  Marc Joulaud, rapporteur. – Madame la Présidente, la politique de cohésion est une politique européenne dont on parle malheureusement trop peu mais qui, nous le savons, est pourtant essentielle pour nos territoires. Elle permet en effet de financer de nombreux projets qui vont du financement des PME à la formation professionnelle en passant par la coopération entre les régions. Surtout, cette politique incarne une Europe à la fois concrète et de proximité, puisque ces fonds, nous le savons, sont gérés au plus près des territoires.

Les propositions relatives au prochain cadre budgétaire de l’Union sont imminentes, et force est de constater que nous entendons beaucoup parler des nouveaux défis européens que sont la défense, la sécurité ou encore la crise des réfugiés et l’accueil de ces derniers. Il est bien sûr tout à fait légitime et nécessaire que l’Union européenne s’adapte à ces nouveaux défis, mais je tiens à dire que l’objectif de cohésion et de soutien aux territoires n’en est pas pour autant devenu obsolète du jour au lendemain, bien au contraire. Le rapport qui m’a été confié le montre bien: l’Europe doit plus que jamais investir dans des réalisations concrètes pour se rapprocher des citoyens et contribuer à l’amélioration de leur vie quotidienne. Alors, bien sûr, ne nous trompons pas pour autant. Il serait faux de prétendre que la politique de cohésion donne aujourd’hui entière satisfaction, mais pour lui garantir un avenir, il ne s’agit pas de défendre le statu quo mais bien de la réinventer, de la redessiner et de l’adapter.

Le premier chantier concerne – je crois – la simplification. Avec près de 800 pages, 450 articles et 89 annexes, cette politique est, nous le savons, devenue illisible. Pire, elle est d’une complexité qui vire parfois à l’absurde et dissuade de plus en plus de bénéficiaires d’y recourir. Des solutions concrètes existent pourtant pour que cette politique soit plus simple, plus lisible et plus efficace. C’est d’ailleurs ce qui ressort clairement d’une consultation que j’ai voulu lancer auprès des bénéficiaires des fonds européens dans ma région des Pays de la Loire. Cette enquête, que j’ai adressée à 150 structures qui ont bénéficié de ces fonds, a donné lieu à un retour d’expérience très concret pour illustrer ce rapport et a démontré un besoin de simplification mais surtout la réelle valeur ajoutée des fonds européens pour les porteurs de projets. Cette enquête, qui a été réalisée dans une région classée parmi les plus développées, confirme également que concentrer la politique de cohésion exclusivement sur les régions les plus pauvres serait en fait une erreur. Le rapport souligne donc bien que la couverture de l’ensemble des régions européennes n’est pas négociable pour le Parlement européen. Plusieurs études publiées récemment montrent d’ailleurs que si les régions européennes les moins développées ont connu au cours des dernières années une croissance importante, de nombreux territoires sont malgré tout fragilisés et le demeurent. Ces territoires sont d’une certaine manière pris en tenaille entre, d’une part, les grandes métropoles qui concentrent les développements et les richesses et, d’autre part, une concurrence avec des régions qui sont moins développées ou moins favorisées.

Le vrai combat sera donc – je crois – de faire en sorte que la politique de cohésion dans sa globalité soit mieux adaptée aux défis des régions d’aujourd’hui. Il s’agira bien sûr de renforcer la dimension sociale de la politique de cohésion mais aussi, sans doute, de mieux tenir compte des disparités infrarégionales, car nos régions, y compris les plus développées, connaissent en leur sein des poches de difficulté et de pauvreté, et elles doivent bénéficier d’un soutien adéquat, ce qui n’est pas forcément le cas aujourd’hui. Il s’agira également de protéger un certain nombre de territoires qui sont parfois oubliés de la mondialisation, comme certains territoires ruraux, et il s’agira bien sûr d’offrir des réponses différenciées en fonction des spécificités d’un certain nombre de territoires, notamment les territoires ultramarins.

Voilà en quelques mots, très simplement, un aperçu du rapport qui sera soumis au vote demain et doit, d’une certaine manière, incarner la position du Parlement européen sur l’avenir de la politique régionale européenne. Il y aurait bien sûr beaucoup à dire sur ce sujet. En tout cas, je veux remercier les rapporteurs fictifs des autres groupes politiques qui ont participé aux négociations et à ces travaux. Je compte demain sur les collègues pour qu’ils soutiennent ce rapport et envoient un signal en faveur d’une Europe forte au service des territoires.

  Csaba Sógor (PPE). – Amikor az Európai Unió gazdasági, társadalmi és területi kohéziójáról beszélünk, akkor meggyőződésem, hogy az EU jövője a tét. Ha az európai és tagállami politikák nem tudják érdemben csökkenteni a területi fejlettségbeli különbségeket, nem tudják elérni a leszakadó régiókban és azokon belül az emberek számára érezhető életszínvonalbeli növekedést, nem gyorsul fel a szükséges infrastrukturális beruházások megvalósulása az EU legfejletlenebb régióiban, annak beláthatatlan következményei lesznek.

Az EU keleti felében az egész európai integráció hitelessége függ a kohéziós politika eredményeitől. Szörnyű hiba lenne büntetőeszközként alkalmazni vagy hozzákapcsolni olyan politikákhoz, amelyek nem a kohézió célját szolgálják. A 2020 utáni kohéziós politikát folytatni, sőt megerősíteni szükséges, a reformoknak pedig egyszerűsítésre kell koncentrálniuk. A polgárok a bonyolult és bürokratikus szabályoktól való megtisztítást várják el a döntéshozóktól.

Az EU 2004 utáni bővítése óriási kihívásokat tartogatott, ezzel akkor is tisztában voltunk. Én azt javaslom, hogy ezzel szembe kell néznünk és meg kell erősítenünk az elkötelezettségünket a tagállamok fejlettségének közelítése iránt.

  Julie Ward (S&D). – Madam President, responding to economic, social, environmental and democratic challenges requires a collective strategy in order to achieve social justice and develop a fair and inclusive model for the 21st century, which will put at the forefront, not only economic development but, more importantly, the collective and individual well-being of citizens.

Touching upon all the key policy areas, cohesion policy is indeed the right tool to address these challenges. Structural funds have ensured increasing economic and social convergence of European regions, thanks to a very concrete and effective model of solidarity. Cohesion policy has helped vulnerable communities and regions, ensuring they do not fall behind. I saw this with my own eyes on a mission to Slovenia recently and I see it on a regular weekly basis in my own North West England constituency.

Understanding the real impact that Brexit and the loss of the Structural Funds will have for UK regions is crucial. That is why Labour MEPs have called for Brexit regional impact assessments, which must take account of the loss of billions of pounds of EU regional development money, funds that come directly to the poorest areas such as Liverpool, Blackpool and rural Cumbria. The failure of successive UK governments to tell this story is shameful and other Member States should not make the same mistake.

  Ivana Maletić (PPE). – Poštovana predsjedavajuća, zahvaljujem kolegi Marcu Joulaudu na izvrsnom izvješću i odlično odrađenom poslu. Ono što ovo Izvješće jasno pokazuje je da kohezijska politika daje rezultate u praksi, da zaista dovodi do smanjenja u različitoj razini razvijenosti među regijama Europske unije i to je važna poruka za donošenje budućeg proračunskog okvira u kojem i dalje želimo snažnu i jako zastupljenu kohezijsku politiku.

Ono što isto tako možemo naučiti iz ovog Izvješća je da je za uspješnost provedbe jako važno pojednostavniti procedure, da je jako važno imati dobro pripremljene projekte i na vrijeme donijeti provedbenu regulativu. Zato pozdravljam napore Europske komisije i povjerenice Creţu da provedbenu regulativu počnemo raspravljati već u lipnju ove godine. To je važno za države članice da se na vrijeme pripreme za sljedeću perspektivu i da zaista onda nakon 2020. imamo što prije konkretnu provedbu u praksi.

  Maria Gabriela Zoană (S&D). – Doamnă președintă, doamnă comisar Crețu, evoluția din ultimii ani la nivelul Uniunii arată că zonele urbane atrag tot mai mulți cetățeni și concentrează tot mai multe activități economice, sociale și culturale, motiv pentru care este nevoie să se acorde o mai mare atenție problemelor din zonele periurbane și rurale adiacente orașelor și metropolelor.

Aceste zone se confruntă cu provocări legate de concentrarea populației, dar și de existența unor zone de sărăcie, inclusiv în cadrul orașelor relativ prospere. Ca atare, avem nevoie de măsuri care să permită reducerea riscurilor, precum a celui de excluziune socială, probleme care rămân o provocare majoră pentru statele membre și pentru Uniunea Europeană.

Susțin necesitatea introducerii unor strategii integrate de dezvoltare urbană durabile, inclusiv în cadrul unor teritorii subregionale, precum și îmbunătățirea comunicării cu cetățenii europeni, pentru că aceștia trebuie să cunoască mai bine realizările concrete ale politicii de coeziune și rezultatele utilizării fondurilor europene în regiunile în care locuiesc. Este important să fie sprijinite și orașele mijlocii din fiecare stat membru, pentru că dezvoltarea acestora poate reduce presiunea asupra orașelor mai mari.

  Corina Crețu, Member of the Commission. – Madam President, first and foremost I would like to commend our dear colleague, rapporteur Jouland, and the Committee on Regional Development on this excellent report, and I would like very much to thank all of you. You have underlined the importance of this policy for improving the lives of millions of people in the European Union.

This report captures the very essence of what cohesion policy has helped to achieve so far and what is yet to be achieved. In this regard, your analysis on the 7th cohesion report is to the point. I also welcome the very concrete recommendations on the way forward after 2020. They are in line with many of our own beliefs. In particular, you state very assertively that the coverage of all EU regions is a red line for the European Parliament, and you know very well that I could not agree more with you, and I praise this ambitious approach – ambitious yet realistic.

As evidenced in the 7th cohesion report, regional disparities remain important, and the needs are clearly not limited to the poorest regions, as you clearly said. Indeed, pockets of poverty are observed in all kinds of regions, notably in urban areas, where the average living standard is very high. But at the same time we have very poor pockets – very poor communities. Moreover, several middle-income regions still lack capacity to fully benefit from the EU integration process. They have failed to move to higher-value-added activities. Europe has probably never needed solidarity and equality more than today. Phenomena such as globalisation, climate change, terrorism and social exclusion are exerting polarising forces inside our European Union. The temptation of isolation is growing, and our European project is at risk. We have to be honest and recognise this.

The need to continue cementing our Union is very important, and clearly the best answer post-2020 is a strong cohesion policy for our regions, and in the meantime the Commission is preparing the ground, notably by strengthening smart specialisation strategies. I believe this innovative and cooperative approach to policy-making is the best way to help regions find their competitive niche and become resilient. It is very important.

I am so glad to see that you also call for an intensification of smart specialisation strategies. In this context, your report mentions the pilot actions we have launched to help regions in industrial transition build their strategies for their regional transformation. This should be ready by the end of 2018, and I remain at your disposal to update you on the progress we have made as soon as we get the first results.

I would like to conclude by talking about the implementation of cohesion policy, which is very important. We share the view that radical simplification and faster delivery of results are needed. The options we are working on are largely in line with those proposed in your report, such as taking account of the different administrative capacities across Member States; a single set of rules; stronger synergies with other EU instruments; and a revised allocation system to better reflect the variety of challenges faced by EU territories.

We all know that the proposal for the next Multiannual Financial Framework is just around the corner. My only concern is that cohesion policy remains the main investment policy for the European Union, that it carries on supporting growth and improving the conditions of investment. Knowing our common aspirations, I am sure that we will make our way through the negotiations with good cooperation and constructiveness.

  Krzysztof Hetman (PPE), na piśmie. – Siódme sprawozdanie w sprawie spójności przyniosło nam wiele dobrych dowodów na to, że polityka spójności korzystnie wpływa na wszystkie regiony europejskie, zarówno te słabiej, jak i te lepiej rozwinięte. Z drugiej jednak strony wskazało na wiele utrzymujących się problemów, których rozwiązanie wciąż przed nami.

Uważam, że przejrzysta, dobrze ukierunkowana i dostępna polityka spójności powinna stanowić trzon unijnych inwestycji. Jest ona narzędziem, które najlepiej radzi sobie z wyzwaniami w zakresie inwestycji infrastrukturalnych, środowiskowych, inwestycji w kapitał ludzki, przedsiębiorczość czy reformy administracji publicznej. Aby mogła dalej spełniać swoją rolę po 2020 roku, musi mieć jednak silną pozycję w unijnym budżecie. Jej utrzymanie na co najmniej takim samym poziomie finansowym jak w latach 2014–2020 jest więc niezbędne. Niezwykle ważne jest także znaczne uproszczenie tej polityki – tak, aby potencjalni beneficjenci mieli łatwy dostęp do finansowania.

  Danuta Jazłowiecka (PPE), na piśmie. – Chyba wszyscy się zgodzą, że polityka spójności odegrała ważną rolę w pokonywaniu kryzysu gospodarczego. Zaprezentowane przez KE sprawozdanie ws. spójności pokazuje jednak, że w omawianej polityce są pewne słabości, które musimy wyeliminować. W 2015 prawie ¼ Europejczyków została uznana za zagrożoną ubóstwem lub wykluczeniem społecznym. Mając na uwadze dane dotyczące stopy bezrobocia młodzieży oraz osób pracujących żyjących w ubóstwie, należy zauważyć, że perspektywy szybkiej poprawy są niewielkie.

Unia jest tak silna, jak silne są jej najsłabsze ogniwa. Wyznacznikiem dobrostanu Unii nie będą więc średnie wzrosty PKB, a realne rezultaty w walce z ubóstwem. Walka ta musi się oprzeć na długofalowych inwestycjach, a nie doraźnych dotacjach, a taka jest właśnie polityka spójności Unii. Nie wyobrażam więc sobie możliwości obcięcia środków na politykę spójności.

Obserwujemy też nowe zjawisko pogłębiania się różnic wewnątrz regionów, a w regionach względnie zamożnych – enklaw ubóstwa. Niektóre terytoria znalazły się „w pułapce średniego dochodu”. Należy więc dopracować wskaźniki uwzględniane do celów przydzielania środków – obok poziomu PKB na mieszkańca. Muszą być one elastyczne, z naciskiem na ogólną stopę bezrobocia oraz wskaźnik bezrobocia osób młodych. Istotnym zagrożeniem dla integralności polityki spójności są plany włączenia EFS do projektowanego funduszu inwestycji społecznych. EFS posiada niezaprzeczalny wymiar terytorialny i dlatego powinien pozostać integralną częścią polityki spójności.

  Bogdan Brunon Wenta (PPE), na piśmie. – Chciałbym pogratulować Marcowi Joulaudowi jego sprawozdania. Bardzo się cieszę, że sprawozdanie podkreśla potencjał dalszych inwestycji w dziedzinie kultury, edukacji, dziedzictwa kulturowego, młodzieży i sportu w zakresie tworzenia miejsc pracy, zapewnienia wzrostu gospodarczego oraz poprawy spójności społecznej. Ma to szczególne znaczenie w odniesieniu do regionów słabiej rozwiniętych oraz obszarów wiejskich.

Uważam również, ze kluczowe jest popieranie i wzmocnienie strategii rozwoju branż sektora kultury i sektora kreatywnego, które są ściśle powiązane z innowacjami i kreatywnością. Mam nadzieję, że w przyszłości Komisja Europejska w większym stopniu uwzględni rolę kultury, edukacji, młodzieży i sportu we wzmacnianiu spójności w Unii i dokona szczegółowej analizy wpływu określonych projektów w tych obszarach. Pozwoli to na lepsze wykorzystanie potencjalnych synergii między europejskimi funduszami strukturalnymi i inwestycyjnymi.
