  Norbert Lins, Berichterstatter. – Sehr verehrter Herr Präsident, sehr verehrter Herr Kommissar Cañete, liebe Kolleginnen und Kollegen, heute sprechen wir erneut über Europas Beitrag zur Bekämpfung des Klimawandels. Es geht um die konkrete Umsetzung des Pariser Klimaschutzübereinkommens. Durch die Gestaltung aller drei Säulen haben wir dieses mit Leben gefüllt. Mit der Einigung zur Lastenteilung und einer ambitionierten LULUCF-Regulierung haben wir nun die europäische Klimapolitik konkretisiert. Ich danke meinem Kollegen Gerbrandy für die gute Zusammenarbeit. Während aber die Lastenteilung CO2-Reduzierungsvorgaben im Blick hat, geht es im Bereich LULUCF um den positiven Beitrag der Land- und Forstwirtschaft bei der Bekämpfung des Klimawandels.

Meine Kolleginnen und Kollegen, ich darf Ihnen heute das Trilogergebnis vorstellen: Was haben wir konkret erreicht? Wir haben erreicht, dass es seriöse und robuste Verbuchungsregeln für die CO2-Aufnahme und -Abgabe gibt. Das Parlament hat sich dafür eingesetzt, eine Balance zwischen Flexibilität und vergleichbaren Verbuchungsregeln für die 28 Mitgliedstaaten zu finden. Und da stellt sich die Frage: Wie sieht so eine Balance aus? Ich bin überzeugt, dass wir es geschafft haben, die Bioökonomie – also Holz für Häuserbau, Möbel und Bioenergy – zu stärken, aber gleichzeitig haben wir einen Vergleichswert gefunden, anhand dessen die Auswirkungen auf das Klima gemessen werden können, den sogenannten Referenzwert für Wälder.

Wichtig ist mir persönlich zu betonen, dass die Vorgaben an die Mitgliedstaaten direkt und nicht an die Waldbesitzer gerichtet sind. Nur so ist ein aktives und nachhaltig angelegtes Forstmanagement möglich. Das ist gleichzeitig gut für den Wald, für das Klima und nicht zuletzt auch für den Forstwirt. Gerade durch weitsichtige und verantwortungsvolle Bewirtschaftung sind unsere Wälder in den letzten 25 Jahren um eine Fläche, die so groß ist wie Portugal – das sind immerhin neun Millionen Hektar – gewachsen.

Ein weiterer Erfolg ist, das spätestens ab dem Jahr 2026 bewirtschaftete Feuchtgebiete in das Verbuchungssystem für die Mitgliedstaaten einbezogen werden. Dies ist vor allem unter Berücksichtigung der gewaltigen Mengen an CO2, die dort gespeichert sind, zu sehen. Genauso wie uns der Rat bei den Feuchtgebieten entgegengekommen ist, mussten wir uns auf den Kompromiss bei den sogenannten Kompensationsmechanismen sowie dem Referenzwert für Wälder einlassen. Gerne hätte ich den Referenzwert von 2000—2012 gesehen, was den Mitgliedstaaten noch mehr Flexibilität bei Ihren Ernteraten gegeben hätte, ohne die Klimabilanz zu schwächen. Denn eine flexible Waldbewirtschaftung bedeutet gleichzeitig eine aktive und nachhaltige Nutzung, was noch mehr Speicherungspotenziale eröffnet.

Trotz allem, liebe Kolleginnen und Kollegen, bin ich davon überzeugt, dass wir im Trilog einen ausgewogenen und ambitionierten Kompromiss erzielt haben. Im LULUCF-Bereich gibt es kein Reduzierungspotenzial sondern im Gegenteil gewaltiges Potenzial gegen den Klimawandel. Insgesamt nehmen unsere Wälder ca. 10 % der Gesamt—EU—Emissionen auf. Diese Leistung ist absolut positiv, großartig und muss entsprechend gestärkt werden. Mit dieser Gesetzgebung setzen wir ein Signal: Wir wollen, dass unsere Wälder in Europa weiterhin nachhaltig und weitsichtig bewirtschaftet werden und dass dies auch wertgeschätzt wird. Wir wollen weiterhin eine starke Forstwirtschaft in Europa halten.

Liebe Kolleginnen und Kollegen, stimmen Sie am Mittwoch für diese Verordnung, denn der Klimawandel und der Beitrag des Waldes gehen uns alle an. Übernehmen wir Verantwortung für uns und unsere Kinder.

  Gerben-Jan Gerbrandy, rapporteur. – Mr President, let me start by seriously thanking my colleagues for the wonderful spirit in which we worked in the last month and for more than a year in order to come to an agreement with the Council in the end. I would really like to emphasise that even those who were not strong supporters of Parliament’s mandate were still very, very supportive, defending that mandate during the quite difficult, trilogue, so many thanks again for that. I would also like, despite the absence of the Council here, to thank the Estonian Presidency for the work they have done, but their absence might say enough at this moment.

I am standing here with quite mixed feelings. This morning, before I came to Strasbourg, I again checked the so-called carbon clock, and the carbon clock indicates how much time we still have left with current CO2 emissions in order to stay within the Paris Agreement. We all so strongly supported the Paris Agreement and, to refresh your memories, the Paris Agreement also tries to stay within the 1.5 degrees scenario. For the 1.5 degrees scenario, the time we have left in the medium estimate – so that is not the most extreme – with current CO2 emissions is four months and 22 days. Four months and 22 days! So it is obviously clear that we need an extreme sense of urgency to stay within that scenario, and it’s clear that during the negotiations with the Council, the Member States have not shown that sense of urgency. On the contrary, it was extremely difficult, extremely difficult, to get the Council moving, and even the arguments that we used from Parliament’s side, that with the energy efficiency, a proposal from the Commission of 30% instead of the 27%, and with the upcoming facilitative dialogue in the UN process, it was absolutely necessary to increase ambition, their answer was very stubborn and that was a clear ‘no’. Some Member States even argued that given the fact that because of those developments, the ambition might increase in the coming one or two years, they wanted to stay on the lower side by concluding this act of law, which is quite scandalous.

So if you ask me if I am satisfied with the final result we agreed, I’m afraid my answer is no, but it was the maximum that we could get out of the Council and I think it would have been irresponsible if we had not tried to find an agreement there. But still, I am not satisfied.

Nevertheless Parliament did achieve quite some improvements in this Climate Action Regulation because now we finally got rid of that awful name of ‘Effort Sharing Regulation’, from now on we can call it clearly the Climate Action Regulation.

Parliament fought hard to get an additional 125 million tonnes of ambition and I am proud of that, and we did tighten the trajectory. Member States cannot sit back during the first few years when it kicks in from 2020 onwards. And, very important, there is a strong reference to the long-term climate strategy that the EU and the individual Member States must develop, and the European Council recently confirmed that by asking the Commission to come forward with proposals. So we might now finally get rid of the October 2014 conclusions.

We also came to a strict review clause, and that one is extremely important, also in light of what the Commission can do in the coming year with the Talanoa Dialogue and the long-term strategy. I am convinced that this is only the start and that with increased stringency in the coming years we might tighten it up.

  Miguel Arias Cañete, Member of the Commission. – Mr President, I am glad we are meeting today to finalise the adoption of two key files to achieve our 2030 climate target. Bold regulations are essential elements of our legal framework for implementing the European Union’s 2030 commitments under the Paris Agreement. They show our international partners that the European Union is leading by example, because we turn our pledges into agreed action and we are on track on a long-term low emissions pathway.

This week a step forward has been possible due to the constructive efforts of the negotiators from both institutions. In particular, I would like to wholeheartedly thank the rapporteurs Mr Gerbrandy and Mr Lins for their leadership on these challenging files and congratulate them on the result. We have been able to come to an ambitious and realistic agreement within three months.

Let me now highlight some specific elements of each of the two laws, starting with the Effort Sharing Regulation, or Climate Action Regulation. This regulation is a crucial instrument to accelerate the low—carbon transition in a number of key sectors of the economy, such as transport, buildings, agriculture and industry, not covered by the emissions trading system. It notably sets binding national targets covering well over half of the European Union’s domestic greenhouse gas emissions in order to achieve a European Union-wide reduction by 30% in 2030 compared to 2005.

The trilogue agreement, which strikes a good balance between environmental integrity, fairness and efficiency, is the result of a thorough negotiation process that involved difficult compromises. The support and steering by the rapporteur Mr Gerbrandy, as well as the active engagement of the shadow rapporteurs Ms Ayuso, Ms Dalli, Mr Duncan and Ms Girling, Ms Konečná, Mr Eickhout, Ms Evi and Mr Jalkh, was crucial in this regard, and I particularly appreciate Parliament’s crucial role in ensuring an ambitious outcome. Parliament insisted on an early starting date for the emissions reduction trajectory. This saves more than 120 million tonnes of emissions over the period 2021-2030, hence it increases the additional effort by more than 10%.

Other examples where Parliament left a good mark include the introduction of banking limits, the way the ETS flexibility is accounted for with reference to the ETS market stability reserve, stronger provisions on corrective action, a further substantiated review clause including reference to the manner in which all sectors of the economy contribute in the post-2030 framework and the LULUCF flexibility with the inclusion of wetlands, and making their use conditional on annual Member State reporting on their intended use.

Let me move to the LULUCF Regulation. The LULUCF Regulation sets for the first time a clear quantitative objective, together with a solid accounting framework, for emissions and removals from land use and forests. Once again, this demonstrates to our international partners how the European Union tries to lead by example.

The contribution from land and forest in reaching the long-term climate mitigation objectives is critical because of the potential for anthropogenic removal of carbon from the atmosphere. Forests alone currently cover more than 42% of the European Union land surface. They have huge potential for climate change mitigation through regional sequestration and storage of CO2. They also have the potential to substitute fossil—based energy materials. I am convinced that the LULUCF Agreement strikes a proper balance between conflicting interests, and as it was for effort-sharing, the trilogue agreement on this file involves some difficult compromises.

The support and active engagement of the rapporteur Mr Lins, but also of the shadow rapporteurs Mr Brannen, Mr Turmes, Mr Flanagan, Mr Jávor and Ms Wiśniewska, was crucial in this regard. The European Parliament has strongly contributed to the final shape of the legal text.

The agreed provisions of the regulation clearly carry the European Parliament’s signature, and I would like to offer some examples: mandatory accounting for emissions and the removal of wetlands towards the commitment of 2026, thus completing the European Union’s scope for land accounting; the introduction of a safeguard to prevent decreasing the European Union’s overall sink; obliging the Commission to assess, at the review, the need for additional Union policies and measures, and this includes exploring a post—2030 framework in view of the necessary strengthening of greenhouse gas emissions reductions and removals in the Union.

Parliament’s hand can also be seen in a core article of the regulation on forest accounting. Indeed, the rules and governance process for establishing forest reference levels were clarified, taking into account the main requests of Parliament.

First, the accounting rules were not locked in the harvest rates of the past and this should reassure forest-rich Member States and the related industry. Second, the forest reference level presented by Member States through national plans will be adopted by delegated act. This will ensure the highest degree of involvement of Parliament in setting these benchmarks. And thirdly, reflecting on the European Parliament’s priorities, this regulation gives more prominence to long-lived harvested products.

More wood products create positive incentives not only for the climate, but also for jobs and the economy. Finally, keeping deadwood in forests will have environmental benefits such as for biodiversity. This shows the kind of balance that exemplifies the positive spirit of the negotiation. I invite you to support both motions and put Europe on track to take its place as a champion of climate policy and to lay out our vision for the way this policy will implement the Paris Agreement over the next decade.

  Florent Marcellesi, ponente de opinión de la Comisión de Desarrollo. – Señor presidente, el cambio climático es una cuestión de justicia global. Luchar contra el clima y empoderar a la población más empobrecida del mundo son dos caras de la misma moneda. Y para ello necesitamos generar emisiones negativas a partir del uso de la tierra y de los bosques, y al mismo tiempo proteger el derecho a la alimentación y a la tierra.

Con esta visión, me alegra que el trílogo haya mejorado desde las posiciones iniciales del Consejo y del Parlamento Europeo, y me alegra también que el informe final tenga en cuenta la seguridad alimentaria y la producción de alimentos. Gracias a esto, vamos a llegar a la COP24 con un reglamento pionero en el mundo, que se puede convertir en un modelo para las negociaciones internacionales. Eso sí, no olvidemos que también hubiera hecho falta tener en cuenta los derechos a la tenencia de la tierra y de los pueblos indígenas porque, repito, luchar por el clima y la justicia global van de la mano.

  Marisa Matias, relatora de parecer da Comissão da Indústria, da Investigação e da Energia. – Senhor Presidente, fazer cimeiras climáticas para que os governos se manifestem preocupados com as alterações climáticas e para se sentirem bem consigo mesmos não muda nada.

Urgem medidas consequentes para cumprir os objetivos da Cimeira de Paris, e não basta contar emissões. É preciso também eliminar dióxido de carbono já existente na atmosfera. Isto só se consegue protegendo e recuperando as nossas florestas, contabilizando, de forma séria, sem truques e sem hipocrisia, as emissões que aí ocorrem.

Podem inventar-se todos os esquemas para não contabilizar emissões ou pode mesmo pretender-se que tudo se resolve com um mecanismo de cobrança. Mas isso chama-se política cosmética, e não podemos andar sempre pelos mínimos.

É nesse sentido que apelo, mais uma vez, à importância da reflorestação para combater as emissões, para fazê—las reduzir. Também a prova da farsa de que a redução das emissões é um negócio para esta casa é a proposta de um imposto europeu sobre emissões de carbono.

Não se está a reduzir, está-se a pagar para se continuar a produzir o mesmo.

  Peter Jahr, Verfasser der Stellungnahme des mitberatenden Landwirtschaftsausschusses. – Herr Präsident! Es war schon ein Kampf zwischen Ideologie und Wissenschaft – Beispiel Wald oder Beispiel Forst. Es ist halt nicht richtig, wenn ein Wald in Ruhe gelassen wird. Wenn ein Wald quasi mit sich selber im Gleichgewicht ist, findet da viel Gutes statt, aber es findet halt keine Speicherung von CO2 statt. Wir wollen unsere Wälder nachhaltig bewirtschaften, und eine nachhaltige Bewirtschaftung ist die entscheidende Voraussetzung dafür, dass der Wald, dass der Forst auch als CO2-Speicher fungieren kann. Ich bin dem Berichterstatter, Kollegen Lins, sehr, sehr dankbar, dass er diesen Bericht, wenn man so will, wieder näher an die wissenschaftlichen Fakten gebracht hat, damit unser Wald seine volle Funktionspalette erfüllen kann, nämlich dass er in seiner Schutz-, Nutz- und Erholungsfunktion fungieren kann. Nun hoffe ich – hoffentlich nicht vergebens – noch auf eine unbürokratische Umsetzung der Verordnung.

  Merja Kyllönen, liikenne- ja matkailuvaliokunnan lausunnon valmistelija. – Arvoisa puhemies, hyvät kollegat, kiitos koko yhteiselle tiimille hyvästä yhteistyöstä liikennevaliokunnankin puolesta. Liikenteen päästöt ovat koruttomasti neljännes kasvihuonekaasupäästöistämme eli liikenteen saralla tarvitsemme todella radikaaleja toimia kaikissa jäsenvaltioissa. Nyt ei pelkkä puhe tai paperit enää riitä, vaan tarvitsemme arjen toimenpiteitä.

Euroopassa yksityisautoilulla on edelleen erittäin iso rooli, joten kokonaisuutena liikenteen vähähiilistäminen ja ajoneuvoteknologian kehittäminen tulevat olemaan isossa roolissa. Myös niissä tarvitaan rohkeita edelläkävijätoimia, joita uskon kaikilla toimijoilla löytyvän, koska ilman niitä ei myöskään lopputuloksiin päästövähennyksissä päästä. Liikenteen multimodaalinen käyttö, yhteiskäytön lisääminen ja erilaiset liikenteen palvelut – niiden käyttöönotto on välttämätöntä. Nyt alkavat aktiivitoimet. Puheet on pidetty.

  Nicola Caputo, relatore per parere della commissione per l'agricoltura. – Signor Presidente, onorevoli colleghi, i regolamenti effort sharing e LULUCF avvicinano l'Unione europea al conseguimento dell'impegno assunto a Parigi sui cambiamenti climatici e agli obiettivi dell'Unione dell'energia.

Per quanto riguarda il regolamento effort sharing, gli Stati membri sono riusciti a modificare lo starting point: il Parlamento europeo chiedeva l'inizio del 2018 ma il Consiglio è riuscito a strappare, come punto di partenza, il giugno 2019, facendo forse perdere al testo finale un po' di ambizione.

Il regolamento LULUCF fornirà un quadro che garantisce la contabilizzazione delle emissioni e degli assorbimenti generali dalle foreste e farà in modo che le emissioni di CO2 in ambito forestale non superino le rimozioni di anidride carbonica assicurate dai bacini naturali, il cosiddetto "obiettivo zero". Tuttavia l'accordo poteva essere più ambizioso, magari prevedendo un obiettivo di emissioni nette negative.

Infine, per quanto riguarda l'impiego delle biomasse legnose in campo energetico, una strategia realmente sostenibile dovrebbe ammettere esclusivamente l'utilizzo di biomasse di scarto, evitando la distruzione di foreste vergini, approccio, questo, che però non è stato condiviso in sede di trilogo.

  Pilar Ayuso, en nombre del Grupo PPE. – Señor presidente, la Comisión y este Parlamento seguimos dando pasos hacia el cumplimiento del Acuerdo de París y la lucha contra el cambio climático. En el año 2030 las emisiones procedentes del transporte, la agricultura, los edificios y la gestión de residuos van a ser reducidas en un 30 % respecto al año 2015. Y este esfuerzo se va a repartir entre los Estados miembros teniendo en cuenta su renta per cápita. Creo que es un buen Reglamento.

Este Reglamento va a dar cobertura a diversas medidas que deben aplicar los Estados miembros, como son mejorar la gestión forestal y agrícola, sustituir las calderas menos eficientes en los edificios, reducir la eliminación de residuos en vertederos y promover tecnologías de transporte menos contaminantes.

Pero los Estados miembros tienen retos sociales, ambientales, energéticos e industriales, y por ello es positivo que hayamos acordado dar a los países diferentes flexibilidades en relación con el cumplimiento de los objetivos de las emisiones. Esto va a permitir a los Estados miembros enfocar sus reducciones con las mayores ventajas tecnológicas y menores costes. Celebro, también, que se hayan incluido normas que tengan en cuenta la especial situación de los países más castigados por la crisis económica.

Finalmente, considero de gran importancia que se puedan contabilizar las absorciones en el sector forestal para compensar las emisiones. Los Estados miembros, sin embargo, tienen que desarrollar sistemas de cómputo que sean sólidos y comparables. Y concluyo felicitando al señor comisario por el esfuerzo que ha realizado durante estos meses de negociación, también al Consejo; y pido a todos los Grupos políticos que apoyen el acuerdo en reconocimiento al gran trabajo que ha realizado el ponente de esta Cámara, señor Gerbrandy, y porque es un buen acuerdo.

  Miapetra Kumpula-Natri (S&D), sinisen kortin kysymys. – Kuten edellinen puhuja sanoi, me tarvitsemme laajaa, hyvää metsäpolitiikkaa. Tämä on osa sitä, että meillä on säännöt niin, että myös ilmastovelvollisuus tulee metsänhoidossa ottaa huomioon. Mutta kuten edellinen puhuja myös sanoi, tämä mahdollistaa muiden sektorien päästöjen huomioimisen metsän kasvussa. Siksi haluaisin kysyä, että näettekö te myös roolin siinä, että metsätuotteilla itse asiassa voidaan korvata fossiilisia tuotteita, muoveja biomuoveilla ja monilla muilla biotuotteilla päästöjä aiheuttavia tuotteita. Esimerkiksi sementin tuottaminen talojen rakentamiseen on paljon ilmastoepäystävällisempää kuin puutalorakentaminen, ja jotta puutaloja voidaan saada, tarvitsee metsiä hoitaa ja talousmetsistä tulevalle muulle biomassalle voidaan löytää monipuolista käyttöä, jos teemme biotalouden oikein tulevaisuudessa.

  Miriam Dalli, on behalf of the S&D Group. – Mr President, I have always believed that we need very strong policies to make sure that we deliver on our climate obligations. I am strongly convinced, however, that we did not manage to deliver this in the Effort Sharing Regulation or Climate Action Regulation, call it what you may.

It comes as no surprise that I am critical of the final agreement reached, because I believe that this agreement falls short of what is actually needed. As Socialists and Democrats, we will be abstaining on the final deal, in the same way that we did in the Committee on the Environment, Public Health and Food Safety, because the deal reached is far less than what is needed and far less than what can be achieved. I believe it keeps us from embarking on a truly low-emissions development pathway.

I acknowledge the efforts made by the rapporteur, Gerben—Jan Gerbrandy, but I would like to highlight what I consider to be an evident lack of ambition and lack of initiative throughout the negotiations, particularly by the Council, but also at times by the Commission itself. I have always considered the Commission to be an honest broker that plays a fundamental role in climate policy. That is why I call upon the Commission to enhance its role and make sure that Member States play their part because all of them – I repeat, all of them – should share in the efforts to address climate change. The two—faced approach, where national leaders make fancy statements at climate summits, but then show very little ambition where it counts, should cease.

  Jadwiga Wiśniewska, w imieniu grupy ECR. – Panie Przewodniczący! Panie Komisarzu! Unia Europejska jest liderem, jeśli chodzi o działania dotyczące wdrażania porozumienia paryskiego. Przyjęliśmy EU ETS, kończymy prace nad sektorami nieobjętymi EU ETS i LULUCF. Wyznaczyliśmy ambitne cele redukcji emisji o 40 % do 2030 roku.

Pamiętajmy jednak, że Unia Europejska odpowiada tylko za około 10 % światowych emisji gazów cieplarnianych. Dlatego powinniśmy skupić nasze wysiłki na tym, aby zobowiązania podjęte na konferencji COP 21 w Paryżu zostały wypełnione również przez inne państwa. Musimy myśleć i działać globalnie. Powinniśmy dobrze przygotować się do konferencji COP 24 w Katowicach. Naszym priorytetem powinno być przyjęcie pełnego pakietu implementującego porozumienie paryskie.

Na forum międzynarodowym powinniśmy mówić jednym głosem. Aby realizować cele, musimy budować szeroką koalicję, do której przyłączą się kraje spoza Unii Europejskiej. Jest to kluczowa kwestia, bo od ostatecznego kształtu pakietu będzie zależeć wdrożenie porozumienia paryskiego.

  Nils Torvalds, ALDE-ryhmän puolesta. – Arvoisa puhemies, kiitos myös komission jäsenelle läsnäolosta ja tiukasta asioiden seuraamisesta. Olimme tässä kädenväännössä aika lähellä sopua jo valiokunnassa, mutta aika loppui kesken ehkä ennen kaikkea siitä syystä, että metsiin ja meihin kohdistuu nyt hyvin erilaisia vaatimuksia. Siitä syystä sitten viime metreillä hajosimme jonkin verran.

Samaan aikaan kun meidän työskentely vähän hajosi, on tapahtunut valtavia muutoksia. 60 vuotta sitten metsätyö oli yksinäisen miehen, sahan ja hevosen työtä. Tällä hetkellä se on äärimmäisen monimutkaista ja teknologista työtä, joka muistuttaa enemmän kemianteollisuutta kuin perinteistä metsäteollisuutta. Siitä syystä me tarvitsemme ehkä tänään noin 200 miljoonaa kuutiokilometriä uutta metsää Eurooppaan, jotta pärjäämme muovin asettamissa haasteissa. Puusta voi myöskin tehdä muovia ja korjata niitä ongelmia, joita meidän edessä on.

  Bas Eickhout, on behalf of the Verts/ALE Group. – Mr President, first of all I would like to thank both the rapporteurs, Mr Lins and Mr Gerbrandy, because I am also talking on behalf of Mr Jávor on these two files. They were tough negotiations but there is now a package on the table, and with this package we conclude the climate legislation until 2030 – at least for the moment, because we all know that what is on the table will lead us to minus 40% in 2030, which is insufficient for the Paris implementation. We are happy that countries like the Netherlands, Sweden and France are already acknowledging that, and so we look forward to the Commission also coming forward with its long—term proposals to show that more needs to happen at the European front also.

But if we know already that the targets are insufficient, let’s at least have the reporting rules straight, and that is what we did in these two regulations as well. On LULUCF I am happy that now we can also make sure that at the European level there will not be a decrease of the sink, and that is why the Greens will support the LULUCF Regulation. However, on effort—sharing there are too many loopholes. It has been weakened too often and we know also that the base year has been put to a very bad level which means that the cumulative emissions will be much bigger than could have been possible. In the end, for climate it is the cumulative emissions that count. That is why the Greens will vote against that part of the climate legislation.

That is for now, and now it is onto the Commission to come up with new proposals to make sure that we really are implementing Paris.

  Kateřina Konečná, za skupinu GUE/NGL. – Pane předsedající, pane komisaři, přijetím těchto dvou nařízení upravujících emise, na které se v současné době nevztahuje systém EU ETS, bude konečně dokončen legislativní proces ke klimatickému balíčku. Na splnění závazků vycházejících z Pařížské dohody se musí podílet všechny sektory. Tedy i ty, jež se svému podílu na řešení problému dlouhodobě vyhýbají, jako lesnictví, doprava, budovy, zemědělství či nakládání s odpady. Za největší neúspěch u vyjednávání o nařízení o sdíleném úsilí považuji neschopnost zajistit dřívější start trajektorie než v květnu 2019. Přeci jenom mandát nás jako Parlamentu byl daleko ambicióznější. Nicméně vzhledem k tomu, že nejenom samotné nařízení o sdíleném úsilí tvoří pouhý rámec snižování emisí a na vstup v jeho platnost nám čekají další předpisy provádějící cíle v něm uvedené jako návrh týkající se CO2 u aut, přimlouvala bych se za hladké přijetí obou návrhů, ač mám vůči nim řadu výhrad. Ale pokud chceme dodržovat závazky z Paříže, musíme je začít naplňovat praktickými kroky.

  Eleonora Evi, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, il 12 dicembre scorso al vertice "One Planet" i nostri capi di Stato e di governo si sono affannati nel rinnovare l'impegno per l'attuazione dell'accordo di Parigi.

Pochi giorni dopo però, al momento di chiudere i negoziati sui regolamenti che stiamo discutendo oggi e in particolare il regolamento effort sharing, l'abisso tra la retorica sul clima e la volontà di vincolarsi seriamente al taglio dei gas a effetto serra è stato sconcertante.

Ma la sorpresa è relativa perché, all'interno del negoziato, il Consiglio è stato tenuto in scacco dai governi, come quello italiano peraltro, che sono strenui difensori delle fonti fossili.

Nel 2017 il Parlamento invocava per il 2030 una riduzione di 529 milioni di tonnellate di CO2 nei settori non ETS, migliorando fortemente la proposta della Commissione. Ora, invece, grazie a un compromesso al ribasso e a un inizio della traiettoria di riduzione lineare ritardato al maggio del 2019, grazie a scappatoie, trucchi e artifici contabili, ci troviamo ad arrivare a malapena a una riduzione del 25 %.

Per noi questo è un compromesso irricevibile che ci allontana pericolosamente dagli obiettivi internazionali sul clima.

  Λάμπρος Φουντούλης (NI). – Κύριε Πρόεδρε, το ζήτημα της υπερθέρμανσης του πλανήτη αλλά και γενικότερα όλες οι περιβαλλοντικές προκλήσεις που αντιμετωπίζουμε είναι εξόχως σημαντικά προβλήματα. Πάγια και αδιαπραγμάτευτη θέση μας είναι πως υποστηρίζουμε κάθε πρωτοβουλία, κίνηση ή συμφωνία με σκοπό την προστασία του περιβάλλοντος. Η συμφωνία στο Παρίσι είναι ένα βήμα προς τη σωστή κατεύθυνση, ακόμη κι αν διαφωνούμε σε κάποια επιμέρους στοιχεία της. Πρέπει να σημειώσουμε το εξαιρετικά θετικό γεγονός πως το συνολικό ποσοστό εδάφους στην Ευρώπη που καλύπτεται από δάση έχει αυξηθεί σημαντικά, όμως συγκεκριμένα κράτη μέλη αντιμετωπίζουν προβλήματα. Για παράδειγμα, λόγω της υπερθέρμανσης του πλανήτη και της συνεχιζόμενης ερημοποίησης μεγάλων τμημάτων της Βόρειας Αφρικής, παρατηρείται τα τελευταία χρόνια στην.

Ελλάδα μια έντονη αύξηση της εμφάνισης νεφών σκόνης από τη Σαχάρα που προκαλούν προβλήματα στην υγεία των πολιτών, μιας και έχουν εντοπιστεί σε αυτά συγκεντρώσεις επικίνδυνων βαρέων μετάλλων, όπως είναι ο μόλυβδος, ο ψευδάργυρος και το αρσενικό. Επίσης διαπιστώνεται δραματική αύξηση των δασικών πυρκαγιών λόγω της ανόδου της θερμοκρασίας, οι οποίες με τη σειρά τους συντελούν στην καταστροφή μεγάλων δασικών και καλλιεργήσιμων εκτάσεων.

Έχοντας αναφέρει όλα τα παραπάνω, θα ήθελα να επισημάνω ένα στοιχείο στο οποίο πιστεύω ότι πρέπει να δώσουμε ιδιαίτερη προσοχή: δεν θα πρέπει να επιβάλλουμε δυσανάλογα μεγάλους περιορισμούς στους Ευρωπαίους αγρότες διότι το μόνο που θα πετύχουμε έτσι είναι να οδηγήσουμε στη μείωση της ευρωπαϊκής αγροτικής παραγωγής, ενώ ταυτόχρονα θα εισάγουμε φθηνότερα αγροτικά προϊόντα από χώρες με πολύ χειρότερα πρότυπα προστασίας του περιβάλλοντος. Πιστεύω πως πρέπει να τεθούν σοβαροί περιορισμοί στις εισαγωγές αγροτικών προϊόντων από χώρες εκτός της Ενώσεως, καθώς μόνο με αυτό τον τρόπο θα μπορέσουμε να προστατεύσουμε το περιβάλλον, επιβάλλοντας στις χώρες αυτές την υιοθέτηση εξίσου αυστηρών περιβαλλοντικών προτύπων.

  Peter Liese (PPE). – Herr Präsident! Dank und Glückwunsch an die beiden Berichterstatter! Sie haben beide gut gekämpft. Mit dem Bericht von Norbert Lins sind wir etwas mehr zufrieden. Ich finde besonders wichtig, was er gesagt hat, dass wir hier keine direkten Auflagen für die einzelnen Forstwirte machen, sondern die Gesetzgebung sich an die Mitgliedstaaten richtet. Bei dem Bericht Gerbrandy über die Lastenteilung oder Klimaschutzmaßnahmen stimme ich denjenigen zu, die sagen: „Wir hätten uns ein bisschen mehr vorstellen können.“

Ich finde es besonders bedauerlich, dass der Ministerrat immer dann bereit ist, strenge Klimaschutzauflagen zu machen, wenn es die Mitgliedstaaten nicht betrifft. Beim EHS –haben wir dem am Ende zugestimmt, und das ist ein guter Kompromiss – hat der Ministerrat die Gesetzgebung verschärft. Bei der Lastenteilung hat er sie abgemildert, und das ist keine gute Balance. Trotzdem müssen wir morgen zustimmen, auch wenn wir nicht zufrieden sind. Denn wir brauchen diese Gesetzgebung, damit sich auch in diesen anderen Sektoren etwas bewegt. Dagegen zu stimmen ist meiner Ansicht nach nicht verantwortlich. Es ist ein kleiner Schritt nach vorne, aber diesen müssen wir jetzt tun.

  Paul Brannen (S&D). – Mr President, across the European Union, 10% of our carbon emissions are absorbed by our forest cover. So how we manage and use our forests is of crucial importance. As well as our forests playing a key role, so do other forms of land use. Agriculture needs to deliver its part and the land use, land-use change and forestry (LULUCF) text explicitly refers to agro-forestry and agro-ecology, as practices that can deliver on climate change. Wetlands, including peatlands, can absorb staggeringly high amounts of carbon. For instance, there is more CO2 stored in the peatlands of northern England than in all of the forests of the United Kingdom, France and Germany together. Wetlands, including peatlands, will be included mandatorily in the LULUCF accounting as of 2026, which was not in the Commission’s or the Council’s proposals and as such it is a win for the Parliament.

The LULUCF proposals also recognise the role of long-life harvested wood products and deadwood, both of which have the potential for storing carbon for long enough to be relevant for our climate action. Increasing the range of products to which harvested wood goes, including long-life engineered construction timbers, such as cross-laminated timber and laminated veneer lumber, can help countries improve their climate action. The S&D recognises that the legislation falls short on forest land, but this new LULUCF legislation means that how we use land is being recognised as of key importance in how we tackle climate change.

  Fredrick Federley (ALDE). – Herr talman! Vi har kommit till vägs ände vad avser det här är klimatlagstiftningspaketet, men det innebär ju inte att klimatlagstiftningsarbetet är över, utan vi kommer att se fler initiativ komma. Kanske från den här kommissionen, men säkerligen från nästa kommission.

Vi vet också att vi samtidigt förhandlar om något av det som är minst lika viktigt för klimat och för industriell och ekonomisk tillväxt och det är hela energiunionspaketet. Kan vi få det att landa bra och progressivt och framåtsyftande i hur vi formar energimarknadsdesignen och i hur vi får till ett progressiv och framåtriktande förnybarhetsdirektiv, så kommer vi att kunna lösa ännu mycket mer.

Samtidigt tror jag att rätt många av oss sitter där hemma och slipar knivarna inför nästa debatt, för så fort vi har fått översynen av Parisavtalet 2023 så kommer vi återigen att börja med alla dessa översyner som vi klokt nog har lagt in i lagstiftningen. Vilket gör att vi om vi ser att det här inte var tillräckligt kan skruva upp det ordentligt då. Vi ser dessutom de fullskaliga effekterna då av den påbörjade energiunionen, förhoppningsvis.

  John Stuart Agnew (EFDD). – Mr President, there are four greenhouse gases of the five that are produced by farmers, and one of those is called nitrous oxide. Farmers produce nitrous oxide by cultivating leguminous crops. So the way they can reduce their nitrous oxide emissions is to grow fewer leguminous crops. However, the Commission and the green lobby are so concerned about the importation of 30 million tonnes of GM soybeans that they want farmers to grow more protein crops. Protein crops, by and large, are leguminous crops so this is a very contradictory message.

There is another greenhouse gas called water vapour, and how do farmers emit this? They emit this because of the transpiration through their crops and their grass. The only way they are going to stop emitting water vapour is to keep the ground permanently ploughed so that there is no grass and no crops to transpire water. Isn’t this a wonderful debate?

Finally, I would like to remind all the MEPs in here that forestry, which many of you have been talking about, is not an EU competence and therefore you cannot legislate over it.

  Julie Girling (PPE). – Mr President, I would like to thank both of our rapporteurs today for the work that they did. I was particularly involved, as a shadow, with Mr Gerbrandy, and I take my hat off to him because he had a fairly difficult and rather a bold approach at some points, and I know that was not in line with his own personal views. That is always a difficult thing to do, so thank you for that, Gerben—Jan.

I just want to take this opportunity to look ahead rather than trawl through the details, and what is obvious as we reach the end of this climate package – or at least this iteration of the climate package – is that we cannot continue to work in this way. It takes far too long, we get far too involved in small details, and we lose sight of our aim. So what we need to do, it seems to me, is to put this to one side, accept that we have the mechanisms in place and start looking in the spirit of Talanoa, which is about checking progress but then seeking ways to increase commitments – and we need to seek ways now to increase commitments in Europe that do not involve going back through this long process and are actually there because people want to do it.

  Ulrike Müller (ALDE). – Herr Präsident, sehr geehrte Kollegen! Die LULUCF-Verordnung ist ein Klimaschutzinstrument und keine Forstpolitik. Deshalb freue ich mich über das Ergebnis, das unserem Forstsektor durch seinen zukunftsorientierten Bilanzierungsansatz auch weiterhin eine nachhaltige Bewirtschaftung der europäischen Wälder ermöglicht.

Wir beschäftigen uns in diesem Haus im Rahmen der Klimapolitik und darüber hinaus mit der Dekarbonisierung unserer Gesellschaft – genau wie mit anderen wichtigen Zukunftsthemen wie der Bioökonomie oder der Kreislaufwirtschaft. Unsere Wälder sind nicht einfach nur ein Kohlenstoffspeicher für die Klimabilanz, sondern eine Ressourcenquelle. Sie liefern nachwachsende Baustoffe und Verpackungsmaterialien, aber auch erneuerbare Energien für Strom, Wärme und Mobilität. In den Mitgliedstaaten können wir effektiv eine nachhaltige Bewirtschaftung sicherstellen – anders als häufig bei Importen. Aus diesen Gründen ist es äußerst wichtig, uns nicht ins Abseits zu manövrieren, weil unsere unterschiedlichen Ziele einander aufheben. Das konnten wir in diesem Fall zum Glück verhindern. Daher vielen Dank an alle Kollegen.

  Franc Bogovič (PPE). – Tudi sam podpiram obe uredbi, kajti v kontekstu prizadevanja v boju proti klimatskim spremembam gremo v pravo smer. Še posebej se mi zdi pomembno, da smo na področju LULUCF uredbe uspeli ohraniti gozd kot vir, ki na eni strani zagotavlja ponor toplogrednih plinov, po drugi strani pa še vedno omogočimo trajnostno gospodarjenje z gozdom. Se pravi, da gozd uporabimo tako, na eni strani, kot kvaliteten vir za gradbene materiale, ki preprečijo uporabo številnih drugih materialov, ki so povzročevalci toplogrednih plinov, na drugi strani pa da se v biogospodarstvo, ki je zelo pomembno, vključi ravno to lesno maso.

Tudi na področju ogrevanja igra odpadni les zelo pomembno vlogo, tako da podpora uredbam z moje strani, in upam, da bomo v nadaljevanju uspeli te uredbe še nadgraditi.

  Doru-Claudian Frunzulică (S&D). – Mr President, climate change is already affecting the planet and society and will continue to do so for generations to come, if the appropriate actions are not taken now! The physical and chemical changes of human activities are being felt in natural ecosystems very strongly. Both developed and developing countries have increased commitments for addressing climate change, which is gratifying, given the fact that climate change is a problem which cannot be solved by national or local action alone.

Forest management has an essential role to play in combating climate change, as all sectors must contribute to the overall EU emission reduction goal. Nevertheless, forest mitigation should be measured using a scientifically objective approach, not allowing countries to hide the impacts of policies that increase emissions.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η συμφωνία του Παρισιού για την κλιματική αλλαγή είναι μια σημαντική συμφωνία διότι προστατεύει το περιβάλλον και μάλιστα σε μια φάση κατά την οποία βιώνουμε ιδιαίτερα δυσμενή φαινόμενα, σε όλον τον κόσμο αλλά και στην Ελλάδα, όπου βιώνουμε πλέον το επικίνδυνο νέφος σκόνης από τη Σαχάρα που έχει προκαλέσει πάρα πολλά προβλήματα στην πατρίδα μου. Είναι δεδομένο λοιπόν ότι θα πρέπει να ληφθούν μέτρα, αλλά με τέτοιο τρόπο που να στηρίζουν και την εξάλειψη της φτώχειας, και τα δικαιώματα των αυτοχθόνων φυσικά, διότι πρέπει να μην υπάρξει αρπαγή της γης τους και να υπάρξει προστασία των δασών από τις πυρκαγιές, δεδομένου ότι τα δάση αποτελούν έναν πνεύμονα οξυγόνου. Αυτό σημαίνει λοιπόν ότι πρέπει να ληφθούν τέτοια μέτρα τα οποία, από την άλλη πλευρά, δεν πρέπει να επιβαρύνουν υπέρμετρα τους ίδιους τους γεωργούς. Θεωρώ ότι δεν μπορεί να καταστρέφονται τα δάση για να δημιουργηθεί βιομάζα. Απαιτούνται λοιπόν μέτρα, όπως αυτά που προτείνονται από τους συναδέλφους.

  Jan Huitema (ALDE). – Voorzitter, na klimaatwetgeving voor de grote industrieën is er nu ook een klimaatwetgeving gekomen voor de landbouw, voor het vervoer, voor de bouw en voor het afvalbeheer. Ik ben blij dat deze klimaatwet ruimte laat voor een heel belangrijk natuurlijk evenement, namelijk dat de landbouw als één van de weinige sectoren ook in staat is om CO2 uit de lucht te binden in de vorm van bodemleven en organische stoffen in de bodem. Dat is niet alleen goed voor het klimaat, maar dat zorgt ook op drie andere punten voor een win-win-situatie. Het gaat namelijk de bodemverdichting tegen, het is beter voor de waterhuishouding en het levert ook vruchtbare landbouwgronden op.

Ik ben blij dat met deze wetgeving boeren, bosbouwers en tuinders in staat zijn om dit mee te rekenen in hun eigen CO2-emissie, en dat ze dit ook kunnen verkopen en belonen richting andere sectoren. Ik hoop dan ook dat de nationale overheden snel met duidelijke programma's komen waarmee de boeren en tuinders uit de voeten komen.

  Ana Miranda (Verts/ALE). – Señor presidente, aprovechando que el señor comisario Arias Cañete está aquí con él siempre hablaba de pesca, pero esta vez toca hablar de cambio climático y del impacto de los gases de efecto invernadero, quisiera traer a colación un problema muy serio, que ha mencionado algún colega, que es el tema de los incendios y su impacto en las emisiones de gas de carbono. En el caso de Galicia, de Asturias, de Portugal, los montes, los bosques, son sumideros de almacenamiento de CO2, pero depende mucho del tipo de especie, y quiero traer aquí a colación el problema del eucalipto.

Hace unos meses, durante la época de los incendios gallegos, le pedimos al comisario que la Comisión preparase un informe sobre el impacto de los gases de efecto invernadero y el cambio climático en los incendios, en la sequía, en los tipos de especies. Y hoy quisiera recordarlo porque es necesaria esa acción de mitigación de los bosques, pero no a base de plantar especies que son favorecedoras del CO2.

  João Ferreira (GUE/NGL). – Senhor Presidente, Senhor Comissário, as emissões de gases com efeito de estufa dependem também do uso do solo, das alterações ao uso do solo, das florestas e da gestão que delas é feita.

No processo de definição de um método de contabilização das emissões associadas a este setor, prevaleceram os interesses dos grandes produtores florestais do Norte, em detrimento das especificidades dos ecossistemas do Sul. Esta contabilidade criativa demonstra a fragilidade das juras de empenho no combate às alterações climáticas por parte da União Europeia, como o demonstra também a insistência numa abordagem de mercado, que já demonstrou sobejamente toda a sua ineficácia e perversidade.

A preocupação não será tanto com a natureza e com o planeta. A preocupação aqui é, fundamentalmente, com o negócio, incluindo aquele que se pode fazer com a natureza e com a atmosfera do planeta. Só isto pode explicar a obstinação com a abordagem de mercado, na qual cabem todos os expedientes, seja na definição de períodos de referência, seja nos instrumentos de flexibilidade, desde que para defender os interesses dos mais poderosos.

  Bogdan Andrzej Zdrojewski (PPE). – Panie Przewodniczący! Słuchałem debaty, więc nie muszę powtarzać ani argumentów za, ani uwag, ani komplementów, ani także zastrzeżeń. Powiem tylko jedną rzecz, która dla mnie jest kluczowa, która została pominięta. Musimy w zdecydowanie większym stopniu korzystać z młodego pokolenia, z organizacji pozarządowych (NGO), z prawdziwego zapału tych, którzy chronią tereny zielone, puszcze, ogrody, parki – nie tylko w Europie, ale i na całym świecie. Starajmy się poprawiać kanały komunikacji z tym najmłodszym pokoleniem, bo w nim jest wielka wartość, w walce właśnie o te elementy, które są zawarte w tym sprawozdaniu.

  Czesław Adam Siekierski (PPE). – Rolnictwo i leśnictwo, oprócz tego, że posiadają znaczny potencjał w zakresie pochłaniania emisji, to pełnią też szereg funkcji społecznych i gospodarczych, które należy uznać w ramach unijnej polityki klimatycznej. Dlatego działania na rzecz ograniczenia emisji w oparciu o te sektory muszą brać pod uwagę ich nadrzędną rolę w zapewnianiu odpowiednio bezpieczeństwa żywnościowego i energetycznego na naszym kontynencie.

Nie można również zapominać, że w porównaniu z 1990 r. emisje z rolnictwa w Unii spadły o blisko jedną czwartą. Trzeba także pamiętać o istotnych różnicach w poziomie zalesienia poszczególnych krajów członkowskich i odpowiednio uwzględnić działania na rzecz klimatu podejmowane przez niektóre kraje w przeszłości.

  Ελευθέριος Συναδινός (NI). – Κύριε Πρόεδρε, η ενίσχυση της παγκόσμιας αντίδρασης στην απειλή της αλλαγής του κλίματος, στο πλαίσιο της βιώσιμης ανάπτυξης και των προσπαθειών για την εξάλειψη της φτώχειας, χρειάζεται, μεταξύ άλλων, αύξηση της ικανότητας προσαρμογής στις δυσμενείς επιπτώσεις της κλιματικής αλλαγής. Για την επίτευξη αρνητικών επιπέδων εκπομπών, πρέπει να είναι άρτια τα συστήματα λογιστικής για τη χρήση γης, την αλλαγή χρήσης γης και τη δασοκομία. Δεδομένου ότι οι απορροφήσεις μέσω του τομέα αυτού είναι αναστρέψιμες, θα πρέπει να θεωρείται χωριστός πυλώνας στο πλαίσιο της Ένωσης και των εθνικών πολιτικών για το κλίμα. Επιπλέον, η ορθή διαχείριση των δασών πρέπει να συνοδεύεται από τη δέσμευση για ανάσχεση και αντιστροφή της αποψίλωσης των δασών και την προώθηση της αναδάσωσης. Το περιβάλλον είναι το κυριότερο πεδίο πολιτικής συναίνεσης, συνδέεται δε άμεσα με τη βιωσιμότητα του πλανήτη μας και τη συνέχεια του ανθρωπίνου είδους.

  Marijana Petir (PPE). – Poštovani predsjedavajući, podržavam ishod pregovora o Uredbi o LULUCF-u i zahvaljujem kolegi Linsu jer je uvažio moje argumente i za Hrvatsku omogućio izuzeće. Time svoju referentnu razinu za šume možemo izračunati uzimajući u obzir okupaciju dijela hrvatskog teritorija tijekom Domovinskog rata te učinke agresije, rata i njegovih posljedica na praksu gospodarenja šumama. Iz tih je razloga u Hrvatskoj gospodarenje šumama bilo smanjenog intenziteta, a dozvoljena sječa je u tom periodu realizirana znatno manje od planiranog i iznosila je oko 60 % današnjih količina. Zbog svega navedenog, a bez dobivene iznimke, postojeće stanje bi izuzetno nepovoljno utjecalo na izračun referentne razine gospodarenja šumama u Hrvatskoj i zato sam kolegi Linsu posebno zahvalna.

Zahvaljujem i Europskoj uniji koja je do sada u razminiranje u Hrvatskoj usmjerila preko 100 milijuna eura, a u Bosnu i Hercegovinu 46 milijuna eura. Napominjem da nam je pomoć i dalje potrebna jer je u Hrvatskoj još uvijek 38 000 hektara šuma pod minama a u Bosni i Hercegovini 120 000 hektara.

  Henna Virkkunen (PPE). – Arvoisa puhemies, tuen tätä neuvottelutulosta ja haluan kiittää kaikkia neuvottelijoita ja erityisesti Norbert Linsiä tästä työstä, jota hän teki muiden neuvottelijoiden kanssa LULUCF-asetuksen osalta.

Tiedämme, että metsillä on erittäin suuri merkitys ilmastonmuutoksen torjunnassa. Euroopan metsät sitovat jopa kymmenen prosenttia kaikista kasvihuonepäästöistä. On tärkeää, että Euroopan unioni edistää kestävää metsänhoitoa sekä Euroopassa että muualla maailmassa.

Tiedämme, että komission alkuperäinen esitys oli epäreilu niitä maita kohtaan, jotka ovat hoitaneet metsiään kestävästi, koska niilläkään ei olisi ollut mahdollisuutta lisätä metsien käyttöä. Nyt saavutimme lopputuloksen, mikä tarjoaa mahdollisuuden edelleenkin jatkaa metsätaloutta silloin, kun se tehdään kestävällä tasolla, ja silloin, kun huolehditaan siitä, että metsät säilyvät hiilinieluina. Tämä on hyvä lähtökohta jatkolle.

  Annie Schreijer-Pierik (PPE). – Voorzitter, heel veel mensen in deze zaal hebben van alles gezegd en we spreken over het klimaatakkoord. Vanaf dag één heb ik in deze zaal gezegd: ik zal er achter staan, maar het moet wel haalbaar, betaalbaar en uitvoerbaar zijn, zeker ook voor de agrarische sector - en zeker als we spreken over het artikel 2 van het klimaatbeleid - en het mag niet gaan ten koste van voedselproductie. In mijn land - ik kijk ook naar collega Gerbrandy - is men er volop mee aan de slag. Maar de ene keer heeft men het over de ene kant en de andere keer over de andere kant. Het moet dus uitvoerbaar blijven en deze oproep zou ik ook zeker aan de commissaris willen richten want anders weet een boer niet meer welke kant hij op moet gaan.

  Miguel Arias Cañete, Member of the Commission. – Mr President, I thank all of you for this debate, which shows again how seriously the European Union takes its commitments under the Paris Agreement. I think that together we can be proud of the result of our joint effort to agree on the legal framework for the next decade for the sectors not covered by the European Union Emissions Trading System.

We all know about the scale of efforts needed to reach our long—term climate targets and some contributors to the debate have pointed to that. Specifically Ms Dali pointed to the lack of ambition of the efforts set in the proposal for a regulation,saying that these are too low and that this does not put the European Union on track towards the necessary long—term emission reductions.

I will make two comments. First, that the ambition level increase is significant because a modified trajectory – a starting date as assured by the European Parliament of seven months earlier – saves more than 120 million tonnes of emissions over the period 2021—2030 and hence increases the additional effort needed, compared to the initial proposal, by more than ten percent.

My second remark is that, in order to address the long—term issues that have been pointed out, the Commission will address them in the context of developing the European Union Mid—Century Strategy. We intend to deliver the Commission’s input in November this year. It is very clear that, if the European Union’s Mid—Century Strategy or the global stocktake after the Paris Agreement lead to changes in European Union emission reduction targets, the review clause caters for the corresponding need to adapt the efforts set out in the regulation. So this is not a closed effort. It is an open matter that we will have to discuss in the framework of the future reflection that the Commission has to do on the long—term trajectories.

But, coming back to the issue of the two regulations on effort sharing and LULUCF, today I invite you to lend your support to them in tomorrow’s vote. I think it is very important to ensure that they can enter swiftly into force and that the necessary provisions can be in place by January 2021, because there is no time to lose in our fight against climate change.

  Norbert Lins, Berichterstatter. – Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Vielen Dank für diese Debatte. Ich bin auch dankbar, dass der Kommissar noch mal herausgestellt hat, welche Beispielhaftigkeit die Europäische Union hier vornimmt, also was für ein Beispiel wir international geben. Auch für die Kollegen, die klargemacht haben: Wir reden nicht nur über die Zeit von 2021–2030, sondern deutlich darüber hinaus. Dank auch an die, die klargemacht haben, dass dieser Prozess noch nicht beendet ist, sondern dass wir zum Beispiel im Rahmen der Diskussion jetzt um die LULUCF-Verordnung natürlich bei den delegierten Rechtsakten weiter mitsprechen werden.

Dank auch an den Kollegen Brannen, der noch deutlich gemacht hat, dass wir die positiven Anreize herausgestellt haben, also dass wir nicht mit Ordnungsrecht kommen, sondern dass wir zum Beispiel im Bereich von langlebigen Holzprodukten einen positiven Anreiz gesetzt haben. Ich bin nicht derselben Meinung wie eine Kollegin der GUE/NGL-Fraktion, die gesagt hat, wir betreiben hier nur kosmetische Politik. Ich glaube, es wird sich zeigen, dass dies nicht der Fall ist.

Ich danke auch den Kolleginnen und Kollegen, die klargemacht haben, dass in Wald und Landwirtschaft eine Multifunktionalität gegeben ist, also dass Ideologie hier fehl am Platze ist, sondern dass alle gesellschaftlichen Bereiche berücksichtigt werden müssen: Sowohl der Wald als Lieferant von Holzprodukten, das Land als Lieferant für die Nahrungsmittelmittelproduktion, aber eben auch der gewaltige Beitrag, das gewaltige Potenzial der CO2-Einsparung, und dass wir alles erreichen können – auch eine höhere Senkenwirkung, gleichzeitig Holz bereitstellen und auch die Nahrungsmittelproduktion in Europa gewährleisten.

Noch mal herzlichen Dank an alle Kolleginnen und Kollegen, die Kommission und den Rat, dass wir – glaube ich – ein so gutes Ergebnis erreicht haben.

  Gerben-Jan Gerbrandy, rapporteur. – Mr President, let me start by thanking all my colleagues from far-left to the far-right for their kind words. It was a difficult process and in the end we did find an agreement with Council – that was the mission of my first remarks – also with strong support from the Commission and the Commissioner personally as well, being present at all trilogue meetings.

Still, besides the fact that we did find a political agreement, it is not enough. It should have been much more ambitious, and I hope that that will be echoed by many others as well. That means, from now on, now that we have found agreement – and I hope that we have sufficient support tomorrow during the vote – that there is a huge responsibility on the shoulders of the Commission.

It is up to the Commission to now think of ways to strengthen our climate policy in Europe that is necessarily in the light and in the spirit of the Paris agreement. Therefore, also in line with the upcoming long-term strategy that the Commissioner is currently drafting, I hope that we can convince together the absent Council as far as needed in order to really stay within the Paris boundaries.

  Michel Dantin (PPE), par écrit. – Monsieur le Président, Chers Collègues. Ce rapport législatif fait partie du plan d’action de l’Union pour réduire les émissions de gaz à effet de serre d’ici à 2030 et atteindre les objectifs de l’Accord de Paris sur le climat. L’agriculture et la foresterie sont des secteurs qui contribuent déjà activement à l’atténuation du réchauffement climatique grâce à leur capacité d’absorption des gaz à effet de serre. Je me réjouis que, dans ce rapport, une juste reconnaissance de cette réalité ait été actée. D’autre part, je considère que les États membres auront suffisamment de marge de manœuvre pour mobiliser le plein potentiel de leurs forêts, afin de contribuer à nos objectifs climatiques tout en soutenant la croissance de l’ensemble de la filière bois, essentielle dans l’économie européenne.   Adam Gierek (S&D), na piśmie. – Nie popieram sprawozdania posła Gerbrandy'ego, ponieważ nie popieram spekulacyjnego systemu EU ETS dotyczącego przemysłu i energetyki. Te branże produkcji materialnej oraz energii muszą dokonać istotnych zmian dostosowawczych w zakresie efektywności po to, by cel klimatyczny ustalony na konferencji COP 21 w Paryżu został zrealizowany.

Projekt tej dyrektywy od początku został błędnie, niemerytorycznie skierowany do komisji ENVI, a nie do komisji ITRE, która mogła jedynie opracować swą opinię w tej sprawie. Przypominam, że niezwykle trudne wewnątrzunijne negocjacje w zakresie rewizji dyrektyw EU ETS zakończyły się dopiero niedawno, a negocjacje trójstronne na temat pakietu zimowego, w szczególności w zakresie efektywności energetycznej i OZE, nie zostały jeszcze zakończone.

Z kolei w porozumieniu paryskim nie było mowy o zwiększaniu przez państwa członkowskie swojego wkładu, a jedynie o jego zakomunikowaniu lub uaktualnieniu, i to państwa członkowskie mają decydować o realizacji zaleceń. Nie popieram otwierania i zwiększania wkładu unijnego, w postaci wkładów ustalonych na szczeblu krajowym, do 40 % w 2030 r. Uważam, iż nazbyt wygórowane ambicje dotyczące redukcji emisji CO2 mogą negatywnie wpłynąć na prace nad przyjęciem podczas COP 24 w Katowicach pakietu wdrożeniowego porozumienia paryskiego, które jest głównym celem mojego kraju jako gospodarza tej konferencji.

  Elżbieta Katarzyna Łukacijewska (PPE), na piśmie. – Zapobieganie niebezpiecznym zmianom klimatycznym stanowi jeden z priorytetów funkcjonowania UE. Podejmuje ona szeroko zakrojone inicjatywy na rzecz ochrony środowiska naturalnego, w którym na co dzień żyjemy. Wszystkim nam zależy na tym, abyśmy oddychali czystym powietrzem, które zapewni nam dobrą kondycję fizyczną i zdrowie. W kontekście dzisiejszej debaty i dwóch sprawozdań związanych z emisjami gazów cieplarnianych musimy pamiętać, że stawianie ambitnych celów przez UE musi iść w parze z uwzględnieniem różnic występujących między poszczególnymi krajami członkowskimi. Należy zatem opowiedzieć się za stanowiskiem, które w sposób wyważony i kompleksowy doprowadzi do realizacji porozumienia paryskiego i zapobiegnie dalszym zmianom klimatu.

Musimy pamiętać, jak ważną funkcję pełnią lasy, które również odpowiadają za ograniczenie emisji CO2, ale nie możemy też zapominać, że sektor leśnictwa musi zaspokajać popyt na drewno i że od jego funkcjonowania zależy codzienna działalność podmiotów opierających się na zasobach pozyskiwanych właśnie z gospodarki leśnej. Skuteczna walka ze zmianami klimatu powinna więc obejmować kompleksowe działania, dzięki którym będziemy w stanie zintegrować politykę gospodarczą i klimatyczną, a także działania pozwalające na sprawne wdrożenie przyjętych wcześniej przepisów.
