  Jasenko Selimovic (ALDE). – Mr President, even under the Treaty of Rome, the so—called European Economic Community was to be financed by national contributions for the transitional period only and subsequently by a system of own resources. Today, in the light of Brexit, we come back to the same discussions. Probably somewhere between 14% and 19% of the EU budget will be lacking when the UK exits the European Union and we need to finance the EU, especially in times when actions at EU level are more and more demanded by our citizens and we are taking on more and more tasks.

Therefore, I strongly support that we follow one single, simple and transparent principle: that EU resources flowing from EU policies should flow to the EU budget. It will ease the burden borne by the Member States through their national contributions and ensure the proper financing of EU policies with clear European added value.

  Bogdan Andrzej Zdrojewski (PPE). – Panie Przewodniczący! Trudno było nie poprzeć tego kompromisu. Bez wątpienia nie jest to rozwiązanie optymalne, ale wypracowane w dużym trudzie, przy niesprzyjających sytuacjach związanych między innymi z brexitem. Na co chcę jednak zwrócić uwagę? Przede wszystkim na trzy wątpliwości. Pierwsza dotyczy zmniejszenia środków Europejskiego Funduszu Społecznego o około sześć procent. Według mojej oceny, w obecnej sytuacji, jest to rzecz wręcz niedopuszczalna. Druga rzecz – pomimo licznych zapowiedzi nie zwiększono w sposób wystarczający, wręcz odwrotnie nawet, realnie zmniejszono środki finansowe na rzecz nasilenia programów związanych z badaniami i innowacjami. Cieszy mnie, że zwiększono środki na Erasmus+, czyli program stypendialny, który jest niezwykle istotny z punktu widzenia młodego pokolenia. Ale przypomnę, że zapowiadano, iż to zwiększenie będzie prawie trzykrotne. Zredukowano to zwiększenie – na co także zwracam uwagę.

  Miguel Viegas (GUE/NGL). – Senhor Presidente, nós já conhecíamos a orientação geral deste Quadro Financeiro Plurianual: menos coesão, menos política agrícola e mais segurança e defesa. Ontem, a Comissão Europeia confirmou esta orientação, anunciando um corte de 7 % nos fundos estruturais para Portugal e a manutenção da condicionalidade macroeconómica.

Para nós, é inaceitável ligar a aplicação dos Fundos Estruturais ao Semestre Europeu e às recomendações por país, porque isso limita a capacidade decisão dos Estados nacionais sobre o seu próprio modelo de desenvolvimento.

Esta proposta da Comissão Europeia não só corta nos Fundos Estruturais como cria novos mecanismos de chantagem, visando impor a sua agenda neoliberal aos Estados nacionais. A cada dia que passa, fica absolutamente mais claro que não será esta Comissão Europeia, nem este quadro, a promover a coesão social e territorial que tanto apregoa.

  Petras Auštrevičius (ALDE). – Mr President, I welcome the Commission’s proposal for the new Multiannual Financial Framework for 2021-2027, as well as the flexibility introduced by the own-resources proposal for the financing of the EU budget. The proposal well reflects the key European Union priorities and goals in the context of increased external challenges and the budget hole which will be left by Brexit.

I support the increases foreseen for the security, defence and such flagship programmes as, for example, Erasmus. However, I strongly believe that we should continue the current support level for such traditional policies as the common agricultural policy and the cohesion policy. We all benefit from these policy areas, and any decrease can only be gradual and with compensation mechanisms in place. Thus I hope during the negotiation process we can ensure adequate financing, quality and effectiveness of these policies.

  Jan Zahradil (ECR). – Pane předsedající, já jsem pro tento návrh nehlasoval a mám k němu dvě poznámky. Jedna se týká těch vlastních zdrojů. Nezahrávejme si s vlastními zdroji. Evropská unie je unie národních států, a proto by měla být provázána a její rozpočet také s odvody, které přicházejí primárně z národních států. Jestliže budeme vytvářet další a další vlastní zdroje, budeme Evropskou unii odstřihávat od jejích základních stavebních kamenů a stavět ji někam do vzduchoprázdna a hlavně, budeme muset vymýšlet nějaké nové celoevropské daně a poplatky. Já v tom žádnou logiku nevidím.

Druhá poznámka se týká změny struktury rozpočtu. Já rozumím tomu, že má být omezena politika soudržnosti, že třeba země střední a východní Evropy mají dostat o něco méně, zatímco hraniční země Evropské unie o něco více na boj s nelegální migrací. Dobrá, ale v tom případě to nám ze střední a východní Evropy musí být nějak vykompenzováno. Takže, prosím, přestaňte nás obtěžovat s kvótami na uprchlíky a pak s tím možná budeme souhlasit.

  Jadwiga Wiśniewska (ECR). – Panie Przewodniczący! Jedną z poważniejszych kwestii zawartych w projekcie budżetu zaproponowanym przez Komisję jest planowana redukcja wydatków na wspólną politykę rolną oraz politykę spójności. To nie jest dobre rozwiązanie, są to bowiem kluczowe unijne strategie i należy sprzeciwić się takim radykalnym cięciom.

Szanowni Państwo! Jeśli chodzi o spadek funduszy dla rolnictwa, rolnicy są ewidentnie uzależnieni od płatności i budżet na rolnictwo nie powinien być pomniejszany. Powinniśmy dołożyć wszelkich starań, by wspierać unijne, europejskie rolnictwo. Wspólna polityka europejska powinna być realnie wspólna, dlatego opowiadam się przeciwko cięciom na rolnictwo, a także postuluję wyrównanie dopłat dla polskich rolników.

  Adam Szejnfeld (PPE). – Panie Przewodniczący! Mówimy o budżecie na przyszłe lata i tworzymy go w zupełnie innych warunkach niż w latach minionych – musimy brać to pod uwagę. Często podczas wystąpień przypomina się kwestię brexitu, ale pamiętajmy, że za nami jest największy w ostatnich stu latach kryzys finansowy, za nami też pewnie największy kryzys migracyjny. Te wszystkie czynniki musimy brać pod uwagę, wyciągać z nich wnioski i tak kształtować budżet, żeby on służył także niedopuszczaniu do podobnych kryzysów w przyszłości.

Jest jeszcze jeden – czwarty – bardzo poważny czynnik, który powinniśmy brać pod uwagę. Mianowicie w całej Europie, w większym czy w mniejszym stopniu w różnych państwach oczywiście, szerzy się nacjonalizm, partykularyzm, rosną w siłę ruchy antyunijne, tworzą się partie, które mają swoją siłę w określonych państwach, partie populistyczne, ba – nawet zdobywają władzę, jak ostatnio we Włoszech. Te kwestie musimy brać pod uwagę także po to, żeby zapewnić środki finansowe w budżecie na walkę z tymi złymi zjawiskami.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, σε σχέση με το Πολυετές Δημοσιονομικό Πλαίσιο 2021-2027 και τους ίδιους πόρους, θα πρέπει να επισημάνουμε ότι η Ευρωπαϊκή Ένωση θέτει όλο και πιο φιλόδοξους στόχους. Αυτό σημαίνει ότι τα κράτη του σκληρού πυρήνα, τα οποία κερδίζουν δισεκατομμύρια από τη λειτουργία της Ευρωπαϊκής Ένωσης και της ευρωζώνης, πρέπει να βάλουν βαθιά το χέρι στην τσέπη. Πρέπει να ενισχυθεί ο προϋπολογισμός της Ευρωπαϊκής Ένωσης και να ξεπεράσει το 2% του ΑΕΠ της Ένωσης. Να ενισχυθεί με ευρωομόλογα και να υπάρξουν γενναίες δημοσιονομικές μεταβιβάσεις στις χώρες του ευρωπαϊκού Νότου. Να υπάρξουν αυξημένα κονδύλια για την ΚΓΠ και να μη γίνει μείωση. Να υπάρξει στήριξη της συνοχής και μέτρα για το μεταναστευτικό και την απασχόληση των νέων. Ταυτόχρονα, σε αυτούς που θέλουν περικοπές, τους λέμε περικόψτε τα κονδύλια για την Τουρκία. Πλήρη διακοπή της χρηματοδότησης της Τουρκίας, η οποία απειλεί την Ελλάδα και την Κύπρο, η οποία αυτή τη στιγμή έχει φυλακισμένους δύο Έλληνες στρατιωτικούς. Κανένα ευρώ στην Τουρκία.

  Marek Jurek (ECR). – Panie Przewodniczący! Komisarz Günther Oettinger po raz kolejny wrócił do fatalnego pomysłu dokonywania ocen politycznych pod pretekstem kontroli praworządności przez Komisję w czasie przygotowywania projektu wieloletniego budżetu. Na jakiej podstawie? Jak można mówić o rządach prawa i uzurpować dla organu o charakterze administracyjno-koordynacyjnym kompetencje, które należą do rządów Unii Europejskiej, które zawarły naszą Unię? Traktaty mówią wyraźnie o kompetencjach Rady Europejskiej i Komisja powinna o tym pamiętać.

Powinna również pamiętać o prawach nabytych, które ten budżet musi realizować. Polskie rolnictwo na połowie obszaru Europy okupowanej przez Związek Sowiecki było fenomenem ze względu na zachowanie indywidualnej własności i swojej rodzinnej struktury. Przez całe dziesięciolecia nie korzystało z żadnej pomocy, dziś ma zwyczajnie po prostu do niej prawo.

  Luke Ming Flanagan (GUE/NGL).(start of speech off mike) ... Mr President, the powers that be have already made up their minds. The future of Europe is set out in how we spend the budget up until 2027. The priorities are clear: fighting before feeding. What is proposed is a larger budget than we currently have – this in spite of the UK leaving. The hole is to be filled by an increase in contributions from Member States through a variety of means, yet we’re being told that funding to the two most important areas – agriculture and cohesion – must be cut. So the cake is bigger, but still we have less for the two most important areas.

So why? Well, the answer is that priorities are changing. What used to be core common policy – feeding the population – has been replaced with a common policy on defence. The budget Commissioner, Gunter Oettinger, was at least open as to why agriculture was to be cut when he said that there are more important areas.

So here we are, with the EU, which touts itself as the ‘biggest peace project of our time’, and we’re told there has not been in a war in Europe since the foundation of this institution, and yet, after all these years of peace, we are now to become a war machine and we are to sacrifice our ability to feed ourselves to do it. Madness! I voted against this rubbish.

  John Howarth (S&D). – Mr President, there are many good things to support in this resolution, which largely reiterates the position of Parliament some months ago, particularly the support for those areas that increase scientific research programmes, and so on, are there to be welcomed, and we are happy as Labour MEPs to support those aspects of the resolution. However, only aspects relating to own resources.

First of all, the United Kingdom has a derogation from changes to these systems between now and the end of the MFF and, of course, the UK intends to leave before this new MFF, so it would be inappropriate to express a view on those points.

Finally, on the question of the rebates, many of which flow from by far the largest rebate – the UK’s, it seems to us that it is important for UK citizens to understand that that will continue to the end of this MFF and the end of the UK’s membership, and the time to discuss those rebates is perhaps once the UK has left, rather than before.
