  Manfred Weber (PPE). – Herr Präsident! Ich habe um das Wort gebeten, weil ich noch einmal eine Dringlichkeit aufrufen will, und zwar die Tatsache, die Sie gestern schon in Ihrem Statement angesprochen haben, nämlich die Tötung des slowakischen Journalisten. Wir haben heute in den europäischen Medien neue Fakten dazu gehört, dass nach dem Fall in Malta und nach dem Fall in der Slowakei jetzt leider Gottes zwei Journalisten in ihrem Einsatz für die Meinungsfreiheit ermordet worden sind. Ich möchte aufgrund der Dringlichkeit bitten, weil diese Woche keine CoP-Sitzung ist, dass wir als Parlament zum Ausdruck bringen, dass wir Wert darauf legen, dass es eine unabhängige Ermittlung im Fall der Slowakei gibt, dass die Fakten auf den Tisch gelegt werden, um die Unabhängigkeit zu erzielen.

Zum Zweiten: Nachdem heute auch in den öffentlichen Medien berichtet worden ist, dass EU-Gelder offensichtlich eventuell missbraucht worden sind, würde ich bitten, dass wir unseren CONT-Ausschuss beauftragen, eine eigene Untersuchungsmission in die Slowakei zu senden. Das Europäische Parlament muss die driving force sein, um Licht ins Dunkel der Vorfälle in der Slowakei zu bringen und die unabhängigen Journalisten zu beschützen. Ich bitte, dass wir das als Parlament auf den Weg bringen.

  Udo Bullmann (S&D). – Herr Präsident! Ich glaube, dass dieses Parlament – und das darf ich für meine Fraktion sagen – sich von niemandem übertreffen lassen wird, wenn es darum geht, den Rechtsstaat zu verteidigen und alle kriminellen Vorfälle – schlimme Vorfälle wie die Tötung von Journalisten – vorbehaltslos zu untersuchen, rückhaltlos zu untersuchen und allem auf den Grund zu gehen.

Wir sind deswegen auch dafür, dass wir zu gegebener Zeit, wenn die Faktenlage das erlaubt, hier eine Aussprache dazu durchführen. Das ist, glaube ich, auch der Konsens unter den Kräften des Hauses. Ich will nur daran erinnern, dass diese Mission, die vom Kollegen Weber vorgeschlagen wurde auf der Agenda des TAXE-III-Ausschusses steht, also ohnehin für den neuen Untersuchungsausschuss, den wir heute auch in Gang bringen wollen, vorgesehen ist. Ich bitte den Präsidenten, sich mit den Verantwortlichen in TAXE III ins Benehmen zu setzen, damit keine Doppelarbeit erforderlich wird.

Ansonsten möchte ich Herrn Weber daran erinnern, dass wir alles vorbehaltlos untersuchen. Das gilt für alle Staaten der Europäischen Union, unabhängig von der Frage, welcher Regierungschef gerade möglicherweise auch Mitglied der EVP ist. Das wird uns nicht hindern, in klarer und radikaler Weise alles zu untersuchen, was zu untersuchen ist. Das gilt auch für aktuelle Korruptionsvorwürfe, die in dem Zusammenhang laut geworden sind.

  Sven Giegold (Verts/ALE). – Mr President, I would like to stress that the murder of journalists should never become a question of party politics. It is too serious a matter.

This Parliament took tough action when this happened in Malta and we should do the utmost to take similar action when it happens in the Slovak Republic. Therefore I support the suggestion by Mr Weber to send an ad hoc mission to Slovakia, and to do so under the remit of the Conference of Presidents, because we cannot wait another few weeks until a secretariat has been created for the new committee: we have to act now. Journalists have the right to act freely in investigating corruption and taxation issues, and this Parliament should waste no time in safeguarding that right.

  Presidente. – Sono anch'io convinto che la libertà di stampa non sia né una questione di destra, né di centro, né di sinistra. La libertà di stampa è un valore fondamentale per tutta l'Unione europea e lo deve essere per tutti i governi, di qualunque colore siano.

Quindi credo che la soluzione migliore sia quella di avviare oggi stesso una procedura scritta attraverso i presidenti dei gruppi politici per decidere di inviare un gruppo di parlamentari, vediamo in quale formula, in Slovacchia per accertare cosa è accaduto, così coma la commissione "Panama Papers" andò a Malta per vedere quello che stava accadendo. Vi proporrò una procedura scritta nel pomeriggio, in modo che non si debba perdere altro tempo.

Devo altresì dirvi che oggi sono state arrestate tre persone: si tratta di tre cittadini italiani che vivevano in Slovacchia. Però il problema è capire non soltanto chi sono gli esecutori materiali, ma chi sono i mandanti dell'omicidio. Ancora non abbiamo capito bene chi erano i mandanti dell'omicidio di Daphne Caruana Galizia. Come ho detto, continuerò a insistere su questo argomento perché non possiamo dare lezioni agli altri se prima non guardiamo dentro casa nostra.

Quindi procederò rapidamente con una procedura scritta in modo che tutti i gruppi possano formalmente esprimere la loro volontà e sia possibile mandare quanto prima questa delegazione di parlamentari.

  Alessandra Mussolini (PPE). – Signor Presidente, onorevoli colleghi, parlando anche a nome del mio collega Alberto Cirio e di altri a proposito della Slovacchia, noi presentiamo questa interrogazione. Il Presidente Weber ha parlato di fondi, di un uso non corretto, ma c'è anche un uso non corretto della delocalizzazione, del dumping interno, e mi riferisco ai lavoratori dell'Embraco, che saranno licenziati, e l'azienda potrebbe passare dall'Italia alla Slovacchia. Questo è un uso improprio, è gravissimo che accada all'interno delle regioni dell'Unione europea.

  Presidente. – Mi sono occupato direttamente della vicenda perché ieri, accompagnati dal presidente della Regione Piemonte, sono venuti i lavoratori e i rappresentanti sindacali dell'impresa in questione. Mi sono già mobilitato per cercare di dare una risposta concreta e sono in sintonia con i sindacati, con il presidente della Regione e anche con le autorità italiane che stanno seguendo la vicenda.

  Martina Anderson (GUE/NGL). – Mr President, you’re talking about Member States upholding the rule of law, and about the murder of journalists. And, given that we have Nils Muižnieks sitting here and going to address the House, I think it is important that we remember the murder, by loyalists, of human rights lawyer Pat Finucane and the fact it has been evidentially proven that there was British collusion in that murder. So here you have a Member State involved in the murder of a human rights lawyer – Pat Finucane.

  Patrizia Toia (S&D). – Signor Presidente, onorevoli colleghi, sappiamo e apprezziamo quello che Lei ha fatto ieri e farà per questa situazione molto incresciosa sulla quale, come Lei sa, gli sforzi del governo italiano convergono nella stessa direzione: chiedere alle imprese multinazionali che abbiano un senso di responsabilità sociale. Quando vanno in un paese investono, lavorano, e non possono chiudere per motivi puramente finanziari, perché ne va della loro reputation e quindi diventa anche un danno per loro.

Le chiedo solo che nel corso di questa valutazione, che farà anche la commissione per il controllo dei bilanci con tutti gli strumenti che avremo, noi si valuti anche se i fondi regionali, i fondi europei che vanno alle regioni meno sviluppate per crescere, vengono invece utilizzati per fare questo da dumping del lavoro, sociale e fiscale. Penso che, accanto a tutte le azioni che faremo per quest'impresa, per i lavoratori che abbiamo ricevuto tutti insieme, ci sia anche questo aspetto dell'utilizzo dei fondi europei.

  Ana Gomes (S&D). – Madam President, I have the honour to lead the mission to Malta and I would like to concur that indeed there is still more work to be done. We are waiting for an answer from the Conference of Presidents but, of course, the work to be done should be done under the remit of the Committee on Civil Liberties, Justice and Home Affairs, and the new committee that is to be established following on from the Committee on Money Laundering, Tax Avoidance and Tax Evasion (PANA Committee).

However, Mr President, what I wish to ask for now is that you should raise with the Vice-President of the Commission and High Representative for Foreign Affairs and Security Policy the situation in Ethiopia. Brutal repression is going on. The Government, including the Prime Minister, has resigned. A state of emergency has been re-imposed, and the statement made by the European Union is a shame by comparison with the one put out by the Americans condemning the reinstatement of the state of emergency.

I ask you to bring this up with the Commission and with High Representative Mogherini. The European Union needs to take a position in the light of our values and the interests of democracy – which must be inclusive – in Ethiopia, as well as the re-establishment of the rule of law and respect for human rights.

  Presidente. – È quello che stiamo facendo, ma la vicenda del giornalista assassinato è una vicenda talmente grave che anche il Commissario per i diritti umani che abbiamo invitato, il signor Muižnieks, avrà ben capito l'importanza della questione. Lo ringrazio per aver pazientato per qualche minuto, ma si parlava anche qui di diritti umani.
