  President. – The next item is the debate on the statement by the Vice—President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy on the situation in the Gaza Strip and the status of Jerusalem (2018/2719(RSP)).

  Johannes Hahn, Member of the Commission, on behalf of the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, these have been tragic weeks. Well over a hundred Palestinians have been killed since March, including several minors, several thousands have been injured, and hundreds will suffer life-long disabilities. Today, we have seen heavy mortar fire from Gaza that reached an Israeli kibbutz.

No one can be indifferent to this tragedy. We need a political solution that stops the violence. Israel has the right to defend its legitimate security interests and its sovereignty. But every response should be proportionate and the High Representative has called on the Israelis to avoid the use of live fire against unarmed protesters unless there is a real and immediate threat to life.

The Palestinians have the full right to protest peacefully. At the same time, we have also stressed that Hamas and those leading demonstrations in Gaza must ensure that they remain strictly non—violent, and they must not exploit the protests for other means.

In five public statements we have urged all parties to refrain from actions that would lead to the loss of life. We have also engaged through our diplomatic channels. We heard different versions of the facts and different narratives about what was happening from Israelis and Palestinians. Our judgment should always be defined by facts, not emotions. That is why we have said since the beginning that an independent and transparent investigation is needed to shed light on events and possible violations by all parties.

The priority right now is for all parties to avoid any action that could spark new violence and lead to further loss of life. The first step to reduce tensions is to mitigate the dire humanitarian situation in Gaza, where there is record unemployment and an economy on the brink of collapse. Gaza’s health system is under extreme pressure in treating the injured. Humanitarian access to Gaza and medical referrals to hospitals elsewhere must be allowed to save lives. The Commission has allocated an additional EUR 3 million for an emergency aid package for Gaza and the health, water and sanitation sectors.

Second, we must speed up investments in infrastructure and job creation, as discussed in the two recent meetings of the ad hoc liaison committee. This is key to countering despair and frustration. There has not yet been the progress we had wanted and hoped to see in Gaza.

Israel has to do its part. Real progress requires progress on movement and access and the possibility of trading. Removing Israeli restrictions would be more helpful than any increase in aid. The Paris Protocol agreed between the parties should be fully implemented, indeed updated. The Palestinian Authority must also play its part and fully live up to its responsibilities for the people in Gaza. This means working actively for reconciliation, under Egyptian auspices, to reunite Gaza and the West Bank under one legitimate Palestinian authority.

The only realistic perspective for peace, security and growth in the region remains the two—state solution. and the two states can only be achieved through meaningful negotiations on the basis of the 1967 borders, with West Jerusalem as the capital of the state of Israel and East Jerusalem as the capital of the state of Palestine.

No one can deny the historic ties of the Jewish people to Jerusalem, and the same is true for the ties of the Palestinian people to the city. Precisely because of Jerusalem’s unique history, its status can only be solved through negotiations between the parties.

This is what we have repeated to our American counterparts since President Trump’s decision to move the US Embassy to Jerusalem. No one but the two parties can take Jerusalem off the table. We in the European Union have also said that we will continue to respect the international consensus on Jerusalem embodied in UN Security Council Resolution 478, including on the location of diplomatic representations, until the status of Jerusalem is agreed by the parties.

What has happened near the Gaza fence and in Jerusalem in the past weeks reminds us that what we urgently need is to reopen a path that may eventually lead to peace and security for all people in the region. As Europeans we have a duty to play our part in this, however we can, and we will.

  Cristian Dan Preda, au nom du groupe PPE. – Madame la Présidente, je suis un peu mal à l’aise avec l’intitulé de notre débat, qui juxtapose deux questions distinctes. En effet, on ne peut pas attribuer la violence instiguée par le Hamas à la décision des États-Unis d’inaugurer leur ambassade à Jérusalem. Dans notre résolution du mois dernier, nous avons reconnu clairement que les protestations qui ont démarré le 30 mars ont été orchestrées par le Hamas, organisation terroriste reconnue comme telle par l’Europe. Aujourd’hui même, trente roquettes ont visé Israël depuis Gaza, et c’est toujours le Hamas.

Parmi les personnes qui ont été tuées lors des protestations il y a deux semaines, cinquante ont été reconnues par le Hamas comme ses agents et des récompenses ont été offertes pour la participation à ces protestations violentes. Or, dans notre résolution, nous avons rejeté clairement les actes terroristes et l’incitation à la violence comme incompatibles avec les avancées vers la solution à deux États.

Sur la question de Jérusalem, il ne faudra pas rechercher la clarté à l’Est de l’Europe, dans la position de la Roumanie. Nous avons eu, non pas une, mais deux réponses différentes de la part des autorités. Partant, le conflit interne au sujet de la localisation de notre ambassade a déçu tant les Israéliens que les Palestiniens. La Roumanie – je le rappelle – était un des sept États membres à avoir reconnu l’État palestinien. Il y avait une attente pour qu’on continue de regarder Jérusalem comme capitale des deux États. On a aussi déçu les Israéliens – avec lesquels nous avons d’excellentes relations bilatérales –, qui s’attendaient à ce qu’on reconnaisse Jérusalem, qui est leur capitale depuis 1949.

  Elena Valenciano, en nombre del Grupo S&D. – Señora presidenta, nunca el ejército israelí había causado tanto daño en Gaza. Y, lamentablemente y a pesar de ese daño, la respuesta europea ha sido muy débil. Ciento diecisiete muertos, entre ellos trece niños, y trece mil heridos. No todos eran de Hamás, señor Preda. Todos heridos por munición explosiva, que destroza los cuerpos.

Gaza está afrontando un desastre humano de proporciones inhumanas, así que queremos una comisión independiente que investigue lo que ha sucedido. Y afirmamos que Israel tiene derecho a su seguridad; por supuesto. Israel es un país amigo, pero el Gobierno de Netanyahu está claramente incumpliendo una parte del Acuerdo que Israel mantiene con la Unión Europea. Y lo que nosotros queremos es que la Comisión Europea cite a Israel y evalúe si Israel está cumpliendo la cláusula de derechos humanos y el respeto de la ley internacional que el Acuerdo contiene. Porque, si una parte del Acuerdo se está incumpliendo, la Unión Europea debe levantar la voz.

Por supuesto, hay que tratar de ayudar a Gaza. Hay que tratar de volver a poner en la agenda un proceso de paz. Porque, señorías, la agenda del presidente Trump coincide con la agenda del presidente Netanyahu. Y ese es el gran cambio que se ha producido en la relación entre Israel y Palestina. Nosotros ya no tenemos un aliado en los Estados Unidos para poder conducir un proceso de paz como el que todos hemos defendido siempre. Ni siquiera tenemos un aliado en los Estados Unidos que vaya a respetar las Resoluciones del Consejo de Seguridad de las Naciones Unidas.

Y tenemos que tomar nota de eso como europeos, porque el escenario político ha cambiado radicalmente desde que Trump está en la Casa Blanca. El mundo es muchísimo más inseguro, todo es mucho más peligroso; justamente porque la agenda del presidente Trump coincide con la agenda del presidente Netanyahu. Israel tiene derecho a su seguridad y los palestinos también tienen derecho a su seguridad y a su dignidad.

  Geoffrey Van Orden, on behalf of the ECR Group. – Madam President, we all lament the loss of young lives in Gaza. Israel, of course, has the right to defend its borders but, particularly in the face of deliberate provocation, it must show restraint. Apart from the loss of life involved, the international reputation of Israel has again been damaged. This, of course, was precisely the intention of those that set these tragic events in train.

In 2007, two years after Israel had handed control of Gaza to the Palestine Authority, Hamas seized control of Gaza in a civil war between Palestinians in which over a hundred people died. Hamas is designated by the European Union as a terrorist organisation. It ruthlessly oppresses the people of Gaza. It murders its political opponents and abducts, tortures and kills those it defines as collaborators. The only media allowed is under Hamas control. It seeks to blame Israel for all the suffering of the people of Gaza and fills the minds of its people with hatred of Israel and the Jews. It does not believe in the right of Israel to exist, but in Gaza there is no democracy and no regard for human rights. The only demonstrations allowed are those under Hamas direction. The border areas are exclusion zones controlled by Hamas for their purposes, including the use as a base for rocket attacks on civilian communities in Israel.

There is no democracy in Gaza. It was the Palestine Authority that imposed sanctions on Hamas-ruled Gaza in 2017, affecting salaries of civil servants, as well as medical and electricity supply. The Palestine Authority, Madame President, needs to take full control of Gaza and return to the negotiating table.

  Hilde Vautmans, namens de ALDE-Fractie. – Voorzitter, de opening van de Amerikaanse ambassade in Jeruzalem was weer de zoveelste eenzijdige beslissing van president Trump. Zoals we hadden voorspeld, betekende dit alleen maar olie op het vuur. Terwijl aan de ene kant de champagne rijkelijk vloeide bij de opening, vielen aan de andere kant honderden doden, waaronder ook veel kinderen.

Het is goed, commissaris, dat we dit debat hier vandaag opnieuw voeren. Vorige maand hadden we een uitstekend debat met een goede resolutie. Maar ik denk dat we door vandaag dit debat te voeren het duidelijke en krachtige signaal afgeven dat we dit niet langer tolereren.

Hoeveel bloed moet er nog vloeien? Hoeveel kinderen moeten er nog sterven?

Ik denk dat het duidelijk is wat er moet gebeuren. Eerst en vooral – en ik sluit mij dus aan bij wat mijn collega heeft gezegd – moet er een onafhankelijk onderzoek komen. Het moet voor eens en voor altijd duidelijk worden wie daar de schuldigen zijn.

Ten tweede moeten we de rol van Hamas niet onderschatten. Ook hun daden moeten we krachtig durven veroordelen. U heeft het zelf gezegd: de humanitaire situatie in Gaza, eigenlijk durven we de feiten bijna niet meer op te sommen. Maand na maand herhalen we het hier.

Laten we er nu eens voor zorgen dat die humanitaire hulp tot daar doorstroomt. Het leveren van medische en humanitaire steun.

Tot slot, meneer de commissaris, u heeft erop gewezen: we moeten niet langer op Amerika rekenen om daar een belangrijke rol te spelen. Ik denk dat het duidelijk is dat Europa zijn rol duidelijker moet spelen. U heeft gezegd: we moeten de weg openen naar vrede. Ja, dat moeten we doen. Maar ik denk dat we onze diplomatieke inspanningen moeten opvoeren. Ik denk dat wij moeten zeggen: die tweestatenoplossing, kom aan tafel, […] aan de tafel. Ik denk, meneer de commissaris, dat Europa hierbij de trekker moet zijn en daarom reken ik op u.

  Keith Taylor, on behalf of the Verts/ALE Group. – Madam President, I am a member of Parliament’s delegation to Palestine and have visited Gaza myself, and for that reason I’ll restrict the comments I am making to Gaza. I observed the living conditions of Gazans and the repressive nature of the Israeli blockades with their far-reaching effects on employment, infrastructure and any semblance of normal life. I met with Palestinian politicians who are losing faith with the two-state solution and Israel’s obvious lack of good faith in seeking that outcome. I talked to community groups and to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who highlight illegal land grabs, and families who talk of their husbands, sons and children held in Israeli detention without charge. This – and so much more – is the reality of the repressive, disproportionate and illegal acts of the Israeli state when what we need is true equality for all the people of the Middle East.

But when I read Federica Mogherini’s newsletter, I saw the same old tired repetition of our positions and preferences, which have so far singularly failed to prompt Israeli government action of any sort. I would like to see our Vice-President flex our economic muscles and review the EU-Israel Association Agreement, because it is not unreasonable for us to expect the people that we trade with to act responsibly, proportionately and within the law.

  Νεοκλής Συλικιώτης, εξ ονόματος της ομάδας GUE/NGL. – Κυρία Πρόεδρε, το ψήφισμα 181 του ΟΗΕ ξεκαθαρίζει πως όλες οι ενέργειες της κατοχικής δύναμης του Ισραήλ, οι οποίες μεταβάλλουν τον χαρακτήρα και το καθεστώς της Ιερουσαλήμ, είναι παράνομες και πρέπει να αρθούν. Στο πλαίσιο αυτό, καταδικάζουμε απερίφραστα και την απόφαση των ΗΠΑ να αναγνωρίσουν την Ιερουσαλήμ ως πρωτεύουσα του Ισραήλ. Η πράξη τους συνιστά κατάφωρη παραβίαση του διεθνούς δικαίου, υπηρετεί τη διαιώνιση της κατοχής, καταστρατηγεί τις προσπάθειες για επίτευξη λύσης δύο κρατών, και, το χειρότερο, πυροδοτεί νέο κύκλο αιματοχυσίας σε βάρος του άμαχου παλαιστινιακού λαού. Η ισραηλινή κρατική τρομοκρατία, με απάνθρωπη βία σε βάρος ειρηνικών διαδηλωτών, δολοφόνησε 117 και τραυμάτισε σοβαρά χιλιάδες Παλαιστινίους αμάχους, μεταξύ των οποίων και παιδιά. 128 κράτη της Γενικής Συνέλευσης του ΟΗΕ έχουν καταδικάσει τη μεταφορά της αμερικανικής πρεσβείας στην Ιερουσαλήμ και ζητούν να ακυρωθεί. Εμείς θεωρούμε ότι ήταν θετική η δήλωση της Ευρωπαϊκής Ένωσης, η οποία απέρριψε την απόφαση του Προέδρου Trump. Ωστόσο, τονίζουμε ότι η Ευρωπαϊκή Ένωση οφείλει να παύσει την πολιτική των ίσων αποστάσεων και της εξίσωσης του θύτη με το θύμα. Πρέπει να ασκήσει πιέσεις στο Ισραήλ ώστε να τερματίσει τον εγκληματικό αποκλεισμό της Γάζας, η οποία έχει καταστεί ανοιχτή φυλακή με σχεδόν δύο εκατομμύρια ανθρώπους εγκλωβισμένους σε 365 τετραγωνικά χιλιόμετρα χωρίς επαρκή πρόσβαση σε ρεύμα και νερό και με πολλές ελλείψεις στα φαρμακεία και στα τρόφιμα. Ως Ομάδα GUE, εκφράζουμε την αλληλεγγύη μας στον παλαιστινιακό λαό για λύση δύο κρατών και την αναγνώριση ανεξάρτητου, κυρίαρχου, βιώσιμου παλαιστινιακού κράτους στα σύνορα του 1967 με πρωτεύουσα την Ανατολική Ιερουσαλήμ.

  Doru-Claudian Frunzulică (S&D), blue-card question. – Dear colleague, you mentioned Resolution 181, the Partition Plan from November 1947. But do you remember that this Partition Plan was rejected by the Arab states? At the same time, as you know, after President Trump decided to move the Embassy, which was a decision of Congress from 1995, this does not preclude future negotiations between the two sides on the future status of Jerusalem.   Νεοκλής Συλικιώτης (GUE/NGL), απάντηση σε ερώτηση με γαλάζια κάρτα. – Αγαπητέ συνάδελφε, πρώτα-πρώτα πρέπει να πούμε ότι εμείς πρέπει να σεβόμαστε τις αποφάσεις του ΟΗΕ και της Γενικής Συνέλευσης και του Συμβουλίου Ασφαλείας. Εμείς ως Ευρωπαϊκή Ένωση πρέπει να υπερασπιζόμαστε πάντοτε το διεθνές δίκαιο και τις αποφάσεις του διεθνούς οργανισμού. Είναι μέσα σε αυτά τα πλαίσια που πρέπει να απορρίψουμε αυτή την πολιτική του Trump η οποία, επαναλαμβάνω, διαιωνίζει την κατοχή και τερματίζει την πολιτική ειρήνευσης για την επιδίωξη της λύσης δύο κρατών. Η ειρήνευση στη Μέση Ανατολή και στην Παλαιστίνη μόνο με την ύπαρξη δύο ανεξάρτητων κρατών τα οποία να ζουν δίπλα-δίπλα μπορεί να επιτευχθεί.

  Mario Borghezio, a nome del gruppo ENF. – Signor Presidente, onorevoli colleghi, sul dramma del popolo palestinese va ad insistere qualche cosa di terribile, e cioè il ruolo di Hamas. Hamas che manda in prima linea, in prossimità della frontiera israeliana, con tutto quello che si può immaginare, donne e bambini anche in tenera età, con le conseguenze molto gravi che abbiamo visto.

Un grande dramma, su cui abbiamo l'intervento positivo dell'Egitto, che svolge un ruolo di moderatore, ma un ruolo pessimo e pericoloso del solito Erdoğan, chi si erge a sobillatore, a soffiare ancora sul fuoco.

Io a nome di un delegazione che ha sempre difeso l'integrità di Israele, non mi sento però esonerato dal denunciare la gravità della situazione anche umanitaria di Gaza, e lo stato d'animo profondamente scosso e umiliato di un popolo che si percepisce solo, indifeso, senza via d'uscita, abbandonato da tutti, senza sovranità.

Anche in Europa si corre il rischio che un altro popolo, grazie a Dio non in una situazione così difficile, si senta umiliato e offeso e senza sovranità, che viene trattato dall'Unione europea come un paese coloniale. Non vorrei che si scatenasse una intifada politica contro i responsabili di questo golpe, di questo intervento indecoroso dell'Unione europea contro un popolo libero, che ha votato per avere il suo governo!

  Zoltán Balczó (NI). – Elnök Asszony, Donald Trump áthelyezte az USA nagykövetségét Jeruzsálembe, ezzel közvetve elismerve azt a zsidó állam egy és oszthatatlan fővárosának. Ez a lépés kritikus helyzetet idézett elő a békefolyamatban, amelynek eddig elfogadott célja volt a kétállami megoldás, melyben Kelet-Jeruzsálem a lehetséges Palesztin állam fővárosa lenne. Helyes, hogy a főképviselő asszony elítélte az amerikai döntést, maga mögött tudva a tagországok többségét, sajnos, hogy az egységes fellépést nem sikerült elérni. Az USA-nak volt egy másik döntése is, amely hátrányosan érintette a békefolyamatot, nevezetesen az Iránnal megkötött atommegállapodás fölmondása. Helyes, hogy az EU továbbra is kiáll a szerződés mellett. Az euroatlanti együttműködés nem jelentheti azt, hogy az EU elfogadja Amerika domináns szerepét. Önálló európai külpolitikára van szükség.

  José Ignacio Salafranca Sánchez-Neyra (PPE). – Señora presidenta, señor comisario, señorías, cuando los Estados Unidos anunciaron el traslado de su embajada de Tel Aviv a Jerusalén, la alta representante, en nombre de los Veintiocho, expresó su preocupación por esta decisión.

Hoy, algunos meses después, tenemos que constatar que esa preocupación era una preocupación fundada y tenemos que manifestar también nuestra consternación por el elevado número de personas muertas y heridas —incluidos niños— y hacer un llamamiento desde este Parlamento para evitar que se vuelvan a producir nuevas víctimas entre la población civil.

El comisario se ha referido a la petición que han hecho la Unión Europea y alguno de sus Estados miembros para constituir un mecanismo de investigación en el ámbito del Consejo de Derechos Humanos de las Naciones Unidas.

Me gustaría, señora presidenta, recordar los términos de la Resolución aprobada el 19 de abril, en la que este Parlamento pedía que se evitase una escalada en la región y que se respetasen los derechos humanos, incluido el derecho a la manifestación pacífica, así como el derecho de Israel a vivir dentro de unas fronteras seguras; y se señalaba también el hecho de que las dos partes de este conflicto tienen aspiraciones legítimas que se pueden concretar en una manifestación muy clara, que es la fórmula de dos Estados que vivan en paz, que coexistan pacíficamente dentro de unas fronteras seguras. Y, para ello, es importante resolver el estatuto de Jerusalén, en el sentido en que se ha referido el comisario, sobre la base de la Resolución 478 de las Naciones Unidas.

Termino, señora presidenta, diciendo que, en estos tiempos difíciles que nos toca vivir, es importante que la Unión Europea y la comunidad internacional se conduzcan con coraje y determinación para alcanzar una paz justa y duradera en Palestina.

  Pier Antonio Panzeri (S&D). – Signora Presidente, onorevoli colleghi, il 14 maggio scorso è stata una giornata nera: più di 60 morti e oltre 2 000 feriti nella Striscia di Gaza, anche per effetto della scelta sbagliata dell'Amministrazione americana di spostare l'ambasciata a Gerusalemme.

Il forte biasimo suscitato, anche a livello diplomatico, dall'inaugurazione dell'ambasciata USA era doveroso, ma è riduttivo relegare la questione israelo-palestinese a tutto questo. Di fatto, il trasloco statunitense a Gerusalemme è solo uno dei motivi che ha riacceso gli scontri. Non si possono dimenticare gli effetti dell'embargo decennale di Israele verso la Striscia di Gaza, ma soprattutto il desiderio di ritorno a casa che i palestinesi attendono da settant'anni.

Serve infine inquadrare la questione in uno scacchiere geopolitico più ampio. La mia impressione è che Netanyahu, il re saudita e Trump costituiscano una miscellanea davvero pericolosa per tutta quella regione. È importante quindi che l'Unione europea sia ferma nell'opporsi a queste derive, continuando a far sentire la propria pressione e a sfruttare i rapporti, anche economici, con Israele per spingere Netanyahu a intraprendere un percorso di pace.

In questo contesto, colgo anche l'occasione per chiedere con forza alla Corte suprema israeliana di rivedere la sua sentenza e di non procedere al trasferimento forzato del villaggio beduino di Khan al-Ahmar e alla demolizione della scuola di Gomme, realizzata dall'ONG italiana "Vento di terra", che ha 160 bambini provenienti da 5 comunità.

La Commissione intervenga anche su questo.

  Anders Primdahl Vistisen (ECR). – Fru formand! Hykleriet i denne sag, når det drejer sig om Israel/Palæstina-konflikten, vil ingen ende tage.

Det er ret bemærkelsesværdigt, at det samme parlament uden nogen betingelser for en fredsaftale godkendte en palæstinensisk stat – en handling der er mindst lige så aggressiv set med israelske øjne, som amerikanernes ambassadeflytning set med andres øjne – og det gjorde man med den forudsætning, at det skulle bare accepteres fra israelsk side. Nu har man så den modsatte situation, hvor amerikanerne har taget en beslutning, som vi finder det rimeligt, at vi gør os til moralske overdommere over. I øvrigt hænger den sammen med situationen med Hamas, hvor Israel trak sig ud, og vi ser endda i dag konsekvenserne.

Konsekvenserne er, at en terrororganisation har taget magten. Den udnytter lokalbefolkningen, den udfører terrorangreb mod staten Israel, og alligevel er der mange i denne sal, der insisterer på at gå dens ærinde ved at acceptere, at den vold, den udøver, er ofrenes egen skyld. Lad mig gøre det klart, slå helt fast: Terror er ene og alene de personers ansvar, der begår den. Terror er aldrig ofrets ansvar. Længere er den ikke.

  Frédérique Ries (ALDE). – Madame la Présidente, les sirènes ont retenti ce matin en Israël autour de Sdérot, à une heure à peine de Tel Aviv. Trente obus ont été tirés depuis Gaza, l’un d’eux sur un jardin d’enfants. Il n’y avait pas d’enfants, heureusement, il était trop tôt. C’est en réalité l’attaque la plus grave depuis 2014. Ces images-là, on ne les verra pas à la une, cette vérité-là, on ne la dira pas.

Le Hamas poursuit donc sa stratégie d’ultraviolence. C’est lui qui est le premier responsable de la tragédie du peuple de Gaza. Depuis 12 ans, ce peuple vit dans le dénuement économique, sanitaire et culturel. La population est prise en tenaille entre le blocus israélo-égyptien et le Hamas, qui persiste, qui revendique comme combattants 50 des 62 personnes mortes le 14 mai, qui poursuit les bombardements et annonce une nouvelle étape encore de la marche dite du retour, le mardi 5 juin.

Alors même qu’en ce moment des tractations devraient avoir lieu en coulisses, parrainées par le Qatar et l’Égypte, pour une paix froide, une trêve où certains préalables, intangibles jusqu’ici, devraient être gelés, j’espère, comme l’a dit M. le commissaire, que cet espoir-là ne se transformera pas en nouvelle escalade.

  Pascal Durand (Verts/ALE). – Madame la Présidente, Monsieur le Commissaire, les terribles événements de Gaza et la provocation de Jérusalem ne sont rien d’autre que la partie tragique, émergée, d’un iceberg.

En réalité, contrairement à ce que veut nous faire croire M. Benyamin Netanyahou, le gouvernement israélien n’est pas l’ami de l’Union européenne, de la démocratie et de la paix. Il ne connaît que la répression et l’humiliation. C’est un gouvernement qui veut la force et c’est un gouvernement de combat.

M. Steinitz, membre du Likoud, donc du parti majoritaire actuellement au gouvernement, disait le 23 mai dans Haaretz, à propos de Mme Mogherini et de l’Union européenne, que l’Union européenne peut aller en enfer. On ne parle pas ainsi à ses amis. Les mots sont là, le débat est posé. L’Union européenne doit être forte et fière de ses valeurs, elle doit continuer à œuvrer, comme elle le fait sans cesse, pour la paix.

Enfin, l’Union européenne doit sanctionner ceux qui méprisent impunément, à ce stade, le droit international et les valeurs de paix et de dignité humaine que nous défendons.

  Patrick Le Hyaric (GUE/NGL). – Madame la Présidente, les mêmes mots sempiternellement répétés ici doivent cesser de camoufler l’impunité dont bénéficie le gouvernement israélien, dont je rappelle qu’il occupe un autre peuple. Il vient d’abattre comme des chiens 117 femmes, hommes et enfants de Palestine et d’en blesser 13 000. Ce sont des crimes, et ils relèvent des tribunaux internationaux.

Voilà pourquoi, Monsieur le Commissaire, il est temps maintenant de produire des actes clairs s’appuyant sur le droit international. Nous pouvons suspendre nos accords de partenariat avec Israël tant que ce pays ne respecte pas le droit international. Nous pouvons reconnaître l’État de Palestine avec Jérusalem-Est comme capitale. Enfin, il est temps d’engager un travail diplomatique pour obtenir une protection internationale du peuple palestinien et aider à renforcer considérablement le système de santé à Gaza, car il en a bien besoin, c’est une urgence.

Als Konsequenz daraus hat Israel am 14. Mai 62 Gewalttäter erschossen. 50 davon sind sicher als Terroristen identifiziert worden. Während Trump und Netanjahu handeln und Realitäten schaffen, wiederholen Sie hier quartalsweise ihre Phrasen. Jerusalem ist die Hauptstadt Israels. Eine Zweistaatenlösung wird es nicht geben – das ist Realität. Und je eher die Menschen verstehen, dass das die Realität ist, desto eher hört das Sterben auf, desto eher hört auf, dass die Hamas die Menschen – ganz in dem Sinne, wie Sie es hier leider auch immer wieder seit Jahrzehnten behaupten – für ihre Zwecke vor ihren Karren spannen kann. Meine Damen und Herren, erkennen Sie die Realitäten an – alles andere ist europäisches Maulheldentum, wohlfeil seit 50 Jahren.

  Marcus Pretzell (ENF), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Also ich kann Ihnen sagen, dass zum Beispiel die Bundesrepublik Deutschland, als Deutschland noch ein geteilter Staat war, in Ostberlin die Ständige Vertretung hatte. Ostberlin unterlag dem Vier-Mächte-Status – durchaus vergleichbar mit dem, was wir heute in Jerusalem haben. Insofern hat Deutschland da immer eine sehr pragmatische Position bezogen, zumindest in eigener Sache. Ich wünschte mir das für Israel auch. Und ich glaube, dass Israel vor allem an einer Lösung ganz gewaltig interessiert ist: Israel möchte leben. Die Palästinenser, und ich sage insbesondere die Hamas – soweit muss man das einschränken – möchte vor allem Israelis töten.

Δεν πρόκειται για παραλήρημα κάποιου φανατικού ισραηλινού έποικου. Είναι επίσημη δήλωση της εκπροσώπου του Υπουργείου Εξωτερικών του Ισραήλ. Άρα, λοιπόν, ναι ή όχι; Το Ισραήλ είναι κράτος-δολοφόνος ή όχι; Μόνο το τελευταίο διάστημα δολοφόνησε πάνω από 100 και μικρά παιδιά, και τραυμάτισε πάνω από 10 000 άοπλους διαδηλωτές που διαμαρτύρονταν για τη μετακίνηση της αμερικάνικης πρεσβείας στην Ιερουσαλήμ. Ανακοίνωσε άλλους 200 εποικισμούς. Επεκτείνει το άθλιο τείχος και στη θάλασσα, μετατρέποντας τη Γάζα στο μεγαλύτερο στρατόπεδο συγκέντρωσης. Η Ευρωπαϊκή Ένωση και οι κυβερνήσεις που συνεχίζουν να επεκτείνουν τις σχέσεις με το Ισραήλ, όπως η κυβέρνηση ΣΥΡΙΖΑ-ΑΝΕΛ στην Ελλάδα, αρνούμενες να αναγνωρίσουν το παλαιστινιακό κράτος, καλώντας σε αυτοσυγκράτηση θύτες και θύματα εξισώνοντάς τους, χύνοντας κροκοδείλια δάκρυα για τη δυσανάλογη βία, ουσιαστικά νομιμοποιούν την ισραηλινή βαρβαρότητα. Εβδομήντα χρόνια θυσιών δεν γονάτισαν τον παλαιστινιακό λαό. Συνεχίζει να παλεύει για νέο ανεξάρτητο κράτος με πρωτεύουσα την Ανατολική Ιερουσαλήμ και είναι σίγουρο ότι ο παλαιστινιακός λαός θα νικήσει.

Brutality, atrocities, warfare, the warfare of the Syrian regime versus its own people, the Iranians threatening to eliminate the only democracy in the region, Iran present in Lebanon and Syria, Daesh, Hezbollah, Hamas. All these forces of violence and hate are the main reason for all the conflicts we see in the Middle East and all the losses of life we’re seeing. It’s all the time, in every case, a tragedy.

But let’s be very clear about one thing. Those who are advocating hate, those who are advocating terrorism, must always bear the responsibility for the acts of terrorism and hate. Hamas, Hezbollah, Daesh, the Syrian Government, Iran: they are responsible for the atrocities done in their name and in the name of the anti-Semitism we face. We have reasons to criticise Israel when they use military force in a disproportionate manner, but we must recognise their right to defend their borders and blame those who are advocating violence.

  Marita Ulvskog (S&D). – Fru talman! Jag tror att det är viktigt att vi står fast vid vår hållning från EU:s sida. Grundhållningen att en tvåstatslösning är det enda möjliga, med Jerusalem som huvudstad för både Palestina och Israel, eftersom Jerusalem tillhör kristna, muslimer och judar och därmed både palestinier och israeler. Vi kan inte kliva av från den grundhållningen. Däremot måste vi börja ställa kritiska frågor om vad vi faktiskt kan åstadkomma och vad vi kan göra. Vad kan vi göra för skillnad?

Till exempel har vi EU:s associeringsavtal med Israel. Det har setts som att det skulle vara ett steg mot en rättvis fred. Har det verkligen varit det? Har vi sett något av det? Har det kanske till och med varit precis tvärtom, att det har gynnat en expansiv bosättarpolitik? Alla EU:s associeringsavtal är villkorade för att de mänskliga rättigheterna ska respekteras. Har vi verkligen kunnat hävda det på ett tydligt sätt? I kapitel två i avtalet med Israel står det tydligt att de mänskliga rättigheterna måste respekteras. Om det inte sker, kan avtalet hävas av EU. Kanske skulle vi bli lite tuffare, även om vi inte släpper vår grundhållning.

Europeiska unionen är en av de största biståndsgivarna till palestinierna. Vi investerar; Israel förstör dessa investeringar hela tiden. Det kan handla om vattenförsörjning, det kan handla om vägar, det kan handla om allt möjligt. Vi måste börja visa att vi inte accepterar att våra investeringar, våra insatser, faktiskt krossas, förstörs av USA.

  Ivo Vajgl (ALDE). – Gospa predsednica, najbolj ekstremen minister v izraelski vladi – Liberman – je te dni napovedal gradnjo več sto milijonov evrov dragega zidu, ki naj bi praktično zaprl Palestincem, ki živijo v z vseh strani zazidani enklavi, pot do morja. Vse to naj bi okrepilo varnost države Izrael in njenih prebivalcev.

Medtem njegovi vojaki z neproporcionalnim nasiljem okrutno obračunavajo z mladimi Palestinci, ki protestirajo nahujskani od Hamasa ali pa samo izražajoč svoje ogorčenje in nemoč zaradi brezperspektivnosti svojega življenja v tem prostoru, ki najbolj ustreza pojmu koncentracijskega taborišča. Izrael prisvaja palestinska ozemlja in arogantno sporoča svetu, da priznava samo svoj interes in svojo resnico.

Tudi novi zid, najsi bo zgrajen na kopnem, na morju ali v zraku, Izraelu ne bo zagotovil miru. Pot tja vodi samo preko mostu, ki ga gradiš z razumevanjem in s spoštovanjem svojih sosedov, mednarodnega prava in pravice do življenja mladih Palestincev.

  Florent Marcellesi (Verts/ALE). – Señora presidenta, sigo horrorizado por lo ocurrido estos últimos meses en Gaza. El ejército israelí ya ha matado a más de cien palestinos y herido a miles de ellos. Ante esos crímenes, que no pueden quedar impunes, ante la política irresponsable de Trump y ante la política continua e ilegal de colonización del Gobierno israelí, la Unión Europea necesita dejar atrás la ambigüedad: por un lado, criticar la ocupación, pero, por otro, tolerarla.

Hagamos desde aquí que Israel respete el Derecho internacional, ponga fin al bloqueo de Gaza, a la ocupación de Palestina y permita dos Estados viables, con un embargo de las armas, de la venta de armas a Israel; con la suspensión de nuestro Acuerdo de Asociación con Israel mientras no se respeten los derechos humanos; con una política de diferenciación efectiva, prohibiendo la importación de los productos de las colonias.

Es hora de resetear la política de la Unión con Israel. La ocupación, la colonización y la represión tienen que tener un coste económico y político.

  Σοφία Σακοράφα (GUE/NGL). – Κυρία Πρόεδρε, Κύριε Επίτροπε, μετά την επική μάχη που έδωσαν τα ηρωικά ισραηλινά στρατεύματα για να αποκρούσουν την απαράδεκτη επίθεση χιλιάδων πεινασμένων, ξυπόλητων, αναπήρων, παιδιών και γερόντων Παλαιστινίων, κατοίκων της πανίσχυρης στρατιωτικής δύναμης της Γάζας, πιστεύω ότι η Ευρωπαϊκή Ένωση δεν πρέπει να μείνει απαθής και ουδέτερη, αλλά να αναλάβει αποτελεσματικές πρωτοβουλίες προκειμένου να αποτρέψει το ενδεχόμενο εκδήλωσης μιας παρόμοιας επίθεσης εναντίον του ανυπεράσπιστου Ισραήλ! Χαιρετίζω με ιδιαίτερη ικανοποίηση την πρόοδο των εργασιών του υποθαλάσσιου τείχους – μοναδικό στον κόσμο όπως είπε ο Lieberman – αλλά και την κατασκευή του υπόγειου τείχους γύρω από τα σύνορα της Γάζας, ώστε να μην απειλείται το Ισραήλ ούτε από τα ψάρια ούτε από ποντίκια που θα έρχονται από τη Γάζα και θα είναι σίγουρα μέλη της τρομοκρατικής οργάνωσης της Χαμάς! Σας προτείνω η Ευρωπαϊκή Ένωση να χρηματοδοτήσει αυτό το έργο και να προταθούν οι εμπνευστές του για το Βραβείο Ζαχάρωφ! Κύριοι συνάδελφοι, δυστυχώς και η σημερινή συζήτησή μας αποδεικνύεται προσβλητικά ειρωνική πάνω στα χιλιάδες μνήματα αμάχων απάτριδων Παλαιστινίων και σας καλώ να ξαναθυμηθούμε όλοι μέσα σε αυτή την αίθουσα τι σημαίνει κατοχή και τι σημαίνει αντίσταση.

  Michaela Šojdrová (PPE). – Pane předsedající, na minulém plenárním zasedání jsme přijali usnesení o situaci v Gaze, a i když to bylo před nedávnými nepokoji, tak se domnívám, že se o toto usnesení můžeme opřít. Evropský parlament zdůrazňuje právo Izraele bránit se proti útokům a apeluje na něj, aby k tomu účelu nepoužíval nepřiměřených prostředků.

Bohužel nedávný incident a nedávnou reakci Izraele považujeme za nepřiměřenou. Samozřejmě litujeme šedesáti obyvatel Gazy, kteří zahynuli. Těchto obětí litujeme, ale vidíme to také jako následek provokace Hamásu. Čili ten, kdo provokoval, ten nese odpovědnost. A je třeba říci, že Hamás je teroristická organizace. Nemůžeme postavit Izrael za toho, který vyprovokoval tento útok.

Rezoluce z roku 1947 předjímá určitý status Jeruzaléma. My samozřejmě vnímáme právo každé země na to, aby si stanovila, které město bude jejím hlavním městem. Pro nás křesťany je Jeruzalém svatým městem a víme, že je stejně tak důležitý jak pro judaismus, tak pro islám. Přáli bychom si, aby toto město bylo městem míru a duchovního rozjímání, nikoliv konfliktů a válek.

  Enrique Guerrero Salom (S&D). – Señora presidenta, mucha gente considera con razón que Gaza no es una franja de tierra, sino una cárcel a cielo abierto. En esta cárcel a cielo abierto se suceden las crisis, y cada nueva crisis trae no una suma de efectos devastadores, sino una multiplicación sobre la situación anterior.

Antes de los últimos hechos, que han traído tantos muertos y heridos, ya sufría una crisis de alimentación provocada por el corte de financiación del Gobierno Trump a la Agencia de las Naciones Unidas para los Refugiados de Palestina, hasta el punto de que el 1 de julio pueden suspenderse las provisiones de alimentos a más de un millón de personas, el 70 % de la población de Gaza, que depende de esta ayuda.

Ahora se suma la crisis del sistema sanitario: cómo atender a trece mil heridos en un sistema sanitario ya falto de provisiones.

Damos la bienvenida a la ayuda de tres millones de la Comisión, pero hay que hacer un esfuerzo mayor no solamente para la ayuda, sino también para la consecución de la paz.

  Mirosław Piotrowski (ECR). – Pani Przewodnicząca! Po decyzji prezydenta USA uznającej Jerozolimę za stolicą Izraela oraz liderów Organizacji Współpracy Islamskiej o uznaniu Jerozolimy za stolicę Palestyny doszło do zamieszek, zginęli ludzie. Niewątpliwie były to decyzje polityczne. Jednak Jerozolima jest świętym miastem trzech religii: judaizmu, chrześcijaństwa i islamu. Musimy więc brać pod uwagę stanowiska ich najwyższych przedstawicieli. Zaraz po deklaracji USA papież Franciszek zaapelował o utrzymanie i respektowanie wyjątkowego statusu Jerozolimy. Kościół katolicki w tej kwestii nie zmienia swojego stanowiska od dziesięcioleci. Apelowali o to papieże: Paweł VI, a także Jan Paweł II, który wielokrotnie podkreślał potrzebę utrzymania międzynarodowego i ponadreligijnego statusu tego miasta. Wszyscy papieże apelowali o pokój na Bliskim Wschodzie. Unia Europejska, która otrzymała Pokojową Nagrodą Nobla, powinna kontynuować swoje zaangażowanie na zasadzie pomocy i dialogu w celu znalezienia rozwiązania akceptowanego przez strony konfliktu.

  Ángela Vallina (GUE/NGL). – Señora presidenta, desde el pasado 30 de marzo Israel ha asesinado a ciento veintiuno palestinos —sesenta y uno el mismo día del traslado de la embajada de los Estados Unidos—. Cero israelíes han muerto. Creo que basta ya de equiparar a víctimas y verdugos. La señora Mogherini ha cuestionado en un comunicado que Israel esté respetando el derecho a la protesta pacífica y el principio de proporcionalidad en el uso de la fuerza. La respuesta del ministro de Energía israelí es que los europeos se vayan mil veces al infierno. Esa ha sido su respuesta.

Israel es la fuerza ocupante, según la Convención de Ginebra. No respeta los acuerdos de Naciones Unidas, ni tampoco los acuerdos de paz que firmó en su día, por ejemplo, los de Oslo. Israel tiene un Acuerdo con la Unión Europea y sus Estados desde 1994. Y, efectivamente, como ya se dijo, el artículo 2 habla precisamente del respeto de los derechos humanos. De lo contrario, el Acuerdo decae.

Yo no sé, señores del Consejo, cuántos muertos palestinos más hay que poner encima de la mesa, cuánta limpieza étnica más es necesaria para que ustedes empiecen a actuar y no tengan la hipocresía que están teniendo.

  Eugen Freund (S&D). – Frau Präsidentin! Reden wir nicht um den heißen Brei herum: Gaza ist ein Gefängnis – und das seit zehn Jahren – für zwei Millionen Menschen. Die Gefängniswärter sind Israel, Ägypten und die Hamas. Wie reagieren nun Menschen, vor allem, wenn sie sich unschuldig und unterdrückt fühlen? Sie revoltieren, sie versuchen auszubrechen. Wenn sie das tun, wird auf sie geschossen, dann gibt es Tote – Dutzende, Verletzte – Tausende. In Gaza waren darunter auch Frauen und Kinder. Gibt es einen Ausweg? Tom Friedman, der bekannte Kolumnist der New York Times, hat einen Vorschlag. Wie wäre es, schreibt er, wenn alle zwei Millionen Einwohner mit Lorbeerzweigen zur Grenze gingen und riefen: „Wir wollen Frieden!“? Würde das die Hamas wollen? Was würde Israel dann machen? Der jetzige Zustand passt eher in das Konzept von Ministerpräsident Netanjahu: kein Fortschritt im Friedensprozess und alle Schuld den Palästinensern zuschieben. Aber könnte die EU da nicht vielleicht …? Nun, darauf warten wir – hoffentlich nicht vergeblich.

  Branislav Škripek (ECR). – Madam President, the Gaza population is in a miserable condition, which also means that we could not find a better environment for manipulation and the rise of extremism. I am sorry to say – probably some colleagues will be passionately opposed here – but it is the Palestinian Authority that has for years been consciously abusing the people of Gaza for their despicable political gain. The latest incident where almost 60 Palestinians died is another proof of that. The death of each one of them is a tragedy, of course, but it has to be said that Hamas planned the violent events way in advance. Most of the Palestinians killed during the violent riots on the Israel-Gaza borders were members of a terror organisation. A Hamas official, Salah Al—Bardawil, admitted in an interview to a local TV station that 50 out of the 62 Palestinians killed were Hamas terrorists. Also, Hamas orchestrated the violent riots with the purpose of breaching the Israel-Gaza border and threatening the communities located near the fence. This was published on YouTube, so I think it was prepared to create violence.

  Martina Michels (GUE/NGL). – Frau Präsidentin, Herr Kommissar, liebe Kollegen! Letzte Woche war ich in Israel und besuchte unter anderem die Knesset und NGOs. Die Eskalation in und um Gaza wird, genau wie die Siedlungspolitik auch, innerhalb Israels kritisch gesehen. Ein Rückkehrmarsch für Palästinenser ist für die einen nachvollziehbar, für die anderen eine Provokation. Aber auf jeden Fall ist es kein Grund, um tödliche Munition gegen wütende Demonstranten und Journalisten einzusetzen. Netanjahu sollte sich einer unabhängigen Untersuchung zur Eskalation im Gazastreifen stellen. Damit würde auch die Verantwortung der Hamas öffentlich.

Der Fraktionschef der joint list aus Israel sagte mir letzte Woche: Innerisraelische Konflikte löst man nicht von außen, dazu braucht es die israelische Opposition. Die US-Botschaftsverlegung war kontraproduktiv. Sie entfernt immer weiter von der dringenden Zweistaatenlösung. Stärken wir also auch die friedlichen, kritischen und oppositionellen Israelis, um der Garantie von Menschenrechten in der Region mehr Chancen zu geben. Nicht Israel ist unser Feind, sondern die Regierung Netanjahus.

  Zdzisław Krasnodębski (ECR) . – Pani Przewodnicząca! Śmierć dziesiątków Palestyńczyków i rany odniesione przez tysiące to niezaprzeczalnie tragiczne wydarzenie. Powinniśmy wyrazić żal i złożyć szczere kondolencje rodzinom zmarłych. Natomiast powinniśmy jednocześnie dokładnie zastanowić się nad przyczynami i nie formułować wniosków tylko na podstawie doniesień medialnych albo faktów takich jak grudniowa decyzja Waszyngtonu. Otóż konieczne jest uwzględnienie czynników wewnętrznych – tu zgadzam się z kolegą z ECR – które odgrywają zasadniczą rolę w tym konflikcie. Mam na myśli przede wszystkim walkę polityczną między Hamasem a władzami Autonomii Palestyńskiej, która przybrała na sile w ostatnim roku. Decyzja Ramallah o zaprzestaniu opłacania prądu w Strefie Gazy, obcięcie pensji urzędników Gazy o 30 %, celowe wstrzymanie wypłat w kwietniu, oskarżenie Hamasu o próbę zabicia premiera Autonomii Ramiego Hamd Allaha – bez tych faktów nie da się zrozumieć całości intencji organizatorów wielkiego marszu powrotu oraz jego gwałtownego przebiegu.

  Bas Belder (ECR). – Voorzitter, ik miste mijn tijd omdat ik in een schaduwvergadering zat over mijn verslag EU-China, dus fijn dat u me nog even de tijd geeft.

Ik sta hier met een bezwaard hart vanwege het Europese beleid in het Midden-Oosten: een beleid dat ik rationeel, maar ook moreel volstrekt verwerp.

Rationeel wijs ik vooral de Europese jacht naar goede betrekkingen met de Islamitische Republiek Iran af. Zie de destabiliserende militaire opmars van Teheran in het Midden-Oosten, zie ook de nauwe banden van Teheran met terreurorganisaties Hezbollah en Hamas. Wat in Gaza is gebeurd, krijgt applaus in Teheran. Dienen die soms de Europese veiligheidsbelangen in de regio, zoals de hoge vertegenwoordiger zegt?

Moreel distantieer ik mij volledig van het Europese beleid dat de internationale legitimiteit van Israëls naakte bestaan niet ten volle laat gelden tegenover het Ayatollah-regime, dat niet alleen retorisch, maar met de daad de Joodse staat en zijn burgers naar het leven staat.

Op 20 juni komen de ouders en broer van de door Hamas omgebrachte Israëlische soldaat Hadar Goldin naar Brussel. Hun hartenwens: terugkeer van zijn lichaam naar Israël voor een waardige begrafenis. Ik reken op Europese humanitaire steun.

  Laima Liucija Andrikienė (PPE). – Madam President, just this morning, militants fired rounds of heavy mortar from Gaza into southern Israel, alarming the Israeli air and land defences and, in the end, strongly jeopardising any chances of improving the situation in the region. The opening of the US Embassy in Jerusalem ignited the fire in the region and resulted only in clashes. Thousands were killed and thousands wounded.

After these weeks of protests at the Israeli border what, if anything, has been accomplished? Hamas has gained more publicity in the international press and Israel was condemned for disproportionate use of force against mostly unarmed protesters. If President Trump had the intention to mobilise and inflame Islamic fundamentalists and radicals, then he has achieved his goal.

Being a true friend of Israel, we, the European Union, should refrain from such political actions as moving embassies.

  Ana Gomes (S&D). – Senhora Presidente, Israel comete crimes contra a humanidade ao assassinar homens, mulheres e crianças que, em desespero, protestam contra continuar a vegetar na opressão da maior prisão do mundo, Gaza.

Israel ajudou a criar o Hamas para legitimar a Fatah e hoje recolhe a amarga paga não apenas nos 30 rockets desferidos sobre as suas cidades, mas no bloqueio da solução de dois Estados. Bloqueio que efetivamente ameaça a existência de Israel.

Israel deslegitima—se ao violar as Convenções de Genebra, as resoluções da ONU, e ao negar as condições de um Estado palestino viável. E a União Europeia trabalha contra si própria, contra a sua segurança, desrespeita-se quando se refugia em paliativos humanitários e brandas palavras face a tudo o que atiça o conflito no Médio Oriente, como a transferência da embaixada americana para Jerusalém, e se abstém de agir para fazer Israel parar de pôr em causa a paz e a segurança regional e global.

  Jussi Halla-aho (ECR). – Arvoisa puhemies, konflikti Israelin ja palestiinalaisten välillä jatkuu osin siksi, että rauhanprosessi perustuu epärealistisiin tavoitteisiin. Israel ei tule evakuoimaan puolta miljoonaa juutalaista niin sanotulta miehitetyltä alueelta, eikä se varsinkaan tule luopumaan Itä-Jerusalemista. Tähän on historialliset ja psykologiset syyt, mutta myös legitiimit, turvallisuuteen liittyvät syyt. Kahden valtion malli on utopistinen.

Niin kauan kuin kansainvälinen yhteisö pitää kiinni näistä epärealistisista vaatimuksista, rauhanprosessi pysyy siinä pattitilanteessa, jossa se on ollut jo yli kaksikymmentä vuotta. Yhdysvaltain päätös suurlähetystön siirtämisestä Jerusalemiin on toki osittain Trumpin sisäpolitiikkaa, mutta se on myös tosiasioiden tunnustamista. Se on siis tavallaan askel eteenpäin.

Υπάρχουν δημοσιογραφικές πληροφορίες, αυτό το απόγευμα, ότι στολίσκος που μεταφέρει Παλαιστίνιους φεύγει από τη Γάζα με κατεύθυνση, κατά τις δημοσιογραφικές πληροφορίες, προς την Κύπρο. Νομίζω, κύριε Hahn, ότι πρέπει να δούμε άμεσα εάν αυτό θα προκαλέσει καινούργια βία και καινούργιες δολοφονίες από το Ισραήλ και σε ποιες ενέργειες μπορεί να προβεί η Ευρωπαϊκή Ένωση έτσι ώστε να αποφευχθεί καινούργια αιματοχυσία. Το δεύτερο που έχω να πω είναι ότι καταλαβαίνω ότι δεν υπάρχει κανένας εδώ μέσα που είναι υπέρ της τρομοκρατίας και εγώ, πολύ περισσότερο από οποιονδήποτε άλλο, θέλω να υψώσω τη φωνή μου ενάντια στην τρομοκρατία. Όμως διερωτώμαι τι θα έκανε οποιοσδήποτε από μας αν ήταν φυλακισμένος σε μια ανοιχτή φυλακή για τόσα πολλά χρόνια. Πρέπει να δούμε κάποτε και τις αιτίες που προκαλούν αυτή τη βία.

  Rosa D'Amato (EFDD). – Signora Presidente, onorevoli colleghi, tra la scorsa plenaria e questa ci sono state altre manifestazioni con 62 morti e circa 2 000 feriti. Tra le vittime probabilmente alcuni militanti di Hamas, ma sicuramente anche molti civili.

In questo momento delicatissimo, oltre alle legittime denunce contro l'uso sproporzionato della forza da parte dell'esercito israeliano, c'è bisogno anche di una pars costruens. Mi sento dunque di accogliere in pieno le proposte dell'inviato speciale dell'ONU per la pace nel Medio Oriente, Nicolay Mladenov, che nel ribadire come quasi tutte le infrastrutture principali di Gaza, in particolare quelle elettriche, sanitarie e relative all'acqua, siano sull'orlo del collasso.

Egli propone un piano, e quindi l'adozione di un sistema rapido, che consenta la gestione e l'implementazione dei progetti ONU sul campo, il rafforzamento e il coordinamento tra autorità palestinese, Israele ed Egitto per il superamento dei predetti ostacoli, il richiamo di tutte le parti coinvolte ad impegnarsi ad un cessate il fuoco duraturo, come stabilito nel 2014, l'identificazione delle priorità progettuali a Gaza per i prossimi due anni.

Ich war in den letzten Wochen im Libanon, ich bin letzte Woche aus dem Iran zurückgekommen, und ich empfinde es als einen Skandal, wie hier über Terrorismus gesprochen wird und das Einzelorganisationen zugestanden wird. Denn Terror hat immer eine Ursache, und diese Ursache liegt siebzig Jahre zurück. Man stelle sich vor: Dort in den Lagern leben heute drei Generationen von Palästinensern, die alle erlebt haben, wie sie vertrieben worden sind aus ihren Häusern, wie Bulldozer ihre Häuser niedergewalzt haben, wie dort israelische Siedlungen entstanden sind. Sie erlebten, dass ihre Väter nicht zurückkamen von Demonstrationen, ihre Mütter, ihre Brüder, ihre Schwestern. Und wenn sie dann beginnen, sich zu wehren und einen Freiheitskampf für ihr Volk zu führen, werden sie hier als Terroristen disqualifiziert. Mit dem gleichen Recht kann man auch die Angriffe der Luftwaffe der Israelis auf friedliche Siedlungen und Lager als Terrorangriffe bezeichnen.

  Marijana Petir (PPE). – Gospođo predsjedavajuća, gospodine povjereniče, jug Izraela jutros se probudio u zvuku i dimu najvećeg raketnog napada od 2014. godine, pri čemu je jedna od raketa pala neposredno pokraj dječjeg vrtića nekoliko trenutaka prije njegova otvaranja.

Hamas, koji upravlja pojasom Gaze više od deset godina, neprekinutim napadima na Izrael iz dana u dan čini život stanovnika južnog Izraela opasnim i nesigurnim stavljajući ih neprestano u središte ratne zone. Hamas je teroristička organizacija koja ugrožava civilno stanovništvo s obje strane granice pri čemu ljudi svakodnevno žive u strahu.

Sigurnost tako postaje sve veći izazov na Bliskom Istoku. Izrael je jedina stabilna demokracija na tom prostoru koja ove godine slavi sedamdeset godina neovisnosti.

Jeruzalem nije samo glavni grad Izraela, već i sveto mjesto za vjernike triju velikih religija. Njegov status je kroz cjelokupnu povijest bio predmet rasprava. Ono što je važno jest da sigurnost u gradu i sloboda prakticiranja svih vjera nikada nije dovedena u pitanje i to tako treba i ostati.

  Julie Ward (S&D). – Madam President, the blockade of Gaza continues to create an unbearable situation for the people living there, and Europe’s indifference is both shameful and unacceptable. Meanwhile, President Trump’s disrespect for human dignity grows more and more appalling. His condoning of Israel’s policies towards the Palestinians is extremely worrying. I fear that the violence in Gaza will continue as long as the blockade exists. Palestinians will continue to protest their fundamental rights, and it is likely that the Israeli army will continue to use lethal violence against them.

The situation in the West Bank is also worrying, and I wish particularly to mention the situation of Khan al-Ahmar Bedouin school, which is facing imminent demolition against an international outcry. The only viable scenario for peace is for the EU to step in and take a strong leadership role in the Middle East. The High Representative and the Member States should condemn, in the strongest terms, Israel’s hostile policy towards the Palestinians alongside the condemnation of Hamas.

  Fabio Massimo Castaldo (EFDD). – Signora Presidente, onorevoli colleghi, Fathi Harb è un ragazzo di vent'anni, non ha soldi né lavoro, e sua moglie aspetta il primo figlio. Così, la notte del 19 maggio scorso, Fathi ha tentato il suicidio dandosi fuoco.

Fathi è solo uno dei tanti giovani palestinesi della Striscia intrappolati nella povertà dilagante di una prigione a cielo aperto, una prigione dove la totale mancanza di cibo e medicine si somma a una disoccupazione del 45 %.

E così cominciano le proteste di massa. E se da un lato vi sono sassi, bottiglie e bombe Molotov, dall'altro il fuoco vivo dei proiettili delle forze armate israeliane pronte a colpire senza esitazione. Il bilancio ci dice che ci sono stati 60 morti e 2 800 feriti. L'unica giustificazione: l'ombra minacciosa di Hamas.

Il diritto a difendersi non legittima la liceità di un tale orribile bagno di sangue. Chiediamo a Israele di attenersi ai valori di una democrazia, di esercitare autocontrollo e fermare questa inutile perdita di vite. L'Alto rappresentante riconduca alla ragione tutti quanti intorno a un tavolo. Il primo nemico della pace è proprio questo inaccettabile status quo.

  Juan Fernando López Aguilar (S&D). – Señora presidenta, señor comisario, este Parlamento Europeo no tiene la capacidad ejecutiva de intervenir en un conflicto que dura setenta años, pero sí de exigirle a la Comisión que sea coherente con las cuestiones señaladas en las resoluciones que hemos aprobado en esta Cámara.

La primera, que Israel tiene derecho a su existencia y a su seguridad, pero también el pueblo palestino tiene derecho a un Estado propio en una solución de dos Estados; la segunda, que no es admisible un uso desproporcionado de la fuerza que ha costado más de cien muertos en Gaza y miles y miles de heridos y que, por tanto, eso merece condena; la tercera, que debe ser apoyada la investigación promovida en el Consejo de Derechos Humanos de las Naciones Unidas; y la cuarta, la que nos dice con claridad que es no solamente un error la decisión unilateral de la Administración Trump de trasladar la embajada que ha dado origen a este terrible baño de sangre, sino que también es contraria al Derecho internacional —Resolución 478 de las Naciones Unidas— y que, por tanto, no hay futuro ni solución aceptable para la Unión Europea que no deba ser respetuosa con el Derecho internacional y con el Derecho humanitario.

  Johannes Hahn, Member of the Commission, on behalf of the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, this has been a very useful, timely and necessary exchange, and I thank all of you for your interventions.

From this debate, I have concluded that we all share a common interest in using EU diplomatic power and EU instruments to their full potential in support of the Middle East peace process and with the objective of a negotiated two-state solution. Our priority at the moment is for all sides to avoid any actions that could lead to further violence or loss of life. Further escalation of an already tense and complex situation would only cause more suffering and will make the prospects for peace and security even more remote. It would be a gift to the extremists and to those who are not interested in peace and security and living together but are, in fact, opposed to it.

Ensuring humanitarian access to Gaza is also urgent in order to avoid the number of casualties rising further. Certainly, there is a need for an independent and transparent investigation into the incidents, not least focused on the use of live ammunition, so that we can understand what has happened and why.

Finally, it remains essential to restore a political horizon and hope for people on the ground. Wisdom and courage are needed in order to go back to the negotiations for a lasting political solution for the sake of both Israelis and Palestinians. Only the two-state solution will realistically allow both sides to fulfil their aspirations and put an end to the conflict. The Union is ready to play its role and fully supports the resumption of a meaningful peace process, together with regional and international partners.

  Péter Niedermüller (S&D), in writing. – We were all shocked by the news about clashes in Gaza, about the dead and injured people. Meanwhile, we know the power of images often re-writes the truth. Recordings of the injured, dead protesters overshadow the fact that the violent demonstrations didn’t explode on their own but were organised by Hamas, which the EU lists as terrorist organisation. Hamas encouraged protesters to break through the border fence and to carry weapons, including home-made explosive devices; Hamas sent women and children near the border fence and didn’t allow Israeli aid transport in Gaza on 11 May and on 16 May. Hamas didn’t do anything to keep the demonstrations peaceful but rather agitated for violence. So to place responsibility on Israel’s shoulders alone is more than an error, it is a serious political mistake. As all states, Israel has the right to defend its borders. If there were abuses or unjustified use of firearms, the military will investigate it, the same way they’ve been doing all this time. If we conduct a one-sided policy in judging the situation, it will not contribute to Middle Eastern peace. We need to stop one-sidedly condemning Israel and we need to stand firmly against Palestinian terrorism.

  Kati Piri (S&D), schriftelijk. – Een Brussels plein vol met lege schoenen – 4 500 in totaal – symboliseerde maandagmiddag het aantal slachtoffers in de Gazastrook, sinds 2008. De hele wereld kijkt weer even naar Israël en Palestina, inclusief de Europese Buitenlandministers die die dag samenkwamen om te spreken over de opgelaaide spanningen.

Dat er in de aanloop naar de 70e verjaardag van de staat Israël protesten zouden uitbreken, lag in de lijn der verwachting. En zonder afbreuk te doen aan de lange geschiedenis en complexiteit van de problematiek, is het buitenproportionele geweld van Israëlische zijde ongehoord. Schieten op demonstranten die geen acute dreiging vormen, is onacceptabel en werkt bovendien een verdere escalatie in de hand. Een onafhankelijk onderzoek naar de geweldplegingen is gewenst.

Beide partijen zijn het verplicht aan hun burgers om (terug) plaats te nemen aan de onderhandelingstafel, want alleen een tweestatenoplossing kan een einde maken aan dit decennialange conflict. Dat betekent een stopzetting van het nederzettingsbeleid, het veroorzaken van geweld en zich onthouden van eenzijdige stappen.

  Soraya Post (S&D), in writing. – The humanitarian situation in Gaza is unsustainable. The Israeli blockade of the Gaza Strip is a form of collective punishment, like an open-air prison. The blockade is preventing the entry of building materials and spare parts that enable the rebuilding of Gaza's bombed hospitals, schools and infrastructure. It forces the Palestinians in Gaza to live without equal access to healthcare, medicine, food, water, electricity and education.

I condemn the US government’s recognition of Jerusalem as Israel’s capital. The EU has a clear, consolidated position on Jerusalem: the EU will continue to respect the international consensus on Jerusalem embodied in, inter alia, UN Security Council Resolution 478, including on the location of diplomatic representations until the final status of Jerusalem is resolved.

On Tuesday, Gaza militants launched rockets across the border and Israel hit back with air strikes. The EU has to stop this escalating violence immediately. No more time for silent observers! Now is the moment for the EU to speed up the process towards the two-state solution, the only way to secure a peaceful and fair future for both people.
