  Jens Rohde, rapporteur for the opinion of the Committee on Agriculture and Rural Development. – Mr President, let me catch up on the very good speech by Mr Turmes and the highly relevant question he asked. How can we ensure that Member States deliver on their targets? This is crucial, as governance is the backbone of the Energy Union. Unfortunately, our answer to that question is: we don’t know yet. My proposal, which was adopted by the Committee on Agriculture and Rural Development, was to change the Commission’s recommendations into requirements when Member States fail to meet their targets. Unfortunately, this proposal was not adopted by the lead committee, and I must say I regret that. It should have been the answer to Mr Turmes’ highly relevant question.
