  Mário Centeno, President of the Eurogroup. – Mr President, it is an honour to be here today with you and to join this discussion on Greece. Greece’s third programme is drawing to a successful close. The Greek people and all euro area citizens are finally able to turn the page. This is the right time to assess what Greece and the euro area countries have achieved together during the last eight years. It is also an opportunity to cast a glance at the near future.

First and foremost, I would like to pay tribute to the Greek people. The positive results of the last programme are to their credit.

These should now have a lasting effect on growth and would not have been possible without the extraordinary sacrifices made by the Greek citizens, without the country’s tremendous efforts to rebalance and modernise its economy.

The Eurogroup has also contributed to the successful outcome. Over the years, Greece’s European partners have provided time and money. Time for Greece to redress its fundamentals; the time that every reform process requires. Over EUR 250 billion in loans when no one else was willing to lend. This was unprecedented solidarity that will benefit Greece for many decades. Today Greece is ready to stand on its own feet again and with the sound foundations for sustainable balance and inclusive growth.

The agreement reached at the June Eurogroup is key for Greece to achieve that goal. I will walk you through the details of the agreement, but before that, let me briefly mention where we have come from. I am well aware of today’s time constraints, so to borrow a reference from Greece’s history and cultural heritage, I promise to be more Spartan than Delphic.

Greece has been on the agenda of the Eurogroup for the last eight years. Back in 2010, the country was facing formidable adjustment challenges which required a deep reform process. Public finances had to be put on a sound footing, competitiveness needed restoring, the economy had to be made more open and modernised and the negative spill—overs of all this to the financial sector needed to be addressed.

These were long and difficult years. We all would have liked a few things to have gone differently. Yet today, Greece is set for a successful exit from the third ESM programme. 20 August 2018 is a date to mark in our calendar; a date to celebrate. During the programme, Greece adopted over 450 policy actions across a vast array of areas. Of course, implementation takes time, and we need to be resilient. Patience, though often in short supply, is critical but reforms are indeed paying off. Economic growth has been back in positive territory. Since last year, the economy grew by 1.4% in 2017, and is expected to increase 1.9% this year. The outlook – according to the latest forecasts – is bright and in line with the euro area average.

The results have been particularly impressive on the fiscal side. Today, Greece’s budget is running a solid primary surplus, above 4% for two consecutive years, and has been made more sustainable through ambitious taxation and patient reforms. Importantly, the social safety net is being revamped to better protect vulnerable groups. The country’s competitiveness has been improving, with a positive effect on the labour market. That means faster job creation and falling unemployment. Greece’s business cycle is now more aligned with the euro area economy and this is great news. Against this positive backdrop, the financial sector is more and more resilient. All these are encouraging signs that will help Greece to regain investor confidence. It has already successfully raised funds from bond markets on several occasions. The income—passing agreement of euro area finance ministers of 22 June will improve market sentiment even further, as already seen on the secondary market. The recent agreement on debt relief is the last of several improvements in Greece’s lending terms since 2012. Thanks to these favourable landing conditions, Greece saves money every year. In 2017 alone, it saved EUR 12 billion in debt service payments, or 6.7% of the country’s GDP, according to the European civility mechanism estimates. These benefits represent no cost for the European tax payer; on the contrary, we all gain from a stable and growing economy across our common currency area.

Back in 2012, private creditors did agree to take a hit to the tune of 53% on their holdings of Greek debt. This was a unique feature of the second assistance programme. Already in the ESM programme, we had agreed short term debt measures that reduced the debt to GDP ratio by 25% in 2016. In the last Eurogroup, we agreed to an even more substantial package of measures to make Greece’s debt sustainable. This includes an extension of the bulk of the loans by the European Financial Stability Facility (EFSF) and a deferral of interest by an additional ten years. In other words, until 2033, Greece will have less interest and have the motivation to burden its budget and this means more fiscal leeway to support its economy and its citizens. In addition to that reprofiling, the Eurogroup last month agreed to resume transferring to Greece the profits made by the euro system on its holdings of Greek government bonds. This will take the form of semi—annual payments in December and in June until 2022. These payments give a positive incentive for Greece to continue implementing reforms in the coming years. It is time to continue the process of reforms that is now fully owned by Greece. This process must prove resilient over forthcoming political and economic cycles, and we must never forget that.

The final tranche of the European stability mechanism to Greece was another element of this package. We agreed that EUR 15 billion will be disbursed after the national parliaments in a number of Member States have had their say, and this can happen as soon as next week. Out of this amount of EUR 15 billion, EUR 9.5 billion will be dedicated to a cash buffer, which should also reassure investors as it will act as Greece’s fiscal backstop. The remaining EUR 5.5 billion will be disbursed in 2020 to a segregated account and should be used to cover Greece’s debt servicing needs.

At the end of the programme, the overall size of the cash buffer in Greece will be EUR 24.1 billion, which is a very large amount that covers Greece’s financing needs for around 22 months after the exit from the programme on 20 August. This is a longer safety net than in any other country’s programme so far.

So, it is now up to Greece to build on the programme’s success and to consolidate its achievements. Greece should continue implementing responsible fiscal policies and growth—enacting reforms to improve the living conditions and the chances and prospects of its citizens. This is what Greece’s post—programme framework will be about. We all agree that for the next couple of years, the so—called enhanced surveillance by the European Commission will help Greece stay the course. Commissioner Moscovici will be able to tell you more about that in a minute.

But let me be clear, being out of the programme means Greece being out of the programme. Greece should commit to the requirements to participate in the euro just like any other country in the euro, but in this safe framework the government has an obligation to provide policy options to its citizens and to debate them internally. That is indeed a good thing for democracy. I am confident that Greece will look at its policy options and be able to improve on existing reforms to promote stability and political compromise – stability to spur investment, compromise in the name of future generations. This will require action on several fronts: prudent fiscal policy based on primary surpluses and sound management of public finance, financial sector governance and handling of non—performing loans, an efficient and effective social safety net, flexible and open labour and product markets and – also very importantly – modern public administration, just to name a few.

For this purpose the Greek Government presented a growth model which is based on the continuation of reforms. These will help Greece to continuously lift its productivity capacity and offer a solid anchor for confidence amongst foreign investors and Greek citizens. Market volatility some weeks ago has shown that Greece remains vulnerable to risks. New policy options should take this into account. It is very important that Greece continues to take ownership and implement its ambitious long—term growth strategy. I am encouraged to find that the Greek authorities see it that way too, and I welcome the policy commitments they have announced to the Eurogroup.

Confidence in Greece’s future is the key message I wanted to convey to you. I would now very much like to hear your views on this matter.

  Pierre Moscovici, membre de la Commission. – Monsieur le Président, Mesdames et Messieurs les députés, Monsieur le Président de l’Eurogroupe, cher Mario, c’est un plaisir d’être parmi vous aujourd’hui, aux côtés du président de l’Eurogroupe pour vous présenter, à mon tour, ce que l’accord de l’Eurogroupe, conclu le 21 juin, signifie pour l’avenir de la Grèce, le 22 juin au matin.

Après huit longues interminables années, la Grèce s’apprête enfin à retrouver le chemin de la normalité et de l’autonomie. J’ai passé deux jours à Athènes, hier et avant-hier, et j’ai pu voir à quel point cette aspiration à la liberté retrouvée était puissante chez les autorités grecques et, j’en suis sûr, au sein du peuple grec également.

C’est un moment historique pour ce pays et, comme l’a dit Mario Centeno – c’est la phrase que j’ai entendue pendant deux jours dans toutes les bouches –, «une page se tourne» et nous devons prendre la mesure de ce moment. Non pas le considérer comme une fin en soi, non pas le considérer comme une perfection, mais être conscient de la très grande importance de ce qui est en train de se passer. C’est aussi un moment important pour la zone euro qui a su prouver, à travers cette crise, sa robustesse et sa résilience, et aujourd’hui on peut dire, avec la conclusion des programmes d’assistance pour la Grèce, que la crise économique qui nous a si violemment frappés est bel et bien derrière nous et que la zone euro, comme la Grèce, en ressortent, je crois, plus fortes et avec un potentiel plus important.

Nous avons désormais jusqu’au 20 août, et le 20 août est la date officielle de la sortie du programme, pour préparer ensemble la transition et l’avenir du pays dans la sérénité. J’ai conscience comme vous tous, ici, que ces dernières années ont été éprouvantes pour le peuple grec, et particulièrement pour la classe moyenne et pour les plus vulnérables. Je sais que des millions de Grecs ont vécu et vivent encore durement cette longue récession, les réformes successives et l’austérité même si, comme j’ai eu l’occasion de le dire hier au Parlement grec, ne nous trompons pas, ce n’est pas l’austérité qui a provoqué la crise, c’est parce qu’il y avait crise que des mesures et des réformes étaient nécessaires.

Chacun en Grèce a traversé son drame ou sa tragédie personnelle, soit en perdant son emploi du jour au lendemain, soit en voyant sa pension de retraite baisser, soit en en observant, impuissant, ses enfants quitter le pays à la poursuite d’un avenir meilleur qu’ils ne pouvaient pas trouver chez eux. J’espère que vous me croirez quand je vous dis que nous pensions toujours aux conséquences de nos décisions pour le peuple grec au sein de l’Eurogroupe où, pour ma part, je siège depuis maintenant plus de six ans. La Commission européenne a toujours été l’alliée des citoyens pour défendre leurs intérêts. Non pas l’alliée de tel ou tel gouvernement, mais l’alliée du peuple grec pour s’opposer, du mieux possible, aux tenants d’une austérité aveugle, et surtout pour s’opposer à tous ceux qui étaient prêts à jeter la Grèce hors de la zone euro pour ne pas avoir à faire preuve d’un peu de solidarité envers un partenaire. Durant ces six années, que j’ai traversées d’abord comme ministre des finances de la France, puis comme commissaire européen, je me souviens de deux étés, ceux de 2012 et 2015, où nous avons à chaque fois frôlé le «Grexit» qui eût été – j’en suis persuadé – un désastre, aussi bien pour la Grèce que pour la zone euro.

Je suis fier que nous soyons parvenus à éviter ce scénario catastrophe du Grexit parce qu’au-delà des conséquences que j’évoquais, il portait à mon avis un risque de fracture irrémédiable de l’Europe trahissant ses valeurs fondatrices.

Pour le peuple grec, je veux aussi me féliciter que nous ayons pu intégrer dans ce programme, en particulier le troisième, une dimension sociale. Elle est certes timide, à confirmer et à amplifier, mais nous sommes parvenus à mettre en place: une couverture maladie universelle – près de deux millions de Grecs ont désormais un accès complet aux soins, ce qui n’était pas le cas auparavant – et un revenu de solidarité sociale, dont plus de 600 000 Grecs ont déjà pu bénéficier.

Face à l’adversité, je veux dire mon admiration pour le peuple grec qui a toujours maintenu sa volonté européenne, sa volonté de rester dans la zone euro et pour cela, je tiens à rendre hommage devant vous, élus européens, à leur courage qui a été très important pendant ces années. Comme l’a dit Mario Centeno, en échange de 241 milliards d’euros de prêts par les Européens, car on parle tout de même de cela, la Grèce, nous le savons, s’est engagée dans un processus de réformes structurelles sans précédent. Jamais, on peut le dire, dans l’histoire de notre Union, un pays – et il faut dire qu’il en avait besoin – ne s’est réformé aussi rapidement et aussi profondément que la Grèce. Au cours des trois seules dernières années, les Grecs ont mis en œuvre 450 actions prioritaires qui ont commencé à transformer en profondeur le pays. Qu’a accompli la Grèce en décidant des réformes? En un mot, énormément. Je sais que c’est un sujet controversé et j’ai pu voir à quel point le débat était vif hier à Athènes mais, tout de même, je vais donner quelques exemples concrets. D’abord, la Grèce s’est engagée dans une réforme fiscale d’envergure. L’impôt sur le revenu est désormais plus juste, plus efficace grâce à l’élargissement de l’assiette fiscale et l’abaissement du seuil minimal d’imposition. Parallèlement, un cadastre, oui un cadastre est enfin en train de se mettre en place – il existe en France depuis 200 ans –, ce qui va faciliter la collecte de l’impôt et ce qui constitue un dispositif efficace de lutte contre la fraude ou l’évasion fiscale et, enfin, les recettes commencent à arriver dans le trésor public grec. On sait que c’était un des maux endémiques du pays. Une réforme majeure des retraites a été adoptée et elle est en cours d’application. Non seulement, elle restaure la viabilité du système des retraites mais, elle introduit aussi des règles unifiées pour tous, ce qui permettra de rendre le système, je le crois, plus équitable. Pour la stabilisation du système bancaire grec, divers outils ont été mis en place pour améliorer la réduction des prêts non performants. Nous ne sommes pas au bout, c’est un problème qui d’ailleurs touche toute l’Europe, mais la gouvernance du Fonds hellénique de stabilité financière, ainsi que celle des banques systémiques a été considérablement renforcée.

Huit années après, ces efforts, ces réformes, ces sacrifices commencent à porter leurs fruits. Je ne vais pas insister trop sur les chiffres, mais la Grèce est bien engagée sur la voie du redressement économique. Tous les indicateurs confirment cette tendance positive: une croissance plus solide (1,4 % en 2017, et une prévision de plus de 2,3 % en 2019), une performance très spectaculaire sur le plan budgétaire (retenons qu’il y a un excédent de 0,8 % en 2017, alors que la Grèce en 2009 avait un déficit de 15 %, le plus important de toute l’Europe!), une réduction progressive, bien que trop lente encore, du chômage (20 % aujourd’hui, contre 27 % il y a quelques d’années).

Les progrès sont là mais les efforts doivent être poursuivis, les réformes doivent être achevées pour que le peuple grec puisse bénéficier des avancées réalisées et voir sa situation s’améliorer. C’est tout l’accord de l’Eurogroupe que Mario Centeno vient de présenter.

Je ne vais pas entrer dans les détails puisqu’il vient de le faire, mais je veux insister sur les avantages de l’accord. Pourquoi est-ce un bon accord? Tout simplement, parce que l’accord conclu sur la réduction de la dette est à la hauteur de nos ambitions respectives et des besoins de la Grèce. Il offre à la Grèce une marge de manœuvre suffisante pour continuer de relever les nombreux défis économiques auxquels elle est toujours confrontée, tout en fournissant – et c’était important – une garantie nécessaire aux partenaires, aux investisseurs et aux marchés, qui attendent le retour de la Grèce maintenant. Les éléments contenus dans cet accord permettront d’abord de réduire de manière considérable le niveau de la dette publique. Nous prévoyons une baisse en-deçà de la barre symbolique des 100 % du PIB au terme du processus. Les dispositifs prévus dans l’accord permettront de dégager jusqu’à 1,2 milliard d’euros chaque année. Très concrètement, cela signifie que la Grèce ne paiera pas d’intérêts sur ses prêts avant 2033. Cela constitue quinze années de répit pour investir et pour placer. C’est tout le défi pour la Grèce, pour les autorités d’aujourd’hui comme pour celles de demain, de placer la croissance au cœur des choix politiques à venir. Il s’agit aussi de quinze années supplémentaires pour tenter – et il faut le faire – de construire un meilleur avenir social et de créer de la justice sociale pour les générations futures. Ce doit être une des priorités, je crois, des gouvernements grecs à venir, car – je l’ai dit, et nous le savons tous – le peuple souffre encore. Au-delà, la seule, et je dis bien la seule et unique stratégie de réduction durable et efficace de la dette grecque, c’est la croissance.

Voilà toute la philosophie de l’accord du 22 juin: redonner une bouffée d’oxygène à la Grèce afin qu’elle renoue durablement avec la croissance et mette un terme à la spirale infernale de la dette.

J’en appelle, bien sûr, à la responsabilité des autorités grecques pour transformer l’essai. Il s’agit de mettre en œuvre les avancées réalisées ces dernières années, parce qu’il reste du travail à faire. Seulement, ce sont les Grecs, qui peuvent poursuivre des politiques prudentes et équilibrées, qui produiront des résultats positifs pour, encore une fois, le peuple grec et sa classe moyenne. Mais, soyons clairs, j’insiste sur la responsabilité, j’insiste sur la liberté – et c’est très important pour la Grèce –, mais la Grèce n’assumera pas sa tâche seule. L’Europe et la Commission se tiendront aux côtés du peuple grec tout au long du chemin.

La Grèce retrouve désormais sa juste place au sein de la zone euro et la normalisation de son statut implique qu’elle devra respecter les droits et devoirs qui en découlent. Comme tout autre État membre, la Grèce devra suivre les obligations budgétaires européennes du pacte de stabilité de croissance et être un partenaire responsable dans le cadre de ce processus de surveillance. Elle aura à présenter dès cet automne, le 15 octobre, un projet de budget pour 2019 dans le cadre normal du Semestre européen. J’en parlais hier avec Alexis Tsipras et Euclide Tsakalotos.

Comme la crise grecque a été beaucoup plus longue que dans tout autre pays, comme la dette reste beaucoup plus élevée que dans n’importe quel pays, nous avons choisi ensemble d’appliquer une surveillance renforcée dès la fin du programme. Nous veillerons à ce que les réformes qui ont été décidées dans le cadre du dernier programme soient menées à bon terme. D’abord, parce que la Grèce s’y est engagée en contrepartie d’un versement supplémentaire de 15 milliards d’euros, mais surtout parce qu’elles sont nécessaires pour la modernisation de l’économie et de l’administration grecques. Je pense, par exemple, à la finalisation du cadastre pour 2021. Nous resterons aussi particulièrement vigilants, avec le mécanisme européen de stabilité, à la trajectoire de réduction de la dette qui handicape encore lourdement l’économie grecque. Mais – et je terminerai par là – je veux insister sur un dernier point, à savoir la surveillance renforcée. Contrairement à ce que j’ai entendu dire à Athènes, hier, par certains politiques, qui devraient mesurer leurs propos – car la politique ne permet pas tout, ne permet pas d’aller contre la vérité – non, la surveillance renforcée n’est pas un quatrième programme, elle offre un cadre pour soutenir l’achèvement et la mise en œuvre des réformes qui sont en cours. C’est bien dans le cadre du Semestre européen que, désormais, le dialogue va se nouer avec la Grèce et je peux vous assurer que les missions de surveillance ne seront pas là pour être des juges, des procureurs ou des professeurs, mais bel et bien des conseillers avisés et bienveillants pour que nous puissions réussir ensemble. Oui, c’est de cela dont il s’agit et il n’est pas question qu’il y ait un quatrième programme. Dire le contraire, c’est tout simplement un mensonge.

Mesdames et Messieurs les députés, je tiens à exprimer une dernière fois toute l’admiration que j’ai pour le peuple grec, pour sa force, pour sa dignité dans ces moments douloureux et la confiance que j’éprouve dans les autorités grecques pour poursuivre les réformes ces prochaines années, sans quoi les sacrifices et les efforts consentis auront été vains. Je suis sûr que ce ne sera pas le cas, je pense que nous avons tiré et que nous allons tirer ensemble les leçons de ces huit années douloureuses, dont nous sortons, encore une fois, plus forts.

  Μανώλης Κεφαλογιάννης, εξ ονόματος της ομάδας PPE. – Κύριε Πρόεδρε, λυπάμαι αλλά πρέπει να το πω: μπήκαμε για τα καλά στην προεκλογική περίοδο για τις εκλογές. Προχθές στην Αθήνα, ο κύριος Μοσκοβισί δεν συμπεριφέρθηκε ως αξιωματούχους της Ευρωπαϊκής Ένωσης, περισσότερο συμπεριφέρθηκε ως υποψήφιος του Σοσιαλιστικού Κόμματος για την Ευρωπαϊκή Επιτροπή, διεκδικώντας τη θέση του κυρίου Γιούνκερ. Δεν ξέρω για ποιους λόγους δικούς του υιοθέτησε με ανεπίτρεπτο τρόπο το κυβερνητικό αφήγημα για τάχα καθαρή έξοδο από τα μνημόνια, όπως μας είπε και σήμερα.

Αντίθετα, ο κύριος Τσίπρας έχει δεσμευτεί για νέα επαχθή μέτρα για τα επόμενα χρόνια: μείωση συντάξεων από το 2019, μείωση αφορολόγητου από το 2020, αύξηση ασφαλιστικών εισφορών σε επαγγελματίες και αγρότες, πλεόνασμα 3,5% μέχρι το 2022 και 2,2% μέχρι το 2060 – μόνο χώρες του ΟΠΕΚ, λόγω πετρελαίου, μπορούν να πετύχουν τέτοια αποτελέσματα – υποθήκευση της κρατικής περιουσίας για τα επόμενα χρόνια 25 δισεκατομμύρια, κι ένα υπερταμείο το οποίο θα έχει την ευθύνη μέχρι το 2115, ακόμη για 99 χρόνια.

Κύριε Πρόεδρε, τον Αύγουστο ολοκληρώθηκε το τρίτο αχρείαστο μνημόνιο, το οποίο στοίχισε πολλά στον ελληνικό λαό, λόγω της λάθος πολιτικής της αριστερής κυβέρνησης του κυρίου Τσίπρα. Τώρα –και διαφωνώ με τον κύριο Μοσκοβισί– η Ελλάδα έχει να αντιμετωπίσει ένα τέταρτο κεκαλυμμένο μνημόνιο. Πείτε μου, δεν είναι μνημόνιο όταν περιλαμβάνει μέτρα 5,1 δισεκατομμύρια ευρώ για τα επόμενα χρόνια και ανεβάζει το λογαριασμό στα 14,5 δισεκατομμύρια ευρώ, σχεδόν το 10% του Ακαθάριστου Εθνικού Προϊόντος της Ελλάδας; Δεν χωρούν λοιπόν πανηγυρισμοί, πολύ περισσότερο θριαμβολογίες. Αυτό που χρειάζεται είναι μεταρρυθμίσεις και επενδύσεις στην Ελλάδα. Μόνο έτσι η Ελλάδα θα βγει από τα αδιέξοδά της και από τη μεγάλη, παρατεταμένη κρίση που είχε όλη τη δεκαετία του 1910.

  Roberto Gualtieri, on behalf of the S&D Group. – Mr President, I have to say that I find it a bit surreal that the representative of the party which brought the Greek deficit to 15% and Greece to bankruptcy, instead of apologising, attacks the Commission and does not recognise the important success of this programme.

But let me come back to the programme. The agreement reached by the Eurogroup on the conclusion of the third European Stability Mechanism (ESM) programme and the additional debt relief is a milestone in the process of returning Greece to sustainable growth and to autonomy. It is a great success for the Greek people, who can finally turn the page after many years of hardship and sacrifices, and for the whole of Europe, which, after many mistakes, has proved that it can ensure the integrity of the euro area.

I would like to congratulate the Greek Government, the Greek people, the Eurogroup and its President, Commissioner Moscovici, the ESM and the European Central Bank for their positive engagement in this process. Let me also give a special mention to Declan Costello, who has done excellent work on the ground.

Greece is now exiting the financial assistance programme with an impressive track record of reforms implemented and with an ambitious and socially balanced growth strategy that has to be pursued, and which we should all support with complementary policy actions at EU level in order to further Greek growth potential, employment and social cohesion. Together with the reforms, the significant debt relief – in particular with the cash buffer, the upfront deferral of European Financial Stability Facility (EFSF) interest and amortisation until 2033, and the binding commitment to additional measures if needed – now makes the Greek public debt sustainable. It should allow Greece to regain full access to financial markets.

In this context, while it is important to continue ensuring fiscal sustainability, I regret that the IMF – the IMF, not the Commission – has imposed clearly unnecessary additional fiscal measures in relation to pensions and personal income tax for 2019-2020. This shows why it is important to reform the ESM and, while the outperformance of the primary balance would fortunately allow those measures to be fully offset with the tax and spending package, I think it would be wise to allow Greece to redefine the timing and the nature of such a relevant reallocation of resources.

Finally, we have been closely monitoring the programme. We will do the same with the Enhanced Surveillance framework, ensuring its fairness and ensuring what has been clearly said: it is not a programme.   Bernd Lucke, im Namen der ECR-Fraktion. – Herr Präsident, meine Damen und Herren! Der Kommissar Moscovici hat gesagt: Man darf in der Politik nicht die Unwahrheit sagen, und deshalb möchte ich mal diese unsägliche Schönfärberei beenden, die hier sowohl aus den Worten des Kommissars als auch aus den Worten des Präsidenten der Euro-Gruppe hervorgetreten ist. Was dieses Programm betrifft, so war es ein großer Fehlschlag. Wir haben Griechenland in eine wirtschaftliche Katastrophe hineingetrieben. Wir müssen doch ganz klar sagen, dass der Schuldenstand Griechenlands gemessen an der Schuldenquote im Jahr 2010 bei ungefähr 140 % lag. Dann hat Griechenland einen riesigen Schuldenerlass bekommen von 107 Milliarden Euro – weit größer, als die Staatspleite Argentiniens es gewesen ist, weit größer als jede Staatspleite zuvor. Und heute liegt der Schuldenstand höher – bei 180 %!

Das Einkommen in Griechenland ist um fast 25 % gesunken. Seit Jahren verzichten die Griechen auf 25 % ihres Einkommens – nicht etwa freiwillig, wie es das Wort Verzicht nahelegt, sondern gezwungenermaßen durch die Anpassungsmaßnahmen, die wir ihnen aufoktroyiert haben. Die Staatseinnahmen in Griechenland sind nicht gestiegen. Die gesamte Anpassung des Staatsdefizits ist nur auf der Ausgabenseite zusammengekommen, weil eben alles Mögliche an Staatsausgaben zusammengestrichen worden ist. Aber es ist im griechischen Staatshaushalt nicht gelungen, mehr Einnahmen zu erzielen!

Die notleidenden Kredite in den griechischen Banken sind angestiegen. Die griechischen Banken sind wackelig und instabil. Das ganze griechische Wirtschaftssystem fußt lediglich auf einer zurzeit guten konjunkturellen Lage. Deshalb haben wir mickriges Wachstum von 1,4 %, während die griechischen Nachbarländer Bulgarien, Rumänien, die Türkei mit 4 % oder mit 7 % realem Wachstum aufwarten können.

Griechenland hat die rote Laterne, auch beim Exportwachstum. Alle Nachbarländer wachsen in Bezug auf ihre Exporte stärker, als Griechenland das tut. Griechenland profitiert zurzeit von einem gewissen konjunkturellen Rückenwind, aber das ist auch alles! In dem Augenblick, in dem die Konjunktur einbrechen wird, in dem wir wieder mal eine Rezession bekommen, wird Griechenland wieder in der Krise sein, aus der wir es eben nicht haben retten können, aus der kein Ausweg da ist, solange Griechenland im Euro verharren muss.

  Ramon Tremosa i Balcells, on behalf of the ALDE Group. – Mr President, I would like to congratulate Greece on leaving the bailout regime after eight years. We all know that the reform process has been painful for many Greek citizens, but it is very good news that Greece can stand on its feet.

I would like to ask the Commission and the Greek government to continue the implementation of the approved legislation. Full implementation of EU law will generate convergence in the quality of the interinstitutional framework with the best European countries. It is also the advice of the Liberal Group that the Greek government improve its application of EU law. Delayed payments regulation is a case where the Greek economy would have big dividends to avoid future generation of non-performing loans when the next crisis comes. Moreover, I have seen in the reports provided to the MEPs by the European Parliament that there are EUR 90 billion of unpaid taxes in Greece, so, Mr Centeno, which measures are in place in order to recover these astounding figures? Greek public debt could be lowered very substantially.

It would also be good to understand how revenues from income tax have been lower in 2017 than in 2016, even though the economy of the country is growing. And finally, I would like to call again for the Greek judiciary to drop all charges against Andreas Georgiou. He did his job well when he made public the real figures of Greece’s public debt and deficit 10 years ago. I hope that the path of reforms will continue to grow in the coming years.

  Philippe Lamberts, au nom du groupe Verts/ALE. – Monsieur le Président, huit ans: cela fait huit ans que la Grèce a été placée sous assistance financière par l’Union européenne.

Officiellement, le pays sort aujourd’hui du plan d’assistance, la croissance est de retour, le tourisme reprend, la balance commerciale est en équilibre, tout va bien, sauf que pour nous, ces huit ans apparaissent comme un scandaleux gâchis.

Les partis socialistes et conservateurs grecs ont, pendant des décennies, laissé filer les déficits publics, notamment en négligeant de collecter l’impôt auprès de leur clientèle privilégiée. Ils n’ont pas non plus essayé de moderniser l’économie du pays. Leur responsabilité dans le désastre est écrasante. Mais ils n’étaient pas seuls, car si la Grèce a pu s’endetter au-delà du raisonnable, c’est parce que des banques, et pas seulement grecques, loin de là, ont prêté à la Grèce au-delà du raisonnable. Et c’est en définitive la population du pays qui se trouve à payer le prix de cette double irresponsabilité. D’emblée, en effet, les plans d’assistance successifs ont eu pour objectif unique de protéger les seuls intérêts financiers des créanciers, c’est-à-dire ces banques. Une fois de plus, les contribuables européens ont volé à leur secours.

Pire encore, le remède infligé au pays est un non-sens économique. La Grèce serait censée dégager un surplus primaire substantiel pendant les décennies à venir, ce que même le fonds monétaire international estime totalement impossible. Ce déni de réalité des créanciers européens a des conséquences très directes. Le peuple grec souffre, il meurt. Le taux de suicide a augmenté de 35 % dans le pays depuis 2008, 20 % des Grecs sont en situation d’extrême pauvreté et plus de 400 000 Grecs ont quitté le pays, faute de perspective. Le désespoir de la population est tel que même l’extrême droite néo-nazie est rentrée au Parlement.

Entretemps, les maux endémiques dont souffre le pays – sous-investissement, clientélisme et laxisme fiscal vis-à-vis des plus riches – demeurent.

Alors, qu’aurait-il fallu faire? Premièrement, faire porter aux prêteurs leur part de responsabilité en annulant, comme le voulait le FMI, une partie substantielle de leurs créances.

Deuxièmement, conditionner dès le début, M. Moscovici, pas après huit ans, l’aide européenne à une juste contribution des plus riches et à la mise en place d’une administration fiscale digne de ce nom. L’Union européenne aurait dû mettre ses outils d’investissement au service d’une transition énergétique du pays de manière à rendre la Grèce capable d’être un exportateur net d’énergie électrique de sources renouvelables. Elle aurait pu aussi prendre à sa charge les dépenses liées à l’accueil des réfugiés, dont nous savons que la Grèce accueille plus que sa juste part.

Si rien ne peut effacer les dommages humains considérables subis par la Grèce, il n’est pas trop tard pour que l’Union européenne change de cap et remette la justice et le bon sens économique au centre de la relation qui la lie au berceau de la démocratie.

  Δημήτριος Παπαδημούλης, εξ ονόματος της ομάδας GUE/NGL. – Κύριε Πρόεδρε, όσα μας ανακοίνωσαν σήμερα ο κύριος Centeno και ο κύριος Moscovici, εκ μέρους του Eurogroup και της Επιτροπής, πιστοποιούν η πατρίδα μου η Ελλάδα κάνει ένα μεγάλο θετικό βήμα. Μπαίνουμε σε μια νέα περίοδο, θετικότερη για τη χώρα μου. Όσοι συμβάλαμε σε αυτό το θετικό βήμα και αγωνιστήκαμε γι’ αυτό, νιώθουμε ικανοποίηση αλλά δεν πανηγυρίζουμε. Δεν πανηγυρίζουμε γιατί ένα μεγάλο κομμάτι του ελληνικού λαού υπέφερε πολύ και συνεχίζει ακόμη να υποφέρει από τις οδυνηρές συνέπειες της χρεοκοπίας και των άγριων μνημονιακών μέτρων. Δεν πανηγυρίζουμε γιατί έχουμε πολλά ακόμη να κάνουμε.

Βγάζουμε τη χώρα από τα μνημόνια, αλλά πρέπει να την βγάλουμε οριστικά και από την κρίση και να τη βάλουμε με σιγουριά τα επόμενα χρόνια και τις επόμενες δεκαετίες σε μια λεωφόρο δίκαιης και βιώσιμης ανάπτυξης. Κι αυτό σημαίνει ταχύτερη μείωση της ανεργίας, αύξηση των επενδύσεων, εκσυγχρονισμό της διοίκησης, να τελειώσει επιτέλους το Κτηματολόγιο στην Ελλάδα, που οι προηγούμενες κυβερνήσεις το άφησαν επί 200 χρόνια ανολοκλήρωτο, να καταπολεμήσουμε πιο αποτελεσματικά τη διαφθορά και τη φοροδιαφυγή. Σημαίνει μεγαλύτερη ελευθερία η έξοδος από τα μνημόνια, αλλά και μεγαλύτερη ευθύνη για να διατηρήσουμε νοικοκυρεμένα δημόσια οικονομικά. Και λυπάμαι όταν ακούω τις «Κασσάνδρες των Αθηνών», αυτούς που φταίνε γιατί άφησαν την πατρίδα μου με έλλειμμα 15,1% το 2009 – και τώρα έχουμε, το 2018, πλεόνασμα 0,8% – να καταστροφολογούν και να μοιρολογούν.

Η αλήθεια είναι ότι οι πολιτικές δυνάμεις που ευθύνονται για τη χρεοκοπία και τα μνημόνια στην Ελλάδα νιώθουν λύπη και θυμό και τα βάζουν με τον Centeno και τον Moscovici γιατί είναι αυτή η κυβέρνηση, η κυβέρνηση Τσίπρα, που βγάζει την Ελλάδα από τα μνημόνια και τη χρεοκοπία και τη βάζει σε έναν δρόμο σταθερής και βιώσιμης ανάπτυξης.

  Marco Valli, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, dopo otto anni si è chiuso il programma di aggiustamento macroeconomico della Grecia. Non riesco però a capacitarmi di come qualcuno trovi la ragione di compiacersi e addirittura esultare, perché al di là di quelle stime che poi si rivelano sistematicamente errate e sovrastimate, la troika lascia a tutti gli effetti un paese a pezzi, devastato, spolpato e addirittura umiliato dopo un pesantissimo programma di austerità, privatizzazioni e, soprattutto, svalutazioni dei salari.

Sappiamo bene che quei 270 miliardi di EUR concessi in prestito alla Grecia in cambio di tagli alla spesa e a queste riforme, spesso inutili alla crescita anzi dannose, non sono stati utilizzati per sostenere il popolo greco e per il risanamento dell'economia di quel paese bensì sono serviti a pagare i debiti pregressi nei confronti dei creditori esteri.

Quello che voi chiamate il "programma di salvataggio della Grecia" è stato in realtà un gigantesco bail out mascherato delle banche private francesi e tedesche, fortemente esposte per decine di miliardi di euro in titoli di Stato greci, a carico dei contribuenti dei paesi dell'Eurozona tutta, che nel 2010 non avevano alcuna esposizione nel debito sovrano greco.

In altre parole, Francia e Germania hanno usato il bail out greco per spalmare sui governi dell'Eurozona tutti i rischi derivanti dal sistema speculativo che avevano messo in piedi questi due sistemi bancari sulla Grecia. Il Parlamento, quindi, dovrebbe dire tutta la verità sulla natura di questo salvataggio e sullo stato drammatico in cui versa ancora l'economia greca.

Chiedo a cosa sono serviti i sacrifici se si è passati da un debito del 109% sul PIL nel 2008 a quasi il 180% nel 2016 e che non tende a tutt'oggi a una situazione di rientro. La Grecia ha subito probabilmente il più grande programma di privatizzazioni della storia: aeroporti, porti, ferrovie, immobili storici, aziende turistiche, del gas e dell'acqua sono finiti tutti nelle mani di imprese private, soprattutto tedesche, ma anche di Cina, Qatar e Russia.

Eppure dal 2010 il PIL è crollato del 25%, e così il reddito delle famiglie. Gli investimenti reali sono crollati del 60% dai livelli pre-crisi e rimangono tuttora depressi. Dal 2010 ad oggi le pensioni dei cittadini greci hanno subìto 13 tagli consecutivi, con una perdita totale fino al 70% del loro valore. E non è finita qui, perché all'interno del programma che avete lasciato alla Grecia sono previsti altri tagli e altre misure; la disoccupazione è ancora oltre il 20%, quella giovanile è oltre il 50%. Oltre il 35% della popolazione greca è a rischio di povertà.

Infine, anche la popolazione continua a diminuire, sia per il calo delle nascite, sia per la fuga dei cervelli. In soli otto anni la Grecia ha perso 450 000 cittadini che sono emigrati all'estero.

È questa la vera fotografia della Grecia che dovreste dare e io vi chiedo: sono questi i risultati dell'Unione europea?

  Barbara Kappel, im Namen der ENF-Fraktion. – Herr Präsident, Herr Kommissar, Herr Präsident Centeno! Mit einem Kapitalpuffer von 15 Milliarden Euro und einer Laufzeitstreckung von zehn Jahren haben die Euro-Finanzminister Griechenland aus dem dritten Hilfspaket entlassen. Insgesamt sind seit 2010 274 Milliarden Euro an Hilfsgeldern an Griechenland geflossen. Im Gegenzug mussten schmerzhafte Reformen umgesetzt werden – wir haben das heute mehrfach gehört –, um das Land wieder auf Wachstumskurs zu bringen.

Ein Primärüberschuss von 3,5 % und ein Wirtschaftswachstum von 1,8 % können aber nicht darüber hinwegtäuschen, dass die Arbeitslosigkeit in Griechenland nach wie vor über 20 % ist, der Braindrain von jungen Leuten anhält und die Staatsverschuldung bei waghalsigen 178 % liegt. Die Steuerbelastung in Griechenland ist heute so hoch wie in Skandinavien, während die Leistungen der öffentlichen Hand auf Balkan-Niveau liegen und die Einkommen niedriger sind als in Schwellenländern. Massive Einkommens- und Pensionskürzungen bei gleichzeitigen Steuererhöhungen haben den Mittelstand dramatisch geschwächt.

Vor diesem Hintergrund besteht die Gefahr, dass die Regierung Tsipras Reformen zurücknimmt, sobald das Sparregime zu Ende geht und die Regierung sich nach dem 20. August wieder am Kapitalmarkt refinanzieren kann. Das wird allerdings zu höheren Spreads und auch zu teureren Finanzierungen führen, was die Wettbewerbsfähigkeit weiterhin schwächen wird. Und ich möchte noch einmal anführen, dass der letzte Global Competitiveness Report sagt, dass Athen gerade in den Kategorien Finanzmarktentwicklung, Arbeitsmarkteffizienz und makroökonomisches Umfeld auf den hintersten Rängen liegt. Hier ist anzusetzen, um wieder eine Wettbewerbsfähigkeit herzustellen.

  Σωτήριος Ζαριανόπουλος (NI). – Κύριε Πρόεδρε, καθένας που μιλά για τέλος του μνημονίου στην Ελλάδα, όπως ΣΥΡΙΖΑ-ΑΝΕΛ, προκαλεί τον λαό με απίθανα ψέματα. Στο Εurogroup συναποφασίστηκε ένα μεταμνημονιακό μνημόνιο. Αυτή είναι η δίκαιη ανάπτυξη κατά την ευρωενωσιακή κανονικότητα που υπόσχεται στους βιομήχανους και τους δανειστές πως όλα τα μνημόνια θα ισχύουν και θα προστίθενται και νέα αντιλαϊκά μέτρα δίχως τέλος, με μισθούς ψίχουλα, συλλογικές συμβάσεις και εργασιακές σχέσεις λάστιχο, θυσία στα επιχειρηματικά κέρδη, ματωμένα πλεονάσματα επί 40 χρόνια για το χρέος και την ενίσχυση του κεφαλαίου, τσεκούρεμα κοινωνικών παροχών και ένταση πλειστηριασμών.

Είναι άθλια η κυβερνητική κοροϊδία. Όχι αν, αλλά πότε θα εφαρμοστεί η εικοστή τέταρτη νομοθετημένη περικοπή συντάξεων και μείωση αφορολόγητου. Η εποπτεία όχι μόνο των θεσμών, κυρίως του κεφαλαίου, δεν καταργείται. Μονιμοποιείται. Ο λαός να μην εγκλωβιστεί σε κάλπικες διαχωριστικές γραμμές μεταξύ δήθεν προόδου ΣΥΡΙΖΑ και συντήρησης Νέας Δημοκρατίας η άλλη. Το σύστημα βρήκε και θα ξαναβρεί τον επόμενο χρήσιμο για τη συνέχιση της ίδιας βαρβαρότητας, όπου όλοι συμφωνούν. Ο λαός να βρει τον δικό του δρόμο για κατάργηση μνημονίων και ανάκτηση απωλειών, με οργάνωση και αγώνα, με συμπόρευση με το Κομμουνιστικό Κόμμα Ελλάδας.

  Markus Ferber (PPE). – Herr Präsident, liebe Kolleginnen und Kollegen! Am 22. Juni 2018 hat die Euro-Gruppe die Weichen für das Ende des dritten Anpassungsprogramms gestellt. Damit kommt ein Prozess zum Ende, der vor acht Jahren begonnen hat, und, Herr Kollege Gualtieri, damals hat eine Partei regiert, die PASOK hieß und mit ihnen verbandelt ist, dies nur als Randbemerkung. Und seit acht Jahren haben wir dieses Hilfsprogramm.

Es wurden sicherlich die Weichen in die richtige Richtung gestellt, aber ich möchte vor übertriebener Euphorie warnen. Zum einen wird sich das Ganze nur dann auszahlen, wenn Griechenland den Weg von fiskalischer Vernunft und den Fokus auf Wettbewerbsfähigkeit behält und diesen Weg weiter beschreitet.

Zum anderen gibt es nach wie vor große Probleme im Bankensektor. Ein ganz starker Indikator dafür ist ja die Tatsache, dass es immer noch Kapitalverkehrskontrollen gibt. Ein Land, das an den Kapitalmarkt zurückkehren möchte, sollte ja eigentlich keine Kapitalverkehrskontrollen mehr haben. Hier zeigen sich auch noch die Altlasten der Krise, denn zu Beginn der Krise wurde extrem viel Kapital aus Griechenland ins Ausland transferiert. Bei unserem Besuch letzte Woche wurde uns mitgeteilt, dass nach wie vor über 50 % dieses Kapitals nicht nach Griechenland zurückgeflossen sind. Das schwächt natürlich die Einlagenbasis der Banken nach wie vor. Diese schwache Einlagenbasis, gemeinsam mit dem immer noch hohen Bestand an ausfallgefährdeten Krediten in den Bilanzen griechischer Banken, sorgt dafür, dass sich griechische Unternehmen kaum zu vertretbaren Konditionen refinanzieren können. Der günstige Leitzins der EZB kommt bei griechischen Unternehmen schlichtweg nicht an. Selbst gut aufgestellte, solvente Unternehmen – so konnte ich mir das vor Ort selber anschauen, bekommen Kredite immer noch mit einem Zinssatz von rund 5 %, das ist deutlich höher als im Durchschnitt der Europäischen Union und des Euro-Währungsgebiets.

Deswegen ist es ganz entscheidend, dass die griechische Bankenaufsicht die Defizite in den griechischen Bankbilanzen angeht, und dabei muss auch die Bankenaufsicht ihren Beitrag leisten.

  Pervenche Berès (S&D). – Monsieur le Président, Monsieur le Président de l’Eurogroupe, Monsieur le Commissaire, nous voici réunis après les conclusions de l’Eurogroupe du 21 juin, qui marquent la fin d’une longue période qui a vu la Grèce subir plusieurs programmes, sur une longue durée et avec beaucoup d’intensité. Je crois que c’est un moment qu’il faut saluer.

Nous étions, avec une délégation du Parlement, en Grèce la semaine dernière, et on peut dire que là-bas, quelque chose a changé et, dans ce quelque chose qui a changé, l’idéologie n’est peut-être pas là où on le croit. On a parfois l’impression, voire la certitude, d’un gouvernement parfaitement maître de son navire, en responsabilité, négociant avec les instances internationales et d’une opposition qui continue à mettre de l’huile sur le feu, une opposition qui préfère voir la Grèce devoir souscrire une nouvelle ligne de crédit, plutôt que d’accepter une prolongation de la maturité en Grèce. Sur la scène européenne, une opposition qui préfère continuer à penser que ce serait bien d’avoir un programme pour la Grèce, pour ne pas faire confiance à ce gouvernement, alors même qu’il a démontré, jour après jour, sa capacité à mener les réformes.

Alors bien sûr, tout n’est pas parfait. Il faudra qu’en Grèce, la question de la collecte de l’impôt reste une priorité. Il ne faudra pas procéder à une redéfinition des conditions de la fiscalité, mais bien à une continuation de l’amélioration de la collecte.

Bien sûr, il nous faut aussi tirer des enseignements. Il faudra aider la Grèce à développer des projets, à faire en sorte qu’il y ait une capacité administrative, à financer et à soutenir l’investissement national.

Bien sûr, il faut aussi que la Grèce retrouve un espace de politique budgétaire contracyclique, c’est l’espace que les conclusions du 21 avril ont permis. Mais il nous faut aussi, pour nous, tirer des leçons, car nous ne pourrons pas recommencer des programmes dans d’autres pays comme nous l’avons fait en Grèce. Je n’espère pas que cela advienne, mais si cela doit advenir, il faudra être plus prudent sur le coût social et économique de tels programmes de redressement.

Et puis, cette crise n’a jamais été une crise seulement de la Grèce, c’est aussi une crise qui dit quelque chose sur le fonctionnement de la zone euro, sur la nécessité d’avoir une capacité de stabilisation, une capacité d’investissement. C’est tout le débat sur l’avenir de la zone euro, que nous devons à nouveau mettre sur le chantier.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, κύριε Centeno, παρότι προσπαθήσατε να δημιουργήσετε μαγική εικόνα, ο ελληνικός λαός γνωρίζει από τη σκληρή του εμπειρία ότι τα μνημόνια απέτυχαν. Με τα τρία μνημονιακά δανειακά πακέτα, η Ελλάδα έλαβε 240 δισεκατομμύρια ευρώ. Πού πήγαν τα λεφτά, κύριε Centeno; Πού πήγαν τα 240 δισεκατομμύρια ευρώ, κύριε Moscovici; Γιατί, αν είχαν πέσει στην ελληνική οικονομία, η χώρα θα είχε απογειωθεί. Πήγαν για να εξοφλήσουν τα παλιά δανεικά, πήγαν για να σώσουν τις ξένες τράπεζες, όπως ομολόγησε ανενδοίαστα ο κύριος Dijsselbloem, απαντώντας σε ερώτησή μου.

Έτσι, με τα μνημόνια, η Ελλάδα μετατράπηκε σε ένα απέραντο κοινωνικό νεκροταφείο, με στρατιές φτωχών και ανέργων, με εξαθλιωμένους συνταξιούχους, με τους νέους μας να μεταναστεύουν. Με τη συμφωνία του Εurogroup, της 21ης Ιουνίου, επιβάλλεται διαρκής λιτότητα και ξεπούλημα της δημόσιας περιουσίας από το Κατοχικό Ταμείο που θα λειτουργεί για 99 χρόνια. Επιβάλλονται άπιαστα πρωτογενή πλεονάσματα, 3,5% μέχρι το 2022, 2,2% μέχρι το 2060. Επιβάλλεται μείωση συντάξεων το 2019, μείωση αφορολογήτου το 2020. Και όλα αυτά την ώρα που οι δανειστές αντί να καταβάλουν όλο το δανειακό κεφάλαιο των 86 δισεκατομμυρίων, ενθυλάκωσαν 24 δισεκατομμύρια ευρώ, τα οποία μπορούσαν να χρησιμοποιηθούν, κύριε Centeno, για την ανακεφαλαιοποίηση του ασφαλιστικού συστήματος, για τη λύση του προβλήματος των κόκκινων δανείων, για τη δημιουργία θέσεων εργασίας.

Να γνωρίζετε λοιπόν, κύριε Centeno και κύριε Moscovici, ότι ο ελληνικός λαός δεν πρόκειται να ανεχθεί τη μνημονιακή θηλιά που του έχετε περάσει και σύντομα θα σας στείλει το μήνυμα. Να το γνωρίζετε αυτό.

  Wolf Klinz (ALDE). – Herr Präsident, liebe Kolleginnen und Kollegen! Ich bin in der letzten Woche in Athen gewesen, um mich persönlich vom Zustand, von der Lage der Wirtschaft des Landes zu überzeugen. Mein anfänglicher Optimismus ist nach Gesprächen mit Vertretern der Regierung und des Parlaments relativ schnell einer nüchternen Skepsis gewichen. Wie kann man auch ein Land als gerettet und saniert betrachten, das zu Beginn der Krise Schulden in Höhe von 110 % des Bruttosozialprodukts hatte und am Ende, nach der sogenannten Sanierung, von 180 %?

Die Regierung rechnet damit, dass sich die Wirtschaft in den nächsten Jahren positiv entwickelt. Diese Vorschau baut auf Annahmen auf, die sehr, sehr positiv sind, meiner Meinung nach unrealistisch. Ein sehr hoher Primärüberschuss soll dazu führen, dass die Märkte das Vertrauen in die Schuldentragfähigkeit des Landes wiedererlangen. Die Ratingagenturen geben nach wie vor dem Land Griechenland nur den Ramschstatus. Außerdem glaubt die Regierung, dass das Umfeld nach wie vor positiv bleibt, dass die Zinsen niedrig bleiben und dass sie erfolgreich Maßnahmen umsetzen kann auf dem Sektor der Rentenkürzung – leider – und der Steuer, und dies alles in einer Zeit, wo demnächst wieder Wahlen stattfinden. Wir wissen aus Erfahrung, dass in diesen Zeiten Maßnahmen sehr schwer umzusetzen sind.

Ich glaube im Gegensatz zu Kommissar Moscovici, dass die Regierung Griechenlands sehr schnell wieder bei der EU anklopfen wird, um neue Rettungsmaßnahmen zu erwirken, und das vor allem dann, wenn die 15 Milliarden Euro an Barmitteln ausgegeben sind, die es jetzt aus dem Rettungsprogramm bekommen hat.

Fazit: Wir brauchen dringend eine Insolvenzordnung für Staaten des Euro-Währungsgebiets.

  Κώστας Χρυσόγονος (GUE/NGL). – Κύριε Πρόεδρε, οι δηλώσεις ευρωπαίων αξιωματούχων, μετά την τελευταία συνεδρίαση του Εurogroup, παρουσιάζουν μια εξωραϊσμένη εικόνα της ελληνικής οικονομίας, προκειμένου να δημιουργήσουν μια επίφαση επιτυχίας των μνημονιακών συνταγών της τελευταίας οκταετίας. Η πραγματικότητα, όμως, είναι ότι, ενώ το ελληνικό κράτος έχει σταματήσει να παράγει ελλείμματα, το Ακαθάριστο Εγχώριο Προϊόν παραμένει στάσιμο κατά την τελευταία πενταετία, αφού την προηγούμενη πενταετία, από το 2008 έως το 2013, είχε παρουσιάσει τρομακτική μείωση, κατά σχεδόν 25%.

Η ανυπαρξία ανάπτυξης συνεπάγεται αδυναμία πραγματικής βελτίωσης της σχέσης δημοσίου χρέους προς το ΑΕΠ της χώρας, με αποτέλεσμα να μην επιλύεται το πρόβλημα της υπερχρέωσης, παρά μόνο να μετατίθεται για το μέλλον, με αλλεπάλληλες παρατάσεις. Εάν οι δανειστές θέλουν να ορθοποδήσει η Ελλάδα, πρέπει να μειώσουν τις μακροπρόθεσμες απαιτήσεις τους για πρωτογενή πλεονάσματα, σε επίπεδο όχι ανώτερο του 1% του ΑΕΠ ετησίως, έτσι ώστε να σταματήσει η υπερφορολόγηση που σκοτώνει την ανάπτυξη.

  Patrick O’Flynn (EFDD). – Mr President, reading the latest OECD summary of the Greek economy yields a very telling sentence: ‘Continuing high excess capacity will limit price and wage pressure’. What ‘high excess capacity’ really means is unemployment at 21%. In my country that would equate to more than six million people out of work, and yet this is Greece’s third adjustment programme.

Greek citizens will be forgiven for asking when the adjustment – now rebadged as enhanced surveillance – will be over because adjustment is, of course, another euphemism. It has meant mass unemployment, tax rises, collapsing public services, rock bottom wages, soaring child poverty and a huge rise in premature deaths. All because the high priests of European integration wish to keep Greece locked into a currency, the euro, that is totally unsuited to its economic needs. With Brexit, the trade war with Trump and the migration crisis, the state of the Greek economy has dropped down the pecking order of EU problems. That does not make it any prettier to watch.

The European Union should drop the idiotic idea driven by integrationist ideology that it is sensible to lock Greece and other southern members into a currency union with Germany. Economic activity in Greece, and in Italy too, is artificially depressed by an overvalued currency. As a result, human talent is wasted and human misery increased.

  Steeve Briois (ENF). – Monsieur le Président, Monsieur Moscovici, avec la fin du troisième programme d’ajustement économique en Grèce, l’heure est donc au bilan. Et derrière ce terme pompeux et technocratique, il y a une réalité, celle de la purge d’austérité budgétaire que la Grèce a été tenue d’appliquer en contrepartie d’un allégement de sa dette.

L’objectif a donc été atteint pour votre Commission et pour la BCE, mais à quel prix? La volonté de l’Union européenne était claire: il fallait coûte que coûte sauver l’euro afin de préserver les intérêts des marchés financiers.

Soyez honnête, le but de l’Union européenne n’était pas de sauver la Grèce et son peuple. L’économie grecque a été dépecée par les privatisations, son modèle de protection sociale ravagé par les coupes budgétaires, bref, toute une génération a été sacrifiée pour garantir la viabilité de la zone euro. Depuis 2010, les salaires ont chuté de 35 %, les pensions de retraite de 45 %, le PIB de 27 % et les investissements de 60 %.

Dans ces conditions, deux conclusions s’imposent: l’euro et l’austérité sont indissociables, démontrant ainsi la nocivité de la monnaie unique. Quant à M. Tsipras, il est passé de la gauche révolutionnaire à la soumission à la troïka.

  Λάμπρος Φουντούλης (NI). – Κύριε Πρόεδρε, πρόεδρε Centeno, Επίτροπε Moscovici, δείξατε απόλυτα ικανοποιημένοι με την ολοκλήρωση του τρίτου προγράμματος οικονομικής προσαρμογής για την Ελλάδα. Πιστεύετε πως η χώρα θα επιστρέψει στην κανονικότητα και την ευημερία, ενώ δυσβάσταχτα οικονομικά μέτρα δεν έχουν εφαρμοστεί ακόμα και περιλαμβάνουν επιπλέον περικοπή 18% των ήδη μειωμένων κατά 45%-50% συντάξεων από 1/1/2019, μείωση του αφορολόγητου περίπου στις 5.000 χιλιάδες από το 2020, αύξηση του ΕΝΦΙΑ και αύξηση φόρων και ασφαλιστικών εισφορών; Ενώ οι άλλες χώρες είναι υποχρεωμένες να δέχονται δύο ετήσιους ελέγχους από την Επιτροπή και τον ESM, για την Ελλάδα θα προβλέπονται τέσσερις στο πλαίσιο της ενισχυμένης επιτήρησης κι αυτό είναι κάτι που θα συνεχιστεί μέχρις ότου αποπληρωθεί το 75% του χρέους που ανέρχεται σε 230 δισεκατομμύρια. Πρωτογενή πλεονάσματα 3,5% έως το 2022 και 2,2% έως το 2060. Μα σε ποια χώρα του κόσμου έχουν επιτευχθεί τέτοια πλεονάσματα;

Κύριε Centeno, έχετε καταφέρει εσείς και οι υπόλοιποι εκπρόσωποι των θεσμών, με τη συνεργασία μιας ήδη ουσιαστικά έκπτωτης κυβέρνησης στην Ελλάδα, να δεσμεύσετε τη χαρά μου εσαεί με μία σειρά νέων μέτρων, τα οποία είναι καταδικασμένα να αποτύχουν, όπως και τα προηγούμενα που επιβάλατε. Ο ελληνικός λαός δεν θα σας το επιτρέψει.

  Dariusz Rosati (PPE). – Mr President, Greece is about to complete successfully the latest European Stability Mechanism (ESM) assistance programme after more than eight years of strenuous efforts to stabilise public finances and overcome deep recession. More than EUR 240 billion has been disbursed by the euro area Member States to assist Greece since 2010, an impressive proof of European solidarity.

Thanks to that, the Greek drama is coming to an end, hopefully, although many doubts have been expressed – including in this House – as to whether this will indeed be the positive scenario. However, as we see it today, the Greek economy is back on the path of growth and the fiscal primary balance turned into a solid surplus of 4% of GDP, which acts as a buffer and a protection against future shocks.

At the same time, a number of important reforms have been implemented, including in the areas of the labour market, tax collection, sustainable pensions and bank restructuring. Let me congratulate our Greek friends on those remarkable achievements. However, one of the reasons for that was the decision by the Greek Government not to leave the euro area, despite many calls to the contrary. Today we heard voices claiming that it is because of euro area membership that the Greek economy has suffered so much, but I am of a different opinion. Had Greece decided to leave the euro area, the implications would have been truly catastrophic: even deeper recession, higher unemployment, hyperinflation, mass bankruptcies, the collapse of the banking sector and, of course, not a single euro of assistance from the euro area.

However, while celebrating the completion of the ESM programme, we have to emphasise that a lot remains to be done. The Greek economy still remains very fragile. That is why I welcome the decision by the Eurogroup to provide further support to Greece, including three important measures: the abolition of the step—up interest rate, the transfer of Securities Markets Programme (SMP) profit to Greece and, finally, a further deferral of the European Financial Stability Facility (EFSF) repayments by 10 years. I wish our Greek friends good luck for the future.

  Agnes Jongerius (S&D). – Voorzitter, afgelopen week was er een opgeluchte stemming in Europa, omdat het derde steunprogramma in augustus afloopt. Maar is het nu echt terecht dat we in een jubelstemming vervallen? De signalen lijken op groen te staan voor Griekenland: de werkloosheid daalt en het land heeft dit jaar inderdaad een begrotingsoverschot, maar hebben de steunpakketten nu echt geholpen?

Meneer Moscovici wees op de sociale maatregelen in het derde steunprogramma, maar deze waren beperkt en de jeugdwerkloosheid is met 42 % nog steeds torenhoog. De Griekse schuld is de hoogste in Europa en die schuld zal nog jarenlang als een strop om de nek van de Griekse bevolking hangen. Je merkt dat de Griekse ziekenhuizen onderbemand zijn, dat de apparatuur verouderd is en dat de koopkracht van de Griekse bevolking met een heel groot percentage is gedaald.

Dat brengt mij tot mijn vraag. De lonen zijn de afgelopen jaren soms wel gehalveerd, mede doordat het systeem van sectorale collectieve onderhandelingen is afgebroken. Meneer Centeno, u heeft ook ervaring met het Portugese steunprogramma. Jullie weten ook beiden dat er nu, zelfs door de IMF, gepleit wordt voor een verhoging van de lonen in Europa. Mijn vraag is dus: welke lessen trekt u nou uit de situatie in Europa waarin in Griekenland, maar ook in andere programmalanden, de vakbonden buitenspel zijn gezet, mensen geen onderhandelingsmacht meer hebben en uiteindelijk met niet leefbare lonen achterblijven? Hoe voorkomen we een dergelijk drama in de toekomst?

  Sander Loones (ECR). – Voorzitter, in de eurozone was Griekenland zeer lang de lont in het kruitvat. Die lont is nu weggehaald dankzij harde, moeilijke hervormingen door Griekenland. Ook dankzij de grote financiële steun van de andere partners in de eurozone is Griekenland vandaag geen acuut gevaar meer. Dat is een goede zaak.

De lont is eruit, maar het kruitvat staat er wel nog altijd. Dat zal de volgende stap moeten zijn. De lont eruit, maar nu ook het kruit uit dat kruitvat halen, zodat die eurozone stabieler wordt. Want laat ons ons niet vergissen: Griekenland, dat was een beheersbare crisis. Als er een grotere lidstaat in de problemen zou komen, zouden we nog eens wat anders zien.

Dat is de reden waarom sommigen zeggen dat er een eurozonebegroting zou moeten komen: om schokken op te vangen. We weten waar dat toe zal leiden: tot permanente transfers, waarbij Noord-Europese landen worden gepluimd en Zuid-Europese landen in een soort afhankelijkheidseconomie worden gestopt. Dat is niet de oplossing.

Laat ons de andere oplossing kiezen. Laat ons verantwoordelijkheid versterken, de no-bail-out-clausule opnieuw invoeren en afdwingen, kiezen voor duidelijke begrotingsregels die we eindelijk afdwingbaar maken. Alsjeblieft.

  Nils Torvalds (ALDE). – Mr President, I have a thorough Hellenophilic upbringing because my father was a great admirer of antique Greece. One of his books was called At the Sources and was about places he went to in Greece. However, it doesn’t help to know that the Battle of Marathon took place 2 508 years ago if you aren’t able to run the marathon of economic recovery.

In this respect I congratulate the Greek people for what they have achieved during recent years. But at the same time, I would like to remind the Members of the House of the debate we had about the Troika report, with Othmar Karas. If Greece had been forced to follow the bad advice we heard from the left and the right, the situation today would be even worse. So please, use the mirror sometimes: in future, look to yourself and see what you have said.

  Σοφία Σακοράφα (GUE/NGL). – Κύριε Πρόεδρε, να επιστρέψει η Γερμανία το κατοχικό δάνειο και τις αποζημιώσεις για τις καταστροφές που προκάλεσε και η Ελλάδα θα επανέλθει στην κανονικότητα. Γιατί η δική σας κανονικότητα είναι θηριώδη πρωτογενή πλεονάσματα για ακόμα είκοσι χρόνια, δηλαδή διαρκής φτωχοποίηση και εξαθλίωση του λαού. Ενισχυμένη εποπτεία, δηλαδή αυστηρή Επιτροπεία, δηλαδή κατάργηση, στην πράξη, των δημοκρατικών θεσμών. Οι δανειστές αποφασίζουν για όλα. Ρύθμιση χρέους, μια λογιστική αλχημεία εξωραϊσμού, δηλαδή κοροϊδία ενόψει του εκρηκτικού κινδύνου της Ιταλίας. Μεταρρυθμίσεις, δηλαδή διαρκές ξεπούλημα του δημόσιου πλούτου. Μέχρι και η Ευρωπαϊκή Επιτροπή Ανταγωνισμού, παραδείγματος χάρη, θεώρησε εξευτελιστικό το τίμημα παραχώρησης του Εθνικού Αερολιμένα.

Αυτή είναι η κανονικότητα στην οποία επαίρεστε ότι οδηγήσατε την Ελλάδα. Σε αυτή την κανονικότητα υπερηφανεύεται ότι οδηγεί την Ελλάδα, μετά την έξοδο από τα μνημόνια, ο «Αριστερός» Πρωθυπουργός της. Αυτή είναι η κανονικότητα που εσείς προτείνετε στους λαούς της Ευρώπης. Το ότι μπορείτε σήμερα να την επιβάλλετε δεν αναιρεί τα τραγικά αποτελέσματα που παράγει. Είναι τόσο χυδαία απεχθής αυτή η κανονικότητά σας για να είναι οριστική, που δεν μπορώ σαν πολίτης και σαν πολιτικός παρά να είμαι απέναντι, μαζί με όλους όσους αντιστέκονται απέναντι σε αυτή.

  Jörg Meuthen (EFDD). – Herr Präsident, liebe Kollegen! Halleluja! Griechenland ist gerettet! Schon wieder. Und wirklich das letzte Mal. Versprochen. Die Realität lässt sich nicht durch Nebelkerzen wie die hier von Kommissar Moscovici verkündeten ignorieren. Griechenland ist mit 180 % seines Bruttoinlandsprodukts überschuldet. Griechenlands Banken haben nach wie vor einen riesigen Berg notleidender Kredite. Was hier als Erfolg verkauft wird, ist schlicht lächerlich!

Wir haben von Anfang an gesagt: Wir wollen keine bail-outs, weil es falsche Anreize setzt, weil wir nicht wollen, dass Deutschland und die Kommission Europa mit Zuckerbrot und Peitsche regieren. Staaten müssen insolvent gehen können, weil sie souverän und daher selbst verantwortlich sind, auch in der Eurozone. Acht Krisenjahre und kein bisschen Fortschritt für ein Staatsinsolvenzregime. Das wird sich rächen. Denn die Eurozone ist kaputt. Wer sich mit Geldpolitik auskennt, weiß das! Wer Bankbilanzen lesen kann, auch.

Deswegen sage ich Ihnen: Feiern Sie lieber nicht. Sobald die Eurokrise wiederkommt – und das wird sie –, werden wir hier wieder über Griechenland diskutieren. Und sobald das Ende des Euros näher rückt, werden Sie denken, aber nicht sagen: Die von der Alternative für Deutschland, die haben damals doch recht gehabt.

  Γεώργιος Κύρτσος (PPE). – Κύριε Πρόεδρε, θέλω να αξιοποιήσω την παρουσία του κυρίου Centeno, για να θέσω ερωτήματα που απασχολούν την ελληνική κοινή γνώμη. Πρώτον, θα ήθελα να μάθω γιατί εγκαταλείφθηκε η γαλλική πρόταση που συνέδεε τον ρυθμό ανάπτυξης της ελληνικής οικονομίας με το ύψος των τοκοχρεολυτικών υποχρεώσεων του ελληνικού Δημοσίου. Ήταν καλή γιατί μείωνε την πίεση στην οικονομία και τους πολίτες. Δεύτερον, καλωσορίζω την επιστροφή των κερδών των κεντρικών τραπεζών από τις αγοραπωλησίες ελληνικών ομολόγων, σε ύψος 4 έως 5 δισεκατομμυρίων ευρώ, όμως το ποσό είναι το μισό από αυτό που προβλεπόταν στο δεύτερο πρόγραμμα-μνημόνιο και η διαφορά 4 έως 5 δισεκατομμύρια ευρώ είναι εξαιρετικά πολύτιμη για την ελληνική οικονομία. Τρίτον, ενώ η ελληνική κυβέρνηση εφάρμοσε και δεσμεύτηκε να εφαρμοστούν περισσότερα μέτρα από ό,τι είχε αρχικά προβλεφθεί, η Ελλάδα πήρε τελικά 24 δισεκατομμύρια ευρώ λιγότερα από ό,τι προέβλεπε το τρίτο δανειακό πρόγραμμα. Η διαφορά είναι μεγάλη και κάνει τη ζωή μας δύσκολη. Για παράδειγμα, η Τράπεζα της Ελλάδος έχει υπολογίσει ότι με 14 δισεκατομμύρια ευρώ θα μπορούσαν να τακτοποιηθούν το 70% των κόκκινων δανείων και έτσι να βγουν κερδισμένοι οι δανειολήπτες και η οικονομία. Τέταρτον, το Διεθνές Νομισματικό Ταμείο δεν συμμετέχει στη χρηματοδότηση του ελληνικού χρέους, στέλνοντας το μήνυμά του στις αγορέ. Το Εurogroup, όμως διατηρεί όλα τα νέα μέτρα μείωσης συντάξεων – γι’ αυτό άλλωστε τσακωνόμαστε πολιτικά – κατάργηση επιδομάτων, αύξηση φορολογίας – κι αυτό είναι ένα τεράστιο πρόβλημα – που είχαν συνδεθεί με την παρουσία του Διεθνούς Νομισματικού Ταμείου.

Δημιουργείται έτσι, σε συνδυασμό με την καθυστέρηση στην εφαρμογή των προαπαιτούμενων, μια αξιοπερίεργη κατάσταση με εμάς να συζητάμε το τέλος του προγράμματος και εκατομμύρια έλληνες πολίτες να ετοιμάζονται να πληρώσουν τον λογαριασμό των νέων μέτρων και του ετεροχρονισμού δεκάδων προαπαιτούμενων. Δημιουργείται έτσι μία κρίση αξιοπιστίας, η οποία έχει σχέση με τους ευρωπαϊκούς θεσμούς, με την κυβέρνηση και – δεν το κρύβω – με το πολιτικό σύστημα στο οποίο πρωταγωνιστεί και το κόμμα στο οποίο ανήκω, διότι εμείς συζητάμε σαν να γίνεται κάτι εξαιρετικά καλό – υπάρχει πρόοδος, το αναγνωρίζω – αλλά δείχνουμε να περιφρονούμε τα προβλήματα του μέσου πολίτη.

  Pedro Silva Pereira (S&D). – Senhor Presidente, Mário Centeno, este acordo sobre a Grécia a que o Eurogrupo chegou, sob a sua liderança, é uma boa notícia não só para a Grécia mas para a zona euro. Não há acordos perfeitos, este também não o será. Porventura, vai longe demais nas metas orçamentais, fica aquém do necessário nas medidas de sustentabilidade da dívida no longo prazo. Mas o essencial é que este acordo põe fim ao programa de assistência financeira à Grécia ao fim de oito longos e difíceis anos, reforça o apoio financeiro de modo a dar confiança à economia grega e, finalmente, promove uma importante reestruturação da dívida pública que teve de vencer muitas resistências.

Por isso, o povo grego merece o nosso respeito pelos sacrifícios que fez, o Governo grego merece o nosso reconhecimento por ter tido sucesso onde a direita falhou e o senhor, como presidente do Eurogrupo, merece o nosso apoio por ter conseguido este acordo a favor da Grécia e da zona euro.

  Pirkko Ruohonen-Lerner (ECR). – Arvoisa puhemies, vuonna 2010 Suomen eduskunnassa keskusteltiin ensimmäistä kertaa Kreikan talouskriisistä ja sille suunnitelluista tukipaketeista. Tuolloin valtiovarainministeri Katainen vakuutti minulle hallituksen ajaneen linjaa, jonka mukaan Kreikan pitää hoitaa omat asiansa kuntoon. Toisin kuitenkin kävi, sillä Kreikalle alettiin räätälöidä hätälainoja.

Nyt, kahdeksan vuotta myöhemmin, Kreikalla on velkaa lähes 350 miljardia euroa. Summasta 260 miljardia on tullut euromailta ja Kansainväliseltä valuuttarahastolta. Lainojen vastineeksi kreikkalaiset ovat joutuneet leikkaamaan eläkkeitä, palkkoja ja koko julkista sektoria, mutta paljon on vielä tehtävää esimerkiksi harmaan talouden kitkemisessä.

Kreikan turismi elpyy ja maahan odotetaan tänä vuonna 32:ta miljoonaa matkailijaa. Toivottavasti he kaikki osaavat vaatia kuittia joka ikisestä maksutapahtumasta. Näin he voivat omalta osaltaan edistää Kreikan talouskasvua ja verokertymiä. Tavoitteena on tietenkin se, että Kreikka maksaa kaikki velkansa takaisin.

  Νικόλαος Χουντής (GUE/NGL). – Κύριε Πρόεδρε, στο όνομα του χρέους, με τα τρία μνημόνια επιβλήθηκε στον ελληνικό λαό η πιο σκληρή λιτότητα όλων των εποχών σε περίοδο ειρήνης. Όχι βέβαια για να σωθεί η Ελλάδα από τη χρεοκοπία, αλλά, όπως ομολόγησαν οι προκάτοχοί του κυρίου Centeno και του κυρίου Moscovici, δηλαδή οι κύριοι Dijsselbloem και Olli Rehn, για να σωθούν οι ευρωπαϊκές τράπεζες και το ευρώ. Τα αποτελέσματα για την Ελλάδα: το χρέος αυξήθηκε, τα εισοδήματα μειώθηκαν, η ανεργία εκτινάχθηκε, συνθήκες Μεσαίωνα στην αγορά εργασίας.

Το τρίτο μνημόνιο επιβλήθηκε με τη νεοφιλελεύθερη μετάλλαξη της κυβέρνησης ΣΥΡΙΖΑ, ενώ ο ελληνικός λαός με το δημοψήφισμα του 2015 είχε απορρίψει τη βαρβαρότητα των πολιτικών σας. Η επίσημη λήξη δεν σημαίνει τον τερματισμό της λιτότητας και της επιτροπείας. Η συμφωνία του Εurogroup επισημοποιεί την υποταγή κάθε ελληνικής κυβέρνησης στα υπερβολικά πλεονάσματα, στις περικοπές των κοινωνικών δαπανών, στις ιδιωτικοποιήσεις, στη συντριβή των εργασιακών δικαιωμάτων για τα επόμενα 45 με 50 χρόνια τουλάχιστον.

Πάνω σε αυτά τα οικονομικά και κοινωνικά ερείπια πανηγυρίζετε και συγχαίρετε εαυτούς και αλλήλους, κυρίε Centeno και κύριε Moscovici, αλλά ο ελληνικός λαός δεν θα σταματήσει να αγωνίζεται για δημοκρατία, αξιοπρέπεια και για το μέλλον των παιδιών του, να αγωνίζεται για να ξεφύγει από τη φυλακή της νεοφιλελεύθερης και αυταρχικής ευρωζώνης και Ευρωπαϊκής Ένωσης.

  Rosa D'Amato (EFDD). – Signor Presidente, onorevoli colleghi, abbiamo ascoltato anche qui e letto nei media i toni trionfalistici sull'addio della Grecia alla troika: ma almeno qui diciamoci la verità. Cosa ha ottenuto la Grecia?

Niente per il taglio del debito: la Germania non vuole, però ha ottenuto di posticipare di 10 anni la restituzione di 110 miliardi del vecchio fondo salva-Stati. E può continuare a restituire altri 15 miliardi di prestiti con i relativi interessi; altro debito dunque. La Grecia, quindi, è ancora commissariata: subirà trimestralmente dei controlli per cui si deciderà se aprire i rubinetti oppure imporre altre riforme strutturali. Vi ricordo che il prossimo gennaio vi saranno i tagli per le pensioni, il 15o taglio delle pensioni, e continuerà la scure sulla sanità, sull'istruzione e, perché no, avremo tra un po' l'imposizione anche dell'aumento dell'IVA, oppure di una tassa sulla prima casa.

Eppure abbiamo la memoria corta: ci siamo già dimenticati dei bambini che svengono in classe perché affamati o delle famiglie che vivono nei parchi, perché le banche hanno sottratto loro le case? Ci siamo dimenticati dell'alto tasso di suicidi in Grecia? Noi non lo dimentichiamo! La troika non è finita: l'austerity continua e non è questa la soluzione per la Grecia o per gli Stati che continueranno ad essere in crisi.

Quindi se Tsipras reindossa la sua cravatta, non credete che invece il popolo greco continuerà a indossare qualcosa che è molto più simile a questo (mostrando un cappio)?

  Othmar Karas (PPE). – Frau Präsidentin, Herr Kommissar, meine Damen und Herren! Es gibt einen Spruch von Katharina von Siena, die gesagt hat: „Nicht der Beginn wird belohnt, sondern einzig und allein das Durchhalten.“ Wir stehen eigentlich täglich vor einem Neubeginn und können trotzdem sagen, dass wir durchgehalten haben. Daher möchte ich zuerst einmal den Bürgerinnen und Bürgern Griechenlands danke sagen und herzlich gratulieren und den Politikern, die bereit waren, mit der EU gemeinsam den Erneuerungsprozess entschlossen zu gehen.

Es gibt kein Land in der OECD, das in so kurzer Zeit so viele Reformen durchgeführt hat. Das ist keine Selbstverständlichkeit. Dass alle 88 vereinbarten Vorab-Reformen und Sparmaßnahmen im Rahmen der letzten Überprüfung umgesetzt wurden, dass das Wirtschaftswachstum von minus 5,5 % auf 1,4 % gestiegen ist, dass der gesamtstaatliche Haushalt sich von einem Defizit von minus 11,2 % auf einen Überschuss von circa 1 % stabilisiert, dass die Arbeitslosenrate merklich zurückgeht und die Reform des Steuersystems vorangeht, das waren Anstrengungen; sie sind nicht selbstverständlich.

Und auch wir in der Europäischen Union haben viel gelernt und lernen müssen. Aber auch wir sind mit den Lehren aus diesen Erfahrungen noch nicht fertig. In meinem gemeinsamen Bericht mit Pervenche Berès über die Ursachen der Krisen und die Auswirkungen sind viele Punkte noch nicht abgearbeitet. Aus dem gemeinsamen Bericht mit Liem Hoang Ngoc über die Troika sind viele der Konsequenzen noch nicht abgearbeitet. Und wir müssen deutlich machen, dass alle Maßnahmen, die wir intergouvernemental als Notlösungen schnell beschlossen haben, in Gemeinschaftsrecht übergeführt werden müssen. Dazu gehört auch eine Insolvenzordnung für Staaten des Euro-Währungsgebiets.

  Paul Tang (S&D). – Madam President, to stand on its own feet, that is what we want for Greece and the Greek people, allowing the Greek people and their politicians to make their own choices and their own mistakes. To be a real democracy again. But we are far from that situation.

Firstly, a severe restriction in supply. The primary surplus needs to be 3.5% of GDP until 2022 and, after that, the Commission’s analysis shows that it could decline to 2.2% until 2060. This is without any precedent in the world. Related – and secondly – the sustainability of debt is far from assured. Is it a coincidence that a debt sustainability analysis has not been published? It is certainly not a coincidence that the IMF has raised severe doubts about the debt sustainability, and does not participate? Mistakes have been made by Greek politicians, but also by our banks and pension funds. We have a responsibility, but I would rather have seen us taking responsibility by a debt write-off, allowing the Greek people to stand on their own feet and to make their own choices and mistakes.

Finally, Eurogroup should do more for Andreas Georgiou. The statistics and the methodology underpinning them have been verified by Eurostat, implying us as well. His fate is also our concern.

  Joachim Starbatty (ECR). – Frau Präsidentin! Gestern ist etwas Bemerkenswertes passiert: Die Sprecherin der ECR-Fraktion, Ulrike Trebesius, hat gesagt, dass Jean-Claude Juncker für die Vereinigten Staaten von Europa eintrete. Daraufhin ist Juncker über sie hergefallen, sie erzähle dauernd Lügen, er lehne die Verstaatlichung der EU ab. Wofür tritt Juncker ein? Nehmen wir die Europäische Währungsunion als Beispiel: Er will sie über die Einrichtung zusätzlicher Finanztöpfe stoßfest machen. Das heißt mehr Macht für die Kommission, Zentralisierung und Bürokratisierung. Die zuständigen Währungskommissare, Pierre Moscovici und Valdis Dombrovskis, lesen hier bloß ab, was ihnen ihre Beamten aufgeschrieben haben! Und von solchen Leuten ohne jegliche Sachkenntnis hängt das Wohl der Bürger in Europa ab.

Auch heute komme ich mir vor wie in einer Märchenstunde. Wie oft ist uns schon erzählt worden, dass Griechenland endgültig gerettet sei, und dann musste wieder ein neues Kreditpaket geschnürt werden. Mir sind Verhofstadts Vereinigte Staaten von Europa sympathischer als das Europa unfähiger Kommissare. Bei den Vereinigten Staaten von Europa können die Bürger Regierungen und Politiken abwählen, während Junckers Europa Entmündigung der Bürger heißt.

  Martin Schirdewan (GUE/NGL). – Frau Präsidentin, werte Kolleginnen und Kollegen! Zunächst: Die Linke unterstützt den Arbeitskampf der Dolmetscherinnen und Dolmetscher hier im Europäischen Parlament.

Aber nun zum eigentlichen Thema: Das Ende der Hilfsprogramme für Griechenland steht bevor, und das ist eine gute Nachricht für Europa und für die Griechinnen und Griechen, denn sie blicken auf acht Jahre voller Entbehrungen und schmerzhafter Einschnitte zurück. Doch von den 274 Milliarden Euro der Hilfskredite, die Griechenland gewährt worden sind, sind 95 % direkt in den Schuldendienst geflossen – das sind also 260 Milliarden Euro, die vom griechischen Staat direkt und vor allem an deutsche und französische Banken überwiesen worden sind.

Bei der Griechenland-Rettung handelt es sich in Wahrheit um ein Rettungsprogramm für den kriselnden Finanzsektor, und vor Beginn dieser sogenannten Hilfsprogramme lag die Staatsverschuldung Griechenlands bei 120 %, heute – auch wegen der brutalen Spar- und Kürzungsprogramme – leider bei 180 %. Und die Rettung der Banken hat die griechische Bevölkerung bezahlt. Die Renten sind in den letzten acht Jahren auf Druck der Troika um 60 % und die Löhne um 25 % gesenkt worden. Die Austeritätspolitik von Troika und auch der deutschen Regierung hinterlässt einen weitgehend zerstörten Sozialstaat und eine noch immer schwächelnde Wirtschaft, während Griechenland gezwungen wurde, öffentliches Eigentum zu privatisieren.

Jetzt gilt, es alles zu tun, die Lebenssituation der griechischen Bevölkerung zu verbessern, dieser gilt meine ganze Solidarität. Wir als Linke werden weiterhin für sozialen Fortschritt und öffentliche Investitionen in der EU kämpfen.

  David Coburn (EFDD). – Madam President, I was watching a piece on television by that great Greek sage, Mr Varoufakis, where he discussed the European Central Bank stress testing the Greek banks. He said that the appearance – the appearance, I say – was given of them passing the stress tests, but in truth the stress tests had simply been made easier. If the ECB had applied the stress test they had used in 2015, three big Greek banks would have failed them, according to Mr Varoufakis.

This is another example of the European Union bending the rules to suit itself, despite claiming the EU is a rules-based or an inflexible organisation. Well we in Britain hear from Mr Barnier that everything will be a disaster if we are not in the single market, and that rules are rules, they cannot be varied. The EU seems to be thoroughly incapable of bending or adjusting the rules to suit Brexit in the case of Northern Ireland. Rather than provide reasonable accommodation, the EU prefers simply to use the tragedy of Northern Ireland as a battering ram to attack Great Britain for its democratic decision to leave the European Union.

It is our democratic right to leave the EU if we want to, and it is not the EU’s business to criticise. We must remember that rules were bent, if not completely rewritten, to allow Greece to enter the euro in the first place, which clearly from recent history should never have happened. The British prefer rules that reflect reality, not rules that ...

  José Manuel Fernandes (PPE). – Senhora Presidente, Senhor Comissário, Senhor Presidente do Eurogrupo, Caras e Caros Colegas, o próximo Quadro Financeiro Plurianual de 2021 a 2027, os próximos fundos são cruciais, são fundamentais para termos uma Europa coesa, uma Europa competitiva, uma Europa segura, mas também para termos uma zona euro forte e estável e o senhor presidente do Eurogrupo nesta matéria não tem dito nada, tem sido inexistente.

Era importante que nós soubéssemos, por exemplo, se o presidente do Eurogrupo concorda com a proposta do Parlamento ou com a proposta da Comissão para o próximo Quadro Financeiro Plurianual e se concorda, por exemplo, com cortes na política de coesão e o seu desvirtuamento: um corte, por exemplo, no fundo de coesão de 45 %, que é para os países mais pobres, aqueles que têm menos de 90 % do Rendimento Nacional Bruto per capita; se concorda, por exemplo, que Estados-Membros mais ricos tenham até aumentos na política de coesão e Estados-Membros mais pobres, como Portugal, tenham 7 % e outros até tenham 24 % de cortes; ou, por exemplo, se concorda que na política agrícola comum haja um corte de 15 %, tendo Portugal um corte de 10 % nos pagamentos diretos e de 25 % no desenvolvimento rural.

São estas perguntas que nós queremos porque os problemas evitam-se e daí também é importante, é essencial sabermos qual é a posição que o presidente do Eurogrupo tem sobre a capacidade orçamental. Concorda com o embrião que está proposto? Concorda com os 30 mil milhões de euros para um fundo para a estabilização do investimento? Concorda também com um programa nacional para as reformas estruturais de 25 mil milhões e com os critérios.

Gostávamos de ouvir o Sr. Presidente do Eurogrupo nesta matéria e precisávamos de um presidente forte e liderante e esperamos que tal venha a acontecer.

  Jonás Fernández (S&D). – Señora presidenta, yo creo que debemos felicitarnos de que Grecia pueda salir ya de los programas que ha sufrido en los últimos años. Me gustaría felicitar —como se ha hecho ya— al pueblo griego, así como a Mário Centeno por los esfuerzos realizados en los últimos meses.

Pero me gustaría recordar también el trabajo del comisario Moscovici en el primer semestre de 2015, cuando se estaba negociando el programa que ahora concluye, porque sus esfuerzos y los esfuerzos de muchos socialistas en esta Cámara hubieran permitido que incluso ese tercer programa hubiera sido mejor que los dos anteriores. Y, en cualquier caso, mejor que los dos anteriores sí que ha sido el que Grecia ha implementado en este tiempo.

En cualquier caso, el Acuerdo que celebramos deja interrogantes encima de la mesa, porque hacer previsiones de sostenibilidad de la deuda de aquí a 2060 obviamente forma parte de un ejercicio, en fin, de predicción, pero realmente con poca base económica firme.

Por lo tanto, debemos seguir teniendo muy presente que Grecia debe abordar esa reducción de la deuda con un apoyo firme por parte de los socios europeos, que tenemos que abordar esa revisión clara de la deuda y que, sobre todo, debemos poner el acento en la necesidad de reformar ya la zona euro, porque seguimos sin un seguro de depósitos, seguimos sin un buen mecanismo europeo de estabilidad, seguimos sin un instrumento fiscal anticíclico.

Estamos en una situación muy, muy precaria aún, y eso lo tenemos que hacer en los próximos meses.

  Ελένη Θεοχάρους (ECR). – Κυρία Πρόεδρε, κύριε Επίτροπε, εκφράζω κι εγώ με τη σειρά μου τις ευχαριστίες μου στους διερμηνείς και τη στήριξή μου στα προβλήματά τους που φαίνεται ότι καθημερινά τα ξεχνάμε. Όσον αφορά την Ελλάδα, μας παρουσιάσατε ένα «success story», με τη χώρα να επανέρχεται στις αγορές. Μου θυμίζετε το «success story» της Κυπριακής Δημοκρατίας, της οποίας η οικονομία και πάλι κλυδωνίζεται τραγικά. Αναλογιστείτε, λοιπόν, πόσο ταλαιπωρήθηκε και πόσο ταλαιπωρείται ο ελληνικός λαός από τα λάθη των ηγεσιών του και τις λανθασμένες συνταγές των μνημονίων, για τις οποίες ευθύνονται το Εurogroup, το Διεθνές Νομισματικό Ταμείο και η Ευρωπαϊκή Ένωση στο σύνολό της. Για να μιλάμε για «success story», πρέπει να ξαναδώσουμε την αισιοδοξία στον ελληνικό λαό.

Γι’ αυτό, μη μας λέτε ότι η Ελλάδα σώθηκε και ότι οι επιμηκύνσεις που δόθηκαν θα απαλείψουν το χρέος των 300 τόσων εκατομμυρίων. Επίσης, αυτοί που σήμερα χειροκροτούν, πρέπει να γνωρίζουν καλά ότι η Ελλάδα θα συνεχίσει να τελεί υπό εποπτεία και υπό καθεστώς δημοσιονομικής πειθαρχίας, ενώ έχει ξεπουληθεί ο εθνικός πλούτος. Χρειάζεται, λοιπόν, νέος σχεδιασμός με επενδυτικές πρωτοβουλίες. Ο ελληνικός λαός δεν θέλει δανεικά, κυρία Πρόεδρε, αλλά ώθηση και κίνητρα για να σωθεί και να ξανασταθεί όρθιος.

  Μαρία Σπυράκη (PPE). – Κυρία Πρόεδρε, πρόεδρε Centeno, Eπίτροπε Moscovici, η ρύθμιση του χρέους είναι ευπρόσδεκτη, αν και καθυστέρησε τρία χρόνια. Αυτή η μεσοπρόθεσμη ρύθμιση του χρέους δεν είναι όμως αρκετή για να φέρει την ανάκαμψη στην Ελλάδα. Τα τελευταία τρία χρόνια η Ελλάδα είδε το τρένο της ανάπτυξης να περνάει μπροστά της, αλλά δεν επιβιβάστηκε. H Ελλάδα καθηλώθηκε. Για να ανακάμψει η Ελλάδα χρειάζεται εμπιστοσύνη, χρειάζεται ξένες επενδύσεις, χρειάζεται να βελτιωθεί η απόδοση του δημοσίου τομέα, να αρθούν οι περιορισμοί στην κίνηση κεφαλαίων.

Έχουμε ακόμη capital control, κύριε Moscovici - σας το θύμισε ο κύριος Weber - την ώρα που πανηγυρίζουμε. Οφείλουμε να αλλάξουμε το μίγμα της φορολογικής πολιτικής που εξοντώνει μικρομεσαίους και ελεύθερους επαγγελματίες, να αυξήσουμε τα εισοδήματα. Επαναλαμβάνω, η Ελλάδα χρειάζεται εμπιστοσύνη και σταθερότητα και αυτή η κυβέρνηση, αντί να παράξει την απαραίτητη εμπιστοσύνη, δημιουργεί αστάθεια. Οι δύο εταίροι συγκρούονται δημόσια, οι Έλληνες πληρώνουν χρόνια τον λογαριασμό και οι οκτώ στους δέκα εκτιμούν ότι η χώρα δεν κινείται στην σωστή κατεύθυνση.

Το μεταπρογραμματικό πλαίσιο της διευρυμένης εποπτείας που αποφασίστηκε για την Ελλάδα είναι σαφώς αυστηρότερο και από αυτό της Πορτογαλίας και από αυτό της Ιρλανδίας και o συνάδελφος Tang των σοσιαλιστών μας θύμισε ότι οι δεσμεύσεις για τα πρωτογενή πλεονάσματα είναι πρωτοφανείς στον κόσμο. Είναι, λοιπόν, απαραίτητο να αποφεύγουμε τους πανηγυρικούς τόνους. Δεν είναι ανάγκη ωραιοποιούμε την πραγματικότητα. Η Ελλάδα χρειάζεται μια άλλη ισχυρή κυβέρνηση, μια κυβέρνηση δεσμευμένη στο δικό της πρόγραμμα μεταρρυθμίσεων το οποίο και θα υλοποιεί, μια κυβέρνηση που θα φέρει τη σταθερότητα τώρα που η Ελλάδα θα βρεθεί πλέον αντιμέτωπη μόνο με τις αγορές και μόνο με τις επιδόσεις της.

  Μιλτιάδης Κύρκος (S&D). – Κυρία Πρόεδρε, κύριε Moscovici, κύριε πρόεδρε, τελειώνουν τον Αύγουστο τρία μνημόνια, τρεις συμφωνίες δηλαδή, του ελληνικού λαού με τους ευρωπαίους εταίρους. Ο ελληνικός λαός έκανε το μέρος του, δέχτηκε τεράστιες μειώσεις των μισθών, τεράστιες μειώσεις των συντάξεων, μηδενικές δημόσιες επενδύσεις, στο κόκκινο η υγεία, υπέστη μια μείωση του Ακαθάριστου Εθνικού Προϊόντος κατά 25%, κάτι που δεν έχει γίνει εκτός από πόλεμο, και οι ευρωπαίοι εταίροι έδωσαν 240 δισεκατομμύρια και τεχνογνωσία για πάρα πολλές μεταρρυθμίσεις και τώρα, στο τέλος του μνημονίου, που ευτυχώς φτάνουμε, βλέπουμε πως αυτές οι μεταρρυθμίσεις, ακόμα και αν θεωρήθηκαν θετικές και υλοποιήθηκαν, πολλές από αυτές έχουν μόνο νομοθετηθεί και σίγουρα δεν έχουν υλοποιηθεί. Γιατί αλλιώς, αυτό που είναι η έξοδος από τα μνημόνια, δηλαδή μια χώρα σε ανάπτυξη, θα είχε γίνει και δεν έχει γίνει.

Γιατί αυτή τη στιγμή, βλέπουμε να καρκινοβατούν οι μεγάλες επενδύσεις, βλέπουμε να μην μπορούν οι μικρομεσαίες επιχειρήσεις να έχουν πρόσβαση σε δανεισμό, βλέπουμε πάρα πολλά προβλήματα, βλέπουμε τη χώρα να κατρακυλάει στον δείκτη αγωνιστικότητας, αυτό που έπρεπε να κερδίσουμε από τα μνημόνια. Άρα το σύνθημα «λάθος μνημόνια, λάθος κυβερνήσεις, λάθος Ευρώπη» κάπου έχει μία στήριξη. Αλλά να είμαι θετικός· είναι το τέλος των μνημονίων και το τέλος των ψευδαισθήσεων. Τώρα, για τις ελληνικές πολιτικές δυνάμεις δεν υπάρχουν «φύλλα συκής», δεν υπάρχουν Ευρωπαίοι που καθορίζουν πολιτικές. Εμείς θα φταίμε αν δεν αναπτυχθούμε, εμείς θα φταίμε αν δεν χτυπήσουμε την απίστευτη γραφειοκρατία και το πελατειακό κράτο. Και γι’ αυτό, την άρση των ψευδαισθήσεων, σας ευχαριστούμε.

  Richard Sulík (ECR). – Frau Präsidentin! Griechenland kann nur deswegen aus dem sogenannten Rettungsprogramm entlassen werden, weil die Zinsen null sind. Es ist nicht das geringste Problem, unendlich viele Schulden zu bedienen, wenn die Laufzeiten immer wieder verlängert werden und die Zinsen null sind. Weil die Investitionen französischer und deutscher Banken gerettet werden mussten, durfte Griechenland 2010 nicht pleitegehen, und heute muss es einen riesigen Schuldenberg vor sich herschieben.

Sobald es wieder Marktzinsen geben wird, hat Griechenland keine Chance zu überleben. Das sogenannte Rettungspaket hat aus Griechenland einen Vasallen der Europäischen Zentralbank und des Rettungsfonds gemacht. Weiterhin gilt, dass ein Schuldenschnitt die einzige wirkliche Lösung ist. Wäre das bereits 2010 passiert, wäre Griechenland damals pleitegegangen, hätte es einen automatischen Schuldenschnitt gegeben, es hätten die privaten Investoren gezahlt. Heute werden es die öffentlichen Gelder sein müssen, und die Steuerzahler werden es bezahlen.

  Paulo Rangel (PPE). – Senhora Presidente, Senhor Presidente do Eurogrupo, Senhor Comissário, sem dúvida que é um marco importante o fim do programa grego e, justamente para reforçar a posição da Grécia, era preciso reformar a zona euro e, infelizmente, a última cimeira do Eurogrupo foi uma grande deceção. Quando se vem anunciar um plano para terminar a união bancária, que já foi anunciado antes, de resto até pelos seus antecessores, o resultado é um resultado dececionante. É dececionante também quanto à capacidade orçamental e, por isso, gostava que nos desse pelo menos uma ideia do que é que pensa que poderá ser o futuro. Nestes seis meses há um compasso de espera, no momento crucial que era o fim do programa grego em que poderíamos avançar, os resultados são resultados absolutamente dececionantes.

Por isso, deixava aqui uma pergunta que está relacionada, aliás, com a capacidade orçamental e sabendo nós que, olhe, por exemplo, o Partido Socialista português, a cujo Governo pertence, tem defendido em todas as eleições europeias a criação de um imposto europeu, pergunto se ao nível das receitas próprias, cujo aumento nós defendemos claramente, embora não sob a forma de impostos, qual é a posição do presidente do Eurogrupo e do ministro das Finanças português? É o ministro das Finanças português e presidente do Eurogrupo a favor da criação de impostos europeus? Será que essa é a fórmula que tem para vir a alavancar a capacidade orçamental? Portanto, para além de nos esclarecer um pouco mais sobre aquilo que, de uma forma propagandista, disse que era um grande sucesso e que toda a gente sabe que foi uma falha gravíssima, chegamos a junho de 2018 sem um roteiro para a reforma da zona euro.

Aquilo que eu pedia é que respondesse muito claramente a esta pergunta. É a favor ou contra a criação de impostos europeus? Está ou não em linha com o Partido Socialista português?

  Κώστας Μαυρίδης (S&D). – Κυρία Πρόεδρε, τη συμπαράστασή μου στους διερμηνείς. Η Ελλάδα ήταν στα όρια της εξόδου από την ευρωζώνη μόλις το 2015. Κάποιοι την έσπρωχναν στον γκρεμό, και έλληνες πολιτικοί αλλά και ορισμένοι ευρωπαίοι αξιωματούχοι, ανάμεσά τους και ορισμένοι Υπουργοί Οικονομικών. Και γνωρίζουμε ποιοι ήταν. Γι’ αυτό σήμερα έχουμε καλά νέα.

Τα εύσημα, λοιπόν, τα οφείλουμε και στον Επίτροπο Moscovici και στον πρόεδρο του Εurogroup, Centeno, αλλά και σε ορισμένους που δεν βρίσκονται σε αυτή την αίθουσα σήμερα. Για παράδειγμα, απέναντι σε αυτούς που έσπρωχναν την Ελλάδα στον γκρεμό, αυτή η πολιτική ομάδα με τον πρόεδρό της απλώσανε το χέρι στον ελληνικό λαό. Πέραν από κυβερνήσεις και ιδεολογίες, γιατί θέλαμε να στηρίξουμε τον ελληνικό λαό που υπέφερε και πλήρωσε τεράστιο κόστος. Κλείνω με ένα ερώτημα: Οι συνθήκες που βλέπουμε στην Ελλάδα αλλά και στην Κύπρο επιβάλλουν επιτακτικά την εφαρμογή πανευρωπαϊκού σχεδίου εγγύησης καταθέσεων.

  Gunnar Hökmark (PPE). – Madam President, there is no other way to prosperity than through growth and competitiveness. As politicians, we cannot decide on the levels of prosperity, but we can create the preconditions. The main problem is that far too many have believed that you can decide on incomes and welfare. Far too many believed that if you spend more money than you have, in the end you will have more money than you had. That was the road map to austerity because if you spend more money than you have, in the end, you will have no money and you will have no one loaning you the money.

What we see today is an achievement for the Greek people, who should be congratulated on that, but let’s remember that it is because of the implemented reforms regarding budgets and structures that we can see these developments. Budget reforms and structural reforms that were rejected by successive governments in Greece, not least the present government, which threw the country once again into a deeper crisis than it was in before, in the belief that you could spend yourself out of the crisis.

In the future, it must be the main task of the Commission to ensure that the Stability and Growth Pact is respected. The way to deal with problems in the economy is about reforming and consolidating public spending. It must be learned that we can never achieve anything without ensuring that we have the competitiveness, the growth, the entrepreneurship and the investments that are needed for growth. They can only be created in the respective Member States. The responsibility always lies with the Member States, not with the EU, which financed them with loans, and not on the euro, which is a currency, but on the need for reforms. Let’s make this the big lesson from today: you can change direction, but you need to implement reforms.

  Εύα Καϊλή (S&D). – Κυρία Πρόεδρε, κύριε Επίτροπε, κύριοι συνάδελφοι, ευχαριστούμε καταρχήν για τις προσπάθειές σας να εκλογικευθεί αυτή η κυβέρνηση το 2015, που κόστισε, σύμφωνα με απάντηση του Επιτρόπου Moscovici, 20 δισεκατομμύρια πριν τα capital controls και πολύ περισσότερο μετά. Οι ψευδαισθήσεις και τα ευχολόγια συγκρούονται όμως με την πραγματικότητα. Πού τις είδαμε της φιλοαναπτυξιακές μεταρρυθμίσεις; Στο φορολογικό, τη δικαιοσύνη, την ενίσχυση των ανεξάρτητων αρχών; Οι πραγματικά προοδευτικοί αριστεροί θα απαιτούσαν κατάργηση των μέτρων κοινωνικής αδικίας και υποταγής και δεν θα πανηγύριζαν μια επικοινωνιακή απάτη και την κυριαρχία της λογικής Schäuble που τελικά επιβλήθηκε. Η επέκταση της ωρίμανσης των ομολόγων, μεταξύ μας, διευκολύνει την πρόθυμη αυτή η κυβέρνηση και τη Merkel.

Η αποπληρωμή χωρίς ρήτρα ανάπτυξης είναι πραγματική δολοφονία της οικονομίας, τα δε 8 δισεκατομμύρια λογιστικού πλεονάσματος, κατασκευασμένου δηλαδή, έρχονται από την παύση εσωτερικών πληρωμών, τη λιτότητα και τη φοροεπιδρομή και, αν μας επιτρέπετε, ορισμένοι συνάδελφοι, δεν δεχόμαστε τις υποδείξεις να σιωπήσουμε και να μην ασκούμε κριτική για μέτρα τα οποία θα έπρεπε να έχουν ληφθεί και πραγματικές φιλοεπενδυτικές μεταρρυθμίσεις. Άλλωστε, νομίζω πλέον το γνωρίζουμε καλά και οι Έλληνες και οι Γάλλοι και οι Ιταλοί, μετά τα αποτελέσματα των εθνικών μας εκλογών, πως πρέπει να πείσουμε τους πολίτες με ουσία και χωρίς επικοινωνιακές φιέστες. Αλλά, και πάλι, ευχαριστούμε για τη στήριξη.

  Theodor Dumitru Stolojan (PPE). – Doamnă președintă, fără îndoială, trebuie să îi felicităm pe toți cei care, de-a lungul anilor, au contribuit la redresarea economică a Greciei și, în același timp, trebuie să subliniem că poporul grec este cel care, în ultimă instanță, a dus greul acestei redresări. Și, dacă vorbim de faptul că astăzi Grecia o duce mai bine, trebuie să învățăm însă din lecțiile pe care Grecia le-a învățat în timp - și inclusiv instituțiile europene angrenate în acest proces.

În primul rând, pentru orice țară cu o datorie mare, nu există cale de redresare decât reformele care trebuie făcute și înțelegerea creditorilor pentru a acorda timpul necesar ca aceste reforme să aducă rezultatele.

În al doilea rând, în acest proces de redresare, trebuie să existe întotdeauna înțelegerea, echilibrul necesar între capacitatea reală a țării respective care face reformele și serviciul datoriei publice. Or, din acest punct de vedere, trebuie să recunoaștem că și Grecia – dacă vă amintiți acel ministru al finanțelor foarte războinic – a pierdut timp, pentru că nu au înțeles să facă la timp reformele necesare. Pe de altă parte însă, nici creditorii nu au înțeles că trebuie să acorde înlesnirea financiară din timp.

În fine, multe țări au înregistrat deficite fiscale mari, dar acolo unde deficitele fiscale au fost măsluite, ascunse poporului grec, cineva trebuia să plătească.

  Carlos Zorrinho (S&D). – Senhor Comissário, Senhor Presidente do Eurogrupo, o povo grego fez um esforço extraordinário de ajustamento. Chegou agora o momento das instituições europeias fazerem a sua parte. É com satisfação que verifico que existe uma atitude positiva para que isso aconteça e saúdo-vos por isso.

Como português, tenho consciência daquilo que foi o empobrecimento brutal que nos foi imposto e o preço que pagámos por termos um governo que acreditou no papel redentor do empobrecimento. A diferença entre esta estratégia e o sucesso da parceria entre o atual Governo português que integra e as instituições europeias não pode deixar de ser inspiradora para o caso grego e para o futuro das políticas europeias, em particular para o futuro da zona euro.

É fundamental reforçar a capacidade orçamental a favor da convergência. Quanto maior for a convergência na zona euro, maior será a estabilidade e a estabilização automática, sem prejuízo dos mecanismos necessários para garantir a estabilidade a longo prazo. O crescimento e a confiança são a chave do sucesso. União bancária, programas de apoio ao investimento, aumento dos recursos próprios, reforço do mecanismo de estabilidade são exemplos de medidas que dão consistência a esse caminho.

O final bem-sucedido de uma crise é o melhor momento para evitar a próxima e acredito, senhor presidente do Eurogrupo, que tudo fará no exercício do seu mandato para que isso aconteça.

  Tom Vandenkendelaere (PPE). – Voorzitter, de Griekse economie trekt aan, de competitiviteit is teruggekeerd en de export is aan het toenemen. Het schip vermeed de ramkoers en heeft eigenlijk zelfs een beetje terug de wind in de zeilen. De signalen zijn positief, maar we zijn er nog niet. De Grieken hebben een enorme storm doorstaan. Europa moet hen blijven begeleiden om de groeicijfers die het land nu laat optekenen, duurzaam te verankeren.

Een economische groei, collega's, en dat wil ik ernstig benadrukken, dat moet ook een inclusieve groei zijn. De Grieken hebben enorm moeten bezuinigen, onder meer in hun pensioenen en in hun sociale zekerheid. Hoewel er vanuit macro-economisch standpunt weinig andere opties waren, moeten we echt erkennen dat dit voor de gewone Griek een erg moeilijke periode geweest is. Het ergste vind ik dat het vooral de jongeren zijn, de generatie die nooit de vruchten heeft kunnen plukken, die de zwaarste lasten zullen moeten dragen, ook in de toekomst. Positief is nu dat de Griekse regering haar begroting op orde lijkt te hebben, inclusief een primair surplus. Hierdoor zou de schuld op lange termijn naar een haalbaar niveau moeten kunnen evolueren.

Het onder controle krijgen van de Griekse schuldgraad is volgens mij van primordiaal belang. Schuldherstructurering mag geen taboe zijn. Het debat moet daarover gevoerd worden, al kan dit nooit een volledige kwijtschelding betekenen. Maar even belangrijk is dat op lange termijn alle gemaakte beloftes ook echt wel nagekomen worden. Wie volgend jaar ook aan het roer komt in Athene, de Europese ministers van financiën moeten de situatie blijven monitoren. Afgesproken structurele hervormingen moeten echt geïmplementeerd worden. Ik denk hierbij specifiek aan de energiesector, de hervormingen van de administratie en de aanpak van de fiscale fraude. De situatie in Griekenland is zo speciaal dat versterkt toezicht momenteel de beste optie is.

Tot slot wil ik ook nog een ding benadrukken. Het is wel degelijk mogelijk voor een land om uit een diepe financiële, economische crisis te raken zonder gigantische devaluaties van zijn munt. Het Griekse voorbeeld zet allen die het tegendeel beweerden, een flinke neus.

  Siegfried Mureşan (PPE). – Madam President, we are now discussing the conclusion of the third economic adjustment programme for Greece. It has been eight years, and 450 different reforms that were discussed between the Troika and Greece, and what are the conclusions that we can draw now at the end of the process? Firstly, we should do everything it takes to make sure that such a situation of crisis never ever occurs again in Greece or in any other Member State of the Union.

What do we have to do for this? Firstly, we have to make sure that our economies reform, that they become stronger, they remain competitive, they attract private investment, that we support entrepreneurs, SMEs, and of course we have to keep to our budgets in order to make sure that we can react in a situation of crisis. Crisis prevention is so important, because if we do not prevent a crisis, then if we enter into a crisis it’s always more difficult. Crisis brings misery to people, it brings poverty, it brings unemployment, it brings bankruptcy to companies, and we have to avoid this at any price.

The second message which I would like to give is that we have to make sure that the sacrifices made by the people of Greece over the last eight years are not in vain. We have to make sure that the country stays on the right track, and for this reforms have to continue. We have to make sure that education is such that children in school are equipped with the right skills to be successful on the labour markets in Greece and internationally. We have to make sure that the public administration is efficient and equipped, populated with experts, not politically driven. These are things that we have to observe not only in Greece but also in many other Member States, but I think it’s important that we draw this conclusion in the end.

And one more thing I want to say. Over these eight years, we have learned that populism is never a solution. We have learned that populists don’t have solutions; they say one thing during the campaign and then we see that what they say during the campaign they either forget it afterwards or it does not work in practice. I know this is a drastic message but we have to say it: stay away from populists.

  Δημήτρης Παπαδάκης (S&D). – Κυρία Πρόεδρε, είναι πολύ θετικό ότι η Ελλάδα εξέρχεται του προγράμματος. Ωστόσο, πρέπει να αυξηθεί ο ρυθμός των μεταρρυθμίσεων για να μπορέσει να γίνει το ελληνικό κράτος ελκυστικό σε επενδύσεις. Κανείς δεν μπορεί να λησμονεί και να πανηγυρίζει, όταν ο ελληνικός λαός πλήρωσε με αίμα αυτό το πρόγραμμα, ένα πρόγραμμα που ήταν εξοντωτικό, μακριά από κάθε λογική κοινοτικής αλληλεγγύης. Αυτό πρέπει να το έχουμε πάντοτε κατά νου, όταν λέμε ότι θέλουμε μια καλύτερη Ευρώπη.

Αυτές τις μέρες στην Κύπρο, εξελίσσεται ένα νέο οικονομικό δράμα. Ο μηδενισμός των εγγυήσεων για τη Συνεργατική Τράπεζα της Κύπρου από τα μη εξυπηρετούμενα δάνεια οδηγεί σε νέο κύκλο ανασφάλειας την κυπριακή οικονομία και καλούνται και πάλι οι κύπριοι πολίτες να πληρώσουν τη νύφη. Να υπενθυμίσω τη ληστεία του 2013 με τον περιβόητο bail-in, όπου λειτουργήσαμε ως πειραματόζωο. Ευθύνες υπάρχουν στην κυπριακή κυβέρνηση και στις εποπτικές αρχές της Κύπρου που ήταν πολύ κατώτερες των περιστάσεων. Αλλά υπάρχουν ευθύνες και στην Ευρωπαϊκή Κεντρική Τράπεζα, γιατί θα μπορούσε να συμπεριφερθεί διαφορετικά απέναντι σε ένα κράτος μέλος που μόλις άρχισε να βρίσκει τα πατήματά του στην οικονομία.

  João Ferreira (GUE/NGL). – Senhora Presidente, Senhor Presidente do Eurogrupo, Senhor Comissário, o exemplo grego é, por agora, a mais viva demonstração do que pode suceder e de facto sucedeu a um país periférico do euro. O euro encurralou a periferia entre a espada e a parede: ou a chantagem dos especuladores ou a chantagem da troica.

Entretanto, o euro continua a desfiar um infindável novelo da austeridade. No caso de Portugal, renovam-se as pressões para reduzir a despesa pública primária, nomeadamente na saúde, e para aumentar a despesa com a dívida. Menos dinheiro para a saúde, mais dinheiro para a dívida, veio dizer há dias o Sr. Moscovici que ali se senta. O euro é isto: ataques aos serviços públicos, à saúde, à educação, à segurança social e aos salários.

O dinheiro existe mas desaparece numa dívida que se alimenta a ela própria e o que nos tem a dizer sobre isto, mais uma vez a pergunta, senhor presidente do Eurogrupo. Responder aos problemas do país exige enfrentar os constrangimentos e as imposições associados ao euro, os que já hoje existem e os que agora se preparam a pretexto da dita reforma do euro.

Afirmar a soberania e um projeto de desenvolvimento soberano assente no progresso social.

  Κωνσταντίνα Κούνεβα (GUE/NGL). – Κυρία Πρόεδρε, κύριε πρόεδρε του Εurogroup, είπατε ότι ο ελληνικός λαός και οι άλλοι πολίτες της Ευρώπης πρέπει να γυρίσουν σελίδα, ότι ο Αύγουστος του 2018 είναι ορόσημο. Είπατε ότι υπάρχουν πια σωστά θεμέλια, τα οποία όμως μας κόστισαν πάρα πολύ, γιατί έπρεπε να κάνουμε παράλληλα σημαντικές αλλαγές. Η κυβέρνηση του ΣΥΡΙΖΑ ανέλαβε μια χώρα των πελατών όπου έκανε κουμάντο η διαπλοκή. Ο τρόπος που λειτουργούσε η δημόσια διοίκηση θύμιζε συχνά τον Μεσαίωνα. Η χώρα μας, η Ελλάδα, και οι Έλληνες υπέφεραν αρκετά: πρωτοφανής ανεργία, μετανάστευση νέων ανθρώπων, αυτοκτονίες, ανθρωπιστική κρίση, οδυνηρές πιέσεις από τους δανειστές. Γι’ αυτό, ως ευρωβουλευτής των Ελλήνων, εκλεγμένη με τον ΣΥΡΙΖΑ, που σήκωσε όλο αυτό το βάρος του τελευταίου προγράμματος, ζητώ από σας και από τον Επίτροπο να μην επιμένετε σε νέες μειώσεις συντάξεων. Δεν αντέχουν άλλες μειώσεις οι Έλληνες συνταξιούχοι που βοηθούν και τα άνεργα παιδιά τους. Βοηθήστε σε αυτό: σταθεροποίηση και αύξηση των συντάξεων.

  Γεώργιος Επιτήδειος (NI). – Κυρία Πρόεδρε, το 2009 η οικονομία της Ελλάδος ήταν στο ίδιο επίπεδο με τις οικονομίες όλων των χωρών της ευρωζώνης και μάλιστα ήταν καλύτερη από πολλές από εκείνες. Τότε, όμως, η Ευρωπαϊκή Ένωση σε συνεργασία με το Διεθνές Νομισματικό Ταμείο, με προεξάρχουσα τη Γερμανία, καθώς επίσης και με τους διεθνείς δανειστές, υπό την ανοχή όλων των ελληνικών κυβερνήσεων της εποχής εκείνης μέχρι και σήμερα, αποφάσισε να καταστρέψει την οικονομία της Ελλάδας για δύο λόγους. Πρώτον, για να διασώσει το ευρώ και τις ευρωπαϊκές τράπεζες και, δεύτερον, για να υφαρπάξει τα πλούσια αποθέματα πετρελαίου, φυσικού αερίου και πολύτιμων μετάλλων που υπάρχουν στον υποθαλάσσιο χώρο και το υπέδαφος της Ελλάδας.

Τα υπόλοιπα είναι γνωστά. Με πλαστά στοιχεία δημιούργησαν ένα παράνομο, καταχρηστικό και μη βιώσιμο χρέος, υπέβαλαν τον ελληνικό λαό σε εξαθλίωση οκτώ ετών και εφήρμοσαν εναντίον του μια σύγχρονη μορφή γενοκτονίας. Δεν υπάρχει αμφιβολία ότι αυτή η κατάσταση θα συνεχιστεί. Τελειώνω λέγοντας ότι στη σύγχρονη αυτή ελληνική τραγωδία τη λύση δεν θα τη δώσει ο από μηχανής θεός . Θα τη δώσει ο πραγματικός θεός με όργανο τον ελληνικό λαό, ο οποίος πολύ σύντομα θα εφαρμόσει και θα επιβάλει στους πολιτικούς που τον πρόδωσαν την πολιτική και νομική δικαιοσύνη.

  Pierre Moscovici, membre de la Commission. – Madame la Présidente, Mesdames et Messieurs les députés, merci pour ce débat d’une grande vivacité, ce qui est logique tant cette crise a, à la fois, suscité des douleurs et provoqué bien des passions. Mais je veux dire, ici, sans nier à quiconque le droit d’avoir un autre sentiment, que l’achèvement du troisième programme d’ajustement économique doit être vu pour ce qu’il est, à savoir une excellente nouvelle, à la fois pour la Grèce et pour la zone euro. Il démontre en effet une chose à laquelle, je crois, que nous devrions tous être attachés, c’est que nous sommes plus forts lorsque nous sommes unis que lorsque nous sommes divisés. C’est la preuve que la responsabilité et la solidarité sont les deux faces d’une même pièce et qu’elles doivent absolument aller de pair. Nous avons su jouer sur l’une et sur l’autre au cours des dernières années, et certainement encore davantage ces derniers mois. Cette stratégie finit par payer. Alors, je veux me garder ici de tout triomphalisme, mais je pense qu’un catastrophisme serait de très mauvais aloi.

Aujourd’hui, la vérité n’est pas que la Grèce est tirée d’affaire, car elle n’est pas tirée d’affaire, mais elle va mieux, elle se relève et se rétablit pas à pas. En concluant ce programme, nous créons les conditions d’un rebond durable et puissant. La Grèce renoue avec la croissance, et ses performances budgétaires sont d’ores et déjà impressionnantes. Le chômage baisse, bien sûr trop lentement, mais il baisse tout de même. Alors, cela dit, il reste évidemment beaucoup de travail à accomplir pour que toute la population grecque ressente enfin les conséquences positives des efforts réalisés ces dernières années. Je sais, en revenant de Grèce, que la classe moyenne et les plus vulnérables n’ont toujours pas le sentiment que la crise est passée et ils ont raison puisqu’ils en paient encore dans leur chair et dans leur vie l’héritage. Nous devons y remédier et c’est toute la philosophie de l’accord du 22 juin, que Mario vous a présenté, dans lequel la Commission s’est pleinement impliquée et dans lequel je me reconnais pleinement.

Je suis convaincu, je l’ai dit et je le répète, que l’accord que nous avons conclu est le meilleur accord possible. D’abord, parce qu’il est équilibré, qu’il répond à la fois aux besoins et aux intérêts du peuple grec ainsi qu’aux préoccupations des partenaires. Il offre une liberté – j’insiste à nouveau sur ce mot – et du temps à la Grèce qui pourra désormais pleinement se concentrer sur l’essentiel – cela a été dit par plusieurs d’entre vous, avec des termes différents, bien sûr –, à savoir son redressement économique, la création d’une croissance forte. En même temps, il fournit les garanties nécessaires et renforce la confiance des partenaires économiques des investisseurs pour garantir un retour apaisé de la Grèce sur les marchés financiers. C’est bien de cela dont il s’agit après le 20 août.

Les différents dispositifs prévus dans l’accord devront contribuer, d’abord, à réduire la dette grecque, qui s’élève aujourd’hui à presque 180 % du PIB en—dessous de la barre des 100 % du PIB. C’est – vous en conviendrez tout de même – une démarche ambitieuse. Il faut aussi qu’il y ait des moyens supplémentaires pour réaliser des investissements stratégiques dans les secteurs riches en emplois, en faveur de la compétitivité, notamment les secteurs que les Grecs, eux-mêmes, ont identifiés dans leur stratégie de croissance. Je pense aux transports, à l’énergie, à l’agroalimentaire, au secteur maritime, au secteur pharmaceutique, au tourisme durable, à toute une série de sujets sur lesquels la Grèce a des avantages comparatifs à faire valoir.

Aujourd’hui, c’est cela la priorité de la Grèce, c’est de s’engager pleinement pour le retour d’une croissance solide et c’est la clé de son rétablissement complet. Il reste encore beaucoup à accomplir. Je le sais et je redis ici que la Grèce n’assumera pas cette tâche seule. Les Européens et la Commission européenne l’accompagneront tout au long du chemin. Notre réussite sera collective ou elle ne sera pas. Nous travaillerons en étroite collaboration avec les Grecs, comme cela a été le cas ces huit dernières années. Nous le ferons dans le cadre du Semestre européen, et je sais l’importance des rendez-vous budgétaires que nous avons à l’automne.

Comme la crise économique a frappé et déstabilisé la Grèce plus que tout autre pays, notre accord, c’est vrai, prévoit la mise en place d’une surveillance renforcée. Cela me paraît être un bon compromis pour la Grèce comme pour la Commission européenne, mais vous verrez que cette surveillance n’est en rien un quatrième programme. J’ai entendu les critiques, j’ai entendu les interrogations et je veux insister sur ce point une dernière fois. Non! Non, non, la surveillance renforcée n’est pas un quatrième programme déguisé. Elle sert à préserver l’élan de la réforme, à renforcer la crédibilité, ce qui sera crucial pour la Grèce pendant la période postérieure au programme. Cela rassurera les marchés, les investisseurs et les partenaires européens. Cela contribuera aussi à contenir les pressions internes qui ne manqueront pas de se faire jour au fil des ans pour infléchir les politiques responsables qui sont nécessaires. Alors, j’ai été accusé ici, comme je l’ai été à Athènes, hier, de jouer à je ne sais quel jeu politique occupé par je ne sais quelle ambition. Ce que j’ai compris, en tout cas, à Athènes hier, et encore aujourd’hui, c’est qu’il est vrai que des élections ont commencé dans les têtes, mais pas les élections européennes et pas pour moi, mais les élections en Grèce pour certains. J’ai compris que pour certains, critiquer, critiquer et critiquer encore faisait partie du jeu. Je le dis ici, je ne trouve pas cette attitude honnête, car la Commission a été aux côtés, tout comme moi d’ailleurs, de tous les gouvernements grecs. J’ai bien travaillé avec Antonis Samaras, le précédent Premier ministre du parti Nouvelle Démocratie, j’ai bien travaillé avec ses ministres, M. Stournaras et M. Hardouvelis et je travaille bien avec Alexis Tsipras, je travaille bien également avec Euclide Tsakalotos. J’ai eu un peu plus de mal avec Yanis Varoufakis, non pas parce qu’ils sont du parti Syrisa, mais parce que j’aime la Grèce et que la Commission est aux côtés de la Grèce. Alors de grâce – je le dis à ceux qui se laissent aller à des facilités –, les passions politiques sont ce qu’elles sont, et nous les éprouvons tous, mais elles ne doivent pas conduire à décrédibiliser un bon accord. En faisant ainsi, on joue contre son pays et moi, je veux jouer pour l’Europe et je veux jouer pour et avec la Grèce.

Je pense encore une fois que cet accord n’est pas parfait, que la situation doit faire encore l’objet de nombreuses améliorations, mais que tout de même, nous sommes vraiment dans la bonne direction, et je voudrais que ce Parlement dans sa diversité le reconnaisse tout simplement. C’est une question d’honnêteté et de vérité, et c’est cela qui m’a toujours guidé.

  Mário Centeno, President of the Eurogroup. – Madam President, after listening to all your interesting and well placed comments, concerns and questions, I am even more convinced that given its diversity, future success for Greece depends on the resilience that the current reform process can show across political and economic cycles. Respecting the hardship that the Greek people have experienced in the last eight years is crucial for the continuation of this reform process. And this is the only way that we can show that this is, and was, really not in vain.

Let me stress that reforms take time to mature. Reforms take time to have an effect. And this time that we need to provide this reform process with in a society is best given by its institutions. And in Europe this includes the European institutions, and of course the European Parliament. That is what our citizens expect from us. We need to make our institutions stronger. We need to make them work.

If we look back, we can conclude that we have come a long way and, indeed, as many of you stressed, not everything has been easy. In the past eight years, both Greece and the euro area had to overcome hardship. We were pushed to the limit very often. Together, however, I think I can say today that we have learned a lot. No doubt we were not fully prepared to deal with this crisis at its outset. Many things had to be tried and learned on the go. We all indeed paid a price for that, yet we managed to overcome the obstacles on our way.

Some of you mentioned concerns vis-à-vis the ongoing legal proceedings against the former president and senior staff of ELSTAT, and those are indeed a matter of serious concern. We have asked the institutions to monitor developments and report to us in the context of the post—programme framework. Of course it goes without saying that we fully respect the independence of the Greek judiciary, but this is a matter that we need to follow up.

Reforms are needed, continuing the process of reform is needed, and I am going to stress here a special role – some of you also mentioned this – for public administration reform, and we deem public administration reform for tax collection. That must continue to improve in Greece.

Over those concerns, I must say in any case – and this is my main message here today – that we have many reasons to be proud. Today, Greece joins Ireland, Portugal, Cyprus and Spain and prepares for the post-programme period. Greece is ready to turn over a new leaf and is well equipped for ensuring sustainable, balanced and inclusive growth.

It is not just Greece but also the euro that emerges stronger from this experience. Our single currency area has become more resilient and much wiser. It has several tools and solutions to withstand the next crisis, and we are working to strengthen it even more.

For those of you who expressed concerns over the success of the Greek programmes ahead of us, I would urge you to think of the Portuguese experience and of the subsequent waves of reforms that followed the exit of the programme in Portugal and that guaranteed a sustainable success for the exit. The Portuguese example is a good example for us to be aware of.

To finalise, I would just like to say that we are committed to making sure that another eight such years will never be repeated again.

  Sirpa Pietikäinen (PPE), kirjallinen. – Kreikalle myönnetyn kolmannen ja viimeisen taloudellisen tukiohjelman on määrä päättyä 20. elokuuta. Sijoittajien luottamus Kreikan talouteen on vahvistunut riittävästi, jotta maa voi irtautua ulkoisesta avusta yksityisille markkinoille. On tärkeää, että yhteistyö EU:n ja Kreikan hallinnon välillä jatkuu sopeutusohjelman päätyttyäkin ja että Kreikka jatkaa sovittuja uudistuksia, joiden avulla talous pysyy jatkossakin kestävällä pohjalla.

Tukiohjelman saattaminen loppuun on osoitus EU:n yhteisen talouspolitiikan toimivuudesta. Tehtyjen vaikeiden ratkaisujen ansiosta Kreikan lähtö eurosta ja systeeminen shokki koko euroalueella saatiin vältettyä. Euromaille sopeutusohjelma on tarkoittanut hätälainoituksen myöntämistä, mutta pelastanut euroalueen vakauden, ja siten pitkällä tähtäimellä vähentänyt veronmaksajille aiheutuneita kustannuksia. Tukiohjelmaan varatusta 86 miljardista jää käyttämättä 25 miljardia euroa eli lähes kolmasosa. Kreikan esimerkki osoittaa, että euroalueen kykyä puuttua kriiseihin tulee vahvistaa. Eurooppalaisen valuuttarahaston kehittäminen vakausmekanismin pohjalta ja pankkiunionin viimeistely toisivat jatkossa kriisitilanteisiin tarvittavaa ennakoitavuutta ja ripeyttä.

  Miguel Viegas (GUE/NGL), por escrito. – O exemplo grego é, por agora, a mais viva demonstração do que pode suceder, e de facto sucedeu, a um país periférico do Euro. O Euro encurralou a periferia entre a espada e a parede: ou a chantagem dos especuladores, ou a chantagem da troica.

Entretanto, o Euro continua a desfiar o infindável novelo da austeridade. No caso de Portugal, renovam-se as pressões para reduzir a despesa pública primária, em particular no sector da saúde, e para aumentar a despesa associada ao pagamento da dívida. Menos dinheiro para a saúde, mais dinheiro para a dívida: disse há dias à Comissão Europeia.

O Euro é isto. Ataque aos serviços públicos, à saúde, à educação, à segurança social e aos salários. O dinheiro existe, mas desaparece numa dívida que se alimenta a ela própria.

Responder aos problemas do país exige enfrentar os constrangimentos e as imposições associados ao Euro – os que já hoje existem e os que se preparam a pretexto da chamada reforma do Euro. Exige afirmar a soberania nacional e um projeto de desenvolvimento soberano assente no progresso social.

  Ελισσάβετ Βόζεμπεργκ-Βρυωνίδη (PPE), γραπτώς. – Οι αισιόδοξες εκτιμήσεις για την ελληνική οικονομία, παραπέμπουν στη γνωστή ρήση «οι αριθμοί ευημερούν αλλά ο λαός υποφέρει». Κατά γενική παραδοχή, οι Έλληνες στα χρόνια της κρίσης έχουν δοκιμαστεί σκληρά και έχουν υποβληθεί σε μεγάλες θυσίες, που όμως δεν έχουν το επιθυμητό αντίκρισμα. Η Ελλάδα υποχρεώνεται εκ νέου σε διαρκή λιτότητα, καθώς καλείται να εμφανίσει υψηλά πλεονάσματα αδιαλείπτως μέχρι το 2060, κάτι που αποτελεί κοινό μυστικό ότι ουδεμία χώρα στα οικονομικά χρονικά έχει πετύχει. Η απόπειρα εξωραϊσμού της κατάστασης δεν αλλάζει την εικόνα της πραγματικής οικονομίας, με τον έναν στους δύο φορολογούμενους να έχει ληξιπρόθεσμες οφειλές προς την εφορία και τον έναν στους τρείς να κινδυνεύει ή να έχει ήδη υποστεί κατάσχεση. Πώς συμβαδίζει άλλωστε η έκφραση εμπιστοσύνης προς την ελληνική οικονομία με την υποχρέωση για ενισχυμένη μεταμνημονιακή εποπτεία, συχνούς ελέγχους, σειρά νέων σκληρών μέτρων και χρηματοδοτικό "μαξιλάρι" 24 δισεκατομμύρια ευρώ; Η Ελλάδα χρειάζεται τη στήριξη της ΕΕ και των εταίρων της αλλά και μία κυβέρνηση που πιστεύει στις μεταρρυθμίσεις και κυρίως σε ελκυστικό για επενδύσεις φορολογικό περιβάλλον. Μόνο έτσι η οικονομία θα ξεφύγει από τα ανέφικτα υπερπλεονάσματα και την επιδοματική πολιτική και θα οδηγηθεί στο δρόμο της βιώσιμης δυναμικής ανάπτυξης, που θα δημιουργήσει νέες θέσεις εργασίας και παραγωγή πλούτου.

  Θεόδωρος Ζαγοράκης (PPE), γραπτώς. – Οι συμπολίτες μας αδυνατούν να πιστέψουν ότι η κρίση τελείωσε, διότι κανείς δεν βιώνει μια σημαντική βελτίωση στην τσέπη του, στον οικογενειακό προϋπολογισμό, στην καθημερινότητα του. Η ελληνική οικονομία θα επανέλθει όταν η κοινωνία θα ανασάνει πραγματικά. Όταν θα ενισχυθεί καθοριστικά η πραγματική οικονομία, οι μικρομεσαίες και οικογενειακές επιχειρήσεις, και όταν θα γίνουν ουσιαστικές επενδύσεις που θα καταπολεμήσουν την ανεργία και θα δημιουργήσουν δουλειές με ποιοτικές συνθήκες και δίκαιες αμοιβές για τους εργαζομένους. Σήμερα, που η ανεργία των νέων παραμένει η υψηλότερη, που η χώρα αποχαιρετά πολίτες της κάθε ηλικίας και εξειδίκευσης που φεύγουν στο εξωτερικό, κανείς δεν δικαιούται να πανηγυρίζει.
