  President. – The next item is the report by Siegfried Mureşan and Richard Ashworth, on behalf of the European Parliament delegation to the Budgetary Conciliation Committee, on the joint text on the draft general budget of the European Union for the financial year 2018 approved by the Conciliation Committee under the budgetary procedure (11815/201714587/2017 – C8-0131/2017 – 2017/2044(BUD)) (A8-0359/2017).

  Jean Arthuis, président de la commission des budgets. – Madame la Présidente, Monsieur le Président du Conseil, Monsieur le Commissaire, mes chers collègues, je me réjouis de l’accord intervenu au sein du comité de conciliation, aux petites heures du matin, dans la nuit du 17 au 18 novembre, sur le projet de budget 2018.

Une nouvelle fois, nous avons pu mesurer l’étroitesse de nos marges de manœuvre dans un cadre budgétaire particulièrement contraint, mais, mes chers collègues, nous avons des motifs de satisfaction que je voudrais vous faire partager.

En premier lieu, la révision à mi-parcours n’est pas une bible. Chaque discussion budgétaire annuelle nous autorise à remettre l’ouvrage sur le métier. Dit autrement, le Parlement européen garde ses prérogatives de discussion du budget chaque année.

En second lieu, nous sommes parvenus à gommer les coupes opérées par le Conseil, en rétablissant la majorité des crédits qu’il avait rabotés dans le souci de conserver des marges pour de prétendues dépenses imprévues, en particulier, la prolongation de la facilité budgétaire pour la Turquie permettant à ce pays d’assurer l’hébergement des réfugiés syriens.

Si nous avons trouvé un accord, c’est parce que notre priorité visait à refonder les programmes de la rubrique 1a, ceux qui marchent le mieux, les programmes qui préparent notre avenir et protègent les Européens: recherche via Horizon 2020, mobilité des jeunes via Erasmus, Erasmus+ et Erasmus Pro – deux programmes qui, malheureusement, font des frustrations, car nous n’avons pas les moyens de répondre à tous les bons projets de recherche, pas plus qu’à l’ensemble des demandes formulées par les jeunes pour leur mobilité –, également le mécanisme d’interconnexion, via le mécanisme pour l’interconnexion en Europe, et l’aide aux PME via le programme COSME. Ces renforcements sont d’autant plus appréciables qu’ils bénéficient, mes chers collègues, d’argent frais.

Nous avons pu également compléter les moyens alloués à la sécurité, à la coopération policière et judiciaire ainsi qu’à la montée en puissance de la politique d’asile et de la politique de voisinage.

Notre devoir est de veiller à la pertinence des dépenses, à leur valeur ajoutée. Nous avons le devoir d’apaiser nos pulsions dépensières. Nous avons ainsi estimé nécessaire de faire des économies en réduisant les crédits consacrés à la préadhésion de la Turquie.

Je comprends que certains de nos collègues auraient aimé abonder l’initiative pour l’emploi des jeunes. Qu’il soit clair, mes chers collègues, que nous partageons tous cette volonté de lutter contre le chômage des jeunes, ce scandale qui est un cancer pour notre société. Mais je rappelle qu’un amendement de 116 millions à l’initiative du Parlement européen a permis d’augmenter de 50 % la ligne de crédit et que la Commission s’est engagée, en tant que de besoin si les crédits étaient épuisés, à présenter un projet de budget rectificatif dans le courant de l’année 2018.

À titre personnel, si vous le permettez, je tiens à vous dire que j’aimerais bien que nous puissions mettre en œuvre des mesures concrètes, des mesures structurelles pour combattre efficacement le chômage des jeunes et promouvoir l’apprentissage et la mobilité des apprentis mais aussi que nous nous mobilisions en leur faveur. Les quelques pays européens qui ont cette pratique dans leur culture, à savoir l’Allemagne, les Pays-Bas, l’Autriche et le Danemark, ont en commun un taux de chômage des jeunes particulièrement bas.

Au total, j’estime que le Parlement peut être satisfait du projet de budget 2018.

Je remercie les artisans de l’accord auquel nous sommes parvenus en comité de conciliation: la Présidence estonienne, qui n’a pas ménagé ses efforts pour arriver à un accord, le commissaire Oettinger et ses équipes qui, eux aussi, ont été extrêmement diligents, nous présentant plusieurs versions de ce qui pourrait être un accord au sein du comité de conciliation. Puis, vous me permettrez de saluer nos rapporteurs: Siegfried Mureşan a été un admirable rapporteur général, de même que Richard Ashworth et Jens Geier. Je les remercie pour la qualité de leur travail.

Mes chers collègues, je souhaite et j’espère que nous serons nombreux demain à voter le projet de budget de l’Union européenne pour 2018.

  Siegfried Mureşan, rapporteur. – Madam President, on 18 November, after 16 hours of final negotiations, we managed to agree on the budget of the Union for 2018. Parliament, the Council and the Commission have managed to agree on the budget of the Union for next year, and the good news is that the European Union is capable of acting. We have a budget for next year and, more than that, it is a good budget. I say this with full conviction because we are allocating the limited resources we have available for exactly those areas which, at the beginning of the year, we defined together as being our priorities. Firstly, growth and jobs; and secondly, citizens’ safety and security.

We have allocated EUR 11.2 billion for research and innovation because this makes Europe’s economy more competitive, more future oriented and more capable of attracting investments. We are allocating EUR 2.7 billion for infrastructure. We are allocating EUR 354 million for small and medium-sized enterprises and EUR 2.3 billion for Erasmus scholarships so that the young people of Europe can travel, can become more competitive, can gain more skills and can be successful on the labour markets tomorrow. We are allocating a total of EUR 350 million to combat youth unemployment and we stay ready to evaluate this programme next year: if more is needed we are ready to allocate more resources. For the time being, we are allocating sufficient resources to give some prospect to those young people who are still looking for a job.

In order to bring more safety and more security to the people of Europe we are strengthening the agencies of the Union which have responsibilities in justice and home affairs and in combating terrorism. To Europol we are allocating EUR 120 million and increasing its staff from 550 to 576 people. For the European Asylum Support Office (EASO), the agency which manages refugees in Italy and in Greece, we are standing by the side of Italy and of Greece through this budget and putting enough resources into the EASO to manage the refugee crisis in those frontline states.

We are doing more on defence. We are financing EUR 40 million for a preparatory action on defence research to do more on defence at European level – because Member States want to do this, because it makes sense and because it will enable Member States to save money in their national budgets.

We are also supporting our immediate neighbourhood – the southern neighbourhood, the Eastern neighbourhood and the Western Balkans, those countries that are neighbouring the European Union – where it is in our fundamental interest that stability is being achieved and, of course, we are also giving some important political signals.

The reality in Turkey does not go unnoticed by the three institutions, and this is why we are cutting pre-accession funds to Turkey by EUR 105 million because Turkey is currently not respecting European standards when it comes to freedom of expression, the rule of law, and NGOs’ and human rights. We are putting EUR 70 million more in reserve money that will be made available subject to an improvement of the situation there.

We are also allocating EUR 4.9 million to tackle disinformation, propaganda and fake news. A preparatory action of EUR 1.1 million will be launched in order to instruct and train EU personnel in Member States, in the eastern neighbourhood and in the Balkans with regard to the risks of propaganda. The remaining EUR 3.8 million will be added to the budget for Union communication in states outside of the Union in order to better communicate the benefits of Europe so that people are well informed and cannot easily fall victim to propaganda.

All in all, it is a good budget. It is a budget which supports young people – young farmers, young entrepreneurs and researchers and young people looking for a job – and one which will provide more security to the people of Europe, and I kindly ask the Members of the House to vote in favour of it tomorrow.

I would like to thank the Chair of the Committee on Budgets, our colleague Jean Arthuis, my co-rapporteur Richard Ashworth and Jens Geier, who was in charge of the budget for this year and with whom we have worked closely, as well as the shadow rapporteurs and, of course, Commissioner Öttinger for having identified the right priorities and for helping us to put EU funds into those areas where they are needed, where they are absorbed and where EU money is well spent.

  Richard Ashworth, rapporteur. – Madam President, earlier this year this House approved an increase of Parliament’s budget for 2018 by 2.3%. Bearing in mind the exceptional additional costs involved in the security threats and also the effect of inflation, I thought this both reasonable and justified.

I was therefore pleased to note that the Council was prepared to match Parliament’s restraint. They too proposed a budget increase of 2.3%. Having taken that as a benchmark, I am therefore happy to announce to the House that the overall increase for the other sections in 2018 has been agreed at 2.4%.

I am satisfied that this budget enables us to meet three objectives. First, it ensures the institutions have the capacity to meet challenges that lie ahead. Second, that it observes fiscal discipline and, third, that it delivers value for money to European taxpayers.

This is a budget of EUR 160 billion, and clearly there has to be a spirit of compromise between the two budget authorities: Parliament and the Council. I was particularly pleased to report that we have been able to provide funding for strategic communications. This I know has been a major concern to a number of parliamentary committees.

On the other hand, some of the institutions will be disappointed with the settlement, and here I mention particularly the Court of Justice. I will continue to work closely with the Commission to ensure that additional funds be made available, should that be required to reflect their increased workload.

Finally, President I would like to put on record my thanks and appreciation, first to the Estonian Presidency and Minister Kevinin and his team. Second, to Commissioner Öttinger and his team for the spirit of helpful cooperation, to the Chair of the Committee on Budgets, Jean Arthuis, who guided the process so well, to rapporteur Jens Geier, but most of all to my fellow rapporteur, Siegfried Mureşan, who has worked incredibly hard and has, in my opinion, done an excellent job. President, this budget is a good outcome for Parliament and I commend it to the house.

  Matti Maasikas, President-in-Office of the Council. – Madam President, it is my pleasure to attend the debate today on the EU budget for 2018. All the previous speakers, who have worked very hard on the budget, used the word satisfaction, and I am as well, on behalf of the Council, very satisfied with the agreement reached by the Conciliation Committee in the early hours of 18 November. The discussions were long and at times difficult, not only between but also within the delegations of our institutions.

We have been able to establish a realistic budget providing on the one hand the necessary appropriations to cover the needs expected in 2018, but leaving on the other hand adequate margins to cope with the contingencies in the course of next year.

The Presidency appreciated the constructive atmosphere during these negotiations. The agreement on the 2018 budget was reached thanks to the readiness for compromise on both sides of the table. During our various meetings in the course of this year, be it in trilogue or in conciliation format, as well as during many informal contacts, it became clear that Parliament and the Council share the same two main priorities for the financial year 2018: to tackle challenges related to migration and security and to boost innovation, growth and employment in Europe. In the Union budget for 2018 we have been able to translate these priorities into concrete figures.

I would like to underline that, in addition to funding our shared objectives, the Council had two other guiding principles. Firstly, we considered it important to respect the agreements of the past. This means that agreements on the financing of the European Fund for Strategic Investments and the mid-term revision of the multiannual financial framework (MFF) were considered as the cornerstones for our discussions.

Secondly, 2018 could become a difficult year. One of the issues that thus needed to be addressed was how to deal with the continuous challenges in migration, where it is clear that Europe will have to spend more. The package agreed by the Conciliation Committee includes two joint statements: the first one on the Youth Employment Initiative and the second one on the management of payments in 2018. The Council has also issued a statement recalling the importance of limiting the administrative burden by fully implementing our joint agreement on reducing over the 5-year period the number of staff in all institutions, bodies and agencies by 5%.

After the successful outcome reached by the Conciliation Committee on 18 November the Competitiveness Council tomorrow will formally approve the joint text on behalf of the Council. I am looking forward to Parliament approving the joint text tomorrow as well. The general budget for the financial year 2018 will then be adopted within the deadline foreseen by the Treaty. This would mean that, for the first time since the entry into force of the Lisbon Treaty, three consecutive annual budgetary procedures will then have been completed successfully in conciliation without having recourse to a new draft budget to be submitted by the Commission and, consequently, a second round of negotiations.

Just like Mr Mureşan and Mr Ashworth, I would like, as an Estonian, to express my satisfaction about the fact that we have now the strategic communication capacity on steady European funding. So far, it has been funded by the Member States individually, including my own. I would like to thank, not only on my behalf but on behalf of Minister Kivine, who could not be here due to sudden illness, the Chair of Parliament’s Committee on Budgets, Mr Jean Arthuis and the rapporteurs Mr Siegfried Mureşan, Mr Richard Ashworth and Mr Jens Geier for their constructive approach during the whole annual budgetary procedure, for their openness to compromise and for the positive atmosphere persisting among our institutions during the last weeks and months. I would also like to thank all other colleagues from Parliament who, during long and stressful hours on the Council’s premises, showed patience and a spirit of compromise.

Finally, a huge word of thanks to Commissioner Günther Oettinger for facilitating our negotiations. Without your support, Commissioner, it would have been far more difficult to reach a balanced and timely agreement.

  Günther Oettinger, Mitglied der Kommission. – Frau Präsidentin, verehrter Ausschussvorsitzender Arthuis, verehrte Berichterstatter Mureşan, Ashworth und Geier, lieber Herr Kollege Maasikas für die Ratspräsidentschaft, meine sehr verehrten Damen und Herren! Das vierte Haushaltsjahr im siebenjährigen Haushaltsrahmen. Wir haben traditionelle Aufgaben, die wir Jahr für Jahr erfüllen: Kohäsionspolitik, Infrastrukturförderung oder auch die beiden Säulen in der Agrarpolitik. Und wir haben im nächsten Jahr Aufgaben vor uns, die aufsteigende Aufgaben sind, die so im Jahre 2013 nicht völlig vorhersehbar gewesen sind: Migration, die Flüchtlingskrise, dringend notwendige Hilfen für Flüchtlinge, auch außerhalb des europäischen Hoheitsgebietes, Grenzschutz, Grenzkontrolle oder Bekämpfung des Terrorismus.

Ich bin Parlament und Rat dankbar, dass die Halbzeitprüfung uns hier eine Neujustierung des Haushaltsrahmens ermöglicht hat und uns auch mehr Flexibilität gegeben hat, Flexibilität zwischen den Haushaltsjahren und zwischen den Kapiteln innerhalb eines Haushaltsjahres selbst. Nur so wurde es möglich, dass wir zwischen Rat und Parlament, den Fraktionen im Haushaltsausschuss des Parlaments, Einigung erzielten. Nur so konnten wir ohne Beschädigung bestehender Programme Schwerpunkte neu dotieren und im nächsten Jahr finanzieren und realisieren.

Im Grundsatz waren wir uns einig: Wachstum und Beschäftigung, Sicherheit, Gefahrenabwehr, Migration waren große Stichworte für die europäische Haushaltsstrategie. Trotzdem war es schwierig, weil zum einen im Parlament nicht nur eine Wiederherstellung der Kommissionsvorschläge beantragt worden ist, sondern Geld darüber hinaus vorgeschlagen worden ist und weil zum Zweiten im Rat eine durchaus nachvollziehbare Priorität darin bestand, die Spielräume nicht nur wie im laufenden Jahr hochzuhalten, sondern zu erhöhen, um entweder Unvorhergesehenes, was im nächsten Jahr kommen könnte – Katastrophen, Erdbeben, andere Unfälle, die die Mitgliedstaaten alleine fordern, und in denen Solidarität gefordert ist – finanziell zu erfüllen, oder auch um wahrscheinlich Absehbares, aber noch nicht Haushaltsreifes wie ein zweites Paket Türkei-EU für die Herstellung von Menschenwürde für Flüchtlinge, die auf Zeit im türkischen Hoheitsgebiet leben müssen, im Haushalt finanziell abzubilden.

In dieser komplexen Ausgangslage ist auch die Kommission dankbar für die konstruktive Herangehensweise der Ratspräsidierenden. Bitte, lieber Herr Kollege Maasikas, grüßen Sie Herrn Kollegen Kivine und sein ganzes Team, Ihr Team, mit meinem persönlichen Dank ausdrücklich für diese konstruktive Federführung, und ich sage diesen Dank auch an alle Mitglieder, namentlich die Berichterstatter und den Vorsitzenden im Haushaltsausschuss des Parlaments. Dass wir im ersten Anlauf ohne Verzögerung zeitgerecht diese Entscheidung getroffen haben, zeigt die Handlungsfähigkeit der Europäischen Union auch in einem schwierigen finanziellen wirtschaftlichen und politischen Umfeld. Gezeigt hat sich auch, dass der Haushaltsrahmen, der im Dezember 2013 beschlossen wurde, eng gestrickt ist und damit Jahr für Jahr kaum in der Lage ist, alle sinnvollen Aufgaben und Ausgaben innerhalb der Obergrenzen zu erfüllen.

Ich bin dankbar, dass in Rubrik 1a die Handlungsfähigkeit für Forschung und Innovation, für Erasmus und Schüler- und Jugendaustausch, für die Förderung von kleinen und mittleren Unternehmen gestärkt worden ist. Ich bin dankbar, dass wir die Beschäftigungsinitiative für junge Menschen erhöht haben – und zwar maßvoll erhöht haben –, und meine Zusage gilt: Sollte sich im Laufe des Jahres erweisen, dass die Mittel, die wir für die Finanzierung von Projekten, für Arbeitsplätze, für Ausbildung für junge Menschen bereitgestellt haben, nicht ausreichen, wenn der Mittelabfluss stärker als absehbar sein sollte, dann werden wir durch Änderungsanträge entsprechende Mittel ergänzen und die Mittelaufstockung Ihren beiden Gremien vorschlagen. Wir haben nicht alle Agenturen, aber einige Agenturen entlang des Arbeitsanfalls, der zu erwarten ist, gestärkt.

Kurzum, ich bin mir jetzt sicher, dass der Haushaltsplan den Aufgaben und Erwartungen unserer Bürger für das nächste Jahr entspricht, Forschung, Innovation, Infrastruktur, traditionelle Aufgaben und rasche Reaktion, um neue Herausforderungen politisch, aber auch finanziell anzugehen. Deswegen werbe ich gegenüber dem Parlament und auch dem Rat um Zustimmung. Ich glaube, in dem beschränkten Handlungsfeld unseres Finanzrahmens wäre eine bessere Haushaltsstruktur für 2018 kaum leistbar. Deswegen stehen wir voll hinter dem, was zwischen Rat und Parlament für uns heute und für den Rat in den nächsten Tagen erarbeitet wurde. Besten Dank dafür.

  Paul Rübig, im Namen der PPE-Fraktion. – Frau Präsidentin! Ich möchte mich vor allem auch beim Rat sehr herzlich bedanken für dieses Entgegenkommen bei 16 Stunden Verhandlungen, und insgesamt auch bei Kommissar Oettinger, dass wir alle die Nerven gehabt haben, bis zum Schluss durchzuhalten. Ich weiß, dass das jedes Mal eine große Beanspruchung ist, aber für das Parlament gibt es eben gewisse Prioritäten, die es durchzusetzen gilt. Da bin ich auch dem Kollegen Mureşan sehr dankbar, dass wir nach dem Mittagessen nicht aufgestanden und nach Hause gegangen sind und gesagt haben: „Es ist eben kein Budget möglich“, sondern dass wir uns wirklich in einer sehr engen und direkten Auseinandersetzung darauf geeinigt haben, etwas für die Bürgerinnen und Bürger Europas zu tun.

Nicht per Zufall sind die 105 Millionen Minus bei der Türkei entstanden, wo wir große Probleme bei den Menschenrechten, in der Demokratie und in vielen Entwicklungen sehen, aber auf der anderen Seite auch den Hoffnungsschimmer, etwas in die Reserve gesetzt zu haben, um einen Anreiz zu geben, in der Zukunft wieder auf Europa zugehen zu können.

Letztlich möchte ich auch den Sozialdemokraten gratulieren, dass es ihnen gemeinsam mit uns gelungen ist, das Jugendbeschäftigungspaket auf 350 Millionen Euro anzuheben. Das ist ein wichtiger Akt der Zukunft, weil wir hier zeigen, dass die Europäische Union die richtigen Prioritäten setzt.

Wenn man sieht, dass das europäische Budget bei den Verpflichtungen gegenüber dem Vorjahr nur um 0,2 % zugelegt hat, dann möchte ich mir ansehen, in welchen Nationalstaaten das Budget nur um 0,2 % steigt. Insgesamt beanspruchen wir auf europäischer Ebene 0,92 % der Zahlungen vom Bruttosozialprodukt. Das ist wohl das geringste Budget, das die Europäische Union in diesem Sinne je gehabt hat. Ich bin sehr optimistisch, dass wir für den mehrjährigen Finanzrahmen dann endlich die 1,24 erreichen, die uns wirklich zustehen und die wir brauchen, um Europa auf die richtige Spur zu setzen.

  Daniele Viotti, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, io vorrei innanzitutto ringraziare in modo non formale ma sincero, alla fine di questo lavoro, anche pubblicamente, avendolo fatto già privatamente, il presidente Arthuis, il relatore Mureşan e il Commissario Oettinger per il lavoro che hanno fatto nelle lunghe ore della conciliazione. Vorrei riconoscere loro che, se durante questa conciliazione abbiamo superato alcuni principi, come è stato detto dal presidente Arthuis, e abbiamo fatto alcune conquiste anche economiche, come è stato rilevato dal relatore Mureşan e dal Commissario Oettinger, è per il loro lavoro, per il lavoro che hanno fatto durante la fase di conciliazione.

Ciò non toglie che il loro duro lavoro, il loro impegno, eccetera, non possano vedermi soddisfatto in pieno e non possano vedere soddisfatto in pieno il gruppo che ho l'onore di rappresentare qui. I problemi ci sono, sono ancora davanti a tutti noi e sono di tre ordini. Sono di ordine generale, signora Presidente, sono di ordine di metodo e sono di ordine di merito.

Di ordine generale, perché noi ci troviamo da anni ormai a dover seguire un rituale che risulta sostanzialmente vuoto, in cui noi aspettiamo i 21 giorni della conciliazione, aspettiamo le ultime ore finali per cercare di arrivare a un risultato e a un accordo che deve essere per forza un prendere o lasciare, e questo non può più essere così.

Di ordine di metodo, perché la discussione che c'è stata, nonostante il nostro relatore, il Presidente e il Commissario abbiamo cercato di riportarla sui binari corretti, è stata una discussione che il Consiglio ha voluto – e non per demerito della Presidenza estone, a cui va anche il mio ringraziamento – e che è stata tutta mirata soltanto agli aspetti finanziari del bilancio, mentre noi avevamo bisogno di dare delle risposte politiche alle richieste delle cittadine e dei cittadini europei.

Sul merito ci siamo già intrattenuti molto ed è stato detto molto, ma io penso che non siano state date tutte le risposte che dovevano essere date, che non erano quelle che chiedeva il Parlamento europeo, signora Presidente, non erano quelle che chiedevamo noi come parlamentari, ma solo quelle che si aspettavano i cittadini europei da questa Unione europea. Sul lavoro molto di più, sui temi dell'immigrazione e dell'accoglienza dei rifugiati dovevamo fare e potevamo impegnarci molto di più.

Io credo che questa discussione, signora Presidente, abbia dimostrato che se c'è un anello debole in questa Unione europea, l'anello debole sta nel Consiglio, non certo nel Parlamento e nella Commissione. In un Consiglio che di fronte alle richieste dei cittadini, invece di guardare in faccia ai cittadini, gira la testa dall'altra parte e cerca di risolvere soltanto gli aspetti finanziari. Noi avremmo bisogno oggi e avremo bisogno in futuro di rispondere agli aspetti politici, economici e sociali che i cittadini ci pongono. Per questo il nostro voto non potrà essere favorevole al bilancio.

  Bernd Kölmel, im Namen der ECR-Fraktion. – Frau Präsidentin! Mit dem Haushalt 2018 versäumt es die EU, ein ausreichendes Signal zu setzen für einen echten Neuanfang im Bereich der Haushaltspolitik. Immer noch gehen über 70 % unseres Budgets in den Bereich Agrarpolitik und Kohäsionspolitik. Die Agrarpolitik war eine Herausforderung in der Vergangenheit. In der Kohäsionspolitik wird viel zu wenig darauf geachtet, welche Wirkungen wir tatsächlich mit dem Geld, das wir ausgeben, erzielen.

Die Herausforderungen der Zukunft sind insbesondere im Bereich der Forschung zu suchen, aber auch in der Vernetzung der Wissenschaft, dann selbstverständlich in der Sicherung unserer Außengrenzen und in einer vernünftigen Migrationspolitik. Das darf allerdings jetzt nicht dazu führen, dass wir schlicht und ergreifend sagen: „Wir brauchen mehr Geld.“ Jedes Jahr einfach nach mehr Geld zu rufen, wird unserer Aufgabe nicht gerecht, denn wir verwalten hier das Geld der Steuerzahler, und mit dem müssen wir sorgfältig und sparsam umgehen. Deshalb sind wir auch gegen Dauersubventionierungen, vielmehr sollten wir hier umstellen auf eine Subventionierungsart, die sich Jahr für Jahr abbaut, damit wir aus dem Dilemma herauskommen, wenn wir einmal Subventionen zahlen, immer Subventionen zahlen zu müssen.

Wir sollten auch nicht vergessen, dass wir im Haushalt 2017 zehn Milliarden Euro zurückgeben mussten, weil man die nicht ordnungsgemäß ausgeben konnte. Das zeigt, dass wir eben nicht die richtigen Schwerpunkte hatten. Das zeigt, dass wir viel zu viel Bürokratie hatten, und daran müssen wir arbeiten. Letztlich bekämpfen wir hier mit diesem Budget auch Ausgaben und Probleme, die wir ohne die Währung Euro nicht hätten.

  Gérard Deprez, au nom du groupe ALDE. – Madame la Présidente, il faut dire la vérité. C’est un budget serré – pour ne pas dire étriqué – qui est proposé à notre vote, en particulier en ce qui concerne les crédits d’engagement. Qu’on en juge: avec un montant total en engagements de 160 milliards, le budget 2018 ne progresse que de 282 millions par rapport à 2017, soit nettement moins que l’inflation.

Cela dit, les efforts conjugués de notre président, Jean Arthuis, de nos deux rapporteurs, Siegfried Mureşan et Richard Ashworth, et du commissaire Oettinger, auxquels j’adresse mes plus sincères félicitations, ont permis des améliorations substantielles par rapport à la proposition initiale du Conseil, ce qui expliquera le vote favorable et unanime de mon groupe.

Comme mes collègues, je salue en particulier les moyens supplémentaires attribués à la recherche, aux jeunes, aux PME. Je salue également l’accroissement, modeste mais réel, des moyens attribués à l’initiative pour l’emploi des jeunes et l’engagement unilatéral de la Commission de déposer un budget rectificatif en cas d’augmentation des besoins.

Je me réjouis des moyens supplémentaires obtenus pour atteindre l’objectif de consacrer 20 % des dépenses de l’actuel cadre financier pluriannuel à la lutte contre le réchauffement climatique en exécution des engagements internationaux qui ont été pris.

Je tiens encore à saluer les moyens supplémentaires qui ont été obtenus en matière de lutte contre le terrorisme, en renforçant les capacités opérationnelles d’Europol et d’Eurojust. De même, en octroyant davantage de moyens à l’EASO, le budget 2018 renforce un des instruments clés pour la mise en œuvre d’une vraie politique commune en matière d’asile et de gestion des flux migratoires.

Je salue également – comme beaucoup de nos collègues – l’augmentation des crédits pour le programme Stratcom, communication stratégique de l’Union européenne vers les pays tiers. À l’heure où l’information libre et démocratique est menacée par les fake news et la propagande de certaines puissances étrangères, il est important et essentiel de réagir.

Enfin, il y a une diminution des crédits que je veux saluer publiquement. Il s’agit de la réduction de 105 millions et de la mise en réserve de 70 autres millions des crédits attribués à la Turquie au titre de la préadhésion. Il est légitime et urgent de faire comprendre à M. Erdoğan que l’Union européenne ne subventionne pas les dérives autoritaires ou les atteintes à l’état de droit et à la liberté d’expression.

Cela dit, je tiens à exprimer aussi publiquement quelques motifs d’insatisfaction plus personnels. Je regrette en particulier qu’une proposition présentée à mon initiative par la délégation du Parlement n’ait pas été retenue lors de la conciliation. Il s’agissait d’une déclaration conjointe des trois institutions qui demandait à la Commission d’envisager la possibilité de proposer de nouveaux instruments juridiques et financiers pour venir en aide aux victimes d’actes terroristes et à leurs familles.

Je regrette, par ailleurs, qu’il ne soit pas mieux tenu compte des besoins réels de certaines institutions, par exemple de la Cour de justice de l’Union européenne. Sur un budget de 160 milliards, j’ai peine à comprendre le refus d’approuver le 1,5 million de crédits demandé et justifié par la Cour, soit 0,000009 % du budget total de l’Union.

En conclusion, Madame la Présidente, l’expérience de ces dernières années me conduit à penser que dans son dispositif actuel, le cadre financier pluriannuel est un corset qui fige la répartition des moyens au profit des politiques existantes et fait plus difficilement place aux politiques nouvelles. Il est donc urgent et nécessaire que le futur cadre financier pluriannuel permette une plus grande flexibilité à la fois à l’intérieur des grandes rubriques et entre les rubriques, et assouplisse les conditions de mobilisation des instruments de flexibilité.

Un tel changement est nécessaire, avec de nouvelles ressources propres, pour faire face à l’avenir.

  Bill Etheridge (EFDD), blue-card question. – There is an impressive list of amounts of spending, there are areas where you feel there should be more. Do you not feel that – since, yes, the UK government may well be about to accede to demands for huge sums of money to leave – after the UK contribution dries up, surely this place should be starting to look at cutting back, because you are not going to have the cash-cow to milk anymore? So, surely it is now time to look at cuts rather than demanding more excess?

Et, si vous m’avez bien écouté, je n’ai pas plaidé pour une augmentation – je dirais injustifiée – du budget de l’Union européenne, puisque j’accepte et je demande à mon groupe de marquer son accord sur une augmentation du budget 2018 par rapport au budget 2017 qui est inférieure à l’inflation.

  Xabier Benito Ziluaga, en nombre del Grupo GUE/NGL. – Señora presidenta, señorías, después de la negociación seguimos sin dar la talla.

Pese a la propuesta de aumento del presupuesto para 2018, un incremento de un 8 % en créditos de pago no es suficiente para dar respuesta a los problemas y retos a los que tenemos que enfrentarnos. Esta subida obedece a la necesidad de hacer pagos pendientes y a la baja ejecución presupuestaria de años anteriores. Básicamente, sus recetas de austeridad para la gente no dan buenos resultados.

El presupuesto de la Unión Europea para 2018 —hay que decirlo— será nuevamente restrictivo en términos reales, ya que el incremento del 1,4 % está por debajo de la subida del IPC del 1,7 %.

Por lo tanto, lo que estamos haciendo es sacrificar un presupuesto basado en recursos propios de la Unión con un sistema fiscal progresivo —que es a lo que tenemos que tender— en favor de planes de inversiones público-privados para socializar las posibles pérdidas. Sacrificamos fondos de migración y asilo en favor de inversiones en defensa, investigación en seguridad y en fondos de desarrollo condicionados a externalizar nuestras fronteras. Sacrificamos la apuesta por un nuevo modelo productivo y energético sostenible y renovable en favor de más inversiones en infraestructuras de combustibles fósiles.

Para dar la talla, sería bueno que miremos, leamos más allá de las cifras y veamos las necesidades sociales y medioambientales reales y actuemos en consecuencia.

  Indrek Tarand, on behalf of the Verts/ALE Group. – Madam President, it is always a great pleasure to take the floor on budgetary affairs at the very end of the budget procedure and praise all those whose efforts enable us to enjoy the results. We have reached an agreement which could be better, but let’s pay tribute to the Estonian Presidency. Madam President, may I ask you to add the names of Mr Maasikas, Mr Marksoo and the absent Mr Kivine to the minutes of our meeting protocols, if possible with golden letters?

I can assure you that my attention will also be on the implementation of those budgets. I have a special interest in the budget of the other institutions. It is surprising how many savings institutions can manage to make in one year.

While Mr Deprez pointed out the lack of resources at the Court of Justice and our mean approach towards their demands, on the other hand, my nemesis this year seems to be the Court of Auditors. If we look at the explanations for transfers of appropriations, for example, we’ll see that they forgot that the Court of Auditors was established 40 years ago, and asked for a transfer of EUR 1 million ‘to entertain the members of the Court’, in other words to have a party. This is not something that Europe’s citizens expect us to do.

I am not going to criticise any further – you know my attitudes – but I would love Mr Ashworth, Mr Deprez and others to give next year’s rapporteurs the data on all of the transfers so they can make some sense of them in the end.

Let me finish with a quote from Sir Paul McCartney, namely that we should not quarrel about money because ‘money can’t buy me love’. This is to provoke Mr Farage, because he might have a different opinion.

  Nigel Farage, on behalf of the EFDD Group. – Madam President, let’s hear it for Commissioner Oettinger, the German commissioner in charge of the European Union budget.

You, sir, are having a very good day. Christmas has come early – you must be delighted. The British Government is going to shell out a cool EUR 50 billion as part of our exit proceedings, which, when you think about it, is really rather odd, is it not, because 23 June 2016 wasn’t just significant politically, it was significant for the European Union budget. We have been a net contributor to the EU budget every single year since 1973. For most of those years we have been the second biggest contributor and we pay in 16% of the total European Union budget. But, of course, we are leaving. So logic says that if, for example, a family has an annual income and that income declines, they then have cheaper holidays, they cut their cloth according to their circumstances. And yet, when we look at the 2018 budget or the Commission projections for the next few years, we see that absolutely no account is being taken of the British leaving the European Union. You have decided simply to carry on regardless. And it would appear that in a very weak moment the British Prime Minister has decided to bail you out for it.

Well, I would just say ‘Don’t bank on it’ because I think there is going to be a huge public reaction to this extraordinary sum of money. Honestly, I do! I think there is a real prospect of there being a big rebellion within the Conservative Party against their own leader. So don’t think this is absolutely guaranteed.

Certainly, the line that I have always taken is that no deal is better than a bad deal, and in this case it’s worse than a bad deal because we don’t even know if we are going to get a trade deal in return.

Even if there was a firm offer of tariff-free access to the EU single market, it would not be worth the EUR 50 billion payment. So celebrate for today, Commissioner, but I promise you, it is not in the bag.

  Siegfried Mureşan (PPE), blue-card question. – Mr Farage, for sure the challenges that the UK budget is facing for next year are much bigger than the challenges that the EU budget is facing for next year. Your revenues are going down, your growth perspective is worsening, investments will be at a slower level in the United Kingdom next year, not so in Europe. The question which I would like to ask you is this. We have increased the budget of the Union for next year primarily for research and innovation. Are you aware how much UK universities are benefiting from this and are you aware which country is the biggest beneficiary of EU research funds?

  Nigel Farage (EFDD), blue-card answer. – The fact that the Office of Budget Responsibility is giving a bearish prognosis for the UK economy does not necessarily mean that they are right. We had lots of people, lots of big organisations telling us that if we did not join the euro we were headed for ruin, and thank God we didn’t do it!

Yes, I am aware of the extent to which our money, recycled through the European Union, comes back to British universities and some of it comes back to be very well spent in research. I acknowledge that and I understand that but, equally, much of it comes back to fund things like Jean Monnet professorships in British universities to teach a completely slanted, distorted view of history. We would rather spend the money ourselves.

  Michał Marusik, w imieniu grupy ENF. – Pani Przewodnicząca! Pracując nad tym budżetem, spotykałem bardzo wielu ludzi bardzo uradowanych tym, że ten budżet jest taki duży i tak szybko się rozrasta. Natomiast ja patrzę na to z niepokojem, bo to przypomina pacjenta, który bardzo się cieszy, widząc, jak w jego ciele pojawił się ogromny nowotwór, który bardzo szybko rośnie. Organizm na to nie reaguje, traktuje to jako tkankę własną. Natomiast ten nowotwór traktuje organizm człowieka zupełnie inaczej, tak jak pasożyt traktuje swojego żywiciela: dąży do jego zagłady. Cóż więc można powiedzieć na ten temat w ciągu jednej minuty? Mogę powiedzieć to, co kiedyś powiedział słynny bohater filmu „Grek Zorbaˮ: jaka piękna katastrofa. A Pismo Święte mówi na ten temat bardzo jasno: pycha kroczy przed upadkiem. Europa upada pod ciężarem tego budżetu. Jest mi niezwykle smutno, najwyraźniej europejscy politycy przestali czytać Biblię.   José Manuel Fernandes (PPE). – Senhora Presidente, quero cumprimentar o Comissário, o Conselho e todas as colegas e todos os colegas que estão aqui presentes. Em primeiro lugar, um agradecimento, um agradecimento e uma constatação: há um trabalho enorme por parte dos relatores que temos de sublinhar, em especial de Siegfried Mureşan e também de Richard Ashworth, mas também de todos aqueles que estiveram na equipa de negociação, presidida pelo Presidente da Comissão dos Orçamentos, e que permitiram reforçar as nossas prioridades, que permitiram também que as agências tivessem os seus meios reforçados.

A prioridade para o emprego, para o reforço da nossa competitividade, para a promoção também do emprego jovem, para o apoio aos jovens agricultores, para a ajuda às pequenas e médias empresas, para o reforço da segurança na União Europeia, para o reforço também das instituições que se ocupam do combate ao terrorismo, para a solidariedade externa, foi conseguida.

Conseguimos reverter mil e duzentos milhões de euros de cortes do Conselho e reforçamos programas como o Horizonte 2020 para a investigação e inovação. Reforçamos o apoio, como eu disse, às pequenas e médias empresas com o COSMO, reforçamos a iniciativa a emprego jovem.

Não conseguimos fazer e resolver todos os problemas com este orçamento, claro que não, até porque este orçamento é cerca de 1 % do Produto Interno Bruto da União Europeia, mas corresponde a 94 % do investimento, sendo só 6 % para as despesas administrativas.

Para além disso, em países como o meu, o orçamento da União Europeia representa mais de 70 % do investimento público. As competências nacionais estão nas mãos dos Estados—Membros e os orçamentos nacionais também têm de ajudar e têm de colaborar.

  Isabelle Thomas (S&D). – Madame la Présidente, je voudrais sincèrement, à mon tour, féliciter nos rapporteurs, MM. Mureşan, Geier et Ashworth, pour le travail effectué et remercier également le commissaire et son équipe.

À l’issue des négociations, je voulais souligner quelques bonnes nouvelles qui constituent de réelles augmentations obtenues par le Parlement: 110 millions sur le programme Horizon 2020 pour investir dans l’avenir, 54 millions sur Erasmus, 116 millions sur la garantie pour la jeunesse. Ainsi, je suis rassurée. La révision à mi-parcours sur laquelle nous nous étions beaucoup engagés était bien une vraie révision et non un tour de passe-passe. De plus, concrètement, ces augmentations vont pouvoir répondre aux besoins pressants.

Cependant, nous devons admettre que ces quelques étincelles ne suffisent pas à éclairer un bilan plus sombre: une baisse de 230 millions pour les agriculteurs, rien sur l’aide humanitaire et seulement 3,5 millions sur la culture. Je me dois aussi de regretter la manière cavalière avec laquelle les négociations se sont déroulées. Le Parlement ne doit plus le tolérer.

Il n’est plus acceptable que le Conseil nous présente sa position seulement quelques jours avant la date butoir, mettant ainsi le couteau sous la gorge du Parlement. Il est difficile d’admettre que les ministres paradent à Göteborg mais qu’aucun ne daigne négocier le budget. Et comment se satisfaire que, passé minuit, les ambassadeurs désertent alors même que les points cruciaux sont encore à discuter?

Mais surtout, comment tolérer l’insincérité du Conseil, qui rejaillit sur ce budget en imposant de conserver des marges extravagantes afin de financer ultérieurement la facilité pour la Turquie tout en affichant, bien sûr, une diminution de l’enveloppe de préadhésion.

La liste serait trop longue, mais le constat est bref: le compte n’y est pas et le groupe des socialistes et démocrates ne pourra pas soutenir ce budget.

Je propose qu’à l’avenir, le Parlement refuse d’entrer en négociation avant que le Conseil ne soit doté d’un mandat clair. J’émets le vœu surtout que Conseil et Parlement puissent définir un budget à partir des besoins réels et non des égoïsmes nationaux et des projets dissimulés et avec des moyens issus principalement des ressources propres.

  Zbigniew Kuźmiuk (ECR). – Pani Przewodnicząca! Panie Komisarzu! Chcę zwrócić uwagę, że wzrost środków na zobowiązania w przyszłorocznym budżecie w stosunku do roku obecnego jest symboliczny: wynosi zaledwie 0,2 %. Natomiast płatności są wprawdzie wyraźniejsze, bo rosną o 14 %, ale jak się wydaje, ten poziom wzrostu może być niewystarczający ze względu na to, że wchodzimy w drugą połowę realizacji wieloletniej perspektywy finansowej na lata 2014–2020 i wszyscy beneficjenci przyspieszają realizację projektów współfinansowanych z budżetu unijnego. Chodzi bowiem o to, aby uniknąć powtórzenia problemu zaległości w płatnościach, którego doświadczyliśmy w latach 2012–2014, kiedy to pod koniec tego okresu zanotowaliśmy blisko 30 mld EUR zaległości w płatnościach. Przypomnijmy, że przyszłoroczne płatności na poziomie blisko 145 mld EUR są na przykład o 3 mld EUR niższe niż płatności faktycznie zrealizowane w roku 2013, w apogeum kryzysu zaległości w płatnościach.

  Anneli Jäätteenmäki (ALDE). – Arvoisa rouva puhemies, ALDE-ryhmä tukee sovittelukomitean työn tulosta ja huomenna äänestämme ensi vuoden budjetin hyväksymisen puolesta. Uskon, että pystymme tämän talousarvion kautta vauhdittamaan positiivisessa vireessä olevaa Euroopan taloutta.

Olemme tekemässä merkittäviä panostuksia nuorisotyöttömyyden vähentämiseen ja pk-yritysten toimintamahdollisuuksien parantamiseen. Otamme edistysaskeleita myös ilmastorahoituksen lisäämisessä. On kuitenkin valitettavasti todettava, että emme vieläkään täytä Pariisin ilmastosopimuksessa tekemäämme sitoumusta 20 prosentin budjettiosuudesta ilmastorahoitukselle. Toivon, että seuraavia vuosibudjetteja esittäessään komissio varmistaa, että budjetti on linjassa tekemiämme sitoumusten kanssa.

Mielestämme teemme oikean ratkaisun leikatessamme Turkin jäsenyyttä valmistelevaa rahoitusta 105 miljoonalla eurolla. Ihmisoikeudet ja oikeusvaltion kunnioittaminen ovat eurooppalaisten arvojen ytimessä. Olen tyytyväinen, että lähetämme nyt vahvan poliittisen viestin Turkin johdolle emmekä vain seuraa sivusta maan viimeaikaista huolestuttavaa kehitystä.

Hyvät kollegat, kansalaiset arvioivat usein EU:n hyväksyttävyyttä sen rahankäytön näkökulmasta. Toimiessani ryhmäni neuvottelijana olen yhä enemmän vakuuttunut siitä, että me tarvitsemme selkeämmän ja entistä läpinäkyvämmän budjetin ja EU:n rahankäytön. Jos jatkamme näin, emme voi rakentaa pysyvää luottamusta unioniimme.

Seuraavat vuodet eivät tule olemaan budjetinkaan näkökulmasta helppoja. Britit ovat lähdössä, ja suuri nettomaksaja on poistumassa joukostamme. EU:nkin eli meidän on siis pystyttävä uudistumaan, säästämään myös menoissa ja osoittamaan niitä uusiin kohteisiin. Euroopan parlamentin enemmistö haluaa jatkuvasti yhä isompaa budjettia. Monet jäsenvaltiot ovat eri mieltä. Tähän on löydettävä ratkaisu.

Euroopan unionin prioriteetit muuttuvat, ja uusiin prioriteetteihin on oltava tarvittava rahoitus. Tämä ei voi kuitenkaan tarkoittaa sitä, että prioriteetit pelkästään lisääntyvät. Silloin meillä ei ole enää mitään prioriteetteja, vaan kaikki on juuri samanarvoista. Meidän on siis löydettävä säästöjä ja tehtävä uudelleenpriorisointeja. Tässä työssä meillä päätöksentekijöinä on paljon parantamisen varaa. Lopuksi haluan kiittää esittelijä Mureşania hänen erittäin ansiokkaasta ja yhteistyöhaluisesta työstään.

  Jonathan Arnott (EFDD). – Madam President, we are here today to debate the agreement on the European Union budget for 2018, but it would seem to me that the European Union budgets for 2019, 2020 and as far as is reasonably foreseeable into the future might just as well have also been agreed. The United Kingdom has been a net contributor to the European Union since we joined it in the 1970s and it was one of the richest countries in Europe.

As Members we have always paid in more than we got out and will continue to do so again in 2018 because those are the rules and because we are still Members, despite the fact that by the end of 2018 it will be two and a half years since the UK voted to leave the EU in that referendum. Of course, according to this budget, we will still be paying in over GBP 18 billion a year gross and then get back roughly half of that in rebate and EU funding.

Bizarrely though, it seems that the UK will still be paying into the European Union after leaving the EU, whether it is GBP 40 billion, or GBP 50 billion – EUR 45 or 55 billion. The UK has no legal liability whatsoever to pay any form of divorce bill. Of course if you have an agreement, then you expect something in return for your money. Yet Theresa May has surrendered that. She is expected to surrender too on the Northern Ireland border and to surrender too to allow European courts jurisdiction over the EU post-Brexit, which is what we voted to get out of in the first place.

The killer question though for the British Prime Minister is this: can you show us one single thing that you have actually obtained in return? Show us one concession that has been made on the EU side because all we see is you caving in whilst British ‘remain’ politicians egg you on. Of course you cannot, so in 2018 the British taxpayer will continue to foot the bill. And when it comes to that divorce bill, that is the equivalent of GBP 1 000 for every adult in the UK, without any guarantee of anything in return, that has been signed up to by Theresa May.

  Jonathan Arnott (EFDD), blue-card answer. – Of course, in any negotiation, you want a little bit of give and take and you want something to happen on both sides, but what we have got at the moment is all ‘give’ from the British Prime Minister’s side and all ‘take’ from the European Union side. When you start from the legal basis on this, where the Treaties under Article 50, subsection 3 of the Lisbon Treaty say that the Treaties shall cease to apply, that overrides all other things. The hierarchy of norms applies. So there is no legal requirement for the UK to pay.

Of course, if you leave and services have already been provided, then there is a reason to say ‘yes, pay something for that’. But of course there are arguments on both sides and the UK could easily take aim, for example, at a share of the European Investment Bank.

  André Elissen (ENF). – Vandaag bespreken wij wederom het EU-budget 2018. Nu nog ruim 140 miljard EUR, maar als het aan de voorzitter van het Europees Parlement ligt, verdubbelt dat de komende jaren. Gesteund door de andere eurofielen in dit huis, laat hij hiermee hun ware bedoelingen zien. Dus niks zuinig omgaan met geld van de belastingbetaler, in plaats daarvan een Europese belasting invoeren en de 1 %-norm van het bruto nationaal inkomen loslaten.

Onze opvatting is dat belastingheffing een exclusieve bevoegdheid is van de natiestaten en dat de soevereiniteit van de staten ook door de voorzitter van het Europees Parlement gerespecteerd dient te worden. Dit kennen wij als het subsidiariteitsprincipe, waaraan de linkse elite hier, als het hen kennelijk uitkomt, ook maling heeft. Gelet op het beperkte mandaat van de Europese Unie, zien wij mogelijkheden om het riante EU-budget fors naar beneden te brengen, bijvoorbeeld door bezuiniging op de interne organisatie, de riante beloningen, onzinnige snoepreisjes en het verhuiscircus tussen Brussel en Straatsburg.

Wij geloven niet, zoals de voorzitter van het Europees Parlement, dat met 140 miljard EUR extra de problemen, zoals het bestormen van de Europese grenzen door gelukzoekers, zullen worden beëindigd.

Ik vraag mij voorts af waaraan de voorzitter van dit Parlement de legitimatie ontleent om te pleiten voor verdubbeling van het budget en het heffen van Europese belastingen. Had hij daarvoor een mandaat van een meerderheid van dit Parlement? Namens wie sprak hij? In ieder geval niet namens onze fractie!

  Inese Vaidere (PPE). – Godātie kolēģi! Es vēlos sākt ar pateicību Murešana kungam par patiešām profesionālu lieliski padarīto darbu.

Pēdējie pāris mēneši Budžeta komitejā ir bijuši visnotaļ saspringti, tomēr 18. novembrī, tieši manas Latvijas proklamēšanas dienā, Padome un Eiropas Parlaments panāca vienošanos par nākamā gada budžetu.

“Ko mēs vēlamies sasniegt?” jautāja iepriekšējais runātājs. Nākamgad mums nevis jāceļ gaismas pilis, nevis gaisa pilis, bet, izmantojot šo budžetu, aktīvi jāstrādā, lai padarītu mūsu ekonomiku stiprāku, universitātes konkurētspējīgākas un uzņēmumus — labāk sagatavotus konkurencei pasaules tirgū. 350 miljoni eiro paredzēti MVU atbalstam programmā COSME. 11 miljardi eiro atvēlēti programmai “Apvārsnis 2020”.

Es esmu ļoti gandarīta, ka arī Eiropas infrastruktūras savienošanas instrumentam transporta jomā ir izdevies saglabāt finansējumu, kuru Padome vēlējās samazināt par 200 miljoniem. Nākamgad visiem Eiropas līmeņa infrastruktūras projektiem, kuros ietilpst ne tikai Baltijas valstīm, bet arī pārējai Eiropai svarīgais Rail Baltic, būs atvēlēti gandrīz 2 miljardi.

Protams, īpašs gandarījums, ka atbalstu guvuši abi manis līdzveidotie pilotprojekti. 800 000 eiro piešķirti pētījumam par atšķirībām starp vienādiem produktiem Eiropas vienotajā tirgū, pieprasot līdzvērtīgu preču kvalitāti kā Austrumeiropā, tā Rietumeiropā. To, ka šādas atšķirības nav turpmāk akceptējamas, norādīja arī Komisijas priekšsēdētājs Junkers. Savukārt pilotprojektam par efektīvāku darbu ar Krievijas īstenoto dezinformāciju tiks atvēlēts 1,1 miljons.

Es esmu patiešām gandarīta, ka beidzot šo melu ziņām, šo melu ziņu apkarošanai tiek pievērsta pienācīga uzmanība, ir piešķirta papildus nauda, un tie nav pārāk lieli līdzekļi. To var vērtēt tikai kā sākumu, jo no tā ir atkarīga lielā mērā mūsu Eiropas nākotne.

El primero, por supuesto, agradecer al señor Mureşan y al resto de los ponentes el trabajo que han hecho. Creemos que han hecho un trabajo muy serio y que han defendido muy bien la posición acordada por el Parlamento.

El segundo, una valoración muy rápida sobre los resultados de esta conciliación. Creemos que son resultados muy similares a años anteriores. No ha sido ni mejor ni peor. Se han conseguido mejorar ciertos programas, pero pensamos que se puede hacer mucho más.

Y por eso me quiero centrar en el tercer mensaje. Porque el Grupo socialista se va a abstener en la votación de mañana y queremos explicar el porqué. Como digo, no porque no estemos contentos con el trabajo que han hecho los ponentes; no porque creamos que sea un resultado peor que en años anteriores, pero creemos que hay que dar un toque de atención a la manera en la que se llevan las reuniones. No se puede negociar en un día, en dieciséis horas, a las 4 de la mañana, un presupuesto serio. No se pueden dejar temas encima de la mesa, sin ni siquiera entrar a debatir. No hemos podido hablar de propuestas como la del señor Deprez. No hemos podido hablar del Cuerpo Europeo de Solidaridad y, por lo tanto, queremos mandar este toque de atención al Consejo y esperamos que el año que viene las cosas puedan cambiar.

  Jan Huitema (ALDE). – Ik ben blij dat de positie van het Europees Parlement om het budget voor 2018 verder te verhogen, het niet heeft gehaald. We moeten hier in het Europees Parlement veel kritischer kijken naar de uitgaven van de Europese Unie. We moeten ervoor zorgen dat het geld goed wordt besteed en de burger zo weinig mogelijk belasting betaalt. Niet al het geld dat de Europese Unie ontvangt van de belastingbetaler, moet per definitie ook daadwerkelijk besteed worden.

Ik stel daarom een Europese “Zalmnorm” voor: de inkomsten mogen de uitgaven niet langer bepalen. De Europese Unie moet eventuele tegenvallers zelf opvangen. Als er meer geld wordt uitgegeven aan de ene kant, zal er ergens anders op moeten worden bezuinigd. Ik hoop dat deze systematiek wordt toegepast in het nieuwe meerjarig financieel kader. Er zullen duidelijkere prioriteiten gesteld moeten worden, zeker wanneer het budget afneemt als gevolg van de brexit.

  Marco Zanni (ENF). – Signora Presidente, onorevoli colleghi, tre punti molto veloci su questo accordo. Uno è un punto generale e politico riferito alla Turchia. Finalmente, anche se con poco coraggio in termini di cifre, si è deciso di tagliare i fondi. Una riflessione su questo: io sono quattro anni che in commissione per bilanci chiedo di intervenire sui fondi di preadesione alla Turchia, e mi si è sempre risposto che era un problema, perché tecnicamente non si poteva fare, c'erano dei regolamenti, eccetera. Questo approccio e questo taglio dimostrano che, quando c'è la volontà politica, soprattutto dei grandi gruppi, non esistono regole che impediscono di intervenire con tagli, ma si fa. Quando c'è la volontà politica si tagliano spese che sono ingiuste. Io mi auguro che su questo tema, nei prossimi mesi e nei prossimi bilanci, si decida di agire con più tagli su questo tipo di fondi.

L'ultimo punto, che mi sciocca, riguarda la propaganda russa: un milione di euro per contrastare le fake news e la propaganda russa. Ecco, il mio punto di domanda riguarda le limitazioni della libertà: chi deciderà cosa è vero e cosa è falso, e secondo quali criteri.

I call it the House of Horrors; it does not seem to relate to any reality I know of. Do you not think that money should be cut from that budget instead of spending a lot of money saying how wonderful the European Union is and how wonderful the President, the Chair and all the rest of them are?   Marco Zanni (ENF), risposta a una domanda "cartellino blu". – È esattamente questo il punto che cercavo di sottolineare, cioè chi deciderà cosa è vero e cosa è falso, chi decide che le informazioni che vengono da fuori l'Unione europea sono propaganda, o se ci sarà un ente che verificherà ad esempio il materiale informativo che l'Unione distribuisce nelle scuole, mostrando queste istituzioni come perfette, senza nessun problema.

Ecco, questo è il vero punto: chi deciderà cosa è vero e cosa è falso. Questo è molto pericoloso. L'Unione europea spende in informazione, che non è verificata da nessuno, molti milioni di euro ogni anno. Quindi mi sembra un trattamento impari.

  Jan Olbrycht (PPE). – Pani Przewodnicząca! Panie Komisarzu! W tej chwili dyskutujemy nad budżetem na rok 2018. Trzeba pamiętać, że rok 2018 będzie czasem bardzo intensywnej pracy nad następnymi wieloletnimi perspektywami finansowymi, ale również intensywnej pracy dotyczącej negocjacji z Wielką Brytanią. To również jest rok, w którym patrzymy na rezultaty rewizji śródokresowej, którą przeprowadziliśmy i którą proponowaliśmy jako Parlament. Rewizji, która z jednej strony zwiększyła elastyczność budżetu, a z drugiej strony nie była dokumentem wiążącym ręce uczestnikom procesu legislacyjnego. Stąd też dyskusje na temat budżetu na rok 2018 – które były trudne, które były skomplikowane – dały jednak pewną podstawę do myślenia, że następne negocjacje dotyczące wieloletniej perspektywy finansowej będą przebiegać w atmosferze współpracy i współdziałania. To dla nas jest niezwykle ważne, czy, po pierwsze, Komisja Europejska, przygotowując propozycję, będzie współpracowała z Parlamentem i, po drugie, czy Rada będzie na tyle elastyczna i otwarta, że będzie traktowała Parlament nie tylko jako to ciało, które na końcu zatwierdzi, ale będzie współpracowała z Parlamentem. Wynik negocjacji dotyczących budżetu na rok 2018, który nie wszystkich zadawala, ale jednak jest sukcesem i osiągnięciem dla wszystkich, wskazuje, że to jest możliwe, że będziemy w najbliższym roku nie tylko wydawać pieniądze z budżetu na rok 2018, ale wspólnie pracować nad nową perspektywą na okres po roku 2020.

  Manuel dos Santos (S&D). – Senhora Presidente, a sensação mais forte que tenho perante o acordo orçamental com o Conselho para 2018 é de insatisfação. Não quero dizer que com o atual acordo tenhamos ficado melhor ou pior do que ficámos com acordos anteriores, mas sim que é absolutamente indispensável fazer, no quadro do Parlamento e no quadro do Conselho, uma reflexão profunda sobre o processo orçamental.

A aprovação do orçamento, ou seja, de uma base jurídica para obter receitas e fazer despesas, é um ato eminentemente político, o que implica que se discutam objetivos, prioridades, compromissos. Ora, com o atual método orçamental, envolvendo as duas autoridades orçamentais e a Comissão, e com as regras vigentes, tal reflexão política ou é impossível ou torna-se muito difícil.

Por isso, a grande reflexão sobre o orçamento 2018, e a principal conclusão a tirar das inúmeras reuniões e discussões, incluindo a conciliação, é de que é preciso mudar de método. É isso que espero, desejo e proponho, Sra. Presidente.

Quero finalmente referir que, apesar de uma tentativa do Conselho, foi possível manter o acordo interinstitucional informal, não mexendo no orçamento do Conselho e do Parlamento.

  Λευτέρης Χριστοφόρου (PPE). – Κυρία Πρόεδρε, οφείλουμε πραγματικά να απονείμουμε τα εύσημα και να δώσουμε συγχαρητήρια στον γενικό εισηγητή του προϋπολογισμού, τον κ. Mureşan, που -μαζί με την υπόλοιπη ομάδα του προϋπολογισμού- κατόρθωσε σημαντικά επιτεύγματα σε αυτόν τον προϋπολογισμό. Κατόρθωσε να στρέψει προς μια κοινωνική κατεύθυνση τον προϋπολογισμό και να πάρει επιπρόσθετα κονδύλια για τους νέους, για τους αγρότες μας, για την ανάπτυξη, την καινοτομία και το Erasmus. Δεν πρέπει να μας διαφεύγει, όμως, ότι αυτός ο προϋπολογισμός των 160 δισεκατομμυρίων ευρώ είναι προϋπολογισμός που χρηματοδοτείται από τους φορολογούμενους πολίτες, οι οποίοι απαιτούν το κάθε ευρώ του προϋπολογισμού να κατευθύνεται σε όλες εκείνες τις δράσεις που απαιτούν σεβασμό στις αρχές και τις αξίες της Ευρωπαϊκής Ένωσης.

Για εμάς είναι αδιανόητο να χρηματοδοτούνται χώρες οι οποίες δεν σέβονται ούτε τις αρχές ούτε τις αξίες της Ευρωπαϊκής Ένωσης και, αντιθέτως, προσβάλλουν με κάθε τρόπο όλες αυτές τις αρχές και το αξιακό σύστημα της Ευρωπαϊκής Ένωσης. Θεωρώ σημαντικό βήμα το ότι υπήρξαν περικοπές όσον αφορά την Τουρκία. Να θυμίσω, όμως, ότι η Τουρκία είναι ο μόνιμος παραβάτης, που προσβάλλει καθημερινά τις θέσεις και τις αρχές του Ευρωπαϊκού Κοινοβουλίου. Να θυμίσω ότι η Τουρκία είναι η χώρα που καταπατεί ανθρώπινα δικαιώματα στο εσωτερικό της, αλλά καταπατεί ανθρώπινα δικαιώματα και σε κράτος μέλος της Ευρωπαϊκής Ένωσης· στην Κυπριακή Δημοκρατία. Δεν αναγνωρίζει την Κυπριακή Δημοκρατία, διατηρεί κατοχικά στρατεύματα, διέκοψε τις συνομιλίες παρά τις προσπάθειες του προέδρου της Κυπριακής Δημοκρατίας, και για εμάς είναι αδιανόητο αυτή η χώρα να χρηματοδοτείται έστω και με ένα ευρώ.

Εγώ δεν πρόκειται να εγκρίνω και να ψηφίσω ούτε ένα ευρώ για χώρες όπως η Τουρκία, που παραβιάζουν τις αρχές και τις αξίες της Ευρωπαϊκής Ένωσης.

  Jens Geier (S&D). – Frau Präsidentin, meine Damen und Herren! Als ständiger Berichterstatter für die Agenturen bedanke ich mich bei den Kollegen, die im Berichterstatterteam waren. Ich bedanke mich besonders bei Siegfried Mureşan, der mir als Generalberichterstatter nachgefolgt ist. Ich habe mich bei dir, Siegfried, ausgezeichnet vertreten gefühlt, und du hast unsere Angelegenheiten und auch die Angelegenheiten der Agenturen exzellent vertreten. Wir haben die Agenturen stärken können, die mit Grenzmanagement, Asylpolitik und Terrorismusbekämpfung zu tun haben, und wir haben dazu in der Verhandlungsrunde noch erreicht, dass es mehr Ressourcen für GSA gibt. Ich freue mich darauf, wenn Galileo, das europäische Satellitennetzwerk, arbeitsfähig ist, weil ich glaube, dass das ein großer Zugewinn an Innovationskraft für Europa sein wird.

Aber wir haben jedes Jahr dasselbe Problem: Der mehrjährige Finanzrahmen funktioniert nicht. Die Herausforderungen, mit denen die EU konfrontiert ist, waren 2013 nicht absehbar. Die trust funds und die Finanzfazilität für die Flüchtlinge in der Türkei unterstreichen das. Die Mitgliedstaaten haben leider nicht die Kraft, das zu ändern. Das zwingt uns zu Tricks, die ich gerne als Haushalts-Voodoo bezeichne. Wir sind in einer Situation, die nicht vorhersehbar war. Die Lösung sind mehr Eigenmittel.

Therefore, the EUR 750 million cut which was originally introduced in the Council position, that now has been reversed, as well as the success of Parliament in mobilising an additional EUR 104.1 million to the global margin for commitments. I think this is very important because it will cover initiatives proposed by Parliament, especially on areas close to my heart – Horizon 2020, Erasmus, COSME and Interrail. These are largely new allocations, which I particularly welcome given the Council’s overarching focus on cuts and the only option in accordance with the political declaration signed in the context of the multiannual financial framework (MFF) midterm revision.

However, Horizon 2020 has brought significant technological progress, not least in clean energy technologies that will help us to meet our targets and this is the best return of all the commitments we have. Erasmus has massive uptake. My own country in particular has more and more students who gain experience that previous generations could not even have imagined by spending time in different Member States. COSME is supporting a significant number of the SMEs that are the lifeblood of our economy. I also very much welcome the allocation for the Youth Employment Initiative, increasing it to EUR 350 million. I think this is a wonderful development and a potential increase is also mentioned in due course.

Finally I am very pleased Parliament has dealt with important issues to me especially and my country: on young farmers, an increase of EUR 34 million; climate, an increase of EUR 95 million; and milk storage: an increase of EUR 2 million. A great job! The rapporteurs deserve our praise and our gratitude.

  Vladimír Maňka (S&D). – Vážená pani predsedajúca, včera sme mali 9., večer máme 10. trialóg k zjednodušeniu rozpočtových pravidiel, ktoré úzko súvisia aj s týmto rozpočtom.

Európsky parlament a Komisia chceme, aby prijímatelia finančných prostriedkov Únie nemohli využívať schránkové firmy a štruktúry, ktoré sa vyhýbajú daňovým povinnostiam, ktoré využívajú agresívne daňové plánovanie, ktoré nespĺňajú kritériá dobrej správy daňových záležitostí.

Bojujeme za to, aby európske peniaze mohli čerpať subjekty zriadené v tých jurisdikciách, ktoré uplatňujú medzinárodne dohodnuté daňové normy týkajúce sa transparentnosti a výmeny informácií.

Rada v tejto línii nie je jednoznačná. Myslím si, že estónska vláda má iný názor ako tí členovia Rady, ktorí sa vyhýbajú takejto ochrane európskych zdrojov. Obraciam sa preto na zástupcu Rady, aby upozornil členov Rady, že ak chceme zlepšiť životné podmienky obyvateľov Únie, ak chceme zabrániť úniku peňazí zo štátnych pokladníc, ak chceme obnoviť dôveru obyvateľov v spoločný európsky projekt, pekné slová nestačia, treba skutky...

  Jean-Paul Denanot (S&D). – Madame la Présidente, je tiens d’abord à remercier les camarades de mon groupe politique qui ont défendu nos priorités durant la conciliation budgétaire dans un climat difficile, affrontant une nouvelle fois un Conseil inconséquent et peu conscient de ses responsabilités.

Mais, aujourd’hui, chers collègues, j’ai mal à mon Europe. Certes, le Parlement européen a obtenu quelques avancées sur la rubrique 1, dont Erasmus et l’emploi des jeunes, et sur la rubrique 2, avec un coup de pouce à l’installation des jeunes agriculteurs, mais cela n’est qu’une goutte d’eau dans l’océan des besoins que nous évoquons régulièrement dans cet hémicycle. Ces nouvelles politiques, souvent pertinentes, que nous propose le Conseil, sans apporter l’argent frais nécessaire, nous obligent à déshabiller Paul pour habiller Pierre. Chaque année, c’est le même processus et, chaque année, nous cédons.

Je suis désolé mais, aujourd’hui, la seule arme dont je dispose pour essayer de faire bouger les lignes et d’assumer mes responsabilités, c’est de ne pas voter ce budget.

  John Howarth (S&D). – Madam President, the European Union budget is indeed like Christmas in that it comes round at the same time every year. I would say to the Council, in thanking everyone for their work, that the least we can do, when we know that the budget is coming around at the same time every year, is to come to the negotiations with a proper mandate so that we can make progress in a businesslike fashion. I hope that will be taken on board in the future.

You cannot have everything in a budget, but I would welcome much of the progress that was made, particularly in areas such as youth unemployment, which remain particularly urgent. However, I would say to the Commissioner that, where there are perhaps issues with take-up, I hope he would undertake to look urgently at how these programmes can be simplified in the future. I also welcome the progress on Horizon 2020 and Erasmus. This is not remote stuff, this is real research, real students educated, real lives transformed, real lives saved through that research, and new frontiers of humanity pushed forward.

  Doru-Claudian Frunzulică (S&D). – Madam President, in the context of the debate and vote in the EP ministerial on the 2018 budget procedure, I completely support the results of the agreement by the Budget Conciliation Committee for 2018. The joint conclusions on the 2018 budget were negotiated and adopted in the EP Conciliation Committee on the morning of 18 November. The document reflects the priorities of my country, Romania, such as the adequate provision of resources for the financing of the cohesion policy and common agricultural policy in 2018.

The agreement is an important one because it includes payment of EUR 46.5 billion for cohesion policy funding (Subchapter 1B), payments that will cover the volume of applications that will be sent for payment from the EU budget in 2018. This is extremely important for Central and Eastern European Union Members. During the negotiations there was a high risk of reducing payment appropriations in the case of cohesion policy. However, it proved possible to protect payments at a level close to that proposed for the common agricultural policy.

  Ελευθέριος Συναδινός (NI). – Κυρία Πρόεδρε, το κοινό σχέδιο γενικού προϋπολογισμού της Ένωσης θα εγκριθεί. Απόδειξη είναι ότι η τελετή για την υπογραφή του έχει ήδη προγραμματιστεί για αμέσως μετά την ψηφοφορία. Μακάρι, όμως, να ήταν αυτό το μόνο μεμπτό κομμάτι της διοργανικής φαρσοκωμωδίας, η οποία κατέληξε σε δραματικό φιάσκο.

Προτεραιότητα και επιθυμία της πολιτικής ελίτ αποτελεί η δαπάνη κονδυλίων στα ήδη εύρωστα κράτη μέλη και σε τρίτες χώρες που πιέζουν και εκβιάζουν καταστάσεις μέσω της κατευθυνόμενης λαθρομετανάστευσης. Οι βαρύγδουπες δηλώσεις και η πληρωμένη προπαγάνδα δεν οδηγούν σε βιώσιμη ανάπτυξη, αξιοπρεπή εργασία ή μείωση της χρόνιας ανεργίας στις ασθενέστερες χώρες. Είναι ουτοπικό -αν όχι εγκληματικά αφελές- να προσδοκούμε καλύτερα αποτελέσματα εφαρμόζοντας τις ίδιες πολιτικές, με γνωστά και αποτυχημένα εργαλεία. Σε αυτή την Ένωση αντιτάσσονται και δυσθυμούν οι πολίτες. Προέχει η ιεράρχηση των πραγματικών προβλημάτων και αναγκών των πολιτών και η εξεύρεση ουσιαστικών λύσεων. Διαφορετικά, σε λίγα χρόνια, οι λαοί της Ευρώπης θα αποτελούν το ξένο σώμα της Γηραιάς Ηπείρου.

  Monika Beňová (S&D). – Vážená pani predsedajúca, chcela by som oceniť prácu na rozpočte na rok 2018, a zvlášť potom kapitoly, ktoré sa týkajú riešenia migračnej krízy a boja proti terorizmu, a takisto veľmi vyvážené oblasti, ktoré sa týkajú podpory mladých ľudí, či už pre Erasmus, alebo aj pre všeobecný program na podporu zamestnávania mladých ľudí. Mladí ľudia potrebujú cítiť perspektívu v Európskej únii a je skutočne veľmi dobré, že sa práve túto oblasť podarilo navýšiť. Chcela by som ale upozorniť na také tri body, v prípade ktorých by bolo dobré, keby ich Komisia do budúcnosti v spolupráci s Parlamentom a s Radou možno lepšie strážila. Jednak je to využívanie zdrojov pre rozvojovú pomoc, komu vlastne tieto peniaze naozaj prídu, a ako sú tieto peniaze naozaj realizované. Jednak je to lepšia kontrola prostriedkov prostredníctvom kohézneho fondu, ktoré sú vynakladané, a v neposlednom rade – spomínal to už kolega predo mnou – aké spoločnosti participujú na využívaní európskych peňazí. Sú to skutočne reálne spoločnosti alebo ide o nejaké schránkové spoločnosti, ktoré takto ukracujú štátne rozpočty?

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, συζητούμε για τον προϋπολογισμό της Ευρωπαϊκής Ένωσης, ο οποίος χρηματοδοτεί -και μάλιστα αδρά- χώρες που δεν σέβονται τις αρχές και τις αξίες της Ένωσης· έναν προϋπολογισμό που χρηματοδοτεί την Τουρκία, η οποία απειλεί την Ελλάδα με casus belli αν προχωρήσει στην αύξηση των χωρικών της υδάτων στα δώδεκα μίλια. Την Τουρκία, η οποία παραβιάζει τον ελληνικό εναέριο χώρο και τα ελληνικά χωρικά ύδατα, αμφισβητεί τη Συνθήκη της Λοζάνης και βεβηλώνει την Αγιά Σοφιά. Την Τουρκία, η οποία έχει γεμίσει τα νησιά του Αιγαίου με χιλιάδες παράνομους μετανάστες, έχει εισβάλει παράνομα στην Κύπρο, κατέχει το 37% της Κυπριακής Δημοκρατίας και παραβιάζει την ΑΟΖ της Κύπρου. Ταυτόχρονα, ο προϋπολογισμός της Ευρωπαϊκής Ένωσης χρηματοδοτεί την Αλβανία, που καταπατά τα δικαιώματα της ελληνικής εθνικής μειονότητας της Βορείου Ηπείρου, γκρεμίζει σπίτια στη Χειμάρρα και προβάλλει παράνομες αξιώσεις επί του ελληνικού εδάφους. Δεν πρόκειται, λοιπόν, να ψηφίσω έναν τέτοιον προϋπολογισμό.

  Tibor Szanyi (S&D). – Köszönöm szépen a lehetőséget, tisztelt Elnök Asszony, bár nyilvánvalóan nincs az a költségvetés a földön, amit bárki teljes mértékben el tudna fogadni. Valamennyien hallottunk örömöket és kritikákat is fölvonultató megjegyzéseket. Én azért most inkább az örömökre koncentrálnék, és azokra az új jelenségekre szeretném fölhívni az Önök figyelmét, amelyek ebben a költségvetésben rejlenek.

Ilyen például az úgynevezett „smart villages” azaz az úgynevezett „okos falvakat” támogató kezdeményezésnek a támogatása, és ez először jelenik meg egyébként a költségvetésben egy úgynevezett előkészítő projekt révén. Én úgy gondolom, hogy egy olyan közegben, amikor a mezőgazdaságban termelőknek csupán 6%-a 35 év alatti, egy elöregedett szakmáról beszélünk tulajdonképpen, ezen áll vagy bukik Európa jövője, Európa táplálkozása. Én azt hiszem, hogy ez a kezdeményezés különös figyelmet érdemel, és nagyon köszönöm Mureşan úrnak és mindenkinek, aki a költségvetést készítette, hogy ebben közreműködött.

  Krisztina Morvai (NI). – Elnök Úr! Oettinger biztos úrhoz szólnék. Jól ismert az Ön neve Magyarországon, hiszen Ön tette azt a történelmi jelentőségű, feltáró jellegű beismerő vallomást, hogy a Magyarországnak és más volt kommunista országoknak az Európai Uniótól juttatott kohéziós pénzek tulajdonképpen szinte teljes egészében visszajutnak a nyugati országokhoz, a nyugati cégekhez, a multinacionális cégekhez. Ugye gyermeki őszinteséggel kiáltott föl, amikor a migrációs politikánk miatt azzal akartak büntetni minket, hogy ezeket a kohéziós pénzeket elveszik, megvonják. Azt mondta: „Isten ments, hiszen a nyugatot büntetnék!”

Kérdésem: mi a véleménye kohéziós szempontból, a konvergencia szempontjából erről a költségvetésről? Készítenek-e egyáltalán „impact assessmentet”, hatásvizsgálatot a vonatkozásban, hogy a nyugat és kelet között fennálló hatalmas jövedelmi és életszínvonal különbséget mennyiben csökkenti egy ilyen költségvetés. Várom a válaszát, Biztos Úr! Köszönöm!

  Günther Oettinger, Mitglied der Kommission. – Frau Präsidentin, meine sehr verehrten Damen und Herren Abgeordnete! Wir haben die Vielzahl von Wortmeldungen aufgenommen und werden sie zum einen für die Maßnahmen des Haushaltsvollzugs beachten, zum Zweiten sind sie auch wichtige Ratschläge für den Haushaltsrahmen auf dem Weg in das nächste Jahrzehnt.

Ich glaube nicht, dass man sagen kann: „Der laufende Haushaltsrahmen funktioniert nicht.“ Mit Flexibilität und anderen Instrumenten können wir bei allen Problemen die wichtigsten Aufgaben und Ausgaben bewältigen. Trotzdem, Herr Kollege Geier, kann man für den nächsten Haushaltsrahmen davon lernen, indem man versuchen sollte, externe Fonds und Instrumente zu integrieren, damit das Königsrecht des Parlaments zu stärken und zum Zweiten die Gesamteinnahmen etwas eher zu bemessen entlang der bekannten Ausgaben plus noch nicht konkret absehbarer, aber wahrscheinlicher neuer Herausforderungen, die auf einer Wegstrecke von sieben Jahren immer entstehen. Das zeigt sich jetzt nach vier Jahren nur allzu gut.

Es gab überwiegend Zustimmung zum Haushaltsrahmen, es gab aber auch harte Kritik. Ich bedaure, dass von den harten Kritikern nur noch ein Abgeordneter im Saal geblieben ist. Es wurde von einigen jetzt Abwesenden das Thema Austritt des Vereinigten Königreichs angesprochen. Noch haben wir keine Einigung. Aber klar ist Folgendes: Wir haben einen einstimmig verabschiedeten Haushaltsrahmen, der bis Ende 2020 reicht. Der wurde im Dezember 2013 von der damaligen britischen Regierung ebenfalls beschlossen; sie hat ihm zugestimmt. Er besteht aus Einnahmen, Mittelbindungen und Zahlungen, also Ausgaben. Und wenn wir jetzt in diesen Jahren des Haushaltsrahmens Verpflichtungen eingehen für große Projekte der Infrastruktur – Schienenwegemaßnahmen, Straßenmaßnahmen oder Forschungsprojekte –, dann müssen wir erwarten, dass für den gesamten Haushaltsrahmen alle 28 Beteiligten uns die Einnahmen geben, damit man einstimmig beschlossene Ausgaben auch ohne Nachteil für irgendeinen der verbleibenden Mitgliedstaaten finanzieren kann. So etwas nenne ich Konsequenz und Fairness – nicht mehr und nicht weniger erwarten wir. Nochmals: Der Haushaltsrahmen bedarf im Rat der Einstimmigkeit. Die britische Regierung hat für das gesamte Volumen bis Ende 2020 zugestimmt.

Ich glaube, dass wir in diesem Haushalt jede Menge an Mehrwert aufzeigen können; der ist mir wichtig. Wir investieren und schaffen einen Mehrwert, indem wir auf europäischer Ebene und nicht nur auf der Ebene der Mitgliedstaaten investieren.

Erstens: Forschungsprojekte. In einer dynamischen Forschungswelt, in Kenntnis von Silicon Valley, Pentagon, Beijing, Shanghai und Seoul müssen wir sehen, dass bei so wichtigen Forschungszielen im digitalen Zeitalter kein Mitgliedstaat – auch nicht die großen Mitgliedstaaten – und kein Unternehmen in der Lage ist, die Geschwindigkeit, aus Forschung in Entwicklung und Produktion zu gehen, alleine zu schaffen. Mit europäischen Forschungsteams – Delft, Oxford, Grenoble, München, Cambridge – und mit der forschenden Industrie schaffen wir, im globalen Wettbewerb vorne zu bleiben, wo wir vorne sind, und mitzuhalten, wo wir derzeit zurückliegen. Klarer Mehrwert für jeden Mitgliedstaat, für den europäischen Arbeitsmarkt, für die europäische Wirtschaftskraft und Wettbewerbsfähigkeit.

Ein zweites Beispiel: Kohäsion. Ich bin als Bürger eines Nettozahlermitgliedstaats stolz darauf, dass ein Teil des Geldes, das Steuerzahler unter anderem aus Deutschland in den europäischen Haushalt geben, für Infrastrukturprojekte nach Bulgarien geht. Denn das Pro-Kopf-BIP liegt im europäischen Schnitt bei 30 000 Euro, in Luxemburg bei 90 000 Euro, in Bulgarien bei 6 500 Euro. Dieser Abstand würde Europa zerreißen, würde auf dem Kontinent Gegnerschaft und nicht Partnerschaft erzeugen. Deshalb müssen wir durch anhaltende Kohäsionspolitik nicht Luxemburg nach unten bringen, aber Bulgarien, Lettland, Litauen, Estland, Rumänien nach oben bringen. Das ist ein klarer Auftrag eines solidarischen Kontinents, der damit auch über Sprach- und Gebietsgrenzen hinweg Frieden stiftet. Ich bin stolz darauf, dass dies geschieht. Ich finde, wir sollten alle stolz darauf sein – egal wo wir herkommen, egal wie wohlhabend und wettbewerbsfähig wir derzeit sind.

Ein drittes Beispiel: Kein Mitgliedstaat alleine hat die Autorität, um beim Thema Klimaschutz etwas zu bewirken – kein Mitgliedstaat! Dies hat sich 2009 in Kopenhagen gezeigt. Da gab es keine europäische Strategie, kein Mandat für die Europäische Union. Das Gegenbeispiel: Paris 2015. Wir hatten gemeinsame Ziele und hatten gemeinsam Erfolg. Ich glaube, gerade die britischen Freunde, denen Klimaschutz zu Recht sehr wichtig ist, müssen begreifen: Ohne Europäische Union wäre Europa beim Thema Klimaschutz im globalen Diskurs nicht mehr relevant.

Ein weiteres Beispiel, das ich ansprechen will, ist der oftmals gescholtene Agrarhaushalt. Da kann man zum Thema Ökologisierung und Klimaschutz einiges verbessern. Aber dass wir mit 30 Cent pro Bürger Europas pro Tag gesunde Lebensmittel, genügend Lebensmittel und intakten ländlichen Raum zu organisieren versuchen und es weitgehend schaffen – für 30 Cent pro Bürger und Tag –, ist ein preiswerter Einsatz im europäischen Haushalt mit einem großen Nutzen für jeden, der gesunde Nahrungsmittel, Getränke und regionale Kost in Europa will. Ich könnte andere Beispiele zur Genüge erwähnen.

Ich komme zum Schluss. Natürlich können wir auch im europäischen Haushalt einsparen. Aber wir müssen immer sehen: Von 100 Euro, die ein europäischer Bürger durch Händearbeit, durch Kopfarbeit oder durch Vermögensanlagen erwirtschaftet, gehen 40 bis 50 Euro in die Kassen der öffentlichen Hand. Von diesen 40 bis 50 Euro kommt ein Euro nach Europa. Es bleiben 39 bis 49 Euro in London, Berlin, Paris, Rom, Tallinn, in den Regionen, den Kommunen. Das heißt, wir sind im Grunde genommen nur ein Vierzigstel bis ein Fünfzigstel dessen, was aus öffentlichen Kassen ausgegeben wird, eigentlich eine sehr sparsame Veranstaltung. Wer dann hier noch derart vehement gegen europäische Haushaltspolitik argumentiert oder gar statt von Information von Propaganda spricht, der das Haus der Geschichte als Haus des Horrors diffamiert – so gerade eben getan –, lebt, glaube ich, in einer anderen, jedenfalls in keiner korrekten Welt.

  Matti Maasikas, President-in-Office of the Council. – Madam President, I would like to thank the honourable Members very much for this very interesting exchange of views. It has shown that, despite some differences, which are quite natural, we are united in our commitment to making progress for the benefit of Europe and its citizens.

The negotiations on the 2018 budget took place in complex circumstances and in my introductory remarks I also referred to some discussions, not only between the delegations, but within the delegations. In spite of this, we worked together in a constructive manner and were able to reconcile our positions on how to finance the different priorities and actions of the Union. I am convinced that the agreement reached is a good and balanced result, allowing the Union to act and to react to the various needs.

Thank you very much once more and I wish you wisdom for tomorrow’s vote.

  Jean Arthuis, président de la commission des budgets. –Madame la Présidente, nous voici au terme d’un débat tout à fait intéressant sur le projet de budget de l’Union européenne pour 2018. Je remercie le ministre Matti Maasikas d’avoir rappelé que, ces trois dernières années, nous sommes parvenus à un accord.

Il y avait, au sein du Parlement européen, l’idée que nous échouions une année sur deux. Nous avons échoué fin 2014 sur le projet de budget 2015 mais, mes chers collègues, il ne suffit pas d’échouer pour avoir un meilleur budget. Le souvenir que j’en ai gardé, c’est que la version mise au point à l’époque par la Commission n’a pas apporté de modifications significatives. Quand on mène une bataille, il faut être prêt à aller jusqu’au bout, y compris refuser de voter le budget, mais je n’ai pas trouvé, à l’époque, les appuis qu’on aurait pu imaginer en ce sens.

Ayant dit cela, je voudrais aussi convaincre mes collègues qui nous ont laissé entendre qu’ils pourraient s’abstenir demain. Je voudrais être sûr qu’il n’y a pas un malentendu.

D’abord, M. Viotti pourrait nous être reconnaissants d’avoir fait en sorte que la révision à mi-parcours ne soit pas une bible intangible, bien au contraire, et on en a fait la démonstration. M. Viotti sera rapporteur général l’année prochaine et il nous saura gré d’avoir fait cette démonstration.

Mme Thomas, je voudrais quand même essayer de la convaincre. D’abord sur un point: vous nous avez dit qu’il n’y avait pas suffisamment de crédits pour l’aide humanitaire et, si j’avais un petit reproche à faire à notre cher commissaire, ce serait qu’il aurait peut-être pu, à l’occasion de la conciliation budgétaire, nous dire qu’il s’apprêtait à opérer un projet de transfert de 62 millions pris sur les crédits de la préadhésion turque, et ce en faveur de l’aide humanitaire. Ne le prenez pas en mauvaise part, Monsieur le Commissaire, je veux simplement dire que cet argument-là pourrait apaiser les craintes de Mme Thomas et la convaincre de voter ce projet de budget.

Deuxième élément, elle nous dit que, concernant l’initiative pour l’emploi des jeunes, au fond, elle redoute la concentration des crédits en début de période, et c’est vrai que l’année dernière, il y avait une note de bas de page, mais cette note a disparu. Il n’y a eu aucune observation, aucune restriction de la part de la Commission, sur le vote de l’amendement de 116 millions qui a été voté, donc il n’y a pas de restrictions, Madame Thomas.

Je voulais me permettre ces observations et vous dire, chers collègues, que notre budget, on l’a rappelé, c’est 1 % du produit intérieur brut européen et que, dans ce budget, 80 % sont pré-affectés, soit à la politique agricole commune, soit au Fonds de cohésion, pays par pays, à l’euro près, ainsi qu’aux institutions – la Commission, le Parlement, le Conseil, la Cour de justice, la Cour des comptes et un certain nombre d’autres institutions européennes. Donc moi je fais confiance à la Commission. Des engagements ont été pris, notamment pour la Cour de justice, et je ne doute pas qu’ils seront respectés.

J’ai entendu aussi des engagements qui allaient être pris par rapport aux souhaits qu’avait exprimés notre collègue Deprez sur l’aide qui serait apportée aux victimes d’attentats. Je suis confiant. Donc, pour ceux d’entre vous, chers collègues, qui auraient eu une hésitation, je me permets de vous recommander, demain, de voter ce budget pour 2018. Ce serait une façon de préparer dans la sérénité le prochain cadre financier pluriannuel.

  Dominique Bilde (ENF), par écrit. – 2018 restera l’année d’un budget sans vision et sans ambition. Sans ambition, d’abord, pour la jeunesse, puisque, alors que toute une génération traverse une crise sans précédent, l’Union européenne se satisfait de pis-aller, du volontariat aux emplois sans perspectives, destinés à soustraire temporairement des chiffres du chômage quelques-uns des quatre millions de jeunes privés d’emplois.

Si le budget d’Erasmus + se voit légèrement renforcé, c’est notamment au travers des fonds de coopération qui permettront son internationalisation au détriment des jeunes Européens. Sans ambition non plus pour la recherche, puisque les projets à même d’assurer la prééminence technologique de l’Europe voient leurs enveloppes amputées.

Car c’est, bien sûr, l’immigration et l’élargissement qui se taillent la part du lion, bafouant la désapprobation des opinions publiques européennes. N’est-il pas ainsi scandaleux de constater que, malgré les violations de l’État de droit, malgré l’hostilité des Européens vis-à-vis d’une éventuelle adhésion, 131 millions d’euros seront versés à la Turquie en 2018? De même, les fonds destinés aux Balkans sont renforcés, confirmant la volonté de Jean-Claude Juncker de voir le processus d’adhésion se concrétiser dès 2025.

Manifestement, ce budget trahit l’esprit d’une Union européenne sourde aux aspirations des peuples qui la composent.

  Vilija Blinkevičiūtė (S&D), raštu. – Sveikinu Taikinimo komitetą pasiekus susitarimą dėl 2018 finansinių metų bendrojo biudžeto. Džiugu, kad Parlamentas, Taryba ir Komisija sugebėjo susitarti dėl Europos Sąjungos biudžeto kitiems metams ir ypatingai džiugu, kad Parlamento derybininkams pavyko iškovoti reikšmingų pakeitimų, kurie atneš daug naudos Europos piliečiams. Svarbu išskirti, kad Europos Parlamentas nepritarė Tarybos siūlymui sumažinti darbo vietų ir ūkio augimo politikų finansavimą 750 mln. eurų. Ne mažiau reikšmingas pasiekimas – iškovota papildoma parama keletui svarbių programų, tarp kurių – Jaunimo užimtumo iniciatyva. Jai numatyta 350 mln. eurų. Tai labai reikalinga finansinė parama kovai su jaunimo nedarbu, ir džiugu girdėti, kad Parlamento derybininkai yra pasiruošę įvertinti šią programą kitais metais ir pažadėjo, kad, jei reikės, skirs daugiau išteklių. Jau šiuo metu ES skiria nemažai lėšų, kad būtų suteiktos perspektyvos tiems jauniems žmonėms, kurie vis dar ieško darbo, tačiau statistika rodo, kad užimtumo lygis jaunimo tarpe nedidėja taip, kaip norėtume. Todėl tikiuosi, jog ši padidinta parama turės teigiamą poveikį jaunimo nedarbo problemai spręsti. Taip pat sveikinu derybininkus su Mokslinių tyrimų rėmimo programai „Horizontas 2020“ iškovotais 110 mln. eurų, o studentų mainų programai Erasmus+ – 24 mln. eurų, kad Europos jaunimas galėtų keliauti, taptų konkurencingesnis, įgytų daugiau įgūdžių ir sėkmingai dirbtų ateities darbo rinkose. Galiausiai, parama padidinta ir jauniesiems ūkininkams. Jie papildomai gaus 34 mln. eurų.

  Nicola Caputo (S&D), per iscritto. – Il bilancio è lo strumento politico più importante che abbiamo nelle nostre mani. Mette in evidenza la serietà delle azioni con cui intendiamo affrontare i problemi. Non c'è dubbio che immigrazione e lavoro siano le priorità su cui l'Europa si sta giocando una buona parte del proprio futuro, eppure il Consiglio non sembra aver recepito questo, visto che in fase di trilogo ha negoziato per abbassare gli impegni - sostenuti da questo Parlamento - per l'Iniziativa per l'Impiego Giovanile, per i programmi Horizon2020 COSME ed Erasmus+, nonché quelli per il Fondo Asilo Migrazione e Integrazione e per l'EASO, l'Ufficio di Supporto all'Asilo. Occorre fare un ragionamento diverso su questi temi che esca dalla logica della crisi, dando risorse sufficienti per programmare interventi strutturati. Difficile da digerire anche lo scarso rilievo dato al programma Europe for Citizens, uno dei principali strumenti per avvicinare i cittadini all'Unione europea. Sulle altre linee di bilancio ritengo che sia stato trovato un accordo soddisfacente, ma non credo che l'impegno complessivo preso dall'Unione europea sia pienamente corrispondente alle aspettative dei cittadini europei e dei loro bisogni.

  Tamás Deutsch (PPE), írásban. – Az Európai Parlament és a Tanács közös álláspontja az Európai Unió 2018. évi költségvetésére 160,1 milliárd euró kötelezettségvállalást, illetve 144,6 milliárd euró kifizetést szán. Magyarország számára a legfontosabbak a kohéziós- és agrárforrások kapcsán elért sikerek. A magyar gazdák 2018-ban is meg fogják kapni a nekik járó uniós támogatásokat. Az európai vidékfejlesztésre pedig 1,4 milliárd euróval többet költhetnek majd jövőre a tagállamok. 2018-ban is rekord összegű kohéziós forrás kifizetése várható Magyarországon. Az Európai Unió költségvetésében a tagállami projektekre költhető pénzek 16,9 milliárd euróval emelkednek 2017-hez képest. Így a tagállamok által benyújtott számlák rendezésére 2018-ban 46,5 milliárd euró fordítható majd.

  Ева Майдел (PPE), в писмена форма. – Основната задача на ЕС е да реагира адекватно на предизвикателствата, пред които нашите европейски общества са изправени. Намираме се в сложна геополитическа среда и наша отговорност е да вземаме правилните мерки и решения, за да осигурим добро бъдеще.

Европейският съюз е доказал, че е конкурентоспособен, когато инвестира в наука, инфраструктура, образование и малки и средни предприятия. Затова през новата година парите, отделени за програмите Хоризонт 2020, COSME, ЕФСИ, Еразъм+ и много други, доказали се като успешни, ще бъдат добри вложения, които ще създадат огромна добавена стойност за Европа.

Икономическият растеж на една общност не може да бъде възможен, когато са налице проблеми в сигурността. Затова увеличението на бюджета в сферата на външната политика в областта на миграцията, борбата с тероризма и организираната престъпност е най-правилното решение, което може да бъде взето.

Нуждите и тревогите на хората са много и се простират от управлението на миграцията и защитата на външните ни граници до реализирането на пазара на труда и достъпа до качественото образование за нашите деца. Аз смятам, че бюджетът за 2018 г. напълно отговаря на очакванията на европейските жители и доказва, че ЕС се вслушва в гласа на своите граждани.

  Ivan Štefanec (PPE), písomne. – Nedávne udalosti nás naučili, že európske financie musia oveľa efektívnejšie ako v minulosti reagovať na aktuálne udalosti, ktoré ohrozujú bezpečnosť a stabilitu Európskej únie. Vítam navýšenie prostriedkov na ochranu hraníc, na bezpečnosť a obranu pred novými druhmi hrozieb. Na strane druhej by sme však nemali rezignovať na poskytovanie predvstupovej pomoci kandidátskym krajinám a mali by sme v rovnakej miere ako doteraz pokračovať v politike kohézie a vyrovnávať rozdiely medzi našimi regiónmi.

  Bogdan Andrzej Zdrojewski (PPE), na piśmie. – Osiągnięte dwa tygodnie temu porozumienie w sprawie budżetu UE na 2018 rok przyjmuję z umiarkowaną satysfakcją. Wspólny tekst, przewidujący łączne zobowiązania w wysokości 160,11 mld EUR i łączne płatności w wysokości 144,68 mld EUR, stanowi bowiem jedynie w pewnym stopniu odzwierciedlenie naszej walki jako Parlamentu o adekwatne finansowanie dla inicjatyw obejmujących zrównoważony wzrost gospodarczy, miejsca pracy, w szczególności zatrudnienie młodzieży, oraz bezpieczeństwo.

Jako wieloletni sprawozdawca budżetowy Komisji Kultury i Edukacji ze szczególną uwagą patrzę na adekwatne finansowanie programów z tego obszaru. U progu rozpoczynających się, trudnych negocjacji nad nowymi WRF podkreślam znaczenie przyszłorocznego budżetu UE jako jednego z ostatnich budżetów objętych aktualnymi WRF. Wynegocjowana perspektywa będzie miała kluczowe znaczenie dla ciągłości i samej racji bytu działań Unii w dziedzinie kultury i edukacji.

Nieustannie apeluję o zwiększenie finansowania programów Erasmus+, Kreatywna Europa i Europa dla Obywateli. W przypadku programu Erasmus+ rewizja obecnych WRF dała już dobry sygnał, podobnie jak tegoroczna procedura budżetowa, w ramach której zdołaliśmy dla tego programu wywalczyć dodatkowe 24 mln EUR. Uważam jednak, że przyszła perspektywa finansowa musi jeszcze lepiej odpowiedzieć na zapotrzebowanie programów takich jak Erasmus+ czy Kreatywna Europa, cieszących się niesłabnącym zainteresowaniem beneficjentów i będących niezaprzeczalnie jednym z sukcesów integracji europejskiej.
