism in the tropics, including a high risk of fatal skin cancer, but they are also now being murdered – almost unbelievably – to satisfy demand for traditional medicine that is more akin to medieval sorcery.

The EU should not hesitate to campaign on the issue. I welcome the reforms of the penal code in Malawi. I also welcome the recent adoption of the regional action plan for 2017-2021 jointly by the African Union and the United Nations. This is a positive and concrete signal of commitment by African leaders to ending all discrimination against persons with albinism and to prosecuting all crimes and atrocities against this vulnerable group of people.

  Ignazio Corrao, author. – Mr President, Malawi, along with other African countries, is facing an awful violation of human rights towards people with albinism, due to erroneous superstitions and beliefs about this rare genetic condition. Constantly targeted by gangs and individuals driven by ignorance and myths about the magical powers of their body parts, people with albinism are facing pretty much all kinds of human abuses, from mutilation, abduction, killings, rapes, to social discrimination and exclusion from access to basic public services.

Governments of these countries are facing an enormous struggle in order to stop these heinous crimes and to prosecute their authors. In this joint resolution, we call for the EU and its Member States to keep engaging with the countries affected, in order to effectively support their efforts to formulate policies addressing the special needs and rights of persons with albinism, by providing the necessary financial and technical assistance. Among others, I think that the creation of specific local task forces within the police with the specific aim of preventing and investigating these crimes could be a useful tool.

  Mario Borghezio, autore. – Signor Presidente, onorevoli colleghi, questo argomento è stato un tabù per molti anni, durante i quali se ne sono interessati pochi europarlamentari, fra i quali il sottoscritto. È per questo che abbiamo voluto presentare un documento alla firma del nostro gruppo, per sottolineare il fatto che da tempo noi abbiamo denunciato questo problema, che evidentemente è stato considerato delicato, tabù, perché non n'è occupato mai seriamente nessuno. Ovviamente, non i governi africani che erano toccati direttamente perché sono ben 27 gli Stati dell'Africa subsahariana interessati da questo problema.

Certo, in alcuni di questi, il problema è maggiore. Si parla del Malawi. Il Presidente Mutharika è intervenuto per denunciare il fatto, anche se poi, concretamente, non ci sono misure atte a perseguire i trafficanti di parti di corpi e addirittura di corpi di defunti. È un commercio immondo, è un tabù, una cosa molto grave, una delle forme più ignobili di persecuzione veramente deleteria.

Argomento tabù, parallelamente al quale durante questa giornata di discussione sui diritti umani in Africa, il Parlamento avrebbe dovuto avere il coraggio di toccare anche un altro argomento tabù, che siamo pochi a sollevare in quest'Aula, cioè quello del razzismo antibianco. Ma in realtà parliamo di albini e quindi in un certo senso, anche questo è razzismo antibianco: si tratta di soggetti deboli, di soggetti che vanno protetti, di soggetti nei confronti dei quali ci vuole un'azione concreta.

E allora l'Europa dovrebbe far sentire la sua voce molto più fortemente nei confronti dell'ONU, ma anche dell'Unione Africana, che ha tanti motivi per dovere ascoltare la voce dell'Europa. L'Unione africana concretamente si deve impegnare coi singoli governi e colpire là dove c'è copertura nei confronti di questi traffici che fanno vergogna a tutto il mondo.

  Bogdan Brunon Wenta, w imieniu grupy PPE. – Panie Przewodniczący! Jak widać, stygmatyzacja to temat, który powraca od lat. Także na temat stygmatyzacji i naruszania praw podstawowych osób z albinizmem w Afryce dyskutowaliśmy na tej sali w lipcu zeszłego roku. Z przykrością trzeba stwierdzić, że brakuje postępów w zakresie poprawy ochrony prawnej i działań na rzecz ofiar oraz zapewnienia im odpowiednich mechanizmów odwoławczych i rehabilitacyjnych.

Osoby z albinizmem zamieszkujące Malawi – ale także Tanzanię, Mozambik – obawiają się, że zostaną uprowadzone przez gangi, zabite lub okaleczone, a to ogranicza ich poczucie bezpieczeństwa, swobodę poruszania i oczywiście – co chyba najważniejsze – dostęp do edukacji czy służby zdrowia. W kontekście regionalnego planu działań, o którym kolega Tunne Kelam wspominał, w czerwcu tego roku afrykańska komisja praw człowieka przyjęła taki plan, ale istotne jest, aby kraje, których ten okrutny proceder dotyczy, opracowały konkretne strategie skupiające się na działaniach edukacyjnych i podnoszących świadomość na temat albinizmu.

Sądzę także, że w obronie tej grupy ludzi kluczową rolę muszą odgrywać szczególnie władze lokalne oraz organizacje społeczeństwa obywatelskiego.

  Cécile Kashetu Kyenge, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, quello degli albini è un dramma sconosciuto ma che provoca da anni centinaia di vittime. Eppure, la loro è una condizione genetica ereditaria che, al contrario, dovrebbe essere trattata adeguatamente anche dalle strutture sanitarie del Paese. Certo, non possiamo ignorare i progressi compiuti da alcuni Paesi, in primis la Tanzania, nel loro sforzo di inclusione, anche politica, di persona affette da albinismo.

Qualcosa si sta muovendo, anche grazie all'attività di sensibilizzazione dell'Unione europea e al Piano di azione regionale dell'Unione africana e delle Nazioni Unite, che costituisce un segnale positivo ma anche concreto di impegno da parte dei dirigenti africani.

Ricordo che la responsabilità primaria di uno Stato è di proteggere i suoi cittadini, compresi i gruppi vulnerabili. Chiediamo pertanto al governo del Malawi di garantire una protezione efficace alle persone affette da albinismo, al fine di difendere il loro diritto alla vita e la sicurezza personale. È inaccettabile che queste persone non siano solo oggetto di violenza estrema, ma anche vittime di persecuzione e di esclusione sociale.

Serve anche un'azione culturale, signor Presidente, che ponga fine alla stigmatizzazione di queste persone, a partire dalle scuole, un'azione rivolta a sradicare pratiche antiche e sedimentate, che oggi, nel 2017, non devono più trovare spazio in nessun concetto di modernità o tradizione. Gli albini non saranno dimenticati né abbandonati al loro destino.

  Jiří Pospíšil (PPE). – Pane předsedající, já se tady připojím ve svém vystoupení k tomu, co říkali moji předřečníci. Je dobře, že dnes přijímáme usnesení, ve kterém jasně odsuzujeme praktiky vůči této skupině osob v Africe. Podle mého názoru je velmi správné, že v usneseních podrobně popisujeme, co vše se albínům v Africe a konkrétně v tomto případě v Malawi děje. Na druhou stranu musím říci, že to usnesení je hodně popisné a že by bylo dobré, aby Komise jako výkonný orgán EU ve své konkrétní diplomacii více řešila, jak tlačit na africké státy a v tomto případě na Malawi, aby albínům poskytly jasnou ochranu.

Zpráva jasně říká, jaké hrůzy se této skupině obyvatel dějí. Je nepochopitelné, že takovéto věci se mohou dít na počátku 21. století. A je naší morální povinností udělat maximum pro ochranu těchto lidí.

  Krzysztof Hetman (PPE). – Panie Przewodniczący! Sytuacja albinosów w Afryce jest mroczna i przerażająca i bardziej przypomina średniowieczne praktyki niż współczesny problem. Niestety w wyniku wierzeń, że części ciała albinosów mają niezwykłą moc, cena za nie dochodzi na czarnym rynku do 75 tysięcy dolarów, co dla statystycznego Tanzańczyka oznacza 150 lat pracy. Pomimo iż za zabicie albinosa grozi kara śmierci, to wysokość tej kwoty, jak również bardzo niski odsetek zatrzymań sprawiają, że morderstwa czy też okaleczanie osób chorych na bielactwo zdarzają się często.

Należy zatem skoncentrować się przede wszystkim na działaniach edukacyjnych, aby przekonać ludność, że magiczna moc amuletów z albinosów jest zabobonem niemającym przełożenia na rzeczywistość. Ponadto należy również podjąć działania nacelowane na poprawę życia albinosów, zapewniając im dostęp do edukacji oraz opieki zdrowotnej, jak również wsparcie psychologiczne.

Chciałbym też zwrócić uwagę, że popularne zamykanie albinosów w ośrodkach daje obecnie niestety jedynie pozorne poczucie bezpieczeństwa.

  José Inácio Faria (PPE). – Senhor Presidente, caros Colegas, Senhora Comissária, há mais de um ano aprovamos aqui uma resolução sobre as violações dos direitos humanos das pessoas com albinismo em África, nomeadamente no Malawi. Decorrido este tempo assistimos a um alarmante ressurgimento das assassinatos e ataques contra os albinos na África Oriental, no Malawi, na Tanzânia, na África do Sul ou em Moçambique.

Os albinos, incluindo muitas crianças, continuam a pagar um preço terrível pela sua condição. Além de rejeitados pelas suas próprias famílias são vítimas de grupos de criminosos e traficantes, muitas vezes protegidos pela polícia, que vivem da colheita de partes dos seus corpos para alimentar o macabro e muito lucrativo negócio das poções mágicas associados à crença de que possuem poderes mágicos.

Esta Casa não pode deixar de condenar veementemente a violência e a discriminação contra pessoas com albinismo, instando as autoridades destes países a porem termo à impunidade dos seus responsáveis e a apoiarem todas as campanhas que, através de ações de consciencialização das causas deste distúrbio congénito, permitam combater a discriminação, o preconceito e a superstição. Não podemos tolerar a continuação deste verdadeiro apartheid genético.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, espulsi dalle comunità e torturati, ma anche mutilati e uccisi e senza che ci siano pene certe per i persecutori: questa è la situazione delle persone affette da albinismo che vivono in molti paesi dell'Africa subsahariana, ma anche nel Pacifico e in India. La situazione è più grave nello stato del Malawi, dove ogni anno moltissime persone affette da albinismo vengono uccise e mutilate e le loro parti del corpo vengono vendute per essere utilizzate nelle pratiche rituali.

Amnesty International, nel suo rapporto "We are not animals to be hunted or sold", sostiene che dal 2014 sono aumentati i casi di rapimento e omicidio, costringendo gli albini a vivere costantemente nel terrore. L'Unione europea e la comunità internazionale devono mettere in campo tutte le azioni possibili per garantire alle persone affette da albinismo il rispetto dei loro diritti e la dignità di essere umani.

Bisogna indurre in tutti i modi i governi dei paesi in cui si perpetrano questi delitti, come il Malawi, a offrire una protezione efficace alle persone affette da albinismo, proteggere il loro diritto alla vita e alla sicurezza personale.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, υποστηρίζω το ψήφισμα, το οποίο άλλωστε έχω συνυπογράψει. Τα άτομα με αλφισμό υφίστανται πραγματικές διώξεις. Πρόκειται για τουλάχιστον 20.000 συνανθρώπους μας. Δολοφονίες, απαγωγές, ακρωτηριασμοί, ταπεινωτικές συμπεριφορές είναι αυτά τα οποία συμβαίνουν όχι μόνο στο Μαλάουι αλλά σε αρκετές αφρικανικές χώρες. Οι γυναίκες που γεννούν παιδιά με αλφισμό τα εγκαταλείπουν. Όλα αυτά συμβαίνουν, διότι υπάρχουν δεισιδαιμονίες, υπάρχει η μαγεία και θεωρείται ότι τμήματα των μελών των σωμάτων των αλφικών μπορούν να χρησιμοποιηθούν για να φτιαχτούν γιατροσόφια. Υπάρχουν «κυνηγοί» ατόμων με αλφισμό. Αντιλαμβάνεστε, λοιπόν, ότι πρέπει να σταματήσει αυτή η κατάσταση. Πρέπει να ποινικοποιηθεί η διακίνηση των ανθρώπινων μελών και πρέπει να ενθαρρυνθεί η δράση που έχει αναληφθεί στην Τανζανία, τη Μοζαμβίκη, τη Νιγηρία και την Κένυα και να προχωρήσουν οι χώρες στη λήψη μέτρων για την προστασία των ατόμων που πάσχουν από αλφισμό.

  Seán Kelly (PPE). – Mr President, I, too, am deeply concerned and appalled by the situation of albino people in Malawi, Tanzania and other African countries. The ongoing stigmatisation, attacks, murder and selling of body parts, to which persons with albinism fall victim, are truly horrifying. Persons with albinism are marginalised, isolated and subjected to extreme violence and violations of their fundamental human rights.

I urgently call on the governments of the affected countries to bring the perpetrators to justice, and to end the impunity which they currently seem to enjoy. It is necessary that health care, education and employment opportunities are made more accessible to albino people and that victims are supported. The EU must stand strong and not allow these abuses of human rights to continue.

Lastly, I would like to congratulate my fellow MEPs for their work, and their speeches here today, to try and help bring these despicable practices to an end.

  Jean-Paul Denanot (S&D). – Monsieur le Président, effectivement, les personnes souffrant d’albinisme vivent souvent un enfer car la société n’est pas suffisamment informée. C’est particulièrement le cas au Malawi et dans un certain nombre de pays africains.

Il est donc de la responsabilité des États de faire preuve de pédagogie par rapport à cela, mais aussi de prendre des dispositions pour protéger ces populations fragilisées par des croyances hors de notre temps.

Il faut prendre en charge et protéger les victimes, notamment les femmes, souvent victimes de viols, car des pratiques superstitieuses voudraient que des rapports sexuels avec une femme atteinte d’albinisme guérissent du sida. Rendez-vous compte! Il faut aussi que les États portent une attention particulière aux enfants victimes de cette situation car ils deviennent souvent et fréquemment des souffre-douleur dans les écoles.

L’Union européenne peut et doit aider les États concernés à informer et à éduquer les populations sur cette question. C’est une nécessité absolue, car c’est la base de la solution durable. Cela n’exclut pas la responsabilité qui incombe aux États de protéger leur population.

  Stanislav Polčák (PPE). – Pane předsedající, tento případ je skutečně ohavný jako stovky jiných, které se dějí. Já jsem až při čtení tohoto usnesení pochopil, že nečtu výjev z dávných staletí, ale že se jedná o aktuální situaci v některých afrických zemích. Myslím si, že se musíme zamyslet nad tím, jak můžeme bojovat s pověrami, protože vzděláváním – to je jedna z těch cest, která se nabízejí –, to bude velmi dlouhá doba. Samozřejmě, že je nutné vzdělávat lidi v této oblasti, ale podle mého názoru ti lidé potřebují ochranu co nejdřív. Je třeba stanovit drakonické tresty, je třeba jednoznačně zvýšit ochranu ze strany právě vlád těchto dotčených afrických zemí, protože to je asi jediný způsob, jak dnes bojovat s tímto způsobem myšlení, s těmito pověrami, které mají možná dávný původ, ale do 21. století se skutečně nehodí.

  Věra Jourová, Member of the Commission, on behalf of the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, honourable Members, I would like to express my appreciation for this opportunity to speak on a significant human rights issue. In recent years, we have registered a worrying increase in human rights abuses against people with albinism in Malawi and other sub-Saharan African countries.

These criminal and discriminatory incidents involve violent attacks, abductions, human trafficking and killings. When the subject was last discussed in this House, honourable Members drew attention to a number of crucial actions which needed to be pursued. These actions remain highly relevant today. That is why the EU has been engaging with the concerned countries, urging protection and policing in communities where attacks against albinos are rife, while encouraging the authorities to bring the perpetrators of these crimes to justice. This requires, inter alia, increased cooperation across borders because the problem often has a regional dimension.

At the same time, honourable Members, we have also supported your recognition of the need to tackle the roots of social stigma against people with albinism, as well as encouraging acknowledgement of their specific needs, be they medical, psychological, educational or social. This challenge requires a longer-term commitment, implying close cooperation with all the stakeholders, including civil society, which has a role to play in confronting social beliefs deeply entrenched in superstition.

On a more positive note, the international community is also increasingly mobilising against this situation. On 13 June, we marked International Albinism Awareness Day. That and the recent appointment of the first ever United Nations independent expert on the enjoyment of human rights by persons with albinism are important steps towards increasing awareness of this issue. Moreover, the governments concerned are demonstrating increasing recognition of the scale of this problem, which is a positive initial step.

We stand ready for further engagement with our partners, and, through our delegations, the EU will continue supporting local civil-society efforts. Our aim is that persons with albinism will be fully able to live in dignity, free from violence and discrimination.

  Isabella Adinolfi (EFDD), per iscritto. – Troppo spesso in molti paesi africani, gli albini subiscono violenze fisiche e sessuali, vessazioni, persecuzioni, discriminazioni e in alcuni casi vengono persino uccisi. Inoltre le donne e i bambini affetti da albinismo, sono particolarmente vulnerabili all'esclusione sociale, bullismo e vivono spesso nel terrore di subire attacchi. Il Movimento 5 Stelle si è sempre schierato per combattere le violazioni dei diritti umani e per proteggere le minoranze da atti disumani, come quelli che sono costretti a subire gli albini in Africa. Bisogna esortare le istituzioni del Malawi ad affrontare e combattere le superstizioni dannose che portano alla discriminazione degli albini, attraverso campagne di informazione, collaborando anche con partner internazionali. L'UE deve avere un ruolo chiave nel supporto di queste azioni, monitorando e supportando gli Stati africani, per porre fine alle barbarie che gli albini sono costretti a subire.

  Rolandas Paksas (EFDD), raštu. – Albinizmas yra paveldimas genetinis sutrikimas, tačiau Malavyje ir kai kuriose kitose šalyse jis klaidingai suvokiamas. Dėl to yra žudomi ir žalojami žmonės, siekiant prisišaukti jėgą ir sėkmę. Albinizmo sutrikimą turinčios moterys prievartaujamos, nes manoma, kad lytiniai santykiai su jomis gali išgydyti nuo ŽIV ir AIDS. Žmogžudystės, luošinimas, diskriminacija, priekabiavimas ir stigmatizacija privertė šimtus albinizmo sutrikimą turinčių asmenų išsikelti į laikinas prieglaudas rajonuose, sumažėjo jų galimybės naudotis tokiomis pagrindinėmis paslaugomis kaip sveikatos priežiūra ir švietimas, galimybės įsidarbinti ir dalyvauti visuomenės gyvenime. Atsižvelgiant į tai, labai svarbu, kad Malavio vyriausybė imtųsi aktyvių veiksmų, siekiant apsaugoti albinizmo genetinį sutrikimą turinčius asmenis, užkirsti kelią smurtui prieš juos, suteikti visas būtinas medicinos ir psichologinės pagalbos priemones. Smurtas prieš albinizmo sutrikimą turinčius asmenis yra tarpvalstybinio pobūdžio, todėl, mano manymu, būtina stiprinti regioninį bendradarbiavimą šioje srityje, skatinti švietimo programas, kurios paneigtų vyraujančius mitus ir padėtų pažeidžiamai asmenų grupei socializuotis, tapti lygiaverčiais visuomenės nariais.
