2. Conclusies van de bijeenkomst van de Europese Raad van 19 en 20 oktober 2017 en presentatie van de Leidersagenda (Bouwen aan onze gemeenschappelijke toekomst) (debat)

  Presidente. – Il primo punto all'ordine del giorno reca la discussione sulle dichiarazioni del Consiglio europeo e della Commissione sulle conclusioni della riunione del Consiglio europeo del 19 e 20 ottobre 2017 e la presentazione dell'agenda dei leader "Costruire insieme il nostro futuro" (2017/2745(RSP)).

Dopo le proposte del Parlamento europeo, che troverete nei vostri uffici in un riassunto, abbiamo ascoltato il discorso del Presidente della Commissione europea Jean-Claude Juncker sulle proposte della Commissione, e oggi ascolteremo il Presidente del Consiglio europeo in questo emiciclo, che vuole continuare a essere il luogo del dibattito sul futuro dell'Unione europea. Ecco perché, in occasione dell'ultima riunione del Consiglio europeo, ho invitato i capi di governo a partecipare a una serie di incontri in questo Parlamento con i rappresentanti dei cittadini europei.

Però, nel momento in cui in Europa si verificano cose che offendono la nostra sensibilità, io vorrei ricordare a tutti che non possiamo parlare del futuro della nostra Unione, del futuro dell'Eurozona, del futuro delle nostre Istituzioni, del futuro dei nostri cittadini, se non abbiamo la forza e la volontà di difendere i valori fondanti della nostra Unione. Si sta insieme, si è parte di una comunità se si condividono i valori, questo lo dobbiamo sempre ricordare.

E non posso quest'oggi non condannare fermamente ciò che è accaduto a Roma, in Italia, dove un gruppo di hooligan ha utilizzato l'immagine di Anna Frank per offendere tifosi di un'altra società sportiva. Utilizzare l'immagine di Anna Frank come un'offesa nei confronti di altri è un fatto molto grave.

Ognuno, nella nostra Unione, ha il diritto di essere praticante della propria religione. Le comunità ebraiche fanno parte della nostra Unione europea; io sono fiero di avere concittadini europei di religione ebraica e credo che l'antisemitismo debba restare soltanto un'orribile esperienza del nostro passato, un'orribile esperienza del secolo che si è concluso.

  Donald Tusk, President of the European Council. – Mr President, as you know, I am obsessed by unity. This obsession was with me during the last European Council, but in fact it has been with me since the first days of my work in Brussels.

This is why I rejected the idea of removing Greece from the eurozone in 2015. And it is also why I pursued a common position of the EU vis-à-vis Russia during the conflict in Ukraine. For many months I was building agreement among the 27 in order to give Prime Minister Cameron arguments to stay in the EU, even though this meant that each of the 27 had to make a sacrifice. Unfortunately, this was not enough for the Brits. After Brexit, I worked towards creating unity of the 27 in the negotiations with the United Kingdom. We have shown also during the last European Council that no one can divide the 27 in these negotiations.

Striving for unity is also the main reason for creating the Leaders’ Agenda. Last Friday, all the leaders agreed that the priority for them is unity among the 27. This was voiced in unison. On this most important issue to me, we reached full understanding right from the start. The Leaders’ Agenda invalidated a dangerous assumption that together we can only stand still, and that we can only move forward when we divide. It is about reconciling dynamism and unity. About being ambitious and staying together at the same time. This, of course, does not rule out enhanced cooperation as the last resort, open to all, and in accordance with the Treaties.

My intention is to build on what connects, not on what divides. But it does not mean that we should not stand up with courage to the issues that are – or could be – divisive so that we can find common solutions to them. I will just mention migration, the EMU and Brexit.

When it comes to the migration crisis, I appealed from the very beginning to build Europe’s response on what connects us: on the protection of our external borders. I did so being aware that there are also ideas that put Member States in a permanent conflict.

One such question is relocation: precisely speaking, the mandatory quotas. On this issue, consensus is as unlikely today as it was many months ago. But I do see a real chance of full agreement by June on matters like protecting external borders; decisive support for front—line countries (Italy, Greece, Spain and Bulgaria); strategy vis-à-vis Africa and adequate support for international organisations helping refugees and migrants – UNHCR, IOM and the World Food Programme; European management over return and readmission policy; and most of the elements of the Dublin reform. If on these matters we are really effective, we will be close to a lasting solution to the migration crisis.

As regards EMU reform, following the publication of the Five Presidents’ Report no one should have any doubts what we need to do: everything is crystal clear. The problem is Member States’ conflicting interests. One of the first effects of the Leaders’ Agenda is the agreement to find potential solutions in the nearest possible future, despite these differences. I will do everything in my power to take the first very concrete steps by June towards establishing the European Monetary Fund and strengthening the stability of the Banking Union.

I still believe that this is possible. In June it will become clear if I am an incurable optimist. But one thing I can promise you today: if we do not reach agreement by June, I will say precisely why it was not possible, and who is responsible.

As for the Brexit negotiations, we have managed to build and maintain unity among the 27, but ahead of us is still the toughest stress test. If we fail it, the negotiations will end in our defeat. We must keep our unity, regardless of the direction of the talks. The EU will be able to rise to every scenario as long as we are not divided. It is in fact up to London how this will end: with a good deal, no deal or no Brexit. But in each of these scenarios we will protect our common interest only by being together.

We continue to look for the best way towards a Europe that is united, solidary and sovereign. Our quest must be accompanied by a constant and profound reflection on the essence of our community. I would like to say a few words on three of its dimensions.

First of all, we are a territorial community, which means that we have a common territory and common external borders. Our duty is to protect them. The migration crisis has made us aware, with full force, of the need to rebuild effective control of our external borders, while the aggressive behaviour of certain third countries, and the destabilisation around Europe, has made us aware of the need to defend our territory. For this reason, we want to launch Permanent Structured Cooperation on Defence, the so-called PESCO, by the end of this year. In order to protect our external borders, we must build a model of durable and efficient financing on a bigger scale than ever before. It should become a part of our discussions on the future MFF.

Secondly, we are a cultural community, which does not mean that we are better or worse – we are simply different from the outside world. Our openness and tolerance cannot mean walking away from protecting our heritage. We have the right and obligation to care for what distinguishes us from other cultures – not in order to be against someone, but to be ourselves. Without a feeling of superiority, but with a feeling of justified pride. I remember a great hashtag by one of your leaders, which said: ‘I am European and I am proud’. This is why the first point on the Leaders’ Agenda for our meeting in Gothenburg in November is culture and education.

Thirdly, we are a political community. It is high time we renewed our vows in the name of our political values enshrined in Article 2 of the Treaty on the European Union. Let me quote: ‘The EU is founded on the values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities.’ These values are common to the Member States in a society in which pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men prevail.

I would like to remind all those in power, all the Member States, that by signing the Treaty you have also signed this article. So either you respect it, or you clearly say you reject it, with all the consequences of this fact.

Finally, I would like to refer to an issue it would be hard to avoid, being here in Strasbourg: the future composition of the European Parliament. For this topic, I have planned a special European Council in February next year. As you know, we must deal with this matter because of Brexit and because of the changing demography. I take all the proposals that have surfaced in this debate seriously; they are all interesting and pro-European ideas. I, personally, believe that the most natural solution would be to adopt a simple rule: fewer countries, fewer mandates. It is not only pragmatic and logical, but also what is expected by public opinion. Of course, such a solution in no way invalidates the idea of transnational lists. I am aware that this will be our common decision, since Parliament will be proposing and co-deciding on this matter. This is why I would like you to take such a possibility into account.

When I was here in March this year, you may remember that I recalled a proverb: ‘If you want to go fast, go alone. If you want to go far, go together’. Today I feel we have a real chance to go together, far and faster.

  Jean-Claude Juncker, Président de la Commission. – Monsieur le Président, Monsieur le Président du Conseil européen, Mesdames et Messieurs les députés, mon intervention sera brève parce que, à part quelques nuances peu importantes, je partage entièrement les points de vue qui ont été exposés par le président Tusk et je n’ai pas envie de paraphraser ce qu’il vient de dire, puisque je suis largement d’accord.

Je voudrais tout d’abord rappeler, dans un esprit de solidarité, la tragédie que le Portugal et que l’Espagne viennent de vivre. Ces feux terribles nous ont tous choqués, interpellés. Tel fut le cas également pour les pluies torrentielles qui ont frappé, il y a quelques mois, les trois pays baltes. La solidarité est une vertu clé de notre Union, et lorsque l’un d’entre nous se trouve confronté à des difficultés, il est évident, nécessaire, élémentaire, que l’Union européenne vienne en aide à celui qui souffre.

C’est la raison pour laquelle j’ai chargé le commissaire Stylianides de réfléchir d’ici un mois – en fait, avant la fin de l’année – au remodelage, à la réarticulation de nos mécanismes de protection civile, qui ne fonctionnent pas à 100 %. Il n’est pas normal que, lorsqu’un feu se déclenche un dimanche matin au Portugal, nous devions attendre le mercredi soir pour voir arriver à l’aide le premier avion européen. Il faut accélérer le processus.

D’ici là, nous allons déclencher, en vérifiant s’ils sont applicables, tous les mécanismes du Fonds de solidarité européen pour le Portugal, l’Espagne et les trois pays baltes.

Je ne développerai pas devant vous les propositions que la Commission a faites en matière de politique migratoire et de marché intérieur numérique. Toutes les propositions que la Commission a élaborées sont sur la table du Parlement et du Conseil et je voudrais vous inviter à accélérer les travaux, notamment pour ce qui est du régime d’asile commun. Nous perdons du temps et il est urgent que nous nous mettions d’accord sur l’ensemble de ces propositions. Je voudrais rendre hommage à la commission LIBE de votre Parlement, qui a pris, il y a une semaine, les bonnes décisions et je vous en félicite.

Nous avons parlé de l’Afrique. Nous parlons toujours de l’Afrique, et j’invite, à intervalles réguliers, les membres du Conseil, c’est-à-dire les États membres, à faire correspondre leurs actes à leurs paroles. Nous avons mis en place un Fonds fiduciaire d’urgence pour l’Afrique, doté de 1,8 milliard d’euros, avec l’espoir – je dois dire aujourd’hui naïf – de voir les États membres faire exactement le même effort. Ils ne l’ont pas fait, ce qui a pour conséquence que la Commission a dû augmenter sa part contributive à 2,9 milliards, à financer sur le budget européen.

Les États membres ont fait à ce jour l’effort considérable de mettre à la disposition de ce fonds 175 millions d’euros. C’est scandaleux. Parler de l’Afrique les larmes aux yeux, et ne pas faire ce à quoi on s’est engagé, c’est inacceptable.

Pour ce qui est de l’Europe numérique, la Commission a proposé 43 initiatives, dont 24 de nature législative. À ce jour, le Conseil et le Parlement ont adopté six directives. Ce n’est pas, à vrai dire, ultra-impressionnant et donc il faudra – puisque tout le monde parle du numérique – faire en sorte que les choses avancent.

Même remarque pour tout ce qui relève des réseaux à haut débit et des réseaux fixes. Nous voudrions, pour ce qui est de la 5G, que nous accélérions les travaux qui nous permettront, d’ici 2020, de mettre à la disposition des opérateurs économiques des bandes du spectre radioélectrique. Ces décisions doivent être prises le plus rapidement possible.

Évidemment, nous avons évoqué entre nous la politique commerciale, à l’initiative de certains d’entre nous, dont notamment le président Macron. J’ai rappelé, à l’intention des membres du Conseil européen, que la Commission persiste à croire qu’il est nécessaire et urgent de conclure les accords commerciaux avec les pays du Mercosur. C’est un vaste ensemble économique. Ce sera le plus important accord commercial que l’Union européenne aura conclu jusqu’à ce jour.

Mais nous insistons sur la nécessité qu’il y a de mettre en place des mécanismes de réciprocité, qui vont prouver aux Européens et aux autres qui nous observent que l’Europe est ouverte, mais que l’Europe n’est pas offerte, et, par conséquent, il faut insister davantage sur les éléments qui reflètent la volonté de mettre en place des régimes réciproques.

Herr Präsident, meine sehr verehrten Damen und Herren! In wenigen Wochen werden wir uns in Göteborg treffen, um unter anderem und vornehmlich über Sozialpolitik zu reden.

Im November 2017 machen wir etwas, was wir uns im November 1997 vorgenommen hatten. Im November 1997 fand der erste Beschäftigungsgipfel der Europäischen Union statt. Ich bin wahrscheinlich der einzige, der sich daran erinnert, weil ich im Vorsitz war.

In den Schlussfolgerungen steht, dass einmal pro Jahr ein Sondergipfel zu Fragen der Beschäftigungspolitik stattfinden soll. Er findet jetzt 2017 –20 Jahre später – statt. Ich kann mich über die Emsigkeit in Sachen Sozialpolitik nur wundern. Aber gut ist, dass dieser Gipfel stattfindet, und wir müssen dafür sorgen, dass die soziale Dimension Europas nicht ein frommer Spruch bleibt, sondern dass wir die sozialen Absichten – die es gibt – auch mit Inhalt füllen.

In dem Sinne bin ich froh, zufrieden, fast glücklich darüber, dass es uns gestern im Rat gelungen ist, uns auf die Entsenderichtlinie ist verständigen. Nicht alles ist bei dem gefundenen Kompromiss perfekt, aber dass es überhaupt möglich war – auch mit Hilfe des Europäischen Parlaments, auch auf Druck des Europäischen Parlaments –, in Sachen Entsenderichtlinie zu Fortschritten zu kommen verdient Lob und Zustimmung.

Dass die Sozialminister sich gestern auch inhaltlich, von der Sache her und von der Form her auf den europäischen Sozialpfeiler, den die Kommission vorgeschlagen hat, haben einigen können, ist auch eine gute Nachricht.

In Sachen Wirtschafts- und Währungsunion wird die Kommission am 6. Dezember ihre Endvorschläge vorlegen. Wir werden in Vorbereitung des Dezember-Gipfels hier im Hause über die Vorschläge der Kommission in Sachen Wirtschafts- und Währungsunion zu reden haben.

Heute nimmt die Kommission ihr Arbeitsprogramm für nächstes Jahr an. Dieses Arbeitsprogramm soll dazu führen, dass Europa einiger, stärker und demokratischer wird. Herr Vizepräsident Timmermans wird Ihnen, wenn ich richtig informiert bin, heute Nachmittag im Plenum das Programm der Europäischen Kommission vorstellen.

What should I say about Brexit? I would like to say that the Commission is not negotiating in a hostile mood. We want a deal. Those who don’t want a deal, the ‘no dealers’, have no friends in the Commission. We want a fair deal with Britain and we will have a fair deal with Britain. ‘No deal’ is not our working assumption.

  Le Président. – Monsieur le Président de la Commission européenne, en ce qui concerne le Portugal et l’Espagne, le Parlement partage votre position et la position de la Commission. Je souhaite vous informer que, hier, j’ai annoncé en plénière que, vous, le Président du Conseil et moi-même avons décidé de donner l’argent du prix Princesse des Asturies aux Portugais et aux Espagnols victimes de la tragédie qui a frappé ces deux pays il y a une semaine.

  Manfred Weber, on behalf of the PPE Group. – Mr President, first of all, the European Council discussed the right priorities. First, about Brexit. We have unity, thanks to the engagement of all the leading figures and personalities. We underlined that there is not sufficient progress. We clarified that there is no cherry-picking possible. You are preparing a scenario for leaving without an agreement. I think that is a good step, and the business community – that is what we see from the London side – is getting more and more nervous, and the Brexiteers have no common plan for the future of their country, and especially the relationship towards the European Union. That is the outcome, and I look to what happens in the Council and we look to what happens in London. One thing is, additionally, clear for us as the European People’s Party (EPP): if we are discussing about the treaty, the contents of which will, finally, be asked for in this House, then we are ready for a kind of a transitional period. But I have now to clarify that we cannot accept that a country outside the European Union will have the same conditions and the same status as a country inside the European Union, so there must be a difference. That is Brexit.

The second thing is about innovation. I thank Donald Tusk for this priority : that is our future, it is needed. Combine resources, strengthen our budget: that is what we need, and we need clear projects. One of these projects is Defence Union – this was also a discussion. The EPP is strongly in favour. We have a momentum on the table to go forward with our Defence Union. One aspect is important for us. On the one hand, that we discuss about funds, about better financing of our defence structure, but I think towards the people we also need visibility about what we are doing there. I can give you one concrete example which we are discussing in the EPP Group. There is a new threat about cybersecurity which is on the table. We think that small/medium countries and even the bigger countries in the European Union cannot defend themselves alone anymore in this globalised cyberworld. That means for us: let’s combine our forces, let’s really establish a European cyber-defence brigade where we have this at European level, and let’s make it visible with officials and soldiers who have on their uniforms the European flag, to make people aware that Europe together can defend our cyber infrastructure.

Ein anderer Punkt war die Diskussion über die Türkei. Wir begrüßen als EVP-Fraktion die Kürzung der Beitrittshilfen. Wir müssen gezielt deutlich machen, dass uns die Entwicklung in der Türkei beunruhigt und besorgt. Wir werden das im Europäischen Parlament beim Budget diese Woche auch tun: die Beitrittshilfen kürzen. Insofern gehen wir doch Hand in Hand in die gleiche Richtung. Und natürlich müssen wir über einen gezielten Mitteleinsatz reden. Deswegen: Ein Bekenntnis zu den Mitteln für die Flüchtlinge ist auch notwendig.

Wir brauchen aber auch mehr Klarheit in den Beziehungen zur Türkei. Und da muss uns bewusst sein, dass wir eine Partnerschaft brauchen, aber die Vollmitgliedschaft kann kein weiteres Ziel sein, so wie es dieses Plenum mehrfach zum Ausdruck gebracht hat. Ich war überrascht, dass der türkische Staatspräsident vor Kurzem in Warschau war und dort die polnische Regierung, die sich ja so damit profiliert, gegen den Zuzug von Moslems aufzutreten, und stark gegen Islam und den Zuzug von Moslems polemisiert, der Meinung war, dass die Türkei aber Vollmitglied der Europäischen Union werden muss. Das hat ja zur Konsequenz, dass dann 80 Millionen türkische Staatsbürger die Freizügigkeit in der Europäischen Union bekommen – das heißt, sie dürfen sich frei ihren Wohnort in ganz Europa aussuchen. Aus meiner Sicht passt das nur schwer zusammen. Das darf man schon ansprechen.

Liebe Kolleginnen und Kollegen, wir haben die Prioritäten auf dem Tisch liegen. Aber wir alle wissen, dass wir zu langsam sind im Umsetzen – das wurde besprochen. Ich möchte nur einen Punkt herausgreifen. Neben dem Afrikathema, das Jean-Claude Juncker dankenswerterweise sehr deutlich angesprochen hat, möchte ich einen zweiten Punkt herausgreifen. Wir haben bei uns nachzählen lassen: Es ist mittlerweile in der zwanzigsten Beschlussfassung des Europäischen Rates fixiert worden – zum zwanzigsten Mal! –, dass man einen engeren und stärkeren europäischen Grenzschutz aufbauen will. Zum zwanzigsten Mal ist das beschlossen worden! Und was haben wir erreicht? 1 500 Beamte! Ich habe das mal umrechnen lassen: Wenn man eine solche Distanz an der Grenze von Straßburg in Frankreich nach Brüssel hätte, dann würde alle 33 Kilometer ein Beamter stehen. Alle 33 Kilometer würde ein Grenzschutzbeamter stehen, mit dem, was wir heute aufgebaut haben. Und deswegen: Es wird geredet, aber leider Gottes viel zu wenig gehandelt.

Deswegen müssen wir die nächsten Monate nutzen, so wie unser Kommissionspräsident uns zu Recht ermutigt, jetzt zu liefern, jetzt Antworten zu geben. Und, liebe Kolleginnen und Kollegen, wir haben ein Momentum auf dem Tisch liegen, dass die Menschen in Europa sehen – auch die Umfragezahlen zeigen, dass die Menschen das sehen –, wie wertvoll diese Gemeinschaft ist. Die Katalanen und auch die Briten zeigen uns, dass es ein Risiko ist, diese Europäische Union in Frage zu stellen. Deswegen müssen wir dieses positive Momentum zur Weiterentwicklung Europas jetzt nutzen. Und weil heute – das darf ich so sagen – auch der Deutsche Bundestag seine Konstituierung durchführt, möchte ich auch Richtung Berlin appellieren, dass die neue Bundesregierung in Berlin diesen positiven Mut aufnimmt, dieses positive Momentum aufnimmt, dass Europa in eine gute Zukunft geht.

  Gianni Pittella, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, il Consiglio ha preso atto dello stallo sulla Brexit. Ha detto bene il Presidente Juncker: noi siamo favorevoli a un accordo, ma lo stallo è determinato dall'impreparazione del governo britannico.

Tuttavia il distacco del Regno Unito non è l'unica frattura che sta toccando l'Unione europea. Abbiamo altre fratture: dalla Catalogna fino al Nord Italia, ci sono forze al lavoro che fomentano le divisioni all'interno della nostra Europa. Si fa strada una sorta di egoismo dei ricchi, da una parte, una sindrome di Robin Hood alla rovescia, che vuole togliere alle regioni più povere per dare a quelle più ricche, e non mi stupisco che ci sia di mezzo la questione fiscale. Non c'è nulla di male a volere più autonomia – io sono un federalista, sono per un'Europa federale, quindi voglio maggiore autonomia – ma non a scapito della solidarietà. Ridistribuire risorse dalle regioni ricche a quelle più povere non è un atto di beneficenza, ma è il fondamento del patto di cittadinanza.

L'Europa rischia poi un'altra forma di secessione, più silenziosa e più drammatica: la secessione degli ultimi, il distacco di chi non ce la fa più. I dimenticati della globalizzazione si stanno ribellando contro l'ordine costituito negli ultimi vent'anni. E il paradosso – dobbiamo stare attenti a questo – è che a cavalcare l'onda di questa rivolta degli ultimi è proprio chi ha approfittato del sistema di questi anni: spesso sono i miliardari, i plurimiliardari, che danno voce alla rabbia degli ultimi. Crescono anche in Europa tanti piccoli Trump, come abbiamo visto nelle elezioni recenti in Repubblica ceca. Se non vogliamo un'Europa "trumpizzata", divisa e indebolita, bisogna agire da subito per sanare questa doppia frattura, territoriale e sociale.

Il Presidente Tusk ha presentato la sua proposta per una nuova agenda per il Consiglio europeo: più riunioni, un lavoro più efficiente e più efficace… benissimo, ma bisogna concentrarsi non solo sul metodo, ma sull'efficacia dei risultati. Il nostro Parlamento ha dato buona prova di sé: ha approvato la revisione delle regole di Dublino sulla richiesta di asilo – è un grande passo in avanti del Parlamento europeo, fatto insieme, un passo storico – e ha approvato la revisione della direttiva sui lavoratori distaccati, anche questo un grande passo in avanti del Parlamento europeo.

Quindi noi, come istituzione eletta democraticamente dai cittadini, stiamo rispondendo a domande precise che ci fanno i nostri cittadini su due temi fondamentali, e vogliamo che si proceda e si finalizzino questi dossier con un accordo con il Consiglio. E vogliamo dare sostanza al pilastro sociale, che ha richiamato il Presidente Juncker. Dopo vent'anni si è fatto un Consiglio, ora non facciamo del pilastro sociale uno slogan, perché di slogan i cittadini ne hanno piene le tasche e le orecchie, hanno bisogno di misure concrete. Il distacco del lavoratore è una misura concreta, ma se diamo una risposta anche ai giovani disoccupati, se diamo una risposta agli emarginati, a chi non ha una casa, a chi è cacciato fuori dal progresso tecnologico e deve essere protetto dagli effetti della globalizzazione, allora riempiamo quella parola magica – "pilastro sociale" – di contenuti concreti.

Infine, un'affettuosa raccomandazione al Consiglio: sia zelante su queste cose e si interessi di meno su come deve essere composto il Parlamento europeo. Sarebbe ben strano che il Parlamento europeo dicesse al Consiglio come questo deve essere formato; non accettiamo che il Consiglio ci dica come dovrà essere il Parlamento europeo nel 2019.

  Syed Kamall, on behalf of the ECR Group. – Mr President, Gianni, I admire your idealism when you speak, and it is important that we all tackle poverty but I prefer community-led solutions rather than top-down. Let me just correct you on one of the myths that you highlighted, which is about Robin Hood’s motivations. Let us remember that Robin Hood stole money from the tax collector to give the money back to taxpayers. Let us remember that when we are looking at the Robin Hood story.

Last week’s Council meeting highlighted one simple fact: that the EU is sometimes in danger of allowing idealism to get the better of pragmatism. This is certainly true when looking at the European Council’s and Parliament’s positions on the migration package and negotiations with the UK.

The European Conservatives and Reformists Group (ECR) welcomes much of the Council’s current strategy in tackling the migration crisis, closing trafficking routes across the Mediterranean, strengthening cooperation with international partners, returning unsuccessful applicants and strengthening the role of Frontex.

Two years ago the ECR published these papers that called for exactly these kinds of sensible measures. Maybe if they had been introduced at the time, then maybe there would be more confidence in our migration and asylum system today.

Instead, this Parliament appears to have a position on adopting a regulation that throws out the rulebook and long-established asylum laws to pursue a relocation system which has not exactly been a success, with proposals which mean that an asylum seeker would no longer have their application processed or even have a first admissibility check in the country that they arrive in and continuing to force quotas on countries which have already said that they do not support relocation.

This approach gives asylum seekers false hope and EU citizens false solutions. These proposals will not increase solidarity but they may increase voters’ frustrations with politicians. Please let us rethink the unintended consequences of Parliament’s proposals in a pragmatic way.

On the Brexit negotiations, let us be more pragmatic. As a British MEP, who leads one of the largest political groups in this House, who enjoys good relations with people on both sides of the negotiating table and who, like Jean-Claude, wants a mutually beneficial deal, I hope that we avoid becoming trapped by the sequencing of negotiations.

For there to be real progress, we must take a step back and look at the process as a whole. Just as there needs to be an understanding from the UK as to where the EU 27 are coming from, there also needs to be an understanding from the EU 27 as to where the British people are coming from.

The UK joined the EEC 40 years ago because more than anything it believed in open trade. That remains the UK’s main motivation for its current relationship with the EU, and it will be a major motivation in creating the UK’s future relationship with the EU and vice versa. So perhaps the more the EU talks about the issues that resonate with the UK, it may find that the UK is more willing to give concessions on the issues that the EU 27 care most about and prioritise.

On both migration and UK negotiations, we may all find that while idealism may be a wonderful way to view the world and sequencing may appear to be perfectly logical, it will be pragmatism that delivers the solutions that we all want to see.

  Guy Verhofstadt, on behalf of the ALDE Group. – Mr President, first of all, I want to thank President Tusk for his intervention, and also for the publicity he has made for my hashtag campaign. Thank you. I am a proud European, so you are also an adept of it, Mr Tusk. And I have to tell you, after the State of the Union of our President of the Commission a few weeks ago, we got a speech at the Sorbonne by Emmanuel Macron, and we now have your agenda for the coming European Councils.

I have to confess that each time I have heard these proposals – this State of the Union, your agenda – I have felt an enormous excitement. The same eagerness that I felt when I was a young boy and was browsing through the colourful catalogues my mother received at the end of every year – the 3Suisses, was that in France? I think also in Luxembourg it exists. I think it is the Otto in Germany. The shiny things in these catalogues seemed always so far away, dreams on colourful paper, and to be very honest, that is rather what I am feeling today again – that we have great plans, that we have huge ambitions, but are we really ready now in this European Union to make the radical changes needed to make it happen? Because, Mr Tusk, there are a number of structural flaws in the European Union that we need to solve.

The first, as we know, is the unanimity rule that is still applied in the European Union, and especially in the Council, which has been blocking progress for decades now. The European Arrest Warrant has taken more than a decade to implement because of the unanimity rule; with the European Patents we had to wait more than 25 years because of the unanimity rule; the same is happening for the Energy Union – we do not have an Energy Union because of the unanimity rule; we do not have a fully-fledged Banking Union because of the unanimity rule. The Americans were capable in nine months to react to the financial crisis by cleaning up the banks, with an investment programme of USD 900 billion and with quantitative easing of USD 1.2 trillion, and we, after nine years, are still debating all this because of unanimity. Maybe it is a good moment to recall that, because with the posting of workers the Council has taken a position for once. Why? Because they did not apply unanimity. For once, they have voted in the Council and have reached a position. So that is the first thing to do. Are we ready? There is a proposal by Jean—Claude Juncker to massively use ‘passerelles’ to solve the problem. Are we ready to finish this unanimity rule inside the Council and inside our institutions?

The second flaw is structural weakness: we know that there is a long, endless list of things, of doubts, of earmarks, of exceptions in our institutions. Are we ready to finish this Europe à la carte instead of continuing it as we still do?

Finally, the third disease we need to cure is what I call the ‘Potemkin syndrome’ of the European Union: that we always make beautiful plans, but without creating the necessary instruments, the necessary tools, or the necessary budget to make it happen. Schengen without the border and coastguard; the euro without the Treasury; foreign policy without a European defence community. So the moment of truth, Mr Tusk, is coming on the day – which is coming very soon – when we will decide on the new Multiannual Financial Framework. Are we really ready to implement these ambitious plans of Jean-Claude Juncker, of Emmanuel Macron, and of your agenda? Then it is necessary that we also be ready to open this financial framework and to give more than the former 1%, which is ridiculous if we want to fulfil all the ambitions that we have today. It is not really even 1% if you deduct from that the contributions that we received from the Member States and are going immediately back to the Member States; it is only 0.14% to protect our citizens against external threats, to protect our citizens and our borders internally, and at the same time to also organise the Currency Union. With 1%, sorry, that is not possible. To those populists and nationalists who are always saying ‘oh, this European superstate’, to have a budget of 1% and then talk about the European superstate is ridiculous and makes no sense at all. But that is the moment of truth. The moment of truth will not be the whole list of summits; the moment of truth will be when we discuss the money – when we discuss the budget, and when we discuss the new Multiannual Financial Framework.

That brings me, finally, Mr Tusk, to the remark you made on the composition of Parliament and the announcement that there will be an informal summit on it on 23 February. Fantastic! Maybe there are other things that I could organise to have an informal summit about, but you have to know that the legislative initiative for the composition of the Parliament is of this Parliament and not the European Council. I have to tell you that.

What I expect is for the European Council to back the proposal that will be made by a huge majority here in the House. That is what I expect! It will be a proposal based on the reduction of the number – that is a fair point. It will be a proposal that finally puts justice in the system with degressive proportionality, so that we do not take all five years to restart the work. And it will be – if everybody is of that opinion – a proposal in which we create a European democracy with transnationalists securing the Spitzenkandidaten.

If I may give you one little piece of advice – do not open again the Spitzenkandidaten. We decided here in 2014 that it is an enormous achievement of European democracy. It is because of the Spitzenkandidaten that we have our President, Jean-Claude Juncker, here, and we will not accept any more changes to this system and this achievement of European democracy.

  Gabriele Zimmer, im Namen der GUE/NGL-Fraktion. – Meine Herren Präsidenten! Der letzte Gipfel hat in einem Umfeld innerhalb der Europäischen Union stattgefunden, das deutlich gemacht hat, dass die voreiligen Einschätzungen noch vor wenigen Wochen – wir seien raus aus der Krise – nicht zutreffen. Wir haben seitdem die Wahlen in Deutschland gehabt, wir haben die Wahlen in Österreich gehabt, in der Tschechischen Republik, wir haben die Krise in Spanien – mit Blick auf Katalonien. All das zeigt, dass vieles noch in Bewegung ist, dass vieles auch am Brodeln ist und wir uns dem gemeinsam stellen müssen.

Nun haben Sie, Herr Präsident, vorhin deutlich gemacht, wie Sie sich vorstellen, dass der Rat künftig seiner Verantwortung besser nachkommen kann. Sie haben die Regierungschefs an ihre eigene politische Verantwortung erinnert und – so wie ich Sie verstanden habe – auch deutlich gemacht, dass es Ihnen darum geht, dass Verantwortung nicht ewig abgeschoben werden kann, dass wichtige Entscheidungen, die im Rat zu treffen sind, nicht im Nirwana verschwinden, nach dem Motto: Lost in Translation, oder im Bermudadreieck des Rates dann nimmer mehr auftauchen.

Sie stellen in Aussicht, dass auf der Basis von Ihnen vorgelegter decision notes innerhalb kürzester Zeit festgestellt werden kann, wo Einigung ist, und dort, wo Einigung aus Ihrer Sicht nicht erzielbar ist, schlagen Sie vor, dass dann mit der verstärkten Zusammenarbeit begonnen werden kann.

Für mich ergeben sich daraus jetzt folgende Fragen: Bedeutet das, dass Sie sich aus den Vorschlägen, die die Kommission im Frühjahr zu den fünf Szenarien unterbreitet hat, Elemente herausgenommen haben und bereits umsetzen, ohne dass es wirklich eine breite Debatte auch mit den Bürgern und Bürgerinnen in der Europäischen Union in den Mitgliedstaaten gegeben hat?

Herr Verhofstadt und andere haben auch auf Widersprüche hingewiesen, was die ganze Struktur der demokratischen Entscheidungsabläufe innerhalb der Europäischen Union betrifft. Ich würde deshalb auch gerne wissen, ob die Zustimmung zur Leaders‘Agenda bedeutet, dass es eine Abkehr von der gescheiterten intergouvernementalen Methode gibt, die von Kanzlerin Merkel mal durchgesetzt worden ist und auf deren Basis beispielsweise ja auch der fiscal compact durchgesetzt worden ist – am Europäischen Parlament vorbei –, die aber die Kommission zur Durchsetzung dieser zwischenstaatlichen Abkommen verpflichtet?

Bedeutet das Bekenntnis zur politischen Verantwortung der Staats- und Regierungschefs im Rat, dass die Kompetenzen demokratisch nicht legitimierter Gremien, wie zum Beispiel der Finanzministerrunde der Eurogruppe, beschränkt werden, auf das notwendige Maß zurückgestutzt werden, und dass es künftig nicht mehr möglich ist, dass dieses Gremium, das sich auch dem Parlament gegenüber überhaupt nicht verpflichtet fühlt, in der Lage ist, Auflagen in Größenordnungen an Mitgliedsländer zu geben und dort das Leben von Menschen, von Bürgerinnen und Bürgern, erheblich zu beeinflussen?

Wird innerhalb des Rates geklärt, wer künftig Koch und wer Kellner ist? Oder ist es nach wie vor möglich, dass Finanzminister ihrem Regierungschef sagen, was diese zu tun und zu denken haben? Welche Vorstellungen entwickelten die Ratsmitglieder, wie künftig die Zusammenarbeit mit dem Europaparlament und auch den nationalen Parlamenten in dieser sehr verkürzten Debattenzeit, die sie angemahnt haben und die sie vorschlagen, denn konkret sein wird? Wie werden wir eingebunden? Was hat das für Konsequenzen, auch möglicherweise für die interinstitutionelle Zusammenarbeit? Es ist doch nicht mehr einfach so, dass Sie jetzt sagen können: Wir machen das jetzt so, fertig und basta. Das wird aus meiner Sicht so nicht gehen.

Auch gerade die Debatte um die soziale Säule, von der Sie gesprochen haben, hat ja gezeigt, dass es hier Klärungsbedarf gibt. Der Rat hat einen Vorschlag von uns entgegengenommen, die Kommission hat einen Vorschlag unterbreitet. Dann wird aber erst einmal monatelang diskutiert, wie denn das Parlament dann zum Schluss wieder mit eingebunden wird, wenn es mit unterzeichnen soll. Hier gibt es Klärungsbedarf, und das kann nicht einfach nur per Postulation von Vorschlägen sein.

Zum Brexit nur ganz kurz. Meine Fraktion bewegt zwei Dinge: Wir möchten gern geklärt haben, dass der Rat konkret definiert, was die Kriterien zwischen der Ratssitzung letzte Woche und der Ratssitzung im Dezember sind, so dass man dann feststellt, jetzt gibt es ausreichenden Fortschritt. Woran messen Sie das? Oder ist das mehr oder weniger so eine politische Verhandlungsmasse, und wir werden mal sehen, wohin es uns treibt?

Wir halten an zwei Punkten fest: Wir wollen nicht, dass die Bürger und Bürgerinnen in Großbritannien oder in einem anderen Mitgliedsland der Europäischen Union für das Nichtzustandekommens eines Vertrages, für einen no-deal, bestraft werden. Aber wir wollen einen Deal haben, bei dem gesichert wird, dass die citizens‘ rights und auch die Rechte der Bürgerinnen und Bürger in Nordirland letztendlich auch durchgesetzt werden und dazu gehört dann natürlich auch ein vernünftiges financial settlement.

Eine Bemerkung noch zur Migrationskrise. Ich habe vernommen, bis zum Juni gehen Sie davon aus, dass Sie einschätzen, zu bestimmten Elementen der Arbeit an der Migrationskrise weiterzukommen, eine bestimmte Einigung zu erreichen. Aber was ich vermisse, ist eine ganz klare Ansage: ein Ende der Unterstützung des libyschen Küstenschutzes, solange dieser nicht humanitäre Verpflichtungen einhält und internationale Seerettung beziehungsweise Seerecht blockiert, keine Kriminalisierung von Flucht und keine Kriminalisierung der internationalen, der privaten Seenotrettungsaktionen.

  Philippe Lamberts, au nom du groupe Verts/ALE. – Monsieur le Président, cher Président Tusk, c’est toujours un plaisir de vous accueillir, et je suis sérieux, car nous sommes tous convaincus, ici, que la consolidation et l’approfondissement du projet européen ne se feront pas contre les États membres mais avec eux, et c’est vous qui en présidez le Conseil.

C’est pourquoi, après ce qui fut probablement le meilleur discours sur l’état de l’Union prononcé ici par le président Juncker en septembre, je me réjouissais à l’idée de vous écouter évoquer ici votre vision de l’avenir de l’Europe. Je dois bien vous avouer ma déconvenue, parce qu’en fait de programme des dirigeants, ce que vous nous offrez, c’est un calendrier de réunions agrémenté des sujets que vous voulez traiter, un calendrier finalement comme celui que notre Parlement ou la Commission publie depuis des années sans que personne ne s’en émeuve.

Et donc grande nouvelle − haut les cœurs − le Conseil européen se met à organiser ses travaux. Qui sait, peut-être va-t-il bientôt rendre publics ses débats? Mais au-delà de la boutade, je veux pointer le contraste de plus en plus saisissant entre l’institution que vous présidez et celle à laquelle j’ai l’honneur d’appartenir.

Je voudrais prendre pour exemple la politique d’asile et de migration, sujet capital du sommet de la semaine dernière, au cours duquel vous avez réaffirmé – et on s’y attendait évidemment – l’option de l’Europe forteresse, prête à passer les accords les plus infâmes avec les régimes, voire les chefs de guerre, les plus détestables, pour qu’ils nous assurent que plus aucun de ces malheureux ne mette un pied, un orteil sur le territoire de l’Union européenne.

Mais, comme aucune forteresse, Monsieur Tusk, n’est impénétrable, il se fait qu’un certain nombre de nos États membres continuent à être confrontés au défi des migrations – je pense bien sûr à la Grèce, à l’Italie, à l’Espagne, à Malte ou à la Bulgarie – et ils sont laissés seuls vis-à-vis de ce défi. C’est bien sûr du règlement de Dublin dont je veux parler.

En juin 2016, la Commission européenne, présidée par M. Juncker, a fait une proposition visant à corriger ce système injuste. La semaine dernière, après un travail intense mené de main de maître par Mme Cecilia Wikström, ici, le Parlement a amélioré le texte initial pour que désormais les États membres assument de manière solidaire la réponse au défi des migrations et l’accueil des demandeurs d’asile.

Cher Monsieur Tusk, j’étais en salle de presse du Conseil la semaine dernière et je suis allé vous écouter à la conférence de presse. J’avoue que j’ai été sidéré de vous voir affirmer benoîtement que le Conseil se saisirait du problème en décembre, dans l’idée d’arriver peut-être à une conclusion à la fin du premier semestre 2018, c’est-à-dire deux ans après la proposition faite par la Commission et huit mois après l’accord obtenu ici au Parlement européen. Très sincèrement, quand j’entends parler de «Leader’s Agenda», je pense que les termes d’«agenda des suiveurs» serait beaucoup plus approprié.

Je voudrais continuer en évoquant la lutte contre une concurrence fiscale débridée. Ici encore, alors que la Commission et le Parlement veulent avancer, le Conseil que vous présidez est le garant d’un immobilisme dont les seuls bénéficiaires sont ceux qui devraient être les plus gros contribuables – je pense évidemment aux multinationales et aux grandes fortunes.

Vous me direz que, sur un autre sujet épineux – la question des travailleurs détachés, qui empoisonne depuis des années le débat européen –, le Conseil a pu s’accorder hier soir. Je m’en réjouis, mais c’est sur un texte nettement moins protecteur que celui adopté par le Parlement sous la houlette de Mmes Morin-Chartier et Jongerius. Soyez certains que nous défendrons bec et ongles notre texte, qui vise d’abord et avant tout non pas à protéger le marché intérieur, mais à protéger les travailleurs de l’exploitation.

Monsieur Tusk, je vois que cela vous intéresse... Je vois que cela vous intéresse, Monsieur Tusk, mais enfin continuez, il n’y a pas de problème.

Le Parlement rassemble des personnes issues des mêmes pays et des mêmes familles politiques que le Conseil. Alors expliquez-moi comment il est possible, dans ce Parlement, de traiter de sujets aussi compliqués que ceux dont vous traitez et d’arriver à des accords à la fois ambitieux et soutenus par de très larges majorités, chose qui se révèle souvent difficile, voire impossible au Conseil.

Et je me prends à rêver de chefs d’État et de gouvernement déterminés à prendre de la hauteur. Ils auraient pour boussole la conviction qu’il n’y a, au XXIe siècle, de souveraineté que partagée et que leur mission est la protection du bien-être de tous et pas d’une minorité. Armés de leur courage – parce qu’après tout, ce sont eux qui sont investis de l’autorité politique suprême dans chacun de leur pays –, ils sauraient chaque fois que nécessaire donner les impulsions requises pour dépasser les égoïsmes nationaux et les mesquineries politiciennes. Au lieu d’incarner la force de l’immobilisme, ce seraient eux qui pousseraient la Commission à faire preuve d’encore plus de célérité et d’ambition pour apporter des solutions innovantes aux défis de ce siècle.

Je pense, par exemple, à la numérisation de l’économie. Comment fait-on pour éviter de créer un «cyberprolétariat»? Je pense évidemment à la question de la transition écologique de nos sociétés qui devrait être la stratégie maîtresse de l’Union. Ce serait le Conseil qui mettrait au défi le Parlement d’aller plus vite pour trouver un accord afin qu’on soit en mesure de négocier.

Alors permettez-moi de conclure en citant un compatriote, Jacques Brel: «Rêver un impossible rêve, [...] tenter, sans force et sans armure, d’atteindre l’inaccessible étoile, telle est ma quête». Telle est notre quête! Ne me dites pas, Monsieur Tusk, qu’elle est vaine.

  Raymond Finch, on behalf of the EFDD Group. – Mr President, I say to President Tusk that we see that yourself, Mr Barnier and President Juncker have all stated that there is some progress being made in negotiations with Prime Minister May, and that the EU will evaluate progress on each of these issues in December.

However, the underlying meaning of this progress is plain for all to see. The meaning is that the British Prime Minister is conceding ever more ground to the EU, rather than standing up for that which the people of the UK voted.

The people of my nation voted not just to leave the EU 28, but to regain our sovereignty. What Mrs May is doing is quietly surrendering, so that we will end up neither leaving nor sovereign. We will remain subservient to the EU, both financially and legally, a nation condemned to serfdom by its own leaders.

For this I do not blame the EU or its negotiators. You are only pursuing your perception of the interests of your project. For this, I condemn the UK Government. By its supine behaviour it has forfeited the trust of the British people, whether they originally voted either to leave or to remain. More than that, it has betrayed those who voted her into power at the last election, this Conservative Party that won the election with the slogan ‘Brexit means Brexit’.

The fact this government is slowly backtracking on its commitment to the British people must stick in the craw of those who voted for it. Although the EU is, in the way it is conducting these negotiations, breaking the United Nations Declaration on Principles of International Law, which clearly states that no state may use or encourage the use of economic, political or any other type of measures to coerce another state in order to obtain from it the subordination of the exercise of its sovereign rights and to secure from it advantages of any kind. And indeed its own Treaty commitments to sincere cooperation and the progressive abolition of restrictions on international trade.

The fault lies with Her Majesty’s Government for not having the courage of our convictions, and saying ‘enough is enough’. The other side is not seeking negotiation but capitulation, and walking away.

Whatever the financial settlement Mrs May finally agrees to pay, whether it is GBP 100 or GBP 100 billion, it will simultaneously be too much and too little: too little for those in the EU who seek to punish us for having the temerity to seek our own path. For those ideologues no punishment is too great for those who seek self-determination. And too much for those of us who wish nothing more than to be good friends, neighbours, allies and partners of those we leave behind.

Because this extortion will poison UK-EU relations for years to come. For the good of us all we should now shake hands and walk away.

  Nicolas Bay, au nom du groupe ENF. – Monsieur le Président, Mesdames et Messieurs, chers collègues, les relations commerciales ont largement figuré au menu du Conseil européen.

Monsieur Juncker, vous avez déclaré que vous ne voudriez pas, je cite, que nos concitoyens considèrent tout accord commercial comme un attentat contre nos principaux intérêts. Mais il ne tient qu’à vous, Monsieur Juncker, d’éviter que les traités de libre-échange soient négociés en catimini contre les intérêts vitaux de nos peuples, comme cela a été le cas avec le CETA.

Aujourd’hui, il y a quelques minutes seulement, vous nous disiez que vous souhaitiez en faire autant avec le Mexique ou le Mercosur, c’est-à-dire que vous allez à nouveau placer notre agriculture, notamment, en situation de concurrence déloyale face à des pays qui ne respectent aucune des règles, ni sanitaires, ni sociales, ni environnementales, provoquant ainsi la mort de pans entiers de notre économie.

Je vous rappelle qu’en France, il y a des suicides d’agriculteurs chaque semaine. Il serait temps d’en finir avec ces folles politiques, qui sont évidemment en infraction totale avec nos droits et nos intérêts vitaux.

Concernant le détachement des travailleurs, tout le monde a bien compris que l’accord négocié hier ne constitue en rien une avancée significative et ne règle rien au fond du problème. Des secteurs clés, comme le transport routier, par exemple, ne sont même pas concernés, et vous ne remettez pas en cause l’aspect central que revêt le paiement des cotisations sociales dans le pays d’origine, qui crée évidemment une concurrence déloyale, et fait que le salarié détaché coûte 1,5 fois ou, parfois, 2 fois moins cher qu’un travailleur local. Vous organisez ainsi la concurrence déloyale intra-Union européenne, le dumping social et, par là-même, la préférence étrangère dans nos pays.

Enfin, s’agissant de la Turquie, vous évoquez, je cite, une réduction des fonds de préadhésion. Je vous rappelle que la Turquie bénéficie par ailleurs de sommes considérables de la part de l’Union européenne pour une maîtrise des flux migratoires, qui ne donne souvent pas de résultat significatif. C’est un régime autoritaire islamiste.

Quels que soient les accords qui peuvent exister, notamment en matière économique, avec la Turquie, il faut maintenant que notre position soit claire. La Turquie n’a pas vocation à entrer dans l’Union européenne. Il faut mettre un terme aux accords de préadhésion ou d’adhésion. La Turquie n’est européenne, ni par sa position géographique, ni par son histoire, ni par sa culture.

  Janusz Korwin-Mikke (NI). – Panie Przewodniczący! Problem migracji polega na nieprzestrzeganiu zasad układu z Schengen, który – miałem nadzieję – przetrwa nieunikniony upadek Unii Europejskiej. Przyczyną jest panujący w Unii Europejskiej rasizm. Gdy przyjedzie mieszkaniec Australii, Ameryki czy, nie daj Boże, Rosjanin i chce bez dokumentu przekroczyć granicę Schengen, to się go zatrzymuje siłą, a w ostateczności – nawet strzela. A jeżeli przyjdzie dziesięć tysięcy Somalijczyków, Nigeryjczyków czy mieszkańców Nigru, to się ich wpuszcza i załatwia się im bez pytania wszystkie dokumenty. Prawo ustępuje przed siłą. Unia jest słaba w stosunku do silnych, ustępuje przed masą. Jest silna w stosunku do słabych. I to jest upadek, jeżeli prawo ustępuje przed siłą. A towarzyszowi Pittelli chciałem wyjaśnić, że on ma rację. Socjalizm polega na rabowaniu biednych i dawaniu bogatym. Dlatego właśnie tacy bogaci jak Buffett popierają socjalizm, popierają lewicę, a nie, broń Boże, wolny rynek. A poza tym sądzę, że Unia Europejska musi być zniszczona.

  Elmar Brok (PPE). – Herr Präsident, Herr Präsident des Europäischen Rates, Herr Kommissionspräsident, Kolleginnen und Kollegen! Einmal bin ich nach den beiden Darlegungen von Herrn Juncker und Herrn Tusk doch eigentlich glücklich und ein bisschen optimistisch geworden. Es wird langsam auch auf der Seite der Exekutive, auf der Ratsseite begriffen, dass man den Fortschritt Europas und den Kampf gegen demokratiefeindlichen Populismus nur gewinnen kann, wenn wir in bestimmten Bereichen Fortschritte machen – Fortschritte, die unsere Bürger auch als mehr Sicherheit verstehen.

Eine anständige Afrikapolitik ist Sicherheitspolitik; eine anständige Sozialpolitik – und deswegen Glückwunsch zur Entsenderichtlinie und zu den sozialen Pfeilern – ist auch Sicherheit, Sicherheitsgefühl für den Bürger. Das gilt insbesondere bei den Fortschritten in der Sicherheits- und Verteidigungspolitik. Und das, was wir mit PESCO machen, das ist erst ein lahmer Anfang, aber wir sollten hier vorangehen. Und deswegen sollten wir endlich nicht bei 1 % des Haushalts stehenbleiben, sondern die vollen 1,24 % ausnutzen, die im Grundsatz schon genehmigt sind. Und ich meine, dass das von uns deutlicher gemacht werden muss.

Lassen Sie mich aber einige Bemerkungen zum Brexit machen. Ich möchte mich beim Rat bedanken, aber insbesondere auch bei der Kommission und bei Michel Barnier, dass das Mandat beibehalten und eine klare Linie gezeigt wird. Wenn die Tories Schwierigkeiten haben, insbesondere bei den Finanzverpflichtungen, zu einer Einigung zu kommen, die verhandlungsfähig ist, dann ist das für uns kein Anlass, im Interesse der europäischen Bürger dieses klare Verhandlungsmandat zu verlassen. Ich meine, dass wir konstruktive Verhandlungen haben wollen. Wir wollen ein anständiges Ergebnis haben, wir wollen gute Beziehungen in der Zukunft haben, um den Schaden des Brexit so gering wie möglich zu halten. Aber die Verpflichtungen, die man hat, Herr Kamall, als trade-off für bessere Handelsbeziehungen zu nutzen, das scheint mir ein etwas seltsamer Eingangspunkt zu sein.

Über die sequences hatten wir uns geeinigt. Ich meine, aus diesem Grunde heraus sollte man sich jetzt bewegen, damit wir im Dezember zu der Entscheidung kommen könnten, dass die zweite Phase eingeleitet wird. Und dabei bin ich mir nicht ganz sicher, Herr Kamall, wer in dieser Frage die Rolle des Robin Hood spielt.

  Elmar Brok (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Herr Kollege Coburn! Wenn ich mir die Haushaltsverschuldung per capita anschaue, habe ich den Eindruck, dass Großbritannien in einem größeren und schwierigeren Problem steckt als die meisten europäischen Länder, denn Ihre Staatsverschuldung pro Jahr ist höher als im Durchschnitt der Mitgliedstaaten.

Der zweite Punkt ist: Wenn man Schulden hat, muss man Schulden bezahlen. Das gehört zur Politik eines ehrbaren Kaufmanns. Sie haben Bestellungen mit uns gemeinsam vorgenommen, dann müssen Sie diese Bestellungen auch mitfinanzieren. Das ist eine normale Art und Weise, wie Dinge auseinandergerechnet werden müssen, und ich glaube, dieses müssten Sie entsprechend anerkennen. Die Europäische Union ist kein Golfklub, den man einfach so verlassen kann und dann seinen Beitrag noch ausbezahlt bekommt. Hier haben Sie Verpflichtungen übernommen, Verpflichtungen für die Bürger Ihres Landes und unserer Länder, und diesen Verpflichtungen gegenüber den Bürgern müssen Sie nachkommen. Und dann sind wir bereit, faire Verhandlungen zu führen.

  Maria João Rodrigues (S&D). – Mr President, the European Union needs this ambitious road map to meet the future challenges. That is for sure. We can see a promising alignment of the European institutions – Parliament, Council and Commission – but let me be clear: we need to deliver on the road map with concrete measures.

This means that if we want to have a real social pillar we need to translate these into measures, making sure that all people in employment, whatever their job, can count on a decent labour contract and full access to social protection. If we want to have a real reform of the eurozone in order to promote growth and convergence, we need to provide the eurozone with the fiscal capacity to help and support Member States in this direction.

If we want to have a real European asylum system, the Council should adopt the recent reform of the Dublin system just adopted by the European Parliament. If we want Europe to promote a better world order, then yes, we need to use trade agreements, but we need to push the Sustainable Development Goals together with these agreements.

These are very concrete measures to deliver on the road map with credibility, but the main test will be the next European budget, because all this ambition needs to be matched by a real overhaul of the Community budget in a way that enables us to meet these new priorities.

Finally, like many other groups, the S&D Group is underlining here that we see the system of Spitzenkandidaten, the choice of the present European Commission by electing him or her in the European Parliament, as a major democratic development, which must be completely respected. This is our wish and our warning.

  Ryszard Antoni Legutko (ECR). – Madam President, there is not much that can be said about the last Council meeting. Nothing really happened that would amount to a breakthrough, Brexit being a case in point. On the other hand, this need not be a bad thing, considering that the hyperactivity of the European institutions usually creates more problems than it solves.

On the positive side, immigration seems to be treated with conspicuously more sense than in the past. The President of the Council himself has admitted that mandatory relocation was not a good idea. It took him a lot of time to admit what many governments had said right at the outset. He should have listened to us, not those he usually listens to.

There is also the problem of Nord Stream 2, this notorious and politically hostile Russian—German energy enterprise. As might have been expected, the Council failed to give a sufficiently strong signal to the Commission to dump it, the German Government being clearly supportive of Nord Stream. The Commission, which so eagerly roars like a lion when confronted with weaker partners, in cases like Nord Stream seems to behave more like a sheep; pardon the comparison. I conservatively predict that it will continue to do so.

Let me now reply to Mr Weber. I want to thank him for pointing out the alleged – I would say – inconsistency in Polish politics and, by way of courtesy, I would like to reciprocate though he is not here.

I wonder which is the real thing: what Mr Weber, representing the ruling party in Germany says here, criticising Nord Stream or the German Government policy that relentlessly carries out this impossible and politically dangerous project? So which is the real thing? Is it confusion or is it maybe, as some say, a deliberate strategy?

  Cecilia Wikström (ALDE). – Madam President, migration and the need for reform of the Common European Asylum System was discussed last week in Council. This was very timely, to say the least, not least since the Committee on Civil Liberties, Justice and Home Affairs adopted, on Thursday, with a very large majority, our position on the necessary reform of the Dublin Regulation.

I have managed to gather behind me and to unite this House in a very bold proposal, creating a truly European Asylum System, and we have managed to do so through long negotiations and by listening to each other.

Now I think it is high time that you, in Council, do exactly the same: listen to each other and start paying respect to each other, leaving national egoism behind. This belongs to history and not to the current situation in Europe. We can never create a functioning Common European Asylum System as long as every Member State is obsessed with their own national situation.

We now need to create a fair system that works for all of Europe, with all its Member States. And such a system has to include automatic relocation of asylum-seekers and must be based on the principle of solidarity, as in Article 80 of our Treaties. The goal has to be to fix the asylum system, not merely to find some watered-down compromise that can reach unanimity in Council.

It is high time that you take a qualified majority vote on this, because otherwise we will never change reality. I welcome that Council has signalled that it will continue working on this and set the goal of reaching a mandate before the spring. Negotiations in trilogues will be long and difficult, but I look forward to opening those trilogues sooner rather than later.

The European Parliament has delivered, and it is now high time that you do the same. We owe it to the citizens of Europe who expect this from us.

  Τάκης Χατζηγεωργίου (GUE/NGL). – Κυρία Πρόεδρε, έχει λεχθεί σε αυτή την αίθουσα ότι ένα πρόβλημα της Ευρωπαϊκής Ένωσης είναι η ανάγκη της ομοφωνίας. Αυτό το έχει πει ο κύριος Verhofstadt, δεν έχει σημασία ότι δεν είναι στην αίθουσα. Έχει δίκιο ο κύριος Verhofstadt όσον αφορά την ανησυχία του, έχει άδικο όμως όσον αφορά το συμπέρασμά του, γιατί η ανάγκη της ομοφωνίας υπάρχει εκεί όπου τα κράτη μέλη δεν είναι ίσα και, ας είμαστε ειλικρινείς, δεν είμαστε όλοι ίσοι σε αυτή την αίθουσα. Η χρησιμοποίηση του παραδείγματος των Ηνωμένων Πολιτειών μου φέρνει στη σκέψη το εξής: ακούσατε ποτέ τη Γιούτα, που είναι πολιτεία που παράγει πετρέλαιο, να διαμαρτύρεται προς την Τζόρτζια, που παράγει μόνο φιστίκια; Ήρθε εδώ ο Κύπριος Πρόεδρος πριν μερικά χρόνια και υπέστη εκ μέρους και δια της επιβολής του Εurogroup το κούρεμα της κυπριακής οικονομίας ουσιαστικά και επέστρεψε πίσω λέγοντας: «Ήρθα στις Βρυξέλλες αξιόπιστος και επέστρεψα αναξιόπιστος». Σήμερα τον συγχαίρει ο κύριος Schäuble για την απόφασή του εκείνης της εποχής. Συγχαίρει ο ηγεμονεύων τον υποταχθέντα για το γεγονός ότι συνεμμορφώθη προς τας υποδείξεις. Δεν έχει λεχθεί μία φράση από τον κύριο Juncker ή από τον κύριο Tusk για την Τουρκία. Η μέση κατάσταση, η «in limbo» κατάσταση που επικρατεί μεταξύ Ευρωπαϊκής Ένωσης και Τουρκίας είναι ό,τι χειρότερο. Πρέπει να είμαστε καθαροί. Ή προχωρούν ή διακόπτουμε. Η μέση κατάσταση τους στέλνει το μήνυμα ότι «τους δουλεύουμε» και εμείς λαμβάνουμε το μήνυμα ότι «μας δουλεύουν».

  Josep-Maria Terricabras (Verts/ALE). – Señora presidenta, supongo que estamos de acuerdo en que la situación en Cataluña es importante, pero me temo que en relación con ella la Unión Europea va acumulando errores.

Uno. En el último Consejo Europeo la cuestión no estuvo en el orden del día. Todavía se defiende la idea de que se trata de una cuestión interna y se olvida que es interna de la Unión Europea.

La Catalogna non è, come ha detto l'on. Pittella, una frattura, è un impegno di maggior democrazia.

Dos. La Comisión aplaude las medidas del Gobierno español para suplantar la democracia en Cataluña y dirigirla desde Madrid como si Cataluña fuera una colonia. Se suplanta la democracia y aplauden, ¿cómo es posible?

Tres. Como presidentes del Consejo, de la Comisión y del Parlamento, los tres han recibido el premio Princesa de Asturias en España. Después de escuchar sus discursos de agradecimiento se comprende que les hayan dado el premio, pero no se entiende que se lo hayan dado a la concordia, ¿qué concordia?

Cuatro. Como eurodiputado, me siento desprotegido por el presidente de mi Parlamento y lamento que no esté él presidiendo. Él, a semejanza del rey de España, ha abandonado su función de mediador imparcial. Al presidente le correspondería hablar y mediar con todos los diputados de las distintas opciones, que no son solo los españoles. Es una lástima que algunos le sintamos tan lejos y es inaceptable.

Por todo ello y por mucho más, no les puede extrañar si en el pueblo catalán, tradicionalmente proeuropeo, empiezan a surgir graves dudas sobre la Europa que ustedes presiden. ¿Es esta la Europa que se preocupa por los ciudadanos, por la diversidad y por la democracia? Desde luego, no lo parece. La democracia debe estar al servicio de las personas para dar paso a más democracia sin suprimirla ni golpearla ni encarcelarla.

  Rolandas Paksas (EFDD). – Svarbiausia problema, nusversianti Europos Sąjungos ateitį, šiandien yra Katalonijoje. Tiksliau, Europos vadovų požiūryje, kad žmonės neva griauna demokratiją. Išgirskime pagaliau Europos intelektualus, kurie sako, kad tikroji Europa yra tautų bendruomenė, turinti savo kalbas, tradicijas, sienas. Ne primesta imperinė vienybė, kuriama melu ir netgi fizinės jėgos naudojimu, yra Europos Sąjungos ateitis. Ne šeimos kaip vyro ir moters sąjungos niekinimas, ne krikščionybės pakeitimas surogatine religija su deklaruojamu solidarumu. Bet atjauta ir atsigręžimas į svarbiausius Europą vienijančius dalykus yra vienintelis mūsų išlikimo bendrijoje kelias. Nustokime kalbėti, kad įvykiai Katalonijoje yra tik Ispanijos vidaus reikalas. Prisiminkime JAV prezidento Wilsono kalboje nusakytą idėją dėl kiekvienos tautos galimybės apsispręsti dėl savo valstybės.

Mieli Europos Sąjungos vadovai, sėskite prie derybų stalo kartu su Ispanijos ir Katalonijos politikais ir padėkite jiems rasti optimaliausią ir taikią išeitį iš dabartinės situacijos. Pone Junkeri, pone Tuskai, Jūs galite, Jūs privalote tai padaryti.

  Marcel de Graaff (ENF). – Voorzitter, elke conclusie van de Raad is verkeerd, maar de conclusie ten aanzien van Turkije is werkelijk volledig onacceptabel. De Raad debatteert over Turkije en concludeert dat de lidstaten de migrantendeal volledig moeten uitvoeren en blijk moeten geven van volledige toewijding aan deze samenwerking. Wat een hypocriete bende!

Voorzitter, Turkije is een islamitische dictatuur. Het is een land dat minderheden uitmoordt, dat de vrije pers vervolgt en dat de politieke oppositie in de gevangenis gooit. De conclusies hadden moeten zijn: de EU moet elke toetredingssteun aan Turkije stoppen, Griekenland moet elke migrantenboot naar Turkije terugslepen en de migrantendeal moet in de prullenbak. En ten slotte had de Raad moeten besluiten de buitenlandse financiering van moskeeën, van islamitische opleidingsinstituten en van islamitische ngo's te verbieden. En ik dring er bij de Raad op aan, mijnheer Tusk, om de volgende keer deze conclusies over te nemen.

  Marcel de Graaff (ENF), "blauwe kaart"-antwoord. – Voorzitter, samenwerken met Turkije kan op vele manieren. Hier gaat het over toetreding van Turkije tot de Europese Unie. Dat willen wij absoluut niet. Samenwerken met Turkije, ja, handel drijven met Turkije. Maar is Turkije een betrouwbare militaire partner? Turkije heeft inmiddels ook al S400-wapensystemen gekocht van Rusland. En dat is ons NAVO-lid, onze NAVO-partner. Ik zou willen zeggen: Turkije is dusdanig onbetrouwbaar dat je daar geen zaken mee moet doen.

  Diane Dodds (NI). – Madam President, most of us watching from the United Kingdom were pleased to see that the Council meeting ended up in a better mood, and a better spirit, of cooperation than what we have previously seen. I welcome the progress that seems to have been made in moving towards trade negotiations, hopefully in December.

The United Kingdom seeks a deal that is mutually beneficial. It seeks a deal that recognises a strong, independent United Kingdom, cooperating and working beside a European Union. That cooperation can be in areas of defence, areas of the economy and things that are important to all of us.

Can I say, in respect of Northern Ireland, that I fear that these institutions are in danger of overreach? The guarantors of the Belfast Agreement are the British and Irish Governments, not the European institutions. While Europe has been enormously helpful in building peace, we need to remember who are the primary operators and the primary legislators in this particular area. It is most important.

  Janusz Lewandowski (PPE). – Pani Przewodnicząca! Najbardziej pożądanym dobrem publicznym współczesnej Europy jest poczucie bezpieczeństwa. To jest największy deficyt naszych czasów i najważniejsze pole starcia z lewicowym i prawicowym populizmem, który żyje z podsycania ludzkich lęków. Jest to też najlepsza miara wiarygodności instytucji europejskich. Czytając pod tym kątem konkluzje ostatniej Rady, można być umiarkowanym optymistą, dlatego że chaos z roku 2015 w roku 2017 zamienia się w zarządzanie migracjami. Zamiast leczenia objawów pod presją czasu i wydarzeń pojawia się prewencja, sięganie do źródeł problemu, odgadywanie nowych zagrożeń, a nie tylko automatyczna relokacja, która moim zdaniem nie ma wielkiej przyszłości w Unii Europejskiej. Wyrażam satysfakcję, że uczestniczy w tym Parlament Europejski, wnosząc dobry wkład w reformę prawa azylowego.

Teraz kilka zdań o Agendzie przywódców w aspekcie, który najbardziej mnie interesuje, a mianowicie przyszłości budżetu unijnego. Nietrudno zauważyć, że kalendarz Agendy przywódców nie do końca pokrywa się z orędziem o stanie Unii i z rezolucją, którą przyjmie dzisiaj Parlament, a która wyraża pragnienie, by dokończyć negocjacje i zawrzeć porozumienie na okres po roku 2020 przed wyborami europejskimi w 2019 r. Uczestniczyłem w tych rozmowach, dzieląc się własnymi wątpliwościami i pamiętając, że ostatnio zajęło nam to dwa i pół roku. Ale widzę w tym stanowisku Parlamentu coś więcej niż pobożne życzenia, widzę w tym determinację, aby pokazać, że Unia potrafi działać i zawierać kompromisy w najtrudniejszych sprawach. To jest takie europejskie „yes, we canˮ. Dlatego wiedząc, że nie zrobimy tego bez liderów, bez szefów rządów, koniecznie należy uzgodnić scenariusze pomiędzy instytucjami europejskimi, żeby iść razem i iść szybko.

  Tanja Fajon (S&D). – Lani ob tem času so se migranti zbudili na otoku Lezbos v globokem snegu. Temperature so zdrsnile skoraj na minus 18 stopinj. Nekateri od njih so na grških otokih ujeti že skoraj dve leti. In evropski voditelji vztrajate, da dogovor s Turčijo deluje in da boste po zahodno-balkanski poti zaprli tudi osrednjo sredozemsko pot.

Namesto da bi vzporedno s financiranjem in urjenjem libijske obalne straže pospešeno iskali tudi varne in pravne poti za ljudi, ki so upravičeni do mednarodne zaščite, vso pozornost namenjate temu, kako migrantom preprečiti pot v Evropo. Namesto premalo ali nič pa bi se lahko ukvarjali z radikalno reformo evropskega azilnega sistema.

V Parlamentu smo prejšnji teden sprejeli dober predlog, po katerem breme ne bo več le na državi vstopa. Strinjali smo se, da je nujen stalni in avtomatski mehanizem premeščanja ljudi, v katerem bodo sodelovale vse države članice. Ta dogovor zdaj pričakujemo tudi od evropskih vlad.

Zaradi nedelujoče evropske azilne politike imamo notranji nadzor meja v vrsti schengenskih držav. Maja letos je komisar Avramopulos dejal, da bodo lahko Avstrija, Nemčija, Danska, Švedska in Norveška le še enkrat podaljšale notranje kontrole, da bo to zadnjič. Pol leta pozneje Avstrija ohranja notranji nadzor na meji s Slovenijo, za kar ni absolutno nobenega razloga. Zato vaši zaključki, spoštovano predsedstvo, da ste zavezani Schengenu, niso iskreni in žal mi je, da je tako.

  Hans-Olaf Henkel (ECR). – Madam President, I would like to remind the House that I was against Brexit. Mr Brok, you mentioned the term ‘golf club’. Let me also remind you that the European Union was, from the viewpoint of the British, once a football club. If the management of the club changes the football club to a golf club, then I wonder who has really left whom.

I think it is time that we also criticised the negotiation strategy of the Commission and the Council. It is illogical, it is dangerous, and I think it is unfair. It is illogical because the EU insists on a financial offer by the British Government before any agreement on trade. I just wonder, Mr Juncker, would you ever agree on a price for something when you do not know what you are buying.

It is dangerous because everybody here agrees that peace in Ireland must be preserved at all costs. Nowhere in the world is there a border arrangement without a trade or customs arrangement. How will you ever get such an agreement without negotiations on trade?

Finally, it is grossly unfair. Mr Tusk, you have mentioned European values many times. Let me remind you of the fact that democracy, freedom of the press and human rights are not European values; they are universal values. I would also like to remind you that we have British values, one of which is fairness, and it is about time that you recognise fairness as a European value.

Aber jede Entwicklungsphase der Europäischen Union – von der Einheitlichen Akte, die von Mrs. Thatcher vorangetrieben worden ist, von Maastricht, von Nizza, von Amsterdam bis zum Vertrag von Lissabon – ist mit qualifizierter Mehrheit im House of Commons ratifiziert worden.

Deswegen kann man nicht sagen, es sei ihnen aufgezwungen worden. Sie haben es mit verhandelt, und sie haben es in ihrer Volksvertretung beschlossen. Erzählen Sie nicht solche Geschichten von damals.

  Hans-Olaf Henkel (ECR), blue-card answer. – The British entered the European Union under three conditions: subsidiarity, self—responsibility for a country’s debts and competition. You can find all three factors in the Lisbon Treaty.

In the course of various attempts to save the euro, these three principles have been grossly violated, and that led to a continuous centralisation and bureaucratisation of the European Union, and that finally contributed to Brexit.

  Σοφία Σακοράφα (GUE/NGL). – Κύριε Πρόεδρε, διάβασα και άκουσα με προσοχή τα συμπεράσματα του Ευρωπαϊκού Συμβουλίου και τις θέσεις της Επιτροπής. Για την PESCO και τα θέματα ασφάλειας και άμυνας θα συζητήσουμε εκτενώς τους επόμενους μήνες. Για τις σχέσεις με την Τουρκία αφιερώνεται μία πρόταση που δεν λέει τίποτα παρά για τα επανειλημμένα ψηφίσματα του Κοινοβουλίου. Όσον αφορά στο προσφυγικό, τέσσερις σελίδες με στόχο μια Ευρώπη-φρούριο και μία μόνο παράγραφος με αοριστίες για την αντιμετώπιση των αιτιών που γεννούν μετανάστευση και πρόσφυγες. Περιγράφετε συνεργασίες με τη Λιβύη και γειτονικές χώρες στα όρια της αποσταθεροποίησης και τις εκβιάζετε με τα κονδύλια ανάπτυξης, το εμπόριο και τις θεωρήσεις με στόχο τον εγκλωβισμό προσφύγων και μεταναστών σε καταυλισμούς-στρατόπεδα. Γνωρίζετε ασφαλώς ότι αυτό είναι μια ωρολογιακή βόμβα που σύντομα θα εκραγεί και το σκληρό τίμημα θα το πληρώσουμε όλοι μας. Η πολιτική σας διχάζει. Διχάζει την Ευρώπη και δυστυχώς κάποιοι συνεχίζουν να επενδύουν σε πρόσκαιρα κέρδη. Είμαι περίεργη λοιπόν για το όραμα ποιας Ευρώπης θα μιλάτε τότε στους λαούς.

  Ernest Urtasun (Verts/ALE). – Señora presidenta, señor Tusk, señor Juncker. Escuchando al portavoz de la Comisión —el señor Margaritis—, ayer, parecería que ustedes dan la cuestión catalana por cerrada: se aplica el 155 y aquí no ha ocurrido nada. Nada más lejos de la realidad: estamos a tres días de un auténtico desastre.

La intervención de la Generalitat supone la intervención de una institución restablecida antes de la promulgación de la Constitución de 1978 y nos va a llevar a una crisis política, social, de enormes dimensiones y, además, se va a añadir eso a las detenciones de dos personas de la sociedad civil catalana que son dos detenciones injustas y arbitrarias.

Y, por otro lado, seguimos teniendo encima de la mesa también una posible declaración unilateral de independencia que no genera consenso en la sociedad catalana y que también es un gravísimo error.

Estamos a tres días del desastre, y yo les digo que hay muchos ciudadanos en Cataluña angustiados que esperan una respuesta. Si nuestros gobernantes son incapaces de dialogar, de hablar y de llegar a algún consenso que establezca una salida negociada, los ciudadanos de Cataluña esperan del presidente del Consejo, de su Consejo y de su Comisión Europea una respuesta a la altura.

  Sophia in 't Veld (ALDE). – Madam President, I would briefly like to say something about the asylum policies. Mr Tusk very proudly announced that they will, at some point in 2018, agree on border control, but that is actually not the same as a proper asylum policy. Fortress Europe: that is what the Council is trying to build – keeping people out – and it is remarkable that this House, with 751 MEPs representing more than 200 political parties, is able to come to agreement. We are one legislator and the Council, with 28 individuals, is totally unable to reach agreement on one of the most important challenges of this moment.

I think that is totally irresponsible and only shows the total bankruptcy of the intergovernmental method. I really hope that the Council is now going to move forward on the files that have been adopted here – Dublin, the reception conditions – because we have been waiting. We voted on reception conditions almost half a year ago. The Council is completely paralysed and we cannot wait until next summer for a solution. We need a decision by the Council now; it is their responsibility.

  Peter Lundgren (EFDD). – Fru talman! Vad gäller sammansättningen av parlamentet, som Donald Tusk nämnde, är det så att jag håller med Donald Tusk när han säger att färre länder också ska innebära färre platser. Det är sunt förnuft, och det uppskattas av folket också.

Toppmötet i Göteborg står för dörren, som vi vet. Jag tror ni alla vet att jag är djupt kritisk till EU, men jag är också en pragmatisk människa. Så länge mitt land Sverige är medlem måste något göras för att stoppa den sociala dumpning vi ser på arbetsmarknaden. De som säger att vi har ordning och reda på svensk arbetsmarknad, de har nog inte varit ute på rätt länge och besökt den svenska arbetsmarknaden. De har förmodligen inte heller sett hur den inhemska transportmarknaden, till exempel, slås sönder av utländska aktörer som lönedumpar sönder de svenska företagen. Byggbranschen är översvämmad av oseriösa aktörer som utnyttjar arbetskraft på ett hänsynslöst sätt. Människor offras på profitens altare, och det kan jag inte ställa mig bakom. Jag skulle helst se att Sverige lämnade detta hus och samarbete, men så länge vi finns kvar här måste vi ändå se till att vi får ett slut på denna cirkus. Kom gärna till Sverige; när ni är i vårt land ska ni konkurrera under samma kostnadsbild som de svenska företagen har.

  Harald Vilimsky (ENF). – Frau Präsidentin, meine sehr geehrten Damen und Herren! Wenn wir jetzt den Blick zurückrichten auf die Debatte des Rates vom 19. Oktober und feststellen, dass Migration wiederum eines der dominanten Themen war, dann kann man nur sagen: Es fehlt hier an Entschlossenheit, es fehlt hier an Durchsetzungsstärke, und es fehlt auch an Selbständigkeit, denn wiederum setzt man auf die Türkei, wissend, dass die Türkei kein verlässlicher Partner ist. Es wäre doch viel schlauer, wenn man endlich auch eine Verwirklichung der Pläne, die es seit längerem gibt, in den Regionen selbst nach Betreuungsmöglichkeiten zu suchen, anstrebt. Es kam aus Deutschland, von Innenminister Schily, von Innenminister de Maizière, es wurde im Bereich der Kommission angedacht, in den Regionen selbst Betreuungsstätten zu finden. Man tut es nicht. Richten wir den Blick auf Libyen beispielsweise, wo man mehr Hilfe braucht, richten wir den Blick auf den Libanon, wo es mehr Hilfe bedürfte. Schauen wir, ob wir Abkommen schaffen mit Tunesien, mit Algerien, mit Marokko, um hier die Menschen in der Region zu halten und nicht eine Politik des Exodus von Afrika Richtung Europa zu ermöglichen.

Zweiter Punkt: die Türkei, die auch Thema war. 640 Millionen an Vorbeitrittshilfe werden gezahlt; bis 2020 sind es, glaube ich, über vier oder viereinhalb Milliarden Euro, obwohl Erdoğan selbst sagt, er möchte nicht mehr in die EU und auch hier der Ruf, die Verhandlungen abzubrechen, immer stärker wird. Daher: Bitte folgen Sie dem Ruf, brechen Sie die Verhandlungen der Europäischen Union mit der Türkei über eine Mitgliedschaft in der Europäischen Union ab!

  Diane James (NI). – Madam President, Halloween is nearly here and, on cue, the European Union rises to the occasion with two positions and two leaders. Truly, European Union Jekyll and Hyde politics is alive and kicking. What have we learned in the last couple of weeks? We have learned that insufficient progress should be translated as ‘give us more money’. With Ms Merkel looking to finance budget matters, trying to handle a EUR 100 billion deficit in her own country and knowing that no Member State will cover the deficit created by the Brexit negotiations, it is no wonder that is happening.

Then we get this document and all those arch-federalists here, I am sure you are delighted with the fact that Mr Juncker and President Macron have authored this. For anybody proud of their country and proud of sovereignty, this is not the document that Brexit supports and, thankfully, Brexit will happen.

  Franck Proust (PPE). – Madame la Présidente, le dernier Conseil européen a montré que les chefs d’État ou de gouvernement ont compris les messages que nous envoyons depuis des mois.

L’accord trouvé hier soir au Conseil sur la révision de la directive sur le détachement des travailleurs le montre. La lutte contre le dumping social et la concurrence déloyale est la priorité en Europe. Nous allons y parvenir grâce, notamment, au travail mené par notre collègue Élisabeth Morin-Chartier.

En matière de contrôle de flux migratoires et de lutte contre l’immigration illégale, il s’agit d’insister sur le renforcement et l’application des accords de réadmission avec des pays étrangers et, surtout, de conditionner les aides européennes à des résultats tangibles, car les pays tiers ont aussi une part de responsabilité.

Renforcer les moyens de l’Agence européenne de garde-frontières et de garde-côtes est aussi fondamental pour continuer à mieux protéger nos frontières. Les citoyens attendent aussi des résultats concrets pour leur sécurité. La Commission a récemment annoncé la mobilisation d’un fonds de plus de 100 millions d’euros pour financer des équipements de lutte contre les menaces dans des lieux publics. Il faut s’en réjouir.

Cette sécurité accrue passera aussi par la construction d’une défense européenne digne de ce nom. Mais, pour que l’efficacité soit de mise, il faudra que la coopération structurée permanente lancée en juin dernier soit une réalité partagée par tous les États membres, en parallèle à l’élaboration d’un programme européen de développement industriel dans le domaine de la défense.

Je déplore, cependant, le manque de clarté dans nos relations extérieures. Dans les conclusions du Conseil, une seule ligne est dédiée à notre relation avec la Turquie. Bien que des intérêts communs nous rassemblent, trop de différences fondamentales nous séparent de ce pays. Sortons enfin de l’ambiguïté et de l’hypocrisie. Les citoyens et les acteurs économiques attendent de la clarté. Disons une bonne fois pour toutes que le partenariat avec la Turquie ne passera pas par une adhésion à l’Union européenne.

Enfin, pour le Brexit, il y a certes de la diplomatie, mais aussi une dimension politique. Respectons pleinement nos lignes rouges et, surtout, divorçons d’abord avant de stabiliser une relation d’avenir. C’est en étant clairs sur ce que nous sommes et sur ce que nous voulons que nous ferons avancer une Europe avec cohérence.

  Victor Boştinaru (S&D). – Madam President, the EU’s security and defence is not only PESCO, but PESCO is certainly an essential element of today’s European security and defence and is a powerful tool to help in the long path towards truly integrated European defence. This is why we strongly welcome what we hope can be considered a promise that, by the end of this year, PESCO will become a reality.

Until recently, the logic of national sovereignty prevailed over the logic of integration in the defence field, but in the current circumstances the EU can no longer afford this. Now that all the necessary work has been done to prepare the framework for PESCO, it is time for the Member States to take the final step and notify their readiness to take part in permanent structured cooperation. As I will never stop repeating, we are well aware that some Member States are more ready and more capable of joining PESCO from the outset, but that must not prevent the others from joining as soon as they are ready, on the basis of the same predetermined criteria applying to all forms of enhanced cooperation. Accordingly, I will invite the national parliaments, firstly, to debate and follow the implementation of the common security and defence policy and PESCO with a view to defining space for further progress on integration. Secondly, I will invite the European Parliament to strengthen its partnership and cooperation with the national parliaments in the area of defence and PESCO.

I have one final question for President Tusk. When will the Council implement the Commission’s proposal to invite Romania and Bulgaria to join Schengen as soon as possible as full members? This is becoming a sort of Carthage for Romanians and Bulgarians.

  Sander Loones (ECR). – Dank u wel, mevrouw de Voorzitter. Mijn mailbox zit de laatste tijd vol met berichten over Catalonië en over Turkije. Vorige week was er dan die top van de Europese regeringsleiders in Brussel en daar is gesproken over Turkije en over het feit dat meneer Erdoğan niet tot de Europese Unie kan toetreden. Een goeie zaak. Eindelijk zou ik zeggen. Al mag het best nog wel wat meer zijn.

Maar over Catalonië, over Catalonië is geen woord gesproken. In Europa worden nochtans vaak en veel dure woorden gebruikt over vrije meningsuiting, over politieke vluchtelingen, over democratie, over respect voor de rechtsstaat. Europese politici zijn er vaak als de eersten bij om de wereld lessen te leren. Vingertje in de lucht. Maar vandaag wordt de rechtsstaat aangevallen onder onze neus, in de Europese Unie. Mensen worden politiek gevangengenomen, hier in Europa. En daarover geen woord. Geen woord in de conclusies van de Europese Raad. Geen woord ook hier deze week op de agenda van dit Parlement in Straatsburg. Wel in bedekte termen zonet een verklaring van meneer Tusk – gelukkig maar. Maar voor de rest toch vooral zeer selectieve verontwaardiging. En dat toont toch de hypocrisie aan in deze Europese instellingen. Daar is maar één term voor: schande!

  Κώστας Χρυσόγονος (GUE/NGL). – Κυρία Πρόεδρε, τα αποτελέσματα της συνόδου αρχηγών κρατών και κυβερνήσεων της Ευρωπαϊκής Ένωσης την προηγούμενη εβδομάδα δεν συνιστούν ουσιαστικό βήμα προόδου στα ανοιχτά ζητήματα που αντιμετωπίζει η Ένωση. Τα αποτελέσματα της συνόδου είναι ως επί το πλείστον γενικόλογες επαναλήψεις γνωστών πολιτικών, τη στιγμή κατά την οποία τα προβλήματα οξύνονται. Ιδίως ως προς το μεταναστευτικό, απαιτείται περισσότερη τόλμη και περισσότερη αλληλεγγύη μεταξύ των κρατών μελών. Η μετανάστευση και οι προσφυγικές ροές δεν είναι πρόβλημα μόνο της Ελλάδας ή της Ιταλίας. Είναι πρόβλημα της Ευρώπης και η Ευρώπη πρέπει να τα διαχειριστεί σε κεντρικό επίπεδο. Θέλω πάντως να εκφράσω την ικανοποίησή μου για τη δήλωση του προέδρου Tusk ότι το Συμβούλιο εξουσιοδότησε την Επιτροπή να εξετάσει τον περιορισμό της προενταξιακής χρηματοδότησης της Τουρκίας. Το καθεστώς Ερντογάν απομακρύνεται ολοένα περισσότερο από τις δημοκρατικές αρχές και η Ευρώπη πρέπει να αντιδράσει ανάλογα.

  Laura Ferrara (EFDD). – Signora Presidente, onorevoli colleghi, negli anni 2016 e 2017 quasi 300 000 migranti, più della metà di quanti ne sono arrivati in tutta Europa, sono sbarcati in Italia e circa il 60 % di loro non ha diritto a una qualche forma di protezione internazionale.

Oltre alle solite affermazioni di principio del Consiglio europeo, non si riesce a prendere alcun impegno concreto su come deve essere ripartita l'accoglienza solidale tra Stati membri, soprattutto a causa di quei paesi che chiudono le porte ed elevano barriere, mentre in Parlamento viene propagandata come rivoluzionaria una riforma di Dublino che cancella solo sulla carta il principio del paese di primo arrivo.

Con l'introduzione di criteri e filtri che lasceranno i migranti economici nei primi paesi di arrivo, di un meccanismo di ricollocamento che non sarà né immediato né automatico e che si attiverà solo dopo verifiche di sicurezza e dopo l'esame preventivo della domanda di asilo, senza la previsione del tasso di disoccupazione per ridistribuire i richiedenti asilo, questa disunione europea perde un'altra occasione per dare piena attuazione ai principi di solidarietà ed equa ripartizione delle responsabilità previsti dall'articolo 80 del trattato.

  Gerolf Annemans (ENF). – Voorzitter, met de ietwat bombastische term "Leaders Agenda" heeft meneer Tusk hier het belangrijkste principe daarvan toegelicht: the preservation of the unity. Laat mij toe om te zeggen dat het een totaal achterhaalde en gescleroseerde visie is, die preservation of the unity. De nieuwe tijd, waarvoor ik pleit, is er een die zich kant tegen centralisering en tegen bureaucratisering en die teruggrijpt naar de oorsprong van de Europese samenwerking, namelijk uitgaan van de eigen identiteit en de samenwerking op basis van subsidiariteit. De verschillen die de kracht van Europa vormen, die moeten voorrang hebben op deze rare, ietwat rare unity.

Ik keer mij dus namens steeds meer volkeren tegen de versnelling die u hier hebt uitgeroepen na de Franse, na de Nederlandse, na de Duitse verkiezingen. U vergeet even dat er inmiddels ook nog Oostenrijkse en Tsjechische verkiezingen zijn bijgekomen die allemaal één ding illustreren: de kracht van de nieuwe tijd. Daartegen moet u zich niet verzetten. U moet daarin meegaan en u moet minder Europese Unie hebben in plaats van meer.

  Esteban González Pons (PPE). – Señora presidenta. Gracias por su agenda, señor Tusk. Europa se ha construido desde la política y desde la ambición y solo con política y con ambición podremos tener un futuro seguro.

Sesenta años después de la firma de los Tratados de Roma los europeos seguimos siendo diferentes, pero ahora somos iguales. Hemos aprendido a vivir y a convivir bajo las mismas leyes, con los mismos derechos y hasta con la misma moneda. Hemos aprendido a llamarnos ciudadanos antes que enemigos; hemos aprendido a escucharnos antes que a acusarnos y hemos aprendido a construir puentes en lugar de levantar muros. No pasa nada porque reconozcamos que lo hemos hecho bien.

Sin embargo, hoy —y esto es política como hace cien años—, tenemos que enfrentar el fantasma del nacionalpopulismo, que todo lo envenena, como hoy ocurre en mi país, España. Hoy, como hace cien años, hay políticos insensatos capaces de poner en riesgo a sus ciudadanos por el soberanismo y la supremacía étnica. Hoy, como hace cien años, volvemos a oír hablar de nuevas fronteras, de nuevas segregaciones culturales y de nuevas divisiones lingüísticas. De nuevas naciones.

Por eso hoy, como en el 56, debemos recordar que la prosperidad y el bienestar de Europa dependen de la paz y la seguridad, pero que no puede haber paz ni seguridad sin leyes ni Estado de Derecho; que la democracia solo es verdadera cuando pueden votar todos los ciudadanos y que las instituciones, por muy legítimas que sean, no son un fin en sí mismas: están para servir a los ciudadanos.

Los demócratas luchamos por la Europa de la integración y del euro; del programa Erasmus; la del espacio Schengen; la de las veinticuatro lenguas de este Parlamento y la que lidera el gasto social en el mundo. Desde que el ser humano existe, nadie ha tenido la calidad de vida de que disfrutan los europeos del siglo XXI.

Debemos construir esa Europa, seguir construyendo esa Europa, para que no se convierta en el futuro en un sueño que no terminó de ser. Si no somos conscientes del peligro que entraña el nacionalpopulismo no habrá un error del pasado que no volvamos a cometer. El futuro de Europa es más Unión Europea y no más nacionalismo.

  Josef Weidenholzer (S&D). – Frau Präsidentin, geschätzte Kolleginnen und Kollegen! Der vergangene Gipfel wird nicht in die Geschichte eingehen. Wieder einmal bewahrheitet sich, dass bei großen Fragen, wo sich die Selbstdarsteller im Scheinwerferlicht tummeln – wie bei der Migration – nichts weitergeht. Die vier Seiten Schlussfolgerungen sind enttäuschend: nicht mehr als eine Auflistung der vergeblichen Bemühungen, keine Zukunftsperspektiven und keine Sensibilität für die Vorgänge. Das Wort Flüchtlinge kommt kein einziges Mal vor.

Ganz anders ist das Ergebnis bei Fragen über die Ausführungen zum digitalen Europa, wo die Sacharbeit im Vordergrund steht. Hier werden konkrete Schritte vorgegeben, Perspektiven formuliert, wie bei den Fragen einer fairen Besteuerung der IT-Firmen oder bei Cybersecurity. Dieser ergebnisorientierte Pragmatismus bringt uns weiter. Es wäre gut, wenn auch bei den spektakulären Fragen weniger Aktionismus und mehr Pragmatismus vorherrschen würde.

  Bas Belder (ECR). – Mevrouw de Voorzitter, twee opmerkingen van mijn kant over de Turkije-discussie tijdens de laatste bijeenkomst van de Raad.

Ten eerste, de Europese Unie wenst het gesprek met Turkije te blijven zoeken. In dat geval verwacht ik dat van Europese zijde de geloofsvrijheid van Turkse christenen zal worden geagendeerd, want de druk op hen neemt allengs toe - dat hoorde ik vorige week nog - inclusief recente pogingen tot kerksluitingen in Izmir.

Mijn tweede opmerking, mevrouw de Voorzitter, is meer een vraag en wijst op een tegenstrijdigheid in het Europese beleid. Hoe consistent is een Europees beleid dat Turkije enerzijds – begrijpelijk genoeg – wil korten op pretoetredingsgelden of die wil ombuigen naar de civil society vanwege – ik citeer kanselier Merkel – de absoluut onbevredigende situatie van de mensenrechten, en dat anderzijds Turkije via Europese banken ruimhartig financieel bijstaat bij de bouw van de trans—Anatolische gaspijplijn? De Raad zal zich over deze inconsistenties moeten buigen en ook de Commissie.

  Matt Carthy (GUE/NGL). – Madam President, the Good Friday Agreement recognises that there are unique circumstances that require special arrangements regarding the North of Ireland. That Accord essentially conferred a special status regarding the political and constitutional framework on which the six counties of the North operate. That Agreement is the basis on which we have been building peace in Ireland. Anyone who now says that there must be no special provisions for the North of Ireland in any Brexit deal is not only ignoring the realities of the Good Friday Agreement, but is in fact trying to undermine it.

It is disappointing that the British Government is cherry-picking the Peace Agreement, but it would be worse, it would be a travesty, if EU negotiators allowed them to do so by agreeing to the removal of European legal protections for the North of Ireland. As someone from the border region, I tell Parliament today, I tell the Council and the Commission that our community will not accept any return to the days of physical manifestations of the border in Ireland, knowing as we do the economic, political and social catastrophe that that would be. All of Ireland must remain in the Customs Union and the single market, and all of Ireland must have the protections of EU law. The EU must stand firm on these positions.

  Laurenţiu Rebega (ENF). – Doamna Președinte, domnilor Președinți, când a creat Uniunea Europeană, Dumnezeu s-a gândit să dea celor trei instituții principale următoarele calități: știință, putere și voință. Dar a venit diavolul și i-a spus: „Doamne, e prea mult.” Iar Dumnezeu a spus: „Bine, atunci să aibă numai câte două din aceste calități.”

Consiliul European are putere și știință, dar, din nefericire, nu are voință. Lucrările de săptămâna trecută au demonstrat acest lucru. În dosarul Europa digitală, da, s-au făcut câteva progrese. În privința PESCO, s-au formulat numai intenții bune. În chestiunea refugiaților, ca și în cazul Brexit, se vorbește despre progrese, dar se recunoaște că nu sunt semnificative. În privința reformei Uniunii Europene nu avem, însă, nimic. Or, aceasta este principala noastră problemă.

Înaintea lucrărilor s-a vorbit despre un roadmap. Foarte bine, dar problema este că nu avem încă acest road. Până nu vom decide cu toții: Consiliul, Parlamentul, Comisia Europeană, să construim acest drum, Uniunea va bate pasul pe loc, iar drumul începe cu o reformă, oricât ar fi ea de dură și de costisitoare.

  Paulo Rangel (PPE). – Madam President, I have three messages: one for all colleagues, one for President Tusk and the other for the Commission. I will be very sharp, very loud and very clear.

To all colleagues, I am shocked and ashamed when I hear that there are in this House Members of this Parliament who think that there is no respect for fundamental freedoms in Catalonia. Only a person who does not know Spain, who does not know Catalonia, can think there is no strict respect for rule of law and fundamental rights. I would like to live in a global world where human rights are as well respected as they in are Catalonia, even today.

The second message is to President Tusk. I am very worried about this idea of an extraordinary Council on the composition of the European Parliament. This is a competence and a power of our Parliament that then has to be approved by the Council, it is true, but we have made huge progress.

I, as a professor of constitutional law who teaches his students about the English revolution, say that we will not give up, we will not resign, and we will define our own composition because we feel we are the sovereign representatives of the European people. The Council should be aware of this in any case.

Finally, the third message. I would like to say to the Commission that I put all my hope in establishing a European civil protection force. That should be a body like the coast guard that could be a cornerstone of our future defence framework.

  Csaba Sógor (PPE). – Az ’56-os magyar forradalom és szabadságharc ünnepe alkalmával engedjék meg, hogy Albert Camus 1957 októberében írt sorait idézzem: „A magára maradt Európában csak úgy maradhatunk hívek Magyarországhoz, ha soha és sehol el nem áruljuk, amiért a magyar harcosok életüket adták. Nehéz minékünk méltónak lenni ennyi áldozatra, de meg kell kísérelnünk, feledve vitáinkat, revideálva tévedéseinket, megsokszorozva erőfeszítéseinket, szolidaritásunkat egy végre egyesülő Európában.”

És most Schengen: jogos azoknak az európai polgároknak a felháborodása, akiket közvetlenül érint a schengeni belső határellenőrzés fenntartása. Mindenki megérti az egyes országok aggodalmait, de vegyük észre, hogy itt az Európai Unió egyik legfontosabb vívmánya sérül folyamatosan. Miközben az európai intézmények nem fogalmaznak egyértelműen, és tulajdonképpen elismerik, hogy a jelenlegi helyzet a végtelenségig fenntartható, a polgárok ebből annyit érzékelnek, hogy a külső határokon mindenki bejöhet, és a belső határokon viszont visszaállítják a határellenőrzést. Ha az államok képtelenek garantálni a biztonságot a szabadon átjárható belső határok mellett, akkor valahol súlyos hiba csúszott a rendszerbe.

Románia és Bulgária schengeni térséghez való csatlakozását még mindig ellenzik egyes tagállamok, miközben a külső határok biztonságos ellenőrzésében nem ezek az országok teljesítenek alul, hanem olyanok, amelyek már a schengeni övezet tagjai.

  Birgit Sippel (S&D). – Frau Präsidentin! Flucht und Migration gehören zu den großen Herausforderungen unserer Zeit – auch für uns.

Dieses Parlament hat sich nach schweren Verhandlungen auf eine Reform des Dublin-Systems verständigt: mehr gemeinsame Verantwortung, Staaten mit Außengrenze nicht allein lassen. Doch es fehlt eine Position des Rates. Der Eindruck: Zu viele ergeben sich den lauten Rufen von Populisten und Extremisten. Öffentlich erkennbar: Abschottung, Zäune, Türkei-Deal, Vereinbarung mit Libyen, Forderungen an Transitländer.

Mit Blick auf Armutsmigration müssen wir gemeinsam mit den Herkunftsländern erreichen, dass diese ihre Bürger zurücknehmen und weniger Menschen auf der Suche nach einer Perspektive ihr Land verlassen. Da stimme ich dem Rat zu. Wir müssen im Dialog mit diesen Staaten bei Entwicklung, Handel, Visa und anderen Bereichen zu neuen Lösungen kommen. Der Rat könnte da vielleicht konkrete Vorschläge machen.

Gestalten wir also unsere Zukunft für uns und für unsere Nachbarn.

  Roberto Gualtieri (S&D). – Madam President, I’m here supposed to talk about Brexit, and I will do that, but before that I would like to make a short comment about the basis of our community identified by Donald Tusk. And yes, we are a territorial community; yes, we have a cultural identity; yes, we are a political community. I also would like to stress and reiterate that we are seen in the world as one of the most civilised jurisdictions, because of our social model: the social market economy - a market economy but not a market society. Europe is a place where every child goes to school, every sick person has health care, every elderly has a pension, and labour rights are protected. This is always fundamental to recall for us.

On Brexit, we welcome the Article 50 conclusions of the European Council, which are fully in line with our Parliament resolution. We recognise the progress and the new dynamic put in place by the Florence speech of Theresa May, but also we see that we are not yet there to open the second phase, as sufficient progress has not yet been reached. We look forward to the next weeks and months of negotiations in order to arrive there, and that requires to fully recognise the UK financial obligations, to fully safeguard the rights of citizens, and to fully agree on the common principles on the Irish issue. We are at touching distance, yes, but we also need to arrive to a conclusion and we encourage our UK counterpart to be constructive at the negotiations table.

  Luděk Niedermayer (PPE). – Madam President, I came here mostly to listen, not just to speak for 90 seconds, and these were two hours very well spent. Let me just remind you of a few words that were said in the debate.

Let me start with three words said by our three Presidents. These were: values, unity and solidarity. I guess that most of us believe that this is the essence, the core of our common Europe, and we must find a way to convince more national politicians and, more generally, as many people as possible to see things the same way.

How can we do this? We know it is not easy, but let me borrow two words that were said by the heads of two of our parliamentary groups, the words are visibility and results. We must find a way to reach the results that will be visible and that will allow people to understand the benefits of the European Union.

Lastly, let me also mention two words whose results are more difficult to grasp. These are pragmatism and unanimity, also used by the Chairs of our groups. Concerning pragmatism, let me say that sometimes it is a good thing, but I don’t think that it is good for the sake of so-called pragmatism to obey the rules, the principles and common sense. And this is, I guess, quite important. Unanimity is also a tricky word, because we must find the right balance between unanimity and unity in order to reach the visible, optimum results that will ensure our Union has support in the minds of its people.

  Knut Fleckenstein (S&D). – Frau Präsidentin, Herr Präsident Tusk! Ich habe stundenlang gerätselt, wen Sie meinen konnten, als Sie eine Leaders' Agenda vorgelegt haben: Das Parlament oder die Spitzen der Kommission – bis ich herausbekommen habe, dass Sie diejenigen meinen, die in unserem europäischen Zug im letzten Wagen sitzen und mühsam immer mitgeschleppt werden müssen. Nun gebe ich auch denen recht, die sagen, es reicht nicht, immer auf den Rat zu schimpfen. Deshalb mein Appell auch an uns hier im Parlament: Wir müssen die innenpolitischen Diskussionen auch bei uns zu Hause führen, um unsere Regierungen in Berlin, in Budapest und wer weiß wo davon zu überzeugen, dass sie mit uns diesen Weg gehen. Wir können uns nicht darauf verlassen, dass es reicht, sozusagen alleine hier weise Beschlüsse zu fassen.

Und wenn das geschieht, dann bin ich sicher, gibt es auch im Rat eine bessere Chance. Und deshalb ist meine Bitte an Sie, sich nicht im Februar über uns den Kopf zu zerbrechen, sondern lieber diesen Sondertermin zu nutzen, um die Fragen, die Sie selbst aufgezählt haben, zu lösen.

  Андрей Ковачев (PPE). – Уважаеми г-н Председател, уважаеми г-н Туск, уважаеми г-н Тимерманс, разбирам г-н Туск и Ви съчувствам много често в това, че имате много сложна задача да намерите компромис между страни, които имат различни желания, особено когато имаме процедура за единодушно взимане на решения, което спира доста добри инициативи и прави Европейския съюз доста неефективен.

Справедливо е тези страни, които искат повече интеграция в определена сфера, да имат тази възможност да го направят, а тези, които не искат, да не спират страните, които имат възможност или искат да тръгнат напред в определена сфера. Европа на различни скорости, само когато те са доброволни и всяка страна, която е покрила съответните критерии да може да стане част от съответната интеграционна стъпка, било то Шенген, Еврозоната, Обща прокуратура, било то Отбранителен съюз, Банков съюз, само да изброя някои от тях.

България и Румъния трябва да бъдат допуснати в Шенгенското пространство и това ще увеличи нашата обща сигурност, а не намали както някъде се чуват такива приказки. Призовах не само тук, но и новото правителство в Нидерландия да направи съответната стъпка и по вода, и по въздух 2018 година България и Румъния да са част от това пространство.

Една дума за Еврозоната. Същите критерии би трябвало да се прилагат и за Еврозоната. Страни, които са покрили критериите, имат желание да влезнат в механизма ИРМ 2, това да се случи и за тях. Такава страна е България. Между другото всички страни с изключение на Дания и на Обединеното Кралство са заявили политически, че ще влезнат в Еврозоната.

По отношение на отбраната, тук съм за много по-сериозни, ефективни действия по отношение на общия отбранителен съюз. Ако през 50-те години се беше случила тази Европейска отбранителна общност, сега нямаше да говорим за това и толкова бавно да имаме възможност за обединяване на нашият отбранителен капацитет.

  Richard Corbett (S&D). – Madam President, it was decided as expected that insufficient progress had been made in the negotiations. This was a statement of the blatantly obvious. Yet when this Parliament said the same thing just two weeks prior to that, with most British MEPs voting in favour of Parliament’s resolution, two Conservative MEPs were suspended by their party for daring to tell the truth.

This gives us a clue as to why progress is so minimal in the negotiations: the divisions within the governing Conservative Party. Theresa May spends more time negotiating with her party than negotiating with the European Union. And some of her party actually want Brexit without a deal. They present this as a negotiating tactic. If Britain threatens to leave without a deal the EU will give us what we want. Yet, as everybody knows, this will be hugely economically damaging to Britain. That tactic amounts to holding a gun to your own head and saying, give me what I want or I will shoot myself. It will not work. But they do not actually want it to work. Those people want a Brexit without a deal because they want to create maximum distance between Britain and its neighbouring countries. No matter how damaging that is, no matter how costly that is, that is what they want.

Nobody should have any illusions as to where the responsibility lies and I think that President Tusk was quite right when he said it is up to Britain. In his words: ‘It’s up to Britain to choose a deal, no deal or no Brexit’. You were right, President Tusk.

  Othmar Karas (PPE). –Frau Präsidentin, meine sehr geehrten Damen und Herren! Ich möchte dort anknüpfen, wo Kollege Verhofstadt, Herr Rangel, aber auch Herr Fleckenstein sich eingebracht haben.

Der Sondergipfel, den Sie für Februar angesprochen haben, Herr Präsident Tusk. Wenn schon einen Sondergipfel über diese Frage, dann sollten Sie einen zur Stärkung der europäischen Demokratie einberufen. Wir müssen über die Zukunft der europäischen Demokratie reden. Wir müssen die Gewaltentrennung stärken. Ein Problem der Gewaltentrennung ist, dass im Rat die Regierungen auf der einen Seite Exekutive und auf der anderen Seite Legislative sind, dass die Einstimmigkeit und der Intergouvernementalismus die nationalen Parlamente und das Europäische Parlament schwächen.

Und daher müssen wir darüber reden, wie wir gemeinsam die Institutionen stärken, um unserer demokratischen Verpflichtung gerecht werden zu können. Die Frage des Afrikafonds, die Frage des Außengrenzschutzes, die Frage der Migrationspolitik hängen doch auch damit zusammen, dass sie primär nationale Kompetenz sind, aber wir ein gemeinsames europäisches Problem haben. Daher Ja zu einem Sondergipfel über die Zukunft der europäischen Demokratie und eine Diskussion darüber, was wir im Rat zu ändern haben, damit die Europäische Union im Zusammenspiel der Institutionen handlungsfähiger ist und die Beschlüsse auch tatsächlich rasch umsetzen kann.

Ich möchte daher auch sagen: Wir benötigen nicht nur Geld für Afrika, wir benötigen eine gemeinsame Außen-, Sicherheits-, Verteidigungs-, Entwicklungs- und Investitionspolitik. Ja, wir benötigen den Außengrenzschutz, aber wir benötigen dafür die europäische Kompetenz, das Geld und das Personal. Dafür bitte ich Sie, Sorge zu tragen.

  Nicola Danti (S&D). – Signora Presidente, onorevoli colleghi, qual è l'unità di misura con cui valutiamo i risultati di un Consiglio europeo? La visione strategica, la velocità nelle decisioni, la risolutezza nell'affrontare i problemi, la solidarietà tra gli Stati membri? Se questi fossero i criteri siamo lontani dall'essere soddisfatti, a partire dai temi dell'immigrazione dove, oltre a consumate e ormai inutili espressioni di solidarietà, i progressi appaiono impercettibili.

Avete la possibilità, signor Presidente del Consiglio, di smentirmi, approvando non in tempi biblici la riforma del regolamento di Dublino, come ha fatto il Parlamento la settimana scorsa.

Anche sul digitale serve uno scatto in avanti, nonostante i primi frutti della strategia avviata nel 2015 dalla Commissione europea. In questo settore serviranno visione, velocità, risolutezza e solidarietà, a partire dalla definizione di un regime fiscale equo per gli operatori del web. In questo senso, salutiamo con favore l'iniziativa di alcuni paesi, Germania, Francia, Italia e Spagna in testa, ma a cui altri hanno già aderito, e auspichiamo una risposta rapida e ancor più ambiziosa a livello di Unione.

  Dubravka Šuica (PPE). – Gospođo predsjednice, mir, sloboda, demokracija se ne podrazumijevaju. Oni su plod naših zajedničkih stremljenja i plod uživanja europskih i zajedničkih općih vrijednosti: Schengen, eurozona, 24 jezika, princip solidarnosti – sve su to vrijednosti koje želimo i dalje uživati. Gospodin Kovačev je spomenuo Bugarsku i Rumunjsku, ja ću spomenuti Hrvatsku. I mi želimo biti članica Schengena i nadam se da ćemo u tome zajedno uspjeti.

Ne mogu ne izraziti još jedanput žaljenje zbog Brexita, ali isto tako, kad je on već tu, želim izraziti da je potreban pošten razlaz i da je potrebno ispoštovati financijske obveze i sve ostale obveze koje su preuzete. Isto tako ne mogu ne izraziti žaljenje zbog stanja u Kataloniji.

Gospodine Tusk, nakon govora Junckera o stanju Unije, nakon Macronovog interesantnog govora, dolazi vaša Leaders’ Agenda. Ja sam vrlo optimistična, vi najavljujete puno tema, ali isto tako potrebno je naći realna rješenja za realne probleme naših građana kako bi osjetili što to mi zapravo svi zajedno radimo, kako bismo rješavali probleme, a najveći problemi trenutno su strah od sigurnosti ili nesigurnosti, zatim migracije, ali i nezaposlenost u Europi, koja još uvijek vlada, posebice u nekim novim europskim zemljama.

Stoga s nestrpljenjem očekujem raspravu o temama koje ste najavili: o eurozoni, o migraciji i izmjeni azila, koju smo ovdje u našem Parlamentu donijeli, novu politiku azila. Također očekujem i ostale teme, a posebice temu zajedničke europske obrane. Nadam se da ćemo zajedno uspjeti i da ćete vi naći kompromis unutar Vijeća.

  Κώστας Μαυρίδης (S&D). – Κυρία Πρόεδρε, πέρα από τα οικονομικά ή άλλα συμφέροντα, το μέγιστο συμφέρον είναι η αποτελεσματική εφαρμογή της ευρωπαϊκής νομιμότητας και του κράτους δικαίου. Αυτός είναι ο πυρήνας της ύπαρξής μας στην Ευρωπαϊκή Ένωση. Στο τελευταίο όμως Ευρωπαϊκό Συμβούλιο, η Τουρκία πέρασε και πάλι αλώβητη. Απλά σχεδιάζεται η περικοπή μερικών εκατομμυρίων, αλλά ταυτοχρόνως της παρέχουμε αρκετά δισεκατομμύρια.

Κύριε Juncker (ο οποίος δεν είναι εδώ αλλά θα του μεταφερθεί το ερώτημα), συνεχίζετε να στηρίζετε την αναβάθμιση της τελωνειακής ένωσης της Τουρκίας χωρίς καν να έχει εκπληρώσει τις ευρωπαϊκές της υποχρεώσεις που περιλαμβάνουν και την αναγνώριση της Κυπριακής Δημοκρατίας; Αυτό είναι ένα κύριο ερώτημα. Κύριε Tusk, στο Συμβούλιο, με δική σας ανακοίνωση αργότερα, είπατε ότι ακούσατε τις ανησυχίες του κύπριου Προέδρου για τις νέες παραβιάσεις των δικαιωμάτων των εγκλωβισμένων από την Τουρκία στην Κύπρο. Σας ερωτώ: και εγώ μπορώ να ακούω τις ανησυχίες του οποιουδήποτε. Τι κάνετε καθώς παραβιάζεται το κράτος δικαίου της Ευρωπαϊκής Ένωσης στο κατεχόμενο μέρος της Κύπρου;

  Elly Schlein (S&D). – Signora Presidente, onorevoli colleghi, Presidente Tusk, giovedì in commissione LIBE abbiamo approvato con ampia maggioranza un'ambiziosa riforma di Dublino, che il Parlamento porta al negoziato con il Consiglio sfidando gli egoismi nazionali, ma con cui lanciamo anche un segnale forte ai cittadini europei. Almeno una delle tre istituzioni mette in campo soluzioni comuni basate sulla solidarietà. La più grande svolta è che abbiamo finalmente cancellato il criterio ipocrita del primo paese di accesso e lo abbiamo sostituito con un meccanismo permanente di ricollocamento, cui devono partecipare tutti gli Stati membri.

Noi siamo pronti. Consiglio, dove sei? Su quali elementi avete trovato accordo? È vergognoso che la discussione su Dublino slitti in primavera e che abbiate passato un anno e mezzo con la proposta della Commissione sul tavolo a occuparvi solo di esternalizzare le nostre frontiere, mentre sulla solidarietà interna non siete stati in grado di fare un solo passo avanti.

Mi faccia un favore, Presidente Tusk: ha detto che ricorderà ai governi che firmando i trattati hanno firmato anche l'articolo 2. Ricordi loro che vale anche per l'articolo 80, che vuole solidarietà ed equa condivisione delle responsabilità. Vuole essere guardiano dell'unità europea, come dice? Allora faccia sua la proposta del Parlamento, perché non c'è unità senza solidarietà. Non sono le quote a non avere futuro, Presidente, ma un'Unione basata sull'unità di mera facciata.

  Tonino Picula (S&D). – Gospođo predsjednice, čestitam zemlji predsjedavateljici na impresivnim rezultatima u digitalizaciji nadajući se usvajanju direktiva koje će cijeloj Europskoj uniji, urbanim i ruralnim dijelovima, planinskim područjima i otocima omogućiti zajedničku digitalnu budućnost s jednako dostupnim sadržajem i uslugama.

Pozdravljam podršku Vijeća „povratku Schengena”. Ulazak u Schengen je strateški cilj Hrvatske. Nadam se da će, nakon što zadovoljimo kriterije, europske institucije spriječiti moguću političku blokadu našeg ulaska. Vjerodostojnost Europske unije ovisi i o tome hoće li biti uklonjena bodljikava žica koju su na naše granice razvukli upravo naši susjedi – zemlje članice Europske unije.

Podržavam start PESCO-a i dodatnu obrambenu koordinaciju, posebno jače uključivanje malih i srednjih poduzeća u zajedničke projekte financirane europskim fondovima i programima.

Dobro je što će već sljedeći sastanak programa čelnika biti posvećen socijalnoj Europi, poslovima i rastu. Raduje i samit EU – Zapadni Balkan, ali rasprave trebaju biti fokusirane na proširenje, a ne samo na pomoć ovim zemljama u slučaju nove migrantske krize.

  Kati Piri (S&D). – Madam President, after a three-hour discussion by EU leaders on Turkey, the only sentence that made it to the conclusions was: ‘The European Council held a debate on relations with Turkey’. On such an important topic, it would have been good to start seeing strategic thinking on the part of our Heads of State. It is clear what EU leaders do not want – no opening of accession chapters, no modernisation of the Customs Union, no lifting of the visa requirement for Turkish citizens, no harsh words on fundamental human rights abuses – but all these noes do not add up to a strategy on how to make an attempt to keep Turkey anchored to the EU.

On the eve of the Summit, another low point was reached in Turkey with the arrest of Osman Kavala, a leading activist in building a more tolerant and open Turkey. How is the EU showing its solidarity with civil society in Turkey and with millions of citizens who are going through very difficult times? Cutting back on pre-accession funding is no more than logical in the light of current events, but a good signal would be to use that money to help Turkey’s democrats. They are the ones who deserve our fullest support.

  Iratxe García Pérez (S&D). – Señora presidenta. Hoy nadie puede negar que Europa está ante grandes dificultades y también amenazas, amenazas como los egoísmos y la falta de solidaridad.

Falta de solidaridad con los de fuera, con quienes llaman a las puertas de Europa huyendo del hambre, huyendo de las guerras y se encuentran con una parte de Europa que no entiende que son necesarias medidas comunes para hacer frente a estos desafíos, a los desafíos de la inmigración y de los refugiados.

Pero también egoísmo y falta de solidaridad dentro del propio seno de la Unión Europea, porque hoy, en Europa, hay quienes aprovechan fracturas sociales creadas para levantar fronteras, para atacar los principios fundamentales de la Unión Europea, de la solidaridad, de la cooperación. Y frente a eso, solo hay una posición. Frente a los que quieren levantar fronteras —y por encima de cualquier otra diferencia— solo hay una posición, y es la defensa del Estado democrático, social y de Derecho. En esa posición tiene que estar la Unión Europea y quienes apoyamos este proyecto.

  Λευτέρης Χριστοφόρου (PPE). – Κυρία Πρόεδρε, αγαπητέ φίλε, Πρόεδρε του Ευρωπαϊκού Συμβουλίου κύριε Tusk, πραγματικά χαιρόμαστε γιατί τονίζετε τις ευρωπαϊκές αρχές και αξίες που είναι τα θεμέλια της Ευρωπαϊκής Ένωσης, και η ισχύς της Ευρωπαϊκής Ένωσης βασίζεται πάνω στις αρχές της. Όμως, η Τουρκία παραβιάζει συλλήβδην αυτές τις αρχές και τις αξίες. Υπάρχει μία χώρα μέλος της Ευρωπαϊκής Ένωσης, η Κυπριακή Δημοκρατία, η οποία υφίσταται την καταπάτηση των ανθρωπίνων δικαιωμάτων, υφίσταται τις απειλές της Τουρκίας. Γνωρίζετε πολύ καλά από την ενημέρωση από τον Πρόεδρο της Κυπριακής Δημοκρατίας ότι απαγόρευσαν ακόμα και στους εγκλωβισμένους την ανθρωπιστική βοήθεια. Η Τουρκία συνεχίζει να προκαλεί προς όλες τις κατευθύνσεις και εμείς ως Ευρωπαϊκή Ένωση οφείλουμε να υπερασπιστούμε τις αρχές και τις αξίες μας. Και υπεράσπιση αρχών και αξιών σημαίνει ότι δεν πρέπει να δεχτούμε και να αποδεχθούμε τους εκβιασμούς και τις απειλές της Τουρκίας για οποιαδήποτε χώρα μέλος της Ευρωπαϊκής Ένωσης. Δεν πρέπει να εγκρίνουμε προενταξιακά κονδύλια για την Τουρκία και να την επιβραβεύσουμε. Δεν πρέπει να αναβαθμίσουμε την τελωνειακή της ένωση και δεν πρέπει να ανοίξει κανένα κεφάλαιο, εάν η Τουρκία δεν συμμορφωθεί με αυτές τις αρχές και τις αξίες. Χαιρόμαστε γιατί και εσείς και ο κύριος Timmermans, ο οποίος είναι παρών, γνωρίζετε πολύ καλά ότι στην τελευταία προσπάθεια για επίλυση του Κυπριακού η Τουρκία φέρει ακεραία την ευθύνη, παρά τις προσπάθειες του Προέδρου της Κυπριακής Δημοκρατίας για επίλυση του κυπριακού προβλήματος.

He escuchado con atención y con preocupación el debate sobre las conclusiones del Consejo en materia de migraciones, porque por todos lados se respira el rechazo a las migraciones bajo el estigma de su irregularidad, y sobre todo la obsesión por el retorno de los migrantes irregulares, que llega incluso a incitar a la cooperación reforzada con Libia, ignorando que es un Estado inexistente y que es el punto de partida de una tragedia hacia el Mediterráneo y el punto de llegada de una tragedia no menor en el desierto que conduce al tráfico ilícito de personas.

Y todo esto en una suspensión continuada de Schengen, y sin ninguna referencia ni a los refugiados, ni a las vías y canales legales que siguen siendo necesarios, vinculados a la política de reasentamiento, pero sobre todo con la instauración de visados humanitarios. ¿Schengen suspendido todavía, sine díe, prolongándolo hasta el año 2020? No habrá una Europa que los ciudadanos puedan apreciar y recompensar con su voto si no hay una defensa de la libre circulación de personas y de la Europa social, que brilla por su ausencia en estas conclusiones del Consejo. Y los ciudadanos votarán en el año 2019. No lo perdamos de vista.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, κύριε Tusk, αναφερθήκατε στο θέμα της ενότητας και της αλληλεγγύης, αλλά δεν μπορεί να υπάρξει αλληλεγγύη αυτή τη στιγμή από την Ευρωπαϊκή Ένωση όταν έχετε αυτή τη στάση απέναντι στην Τουρκία. Η Τουρκία η οποία παραβιάζει τον ελληνικό εναέριο χώρο, παραβιάζει τα χωρικά ύδατα της Ελλάδος, απειλεί με casus belli την Ελλάδα, έχει καταλάβει το 37% του εδάφους της Κυπριακής Δημοκρατίας. Επομένως για πια αλληλεγγύη μιλούμε; Τι αποφάσεις πήρατε στο τελευταίο Ευρωπαϊκό Συμβούλιο; Είναι δεδομένο ότι πρέπει να υπάρξει άμεση διακοπή των ενταξιακών διαπραγματεύσεων της Τουρκίας και πάγωμα όλων των κονδυλίων της Ευρωπαϊκής Ένωσης. Επιπλέον, τι αλληλεγγύη υπάρχει στο προσφυγικό για την Ελλάδα; Πρέπει να συνεχιστεί η διαδικασία μετεγκαταστάσεων, διότι το πρόγραμμα τελείωσε και έχει εκτελεστεί μόνο κατά το 1/3. Και η Γαλλία και η Γερμανία μόνο κατά το 1/3 εκτέλεσαν αυτό το πρόγραμμα. Άλλες χώρες καθόλου. Χρειάζεται συνέχιση και επέκταση του προγράμματος μετεγκαταστάσεων. Η Ελλάδα δεν αντέχει άλλους πρόσφυγες και παράνομους μετανάστες.

  Hilde Vautmans (ALDE). – Voorzitter, voorzitter Tusk, commissaris, proud to be a European! Dat ben ik ook. Een trotse Europeaan. Maar ik zou nog trotser zijn, voorzitter Tusk, indien we sneller en veel verder vooruit zouden kunnen gaan. U zei: "Als we snel willen gaan, moeten we alleen gaan". Neen, ik zou graag snel en verder met z'n allen vooruitgaan, naar een veiliger Europa, met stevige buitengrenzen, met een Europese defensie-unie, – wat mij betreft – een echt Europees leger, naar een echt Europees asiel- en migratiebeleid, collega's, de hervorming van Dublin, aandacht voor de kinderimmigratie. Dat heb ik hier vandaag niet gehoord. Nog steeds tienduizend vermiste migrantenjongeren in Europa, in erbarmelijke omstandigheden in kampen. Daar moeten we iets aan doen. En collega's, velen hebben het hier gezegd, dit Turkije hoort niet thuis in de Europese Unie. Collega's, laten van dit moment en van de Brexit gebruik maken om Europa te hervormen, naar een kleinere Commissie, weg van de eenparigheidsregel en natuurlijk graag met één zetel voor het Europees Parlement.

  Νεοκλής Συλικιώτης (GUE/NGL). – Κύριε Πρόεδρε, τα αποτελέσματα της Συνόδου Κορυφής αποδεικνύουν δυστυχώς πως η επίσημη πολιτική της Ένωσης συνεχίζει να καταστρατηγεί τις διακηρυγμένες αρχές της αλληλεγγύης και να ακολουθεί πολιτικές ενάντια στα συμφέροντα των λαών. Στη μετανάστευση συνεχίζεται η εμμονή στη δημιουργία της Ευρώπης-φρούριο, της προώθησης απελάσεων, της στήριξης στρατιωτικών επιχειρήσεων. Αντί να δοθεί έμπρακτη στήριξη στα κράτη που δέχονται τα μεγαλύτερα κύματα προσφύγων, ζητείται πλήρης εφαρμογή της απαράδεκτης συμφωνίας επιβράβευσης της Τουρκίας, στην οποία δόθηκαν ήδη 2,9 δισεκατομμύρια ευρώ. Αντί να στηριχτούν οι γείτονες χώρες, επιδιώκεται να καταστούν συνοριοφύλακες. Αντί το Συμβούλιο να προτείνει επενδύσεις για προώθηση της πραγματικής οικονομίας, για ανάπτυξη κοινωνικών πολιτικών καταπολέμησης της φτώχειας και δημιουργίας νέων θέσεων εργασίας, ζητεί να επιταχυνθούν οι διαδικασίες για περαιτέρω στρατιωτικοποίηση της Ένωσης, για ενίσχυση της αμυντικής βιομηχανίας και χρηματοδότηση του Ευρωπαϊκού Ταμείου Άμυνας. Οι προτάσεις που προωθούνται όχι μόνο δεν θα ωφελήσουν τους λαούς της Ευρώπης, αλλά θα στηρίξουν νέους πολέμους με καταστροφικές συνέπειες για τους λαούς και τους λαούς της Ευρώπης.

  Γεώργιος Επιτήδειος (NI). – Κύριε Πρόεδρε, για μία ακόμη φορά το Ευρωπαϊκό Συμβούλιο συζήτησε τα σοβαρά θέματα που αντιμετωπίζει η Ευρωπαϊκή Ένωση, χωρίς όμως να έχει μία πραγματιστική πρόταση για να μπορέσει να τα επιλύσει. Αυτός, άλλωστε, είναι και λόγος για τον οποίον τα θέματα αυτά έχουν βαλτώσει. Καμία πρόοδος στις διαπραγματεύσεις για το Brexit. Καμία πρόοδος στο μεταναστευτικό. Μοναδική και θλιβερή κατάληξη να έχει μεταβληθεί η Ελλάδα σε ένα στρατόπεδο συγκεντρώσεως δύστυχων ανθρώπων οι οποίοι πίστεψαν ότι ήρθαν στη Γη της Επαγγελίας και έχουν καταντήσει να ζουν κάτω από άθλιες συνθήκες, διότι πολύ απλά η κατεστραμμένη οικονομικά αλλά δεν μπορεί να τους αντέξει άλλο. Η Τουρκία εξακολουθεί να προκαλεί. Εξακολουθεί να στέλνει νέα κύματα λαθρομεταναστών στην Ελλάδα. Δεν αναγνωρίζει την Κυπριακή Δημοκρατία. Παρόλα αυτά, η Ευρωπαϊκή Ένωση δεν έχει το θάρρος να της κλείσει την πόρτα και να πάψει να τη χρηματοδοτεί. Τέλος, σε μία περίοδο οικονομικής κρίσεως που πάνω από 120 εκατομμύρια πολιτών της Ευρώπης, κυρίως στον Νότο, βρίσκονται στα όρια της φτώχειας ή κάτω απ’ αυτά, συζητάμε για αύξηση των στρατιωτικών δαπανών με αιτιολογία το να αντιμετωπίσουμε την απειλή στον κυβερνοχώρο. Μία κατάσταση, μία δικαιολογία που φέρνει μόνο χαμόγελα ειρωνικά και σε αυτούς που ξέρουν από άμυνα και σε αυτούς οι οποίοι δεν γνωρίζουν.

  Patricija Šulin (PPE). – Evropska politična skupnost med različnimi narodi in kulturami Evrope predpostavlja razumevanje in odgovornost drug do drugega in stremi k ohranjanju kulturnih razlik in kulturne identitete Evrope. In na nas je, da to skrbno varujemo za prihodnje rodove.

Prizadevanja glede povečanja nadzora nad zunanjimi mejami in zmanjšanju nezakonitih tokov pri sredozemski poti moramo utrditi ter jih preusmeriti v dolgoročno vizijo. Zato pa bo potrebno okrepiti sodelovanje z državami izvora in državami tranzita. Skupni azilni sistem je potrebno urediti skupaj z digitalno prihodnostjo za Evropo, ki mora biti več kot le digitalni enotni trg.

Evropa se mora pripraviti na izzive digitalne tehnologije. Odpraviti moramo vse ovire in omejitve, s katerimi se soočajo državljani in digitalna ter zagonska podjetja, da bomo v največ možni meri izkoristili ves potencial, ki ga ponuja digitalni razvoj.

  Maria Grapini (S&D). – Domnule Tusk, sunt bucuroasă să aud că doriți unitate, doriți o singură Uniune Europeană, nu două, nu trei, nu mai multe. Dar mingea este la dumneavoastră: președintele Comisiei, Juncker, a declarat deschis, aici, că se dorește o singură Uniune, că dorim ca și statele membre care întrunesc condițiile, România și Bulgaria, să fie în Schengen. Parlamentul a votat o rezoluție. Deci, dumneavoastră veniți să ne dați sfaturi? Domnul Președinte Juncker spunea că este bine ca vorbele să fie urmate de fapte și așteptăm acest lucru. Este nevoie să nu uităm niciodată că, pentru a fi o Europă unită, nu dezbinată, trebuie să existe coeziune socială, și de acest lucru cred că trebuie să ne ocupăm mai mult.

Uniunea Europeană este un teritoriu care trebuie apărat și, de aceea, este nevoie să fie un singur spațiu. Și, domnule președinte Tusk, cred că este nevoie să vedem că aceste state, care sunt discriminate, se află în prima parte a clasamentului țărilor proeuropene și este bine să ținem cont de acest lucru. Trebuie să respectăm cetățenii proeuropeni și să luptăm împotriva euroscepticismului. De aceea cred, domnule Tusk, că este important să aveți unitate în Consiliu și nu să ne spuneți nouă ce trebuie să facem. Nu ne dați sfaturi. Legat de numărul de mandate, sigur, s-a spus aici, Parlamentul este cel care va decide, dar, iată, de această dată sunt de acord. Pleacă un stat, trebuie să reducem numărul de parlamentari. Vă mulțumesc.

  Izaskun Bilbao Barandica (ALDE). – Señor presidente. Como ha dicho el señor Verhofstadt, ha llegado la hora de la verdad. Estamos construyendo una nueva realidad que requiere revisar en profundidad conceptos políticos y formas de organización que debemos superar si queremos que Europa sea la casa de todos.

Construir la CECA parecía utópico, pero acabó con el peligro de volver a las bayonetas. No lo olvidemos, porque hoy los egoísmos nacionales vuelven, se abren paso en los conceptos cada vez más rancios sobre identidad, nación y soberanía, sobre participación ciudadana que bloquean soluciones hacia arriba y hacia abajo.

Necesitamos otra estructura institucional para estimular la unión del mercado de la energía, para acabar con el dumping social interno u organizar la acogida de refugiados. Necesitamos más valores europeos frente al brexit o ante un problema como el de Cataluña.

Si nos creemos el lema «Unidos en la diversidad», ¿es mejor una intervención militar en suelo europeo, porque lo autoriza la Constitución española, o ayudar a que se resuelva hablando un problema político? ¿Cómo sumar esa diversidad sin resolver la propia?

Estas son las cuestiones a las que también, señor Timmermans, usted tiene que dar respuesta.

  João Ferreira (GUE/NGL). – Senhor Presidente, o cinismo das palavras redondas não esconde o verdadeiro significado da abordagem dita pragmática à situação dos migrantes que continuam a tentar chegar à Europa. Expulsão de refugiados, desrespeitando normas do direito internacional e revelando quão fundo vai o compromisso da União Europeia com os direitos humanos, complacência ou mesmo cumplicidade perante as brutais agressões de que muitos deles são vítimas nas fronteiras da União Europeia e a chantagem para com os países africanos – ou fazem o trabalho sujo de travar os que fogem da miséria e da guerra ou a União Europeia fecha-vos a torneira dos fundos.

Quanto à União Económica e Monetária, a estratégia continua a ser a de acenar com a cenoura e esconder o pau. A cenoura que nunca vem, seja o terceiro pilar da União bancária, que agora, sem surpresa, caiu por terra, seja um mirífico Fundo Monetário Europeu. O pau, esse é certo, uma ainda maior concentração de poder, usurpação de soberania, dependência económica e subordinação política.

Uma última palavra em relação aos incêndios de que falou Jean-Claude Juncker, em Portugal. A solidariedade é devida, sim, senhor, mas a solidariedade exige adicionalidade e não uma mera reprogramação dos Fundos Estruturais.

  Frans Timmermans, First Vice-President of the Commission. – Mr President, what our citizens expect of us is that we provide European answers where European answers are necessary, that we provide the answers that will allow them to regain control of their destinies individually and collectively, that we provide the answers for issues that are manifestly beyond the control of individual Member States. That is our mission.

If we are to be successful in our mission we, the three institutions represented here today, need to act collectively. If we are successful in providing answers that work for our citizens, Europe will be rewarded for it. If we are not successful in providing these answers we will all share the blame.

The blame-game here – saying ‘Parliament did the right thing’, ‘the Commission did the right thing’, or ‘the Commission failed’, ‘Parliament failed’ or ‘the Council failed’ – is useless because our citizens do not distinguish between our institutions. They will say that Europe has failed. So, in that sense, we are in this together.

Two of the institutions now represented here today only have limited time left before the next elections and before the next Commission will come in. We need to make the best use possible of that limited time. That is why in a moment I will go to the College meeting to decide on the Commission Work Programme for next year, and then present that programme here in Parliament this afternoon.

I think the work programme will contain the concrete steps that will allow us to deliver on the promises we are making to our citizens, and it will allow us to use the 18 months that we have left in our mandates to effectively show that Europe can come up with answers when it is called upon to do so.

  Donald Tusk, President of the European Council. – Mr President, I would just like to clarify a few misunderstandings. The leaders’ agenda is not an alternative version of the State of the Union address. It is a plan on how to organise the work of the European Council in the next two years. The leaders’ agenda is not about changing the Community method. It is an attempt to speed up decision-making processes under binding rules while respecting the competences of all institutions, and that includes the competences of the European Council.

According to the Treaty, when it comes to the composition of the European Parliament, we – this House and the European Council – must work out a common solution. It is not our pleasure or ambition, but our formal obligation. I am the last one to want to violate the Treaty and our rules. By the way, the composition of the European Parliament will not be the only topic for the extraordinary European Council in February. We will also deal with the MFF. I personally consider the MFF to be an even more important part of our meeting in February.

As for the Spitzenkandidaten, the European Council was not the weak link in 2014. Jean—Claude Juncker was elected by 26 to 2 votes in the European Council, whereas in Parliament he got 422 out of 729 votes. So it is easy to imagine a situation in which it would be more difficult for the winning Spitzenkandidat to win sufficient support in the European Parliament than in the European Council.

  Nicola Caputo (S&D), per iscritto. – La netta vittoria dei populisti nelle recenti elezioni in Repubblica Ceca ci dice che "la finestra di opportunità" apertasi all'indomani della Brexit e annunciata dal Presidente Juncker nel suo discorso sullo Stato dell'Unione non sarà di lunga durata. Accolgo con soddisfazione l'adozione dell'agenda dei leader, che organizza la tempistica del lavoro per i prossimi due anni. Ciò che non mi convince è il modo in cui vengono affrontati i temi. Quello dell'immigrazione ci accompagnerà ancora a lungo, ma occorrono ulteriori sforzi per stabilire una presenza permanente dell'UE in Libia e fornire finanziamenti adeguati e mirati per progetti collegati alla migrazione nell'Africa settentrionale. Il Parlamento sta accelerando sulla modifica del regolamento di Dublino. Non c'è lo stesso impegno da parte degli Stati membri. Mi lascia perplesso anche l'apertura nei confronti del Regno Unito. Allo stato attuale il riconoscimento del debito da parte della premier May non si è ancora tradotto in un fermo e concreto impegno a onorare tali obblighi nella loro totalità e proprio ora non possiamo permetterci equivoci.

  Lidia Joanna Geringer de Oedenberg (S&D), na piśmie. – Rada Europejska w gronie 27 państw członkowskich 20 października dokonała podsumowania stanu negocjacji z Wielką Brytanią oraz postanowiła rozpocząć przygotowania do drugiego etapu rozmów w sprawie brexitu. Z zadowoleniem przyjmuję poczynione do tej pory postępy, niewielkie co prawda, ale po serii zupełnie nieudanych spotkań cieszy nawet drobny, kompromisowy krok.

Niemniej jednak konieczne są dalsze wysiłki na rzecz zabezpieczenia praw obywateli, zarówno unijnych, jak i brytyjskich, oraz rozwiązania kwestii zobowiązań finansowych Zjednoczonego Królestwa wobec UE, nie zapominając przy tym o drażliwej „brexitowej” sytuacji Irlandii.

Rada Europejska zwróciła się do władz Wielkiej Brytanii o zapewnienie pewności prawnej oraz o zagwarantowanie wszystkim obywatelom oraz członkom ich rodzin odpowiedniej pomocy prawnej i socjalnej. Cieszy mnie fakt, że Wielka Brytania deklaruje chęć wywiązania się ze swoich zobowiązań, w tym także finansowych podjętych w trakcie członkostwa w UE. Negocjacje cały czas trwają. Mam nadzieję, że na szczycie w grudniu będziemy mogli przejść do kolejnej fazy rozmów, która przyniesie więcej konkretnych rozwiązań.

  Ana Gomes (S&D), por escrito. – Os líderes europeus enganam-se e enganam os cidadãos se julgam gerir o afluxo migratório empurrando responsabilidades para o Estado falhado na Líbia e deitando dinheiro a regimes africanos opressivos, fazedores de migrantes e refugiados: uma das ditaduras mais apoiadas e financiadas pela UE está em vias de desintegrar a Etiópia, com consequências dantescas para África e a Europa, e ninguém na UE sequer nota... Enganam-se os líderes europeus, e enganam, se pretendem dar segurança e proteger os cidadãos, mas ao mesmo tempo mantêm políticas neoliberais desreguladoras que permitem a máfias criminosas, incluindo terroristas, tirar partido da selva fiscal na UE, dos buracos no sistema IVA, dos paraísos fiscais offshore e onshore, para fazer dinheiro, branquear capitais e capturar governos e instituições.

  Tunne Kelam (PPE), in writing. – The positively pragmatic approach by the Estonian Presidency has focused on the main issues the EU has to tackle (digitalisation and migration among others) and on providing practical suggestions to meet the challenges and needs. The spirit of the Tallinn digital summit finds a strong response in the conclusions, endorsing the list of conclusions and suggestions made by the Estonian Prime Minister.

Specially important is the call for boosting the development of e-governance in Europe, following the already existing principles of Estonian e-society, such as once-only, one-stop government, and ensuring accessibility. In a joint effort between all the institutions, this has to be put into practice in the shortest time possible, as it would provide the best service to citizens. It is vital that current negotiations on legislation, i.a. on geo-blocking, the Audiovisual Media Services Directive (AVMSD), and future negotiations for example on e-privacy, are led in a practical, consensual manner to enable real solutions in near future. The digital single market should mean losing all digital barriers for citizens and businesses. I look forward to seeing the free movement of data as the fifth freedom decided at the next Council.

  David McAllister (PPE), schriftlich. – Zu Beginn der Brexit-Verhandlungen hat sich die Europäische Union mit dem Vereinigten Königreich darauf verständigt, dass substanzielle Fortschritte in den wichtigsten Fragen der Trennung notwendig sind, bevor über die zukünftigen Beziehungen verhandelt werden kann. Insbesondere bei den Bürgerrechten, der Grenzsituation zwischen Irland und Nordirland und den finanziellen Verpflichtungen des Vereinigten Königreichs wurde dieser Fortschritt noch nicht erzielt. Die britische Regierung muss nun konkrete Vorschläge auf den Tisch legen, wie sie sich die Trennung vorstellt. Als Europäisches Parlament haben wir genau das in unserer Entschließung vom 3. Oktober gefordert. Es gilt nun, gemeinsam nach vorne zu schauen und, wo es möglich und notwendig ist, Brücken zu bauen, damit im Dezember die zweite Phase der Verhandlungen eröffnet werden kann.

  Ivan Štefanec (PPE), písomne – Vítam, že stanoviská krajín západnej a strednej Európy v otázkach migrácie sa začínajú zbližovať. Je potrebné pokračovať v rokovaniach a nájsť prijateľné riešenie, aby sme sa mohli zaoberať problematikou, ktorá posunie Európsku úniu vpred, ako je napríklad digitalizácia, či spolupráca v oblasti energetiky. Digitalizácia nám totiž prinesie celý rad výhod, ako sú rast a vyššia zamestnanosť, či globálna konkurencieschopnosť. Európska rada apeluje na členské štáty, aby urýchlili legislatívny proces v danej oblasti. Významný pokrok nastal aj v oblasti bezpečnosti a obrany, kde sa štrukturálna spolupráca PESCO stáva čoraz reálnejšou. V oblasti vonkajších vzťahov je potrebné venovať viac pozornosti predovšetkým vzťahom s Tureckom a KĽDR, kde nám nie je ľahostajná otázka jej jadrového programu a dodržiavaniu dohody o iránskom jadrovom programe.

  Tibor Szanyi (S&D), írásban. – Jogos, bár megkésett ambíciója Európa vezetőinek, hogy a döntéshozatal felgyorsításával és jobb tematizálásával reagáljanak a közös kihívásokra, amint azt most a „Leader’s Agenda” elfogadásával vállalták. A döntéshozatal lassúságára és az esetenkénti politikai bénultságra azonban nem a csúcsülések szaporítása a válasz, hanem az uniós egység helyreállítása és fenntartása, a közösségi módszer erősítése, a többségi döntéshozatal általánossá tétele. Ebben a Parlamentben is többen és sokszor felhívtuk rá az EiT elnökének és a Tanács képviselőinek figyelmét, hogy a közös politikai akarat és cselekvés igazi akadályát az EU-n belül keressék: az olyan Európa-ellenes, nacionalista, saját hatalmi törekvéseiket a közösségi érdeket elé helyező kormányfők képében, mint a jelenlegi lengyel és magyar rezsim vezetői. Ilyenek sajnos a jövőben is lehetnek, s a közös migrációs politika akadályozásához hasonlóan más fontos, közös jövőnket meghatározó kérdésekben is az európai építkezés gátjai lehetnek. Önöknek az EiT-ben, a legmagasabb politikai szinten erre kell határozott politikai és intézményi megoldást találniuk, amit az európai polgárok az EP révén egyre türelmetlenebbül számon kérnek majd. Az uniós egység következő ilyen tesztje igen közeli: a göteborgi csúcs, illetve a szociális Európa megvalósításának valóban történelmi súlyú kérdése.

  Carlos Zorrinho (S&D), por escrito. – O Conselho Europeu abordou, na sua reunião de 19 e 20 de outubro, temas chave para a consolidação do futuro da União Europeia, como a adequação da política de migrações tendo em conta a experiência da sua aplicação, o avanço no processo de conclusão da União Económica e Monetária, a posição negocial no quadro do Brexit e a avaliação do nível de concretização da União Digital.

Tomou ainda posições corajosas e ambiciosas, que sublinho, de solidariedade e apoio a Espanha e Portugal, no quadro dos incêndios florestais ocorridos nesses países. Sublinho, em particular, o compromisso do Conselho no sentido de concretizar o Fundo Monetário Europeu e a União Bancária até junho de 2018 e o empenho da Comissão Europeia em apoiar os processos legislativos que permitirão concretizar a União Digital e o Mercado Único Digital, bem como dar conteúdo prático ao pilar social da União Europeia.
