  Benedek Jávor, deputising for the author. – Madam President, corruption is like a disease that you can’t always see, but it systemically undermines the well-functioning of our societies, degenerates our democracies and decays citizens’ trust in politics and in the European Union.

Transparency International’s Corruption Perception Index shows that there are serious problems all over the EU. But also there are huge differences among the Member States.

We also have to speak about our losses: the cost of corruption. A study commissioned by the European Parliament estimates that the cost of corruption could go up to EUR 900 billion annually. Just for comparison, the EU’s annual budget for 2018 is EUR 160 billion. Theoretically speaking, if we took a tough stance against corruption, the functioning of the EU would be free or almost free for the European taxpayers for the next five years.

Scandals related to the misuse of EU funds are revealed on a daily basis. According to OLAF reports, the highest number of investigations have for years been related to Structural Funds, with most of the cases concentrated in a few a Member States, which are mostly the recipients of those funds.

In some of the Member States, like in my own county – Hungary – there is systemic political corruption related to the EU funds. In others, such as Slovakia, for example, it seems that organised crime groups are benefiting from EU funds. And these are only the tip of the iceberg. As the Azerbaijani Laundromat case showed, there are serious problems related to corruption even in countries like Denmark. So there is an urgent need for action, and the EU should take an important role in rooting out corruption in all its forms.

The European Commission, however, has failed to move forward over the past four years and has even taken a step backwards from its 2011 anti-corruption package by abolishing the biannual Anti-corruption Report. This was capable tool to analyse the European landscape and provided the European citizens with credible, comprehensive and comparative data and assessment on corruption, as well as highlighting the weaknesses and also the good practices of the Member States. Therefore, we regret very much in this house that the Commission decided to abolish this exercise. Anti-corruption recommendations in the European Semester are good additional tools but do not substitute the overall picture given by the report.

But to credibly pointing out to Member States, we need stronger anti-corruption activity and control in the EU institutions as well. The 2011 package has also foreseen the EU’s participation in the Council of Europe’s anti-corruption group, GRECO, which could facilitate the independent evaluation of the EU institutions as well. But the negotiations on that are stalled. Still, there are a few promising steps.

First is the European Public Prosecutor’s Office (EPPO). The EPPO, hopefully, will help in fighting fraud and corruption in relation to EU Funds. But it is not a sufficient tool alone. A couple of prosecutors will not be able to fight fraud and corruption fully and in a systematic way, and in fact some of the main beneficiary Member States of EU funds are not willing to participate.

The second is the Regulation on the Rule of Law proposed for the new Multiannual Financial Framework. This instrument could actually play an important role in incentivising the Member States to play by the rules. But this proposal is still waiting for approval by the co-legislators.

All in all, the balance is rather negative. Therefore, with my colleagues in the Committee on Budgetary Control (CONT), we ask the following questions:

What was the reason behind the abolishment of the EU anti-corruption report and why did the Commission not present the already-prepared second report?

Secondly, the anti-corruption report and the European Semester recommendations are not alternatives of each other. How does the Commission intend to complement the Semester recommendation in order to tackle other aspects of corruption?

And last but not least, to improve the independent scrutiny of the EU institutions, shouldn’t they participate in the cooperation of GRECO?

  Tibor Navracsics, Member of the Commission. – Madam President, the 2014 EU Anti-Corruption Report provided a useful overview of the situation in each Member State: measures in place, outstanding issues, policies that are working and areas that could be improved. The report showed that the nature and scope of corruption varies from one Member State to another and that the effectiveness of anti-corruption policies is quite different. It also showed that corruption deserved attention in all EU Member States. In the past years the Commission has increasingly prioritised integrity and anti—corruption, also in the European Semester of economic governance.

Corruption is still a key issue in a number of states, hampering investment, efficient resource allocation, economic performance and growth. The situation calls for continued, persistent and coherent action. It is against this background, in line with the general approach of this Commission to streamline processes and focus on key issues in the relevant fora, that we considered that the European Semester, which is the main economic policy dialogue with Member States, is the most appropriate policy instrument for systematically engaging with the Member States in this area of major common interest.

In March 2018, the issue of corruption was included in 14 country reports. For several Member States, the Commission underlined the need to strengthen the effective investigation and prosecution of corruption and enhance prevention. Other areas requiring improvement are whistle—blower protection, lobbying legislation, assets and interest disclosure and verifications, adequate resourcing for anti-corruption bodies, as well as transparency and public access to information. In the country—specific recommendations published on 23 May 2018, recommendations focusing on these aspects were proposed for six countries. Facilitating experience-sharing among Member States in the fight against corruption is a key aspect of anti-corruption efforts at EU level.

In 2015 the Commission launched the EU Anti—Corruption Experience-Sharing Programme. It offers anti—corruption practitioners from Member States a forum for exchanging views on topics of common interest and on legislative and institutional reforms and policy initiatives in other Member States. These workshops cover topics such as corruption in the private sector, political immunities, public procurement at local level, asset disclosure, whistle—blower protection, corruption in health care, conflicts of interest, and measuring corruption and its economic and social impact. More than 300 experts have participated in the programme since 2015.

These efforts go hand in hand with our legislative activity. The Commission has taken action to ensure that anti-corruption provisions are an integral part of all relevant legislative instruments. Such is the case for the recent initiative on the protection of whistle—blowers. Adequate whistle—blowing mechanisms that codify processes within public administration to allow officials channels for reporting what they may perceive as irregularities or even illegal acts can help overcome detection problems inherent to corruption.

The Commission has also recently proposed a package of measures enabling the national competent authorities to access and exchange financial and other information in a timely manner. The measures aim to grant law enforcement authorities, asset recovery offices and anti-corruption authorities direct access to the information contained in the centralised bank account registers. The measures also aim at improving cooperation between law enforcement authorities and financial intelligence units (FIUs), as well as between FIUs. These recent initiatives complement other measures in areas ranging from public procurement and the protection of EU financial interests to asset recovery and anti-money laundering.

The Commission also provides financial support for a wide range of projects in the field of anti-corruption under a variety of financial instruments, for example in the Internal Security Fund for Police, European social and investment funds, Horizon 2020 and Hercule II and III programmes, to promote activities designed to boost EU action to prevent and combat fraud undermining the EU’s financial interests. The European institutions have put in place a comprehensive framework of rules on ethics and mechanisms to deter, investigate and punish misconduct, including corruption and associated wrongdoings. These rules are fully integrated inter alia in the Staff Regulations and the rules on financial management and internal control. They include enforcement mechanisms and proportionate, effective and dissuasive sanctions for possible breaches.

Transparency and accountability are key principles of the Commission’s decision—making process. President Juncker has established greater transparency as a top priority since the beginning of his mandate. As part of the Commission’s commitment to transparency, the Commissioners, their Cabinet members and Directors—General publish information on meetings held with organisations and self-employed individuals on the EU Transparency Register. Furthermore, on 1 February 2018, a new Code of Conduct for Commissioners entered into force, significantly enhancing the ethics framework at the political level. The modernised rules set new standards for ethics rules in Europe, for example by extending the cooling—off period from 18 months to two years for former Commissioners and to three years for the President of the Commission.

As regards the potential participation of the EU in the Implementation Review Mechanism to the UN Convention against Corruption (UNCAC), to which the EU is a party, the Commission is now in the process of assessing the extent of the modifications of the Union’s competence with regard to all the matters governed by the UNCAC after the entry into force of the Lisbon Treaty, as well as the legal and institutional implications of this modification of competences. It is to be recalled that the EU is a unique regional economic integration organisation and, as such, this raises specific and complex legal and institutional questions.

  Julia Pitera, w imieniu grupy PPE. – Panie Przewodniczący! Panie Komisarzu! W 2011 r. Komisja opublikowała dane, z których wynikało, że aż czterech na pięciu obywateli Unii Europejskiej postrzegało korupcję jako poważny problem w ich państwie. W tym samym roku więc Komisja wprowadziła pakiet antykorupcyjny, uznając, że obywatele zasługują na dostęp do wiarygodnej oceny stanu korupcji w państwach członkowskich. Komisarz do spraw wewnętrznych stwierdziła dodatkowo, że politycy i decydenci nie są wystarczająco zdeterminowani, aby podjąć działania zwalczające to zjawisko, i że sprawozdanie o zwalczaniu korupcji może stać się czynnikiem pobudzającym wolę polityczną do podjęcia stosownych działań. W konsekwencji pierwsze sprawozdanie opublikowano w 2014 r. Niestety w 2017 r. Komisja uznała, że sprawozdanie takie nie jest najlepszym postępowaniem.

Panie Komisarzu! Od tego czasu w jednym z państw członkowskich wstrzymano reformy antykorupcyjne, w innym podjęto próbę liberalizacji istniejących przepisów, co wywołało masowe uliczne demonstracje w wielu miastach. Opinią publiczną wstrząsnęły też dwa dramatyczne przypadki zabójstw dziennikarzy śledczych tropiących wyprowadzanie funduszy europejskich przez zorganizowane grupy przestępcze, podobnie jak ujawnienie powiązań polityków z aferą Panama papers. Do dziś nie posiadamy zapewne pełnej wiedzy na temat ingerencji kraju trzeciego w przekupywanie europejskich polityków, mimo że proceder opisano w sprawozdaniu niezależnego organu dochodzeniowego opublikowanym przez Radę Europy w kwietniu tego roku.

Panie Komisarzu! Proszę o informację, czy nadal Komisja podtrzymuje stanowisko, że sprawozdanie antykorupcyjne nie jest najlepszym sposobem postępowania, czy może jednak komisarz Malmström miała rację, że sprawozdanie antykorupcyjne może stać się czynnikiem pobudzającym wolę polityczną do walki z korupcją.

  Caterina Chinnici, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, signor Commissario, l'interrogazione parlamentare di cui oggi discutiamo affronta il tema della lotta alla corruzione, che è un vero e proprio freno a mano della crescita economica dell'Unione europea.

Già nel 2013 la risoluzione della commissione CRIM stimava che la corruzione e la criminalità organizzata impongono alle imprese dell'Unione un costo annuo di oltre 650 miliardi di euro. La corruzione non rappresenta solamente un reato contro la pubblica amministrazione, ma costituisce direi quasi un attentato all'economia pubblica e privata, poiché altera la libera concorrenza fra le imprese, peggiora la qualità dei servizi pubblici e sottrae indebitamente fondi al prelievo fiscale.

In ambito europeo, malgrado la recente adozione di provvedimenti legislativi importanti quali la direttiva PIF o il regolamento sulla procura europea, non si è fatto però abbastanza, neanche in termini di prevenzione, delegando di fatto la repressione del fenomeno ai soli sistemi penali degli Stati membri.

Desta perplessità la mancata pubblicazione da parte della Commissione della seconda relazione sulla corruzione, soprattutto in vista dell'elaborazione di nuove necessarie misure in materia. Fra le misure più urgenti, considerato che è stato accertato che sono circa 3 600 le organizzazioni criminali operanti nell'Unione e che la loro interferenza illecita nuoce gravemente all'economia, io citerei l'elaborazione di una definizione comune di criminalità organizzata a livello europeo, così come l'introduzione di norme comuni per la protezione dei testimoni degli informatori e dei collaboratori di giustizia a livello europeo.

L'Unione, in conclusione, deve prendere una posizione ferma e autorevole nella lotta contro la corruzione per garantire che tutti gli Stati membri dispongano di più efficaci politiche anticorruzione, ma anche per effettuare un'attenta valutazione circa la conformità delle proprie istituzioni alle disposizioni della Convenzione dell'ONU contro la corruzione, alle quali non è stata data ancora piena attuazione.

  Νότης Μαριάς, εξ ονόματος της ομάδας ECR. – Κυρία Πρόεδρε, η διαφθορά αποτελεί μάστιγα στην παγκόσμια κοινωνία και οικονομία. Γι’ αυτό άλλωστε και ο ΟΗΕ έχει συνάψει Σύμβαση για την καταπολέμηση της διαφθοράς, στην οποία έχει προσχωρήσει από το 2008 και η Ευρωπαϊκή Ένωση.

Σε επίπεδο Ευρωπαϊκής Ένωσης έχουμε πολύ συχνές καταγγελίες για διαφθορά. Εκτιμάται ότι το ετήσιο κόστος φθάνει στα 120 δισεκατομμύρια ευρώ, ενώ υπάρχουν και ορισμένοι που λένε ότι το κόστος της διαφθοράς φθάνει στα 900 δισεκατομμύρια ευρώ. Αντιλαμβάνεστε λοιπόν ότι το οργανωμένο έγκλημα αξιοποιεί πολλές φορές τη λειτουργία των διαρθρωτικών ταμείων. Έχουμε επίσης δολοφονίες, εκτελέσεις μαρτύρων, δημοσιογράφων. Είναι προφανές ότι χρειάζεται να διασφαλιστεί η προστασία των μαρτύρων δημοσίου συμφέροντος.

Έχω επισημάνει πολλές φορές ένα ζήτημα που έχει σχέση και με την Ελλάδα. Πρέπει, κύριε Επίτροπε, να υπάρξει έλεγχος των κονδυλίων τα οποία διαχειρίζονται οι περίφημες ΜΚΟ για το προσφυγικό και μεταναστευτικό στην Ελλάδα. Κυριολεκτικά «γίνεται πάρτι» και θα πρέπει να υπάρξει παρέμβαση της OLAF για το ζήτημα αυτό. Πρόκειται για ένα πολύ σημαντικό ζήτημα!

  Wolf Klinz, im Namen der ALDE-Fraktion. – Frau Präsidentin, Kollegen! Die Korruption ist ein Krebsgeschwür, das unsere Demokratie zu zerstören und die Europäische Union ins Mark zu treffen droht. Wir haben eben von der Kommission gehört, für wie wichtig sie die Korruptionsbekämpfung hält, aber gleichzeitig, dass sie darauf verzichtet, diese Berichte in Zukunft regelmäßig zu veröffentlichen. Der Beschluss, das Europäische Semester herzunehmen und die Korruptionssituation im Rahmen der Länderberichte zu veröffentlichen, ist nicht ausreichend.

Die Mitgliedstaaten wollen natürlich nicht angeprangert werden; das verstehe ich. Aber die Bürger wollen, dass etwas passiert. Sie sehen, wie groß der Schaden ist, der ihnen letzten Endes als Steuerzahler zugemutet wird, und sie wollen, dass hier Abhilfe geschaffen wird. Die Populisten haben leichtes Spiel. Sie können viel versprechen, sie können mit Geld großzügig umgehen. Aber wenn es darum geht, konkrete Probleme zu lösen, dann versagen sie.

Wir wissen alle, dass die EU noch Schwächen hat. Aber wir wissen auch, dass die Korruption eine der größten Schwächen ist, mit denen wir es zu tun haben. Wir müssen dagegen etwas tun. Die Mitgliedstaaten dürfen nicht die Möglichkeit haben, den Europäischen Staatsanwalt daran zu hindern, in ihren Regionen ganz gezielt und systematisch Korruptionsfällen nachzugehen. Wir sehen ja gerade, dass das passiert, in Malta. Die Journalistin, die Korruptionsfälle aufgedeckt hat, ist vor wenigen Wochen ermordet worden. Weder werden systematisch die Korruptionsfälle untersucht, noch wird der Mord selber gezielt untersucht. Man hat fast den Eindruck, als ob hier alles unter dem Mantel des Schweigens zugedeckt werden soll. So kann es nicht gehen.

In einem Jahr haben wir Europawahlen. Wir wissen, dass diese Europawahlen in gewisser Weise Schicksalswahlen sein werden, die für uns alle von entscheidender Bedeutung sind. Wir müssen sehen, dass Europa für die meisten Bürger tatsächlich gleichgesetzt wird mit ihrer Zukunft. Europa ist unsere Zukunft, wir haben keine andere. Und deshalb ist es wichtig, dass wir Europa in die Köpfe und Herzen der Bürger und vor allem der Jugend wieder hineinbringen. Die Zeit für Ausreden ist vorbei. Das gilt auch für die Kommission. Wir dürfen nicht Wasser predigen und Wein trinken. Ich kann nur appellieren: Fangen Sie wieder an, die Antikorruptionsberichte systematisch zu publizieren!

  Paul Rübig (PPE), Frage nach dem Verfahren der „blauen Karte“. – Herr Kollege Klinz! Ich hätte eine Frage: In den Medien gibt es immer wieder Berichte, dass terroristische Netzwerke von außerhalb Europas unterstützt werden, insbesondere im Nahen Osten. Man liest in den Zeitungen, dass die Türkei, Iran, Katar und verschiedene Länder derartige Netzwerke unterstützen. Glauben Sie, dass im Bereich der Finanzmärkte auf europäischer Ebene auch hier Untersuchungen stattfinden sollten, von wem die Finanzierung kommt, ob das islamische Gruppen sind oder wer hinter derartigen Einflussnahmen steht?

  Wolf Klinz (ALDE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – In der Tat halte ich das für sehr sinnvoll und sehr nützlich. Wir wissen ja – seit der islamische Terrorismus die ganzen Regionen überzieht –, dass die sich nicht nur aus Eigenmitteln, durch besetzte Ölquellen etc., finanzieren, sondern auch von manchen Staaten systematisch finanziert werden, die ein Interesse daran haben, dass der forcierte Islamismus an Boden gewinnt.

Deshalb ist es wichtig, dass wir auch hier mehr Erkenntnisse gewinnen und sicherstellen, dass unser Finanzsystem durch solche Vorgänge nicht geschwächt und irgendwann sogar in die Knie gezwungen wird.

  Ernest Urtasun, en nombre del Grupo Verts/ALE. – Señora presidenta, la corrupción nos cuesta un porcentaje del PIB inmenso a los europeos a lo largo del año y es verdad que si esta pregunta oral se ha realizado también es porque no hemos tenido una Comisión muy valiente en esta cuestión.

Como han dicho mis compañeros, se suspendió la elaboración del informe bianual sobre la corrupción; tampoco se participa en el Grupo de lucha contra la corrupción del Consejo de Europa, ni se ha llevado a cabo una evaluación sobre el cumplimiento de los requisitos de la Convención de las Naciones Unidas contra la corrupción y, además, por ejemplo, en las recomendaciones del Semestre Europeo esta cuestión aparece de una forma muy tímida.

El caso paradigmático se ha producido en España, donde acaba de caer un gobierno por un caso de corrupción gravísimo, y pocos días antes se habían publicado las recomendaciones específicas por país, en las que este tema solo se mencionaba brevísimamente.

Hemos estado años obsesionados con la reforma del mercado de trabajo, con la reforma de las pensiones, y el tema más grave sobre el funcionamiento del Estado de Derecho en España, que era la corrupción, apenas merecía una breve mención. Creo que hay que cambiar eso y tomarse más en serio este problema.

  Dennis de Jong, namens de GUE/NGL-Fractie. – Dank u wel, mevrouw de Voorzitter. Ik moet zeggen dat, vanmorgen, ik was wel wakker, maar dat ik weer bijna in slaap gevallen was, toen ik de eurocommissaris hoorde, want ik heb zelden zo'n saai verhaal gehoord. Al die maatregelen die u noemt, die kennen we natuurlijk. We hebben dit bestudeerd. Ik ben zelf covoorzitter van een netwerk van de Europarlementariërs van de Intergroep voor transparantie en tegen corruptie. Dus we kennen dat.

Waar het ons om gaat is een goede discussie over precies wat alle collega's hier noemen 'de ontwikkelingen in Europa', die veel erger zijn dan wat we lezen in het economisch semester, de berichten daarvan, wat niet bij elkaar komt en ook de complexiteit van corruptie. Corruptie gaat niet alleen maar over een goed functionerende rechtsstaat. Het gaat ook om toegang tot voorzieningen als gezondheidszorg, onderwijs. Het treft mensen in het hart en het verdient echt een apart verslag van de Commissie. En dan hoor ik: 'Ja, we hebben nu gestroomlijnd en het zit nu in het economisch semester'. Nou, misschien zit het daar wel helemaal fout. En als u hoort dat van Links tot Rechts in dit Parlement we er allemaal hetzelfde over denken, dat we een apart verslag willen, en we zeggen dat al jaar op jaar, kom dan niet aan met een lijstje dingen die de Commissie al doet.

Met de VN en de Raad van Europa heb ik eigenlijk hetzelfde verhaal. Ik heb regelmatig contact met het secretariaat van UNODC, van de VN, in Wenen, met het secretariaat van GRECO van de Raad van Europa. En beide secretariaten zeggen: we hebben allerlei praktische middelen in de aanbieding om het voor de Commissie makkelijk te maken om mee te doen aan de peer reviews. We zouden ook graag wat financiële steun hebben – de VN zegt dat met name – zodat de Commissie het mogelijk maakt dat wij ons werk doen. En iedere keer opnieuw is het antwoord van de Commissie: ja, we zijn het aan het onderzoeken en er zijn allemaal juridische problemen.

Ja, u komt er echt niet mee weg, ook niet op een vroege donderdagmorgen in Straatsburg. We willen een echt debat met een duidelijk antwoord.

  David Coburn, on behalf of the EFDD Group. – Madam President, in principle, I support the questions which the Committee on Budgetary Control (CONT) has put forward to the Commission. Corruption, both political and economic, puts a huge drain on our respective countries’ resources, and we must take every effort to plug the leaks.

I cannot, however, support any calls for the EU to make recommendations to harmonise laws at EU level or interfere with Member States’ internal affairs. It should only be our elected and accountable national governments that take measures and propose actions to root it out, not unaccountable EU institutions in Brussels. It is also rather laughable that the EU should lecture Member States on corruption. The irony, I am sure, ladies and gentlemen, is not lost on me, or on other honourable Members in this House. The fact that the Commission discontinued its own anti-corruption report on itself shows how seriously they take this issue. However, even then, the report did not include corruption in EU institutions. There must be more light shone down the dark and mucky corridors of power in the EU.

Transparency International shows that corruption perceptions in Bulgaria rank them 71 out of 180, which is not much better than China. This again highlights why the UK voted to leave the EU. We have had enough of corrupt institutions wasting billions of taxpayers’ money at home in the UK without another tranche of it at European level. Why should the United Kingdom be in political union with these countries sending billions of our hard-earned taxpayers’ money abroad while they have lower legal standards and a frightening lack of audit and accountability over their own affairs? This, I’m sure, is quite beyond me and beyond many of you, I should imagine.

We should all be working as sovereign independent states to help each other to root out corruption in our own back yards and not be forced to comply with EU laws which do not have proper democratic controls.

I will listen intently to what the Commission has to say about the Budgetary Control Committee’s questions and I do hope that, even though we are leaving, the vast improvements of transparency and accountability are made. There is certainly room for improvement.

  Benedek Jávor (Verts/ALE), blue-card question. – Mr Coburn, you mentioned that you do not support law harmonisation and European level actions against corruption, but what would you like to do with those corruption cases which have a cross-border nature where corruption activities are happening in different Member States, and organised crime groups are playing the game between the gaps of the independent national Member States’ authorities, and they always win this game? How do you manage this problem when the individual Member States’ authorities are not able to effectively step against those international organised crime activities?

  David Coburn (EFDD), blue-card answer. – That’s a very good question. I believe that individual countries within the European Union should work with each other. I do not believe we should have an overarching government of Europe making these sort of decisions. I think we should work with each other. We always have in the past, we can in the future.

As you say, there are cracks through which things fall. Well, that’s for us to sort out. It’s not beyond the wit of man or woman. It’s not a complicated problem. I think that an overarching Federal Bureau of Investigations, as some people want to have it (as they have in America), is not a good thing. I think we must retain our independence. We are not a unitary country, we are many countries working together, and I think that’s much better.

  Olaf Stuger, namens de ENF-Fractie. – Voorzitter, dank u wel. Zoals collega Dennis de Jong al heeft gezegd, het is een saai verhaal van de commissaris, maar dat gaat al 30 jaar zo door. Het is 30 jaar hetzelfde saaie verhaal en er verandert geen ene moer. En meneer de Jong zit hier al zo'n tien jaar en die zegt het ook elk jaar – zeer terecht overigens – en er verandert ook niets. Mijn enige conclusie kan zijn: het zal nooit veranderen. Mensen, dit is 'the way of the dodo', dit Parlement, de EU.

Nee, twee dingen die mij te binnen schieten als het gaat om anticorruptie: het debat dat we hebben gehad over de heer Selmayr. Kijk dat is nou echt corruptie op en top, onder onze ogen, zonder dat we er iets aan doen. We laten het gaan en de daders komen met de schrik, nog niet eens met de schrik, vrij. Een ander voorbeeld dat me in het hoofd schiet, Voorzitter, is een collega van de PPE, de Christendemocraten, de heer Bidegain uit Spanje, die op een verborgen camera van Britse journalisten die zich voordeden als lobbyisten, 100 000 euro vraagt om een amendement in te dienen. Dat laten we ook gaan, ongestraft. Deze meneer zit hier nog steeds.

Dus, Voorzitter, wij hebben helemaal geen mandaat, helemaal geen recht van spreken over anticorruptie. Dank u wel en een fijne dag nog.

Toen u bij die commissievergaderingen zat, was ik in mijn land aan het praten met de kiezers, daar, mijn eigen kiezers in Nederland, daar waar het mandaat hoort. Ik ben hier bezig, de afgelopen vier jaar, om dit circus op te heffen. En als dit circus opgeheven is, dan zijn we ook van die corruptie af.

  Γεώργιος Επιτήδειος (NI). – Κυρία Πρόεδρε, η καταπολέμηση της διαφθοράς αποτελεί βασική προϋπόθεση όχι μόνο για τη διατήρηση του κύρους της Ευρωπαϊκής Ενώσεως, αλλά για να μπορέσει και η ίδια η ΕΕ να λειτουργήσει. Ήδη έγινε αναφορά στην τεράστια απώλεια πολλών δισεκατομμυρίων τα οποία θα μπορούσαν να διατεθούν για την οικονομική ανάπτυξη και τη δημιουργία θέσεων εργασίας στον κοινωνικό τομέα και σε άλλους τομείς. Είναι βεβαίως βασική υπευθυνότητα κάθε κράτους να αντιμετωπίσει το ίδιο τη διαφθορά που υπάρχει, αλλά και η Ευρωπαϊκή Ένωση, επειδή διαθέτει κονδύλια στα κράτη αλλά και στις ΜΚΟ, οφείλει να ελέγχει και να έχει ευαισθησία στην αντιμετώπιση αυτού του σοβαρού προβλήματος. Πρέπει να μην περιμένει να αναφερθούν φαινόμενα διαφθοράς στον Τύπο και μετά να προσπαθεί να αντιδράσει, κυρίως με ευχολόγια και γενικότητες.

Κλείνω την παρέμβασή μου εκφράζοντας και εγώ τη συμπαράστασή μου προς τον αγώνα των διερμηνέων και θέλω να ευχαριστήσω τους Έλληνες διερμηνείς για την αμέριστη συμπαράστασή τους και την προσπάθεια που καταβάλλουν να υποστηρίζουν το έργο μας. Εάν όμως η Ευρωπαϊκή Ένωση δεν έχει το θάρρος να αντιμετωπίσει το πρόβλημα αυτό το μικρό που έχουν οι διερμηνείς, θα έχει άραγε το θάρρος να αντιμετωπίσει το μεγάλο πρόβλημα της διαφθοράς;

  Claudia Schmidt (PPE). – Frau Präsidentin! Ich möchte heute mal mit dem Positiven anfangen. Herr Kommissar, das Antikorruptionspaket 2011 ist etwas sehr Sinnvolles. Da gibt es Maßnahmen für die Mitgliedstaaten; es gibt Strategien, gegen die Korruption vorzugehen; es gibt hohe Standards für die Bekämpfung der Korruption, die gefördert werden sollen; es sollen Schwächen hervorgehoben und Empfehlungen abgegeben werden.

Und jetzt erzählen Sie uns: Das, was die Kommission macht, ist, mit den Mitgliedstaaten zu sprechen und den Austausch zwischen den Antikorruptionsstellen in den Mitgliedstaaten zu fördern. Wenn ich Ihnen jetzt sage – etwas, das Sie gewiss wissen –, dass wir einen Mitgliedstaat haben, in dem in den letzten zehn Jahren 1000 Anklagen wegen Korruption erhoben worden sind und wo die Leiterin der Antikorruptionsstelle entlassen werden soll, weil sie angeblich dem Ruf des Landes nach außen schadet, dann möchte ich sehr wohl wissen, wie Ihre Stellungnahme zu diesem Thema lautet.

Es ist so, dass wir von Geldern reden, die von den Mitgliedstaaten locker als Ko-Finanzierungsgelder für Förderungen der EU verwendet werden könnten. Da habe ich jetzt noch keinen Aufschrei der Kommission gehört. Ich glaube, es ist wirklich Ihre Verpflichtung, die Antikorruption zu fördern, den Korruptionsbericht 2016, der in irgendeiner Schublade vermodert, einmal herauszugeben, ihn zu relaunchen, einen neuen Bericht herauszugeben und endlich die Augen aufzumachen und sich nicht darauf zu beschränken, Mitgliedstaaten vielleicht zu beraten oder einen Austausch zu fördern, sondern ganz massiv und vehement gegen Korruption in den Mitgliedstaaten vorzugehen. Es ist unser aller Geld und auch das Geld, das zugunsten der EU eingesetzt werden kann.

  Inés Ayala Sender (S&D). – Señora presidenta, en el Eurobarómetro de octubre de 2017 la percepción de dos tercios de los ciudadanos europeos era que su país estaba absolutamente corrompido, que la corrupción estaba muy extendida.

Además, si a eso le añadimos los asesinatos de periodistas de investigación y las dificultades que encuentra cada día la judicatura por unos crímenes más sofisticados y por la lentitud y la falta de medios que tienen, eso lleva a la impunidad y el cinismo, que también suponen un terreno abonado para la quiebra de confianza, para la subida del populismo y la respuesta radical, que apunta desde luego a nuestros partidos políticos, a las personas políticas en todos los niveles, a funcionarios, a las compañías privadas; en fin, a lo que es la base del Estado de Derecho y de nuestra democracia.

Sin embargo, sabemos que hay sociedad civil absolutamente entregada a luchar contra la corrupción: los periodistas, policías, jueces y fiscales, y también funcionarios y gobiernos en todos los niveles que luchan día a día; y por ello —por los riesgos, pero también por la esperanza— necesitamos ese informe que la Comisión nos prometió aquí en 2011, que podamos hacer ese seguimiento de observatorio, de tendencias, como el que hacemos sobre los derechos humanos en el seno de la Unión anualmente; de modo que, para luchar precisamente contra la impunidad y el cinismo imperante en la sociedad, que cada vez se cree menos que seamos capaces de dar solución a esa corrupción que genera no solamente pérdidas económicas sino sobre todo un gran daño a nuestra democracia, esperamos, señor comisario, y de toda la Comisión, que nos dé la oportunidad de al menos cada dos años un debate parlamentario, aquí, sobre ese informe que ustedes nos prometieron y que no nos han dado, porque es el único medio de fiscalización democrática.

Y no queremos ninguna alternativa, señor comisario. La Comisión se comprometió y queremos ese informe y lo queremos ya, y cualquier otra derivada nos resultará sospechosa e inaceptable.

  Zbigniew Kuźmiuk (ECR). – Pani Przewodnicząca! Panie komisarzu! Walka z korupcją to nie tylko ściganie przestępstw korupcyjnych, to nie tylko OLAF czy prokuratura, ale to również, a nawet przede wszystkim, zapobieganie przez stworzenie jasnego prawa, przejrzystość podejmowania decyzji, skuteczne mechanizmy kontroli. Z tym niestety bywa źle. Liczne kontrole Trybunału Obrachunkowego dowodzą, że w działaniach nie tylko państw członkowskich, ale także Komisji i podległych jej agencji często brakuje przejrzystości, nawet w tak oczywistych sprawach jak zamówienia publiczne.

Źle się stało, że Komisja zaniechała przedstawiania raportów o działaniach antykorupcyjnych, bo to wskazuje, że Komisja bagatelizuje problem przeciwdziałania korupcji oraz kwestię przejrzystości własnych działań. W październiku 2016 r. wiceprzewodniczący Komisji pan Timmermans obiecał, że drugi raport w tej sprawie pojawi się bardzo szybko. Niestety tak się nie stało. Może więc lepiej byłoby, żeby pan komisarz Timmermans przestał zajmować się praworządnością w Polsce, a przypilnował, by drugi raport antykorupcyjny dotyczący Unii Europejskiej się jednak ukazał.

  Jordi Solé (Verts/ALE). – Madam President, corruption is still a disease in many Member States. We have just seen the Spanish Government fall because of massive corruption in the governing party, the Partido Popular. Spain had its worst rating in Transparency International’s latest Corruption Perception Index, coming in at 42nd place out of 176 countries. Similar perceptions can be found in other Member States’ public opinions.

Against this background, the EU should take a more ambitious role in rooting out corruption in all forms and everywhere. However, the Commission has failed to move forward on this over the last four years. We need continuity in the EU Anti-Corruption Report. The European Semester recommendations do not go into details. Zero corruption across the European Union must be our goal. We need strict controls from institutions and we need our citizens to make governments accountable.

  Paloma López Bermejo (GUE/NGL). – Señora presidenta, el problema de la corrupción tiene una dimensión claramente europea. Así lo reconoció la Comisión en el año 2011, y las cifras que dan cuenta del impacto de esta lacra superan el presupuesto anual de la Unión.

Es difícil seguir pensando que la corrupción puede ser tratada como un asunto al margen de la economía real. Siendo así, no puede entenderse la laxitud con la que la Comisión está abordando sus responsabilidades en este tema. ¿Para cuándo el segundo informe sobre la corrupción? Dejen de hablarnos del Semestre Europeo. Ya se ha mostrado claramente insuficiente.

La lucha contra la corrupción debería ser una política pública de la Unión, un compromiso con los principios democráticos que decimos defender y que debe contribuir a disminuir la desconfianza creciente hacia la política. Las lágrimas de cocodrilo de una parte del establishment contra el ascenso de los llamados populismos es un ejercicio de hipocresía intolerable.

Lamentablemente, vengo de un país donde los corruptores y los corruptos han considerado al Estado como un botín a su disposición. España ―ya se ha dicho― ha sacado las peores notas registradas en el Índice de Percepción de la Corrupción. Y en el último informe GRECO mi país solo cumplía parcialmente siete de las once recomendaciones de este organismo internacional para combatir la corrupción. En ambos casos, una clasificación inaceptable, pero tristemente no es el único país de Europa que suspende estrepitosamente.

Sabemos el daño inmenso que esta colonización privada de lo público le hace a la democracia, no solo a la economía. Una parte de la clase política ha sido protegida por las leyes, por algunos jueces, por algunos medios de comunicación y por los poderes económicos en su uso delictivo de los recursos públicos. Sin embargo, los denunciantes no han sido nunca suficientemente protegidos.

Llegados a este punto, la cuestión en este hemiciclo hace referencia a la importancia que le queremos dar a la lucha contra la corrupción y lo que podemos afirmar es que la Comisión está muy por debajo de las exigencias del momento.

  Mario Borghezio (ENF). – Signora Presidente, onorevoli colleghi, ci sono molti temi che la Commissione deve affrontare e indicazioni che deve dare ai paesi membri: l'inasprimento delle pene, l'eliminazione di sconti di pena per i colpevoli di reati di corruzione, il Daspo per corrotti e corruttori, l'attuazione della Convenzione Merida del 2003, maggiore protezione degli agenti sotto copertura e tutele per i whistleblower.

Ma io mi permetto di indicare una via immediata da seguire. Il Commissario conosce il fatto, più volte denunciato da questi banchi, che in certi paesi come nel mio paese, per esempio nelle regioni di maggiore presenza di mafia, ndrangheta, camorra e delle organizzazioni mafiose, i fondi europei sono stati il bancomat delle organizzazioni criminali, e questo non può essere avvenuto senza complicità politiche molto precise.

Vuole aprire un'indagine ex post per capire, anche perché questo sia di insegnamento ai paesi di nuova adesione, con quale capacità di infiltrazione le organizzazioni criminali, attraverso agganci e protezioni politiche, anche nelle istituzioni europee e forse anche nel Parlamento, hanno approfittato di miliardi dei contribuenti italiani e quindi europei per finanziare…

  Tomáš Zdechovský (PPE). – Paní předsedající, jak již bylo zmíněno mými předřečníky, tak korupce vlastně postihuje celý systém jednotlivých států, ale i Unii jako celek. Jak můžeme kritizovat korupci v některých státech třeba Blízkého východu nebo v Rusku nebo v dalších zemích, když sami proti korupci systematicky nebojujeme?

Evropská zpráva o boji proti korupci byla pro mě osobně zklamáním. Vidíme, že se situace v mnohých státech zhoršuje a v mnohých státech, které tady byly jmenovány, bohužel ten systém, jak je u evropských dotací nastaven, ukazuje, že korupci může i podpořit. Máme tady i premiéry, kteří jsou obviněni z toho, že ukradli evropské dotace, a EU se tváří, jako by tady ten problém nebyl. Protikorupční politika dlouhodobě nefunguje, to je i ten důvod, proč jsme dnes otevřeli tuto otázku. Korupce je také příčinou mnoha finančních a sociálních problémů. Byla tady zmíněna Itálie, zde se můžeme podívat třeba na Sicílii, jakým způsobem jsou směřovány některé fondy. Korupce je také příčinou toho, že řada občanů EU už nevěří orgánům EU.

Pokud totiž nebude, pane komisaři, tady fungovat tzv. vymahatelnost práva, pokud EU nebude dostatečně chránit své zájmy, pokud nebude tvrdá ve svém postupu a sama bude porušovat nastavená pravidla, pak EU tady nebude nikdo věřit. Pane komisaři, vy to víte lépe než já, pokud Evropská komise bude v některých projektech netransparentní a pokud sama nebude vyžadovat to, co na začátku nastavila, pak nebude existovat. Já se tohoto scénáře opravdu dožít nechci. Já si nemyslím, že je potřeba zpřísnit věci ohledně korupce, je potřeba zvýšit vymahatelnost práva.

  Bogusław Liberadzki (S&D). – Pani Przewodnicząca! Panie Komisarzu! Odnoszę wrażenie, że nasza dyskusja jest prowadzona w takim głębokim przekonaniu o słuszności sprawy, aczkolwiek w sposób nie do końca precyzyjny. Otóż każdy przypadek korupcji jest niewątpliwie przestępstwem, ale nie każde przestępstwo, zwłaszcza przestępstwo gospodarcze, jest korupcją. Te dwie rzeczy powinniśmy rozdzielić.

Po drugie, nie powinniśmy się koncentrować tylko na sprawach nadużyć związanych ze środkami płynącymi z budżetu Unii Europejskiej, ale na korupcji w ogóle jako takiej.

Kolejna uwaga. Korupcja to nie jest tylko problem gospodarczy, jak próbujemy ją przedstawić, to nie jest tylko utrata dochodów budżetowych. Korupcja to jest demolowanie systemu społecznego, korupcja to jest podkopywanie wartości. Ludzie chcą wiedzieć, że żyją w społeczeństwie, we wspólnocie, gdzie obowiązują wartości. I korupcja jest oczywiście, niewątpliwie wbrew tym wartościom. Słowa, które wypowiadam, chcę skierować w takim kierunku, iż powinniśmy mieć mechanizmy, że przypadki korupcji są wykrywalne. I dwa: kara jest nieunikniona. To są dwa bardzo ważne momenty: wykrywalność i nieuniknione kary.

Panie Komisarzu! Ja muszę przyznać, że mnie tą prezentacją Pan rozczarował. Pan powiedział w taki bardzo urzędniczy sposób: wymaga to wspólnych działań, nawiązujemy kontakty z państwami członkowskimi i mamy program wymiany doświadczeń. No i co? No i Pan widział atmosferę na tej sali: dosyć duże takie rozczarowanie, że opóźnienia, nieskuteczność, nieefektywność. Chcemy czegoś więcej od Komisji i o to prosimy. Pokażcie, że jest nas stać na coś więcej.

  Bronis Ropė (Verts/ALE). – Stebiuosi šios Komisijos požiūriu į korupciją. Viešai girdime mantras apie tai, koks blogis yra korupcija ir kaip svarbu yra viešųjų finansų skaidrumas. O praktikoje sustojo ankstesniosios Komisijos dar 2011 m. parengto kovai su korupcija skirtų priemonių paketo įgyvendinimo priežiūra, nustotos rengti padėties šitoje srityje ataskaitos. Netgi baigėsi kalbos apie Europos Sąjungos dalyvavimą GRECO struktūroje. Noriu atkreipti dėmesį į tai, kad net ir kukliausiais paskaičiavimais dėl korupcijos Europos Sąjunga kasmet netenka apie 120 mlrd. eurų. Tai beveik dvi „Brexit’o“ sąskaitos. Nekalbant jau apie kitus duomenis, pagal kuriuos dėl korupcijos kasmet europiečiai netenka vos ne 900 mlrd. eurų. Užduosiu retorinį klausimą Komisijai: „Ar kas nors pagalvojo, kad tęsiant pradėtas kovos su korupcija priemones, nebūtų reikėję taip drastiškai mažinti gyvybiškai svarbių Sanglaudos ir BŽŪP programų?“.

  Barbara Kappel (ENF). – Frau Präsidentin, Herr Kommissar! Der aktuelle Korruptionsindex von Transparency International wirft ein Schlaglicht auf einige Mitgliedstaaten der Europäischen Union. Denn während sich die skandinavischen Länder im Spitzenfeld befinden und Länder wie Deutschland, Österreich, Belgien, die Niederlande oder Luxemburg zu den Top Ten gehören, findet sich auch eine beachtliche Anzahl von Mitgliedstaaten im unteren Mittelfeld. Bulgarien bildet hier das Schlusslicht hinter Ungarn, Griechenland, Italien und Malta.

Transparency International zeigt auch auf, dass die Korruption in den letzten Jahren angestiegen ist. Umso unverständlicher ist, dass die Kommission ihren Korruptionsbericht eingestellt hat. Immerhin geht es hier um richtig viel Geld. Es gibt unterschiedliche Schätzungen dazu, aber die Kosten, die den Institutionen der EU durch Korruption entstehen, belaufen sich auf bis zu 900 Milliarden Euro pro Jahr. Und da reichen das Europäische Semester und die länderspezifischen Empfehlungen alleine nicht aus, um die Korruptionsbekämpfung entschieden zu betreiben. Nein!

Ich fordere deshalb die Kommission auf, mit gutem Beispiel voranzugehen, den Korruptionsbericht – die Veröffentlichung des Berichts – wieder aufzunehmen und eine glaubwürdige und umfassende Strategie zur Korruptionsbekämpfung zu verfolgen.

  Vladimír Maňka (S&D). – Vážená pani predsedajúca, keby každý človek korupčné správanie odmietol, korupcia by nebola. Ale to je utópia. Preto treba na každej úrovni vytvoriť systém, ktorý korupciu neumožní.

Keď som bol primátor mesta a neskôr predseda samosprávneho kraja, takýto systém sme vytvorili. Stali sme sa najlepšie hospodáriace mesto v krajine a Transparency International nás opakovane vyhodnotil ako najtransparentnejší kraj v krajine. Ale pozor! Stanete sa terčom útokov tých, ktorí z korupcie žili. Oni majú peniaze, a preto majú aj silu.

Som tieňový spravodajca pre nové finančné nariadenie. Vo výboroch sme sa zhodli, že firmy so sídlom v daňových rajoch sa nemôžu uchádzať o čerpanie európskych financií z európskeho rozpočtu a nemôžu byť ani dodávateľmi pri takýchto zákazkách.

Rada v trialógoch nesúhlasila.

Pritom je jasné, že firmy, ktoré nezaplatia dane, poctivú konkurenciu porazia. Ako môže byť morálne a aj právne, ak niekto neplatí dane, a potom vyhráva zákazky, na ktoré sa skladajú tí, ktorí dane poctivo platia?

Holandský predseda vlády Mark Rutte včera ako dôvod, prečo Rumunsko a Bulharsko nemôžu byť v Schengenskom priestore povedal, že je tam vysoká korupcia.

A to nemá s korupciou nič spoločné, ak s požehnaním vlády existuje systém, ktorý žije z daňových únikov a z vyhýbania sa daňovým povinnostiam? Takýto systém postihuje a okráda všetkých poctivých daňovníkov, verejné financie a sociálne výdavky. Ohrozuje makroekonomickú stabilitu, sociálnu súdržnosť a dôveru verejnosti v európske inštitúcie.

Jediná cesta, vážený pán komisár, milí priatelia, je vytvoriť systém na všetkých úrovniach, ktorý takéto praktiky neumožní.

  Benedek Jávor (Verts/ALE). – Elnök Asszony, tisztelt Biztos Úr! Szervezett bűnözői csoportok fosztogatják az európai uniós forrásokat, hogy aztán befolyásra tegyenek szert a döntéshozatalban, létrehozzák a foglyul ejtett államot, a „state capture”-t. Vannak olyan pártok ebben a Parlamentben is, amelyek szabálytalanul használják föl az uniós forrásokat, hogy aztán az EU-ellenes hangulatkeltésre használják a lehetőségeket.

Magyarországon az EU által biztosított forrásokat korrupt módon, kormány közeli oligarchák szerzik meg, hogy aztán ezekből a forrásokból független sajtótermékeket vásároljanak föl, amely sajtótermékeket az EU-ellenes kormánypropaganda szolgálatába állítsák. Értsék meg, hogy a korrupció nem pusztán pénzügyi veszteséget jelent az Európai Uniónak és az adófizetőknek, hanem közvetlenül bontja le körülöttünk a demokratikus jogállamot és az Európai Uniót, az Európai Unió intézményeit. Ha nem lép föl a Bizottság határozottan a tagállamokban és az Unióban is tapasztalható korrupcióval szemben, el fogunk veszíteni mindent, amit a demokratikus jogállamnak és az Európai Uniónak köszönhetünk.

  Georgi Pirinski (S&D). – Madam President, turning to the Commissioner, let me say that the one and only report so far defines corruption in a broad sense as any ‘abuse of power for private gain’. Now, this is the point of departure, on which Commissioner Malmström, when introducing that report in February 2014, said: ‘We are simply not doing enough. That is true of all Member States. Existing laws and policies are not enforced enough.’

Bulgaria was mentioned yesterday by Prime Minister Rutte; but in that report it says that the Netherlands lacks transparency in the financing of political parties, no evidence is forthcoming of foreign bribery being tackled adequately and there is not a focus on prosecuting corruption in international business transactions. So, instead of depending on perceptions, the Commission should provide us with a clear, analytical report stating the facts, so that there is no such totally unacceptable shaming of one or another country.

  Maria Grapini (S&D). – Doamna președintă, domnule comisar, întrebarea adresată Comisiei este pertinentă. Toți vrem să nu mai avem corupție. Spun toți, cred în buna credință a colegilor mei din Parlamentul European. Dar, domnule comisar, înainte de a arăta cu degetul o țară sau alta, nu credeți că ar trebui să avem - așa cum s-a spus aici - o definiție comună a criminalității, instrumente comune pentru măsurarea criminalității, pentru control, pentru informare, pentru informații corecte, pentru că nu putem să luăm decizii pe niște informații despre care noi nu știm cum le colectați.

Domnule comisar, ați spus că trebuie să protejăm denunțătorii. Sunt de acord. Dar ce spuneți de ce se întâmplă în țara mea, în care, după ce anumiți denunțători, fără temei, au denunțat, procurorii au chinuit zeci de persoane, care acum au fost achitate după procese. Eu cred că soluția este, domnule comisar, să nu stigmatizăm o țară, ci să stabilim aceste măsuri.

Și mai spun un lucru. Comisia, de multe ori, spune - și s-a discutat și astăzi - că veți avea condiționalitate pentru fonduri europene. Dar n-a răspuns domnul Juncker, n-ați răspuns nici dumneavoastră, care sunt instrumentele cu care măsurați statul de drept, pentru a nu face subiectiv această apreciere în acordarea fondurilor europene.

  Ignazio Corrao (EFDD). – Signora Presidente, onorevoli colleghi, la corruzione continua a essere una delle più ardue sfide per l'Europa, un fenomeno che costa all'economia europea circa 120 miliardi di euro l'anno. Sebbene gli Stati membri abbiano preso molta iniziativa negli ultimi quattro anni, i risultati ottenuti sembrano essere disomogenei e fallaci, e molto di più dovrebbe esser fatto per prevenire e punire la corruzione.

La relazione anticorruzione che la Commissione ha pubblicato nel 2014 poteva essere un ottimo strumento per garantire il monitoraggio dello stato della corruzione in Unione europea. Purtroppo però la Commissione non ha ritenuto opportuno dare seguito a questa iniziativa. Abbiamo chiesto pertanto, senza ricevere risposta, una definizione comune del reato di corruzione, una definizione orizzontale di pubblico ufficiale e delle proposte legislative più coraggiose in materia.

Ritengo infine ancora troppo debole la protezione della categoria dei giornalisti investigativi, i quali costituiscono un'arma potenzialmente devastante per arrivare alla verità. In quanto tali, questi giornalisti vanno maggiormente tutelati, rappresentando una categoria a rischio, come già tristemente dimostrato dagli omicidi di Caruana Galizia e

Jan Kuciak.

  José Ignacio Salafranca Sánchez-Neyra (PPE). – Señora presidenta, efectivamente, la corrupción no solo detrae recursos importantes de los ciudadanos, sino que socava la confianza, erosiona la democracia y las instituciones. Es importante movilizar y encontrar recursos para luchar contra la corrupción, identificarla y sancionarla. Entendemos, como ha dicho el comisario, que la transparencia y la rendición de cuentas son herramientas fundamentales en la lucha contra la corrupción, así como el establecimiento de juicios justos, sentencias disuasorias y protección de los denunciantes.

En su último informe, el Grupo de Estados contra la Corrupción del Consejo de Europa dice que no solo no se han producido avances, sino que hemos tenido retrocesos. Se ha evocado aquí el caso de mi país, donde, por cierto, ayer ha dimitido un ministro del nuevo Gobierno solamente tras cinco días de estar en el ejercicio de su mandato.

Sin embargo, este Grupo y este informe del Grupo de Estados contra la Corrupción, dice que en el ámbito jurídico-penal de la lucha contra la corrupción se han producido avances significativos en mi país, a través de la ley que se ocupa de los aspectos económicos y financieros de los partidos políticos, de la ley que establece el estatuto del alto cargo, de la reforma del Código Penal o de la ley integral de lucha contra la corrupción y protección de los informantes.

En este sentido, señor comisario, nosotros le animamos a que la Comisión participe en los trabajos de este Grupo del Consejo de Europa, le animamos también a que presente el informe que venía haciendo la Comisión y entendemos que la labor de la Comisión es también la de presentar iniciativas, plantear y poner en evidencia las insuficiencias que existen y, al mismo tiempo, promover recomendaciones que vayan dirigidas a luchar contra este flagelo y esta lacra que es la corrupción.

  Juan Fernando López Aguilar (S&D). – Señora presidenta, señor comisario, en la legislatura 2009-2014 tuve el honor de presidir la Comisión de Libertades Civiles, Justicia y Asuntos de Interior. Entraba en vigor el Tratado de Lisboa. Y desde esa comisión urgimos a la entonces comisaria Malmström la puesta en marcha de una estrategia contra la corrupción, pero también de un informe que debatiéramos aquí cada dos años. Incumplido desde 2011. Y las razones no han hecho sino crecer. Ahí está la base penal del artículo 83 del Tratado de Lisboa, que es el que determina que hay una criminalidad transnacional grave, la corrupción, en la que este Parlamento es legislador.

En segundo lugar, el volumen estratosférico. Importa el presupuesto de la Unión Europea, pero necesita un mapa, porque en cada país hay modalidades específicas de corrupción que tienen que ser combatidas también con instrumentos singulares.

Pero, finalmente, y lo más importante, porque tiene un impacto político, porque hay un hartazgo y malestar en la sociedad europea. Ha determinado nada menos que, por primera vez en España, una moción de censura fundada en el hartazgo contra la corrupción haya resultado vencedora. Cambia el mapa político. Por tanto, señor comisario, ponga a la Unión Europea a la cabeza del Grupo europeo contra la corrupción, el GRECO, y del cumplimiento de la Convención de las Naciones Unidas contra la Corrupción.

  Marek Jurek (ECR). – Pani Przewodnicząca! Panie i panowie posłowie! Kilka miesięcy temu opinią publiczną Europy wstrząsnęła wiadomość o zarzutach postawionych byłemu prezydentowi Francji w związku z objęciem władzy w 2007 r. dzięki finansowaniu przez zagraniczne, nielegalnie zdobyte środki. Oczywiście wymiar sprawiedliwości we Francji weryfikuje te zarzuty. Ale ja mam konkretne pytanie do Komisji Europejskiej i bardzo proszę o jasną odpowiedź. Brak odpowiedzi będę traktował jak odpowiedź przeczącą, jako proste stwierdzenie – nie. Czy Komisja Europejska zainteresowała się tymi zarzutami? Bo tu chodzi o samą esencję demokracji, nie o takie czy inne naganne i gorszące korzyści prywatne, ale o konfiskatę władzy publicznej. Co więcej chodzi o jednego z konstruktorów tej Unii, która dzisiaj funkcjonuje, jednego z promotorów traktatu lizbońskiego.

  António Marinho e Pinto (ALDE). – Senhor Comissário, alguns colegas meus neste Parlamento criticaram a Comissão pelo seu suposto desinteresse no combate à corrupção. Não sei se essas críticas são justas ou injustas. Mas há uma que é justa fazê-la aqui e agora. Este Parlamento está desinteressado do combate à corrupção. Basta ver o número de deputados que compareceu a este debate, basta ver as primeiras filas das diferentes bancadas políticas.

Posto isto, cumpre-me dizer-lhe o seguinte: a pior forma de corrupção é a corrupção política. Há sinais claros em muitos Estados-Membros, e até nas instituições da União, de que muitas decisões políticas são tomadas não pelo seu interesse público, mas por servirem interesses privados de quem as toma. Muitas decisões políticas são tomadas para que o decisor possa ter bons empregos depois de sair, de abandonar, esses cargos.

Em muitos países, Senhor Comissário, Senhora Presidente, é mais perigoso denunciar a corrupção do que praticá-la.

  Ana Miranda (Verts/ALE). – Señora presidenta, la corrupción es la cara B de la falta de democracia. Señor comisario, ¿sabe usted quién era M. Rajoy? Aparece en los papeles del caso Gürtel sobre la corrupción del Partido Popular. Por cierto, solo uno de sus diputados está hoy presente —ya se ve lo que les interesa la corrupción—, y me refiero al Partido Popular español. Era el presidente, que ha caído por una moción de censura. No hizo falta saber lo que decía la sentencia del caso Gürtel para saber que el PP era corrupto en España. Y, mientras, la Comisión Europea miraba para otro lado.

En el año 2017 el Estado español obtuvo el peor resultado en el índice de percepción de la corrupción de Transparencia Internacional y, en estos días, sabemos que también va a ir a la cárcel un miembro de la familia real. 1 700 causas, 500 imputados y solo 20 en la cárcel.

Y qué decir del uso de los fondos europeos, señor comisario. La Comisión ya advirtió en 2014, en 2015 y en 2016 de que los procesos de contratación pública tenían un sobrecoste de 13 000 millones de euros. Precisamos más control europeo, pero también proteger a los denunciantes de la corrupción.

Creo que el traer los asuntos de nuestro país y ventilarlos en el Parlamento Europeo no dignifica los debates de esta Cámara. Hay una comisión de investigación en el Congreso de los Diputados, otra en el Senado y los tribunales de nuestro país hacen su trabajo.

Aquí podríamos poner la política del ventilador y trasladar otros casos de corrupción que se han producido en el país. Me parece que su actitud, señora Miranda, pone en evidencia, claramente, una manipulación sectaria de las instituciones.

Nosotros somos representantes de nuestros pueblos y, por lo tanto, si en la preocupación de la ciudadanía de nuestros pueblos está el caso de la corrupción, se puede traer. Y, además, ustedes no son ejemplo de nada, no son adalid de nada, están siendo la vergüenza de Europa. Entonces, traer un tema de este calibre aquí, pues es lo que corresponde, porque es la preocupación en el barómetro del CIS de los ciudadanos españoles y, por lo tanto, yo —que represento al pueblo gallego, pero también a muchos ciudadanos españoles que nos han votado en el resto del Estado— tengo la obligación de traerlo aquí.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, la lotta alla criminalità organizzata e alla corruzione non può essere condotta efficacemente senza strumenti adeguati a livello internazionale. A livello europeo ci si muove con troppa lentezza e si fa fatica ad adeguarsi con rapidità alle nuove tecnologie, che invece la criminalità riesce a sfruttare appieno.

Va implementata, sotto la guida di Europol, la rete operativa per lo scambio di informazioni tra le forze dell'ordine. Va valorizzata la cooperazione amministrativa, giudiziaria e di polizia su tutto il territorio dell'Unione, puntando ad una sinergia efficace tra la Rete giudiziaria europea, Europol e Eurojust, e dovremo aspettare ancora tre anni per capire il ruolo che riuscirà a ritagliarsi la Procura europea di recente istituzione.

In questo quadro appare perciò scandaloso che la Commissione interrompa, nonostante la dichiarazione del Commissario Timmermans dell'ottobre 2016, la relazione dell'Unione europea in materia di lotta alla corruzione, l'unico strumento in grado di fornire ai cittadini europei una valutazione comparativa credibile e di promuovere norme elevate in materia di lotta alla corruzione.

  Tibor Szanyi (S&D). – Elnök Asszony! Ideje alkalmazkodnunk az elkövetők új módszereihez is, és gátlástalanságához. Az Európai Uniónak már most szembe kell nézni egy olyan új típusú, minden korábbinál gátlástalanabb, és immár rendszerszerű korrupció kihívásával, mint az Orbán-kormányzat gyakorlatában, a hatalmon lévők személyes gazdagodását szolgáló, adott esetben jogszabályokkal körülbástyázott visszaélések.

Az egyre szemérmetlenebb kormányzati korrupcióval, a magyar és a többi európai adófizető érdekében kötelessége foglalkozni a Bizottságnak, de még inkább az Európai Tanácsnak, amelynek végre teljes politikai súlyával fel kellene lépnie a korrupt kormányok és politikusok ellen. A magyar és más európai adófizető ezt joggal várja el, és fogja számon kérni az európai intézményektől.

  Tibor Navracsics, Member of the Commission. – Madam President, first, as a general message, let me convey to you that the European Commission is still committed to fight corruption and corruption activities and wrong-doings at European level.

Let me reflect on the probably three most frequently asked questions during the debate. The first was on the self-standing EU anti-corruption report. While the EU anti-corruption report provided a useful overview of the situation, streamlined coverage in the European semester of economic governance, which is the main economic policy dialogue between the Member States and the European Union institutions, appears to be an equally efficient way to address the matter and is in line with the general approach of this Commission to streamline processes and focus on key issues in the relevant fora.

Others raised the question about OLAF activities and the fight against corruption at a practical level. Let me say that the OLAF management will enter into detail of their achievements for the year, where I am pleased to see the office has once again delivered tangible results for taxpayers.

197 investigations concluded, over 300 recommendations issued and significant recoveries recommended to the EU budget, stemming in particular from the conclusion of major under-valuation fraud cases. The money we get back in this context can be used to serve European citizens and to promote growth and jobs.

OLAF was also able to further reduce the duration of its investigation to 17.6 months on average, despite its limited resources. This speaks for the commitment of OLAF staff to getting the job done. In 2017, OLAF activities brought a significant contribution to protecting the revenue side of the EU budget, with a string of large cases concerning the under-valuation of goods at import. This is important work; any gaps in the legislative setting or operational capacity of customs administrations to function across borders are quickly exploited by organised criminal groups. In this context, due to its ability to operate transnationally and to gather and share information, OLAF plays a crucial role in preventing and tackling revenue fraud, as well as in assisting national customs administrations in their challenging work.

Last but not least, the European Commission’s participation in UNCAC. The review of implementation of the United Nations Convention on Anti-Corruption (UNCAC) plays an important role in the global fight against corruption. The review helps us assess where we stand globally and what gaps need to be addressed. While being fully committed and active in fighting corruption at EU and global level, the European Union is in the process of assessing the full extent of the modifications of the Union’s competence with regard to all the matters governed by UNCAC after entry into force of the Lisbon Treaty. One aspect that needs to be kept in mind is that the Convention is binding on all EU institutions, and therefore the scope of the UNCAC review would not be limited to the Commission but would extend to the other institutions as well.

  Laura Ferrara (EFDD), per iscritto. – Sono lieta che sia giunta in plenaria questa interrogazione, che ribadisce quanto il Parlamento europeo ha già denunciato con la risoluzione sulla lotta contro la corruzione, del 25 ottobre 2016, di cui sono stata relatrice. Non si comprendono bene le ragioni per le quali il negoziato sull'adesione al GRECO sia bloccato, né tantomeno, la decisione della Commissione, di non presentare la relazione sulla lotta alla corruzione. Sorge il dubbio che gli attuali vertici delle istituzioni europee, non siano granché interessati al tema. Vorrei ricordare, però, che i costi della corruzione sono altissimi e non sono quantificabili solo in termini economici. La corruzione mina la fiducia dei cittadini nelle istituzioni democratiche e nello stato di diritto e, sottraendo risorse, ha un impatto negativo sulla qualità dei servizi pubblici. Fenomeni di corruzione sono stati denunciati persino nella gestione della crisi migratoria nel Mediterraneo, al punto di richiedere soluzioni autorevoli ed efficaci, per contrastare sul campo, comportamenti che hanno messo in discussione la credibilità delle politiche di accoglienza, fin qui sostenute, con esito fallimentare, dall'Unione europea.

  Pirkko Ruohonen-Lerner (ECR), kirjallinen. – Korruptio on vakava ongelma EU:ssa. Erilaisten arvioiden mukaan taloudelliset menetykset ovat 120–990 miljardia euroa vuodessa. Perinteisesti Pohjoismaat ovat pärjänneet hyvin eri korruptiovertailuissa, mutta korruption riskiä näissäkään maissa ei tule aliarvioida. Rakenteellinen piilokorruptio ja erityisesti vastapalveluksille perustuvat hyvä veli -verkostot ovat ongelmallisia. Lisäksi poliitikkojen ja virkamiesten liian läheiset suhteet liike-elämään sekä näihin liittyvä pyöröovi-ilmiö ovat vahingollista toimintaa. Myös poliittisin perustein tehdyt virkanimitykset ovat yhteiskuntaa tuhoavia korruption muotoja siinä missä avoin lahjontakin. Tällainen toiminta rapauttaa kansalaisten luottamusta poliittiseen järjestelmään, mikä johtaa osaltaan alhaiseen äänestysaktiivisuuteen eri vaaleissa. Epäselvyydet vaalirahoituksessa lisäävät myös korruptioriskiä. Suurilla rahalahjoituksilla puolueille ja ehdokkaille pyritään vaikuttamaan politiikan suuntaan ja mahdollisesti jopa ostamaan haluttuja päätöksiä.

Esimerkiksi Suomen vaalirahoituslainsäädännön mukaan eurovaaliehdokkaan kampanjaan voi tehdä rahallisia lahjoituksia aina 1499 euroon asti ilman että lahjoittajan nimeä tarvitsee kertoa vaalirahoitusilmoituksessa. Tämä on nähdäkseni jonkinlaisessa ristiriidassa Euroopan parlamentin jäsenten menettelytapasääntöjen kanssa, joiden nojalla ilmoitus on tehtävä kaikista 150 euroa ylittävistä lahjoista. Viranomaisten toiminnan avoimuus ja tietojen julkisuus ovat tärkeitä korruptioon puuttumisessa. Väärinkäytösten ilmoittajia on suojeltava tehokkaasti, ja heillä on oltava käytössään asianmukaiset anonyymiyden takaavat raportointikanavat. Lisäksi puolueettoman, taloudellisesti riippumattoman ja vapaan median vahvistaminen sekä laadukkaan tutkivan journalismin tukeminen ovat merkittäviä tekijöitä korruption kaikkiin muotoihin puuttumisessa.

  Monika Smolková (S&D), písomne. – Aj keď EÚ a členské štáty už doteraz prijali viacero opatrení a nástrojov s účelom zabránenia a šírenia korupcie a nelegálnych peňažných tokov, myslím si, že korupcia naďalej negatívne zasahuje do všetkých oblasti nášho verejného života. Často hovoríme o korupcií pri čerpaní eurofondov, o korupcií vo verejnej správe, dokonca sú správy o korupčnom správaní sa najvyšších štátnych predstaviteľov. Pred niekoľkými rokmi sme v pléne EP hovorili o korupcii, ktorá zasiahla do športu, do odvetvia, ktorý by mal byť najviac fair play. Korupcia je všade okolo nás a na mnohé korupčné prejavy sme si zvykli. Preto je dôležité, aby Komisia každý rok do EP, voleným predstaviteľom obyvateľov EÚ, predkladala správu o stave korupcie v EÚ, ale aj o opatreniach na jej elimináciu. Odhaľovanie jednotlivcov, ale aj organizovaných zločineckých skupín pri nelegálnom získavaní finančných zdrojov nie je ľahké, ale spoluprácou orgánov činných v trestnom konaní a vzájomnou informovanosťou je možnosť vytvoriť také kontrolné mechanizmy, ktoré by korupciu odhaľovali, aj dôsledne trestali. Pretože korupcia nás oberá nielen o značné finančné prostriedky, ale musíme si uvedomiť, že korupcia podkopáva základy demokracie a právneho štátu.

  Charles Tannock, author. – Madam President, today marks one month since Oleg Sentsov, a Ukrainian national and a filmmaker, and also a Russian political prisoner, began a hunger strike together with his fellow political prisoners Olexandr Kolchenko, Alexander Shumkov, and Volodymyr Balukh. These brave men are protesting against Russia’s persecution and arbitrary imprisonment of opposition voices, including especially those within annexed Crimea. They further demand the release of as many as 70 other Ukrainians and Crimean Tatars who have been arrested by Moscow on political grounds.

Today is also the kick-off of the 2018 FIFA World Cup in Russia. The country will be in the global spotlight for the next month or so, but my Group today demands the immediate and unconditional release of Sentsov and his fellow prisoners, sentenced by a country that has no legitimate jurisdiction over them on political grounds.

I also urge European political leaders to refrain from attending the 2018 World Cup in condemnation of Russia’s continued disrespecting of the multilateral, rules-based world order, be it in Crimea, eastern Ukraine, the European Union or US political processes – not to mention the poisoning, within my country, the United Kingdom, of its own citizens.

I sincerely hope that the violations of human rights and international law that have become the norm for Moscow will not be lost from sight in the momentary cheering, comradeship and celebration that rightly accompanies every World Cup event.

  Rebecca Harms, Verfasserin. – Frau Präsidentin, sehr geehrte Kollegen! Liebe Fußballfans, liebe Fußballer auf der ganzen Welt! Wir wissen, dass Fußball die schönste Nebensache der Welt ist. Aber auf dieser Fußballweltmeisterschaft in Russland liegt ein großer und tiefer Schatten. Als Oleh Senzow, der Filmemacher von der ukrainischen Krim, vor einem Monat in den Hungerstreik getreten ist, hat er gesagt: „If I die before or during the World Cup, there will be a resonance in favour of the other political prisoners of Vladimir Putin.“

Unsere Entschließung ist ein Versuch, die Verzweiflung von Oleh Senzow ernstzunehmen und seine Forderungen zu unterstützen. Es sind Hunderte, die in russischen Gefängnissen, in Straf- und Arbeitslagern im Archipel Gulag von heute verbannt sind. Minderheiten in Russland, die Opposition werden verfolgt, unterdrückt und kriminalisiert. In den vier Jahren, seit die Olympischen Spiele in Sotschi zu Ende gegangen sind, hat Wladimir Putin nichts dazu beigetragen, die Welt friedlicher zu machen. Er hat sie unfriedlicher gemacht.

Es kann für Politiker aus dem Westen keine unbefangenen Besuche, keine unbefangenen Abende mit Wladimir Putin auf den Stadien-Tribünen in Russland geben. Das ist traurig, aber das ist so. Ich verstehe nicht, was die Aufregung über Treffen von deutschen Fußballern mit Präsident Erdoğan wert sein soll, wenn westliche Politiker sich von Wladimir Putins Ruhmesshow in den nächsten Tagen instrumentalisieren lassen. Der Weg der Politiker aus dem Westen sollte nach Sibirien führen, und sie sollten Oleh Senzow und andere in diesen brutalen Strafkolonien besuchen.

  Soraya Post, author. – Madam President, it is about time that we in the EU and the international community raised our voice and supported economically and morally the courage of Russian human rights defenders who work tirelessly for democracy and justice in the shadow of Putin’s propaganda machine. Also now, during the World Cup, we will speak out loudly and show that we clearly condemn the state propaganda and repressive laws that undermine Russian civil society.

Human rights organisations are labelled as spies if they receive funding from abroad, and one person was convicted under the so-called gay propaganda law for sharing an article from ‘The Guardian’ on Facebook. These are two examples of the serious situation of human rights in Russia right now.

We must support, including financially, the democratic work in Russia. It is only through free and democratic societies that stand firm on the fulfilment of human rights that we will build long-term security in Europe and in the world.

  Jaromír Štětina, Autor. – Paní předsedající, zvykli jsme si na svobodu stejně jako na fakt, že už neznáme pocit hladu. Po sedmi desítkách let v období míru jsme si zvykli na komfort nepřemýšlet o vlastní svobodě.

Tři dny jízdy autem od Štrasburku leží anektovaný a okupovaný poloostrov Krym, odkud pochází režisér ukrajinského původu Oleh Sencov. Krym je domovem Krymských Tatarů, lidí pokorných a statečných. Krymští Tataři jsou národ, který má úctu k hodnotám a ke svobodě. Dennodenně svobodu znovu ztrácejí, poté co Krym v roce 2014 okupovala ruská armáda.

Sencov dnes sedí za mřížemi na dalekém severu Ruska, v proslulém městě lágrů a věznic Salechard. Byl odsouzen za údajný terorismus na dvacet let do vězení poté, co protestoval proti ruské okupaci Krymu. Salechard už před válkou, za Josefa Vissarionoviče Stalina, byl jedním z nejslavnějších symbolů gulagu. Zůstal jím dodnes a je důkazem, že dnešní Kreml gulag znovu a znovu obnovuje. Pochybná sláva gulagu pokračovala po válce. V roce 1947 začal Stalin budovat železnici na Dálném severu mezi ústím Obu a ústím Jeniseje. Tento salechardský gulag měl číslo 501 a 503. Zahynuly zde tisíce lidí, trať nebyla nikdy dostavěna. I na přelomu 2. a 3. tisíciletí Salechard sloužil Kremlu. Stovky zmučených čečenských bojovníků za svobodu v prvních letech 21. století zmizely v salechardském gulagu. Dnes nikdo neví, kolik zde zmizelo Krymských Tatarů. Sencov zde drží hladovku za všechny, co se ničím neprovinili a přesto byli zbaveni svobody. Za ty, kteří byli porobeni, uneseni a mučeni.

Sencov a jeho spoluvězni potřebují naši pomoc. Potřebují naši pozornost. Potřebují, abychom uplatnili sankce vůči původci bezpráví, představitelům Ruské federace. Ti, co volají po zrušení sankcí proti Ruské federaci, prodávají moji i vaši svobodu, dámy a pánové. Prodávají svět, kde má místo spravedlnost a respekt k právu.

Pomozte osvobodit Sencova a ostatní! Zastavme gulag.

  Marietje Schaake, author. – Madam President, Oleg Sentsov, who spoke out against the illegal annexation of Crimea, was arrested and is serving a 20 year sentence in the gulag. Let’s not forget that this is the reality of Russia as people watch the World Cup. It is steps like these in which Putin’s regime reveals itself most clearly. Sentsov is one of 158 political prisoners, a number that has been rising sharply. Memorial, a Sakharov Prize—winning human rights organisation, has kept this list and now Oyub Titiev of Memorial in Chechnya was also arrested. This worrying trend of repression is underlined by the fact that Russia loses most cases before the European Court of Human Rights.

We call for the unconditional release of all political prisoners and human rights defenders and urge Russian authorities to respect people’s rights, including when they’re in detention. It means fair trials, an end to torture and confessions extracted under torture, access to lawyers and doctors, etcetera.

It is, first and foremost, in the interests of the Russian people that civil society organisations and media can do their work without intimidation and in freedom.

Ludzie rozumiejący rozpaczliwą sytuację polityczną swojego kraju dokonują czasem czynów rozpaczliwych, żeby nas obudzić. Oleg Sencow głoduje już od miesiąca na zesłaniu w więzieniu w dalekiej Jakucji, a Putin, który go tam zesłał (i wielu innych więźniów politycznych, którzy ośmielili się krytykować reżim w Rosji, wojnę na Ukrainie i okupację Krymu), ten Putin zaprasza dziś na święto sportu. Niech sport łączy, ale póki Sencow i ci, za których on głoduje, nie są na wolności, apeluję: przedstawiciele rządów Unii, oglądajcie te mistrzostwa podczas szczytu razem z Donaldem Tuskiem w Brukseli, ale nie róbcie za tło do triumfalnych zdjęć Putina!   Tibor Szanyi, on behalf of the S&D Group. – Madam President, it is a coincidence, or rather the force of destiny, that we are launching this important resolution on the very same day that Putin indulges in the international spotlight of the opening of the World Cup.

So let us remind him that spotlights cast dark shadows, and hidden in the deepest shadow of his ruthless regime we find dozens of innocent victims: Oleg Sentsov and many more; illegally detained, tortured, harassed and humiliated, Ukraine’s Tatars and other patriots whose only crime is to oppose the occupation of their homeland.

So with today’s resolution we aim to fulfil our moral and political duty as European Democrats by trying to save Mr Sentsov’s life and help regain his freedom as well as that of all the other names in the resolution held in Russian captivity, deprived of freedom and human dignity, and even of legal and medical assistance.

We must not cherish the illusion that we can halt Moscow’s illegal actions overnight, but today we can urge Putin to read this strong appeal by the European Parliament also as an opportunity, an undeserved chance to use the spotlight of the World Cup to improve his record by immediately releasing Mr Sentsov and all other political prisoners.

  Anna Elżbieta Fotyga, on behalf of the ECR Group. – Madam President, four years after the illegal occupation of Crimea, we raise our voice in the European Parliament in solidarity with political prisoners of Russia – civilians who are persecuted because of their loyalty and love for this state and their homeland. That includes Oleg Sentsov, but also dozens of others, not to mention the long-standing imprisonment of Bekir Dehermendzhi.

We raise our voices, because in this case the Geneva Convention on the persecution of civilian populations during war time has been brutally violated. We condemn, constantly, the illegal annexation of integral Ukrainian territories and we urge all politicians of the European Union to raise this issue with Russia while celebrating the World Cup.

An active participant of the Maidan in Ukraine, there was no way he could stay silent once the ‘little green men’ appeared in his native Crimea. What price does Putin make people like Sentsov pay for defending his homeland’s freedom? 20 years imprisonment four thousand kilometres away from Moscow to the far north, where the temperature falls to -50 degrees, where the snow still stands in June, in a prison called ‘Polar Bear’ – what a symbolic name for the place where bears run freely and people normally do not live.

Today, we all hope that Oleg will be strong enough to withstand the hunger strike. We all hope – and we demand – that his two children can see their father immediately, at home and in good health. Finally, I expect that those who will take part in World Cup matches in Moscow will not become a shameful part of Putin’s team.

  Heidi Hautala, on behalf of the Verts/ALE Group. – Mr President, Oleg Sentsov’s case illuminates the terrible lawlessness and repressive measures and climate of impunity that permeates the illegally-occupied Crimea today, and we should not spare our words calling for the release of Oleg Sentsov and the other 158 Russian political prisoners.

We cannot watch this idly, and we have to notice that today President Putin is celebrating the opening of the World Cup. And we have to remember what happened after the Sochi Olympics in 2014 – just some moments after these celebrations closing the Sochi Olympics, the illegal occupation of Crimea started.

We have to now pay all of our attention to the people who are suffering in the prisons for politically-motivated charges, and I would like to particularly mention Oyub Titiev, the director of ‘Memorial’ in Chechnya.

  Kazimierz Michał Ujazdowski (NI). – Panie Przewodniczący! Jestem posłem niezależnym i wypowiadam się jako niezależny. Bardzo chcę serdecznie podziękować koleżankom i kolegom za bardzo wyraźny głos w obronie pana Sencowa i innych więźniów politycznych więzionych w Rosji oraz głos przeciwko systemowemu naruszaniu praw człowieka na Krymie. Bardzo dobrze, że ten głos jest taki wyraźny i jednoznaczny oraz że do tej pory nie usłyszeliśmy w tej debacie głosów hańbiących, głosów wsparcia i pomocy dla Putina, bo to nieraz miało miejsce w siedzibie Parlamentu Europejskiego. Chodzi o to, żebyśmy w czasie mundialu byli jednoznacznie i szczególnie konsekwentni. Nie możemy pozwolić Putinowi na posłużenie się, na zawładnięcie futbolem, a więc nasz głos powinien być o wiele bardziej konsekwentny i silniejszy niż dotąd, co oznacza także ponowienie naszego apelu i ponowne zajęcie stanowczej postawy na lipcowej sesji w Strasburgu.

  Pavel Svoboda (PPE). – Pane předsedající, dnes v Rusku začíná mistrovství světa ve fotbale a my budeme obdivovat novodobé Potěmkinovy vesnice v podobě naleštěných fotbalových stadionů. V jejich stínu jsou ale věznice s politickými vězni, a to jak vlastními, tak cizími státními příslušníky, jako je Oleg Sencov.

Rusko je autoritářský režim porušující mezinárodní právo. Je to režim, kterému základní práva nic neříkají. Tady nemluvím jen o protiprávním zatýkání, ale také o mučení. Seznam těch, kteří jsou jen kvůli snaze uplatnit své základní právo na svobodu projevu či shromažďování vystaveni zastrašování, fyzickým útokům nebo falešným obviněním, je dlouhý a jejich počet neustále roste. Stejně protiprávně a imperialisticky se Rusko chová při okupaci Krymu nebo části Gruzie. Je naší povinností zachránit Olega Sencova. Proto mu dnes se světem fotbalu řekneme „Oleg, you will never walk alone.”.

  Mark Demesmaeker (ECR). – Vandaag start in Moskou het Wereldkampioenschap voetbal met de openingswedstrijd tussen het Russische en het Saoedische elftal. Beiden geen voetbalreuzen en ook op de 'democratie-index' van The Economist bengelen de twee landen achteraan.

In de lijst met gaststeden voor het WK zie ik klinkende namen: Moskou, Sint-Petersburg, Sotsji, maar geen Labytnangi. En dat hoeft niet te verbazen, want dat is een kleine stad net boven de noordpoolcirkel. Daar voert filmmaker Oleg Sentsov vanuit zijn cel een eenzame strijd, een hongerstaking die nu al een maand duurt. Met dat laatste middel dat hem rest vraagt hij aandacht voor alle Oekraïense politieke gevangenen in het land. Hijzelf is veroordeeld voor zijn kritiek op de illegale annexatie van de Krim, een buitensporige propagandastunt van Poetin.

Collega's, binnen enkele weken verlaat het voetbalcircus Rusland en keert het land terug naar het duister. Ik roep alle Europese leiders op om tijdens dit WK de opsluiting van Oleg Sentsov en alle andere Oekraïense politieke gevangenen scherp te veroordelen. Vandaag ben ik alvast supporter van Oleg Sentsov!

  Jasenko Selimovic (ALDE). – Mr President, Oleg Sentsov opposed Russian annexation of Crimea. He was active in the Maidan revolution and helped deliver food to the Ukrainian servicemen blocked in their Crimean bases during the deadlock imposed by Russia.

Mr Sentsov is a man who exercised nothing more than his freedom of expression and his freedom of thought. That can send you all the way to jail in Russia. He was tried in a military court, and his trial had numerous grave procedural violations. He’s now serving his jail sentence in Labytnangi, that is to say 7 000 kilometres from here in the far north of Russia. For what? Well because he publicly opposed President Putin.

I urge the Russian Federation to do the only thing possible – to immediately release Mr Sentsov and to respect its international commitments. This should be done immediately.

  Stanislav Polčák (PPE). – Pane předsedající, já bych se chtěl dnes zastat pana Olega Sencova, ale samozřejmě i dalších, kteří jsou nespravedlivě, neoprávněně vězněni a jsou potírána jejich lidská práva. Kdy jindy bychom měli zvednout náš hlas než právě dnes, kdy začíná v Rusku světový šampionát.

Myslím si, že bychom měli do záře reflektorů postavit právě ty další osoby, možná Rusku nepohodlné. Ty, kteří čelí svévolnému zatýkání, jejichž základní lidská práva jsou porušována, potíranou opozici. Myslím si, že právě dnes bychom skutečně měli zvednout náš hlas a do záře těch reflektorů postavit právě tyto osoby.

Zatímco pan Trump chce pozvat Rusko k jednacímu stolu, my bychom podle mého názoru neměli uhnout. Neměli uhnout a být důslední, protože Rusko rozumí pouze síle tlaku.

  Julie Ward (S&D). – Mr President, Crimea’s illegal annexation was a disaster for international law, and still this illegal occupation continues to undermine the pre-eminence of the rule of law and international relations.

The situation has concrete consequences on the lives of those who live in Crimea. Cultural heritage continues to be destroyed, and Crimea is set to lose invaluable historical sites. As a cultural activist, this perspective worries me. The destruction of cultural heritage is a form of ethno—genocide and a crime against humanity.

I am extremely worried about the more urgent situation of Oleg Sentsov. As the days go by, his hunger strike becomes more and more alarming. I am increasingly worried, as are many. The European Union should do everything in its power to call for his immediate and unconditional release and provide for humanitarian assistance to him and all the other political prisoners held in custody in Russia and the occupied territories.

  José Inácio Faria (PPE). – Senhor Presidente, Senhor Comissário, caros Colegas, um dos pilares de sobrevivência dos regimes iliberais é a sua capacidade de controlar a oposição política e a sociedade civil. No caso do putinismo (peço desculpa ... vim a correr ... tentar manter o ritmo) esse controlo extravasa as fronteiras do seu país e testemunho vivo disso são os 64 presos políticos ucranianos que, nas cadeias russas e nos territórios ocupados da Crimeia, pagam caro o preço da sua coragem.

Entre eles está Oleg Sentsov, o cineasta ucraniano condenado ilegalmente a 20 anos de prisão na Rússia por alegadas atividades terroristas na Crimeia, cuja saúde começa preocupadamente a deteriorar-se depois de ter iniciado, há precisamente um mês, uma greve de fome para exigir a libertação imediata dos seus compatriotas.

Caros Colegas, no dia em que começa também o campeonato mundial de futebol na Rússia - evento que o senhor Putin tem usado como instrumento de propaganda para projetar o seu poder -, a União Europeia deve, uma vez mais, afirmar que os direitos humanos são uma componente essencial da sua política externa e exigir, por isso, a libertação imediata dos cidadãos ucranianos detidos ilegalmente na Rússia em condições indignas e desumanas.

  Miguel Arias Cañete, Member of the Commission. – Mr President, the illegal annexation of the Crimean peninsula by Russia has entailed a marked deterioration of the human rights situation on the peninsula and the jailing of people whose sole crime is to reject the illegal annexation. Oleg Sentsov is one of them.

Shortly after the illegal annexation, Oleg Sentsov was arrested in Crimea. After a trial which lacked all guarantees of fairness, and in which he was judged as a Russian citizen and denied the consular assistance of the Ukranian authorities despite clearly be in Ukrainian, Mr Sentsov was sentenced to 20 years in prison, accused of plotting terrorist acts for which the investigators could not find any evidence.

As many Members have highlighted, he has been serving this prison sentence in remote regions of the Russian Federation, currently in Russia’s northernmost prison on the Yamal peninsula, often in solitary confinement. Exactly one month ago, he started a hunger strike to protest at the incarceration of all his fellow Ukranian political prisoners in Russia and demand their release.

Oleg Sentsov’s case is no longer just a judicial or political one. It is now a matter of human compassion. His health is at risk of rapid deterioration. He should be immediately and unconditionally released on humanitarian grounds.

The European Union has closely followed the situation of Mr Sentsov and fellow Ukranian prisoners. It has regularly urged Russia to release all of them, both those who are in Russia and those on the Crimean peninsula. Diplomats from the European Union delegation and Member States’ embassies in Moscow have been present at court hearings related to these cases and are in contact with the lawyers.

In addition to the case of Mr Sentsov, we have often raised other cases – such as those of Olexandr Kolchenko, Stanislas Klykh and Mykola Karpyuk – in bilateral meetings with Russian representatives as well as in public statements, including in international forums such as the Council of Europe and the Organisation for Security and Cooperation of Europe.

We are also following with concern the case of Ukranian journalist Roman Sushchenko who was sentenced on 4 June in Moscow to 12 years in prison for alleged acts of espionage in what appears to be another attack on the freedom of the press.

Our statement on 25 May, focusing on Oleg Sentsov, Volodymyr Balukh, Server Mustafayev and Edem Smailov, reiterated that the European Union expects international human rights standards to be upheld on the Crimean peninsula and that all illegally detained Ukrainian citizens, in Russia and on the Crimean peninsula, should be released without delay.

I would also like to recall President Tusk’s call to the G7 leaders last week to show their support for and solidarity with Oleg Sentsov. This is a message that we will continue to repeat to the Russian authorities.

Lastly, let me restate that the European Union remains committed to implementing in full its policy of non-recognition of the illegal annexation of Crimea and Sevastopol and we fully support the sovereignty, independence and territorial integrity of Ukraine.

  David Campbell Bannerman, author. – Mr President, here we go again: yet another motion attacking Bahrain – probably influenced by Iran, who claim Bahrain as their own and are intent on destabilising the whole Middle East.

Bahrain is a key ally of EU Member States. Our friendship is of vital importance in political and economic relations, energy and security. Bahrain is also of strategic interest to NATO, and the UK has opened a military base there staffed by 500 military personnel.

Whilst we should have an open and frank dialogue with our Bahraini friends on human rights, welcome reforms are taking place now. Over 8 000 police officers have received human rights training and also 100 members of the judiciary.

Furthermore, the independent Special Investigations Unit, which I have visited, now vigorously investigates any allegation of mistreatment, and this is the first of its kind in the Middle East.

On the matter of Mr Nabeel Rajab: he was found guilty of spreading false information designed to undermine national security, and he does continue to be afforded his full legal rights. It would be better to focus on extreme states such as Iran and the worst execution rate in the world.

Die fünfjährige Haftstrafe der letzten Woche gegen den Menschenrechtsaktivisten Nabil Radschab in Bahrain, die dort verhängt wurde, spricht für sich selbst. Die Verantwortlichen in Bahrain sind nicht willens, grundlegende Freiheitsrechte zu respektieren. Daher fordern wir in unserer Entschließung die bedingungslose Freilassung von Nabil Radschab und aller anderen gewaltlosen politischen Gefangenen.

Wir fordern die Vertreter des Europäischen Auswärtigen Dienstes, des Europäischen Rates und die Mitgliedstaaten auf, Menschenrechtsverletzungen in Bahrain regelmäßig anzusprechen. Dabei muss auch die Durchsetzung gezielter Strafmaßnahmen gegen die Verantwortlichen in Erwägung gezogen werden. Und es ist inakzeptabel, dass europäische Firmen weiterhin Überwachungstechnologien an die bahrainische Regierung liefern und damit zur Unterdrückung zivilgesellschaftlicher Akteure beitragen. Alle Mitgliedstaaten der EU müssen die strikte Einhaltung der Exportbeschränkungen von Waffen und Überwachungstechnologie garantieren.

Und ich bitte den Vorredner, Herrn Bannerman, doch zu überprüfen, wo er seine Informationen her hat. Unsere Informationen sind nicht über den Iran gekommen, sondern über wirklich gesicherte Quellen.

  Soraya Post, author. – Mr President, it is time for the Government of Bahrain to free Nabeel Rajab. He is in prison right now simply for standing up for human rights. Nabeel Rajab is one of many human rights defenders, political activists, opposition leaders and journalists that the authorities have unjustly imprisoned in the past years as the human rights situation has got increasingly worse, including for female human rights defenders. It is time for the EU to act and react.

I am also very concerned by the dramatic increase in the use of the death penalty and the new laws allowing civilians to be tried in military courts. We call on Bahrain immediately and unconditionally to release Nabeel Rajab, as well as Abdulhadi al-Khawaja and all imprisoned human rights defenders, and stop the use of the death penalty.

La tracotanza di questo governo è tale che, per ben due volte, ha rifiutato di ricevere una delegazione della sottocommissione per i diritti dell'uomo di questo Parlamento, la seconda volta addirittura ritirando un precedente invito formale. Questa è la chiara dimostrazione dell'atteggiamento del Bahrein verso i diritti umani e verso coloro i quali osano anche solo menzionarli.

La recente conferma della condanna in appello di Nabeel Rajab è solo una delle tante prove del feroce accanimento del potere verso qualsiasi forma di dissidenza, di libertà di pensiero e di informazione. Nabeel Rajab, un uomo libero e coraggioso, spogliato di ogni diritto, lasciato in condizioni di detenzione disumane e in precarie condizioni di salute, costituisce il simbolo della lotta contro questa repressione. Se falliremo nel difendere il simbolo di questa lotta, se lasceremo solo un uomo che in quel paese incarna i principi di cui noi ci facciamo garanti, saranno i diritti umani stessi ad aver fallito in Bahrein. Nabeel Rajab va immediatamente ed incondizionatamente rilasciato.

  Tomáš Zdechovský, Autor. – Pane předsedající, dovolte mi, abych i já vyjádřil svůj názor právě k rezoluci, která se týká Nabíla Radžába.

Rezoluce PPE a ECR je rezolucí, která skutečně reflektuje tento případ a další případy, kdy jsou vězněni lidé v Bahrajnu za své politické názory a za svoji činnost. V tomto smyslu EU prostřednictvím této rezoluce vyjadřuje názor a obavy ohledně tohoto případu, jehož dosah je daleko širší.

Od roku 2011 bylo v Bahrajnu zatčeno více než 13 aktivistů, přičemž všechny případy byly poměrně nejasné. Bohužel dochází k omezování lidských práv a svobod, což je v rozporu s našimi evropskými hodnotami. Právo na spravedlivý proces, právo na přístup k zákonnému soudu, právo na obhajobu a další práva musí být vždy dodržována.

Aktivisté a bojovníci za lidská práva jsou důležitou složkou jakékoliv demokracie a je nezbytné, aby měli v demokracii své místo. Touto rezolucí to proto nekončí. Chceme vést otevřený dialog s Bahrajnem a doufejme, že se nám to podaří.

  Marie-Christine Vergiat, auteure. – Monsieur le Président, une nouvelle fois nous discutons du Bahreïn.

Depuis 2011 et l’écrasement des contestations populaires avec l’aide des armées saoudiennes et émiraties, le pays s’enfonce dans la répression et un déni croissant des droits de l’homme. Les défenseurs des droits de l’homme en sont les premières victimes, souvent arrêtés et condamnés sur la base d’aveux obtenus sous la torture. Beaucoup ont l’interdiction de voyager, les déchéances de nationalité sont nombreuses et de plus en plus de procès civils se font devant des tribunaux militaires.

L’ONU et les grandes ONG dénoncent aussi le harcèlement de la population chiite, qui constitue, rappelons-le, la majorité de la population. Accusée – bien évidemment, comme d’autres ici nous accusent – de faire le jeu du grand voisin iranien.

La lutte contre le terrorisme a bon dos et l’Agence nationale de sécurité a quasiment les mains libres pour mener arrestations et interrogatoires dans ce cadre. Après 7 ans de moratoire, les exécutions ont effectivement repris et les condamnations à la peine de mort se multiplient.

Nabil Rajab est devenu un symbole de cette lutte pour les droits de l’homme. Il devait être libéré ce mois-ci après avoir purgé une nouvelle peine de 2 ans dans des conditions carcérales épouvantables, mais vient d’être condamné à 5 ans de prison supplémentaires.

Monsieur le Commissaire, je voudrais me faire la porte-parole ici d’Adam, son fils de 21 ans, qui s’inquiète de la détérioration de la santé de son père et souhaiterait qu’un de nos ambassadeurs lui rende visite. Je vous demande de vous faire le porte-parole de cette demande.

Le citoyen dano-bahreïnien Abdulhadi al-Khawaja est lui aussi détenu depuis avril 2011, condamné à la prison à perpétuité pour des activités pacifiques, ou encore le blogueur Abduljalil al-Singace, et il y en a de nombreux autres. Tout cela en soi augurerait déjà mal des prochaines élections annoncées pour octobre prochain, alors que les deux principaux partis d’opposition ont été dissous, Al Wefaq, le principal parti chiite, et Waad, le parti laïc. Mais leurs membres viennent même d’être interdits de se présenter aux élections, comme tout citoyen reconnu coupable de crimes.

Comment peut-on avoir des relations commerciales et vendre des armes et du matériel de surveillance à un pays tel que celui-ci?

  Marietje Schaake, author. – Mr President, with any human rights resolution we seek to speak with one voice, as representatives of the European people and of different political parties. This strong, united message shows that our support for human rights binds us, no matter where in the world those rights are violated and no matter the other differences of opinion and political colour between us here in the Parliament. In negotiations we seek compromise to ensure broad support.

How tragic is it then that, after we had successfully negotiated a text taking on board all views, the EPP and the ECR decided to propose an alternative resolution. Not only is it a clear breach of trust, it also shows division on the importance of human rights in Bahrain. Our group is clear: it believes human rights should be addressed, no matter the political relations, trade interests and security or other shared areas of cooperation, because respect for universal human rights needs defending and, if the EU or this Parliament together do not defend them, who will?

I have a question for my colleague, Mr Campbell Bannerman. Following your logic, are you suggesting that the spreading of false information on Brexit should have led to prison sentences?

Monsieur le Président, nous avons toujours tenté d’avoir un dialogue avec le Bahreïn sur la question des droits. Malheureusement, ce dialogue n’est pas possible vu le refus des autorités, à deux reprises, de recevoir une délégation du Parlement européen. Cette demande de dialogue est une initiative du PPE, Madame Schaake.

Cette visite aurait été l’occasion d’échanger ouvertement sur les défis que le pays doit relever en matière de respect des droits, je pense notamment au respect de la liberté d’expression, que ce soit pour les défenseurs des droits ou pour la participation des partis d’opposition au jeu politique, particulièrement dans le contexte des élections prévues cet automne.

Le cas de Nabil Rajab, que le Parlement européen a déjà soulevé à plusieurs reprises, est très inquiétant et nous attendons un signal fort de la part des autorités du pays, à savoir sa libération immédiate.

Monsieur le Président, j’espère que la prochaine fois, sous votre présidence, le PPE ne sera pas pénalisé suite à la mauvaise gestion du temps de parole.

  Julie Ward, on behalf of the S&D Group. – Mr President, the cases of Nabeel Rajab Abdulhadi al-Khawaja and many others demonstrate Bahrain’s complete disregard for freedom of expression.

I am also very concerned by the situation of Syed Ahmed al-Badawi, whose family has been judicially harassed and detained with allegations of torture, simply because of his peaceful human rights activities.

The Bahraini government’s attacks on democracy become more serious every day. Ahead of elections set to take place in the autumn, the authorities have passed a bill banning members of dissolved opposition groups from running for elections – depriving more than one hundred people of their citizenship, and increased their use of the death penalty.

I’m horrified by the state of affairs in Bahrain, particularly in light of the involvement of several European governments, including my own. The British Government’s complicity in grave and systematic human rights violations in Bahrain is unacceptable and needs to be called out. I call on the Bahraini authorities to immediately and unconditionally release Nabeel and all political prisoners.

  Fabio Massimo Castaldo, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, ancora prima che la nostra risoluzione comune, o per meglio dire parzialmente comune, fosse pubblicamente disponibile, l'ambasciatore del Bahrein, contattando i parlamentari, si è esibito in un clamoroso caso di quella che i miei antenati latini chiamavano excusatio non petita, accusatio manifesta.

Secondo i documenti inviatici, infatti, nel paese ci sarebbero nient'altro che un vivace clima di dibattito politico e culturale, un sistema giudiziario indipendente e trasparente e meccanismi di tutela dei diritti umani adeguati, e Nabeel Rajab starebbe benissimo e starebbe giustamente subendo un processo, ovviamente un processo con tutte le garanzie del caso. Un quadro interessante, peccato che non corrisponda alla realtà, cari colleghi, una realtà che è ben diversa ed è in costante peggioramento. I gruppi di opposizione al-Wefaq e Waad sono stati sciolti e ai loro membri sarà impedito di partecipare alle elezioni. I difensori dei diritti umani sono stati arrestati, torturati e viene tolta loro la cittadinanza, e i giornali indipendenti vengono chiusi.

Nabeel Rajab ha perso l'appello della sua causa e andrà in prigione per dei tweet. Avete capito bene, colleghi, per dei tweet nel 2018. Mi rincresce constatare che alcuni gruppi del Parlamento sembrano condividere maggiormente le posizioni delle autorità del Bahrein e hanno presentato una risoluzione alternativa ben più soft di quello che dovrebbe.

Colleghi, le parole non bastano più, oggi servono i fatti. Gli Stati membri devono sospendere le licenze di export per apparati di sorveglianza, armi e qualunque dispositivo possa essere usato dal governo per la repressione. Se veramente crediamo in tutti quei valori di cui spesso parliamo in quest'Aula, è arrivato il momento di dimostrarlo.

Le faccio presente che i sottosegretari dell'attuale esecutivo sono stati nominati l'altro ieri. Quindi questo governo sta prendendo adesso le funzioni e sarà ovviamente nostro dovere e nostra volontà portare questo messaggio e pretendere quindi che il nostro paese dia l'esempio. Auguriamoci però che lo stesso venga da tutti gli altri 27 Stati membri, perché altrimenti, se lo fa uno solo e gli altri si girano dall'altra parte, ci stiamo prendendo in giro, come molte volte avviene in quest'Aula.

  Jacques Colombier, au nom du groupe ENF. – Monsieur le Président, le cas de Nabil Rajab à Bahreïn nous interpelle naturellement et nous inquiète.

Si nous soutenons les minorités victimes de discriminations et d’exactions, nous pensons en premier lieu, au Proche-Orient, aux populations chrétiennes, dont le projet islamiste vise à éradiquer la présence, bien antérieure, à celle de l’Islam. Peu de consciences s’élèvent ici contre ce drame majeur. À Bahreïn, ce n’est pas une minorité, mais la majorité de la population chiite qui est discriminée par un émirat sunnite.

L’Union européenne, qui soutient des pays aussi peu recommandables que le Qatar ou l’Arabie saoudite, qui maltraite sa minorité chiite, est mal placée – je le pense – pour intervenir sur cette question, comme sur bien d’autres.

C’est en tenant une position d’équilibre, sans choisir Riyad contre Téhéran ni même l’inverse, que les pays européens pourraient jouer un rôle de médiateur. Mais c’est avant tout en reprenant chacune de leur souveraineté diplomatique que les nations européennes retrouveront une politique conforme à leurs intérêts. Elles pourraient donc intervenir de façon bien plus crédible dans des questions comme celles évoquées ici.

  Pavel Svoboda (PPE). – Pane předsedající, chceme dnes podpořit bahrajnského obhájce lidských práv Nabíla Radžába především proto, že věříme, že svoboda slova je jedním ze základních lidských práv a její uplatnění přispívá k dobrému fungování společnosti.

Nabílu Radžábovi dnes hrozí celkem 7 let vězení za to, že vyjádřil na Twitteru svůj názor mimo jiné na bombardování Jemenu Saúdskou Arábií, a tím měl dle bahrajnského zákona spáchat trestný čin urážky sousedního státu. Soudní řízení s panem Radžábem bylo několikrát vedeno způsobem odporující bahrajnským zákonům. Existuje však šance, že pan Radžáb bude omilostněn. Žádáme nyní Bahrajn, aby nebyl pan Radžáb vystaven žádnému ponižujícímu zacházení, mučení a aby jeho proces splňoval mezinárodní standardy spravedlivého procesu.

  Neena Gill (S&D). – Mr President, the Bahraini Government has been trying its best to paint a picture of the country in which there is respect for fundamental values and human rights, but no amount of PR effort can gloss over the human rights violations and the repression, which continue to increase.

This is the fourth consecutive year in which this House has adopted a resolution on Bahrain calling for the release of those who are detained simply because they exercise their freedom of expression, including Nabeel Rajab and Abdulhadi al-Khawaja and many, many others. It is time we put Bahrain on notice that failure to respect fundamental rights will be met with consequences.

As for those on the other side of the House who are trying to water down the resolution, I ask you to consider: history has shown that appeasement does not work with an authoritarian regime.

My questions to the Commissioner are: will the EU consider imposing targeted measures against those responsible for human rights violations, and when will the Member States, including the UK, halt transfers of weapons, surveillance and intelligence equipment that can be used by Bahrain in this unacceptable crackdown …

  José Inácio Faria (PPE). – Senhor Presidente, Senhor Comissário, neste preciso momento, a escassos meses das eleições legislativas, a Assembleia Nacional do Barém está em vias de aprovar uma lei cujo efeito prático será banir e calar para sempre a oposição ao atual governo.

Caros Colegas, a verdade é que, desde junho de 2016, o regime do Barém endureceu radicalmente a repressão contra a dissidência e os ativistas dos direitos humanos, multiplicando as detenções arbitrárias, as torturas e os julgamentos civis por tribunais militares e aprovando leis que ameaçam limitar gravemente os direitos políticos dos seus cidadãos.

Esta repressão voltou a atingir Nabeel Rajab, blogger e presidente do Centro de Direitos Humanos do Barém que, detido pela sexta vez desde 2011, viu agora ratificada a condenação a cinco anos de prisão imposta em fevereiro passado.

O que o regime criminaliza chama-se, na União Europeia, livre exercício do direito de liberdade de expressão. O Barém deve respeitar os compromissos assumidos com a ratificação do Pacto Internacional sobre os Direitos Civis e Políticos e libertar incondicionalmente, imediatamente, um cidadão que apenas pretende exercer, corajosa e pacificamente, a sua liberdade de expressão.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η παραβίαση των ανθρωπίνων δικαιωμάτων στο Μπαχρέιν είναι στην ημερήσια διάταξη. Ήδη από το 2011 είναι γνωστό ότι οι αρχές καταπιέζουν πάρα πολλούς ακτιβιστές. Το δικαίωμα στη δίκαιη δίκη και το δικαίωμα πρόσβασης δικηγόρων σε κατηγορουμένους έχουν ουσιαστικά καταργηθεί, ενώ υπάρχει πλήρης καταστολή των ανθρωπίνων δικαιωμάτων. Το γεγονός ότι γίνεται πώληση όπλων από τη Δύση προς το Μπαχρέιν καθώς και το γεγονός ότι υπάρχουν αυξημένα εμπορικά συμφέροντα δεν πρέπει να οδηγούν το Κοινοβούλιό μας στο να κλείνει τα μάτια στην παραβίαση των ανθρωπίνων δικαιωμάτων στο Μπαχρέιν.

Εν προκειμένω, πρέπει να υπάρξει άμεση απελευθέρωση του Nabeel Rajab, ο οποίος κατήγγειλε τον Συνασπισμό της Σαουδικής Αραβίας που βομβάρδιζε συνεχώς στην Υεμένη και έχει προκαλέσει εκατοντάδες θύματα. Ο Nabeel Rajab έχει καταδικαστεί και βρίσκεται στις φυλακές. Απαιτούμε την άμεση απελευθέρωσή του!

  Dobromir Sośnierz (NI). – Panie Przewodniczący! Mimo zasadniczo słusznych intencji obrony praw człowieka w Bahrajnie wydaje mi się, że Państwo robicie to źle. Po pierwsze, wczoraj upominaliście Polskę za wywieranie politycznej presji na sądy, a teraz robicie to samo, tylko w stosunku do obcego państwa. Próbujecie wywrzeć polityczny nacisk na proces sądowy w Bahrajnie. Jedyne, o co można apelować, to o skorzystanie przez króla z prawa łaski, a nie naciskać na sądy.

Po drugie, jest to rażąca niekonsekwencja, bo tolerujemy w Wielkiej Brytanii to, że człowiek – Tommy Robinson – zostaje bezpodstawnie zatrzymany, że sąd zakazuje informowania o jego procesie, właśnie w imię niewywierania na niego presji politycznej, ale nie reagujemy na to u siebie, a pouczamy inne kraje.

A po trzecie, wypisywanie takich deklaracji nic nie daje. Jak już Państwo słusznie powiedzieli, czwarty rok z rzędu to piszecie, no to pora wyciągnąć wnioski. Tak się nie załatwia takich spraw. Poproście Trumpa, on umie takie rzeczy załatwiać. Niech tam pojedzie i coś załatwi.

While in the past we have been encouraged by progress made, recently our worries have increased with the shrinking of political space in the country. As a result, we have sought to engage Bahrain in a comprehensive dialogue on human rights. This is why we are working hard to establish an informal human rights dialogue, with the third meeting taking place on 15 May in Manama. We have strongly supported the request of the European Parliament’s Subcommittee on Human Rights to visit Bahrain, and we hope that the authorities will soon give their agreement to permit the visit to go ahead.

2018 is a particularly important year because of the upcoming parliamentary elections this autumn, but unfortunately the adoption on 11 June of an amendment to the electoral law, which bans opposition members from running in elections, is not a step in the right direction. Freedom of expression and association, the right to a fair trial and respect for human rights defenders are among the points which we stress in our contact with Bahrain.

The specific case of Nabeel Rajab has become symbolic of the difficulties being experienced by human rights defenders and by whoever expresses political dissent in Bahrain. This is a case on which the High Representative / Vice—President has repeatedly spoken publicly, including very recently, on 6 June, in reaction to the news that the Bahrain Court of Appeal had upheld a five-year prison sentence against Mr Rajab for comments posted on social media. We call on Bahrain to grant Mr Rajab’s release, including on humanitarian grounds, given the reported deterioration of his health.

The European Union will continue to use all available means to further address the human rights situation in Bahrain and hopes that Bahrain will find again the path of dialogue and reconciliation, which it had started to follow so well at the end of 2011 in line with the recommendations of the Bahrain Independent Commission of Inquiry. The European Union remains supportive of Bahrain’s long—term stability and is convinced that it can only be sustained if peaceful political grievances can be expressed freely. We have consistently encouraged all parties to move forward with democratic reforms in a peaceful and constructive manner.

Finally, regarding Ms Gill’s question, I would like to say that targeted measures are an essential tool of the European Union’s common foreign and security policy and are used by the European Union as part of an integrated and comprehensive policy approach involving political dialogue, complementary efforts and the use of other instruments at its disposal. The European Union continues to have dialogue with the Bahraini authorities in a frank manner, including on human rights. The European Union will continue to closely follow the human rights situation on the ground, and on that basis, it will decide on possible measures.

  Barbara Lochbihler, Verfasserin. – Herr Präsident! Im Februar gewannen wir Abgeordneten im Flüchtlingslager Cox’s Bazar einen realistischen Eindruck von den Bemühungen internationaler Hilfsorganisationen, die geflüchteten oder vertriebenen Rohingya mit dem Notwendigsten zu versorgen. Uns wurde schnell klar, dass der Bedarf deutlich höher ist. Für Kinder ist die Situation besonders schwierig, denn es fehlt am Zugang zu adäquater psychologischer und medizinischer Betreuung sowie am Zugang zu Bildung und am Schutz vor Ausbeutung.

Die internationale Gemeinschaft muss dringend Gelder für humanitäre Hilfe zur Verfügung stellen, gerade auch im Hinblick auf den nahenden Monsun. Die Rohingya leben in dieser erbärmlichen Situation, weil sie durch extreme Gewalt vertrieben wurden. Die Straflosigkeit der dafür Verantwortlichen muss ein Ende haben, auch um eine Rückkehr der Rohingya nach Myanmar längerfristig wieder möglich zu machen.

Die EU und ihre Mitgliedstaaten sollten Prozesse zur Aufarbeitung von Verbrechen in Myanmar – beispielsweise durch den Internationalen Strafgerichtshof – aktiv unterstützen. Ein internationaler, unparteiischer und unabhängiger Mechanismus auf UN-Ebene sollte eingerichtet werden, um Beweismaterial schwerwiegender Verbrechen im Rakhine State zu sammeln und auszuwerten. In diesem Zusammenhang muss die Regierung in Myanmar endlich auch unabhängigen Beobachtern, vor allem der UN-fact-finding-mission, Zugang gewähren, um den Anschuldigungen schwerer Menschenrechtsverletzungen nachzugehen.

  Amjad Bashir, author. – Mr President and fellow MEPs, I want to tell a story and make a plea.

I was in Bangladesh in September and witnessed at the border burning villages in neighbouring Myanmar. I heard harrowing stories of murder and rape, ethnic cleansing and genocide.

I was fortunate to return to Bangladesh just a couple of weeks ago, accompanied by two amazing businessman, Aneel Mussarat and Iqbal Ahmed. We took across six trucks of food and medicine and distributed 33 000 family packs of food and medicine.

But I’m sad to say that I am ashamed to look these two gentlemen in the eye and look in the eye of the refugees, because in spite of passing three resolutions and in spite of the fact that we are about to pass a fourth, nothing has been achieved.

I’m sad to say that we now need to implement these resolutions. We need to get these refugees returned voluntarily to their ancestral homes in safety and dignity guaranteed by the UN in white helmets.

We need independent investigation of crimes against humanity and the perpetrators brought to justice. We need restoration of citizenship and equal rights to the Rohingyas back in Myanmar. Until that is achieved, we’ve achieved nothing.

  Soraya Post, author. – Mr President, I have seen the devastating situation in Cox’s Baazar, the world’s largest refugee camp, where 1.2 million Rohingya refugees are seeking protection from ethnic cleansing in Myanmar.

The majority are women who have fled along with their children, many being victims of violence and sexual assaults. Not only do these children lack food, clean water, health care, trauma therapy, education and security, but they are also victims of trafficking, violence, sexual exploitation and child marriage. During the monsoon season, they will also be at high risk of deadly disease outbreaks and landslides.

The international community has to place the personal safety of every individual on the top of their security agendas. To keep these women and children safe, and to put pressure on Myanmar to end the persecution of the Rohingya, there is a need for an independent investigation.

  Joachim Zeller, Verfasser. – Herr Präsident! Das, was wir befürchtet haben, ist leider eingetreten. An der Lage der Rohingya, die vor einem Jahr vor den gewalttätigen Ausschreitungen des Militärs und der Polizei von Myanmar aus ihrer Heimat nach Bangladesch fliehen mussten, hat sich nichts geändert. Keiner konnte bisher in seine Heimat zurückkehren, trotz bereits beschlossener Übereinkommen zwischen Myanmar und Bangladesch unter Assistenz der Vereinten Nationen.

Im Gegenteil: Die Situation in dem größten Flüchtlingslager der Welt hat sich mit dem Einsetzen des Monsuns noch verschärft. Erste Todesopfer sind in Bangladesch bereits zu beklagen. Auch in den Flüchtlingslagern der Rohingya sind bereits Menschen zu Tode gekommen. Erdrutsche haben die eh schon wenigen Sanitäreinrichtungen und die Trinkwasserversorgung zerstört, und die kümmerlichen Behausungen sind die Hügel hinuntergespült worden. Der Ausbruch von Seuchen droht. Am schlimmsten trifft es wieder die Schwächsten: die Kinder, die nunmehr seit einem Jahr so gut wie ohne Schulbildung sind und von Missbrauch und Menschenhandel bedroht werden.

Die internationale Gemeinschaft muss ihre Hilfszusagen für die Flüchtlinge einlösen. Gleichzeitig muss aber insbesondere auf die militärischen Machthaber in Myanmar der Druck erhöht werden, auch durch Sanktionen gegen einzelne ihrer Vertreter, damit sie sich zu einer Lösung des Konflikts bereit erklären. Auf China, das einen großen Einfluss auf die Militärs in Myanmar hat, sollte eingewirkt werden, damit es zur Lösung des Problems beiträgt.

Die Situation ist noch dadurch weiter verschärft worden, dass in Myanmar im Shan- und im Kachin-Staat auch wieder der Bürgerkrieg ausgebrochen ist. Auch dort mussten wieder Menschen ihre Dörfer verlassen, wurden zu Tausenden vertrieben, und es sind auch bereits etliche Hundert umgekommen. Myanmar bleibt ein Problemfall, und wir sollten es weiter unter Beobachtung halten.

  Miguel Urbán Crespo, autor. – Señor presidente, los rohinyás son una de las minorías más perseguidas y hasta hace poco de las más olvidadas. Ha sido un genocidio lo que los ha puesto otra vez sobre el mapa. Todos hemos escuchado las cifras: 900 000 personas —de las que más de 500 000 eran niños y niñas— huyeron de torturas, de detenciones arbitrarias, del incendio de pueblos enteros.

Sabemos que el ejército de Myanmar violó a mujeres como parte de la estrategia de expulsión y que, nueve meses después, 48 000 de esas mujeres esperan a dar a luz en Bangladés en condiciones totalmente insalubres. Las Naciones Unidas y Myanmar firmaron otro memorándum para el retorno voluntario de los rohinyás bajo unas condiciones: el reconocimiento de la ciudadanía y el fin de la violencia. Por desgracia, queda mucho para que estas condiciones se den, porque la expulsión de los rohinyás de su territorio no solo responde a un conflicto religioso o étnico, sino, sobre todo, a grandes negocios de los que nadie habla.

Es el ejército quien tiene el control sobre la gestión de la tierra y es, a la vez, el responsable del genocidio rohinyá y de su desplazamiento. La Ley de tierras y la de inversiones extranjeras está permitiendo la entrada masiva de capital transnacional, promoviendo el extractivismo, la agroindustria y el acaparamiento de agua justamente en territorio rohinyá. Entre 2010 y 2013 más de un millón de hectáreas habitadas por los rohinyás fueron concedidas a proyectos agroindustriales de multinacionales. En las tierras de donde fueron desplazados, sobre sus casas quemadas, se están construyendo ahora bases militares para controlar el territorio.

La comunidad internacional debe garantizar que sus inversiones nunca amparen violaciones de derechos humanos ni que sirvan para afianzar un sistema que discrimina sistemáticamente a la población rohinyá y reduce aún más las posibilidades del regreso. Porque, si no tomamos medidas contundentes para asegurar el fin de la violencia, el acceso a la justicia y el retorno y las medidas de no repetición, seremos cómplices indirectos de estos crímenes de lesa humanidad.   Urmas Paet, author. – Mr President, there are more than 720 000 Rohingya children in Bangladesh and Myanmar in dire need of assistance and protection. More than 43 000 of them have lost at least one, if not two, parents. All of them have witnessed atrocities, and many of them are suffering from malnutrition, physical abuse and illnesses. Rape is used as a tool by Myanmar soldiers in their campaign of ethnic cleansing.

Rohingya women and children are extremely exposed to the risk of being trafficked into prostitution and to the risk of sexual harassment, and the situation of the Rohingyas is already getting worse due to the monsoon. The international community must do its utmost to find a sustainable approach to the tragic situation, but the Myanmar authorities should bear in mind that ethnic cleansing does not go without punishment.

The European Union should seek accountability for those responsible in Myanmar and work towards referring the situation in Myanmar to the International Criminal Court.

  Teresa Jiménez-Becerril Barrio, en nombre del Grupo PPE. – Señor presidente, esta es la cuarta Resolución que presentamos aquí sobre la dramática situación de los rohinyás y, ¡ojalá sea la última!, aunque me temo que no lo será porque la violación de los derechos humanos de la minoría más perseguida del mundo no cesa.

El objetivo es llevar a cabo una limpieza étnica a través de matanzas y desplazamientos de quienes reciben el odio de una buena parte de la población de Myanmar, apoyados por los militares y un gobierno que da la espalda al pueblo rohinyá. 900 000 inocentes, de los cuales más de medio millón son niños, han tenido que huir a Bangladés para salvar sus vidas.

La violencia sexual y las violaciones son usadas contra mujeres y niñas como arma de guerra. Las niñas y las mujeres son víctimas de trata dentro de los campos de refugiados, donde tienen que prostituirse. La situación de los niños es dramática, y espero que el acuerdo entre las Naciones Unidas y Myanmar se cumpla y el gobierno permita la vuelta de los desplazados en condiciones de seguridad.

La Unión Europea debe tener un rol predominante en la investigación y en la persecución de los crímenes de lesa humanidad cometidos contra este pueblo indefenso.

  Wajid Khan, on behalf of the S&D Group. – Mr President, tomorrow is the festival of Eid, a time to feast and celebrate with family and friends. Sadly, this will be an Eid to forget for Myanmar’s Rohingya community. Rohingyas are going from crisis to crisis. The next four months threaten catastrophic risk for the refugees, especially children. Now heavy rains mark the start of the monsoon season, which is predicted to bring with it disease, landslides, flash flooding and death.

There is a dire need to step up the international support during this critical time, to address the humanitarian needs of both the refugees and the whole community.

Sadly, only one fifth of the UN Joint Response Plan’s appeal for funding has been met. We need a comprehensive and sustainable approach to this humanitarian crisis because there is no realistic prospect of safe and voluntary return. Furthermore, we also cannot forget the root cause of this tragedy. I urge the Vice-President / High Representative to lead the call for justice and explore all avenues to hold perpetrators to account, whilst ensuring that evidence of atrocities is collected and preserved for future legal proceedings. But the monsoon season is now, so saving lives must be our priority.

  Jadwiga Wiśniewska, w imieniu grupy ECR. – Panie Przewodniczący! Szanowni państwo! Lud Rohingja stanowi jedną z najbardziej prześladowanych mniejszości na świecie. Przemoc, której dopuszcza się birmańska armia, jest klasycznym przykładem czystek etnicznych: morderstwa, palenie wiosek, masowe gwałty. Mimo że Rohingja żyją w Birmie od pokoleń, uznawani są za intruzów, którym odmawia się obywatelstwa, dostępu do służby zdrowia czy edukacji. W trosce o swoje zdrowie uciekają głównie do Bangladeszu. Jak podaje UNICEF, od sierpnia 2017 r. do kwietnia tego roku uciekło tam 693 tys. ludzi, z czego ponad połowa to dzieci. A w 2018 r. 48 tys. kobiet i dziewcząt w obozach dla uchodźców urodzi dzieci, głównie poczęte w wyniku gwałtów popełnionych przez birmańską armię. Ze względu na ograniczony dostęp do opieki medycznej wiele z nich umrze zaraz po porodzie. Te dzieci, którym uda się przeżyć, będą narażone na niedożywienie, przemoc, wykorzystywanie seksualne lub padną ofiarą handlarzy ludźmi. Należy położyć kres temu koszmarowi i jednoznacznie potępić wszelkie podżegania do nienawiści. Konieczna jest pomoc humanitarna i o taką pomoc apeluję.

Baby's verwekt met haat en geweld, niet uit liefde. Moeders die al leven in zeer erbarmelijke omstandigheden, met vaak al kinderen die geen onderwijs genieten en die ondervoed zijn.

Collega's, ik wil hier speciaal de aandacht vragen voor het lot van de mama's en de kinderen. Hoe wil je dat een mama kan houden van een kind dat ontstaan is na een brute verkrachting? We moeten die ouders bijstaan. We moeten die mama's bijstaan. We moeten die kinderen opvangen. En dat is de taak van Europa. Het leven in die kampen is erbarmelijk. En vandaag moet Europa een signaal geven, moeten we daders straffen. Maar we moeten vooral inzetten op begeleiding van de moeders die gaan bevallen, zodanig dat die kinderen tenminste eerlijke kansen krijgen in die kampen. Dat zijn we verplicht. Dankjewel.

  Caterina Chinnici (S&D). – Signor Presidente, onorevoli colleghi, signor Commissario, la situazione dei Rohingya in Myanmar rappresenta una fra le peggiori crisi umanitarie di cui oggi siamo testimoni. Ancora una volta i bambini sono fra i più colpiti da quella che è stata definita, in più occasioni, una vera e propria pulizia etnica. Secondo l'Unicef, lo scorso anno 534 000 bambini Rohingya si trovavano rifugiati in Bangladesh, in condizioni igienico-sanitarie disastrose, esposti al rischio di violenze, sfruttamento e abusi di ogni genere.

Molti bambini Rohingya nati in Myanmar non hanno mai ricevuto alcun certificato di nascita, in piena contraddizione con la Convenzione ONU sui diritti del fanciullo di cui pure il Myanmar è firmatario. Una negazione dei diritti civili per questi bambini che comincia sin dalla nascita, con conseguenze gravissime, quali l'impossibilità di ottenere documenti d'identità e di avere accesso all'assistenza sanitaria o all'istruzione, bambini che, in una parola, possiamo definire ghost children.

L'Unione deve intervenire nelle sedi competenti, con voce ferma per garantire ai Rohingya il pieno rispetto dei loro diritti fondamentali e civili, con particolare attenzione ai bambini.

  Sajjad Karim (ECR). – Mr President, honourable Commissioner, our international community’s response, I am afraid, can at the very best be described as lacking. Identification of the Rohingya as Rohingya itself has been shied away from. Citizenship has not been addressed adequately at all. Meanwhile the military’s ethnic cleansing of the Muslim and non-Buddhists continues, the aim ultimately being to create a Buddhist state. Without citizenship being addressed, ultimately that ethnic cleansing will succeed, and without consequences there are no costs to Myanmar for that ethnic cleansing.

Honourable Commissioner, if this House was to put a question to you and ask, what would your response be if we asked that trade measures to include investigative mechanism under the ‘Everything but Arms’ principles should now be invoked? Is it not time that we made consequences to all of the words that we have spoken on this issue over many years?

  Dita Charanzová (ALDE). – Mr President, the Rohingya are being persecuted and are suffering a severe humanitarian crisis, and children are the most vulnerable. UNICEF states that 720 000 Rohingya children need assistance and protection now. That is 720 000 children being denied a chance for a future: being subject to rape, violence and trauma, being orphaned, being trafficked, being hungry, being denied an education, being forced to give birth to their rapists’ children, and without proper healthcare. These are children who have been suffering far too long and enduring beyond what anyone should have to endure in a lifetime. No child deserves this.

It is the duty of the Myanmar Government and that of Bangladesh to do everything they can to safeguard the rights of all children affected by the crisis and to guarantee their safety. The EU must continue working to stop the crisis and it must look into other measures if Myanmar refuses to uphold the rights of the Rohingya.

  Josef Weidenholzer (S&D). – Mr President, it is important that we do not close our eyes to the situation of the Rohingya refugees. We know that our voice is heard, and today’s resolution should contribute to improving the situation of the most vulnerable, the children.

We should also be grateful to Bangladesh for its support for the refugees. Europe has an obligation substantially to increase its financial contributions for humanitarian aid and lifesaving support. We should also be concerned about the political stability of the country. The situation is tense and elections are scheduled for the end of the year. It is important that they will be fair and transparent. Human rights violations, enforced disappearances and riots are happening on a daily basis, and the leader of the opposition, Khaleda Zia, is in prison under questionable conditions. It is in our interest that the forthcoming elections meet democratic standards and guarantee stability in this country.

  Frédérique Ries (ALDE). – Monsieur le Président, beaucoup a été dit déjà ce matin sur la tragédie des Rohingyas et leur exil forcé au Bangladesh: 900 000 réfugiés, dont plus d’un demi-million d’enfants, qui vivent, qui survivent – qui ne survivent pas en réalité –dans le camp de Cox’s Bazar, dans des conditions de vie épouvantables; on attend la naissance de 50 000 bébés dans ces camps de fortune, un véritable défi humanitaire et sanitaire.

Notre Parlement vise juste en mettant l’accent, justement, sur le sort des enfants. Ils sont les premières victimes de l’épidémie de diphtérie, notamment, qui a sévi au mois de décembre. Médecins sans frontières tire le signal d’alarme aussi sur l’absence totale, pour eux, d’accès à l’éducation.

Et pardon de toucher ici aux icônes, mais le silence d’Aung San Suu Kyi, le prix Nobel de la paix et l’actuel ministre des affaires étrangères, est assourdissant! Nettoyage ethnique, meurtres, cette génération perdue, les viols, la prostitution... Son gouvernement doit comprendre que nous ne lâcherons pas la pression.

  José Inácio Faria (PPE). – Senhor Presidente, Senhor Comissário, não estive em Myanmar ou no Bangladesh, mas sei bem a dimensão da tragédia que ali existe. Os 700 mil deslocados Rohingya que, neste momento, estão no Bangladesh -mais de metade dos quais crianças - vivem em acampamentos superlotados, sem condições de higiene, saneamento e segurança e o milhão que permanece ainda em Myanmar - muitos deles em centros de detenção - está ainda em piores condições depois da expulsão das ONG daquele país.

Além das condições insalubres, de desnutrição e do stress pós-traumático, enfrentam agora, em plena época de monções, o risco de derrocadas, inundações e de propagação de doenças transmitidas através da água, como o tifo, a difteria ou a hepatite.

Se a verdadeira extensão das atrocidades cometidas pelos militares de Myanmar só será conhecida depois de permitido o acesso total e irrestrito ao estado raquine de organizações independentes de direitos humanos, é hoje evidente a duríssima situação destes deslocados, a quem o seu país nega a cidadania e que no Bangladesh nem o estatuto de refugiado têm.

A União - que disponibilizou mais de quarenta milhões de euros de ajuda humanitária - não pode, perante este drama, deixar de instar as autoridades birmanesas a permitirem a entrada de organizações humanitárias internacionais e a apoiarem os esforços para a aplicação do acordo de repatriação assinado.

  Juan Fernando López Aguilar (S&D). – Señor presidente, señor comisario, sabe que en cada Pleno del Parlamento Europeo dedicamos un tiempo a debatir urgencias relativas a violaciones masivas y flagrantes de los derechos humanos, que tanto importan al Parlamento Europeo porque deben importarle a la Unión Europea. Y, por tercera vez consecutiva, regresa a este Parlamento la cuestión de los rohinyá, una comunidad de 1 100 000 personas, de la cual 650 000 han sido violentamente desplazadas en los últimos tiempos, la mitad de ellos mujeres y niños vulnerables, hacinados en campamentos superpoblados, en condiciones dramáticas que han sido explicadas en todas las lenguas de la Unión.

Se esperan 50 000 nacimientos producto de violaciones, en condiciones imposibles, absolutamente intolerables desde el punto de vista humanitario. Por tanto, lo que cuenta aquí es la Resolución que vamos a aprobar de inmediato, y que vincule a la Comisión y que la Comisión acentúe su compromiso con los derechos humanos en su relación con Myanmar y con Bangladés, para, sobre todo, atender a esta población extremadamente vulnerable, que está siendo perseguida por su pertenencia a una comunidad religiosa, uno de los motivos más vinculantes y más prohibidos por el Derecho internacional humanitario: ser discriminados por su pertenencia a una comunidad.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η τραγωδία των Ροχίνγκια συνεχίζεται. Τουλάχιστον επτά φορές έχουμε συζητήσει την ανθρωπιστική κρίση που πλήττει αυτούς τους ανθρώπους. Πρόκειται για μια ξεκάθαρη εθνοκάθαρση. Έχει οικονομικές βάσεις, διότι ουσιαστικά τους εκτόπισαν, προκειμένου να αρπάξουν τη Γη τους όπου υπάρχουν πλουτοπαραγωγικές πηγές. Εμφανίζεται ως μια θρησκευτική διαμάχη Βουδιστών εναντίον Μουσουλμάνων, όπως είχαμε σε άλλες περιπτώσεις Μουσουλμάνους εναντίον Χριστιανών. Στη βάση τους τα αίτια είναι οικονομικά και αυτό πρέπει να το καταστήσουμε σαφές.

Πέραν αυτού όμως, αυτή τη στιγμή πάνω από 200.000 άτομα βρίσκονται σε στρατόπεδα και κινδυνεύουν, καθώς βρισκόμαστε στην εποχή των Μουσώνων, στις δε εγκαταστάσεις που μένουν υπάρχει πλέον τεράστια πίεση και κυριαρχούν φαινόμενα, όπως καταπίεση, πορνεία, αναγκαστικοί γάμοι. Πρέπει να σταματήσει αυτή η κατάσταση και η Ευρωπαϊκή Ένωση πρέπει να πιέσει την Μιανμάρ.

  Fabio Massimo Castaldo (EFDD). – Signor Presidente, onorevoli colleghi, hanno buttato per aria mio figlio e l'hanno tagliato in due con un machete. Lo racconta Aisha, 19 anni, Rohingya, il cui figlio di sette anni è stato ucciso dai militari buddisti birmani mentre lei e la sua famiglia scappavano dal loro villaggio in Myanmar.

Ma Aisha e il suo bambino non sono gli unici in questa situazione, almeno mille sono i Rohingya al di sotto dei 5 anni brutalmente uccisi dall'agosto scorso. Ventottomila e trecento sono i bambini che hanno perso almeno un genitore. Queste vittime innocenti, arrivate nei campi al confine con il Bangladesh, rischiano ogni giorno di subire abusi sessuali da parte di quelle stesse milizie che hanno ucciso i loro genitori. Neanche andare in bagno o raccogliere la legna è sicuro per loro. A ciò si aggiunge la mancanza di cibo e di acqua, servizi igienico-sanitari e abitazioni resistenti alle piogge monsoniche, aumentando il rischio di epidemie e rendendo i bambini malnutriti particolarmente vulnerabili.

Chiediamo quindi a tutte le autorità competenti di garantire a bambini e donne spazi protetti nei campi profughi e di autorizzare l'accesso a Rakhine agli osservatori indipendenti e alla missione di accertamento dell'ONU. All'Europa invece chiedo: come possiamo continuare a cooperare con un regime responsabile di un apartheid?

  Krzysztof Hetman (PPE). – Panie Przewodniczący! Szanowni państwo! Kryzys dotyczący ludu Rohingja jest sytuacją ekstremalną. Z dnia na dzień przybywa nowych uchodźców, wśród których rośnie odsetek kobiet i dzieci. Przeludnione obozy uchodźców nie mają wystarczającej ilości jedzenia, wody ani środków higieny, a zażegnanie tej sytuacji wydaje się trudno osiągalne. Wszystko to spowodowane jest niechęcią Myanmaru do lokalnej społeczności, co objawiło się czystką na tle etnicznym, która jest określana jako „podręcznikowa” przez Wysokiego Komisarza Narodów Zjednoczonych do Spraw Praw Człowieka. Unia Europejska powinna zawsze interweniować w obronie podstawowych praw człowieka, które są ewidentnie gwałcone w przypadku ludności Rohingja. Dlatego potrzebna jest natychmiastowa i mocniejsza reakcja międzynarodowego środowiska i jak najszybsze zakończenie prześladowania tego ludu. Uważam, że wywarcie presji dyplomatycznej, a nawet ekonomicznej na władze Myanmaru może rozpocząć proces bezpiecznego powrotu ludności Rohingja.

  Julie Ward (S&D). – Mr President, the EU is a powerful actor for human rights around the world: it is extraordinary, therefore, to see Brexiteers such as Mr Bashir and Mr Campbell Bannerman speaking from a platform they do not believe in.

As a child rights campaigner, I’m appalled at the conditions in which Rohingya children are living. Their most basic rights are not respected and they suffer grave physical and psychological distress, as they have witnessed crimes against humanity.

The situation of girls, in particular, is terrible: they face specific risks such as sexual violence and child marriage. Organisations present on the ground should adopt a gendered approach and take particular care of girls and women present in the refugee camps.

I’m very grateful for the work that the UN, the NGOs and the EU do on the ground to provide these children with appropriate care and access to education, and I call on the High Representative of the Union for Foreign Affairs and Security Policy to lead diplomatic efforts to find a peaceful solution, in order to bring an end to the violent discrimination against the Rohingya.

  Ignazio Corrao (EFDD). – Mr President, the situation of the world’s most persecuted community is going way beyond any boundaries in a context of ethnic cleansing. In a situation of refugee camps where sexual violence and rape is prevalent, newborns are another extension of the Rohingya crisis which accelerates the vicious cycle of the current nightmare.

Indeed, 10 months since military violence forced hundreds of thousands of Rohingya to flee to Bangladesh, about 60 babies are being born every day in squalid refugee camps with greater health risks. A refugee camp is no place for a child to be born. Such camps have very poor sanitation and are a breeding ground for diseases like diphtheria, measles and cholera, to which newborns are particularly vulnerable. I strongly hope that the International Criminal Court’s Chief Prosecutor will confirm its jurisdiction over the crime of deportation of Rohingya people from Myanmar into Bangladesh, as its prosecutor has requested.

  Csaba Sógor (PPE). – Mr President, the agreement of 6 June with the UN agencies on the repatriation of some of the Rohingya who fled from Myanmar into Bangladesh will not lead to a significant number of safe returns. Meanwhile, despite the very commendable efforts of Bangladesh, hundreds of thousands of people, including children, will continue to suffer. Most worryingly, just as the monsoon rains are coming, thousands of babies conceived in rape are expected to be born soon in the camps.

Sexual violence was an integral tool of the Burmese military in its effort to inflict terror on the Rohingyas. Months after the height of the Burmese army’s atrocities, the suffering of these women continues, as they have to face not just a lack of access to healthcare services in the camps, but also exclusion from their deeply conservative families.

The absolute priority is to save lives and to shelter these women and babies from the rains.

  Miguel Arias Cañete, Member of the Commission. – Mr President, let me start by stressing that the European Union remains fully mobilised, politically and through extensive humanitarian and development assistance, to help to address the Rohingya refugee crisis.

The European Union response to this crisis has consisted of five main components. First, immediate and unconditional humanitarian assistance to all displaced persons. Second, condemnation of all forms of violence. Third, continuous constructive engagement with the civilian Government of Myanmar on the basis of an ambitious development agenda, including with a view to addressing the root causes of conflict in accordance with the Annan report. Fourth, the promotion of conditions allowing the eventual voluntary and dignified return of displaced persons to their homes in Rakhine State in safety. And fifth, exploring assistance which goes beyond short-term aid.

In all of this, due account has been taken of the relevant resolutions adopted by the European Parliament on the Rohingya crisis. This applies firstly in respect of action on the political front. As you know, the European Union has co-sponsored UN Human Rights Council resolutions to promote accountability and to invite Myanmar to cooperate with a UN fact-finding mission. We regret that Myanmar is not cooperating with this fact-finding mission. There is also continuing cooperation with the UN Special Rapporteur Ms Lee.

In April 2018, in the light of the disproportionate use of force by the Myanmar army, the European Union adopted a strengthened arms embargo and put in place a framework for targeted restricted measures against Myanmar military officers.

This being said, let me attend to the major issues of today’s debate: the situation of the Rohingya refugees and, in particular, the plight of children. As regards humanitarian and development aid, the European Union co-hosted – and pledged the highest contribution among all the donors at – the United Nations pledging conference on 23 October 2017. Our dialogue with Bangladesh authorities and the United Nations is constant in an effort to address the tremendous challenges faced by Bangladesh in welcoming the refugees generously.

The monsoon season, which has just started, brings additional challenges and we are increasing our humanitarian aid in Bangladesh and continuing to provide aid in Rakhine State, but lack of access remains a key problem. Given the fact that the refugees’ return process will be difficult and long, and that the conditions for voluntary and safe return to the Rakhine State are not yet in place, the European Union and the international donor community must be prepared to work further on their humanitarian and development nexus, both for the refugees and for the 11 host communities in Bangladesh.

Our humanitarian aid and development system does not specifically focus on children but, given the very high number of children and women in the camps, our aid actually does focus on these vulnerable groups of the refugee population.

Let me highlight a couple of specific objectives that we are currently trying to achieve in cooperation with the Bangladesh Government and relevant stakeholders in Cox’s Bazar.

The registration of newborn Rohingya babies should be pursued, as per the Memorandum of Understanding signed between Bangladesh and the UNCHR. And we are focusing on protection issues, including a security presence and security controls in the camps by law-enforcement authorities at all times. We are seeking authorisation to provide secondary education; we are looking into possibilities to support severely reliant families through local opportunities in order to avoid relations based on vulnerability; and we are pursuing preparedness initiatives in the context of the current monsoon and cyclone season, with a view to relocating the most vulnerable population to safer areas.

The European Union will continue to provide support to the Rohingya people in Bangladesh in order to alleviate this major refugee crisis and to contribute to stabilisation in the region.

  Mario Borghezio (ENF), per iscritto. – Nello Stato Kachin, a nord-est della Birmania, sono ripresi gli scontri tra il Tatmadaw – il potente esercito birmano – e il Kachin Independence Army (Kia), la milizia che per decenni ha salvaguardato l'identità, la terra e le tradizioni della popolazione, a maggioranza cristiana. Per chiedere la fine di quello che ormai è un genocidio dei cristiani, nonché una crisi umanitaria dimenticata, migliaia di cattolici Kachin, hanno sfilato per le strade di Myitkyina. A guidare la marcia è stato il vescovo della città Francis Daw Tang. Molte organizzazioni in difesa dei diritti umani hanno denunciato, che l'escalation delle operazioni militari delle truppe birmane, contro i gruppi che popolano il paese, sta avvenendo, anche grazie al fatto che l'attenzione internazionale è focalizzata sulla minoranza musulmana Rohingya, nello Stato Rakhine. L'Alto Rappresentante, come intende intervenire a tutela della minoranza cristiana a Kachin? Intende inoltre sollevare questa situazione con il Consigliere di Stato ed ex Premio Nobel per la Pace, Aung San Suu Kyi?

Būtina užtikrinti vaikų teisę į tinkamą, reguliarų švietimą ir mokymą, sudaryti vystymuisi palankias sąlygas, aktyviai kovoti su smurtu, užkirsti kelią nusikalstamumo plitimui.

  Udo Bullmann (S&D). – Madam President, this Saturday is the second anniversary of the horrific murder of British Member of Parliament Jo Cox. Jo was a former staff member here in the European Parliament and colleagues remember her for her compassion, her openness and her determination to campaign for progressive change. Hatred, xenophobia and extremism have extinguished a bright spark in our political life.

While Jo was a member of our political family, she would work across the political spectrum, and so we should all take a moment to remember Jo Cox and the ideals for which she stood. As she told us, in her words, I quote: ‘We have far more in common with each other than things that divide us.’

Thank you President, thank you colleagues and thank you to Jo Cox, who will never be forgotten where European citizens meet.

  Merja Kyllönen, Rapporteur. – Madam President, addressing myself to my colleagues and especially those MEPs who want to challenge the mandate: it is always easy to punish all for the crimes of some. Not all transport companies are misusing their workers. Not all transport companies are doing illegal or unfair market access. Sadly, our usual solution is a collective penalty but in Mobility Package I we have, together, been able to find solutions to the biggest social and unfair competition problems, without a huge bureaucratic burden and without major collective penalties and still keeping a balance in the internal market.

Cabotage caused problems inside Member States in national transport. Now, we are limiting it to two days per Member State and it will be posting from day one. Nomadic driving: drivers have a new right to go back home by the end of a maximum of three weeks. We are ending driver misuse and letter box companies. For the first time, common strong enforcement is possible by using the latest technology available. If the national transport is posting from day one, colleagues voting against can go back home and tell drivers that in the future they might not drive for their national salaries anymore. Instead, they could be paid a final country destination minimum wage.

This is a two—way street. You need to understand what it means for the universally applicable collective agreements if you oppose the mandate. Minimum wages might become the new norm and you should all be aware of that. Currently, we do not have a common EU minimum wage level in transport and the posting of the Drivers Directive is not the right tool to do that. That is totally another discussion.

I urge you to take a responsible decision and vote in favour of the mandates of all three files.

Um nicht mehr und nicht weniger, als dass dieser Teil des Mobilitätspakets nicht nur im Ausschuss, sondern im Plenum behandelt werden soll. Wovor haben wir eigentlich Angst? Ist es so ungewöhnlich, dass strittige Themen im Plenum behandelt werden? Wenn wir das nicht mehr wollen, wenn wir nicht mehr wollen, dass alle gewählten MdEP ein Mitspracherecht haben, dann lasst uns doch das Plenum ganz abschaffen und nur noch Ausschussvoten als Verhandlungsbasis benutzen!

Zur Entsendung von Arbeitnehmern im internationalen Transportbereich gab es neben zwei extremen Vorschlägen – immer drinnen und immer draußen – auch echte Kompromisse, und genau die will ich im Plenum behandelt haben. Nicht mehr und nicht weniger.

  Wim van de Camp, Rapporteur. – Madam President, this is the second part of Mobility Package I. After the posting of Ms Merja Kyllönen, we will have now driving and rest times for the drivers. To be honest, I have to fight today against fake news.

In this proposal, the actual driving and rest times of the drivers are not being changed. Everybody is giving us information that we are changing the driving and rest times, which is fake news. We are improving the labour and working circumstances and conditions of the drivers, and with our proposal a driver has to go home after the second week – so he goes home in the third week.

If you look at what is happening now with nomadic drivers, who stay away from home for seven or eight weeks, this is really an improvement in the drivers’ labour circumstances.

We will also give drivers the opportunity to spend their weekly and their daily rest times in proper parking places where there are toilets, the possibility to take a shower and possibilities to eat. This is not a small detail, this is the truth. And in addition to this, the enforcement of this regulation by the smart tachograph will be improved in 2024.

  Kathleen Van Brempt (S&D). – Madam President, I would like to say to Mr van der Camp that that was a very interesting speech for next plenary but Mr van der Camp, let me just give you the arguments why our Group will oppose the mandate, and it has nothing to do with the work of the people in the Committee on Transport and Tourism – Mr van der Camp and the other shadow rapporteurs. It has to do with a very important argument on democracy.

This is about the working conditions of more than one and a half million truckers in our Europe and the Committee on Employment and Social Affairs has had a vote as well and it was a different vote. So it is important that we can express ourselves as a plenary, all together, and that is why we will oppose this mandate.

  Karima Delli (Verts/ALE). – Madame la Présidente, mes chers collègues, on le voit, le sujet du transport routier de marchandises est un sujet extrêmement sensible sur lequel se sont exprimées la commission de l’emploi et des affaires sociales et la commission des transports et du tourisme au sein de ce Parlement. Et force est de constater qu’aujourd’hui, l’une et l’autre ont exprimé, sur ces trois dossiers, des avis fortement divergents.

Pour des raisons pratiques bien compréhensibles, nous pensons qu’il est grand temps et de la plus haute importance que la plénière, c’est-à-dire l’ensemble d’entre vous, puisse se prononcer sur l’ensemble de ces dossiers, mais aussi sur la question du cabotage. Nous avons besoin d’adopter une position qui reflète l’entière diversité de notre assemblée sur la réforme sociale du transport routier de marchandises et en particulier sur la question du cabotage.

Je vous demande donc d’être au-dessus de la mêlée et de voter contre ce mandat et d’ouvrir la possibilité à notre assemblée de se prononcer lors de la prochaine plénière en juillet.

  Ismail Ertug, Rapporteur. – Madam President, I have to say that I like Karima very much – she is our Chair – but in that sense she is not right – I have to say that. Why? Because we have found a good compromise, a compromise between most of the Groups within Parliament. We have worked for weeks on this compromise, and when you look at the signature and also at the decision which has been taken in the shadow meetings and in the Committee on Transport and Tourism, we found a big majority, and this is the difference with the two dossiers which we have voted on before. On cabotage there is a big majority within Parliament and also within the Committee, therefore it wouldn’t make any sense to challenge this dossier also. This is totally different. We have a balanced approach and we have been successful, therefore I support it and I would like to invite you to vote in favour and not send it back.

  Rory Palmer (S&D). – Madam President, this report concerns itself with financial barriers to culture, and for me, culture includes football. There are many financial barriers to people who want to go and watch football, particularly children and young people. So I believe it’s time more was done by the football authorities to make ticket prices affordable both at club and international level. We should not see international matches in national stadiums like Wembley in qualifying rounds and friendlies being played when the crowd is only filling half the stadium or less. The Football Association and our national football associations should do more to fill those seats and give those tickets away to young people through schools.

And at club level, let me congratulate two of the most famous football clubs in the world in my region, who are leading the way in this: Notts County, who made tickets available for GBP 2 to people a few months ago, and to Nottingham Forest, who are making season tickets available for GBP 10 to young people for the coming season.

  Michaela Šojdrová (PPE). – Paní předsedající, zprávu výboru CULT z vlastní iniciativy jsem podpořila a děkuji kolegovi Zdrojewskému za její výborné zpracování.

Východiskem je Všeobecná deklarace lidských práv, která obsahuje právo na přístup ke kultuře, a to považuji za důležitou hodnotu. Zpráva se správně zabývá tím, co brání většímu přístupu ke kultuře, zejména znevýhodněným skupinám. Také hledá řešení pro kulturu v době postupující digitalizace, pro dostupnost a kvalitu. Zvláštní oblast je věnována financování kultury, které leží primárně na bedrech členských států. EU ale může výrazně pomoci svými fondy a programy.

Brzy budeme diskutovat o programu Kreativní Evropa pro další finanční období do roku 2027. Pro tento program Komise navrhuje navýšení prostředků na 1,85 miliardy EUR na 7 let. Myslím, že toto navýšení musíme podpořit. Kreativní odvětví v Evropě je velmi silné a znamená velkou zaměstnanost a růst pro Evropu.

  Момчил Неков (S&D). – Важно е да се постави темата за структурните и финансови пречки пред достъпа до култура в момента, в който започват преговорите за следващата многогодишна финансова рамка.

В сегашния програмен период Европейският съюз отделя за култура едва 0,15% от своя бюджет. Въпреки че Европа е известна със своята богата култура и културно-историческо наследство, адекватно финансиране за сектора на култура на този етап няма на ниво Европейски съюз.

Нещата стоят по същия начин и в национален план. За култура се говори единствено по време на избори. След това настъпва мълчание, а една от основните причини хората да не посещават културни мероприятия е липсата на средства. Въпреки че управляващите са наясно с тази пречка в България, все пак сметнаха, че на младите хора не им е нужен културен чек, а ако ние сами нямаме стойностна национална политика в сферата на културата, Европейското финансиране няма как да ни помогне.

  Monika Smolková (S&D). – Vážená pani predsedajúca, podporila som správu, pretože ju považujem za veľmi dôležitú. Prístup ku kultúre je jedným zo základných práv, ktoré je zaručené v mnohých právnych dokumentoch, ale aj napriek tomu existujú mnohé bariéry, ktoré bránia prístupu ku kultúre a účasti na nej. Štrukturálne prekážky, ktoré môžu byť definované ako zemepisné, čo je vzdialenosť od centier kultúrneho života, ako sú divadlá, múzeá, knižnice, kiná či kultúrne strediská, už dnes vieme prekonať. Ani digitálne prekážky už nie sú akútnym problémom, pretože digitálna gramotnosť ide výrazne dopredu.

Najdôležitejšia prekážka je finančná. Prispieva k tomu aj rozpočet Európskej únie, ktorý je ku kultúre veľmi skúpy. Ale aj jednotlivé členské štáty vo svojich rozpočtoch by mali viac prispievať na kultúru, ktorá ľudí spája, vychováva, vzdeláva, zabraňuje sociálnemu vylúčeniu a v neposlednej miere vytvára aj nové pracovné príležitosti. Kultúra sa musí stať súčasťou života od útleho detstva každého obyvateľa. Zvlášť by som upozornila na opatrenia pre zlepšenie prístupu ku kultúre pre ľudí so zdravotným postihnutím.

  Daniel Hannan (ECR). – Madam President, inclusivity and diversity have become our obsession. Everything is measured against this one yardstick, so that it becomes the primary purpose of every institution. A university isn’t there to teach; it is there to have a representative intake. A company board isn’t there to defend the interests of shareholders; it’s there to look like the rest of society. A parliament isn’t there to represent the opinions of the voters, but to resemble them physically. And of course, it’s no surprise that we’re extending our thinking into the field of culture.

Even so, isn’t there something just a little bit redolent of an insecure dictatorship that we’re now making culture the business of politicians? Wasn’t European culture in full flower for centuries before the state started trying to regulate it? In fact, wasn’t every attempt at state patronage a repression of the truly creative instinct? I wonder whether we’re aware of how this comes across? Surely we should hold ourselves to a higher standard than some tin-pot country that defines its national greatness in terms of state-controlled cultural activity?

  Andrejs Mamikins (S&D). – Madam President, culture is one of the primary goods, and cultural access and participation are considered a priority issue at EU level. The current work plan for culture for the period 2015-2018 adopted by the European Council in 2014 mentions assessable and inclusive culture as our top priority. However, nowadays we face several obstacles to cultural access and participation. There are not only structural and financial barriers to access, but also social and digital barriers, and by far the most important problem of educational barriers.

To overcome these hurdles it is necessary to develop firstly public funding, then sustainable and long-term cultural tourism policy, then coordination of national cultural policies (I have to say), and digital education. And therefore I call, after the vote, on the European Union within the sphere of its competence to develop and implement specific measures in order to guarantee access and participation in cultural life.

  Dobromir Sośnierz (NI). – Pani Przewodnicząca! Głosowałem przeciwko. Jest to kolejna zbędna regulacja. Nie ma żadnego powodu, żeby państwo wtrącało się w dziedzinę kultury. Przed chwilą któryś z uzasadniających przede mną posłów doprowadził sytuację do absurdu, domagając się finansowania piłki nożnej w ramach pomocy kulturze. No naprawdę, czego jeszcze więcej potrzeba? To może finansujmy wyścigi rydwanów, ten zapomniany sport, który u nas w tej chwili kuleje, a dla kogoś może striptiz będzie formą kultury, może finansujmy bary ze striptizem.

Prawo do kultury oznacza prawo wydawania swoich pieniędzy tak, jak ktoś chce, na taką formę kultury, jaką on uważa za stosowną. Produkowanie na zamówienie państwa przez artystów jakichś gniotów tylko dlatego, żeby przypodobać się urzędnikom, jest wypaczeniem kultury, jest uzależnianiem twórców od finansowania państwowego i niszczeniem kreatywności. Bo urzędnicy, gdyby byli dobrymi znawcami kultury, to zajęliby się tworzeniem kultury, a nie przekładaniem papierków. W związku z tym protestuję przeciwko wtrącaniu się Unii w kolejne obszary życia zupełnie bez potrzeby.

  Michaela Šojdrová (PPE). – Paní předsedající, dohodu z trialogu o návrhu směrnice o testu přiměřenosti před přijetím nové právní úpravy povolání jsem svým hlasem podpořila. Společný rámec pro posuzování proporcionality zvýší transparentnost a předvídatelnost národní regulace. Zároveň musí zůstat zajištěna kvalita a standard bezpečnosti pro výkon konkrétních profesí. Transparentnější pravidla pak usnadní možnost občanů EU vykonávat regulovaná povolání v jiném členském státě. Rámec pro provádění testu proporcionality bude tak vymezen jasně a zároveň nebude příliš komplikovaný po procesní stránce a nepřinese tak zbytečnou administrativní zátěž.

Považuji proto za správné, aby členské státy měly určitou volnost uvážení při posuzování toho, zda je před zavedením nových pravidel vhodné konzultovat zúčastněné strany.

  Monika Smolková (S&D). – Vážená pani predsedajúca, regulácia prístupu k vykonávaniu povolaní je stále v kompetencii členských štátov, a teda je na národných orgánoch, aby stanovili ich podmienky. Ale zároveň musia členské štáty dodržiavať princípy nediskriminácie a proporcionality.

Správou, ktorú sme dnes schválili, upresňujeme kritériá, ktoré musí členský štát pri hodnotení svojich opatrení dodržiavať. Chceme, aby mali všetky členské štáty porovnateľné podmienky a aby bolo hodnotenie transparentnejšie a zahŕňalo do rozhodovacieho procesu všetky zainteresované strany.

Keďže regulované povolania ako doktori, inžinieri, architekti zohrávajú kľúčovú rolu pre európsku ekonomiku, je dôležité, aby mali pri výkone svojej činnosti jasné a transparentné podmienky. Spôsob, akým členské štáty upravujú tieto podmienky, musí byť transparentný a predvídateľný naprieč celou Európou. Preto som rada, že touto správou, ktorú som podporila, zadefinujeme jasné pravidlá, ktoré takto prispejú k ochrane verejného zdravia, ochrane spotrebiteľov, prijímateľov týchto služieb, ako aj pracovníkov v jednotlivých sektoroch.

  Seán Kelly (PPE). – Madam President, I fully support this proposal to create a standard framework for professional qualification requirements across the European Union. By creating a pan-European framework, it will make it much easier for professional qualifications awarded by one Member State to be recognised in another Member State, thus creating free movement across the European Union.

It is my opinion that this introduction will strengthen the reliability, transparency and compatibility of professional requirements between Member States across the Union. A proportionality test is important to gain insight into the effect that this new regulation could have in professions across the European Union. I support this introduction, as it is fundamental that we must safeguard the professions and those who have undertaken an enormous amount of work to reach their qualification. Although I agree that an expansion of this great single market is important, and indeed desirable, I also understand it must be done in a measured and sensible manner, and then we will do it right.

  Jasenko Selimovic (ALDE). – Madam President, in August it will be ten years since Russia’s aggression towards Georgia. We all know what happened then. Lives were claimed; Russia seized part of Georgia’s territory; many became internally-displaced persons. And now, ten years after the conflict, there is still only limited hope that we will soon reach an agreement and a resolution to that conflict. Quite the opposite: Russia continues contracting new bases, bringing in new troops, putting fences and barbed wire across new parts of the region, and we let it happen.

The EU should never forget Georgia, because what is at stake is the belief that the international community should respect the territorial integrity of all states and should respect international law. This is why the EU must do the utmost to urge Russia to implement its commitments undertaken under the six-point peace plan and stop violating the sovereignty of Georgia.

  Michaela Šojdrová (PPE). – Paní předsedající, letos si připomínáme 10 let od vpádu Ruska do Gruzie a trvající okupaci gruzínských regionů Abcházie a Jižní Osetie.

Vedli jsme tady o tom velmi podrobnou diskuzi. Podpořila jsem a podepsala jsem tuto rezoluci a vyzývám k podpoře Gruzie a její suverenity. Také vyzývám politiky zemí EU, aby podpořili bojkot Mistrovství světa ve fotbale v Rusku, které začíná právě dnes, ze strany politiků, je to velmi symbolické. Samozřejmě sportovci ani fanoušci nemohou za špatné rozhodnutí organizace.

Připomeňme si, že to bylo ani ne dva týdny po skončení olympiády v Soči, co Rusko vtrhlo na Krym. Můžeme si klást otázku, co bude následovat po skončení šampionátu.

  Andrejs Mamikins (S&D). – Cienītā sēdes vadītāja! Godātie kolēģi! Kā ziņotājs šeit, Ārlietu komitejā, par Gruziju, es gribu pateikt, ka, protams, šī rezolūcija ir ļoti svarīgs politisks solis – zīme ne tikai Gruzijai, bet arī visai pasaulei, tas ir skaidrs.

Bet kas man ārkārtīgi nepatīk no rezolūcijas teksta un no tā, kā gāja pārrunās, ko es īstenībā arī pateicu debašu laikā, ir tas, ka mēs aizmirstam cilvēkus. Tas ir pats galvenais. Priekš kam eksistē mūsu rezolūcijas, ja ne priekš cilvēkiem, kā saka, “on the ground” — uz zemes. Piemēram, teritoriāla nedalāmība, integritāte ir oficiāla pozīcija Eiropas Parlamentam, Eiropas Komisijai, Eiropas Savienībai. Bet, ja Abhāzija un Dienvidosetija legāli ir Gruzijas sastāvdaļa, tad mums obligāti jādomā par cilvēkiem, kas dzīvo Abhāzijā un Dienvidosetijā, jo viņi ir Gruzijas valsts pilsoņi.

Tas ir tas, ko dažreiz mēs neredzam šeit, debatējot par rezolūcijām. Svarīgs dokuments, bet mums jāiet tālāk.

  Andrejs Mamikins (S&D). – Madam President, I would like to stress that our main task as representatives of the European Union is not to preach and sermonise to the African, Caribbean and Pacific group of states about how to build and govern their states, but to give them reliable support. In order to build strong partnership relations and bonds between the EU and the ACP, we need to gain their trust and ensure that European companies do not violate the rights of the indigenous population of the ACP. Our political dialogue must be balanced and based on mutual respect and trust first of all. Moreover, the renewed EU and ACP cooperation and partnership should ensure more effective joint action to tackle the various challenges facing the world today, such as combating terrorism and, first of all, organised crime. I voted in favour, of course.

  Patrick Le Hyaric, auteur. – Monsieur le Président, notre interpellation vise à demander une évaluation précise de la conformité non seulement à nos valeurs, mais aussi au droit européen des coopérations avec le gouvernement israélien dans le cadre du programme Horizon 2020.

Le comité des Nations unies contre la torture a dénoncé le recours par Israël à la torture et à des technologies illégales et abusives lors d’interrogatoires menés par la police et le personnel pénitentiaire israéliens; du reste, la cour constitutionnelle israélienne avait, elle aussi, soulevé cette question.

Or, le projet dit Lawtrain, qui bénéficie d’un financement européen de plus de 5 millions d’euros, implique le ministère israélien de la sécurité publique, qui gère les prisons et décide des entrées et sorties du territoire. Ce projet vise à améliorer les techniques d’interrogatoire policier. Cela nous place donc, au choix, dans l’illégalité ou dans une insupportable complicité. C’est du reste l’analyse du ministère portugais et de l’université belge Leuven, qui se sont retirés du projet. Il faut sortir désormais du voile clair-obscur qui cache ce qui, dans les recherches, relève du civil et ce qui relève du militaire, quand il est connu que les applications dites civiles incluent des domaines liés à la sécurité, à la police nationale, aux gardes-frontières, à la cybersécurité ou à la sécurité dans les aéroports.

Il faut clarifier le rôle de plusieurs sociétés israéliennes qui bénéficient des financements, comme Mellanox, qui expérimente avec l’occupation, Elbit Systems, l’une des plus importantes usines d’armement d’Israël fabriquant des bombes à fragmentation interdites, ou IsraTeam, client de l’armée israélienne.

D’autre part, le règlement financier de l’Union demande d’exclure les candidats de tout financement européen – je cite – «s’il a été établi par un jugement définitif ou une décision administrative définitive que l’opérateur économique a commis une faute professionnelle grave, en ayant violé des dispositions législatives ou réglementaires applicables ou des normes de déontologie de la profession à laquelle il appartient»; je fais référence ici à l’article 106, paragraphe 1. Or, le ministère israélien de la sécurité publique, qui contrôle les prisons, procède à la déportation et à la détention de prisonniers palestiniens sur le territoire israélien, donc hors des territoires de la Palestine occupés, en violation de l’article 76 de la quatrième convention de Genève, pourtant ratifiée par Israël en 1951.

Nous demandons que la Commission européenne évalue les infractions graves et répétées du ministère israélien de la sécurité aux dispositions de l’article 106 du règlement financier de l’Union européenne, de la convention internationale contre la torture et autres peines ou traitements cruels, inhumains ou dégradants, du statut de la Cour pénale internationale, de la charte des droits fondamentaux de l’Union européenne et de la quatrième Convention de Genève, avant de poursuivre ce projet. Compte tenu des conditions de détention des prisonniers palestiniens, de l’occupation de la Palestine, de la destruction des infrastructures humanitaires et éducatives financées par l’Union européenne, du non-respect des résolutions de l’ONU, la Commission doit décider une suspension de tous nos projets de partenariat.

J’attends une réponse de la Commission à cet égard.

  Andrejs Mamikins, on behalf of the S&D Group. – Mr President, Israel is an excellent example of the successful implementation of Horizon 2020. It certainly has its own big scientific and technical potential, and our programme may play a secondary role in the development of Israeli knowledge—based industry.

But for other countries in the European Neighbourhood Policy (ENP), this programme may be essential. It can help to develop life-saving technologies and substances that the countries of the southern Mediterranean especially need. I am happy that Horizon was included in November 2017 as one of the parts of the ‘ENP plus’ strategy. This will allow us to extend the areas where the interests of the EU and those of the ENP countries overlap.

In the case of Israel, this programme enables it to, firstly, integrate with the European academic research community; secondly, cooperate with key players in Europe; and thirdly, have access to research infrastructure and attention in order to have an influence on European norms. This is very attractive for our neighbours and profitable to us. Certainly I find it one of the best successes of the EU’s normative power. We cooperate with our neighbours and allow them to have a say in development inside the EU. This is a unique situation. No other power in the world does it. I will continue in Latvian, the language of my country.

Dažreiz mēs nereti dzirdam kritiskas atziņas pret Izraēlu, par ko arī minēja godātais iztaujāšanas jautājuma autors, bet īstenībā Izraēla ir viena no valstīm, kura varbūt ģeogrāfiski nav tā tuvākā Eiropas Savienībai, bet tuvākā mums, pēc mūsu vērtībām spriežot. Jo Izraēlā ir un Izraēla balstās uz tām pašām demokrātijas vērtībām, uz ko balstās Eiropas Savienība. Nevaru piekrist, ka cilvēktiesību pārkāpumi ir tik milzīgi, kā to minēja autors, īpaši attiecībā uz cietumniekiem.

Ko es ar to gribu teikt — Izraēla ir valsts, kur ļoti uzmanīgi tiek ievēroti cilvēktiesību jautājumi. Ņemot vērā konfliktu, kurš ilgst jau tik ilgi mūsdienu vēsturē, Izraēla tomēr izmanto faktiski mūsu Eiropas sistēmu, kā ievērot cilvēktiesības. Dažreiz, runājot par manu politisko grupu — sociālistiem un demokrātiem, rodas iespaids, ka mums ir “pro-palestīniešu” pozīcija. Daļēji tas ir fakts, jo mēs sadarbojamies aktīvi ar palestīniešu partijām, bet no otras puses, es gribu teikt, ka mēs ļoti augstu vērtējam to, ko Izraēla dara, it īpaši — atkārtošu vēlreiz un vēlreiz — cilvēktiesību jomā.

Varu pieminēt, ka arī arābu valodai ir oficiālas valodas statuss Izraēlā. Tas ir svarīgi, runājot par manu valsti, Latviju, kur dzīvo vēsturiski daudz nacionālo minoritāšu. Un Izraēlas piemērs, ne tikai runājot par Horizon 2020, bet vispār, vērtējot to demokrātijas līmenī Izraēlā, mēs daudz ko varam pamācīties no valsts iekārtas, no demokrātijas līmeņa, no parlamentārās demokrātijas, kas ir Izraēlā. Šī fona informācija mums jāņem vērā, kad runājam par tālāku sadarbību un it īpaši kaimiņattiecību politikas jomā.

Rezumējot manis iepriekš sacīto, es gribu teikt, ka mums ir lieliskas perspektīvas sadarbībai ar Izraēlu ne tikai šajā jomā. Izraēla ir valsts, kurai ir pietiekami ilgas demokrātijas tradīcijas, un pietiekami daudz bagāžas, ko Izraēla ir sakrāvusi, runājot par demokrātiju un cilvēktiesībām. Un es tiešām saredzu ļoti lielu perspektīvu šai sadarbībā.

  Ryszard Czarnecki, w imieniu grupy ECR. – Panie Przewodniczący! Ubolewam, że nie ma komisarza. To jest ważna debata, Izrael jest naszym istotnym partnerem, jest liderem, jeśli chodzi o innowacyjność na świecie, według Bloomberga jest na pierwszym miejscu, no i komisarz tu powinien być. No ja rozumiem korki, ale one są przewidywalne w Strasburgu.

Zostawmy komisarza. Ja mam takie wrażenie (a jestem w Parlamencie Europejskim od czternastu lat), że jest taka pewna moda tutaj wśród niektórych środowisk. Ta moda polega na tym, żeby krytykować Izrael, często w oderwaniu od pewnych faktów. Ja uważam, że z Izraelem trzeba prowadzić dialog. Można mieć różne opinie – i trzeba mieć różne opinie czasami – natomiast zachowujmy pewien obiektywizm. Mówimy tutaj o pewnych regulacjach, które są korzystne dla Unii Europejskiej, a także dla obszaru europejskich innowacji i technologii. To jest pewna korzyść.

Co do kwestii praw człowieka, ja powiem bardzo szczerze: wydaje mi się, że Izrael kilkanaście lat temu miał taką samą politykę, jaką ma obecnie, i wtedy nie był tak krytykowany, także tutaj, w Parlamencie Europejskim, a teraz krytykowany jest często bardzo ostro. Czy coś się zmieniło w Unii Europejskiej przez ten czas? Chyba tak, ale mam wrażenie, że to nie Izrael się zmienił, tylko to Unia Europejska się zmienia w zakresie swojego stosunku do Izraela. I nie wiem, czy jest to zmiana na korzyść. Wydaje mi się, że nie. Mówimy tutaj o prawach człowieka w Izraelu i dobrze. Oczywiście możemy mówić o wszystkim. Natomiast zwracam uwagę, że policja w Izraelu jest pod nadzorem sądowym, to nie jest jakieś państwo w państwie. Warto o tym mówić, warto o tym wiedzieć, a nie przedstawiać pewnej – jak mi się wydaje – jednostronnej narracji czy wizji tej sytuacji.

Kończąc, apeluję o to, żebyśmy zachowali tutaj umiar i zdrowy rozsądek, aby te relacje dalej kontynuować. To jest korzystne dla naszej strony, dla strony unijnej. I to jest bardzo ważne.

Mēs zinām to grūto vēsturi, kas bija Polijā, runājot par ebreju komūnu jūsu valstī. Mēs zinām „neskaistas” lappuses vēsturē, kas ir manas valsts vēstures grāmatā Latvijā, un to, ko jūs teicāt, ka mēs maināmies šeit, Eiropas Savienībā, attiecībā uz Izraēlu. Vai jūs saskatāt antisemītisma elementu dažreiz uzbrukumos pret Izraēlu?

  Ryszard Czarnecki (ECR), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki. – Pamiętam spotkanie premiera Izraela – to było w Knesecie w grudniu 2016 roku – z delegacją kolegów z Parlamentu Europejskiego. Takie samo pytanie padło, dotyczące antysemityzmu w Europie, i pan premier Netanjahu powiedział, że głównie antysemityzm dostrzega, rzeczywiście, ale w Europie Zachodniej, a nie w naszym regionie. Tutaj powiem szczerze: Mam taki wątek osobisty, ponieważ moja babcia była osobą, która ratowała Żydów w czasie II wojny światowej, i zawsze w czasie takiej dyskusji o niej będę pamiętał.

  Ivan Jakovčić, u ime kluba ALDE. – Gospodine predsjedavajući, imao sam prilike u niz navrata posjetiti Izrael, imao sam prilike surađivati s tvrtkama koje su imale visoku tehnologiju, s tvrtkama koje se bave avioindustrijom i, stjecajem okolnosti, zbog avioindustrije, naravno, imao sam priliku upoznati i druge vrlo sofisticirane tvrtke i osobno se uvjerio u to što Izrael znači kada govorimo o istraživanjima, kada govorimo o razvoju i kada govorimo o suradnji sa zemljama članicama Europske unije.

Mislim da trebamo uzeti u obzir puno toga prije nego donesemo naše definitivne odluke, jer sigurno je jedno - ja nisam oduševljen sa svim onim što radi izraelska vlada, da budem potpuno jasan. S druge strane sigurno je da ne možemo ići u prekid suradnje naglo i na ovakav način kao što je predloženo. Ja se slažem i želim i tražim od komisije da preispita svu regulativu, da li su sve odluke koje su donesene temeljene na našim propisima koje smo sami donijeli; nikada dovoljno kontrole, dapače - hajmo još jednom pregledati sve, da li činimo sve kako treba, ali nisam za to da na taj način i s argumentima koji su ovdje izneseni idemo u prekid suradnje. Mislim da bismo tu mogli možda napraviti više štete nama samima, upravo zbog činjenice što postoji odlična znanstvena suradnja između sveučilišta, između znanstvenika, što postoji također i odlična gospodarska suradnja, o tome moramo vrlo jasno i otvoreno govoriti.

Zato ja vjerujem da ovako postaviti stvari nije rješenje. Rješenje svakako je razgovarati s izraelskom vladom, s političarima u Izraelu, upozoravati ih na one stvari koje se i nama ne sviđaju, ali ne možemo pobjeći od toga da Izrael nije pravna država, da ne poštuje ljudska prava, pa ima ekstrema i ekstremista i ovdje, u ovom Parlamentu, ako hoćete. I tamo i tamo, jer ih slušam i ja, kao i vi ovdje i zato ne bih htio, da kažem tako, od šume ne vidjeti drvo.

Mislim da tu moramo biti zaista mudri, pametni i oprezni, uz zahtjev Komisiji da odradi još jednom posao, poštujući naravno vašu političku grupaciju, jer to je zahtjev jedne političke grupacije. Ako je to tako, Komisija mora odraditi svoj posao, ali pozivam na ozbiljnost i odgovornost u ovakvim trenucima.

  Jean-Luc Schaffhauser, au nom du groupe ENF. – Monsieur le Président, chers collègues, si nous remettons en cause la participation d’Israël au programme Horizon 2020, nous commettrions trois fautes.

Une faute contre la science: Israël, petit pays par la taille, seule démocratie de sa région, a réussi à se développer avec brio au sein d’un environnement hostile. Comme l’a déclaré récemment Elon Musk, magnat des nouvelles technologies, Israël a dépassé le stade de la «start-up nation» pour devenir une véritable puissance technologique à l’égal des États-Unis.

Cette volonté de survivre, d’innover et de maîtriser son destin est un exemple pour les Européens, pour nos États et une chance pour nos chercheurs et nos entreprises. Par idéologie, souhaiterions-nous les en priver?

On n’arrête pas la progression scientifique avec de bons sentiments obscurs. Cet obscurantisme qui nous conduit à refuser des coopérations scientifiques qui vont dans le sens de nos intérêts.

Est-ce parce qu’Israël est un exemple de réussite de technologies et de synergies civilo-militaires? Sachant que 80 % des innovations civiles viennent de la défense – le système RDS, la recherche des stations, l’internet, l’ABS – je pourrais vous citer toute une foule de technologies qui viennent uniquement de la défense.

Nous commettrions aussi une faute contre la paix. En isolant Israël et en reprenant le discours des radicaux palestiniens, nous ne servirons pas la paix. Nous irions dans le sens d’intérêts palestiniens sectaires et les pousserions dans leur radicalité. Avons-nous ces mêmes scrupules quand il s’agit des fonds alloués par l’Union européenne à l’Autorité palestinienne, qui servent aussi, il faut le dire, à fabriquer des bombes et des missiles contre Israël? Comment peut-on dresser le parallèle entre Israël et l’Afrique du Sud de l’apartheid?

Nous commettrions une troisième faute contre les États membres. Dois-je vous rappeler que ce n’est pas à l’Europe de nous dire avec qui les États doivent coopérer, avec quels projets? L’Europe sortirait une fois de plus de son rôle de coordination européenne pour prendre des compétences qu’elle n’a pas, qui ne lui appartiennent pas. L’Union est un coup d’État, trop souvent, pour affaiblir les États membres.

Par ailleurs, en jouant avec le conflit israélo-palestinien, nous risquons d’attiser le feu dans les banlieues de nos États membres à forte immigration musulmane où l’antisionisme est souvent le masque de l’antisémitisme et de la haine de nos pays d’accueil.

Est-ce parce qu’Israël est un modèle d’État-nation si honni dans cette enceinte que nous nous permettons de lui donner des leçons?

Notre irresponsabilité conduirait l’Europe à l’isolement diplomatique et technologique.

Kur jūs saskatāt iespējas zinātniski sadarboties ar Eiropas Savienību un Izraēlu dotajā brīdī?

  Jean-Luc Schaffhauser (ENF), réponse "carton bleu". – Je suis évidemment très favorable à cette coopération, non seulement avec les États de l’Union européenne mais aussi avec l’Union en tant que telle.

Je crois que le programme que l’Union a mené dans l’accord-cadre de recherche qui a été lancé en 1996 a été fructueux pour les deux parties, puisque si je lis bien mes notes, Israël a, grâce à cela, investi 1,3 milliard d’euros et a reçu 1,7 milliard d’euros.
