  Alex Mayer (S&D). – Mr President, I welcome this report which reaffirms our shared values of freedom and democracy. Democracy is the topic that US Senator Paul Strauss recently visited our Parliament to discuss in relation to the District of Columbia. Quite frankly, when I first heard that 700 000 US citizens in Washington do not have the right to elect Senators and Congressmen or women who actually get to vote on laws, I was baffled. That is more people than live in Malta or Luxembourg disenfranchised, and whilst the reasons are to be found in history, the situation is a real problem today with local decisions such as funding for family planning for those in financial need being blocked.

We in this Parliament call out human rights violations across the world. I see no reason not to do so in this case too. The citizens of the District of Columbia are denied the basic rights that others living in liberal democracies take for granted. It is time that this 200—year injustice was ended.

  Rory Palmer (S&D). – Mr President, I doubt many people in the European Parliament have heard of – or indeed visited – the wonderful north Nottinghamshire villages of Babworth and Scrooby, but they are incredibly significant in the history of US and European relations because they are where, almost 400 years ago, some of the pioneering Pilgrim Fathers set out from on their historic voyage to the United States, via Holland. I want to commend the important work by those at Bassetlaw District Council, in my constituency, who are bringing that story to life as we approach the 400th anniversary of the voyage of the Mayflower. Their work is incredibly important in bringing that rich history to life today; a story of discovery, migration, freedom and democracy, values which we reflect on today in voting through this report.

  Mirosław Piotrowski (ECR). – Panie Przewodniczący! Sprawozdanie na temat stosunków Unia Europejska – Stany Zjednoczone generalnie nie jest nastawione bardzo konfrontacyjnie, ale niektóre jego zapisy są nie do przyjęcia. Na przykład zapisy ust. 5, w którym wyrażamy zaniepokojenie podejściem Stanów Zjednoczonych do rozwiązywania globalnych problemów i konfliktów regionalnych po wyborze Donalda Trumpa, z pewnością nie zmierzają w kierunku realnej współpracy. Także zapisy ust. 39, w którym krytykujemy niedawne powołanie Giny Haspel na stanowisko dyrektora Centralnej Agencji Wywiadowczej i wyrażamy zaniepokojenie z tego powodu z uwagi na jej słabe wyniki w dziedzinie przestrzegania praw człowieka, są również nie do przyjęcia. Sądzę, że nie na miejscu są także takie zapisy jak w ust. 38, w którym wskazuje się na kompleksowe podejście Unii Europejskiej i USA do zwalczania terroryzmu. Mowa jest o wspólnych wysiłkach, a to przecież czysta hipokryzja, gdyż do tej pory Unia w sprawie zwalczania terroryzmu nie zrobiła prawie nic, a niemal cały ciężar walki z terroryzmem spoczywał na Stanach Zjednoczonych. Do tej pory Unia raczej przeszkadzała –przypomnę choćby powołanie specjalnej komisji ds. CIA. Z uwagi na powyższe głosowałem przeciwko temu sprawozdaniu.

  Tibor Szanyi (S&D). – Tisztelt Elnök úr! Támogattam ezt az alapos jelentést, egyetértve azzal, hogy az EU legnagyobb és legközelebbi globális stratégiai partnerével szemben visszafogott és konstruktív hangú kritikát fogalmazzunk meg olyan, remélhetőleg rövid, átmeneti történelmi időszakban is, amikor Trump elnöksége a transzatlanti együttműködés alapjául szolgáló kölcsönös bizalmat veszélyezteti. Fontosnak tartom, hogy a kiszámíthatatlanná vált amerikai kül- és gazdaságpolitika hatásaival szembesülő Európa egyszerre keressen az EU és tagállamai saját biztonságát és nemzetközi versenyképességét szolgáló új utakat, miközben igyekszik megőrizni a Transzatlanti Szövetség azon sok évtizedes értékeit, amelyek kontinensünk békéjének és jólétének alapjául szolgálnak. Ez a jelentés megfelelő kiinduló alap lehet ahhoz, hogy az Európai Parlament és az Unió egésze konkrét, jövőbe mutató javaslatokkal álljon készen arra az időre, amikor az USA oldalán ismét kiszámítható és felelősségteljes kormányzati partnerrel állunk majd szemben. Ehhez persze szükséges az is, hogy az EU–USA-viszony alakításában is erősítsük az Unió egységét és kordában tartsuk a trumpi politikai ámokfutás olyan kéretlen európai csodálóit és kiszolgálóit, mint Orbán Viktor.

  Petras Auštrevičius (ALDE). – Mr President, the EU-US transatlantic relationship remains the crucial pillar for global stability, and for upholding fundamental rights in the world. Threats in the EU neighbourhood that we are currently faced with can be effectively deterred only through deep and coherent partnerships within a NATO framework. I therefore believe we should continue showing our full political and financial commitment to this partnership. However, I also share the concerns expressed in the report that President Trump’s administration has led to some set-backs in very important fields of cooperation, such as trade, climate change or the United Nations.

Having said this, despite developing and deepening the partnership further wherever possible, the European Union should also be prepared to build its strategic powers and, if necessary, lead by example when it comes to such issues as human rights or global warming.

  Andrejs Mamikins (S&D). – Mr President, we can like Donald Trump or not, but one thing is sure, we have to deal with the United States. The US has been supporting the European project since the beginning. Our ties are irreversible and the shadow of the future is long for us both. What we must do in this House is decide our approach to the US notwithstanding who is in power there. We need to be serious about it and not reduce the current disequilibrium in our relations to the individual figure of Trump only.

As a member of the SND Group, I am convinced that our dialogue with the US must be equal and fair – I repeat, equal and fair. The EU needs to stop merchandising its values for the sake of a deal with the US. Why did we not adopt any urgency resolution on the human rights violation perpetrated by the US. Why do we not speak about the US violating the sovereignty of other states. It is easy to be strong with weak ones and weak with the strong ones.

  Bruno Gollnisch (NI). – Monsieur le Président, une fois de plus, le rapport de M. Brok manque totalement son objet, parce que le problème n’est pas du tout de s’ingérer dans la politique intérieure des États-Unis, comme il le fait et comme le font également les amendements qui ont été déposés et votés.

Les États-Unis n’ont pas plus à s’ingérer dans nos affaires que nous n’avons à nous ingérer dans les affaires intérieures des États-Unis. Le véritable problème est de savoir si nous ne sommes pas insensiblement passés du statut d’alliés au statut de vassaux. Et nous devons exiger la réciprocité et ne nous intéresser qu’aux questions internationales. Il faut donc saisir l’occasion de la présidence Trump pour nous affranchir de l’OTAN, dont l’existence ne se justifie plus depuis que l’Union soviétique a disparu et n’est plus une menace contre nous. Il faut nous élever contre les spoliations incroyables auxquelles l’administration ou l’appareil judiciaire américains ont procédés contre nos banques, contre nos intérêts, et il faut nous élever contre la prétention insupportable des États-Unis à imposer l’universalité de leurs sanctions au détriment de nos entreprises. Tout le reste ne nous regarde pas.

  Jude Kirton-Darling (S&D). – Mr President, I voted in favour of this report because we need a new settlement with the USA, not just because of Trump’s politics and the way he is attacking the EU and our steel and aluminium industries but also because we don’t have the global rules and governance we need to tackle the challenges we all face, from sustainable development to security, without the USA at the table.

So we need to do more than just talk to them. We need to negotiate with the USA: for the climate and to re-regulate globalisation, bringing the USA back into the multilateral game. Bilateral horse trading won’t work, and nor will a new, narrow EU-US deal on tariffs and quotas.

MEPs dismissed attempts to conclude a Transatlantic Trade and Investment Partnership (TTIP) ‘lite’ in 2016 and I am pleased that today’s report has reiterated this firm position, but it’s worth noting, as we’re about to leave the European Parliament, how the atmosphere in our EU-US relations has changed in my time in politics. Much needs to be done to improve it.

  Rupert Matthews (ECR). – Mr President, I’m absolutely delighted to be able to support stronger links between the democratic nations on this side of the Atlantic and the United States of America on the other side. But that cause will not be served if the European Union insists on putting all of the blame for the recent chilling in relations on the United States of America.

How many times have I sat in this very building and listened to my fellow MEPs talking about American culture: how vulgar it is, how common it is, how awful it is, how much better things would be if everything was run by les énarques and the other elite here in the European Union? Is it any surprise that President Trump and the peoples of the United States of America resent the snobbery and contempt that daily fall upon their ears from people within this Chamber?

We need to improve relations with the United States of America, but let us start by taking a lead ourselves.

  Adam Szejnfeld (PPE). – Panie Przewodniczący! Do niedawna stosunki transatlantyckie były fundamentem wszystkiego co najważniejsze we współpracy na świecie, mianowicie wartości naszej cywilizacji, współpracy i wzrostu gospodarczego, a co za tym idzie także rozwoju społecznego, no i w końcu bezpieczeństwa międzynarodowego.

Wydaje się jednak, że taki świat, jaki znaliśmy do tej pory, przechodzi powoli do historii. Dzieje się to za sprawą obecnej administracji prezydenckiej w USA. Dość przytoczyć takie przykłady jak rozpętanie wojny handlowej, ataki na jedność Unii Europejskiej, podważanie funkcjonowania NATO, ONZ, w końcu także WTO, no i oczywiście likwidowanie umów o handlu międzynarodowym i usługach czy inwestycjach. Mimo wszystko uważam, że interesem zarówno Unii Europejskiej i Stanów Zjednoczonych, jak i całego demokratycznego świata jest powrót na drogę globalnej współpracy i współdziałania. Nie ma, moim zdaniem, alternatywy dla tego rozwiązania.
