  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über den Bericht von Frédérique Ries im Namen des Ausschusses für Umweltfragen, öffentliche Gesundheit und Lebensmittelsicherheit über die Umsetzung der Ökodesign-Richtlinie (2009/125/EG) (2017/2087(INI)) (A8-0165/2018).

  Frédérique Ries, rapporteure. – Madame la Présidente, l’Europe est entrée dans une nouvelle dynamique, celle de l’économie circulaire, celle de la préservation de nos matières premières, devenues si rares déjà. L’écoconception, dont nous allons parler ce soir, en est un socle essentiel. Il s’agit de la prise en compte de l’ensemble des impacts environnementaux sur la biodiversité, sur l’eau, sur les sols, sur l’air, sur le bruit et, bien entendu, sur l’énergie consommée lors de la conception du produit. Logique, je dirais, puisque cette phase de fabrication des produits est à l’origine de 80 % des nuisances environnementales et de 90 % des coûts pour les producteurs.

En 2005 – j’étais déjà rapporteure sur la première directive-cadre sur le sujet –, l’objectif à l’époque était limité et visait la seule réduction des émissions de gaz à effet de serre par l’amélioration de l’efficacité énergétique. Aujourd’hui, on ne peut plus se focaliser seulement sur cette question d’efficacité énergétique. L’Europe doit changer de paradigme et agir pour une meilleure utilisation des ressources et sur la recyclabilité des produits, une ambition qui a été très largement partagée par les membres de la commission de l’environnement, qui ont adopté à la quasi-unanimité, le 25 avril dernier, mon rapport sur la mise en œuvre de la directive de 2009.

Je voudrais d’ailleurs remercier l’ensemble des membres de la commission, et tout particulièrement les rapporteurs fictifs, avec lesquels j’ai eu une excellente collaboration: Francesc Gambús pour le PPE, Massimo Paolucci pour le S&D, Nikolay Brekov pour ECR, Kateřina Konečná pour la GUE/NGL, Margrete Auken pour les Verts, Eleonora Evi pour l’EFDD et Sylvie Goddyn pour ENF.

Je rappelle qu’il s’agit ici d’un état des lieux, d’un rapport de mise en œuvre. Les exigences d’écoconception qui s’appliquent à toute une gamme de produits consommateurs d’énergie ont porté leurs fruits: je pense aux appareils de chauffage à air, aux chaudières, aux ordinateurs, aux lampes, aux téléviseurs et au matériel électroménager au sens large.

Les chiffres parlent d’eux-mêmes. La politique d’écoconception, couplée aussi, il faut le dire, à la législation sur l’étiquetage énergétique, génère des économies qui sont supérieures à la consommation d’énergie annuelle de l’Italie, rien de moins, soit 175 millions de tonnes équivalent pétrole. Si l’on ramène l’analyse à un niveau plus proche de nous, c’est-à-dire des consommateurs que nous sommes, cela représente une économie de 490 euros par ménage et par an sur les factures d’énergie. Plusieurs études des autorités britanniques confirment ce succès, notamment une étude publiée en 2015, qui a conclu que chaque livre sterling investie dans l’écoconception rapportait 3,8 fois plus à l’économie britannique et que, donc, il s’agit bel et bien d’une politique rentable.

Toutefois, ce ciel bleu que je suis en train de dessiner ici, est tout de même parsemé de quelques nuages. On perçoit en effet quelques bémols, notamment des critiques unanimes face aux retards persistants dans le processus de décision. La Commission doit donc, Monsieur le Commissaire, remédier à cette situation, et c’est ce que nous précisons aux points 7 à 14 de notre rapport. Les fabricants européens doivent pouvoir se fier à des échéances claires quant aux mesures d’exécution. C’est important pour leur stratégie et pour maintenir une concurrence loyale avec les entreprises non européennes.

Mais dans l’ensemble, les motifs de satisfaction sont là et nous conduisent, évidemment, à voir plus loin et à vouloir, premièrement, élargir les mesures d’écoconception aux produits liés à l’énergie, qui recèlent le plus grand potentiel d’économie, comme les panneaux solaires, les conteneurs réfrigérés et les sèche-mains. Deuxièmement, nous entendons miser sur d’autres critères, des critères différents, supplémentaires, pour fixer nos exigences. Cela pourrait être la durabilité pour nos lave-vaisselle, nos réfrigérateurs, la réparabilité – nous avons beaucoup insisté sur ce point – et la disponibilité des pièces de rechange, par exemple pour les téléviseurs et les imprimantes dites all-in-one.

Toujours sur cette question de la sélection des critères, nous estimons indispensable que, dans son plan de travail, la Commission trouve une solution – cela a été une partie essentielle de nos débats – pour les téléphones portables. Je sais que ce n’est pas facile au vu de la durée de vie des portables, en moyenne de 6 mois à 2 ans d’utilisation selon qu’ils meurent, tout simplement, ou selon qu’ils se démodent. Leur bilan environnemental doit aussi être amélioré. En effet, je suis convaincue – je parle ici en tant qu’utilisatrice –, que les smartphones devraient être fabriqués avec des composants démontables, la batterie notamment, et devraient être accompagnés d’informations claires sur leurs possibilités de réutilisation et de recyclage.

Il faut aussi améliorer la surveillance du marché. La Commission estime qu’entre 10 et 25 % des produits réglementés par la directive ne sont pas conformes aux exigences d’écoconception. La responsabilité en cette matière incombe aux États membres. Au niveau de l’Union européenne, ...

Je disais donc à ce sujet que l’idée de créer un passeport pour les produits numériques me paraît excellente. Elle a d’ailleurs été suggérée dans les conclusions du Conseil de décembre 2017 sur l’éco-innovation.

  Miguel Arias Cañete, Member of the Commission. – Madam President, for more than 10 years now, the Union’s ecodesign policy has proven to be an effective instrument for improving the environmental performance of energy-related products.

One of the success factors of this policy framework is the way we go about establishing the requirements; through a robust and transparent process, with the close involvement of all stakeholders along the way. This has resulted in broad support for ecodesign and energy labelling from Member States, businesses, consumer organisations and environmental NGOs.

The Commission is very pleased to see that also in this House there is strong support for a continued, and strengthened, implementation of this policy. Let me outline briefly what the Commission is already doing to improve its implementation.

Firstly, as regards the decision-making process we are aware that the development of measures takes time. This time is needed to ensure a robust technical analysis and have a transparent process where stakeholders have many opportunities to comment on our work. Moreover, given the sensitivity of this policy in some quarters, the College has decided to strengthen political oversight. This includes, amongst others, political level scrutiny at different stages of the process and the adoption of measures in packages to underline the added value of this policy in terms of monetary and energy savings.

As regards market surveillance, Member States clearly need to do more to ensure compliance of products with ecodesign and energy labelling requirements. The Commission is assisting national authorities with this task, in particular by funding joint surveillance projects and facilitating exchange of information. The product registration database that we are establishing for energy labelling will also help in this respect.

Another important way to strengthen ecodesign implementation is in its contribution to the objectives of the circular economy. In fact, our current ecodesign regulations already tackle reparability, durability and end-of-life aspects of certain products in support of circular economy objectives. But more can be done and your own-initiative report indicates many areas where improvements could be made.

The Commission is keen to explore various possibilities, and in fact the current Ecodesign Working Plan 2016-2019 makes a strong commitment to contribute to the objectives of the circular economy. Issues such as durability, reparability and recyclability will be examined in a more systematic way when proposing new regulations and when reviewing the existing ones. For example, we are investigating whether a reparability score for domestic appliances could be included in energy labels in the future. The core idea is to provide incentives to make products last longer and be easier to upgrade, repair and recycle.

This is not an easy discussion: for example, while a more energy efficient product directly leads to money saved for consumers, a product that is easier to disassemble does not necessarily have such direct benefits. Also, if there are circular economy requirements, it needs to be possible to check them. It is one thing to check how a product performs. It is quite another thing to check how it was produced, for example using recycled materials.

The Commission is however convinced that these challenges can be overcome and that, together, we can enhance our existing policy framework to drive our markets towards more sustainable products and a truly low-emission, energy efficient and circular economy.

  Francesc Gambús, en nombre del Grupo PPE. – Señora presidenta, señor comisario, el ecodiseño es un paso fundamental para continuar avanzando hacia el nuevo modelo europeo de economía circular y bajo en emisiones.

Reglamentar mejor la fase de diseño y fabricación de los productos es esencial. Gracias a ello se facilitará la reutilización de los productos, serán más fáciles de desmontar, más sencillos de reparar y podremos combatir mejor la obsolescencia programada. De esta manera ahorraremos daños al medio ambiente y disminuiremos los costes de fabricación.

La importancia del ecodiseño ha hecho que la gran mayoría de grupos del Parlamento nos hayamos puesto de acuerdo en las medidas a adoptar. Hemos sido conscientes de que, para avanzar hacia una nueva manera de producción y de consumir, es primordial regular todas las etapas del ciclo de vida de un producto.

Este informe se ocupa de la Directiva aprobada ya en 2009 con este título. Sin embargo, casi diez años después de su aprobación, no podemos estar completamente satisfechos de su implementación.

Debemos aprender de errores y aportar soluciones más firmes y concretas, que a su vez sean un instrumento potente contra el cambio climático. Por este motivo, estamos convencidos de que el informe que hoy se presenta representa un avance y un progreso hacia el modelo de economía circular, aquel que nos permitirá contaminar menos y crear más y mejor empleo en Europa.

Termino agradeciendo el trabajo de la señora ponente y la buena disposición al trabajo conjunto también del resto de ponentes alternativos.

  Rory Palmer, on behalf of the S&D Group. – Madam President, can I first of all thank the rapporteur and congratulate her for bringing forward this report. Designing products that are more sustainable, that use less energy, is clearly common sense. Therefore it is difficult to mount an argument against the concept of ecodesign, as I am sure some will try to do because if you look at some headlines on this you would think that this was all needless EU red tape, Brussels bureaucrats trying to tell us what sort of vacuum cleaners we can and can’t buy. Of course, it is not that. It is about helping people make better choices as consumers to buy products, whether they be televisions, whether they be coffee machines, whether they be laptops, that are more energy efficient, that are more sustainable, that been made in a more sustainable way.

It is key therefore that we make sure the most sustainable products on the market are also the most affordable products on the market. This must also be an issue of social justice as well as environmental justice. Key to this is the implementation, of course, and that is where I feel we need to see the balance of ambition with pragmatism. Whilst not directly referenced in this report, let me take the case of lights used in music venues and theatres.

If a specific exemption is removed, we will see energy usage of certain lamps. It would mean an immediate waste of existing equipment if that exemption was removed. Whole lighting rigs would need to be replaced, whole lighting rigs becoming obsolete when they could be used for many years. Data from UK Music shows that 35% of live music venues in the UK have closed in the last 10 years. Those venues face many challenges: business rates going up, rents going up, planning regulations. Any further increasing costs will present a real threat to music venues in the UK and across the EU.

So I appeal to the goodwill and willingness of the Commission to work positively to reach a sensible compromise on this specific issue, and a way forward, so we can find a low waste, low energy and more sustainable economy and protect live music and arts venues at the same time, because that would represent good, positive, cooperative policymaking and I know that it would be music to the ears of venues across the UK and other Member States.

  Jadwiga Wiśniewska, w imieniu grupy ECR. – Pani Przewodnicząca! Chciałabym podziękować pani Ries za dobrą współpracę nad sprawozdaniem. Cieszę się, że sprawozdawczyni była otwarta na argumenty dotyczące m.in. uwzględnienia szczególnej roli małych i średnich przedsiębiorstw, które mają mniejsze możliwości dostosowania się do nowych wymogów niż więksi producenci.

Dziękuję również za zaakceptowanie mojego postulatu, by każde rozszerzenie zakresu dyrektywy było poprzedzone dogłębną oceną wpływu, która powinna wykazać, jakie ewentualne korzyści wynikną z objęcia tymi przepisami nowych kategorii produktów.

Wprowadzenie wymogów związanych z ekoprojektowaniem to ruch w dobrym kierunku i uważam, że Parlament powinien wspierać tę inicjatywę, pozwala bowiem ono na bardziej efektywne wykorzystanie energii. Przekłada się to nie tylko na ograniczenie szkodliwych emisji, ale również na zwiększenie bezpieczeństwa energetycznego.

Niestety, niektóre zapisy proponowane w projekcie sprawozdania nie są dobrym rozwiązaniem. Aspekty etyczne są oczywiście istotne, ale uważam, że dyrektywa dotycząca ekoprojektu nie jest odpowiednim miejscem, aby poruszać te tematy. Z kolei postanowienia mówiące o odpowiedzialności producentów za cały cykl życia produktów są zbyt daleko idące. Dlatego też zaproponowałam poprawkę, która zbliża je do ustaleń pakietu odpadowego.

  Pavel Telička, on behalf of the ALDE Group. – Madam President, first of all I need to applaud Frédérique Ries, not because she is a member of my Group but because I think we have a very good report in front of us and, of course, I know that all the shadows have contributed.

I think ecodesign proves that it is a useful tool. We definitely see that in terms of the reduction in energy consumption and, of course, it also has a positive impact on fuel imports and in reducing emissions. So the policy delivers. I think that that is clear. Consumers also profit and I think that has also been underlined, even though we hear all the time that this is yet another dictate from Brussels. This also shows that we still have a bit of a problem with the mind-set. We hear that in the political debates, campaigns, and I think we need to reinforce and sharpen up a little bit our communication.

Ecodesign criteria should also, in my opinion, be broadened. So far, ecodesign primarily focuses on energy consumption, but that should not be the only criterion. I would say that we have to focus on our resource efficiency and therefore criteria like recyclability, upgradability, durability, reparability all have to be taken into account.

The scope of ecodesign should be extended. The sole scope of the Ecodesign Directive covers energy and energy-related products, but what about other product groups, for example ICT products, which contain a number of precious elements, or furniture, which definitely creates a large part of our landfill? Composition of products has the same relevance as energy consumption, in my opinion, and therefore ecodesign should be considered as a part of the circular economy, and that has been underlined.

A last remark: priority, in my opinion, should be given to those product groups which have the highest potential. So there is work to be done, and I am sure that we will progress on that.

  Linnéa Engström, för Verts/ALE-gruppen. – Fru ordförande, herr kommissionär! Vi måste säkerställa att produkter på vår marknad designas så att vi sparar både energi och råvaror. Produkter behöver bli mer återanvändbara, kunna repareras och återvinnas, och inbyggt åldrande måste förbjudas. Vi måste snarast komma till rätta med problemen med kemikalier och mikroplast i våra hav och i vår vardag. Det är viktigt att produkter som tvättmaskiner och mobiltelefoner inkluderas i det här direktivet. Vi har smarta tvättmaskiner. Kan vi stoppa mikroplast från kläder som utsöndras i vårt avloppsvatten och som är svåra att rena bort? En enkel, billig och effektiv åtgärd.

Vi vet att våra mobiltelefoner innehåller värdefulla och sällsynta mineraler som ofta utvinns under hemska förhållanden i fattigare länder, så nästa steg är att introducera etiska och miljömässiga kriterier, som ursprungsmärkning och utvinning av råvaror som används i våra produkter. Mänskliga rättigheter och miljö måste stå i fokus för vår lagstiftning inom EU.

  Kateřina Konečná, za skupinu GUE/NGL. – Paní předsedající, v první řadě mi dovolte poděkovat paní zpravodajce za skvělou spolupráci při přípravě zprávy. Ekodesign přinesl skutečnou přidanou hodnotu, co se týče úspor energie i zdrojů. Což ostatně uznávají jak dotčené průmyslové sektory, tak i nevládní organizace a odborníci z členských států.

Potenciál, který nabízí současná směrnice, by měl být plně využíván. Vždy by měly být zváženy všechny environmentální dopady daných výrobků s ohledem na jejich složení, trvanlivost, demontáž, opravitelnost a recyklovatelnost, a to již ve fázi návrhu. To již však nestačí naší vzrůstající spotřebě a z toho vyplývajícím problémům. Je čas více přemýšlet nad předměty, které denně používáme. Tato potřeba se ukazuje dnes a denně. Podívejme se na to, jakou krizi v současnosti prožíváme, co se týče plastů. Přitom by stačilo tak málo.

Dlouhodobě zde prosazuji, že právě nová reforma, posílení a zásadní rozšíření ekodesignu je tím pravým klíčem k rozvoji oběhového hospodářství. Nové znění by se mělo vztahovat na daleko širší portfolium výrobků, mělo by být řádně provázáno s legislativou týkající se odpadů a chemických látek a příslušné orgány by měly mít více pravomocí, co se týče dodržování pravidel zpracovateli i výrobci. To očekávám od dalšího návrhu Evropské komise, když ne této, tak alespoň té nové.

  Julia Reid, on behalf of the EFDD Group. – Madam President, I and many of my constituents are extremely concerned about the content of the EU Ecodesign Directive and I have received many emails and letters about it. Of greatest concern is the effect that the directive will have on theatres and similar venues across the United Kingdom and Europe.

Since 2009, retailers have been banned from selling tungsten lighting for domestic use, but they were still permitted to sell it for use in theatres and concert halls, which were exempted from the ban. Over the years, people working in the entertainment industry have approached manufacturers who were still making this type of light bulb, requesting that they continue production. However, the supply of tungsten lamps will now cease as the Ecodesign Directive will end this exemption. Not only that: the legislation will also affect most of the lighting used in this field.

The effect of this legislation will be that, by 2020, theatres and other venues in the entertainment industry will no longer be able to purchase new tungsten lamps, while at the same time no suitable alternative will be available. This directive will have a negative impact on theatres and similar venues, especially smaller establishments that would be disproportionately affected.

Consequently, we in UKIP believe that the creative industries should be exempted from this legislation.

  Sylvie Goddyn, au nom du groupe ENF. – Madame la Présidente, Monsieur le Commissaire, la mise en œuvre de la directive sur l’écoconception a pris du retard, et pour cause, la Commission a très peu ou mal accompagné les États membres pour répondre à ces exigences. Les consommateurs, les ménages et l’environnement sont les premiers à en payer le prix.

Les États membres et les entreprises doivent recevoir davantage de moyens afin de pouvoir répondre à la double exigence de qualité de fabrication et de qualité environnementale et sanitaire lors de la conception des produits.

Un bond qualitatif résultera d’une mise en conformité accrue des produits disponibles sur le marché européen et devrait endiguer l’arrivée de produits non conformes, notamment en provenance d’Asie. Pour les smartphones et les technologies de l’information et de la communication, l’urgence, c’est de réduire notre dépendance aux terres et aux métaux rares. L’écoconception peut nous y aider.

Aussi, je soutiendrai et voterai en faveur de ce rapport équilibré, qui vient compléter d’autres dossiers cruciaux, mais aussi et surtout parce qu’il permettra d’envisager une consommation plus frugale et respectueuse de l’environnement.

  Sirpa Pietikäinen (PPE). – Madam President, 80% of the environmental impact of products is decided by design. So already, when the first Ecodesign Directive was launched, there was a great debate that it should not be only energy but it should cover all product classes and all impacts on the environment. This need is even highlighted now that we have the programme on the circular economy and the need to make products more upgradable, reparable, reusable, disassemblable, modular and recyclable as a material at the highest level.

This is important because through the Ecodesign Directive, we can have an impact also on all goods that are imported into the EU. Think, for example, of plastics. You cannot ban single-use plastics in packaging, for example, if you don’t put that in the Ecodesign Directive so that it is compliant with WTO rules and it has an impact on all the goods that are imported as well.

This is a crucial change and I am very happy to see that the Commission is ready to consider changing the scope so that it would cover all products and it would be horizontal, having these demands in different classes. Next comes surveillance: that the goods and products are really compatible with the Regulation also on the markets.

  Claudiu Ciprian Tănăsescu (S&D). – Doamnă președintă, stimați colegi, suntem de acord cu faptul că Directiva privind proiectarea ecologică a fost un instrument eficient, raportul de punere în aplicare confirmând acest lucru. Exploatarea întregului potențial al proiectării ecologice contribuie la îmbunătățirea gestionării energiei și a materiilor prime și la accelerarea tranziției către o economie mai durabilă și cu emisii reduse de carbon.

Însă, legislația Uniunii Europene privind proiectarea ecologică trebuie să fie deschisă, pentru a acoperi o gamă mai largă de produse de zi cu zi, trebuie să fie coerentă cu reglementările conexe ale Uniunii și mai bine înțeleasă de cetățenii Uniunii Europene, iar inovația în domeniul proiectării ecologice a produselor trebuie să fie stimulată. Acest lucru va contribui la reducerea a milioane de tone de deșeuri care intră în depozitele de deșeuri și la incinerare și, ulterior, la reducerea emisiilor de gaze cu efect de seră. De asemenea, supravegherea pieței trebuie consolidată printr-o serie de măsuri, îmbunătățirea sistemului de supraveghere a pieței necesitând o finanțare adecvată din partea statelor membre.

  Arne Gericke (ECR). – Frau Präsidentin, liebe Kolleginnen, liebe Kollegen! Ich war vor kurzem in einem Kindertheater: Pippi Langstrumpf – richtig schön. Nervös standen die Kinder auf der Schulbühne im Rampenlicht. Stichwort „Rampenlicht“ – schon sind wir bei einem Thema, das im Zuge der Ökodesign-Richtlinie wichtig wird. Die Bühnenbeleuchtung für Fachleute: Licht nach EN60598217. Bühnenleuchten setzen Kunst und Kultur ins rechte Licht – glitzernd, bunt, dynamisch. All das dürfen wir nicht einem fadenscheinigen Energiespardiktat unterwerfen. Wir dürfen es nicht, weil wir das Licht der Kunst unnötig einschränken, dem Spot den Saft abdrehen.

Und wir sollten das nicht tun, weil wir kleine Bühnen, Verein und kommunale Träger damit überfordern. Es stimmt: Keiner muss wegen der Richtlinie alte Leuchten von den Traversen nehmen. Trotzdem, wann immer sie einzelne Leuchten auswechseln, kommt lichttechnisch das ganze System aus dem Gleichgewicht. Es gibt viele Lampen und Lichteffekte, die es nach der neuen Regel dann gar nicht mehr gäbe. Herr Kommissar Cañete, lassen Sie uns einen Weg finden, um das Rampenlicht zu retten, nicht nur für die Kinder. Auch Senioren lieben das Rampenlicht.

  Eleonora Evi (EFDD). – Signora Presidente, onorevoli colleghi, le piccole e grandi rivoluzioni che stanno già accadendo fuori da qui ci testimoniano un mondo che ha voglia di cambiare, che ha voglia di passare dal modello economico del consumo sfrenato di prodotti a quello basato sui servizi e sulla collaborazione, dove le relazioni tra le persone sono la vera fonte di valore. Il mondo dell'innovazione sociale, delle economie collaborative, dei makers, sono una fonte incredibile di nuove idee e soluzioni per la nostra vita quotidiana.

Venendo alla relazione sull'attuazione della direttiva sulla progettazione ecocompatibile, per la quale io ringrazio sinceramente la relatrice Ries per l'ottimo lavoro, mi auguro anche io che questa direttiva possa essere estesa a sempre più categorie di prodotti. Perché la corretta progettazione di prodotti e servizi, nel loro intero ciclo di vita, porta innumerevoli benefici sul piano dell'uso sia dell'energia che della materia – e lo hanno ricordato molto bene anche i colleghi – e quindi direttamente anche sull'ambiente e sul clima, ma porta anche ad incredibili risultati in termini di occupazione e opportunità per le imprese.

C'è uno studio dell'EPA, l'agenzia ambientale statunitense, che è illuminante, che ci dice che per 10 000 tonnellate di rifiuti si creano un posto di lavoro nell'incenerimento, 6 posti di lavoro nelle discariche, 36 posti di lavoro nei centri di riciclo e ben 296 posti di lavoro nel settore del riuso, recupero e riparazione.

La domanda è: la politica è pronta a dare spazio e sostegno a queste nuove idee, a queste nuove soluzioni? La politica, soprattutto, è pronta ad agire per la durabilità, la riparabilità, la possibilità di aggiornamento e riutilizzo, il contrasto all'obsolescenza programmata? Questa Europa saprà cogliere appieno le opportunità per diventare una società resiliente e sostenibile? I segnali sono incoraggianti. Io, da italiana ed europea, mi auguro proprio di sì.

  Seán Kelly (PPE). – Madam President, I fully support the report on the implementation of the Ecodesign Directive. The directive has been instrumental in improving energy efficiency across Europe, which everybody must welcome. It has significantly reduced greenhouse gas emissions, has led to economic benefits for consumers, thanks to increased competition amongst manufacturers, and has provided opportunities for sustainable growth and jobs, including in the small and medium-sized enterprises (SME) sector.

It is helping to eliminate the least-performing products in the market, significantly contributing to the EU’s 2020 energy-efficiency objectives. This is an area which is extremely important both to me, as rapporteur on the Renewable Energy Directive, and to my constituents. And, incidentally, both Commissioner Cañete and I will be back here at 8 o’clock in the morning for a four-hour trilogue on the same Renewable Energy Directive. Have a good night’s sleep, Commissioner!

When inefficient incandescent light bulbs were phased out across Ireland, beginning in 2008, this saw significant reductions in energy usage and gradually lowered spending on light bulbs for our citizens. This has considerably helped low-income households who are at risk of energy poverty. I look forward to a time when products such as smartphones, which are sold in large numbers and replaced frequently, can be more efficient, and I support the Commission’s recommendations on this.

This is a topic of major importance to everybody: increasing transparency and ensuring that Irish and European citizens embrace energy efficiency as soon as possible.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, και οδηγία για τον οικολογικό σχεδιασμό, σε μια πρώτη φάση βεβαίως, αφορούσε μόνο τα ζητήματα της ενέργειας. Νομίζω, όμως, ότι πολύ σωστά επεκτείνεται και αφορά πλέον όλη την κυκλική οικονομία. Αυτό είναι πάρα πολύ σημαντικό, διότι έχουμε τις εξής θετικές δράσεις. Πρώτα από όλα, αυξημένη προστασία του περιβάλλοντος. Δεύτερον, δημιουργία νέων θέσεων εργασίας. Τρίτον, απαλλαγή μας από τα διάφορα σκουπίδια. Αντιλαμβάνεται κανείς ότι, όταν έχουμε ανακύκλωση πρώτων υλών, ανακύκλωση προϊόντων, οδηγούμαστε σε μια διαφορετική εποχή, μια εποχή η οποία διαθέτει πραγματικά ζητήματα σε σχέση και με τον έλεγχο αυτών καθαυτών των προϊόντων, με την επισκευασιμότητα και την αποδοτικότητά τους. Φυσικά, όλα αυτά χρειάζονται ετικετοποίηση, χρειάζεται ενημέρωση του ίδιου του καναλιού καταναλωτή και, μέσα από την σήμανση, μπορεί κανείς να κάνει τις σωστές επιλογές. Ταυτόχρονα, όμως, χρειάζεται και διαβούλευση, διότι το στάδιο της μετάβασης δεν είναι εύκολο. Πρέπει να λάβουμε υπόψη πολλές πλευρές της ίδιας της οικονομίας και πολλές πλευρές της λειτουργίας των επιχειρήσεων και των εργοστασίων. Σε κάθε περίπτωση, πρόκειται για ένα θετικό βήμα, το οποίο πρέπει να υποστηριχθεί. Θα περίμενα, όμως, και μια απάντηση, κύριε Επίτροπε, στα θέματα που έθεσαν οι συνάδελφοι για τις λάμπες πυράκτωσης οι οποίες υπάρχουν στα θέατρα.

  Miguel Arias Cañete, Member of the Commission. – Madam President, thank you for your contributions to this debate. I would like to address two specific issues that were raised in the debate. Let me start with the problems of theatre lighting, which has been raised by many Members: Mr Palmer, Ms Reid, Mr Gericke, Mr Marias, amongst others. I would say that for two years the Commission has been reviewing the ecodesign legislation for lighting. This also covers the application of exemptions, as well as the existence of suitable replacements available on the market.

In December 2017, revision proposals were discussed in the Ecodesign Consultation Forum, consisting of representatives from Member States, industry, civil society and other partners. The Commission is receiving and analysing comments, including those we received in the context of the Public Consultation, which ran until 7 May this year.

The Commission also met with representatives from the theatre and entertainment sector to discuss their concerns. The outcome of those consultations will inform the further development of the ecodesign requirements, including whether a specific exemption for theatre lighting continues to be necessary.

Ms Reid, Mr Telička and Mr Kelly also raised the issue of ICT products. I would say that in the Ecodesign Working Plan 2016-2019 the Commission announced a more in-depth assessment of several ICT products with a view to their possible inclusion in the working plan, including gateways, base stations and mobile smart phones. The main reason for a specific assessment of ICT products is that it has proven very difficult to make a reliable estimate of their energy savings potential, given the uncertainty about future market developments. Moreover, for fast-moving product sectors such as mobile phones, questions have arisen as to the suitability of the ecodesign process for establishing minimum energy and resource efficiency criteria, because, as this process takes on average around four years, the risk is that requirements would be updated by the time they enter into force. The Commission has started this assessment, for example with a study that looks specifically at the material efficiency aspect of smart phones. Based on the outcomes of this assessment, the Commission will determine the best policy approach for improving the energy efficiency and wider circular economy aspects of mobile phones and other ICT products.

I will conclude by saying that I look forward to continue working with the European Parliament to improve the implementation of this policy framework.

  Frédérique Ries, rapporteure. – Madame la Présidente, je serai très brève. Je voudrais remercier M. le Commissaire de bien vouloir prendre en considération les deux chantiers qui ont été évoqués ici, à savoir la question des éclairages de théâtre. Les États membres voteront au mois d’octobre. Je pense que, politiquement, la Commission pourrait aller dans le sens des remarques qui ont été faites. Elle devrait aussi s’atteler au chantier énorme des téléphones portables. Un milliard de téléphones portables dorment dans les tiroirs en Europe, c’est dire l’ampleur de ce chantier.

Pour le reste, je crois que nos discussions ont prouvé à quel point prendre en compte les impacts environnementaux tout au long du cycle de vie des produits, c’est répondre à nos besoins du présent, sans compromettre la capacité de nos enfants à répondre à leurs besoins de demain. C’est dire à quel point notre travail est essentiel, et aussi le fait d’y associer les citoyens d’Europe.

  Kathleen Van Brempt (S&D), schriftelijk. – Ecologisch ontwerp en energie-etikettering worden door eurosceptici erg graag afgeschilderd als “absurde, zinloze Europese inmenging”. “Europa moet zich niet bezighouden met welke stofzuiger wij kopen!” Maar met deze twee regelgevingen kunnen we de helft van onze energiebesparingsdoelstelling tegen 2020 halen, elk jaar de CO2-uitstoot met 320 miljoen ton en de rekeningen van elk Europees gezin met 500 euro doen dalen, voor onze industrie 55 miljard euro genereren en 800 000 nieuwe jobs creëren.

Het is dus duidelijk dat Europa zich hier wél mee bezig moet houden. En wel met prioriteit. Ecologisch ontwerp moet meer producten én meer criteria opnemen. De focus ligt nu op energieverbruik alleen. Dit willen we uitbreiden met duurzaamheidsaspecten zoals recycleerbaarheid, gebruik van gerecycleerd materiaal, herstelbaarheid, makkelijke ontmanteling, beschikbaarheid van reserveonderdelen en regelgeving inzake zeldzame of schadelijke grondstoffen. De minimale levensduur van producten en garantieperiodes moeten ook de hoogte in.

Maar de eerste stap is het correct toepassen van de regels, en daar wringt alweer de schoen. De niet-naleving wordt momenteel geschat op 10 tot 25 % van de producten op de markt. Hierdoor gaat 10 % van de mogelijke besparingen verloren. Dit komt overeen met de volledige energieproductie van het Belgische nucleaire park. Dit kunnen we niet langer ongestraft toelaten.
