  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über den Bericht von Daciana Octavia Sârbu im Namen des Ausschusses für Umweltfragen, öffentliche Gesundheit und Lebensmittelsicherheit über die Umsetzung des Siebten Umweltaktionsprogramms (2017/2030(INI)) (A8-0059/2018).

  Daciana Octavia Sârbu, raportoare. – Domnule președinte, stimați colegi, domnule comisar, programul de acțiune pentru mediu cuprinde o gamă largă de reglementări și politici cu numeroase obiective și ținte. Dacă s-ar aplica pe deplin, ar aduce îmbunătățiri considerabile la nivelul mediului, sănătății și calității vieții. Pe măsură ce ne apropiem de finalul programului curent, trebuie să evaluăm cât de bine s-a aplicat și ce schimbări ar fi necesare pentru un program viitor.

Vreau să mulțumesc sutelor de reprezentanți ai părților interesate care au contribuit cu puncte de vedere la acest proces de evaluare. Mulți au evaluat pozitiv programul. Au fost recunoscute beneficiile aduse cetățenilor și mediului, conturarea unei viziuni pe termen lung și a unei orientări strategice pentru factorii de decizie.

Totuși, există o prăpastie uriașă între așteptările de la acest program și rezultatele concrete pe care le produce. În unele zone s-au realizat progrese. În ce privește eficiența resurselor și reducerea emisiilor de gaze cu efect de seră, legislația Uniunii Europene are un impact pozitiv și se înregistrează un progres clar către o economie care utilizează mai eficient resursele. Însă în alte domenii implementarea este foarte slabă.

Capitalul natural al Uniunii Europene se deteriorează, cu efecte devastatoare asupra mediului și serviciilor oferite de ecosisteme, precum apa, aerul sau hrana. Amenințările de mediu la adresa sănătății sunt uneori dificil de măsurat și nu avem date suficiente. În alte cazuri însă, nu dovezile lipsesc. De exemplu, e clar că emisiile constant ridicate provenite de la transportul rutier obligă milioane de oameni să respire un aer poluat.

Adesea, problema ține de faptul că statele membre nu îndeplinesc standardele de bază fixate prin reglementări precum Directiva privind păsările sau cea privind habitatele sau legislația privind calitatea aerului.

Politicile UE nu sunt întotdeauna compatibile între ele sau complementare cu prioritățile naționale. O mai bună adaptare a politicilor agricole la obiectivele de mediu e esențială, atât pentru protejarea mediului, cât și pentru securitatea viitoare a resurselor alimentare.

Securitatea alimentară și protecția mediului nu sunt priorități opuse. Progresele în ce privește conservarea naturii și a biodiversității ar putea fi mult mai mari, dacă fondurile existente ar fi fost folosite mai înțelept.

Curtea Europeană de Conturi a identificat mai multe cazuri de utilizare ineficientă a fondurilor europene în proiecte cu impact asupra obiectivelor de mediu. Atât Comisia, cât și statele membre pot sprijini folosirea mai bună a fondurilor, pentru ca acestea să aducă rezultate.

La nivel regional și municipal, planificarea urbană este vitală pentru rezolvarea multor probleme ce țin de eficiența resurselor și de amenințările de mediu la adresa sănătății. De aceea, e surprinzător că secțiunea din program care se referă la orașe e criticată de stakeholderi pentru că nu definește obiective clare.

La nivel de municipalitate, se aplică practic multe dintre măsurile care asigură atingerea obiectivelor. Tocmai de aceea, autoritățile municipale au nevoie de claritate în privința rezultatelor care li se cer și au nevoie de mijloace, atât financiare, cât și politice de implementare a acestor soluții.

Stimați colegi, timpul nu-mi permite să menționez toate aspectele pe care le-am subliniat

în raportul meu, dar aș vrea să vă mulțumesc tuturor pentru contribuțiile substanțiale și pentru eforturile făcute de toate părțile pentru adoptarea unui text de compromis. Munca noastră arată că poate fi atins un acord politic extins în legătură cu problemele, dar și cu soluțiile. Domnule comisar, o majoritate clară a Comisiei pentru mediu a cerut un nou program global post-2020.

  Karmenu Vella, Member of the Commission. – Madam President, I would like to congratulate Ms Sârbu and the Committee on the Environment, Public Health and Food Safety on their excellent report on the implementation of the 7th Environment Action Programme (EAP).

This initiative is well timed and contains several useful recommendations, which we will look into carefully, as the Commission is also working on its own evaluation. Your report points to specific areas for improvement. Land and soil degradation and, more broadly, the sustainability of agriculture and of our mobility are among the areas in which a lot still needs to be done.

It is, however, fair to say that overall there has been good progress and we are working to meet our goals to protect our climate and pave the way for a low-carbon and circular economy. The Circular Economy Package, including our new waste legislation and the Commission’s plastics strategy, will help us on our way to decoupling economic growth from environmental pressures, including carbon emissions. We will continue to deliver on this, for example by delivering a proposal on single—use plastics before the end of May, in addition to a legislative proposal for water reuse in agricultural irrigation.

The European Union is also well on track to meet its climate and energy targets for 2020. We expect emissions to reduce by more than 20% by 2020, taking the first steps that put the EU towards a transformation to a low-carbon economy, as stated in the 7th EAP.

As part of a global effort to limit the average temperature increase to well below two degrees centigrade compared to pre-industrial levels, we are also working towards reducing by 2050 greenhouse gas emissions by 80% to 95%, compared to 1990 levels. Under the Paris Agreement, the EU has pledged to reduce emissions by at least 40% domestically by 2030 compared to 1990.

We have taken key steps on putting in place the legislative framework on how to get there. I can mention here the EU emissions trading system (ETS) revision for after 2020, the targets to reduce greenhouse gas emissions at Member State-level in sectors other than ETS and the regulation of absorptions and emissions in the land sectors. You discussed the last two earlier this evening with my colleague, Commissioner Arias Cañete.

In terms of quality of life and a healthy environment for our citizens, we have worked hard together to protect people’s health from exposure to harmful pollutants. In 2016, the revised National Emission Ceilings Directive set ambitious 2020 and 2030 emission reduction commitments for five main air pollutants, including particulate matter.

We ratified the Minamata Convention to protect our citizens from the emission and release of mercury. We have reviewed our flagship chemical legislation ‘REACH’ and are checking whether the broader chemicals acquis is still fit for purpose. These are all important steps towards a non-toxic environment.

We have also made progress on the so-called enabling framework, with specific initiatives to close gaps relating to knowledge, financing and implementation. The Environment Implementation Review (EIR) and the environmental compliance action plan will help to make this happen, not against but together with the Member States in all areas, including our fight against air pollution.

Our nature action plan to improve the implementation of the Birds and Habitats Directives is an important step forward in strengthening the conservation of biodiversity, complementing the Invasive Alien Species Regulation, which is tackling an important driver of biodiversity loss in the EU.

But 2020 is around the corner and we need to do more to achieve our biodiversity targets. A major challenge is the alarming decline of pollinators. This requires urgent and decisive action, and we will respond soon with an initiative to address this problem in line with what this Parliament has called for. The Commission’s recently adopted action plan for sustainable finance will make Europe a frontrunner in shifting trillions of euros towards those investments needed to build a sustainable economy.

I welcome your strong support for an ambitious environmental agenda. We need to successfully address environmental challenges to meet the Sustainable Development Goals. The European Union has always been, and should continue to be, a frontrunner for sustainability and we must continue to show leadership in this process at all levels: at global level and, even more importantly, here at home.

  Stanislav Polčák, za skupinu PPE. – Paní předsedající, já bych chtěl poděkovat paní zpravodajce, že identifikovala, jaké oblasti ochrany životního prostředí vykazují největší nedostatky právě z hlediska plnění těch cílů, které si zadaly členské státy Evropské unie a Unie jako celek. Kromě ovšem náležitého zlepšení provádění přijaté legislativy je na místě také zefektivnit především financování na úrovni EU. Ne že by těch peněz bylo málo, ale jde především o špatnou správu těchto financí.

Já osobně považuji za velmi důležité konstatování, že největší environmentální hrozby pro zdraví jsou nejvíce patrné právě v těch městských oblastech samotných, ale také v těch příměstských oblastech, v těch přilehlých oblastech, tzv. suburbanizačních. Je třeba zdůraznit, že emise látek znečišťujících ovzduší společně s nevyváženým územním plánováním a infrastrukturou mají nedozírné ekonomické a environmentální dopady, jakož i dopady na lidské zdraví. Členské státy včetně mé domovské České republiky by měly proto vyvinout větší úsilí v implementaci evropské legislativy.

  Pavel Poc, za skupinu S&D. – Paní předsedající, pane komisaři, gratuluji kolegyni Sârbuové, jsem velice rád, že výborem prošly moje pozměňovací návrhy týkající se pesticidů a endokrinních disruptorů, protože situace v oblasti chemických látek je poměrně nepříznivá. Zejména je to vidět na prioritním cíli č. 3, kde se zaměřujeme na ochranu občanů Unie před environmentálními tlaky a riziky ovlivňujícími jejich zdraví.

Ze závěrů zprávy není úplně jasné, zda se EU podaří splnit cíle spočívající v měření a snižování expozice chemickým látkám, které škodí lidskému zdraví i životnímu prostředí. Stále se nám také nedaří úplně dobře zajistit udržitelné používání pesticidů – na tento problém se proto EP zaměřuje ve dvou dalších implementačních zprávách z vlastní iniciativy. Bohužel pokud jde o implementaci nařízení 1107/2009 o přípravcích na ochranu rostlin, jsou výsledky výzkumu dost alarmující a jen potvrzují oprávněnost zřízení zvláštního výboru Parlamentu k unijním autorizačním procedurám pro pesticidy.

  Margrete Auken, for Verts/ALE-Gruppen. – Fru formand! Tak til fru Sârbu og til kommissær Vella for en god betænkning, der indeholder rimelige svar. Vi har været glade for samarbejdet med dig. Jeg har særlig behov for at understrege, at et af de alvorlige mangler ved EU’s miljøindsats er, at det er gået så skrækkeligt med vores biodiversitet. Det er blevet en stor diskussion i Danmark, men jeg tror i mange lande, at antallet af insekter er faldet voldsomt. Og det er virkelig voldsomt! Vi kender det fra vores bilruder, som pludselig ikke længere skal have særvask, da der ingen insekter er! Det er gået voldsomt ud over fuglene, men det går jo ud over hele livet! Og selve biodiversiteten er kernen i vores alle sammens liv. Det har enorm værdi for klimaet også. Jeg synes, at vi skal give det særlig vægt og bede Kommissionen om at tage sit ansvar som traktatens vogter betydelig mere alvorligt og komme efter de lande, der sjusker med overholdelsen af de krav, der stilles til både pesticider og til beskyttelse af biotoper, så vi har en chance for at få naturen reddet.

  Stefan Eck, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, Herr Kommissar! Mut und Entschlossenheit zählen leider nicht immer zu den Qualitäten der Kommission und dieses Hauses, selbst wenn der politische Wille vorhanden ist. Als Resultat davon müssen wir heute eingestehen, dass wir die Ziele des Siebten Umweltaktionsprogramms definitiv nicht erreichen werden, denn das hätte eine Überarbeitung vieler Politikbereiche erfordert – allen voran die Gemeinsame Agrarpolitik, die gerade wieder überprüft wird. Somit könnte die Kommission nun unter Beweis stellen, wie ernst sie die Umweltziele nimmt. Wir dürfen gespannt sein, ob sie Anreize für höhere Umweltstandards in der Landwirtschaft vorschlagen wird, ob sie den Pestizideinsatz massiv reduzieren will und dem übermäßigen Einsatz von Antibiotika in der Massentierhaltung endlich einen Riegel vorschieben wird.

Die Kommission muss endlich erkennen, dass substanzielle Verbesserungen im Umweltschutz und für die Lebensmittelsicherheit nur zu erreichen sind, wenn sich Produktionsmethoden und gesellschaftliches Konsumverhalten gravierend verändern. Herr Kommissar, Sie könnten dazu einen wesentlichen Beitrag leisten. Nur Mut Wagen Sie einmal das Unmögliche! Vielleicht klappt es dann auch, in der Zukunft die Umweltziele zu erreichen.

  Michel Dantin (PPE). – Madame la Présidente, Monsieur le Commissaire, chers collègues, le septième programme d’action pour l’environnement fixe les objectifs à atteindre par l’Union et ses États membres dans le domaine de l’environnement d’ici à 2020.

En dépit de ses qualités, le rapport qui est soumis à notre vote semble être une litanie de regrets et de reproches adressés à toutes les politiques européennes qui n’intégreraient pas suffisamment les enjeux environnementaux dans leurs objectifs.

L’agriculture, avec notre politique agricole commune, est particulièrement attaquée dans ce rapport. Elle constitue «un obstacle à la réalisation des objectifs du programme d’action».

L’agriculture en Europe est plurielle, diversifiée, multiforme. Derrière la notion de l’agriculture, il y a des hommes. À qui parle-t-on? De qui parle-t-on? Qui cible-t-on?

Alors que des résultats sont déjà en cours, il est certain que les agriculteurs opèrent une véritable mission de service public pour l’Union et ses citoyens. Cette mission doit être valorisée à sa juste valeur, or elle l’est trop peu et il convient de ne pas nier la dimension également économique de l’activité agricole.

Sans durabilité économique des exploitations agricoles, il n’y aura pas de progrès en matière d’environnement, ni en matière climatique.

Monsieur le Commissaire, quelle autre politique peut en dire autant?

  Seán Kelly (PPE). – Madam President, I think there is growing awareness year by year of the importance of protecting our environment. This was a slow burner at the start, but particularly after COP21 – where I had the honour of representing Parliament – I think the public at large are now behind us in our efforts to improve the environment because of necessity, both in terms of health, but also in terms of biodiversity and the life we enjoy. The Commission are coming forward with a whole series of packages which, taken together, will play a huge part in that regard.

The Commission referred to plastics financing, and also of course if we look at the clean energy package, it is all feeding into getting proper proposals that must be implemented at Member State level, and I think we should be pointing the finger more at the Member States who are trying to get out of their obligations, rather than at the Commission.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, l'Unione europea dispone di una solida legislazione ambientale la cui scarsa e inefficace attuazione costituisce un problema di lunga data. Per questo, pur avendo degli obiettivi ambiziosi, il Settimo programma d'azione per l'ambiente non riuscirà a conseguire i risultati auspicati.

Una delle cause è sicuramente la scarsa integrazione delle preoccupazioni ambientali in altri settori strategici. Ma c'è molto altro: ad esempio, non vi sono stati progressi in merito allo sviluppo di una strategia dell'Unione per un ambiente non tossico e per la riduzione dell'esposizione a sostanze dannose; vi è inoltre molta incertezza sui dati forniti, a causa della mancanza di indicatori e della limitazione degli indicatori esistenti. La stessa Agenzia europea per l'ambiente fa rilevare rallentamenti nei progressi in diversi ambiti.

Certamente i finanziamenti per alcuni obiettivi sono inadeguati per la corretta attuazione del settimo programma per l'ambiente ma va detto che, in svariati casi, i risultati attesi non sono stati raggiunti a causa della inadeguatezza della gestione finanziaria piuttosto che per la mancanza di risorse.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, το έβδομο πρόγραμμα δράσης για το περιβάλλον είναι ιδιαίτερα σημαντικό και φυσικά πρέπει να επικεντρωθούμε στην προστασία της δημόσιας υγείας και της ασφάλειας των τροφίμων. Θα ήθελα όμως κύριε Vella να σας θέσω ένα σοβαρό ζήτημα, το ζήτημα της εισαγωγής αγροτικών προϊόντων από τρίτες χώρες και ιδίως το ζήτημα της εισαγωγής αγροτικών προϊόντων από την Τουρκία. Τα αγροτικά αυτά προϊόντα καλλιεργούνται χωρίς να υπάρχει καμία προστασία και χωρίς να εφαρμόζονται οι κανόνες για τα απαγορευμένα φυτοφάρμακα και λιπάσματα, επομένως υπάρχει ένα σοβαρό ζήτημα για το πώς θα εξασφαλιστεί η προστασία των καταναλωτών. Δεν θα πρέπει να γίνουν επιπλέον φυτο-υγειονομικοί έλεγχοι στα επικίνδυνα αυτά αγροτικά προϊόντα που εισάγονται στην Ευρωπαϊκή Ένωση και προέρχονται από την Τουρκία; Είναι ένα σοβαρό ζήτημα, διότι δεν μπορεί να επιβάλουμε μόνο, όπως σωστά επιβάλλουμε, κανόνες εντός Ευρωπαϊκής Ένωσης, αλλά να έχουμε τουρκικά αγροτικά προϊόντα που καλλιεργούνται με φυτοφάρμακα που δεν τηρούν τις προδιαγραφές και αυτά να τα δίνουμε στους καταναλωτές εδώ στην Ευρωπαϊκή Ένωση.

  João Ferreira (GUE/NGL). – Senhora Presidente, o 7.º Programa de Ação em matéria de ambiente, o reduzido impacto concreto sobre a realidade e a fragilidade dos meios que lhe estão acometidos, designadamente financeiros, evidenciam o reduzido grau de prioridade que a União Europeia vem atribuindo a este domínio.

A propaganda não chega, sobretudo quando as ações concretas ou não a acompanham ou laboram em sentido contrário. Continuamos, no fundamental, perante um quadro de incoerência entre os objetivos proclamados no domínio do ambiente e o conteúdo das políticas sectoriais relevantes, da política agrícola à política comercial, entre outras.

Muitas das recomendações feitas por este Parlamento antes da definição deste programa acabaram por não ter tido acolhimento, por exemplo ao nível de um financiamento adequado da proteção da biodiversidade e das florestas, do reforço dos meios do programa LIFE ou da dotação de recursos suficientes para a conservação dos valores protegidos pela Rede Natura 2000.

Infelizmente, neste momento nada aponta para que o próximo quadro financeiro plurianual venha a colmatar estas falhas. Bem pelo contrário, são outras as prioridades da União Europeia.

  Eleonora Evi (EFDD). – Signora Presidente, onorevoli colleghi, ringrazio la relatrice Sârbu per questa relazione.

Come relatrice ombra ho apprezzato molto il risultato a cui siamo giunti nel fotografare lo stato di attuazione del Settimo programma di azione in materia di ambiente: in commissione abbiamo indicato le questioni aperte e le aree in cui la politica ambientale dell'Unione deve intervenire in via prioritaria, con quelle risposte serie e concrete che fino a oggi sono mancate.

Per evitare che vivere bene entro i limiti del pianeta diventi una missione impossibile, dobbiamo compiere una vera e propria inversione a U in molti ambiti: ad esempio, arrestare l'erosione del capitale naturale e della biodiversità, rendere respirabile l'aria delle nostre città e riformare l'autorizzazione dei pesticidi. Queste sono solo alcune delle tante sfide che ci troviamo ad affrontare e fare finta che non esistano è l'errore più grande che possiamo commettere.

Per questo auspico che i tentativi di indebolire questa relazione, soprattutto da parte del gruppo dei PPE e, in particolare tra tutti, nascondere il ruolo e l'impatto dell'agricoltura – soprattutto dell'allevamento intensivo – sull'ambiente non trovino alcuno spazio durante il voto di domani.

  Franc Bogovič (PPE). – V sedmem okoljskem akcijskem poročilu smo videli in zaznali napredke na posameznih področjih in pa tudi izzive, ki so pred nami, predvsem na področju zraka, vode, živil. In vemo, da se Evropa zelo hitro spreminja in tudi, hvala Bogu, na področju okoljskih parametrov marsikaterem dosegamo napredek.

Kar se tiče kmetijske politike, mislim, da je kmetijstvo pred zelo velikim izzivom, kako prehraniti vedno več ljudi. Zato mislim, da je eno od področij, ki ga je treba izpostaviti tudi v bodoči kmetijski politiki, pospešitev preciznega kmetijstva. Se pravi, to da bomo zagotovili manjšo rabo vseh pripravkov in pa zagotavljali tudi večjo sledljivost, da bo lažje slediti, kaj se pravzaprav v naravi dogaja.

Pomembno v biogospodarstvu: novi produkti, ki bodo nadomestili fosilna goriva. Vsekakor pa biodiverziteta in veseli me, da bomo 20. maja praznovali prvi svetovni dan čebel, ki bo v Sloveniji in je nek indikator stanja čebel in okolja v naravi.

  Karmenu Vella, Member of the Commission. – Madam President, I would like to thank our dear colleagues for their interesting suggestions, and this debate is very timely – not only for our own evaluation of the 7th Environment Action Programme (EAP), but even more for the upcoming reflections on the next environmental priorities. Your report on the 7th EAP, rightly pointed out some shortcomings in these current practices. I fully agree with the need for better policy coherence and increased integration of environmental objectives into other policies.

Mr Marias referred to pesticide residues in imported feed. This is, as you understand, not my area, but there are standards in place which apply to imports to ensure the health of EU citizens. The next steps in these debates are the upcoming Multiannual Financial Framework and the reform of the Common Agricultural Policy (CAP). I can assure you that there is strong recognition of the importance of environmental mainstreaming, and I am working closely with my colleagues in the College to ensure that environmental and climate-related challenges are duly reflected in our proposals.

This is particularly important for the Common Agricultural Policy, which needs to do more for water, nature and biodiversity. In its current form, the policy is not delivering as expected, despite the significant funding dedicated to greening. This has also been confirmed by the European Court of Auditors, so I am pressing strongly to rectify this in the context of our upcoming proposals.

Specifically on environmental mainstreaming in the future CAP, I count on the European Parliament to ensure that this will be reflected in the final agreement of the co-legislators.

  Daciana Octavia Sârbu, raportoare. – Domnule președinte, stimați colegi, vreau să vă mulțumesc tuturor pentru contribuția la această dezbatere. Oamenii așteaptă rezultate mai bune în acest domeniu, așteaptă progrese mai rapide în zone unde acestea se lasă așteptate, precum combaterea poluării sau reducerea pierderilor de biodiversitate.

Pentru a răspunde acestor așteptări, pentru a proteja mai eficient mediul, trebuie să învățăm cât putem de mult din neajunsurile programului de acțiune curent, dar și din exemplele sale de succes, pentru ca cel de al optulea program să fie mai performant, cu obiective mai calibrate. Sper ca, imediat după evaluarea actualului program, Comisia să vină cu o propunere pentru următorul. Sunt convinsă că, prin contribuția tuturor instituțiilor implicate, putem avea un bun program, iar, printr-o cooperare mai strânsă cu autoritățile naționale, pot fi obținute în aplicarea lui rezultatele pe care cetățenii le doresc.

Uniunea Europeană trebuie să asigure creșterea economică, însă în tandem cu protecția mediului. De aceea, este nevoie ca noua politică agricolă comună, dar și politicile privind transportul sau pescuitul să își propună ținte ambițioase, care să asigure sustenabilitatea. Viitoarele politici europene trebuie să fie axate pe inovație, iar finanțările din fonduri europene să fie direcționate mai mult înspre proiecte care să asigure îndeplinirea angajamentelor internaționale, decarbonizarea, dar și tranziția spre o economie mai verde.
