  Elnök asszony. – A következő napirendi pont a Kazimierz Michał Ujazdowski által az Alkotmányügyi Bizottság nevében benyújtott, a városok uniós intézményi keretben játszott szerepéről szóló jelentésről folytatott vita (2017/2037(INI)) (A8-0203/2018).

  Kazimierz Michał Ujazdowski, sprawozdawca. – Pani Przewodnicząca! Mam zaszczyt zaprezentować w imieniu własnym i komisji AFCO sprawozdanie o pozycji miast w funkcjonowaniu Unii Europejskiej. Chcę serdecznie podziękować wszystkim, którzy pracowali nad tym sprawozdaniem. Przede wszystkim kontrsprawozdawcom za inwencję, pomysły, propozycje, które w większości znalazły się w zaleceniu przedstawionemu na posiedzeniu plenarnym Parlamentu Europejskiego. Bardzo serdecznie chcę podziękować panu posłowi Olbrychtowi, reprezentującemu komisję REGI, która wniosła autonomiczny wkład w to sprawozdanie.

Sprawozdanie jest odpowiedzią na nowe zjawisko, a dobra polityka powinna reagować na nowe zjawiska. Tym nowym zjawiskiem jest kumulowanie się w miastach całego szeregu bardzo istotnych problemów dotykających obszarów polityki unijnej. Są to kwestie naszego bezpieczeństwa, jakości usług publicznych, ochrony środowiska, a w wielu miastach także imigracji i wykluczenia społecznego. Stąd przekonanie, iż pozycja miast i ich rola w funkcjonowaniu Unii Europejskiej powinna być większa niż dotąd. Sprawozdanie wyrasta z przeświadczenia, że miasta, w których coraz bardziej koncentrują się problemy europejskie, odgrywają zbyt małą rolę w projektowaniu, wdrażaniu, debatowaniu na temat kształtu polityk unijnych.

Sprawozdanie przedstawia innowacje w ramach regulacji traktatowych: silniejszą pozycję miast w Komitecie Regionów, zwiększenie roli stowarzyszeń miejskich – Eurocities oraz Rady Gmin i Regionów Europy – w procesie konsultowania i uzgadniania decyzji, wreszcie wzmocnienie platform, które powstały z inicjatywy Komisji Europejskiej. Sprawozdanie rekomenduje także Radzie Europejskiej ściślejszy kontakt z organami władzy lokalnej.

To, co charakterystyczne dla sprawozdania, to dynamiczne, pełnowartościowe rozumienie miasta. Miasto nie jest tylko jednostką polityczną, strukturą administracyjną pod kontrolą polityczną. Miasto europejskie jest czymś więcej. Jest węzłem społecznym, jest miejscem, w którym działają media, organizacje pozarządowe. Właściwie żaden kontynent na świecie nie ma sieci miast o tym walorze. Stąd propozycja sprawozdania, by z inicjatywy Parlamentu Europejskiego i Komitetu Regionów powstały otwarte fora debaty europejskiej budowane wokół rad miejskich chcących podjąć się tego dzieła, które byłyby miejscem omawiania i projektowania unijnych strategii politycznych.

I wreszcie dwa zastrzeżenia. To nie jest pomysł wzmocnienia miast skierowany przeciwko komukolwiek innemu. To jest pomysł na wielopoziomowe zarządzanie i synergię między aktywnością państw, miast, struktur lokalnych, regionalnych a samej Unii Europejskiej. Nie jest to też pomysł na egoizm dużych miast. Sprawozdanie dotyczy miast i obszarów miejskich, także tych, które istnieją poza metropoliami. To one również w większym niż dotychczas stopniu mogą dźwigać ciężar i odpowiedzialność za rozwój Europy.

To tyle tytułem wyjaśnienia zasadniczych idei i treści tego sprawozdania. Jestem przekonany, że podobnie jak w komisji AFCO zyska ono aprobatę większości sił politycznych w Parlamencie Europejskim.

  Sirpa Pietikäinen (PPE). – Arvoisa puhemies, 70 prosenttia eurooppalaisista asuu kaupungeissa. Valtaosa meidän tuloistamme muodostuu kaupungeissa. Selvästi valtaosa innovaatioista syntyy kaupungeissa siksi, että kaupunkien moninaisuus ja ihmisten erilaisuus ovat otollista pohjaa koulutuksen kanssa innovaatioiden syntymiselle. Kaupungeissa myöskin piilee ratkaisu maankäytön suunnitteluun, viherympäristöjen lisäämiseen ja ilmastonmuutoksen ratkaisuun hyvin pitkälle, niin kuin erilaisista hankkeista eri puolilla Eurooppaa on voitu huomata.

Siksi toivonkin, että seuraava komissio voisi ottaa työohjelmaansa selkeästi kaupunkipolitiikan vahvistamisen ja siinä yhteydessä myöskin maankäytön suunnittelun lisäämisen, vaikka siellä ei ihan suoraa kompetenssia olekaan. Mietinnössä erityisesti arvostan sitä, että uusien elimien sijasta ajatellaan kaupunkipolitiikan yksikköä ja sen toiminnallistamista alueiden komitean kautta.

  Rory Palmer (S&D). – Madam President, before coming to this Parliament I was the Deputy Mayor of Leicester for six years. This is the tenth largest city in the UK, so I need no convincing of the important role – and indeed the huge potential – of cities in relation to the advancement of public policy and innovation of social progress. However, any new measures to strengthen the voice and the role of cities at European level must apply equally to all cities, regardless of size or perceived status. Furthermore, while cities have a hugely important role to play, we shouldn’t overlook the role, the potential and the contribution that towns and small urban areas, and indeed our rural communities, can make to those agendas as well.

There is a huge and growing risk and vulnerability in our politics that we become too focused on cities at the cost of the contribution that towns and rural areas can make. We need to be aware of that in considering the ideas before us in this report.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, βασική αρχή λειτουργίας της Ευρωπαϊκής Ένωσης είναι η αρχή της επικουρικότητας, γεγονός που σημαίνει ότι όλες οι αποφάσεις πρέπει να λαμβάνονται εγγύτερα στους ίδιους τους πολίτες. Αυτό σημαίνει ότι διαμορφώνεται ένα σύστημα πολυεπίπεδης διακυβέρνησης στην Ευρωπαϊκή Ένωση, άρα οι πόλεις πλέον μπορούν και πρέπει να διαδραματίσουν έναν σοβαρό ρόλο σε θέματα προστασίας του περιβάλλοντος, στο επίπεδο της κοινωνικής πολιτικής, στο επίπεδο της αντιμετώπισης της φτώχειας, της εφαρμογής προγραμμάτων. Κατά την έννοια αυτή, λοιπόν, είναι σοβαρός ο ρόλος των πόλεων και θα ήθελα να συγχαρώ τον συνάδελφο εισηγητή για τα όσα αναφέρει στην έκθεσή του. Το ίδιο, βεβαίως, ισχύει και για τον ρόλο των περιφερειών. Πρέπει όμως να προσέξουμε το εξής: ότι ο βασικός πυλώνας της λειτουργίας της Ευρωπαϊκής Ένωσης είναι τα κράτη μέλη και, επομένως, η λειτουργία των περιφερειών και των πόλεων πρέπει να είναι συμπληρωματική και να στηρίζει τον πυλώνα, δηλαδή τα κράτη μέλη και όχι να τα διαλύει.

  Michaela Šojdrová (PPE). – Paní předsedající, města měla v evropské historii vždy velmi svébytné místo, protože byla držiteli mimořádných práv a vedla k rozvoji obchodu i vzdělávání. V řeckém polis vznikla naše demokracie. Také nyní jsou města především těžištěm populačního rozvoje. Víme, že tam dnes žije 70 % obyvatelstva Evropské unie a tento trend dále roste.

Já sama patřím spíše mezi zastánce toho, aby se urbanizace nerozšiřovala tak rychle a venkov aby se nevylidňoval. Ale realita je prostě neúprosná. Zvětšování měst a jejich aglomerací klade na ně nové nároky a také na jejich infrastrukturu, územní plánování, a je proto dobře, když i na úrovni Evropské unie se zabýváme tím, jakou úlohu hrají města v institucionálním rámci. Podporuji větší zapojení zástupců měst v rámci konzultací do opatření a legislativy jak formou Výboru regionů, tak také v rámci neformálních příležitostí.

  Miguel Arias Cañete, Member of the Commission. – Madam President, the importance of cities and their recognition as key players in effectively implementing European Union policies is a challenge at EU level.

As you know, all cities are a place where many of Europe’s challenges, such as dealing with high unemployment, promoting social integration, fighting against climate change, and reducing air pollution or congestion, are specifically acute and must be dealt with. Cities are at the same time places of great opportunities to boost growth, create jobs and enhance productivity for the benefit of all European Union citizens.

Local authorities are often the closest contact point for citizens as 70% of our population live in urban areas, as Ms Šojdrová has just stressed, and even more will live there in the future. Therefore, working with them for cities can only bring the European Union closer to its citizens. Therefore, the Commission welcomes Parliament’s resolution as cities’ challenges and opportunities are part of most of the European Union’s actions.

Without forgetting the role of the Committee of the Regions, the Commission recognises the need to strengthen the role of cities in shaping future European Union policies. The European Union’s regional and urban policy aims to improve territorial cohesion and support urban development in the European Union. The Commission often expresses the need for more systematic and structured dialogues with representatives of local and regional governments at an earlier stage in policymaking, but also to develop some multilateral governance mechanisms for better policymaking and implementation. In this respect, the Urban Agenda for the European Union is an important milestone towards reinforcement of the urban dimension in all the European Union’s relevant policies.

Two years after the Pact of Amsterdam setting up the Urban Agenda for the European Union, much has already been achieved. A more coherent and coordinated approach on urban issues within the Commission is taking place. The implementation of the Urban Agenda for the European Union is ongoing, with 12 thematic partnerships successfully established, mobilising more than 84 cities, while key new partnerships on security in public spaces and on culture and cultural heritage are to come and three action plans have already been finalised.

A one-stop shop for cities pulls together all European Union information for cities and URBIS has been set up under the European Investment Advisory Hub to support the preparation of urban investment projects. In addition, globally the Urban Agenda for the European Union is meant to become the European Union contribution to the United Nations’ New Urban Agenda, the Habitat III Conference, and the Sustainable Development Goals.

The recent Commission proposal for the next multiannual financial framework and post—2020 funds regulation confronts this by dedicating one of the policy objectives for investments specifically to be close to citizens. And cities will benefit from a specific earmarking of 6% of the European Regional Development Fund and will be empowered to select projects and manage the funds themselves.

Within the Common Provisions on the European Regional Development Fund Regulation, the Commission also proposes to create a unique European Urban Initiative. This initiative will provide a coherent offer of services for cities in terms of capacity-building, innovation and knowledge. It will also enable cities to play a further role in the European Union policymaking process by supporting the Urban Agenda for the European Union.
