  Bogdan Andrzej Zdrojewski (PPE). – Panie Przewodniczący! Przy tej okazji chciałbym zwrócić uwagę na jedną szczególnie ważną rzecz. Otóż program ten na samym początku, w okresie pilotażowym, ma pół miliarda euro. To dobrze, że jednocześnie właśnie w tym okresie wyznaczono pułap minimum trzech państw i trzech firm – trzech firm z trzech państw, aby można było ten projekt realizować i finansować z tej właśnie puli. Natomiast zwracam uwagę na jedną ważną rzecz – ten program ma przyszłość. Został on już określony w tym sprawozdaniu. Będziemy mówili o następnej perspektywie i w tej perspektywie, już siedmioletniej, wartość całego programu ma wynieść aż pięć miliardów euro. Zwracam na to uwagę, bo warunki, o których mówiliśmy przy tym sprawozdaniu, w następnej perspektywie, powinny być jeszcze bardziej precyzyjne, jeszcze bardziej dowartościowane z punktu widzenia ram prawnych, ale podkreślam – Europa wreszcie zajmuje się bezpieczeństwem i obronnością, przeznaczając na to ściśle określone kwoty.

  Xabier Benito Ziluaga (GUE/NGL). – Señor presidente, 500 millonazos, 500 millones de euros es el importe que prevé gastar la Unión Europea en producir armas. Cuando supuestamente no hay dinero disponible para financiar políticas sociales, de repente se encuentran, casi mágicamente, o por arte de magia, centenares de millones de dinero público para regalar al complejo militar industrial. Y lo hacen incluso incumpliendo los propios Tratados de la Unión Europea, que prohíben destinar presupuesto europeo a gasto militar. Pero claro, ustedes lo han decorado con palabras bonitas: innovación, tecnología, excelencia incluso, pero de lo que estamos hablando es de misiles inteligentes, de drones, de bombas, y de muertos, al fin y al cabo. La creación del Programa Europeo de Desarrollo Industrial en materia de Defensa nos lleva a una mayor militarización de la Unión Europea. En fin, bajo la falsa excusa de aumentar nuestra seguridad, lo que hacemos es echar leña al fuego, engordar la industria armamentística para acabar exportando armas a zonas de conflicto. Señorías, no necesitamos más armas, sino más apuesta firme por la paz.

  Petras Auštrevičius (ALDE). – Mr President, I very much welcome establishing the European Defence Industrial Development Programme, which will, for the first time, finance and facilitate cross-border cooperation between defence industrial undertakings of the Member States. I believe that this will boost the competitiveness and innovation of the EU defence industry, and, most importantly, align development of defence technologies with the European Union’s defence capability priorities, emphasising through this the EU’s strong commitment to security and stability.

These two aspects are crucial to stepping up the European Union’s defence capabilities in the current political context.

Finally, I am convinced that it is for the benefit of European citizens and enterprises if the European defence industry remains in Europe as a source of new workplaces and business opportunities, to say nothing of greater stability in our continent.

  Adam Szejnfeld (PPE). – Panie Przewodniczący! Mieliśmy tutaj przed chwilą wątpliwą przyjemność wysłuchania krytyki tego programu.

Chcę wobec tego przypomnieć, że na całym świecie wzrasta zagrożenie konfliktami zbrojnymi, wręcz wojnami. Także w Europie. Zaczynają się upowszechniać działania hybrydowe, dotyczące także cyberprzestrzeni. Na to wszystko nakłada się to, że Europa, a właściwie państwa członkowskie Unii Europejskiej, tracą swój potencjał obronny. Gdy do tego dołożyć jeszcze fakt, że coraz mniej możemy liczyć na naszych dotychczasowych sojuszników – myślę tu nie tylko o Turcji, ale przede wszystkim o Stanach Zjednoczonych – to jak można krytykować ten program? Jak można krytykować idee wzmacniania Unii Europejskiej, by mogła w przyszłości w przypadku ewentualnego konfliktu bronić się sama? Program ten jest godny poparcia.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, το ευρωπαϊκό στρατιωτικο-βιομηχανικό σύμπλεγμα πανηγυρίζει. Πανηγυρίζει διότι στρατιωτικοποιείται περαιτέρω η Ευρωπαϊκή Ένωση, πανηγυρίζει γιατί θα ενισχυθεί με κονδύλια από τον ευρωπαϊκό προϋπολογισμό, κονδύλια τα οποία ήταν ακριβώς για ειρηνική χρήση, πανηγυρίζει γιατί βάζει τους λαούς να συμβάλουν επίσης στην ενίσχυση με επιδοτήσεις των γνωστών πολεμικών βιομηχανιών της Ευρώπης, αυτών των βιομηχανιών που πουλούν όπλα στην Τουρκία. Δεν ξεχνά κανείς ότι στο Afrin ο τουρκικός στρατός εισέβαλε και είχε πάνω από 70 Leopard γερμανικής κατασκευής. Έτσι λοιπόν, στην πράξη, από την πίσω πόρτα, θα μπορεί να συμμετέχει και η τουρκική πολεμική βιομηχανία στις επιδοτήσεις και στις συνεργασίες και στα χρήματα τα οποία θα δοθούν από πλευράς Ευρωπαϊκής Ένωσης. Πρέπει, λοιπόν, να σταματήσει αυτή η απαράδεκτη κατάσταση, τα κονδύλια οφείλουμε να τα δώσουμε για ειρηνικούς σκοπούς.

  Stanislav Polčák (PPE). – Pane předsedající, já jsem rovněž tuto zprávu podpořil – to znamená, v prvním čtení byl dokončen tento legislativní proces – i z toho důvodu, že zaprvé považuji tuto iniciativu za správnou, tuto legislativu. To pravidlo tři firmy, tři státy, myslím, že je dostatečnou odpovědí na to, jak se mají hledat zdroje, podpoří to skutečně konkurenceschopnost a inovace.

Samozřejmě máme sázet na mír, ale musíme být také připraveni na to, jaký je okolní svět. A hybridní válka, to už je současná realita. Rusko vede na mnoha frontách hybridní válku a my musíme být připraveni nalézat nová technologická řešení a evropský obranný průmysl do značné míry zaostával. Donald Trump nás donutil podívat se tak trochu do vlastního zrcadla a vidět, že ten náš obrázek je trochu pokřivený, že musíme být lépe připraveni, a já si myslím, že ten, kdo je více připraven, tak je méně překvapen. A k tomu má sloužit tento fond.

  Daniel Hannan (ECR). – Mr President, I rather agreed with the comrades in the Communist group who saw this as being the basis of a militarisation of the EU. I wouldn’t have used exactly their vocabulary, but it is certainly the case that defence integration and procurement integration is not being pursued in a bottom-up pragmatic way, driven by looking for economies of scale, but is seen as being about the assimilation or amalgamation of European industry as an end in itself because the European Union ought to have a military capacity.

Of course, this is very soon going to cease to be the United Kingdom’s issue – I won’t say ‘problem’; that would be a loaded word. It has been made very clear during the talks that, for example, a consequence of Brexit is that we are not considered a security partner in terms of Galileo and all the rest of it. From my point of view, that makes me very comfortable: I was against our participation in Galileo in the first place; I think we should have our own satellite system. But it does have consequences in terms of the UK’s general strategic positioning. If the European Union wants to have an integrated military bloc it will be, I hope, a friendly neighbour, but it’s going to be completely outside our military structures.

  John Howarth (S&D). – Mr President, some people see conspiracies in all sorts of places where there are not necessarily any, and I think this is an important time to support this report, particularly in the context of the debate we had last month about EU-NATO relations. Europe, in the face of a reluctant United States, needs to step up to the plate in its own defence, and cooperation is essential in terms of improving industrial efficiency and economies of scale.

I am very concerned at the consequences of Brexit, as flagged up by Airbus Industries, affecting 60-odd organisations in their supply chain in my constituency. This is a hugely important defence contractor where jobs are now under threat in Portsmouth and where we have disruption, potentially at a key time for Europe’s defence. This can all be avoided with sensible arrangements for British cooperation and continued participation in the single market and the Customs Union. I hope all the negotiators take that on board.

  Dobromir Sośnierz (NI). – Panie Przewodniczący! Głosowałem przeciwko tej rezolucji, ponieważ uważam, że militaryzowanie się organizacji opanowanej przez skrajną lewicę, tak skrajnie zideologizowanej i będącej narzędziem lewicowej propagandy, a przy okazji narzędziem hegemonii niemieckiej w Europie, jest po prostu niebezpieczne. Popieram współpracę naszych krajów w ramach NATO, ponieważ to nie jest zideologizowane. NATO nie poucza krajów członkowskich co do tego, że mają znosić karę śmierci czy wprowadzać jakieś prawa dla homoseksualistów, nie upomina ich w sprawie równości płci, aborcji itd. Popieram współpracę w ramach NATO, ponieważ kierownikiem są Stany Zjednoczone, a nie Niemcy: państwo, które próbuje zwasalizować Polskę, zlikwidować jej niezależność i obejść ograniczenia narzucone po II wojnie światowej na jej militaryzację i militaryzację Niemiec. I znając życie, podział będzie wyglądał tak, że aby uniknąć dublowania, Niemcy będą kupować czołgi, a nam każą kupować łopaty. Tak na tej współpracy wyjdziemy.
