  Președintele. – Următorul punct de pe ordinea de zi este prezentarea succintă a raportului doamnei Esther Herranz García referitor la situația actuală și perspectivele de viitor în sectoarele ovinelor și caprinelor din Uniune (2017/2117(INI)) (A8-0064/2018).

  Esther Herranz García, ponente. – Señor presidente, señor comisario, señorías, el sector ovino de la Unión Europea, pese a dar empleo a un millón y medio de personas, ha sufrido desde la década de los ochenta la pérdida de 25 millones de cabezas de ganado, y desde el año 2001 hemos perdido la producción en más de un 20 %. Los datos del consumo de carne de ovino y caprino no son mucho más alentadores, porque en 2001 el consumo medio era de 3,5 kilos por persona, mientras que en el último año la media se situó en apenas 2 kilogramos, siendo la población joven la que más ha reducido su consumo.

El informe que hoy les estoy presentando y del que ha tenido el honor de ser la ponente pone de relieve esta situación y propone una serie de medidas con las que intentar revertir esta tendencia negativa. Sin lugar a dudas un elemento clave del informe es el reconocimiento de la importantísima labor medioambiental que realizan los sectores ovino y, sobre todo, el caprino, especialmente en su modalidad extensiva, en lo que respecta a la preservación de la biodiversidad de muchas regiones europeas.

Esta aportación de bienes públicos debería ser recompensada debidamente mediante el establecimiento de un pago medioambiental. Esta ha sido mi principal preocupación y estoy especialmente satisfecha de que aparezca en el primer punto de este documento que mañana votaremos. El informe pone de manifiesto la necesidad de buscar vías para mejorar la comercialización de los productos de los sectores ovino y caprino, mediante la promoción del consumo, sobre todo en las poblaciones más jóvenes, y también fomentar nuevas fórmulas de presentación en los puntos de venta que se adapten más a los hábitos de consumo actual.

Los ataques a los rebaños por parte de los grandes depredadores han sido el tema que más debate ha suscitado dentro de la Comisión de Agricultura debido a las crecientes pérdidas que sufren los ganaderos, quienes se encuentran en una situación de clara impotencia frente a este fenómeno. El aumento de las poblaciones de lobos, de linces, de osos y de otros depredadores, como consecuencia de las medidas de protección que ya hemos introducido en la Unión Europea, parece que no tiene límites y se está convirtiendo cada vez más en una preocupación de primer orden para los ganaderos europeos.

Este informe aboga por introducir —por modificar, diría yo— puntualmente determinados elementos de la Directiva Hábitats, con el objetivo de controlar y de gestionar la proliferación desmesurada de depredadores, que ha sido observada en muchas zonas de pastoreo europeas. Pero no pretendemos, no obstante, producir una revisión completa de la Directiva.

Por otra parte, el Parlamento pide en este informe que, en la negociación de acuerdos comerciales con países terceros, se considere a estos sectores —ovino y caprino— como sectores sensibles. Esta demanda cobra especial relevancia de cara a las negociaciones que están actualmente produciéndose con Australia y Nueva Zelanda. Sería conveniente esperar a tener un estudio del impacto que el Brexit va a tener en el mercado europeo, pues cerca del 48 % del contingente actual de 287 000 toneladas del que se beneficia Nueva Zelanda y el 75 % del contingente de 19 200 toneladas que se han concedido a Australia son destinadas directamente al Reino Unido.

La Comisión debería claramente mantener la cautela a la hora de negociar estos nuevos acuerdos. En este sentido, el Parlamento Europeo ya se pronunció al respecto en octubre del año pasado, considerando la carne de ovino como un elemento especialmente sensible en estas negociaciones.

Finalmente, deseo decirles que, en términos globales, este informe es muy positivo para el sector, por lo que espero que no tenga ningún problema mañana para ser aprobado por una amplia mayoría en esta Cámara. Deseo asimismo trasladar un fuerte mensaje de apoyo a los ganaderos y agradecerle al Comisario la sensibilidad que ha tenido con este sector durante este mandato.

  Daniel Buda (PPE). – Domnule președinte, dezvoltarea sectorului ovinelor și caprinelor reprezintă o verigă esențială în cadrul unei agriculturi durabile și eficiente. Evident, principalul rol al acestui sector este furnizarea unor produse de calitate și accesibile pentru consumatorii europeni și nu numai. Contribuția acestui sector la prevenirea schimbărilor climatice, a inundațiilor, a avalanșelor și a incendiilor forestiere, dar și la ocuparea forței de muncă în spațiul rural este și ea esențială. Sectorul trece însă prin dificultăți majore, fiind extrem de îngrijorătoare semnalele primite din partea crescătorilor de ovine, care sunt nevoiți să își închidă activitatea din cauza lipsei forței de muncă, în momentul de față multe exploatații agricole fiind lichidate sau au ajuns în pragul falimentului.

Se impune astfel încurajarea asocierii, creșterea cuantumului sprijinului cuplat acordat organizațiilor de producători din acest sector, a formelor de sprijin pentru înființarea punctelor de sacrificare, precum și simplificarea procedurilor de autorizare de către autoritățile naționale. Acestea ar contribui semnificativ la creșterea accesului producătorilor pe piețele de desfacere, o condiție esențială pentru a supraviețui.

  Eric Andrieu (S&D). – Monsieur le Président, Monsieur le Commissaire, je salue le travail que nous avons pu mener avec Mme Herranz García sur cette question des ovins et des caprins. Ces filières jouent un rôle essentiel dans la préservation de l’emploi dans des secteurs difficiles mais aussi dans la préservation des écosystèmes et dans la prévention des avalanches, des inondations et des feux de forêt.

À l’heure où la Commission nous propose des coupes sans précédent dans le budget agricole, je voudrais rappeler ici que le soutien de la PAC est extrêmement important pour ces filières et le développement de nos territoires.

Par ailleurs, je me félicite que ce rapport soulève la délicate question de la prédation par les loups dont les attaques se multiplient. Ce fléau constitue une vraie menace pour la survie des élevages, surtout ceux en milieu ouvert, pratiquant le pastoralisme. Je demande pour nos éleveurs une indemnisation adéquate pour les pertes causées, mais aussi pour les traumatismes laissés par les attaques de ces grands prédateurs. La directive Habitat, aujourd’hui dépassée, doit être modifiée.

Enfin, je me félicite que mon amendement qui prône l’exclusion des secteurs ovin et caprin des négociations commerciales avec les pays tiers ait été retenu. Nos filières doivent être défendues et nos territoires protégés.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, θεωρώ σημαντική την έκθεση που συζητούμε για την αντιμετώπιση των προβλημάτων της αιγοπροβατοτροφίας. Κύριε Επίτροπε, κύριε Hogan, πριν λίγο τηλεφώνησα σε έναν φίλο μου, νέο κτηνοτρόφο στη Θεσσαλία, και τον ρώτησα ποια θέματα θα ήθελε αυτός να θέσει για όσα συζητούνται εδώ και είπε ότι θεωρεί σημαντικό και απαραίτητο τη μείωση του κόστους εκτροφής, μιας και κυρίως η σόγια εισάγεται από τη Νότιο Αμερική. Θεωρεί μεγάλο πρόβλημα το εμπάργκο προς τη Ρωσία, διότι δεν μπορεί να κάνει εξαγωγές. Θεωρεί σημαντικό πρόβλημα τα διατροφικά σκάνδαλα αλλά και τη χαμηλή τιμή του γάλακτος λόγω των εισαγωγών από την Ουκρανία. Επιπλέον την πτώση της τιμής της φέτας λόγω της νοθείας που υφίσταται το προϊόν. Άλλος κτηνοτρόφος από την περιοχή της Κοζάνης θέτει ως σοβαρό ζήτημα τα μέτρα προστασίας από τους θηρευτές, κυρίως τους λύκους και τις αρκούδες. Υπάρχουν λοιπόν σοβαρά ζητήματα, τα οποία θίγει η έκθεση την οποία συζητούμε.

  Γεώργιος Επιτήδειος (NI). – Κύριε Πρόεδρε, η ενασχόληση με την εκτροφή προβάτων και αιγών είναι μία δύσκολη αλλά και σημαντική εργασία, διότι με αυτήν επιτυγχάνεται η κάλυψη ορισμένων επισιτιστικών απαιτήσεων των πολιτών της Ευρωπαϊκής Ενώσεως. Λόγω του ότι τα ζώα αυτά είναι ευάλωτα και σε φυσικούς κινδύνους και σε κινδύνους που προέρχονται από τους θηρευτές καθώς επίσης και σε διάφορες ασθένειες, μειώνεται ο αριθμός τους, κι αυτό έχει ως συνέπεια τη μείωση της κατανάλωσης του κρέατος. Πρέπει λοιπόν να ληφθούν ορισμένα μέτρα, κάποια από τα οποία είναι η προστασία της ζωής των αιγοπροβάτων από διάφορες ασθένειες που προέρχονται κυρίως από ζώα τα οποία εισάγονται από γειτονικές χώρες, όπως π.χ. είναι, στην περίπτωση της Ελλάδας, η Τουρκία, τα Σκόπια και λιγότερο η Αλβανία, καθώς επίσης και η προστασία των καταναλωτών αλλά και των απασχολουμένων με την εκτροφή από τις διάφορες εμπορικές συμφωνίες που συνάπτουμε με την Αυστραλία, με τη Νέα Ζηλανδία ή και με άλλες χώρες.

  Norbert Erdős (PPE). – Elnök Úr, Herranz García képviselőtársam kiváló jelentést állított össze az EU juh- és kecskeágazatának a jövőjéről, amelybe beillesztette szinte minden módosító javaslatomat, például a száraz és rossz minőségű ökológiai jelentőségű területeken történő legeltetés engedélyezését, vagy a tejcsomag pénzügyi támogatása juh- és kecsketejre történő kiterjesztésének a kérését. Most egy új indítványomhoz szeretném kérni az előadó és az árnyékelőadók támogatását: az EU jövőbeni agrárpolitikájában el kellene érni, hogy csak azon állattenyésztő kaphasson közvetlen támogatást, aki az adott állandó legelőn, amelynek tekintetében közvetlen támogatást kérelmez, hektáronként legalább 0,2 állategység kérődzőt tart. Ezzel sokat lehetne tenni a mezőgazdaságon belüli egyensúly helyreállítása irányába az állattenyésztés javára. El kell kerülni, hogy egy gazda megkapja az uniós támogatást, ha a legelője évenkénti kötelező kaszálását végzi csak el.

  Maria Gabriela Zoană (S&D). – Domnule președinte, domnule comisar Hogan, sectoarele ovinelor și caprinelor sunt cele mai vulnerabile în ceea ce privește creșterea animalelor. De aceea, este important să ne asigurăm că sectorul acestora are un viitor viabil în Uniunea Europeană, ținând cont și de valoarea adăugată incontestabilă în domeniul mediului, contribuind la menținerea biodiversității și a peisajelor, precum și la combaterea unor fenomene cum ar fi eroziunea solului. Să nu uităm nici de contribuția la dezvoltarea economiilor din zonele rurale. De asemenea, oile un rol important și pentru mediu, cu ajutorul lor fiind menținut un număr important de hectare de pășuni în Uniunea Europeană. Așadar, este nevoie de o intensificare a sprijinului în aceste sectoare.

  Mairead McGuinness (PPE). – Mr President, I would like to thank Ms Esther Herranz García for this report. There are two particular issues I want to raise – both of them surround the Brexit issue. The first one is around how we are going to allocate the tariff—rate quotas that come from New Zealand and Australia to the European Union, and maybe the Commissioner would respond to that, because that is a significant issue. As I understand it, the plans – such as they are – by the UK and the European Union on this issue are not acceptable to the countries involved. You might comment.

The second issue is also Brexit—related, because many of the lambs produced in Northern Ireland come to the Republic of Ireland for processing and then go to France for consumption. Clearly, we will have problems around that issue when Brexit happens, and we’re not clear as to the shape of Brexit around customs, around borders and around standards. Maybe the Commissioner could just reference that in his response.

  Maria Grapini (S&D). – Domnule președinte, domnule comisar, vreau să felicit și eu raportoarea. E un subiect extrem de important. Trebuie să ne gândim că sunt zone, țări în care creșterea animalelor, caprinelor și ovinelor este meseria de bază. E o sursă de câștig pentru acei locuitori, de aceea apreciez că raportoarea a atins toate subiectele, inclusiv cele legate de reglementarea pieței și, poate, domnul comisar ne spune într-adevăr cum putem să îi protejăm pe producătorii de carne de oaie și capră din Uniunea Europeană, având în vedere scăderea din `80 cu 25 de milioane de capete, având în vedere importurile din piețele terțe. De asemenea, cred că este foarte important să se realizeze acel lanț valoric de la pășune până la prelucrarea cărnii și a laptelui de la cele două specii de animale. Deci sunt lucruri de pus la punct și poate că în viitoarea politică agricolă nu pierdeți din vedere, domnule comisar, să gândiți reglementări și pentru aceste două meserii: creșterea oilor și a caprelor.

  Phil Hogan, Member of the Commission. – Mr President, before I refer to Ms Herranz García’s report, can I say to my friend, Mr Andrieu, that the 5% cut in the Common Agricultural Policy (CAP) budget today is not unprecedented, that is untrue, it’s actually fake news. You shouldn’t be looking at Farm Europe on the website because they are giving you the wrong information. I look forward to France being very strong supporters of getting Member States, particularly Denmark, the Netherlands, Sweden and Austria in unanimity in order to do more, so that we can reduce this particular impact on our farmers. I look forward to the leadership of France in this regard.

Mr President, I want to thank the rapporteur, Ms Herranz García, for her report on the sheep and goat sector. This report rightly highlights the very specific features that are associated with this type of farming in the EU. Recognising the contribution of the sheep sector as well as its vulnerability, I established a sheepmeat forum in the autumn of 2015 to provide our stakeholders, together with my services, with the opportunity to discuss the challenges and opportunities that face the sector. Ms Herranz García’s report is another valuable contribution to the discussion about this important sector. The Commission shares the rapporteur’s view in regard to the importance of small ruminants, not only for producing a whole range of market goods like meat, milk, wool and skins, but also in relation to landscape conservation, the fight against countryside desertification and the preservation of our cultural heritage.

Maintaining current production levels in sensitive sectors is one of the reasons why the CAP foresees the possibility for Member States to provide voluntary coupled support for the sheep sector. The report’s suggestion to increase this level of support has to be seen in the context of the proposals for the future CAP.

Promotion is a key element for a product like sheepmeat that is comparatively more expensive than others. I have therefore decided that sustainable sheep and goat production is a priority for the 2018 Annual Work Programme of EU promotion for agricultural products and I have allocated EUR 2 million for national programmes and EUR 4 million for multi-Member State programmes, and these figures have been ring-fenced for promotion campaigns on the internal market, on the sustainable aspects of sheepmeat production.

In an effort to improve market transparency, the Commission has established a dedicated sheep and goatmeat dashboard, which is published on its website. This gives regular market updates and provides stakeholders with information about the main market developments inside and outside the EU.

Strengthening the farmers’ position in the food chain is also important. Since January 2018 the sector can benefit from new rules on producer cooperation that are contained in the Omnibus Regulation, but they also relate to public goods. The Omnibus has also played its part here in changing the definition in terms of permanent grassland and this will help some countries, in particular Spain, Portugal, Italy, Greece and the south of France.

Unfair trading practices, of course, are also impactful on the meat sector, particularly the sheepmeat sector where operators are operating in a highly fragmented sector, such as this one. The Commission appreciates that the potential of the sheep sector could be heavily impacted by Brexit. In the sheep sector the UK plays a central role as a producer and also as an importer and in intra-European Union trade. The European Union and the UK, as Ms McGuinness has asked, have recently presented a proposal to the World Trade Organisation (WTO) to allow for the proportionality of the Tariff Rate Quotas (TRQs) to be shared out in line with what they are today. The first countries that actually objected to this were the United States, Australia and New Zealand, and these are supposed to be the best friends of the United Kingdom when it comes to a future trading relationship. If you have friends like that, it’s not easy to resolve these issues in relation to tariff rate quotas.

Ms Herranz García’s report highlights the importance of the sheep and goat sector as a provider of public goods. Supporting it is in the interest of all of us. I welcome a report that will give, pardon the pun, food for thought. Once the Commission proposals for the CAP are tabled a greater focus on performance will no doubt be beneficial for the sheepmeat sector due to its specificities and fragility. I can assure you that the Commission will continue supporting the sector’s efforts to become more market-orientated and secure its long-term sustainability.

  Michel Dantin (PPE), par écrit. – Ce rapport vise à dresser un état des lieux de la situation et des perspectives de deux secteurs fragiles de l’élevage mais ô combien importants en Europe: le secteur caprin et le secteur ovin. Il est le fruit d’un travail collectif et je tiens à saluer le travail de ma collègue Esther Herranz Garcia. Ce rapport présente des pistes et des propositions de développement du secteur : meilleur soutien dans le cadre de la PAC, promotion et segmentation du marché, utilisation accrue des outils de gestion de l’offre pour les fromages de qualité avec une demande d’étendre ces outils aux viandes, et dérogations au droit de la concurrence ouvertes par le règlement Omnibus. Il évoque aussi les dangers qui pèsent sur le secteur: le Brexit avec les futurs contingents tarifaires néo-zélandais et australiens, et plus largement les accords commerciaux d’une part, et la question sanitaire et celle de la prolifération des prédateurs, qui accroit la pression sur les troupeaux et nos éleveurs d’autre part. Ces propositions sont sur la table. Je souhaite que nous menions collectivement ces chantiers à leur terme, notamment avec la réforme de la PAC dès juin prochain, pour le développement de ces secteurs.

  Beata Gosiewska (ECR), na piśmie. – Hodowla owiec i kóz w Unii Europejskiej stanowi ważną tradycyjną działalność rolniczą zapewniającą utrzymanie tysiącom producentów i dostarczającą produktów wyjątkowej jakości i o szczególnych właściwościach, a także produktów pochodnych (mięsa, mleka i wełny). Ponieważ sektor ten poniósł w ostatnich latach straty, komisja AGRI była zgodna, że zasługuje on na szczególną uwagę.

Sprawozdanie dotyczy wielu kwestii: zwyczajów związanych z wypasem, zagrożeń ze strony drapieżników, zdrowia i dobrostanu (w tym transportu zwierząt), produktów, identyfikacji elektronicznej, standaryzacji tuszy, słabej stabilności finansowej i niskich dochodów gospodarstw rolnych, malejącego spożycia, przyrządzania i promocji jagnięciny. Wzrasta również presja konkurencyjna na skutek przywozu z państw trzecich.

Sprawozdawca dostrzega pilną potrzebę podjęcia działań mających na celu zapewnienie przynoszącej zyski i zrównoważonej przyszłej produkcji mięsa baraniego i koziego w Europie. Zachęca do produkcji produktów tego pochodzenia i przyciągnięcia nowych, młodych hodowców kóz i owiec. Zaleca też utrzymanie tej tradycyjnej i przyjaznej środowisku działalności rolniczej. Sprawozdawca wzywa również do utworzenia zespołu zadaniowego UE do spraw wdrażania w celu zagwarantowania, że w okresie najbliższych dwóch lat przyjęte zostaną środki szczególne, co zabezpieczy przyszłość sektorów hodowli owiec i kóz w Europie.

Mając na uwadze dobro europejskiego rolnictwa, głosuję za poparciem tego sprawozdania.
