  Elnök asszony. – A következő napirendi pont az Eugen Freund által a Külügyi Bizottság nevében benyújtott, az ENSZ közgyűlésének 73. ülésszakáról szóló ajánlásról folytatott vita (2018/2040(INI)) (A8-0230/2018).


  Eugen Freund, Rapporteur. – Madam President, as every year, this report gives us an opportunity to present the views of the European Parliament both on our relations with the United Nations and on the most pressing issues that the UN is facing. The global strategy on the US foreign and security policy affirms that the EU will strive for a strong United Nations as a bedrock of the multilateral rules-based order. The UN brings unique value-added measures to our citizens.

Nevertheless, let me start with a bleak observation. If Winston Churchill were alive, what would he have said about the UN? It might have sounded like this: ‘The United Nations is a weak organisation, but I don’t know a better one.’ In my opinion, which is reflected in the report, this weakness has a structural origin and it has a name: it is called the Security Council. It is, by the way, also the most powerful body within the United Nations.

Let me illustrate this with an example. In April of this year, the Security Council held a debate about what turned out to be a chemical attack in Syria. The question we all had on our mind was: how will the United Nations react to this atrocity? But unfortunately, just as in so many other cases we have observed, the veto of one superpower blocked the resolution condemning the attack, and so each side voted against the other’s proposals.

When the United States and Russia are at odds, nothing moves and people keep suffering or even dying. This is one of the calamitous consequences of the power of veto. Our report therefore urges all those responsible to redouble their efforts to change both the veto right and the composition of the Security Council. It was enshrined in the Charter of the United Nations, which was adopted a few months after the end of World War II. The world of today is significantly different from that of the past 70-odd years, but the UN Security Council has practically remained the same.

We actively support the UN Secretary General in his reform agenda to streamline the peace and security structure, which needs to become more efficient, focused and operational. We also support the Secretary General’s efforts in making a substantial change in order to align the UN development system with the priorities of Agenda 2030 and the Sustainable Development Goals.

We must not forget that the EU and its Member States were instrumental in shaping the global UN 2030 agenda, and the EU remains committed to being a front runner in mobilising all means of implementation and ensuring strong follow-up. We continue to support the Women, Peace and Security Agenda. The fact is that when women participate in peace processes, we have seen over and over again that peace agreements last significantly longer.

Let me now turn to disturbing trends: sexual violence, including rape, is still being used as a weapon and constitutes a war crime. We therefore call for strengthened protection of women and girls in conflict areas. With regard to weapons of mass destruction and the issue of non-proliferation, we support all UN actions, as we do when we promote the full implementation of the Arms Trade Treaty (ATT) and encourage all UN Member States to sign and ratify it.

As for human rights, we are very concerned to observe an ever-tighter space for civil society around the world, and we would emphasise that human rights are indivisible, interdependent and inter-related. When we speak of human rights, this is directly related to our support for the UN Global Compacts on Migration and on Refugees. We would strongly remind the international community to provide enough financial support for the UN High Commission on Refugees in order to be able fully to protect refugees around the world.

I may pick up on a few outstanding issues in my final statement at the end of the debate and I hope that, despite some differences, you will support this important report.


  Miguel Arias Cañete, Member of the Commission. – Madam President, today’s discussion shows the strong synergies and common ground between the European Parliament report and the European Union priorities for the United Nations and the 73rd United Nations General Assembly, adopted at the Foreign Affairs Council on 25 June.

In the coming year the European Union will focus on peace and conflict prevention, a common positive agenda with the promotion and protection of human rights at the heart of multilateralism, and on expanding global engagement on issues such as climate action, the environment, migration, counterterrorism and the non-proliferation of weapons of mass destruction. These are set priorities and I see in the draft European Parliament recommendation the same narrative and key priorities. In the year ahead of us we need to capitalise on this common agenda in our changing global landscape.

The European Union will strive for a strong United Nations as the bedrock of the multilateral rules-based order. This will be a decisive year for UN reform, and the European Union is a strong supporter of the United Nations Secretary-General’s ambitious reform agenda. The European Union has a strategic interest in seeing reforms unfold this year and we will vigorously support their implementation. I also want to say that I am pleased to see UN reform as a point in Parliament’s report for the first time.

Enhanced cooperation with the African Union (AU) is key. The ground-breaking joint trilateral AU-EU-United Nations work on Libyan migration, aims to pave the way for enhanced cooperation on the wider peace and security agenda. The support being provided to the G5 Sahel Joint Force is a key example of the importance of investing in global security partnerships, and we are happy to see Parliament’s report welcoming trilateral cooperation as a strong means of strengthening multilateralism. We see the 70th anniversary of the Universal Declaration of Human Rights as an opportunity to advance this work at a time of negative threats. We both say that human rights are at the heart of multilateralism.

Looking ahead, European Union unity is essential in order to fortify multilateralism and the current strong presence of European Union Member States at the UN Security Council contributes to positive forward momentum. A lot can be achieved through this European Union presence.

Let me be more specific on our three interlinked priorities. On peace and conflict prevention the European Union will pursue an integrated approach, deploying all its tools and policies in support of prevention. Meaningful participation by women and youth in all aspects of peace and conflict prevention is critical to success, including in peace processes. Mediation is also a crucial tool to foster peace. In the coming year the European Union will further enhance cooperation with the UN on mediation and will step up efforts to carry out joint mediation actions, including with the AU and other partners.

The European Union supports efforts to improve the performance of peace-keeping in order to protect populations better. In this respect, the European Union supports the UN action for peacekeeping initiatives. This will focus on prevention and calls for an integrated approach. Peace and security are indivisible from sustainable development and human rights.

On our common positive agenda this year, marking the 70th anniversary of the Universal Declaration of Human Rights, the European Union strongly supports the pledge by the UN Secretary-General to move forwards on the human rights agenda, particularly at a time when there have been serious negative trends around the world in human rights. The 2030 Agenda is our joint blueprint for action in the years ahead, across all the pillars of the United Nations. The European Union sees the Sustainable Development Goals as an extraordinary opportunity to eradicate poverty and achieve sustainable development in its three dimensions – economic, societal and environmental.

The EU-UN Spotlight Initiative to eliminate violence against women and girls, launched in 2017, illustrates an innovative, joined-up approach. This initiative also reaffirms the European Union’s resolute and unwavering commitment to gender equality and women’s and girls’ empowerment – a common EU- UN imperative.

Finally, on the issue of expanding our global engagement, the coming year will be crucial to accelerating climate action and operationalising the landmark Paris Agreement. Together with China and Canada, the European Union organised the 2018 Ministerial on Climate Action, renewing global momentum towards the effective implementation of the Paris Agreement.

With regard to migration, the European Union and its Member States are proactively engaged in the United Nations processes shaping the .. migration response firmly on the UN Agenda. The European Union will continue to intensify its efforts to strengthen the respect for international humanitarian law, as well as refugee law and international human rights law. ... full, prompt, impartial and effective investigation in cases of violations.

May I close by signalling once again my appreciation of Parliament’s role and my gratitude to the rapporteur, Mr Freund, and for his support in keeping these important issues high on the international agenda.


  Cristian Dan Preda, au nom du groupe PPE. – Madame la Présidente, comme d’habitude, nous allons apporter notre contribution à la définition d’une position de l’Union européenne pour la prochaine session de l’Assemblée générale des Nations unies.

Traditionnellement, cet exercice est assez consensuel, parce nous sommes ici tous attachés à la défense du multilatéralisme et à l’édification d’un ordre juridique mondial qui reflète les valeurs que nous défendons en Europe.

La coopération avec les Nations unies est aussi d’une importance primordiale pour répondre aux défis auxquels nous sommes confrontés, qu’il s’agisse de la multiplication des conflits, du terrorisme, de la migration, des changements climatiques ou de la mise en œuvre de l’Agenda 2030.

Je suis d’ailleurs satisfait qu’on ait introduit dans le texte, grâce à mes amendements, un chapitre sur le développement, mentionnant notamment la cohérence des politiques en faveur du développement.

Je regrette cependant que, cette année, un certain nombre de questions qui nous divisent se retrouvent dans le texte que nous allons voter, en particulier les paragraphes 1(x) sur le Sahara occidental et 1(abm) sur la reconnaissance d’un statut de protection pour les réfugiés climatiques.

Sur les deux points, le PPE trouve les formulations inacceptables et ne pourra pas soutenir le texte si elles sont maintenues. Ce serait vraiment dommage d’en arriver là, puisque les messages véhiculés dans les autres points de la recommandation en seraient forcément affaiblis.


  Pier Antonio Panzeri, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, la 73a sessione dell'Assemblea generale dell'ONU si apre all'insegna di un quadro mondiale mutato e caratterizzato da grandissima incertezza. I conflitti in diversi paesi e il fenomeno migratorio stanno provocando un'enorme destabilizzazione in quasi tutto il pianeta, mettendo a dura prova gli assetti democratici consolidati, la pace e i diritti umani.

Per questo il compito delle nazioni dovrebbe essere quello di rafforzare il ruolo dell'ONU, e non la sua messa in crisi attraverso il ritorno a miopi sovranismi nazionali o veti assurdi. Del resto abbiamo già visto quanti guasti sono stati prodotti quando le istituzioni economiche internazionali si sono fatte guidare principalmente da egoismi e interessi commerciali e finanziari.

Da qui la nostra critica all'annunciato ritiro statunitense dal Consiglio dei diritti umani, una decisione sbagliata perché sarà impossibile affrontare le sfide globali sottraendosi a una necessaria e indispensabile azione comune e condivisa, che solo l'ONU può garantire.


  Ilhan Kyuchyuk, on behalf of the ALDE Group. – Madam President, I would like to congratulate the rapporteur, Mr Freud, and all shadow rapporteurs for their significant efforts in the preparation of this recommendation. It is indeed more important for the European Union to point out a list of common priorities for the upcoming United Nations General Assembly, because the multilateral order is being challenged in a way that we haven’t seen in decades.

As many Member States are divided on numerous global issues, I am convinced this recommendation will be a good opportunity to show the world community that the EU could speak in one single voice. We need to increase the influence of the EU and its Member States inside the United Nations system and to stand firm behind our values. I am very pleased that the recommendation clearly highlighted the EU as one of the most dedicated defenders and promoters of human rights, fundamental freedoms, cultural values, diversity, democracy and the rule of law.

However, the European Union should continue to support multilateral attempts to find lasting political and peaceful solutions to ongoing conflicts in the Middle East and North Africa, as well as to continue to call for full respect for internationally recognised borders and the territorial integrity of Eastern European and South Caucasus countries, and to support and reinvigorate diplomatic efforts for a peaceful settlement of ongoing and protracted conflicts.

Finally, it is important to point out our continued support for environmental sustainability, notably in the fight against climate change, by promoting international measures.


  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, Herr Kommissar! Mit der Entschließung, über die wir diese Woche abstimmen, erhalten die Hohe Vertreterin und ihre Diplomaten eine starke Empfehlung für ein klares, politisches Agieren. Sie ist präzise in Bezug auf die Lösungen, die wir dringend brauchen, um den gemeinsamen Herausforderungen zu begegnen, um in Frieden und gegenseitigem Ausgleich miteinander zu leben. Danke, Kollege Freund, für Ihre Arbeit daran.

Wir haben ein umfangreiches Kapitel zu den vielfältigen Fragen von Frieden und Abrüstung und hierin vor allem ein explizites Bekenntnis zum Vertrag über das Verbot von Kernwaffen. Ich erwarte von Ihnen ein entschiedenes Agieren zur Unterstützung dieses Übereinkommens durch die Europäische Union. Folgen Sie nicht den Argumentationsversuchen des deutschen Außenministers, der sich gegen den Willen von 122 Staaten stellt. Heute sind alle Schritte zur Abschaffung von Kernwaffen und zu ihrer Nicht-Weiterverbreitung zu gehen.

Das Europäische Parlament gibt Ihnen eine starke Rückendeckung in Bezug auf ein rechtsverbindliches internationales Instrument, welches die Einhaltung von Menschenrechtsnormen durch Wirtschaftsunternehmen regelt. Stark und klar sind ebenso die Positionen zum Pariser Klimaschutzübereinkommen sowie zur Umsetzung der UN-Nachhaltigkeitsziele der Agenda 2030 und dazu, Kollege Dan Preda, gehören sicherlich auch die Verpflichtungen für die Menschen, die insbesondere vom Klimawandel betroffen sind.

(Der Redner ist damit einverstanden, eine Frage nach dem Verfahren der „blauen Karte“ gemäß Artikel 162 Absatz 8 der Geschäftsordnung, zu beantworten.)


  Jo Leinen (S&D), Frage nach dem Verfahren der „blauen Karte“. – Kollege Scholz, Sie haben zu Recht gesagt, dass die UNO heute gelähmt ist. Der Sicherheitsrat blockiert sich, die Generalversammlung ist nicht besonders dynamisch, wir haben leider einen traurigen Zustand. Würden Sie zustimmen, dass wir ein neues Element in der UNO brauchen, dass die Parlamente dort stärker vertreten sind, vielleicht eines Tages sogar mit einer parlamentarischen Versammlung? Wir sind eine offene Bühne, wir diskutieren wirklich dynamisch, und wir könnten Leben in die UNO bringen. Es wäre zu schade, wenn diese Organisation stagnieren würde.


  Helmut Scholz (GUE/NGL), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Herr Kollege Leinen, ich stimme Ihnen zu. Und zwar brauchen wir eine stärkere Demokratisierung auch der Vereinten Nationen, eine Rückbindung dessen, was dort Minister, Diplomaten, Botschafter der verschiedenen Staaten machen. Insofern wäre sicherlich eine parlamentarische Erweiterung dieser UNO, dieser einzigartigen Weltversammlung, dringend notwendig. Und das könnte auch dahingehend beleben, dass die Parlamentarier mehr Verantwortung für die Arbeit dieser UNO aufbringen, hier im Europäischen Parlament wie auch auf der Ebene der nationalen Parlamente.


  Barbara Lochbihler, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Dieser Bericht enthält eine klare Botschaft, ein deutliches Bekenntnis zum Multilateralismus als zentralem Garant von Frieden und Menschenrechten auf der Welt. Dieses Bekenntnis ist angesichts der globalen Herausforderungen aktueller denn je. Zu diesen Herausforderungen zählen bewaffnete Konflikte in Europas Nachbarschaft ohne Lösungsperspektive, eine mangelnde Strafverfolgung von Verantwortlichen von Kriegsverbrechen und Menschenrechtsverletzungen, globale Migrationsbewegungen, von denen nur ein Bruchteil Europa erreicht, und das internationale Versagen, die Erderwärmung effektiv zu begrenzen. Dieser Bericht enthält konkrete Reformvorschläge, damit die Vereinten Nationen effektiver handeln können.

Ebenfalls fordern wir, die Rolle des Internationalen Strafgerichtshofs zu stärken, damit die Verantwortlichen für schwerste internationale Verbrechen zur Rechenschaft gezogen werden. In diesem Zusammenhang haben wir in der letzten Dringlichkeitsentschließung des Europäischen Parlaments zu Myanmar vorgeschlagen, dass die Generalversammlung eine unabhängige und internationale Untersuchung zu den Menschenrechtsverletzungen an den Rohingya einsetzt.

Der vorliegende Bericht bezieht eine klare Position gegen die gefährliche Außenpolitik der USA. Es wird ein Festhalten am Atomabkommen mit dem Iran gefordert. Ebenso wird die Entscheidung der USA bedauert, sich aus dem UN-Menschenrechtsrat zurückzuziehen, und schließlich wird angemahnt, dass auch die USA durch internationale Vereinbarungen zum Klimaschutz verpflichtet werden müssen.

Aufgrund der Bedeutung dieses Berichts für den Multilateralismus finde ich es sehr bedauerlich, dass sich die konservativen Fraktionen diesem Bericht bei der Abstimmung im Ausschuss für auswärtige Angelegenheiten verweigert und sich enthalten bzw. dagegen gestimmt haben. Ich hoffe, Sie korrigieren das im Plenum.


  Francisco José Millán Mon (PPE). – Señora presidenta, yo agradezco sus esfuerzos al ponente, señor Freund, por su informe. Espero poder votar a favor del mismo si se solucionan las dificultades que el texto plantea actualmente a mi Grupo.

La Unión Europea necesita colaborar con las Naciones Unidas y quiere ser un actor global, porque las Naciones Unidas ocupan un lugar clave en la gobernanza mundial. Muchos de los retos actuales son globales; las soluciones regionales son insuficientes. Pienso en el cambio climático, en el terrorismo, en la ordenación de los flujos migratorios... Este último es un grave desafío al que la Unión Europea no acaba de encontrar soluciones adecuadas.

Es imprescindible, en primer lugar, cooperar con los países del sur del Mediterráneo y con los países africanos y, también, contribuir activamente al cambio económico y social en África, cuya población no deja de aumentar. De lo contrario, el problema, a medio plazo, será insoluble. Por lo demás, espero que la cita de diciembre en Marrakech sea un estímulo para concluir con éxito el pacto mundial que se está negociando en el marco de las Naciones Unidas.

La paz y la seguridad son también un objetivo esencial de las Naciones Unidas. Tenemos muy cerca los conflictos de Libia y de Siria y también los graves problemas del Sahel. Como hemos vivido tristemente estos días, Europa no puede escapar a su geografía. De nuevo, es imprescindible la cooperación con las Naciones Unidas y con los organismos regionales, en especial la Unión Africana.

Termino. Este año se cumple ―como se ha dicho― el 70.° aniversario de la Declaración de los Derechos Humanos, que ha otorgado a las Naciones Unidas una importante dimensión ética. Todavía son necesarios muchos esfuerzos para que consigamos universalmente el respeto de las libertades fundamentales, una de las señas de identidad de la Unión Europea.


  Andrejs Mamikins (S&D). – Madam President, I greatly appreciate the proposals that are central in Mr Freund’s report and I want to congratulate him on this really good job. I am happy to see that one of the priorities of the 73rd United Nations General Assembly (UNGA) will be strengthening multilateralism. This is also the main goal of the European Union.

However, it is important that we have realistic expectations of this meeting. I believe that the EU needs to promote a rule-based order and binding commitments of the UNGA. Only in such a way can we hope for improvements. Just take the example of the deeply disappointing results of the European Council last week. If we do not adopt binding measures, it means that our desire to reform the system is not sincere.

I hope that in September the EU will be convincing in pushing forward the reform of the UN Security Council because the EU needs a permanent seat there as one of the most foreign policy actors.


  Elmar Brok (PPE). – Frau Präsidentin, Herr Kommissar, Kolleginnen und Kollegen! Lassen Sie mich zwei Bemerkungen machen. Erstens: Ich glaube, das ist die Gelegenheit, angesichts der internationalen Lage und des amerikanischen Verhaltens einen Punkt zu machen, für die multilaterale rule-based Organisation, diese so entscheidende Grundlage für Sicherheit, für ökonomische Entwicklung. Dies darf nicht in Unordnung zerstört werden.

Lassen Sie mich eine zweite Bemerkung machen: Der Europäische Rat hat sich intensiv mit der Migrationsfrage beschäftigt. Wenn wir angesichts der 65 Millionen Flüchtlinge auf dieser Erde die Dinge in den Griff bekommen wollen und Wanderungsbewegungen stoppen wollen, geht es – auch mit europäischer Unterstützung – nur, wenn die Vereinten Nationen den Schutz dieser Flüchtlinge auch in den Lagern übernehmen und etwa in Libyen dies nicht so machen, dass die Gangs dort die Lager führen, die Menschen vergewaltigen und versklaven, sondern, dass diese Lager auf dem Niveau der Vereinten Nationen entsprechend gesichert werden, damit die Menschen zurückgeführt werden können.

Ich glaube, dass aus diesem Grund die Europäische Union gute Veranlassung hat, hier mit den Vereinten Nationen eine enge Zusammenarbeit zu pflegen und diese Beschlüsse der letzten Woche umzusetzen.


  Željana Zovko (PPE). – Gospođo predsjedavajuća, poštovani povjereniče Cañete, u okviru ove rezolucije i u aktualnom političkom kontekstu Europske unije koji je suočen s neriješenim migracijskim problemom, naglasila bih potrebu učinkovite koordinacije po pitanju pregovora o dva globalna sporazuma za izbjeglice i migracije, kako bi se pripremio djelotvorniji međunarodni odgovor na ovaj problem.

Sve države koje su suočene s izbjegličkim valom moraju imati osiguranu odgovarajuću potporu, te im se treba pomoći u pronalaženju rješenja koja će biti temeljena na poštivanju ljudskih prava. Suočavanjem s problemom transnacionalnog organiziranog kriminala koji koristi pojavu migracijskih valova kao novog izvora bogaćenja, štitit će se globalni mir i sigurnost kao i stabilnost granica Europske unije.

Naglašavam na kraju da je Europska unija koja pruža 75 milijardi eura za razvojnu pomoć, pozicionirana kao vodeći svjetski donator. Međutim, ono što je potrebno su veći izdaci za razvojnu pomoć od strane ostalih država članica Ujedinjenih naroda, kao i njihov odgovorniji pristup u implementaciji i poštivanju temeljnih ljudskih prava. Sve ovo je potrebno kako bismo imali nove i reformirane Ujedinjene narode, čiji je temelj i najveći podupiratelj Europska unija.


„Catch the eye” eljárás.


  Sirpa Pietikäinen (PPE). – Arvoisa puhemies, itse toivon, että Euroopan unioni voisi nostaa YK:n vahvistamisen ulko- ja turvallisuuspolitiikkansa ykkösasiaksi. Me tulemme tarvitsemaan kipeämmin ja enemmän multilateraalista yhteistyöpohjaa, joka on legitiimi, sillä tavoin kuin vain Yhdistyneet kansakunnat voi olla.

Tällä järjestelmällä ei ehkä koskaan, mutta varsinkaan viime aikoina, ole ollut liikaa puolestapuhujia. Luulen, että meidän tehtävämme vähintään yhtä vahvasti kuin ilmastopolitiikan osalta olisi nostaa YK:n vahvistaminen keskiöön. Se tarkoittaa myöskin käytännön toimenpiteitä, esimerkiksi vuosituhattavoitteiden omassa arviossa, oman toiminnan mittariston luomisen arvioinnin osalta ja myöskin sen nostamista osana esimerkiksi ilmastopolitiikkaa kolmansien maiden kanssa oleviin yhteistyösuhteisiin. Toivottavasti, kun ilmastosta juuri puhuimme, EU voisi myöskin ilmastopakolaisuuskeskustelun ja sen sisällön nostaa osaksi YK-politiikkaansa jatkossa.


  Κώστας Μαυρίδης (S&D). – Κυρία Πρόεδρε, πάρα πολύ ενδιαφέρουσα έκθεση και νομίζω ότι η προαγωγή της ειρήνης, της ασφάλειας και της πρόληψης των συγκρούσεων ήταν και παραμένει διαχρονική προτεραιότητα της Ευρωπαϊκής Ένωσης στον ΟΗΕ. Σε αυτά προστέθηκε η έγνοια μας για την διεθνή μάστιγα, τη σύγχρονη μάστιγα της τρομοκρατίας. Προερχόμενος, όμως, κύριε Επίτροπε, από ένα μικρό κράτος μέλος της Ευρωπαϊκής Ένωσης, το οποίο παραμένει θύμα εισβολής και κατοχής από την Τουρκία, έχω προσωπική αντίληψη της βίας που πηγάζει από τη δύναμη των όπλων. Είμαι ο ίδιος πρόσφυγας από το κατεχόμενο μέρος της Κύπρου.

Παρόλα αυτά, όμως, στην Ανατολική Μεσόγειο, με τη βοήθεια της Ευρωπαϊκής Ένωσης, προσπαθούμε να χτίσουμε μια λεκάνη συνεργασίας των κρατών της περιοχής. Η Σύμβαση του ΟΗΕ για το διεθνές δίκαιο της θάλασσας είναι αυτό που διέπει τη συνεργασία μας. Και κλείνω με μια τελευταία κουβέντα: τονίζω και εγώ τον ρόλο του Διεθνούς Ποινικού Δικαστηρίου, ώστε η ατιμωρησία των εγκληματιών να σταματήσει και να λειτουργήσει επίσης προληπτικά.


  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, η 73η σύνοδος της Γενικής Συνέλευσης του ΟΗΕ είναι πάρα πολύ σημαντική. Ακούσαμε από όλες τις πλευρές ότι πρέπει να ασχοληθούμε με τα θέματα της τρομοκρατίας, της προστασίας του περιβάλλοντος, της μετανάστευσης, της ασφάλειας, αλλά βλέπω ότι ξεχνούμε εδώ, στην Ευρωπαϊκή Ένωση, ότι υπάρχει μία χώρα, η Κύπρος, στην οποία η Τουρκία έχει εισβάλει από το 1974 και κατέχει παρανόμως το 37% του εδάφους της Κυπριακής Δημοκρατίας και έχει στρατεύματα εκεί. Εγώ πιστεύω ότι αυτό το θέμα πρέπει να είναι αντικείμενο σε κάθε σύνοδο της Γενικής Συνέλευσης του ΟΗΕ, διότι έτσι μπορεί να περάσει το μήνυμα για να φύγουν κάποτε τα στρατεύματα κατοχής από την Κύπρο, για να αναγκαστεί η Τουρκία να συμπεριφέρεται σύμφωνα με το διεθνές δίκαιο, να πάψει να απειλεί την Ελλάδα, να πάψει να απειλεί την Κύπρο. Πρέπει να είναι θέμα κορυφαίας προτεραιότητας στην 73η σύνοδο της Γενικής Συνέλευσης του ΟΗΕ.

  Miguel Arias Cañete, Member of the Commission. – Madam President, first of all I would like thank all the honourable Members who have participated in this very interesting debate for their contributions.

In these turbulent times the European Union and the United Nations are indispensable partners. The European Union-United Nation partnership is both stronger and more important than ever, because today is the time to both defend our multilateral achievements, as well as to to build bridges with others to promote the multilateral rules-based order. Together, the European Union and the United Nations will continue to engage as a positive force for change. A new overarching European Union-UN strategic partnership to step up cooperation and catalyse new action is needed for the future.

On the issue of migration, which has been raised by some honourable Members, over the past years the European Union has built a comprehensive approach to addressing migration and forced displacement. The European Union will continue its strong engagement in both processes, shaping the content and placing migration and refugee response firmly on the United Nations agenda. The European Union will proactively engage to achieve robust, balanced and inclusive global compacts, and we are keen to work hand in hand with all partners towards a successful outcome.

I would like to close by reiterating my gratitude to the rapporteur Mr Freund for his excellent report.


  Eugen Freund, Rapporteur. – Madam President, I would like to start by thanking Mr Arias Cañete, on behalf of the Commission, for his unwavering support for this report. In am really grateful for it.

This stands in stark contrast to the speech that Mr Preda gave here. I am deeply disappointed that Mr Preda left the room immediately after his speech and I also deeply regret that, due to some – as a matter of fact, two – divisive issues, Mr Preda indicated that he would not support the report. That will mean that he – and how many others we don’t know – will not support the UN in its efforts to provide peace. They will not support the fight against sexual violence against women and girls, they will not support standing up for human rights, they will not support the global compact on migration and refugees, and they will not support the necessary reform initiatives of the UN Secretary—General, to name just a few of the important issues.

I would also like to mention at the end that we have to insist that, due to the ever-growing number of tasks for the UN system, we demand adequate financing by its member states. We deplore that there is a growing gap between the organisation’s needs and the funding provided for it. Last, but certainly not least, we reaffirm our unwavering commitment to the Paris Climate Accord and stress the need for its implementation globally. We must not forget that the effect of climate change will – or already does – lead to severe changes in the lifestyle of the population around the world.

Colleagues – whoever is left here – let me express my sincere hope that this report, even when we do not agree on everything, still will find the broadest majority possible. Let me add that I think that it will be an embarrassment if one of the largest parties here in the House will not support this report.

At the very end, I would also like to thank the shadow rapporteurs, and particularly the Secretariat of the Committee on Foreign Affairs, without which this report would not have seen the light of day.
